Seeking Ski Hill Staff - Do you have a passion for skiing or are able to teach ski/snowboard lessons? Past Rec Events Fun in the Sun weekend took place the weekend of July 26th-28th.

On Friday close to 200 people enjoyed musical entertainment from the band Sweet Lucy. Several others enjoyed a Hawaiian themed dinner served on the beach that evening. On Saturday, several enjoyed the 5K walk/run, bags & volleyball tournament, Big Cup tournament, and ended the night with great food and music entertainment from the band Soda at the Clubhouse. Sunday finished the fun weekend with 100 people showing up for the Magic Show, free ice cream social, crafts, and face painting.

Second session of Kidz Camp took place August 5-9. Twenty-four preschoolers in the morning and close to fifty big kids in the afternoon made it a very successful week-long camp. Everyday kids enjoyed a specific theme. They created crafts and participated in activities and games related to the theme of the day. Check out next month’s paper for pictures of the fun week!

On a personal note, as summer is coming to an end and fall is soon approaching, my family and I are excitedly awaiting baby #3. I will be going on maternity leave sometime in the near future. If you are to need during my absence, please call the pool office at 815-493-849 ext 10 and leave a message for Sami. She will be happy to assist you with any questions you may have during that time.

The lake at Lake Carroll is currently CLOSED due to the high toxins of the blue-green algae that has been identified in the water. Please read the Lake Manager’s Report on page 2B for more information.

ASSOCIATION QUARTERLY PAYMENTS & MOWING FEES The 3rd quarterly payments and the May mowing fees were due July 31, 2013. $100.00 late fees were added to unpaid accounts on August 1, 2013. Many of these accounts are delinquent. To exercise your use of the amenities all assessments & fees must be current.

Please mail your payments immediately to avoid further fees.

REAL ESTATE TAXES The final installment of the 2012 Real Estate Tax Bill is due 9/05/13.

If you did not receive your initial tax bill, the Carroll County Treasurer’s phone number is 815-244-0243. Courthouse hours are Monday through Friday 8:30 AM to 4:30 PM. WATERCRAFT REGISTRATION & INSURANCE UPDATES Another reminder, before you put your summer toys away this fall, please update your registration & insurance information with the Association Office. If your IL registration expired on 6/30/2013, we will need a copy of the new registration card.

MEMBERSHIP ID PICTURES If you plan on using the amenities (i.e. golf, pool, ski hill, etc) you are required to have your picture on your amenity card.

Bring your family to the office Monday through Saturday between the hours of 9 AM & 3PM. Or you may email your photos to photoid@golakecarroll.com. We need a clear head & shoulders picture with a plain background. No hats, sunglasses, or funny poses/ facial expressions. This is an ID card. Photos from other ID’s with holograms are not accepted.

BOW & ARROW REGISTRATION LCA Members wishing to obtain their Lake Carroll hunting packet (vehicle card, map & stand tags), must have their pictures on file in our database before this information will be issued to you. Plan to visit the Association Office to have Karen or Missy take your picture or email your photos to photoid@go-

lakecarroll.com. All dues & fees (i.e. marina concession, citations, etc) must also be current. Attendance at one of the Archery Meetings is also mandatory for the issuance of the hunting packet.

MARINA CONCESSION INVOICES Invoices must be paid within 15 days of the purchase or your current visa/master card must be on file at the Front Desk. Please keep your accounts current. ALL fees must be paid to exercise your use of the amenities! Plan on paying cash if you are delinquent!!

WEBSITE LOGON & REVERSE 911 Forms for both Reverse 911 – one call now retrieve call information & the website logon request forms are available on our website – www.golakecarroll.com. Click on Resources>Document Library>MembershipGeneral Information. Both forms, as well as many others, are available on this list. You may fax, email, mail or drop off the completed forms at the Admin office. Signing up for both of these services will keep you informed as to the happenings at the Lake. These forms are also included in the New Members owner packets.

DEED TRANSFERS If you make changes in the ownership of your property (i.e. trusts, LLC etc) at Lake Carroll, the Association Office requests copies of the recorded documents so we may keep our records current. If you sell your property we will need a copy of the recorded documents, transfer & transfer reserve fees & any outstanding dues or fees before the new owners may obtain amenity cards & decals. We also ask the seller to provide us with their amenity cards, guest passes & any 2013 decals which have been issued for their cars & “toys”. Letters to the Editor Policy The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

Editorial & Photo Guidelines It is each organizations responsibility to publicize and cover their events for the Lake Carroll News. If you need assistance, please contact the office. Any written articles, committee or club ads, or photos submitted for publication in the Lake Carroll News must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Hello again everyone I hope you and your family had an enjoyable and safe summer season.

I would like to talk about one of my favorite past times…fishing. I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions: FAQ’s 1. Who can fish at a Lake Carroll? Only property owners with a valid amenity card may fish Lake Carroll waters.

What about my guests? Guests can only fish in Lake Carroll waters when ACCOMPANIED by the property owner.

2. Where can I fish at Lake Carroll? Only the lake, itself. The spillway, sediment ponds, and fishing club ponds are prohibited from fishing.

3. How many fish can I keep? There are size and limits for most fish species at Lake Carroll.

The Fishing Club has always done an excellent job updating the Fish Size and Limits at Lake Carroll. The information is posted at many of the fishing spots at Lake Carroll and an information card provided by the Fishing Club is available from Security and at the Admin Office, as well as you can find a link to the card on the Lake & Natural Resource webpage.

4. How many fish can my guest keep? You are allowed one limit per member, not per guest.

For example, if a member takes 4 guests fishing they are allowed one total limit.

5. How come when I read the paper you always check more fishing licenses than creel limits? When we check individuals fishing, if they do not have any fish, we have no creel limit to check.

These regulations are valid from the docks, shore, fishing from a boat, and lake front properties.

Please make yourself familiar with the fishing rules and regulations if you are going to enjoy fishing at Lake Carroll. I have personally escorted 4 subjects from Lake Carroll property for illegal fishing this year. Two of the subjects stated they did not know Lake Carroll was a private lake; they saw it on the internet and it looked like a good place to fish. The other two subjects were contractors who stated the son of a property owner told them they could fish from their dock whenever they wanted. I explained to the subjects they could only fish when the property owner was present.

The Security Department has been having issues again with ATV’s leaving the designated trail system and making their own trails. Riding off the designated trail system can be extremely dangerous, as well as the ATV’s damage the vegetation they are driving over. The trail system is clearly defined; please inform your guests to stay on the trail system. When you observe a track leaving the trail system, do NOT follow it. Doing so just makes the track more defined and confuses other riders. New signage has been erected to help keep riders on the trail. The Security Department will be patrolling the trail system; ATV’s found to be riding off the trail system will be cited.

Did You Know: The dumpsters located at the East and West Marinas are not for residential refuse and have signage to that effect. It is illegal to dump residential refuse in any Lake Carroll Association dumpsters. If your residence does not receive garbage pick-up then the garbage must be transported back to your residence, and please remind your guests.

Did You Know: All garbage receptacles must be returned to your residence within 24 hours of garbage pickup. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property. I can’t believe I am already writing a September article. It seems we were just welcoming I:\user\Donna LC News\2013\09 Sep 13 SupDocs\Security-FinesAugust 2013.xls the snowbirds back. The NW has lost two members that started up the Watch with me over ten years ago. John and Sharon Mulligan have moved to Texas to be closer to their family. I will surely miss both of them always answering a call for volunteering. John (the quiet type) just saying, “Where do you need me?” And Sharon telling me, “Ok, but why don’t we do it this way?” She kept me on my toes. We thank them for their commitment and volunteerism to our community and club.

Well, the NW has been busy this summer helping out with the LC Women Club’s Garden Walk, the July 5K Run/Walk, and other events. I now will be calling on the volunteers to help out with the LC Garage Sales that will be held on Saturday, September 14th. We will need help at two entrances. At the main entrance guard shack and at the Plumtree entrance. Our responsibilities will be to assist in handing out the garage sales packets and guest passes. Please tell your spouses and family members not to drive past those two entrances that day displaying only your old blue (2012) LC decals or guest passes. Security will also be there assisting and looking for violators. You wouldn’t believe the excuses you hear that day.

I still want to get a C.P.R refresher class going for the fall. I know we have so many activities going on, but we do need a refresher class. I will keep you posted on a date and time and get it out on an email blast from Donna on the LC site.

Be on the lookout for the old (really old) LC gas grill that was at the West Marina Concession area. Yes, someone took it. Now we have replaced it and have to use a huge lock and chain to keep it in place. Even though we live in a great community and sometimes get very lax regarding crime, we still have to be aware that it happens everywhere.

Hunting Season. Hard to believe it’s here already, but the archery deer-hunting season opens on October 1, 2013 and runs through January 19, 2014. This means that you’re likely to see hunters’ cars and trucks parked in strange places along our roadways. Many of these vehicles will be from outside the development and will not display a standard Lake Carroll registration decal. If you’re concerned whether a vehicle “belongs” in that location it’s easy to check for a large colored card placed on the left side of the dashboard and visible through the windshield. This is the hunter permit card and entitles them to drive and park in the development. The hunter also

NICOR UPDATE ICC - Nicor continues to weave their way through the mechanism of the Illinois Commerce Commission (ICC) to provide natural gas service to the Lake Carroll Community.

Bill Jahnke JoCarroll Energy Treasurer had some initial objections, but they have been satisfied and a Draft Order has been prepared awaiting final approval from the Commerce Commission to proceed. The Draft Order spells out the cost of the project here at Lake Carroll including the $6.4 million that is being paid by Nicor and the $546,176.00 refundable deposit from the Association.

Financing - The refundable deposit allows for a recapture period of 10 years to be repaid based on the number of homes connecting to the service. This deposit amount will be funded by the utilization of the $550,000 line of credit that was approved by the membership with the 2013 budget. When we exercise the line of credit, we will actually be borrowing very little from the line as we, like the pool loan line of credit will be sweeping our excess cash against any balances. Through this investment activity we achieve no interest payment and its cost are less than a 1/4 of one percent in interest that is available at this time in the money market offerings. This Nicor Line of Credit will be reduced by three components.

1. The $250.00 connection permit fee that is being charged to all the members wishing to connect to the service.

2. The savings that the Lake Carroll Association will receive from the current 60,000 gallons of propane that the Association uses in the various facilities.

3. The issuance of recapture payments from Nicor once a certain number of homes have been connected.

For the 2012-2013 seasons our savings over using propane would have been approximately $1.00 per gallon or $60,000 per year.

My initial financial model was to only utilize $110,000 of the first four years of savings of $240,000 for debt repayment, with the balance being allocated to operational cost savings.

The propane costs for the 2013-2014 contract seasons are slightly lower, but the Nicor natural gas cost has gone down as well so our savings will be very close to the same. The portion utilized for repayment may increase depending on the final construction cost from Nicor. Even if all the savings is utilized, there will be no need for any dues increase from the Membership.

Additional Construction Costs and Repayment - Last fall Nicor decided to conduct soil sampling to determine the amount of rock and the inherent difficulty in laying pipe in this environment. Based on their soil sampling they came back to us with an increase in the base cost of the project. Prior to the soil sampling their initial estimate of cost for the project was $458,500 to which we added the cost for permitting and Easement Costs of $20,000 and a contingency for rock of $70,000 which totaled $548,500 hence the request from the membership to borrow the $550,000 line of credit. While the new refundable deposit was originally much higher, we were able to negotiate a reduction to less than the level of the membership approved line of credit. Despite the new refundable deposit amount, there exists the possibility based on the actual installation requirements of the mains that there could still be a cost overrun. We have negotiated with Nicor that if there is any increase over the base project price of $546,176 that these increases in cost for soil conditions which could run as high as $150,000 would have to be paid out of the Association savings of the conversion to natural gas. I had initially anticipated that our savings over 5 years based on the 2013 contract pricing would have been in the vicinity of $200,000, so this additional cost could negate significant portion of the

savings, but in the long run the results are beneficial. While I am not pleased that Nicor has come back with this additional cost parameter, I continue to believe that the conversion to natural gas is the correct direction for Lake Carroll. Between the LCA Facilities and the single family residences, the total annual usage of propane exceeds 1 million gallons, and at current rates translates into an annual overall savings of approximately $1,000,000.

Nicor has not expressed any issue with this payback option and we will confirm in the final contract that these costs will be so paid. It is the intent of Nicor to install certain mains with the goal of being able to provide natural gas to the Clubhouse for this winter. Depending on the timeframe, we will be immediately able to start seeing the savings beyond the conversion cost to natural gas. The balance of the mains and individual services will then take place in 2014. If you want to follow the progress for the ICC relative to the Nicor application for Lake Carroll, you can go to the following website: http://www.icc.illinois. gov/docket/casedetails.aspx?no=13-0361 There has been apparently some confusion as to the total cost of the Nicor project and I hope that with this article I have been able to convey the entirety of the cost as we presently understand it. If you have any additional questions relative to the overall cost of the project, please do not hesitate to contact me either by email or phone.

At the end of June all the Committees submitted their requests for the Fixed Asset Budget. With the Fixed Asset Replacement Schedule requirements (replacement of existing assets such as patrol cars and mowers) and the Road and Lake requirements there is very little room left for the other budget requests.

We are looking at various alternatives in our long range financing models to find a solution to these requests. We have a line of credit that was established for the pool loan which we have been reducing on an annual basis with the portion of your dues allocated to the debt repayment. With the old Clubhouse and subsequent pool loan we had an annual debt service of $160,000 which represents approximately $72.00 annually, or $6.00 per month for each dues paying member. Over the last two years and again this year the Board will be requesting of the Membership an increase of $16.00 in the annual dues (bringing the annual debt service to $120.00 or $10.00 per month for each Member for the debt retirement. The requests as in prior years exceed the amount that has normally been allocated to the Fixed Asset portion of the overall budget.

I have, in the past, referred to Lake Carroll as a quasi-municipality as our functions and the budget that is necessary in supporting the Lake Carroll Amenities often exceed that of neighboring towns. Any community must continue to look forward and attempt to anticipate its needs 10-20 years down the road. I have my own vision for how I see Lake Carroll over the years and hope that other members of the community step up and present their visions. Without visions of the future, we are doomed to the past.

On Saturday, August 3rd, there was a joint meeting with the Finance and Steering Committees and the Board to review the submittals and to attempt to prioritize the importance of each for merit in the budget to be presented to the membership. At the August and September Board meetings we will be reviewing their recommendations and will formulate a 2014 Operational and Fixed Asset Budget for presentation to the Membership for approval.

We are moving forward to allowing AT&T to replace the current tower at the West Marina with an improved and taller tower (190’ vs. current 90’) to better serve the Lake Carroll Community. I have thought to request in our negotiations to have AT&T leave the current tower location including the main post, fencing and electrical service to allow Lake Carroll the option to install a warning siren on top of the current pole that currently supports the cellular antennas.

President’s Message

Here we go again – the summer is winding down, the start of school is already upon us, and the activities at Lake Carroll and the focus of our staff has already started to shift to preparing for fall and winter. Closing down John Grotto the outdoor swimming pool and checking President our snow removal equipment to make sure that it is ready for the demands of winter are just a few of the things that need to be attended to. For me, personally, getting the yard ready for the winter months is at the top of my list. And yes, a big part of that preparation is raking and disposing of all of those pesky leaves that grace my yard in the fall. As I mentioned in the past, it is a pitch battle between me and nature – trees of various varieties and species which drop them incrementally over a period of weeks instead of all at once over a week or two. One of these days I am going to figure out a better way. In the meantime, I am open to any suggestions.

One of the things that will definitely need to be addressed by the Board of Directors at the end of this year is to elect a new President of the Board. You may or may not know that our By-Laws only allow a person to serve as President for three (3) consecutive years.

Thereafter, that person must wait a year before he or she is eligible to serve again. This provision also applies to the position of Treasurer.

For me, the end of this year is the end of my third consecutive year as President, and my term on the Board does not expire for another two years after that.

Some people have wondered why this rule exists in our By-Laws.

Although I was not privy to the thought process when it was proposed, I can certainly see the wisdom of it. For example, it incorporates a system of checks and balances of sorts to guard against burn out. And believe me, the office of President when coupled with the demands of being on the Board in general can sometimes be all consuming. And, of course, it also provides an opportunity for new blood and ideas to be introduced which helps foster a dynamic organization. As to the Treasurer’s position, I think everyone agrees that having a new set of eyes on the financials is a good idea – just look what happened in Dixon (although I feel quite confident that we have a very good system in place to guard against that kind of abuse).

Speaking of the upcoming change in the presidency, please be reminded that two Board of Director’s positions are up for election this fall. As of this writing (August 17th) the time for filing nominating petitions is still open (that deadline is at the end of August). Please be sure to pay attention to this vital process by reading all of the candidate’s biographies and their responses to the Candidate Questionnaires, all of which will be published in our newspaper. Also, please be sure to go to the candidate forums which are held out here prior to the election (the date and location of the forum will also be published in our newspaper and online). Get to know the candidates and then be sure to actually cast your vote.

------------------------I am sure many of you have AT&T as your cellular phone provider and that you have noticed that AT&T service is not the best when you are out here at the lake. AT&T has recognized this and is working on upgrading their system. Among the improvements they want to make is to increase the height of their “tower” located at the west Marina (their “tower” is actually a telephone pole) to 190 feet from its current 90 foot height, and to construct an equipment building on the site which requires additional land. While the Board wholeheartedly supports AT&T’s efforts in this regard, the Board had a concern about how a 190 foot tower would impact the area property owners, both visually and aesthetically. For this reason, the Board has requested that, and AT&T has agreed to, relocate the tower to the perimeter of Lake Carroll property next to the maintenance building. A renegotiated lease or license agreement is in the works which will provide for an increase in rent. In the meantime, a question arose as to whether or not it would be appropriate for the Board to allow the use of our property for this purpose. In short, after discussing this matter at length with the association’s attorney, obtaining the input of our By-Laws Committee and other property owners at various meetings, the most recent of which was on August 10th, and after checking our covenants, it has been determined that the project can move forward as anticipated.

More information on the status of this project will be provided as circumstances dictate, so I encourage you to check our newspaper for updates.

several weeks, and at a recent joint meeting with the Board, the Steering Committee, and the Finance Committee it was learned that there is an overall projected 2014 budget deficit of just over $130,000.00.

Work is underway to try to address the deficit and to explore all available options. Our next budget meeting will be held on September 6th, about the time you receive this issue of the Lake Carroll News. As in the past, budget hearings will be held so everyone has an opportunity to express their views and opinions before a final budget is recommended by the Board for a vote at our annual meeting.

By way of information, please note that once again the Board will be asking our property owners to approve an additional $16.00 to go exclusively towards the early retirement of association debt. This will be the third year of a five-year plan, and if approved again as a separate line item vote by our property owners as part of next year’s budget, it puts the association on track to be debt free by the year 2016.

-------------------Recently, I went to the Illinois Commerce Commission website to check on the status of the ICC’s approval of the Nicor gas main extension project. If you recall, Nicor needs the ICC’s permission to extend their service area into our community, and as of August 8th, all of the testimony had been completed. It also appeared that the one intervening objector had all of its concerns resolved and that the matter was now ready to be acted upon. In furtherance of and in anticipation of taking formal action, the Administrative Law Judge ordered the parties to submit their proposed written Findings of Fact and Order, and set August 13th as the deadline in which to do so.

Nicor submitted its proposed Order to the ICC by the established deadline, and I had the chance to read through it. What I read was certainly encouraging. Needless to say, the association will continue to monitor the progress of this important project as it moves through the regulatory process, and provide updates as appropriate.

-------------------Speaking of utilities, ComEd has informed the association that they will be replacing some old, original underground electrical feeder cables in the Lake Carroll community starting sometime towards the end of September or in October. The goal of the project is to improve and assure reliable service, and my initial reaction was one of disbelief that it has been over forty (40) years ago that some of the cable was installed.

As I understand it, there may be some brief power interruptions while the work is being done, so you may want to be aware of that if you have a home out here. Also, if you have re-platted your property or if you purchased a re-platted lot, you may wish to see if there is an existing cable that runs through the now center of your property under what was originally a previously platted utility easement. If so, you may wish to request that it be relocated to the re-platted perimeter of your lot (note that when the lots were originally platted, a utility easement was reserved along the sides of most of, if not all of, the lots). This issue was discovered in a re-platted lot in Section 20, and because ComEd intends to rebury feeder cables in close proximity to the existing cable, a request was made for them to relocate it to the new perimeter of the lot. Whether or not ComEd is willing to do so, or under what conditions they will do so, is unknown at this time.

Information on the locations of where the work is to be performed can be obtained from the office, if you are interested.

The issue of the regulation of rentals is ongoing. Carroll County is now in the process of gauging support for amending their zoning ordinance to allow rentals at all, or if they should be allowed under certain prescribed conditions such as a special use. If you recall, Carroll County has ruled that under its existing ordinance short-term rentals (those rentals for under 30 continuous days) are prohibited.

As of this writing, the Board has taken a “wait and see” approach to this issue while Carroll County sorts through their own regulatory process. However, there is a possibility that the association may take some intermediate action in time for a vote of our membership at our December annual meeting (a Board Member has asked that this This is the time of year that the association works on our budget be included in our August board meeting agenda for discussion), so for our next fiscal year. Actually, that work has been ongoing now for stayed tuned for further developments.

By Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal dayto-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the June 28, 2013 BOD Meeting.

2. Administration: a. NICOR has filed their application to serve the Lake Carroll Community with the Illinois Commerce Commission. The process is still ongoing and a final decision has yet to be made. b. An updated copy of the Fixed Asset Expenditures – Cash Status report is attached. c. A summary report has been provided by Averill Anderson regarding our “increased deductible plan”. This summary includes data for the third quarter of this plan which started 10/1/2012. The net result of this change in deductible is a savings to the Association of $91,761.57 thru the first nine (9) months. d. Mr. Matt Riplinger and Dave Townsend have supplied me with an estimate for our 2014 property and casualty insurance which is up for renewal on December, 2013.

This coverage will increase by approximately $24,000.00 compared with 2013. Property insurance is increasing by approximately $9,000 and Workers Compensation is increasing by nearly $13,000.00. e. Lake Carroll hosted the August 7, 2013 IALC meeting. Julie Brantner, Joyce Stadel, Arlene Gries, Joe Rush, Shaun Nordlie and I attended the meeting.

3. Safe Workplace Committee & Cinci-Safe Program: a. No specific report – the group does not meet in June, July and August.

4. Accounts Receivable & Front Desk: a. See updated 2013 dues status report. (attached) The collection of assessments is approximately 20 DPE’s short of 2,270 we budgeted for 2013. This represents a potential shortfall of approximately $27,000. Lisa, the Management Staff and I, are making the necessary adjustments to account for the decrease in DPE’s. b. Bids for property available at the annual Carroll County Tax Sale were due on July 19, 2013. Twenty-Two Lake Carroll lots are/were available at this tax sale. Four (4) of these lots were purchased by new Owners at this tax sale.

5. Finance & Human Resources: a. Finance: i. Operating Statements for July, 2013 will be available and sent to the Board electronically prior to 8/23/2013 BOD Meeting. b. Human Resource: i. No specific report 6. Safety & Security: a. Weather alert radios were purchased and placed at the Swimming Pool, the Golf Course, the West Marina, the Campground and the Association Office as recommended by the Safety Committee. b. During the past thirty (31) days, the Lake Carroll Security Department has responded to 284 service calls, 7 motorists requesting assistance, 19 boaters requesting

assistance and 6 ambulance calls. They have also checked creel limits with 28 fishermen, confirmed/checked 102 fishing licenses, inspected 344 watercraft for proper decals and registration as well as 2,388 vehicles parked in the Marinas. c. Luke attended the mandatory hunters meeting held on 8/3/2013 at the lodge for the 2013 wildlife management program. Luke also met with DNR Officer Audrey Jones.

7. Information Technology: a. On June 28, 2013 the Lake Carroll Rules Codification contract was signed. All LCA Governing Documents were sent to American Codifiers for preliminary codification on July 1, 2013. We will receive the first draft between 10/1/13 and 1/1/14. A timeline for this project is attached to this report.

8. Communications: a. Donna has continued to work very closely with Sauk Valley Media regarding the printing and distribution of the Lake Carroll News. Print quality and timing issues are a few of the problems associated with transition. b. Donna provided the photographs and created the artwork for the new Bill Board at the intersection of 72 & 73.

The sign has since been completed and installed. c. Donna has created, updated and printed limited menus for the Clubhouse, flyers for the Clubhouse and Golf Course, Olympic Day certificates for Chelsey’s camps, Garage Sale forms for the September LC garage sale, tickets for the Hawaiian Luau at the Beach and the Rules Recommendation form. d. The Rules Review Team, Donna, Luke, Julie and I have met twice to review the rules recommendations which have been submitted for 2014. The Board will review and be asked to approve these recommendations at the September BOD Meeting. e. Donna has also created and submitted for Board Review, the 2014 Master Calendars for the Board of Directors Meetings as well as the Budget Workshop schedule.

Both calendars are on this month’s agenda for Board approval.

9. Facilities Management: a. The 2013 ¾ ton GMC which was approved at the July BOD Meeting was purchased and immediately put into service. This vehicle will have multiple uses including snow plowing. The truck is scheduled to receive rust proofing service in late August. b. With lack of rain, less time has been spent on mowing and trimming. The maintenance crew has been trimming trees and installing cold-patch to fill pot holes in the roadways which were not on this year’s road maintenance schedule. c. Civil Constructers completed the road maintenance project for 2013 in mid- August. The results of the Chip & Seal work are much improved over last year’s work. d. The State of Illinois department of Public Health inspected our Beach, Swimming Pools and the Campground on July 30th. Only minor observations were noted within the report which is attached. e. Mr. Terry Derdzinski has prepared a summary of concerns regarding the current Road Maintenance Plan.

b. The 4000’ of pipe for the dredge operation which was approved at the 7/26/2013 BOD Meeting was received on August 5, 2013. The Fusion Welder was ordered and should be delivered this week. c. The final chemical treatment of the season for Eurasian Water Milfoil was performed on August 12, 2013.

We treated far less milfoil than we have in recent years and should come in under budget by approximately $23,000.00. d. I have attached Joe’s complete Manager Report for your review as it has valuable, detailed information regarding the Lake, Dam, retention ponds and our long range plan to dredge starting this fall.

11. Building Inspection/Architectural & Environmental: a. The A & E Committee has forwarded to the Board, a request by a Property Owner to fill in a greenway ditch in section #23. This matter has been added to the agenda for Board action.

12. Golf Operations (Pro Shop): a. No specific report.

13. Golf Maintenance: a. No specific report but the course remains in excellent condition.

14. Clubhouse Operations: a. No specific report 15. Recreation Complex Operations: a. Aquatic Complex: i. A new filter for the indoor pool was purchased and installed in early August. The indoor pool was reopened on August 8th. ii. The third session of swimming lessons took place July 22nd thru August 1st with 31 kids attending. Several Members have offered their compliments on the new, level 6 swimming proficiency class as well as the parent/ child class offered in the evenings. b. Recreation: i. Chelsey held the “Great Outdoors Kidz Day” on Wednesday, July 17 with approximately 15 kids enrolled.

The kids painted birdhouses, played games and learned some fun facts relating to the great outdoors. ii. Chelsey organized, planned and supervised the “Fun in the Sun” weekend which took place the weekend of July 26th, 27th and 28th. On Friday evening nearly 200 people enjoyed a Hawaiian themed Luau and the entertainment from the band Sweet Lucy on the beach. On Saturday, several enjoyed the 5k walk/run, bags and volleyball tournament, the Big Cup tournament with great food and music by the Soda Band. The weekend concluded on Sunday at the lodge. Approximately 100 people attended the magic show, free ice cream social, crafts and face painting. The feedback we’ve received from the Membership regarding these events has been extremely positive. Some of the thank you notes and letters are enclosed.

Minutes of the Regular Meeting of the Lake Carroll Association Board of Directors July 26, 2013

Convene Board Meeting: President John Grotto called the Meeting to order at 6:39 P.M. in the LCA Conference Center.

Approval of July Agenda: Dave Soldat moved and Bill Jahnke seconded to approve July 26, 2013 Agenda, as amended. Motion passed by unanimous voice vote. M13.07.01 Approval of Minutes: Bill Jahnke moved and Dave Soldat seconded to approve the Board’s Regular Meeting Minutes of June 28, 2013.

Motion passed by unanimous voice vote. M13.07.02 President’s Comments: President John Grotto reported that his quarterly meeting with the Committee Chairs was held on July 20th. The meeting lasted from 9 to 11:50 a.m. The meeting was very productive and covered a wide variety of topics.

A meeting for the Board and the Bylaws Committee on the topic of land designations will be held on August 10th at 9 a.m. in the Clubhouse.

President John Grotto reported that the Carroll County Review had a letter to the editor and an article on the short-term rental issue that is now being discussed by the County Board.

President John Grotto reported that the School Superintendent is projecting a deficit of $195,000 for next year’s budget. This is due in part because of a $950,000 reduction in revenue, largely due to reduced assessments at Lake Carroll.

Audience Questions/Remarks: - Nancy Comstock (26-41) made a request of the Board to provide additional transparency on the agenda for Board meetings. She suggested that in addition to providing the proposed agenda prior to the meetings, it would be useful to also provide the proposed motions associated with the agenda items. The Board had no objections to making them available to the members prior to the meeting.

- Bill Comstock (26-41), a member of the Bylaws Committee, said that the Committee held a workshop in order to prepare for the upcoming meeting with the Board on the topic of land designations. He said he has become aware of a letter from Steve Bloomberg about the proposed location of a new cell tower. He requested the Board hold off on taking action on the cell tower location until after the land designation meeting.

- Merce Meyers (1-90) said she was an observer at the Bylaws Committee workshop. She supports what Bill Comstock said in the previous remarks.

- Mike Kaysen (4-193) said that lawyers may provide us with their opinions, but in addition, the Association should seek the opinion of the courts to make sure someone doesn’t challenge the Association after the cell tower gets constructed.

- Dan Herman (23-53) provided the Board members with a copy of a card that has pictures of hand signals that ATVs users should use on the trails and also lists some safety tips.

Motion passed by roll call vote (6/0/0). M13.07.04 General Manager’s Report: ComEd is going to have to change the location of one of their planned cable replacements. This is because the original planned route goes through an easement that was vacated as a result of a replat.

Golf rounds played are down this year compared to last year. This is primarily due to the weather not being as good as last year.

Regarding the soil that was placed near Three Tubes by the private dredging done near Pell Park, the Block’s will be taking about a third of it at their own expense. Other farmers are interested in the soil, but do not have the means or money to move it.

Committee Minutes with Actions Requested or Topics for Discussion: 1. By-Laws (7/8/2013): Recommendation regarding changes to Article II of the Lake Carroll Association By-Laws regarding rentals: After a brief discussion, it was decided to defer action on this item in order to see how the County Board plans on addressing the topic of short –term rentals at their next meeting.

2. Wildlife (7/13/2013): Recommendation regarding changes to fine schedule for Wildlife Management Program Rules and Regulations violations: Bill Jahnke moved and Jeff Howe seconded to approve a Rules change, effective August 1, 2013 regarding the fine structure for hunting violations. Change the language in Chapter IX, Section J, #5 to read “All other violations - $50.00 to $500.00” as recommended by the Wildlife Management Committee at their July 13, 2013 meeting. Motion passed by unanimous voice vote.

M13.07.05 Recommendation regarding changes to Wildlife Management Program Rules and Regulations for crossbow usage: Bill Jahnke moved and Jeff Howe seconded to approve a Rules addition, effective August 1, 2013 regarding the use of crossbows. New rule in Chapter IX, Section G, #9 to read “Hunters age 16 and older may utilize a crossbow during the hunting season when legally allowed as indicated in the Illinois Digest of Hunting and Trapping Regulations, provided they qualified on that equipment as specified in Chapter IX, Section B, #1.d. Hunters under the age of 16 are not permitted to utilize a crossbow for the Wildlife Management Program” as recommended by the Wildlife Management Committee at their July 13, 2013 meeting, and as amended. Discussion regarding Carroll County’s zoning ordinance to ban home rentals of less than 30 days: No discus-

sion took place, pending the County Board’s discussion at their next meeting on the zoning department’s decision to enforce a zoning ban on short-term rentals.

2. Discussion and approval of revised Rules & Regulations regarding rentals: Deferred to a future meeting.

3. Discussion and consideration of By-Laws amendment regarding rentals: Deferred to a future meeting.

4. Discussion regarding location of proposed AT & T Cell Tower: The Board did not address this topic at the meeting, but instead will discuss it at the workshop set up with the Bylaws Committee and the Association attorney regarding land designations.

5. Presentation regarding costs associated with the potential acquisition of Fawnridge Building: Mike Schmieder made a presentation on the changes that would be needed to the Fawnridge building, if the Association purchased it, to make it usable for the office staff. The modifications to the building would cost about $58,000 in addition to the acquisition cost of the building. Moving expenses for relocating 11 staff members would be an additional cost.

Utility expenses would be approximately an additional $14,000 annually, but this could be offset if Fawnridge were to lease a portion of the Association’s existing office building. The mechanicals of the building appear to be in good working order.

6. Discussion regarding proposed By-Laws amendment relating to Committee Appointments and Reappointments: Dan McCollum moved and Bill Jahnke seconded to forward to the Members for their approval at the 2013 Annual Meeting the amendment to Article IX., Section I, entitled Standing Committees to the By-Laws effective January 1, 2015. Language to read: “Each member of a committee, unless removed as provided by a majority of the Board of Directors, shall continue as such until their successor is appointed and has qualified. In addition to making appointments from time to time when vacancies arise, the Board of Directors shall consider and review all committee appointments at the March 2015 Regular Board Meeting and every three years thereafter.” Motion passed by roll call vote (4/2/0) – Barb Anderson and Jeff Howe voting no. Lake Carroll Employee Picnic & Potluck

On Thursday, August 15th, the Lodge and Aquatic Complex was abuzz with Lake Carroll Employees and their families. The cooks, Luke Fossett, Tim Throop, and Rick Jensen, grilled the hamburgers, brats, and hot dogs donated by the Association.

As guests arrived, each brought a dish to pass. There were enough casseroles, salads, chips, fruit, and desserts to feed an army, which is about what we had. There were approximately 35 employees with their families, totaling almost 90 people.

Following the potluck, some mustard the energy to swim and play in a bags tournament, while others relaxed in the comfort of a full stomach, enjoying socializing with fellow employees outside of the work environs, and watching their families interact.

Thanks to Chelsey for organizing this fun evening and to everyone who had a part in pulling it all together. Many employees have already said, “Let’s do that again!”

Lake Carroll News, September 2013 Page 13A - Mike Schmieder reported about some recent changes at the Clubhouse. Tim Rogers recently tendered his resignation and it has been accepted. Mike is currently looking for a new Clubhouse Manager. Mike and the other managers will continue to operate the Clubhouse the best they can.

In addition to Tim leaving, the Clubhouse is also currently understaffed in the kitchen. The menu has been reduced for the time being to simplify operations and improve service.

- Ian Keith (26-52) asked if the Board’s intention was to ask for another additional $16 dues increase to accelerate paying off the pool loan. He pointed out that the Fixed Asset budget is significantly underfunded, and said the Association may want to vote to keep part or all of the additional increases for the Fixed Asset budget once the pool loan is paid off.

- Keith Hollenbeck (4-175) informed the audience that there was going to be a memorial service for Carolyn Crank on Saturday, July 27th.

• Steve Bloomberg (via teleconference) Discussion regarding Land Designations: The purpose of this meeting was to discuss the legal opinions the Board received from Steve Bloomberg regarding land designation issues. The discussion primarily revolved around three issues: 1) When Reserved Areas were conveyed to the Association, did that make those areas become Common Areas? 2) What powers does the Board have to determine the usage of Common Areas? 3) Does the Board have the authority to grant a license to AT&T to build a cell tower on a Common Area? There was lively discussion between Steve Bloomberg, the Board, the Bylaws Committee, and audience members. No formal actions were taken by the Board following the discussion.

carries a personal pass in the same color. I hope you share my appreciation of the efforts of these sportsmen and women to help control the deer population and reduce the damage they do to our property and environment.

Lake Carroll Road Speeds. At times we have to remind ourselves about the importance of controlling our driving speed on our private road system. I know, it can be tedious making a trip most or all the way around the development at 30 MPH. And the frequent downhills make it easy to drift up in speed.

It’s easy to question the need for a 30 MPH speed limit, particularly in the apparently open stretches of Lake Carroll Blvd. But, you must consider the recreational atmosphere of our community presents some special hazards that make this limit appropriate. Those hazards include the presence of walkers, joggers, bikers, golf carts, and ATVs. The roadway has many blind spots at hillcrests and curves, so lower speeds are important to the driver’s ability to see and avoid a slow moving person or vehicle. There’s more; yes, LCB has many open stretches, but then it suddenly changes to activity areas such as the dam/marina, trail and golf cart crossings, the Clubhouse, the Hatchery, and homes with small children enjoying a good time. Overall the 30 MPH limit is a good policy and we all should strive to conform to it.

Night Time Water Sports. As the season winds down and darkness occurs earlier and earlier, it’s time to review some water activities affected by light level. Water skiing, tubing, and other similar towing activities are limited to the “daylight hours.” And the Lake Carroll boating regulations require that watercraft be operated at “no wake” speed (5 mph) between sunset and sunrise. Since it’s pretty hard to tow a skier at 5 mph it all means no water skiing or tow-behinds on Lake Carroll between sunset and sunrise. Secondly, all watercraft are required to display running lights between sunset and sunrise. Do not use your docking lights as headlights – they are blinding to oncoming watercraft. Personal watercraft, such as jet skis, wave runners, etc., are not equipped with running lights so, by default, cannot be operated between sunset and sunrise. By the way, the Lake Carroll Rules and Regulations booklet provides a chart of sunrise and sunset times (in the back) so you can be properly informed.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light

will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow.

If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $5.00 a week 2. $20.00 a month 3. $120.00 a year A form must be filled out if you are interested in these programs. Around The Campfire

Anyone remember the song written by Pete Seeger in 1955 and later sung by Peter, Paul and Mary in 1962?

“Where have all the flowers gone, long time passing?

Where have all the flowers gone, long time ago?

Young girls have picked them everyone.

Oh, when will they ever learn?

Oh, when will they ever learn” Well, the flowers around Lake Carroll were certainly present and glorious the end of June! Kudos to members of The Lake Carroll Women’s Club and The Lake Carroll Quilt Club for planning and executing a very successful Carroll County Stitches and Blooms Garden Walk. As caretakers of one of the gardens on the walk, we were pleased to have been asked to share our last weekend in June with other garden and quilt enthusiasts who chose to attend this worthwhile fundraiser. I say that because despite the ongoing downpours of rain throughout the day on Saturday, we still welcomed 106 people to stroll through our gardens in the rain. Some were prepared with umbrellas and slickers while others did not mind getting wet. Most came with cameras or notepads and asked many questions about plants and placement within their own garden. The display of sodden quilts placed throughout the yard, deck, chairs, and the patio swing brightened an otherwise cloud covered day.

Sunday was bathed in sunshine and Mother Nature’s color palette burst forth as another 136 visitors joined us in our National Wildlife Federation Certified Wildlife Habitat and Audubon Society Certified Bird and Butterfly Sanctuary. A soaring in solitude Bald Eagle, a squadron of pelicans, bright orange Baltimore Orioles, Rose Breasted Grosbeaks, lemon yellow Goldfinches, melodious Meadowlarks, swooping Barn Swallows, Downy Woodpeckers, brilliant royal blue and warm red-brown Eastern Bluebirds, mewing Catbirds and plain brown House Wrens with their effervescent voices brought even more joy to the experience. The gardens were shrouded in various shades of purple, yellow, gold, orange, white, pink, lavender, and blue as Liatris, Day Lilies, Coreopsis, Rudbeckia, Butterfly Weed, Holly Hocks, Beards Tongue, Bee Balm, Cleome, Water Lilies, Spiderwort, Angelface Blue and Milkweed were in full bloom.

Ears and eyes were bathed that day with the sights and sounds of the surrounding symphony.

Absent that day, however, and ever since then there have been very few bees and butterflies flitting in and around the gardens.

One would think that having certified habitat that attracts pollinators would be literally abuzz with both! Several family members, friends, neighbors and even the Nightly News have noted the strangeness of their marked absence and have talked about the ‘Plight of the Pollinators’.

Their absence may be strange, but it certainly is not unexpected. I just the other day read a quote by Albert Einstein in Northwest Quarterly Magazine that ‘If the bee disappeared off the face of the earth, man would only have four years left to live’. Yet the decline of pollinators overall is raising concerns globally about the use of pesticides.

Some species have seen a 90% decline in their populations over the last decade. Without the actions of pollinators agricultural economies, our food supply, and surrounding landscapes would collapse (www.pollinators.org).

A brochure found on http://www.epa.gov/pesticides/ecosystem/pollinator/NAPPCbrochure.pdf explains it very well. What are pollinators and why should you care? Pollinators are bees, butterflies, hummingbirds and other animals which feed on flowers, transferring pollen in the process. Many plants need pollen to be transferred in order to produce seed and fruit. As a result, pollinators are needed to produce many fruits and vegetables. Approximately 1 out of every 3 bites of food you eat comes from the work of a pollinating animal, including many garden fruits and vegetables. And it’s not just good for humans; pollination produces seeds that also feed birds and mammals. Pollinators are also vital for the production of seeds for the next generation for many plant species.

Many blooming plants depend upon pollination for their survival.

There are many ways to get information and become involved in helping find a solution. The North American Pollinator Protection Campaign is a collaborative body of over 140 organizations that work for the protection of pollinators across Mexico, Canada and the United States. Websites such as www.pollinators.org are available to discover volunteer opportunities, education, provide useful resources, and offer many planting guides for those who want to do their part to halt and possibly even reverse this trend.

So in conclusion, we hope the next time Lake Carroll hosts a Garden Walk, no one will say to us “Where Have All the Flowers Gone?” But if they do, it will be no surprise to us.

It’s September already and it seems like the summer is rushing by. Kids are back in school, cooler weather is close at hand, NFL has started training camp, and pretty soon the leaves will be starting to change - all signs that the end of camping season is fast approaching. This is also a great time of the year to bring the family out to Lake Carroll for a camping weekend. There is no greater enjoyment than sitting around a campfire in the fall of the year with family and friends.

MEET THE CAMPERS:

We are the Gunther’s and welcome to the campground! I’m Lisa; this is my husband Jeff and our 9 year old twin boys Jake and Josh.

Seems like yesterday, but it was 1999 when Jeff and I went to a boat and RV show and learned about Lake Carroll. One visit was all it took! We didn’t realize the impact at the time, but Lake Carroll and the campground has become the perfect place for us to get away from the stress of life at home in Naperville and spend

quality family time with each other.

Jeff grew up in Downers Grove and I in Naperville. Jeff has worked in law enforcement for 18 years and is currently a federal agent. I owned and operated my family’s business, Wehrli Appliances, in Naperville for 10 years. When Jake and Josh were three I sold the business to my cousin so I could focus on our family. I currently am a Pampered Chef Team Leader.

We love the opportunities available here; the kids look forward to Kidz Camp and swim sessions every year. The friends we have made here, especially in the campground, are life-long now, we often get together “back home” for pizza parties and birthdays because we just can’t get enough of each other.

Eighty-four members gathered at the Lodge for our August Fishing Club meeting. There were many varieties of food and all were excellent, as always. The next potluck in September will consist of a main course of bratwurst and sausage prepared on our grill. All you need is a dish to pass and your own place settings. President Bob Knackstedt called the meeting to order and led everyone in the Pledge of Allegiance.

Treasurer’s Report Mitch Feucht presented the July, 2013 financial report. A motion to accept the report was made by Dennis Ganz, seconded by Nancy Comstock. The report was unanimously approved by the membership.

Hatchery Operations Couples Fishing Tournament was held on Monday, August 12th. The day was beautiful and there were eleven couples that enjoyed a great time.

11th place Bill & Nancy Comstock Reef Projects Bob Knackstedt stated that Lake Carroll has purchased a dredger and is looking at the possibility of obtaining a barge. This would allow the Fishing Club to build the rock reefs without the added expense of an outside company. It would also enable the Fishing Club to have access to the equipment for future projects. All reefs could be built and completed next year at a very minimal cost to the Fishing Club.

Other Events Frank Malito reminded everyone that the Fishing Club Golf Outing is open to all Lake Carroll members and guests (not just Fishing Club members) and will be on September 7th. The starting time will be 2pm with dinner at 7pm. Members may play for a $20 fee, which includes golf and dinner. All non-LCA members will pay $20 per person plus green fees and will include golf & dinner. A $20 fee will be charged for LCA members and non-members for dinner only. Be sure to set the date aside for a great time.

The meeting was adjourned at 7:20p.m.

What a gorgeous night we had this year for the annual Lake Carroll Venetian Night Boat Parade! The sky was clear, the temperature was perfect, and the winds were mild. This made for an easy cruise for all the boaters that joined in the fun.

The party started at the West Marina where boaters met to show off some pretty cool costumes and their lighting displays on their boats. It was also an opportunity to share some laughs and some pretty delicious appetizers, from tomato-basil bites to chocolate brownies.

YUMMY! At dusk, Lake Carroll Security once again lead the parade. They were followed by Jim & Lynn Splitt along with Sue & Bob Massey and the lovely Lady of the Lake. As most of you know, the Lady of the Lake is a cherished prize and honor that you can win at our annual Robber’s Bingo event in March. Having the “Lady” in your possession gives you the honor of leading the parade on Venetian Night!

This year’s parade had 11 registered boats and several more joined the fun as we weaved our way around the lake. It was cool to see other boats out on the water just getting an upclose look at the parade. Besides the Splitt’s and the Massey’s, other people that participated were: Barian and Rita Rolfs, Matt & Kathy Ripplinger, Jim and Bonnie Ewing, Steve and Mary Ann Gibus, Lynn Vernstein, Sandy and Bruce Sorensen, the O’Connor’s, Dan and Nancy McCullen, Jim and Lisa Thomas, Kim and Carol Margusein, Andrew and Barb Doty, Tom & Rose Krein, Frank & Bessie Pavell, Rob Porzel, Sheri & Jeff Golbeck, Joe West and Bill & Nancy Comstock. Harmful Algal Blooms (HABs) and Algal Toxins

As you may be aware, Lake Carroll is currently experiencing a bloom of blue-green algae.

The reason this is a concern is that blue-green algae are capable of producing algal toxins Joe Rush that could pose a Lake Manager health risk or harm people and animals when exposed to them in large enough quantities. Due to observations of bloom and scum formations, the Association collected water samples and had them analyzed to determine if our algae are in fact producing toxins. The subsequent sampling showed that the current bloom is producing toxins. The toxin levels were well above the recommended threshold by the World Health Organization’s recommendations for safe recreational activity. For more information on blue-green algae, please continue reading the information below supplied by the Illinois EPA. What are Blue-Green Algae?

Blue-green algae are microscopic organisms that occur naturally in Illinois lakes and streams. Despite their name, blue-green algae are actually types of bacteria known as cyanobacteria. When certain conditions are present, such as high nutrient and light levels, these organisms can reproduce rapidly. This dense growth of algae is called a “bloom.”

Blue-green algal blooms can discolor the water or produce floating scums on the surface of the water, especially along shorelines.

While blooms can occur at any time of year, they are primarily a concern during the summer months because that is when people are likely to come in contact with them.

What are Harmful Algal Blooms?

While most blue-green algal blooms are not harmful, some can be. Under certain conditions that are not well understood, some blue-

green algae are capable of producing algal toxins that could pose a health risk or harm people and animals when exposed to them in large enough quantities (Harmful Algal Blooms, or “HABs”).

Is there a Concern about Algal Toxins in Illinois?

Yes. While there are many different known algal toxins, the most common one found in Illinois is called microcystin, a known liverdamaging toxin. Adverse health effects could occur when waters exhibiting a blue-green algal bloom are swallowed, come in contact with skin, or when airborne droplets containing toxins are inhaled while swimming, boating, waterskiing, tubing, bathing or showering. Pets are also at risk when allowed to drink or swim in surface water containing a blue-green algal bloom. Health effects can include asthma-like symptoms, abdominal pain, vomiting, diarrhea, rashes, or nervous system effects depending on the exposure level and type of toxin present in the water.

Monitoring conducted by the Illinois Environmental Protection Agency (Illinois EPA) from 2005-2008 showed that microcystin was frequently detected in Illinois lakes and streams (50.5% of the samples collected), but concentrations were generally below levels of concern. algal-bloom/monitoring.html ) What should I do if I see a bloom?

People should use common sense when dealing with algae. It is impossible to tell from a visual inspection whether an algal bloom is toxic. The safest thing to do is to treat every algal bloom as if it could be dangerous.

People * Do not swim or wade through algal scums. * Do not boat, water ski or jet ski through algal blooms. * Do not fish from lakes where algal scum is present. * Always shower off with soap and water after swimming in a lake.

Pets * Do not let dogs drink lake water during an algal bloom. * Do not let dogs eat algal scum, or lick it off their fur. * Wash your dog off with clean water immediately if your dog swims or wades in water during an algal bloom.

Facilities Update

I hate to write the word September already; where did the summer go? Just like last year, not enough golfing, fishing, or boating for me and I am sure for many of you too. Anyway, with fall we are finishing up some projects for the year and start to think about winter and the colder months.

Here is an update on the harvester for the season. As of this writing we may do one more cutting before pulling the harvester out of the lake for the year. We started cutting on June 24th. We started slowly due to the hydraulic pump going out Shaun Nordlie on the harvester and getting use to our new offshore conveyor.

Facilities Director We stopped cutting for the first round on August 2nd. Of the possible 30 work days we cut 25 days – the other five were off due to weather, mechanical problems, and a holiday. In the same timeframe, 21 of those days were two-shift days, which meant we cut from 6am–10am and then changed captains and cut again from 10am-2pm. The majority of the cutting was done in the South Bay and East Marina. We did move to 3-Tubes and addressed the northern coves also, but they were not as bad as they were in 2012. All sections of the lake were looked at and all requests were addressed. We off-loaded at the East Marina and 3-Tubes, the new offshore conveyor definitely made the job much easier once all the kinks were worked out. I think we would all agree that the weeds were not as bad this year, but it was great to be able to start cutting when we wanted and address any problems areas as they came up. I want to thank Captains Jim Stagno and Raoul Hill for their time and hard work.

By the time this is published the outdoor pool and concession will be either closed or winding down their seasons. We learned a lot about pool operations this summer, but I am pleased with the results and hope you all enjoyed some time at our great pool. The concession at the West Marina got a slow start due to bad weather, but once it warmed up things were great. Grilling of hot dogs every weekend was a huge success and will definitely be back next year. As always, we will evaluate the good and bad for 2013 and make changes for next year.

It looks like things are falling into place for the dredger and all of its parts. I hope you will see it in the 3-Tubes area sometime in September. I will update you in the October paper how things are going and how our training is progressing. Hopefully, it will be good news.

With the recent developments concerning our lake and the resulting closing of the lake, many property owners have contacted the office inquiring why they were not made aware of our weekly and emergency communication venues. This article and subsequent registration form is publicized in the Lake Carroll News at least twice yearly. In addition the form is provided to all new Members in their “New Owner Packet” that also includes their Information Sheet, Rules & Regs, etc. Lastly, this information and form is always available at the Admin Office and on our website.

Well, the Mud Splash was a dirty mess. Oh . . . . yeah, that’s what it was supposed to be.

An adventurous group of riders romped through the earthly soup enjoying the challenge of getting through the pit and the feel of cold wet mud on their bodies. The spectators enjoyed the display and were glad they were watching and not getting soaked. There’s a distinct division between those who want to do it and those who want to watch. The story is best told by the accompanying photos, courtesy of Linda Hoffman.

We have no organized trail event in September, but we’re back with a flourish in October.

That brings us to the very popular night ride. The first ride attracted 44 machines and last year it grew to 60. Let’s try for a new record this year; alert your friends to join in on the fun. We’ll gather at the Lodge October 12 just before dusk, make the circuit of the trail in the spooky darkness and conclude with a big bonfire and celebration back at the starting point. Besides the fun of the ride we’ll have some “door prizes” and the drawing of the winner of the Win Your Dues raffle. See the accompanying flyer for more information.

To promote safety on the trail the Trail Club has developed a handy pocket size card carrying information for the trail user. One side displays the hand signals used to indicate how many machines are driving with you when you meet an oncoming driver. When you meet another driver it helps to tell him/her how many more machines that driver can expect to meet in a short time and be prepared to pass safely. If you are alone you hold up a closed fist. Two fingers means two more machines are behind you – don’t count yourself. The card discusses this in more detail with illustrations. The reverse side contains a list of machine preparation and operation tips that can improve the reliability and safety of your trail exploration. The content of the card is shown in the accompanying photos. We will be distributing the cards at club events, Lake Carroll facilities and other opportunities.

We’ve had a good season on the trail and once again want to extend thanks to Shaun Nordlie and the Maintenance crew for their diligence in keeping the track in good shape, clear of obstructions and weeds mowed in low visibility areas. They were particularly helpful in preparing the Mud Splash pit.

With a great turn out of interested families, we conducted an archery training program for Lake Carroll members wanting to learn about archery. A brief discussion on the history of archery and the wide range of uses for bows and arrows started the training. Shortly after, the kids were evaluated for eye dominance and educated about proper archery safety and shooting form. Once the kids knew what they were doing, they were allowed to shoot primitive long bows, recurve bows, and modern compound bows.

These kids were GREAT and we can’t wait to host another event. If you’re interested in attending a training program, please let us know. If we have enough interest, we’ll do this again.

Each year the Lake Carroll Ladies Golf League chooses one charity to support with donations from our charity golf event. This year our local CASA program was selected.

After our “Fun Night” of golf followed by dinner, we welcomed our guest speaker, Gloria Schmieder, CASA representative and our Lake Carroll neighbor. Gloria explained that CASA (Court Appointed Special Advocate) is a nonprofit, volunteer organization that advocates for the best interests of abused and neglected children within the Juvenile Court system.

CASA trains and qualifies adults who volunteer to protect and fight for a child’s right to be safe, to be treated with dignity and respect, and to learn and grow in the safe embrace of a loving family. She explained the need in Carroll County and expressed gratitude for the Lake Carroll CASA volunteers. Our league was pleased to be able to make a donation to this very worthy organization.

From the Golf Pro

I can’t believe we are already talking about the September and October events, where has the year gone. It sure has been some great golf weather the last 2 months, and we deserve it after this spring. With luck we will have a splendid fall and we all will get to enjoy some great fall weather golf at Lake Carroll.

Since the last month’s article we have held several events, including the following: Club Championship, POA Big Cup Scramble, several 9 and Dine Couples events, Moonlite Nite Golf, Lake Carroll Ryder Cup, and Eastland Boosters Outing. All were great events and enjoyed by many golfers. Next year I am planning on improving the Lake Carroll Ryder Cup with adding a GOLD Tee division Jason Hill PGA Golf Professional and a LADIES division, along with the professional staff playing in the event alongside the members; two team Captains who will pick and pair the teams and a pairing party the night before the event. The details are still being worked out, but I would like to see this event grow to about 80 players and be a 27 hole event, with a party the night before. Look for that event flyer early in next year’s spring and save the date because it will be a GREAT event. Looking back to this year, we still have some great events remaining for the rest of the year: Upcoming Member/Guest events Labor Day Scramble Sep 2nd Fishing Club Golf Outing Sep 7th 9 and Dine Couples event Sep 15th & 29th Lena vs Lake Carroll @ Lake Carroll Sep 22nd Oktoberfest 2-Person Scramble Oct 5th 3-club Scramble Oct 12th The Big One Scramble Oct 26th Upcoming Public events Pearl City Lions Sep 8th Spahn and Rose Contractors Sep 13th Vedra Scramble Sep 14th Retire/Active Law Enforcement Sep 21st Jaycees golf outing Sep 28th Senior Men’s Tour Oct 7th We also have several small golf events scheduled for the remainder of the year, so please call the Pro Shop for reservations!!! This year we did all of the maintenance improvements in the spring, and there will be no construction on the course this fall. Thank you for your past understanding and enjoy the course. And finally, the season is starting to wind down and the Pro Shop credits are about to expire at the end of September. The Pro Shop still has plenty of merchandise to choose from and some great deals will be going on during this month and even better sales in October. So come in and shop before the selections are gone.

2013 Women’s Club Meeting & Event Schedule Thursday, September 12: Lessman Catering IMPORTANT TIME CHANGE! This meeting will begin at 2:00 instead of our regular 1:00 time.

Meet Donna Lessman, a new member of our Lake Carroll community. Donna is from Lanark and has built a successful catering business that meets all your needs from decorating ideas to delicious appetizers, main dishes and desserts.

Donna will share some of her entertaining tips as well as ideas for recipes using those veggies in your garden that no one seems to want to take from you, A.K.A.tomatoes and zucchini. ***We will also be signing up for car pooling and our first road trip next month.

October 10: De Immigrant Windmill & the Windmill Cultural Center, Fulton, IL Meet at the Lodge at 1:00 for a brief meeting and then car pool to Fulton to tour an authentic Dutch windmill built in the Netherlands specifically for Fulton. This 90 foot tall windmill is a fully operational mill. Stone ground flour from De Immigrant is available for sale in the gift shop at the Windmill Cultural Center, where we’ll be headed for the second half of our tour.

The cultural center features an extensive collection of 22 European windmills ranging in size up to six feet tall. The center also contains a charming gift shop where visitors can purchase stone-ground flour, books, Delft pottery, candy and souvenirs. ***Sign up for next month’s pot luck.

November 14: Pot Luck/fashion show Instead of heading out for a road trip, this month we’re staying home and letting Town ‘n’ Country Styles come to us! This will be an “in house” luncheon provided by none other than us! The hostesses will provide dessert and beverages; people with last names from A-K will bring side dishes to share, and members with last names beginning with L-Z will bring a main dish to share.

After our meeting, we will enjoy a fashion show presented by Town-’n’-Country styles from Monroe, WI, while we savor the flavors of favorite WC recipes. ***Sign up & payment for our December luncheon at the Clubhouse will follow.

December 12: Annual Christmas Luncheon Ring in the holiday season with our annual Christmas luncheon. Craft items will be available for sale from the Senior Center in Mt. Carroll and holiday entertainment will help us get in the spirit!

January 9, 2014: “On the Move” Now that the holidays are behind us and the pounds have found us, learn how to get back in shape with Becca Millard from “On the Move”! Becca is a resident of Lanark. She has a degree in the area of health and physical fitness, including exercise science. She’ll share with us ways to melt off the pounds by following a simple plan of exercise and how to take advantage of her nearby facility! Not only does the health club have a variety of equipment, Becca also has classes available.

April 10: Alp & Del Creamery Tour It’s time to get out of Dodge and make one more road trip! This time we’ll be heading north to Monroe, WI, to tour the chalet-style plant at the Alp & Del Cheese Store. This facility manufactures specialty cheeses Monday through Friday and we’ll be able to view this process and learn why Wisconsin is one of the leading makers of cheese in the nation. We may also have the opportunity to sample some of their products and purchase a wide variety of items in their store. This trip should be “moooo-velous!”

May 8: Heirloom Solutions A representative from Heirloom Solutions in Thompson will come out to talk about their facility and share with us ideas for organic gardening and growing heirloom plants. By Phyllis Davies Since 1999, we have known that “Project Linus” has been a wonderful project supported and funded by the Lake Carroll Womens Club, with additional support from St Wendeliens, in Shannon. Twice yearly LCA members and non-members come to tie these little security blankets, given to children who are seriously ill, or may be in a serious situation.

At this time our connection to the Linus Project has changed. We will now be an independent group, known as the L.C.W.C. Blanket Project, and will maintain the same procedures as before.

Our new administrator will be Nancy Comstock, assisted by Nancy Quilico. These ladies will keep track of blankets deliveries, monetary donations and contacts. In addition, Sue Gribble has volunteered to periodically wash and press new material. Our blankets makers, Bonnie Ewing, Carol Koehn, Mary Lou Jordon, Phyllis Suchocki, and Phyllis Davies, will continue to prepare blankets to be tied.

Most recently, Gloria Schmieder has volunteered to periodically hand deliver blankets to the office of D.C.F.S. in Sterling. This will reach out to children in need of a little comfort and security. Deliveries have also been made to Voices, which supports children of domestic violence, the Pregnancy Center, and with the help of Dr. Reese’s office items will be collected there then delivered to F.H.N. facilities volunteer services. There are more agencies to be contacted.
