I just left Walmart, and I couldn’t believe what I saw. The chewing gum I usually buy for three dollars is now almost five. The cashier told me the price went up a whole dollar just yesterday. Her art is grounded in her Mexican and Texas heritage, blending cultural memory with personal expression
She studied ceramic art at Huntingdonshire College near Cambridge, England, and continued her training at the University of New Mexico in Portales and for many years at the Southwest School of Art, the University of Texas at San Antonio, and Northwest Vista College.
through robust, earthy artwork that invite emotional engagement.
Born in Mexicali, across the border from Calexico, California, Gricelda’s creative path began unexpectedly after her marriage to Mark Nill, whose Air Force service took the couple to England. There, a visit to a local ceramic factory sparked her lifelong dedication to clay.
Gricelda’s artistic process reflects both discipline and intuition. She works with earthenware, stoneware, and porcelain, employing handbuilding methods such as pinching, coiling, and slab construction. After the bisque and glaze firings, her finished pieces display vibrant color, meticulous detail, and tactile energy.
Gricelda’s recurring naturalistic and indigenous-inspired motifs—flowers, butterflies, and symbolic forms—bridge personal narrative and cultural identity. Critics have praised her technical mastery and immersive
compositions that create “bigger-than-life renditions of human-like creatures surrounded by meticulously formed details.”
Gricelda’s began exhibiting twenty years ago in Clovis, New Mexico, and since moving to San Antonio in 2006, she has received awards from the Guadalupe Cultural Arts Center, the Corpus
Christi Arts Festival, and the San Antonio Art League. Her first solo exhibition in 2007, organized by Malena González-Cid of Centro Cultural Aztlan, established her as a key figure in San Antonio’s Latino art scene, where she continues to inspire through works celebrating heritage, strength, and transformation.

Today’s stop is one of my all-time favorites: Pepe’s Tacos & Salsa. If you’re craving really, really good Mexican food, look no further. I’ve been coming here for years, and not just because of the incredible food — the staff treats you like family.This familyowned gem has been serving the community for 13 years, and they take real pride in making sure every visit is a great experience. I started with the cheese enchiladas and wow — they were out of this world! They came out nice and hot
(not burn the roof of your mouth hot), with perfectly melted cheese and rich flavor. Even though they have an awesome salsa bar, the food is so flavorful you barely need anything extra. Honestly, these might be some of the best enchiladas I’ve ever had… just don’t tell my wife! For something on the lighter side, I tried their green spinach chicken enchiladas — something I’d never heard of before. The creamy green spinach sauce with hot melted white cheese on top blew me away. It’s a must-try. I’m picky when it comes to menudo. My mother-in-law
has always made the best… until Pepe handed me a bowl. One taste and I had to tell Mom to scoot over — there’s a new sheriff in town! This menudo was so flavorful I didn’t even need to add onions, cilantro, or lemon. Absolute perfection. You can’t talk about Pepe’s without mentioning their tacos — barbacoa, carne guisada, or the classic bean and cheese. All are delicious, but for some reason, their bean and cheese stands out. It’s simple, comforting, and just tastes better here. Pepe also loves experimenting, which led to his Philly Cheesesteak Taco —
chunks of top sirloin, bell peppers, onions, and melted white cheese. Checkmate!
But my personal favorite is the “Cleto Taco.” It’s steak ranchera wrapped in a flour tortilla, topped with that signature ranchera sauce and melted cheese. One bite and you’ll start speaking another language — it’s that good.

Los Spurs bajo el mando del entrenador en jefe Mitch Johnson, en partido amistoso internacional de pretemporada en su sede en el estadio Frost Bank Center, dieron emotiva bienvenida al club Guangzhou Loong-Lions, afiliado en la Chinese Basketball Association (CBA), dirigidos por Nate
Mitchell.
El espectacular partido jugado el lunes 6 de octubre, fue aplaudido por 15,993 espectadores contándose entre ellos miembros de la comunidad China de San Antonio.
Antes de partido, la gerencia general de Spurs Sports and Entertainment (SS&E), presentó al colorido grupo Chines Cultural Performance
Association, que con su maravilloso show efectuado sobre la duela dieron a conocer sus coloridas y hermosas raíces artísticas culturales.
Durante las acciones los asistentes disfrutaron del desarrollo del esperado partido internacional en el cual aplaudieron las habilidades de jugadores por ambos lados, destacando elementos novatos, prospectos y veteranos.
Por Lions, abrieron el partido la quinteta; de los guardias; Tim Frazier, Liu Yancheng, Víctor Oladipo. Los delanteros; Li Xiangbo y Frank Kaminsky.

Cabe anotar que por Lions, Frank Kaminsky, veterano con ocho temporadas en el mejor baloncesto mundial, se destacó encestando y aportando asistencias
entre sus compañeros.
Por San Antonio, hizo lo mismo Wemby y su nuevo compañero el delantero y central Luke Kornet, quien con su estatura de 7 pies y una pulgada, realizó espectaculares encestes con tiros propios y de sus compañeros que fallaron por escasos centímetros y él logró recuperar el balón metiéndolo en la canasta.
Los Spurs de local jugará el lunes 13 de octubre ante Pacers en el horario de las 6pm.

ELECCIÓN EN EL CONDADO DE BEXAR, TEXAS, EL DÍA 4 DE NOVIEMBRE DE 2025, SOBRE LA CUESTIÓN DE LA APROBACIÓN E IMPLEMENTACIÓN DE UNA RESOLUCIÓN QUE DESIGNA EL DESARROLLO DE MEJORAMIENTOS AL FREEMAN COLISEUM, FROST BANK CENTER Y LAS INSTALACIONES DEL SAN ANTONIO STOCK SHOW AND RODEO Y UNA NUEVA ARENA MULTIUSOS PARA LOS SAN ANTONIO SPURS COMO PROYECTOS DE RECINTO Y LA DESIGNACIÓN DEL MÉTODO DE FINANCIAMIENTO DE DICHOS PROYECTOS DE RECINTO DE CONFORMIDAD CON EL CAPÍTULO334 DEL CÓDIGO DE GOBIERNO LOCAL DE TEXAS; QUE ESTABLECE LAS DISPOSICIONES PARA LA REALIZACIÓN DE LA ELECCIÓN Y PARA LA REALIZACIÓN DE UNA ELECCIÓN CONJUNTA CON DIVERSAS SUBDIVISIONES POLÍTICAS; QUE DISPONE SOBRE OTROS ASUNTOS RELACIONADOS CON DICHA ELECCIÓN; Y QUE PROPORCIONA UNA FECHA DE ENTRADA EN VIGENCIA
POR CUANTO, la Sección 41.001(a) del Código Electoral de Texas, en su versión enmendada (el “Código”), establece el martes 4 de noviembre de 2025 como una fecha de elección uniforme para el Condado de Bexar, Texas (el “Condado”); y
POR CUANTO, la Sección 3.005(c) del Código requiere que el Condado convoque la elección a más tardar 78 días antes de la fecha de elección uniforme, es decir, a más tardar el lunes 18 de agosto de 2025; y
POR CUANTO, el 10 de junio de 2025, de conformidad con el Capítulo 334 del Código de Gobierno Local de Texas, en su versión enmendada (la “Ley”), el Tribunal de Comisionados (el “Tribunal”) del Condado adoptó una resolución (la “Resolución”), designando y, sujeto a la aprobación en una elección, autorizando el desarrollo de mejoramientos al Freeman Coliseum, el Frost Bank Center, y las instalaciones del San Antonio Stock Show and Rodeo (el “Proyecto de recinto tipo complejo de coliseo”) y una nueva arena multiusos para los San Antonio Spurs (el “Proyecto de recinto tipo arena” y, junto con el “Proyecto de recinto tipo complejo de coliseo”, los “Proyectos de recinto”) de los tipos descritos y definidos en la Sección 334.001(4)(A) de la Ley, y permitidos por la misma, y descritos a continuación en forma de resumen como:
- Mejoramientos al Complejo del coliseo, que incluye el Freeman Coliseum, el Frost Bank Center, las instalaciones del SanAntonio Stock Show and Rodeo, e infraestructura relacionada; y
- El desarrollo de una nueva arena multiusos para los San Antonio Spurs, e infraestructura relacionada y POR CUANTO, en la Resolución, el Tribunal designó el siguiente método de financiamiento autorizado por la Ley para financiar los Proyectos de recinto:
- Un impuesto sobre la ocupación de una habitación en un hotel ubicado en el Condado, a una tasa que no habrá de exceder el dos por ciento (2%) del precio pagado por dicha habitación, del modo y en la medida que lo autorice el Subcapítulo H de la Ley; y
- Un impuesto a corto plazo sobre el alquiler de vehículos motorizados a una tasa que no habrá de exceder el cinco por ciento (5%) de los ingresos brutos por alquiler obtenidos del alquiler de vehículos motorizados en el Condado; y
POR CUANTO, según lo requerido por la Sección 334.022 de la Ley, el Condado envió la Resolución al Contralor de Cuentas Públicas, y el 26 de junio de 2025, el Contralor notificó al Condado su determinación de que la aprobación e implementación de la Resolución no tendría un impacto negativo significativo en los ingresos estatales, permitiendo por lo tanto al Condado celebrar una elección para someter a los votantes calificados del Condado las propuestas relacionadas con el Proyecto de recinto tipo complejo de coliseo y el Proyecto de recinto tipo arena; y
POR CUANTO, el Tribunal está autorizado y ha determinado ordenar una elección sobre la cuestión de la aprobación e implementación de la Resolución de conformidad con la Sección 334.024 de la Ley; y
POR CUANTO, por medio del presente documento, el Tribunal encuentra y determina que debe celebrarse una elección para someter a los votantes calificados del Condado los Proyectos de recinto y el financiamiento de dichos proyectos;
POR CUANTO, por medio del presente documento, el Tribunal encuentra y determina que dicha elección deberá celebrarse en una fecha de elección uniforme establecida por la Sección 41.001(a) del Código, según lo requerido por la ley de Texas; y
POR CUANTO, por medio del presente documento, se encuentra y determina oficialmente que la asamblea en la que se considere esta Orden está abierta al público, y que se dio un aviso público de la hora, el lugar y el propósito de dicha asamblea, según lo requerido por la ley, y que se dio un aviso público de la hora, el lugar y el propósito de dicha asamblea, todo esto según lo requerido por la Sección 551.043 del Código de Gobierno de Texas, en su versión enmendada; y
POR CUANTO, el Condado celebrará una elección conjunta con diversas subdivisiones políticas (en conjunto, los “Participantes”) según lo dispuesto de conformidad con las disposiciones de un acuerdo de elección conjunta entre el Condado y los Participantes, adoptado de conformidad con las disposiciones de la Sección 271.002 del Código.
POR CUANTO, por medio de esta Orden, el Condado tiene la intención de disponer la realización de la elección; y
POR CUANTO, por medio del presente documento, el Tribunal encuentra y determina que esta acción responde al mejor interés de los ciudadanos del Condado.
POR LO TANTO, EL TRIBUNAL DE COMISIONADOS DEL CONDADO DE BEXAR, TEXAS, ORDENA LO SIGUIENTE:
SECCIÓN 1. Determinaciones. Las declaraciones contenidas en el preámbulo de esta Orden son verdaderas y correctas y se adoptan por el presente como constataciones de hecho y como parte de las disposiciones operativas de este documento.
SECCIÓN 2. Elección ordenada. Se celebrará una elección (la “Elección”) para y en el Condado el día martes 4 de noviembre de 2025 (“Día de la Elección”), fecha de elección uniforme establecida según lo dispuesto en la Sección 41.001(a) del Código. En la Elección se someterán las siguientes propuestas (las “Propuestas”) a los votantes calificados del Condado de conformidad con la ley:
PROPUESTA A ESTO ES UN AUMENTO DEL IMPUESTO.
“¿DEBERÁ autorizarse al Tribunal de Comisionados del Condado de Bexar, Texas, para disponer la planificación, la adquisición, el establecimiento, el desarrollo, la construcción, la renovación, y el financiamiento del Freeman Coliseum, Frost Bank Center, y otras instalaciones del San Antonio Stock Show & Rodeo (en conjunto, el “Proyecto de recinto tipo complejo de coliseo”), y la infraestructura relacionada, un proyecto de recinto del tipo descrito y autorizado por el Capítulo 334 del Código de Gobierno Local de Texas, en su versión enmendada (la “Ley”), y según lo designado y descrito por la resolución del Condado, con fecha 10 de junio de 2025 (la “Resolución”); y i) para aumentar el impuesto sobre la ocupación en los hoteles del condado a una tasa máxima del dos por ciento (2%), para el propósito de financiar el Proyecto de recinto tipo complejo de coliseo, de conformidad con el Subcapítulo H de la Ley, y, de aprobarse, la máxima tasa del impuesto sobre la ocupación que se imponga de todas las fuentes en el Condado de Bexar sería equivalente al 17.00% del precio pagado por una habitación en un hotel; y ii) para autorizar el uso del impuesto a corto plazo sobre el alquiler de vehículos motorizados existente en el Condado a una tasa máxima del cinco por ciento (5%) de los ingresos brutos por alquiler obtenidos del alquiler de vehículos motorizados en el Condado de Bexar, de conformidad con el Subcapítulo E de la Ley, para el propósito de financiar el Proyecto de recinto tipo complejo de coliseo y aprobar la Resolución?”

“¿DEBERÁ autorizarse al Tribunal de Comisionados del Condado de Bexar, Texas, para disponer la planificación, la adquisición, el establecimiento, el desarrollo, la construcción, la renovación, y el financiamiento de una nueva arena multiusos diseñada principalmente para ser el recinto de los partidos locales del equipo de baloncesto de los San Antonio Spurs, y para ser utilizada para otros propósitos, incluidos, entre otros, instalaciones para partidos de baloncesto semiprofesional, universitario y amateur, conciertos, eventos de entretenimiento, eventos comunitarios, y convenciones (el “Proyecto de recinto tipo arena”), y la infraestructura relacionada, un proyecto de recinto del tipo descrito y autorizado por el Capítulo 334 del Código de Gobierno Local de Texas, en su versión enmendada (la “Ley”), y según lo designado y descrito por la resolución del Condado, con fecha 10 de junio de 2025 (la “Resolución”); y i) para aumentar el impuesto sobre la ocupación en los hoteles del condado a una tasa máxima del dos por

“Autorizar al Condado de Bexar, Texas, para disponer la planificación, la adquisición, el establecimiento, el desarrollo, la construcción, o la renovación de una nueva arena multiusos diseñada principalmente para ser el recinto local del equipo de baloncesto de los San Antonio Spurs, y para ser utilizada para otros propósitos, incluidos, entre otros, instalaciones para partidos de baloncesto semiprofesional, universitario y amateur, conciertos, eventos de entretenimiento, eventos comunitarios, y convenciones (el “Proyecto de recinto tipo arena”), y la infraestructura relacionada, un proyecto de recinto del tipo descrito y autorizado por el Capítulo 334 del Código de Gobierno Local de Texas, en su versión enmendada (la “Ley”), y según lo designado y descrito por la resolución del Condado, con fecha 10 de junio de 2025 (la “Resolución”); y i) para aumentar el impuesto sobre la ocupación en los hoteles del condado a una tasa máxima del dos por ciento (2%), para el propósito de financiar el Proyecto de recinto tipo arena y aprobar la Resolución, de conformidad con el Subcapítulo H de la Ley, y, de aprobarse, la máxima tasa del impuesto sobre la ocupación que se imponga de todas las fuentes en el Condado de Bexar sería equivalente al 17.00% del precio pagado por una habitación en un hotel; y ii) para autorizar el uso del impuesto a corto plazo sobre el alquiler de vehículos motorizados existente en el Condado a una tasa máxima del cinco por ciento (5%) de los ingresos brutos por alquiler obtenidos del alquiler de vehículos motorizados en el Condado de Bex-
ar, de conformidad con el Subcapítulo E de la Ley, para el propósito de financiar el Proyecto de recinto tipo arena, y aprobar la Resolución.”
SECCIÓN 4. Materiales de votación multilingües. Todos los avisos, instrucciones y boletas de votación se proporcionarán a los votantes en inglés y español de conformidad con la Ley Federal de Derecho al Voto de 1965, en su versión enmendada (la “Ley de Derecho al Voto”), y el Código, incluido especialmente el Capítulo 272 del Código relacionado con los requisitos bilingües. Deberán ponerse a disposición personas capaces de fungir como traductores en inglés y español para asistir a los votantes hispanohablantes a comprender el proceso de la elección y participar en el mismo.
SECCIÓN 5. Circunscripciones electorales, lugares de votación, y horario de votación del Día de la Elección. Los lugares de votación para la Elección se designan por medio del presente documento como aquellas ubicaciones identificadas por Michele Carew, Administradora de Elecciones del Condado de Bexar (la “Administradora de Elecciones”). La votación en el Día de la Elección se llevará a cabo en los lugares de votación ubicados en todo el condado y designados en el Anexo A, adjunto al presente documento, siendo dichos lugares incorporados al presente documento por referencia para formar parte del presente documento para todos los propósitos; siempre y cuando, sin embargo, dichos lugares puedan cambiarse si así lo ordenara la Administradora de Elecciones sin más acciones por parte del Tribunal y sin enmendar esta Orden. Por medio del presente documento, se autoriza (y se ordena) a la Administradora de Elecciones a realizar los cambios necesarios en los números de circunscripción y lugares de votación para llevar a cabo la Elección de manera adecuada, sin más acciones por parte del Tribunal y sin enmendar esta Orden, y al Juez del Condado o a la persona designada por este a actualizar el Anexo A para que refleje los lugares designados por la Administradora de Elecciones, cuyas ubicaciones se aprueban por medio del presente documento. Cada lugar de votación deberá estar abierto desde las 7:00 a.m. hasta las 7:00 p.m. el Día de la Elección.
SECCIÓN 6. Secretaria de la Votación Anticipada; Lugares, fechas y horarios de la votación anticipada.Por medio del presente documento, se designa a la Administradora de Elecciones como Secretaria de la Votación Anticipada para la Elección. Los secretarios/jueces adjuntos de la votación anticipada se designarán según sea necesario para procesar las boletas de la votación anticipada enviadas por correo postal y llevar a cabo la votación anticipada. La votación anticipada por correo postal se llevará a cabo de conformidad con los requisitos del Código. Se autoriza a la Secretaria de la Votación Anticipada a designar a los miembros de la junta de boletas de votación anticipada, a los jueces presidentes y a los jueces suplentes de acuerdo con los requisitos del Código y/o por medio de una orden aparte del Tribunal. La votación anticipada deberá ser llevada a cabo por la Secretaria de la Votación Anticipada en el lugar de votación principal para la votación anticipada señalado a continuación; no obstante, la Secretaria de la Votación Anticipada podrá cambiar dicho lugar o añadir otros lugares de votación anticipada, sin necesidad de acción adicional por parte del Tribunal ni de enmendar de esta Orden, según sea necesario para el correcto desarrollo de la Elección.

Frio, Suite 100, San Antonio, Texas 78207, o llamando al Departamento de Elecciones del Condado de Bexar al (210) 335-0362. Las solicitudes para la votación por correo postal deben ser recibidas (no mataselladas) a más tardar a la hora de cierre (5:00 p.m., hora del Centro) del día viernes 24 de octubre de 2025.

Se autoriza al Juez del Condado o a la persona designada por el mismo a actualizar el Anexo B para que refleje los lugares y horarios designados por la Secretaria de la Votación Anticipada,
y dichos lugares se aprueban por medio del presente documento.
(f) Se autoriza a la Secretaria de la Votación Anticipada a designar a los miembros de la junta de boletas de votación anticipada, a los jueces presidentes y a los jueces suplentes para cada lugar de votación de acuerdo con los requisitos del Código. Los jueces presidentes estarán autorizados a aprobar a los secretarios electorales necesarios para ayudar a llevar a cabo la Elección.
(g) Los horarios de votación pueden ser cambiados si así lo decide la Secretaria de la Votación Anticipada sin necesidad de acción adicional por parte del Tribunal ni de enmendar de esta Orden. Por medio del presente documento, se autoriza (y se ordena) a la Secretaria de la Votación Anticipada a hacer tales cambios en los horarios de votación según sea necesario para la realización adecuada de la Elección. SECCIÓN 7. Elección conjunta. La elección conjunta se realizará bajo la jurisdicción de la Secretaria del Condado de Bexar (la “Secretaria del Condado”) de conformidad con la dirección del Tribunal, y podría realizarse de conformidad con contratos de elección conjunta (los “Contratos”) celebrados por y entre el Condado y la Ciudad de San Antonio y otros Participantes, de existir, descritos en los Contratos. Los contratos que disponen la elección conjunta y la realización de la Elección por parte de la Secretaria del Condado se presentarán ante el Tribunal para su consideración y aprobación. La Secretaria del Condado (o la persona designada por la misma) está autorizada a enmendar o complementar cualquiera de dichos Contratos en la medida requerida para que la elección sea realizada de manera eficiente y legal según lo determine la Secretaria del Condado o la Administradora de Elecciones.
SECCIÓN 8. Aviso de la Elección. El Aviso de la Elección deberá darse por medio de las siguientes modalidades: i) publicación de una copia sustancial de esta Orden, en inglés y en español, en un periódico de tirada en el Condado o, en ausencia de dicho periódico, en un periódico de circulación general dentro del Condado (o que cumpla con la ley aplicable), de un plazo no anterior al trigésimo día ni posterior a décimo dia antes de la fecha estipulada para la Elección; ii) publicación de una copia de esta Orden, en inglés y en español, en el tablero de anuncios del tribunal del Condado utilizado para publicar avisos de asambleas del Tribunal y en al menos tres lugares públicos adicionales dentro de los límites del Condado, a más tardar el vigésimo primer día previo a la fecha estipulada para la Elección; y iii) publicación de una copia de esta Orden, en inglés y en español, en el sitio web del Condado, de forma destacada y junto con el aviso de la Elección y el contenido de las Propuestas y cualquier ejemplo de boleta de votación preparada para la elección, a más tardar el vigésimo primer día antes de la fecha estipulada para la Elección y hasta el final del Día de la Elección. Además, en el Día de la Elección y durante la votación anticipada en persona, esta Orden deberá estar publicada en una ubicación destacada en cada lugar de votación. El Aviso de la Elección también deberá publicarse en el sitio web del Condado a más tardar el vigésimo primer día antes de la Elección, de conformidad con la Sección 4.009 del Código. SECCIÓN 9. Realización de la Elección. La Elección deberá realizarse de conformidad con el Código, el Código de Gobierno de Texas y la Ley de Derecho al Voto, lo que incluye, en particular, el Capítulo 272 del Código referente a los requisitos bilingües.

Por medio del presente documento, se autoriza (y se ordena) al Juez del Condado, a la Secretaria del Condado, o a la persona designada por los mismos, actuando en nombre del Tribunal, en consulta con el Fiscal del Distrito y el asesor en materia de bonos, a realizar todas las acciones que sean necesarias para cumplir con las disposiciones del Código y de la Ley de Derecho al Voto para llevar a cabo la Elección, se encuentren o no autorizadas expresamente en el presente documento, lo cual incluye realizar cambios o adiciones a los lugares o procedimientos de votación con el alcance requerido o deseable, según lo determine la Secretaria del Condado, o que pudieran hacerse necesarios en virtud de las circunstancias que surjan posteriormente a la fecha de esta Orden.
SECCIÓN 11. Correcciones. Por medio del presente documento, se autoriza (y se ordena) a la Secretaria del Condado y/o al Fiscal del Distrito a aprobar cualesquiera cambios o correcciones de carácter técnico en esta Orden, o a cualquiera de los instrumentos autorizados por esta Orden, necesarios para corregir cualquier ambigüedad, error u omisión.
SECCIÓN 12. Acciones necesarias. Por medio del presente documento, se autoriza (y se ordena) a la Secretaria del Condado y/o al Fiscal del Distrito, o a la persona designada por cualquiera de ellos, actuando en nombre del Tribunal de Comisionados, en consulta con el Fiscal del Distrito y/o el asesor en materia de bonos, a realizar todas las acciones que sean necesarias para cumplir con las disposiciones del Código y de la Ley de Derecho al Voto para llevar a cabo la Elección, se encuentren o no autorizadas expresamente en el presente documento, lo cual incluye realizar cambios o adiciones a
los lugares o procedimientos de votación con el alcance requerido o deseable, según lo determine el Condado de Bexar, y modificar las disposiciones de esta Ordenanza para facilitar el cumplimiento de los cambios en la ley efectuados durante la 89.a Sesión Legislativa de Texas y cualesquiera sesiones especiales de la misma o interpretaciones administrativas de dichas leyes.
SECCIÓN 13. Divisibilidad. Si alguna disposición, sección, subsección, oración, cláusula o frase de esta Orden, o su aplicación a cualquier persona o conjunto de circunstancias, por cualquier motivo, fuera declarada inconstitucional, nula, inválida o inaplicable, ni las partes restantes de esta Orden ni su aplicación a otras personas o conjunto de circunstancias deberán verse afectadas por tal medida, ya que es la intención del Tribunal, al adoptar esta Orden, que ninguna de sus partes, disposiciones o reglamentaciones se vuelvan inoperantes o pierdan vigor con motivo de cualquier inconstitucionalidad, nulidad, invalidez o inaplicabilidad de cualquiera de sus partes, y se declara que todas las disposiciones de esta Orden son divisibles para dicho propósito.
SECCIÓN 14. Ley aplicable. Esta orden se interpretará y aplicará de conformidad con las leyes del Estado de Texas y los Estados Unidos de América.
SECCIÓN15. Fecha de entrada en vigencia. Esta Orden entrará en vigencia inmediatamente después de su aprobación.

The other day while we were having lunch in our house in San Antonio and from the window, which is facing north, you can see people walking on the sidewalk in front of the house, and this man walked by screaming out loud and arguing to himself. Jo Emma and I looked at each other and she made a circling motion with her right index finger at her ear signifying that the person has a screw loose or is crazy. Her use of the Cuckoo sign brought back a flood of memories that go back to my beloved Barrio El Azteca during the 1940s and 1950s, and also much later in life. People
would say, "Esta cuco" while making the index finger gesture. I never realized how important and historical the Cuckoo sign is embedded in our Hispanic culture.
The Cuckoo sign— made by circling the index finger near the temple—is a universally recognized gesture for madness, but within Hispanic communities, it carries layers of cultural memory and social meaning. It is not just a signal; it is a shorthand for shared understanding, often used with humor, affection, or even subtle judgment. In neighborhoods like the Barrio El Azteca, this gesture became part of the everyday language,

a nonverbal cue that transcended generations and social settings. Growing up in Hispanic barrios, children learned the Cuckoo sign not from textbooks but from watching their elders. It was used in playful teasing among friends, in whispered gossip about eccentric neighbors, and in moments of comic relief during family gatherings. The gesture was passed down like folklore—unwritten, but deeply ingrained. It became a way to express concern, disbelief, or amusement, all without saying a word. What makes the Cuckoo sign so powerful is its emotional resonance. For many, it evokes memories
of abuelitas chuckling on the porch, tíos telling exaggerated stories, and the vibrant street life of tight-knit communities. It is a symbol of cultural continuity, linking the past to the present. Even today, when someone uses the gesture, it is not just about calling someone “crazy”— it is about invoking a shared cultural script that is instantly understood. In the broader Hispanic culture, gestures like the Cuckoo sign reflect a rich tradition of expressive communication. Body language, facial expressions, and hand signs often carry as much weight as spoken words. These gestures are part of a communal
rhythm, a way of navigating social life with nuance and flair. The Cuckoo sign, in particular, stands out because it blends humor with commentary, and familiarity with folklore. Thus, the Cuckoo sign is more than a quirky hand motion—it is a cultural artifact. It tells a story of community, memory, and identity. From the sidewalks of San Antonio to the heart of the Barrio El Azteca, it continues to echo through generations, reminding us that even the simplest gestures can carry the deepest meanings. And in that circling motion of the index finger, we find not just a sign of madness, but a symbol of connection.

Twenty-six years ago, April 1999, Texas A&M University Press published Border Boss: Manuel B. Bravo and Zapata County and it received the prestigious Texas Institute of Letters Award, the Webb County Heritage Foundation Award, and the American Association for State and Local History Award. The paperback edition was published in 2001.
Border Boss has stood the test of time and will always remain my magnum opus. It was dogmatic discipline during the research and writing phases of the project which made true originality possible. The intellectual, emotional, and sometimes physical journey, in having to drive to the different archival depositories in Texas to augment my research on the Judge Bravo papers, has been gratifying and rewarding.
What makes Border Boss so appealing is that it is more than just about a Tejano political
boss named Manuel B. Bravo, or about South Texas politics. The tome is much more than a political biography. It is an intriguing story that has national appeal because of the human drama involved in the issues of the times. Interwoven within the fabric of South Texas politics are high profile political figures, such as Lyndon B. Johnson, George Bush, Lloyd Bentsen Jr., and many others. Everyone likes a good book that contains human drama, personalities, and the juicy political stuff that makes for an interesting read. In somber retrospect, I am extremely proud to have written Border Boss and to have juxtaposed it against the backdrop of Texas and national politics.
Now, I would like to share with you some memorabilia of on Judge Bravo that we have decorating our walls in our cottage in Zapata.
This photo has many odds and ends that typify his political career over the span of twenty years.
During the El Chamizal celebration on Saturday, October 28, 1967, large crowds lined the streets in El Paso increasing concentration along the route to the Chamizal Memorial Park. The crowds waved Mexican and U.S. flags and carried large posters, like the one in the second attachment, bearing the portraits of the two presidents. I found these two photographs very interesting. By this time, Judge Bravo was working for the International Boundary and Water Commission, and in the second photograph, he is wearing a white hardhat and is standing behind Lady Bird Johnson. President Johnson is shaking hands with Mexican President Gustavo Diaz Ordaz at a marker dedication during El Chamizal ceremony on Saturday, October 28, 1967. The Chamizal Ceremony marked a significant diplomatic event between the United States and Mexico. This ceremony was held to commemorate the resolution of a long-
standing border dispute over the Chamizal area, which had been affected by the shifting course of the Rio Grande River.
This is the original desk that Judge Bravo used in his office at the Zapata County Courthouse in old Zapata and also in new Zapata.
This photograph contains the two-name plates that Judge Bravo used in his office and also the gavel that he used to call the Zapata County Commissioners Court to order.
His manual typewriter that he used to type all his personal correspondence is in the second attachment.
And this photo is a notice about the Great Political Meeting of the Democratic Party. The event will take place on October 13, 1940, at 6: 30 P.M., at the public plaza of Zapata. There will be popular music and dancing. And that meeting took place 85 years ago on Monday, October 13, 2025.

Thanks to Jo Emma’s inheritance of these treasured pieces, due to the fact that Judge Bravo was her paternal grandfather, we are not merely curators of history—we are keepers of memory, stewards of a narrative that continues to inspire.

After seeing the exciting art pieces at the ceramic factory, Gricelda began her studies of clay art at Huntingdonshire College near Cambridge, England. Her intensive determination to learn more about this art form has included a year at the University of New Mexico in Portales and a total of eight additional years at the Southwest School of Arts and Crafts, UTSA, and Northwest Vista College in San Antonio to perfect her skills in creating clay and porcelain objects.
Ceramic art is a complex and intricate process. She learned early on that sculpting begins with choosing good clay, a decision based on what the artist desires to create in terms of texture, color, and firing requirements. Gricelda has worked with earthenware, stoneware, and porcelain, with each suited for different designs and structures. She begins with a rough drawing of the proposed art piece. With her idea in mind, she then creates her sculpture by shaping clay through hand-building methods such as pinching, coiling, and slab construction.

Gricelda Corpus Nill’s new porcelain sculpture exhibition, "El Vuelo de la Monarca" at Centro Cultural Aztlan in San Antonio, explores themes related to Latino history, identity, and spirit tied to the San Antonio community. Her work is deeply rooted in her Mexican and Texas cultural heritage, drawing inspiration from the rich traditions and histories of both communities. The forms are robust, earthy, and commanding, inviting the viewer to engage emotionally.
Gricelda was born in Mexicali, across the U.S. border from Calexico, California. She met her husband, Mark Nill, while visiting Calexico. After their marriage, she moved to La Jolla, California to join Mark, who studied health sciences at UC San Diego. After completing his dental studies, Mark joined the Air Force and was stationed in England. In England, Gricelda visited a ceramic factory near her home with a friend. That visit and her introduction to clay creations transformed her life.
Gricelda generally forms her figures or objects by hand, often refining details as the clay dries to a leather-hard stage. Once fully dry, the work undergoes its first “bisque” firing in a kiln, transforming it into a strong yet porous ceramic. Glazes are then applied for color and finish, followed by a second, highertemperature glaze firing that fuses the surface and vitrifies the clay. Her work is recognized for her attention to surface detail, use of vibrant color, and dynamic, tactile qualities. She frequently employs naturalistic motifs and indigenousinspired iconography, connecting personal narrative to broader community themes.
Gricelda began exhibiting 20 years ago when she entered a juried show in Clovis, New Mexico. In 2006, she moved with her family to San Antonio and won awards at the Guadalupe Cultural Art Center,
of meticulously formed, glazed and fired details such as flowers, butterflies, shells, branches, environments, and many other details to complete her visual narrative.”
Gricelda has been part of group exhibitions that recognize women artists, and her work contributes to conversations around gender, cultural identity, and social issues within the Latino artistic community. At the Centro Cultural Aztlan, her sculptures are considered an inspiration, and she is recognized as a meticulous and imposing artist. Gricelda is active in the local art scene and participates in exhibits that celebrate cultural heritage and artistic expression within the Latino community.

The second artist featured at the Centro Cultural Aztlan Gallery, Raul Servin, draws upon his memory of Mexico in multiple landscapes. He is also influenced by physical existence, or what he considers reality. He has an infatuation for nopales [cacti]. Several of his landscape paintings place nopales front and center with high mountain ranges in the background, common to the interior of Mexico that he remembers from his youth.
As a teen, Servin enrolled in art classes offered through the Mexican government’s sponsored Instituto Nacional Bellas Artes, a program to encourage the development of young artists throughout the country. Servin excelled in the fine arts program, and at age sixteen, he began exhibiting his artwork. The following year, he became a founding member of a local art organization known as El Jardin de Arte de Acapulco. Servin took art seriously. He enrolled in PreColombian art classes and served as an art instructor at a local junior high school.
Servin’s first major career break came in the late 1960s when he landed a job in Acapulco painting the performance stage for the
Voladores de Papantla [Known outside of Mexico as the Flying Indians]. The Mexican company that hired him also had a contract to build and decorate the stage at the new HemisFair68 in San Antonio.
In the Spring of 1968, Servin traveled with the Acapulco company to San Antonio. A series of events during his stay in San Antonio dramatically altered his artistic career. Mexico was one of the few Central and Latin American countries engaged in HemisFair. The Mexican government's participation included sponsorship of the Voladores, Mexican musicians, and folkloric dancers. By the end of HemisFair in the fall of 1968, Servin had applied his decorative art skills to assist most of Mexico's exhibitors.
Servin managed to stay on in San Antonio, and, in the late 1980s, he enrolled in art classes at San Antonio Community College, studying primarily with art professors Felipe Reyes and Mel Casas. Servin developed greater artistic skills, and over the next forty years, he exhibited his art with the Joe Lopez Gallista Gallery, Centro Cultural Aztlan, and other venues.
Servin’s training under San Antonio art professors Reyes and Casas guided him in the application of color and encouraged him to pay close
attention to line and depth. He also credits both professors for giving him important insights about the Chicano struggle in Texas and beyond. These insights led him to paint as a social and political activist. For the past fifty years, he has been a major contributor to the Mexican and Chicano art community of San Antonio.
A large number of Servin’s paintings incorporate calaveras [skulls] and human skeletons as both a tribute to the early 20th-century Mexican master, José Guadalupe Posada, and Posada’s interpretation of identity and class. Servin explained that the recurring images of calaveras in his work are an “effort to erase prejudice of race, color, nationality, and gender, making everybody equal.” His landscapes at the Centro Cultural Aztlan feature small paintings as well as several large panoramas showing the large boulders and towering mountains of central Mexico. Some scenes include small, obscure images of figures working, carrying heavy loads, or following small mountain foottrails. Others cast filtered moonlight or rays of sunrise across dark, verdant mountains. Surrounded by Servin’s multiple landscapes, the viewer can imagine being in rural, central Mexico, among amazing vistas.

AN ORDER BY THE COMMISSIONERS COURT OF BEXAR COUNTY, TEXAS, ORDERING AN ELECTION TO BE HELD IN BEXAR COUNTY, TEXAS, ON NOVEMBER 4, 2025, ON THE QUESTION OF APPROVING AND IMPLEMENTING A RESOLUTION DESIGNATING THE DEVELOPMENT OF IMPROVEMENTS TO FREEMAN COLISEUM, FROST BANK CENTER, AND SAN ANTONIO STOCK SHOW AND RODEO FACILITIES AND A NEW MULTIPURPOSE ARENA FOR THE SAN ANTONIO SPURS AS VENUE PROJECTS AND DESIGNATING THE METHOD OF FINANCING OF SUCH VENUE PROJECTS PURSUANT TO CHAPTER 334, TEXAS LOCAL GOVERNMENT CODE; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION AND FOR THE CONDUCT OF A JOINT ELECTION WITH VARIOUS POLITICAL SUBDIVISIONS; PROVIDING FOR OTHER MATTERS RELATED TO SUCH ELECTION; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, Section 41.001(a) of the Texas Election Code, as amended (the “Code”), establishes Tuesday, November 4, 2025, as a uniform election date for Bexar County, Texas (the “County”); and WHEREAS, Section 3.005(c) of the Code requires the County to call the election not later than 78 days before the uniform election date, which is Monday, August 18, 2025; and
WHEREAS, on June 10, 2025, pursuant to the Chapter 334, Texas Local Government Code, as amended (the “Act”), the Commissioners Court (the “Court”) for the County adopted a resolution (the “Resolution”), designating and, subject to approval at an election, authorizing the development of improvements to the Freeman Coliseum, the Frost Bank Center, and the San Antonio Stock Show and Rodeo facilities (the “Coliseum Complex Venue Project,”) and a new multipurpose arena for the San Antonio Spurs (the “Arena Venue Project” and together with the Coliseum Complex Venue Project, the “Venue Projects”) of the types described and defined in Section 334.001(4)(A) of, and permitted by, the Act, and described below in summary form as:
- Improvements to the Coliseum Complex, including the Freeman Coliseum, the Frost Bank Center, the San Antonio Stock Show and Rodeo facilities, and related infrastructure; and
- The development of a new multipurpose arena for the San Antonio Spurs, and related infrastructure and
WHEREAS, in the Resolution, the Court designated the following method of financing authorized by the Act to finance the Venue Projects:
- A tax on the occupancy of a room in a hotel located within the County, at a rate not to exceed two percent (2%) of the price paid for such room, as and to the extent authorized by Subchapter H of the Act; and
- A short-term motor vehicle rental tax at a rate not to exceed five percent (5%) on the gross rental receipts from the rental in the County of motor vehicles; and WHEREAS, as required by Section 334.022 of the Act, the County sent the Resolution to the Comptroller of Public Accounts, and on June 26, 2025, the Comptroller notified the County of its determination that the approval and implementation of the Resolution would have no significant negative impact on state revenue, thereby permitting the County to hold an election to submit to the qualified voters of the County propositions regarding the Coliseum Complex Venue Project and the Arena Venue Project; and WHEREAS, the Court is authorized and has determined to order an election on the question of approving the implementation of the Resolution pursuant to Section 334.024 the Act; and
WHEREAS, the Court hereby finds and determines that an election should be held to submit to the qualified voters of the County the Venue Projects and the financing of such projects;
WHEREAS, the Court hereby finds and determines that said election shall be held on a uniform election date established by Section 41.001(a) of the Code, as required by Texas law; and
WHEREAS, it is hereby officially found and determined that the meeting at which this Order is considered is open to the public, and public notice of the time, place, and purpose of said meeting was given as required by law, and public notice of the time,
place, and purpose of said meeting was given, all as required by Section 551.043, Texas Government Code, as amended; and
WHEREAS, the County will hold a joint election with various political subdivisions (collectively, the “Participants”) as provided pursuant to the provisions of a joint election agreement between the County and the Participants adopted in accordance with the provisions of Section 271.002 of the Code.
WHEREAS, by this Order it is in the intention of the County to provide for conducting the election; and
WHEREAS, the Court hereby finds and determines that this action is in the best interests of the citizens of the County.
NOW, THEREFORE, BE IT ORDERED BY THE COMMISSIONERS COURT OF BEXAR COUNTY, TEXAS, THAT:
SECTION 1. Findings. The statements contained in the preamble of this Order are true and correct and are hereby adopted as findings of fact and as part of the operative provisions hereof.
SECTION 2. Election Ordered. An election (the “Election”) shall be held for and within the County on Tuesday, November 4, 2025 (“Election Day”), a uniform election date established by Section 41.001(a) of the Code. At the Election, the following propositions (the “Propositions”) shall be submitted to the qualified voters of the County in accordance with the law:
“SHALL the Commissioners Court of Bexar County, Texas be authorized to provide for the planning, acquisition, establishment, development, construction, renovation, and financing of the Freeman Coliseum, the Frost Bank Center, and other San Antonio Stock Show & Rodeo facilities (together, the “Coliseum Complex Venue Project”), and related infrastructure, a venue project of the type described in and as authorized by Chapter 334, Texas Local Government Code, as amended (the “Act”) and as designated and described by the County’s resolution dated June 10, 2025 (the “Resolution”); and (i) to increase the County hotel occupancy tax to a maximum rate of two percent (2%), for the purpose of financing the Coliseum Complex Venue Project, pursuant to Subchapter H of the Act, and if approved, the maximum hotel occupancy tax rate imposed from all sources in Bexar County would be 17.00% of the price paid for a room in a hotel; and (ii) to authorize the use of the existing County short-term motor vehicle rental tax at a maximum rate of five percent (5%) on the gross rental receipts from the rental of motor vehicles in Bexar County, pursuant to Subchapter E of the Act, for the purpose of financing the Coliseum Complex Venue Project and approving the Resolution.”
PROPOSITION B
THIS IS A TAX INCREASE.
“SHALL the Commissioners Court of Bexar County, Texas be authorized to provide for the planning, acquisition, establishment, development, construction, renovation, and financing of a new, multipurpose arena designed primarily as the home game venue for the San Antonio Spurs basketball team, and to be used for other purposes including, but not limited to, facilities for semi-professional, collegiate, and amateur basketball games, concerts, entertainment events, community events, and conventions (the “Arena Venue Project”), and related infrastructure, a venue project of the type described in and as authorized by Chapter 334, Texas Local Government Code, as amended (the “Act”) and as designated and described by the County’s resolution dated June 10, 2025 (the “Resolution”); and (i) to increase the County hotel occupancy tax to a maximum rate of two percent (2%), for the purpose of financing the Arena Venue Project and approving the Resolution, pursuant to Subchapter H of the Act, and if approved, the maximum hotel occupancy tax rate imposed from all sources in Bexar County would be 17.00% of the price paid for a room in a hotel; and (ii) to authorize the use of the existing County shortterm motor vehicle rental tax at a maximum rate of five percent (5%) on the gross rental receipts from the rental of motor vehicles in Bexar County, pursuant to Subchapter E of the Act, for the purpose of financing the Arena Venue Project, and approving the Resolution.”
SECTION 3. Ballot. The Propositions shall be set forth substantially in the following forms, so as to permit the voters to vote “FOR” or “AGAINST” each Proposition, which shall be set forth on the ballots in substantially the following form:

“Authorizing Bexar County, Texas to provide for the planning, acquisition, establishment, development, construction, renovation, and financing of the Freeman Coliseum, Frost Bank Center, and other San Antonio Stock Show & Rodeo facilities (together, the “Coliseum Complex Venue Project”), and related infrastructure, a venue project of the type described in and as authorized by Chapter 334, Texas Local Government Code, as amended (the “Act”) and as designated and described by the County’s resolution dated June 10, 2025 (the “Resolution”); and (i) to increase the County hotel occupancy tax to a maximum rate of two percent (2%) for the purpose of financing the Coliseum Complex Venue Project, pursuant to Subchapter H of the Act, and if approved, the maximum hotel occupancy tax rate imposed from all sources in Bexar County would be 17.00% of the price paid for a room in a hotel; and (ii) to authorize the use of the existing County short-term motor vehicle rental tax at a maximum rate of five percent (5%) on the gross rental receipts from the rental of motor vehicles in Bexar County, pursuant to Subchapter E of the Act, for the purpose of financing the Coliseum Complex Venue Project and approving the Resolution.”
BEXAR COUNTY PROPOSITION B THIS IS A TAX INCREASE.
FOR “Authorizing Bexar County, Texas to provide for the planning, acquisition, establishment, development, construction, or renovation of a new multipurpose arena designed primarily as the home venue for the San Antonio Spurs basketball team, and to be used for other purposes including, but not limited to, facilities for semi- professional, collegiate, and amateur basketball games, concerts, entertainment events, community events, and conventions (the “Arena Venue Project”), and related infrastructure, a venue project of the type described in and as authorized by Chapter 334, Texas Local Government Code, as amended (the “Act”) and as designated and described by the County’s resolution dated June 10, 2025 (the “Resolution”); and (i) to increase the County hotel occupancy tax to a maximum rate of two percent (2%), for the purpose of financing the Arena Venue Project and approving the Resolution, pursuant to Subchapter H of the Act, and if approved, the maximum hotel occupancy tax rate imposed from all sources in Bexar County would be 17.00% of the price paid for a room in a hotel; and (ii) to authorize the use of the existing County short-term motor vehicle rental tax at a maximum rate of five percent (5%) on the gross rental receipts from the rental of motor vehicles in Bexar County, pursuant to Subchapter E of the Act, for the purpose of financing the Arena Venue Project, and approving the Resolution.”
SECTION 4. Multilingual Election Materials. All notices, instructions, and ballots pertaining shall be furnished to voters in English and Spanish in compliance with the Federal Voting Rights Act of 1965, as amended (the “Voting Rights Act”), and the Code, including particularly Chapter 272 of the Code pertaining to bilingual requirements. Persons capable of acting as translators in English and Spanish shall be made available to assist Spanish language speaking voters in understanding and participating in the election process.
SECTION 5. Election Precincts, Voting Locations, and Voting Hours on Election Day. The polling places for the Election are hereby designated to be those locations identified by Michele Carew, Bexar County Elections Administrator (the “Elections Administrator”). Voting on Election Day shall be conducted at the countywide polling locations designated on Exhibit A attached hereto, with such locations being incorporated herein by reference and made a part hereof for all purposes; provided, however, such locations may be changed if so directed by the Elections Administrator without further action by the Court and without amendment of this Order. The Elections Administrator is hereby authorized and directed to make such changes in precinct numbers and polling locations as may be necessary for the proper conduct of the Election, without further action by
the Court and without amendment of this Order, and the County Judge or his designee is hereby authorized to update Exhibit A to reflect the locations designated by the Elections Administrator, which locations are hereby approved. Each polling place shall be open from 7:00 a.m. to 7:00 p.m. on Election Day.
SECTION 6. Early Voting Clerk; Early Voting Locations, Dates, and Times. (a) The Elections Administrator is hereby appointed as Early Voting Clerk for the Election. Deputy early voting judges/clerks will be appointed as needed to process early voting mail and to conduct early voting. Early voting by mail shall be conducted in conformance with the requirements of the Code. The Early Voting Clerk is hereby authorized to appoint the members of the early voting ballot board and the presiding judges and alternate judges in accordance with the requirements of the Code and/or by separate order of the Court. Early voting shall be conducted by the Early Voting Clerk, at the main early voting polling location listed below; provided, such location may be changed or additional early voting locations may be added by the Early Voting Clerk, without further action of the Court and without amendment of this Order, as is necessary for the proper conduct of the Election.
(b) The address for the Early Voting Clerk and the address for application for ballot by mail is Michele Carew, Bexar County Elections Administrator, 1103 S. (c) Applications for early voting in the County by mail shall be submitted to Michele Carew, Bexar County Elections Administrator, 1103 S. Frio, Suite 100, San Antonio, Texas 78207, or by calling the Bexar County Elections Department at (210) 335-0362. Applications for voting by mail must be received (not post-marked) no later than the close of business (5:00 p.m. Central Time) on Friday, October 24, 2025.
(d) The main early voting polling place for the County is hereby designated to be the Bexar County Elections Department, 1103 S. Frio, Suite 100, San Antonio, Texas 78207.
(e) Early voting by personal appearance for all election precincts shall be held at the locations, at the times and on the days set forth in Exhibit B attached hereto and incorporated herein, or at such other locations, times, and days as hereafter may be designated by the Early Voting Administrator, without further action by the Court and without amendment of this Order. The County Judge or his designee is hereby authorized to update Exhibit B to reflect the locations and times designated by the Early Voting Clerk, and such locations are hereby approved.
(f) The Early Voting Clerk is hereby authorized to appoint the members of the early voting ballot board and the presiding judges and alternate judges for each polling location in accordance with the requirements of the Code. Each of the presiding judges shall be authorized to approve the necessary election clerks to assist in conducting the Election. (g) Voting times may be changed if so directed by the Early Voting Clerk without further action of the Court and without amendment of this Order. The Early Voting Clerk is hereby authorized and directed to make such changes in voting hours as may be necessary for the proper conduct of the Election.
SECTION 7. Joint Election. The joint election shall be conducted under the jurisdiction of the Bexar County Clerk (the “County Clerk”) pursuant to the direction of the Court and may be pursuant to joint election contracts (the “Contracts”) by and among the County and the City of San Antonio and other Participants, if any, described in the Contracts. The Contracts providing for the joint election and the conduct of the Election by the County Clerk shall be presented to the Court for consideration and approval. The County Clerk or her designee is authorized to amend or supplement any such Contract to the extent required for the election to be conducted in an efficient and legal manner as determined by the County Clerk or the Elections Administrator.
SECTION 8. Notice of Election. Notice of the Election shall be given by: (i) publishing a substantial copy of this Order, in English and Spanish, not earlier than the thirtieth day or later than the tenth day before the date set for the Election, in a newspaper published in the County, or, in the absence of such newspaper, in a newspaper of general circulation within the County (or that otherwise complies with applicable law), (ii) posting a copy of this Order, in English and Spanish, in the County courthouse on the bulletin board used for posting notices of the meetings of the Court and in at least three other public places within the boundaries of the County, not later than the twenty-first day prior to the date set for the Election, and (iii) posting a copy of this Order, in English and Spanish, on the County’s website, prominently and together with the notice of the Election, the contents of the Propositions and any sample ballot prepared for the election, not later than the twenty-first day prior to the date set for the Election through Election Day
Additionally, on Election Day and during early voting by personal appearance, this Order shall be posted in a prominent location at each polling place. Notice of the Election shall also be posted to the County’s internet website not later than the twenty-first day before the election, in compliance with Section 4.009 of the Code. The website for the County can be found at https://www.bexar.org/.
SECTION 9. Conduct of Election. The Election shall be held in accordance with the Code, the Texas Government Code, and the Voting Rights Act, including particularly Chapter 272 of the Code pertaining to bilingual requirements.
SECTION 10. Necessary Actions. The County Judge, the County Clerk, or their designee, acting on behalf of the Court, in consultation with the District Attorney and bond counsel, is hereby authorized and directed to take any and all actions necessary to comply with the provisions of the Code and the Voting Rights Act in carrying out and conducting the Election, whether or not expressly authorized herein, including making changes or additions to polling places or procedures to the extent required or desirable as determined by the County Clerk or as may become necessary due to circumstances arising after the date of this Order.
SECTION 11. Corrections. The County Clerk and/or the District Attorney are hereby authorized and directed to approve any technical changes or corrections in this Order or to any of the instruments authorized by this Order necessary to correct any ambiguity, mistake, or omission.
SECTION 12. Necessary Actions. The County Clerk and/or the District Attorney, or his/her designee, acting on behalf of the Commissioners Court, in consultation with the District Attorney and/or bond counsel are hereby authorized and directed to take any and all actions necessary to comply with the provisions of the Code and the Voting Rights Act in carrying out and conducting the Election, whether or not expressly authorized herein, including making changes or additions to polling places or procedures to the extent required or desirable as determined by the Bexar and modifying the provisions of this Ordinance to facilitate compliance with changes in law made during the 89th Texas Legislative Session and any special sessions thereof or administrative interpretations of such laws.
SECTION 13. Severability. If any provision, section, subsection, sentence, clause, or
phrase of this Order, or the application of same to any person or set of circumstances is for any reason held to be unconstitutional, void, invalid, or unenforceable, neither the remaining portions of this Order nor their application to other persons or sets of circumstances shall be affected thereby, it being the intent of the Court in adopting this Order that no portion hereof or provision or regulation contained herein shall become inoperative or fail by reason of any unconstitutionality, voidness, invalidity, or unenforceability of any other portion hereof, and all provisions of this Order are declared to be severable for that purpose.
SECTION 14. Governing Law. This Order shall be construed and enforced in accordance with the laws of the State of Texas and the United States of America.
SECTION 15. Effective Date. This Order shall take effect immediately upon its approval.
