These amendments are a response to the fact that the 2019 referendum on violation charges failed to get 2,130 yes votes for ability to charge the state-authorized charges. We have had a very busy year. Most of our Board goals were preparation for long term projects. These goals were accomplished, and the new Board will continue to make decisions and evaluate feasibility of the projects. We initiated new Financial Stability measures. Automation of amenity payments is working, and we continue to work on new ways to provide convenience for our members. We worked with the committees and amended outdated regulations and updated committee charters. We were able to get our members a competitor for internet service with FiberLync coming into LOWA with fiber optic internet lines. Our Lakes and Stormwater Management Implementation Plan is a muchneeded update from the original 2012 WEG plan. It addresses stormwater flooding issues and water quality of our lakes. Many of these necessary projects are expensive fixes over a 20-year timetable. Some projects will carry over from the original plan. Others have been identified since the time of the first report. The new Board will decide the order of implementation with input of a working group of key committee members. Based on the volume and costs of the projects noted in the Lakes Management and Stormwater Implementation Plan, our ditches and drainage play an extremely important role. My final appeal to our 4,260 lot owners is a simple one. PLEASE, maintain your ditch by cutting or weed whacking the grass and weeds in the summer and removing your leaves and debris in the fall and winter. Yes, I know the association is responsible for the ditches, but with 84 miles of ditches to maintain, it is impossible for our crews to keep up with the volume of work. If heavy rains hit and push debris into culverts, water finds a way around the blockage and takes gravel with it. Please take pride in the appearance of your yard and include the ditch in front of your home. Perhaps help your neighbor if they are unable to do the work. If we all do a small part, it will help the cause. When the water flows through, less money flows out.

We see a lot of multi-generational participation, with grandparents enrolling their grandkids in the camps and riding lessons.
LOWA’s Equestrian Center is located on five acres on Tally Ho Lane in Section 4. Manager Bridget Hutchens, with Assistant Manager Sarah Stark and the part-time staff, care for nine equines: three LOWA-owned horses (Patton, Prescott, Ivy), one leased lesson pony (Fancy), four boarders (Gunner, River, Barley, and Tres the mule), and one staff-owned horse (Cloud9). Many of the boarders also participate in lessons and camp, which helps contribute to the revenue that they bring in.
• Here are a few statistics to help members see the service the Equestrian Center provides to our members on an annual basis: o 50 different families participated in the summer Pony Camp (seven sessions with eight campers) o 300 different families have participated in lessons/pony rides/trail rides o 400 different families have participated in the four horse show competitions (does not include spectators). The June 2022 show was a record turnout with 343 entries in 49 classes, compared to June 2021 with 116 entries in 35 classes. Challenges in this economy include the increasing cost of feed and hay. The Equestrian Committee is quite active and has focused on assisting aspiring young riders. LOWA, through the committee, partners with Friends of the Lake of the Woods (FLOW) to provide scholarships. The committee also recognizes a rider of the quarter. During COVID days in 2020-2021, the Equestrian Center was a go-to for parents needing to meet physical fitness school requirements for their kids. The Equestrian Center is one of the original amenities of the community. It is a key ingredient in what I call the secret sauce that has helped sustain our recreational community since 1967. Take away one ingredient and the recipe might not taste the same, in my opinion!

The Equestrian Center is a lesson barn that offers boarding services. Its mission is to “provide convenient access to horseback riding lessons, pony rides, trail rides, camps (for children), horse showing, and horse boarding services to members of Lake of the Woods Association.”
• The FY 22-23 annual assessment includes $129,675 ($30/lot). Over the last five years, the annual subsidy has ranged from a high of $138,507 in FY 17-18 to a low of $123,464 in FY 20-21. So we are not spending any more now than we did five years ago.

Get to Know the Equestrian Center, Our Community Barn by Phil Rodenberg, General Manager, ® CMCA, ® AMS, ® PCAM From time to time, a member will contact us about the Equestrian Center amenity to ask why and how much of the annual assessment goes to support it. You might be surprised how many families are served by the center.

4. A dog owner/handler must demonstrate the ability to maintain con trol of each dog he/she brings into the park. The maximum number of dogs allowed inside the park per handler is 3, provided that the handler is capable of maintaining control of each dog at all times. If the handler cannot control multiple dogs, he/she will be restricted from bringing in multiple dogs.A limit of two (2) dogs per owner/han dler in the Dog Park at the same time is permitted. Only one (1) person may be in the entry area with their dog(s) at any time.

• The minimum age will be lowered from 16 to 10 for being in the park. However, you must still be 16 or older to handle a dog. The GM believes age 10 is an appropriate age based on two similar dog parks. The City of Fredericksburg Dog Park allows 10-year olds in the dog handling area (versus the patio). The City of Wil liamsburg allows children as young as age 5 to be in the dog park at Waller Mill Park.
5. Dogs under six months of age are not permitted in the Dog Park unless they have received their adult vaccinations.

What is proposed? The Club would like to update the rules to reflect current operations. The GM has updated the Regulations, modified some provisions, and left out others too detailed for regulations. Key Point: Regulation IV.B.12.d, states dog park users must obey posted rules, and so it is not necessary for the Regulation to match the posted rules
3. Dogs shall may be accompanied inside the enclosed area in the Dog Park only by adult handlers aged 16 and older. No infants or children un der age 16 10 are permitted in the dog park enclosures.
• The limit on the number of dogs will be deleted and the new regu lations will stress the ability to maintain control.
7. Owners/Handlers may bring water, in plastic bottles only, not glass, into the enclosure of the Dog Park. No other food (human or dog food or dog treats) or beverages are permitted inside the enclosure of the Dog Park. Treats in pockets may be a serious hazard to the person carrying the treats.
8. Use of tobacco products is prohibited in the Dog Park. Nicotine is poison ous to dogs. Cigarette butts must be disposed of safely prior to entering the Dog Park. Cups and bottles should must also be disposed of prop erly as they can also be a potential danger to dogs if chewed.

5. The release of fish and wildlife obtained outside of LOW into LOW lakes shall be is prohibited, except in the case of live bait, or unless otherwise authorized by the General Manager’s Office.
2. The trapping or killing of wild animals, other than rats, mice, moles and other destructive pests within LOW is prohibited. As an exception, the General Manager may authorize such activities in specific situations.

Who proposed it? Why? The Happy Tails Dog Park Club has requested an update to Club rules which triggers amendments to the LOWA Regulations pertaining to the Dog Park. The LOWA Attorney and the Rules Committee have reviewed the proposed amendments. Input from the Rules Committee and LOWA Attorney have been incorporated into the draft documents.

What is the Effect?
The small dog section is intended only for dogs under 25 lbs. All dogs with special needs can use the small dog section when it is acceptable to owners/handlers of small dogs that are already there.
1. Dogs with their Ownersowners/handlers must be registered with LOWAmembers of the CLUB, with up-to-date information provided on primary their LOW residence; record of current rabies, distemper, and Bordetella (optional but highly recommended) shots on file; Orange County dog license, and proof of liability insurance (generally home owners insurance will cover this). All personal information shall will be kept confidential for the use of club officers only.

11. Dogs must be kept on leash until they are in the designated enclosed off-leash area. All dogs inside the enclosure of the Dog Park must be off-leash. Dogs still on leashes may feel threatened by dogs that are off leash. Owners/handlers must be inside the enclosure of the Dog Park with their dog(s) at all times with leashes in hand. Remember that some dogs may not get along (for the same reasons some people don’t). Watch your dog carefully to prevent possible problems. NO DOG MAY BE UNATTENDED.

The LCC, under the authority of the Board of Directors pursuant to the Articles of Incorporation, may impose a charge up to $50 for violations as follows:

At its Aug. 17 meeting, the Board voted to transfer $78,882 of the remaining fiscal year 2021/22 unallocated New Construction and Renovation Fees Reserve balance of $110,667 to cover this shortfall. The Board also voted to leave the remaining $31,725 of 2021/22 unallocated New Construction and Renovation Fees Reserve in this reserve to maximize the flexibility of those funds, given current economic and fiscal uncertainties.
The Board and LOWA management are closely monitoring LOWA’s financial performance and will adjust operations as needed. These challenges extend to developing the budget for our next fiscal year, which begins May 1, 2023. LOWA is at the beginning of that budget process right now. Unlike the last two fiscal years, it is unlikely that there will be a significant Unrestricted Operating Cash Surplus this fiscal year to partially fund our next fiscal year, which creates an additional challenge.
XIV. CORRECTIVE ACTIONS FOR VIOLATIONS
What is the effect? Changes to terminology and situations where violations may be referred to the Orange County Court system. Delete Current Title and Language in Regulation XIV in its entirety and insert the following:
1. Speeding. Violations of the speeding regulations in Section VI.C, Use of LOW Roads and Parking Lots pursuant to Section 13 of the Restrictive Covenants. In addition, multiple violations committed during the same incident or three or more violations within a 12-month period from the first offense may result in LOWA pursuing legal sanctions through the Orange County General District Court for corrective action (e.g., an injunction) against the appropriate party. This provision will not limit LOWA pursuing legal sanctions through the court as described herein if the Board determines in any event that such action is in the best interests of LOWA under the circumstances. The LCC will keep records of LCC findings of guilty and make recommendations to the Board.
I want to close with some news on the State level which could impact LOWA. The Virginia General Assembly, in its last session, established a work group “to study the adequacy of current laws addressing standards of structural integrity and maintaining reserves to repair, replace, or restore capital components in common interest communities.” LOWA is a common interest community. The impetus for this legislation and study is the catastrophic high-rise condominium building collapse in Florida in 2021. The work group is scheduled to make a report to the General Assembly on the results of its study by April 1, 2023. Lee Frame was appointed a member as a local government representative, and I was appointed as a common interest property owner’s representative. The working group’s first meeting was in Richmond on Aug. 5. While it is far too early to predict what the work groups report will say, or what the Virginia Legislature might do in response to the report, it not too early to be concerned that the end result could have a financial impact on LOWA. This year’s LOWA budget includes a contribution of almost $2 million to LOWA’s Repair and Replacement Reserve. This is the full amount recommended by the Repair and Replacement Reserve Report prepared by LOWA’s capital reserve consultant, Miller Dodson. I will keep you informed of developments as they occur.
We are now more than three months into our current fiscal year, which began May 1. The short description of the first quarter results is that we are doing OK so far this year, but it is clear that inflation and the state of the economy are negatively impacting our budget. Later in this report I will provide more information regarding first quarter performance. But first I want to give you the results on how LOWA did in the fiscal year that ended April 30. Our outside auditors completed their audit and found that LOWA’s financial statements as of April 30, 2022 and 2021 present fairly and in all material respects reflect the financial position of LOWA. In other words, the auditors gave LOWA a “clean” audit opinion. Good news. As you may recall from my July Treasurer’s Report, the current year’s budget was based on an anticipated Unrestricted Operating Cash Surplus of $280,000. At that time, I warned that we anticipated that there would be a shortfall from this $280,000, primarily due to Winter Storm Freda. I predicted that the Board would have to make adjustments to this fiscal year’s budget to account for this shortfall. With the “final” audit in hand, we were able to calculate that the actual Unrestricted Operating Cash Surplus from last fiscal year’s operations was $201,118 – a shortfall of $78,882.
The Board of Directors amended Regulation XIV, Schedule of Penalties for Violations, Regulation I, General, and Regulation VI, Use of LOW Roads and Parking Lots, Regarding Corrective Actions for Violations at its Aug. 17 meeting; the amended regulation will take effect on Sept. 1.

Now let’s look at the first quarter of our current fiscal year (May through July 2022). As mentioned earlier, so far this year we are overall about where we expected to be. Our amenities as a group (the Equestrian Center, the Pools, the Fitness Center, Communications, Community Activities, and Golf Operations) are all tracking close to budget expectations. However, the Clubhouse and Fareways have significant negative variances from budget. This is consistent with national trends showing that restaurants are being challenged by rising costs, staffing issues and consumers reducing their discretionary spending.
In my July Lake Currents report, I wrote that going forward LOWA was being challenged by inflation and staffing issues. At that time, I wrote “The budget approved for our next fiscal year includes an assessment increase of about 6.2%, substantially less than year-to-year inflation.” As I write this report, year-to-year inflation is now 8.6% and we do not know how much inflation we will experience in the short to mid-term and future, and whether an economic slowdown will occur that adversely affects the financial performance of LOWA’s amenities, as well as the personal finances of our members.

2. Watercraft Operations. Violations of the watercraft operations regulations in Section X, Use of the Lakes. In addition, the Committee may recommend that watercraft operators who have received LCC findings of guilty for two (2) boating violations of Section X regulations within a 12-month period from the first offense have their use of the Lakes suspended for up to thirty (30) days and for three (3) or more LCC findings of guilty for up to one (1) year.
2. Virginia Uniform Traffic Summonses are adjudicated in Orange County General District Court. Chief Harrell LOW Security is ready to implement the new Regulation XIV starting Sept. 1. Please read how these changes may affect you.
d. Other traffic violations listed in Regulation VI, Use of LOW Roads and Parking Lots, for laws of the Commonwealth of Virginia that pertain to secondary roads, including causing an accident, failure to maintain control, etc.; or e. Parking in handicapped spaces and/or emergency access areas.

A Riding Lesson Scholarship would cover the cost of a block of five riding lessons (valued at $245) at the Equestrian Center to be given by our qualified trainers who have extensive horse knowledge, great interpersonal skills, and dedication to the job and horses. This project is being supported by Friends of Lake of the Woods, a nonprofit 501(c)(3) charitable organization that raises donations to enhance community projects which are not budgeted by LOWA but have received the Board’s approval. Riding Lesson Scholarships
The Equestrian Committee will continue to offer riding lesson scholarships this fall to students who are interested in horses and learning how to ride. Students will learn balance, coordination, perseverance, and courage. Riding is a wonderful outdoor sport, but can be expensive and consequently not available to everyone.e
Qualifications: Applicants (ages 7-18) must have parental approval, live in the LOW community, and complete an application that includes a paragraph on why they want to be selected. Participants will be selected (based on need and interest) by a rotating working group of three Equestrian Committee members. Applications are available at the Holcomb Building or downloaded from the website www.LOWA.org/EquestrianCenter
Have you purchased your Fitness Center membership this year? Did you know that we have both the daily member pass and the 7-day member pass if you would like to test out the equipment before signing up? These passes are very reasonable at $5 for the daily pass and $35 for the seven-day pass. Prices are for members only. Daily passes for guests cost $10 for a one day pass and $70 for a 7-day pass and must be purchased by those members holding a Fitness Center Membership (who also need to accompany their guests at this amenity). You may also tour the Fitness Center, if you would like to, by calling the Community Center at 540-972-9680 and setting up a time. With the pool hours changing as our pool staff return to school, this is the perfect time to join the gym. You can obtain a family membership for only $231 per year. A singles membership is also available for $142 per year, or a couple’s membership for $171 annually. Come check out the new treadmills! If you’re not ready to join the Fitness Center, did you know that open gym is available at the Community Center most weekdays from 3 to 5 PM? This is a wonderful opportunity to come in and shoot some hoops. The LOW Garden Club is a member of the Shenandoah District of the Virginia Federation of Garden Clubs, as well as the National Garden Clubs. It is through the national organization that we participate in Penny Pines. At each meeting, we collect pennies for the purchase of acres to be planted in our national forests, to replace trees lost due to fire, drought, or other natural disasters. Our club’s donations are earmarked for Virginia, but individuals may donate a plantation for any state they choose.

The LOW Garden Club is taking a break from its monthly meetings in September. New members and visitors are always welcome! Membership is $25 for a year of fun in the sun. Field trips and educational programs are a regular part of this friendly group. For example, the Bees and Trees Farm is the site for the club’s next meeting, on Monday, Oct. 10. On August 5, lights flashed down Green Street. An eager blue gaze pierced the windowpanes to the street. Firmly gripped hands were held up by a World War II veteran’s strength with courage as he fought once again, not with bullets, artillery shells, and the barrel of a gun, but rather to stand. The Lake of the Woods Fire Department had pulled up to his home, lights blazing, for his 100th birthday celebration. That Saturday, friends, family, firefighters, and Veterans Club members gathered to pay homage to the remarkable life of Lt Col Lincoln Landis. It was a once in a lifetime event, enhanced with storytelling, gift giving and the camaraderie of family and friends. Lt Col Landis is a resilient man, whose honor and leadership was immensely valued. A West Point graduate, he started his career as a 2nd Lt in the Army. He spent over two years, through 1947, in World War II. He volunteered for six months of Russian language training and then worked as an officer in command of security and intelligence of the border between Russia and Germany: responsible for approximately one half of the American zone of the border. Lt Col Landis was taken prisoner in the American zone by Russians and moved to Ausbach, then later deeper into Russian territory. He was later released due to contact with a Russian counterpart, Suzoroff, whom he had previously contacted as part of his assignment.

Thanks to the LOWA grounds crew, new sprinkler heads will sustain native flowers, evergreen shrubs, flowering shrubs, and annuals. As with any garden, it’s a work in progress and will change with season and time. Plants have been labeled for the convenience of visitors to this sunny space, just outside the main entrance to the Clubhouse.

Later as a Flight Attendant with Eastern Airlines, I met and married a Navy F-14 Fighter Pilot. We moved to Lake of the Woods in 1990 with our two children. The same year I received my Realtor’s degree from Germanna College. I also managed my husband’s construction company that he started at the lake. I am proud of my grown children, now 30 and 31. They grew up right here at the lake. Today, both my son and son-in-law proudly serve in the military, both NAVY SEALs. My dedication to this community and its members speaks loudly. Within the last 30 years, Lake of the Woods is transforming into a 4000-homes, vibrant, amenitiesfilled community. I have served on the Clubhouse and Pool Committees, and organized the LOW Walkers Club, currently 86 members strong. I enjoy being a member of the LOW Garden Club. As a new LOWA Board Member, I pledge to work hard, to apply years of experience, and to add a balanced approach to our ongoing assessments, amenities, and budget concerns.

The Lake of the Woods Lions Club raised nearly $30,000 in the past year through its World Relief Saturday fundraising, an event unique to the LOW Lions Club. These designated fundraising events allow the Club opportunities to offer help outside the local community through the Lions Clubs International Foundation. Lions Clubs International Foundation offers world-wide assistance in a variety of ways, including major catastrophe, emergency, community recovery, and disaster preparedness grants.

Lions Club Earns Recognition as “Model Club” by Richard Unser, Public Relations Chair

As part of LCIF’s Campaign 100: LCIF Empowering Service, the LOW Lions Club was recently recognized by LCIF as a “Model Club.” LCIF believes Model Clubs are integral to Campaign 100’s success by doing important work for critical causes, leading by example as they encour age other clubs to participate in the campaign. The objectives of this campaign are to increase service impact in vision, youth, disaster relief and humanitarian efforts, to fight diabetes and to make important progress in global causes such as childhood cancer, hunger, and the environment.
In the world of spiders, ladies rule supreme. The female black and yellow garden spider is large and boldly colored. Her body can be over an inch long, not including leg span, and is bright yellow and black. In late summer or fall, she weaves a big circular web that has a vertical zigzag pattern, called the stabilimentum, down the center. The precise function of the stabilimentum is unknown. It could make the web more visible so that birds don’t fly into it or help her camouflage. When her web is finished, anything from insects to small lizards will become victims. She relies on air currents and vibrations in the web to tell her about her surroundings and alert her to prey and predators. That’s because she has no ears, and despite having eight eyes, she cannot see very well! She prefers a tidy web, so she may eat and rebuild all or a portion of it nightly. She may even be “recycling” the silk she eats! Males are much smaller and less colorful than females. One eventually builds his own web nearby and courts her by plucking at hers. He hangs from a silk string, ready to escape, just in case she is only in the mood for a snack. If she accepts his advances, he dies after mating. She doesn’t kill him, but she may eat him. She then lays eggs and wraps them in silk, producing one to four sacs, each likely containing over a thousand eggs. The sacs can be up to an inch in diameter. She defends them against predators, like wasps, for as long as she can. Her strength, however, dwindles, and she succumbs to winter’s harsh cold. Her tiny spiderlings emerge in the warmth of spring when the earth reawakens. Some will sail away in the wind using a strand of silk. Others will linger near “home.” Those that make it will grow throughout the spring and summer, and have spiderlings of their own. Her legacy, and the circle of life,

Do you want to try a fun way to exercise your brain, have a lowimpact physical work-out, make new friends and feel part of an inclusive and friendly community?
We have a cast. Auditions last weekend brought out a number of actors to try out for the 20+ roles in Scrooge the Musical. Rehearsals have already started, and the Players will be ready to present this show to the audience in November. Tickets will go on sale to the general public on Sunday, Oct. 2. The price for an adult ticket will be $29, the price for students is $24, and for kids under 12 the price is $15. This is a show for all ages. Scrooge the Musical was first produced as a 1992 stage musical written by Leslie Bricusse, adapted from the 1970 film, Scrooge starring Albert Finney, and from the Charles Dickens novella A Christmas Carol. Bricusse was nominated for an Academy Award for the score. The show opens with the company singing a medley of Christmas Carols as the city of London begins to reminisce over the coming of Christmas. If you have been curious about square dancing, we have several opportunities for you to come and check us out and try out a few dance steps at no charge. Our beginners’ free introductory drop-in sessions are coming up on Friday, Aug. 26, and Sept. 9 from 7:30 to 9:30 PM at the Community Center, Marion Pronk Hall (Gym). This is Modern Western Square Dancing, and it is for anyone. It is done to all types of music and is easy to learn. If you can walk to music, then you can learn to square dance. Dress casual and wear comfortable shoes. Our dropin sessions will introduce you to a few basic steps, and you will be dancing to music within minutes. You will also be greeted by an extremely friendly group of people who welcome newcomers. Everyone is welcome – singles, couples, families, and no special clothes or dance skills required. You don’t have to be a Lake of the Woods resident. We hope you will come out to give square dancing a try.

Founded in the mid-1970’s by the late Dr. Margaret Rockwell Pfanstiehl, the station provides free multi-media information services for the blind, visuallyimpaired and physically disabled individuals. It is a charitable organization, run by about 300 volunteers as broadcasters, production, and administrative staff. Its audience numbers about 5,500; to be eligible for these free services, individuals have to present certification that they are unable to effectively read ordinary print because of visual or physical limitations.
Other free services include: a telephone dial-in news and information service, accessed by touch-tone phone, allowing the caller to skip and scan materials, just as a sighted person does when reading a publication; and Audio Description of live stage performances in the Washington Metropolitan area, provided by professionally-trained Washington Ear volunteers, selected for their warm, interesting voices.

Book Club by Mary Nolan, Member, LOW Book Club Tourists visiting New York City’s popular sights may miss one of the city’s most beautiful but little publicized attractions, the Morgan Library and Museum. Built in the early 20th century by financier J.P. Morgan to house his growing collection of rare books and manuscripts, it was and continues to be an important resource for bibliophiles.
The book chosen for discussion at LOW Book Club’s Sept. 14 meeting, Private Librarian, by Marie Benedict and Victoria Murray, tells the story of the woman selected to direct and manage the institution. A highly recommended Princeton librarian, Belle de Costa Greene, managed and built the financier’s growing collection; established the library’s valuable relationships with dealers and scholars; and transformed the exclusive private collection into a major public resource.
The new director, however, hid a lifelong family secret that she felt would ruin any opportunity for success and advancement in her chosen profession.

5. Disturbing the peace (including barking dogs and noise) will result in a written warning from LOWA Security. Upon the occurrence of a third offense within a 12-month period from the first written warning, the Board may pursue legal action for compliance, including removal of the offending animal(s) from the community by order of an Orange County Judge. This provision will not limit LOWA pursuing legal sanctions through the court as described herein if the Board determines in any event that such action is in the best interests of LOWA under the circumstances. The LCC will keep records of the written warnings and make recommendations to the Board.
1. Unauthorized Parking on LOWA property will result in a written warning and/or towing or immobilization of the vehicle at the owner’s expense.
Amend VI.A, as follows: VI, USE OF LOW ROADS AND PARKING LOTS
9. Continuing Violations. LOWA will pursue violations of a continuing nature through the appropriate Orange County Courts for corrective action (e.g., an injunction) against the appropriate party.
Amend I.J, as follows: I, GENERAL J. Violation of LOWA Regulations may be reported by a LOWA member to the Security Office for appropriate action, and the reporting member may sign as a witness to the violation. Security may issue a citation which can result in the levying of penalties by the LOWA Legal and Compliance Committee (See Regulation XIV). Revocation of privileges may also be imposed by the Board of Directors.
3. Malicious, intentional or willfully negligent damaging of LOWA property (Vandalism) will result in LOWA charging the offender for actual repair and/or replacement and cleanup expenses and/or the offending party may be referred to the Orange County Commonwealth Attorney or Magistrate for prosecution at their discretion. The General Manager may also suspend use of the amenity for one month where the vandalism occurred through Section I.G. and issue a summons to LCC for recommendation to the Board of a longer suspension.
6. Restrictive Covenant (Lot Violations) are processed pursuant to the provisions of the Restrictive Covenants and applicable law. Lot owners are subject to lot violation charges as approved by the Board representing expenses to LOWA for compliance (See Administrative Resolution 2021-8). Failure to adequately protect a waterfront lot from erosion is specifically included as failure to maintain the lot in a satisfactory manner. Failure of the Member to correct the deficiencies may result in legal action to compel compliance.
2. Damaging LOWA property will result in LOWA charging the offender for actual damage to LOWA property (See Section VI.A). Failure of offenders or their insurance to pay for such damage may result in legal action to collect for cost of the same.
11. Cost Recovery of all notices prepared by LOWA Staff representing expenses and costs to LOWA for compliance will be pursued pursuant to Section 12.D of the Restrictive Covenants.
A. Failure to comply with this regulation could result in sanctions for each infraction as shown in Regulation XIV, CORRECTIVE ACTIONS FOR VIOLATIONS.AmendVID.2.g. as follows: During an emergency ice/snow condition as declared by LOWA’s President, the following pertains: (1) During extremely hazardous ice or snow road conditions, members are strongly advised to restrict their vehicular travel on LOW roads to emergency travel only. (2) Any resident parking or abandoning a vehicle on LOW roads, cul-de-sacs, shoulders or road right-of-ways (including ends of driveways forward of the front boundary of private lots) will be subject to sanctions as shown in Regulation XIV, CORRECTIVE ACTIONS FOR VIOLATIONS and/or towing at the owner’s expense.
a. Unauthorized parking, including the parking of constructionrelated vehicles, trailers, or other equipment without the consent of the General Manager, will receive one written warning.
b. Subsequent violations may result in LOWA having the vehicle(s) towed or immobilized, e.g. tire boot, at the owner’s expense.
10. Violating any Rules and Regulations not specifically mentioned above will result in written warning to the person responsible and the Member. Failure to correct the violation(s) may result in suspensions or legal action pursuing compliance.
4. Littering within LOWA, including around the Trash Compactor and 9.9 Maintenance Area will result in a written warning and a demand to remove the refuse, litter, or debris. The offender may be charged for actual repair and/or replacement and cleanup expenses. Thereafter, LOWA may pursue legal action for compliance.
7. Firearms/Weapons Violations (Section IV.C) will result in a written warning, thereafter LOWA may pursue legal action to compel compliance.
8. Trespassing/Unauthorized Access on LOWA Common Areas (other than criminal trespass) will result in a written warning, thereafter the offending Member, Family Member, Tenant, Authorized Occupant, and/or Guest may have their use of the specific amenity or common area suspended by the General Manager for up to one (1) month or for a longer period to be determined by the Board of Directors. LOWA may pursue instances of criminal trespassing through the Orange County court system for action at its discretion.
c. Exception: Towing without warning is authorized for an emergency, direct threat to public safety or interference with public safety and road operations (See Section VI.D.2.f.)




f. Unless otherwise posted, Dog Park hours of operation are sunrise to sunset.
11. A person with a disability shall have the right to may be accompanied within the Associatio nLOW by a dog trained and in service as a service animal. A service dog shall will not be considered a pet. (1/2013)
e. Dog owners are responsible for damages to person or property caused by their dogs.
a. Dogs with their oOwners/handlers must be registered members with of LOWA through the Happy Tails Dog Club with up-to-date information provided on their LOWA primary residence; record of current rabies, distemper, and Bordetella (optional but highly recommended) shots on file; Orange County dog license, and proof of liability insurance (generally homeowners insurance will cover this). The Club is authorized to collect,and maintain and protect the dog records on behalf of LOWA.
10. No Owner may keep or maintain on any Lot a “Dangerous Dog” or “Vicious Dog” as defined in the Code of Virginia or Orange County Code, as both may be amended from time to time. If a dog is classified as “dangerous” or “vicious” by Orange County or other governmental authority, such dog must be removed from the property within thirty (30) days of such classification, or such shorter period of time as the Legal and Compliance Committee or the Board of Directors may determine. Each Owner shall be absolutely liable to each and all other Owners, their families, guests, permittees and inviteestenants or authorized occupants, and to the Association, for any and all damage to person or property caused by any such pet brought upon or kept on the Properties by such Owner or by his/her family, guests, permittees, or invitees tenants or authorized occupants (1/2013)
b. Dog owners/handlers may walk leashed dogs to and from the fenced Dog Park, but are otherwise restricted from use of the non-fenced portion of the Life Estates Property to minimize disruption of Dog Park use.
c. Dogs shall must be accompanied inside the enclosed area in the Dog Park only by owners/handlers aged 16 and older. No children under age 10 are permitted in the dog park enclosures.
g. Owners/handlers may bring water, in plastic bottles only, not glass, into the enclosure of the Dog Park. No other food (human or dog food or dog treats) or beverages are permitted inside the enclosure of the Dog Park.
h. Use of tobacco or vaping products is prohibited in the Dog Park.

12. Happy Tails Dog Park (“Dog Park”) General Rules
b. All persons handling dogs inside the enclosure of the Dog Park must wear their designated identifier (Dog Park Lanyard), with current Happy Tails Dog Park ID. Shoes must be worn at all times and your a mobile phone should be kept handy.
d. Dog Park users must observe all posted rules.
d. A dog owner/handler must demonstrate the ability to maintain control of each dog he/she brings into the park. If the handler cannot control multiple dogs, he/ she will be restricted from bringing in multiple dogs. A limit of two (2) dogs per owner/handler in the Dog Park at the same time is permitted. Only one (1) person may be in the entry area with their dog(s) at any time.
j. No professional dog training may be done in the Dog Park unless first approved by the LOWA General Manager. k. Dogs must be kept on leash until they are in the designated enclosed off-leash area. All dogs inside the enclosure of the Dog Park must be off-leash. Dogs still on leashes may feel threatened by dogs that are off leash. Owners/handlers must be inside the enclosure of the Dog Park with their dog(s) at all times with leashes in hand. Remember that some dogs may not get along. Watch your dog carefully to prevent possible problems. No dog may be unattended.

Dog Park use is limited to LOWA members in good standing, registered tenants, authorized occupants, authorized handlers, accompanied guests, and individuals or groups who receive authorization from the General Manager, subject to the Declarations, Bylaws and these Rules. Authorized handler is defined as a person authorized by the owner to handle the owner’s dog.
a. Dog Park is an off-leash, fenced facility located at the LOWA-owned Life Estates Property and operated by LOWA in cooperation with the Happy Tails Dog Club.
i. To ensure a healthy environment for all dogs, they should be free of contagious conditions, including coughing, vomiting and diarrhea, for at least one week prior to visiting the Dog Park.
9. No pet may be kept within the Association LOW which causes a nuisance, results in any annoyance, or is obnoxious to the members of the Association LOWA or other residents in the vicinity or is in violation of the rules and regulations regarding pets. Each Owner keeping pets on his or her Lot must comply with all requirements of law applicable to such animal, including without limitation, vaccination and registration of animals, as well as Orange County laws regarding dangerous and vicious dogs. Another award by the Center for Digital Government recognized the county for its best technology practices in delivering services to its residents. Award considerations include open data, collaboration, shared services, cybersecurity, and contributions to disaster response and recovery. Orange County ranked fifth in the nation of counties up to 150,000 residents; given that Orange County has 37,000 residents, this recognition is pretty significant. Out of 100 submissions, Orange County received the Virginia Association of Counties 2022 Best Small County Achievement Award for its Whole Blood Project, The Orange County Fire & EMS Department took the initiative to become the first department in Central Virginia to carry whole blood on their ambulances. In traumatic injuries, significant blood loss can result in death and extensive evidence demonstrates that whole blood results in better outcomes for patients. This is especially important since some locations in the county can be 40 minutes from an emergency room. Developing this capability required extensive training and specialized equipment. More details on this unique capability can be found in the July issue of Orange County Insights. Orange County has received a rezoning application for a development named Wilderness Crossing. This is the most extensive development proposal that has come before the county in many years. The proposed area for this development is on the other side of Route 3, across from Lake of the Woods. A description of this development is too extensive for this article. The detailed application is available on the county website. Also, the developer plans for a town hall type meeting next month to introduce it to area residents. As part of the official process for review, there will be public hearings before the Planning Commission and the Board of Supervisors. Those hearings will be conducted at the Public Safety Building outside the Town of Orange. Public oral and written comments will be solicited. If you can’t attend the hearings in person, both hearings will be streamed live on the county website. Later you can also view recordings of the hearings.

17. Regarding NON-MEMBERS, if you see something, say something! If there is someone in the park without a lanyard on, ask them if they are a Dog Park member (not an Association member). Get the dog’s name and please email the Dog Park Officers (info@happytailsdog club.net) with the dog’s name and they will check the roster.
15. Toys brought to the park by you must be taken out of the park byhome with you. (Toys left behind may be destroyed by the lawn mowers.) Dogs share toys - for this reason, the Bordetella is recommended.

Orange County has recently received a number of awards for excellence. These awards reflect the professionalism and dedication of county staff and its leadership. The National Association of Counties (NACo) provided the county with its 2022 Achievement Award recognizing effective programs that strengthen services for residents. NACo determined that the effective implementation and revolutionary nature of our Public Safety Building, P25 Digital Radio System, and Computer-Aided Dispatch System certainly met those criteria. More detailed information on these systems can be found in the June issue of Orange County Insights. Also in that issue was the recognition of two county employees from the 911 Center by the Virginia Association of Public Safety Communications Officials. One was recognized for implementing the new P25 Radio System, including work on various county vehicles as well as in the PSB. The other was recognized as an extremely dedicated dispatcher and trainer for new dispatchers. Their awards are also further detailed in Insights
