Meet the Chefs

The Clubhouse has reopened from our annual January maintenance and the membership is raving over the new Clubhouse menu and the great options it has to offer. We could not have done it without two of our newest additions to YOUR Clubhouse culinary team, Chef Nate, and Chef Todd. They have both done an impeccable job with the Clubhouse menu, and Sunday brunch, so we wanted to introduce them.
Chef Nate graduated from Johnson and Wales University in Norfolk, Virginia in 2005. He comes to us with 18 years in the culinary arts field. He worked at Fawn Lake for a few years before becoming the head chef at Clearwater Grill. From mouth-watering comfort food to southern favorites, Chef Nathan combines excellent culinary skills and techniques with original and creative recipes. We are very happy to have him here at YOUR Clubhouse.
Chef Todd comes from an extensive background in culinary arts; he began his career as a chef at a seafood restaurant in Wildwood, New Jersey. He worked there for 10 years as sous chef, training under a chef from The Culinary Institute of America. He has worked at several local restaurants, including Fahrenheit 132, The Inn at Kelly’s Ford, and he was the head chef at Forked on Main in downtown Orange. We have been able to taste his care and attention to detail; it is apparent in every dish he creates.
Both are passionate leaders with excellent leadership skills, and it shows. They have brought morale and teamwork back into the kitchen. We look forward to seeing what the weekly specials will be, and what they come up with for brunch. Check out our new menu online at: LOWA.org/Amenities/Clubhouse.
Equestrian Committee
Riding Lesson Scholarships

The Equestrian Committee will continue to offer riding lesson scholarships this spring to students who are interested in learning riding and horse care basics. It’s a fun outdoor activity that can be expensive, and consequently not available to everyone. The Equestrian Center is a valuable resource provided by the community. Scholarships are offered to the youth of Lake of the Woods to encourage participation and a love of horses.
Qualifications: Applicants (ages 7-18) must have parental approval, live in LOW, and complete an application that includes a paragraph on why they want to be selected. Participants will be selected by a rotating working group of three Equestrian Committee members. The application may be picked up at the Holcomb Building or downloaded from the following website: www.LOWA.org/EquestrianCenter The application deadline is Friday, March 3. Instructions for submission are found on the application itself. Scholarships will be awarded by Friday, March 10.
A Riding Lesson Scholarship will cover the cost of a block of five riding lessons (valued at $245) at the LOW Equestrian Center, to be given by our qualified trainers.
This project is being supported by Friends of Lake of the Woods, a nonprofit 501(c)(3) charitable organization that raises donations to enhance community projects which are not budgeted by LOWA but have received the Board’s approval. The making of the budget sausage is almost complete! The Board met on Feb. 4 and discussed and voted on seven budget amendments. All seven amendments were passed. Of note, the Board decided to add back the $30,000 capital improvement project to add a new exterior dining patio at Fareways. The Board also approved $20,000 to improve the water quality at Keaton’s Lake. This amount can be used to hire an expert consultant as well as to increase testing frequency and treatment. In the meantime, the Board will move forward to consider requesting an Opinion Letter from Stantec to review our current practices against the best and emerging practices. The Board also approved in the budget increasing fees for Disclosure Statements and related Transfer and Expedite fees chargeable to members preparing to sell their home, in line with what is legally permitted. This is estimated to bring in about $10,227 in additional revenues. These decisions will increase the proposed assessment to $1,970 per lot, which is a $124 increase (6.7%) over this year’s assessment. The Board will vote on the finalized budget at its Feb. 15 meeting, and members will be informed of the assessment amount due May 1. I and the entire Board want to thank all members who participated in this process. We appreciate your involvement, comments, insights, and suggestions. We’ve read your emails, we’ve talked to members, and we’ve done our very best to do what we think is best for our members and our community.
Let’s talk about YOUR Clubhouse, and the Clubhouse Facelift. Yes, that’s the name that has been chosen for the upcoming changes planned for the Clubhouse by January 2024. The project will cost approximately $444,617 and is fully budgeted in the Repair and Replacement Reserve for the fiscal year 2023-2024. Painting is in the 2023-2024 operating budget for $65,000. The Clubhouse and Communications Committees are working closely with Ryan Richardson, our Food and Beverage Director, to improve the look and feel of the Clubhouse (hence the title Clubhouse Facelift). This facelift will include new furniture in the Members Lounge, the Grill Room, the Presidents Room, and the other dining rooms, as well as new carpeting and flooring. All these items had been scheduled for repair and replacement over numerous years in the Miller Dodson Report and were purposely moved into the same year to provide continuity in design and decor, to minimize disruption and to improve pricing. Since the cost of the Clubhouse Facelift has already been reserved over several years, this amount does not affect the annual assessment. Expect to see monthly articles in Lake Currents about the Clubhouse Facelift. We will also create a means for members to send their comments and questions about the Clubhouse Facelift. Our intention is to keep our members apprised before, during, and after the project because this is YOUR Clubhouse. There is no separate membership fee to use YOUR Clubhouse. So I encourage you to participate in the Clubhouse Facelift by giving us your suggestions and then coming to the Clubhouse!
I think we can all agree that we love our lakes. That means we all also care about stormwater management. The Board will adopt its annual Resolution of Support for the Lakes Management Implementation Plan at its Feb. 15 meeting. The Lakes Management Implementation Plan is a 10-year plan prioritizing ten capital projects as well as ongoing ditch repairs, stormwater system maintenance (clearing forebays), and culvert replacements. Each of us can show our love for our lakes at the Love the Lakes Days of Service, scheduled for April 21 and 22. I encourage you to participate in hands-on projects such as trash and debris clean up, and planting vegetation.

Keaton’s Lake Water Quality and Harmful Algae Blooms

In the coming weeks, LOWA will be taking a closer look at the way we treat Keaton’s Lake (aka the Fishing Lake) to control harmful algae blooms (HABs) with an eye toward improving the notification and treatment process and the use of chemicals.
To facilitate this look, I will be asking the LOWA Board of Directors, at its Feb. 15 meeting, to approve $6,500 for Stantec Consulting Services to look at three questions raised by the Maintenance & Ecology Committee:
(1) Should LOWA lower the threshold standard for treating the lakes for Cyanobacteria from a current laboratory result of 100,000 cells/mL (High Exposure Risk) to a laboratory result of 20,000 to 100,000 cells/mL (Moderate Exposure Risk)?
(2) Are there better practices that will improve the responsiveness of the test/treat/report/recover cycle to reduce the time between detection and effective treatment of algae blooms and reduce the amount of time members cannot use the lake?
(3) Are there other opportunities for maintaining and improving Keaton’s Lake water quality?
Stantec, formerly Williamsburg Environmental Group (WEG), will evaluate current monitoring approaches, opportunities, and actions to improve the understanding of nutrient and algae dynamics in the lake against best practices and emerging practices in the field.
Additionally, Stantec will consider other LOWA management plans, activities, and projects that directly address nutrient reduction to minimize the frequency and duration of algal blooms, including LOWA’s 2022 Lakes & Stormwater Management Plan and Golf Course Nutrient Management Plan.
Keaton’s Lake gets Cyanobacteria (also called blue-green algae) blooms at a level high enough for chemical treatment an average of once a summer. Cyanobacteria are microscopic organisms that can be found naturally in all types of water. Excessive nutrients - phosphorus and nitrogen - in the waterbody can be a source of food for cyanobacteria. Keaton’s Lake water sampling results regularly are found to be three to four times the recommended EPA standard for phosphorus and two to three times the recommended EPA standard for nitrogen. These excessive nutrient levels sometimes aid cyanobacteria in rapidly growing out of control, or bloom. Cyanobacterial blooms are most commonly found in freshwater bodies, such as lakes, rivers, and streams.
Our Maintenance staff check lake conditions on a weekly basis all summer. However, our eagle-eyed Keaton’s Lake residents are usually the first to spot blooms in a cove and give the LOWA Environmental Resources Manager a call. The ERM takes samples and sends them to a certified lab for analysis. If the samples contain HABs at/above the 100,000 cells/mL level, LOWA notifies members of the HABs through swim advisory email blasts/ posted signs, and we call in a lakes management company to treat it with chemicals to kill the blooms. We retest after treatment, and when levels are back to normal, we send another email blast to lift the swim advisory.
I think now is a good time for LOWA to look back at our practices over the last 10 years of treating the lake with chemicals at the 100,000 cells/mL threshold.

Survey on Changing Date of Annual Membership Meeting

LOWA would like to thank members for their responses to the survey regarding changing the date of the Annual Meeting of the Membership from the Labor Day holiday. LOWA received 84 responses to the survey and 76% of respondents noted that they would prefer to have the meeting on a date other than Labor Day, however the Board felt that 84 responses was an insufficient number to warrant the change. The Board discussed the results and decided not to take any action to change the date. The next Annual Meeting of the Membership will be Monday, Sept. 4, 2023.
Historically, LOWA has hosted the Annual Meeting of the Membership on Labor Day Monday. A member, at the Sept. 5, 2022 Annual Meeting of the Membership, suggested LOWA might want to move the date and time of the meeting from Labor Day Monday. LOWA conducted a survey of the membership between Nov. 18, 2022 and Jan. 3, 2023. The survey was printed in the Nov. 18 issue of Lake Currents which included a QR code to the online survey. The survey was shared via Email, Facebook and LOWA. org. A reminder was printed in the Dec. 16 issue of Lake Currents

4. REPORTS
4.1 Report from Orange County Board of Supervisors
Supervisor Lee Frame reported the Board had their first meeting of the year and elected Mark Johnson as Chair and Lee Frame as Vice Chair. Mr. Frame announced he will not be seeking re-election for another term, having served as past Chair and on several government and county commissions for many years. The Germanna-Wilderness Steering Group was disbanded, having completed their tasks some time ago. There will be a Public Hearing on January 28 to hear comments on short-term rentals and the temporary occupancy tax.
4.2 Report from Orange County Sheriff
Capt. Jason Smith gave a statistical report on department activities in 2022. There were 1223 calls for service from LOW and 794 civil papers served. In 2022, there were 103 calls from Walmart, which is much lower than anticipated.
The Department has scheduled a Citizen’s Police Academy class for March 20 through June 5, 2023, Monday nights from 6:30 to 9:30 p.m. On April 22 they will host another medication take-back event. This summer they will hold a Youth Academy.
Sheriff Mark Amos plans to retire at the end of 2023. Residents will have an opportunity to elect a new Sheriff in November.
4.3 Report from Allied-Universal Security
Chief Richard Harrell reported that in January staff responded to 135 calls for service and issued 49 summonses. There were three reports of vandalism, no reports of theft, and no reports of drug activity. There were 26 calls for assistance and 16 alarm activations.
Staff continues to work on preparations for activating the new AllBox overnight guest entry system. An active-shooter training class and safety training will be scheduled for staff.

4.5 Report from Orange County Schools
School Board representative Jim Hopkins reported the School Board will be meeting this coming Monday. They are expected to set the 2023/24 school calendar. Currently the next school year is expected to start on August 9, and end May 21/23, 2024. They will also be considering finalizing the next budget. Residents were encouraged to attend Board meetings and speak during the public comment period.

4.7 Report from the General Manager, Phil Rodenberg
A. Lakes Management Report
To develop a long-term, strategic approach to protect and improve the shared use of the Main Lake by our community members, the Lake of the Woods Association recently hired A. Morton Thomas and Associates to study the concerns in more detail as it relates to wake boating and associated wake surfing and wake boarding on the main lake.
A community meeting was held on Aug. 31, 2022 followed by a 45-day member input period that was extended to allow time for everyone to share their thoughts and concerns. Once the member comment period was closed in early November, a table containing a summary of the comments received was prepared in December 2022, and AMT was then tasked with preparing a written report with recommendations for the upcoming boating season. This was recently completed and posted to the LOWA website.
For those interested in the results of this study, AMT will be making a presentation at the 7 PM Special Board Meeting on Monday, March 13 at the Community Center. We hope to see you there!
Stantec, our environmental consultants, has provided an opinion on the recommendations of the M&E Committee on Keaton’s Lake water quality management. Solitude Lakes Management has submitted updated prices for algae testing and treatment.
B. Other Business
The Board will consider increasing Disclosure Statement and related fees at their next Board meeting. Fees will continue to be in line with the maximum allowed by the Virginia Department of Professional & Occupational Regulation (VDPOR).
The original Fire Alarm Annunciator at the Woods Center stopped working and needed to be replaced on an emergency basis. Cost will be $4,310 and will be installed as soon as possible.
If two new defibrillators are approved by the Board, management recommends they be installed at the Equestrian Center and at the Maintenance Building on Fairway Drive.

The GM presented a status report and proposed timeline for the bidding process and construction work on the 10th Fairway Stormwater Management Project. Golf architect Tom Clark of Ault, Clark and Associates prepared a list of 8 golf course contractors he will use to encourage bids.

They continue to study ways to reduce speeding on LOW roads and promote outreach to reinforce safe driving habits. They are also involved in Main Gate/Third Gate project and juvenile issues. Work has started on updating the community emergency response plan. Goals include exploring ways Safety and Security can increase visibility and become more active in the community.

6. NEW BUSINESS
6.1 Consideration of Amendments to the General Manager’s Revised LOWA FY2023/24 Budget. (D-23-12). Amendments to the General Manager’s Revised LOWA FY2023/24 proposed budget were considered as follows:
1. Motion by Rappoport, passed unanimously, that the Board amend the General Manager’s Revised LOWA FY2023/24 budget by approving the sale of Pickleball/Tennis Daily Guest Pass multi-packs, decreasing the Annual Assessment by $0.31.
2. Motion by Olson, that the Board amend the General Manager’s Revised LOWA FY2023/24 budget by approving an additional increase of 2.5% be applied to all Annual Golf Memberships on top of the 2% already proposed by the GM (4.5% total), decreasing the Annual Assessment by $1.14. Vote: Yea: Vickery, Rappoport, Henecke, Kay, Olson and Clawson. Nay: Diercks. Motion passed 6 to 1.
3. Motion by Kay, that the Board amend the General Manager’s Revised LOWA 2023/24 Budget by approving increased spending ($27k) on Keaton’s Lake water quality improvements, increasing the Annual Assessment by $6.34; OR, alternatively, add only $600, thus increasing the Assessment by $0.14. Motion was withdrawn following discussion.
Motion by Diercks, that the Board have Stantec provide an opinion letter this year for $6500, and add $2050 to next year’s budget for tes ting an treatments. Motion failed 3 to 4.
Motion by Kay, passed unanimously, to amend the original motion to have Stantec provide an opinion letter for $6500 out of this year’s funds, and reduce the increased spending from $27k to $20k for water quality improvements.
4. Motion by Clawson, that the Board amend the General Manager’s Revised LOWA 2023/24 Budget by reinstating the Fareways Exterior Dining Patio Project, increasing the Assessment by $5.87. Vote: Yea: Vickery, Henecke, Rappoport, Clawson, Olson and Kay. Nay: Diercks. Motion passed 6 to 1.
5. Motion by Henecke, same motion as #4 and considered concurrently.
6. Motion by Henecke, that the Board amend the General Manager’s Revised LOWA FY2023/24 budget by reinstating the funding for six life ring/ fire extinguisher stations, increasing the Assessment by $0.70. Vote: Yea: Henecke, Olson, Kay and Clawson. Nay: Rappoport, Vickery and Diercks. Motion passed 4 to 3.
7. Motion by Henecke, that the Board amend the General Manager’s Revised LOWA FY2023/24 Budget by reinstating funding for up to four automatic external defibrillators, increasing the Assessment by $0.70. Vote: Yea: Rappoport, Diercks, Henecke, Clawson, Kay and Olson. Nay: Vickery. Motion passed 6 to 1.
8. Motion by Rappoport, passed unanimously, that the Board amend the General Manager’s Revised LOWA FY2023/24 budget by increasing the revenue from Disclosure Packets and Transfer Fees from the resale of lots, thereby decreasing the assessment by $2.40.
Director of Finance Charles Maneval reported that the above actions resulted in a change to the proposed FY 2023/24 Assessment from $1962 to $1970, a 6.3% increase over FY-2022/23.
The General Manager will prepare a Resolution for the Board to adopt the final budget and assessment fee for FY2023/24 at the February 15, 2023 Board meeting.
6.2 Consideration of Approving Amendments to the Lakes Committee Charter. (D-23-13). Adopted by Consent.
6.3 Consideration of Entering Lots For Maintenance and Lot Violations Enforcement. (D-23-14)
Adopted by Consent, that the Board declare a continuing violation of the Restrictive Covenants exists on the lots in Cases #23-0204-01 and #230204-05, and authorize Management or its agent to enter the lots and perform the necessary work on or after February 13, 2023; and that the Board declare a continuing violation of the Restrictive Covenants exists on the lots in Cases #23-0204-03, #23-0204-04 and #23-0204-06, and the Board suspend the voting rights and use of the recreational amenities, including the Main and Back automatic gates until the violation is corrected; in accordance with Section 12.G.b. of the Restrictive Covenants, effective February 16, 2023. Further, that the Board authorize the GM to send a legal demand letter to bring the lot into compliance.
6.4 Consideration of Sending to the Rules Committee and the LOWA Attorney Proposed Amendments to Regulation X.B.2.e: Use of Lakes, Regarding Watercraft Liability Insurance to Increase the Amount of Insurance from $100,000 to $300,000 for Non-motorized Watercraft and Motorized Watercraft of 25 Horsepower or Less. (D-23-15)
Motion by Rappoport, passed unanimously, that the Board approve sending to the Rules Committee and the LOWA Attorney proposed amendments to Regulation X.B.2.e: Use of Lakes, regarding watercraft liability insurance, to increase the amount of insurance from $100,000 to $300,000 for nonmotorized watercraft and motorized watercraft of 25 horsepower or less.
6.5 Consideration of Approving a Relocation of Drainage Easement Agreement and Authorizing the President to Sign in a Form Approved by the LOWA Attorney. (D-23-16)
Motion by Kay, passed unanimously, that the Board approve a Relocation of Drainage Easement Agreement for Section 2, Lot 401, and authorize the President to sign in a form approved by the LOWA Attorney.
6.6 Consideration of Moving the Due Date for 10th Fairway Stormwater Management, Downstream Drainage Improvement, and Green Replacement Project Proposals from March 7, 2023 to March 1, 2023 to Allow Engineers and Architects Adequate Time to Evaluate Bids Towards Board Award of Contract on March 8, 2023. WFOL: Exploring the Rappahannock Through Its Dam History

Prior to 2012, LOWA did not treat the lake with chemicals. In 2012, the blue-green algae blooms got so bad that Keaton’s Lake owners came to the Board to ask for help. This led LOWA to hire Williamsburg Environmental Group (WEG) to write the Keaton’s Lake Restoration Plan, a roadmap for how to improve lake health by attacking the root causes. In implementing the WEG Plan, LOWA constructed the 13th Fairway Stream Restoration and Pond Project and the Eastover Park Water Quality Retrofit Project to keep sediment and pollutants out of the lake. In 2022, LOWA hired A. Morton Thomas & Associates, who updated the WEG study and recommended Keaton’s Lake and Main Lake projects over the next 20 years to manage stormwater and improve lake health.
In summer of 2021, LOWA replaced the existing Keaton’s Lake aeration system with a more modern system, with 12 aerators rather than eight. We are on track for this summer to construct the 10th Fairway Project, another project to reduce sediment and pollutants. The project will help us better manage stormwater, and improve downstream drainage as well as replace the green. Want to know more? Hal Wiggins
Wilderness Friends of the Library is pleased to announce a return speaking engagement by Hal Wiggins, 2 PM on Wednesday, March 15 in the Wilderness Branch Library. Hal has spoken to us on the subject of Virginia native plants, but his first love is the Rappahannock River, to include its dam history. Starting with beavers and then American Indians who built fish weirs, the river has been repeatedly dammed and diverted. In the 1850s, the Rappahannock Navigation Company built several dams in the upper Rappahannock River to divert the river around the rapids through miles of stone-hewn canals.
Hal worked for the Corp of Engineers for over 24 years as an Environmental Scientist. He noted that the Corps of Engineers, who planned a massive dam on the Rappahannock River in the 1960s, was then tasked in 2004 to remove two dams, including the massive concrete Embrey Dam, built in 1910.
Hal’s talk will focus on the changing of society’s values and attitudes toward dam building and, now, environmental concerns. For many of us, this is not ancient history, it is our history!

Our January meeting included welcoming new members and sharing the monthly themed photos, A Different Perspective. The learning portion was Lighting by Buck Best. It began with a definition of the three elements of lighting: size, intensity, and direction. Buck provided several examples of photographing for your lighting and different tools on the camera to review to get the best shots.

The LOW Photo Club meets the fourth Monday of each month at 7 PM in the Community Center. Our members range from beginners to very experienced photographers, shooting with everything from the latest mirrorless cameras to cell phones. Everyone is welcome and no matter how much we think we already know; we are always learning from each other. A portion of our meeting is spent sharing our work, and a portion learning from each other. We organize photography field trips and travel together or meet up to find the best local photo opportunities.

What the heck is floriography?
Do you need an unusual gift for Valentine’s Day and want it to include flowers? Come to the Lake of the Woods Garden Club meeting at the Clubhouse, on Feb. 13 at 1 PM, to learn easy ways to express your sentiments through the language of flowers, or floriography.
Do you know who’s visiting your bird feeders?
Every February, for four days, bird lovers around the world participate in the Great Backyard Bird Count, the first online citizen-science project collecting data on wild birds, with results displayed in near real time.
The GBBC began in 1998 as a partnership between the Cornell Lab of Ornithology and National Audubon Society. In 2009, Birds Canada joined the project to expand participation to Canada. The GBBC went global in 2013, when data was first entered through eBird.
Don’t think you know enough about birds to participate? Grab some binoculars or a camera. Start watching and listening. Notice the color and size of the bird, the shape of its beak, the length of its tail feathers. Is it bigger or smaller than a robin? Does it spend most of its time foraging on the ground or high in the trees? Start with birds you know and can easily identify. Which songs or calls can you identify without seeing the bird?
Learn with and from others. Sign up for a bird walk. Join a bird-watching group. A great resource for new birders is the Merlin app, which helps you identify birds by their call or from photos, look them up based on size and color, learn the differences between similar species, and listen to samples of songs and calls.
Ready to become a citizen scientist? Novice birders can use the Merlin app to report which birds they are seeing and hearing. To enter numbers of birds, use the eBird mobile app or the eBird website (birdcount.org) from your laptop or desktop.
Whether you participate in the GBBC or not, take some time to stop and watch the birds. A recent study found that seeing or hearing birds improved people’s mood for up to eight hours!
The Great Backyard Bird Count is a great opportunity to help scientists who study global bird populations. It’s also a great time to meet other birders and learn from each other.

The LOW Garden Club is a member of the Shenandoah District of the Virginia Federation of Garden Clubs, as well as the National Garden Clubs. It is through the National organization that we participate in Penny Pines. At each meeting, we collect pennies for the purchase of acres to be planted in our national forests, to replace trees lost due to fire, drought, or other natural disasters. Our club’s donations are earmarked for Virginia, but individuals may donate a plantation for any state they choose.

Citizens’ Police Academy Press Release
The Citizens’ Police Academy will be held from March 20 through June 5, at the Public Safety Building, 11282 Government Center Dr., Orange. This program is designed to build positive community relationships between the Orange County Sheriff’s Office and the citizens of Orange County by educating the community on the operations of the Sheriff’s Office and dispelling any misconceptions about law enforcement in Orange County.
The 10-week (3-hour evening sessions 6:30 to 9:30 PM, on Mondays of each week) program is provided at no charge, and is open to Orange County residents over the age of 18, Orange County business owners, and people employed within Orange County.
The differences between the branches of our armed forces are evident from the language used, the objectives engaged, equipment, and history. While these distinctions enhance the protection of the country, each veteran and member of the armed forces is tied together with a commonality. The foundational bedrock that each veteran stands on is commitment. The depth of commitment necessary is embedded and it is a choice.
Free of feigning, duplicity, or posturing, an oath is a covenant concerning the future from the moment in time it is made to beyond. The oath of enlistment of all recruited members begins to put words to what is in the heart of a veteran, as it echoes in military entrance processing stations across the nation: “…I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same.” This vow is deepened by the dedication in each branch of the armed forces. The Sailor’s Creed of the US Navy has traversed many seas with, “...Honor, Courage and Commitment.” My Rifle, the creed of a US Marine, concludes with “My rifle and myself are the defenders of my country. We are the masters of our enemy. We are the saviors of my life. So be it, until victory is America’s and there is no enemy, but peace!” The US Coast Guardsman “…shall sell life dearly to an enemy of my country, but give it freely to rescue those in peril.” The Airman’s Creed, “I am faithful, I defend my country with my life. I will never falter,” echoes through the skies. The Soldier’s Creed of the US Army resounds with “I will never accept defeat. I will never quit.” The enlistment contract with the United States government may end, but the oath remains.

Update on Wilderness Crossing

I write to update the Lake of the Woods community on the proposed rezoning application (known as REZ 22-03) for what is known as Wilderness Crossing – a proposed major development on the north side of Route 3 from Goodwin Drive to just west of the intersection of Route 3 and Route 20.
The Wilderness Crossing applicant proposes rezoning the property - which consists of 20 parcels and 2,618 acres - with a various zoning mix to Planned Development –Mixed Use (PDM), in order to develop a mixed-use project to be constructed over an approximate 40-year
The Planning Commission held a work session with the applicant on Jan. 5 to review, ask detailed questions, gain an understanding of what was contained in the application and proposed development, and to ask about potential impacts – positive and negative –for the county and for Lake of the Woods residents in particular.
We used this first work session reviewing and discussing the various items in the rezoning application, including the abandoned gold mines, the transportation and access plans, the proposed design guideline manual, and buffers adjacent to LOW along Route 3, to name a few items.
The Planning Commission held its next work session on Jan. 19, to further discuss the design guideline manual, traffic and transportation concerns, including protecting the LOW front gate entrance. The commission questioned the applicant on providing an appropriate and complementary additional amount of buffering, considering the location of the development and its proximity to LOW. The commission questioned the impacts of noise and light pollution and mitigating measures as well as concerns about utilities. Our next step is to conduct further work sessions for the Planning Commission to continue its review of the design guideline manual, proposed generalized development plan and land bays, proposed open space, the fiscal impact statement, economic impact statement and the applicant’s proffer statement, including reviewing the assumptions in the fiscal and economic impact and the applicant’s revised proffer statement.
Lauren Langstone
Our speaker, Lauren Langstone is Center Manager at the Select Physical Therapy Locust Grove Clinic and has worked in outpatient physical therapy since her graduation in 2010. Lauren was a collegiate Division II soccer player at Slippery Rock University where she initially obtained her bachelor’s degree in Exercise Science, then went on to obtain her doctoral degree in Physical Therapy. She lived and worked in Fayetteville, North Carolina, for eight years and has lived in Virginia for the past four years. Lauren has continued her professional education by completing multiple advanced courses. She enjoys working with and getting to know all of her patients, with the ultimate goal of returning patients to their prior level of function and helping them to reach their goals.
Following this detailed review, the commission will conduct a public hearing and either vote to recommend approval or vote to recommend denial of the rezoning application to the Board of Supervisors. The Board of Supervisors will hold its own public hearing and will vote to either approve or vote to deny the application.

The county just received the final audit report for the 2022 fiscal year. The distribution of revenue and expenses may be of interest. Total revenue for the year was $80.3 million. As you can see from the first chart, general property taxes made up the major part of that amount. General property taxes include both real estate and personal property taxes. The other local taxes include sales tax, recordation tax, utilities tax, vehicle license tax, food & beverage tax, and cigarette tax.
Operating expenses for governmental activities are as shown in the second chart. The two largest expense categories were for education and for public safety. With judicial administration, these categories comprise more than two-thirds of the county’s expense.
At a recent meeting, the Supervisors held a Public Hearing to modify the Fiscal Year 2023 Budget to cover the increased health insurance and disability costs. Any change in the consolidated budget of more than 1% requires a Public Hearing, just as the original budget approval does. In this case, unusually high claims for the last two years had reduced the reserves in the Health Insurance Fund, which indicated a need for increased contributions. Orange County health insurance is self-insured for both county and school employees. The Supervisors also approved reductions in employee rates to make health insurance plans more affordable for dependent coverage to remain competitive in staffing. The increase in insurance contribution to the fund is about $1.3 million.

ENVIRONMENTAL SERVICES: Environmental Resources Manager Full-time salaried position to provide expertise and make management decisions for recreational lakes and surface water issues. Additional responsibilities include: budgetary and personnel items pertaining to lakes, marinas, stormwater management, and regulation enforcement.
