Front Desk News Another month has quickly come and gone. Now we are heading full steam into Fall. Here are a few reminders for the end of Boating and Camping Season and a look ahead.

WINTER BOAT PARKING The summer season for boat parking ends October 31, 2019. If you plan to leave your boat for the winter season (November 1, 2019 through March 31, 2020), please call Carly at the Front Desk (815) 493-2552 ext 110 for assignments, and to pay the fee of $127 before the November 1, 2019 due date.

WINTER CAMPGROUND INFORMATION Sara Derrer Effective October 1, 2019, all campground reservations, pumpOffice Manager out requests & all payments MUST be made through the Front Desk at the Association Office. Members wishing to utilize the storage facilities for the winter (November 1, 2019 through March 31, 2020) need to contact Carly at the Front Desk for assignment. There is a storage fee of $127 payable by November 1, 2019.

QUARTERLY BILLING & AUGUST MOWING BILLS Bills have been sent for the 4th quarter dues and the 2nd Mandatory Mowing. Payments are due by October 31, 2019. A late fee of $100.00 will be added on November 1, 2019 for each past due item. All dues and Association fees (mowing, security citations, camper & boat storage fees, etc) must be paid in full to be an eligible voter for the upcoming Annual Meeting Budget, proposed By-Law Amendments, and Board of Directors Election.

ANNUAL MAILING TIME! Can you believe we are already preparing for Elections and Annual Mailing? The Annual Meeting mailing will be prepared during the 1st week in November. This will include copies of the proposed 2020 Budget, BOD ballots, and proxies. Dues & fees must be current to vote.

Please read voting instructions carefully. More information will be available soon.

REGISTRATION & INSURANCE INFORMATION Please supply us with copies of your current boat registrations, umbrella policies & underlying policies for all your recreational items. Receiving this information prior to 2020 will streamline the January processing of decals!

Rose Kuhlmeier is the August Employee of the month. She is known to be helpful, supportive, and goes out of her way to help others, staff and members. Her work shows that she takes great pride in her position and keeps our facilities in order. Rose is a good influence on her coworkers. She works many early morning hours, so she doesn’t interfere with operational hours. Her nominator says, “She flies under the radar and doesn’t get the hi-5’s she deserves. I wish there were another 10 of her.”

PRIVATE PROPERTY IS PRIVATE! I was asked by a property owner to remind the Lake Carroll membership that you need permission from a property owner before fruits and vegetables can be removed from a private garden.

LABOR DAY WEEKEND Labor Day Weekend was uneventful for the Security Department. The cooler, drizzly weather put a damper on the Lake. The trail was busy. There were no incidences reported to Security on the Lake or the Trail. During Labor Day weekend, the Security Department issued 5 citations and 28 written and verbal warnings, checked 1286 vehicles at the gate, marinas and pool, checked 143 ATV’s & UTV’s and assisted 19 boats at West Marina and 8 boats on the water.

DEER HUNTING SEASON HAS BEGUN The deer harvesting program has begun at Lake Carroll. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads. When you are utilizing the trail system, please be courteous to the hunters while they are in the woods. The harassment of any hunter is a violation of State law and will be enforced at Lake Carroll.

This brings me to another topic. I know the deer are enjoyable to look at, but it is illegal in the State of Illinois to use bait to attract deer. ** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present.

You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll.

BE A GOOD NEIGHBOR The air has begun to cool down and great sleeping weather is returning to Lake Carroll. This brings me to my next point, as the weather cools off and people spend more time with their windows open, please be cognizant of your neighbors. It is amazing how far sound can travel at night here at Lake Carroll especially down by the lake. A normal conversation can seem loud, let alone music or a party. Eleven is a good time to move indoors or turn the music down. Please inform your children there are rules and regulations at Lake Carroll pertaining to disturbing the peace.

RESIDENTIAL CHECK & LOW TEMPERATURE LIGHT PROGRAM Winter will be here before you know it, you may want to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Then Security will contact you or other contacts you have provided to Security. See more information about this program elsewhere in this issue or contact me if you have any questions. I have seen the devastation water can do to homes here at the lake because of a broken water pipes…something to consider.

LITTERING Littering I will say it again LITTERING, it is very disheartening having to bring up this subject in a place as beautiful as Lake Carroll. We all know it is illegal to throw garbage or cigarette butts out of a vehicle window. I have been receiving complaints from property owners about this very thing. Please do not litter; if you see someone littering don’t turn your head, try and get a license plate number or vehicle description and call Security.

I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YIELD TO YELLOW!!!

CAUTION…DEER CROSSING Fall is in the air, so please be aware that it’s DEER MATING SEASON. October through December are the three worst months of the year for deer running into cars. Do you know Illinois is the state with the third highest rate for car versus deer accidents? Wisconsin and Michigan are also full of deer. Evening time, 6 PM to 9 PM, are the most likely collision times. Deer usually travel and herds, so if you see one, more will be close behind. Most body shops in Carroll County report 50 vehicles yearly are repaired at their shops because of deer hits. Also, deer cannot see very well, but they can hear very well. Your chances of hitting a deer in Illinois are one and 275. Also, don’t rely on deer whistles on your vehicle, as they have been proven to be ineffective. Watch out and slow down, especially on our Lake Carroll roadways where we know many deer exist. Also watch it on the trails.

TRAILS Fall is also a great time to spend on our trail system. It is usually open until it snows. We encourage you to accompany your guests with you being the leader, not a follower, when you’re going around the trail with guests. The last few ATV accident involved guests. If you must send a guest out on the trail, please make them understand that the trail is two–way, and that they must observe the speed limits. It is not a racetrack. It is a recreational trail that ATVs are allowed to drive on, along with bicyclists, horses, and walkers. Also, please be aware that some people walk on the trail, or along our roadways, and many times they have earbuds in their ears listening to music. Sometimes they cannot hear an ATV or an automobile coming.

It’s best to listen to your music in only one ear at a time while you’re walking along the roadway or trail.

SEVERE WEATHER WARNING Don’t forget to heed our severe weather warning sirens. Leave the lake or golf course immediately and get to a safe place indoors. The Lodge and Clubhouse are designated severe weather locations. If at home, go to your basement. Our sirens do not just indicate tornadoes, they indicate severe weather. Be especially careful of lightning, if you are involved in an outside activity.

CHIMNEY SAFETY Nothing like a warm fire on a chili fall or winter day. Keep in mind, your chimney needs to be cleaned occasionally. How long has it been since yours was done? Fireman tell me that chimney fires are some of the worst fires they have seen and are difficult to put out quickly.

SMOKE DETECTORS Reminder to change the batteries in your smoke and carbon monoxide detectors every time we have a time change (spring and fall). Daylight Savings Time will end on November 3, 2019.

CARBON MONIXIDE DETETORS Did you know that carbon monoxide detectors have a shelf life of 7 years? Be sure to check yours regularly and replace the unit as recommended by the manufacturer.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb.

These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on.

This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. Dear Fellow Lake Carroll Members, As of mid-September, we are well along in our 2020 Budget preparation. A first draft of the Operating and Fixed Asset budgets was presented by the General Manager to a joint meeting of our Board, Finance and Steering Committees on Friday, September 6th.

Recommended changes are currently being made. Eventually, the result of all this work will be the Board voting at the September 27th Board Meeting to approve a proposed preliminary budget that will be distributed to membership and discussed at 2 public hearings.

These hearings have been announced in previous newspapers, as Tom Bogusevic well as the weekly Association emails. The first public hearing took Board President place on Thursday, October 3rd. The second public hearing will be held on Saturday, October 5th at 9:00 AM in the lower level of the Clubhouse.

As a result of the 2 public hearings, on Saturday, October 12th at 10:00 AM in the lower level of the Clubhouse, a Board Workshop will be held. Our Board, General Manager, Finance Committee and Steering Committee will finalize a proposed budget.

Finally, at the Board Meeting on Friday, October 25th at 6:30 PM our Board will approve a final budget that will be sent to all owners for vote at the annual meeting.

The budgeting process here at Lake Carroll is not elegant. As you know, our By-Laws state that our annual budget must be approved by a majority of our members. Many people continually remind me that “when we bought in to Lake Carroll it was a dues-based Association” and support significant dues increases. Many other people continually remind me that they “don’t use amenities” or are “on fixed incomes” and won’t support proposed dues increases. These opposing viewpoints make the creation of a budget that everyone will support a daunting task, to say the least.

Lake Carroll consists of 975 homes. Another 120 of our owners have significant investments in recreational housing at our Campground. We built our 2019 budget around 2100 Dues Paying Entities (DPE’s), so the above numbers imply there are about 1000 DPE’s that are undeveloped lots.

To further complicate our situation, our 2100 DPE’s are made up of “users” and “nonusers” of our amenities. (See Steve Mack’s September article). Not all of our members use all of our amenities. Some use no amenities at all.

In order to create budgets that are approved by members, our Lake Carroll Association has evolved into a type of hybrid organization in that we generate our revenue through a combination of dues and fees. Approximately 20% of our revenue is generated through fees.

We are using a combination of dues and fees increases this year in the preparation of our 2020 proposed budget.

Please participate in this budgeting process. I understand that each of us has our own specific financial considerations. However, our Board has a fiduciary responsibility to the whole Association, not just homeowners or undeveloped lot owners; or not just the users of amenities or non-users of amenities.

Please help us do what is right for all of Lake Carroll. If Lake Carroll prospers, we all prosper by the increase in our property values.

Budget Season – Relative Issues Everything is relative. Only ten years ago, according to poll and analytics company Gallup, the Most Important Problem (MIP) facing Americans was the economy. 86% agreed. Today? Gallup shows only 11% view the economy as most important now. At the top now is: The government/Poor leadership at 22%, then immigration (18%), then Guns (8%).

Relativity is always prevalent in our lives. And, Lake Carroll is no different. If you live at Lake Carroll, you likely have a different perspective than those who do not. If you own a developed property, Steve Mack you likely also have a different MIP. Use the lake, golf or just have Board Treasurer a residence – each has their own perspective and expectations. And trying to round everyone up into one objective, with the resulting financial implications, can be daunting.

Ever hear someone question – why do I have to pay for the schools? I have no children attending them. Why pay for a library when I/we don’t need it? The parks in town? Why do I have to pay for them and those who use them if I never visit them? Roads, firefighters and government workers… How do we resolve these issues? Of course, by taxes and by electing citizens to represent us and our community.

The same is often heard at Lake Carroll. We are a small community with a diverse membership. Ever hear, why pay for a golf course? Ski hill? Clubhouse? Too many staff?

And even our lake, especially if you do not use it. What we all must consider is what is best for our entire community. Certainly, our Board must have this as its key principle.

Dues and Fees. Last month, we wrote about those who prefer Lake Carroll to be represented by two groups of members, those who favor dues and those who favor fees. For those who seldom use an amenity, fees are more often preferred. And those most involved largely prefer dues – one price offers members admittance to all amenities. Our Board works with our committees and our General Manager to sort this out and arrive at a recommendation. That recommendation is presented to members for a yes/no vote.

Budget: It’s all relative. We are at that moment. As our committees have now provided a roadmap for where they suggest we proceed, the Board will now consider these proposals to finalize a plan. See our President, Tom Bogusevic’s calendar of the 2020 budget process in this Lake Carroll News issue.

Four Key Budget Issues. The Board has many issues it is now considering including: 1) What is the appropriate amount of money needed to run Lake Carroll for 2020 (next year)?

2) What is the appropriate plan for funds to save and reserve for Lake Carroll’s medium and long-term future needs and potential emergencies (including improving and replacing depreciating assets and accounting for administration needs into the future)?

3) How to spread expenses with income from both fees and dues.

4) And, most important, what will be endorsed by a vote of members?

In 2018, a budget was proposed that would have increased dues by $320. That budget was voted down. As a result, our new Board, recognizing the risks of another failed budget, proposed a significantly lower $146 dues increase with a general 10% fee increase. The budget was meant to pass although it would be tight enough to risk another difficult cash position by year-end 2019. Remember, 2018 resulted in an association loss of near $200,000.

Our Board and Administration realize, long-term, losses are another challenge to avoid in its recommendations.

Expectations. If you are reading this, you may be involved and are closely watching the process. However, for some, any change in dues and fees that may affect them personally may result in a no vote. The risk of a failed budget is significant and is why the process is so detailed. Below is a look at how our community must balance its funding and member expectations.

Lake Carroll is a fabulous place to live and visit. Many think it is the best kept secret in northwestern Illinois. However, we are a private community and have rules and regulations that govern the rental of homes at Lake Carroll. Additionally, there are regulations required by Carroll County. Below is a brief outline of the requirements for rental of your home.

On the County Level: Carroll County requires a Special Use Permit. Additionally, there is a 10% Occupancy tax that needs to be collected and paid to Carroll County on rentals less than 30

The Rules and Regulations of Lake Carroll list the following rules: CHAPTER 51: RENTAL REGULATIONS § 51.02 PRIVILEGES. (A) Members shall be entitled to lease their Lake Carroll dwelling to others subject to the provisions of State and County regulations, the Declarations, By-Laws, and such other rules and regulations as may be established by the Board.

(B) Leasing of a lot which does not have a dwelling shall not be permitted.

(C) Sub-leasing shall not be permitted.

(D) Leasing to non-members for a period of time less than six (6) months shall not be permitted. § 51.03 REGISTRATION. It shall be the duty and obligation of any Owner who contracts for or permits, either directly or indirectly the use or occupancy of a Dwelling by a Lessee to register with the Association as follows: (A) Provide acceptable written documentation, as may be appropriate, that a special use permit has been issued by the appropriate governmental authorities.

(B) No less than two (2) weeks prior to the use and/or occupancy of a Lessor’s Dwelling by a Lessee, the Lessor shall register as a Lessor with the Association using forms provided by the Association.

(C)(1) A Lessor shall deliver to the Association a copy of the signed lease or if the lease is oral, a memorandum of the lease and the terms of the lease, no less than ten (10) days prior to occupancy or ten (10) days after the lease is signed, whichever occurs first. This includes leases between a Lessor and a Member Lessee.

(2) Additionally, within this time period, the Lessor shall execute a power of attorney authorizing the Board of Directors to act on their behalf in evicting the Tenant for failure to adhere to the terms of the Declarations, By-Laws or Rules and Regulations of the Association.

(D) A Lessee who wishes to use the amenities as an Associate Member shall register their vehicles and pay fees as hereinafter provided as specified in § 53.01(C) of the Rules and Regulations. § 51.04 FEES AND CHARGES. (A) A Lessee who is not a member and wishes to use the amenities as an Associate Member shall pay a Membership fee equal to the annual dues, prorated to the length of the lease.

(B) Lessors shall be held responsible for any unpaid fines or damage to Association property by their Lessees. § 51.05 RIGHTS AND OBLIGATIONS. (A) Lessors are fully responsible for the actions of their non-member Lessees.

(B) A lessee who is considered a Tenant or Regular Occupant has the right to pay a membership fee, in which case that Lessee shall be considered an Associate Member in good standing.

(C) The Lessee has the obligation to abide and comply with the terms of all Governing Documents, By-Laws and Rules and Regulations of the Association and shall be deemed to be incorporated.

(D) It is the obligation of the Lessor to provide a copy of the By-Laws and Rules and Regulations of the Association to their non-member Lessees.

(E) It is the obligation of the Lessee to be aware of the By-Laws and Rules and Regulations of the Association.

(F) It is the obligation of the Lessor to be a member in good standing, pay and keep current any and all Association fees, assessments, charges, costs and expenses which may be imposed upon the Lessor by the Association.

(G) It is the obligation of the Lessor to show satisfactory evidence of garbage collection at the dwelling being leased that is acceptable to the Association.

Over the past few weeks, we have received several phone calls from members concerning rentals. In following up on this we have found listings on various home rental sites such as VRBO. The County of Lake Carroll is also looking into these rental sites as they are finding members renting at Lake Carroll who have not received a special use permit nor are the paying the required Occupancy Tax. If you have any questions on rental requirements or other matters regarding homes being rented at Lake Carroll, please contact the office, the Owner Liaison, or myself.

MEET THE CANDIDATES 2019 – FOR 2020-2022 TERM

Questionnaire

MORTENSON: I currently serve as a Director on the Board here at Lake Carroll. Before 1. What is the main reason you decided to run for election to the Lake accepting my current position on the Board, I was the Chairman of the A&E committee.

Carroll Board?

PACIONE: I am currently on the Board as the Vice President. My term is up this year and I feel I have much to offer. I care about Lake Carroll and want to do my part to help.

CARRUBBA: My decision to run for election to the Lake Carroll Board was not taken lightly. I love the lake, the amenities, the countryside and the community. We have a lot of work ahead of us to maintain, preserve and enrich our great community and I want to be an intricate part of the solution. Ultimately, I want to ensure that my daughter is able to enjoy Lake Carroll for years to come.

MORTENSON: The main reason I decided to run for the Lake Carroll Board is because almost 10 months ago I was asked to accept this position after one of the board members had to step down. In almost every community I have lived in I have volunteered my time to hopefully make nit a better place to live. I enjoy the ability to help other people and I look forward to making a positive difference at Lake Carroll.

GROTTO: I want to continue to give back to the Lake Carroll community as we as a community try to move forward in these challenging times.

2. What previous experiences have you had that will make you an asset to the Board?

PACIONE: In my three years on the Board, I held the position of secretary, president, and currently the vice president. I am also the liaison to the clubhouse and Safety Committees.

CARRUBBA: I have acquired a diversified skillset over the years due to a variety of employment opportunities. I managed an NCO Club on an Air Force Base that included: a restaurant, bar, package store, activities/entertainment and managed approximately 75 employees. I was a director for The American Red Cross on an Air Force Base that included: maintaining required training for all military personnel, overseeing annual fund raising, authorizing emergency leave, grants & loans for service members and supervising staff as well as 150 volunteers. I worked for the Department of Defense in Germany overseeing yearround recreational activities. I taught in school districts and have been an active member on many committees including at my church and nonprofit boards.

MORTENSON: I recently retired from the fire service and in my capacity on the fire department I needed to manage members of the department in several areas. I was also in the USMC and held a position that required me to address several people and their wellbeing. I also spent over 12 years as the Chairman of the Plan Commission for the Village of Winfield and was a two term (appointed) Trustee for the Village of Winfield, I severed as a trustee for the Winfield Fire Protection District before moving to Lake Carroll and I feel that all of these experiences have helped me greatly to understand what is required to be an effective Board member here at the Lake.

GROTTO: I believe that my diverse professional background and my previous service to the Association as a member of the Board of Directors will be a major asset to the Board and the Association as a whole.

GROTTO: As a member of the Board of Directors from 2010 to 2018, I am intimately familiar with how the Association operates and what the major issues are. Although I have not been on the Board for nine (9) months because of term limits, I have kept up with current events by, among other things, watch board meetings on the Association’s web based live feed.

4. In your opinion, what are the biggest issues we face in the coming years?

PACIONE: Our infrastructure needs attention. Our clubhouse needs attention. We need to create a budget that the membership will support year after year and that will help us maintain and enhance everything Lake Carroll has to offer.

CARRUBBA: a) Adequately assessing and preparing our infrastructure to insure the viability of Lake Carroll. b) Ensure that we have the appropriate finances in place to maintain our infrastructure.

MORTENSON: The budget is always one of the biggest issues here at the Lake and how to gain revenue is also at the top of the list. But following the Covenants & Restrictions along with the By-Laws and our mission statement seem to be an issue lately. I have always felt that we should follow the process set forth in these documents and any changes should be voted on by the members of the Association.

GROTTO: The single most pressing issue, and probably the most contentious issue, is budget and finance related. The Association must undertake a comprehensive review of its spending priorities with an eye toward controlling expenses where possible so our assessments can be stabilized, and our reserves can be properly funded without imposing an unnecessary burden on our property owners.

5. Are you prepared to commit the time and energy it takes to serve as a Board member and attend monthly meetings?

PACIONE: Yes. CARRUBBA: I am retired, energized, and prepared to commit the time and energy to serve as a Board Member.

MORTENSON: Being a current Board member I’m aware of the time it takes to do a good job in this capacity. The commitment is well beyond just Board meetings and I look forward to this opportunity to serve.

GROTTO: As a previous member of the Board, I am intimately familiar with the time commitment and the energy that it takes to serve on the Board and attend not only the monthly board meetings but also the various assigned committee meetings. I believe that my record of never missing a Board or assigned committee meeting shows that I take this commitment seriously and that I will devote the necessary time and energy to fulfill my Board duties and obligations.

6. What are some of your hobbies?

The deer harvesting program has begun at Lake Carroll. Please be aware hunters will be out in the woods and you may see more vehicles parked alongside of the roads. When you are utilizing the trail system, please be courteous to the hunters. The harassment of any hunter is a violation of State law and will be enforced at Lake Carroll. Hunters vehicles will display a hunting pass on their dash that will allow them to park along our roadways for hunting purposes. 7. How often do you spend time at Lake Carroll and what do you especially enjoy while being here?

PACIONE: I am pretty much here full-time. I enjoy being with my Lake Carroll friends.

CARRUBBA: Since retirement, my time at Lake Carroll has increased tremendously. I now have the privilege of enjoying Lake Carroll for weeks rather than weekends. My greatest joy here at the lake is floating in my bay with a cold drink and taking in the natural beauty around me.

MORTENSON: I currently live at the Lake full-time and enjoy the atmosphere and the people that are part of this community.

GROTTO: I am and have been a full-time resident of lake Carroll for the last ten (10) years so I am here all the time. I enjoy the peace and tranquility that Lake Carroll has to offer, and I enjoy the beautiful views of the night sky.

8. Why should property owners vote for you?

PACIONE: I care about Lake Carroll and want to do what is best for the community!

CARRUBBA: First and foremost, ALL property owners should vote! Why vote for me? I am a property owner who wants to protect my investment and protect the viability of Lake Carroll. I will work diligently to protect, preserve, and enhance our community. I will work in collaboration with committees to seek credible data in order to plan appropriately for future financial viability. If your investment, our association, and our beautiful environment are important to you. Vote for me!

MORTENSON: Almost all of my life has been spent in some sort of public service from the Marine Corps to the Fire Service and public office. Currently I’m a Board member here at the Lake and I feel that our Board is moving in a positive direction for all of us and I would like the opportunity to help keep that going. I feel that most of the time people just want to be heard and I’m always willing to listen. I can’t always promise I will agree with you, but I will represent the Association as a whole.

Another great event! The Annual Labor Day Bonfire and Parade sponsored by the Campground and Recreation Committees once again was a huge success. Rolling Hills – A Day at Lake Carroll

The day was perfect for the 75 clients from Rolling Hills who visited Lake Carroll. The planning of this year’s outing actually began one year ago when Amanda Klinefelter provided boat rides for a small group of clients.

The enjoyment was so overwhelmingly received, it was decided to plan another “Day at the Lake” in 2019. Hence, Amanda and Rolling Hills started contacting organizations who would help support their goal to provide a fun day for the Rolling Hills clients. All the hard work, long hours, emails and countless conversations came to fruition on September 6th @ 10:00am when the buses started arriving for what would be a cherished memory for the clients, Rolling Hills staff and the many volunteers.

At 10 o’clock with the arrival of the buses, the 75 clients were separated into three groups. One group would fish, another group would participate in games and the third group would enjoy a boat ride. After an hour on the lake, playing games or fishing, all groups would rotate. This switch in activity gave everyone a chance to do something different. And most clients were anxious to switch and participate in a new activity. For those groups fishing, life vests, poles, bait, bobbers and comfy chairs were provided. All the clients had to do was entice the fish to bite. The game group tried their skill at Bags, Ladder Ball, a Casting Game or tossing Frisbees. All had fun.

And for those enjoying a boat ride, albeit the first ride for many at Lake Carroll, it was a chance to tour the lake with fellow clients.

All these activities had their benefits, but they also created an appetite.

At 12 noon lunch was ready. Hot dogs, chips, cookies, water and pop were served. It was a picnic under the East Marina pavilion. Everyone was having a great time, some even shared stories about the day, what they had done and what was still to come. And still to come meant it was time for the third rotation.

With the third rotation complete, the day was coming to a close. Most everyone had a chance to experience a boat ride, try new games and enjoy a nice lunch. And for a few lucky clients, the thrill of feeling that tug at the end of their line and catching a fish will forever be a fond memory. But as we know, all good things must come to an end. It was time to board the buses. Everyone was leaving, but there was still time to reflect on a fun day or say “Goodbye” to new friends. The Rolling Hills Day turned out to be a great event for the clients, staff and volunteers. It provided an opportunity to help and share the wonderful feelings experienced by all on this truly beautiful day.

The planning for next year’s Rolling Hills Day will begin soon. But special thanks go out to Amanda Klinefelter for her commitment to organize this event. Thanks are also extended to the LC Fishing Club, LC Yacht Club, Pearl City HS Bass Fishing Team, First State Bank Shannon-Polo-Lake Carroll, Mr. Outhouse, Ramp, Blains Farm & Fleet, Millers Sports, Lanark Ambulance, the office of State Representative Andrew Chesney, the Rolling Hills Staff and all the volunteers who helped as fishing partners, cooks, servers, boat drivers and game coordinators. But most of all, Thank You Rolling Hills clients for allowing us to share some time with you on your day at Lake Carroll.

August 24th was a perfect day to hold the Fishing Club’s annual golf outing. The sky was blue, the wind was calm, and the golfers were ready to hit their shots long and straight. This year’s outing challenged each golfer’s skill on the course and their knowledge of the Fishing Club. As in past years, the ten non-golf activity holes contained trivia questions. This year’s theme was the Fishing Club. The Club is celebrating its 40th anniversary at Lake Carroll this year. So, finding trivia from 40 years of community service was easy.

Following the 18 holes of golf and interesting trivia, everyone gathered in the Clubhouse LL for dinner and the awards presentation.

As the golf scores were being tabulated and the trivia answers verified, everyone treated themselves to a few drinks and appetizers. Fish Tales

This year’s Pack the Pantry Night Ride is on Saturday, November 2nd. Gathering location is at the Lodge starting at 6:00pm with the ride starting after it gets dark (around 7:00pm). This is the event all of us in the club anxiously wait for every year.

We will again be holding a contest for the best decorated ATV/Side by Side. We have definitely been witness to some very creative decorations over the years. We can’t wait to see what this year will bring.

Most know this already, but for those who are new and wonder how do you light up your ATV for the Night Ride? There are 2 easy ways. The first is to buy a string or two (or 20) of battery-operated lights. The second way is a little more expensive but works much better. What you need to have is a power inverter.

They are available at auto parts stores, Radio Shack, or online at Amazon. You need one that is at least 100 watts. As you can see, the inverter plugs into your “cigarette lighter” or some have clips that connect directly to your battery. To simplify how it works, it converts your 12v battery power to 120v so that you can plug a regular string of lights into it. The key is to use LED lights. With them there is very little drain on your battery, and you can power up several strings of lights.

The ride will end with a return to the Lodge where pizza will be provided by the Club and a warm fire will be lit for all to gather around. Bring a dish or snacks to pass if you wish and whatever your preferred beverage might be. We are looking forward to seeing everyone and having a great time.

Lake and Resources

If you read my column monthly, you’ll be aware of the lake issues we have faced in the past, are currently facing, and what we’ve done (or are doing) to address them. Lake Manager First of all, our lake is a living, dynamic ecosystem composed of a myriad of chemical, physical, and biological relationships.

This is an intricate system where the interactions all play from one another and are intertwined as a matrix, not a linear relationship. Each affects one another differently. The way these microsystems within our ecosystem relate to one another continually change due to outside influences. Some of these influences are natural, such as a drought condition (2012), extreme flood condition (2009 and 2010), or mild winter conditions (2015 into 2016), and excessively wet spring and late summer this season. Along with these quickly visible changes in the conditions, we also have long-term changes that impact these relationships throughout the aging process of our lake.

Much of this is naturally occurring, but lest you forget the invasive species introductions that have occurred, (and will occur in the future) that we now must manage as well. Our lake will witness it’s 48th birthday in 2020… and with that aging, you can expect it to be different than it was 20 years ago, as well as it will be different again in another 20 years!

What I work to accomplish, as your Lake Manager, is to maintain the lake, not only for THIS 3 to 4-month boating season, but for YEARS to come.

The quickly changing conditions (like our June flooding this year) we’ve witnessed require extra attention, and we do what we can within the budgets available. We can’t predict the drought, flood, or mild winter conditions far enough in advance to change our budgets to ‘prepare’ for them. We need to react when this occurs, and we do it to the best of our ability for our members.

The following is a short list of some of the projects, programs, and equipment purchases we’ve been able to complete in the past 5 years to make the improvements on the lake you’ve been able to enjoy this past boating season.

1) Improved our aquatic plant treatment and management program by improving chemical application efficiency, which has drastically reduced the chemical budget.

2) We purchased aquatic plant harvesting equipment to manage native aquatic plants timelier and more efficiently. With this equipment, we’ve been able to respond to lake user needs quicker and more effectively.

3) Developed and implemented an optional aquatic plant treatment program for lake front homeowners. This program has allowed lake front owners relief from dense aquatic plants around their docks, lifts, and swim areas that were previously impeding recreational lake usage.

4) Improved the efficiency of the 3-tubes silt basin by expanding it and installing diversion wing dams to allow more sediment to settle out.

5) We are currently bidding out a project to do the same at the Zeir Rd silt basin. (bids are due before this article is printed).

6) Grouted the dam to improve lake usage in late summer months when

lake front owners and lake users had to remove their docks in the mid summer before dropping lake conditions would land-lock their boats, docks, and lifts.

7) Developed stocking programs to combat the invasive zebra mussel. (zebra mussels are currently drastically reduced).

8) Stabilized many of the greenways needing rip rap repair (continuing to complete these projects).

9) Applied for federal grant assistance for watershed management planning and implementation for water quality improvements, secured funding, and we are currently completing the final draft for submission to the IEPA. This 9-points plan will assist with future project development and budgeting to continue projects that reduce sediment and nutrients from entering the lake.

10) Stabilized over 2,000 ft of highly eroded streambank that was eroding into the East Marina area of the lake.

11) Hydraulically dredged over 94,000 cubic yards of sediment from 10 different coves around the lake.

12) We have continued to stock and manage the fishery at Lake Carroll to provide a diverse fishery, that is ecologically and biologically healthy for all members to enjoy. Just look at the ‘catch of the day’ pictures and tournament reports to see the improvements in the fishery. You don’t have to be a ‘pro’ to catch trophy fish at Lake Carroll.

These are just a few projects that we’ve done to work on long-term improvements for Lake Carroll’s health and member’s enjoyment.

Since we are witnessing these improvements on the lake, are we done?

Not by a LONG shot! There is always work to be done to maintain and improve the lake… for the long-term.

Long-term goals for our lake management program are focused around projects that reduce nutrients entering the lake as well as reducing sediments entering the lake. While we will never completely stop sediment from coming in, our programs are designed to REDUCE it, and to improve our efficiency at removing what has come in to the lake.

As I close this informative article, I implore our members to continue to read the paper, and work with us through not only funding needed programs for long-term lake health and short term management programs for our lake users, but also through understanding that some things we can control in the short-term, but we need to focus on the end-goal. And that goal is providing our members, and their future generation, with another 40+ years at Lake Carroll making lasting family memories….

What a great summer we had at Lake Carroll this year.

The weather was great and the rain cooperated with all of our events, except for some little disruptions. September was exceptional for late summer/early fall and all of our outings went off without a hitch. We now have a new Mr. and Mrs. Club Champion. Congratulations to Marty and Tracey DeCrane, they had an outstanding round with a score of 62 Net, enough to beat out Dave and Sheri Moutrey, runners up with a 68 Net. Great round by all of you.

Lake Carroll Ladies Golf League

Our Ladies League is soon coming to the end but not before we enjoyed a few great golf events.

On Wednesday, August 14th twenty-one ladies turned up to play nine holes of regular golf followed by nine holes on the back nine of great fun and challenging “Big Break Golf.” After hitting out of bunkers and chipping our ball from difficult positions everyone agreed it was a fun time. The winners were A player: tie between Tracey DeCrane and Toni Knackstedt. B player: Barb Hevrin and C player: Sharon Queckboerner.

M a n y thanks go to Jason and Mike for setting up this fun event for us.

On Monday, August 19th, Lake Carroll hosted the Senior Ladies Travel Golf. Fiftyseven ladies representing 14 courses participated. Teams of three played an eighteenhole scramble followed by a wonderful luncheon. Big thanks go to Tara, Dee and the kitchen staff for a beautiful presentation and a delicious luncheon. Thanks go to Karen Carby and Sandy Bogusevic for helping the pro staff in organizing this event.

“Pretty in Pink” was our theme and everyone enjoyed Pizza, Prizes and Pink golf balls on the course for our Final Awards/Fun night on Sept. 4th. Thirty -seven ladies dressed in pink brightened the course for a 4:30 start. Nine holes of scramble golf by rolling a dice to see whose drive was used was the game this year enjoyed by everyone. Flag prizes were awarded to Ball in the water- Hole #1 - Toni Knackstedt Longest Drive- Hole # 2 - Sue Lamoreux Closest to Flamingo- Hole #3 - Sandi Szulkowski Closest to line- Hole #5 - Bonnie Ewing Closest to Pin- Hole #8 - Anna Hennings Longest Putt- Hole #9 - Mo Blondell Our winning foursome with a score of 39 was Deb Scheidegger, Barb Hevrin, Mo Blondell and Judy Czurylo. A drawing for those still having their pink golf ball after nine holes of golf was awarded to Cathy Porzel.

Afterwards everyone enjoyed a dinner of salad, pizza, pink frosted cookies and parfaits.

meeting and announced our officers for the 2020 season.

Even though our official season has come to an end, hopefully Fall will give us time to play and get our game ready for next season.

Hello prairie enthusiasts. Well we are now into fall. The Prairie Club had the opportunity to have Duane Ambroz from the IDNR take another look at our remnant prairie. This was to check if any additional native grasses were present. We did have indiangrass (sorghastrun nutans) and big bluestem (andropogon gerardii). It is still classified somewhere between an abandoned pasture and a remnant prairie. We are missing many species typically associated with our short green milkweed (asclepias viridiflora). These species were most likely heavily grazed. He indicated that a prescribed fire will help us determine if any of them still reside there.

We did find two new species; both are native orchids.

The first is the Great Plains Ladies Tresses (spirathes magnicomporum). It is shown in the photo to the left. It is a diminutive plant of 4-16” and we would not have seen it if not for the educated eye of our heritage biologist.

We also noted a second orchid, the Slender Ladies Tresses (spiranthes lacera) shown at the right. It was indeed a good find. This brings our plant species found there to 31.

Aside from managing and cataloguing the flora and fauna of our resident prairies, we also collect seeds from the various plants to use in projects at the lake. One of our ongoing projects is the structured native garden in Edgewater Circle. There is much that goes into

seed collecting before we can use it.

First of course we collect the seeds. How this is done varies by plant species; from removing the heads with clippers, to stripping the seeds by hand. We place the collected seeds into a seed apron that we wear and transfer the contents to a paper bag when full. The bag is labeled with species identification and where they were collected.

Once collected, we then dry the seeds to remove as much moisture as possible. This is done by spreading them on a level surface, in an area with good ventilation for days to weeks. They are turned once a day, to facilitate even drying.

Once dried, they are processed. This can be done by removing the seeds from the heads by hand or by mechanically milling the heads to facilitate seed removal. Some are easily processed by hand; grey headed coneflower for instance. Pinching and rolling the head between two fingers helps remove the seeds from the head. Others such as the echinacea (purple and pale purple) are not so easily processed. We have to use mechanical means to break the seed heads apart.

Shown is how we do it in a small scale.

We were lucky enough to find an old food processor that had a plastic blade insert. The seed heads are loaded into the processor and milled to break down stems and heads. The processed material is then placed into paper bags and identity labels are attached. For larger amounts, we process the material through a seed mill at the Northern Illinois Prairie Enthusiasts site.

The percentage of actual seed available per ounce of processed seed head has already been determined by other organizations. These percentages are then used to calculate the weight of processed seed heads to use per square foot in any planting. With this information, the soil type, moisture expected, and sun exposure, we can determine a seed mixture for most sites.

The theme for the 2019-2020 year for the Lake Carroll Women’s Club is “Getting To Know you, Getting To Know All About You!” The year began for the members on Thursday, September 12, with an informative session featuring our General Manager Dick Schwalbenberg along with our Maintenance Director Don Aleksy, Recreation Director Donna Aleksy and Lake Manager Joe Rush. Each individual gave an overview of what was happening at Lake Carroll and also tried to dispel some of the rumors floating around the neighborhood. All four were very open to answering questions, expressing their appreciation for their individual staffs and sharing their perspective on what Lake Carroll means to them.

President Gael Will began the official meeting after the presentations. Forty-two members were present, and four guests signed up at the meeting. Currently, the club has 74 members. Between dues, the bake sale at the Labor Day Bon Fire, and ornament sales, the organization has a nice amount of money to use toward allocations in the spring. Speaking of fund raisers, the ladies will once again be selling bakery goods during the October 5th annual craft fair at the Clubhouse. Be sure to stop by to browse the booths of many talented vendors and to purchase tasty desserts made by the LCWC members. From cookies to pumpkin pie, your mouth will be watering.

Lake Carroll t-shirts and hoodies will also be available for purchase. On May 2, the club will be hosting our 2nd, second-hand sale at the Lodge. More information will be coming on this later in the year.

After the meeting, the ladies enjoyed a wonderful spread of goodies provided by Moe Unser, Eileen Robinson and Sandy Bogusevic. Delicious!

It’s not too late to come out and join a wonderful group of women who all share the same goal of making Lake Carroll an incredible place to live! Below is a description of the upcoming topics and the dates we’ll be meeting. Even if you can’t make every meeting, you’re still welcome to come as often as you can. After all, we’d really like to “Get To Know You!”

February 13, at the Lodge - Jenny Lyons from the Cutting Edge Salon in Lanark will be giving a cosmetology presentation about all the services the salon has to offer, as well as a more in-depth talk on the benefits of reflexology.

March 12, 1:00 at the Lodge - Prairie Club members Jim and Pam Richards will speak about native prairie plants and share information about Lake Carroll’s native prairies. Be prepared to see some stunning photos of Illinois prairies.

April 9, 1:00 at the Lodge - April Showers Bring May Flowers! Tips for flower gardening

RECIPE CORNER APPLE PANCAKES INGREDIENTS: 4 Apples, cored, sliced ¼” thick (Do not peel) 1 ½ cups Aunt Jemima complete pancake mix ¾ cup water Oil 1 cup Cinnamon Sugar (1 cup sugar, 1 tsp cinnamon)

DIRECTIONS: - In medium size bowl combine pancake mix and water, stir until large lumps disappear.

- In large fry pan fill to ½ inch with oil, and heat over medium heat till it pops when drop of water hits it.

- Dip apple slices one at a time into batter, coat completely, place carefully into oil. Turn over when golden brown, take out when golden brown on both sides, drain on paper towels.

- When cool enough to handle, cover with cinnamon sugar on both sides.

Highland Community College Legacy Gala held on November 2 The Highland Community College Inaugural Legacy Gala is on Saturday, November 2 at the Wagner House in Freeport, with the presentation of the first-ever HCC Legacy Lifetime Achievement award.

The Legacy Gala will carry on the successful tradition of the former Shindig.

Funds raised from the Legacy Gala will be directed to the highest and greatest needs of the College.

“The HCC Foundation’s Shindig has been a long-standing, community event and we thank everyone who has been a part of it,” said Jeff Reinke, Highland Community College Foundation Executive Director. “The goal of the inaugural Legacy Gala is to highlight Highland programs while engaging alums and corporations throughout the district.”

At the Legacy Gala, the HCC Foundation will recognize individuals and corporate partners that demonstrate a shared responsibility in transforming the lives of the students through an accessible, affordable, and rigorous learning experience. The fundraising event continues with the traditional dinner, entertainment, silent auction as well as the $5,000 in five minutes for the H.O.P.E. student emergency fund.

The evening highlights the first presentation of the HCC Legacy Lifetime Achievement Award. The award honors an individual who has made a lasting impact on Highland Community College and its success. The 2019 inaugural recipient is Del Scheider, one of the “founding fathers” of HCC, and a lifetime member of the HCC Foundation Board of Directors.

The venue will seat 330 guests and early registration is encouraged. There will be a seated dinner on the third floor, followed by a formal program. A silent auction and live entertainment will be featured on the second floor of the Wagner House.

Drew Rogers holds a copy of his recently published book.

Highland Community College GED student pens first novel

With a love for reading, and a fan of novelist Stephen King, Drew Rogers of Freeport used the writing skills he developed through his GED courses to pen a first novel entitled, “Good Samaritans.”

Rogers began writing the novel a year ago. He came up with the synopsis for the book and began developing the story, rewriting, and editing until he was ready for publication.

“I love to read Stephen King books, and after reading so many, and his inspiration made me think I could do this, and I did,” Rogers said.

Rogers said he loves to tell stories and is proud to have written the book. The book is about two boys named Freddie and Henry, who have it all and will stop at nothing to keep it. They get involved with the Italian Mafia and quickly learn it is better to be allies than to be enemies.

“Writing is about the use of the imagination,” Rogers said. “I knew I always had a talent for writing, and now that I have this first book, I have many stories that I want to tell.”

Currently enrolled in the GED courses at Highland, Rogers takes part in course work that has him sharing personal stories and artwork in a writing booklet. His instructor, Kim James, said it is exciting to have one of her students write a novel.

“Drew told me during one of the classes that he was writing a book,” James said. “We encourage writing and I am proud of him. He is my first student to be a published author.”

“Good Samaritans” was published on Aug. 28. The book is available online from Amazon and Barnes & Noble. Rogers’ pen name is Leonardo Pizzolato.

SAVE THE DATE Tuesday, October 29, 2019 10:00am at the Lodge Children’s blankets sewn with love by the Lake Carroll Women’s Club and Quilt Club are ready to be tied. These blankets are given to children in need, whether it is due to a crisis situation, long-term illness, or as a baby gift for mothers in need.

We need your help! Please come join us at 10am at the Lodge on Tuesday October 22nd to help us tie the blankets. No sewing skills are needed! All you need to do is thread a needle with embroidery floss and tie some knots to hold the 3 layers of the quilt together. We will provide some needles and embroidery thread to tie the quilts. A small scissors and 6-inch ruler is handy but we will have extras on hand.

It is a fun time to socialize with others while helping children in need. Please join us for a snack and beverage afterwards.

Meeting times: Mondays at 10:00am.

Meetings will take place at the Lodge Main Banquet Room.

What will be expected of you? A past medical history will be filled out and a private weigh-in will take place each week. Each week will provide education on how to make healthier lifestyle choices.

The deer harvesting program has begun at Lake Carroll. Please be aware hunters will be out in the woods and you may see more vehicles parked alongside of the roads. When you are utilizing the trail system, please be courteous to the hunters. The harassment of any hunter is a violation of State law and will be enforced at Lake Carroll. Hunters vehicles will display a hunting pass on their dash that will allow them to park along our roadways for hunting purposes. Thank you for your cooperation with this program that is essential to controlling the Lake Carroll deer population.

The Illinois 4-H Foundation annually recognizes 4-H volunteers for exemplary service. This year, 80 new members were inducted into the Illinois 4-H Hall of Fame during a celebration Tuesday, Aug. 13 at the Illinois State Fair in Springfield.

“These volunteers fully embody what 4-H strives to instill in youth,” said Angie Barnard, Illinois 4-H Foundation executive director. “They are caring, dedicated, generous leaders, and the Illinois 4-H Foundation is extremely proud to be able to provide this honor to thank them for their service to this wonderful organization.”

The Illinois 4-H Foundation established the statewide Hall of Fame in 2004 to honor and celebrate extraordinary 4-H alumni, volunteers, and former 4-H staff.

Each inductee receives a commemorative Hall of Fame medallion.

“As a result of these volunteers’ years of service and leadership to Illinois 4-H,” Barnard said, “the program they love will continue to create wonderful opportunities for the young people whose lives it touches.”

Those honored locally included Jim Ruter, Carroll County; the late Allan Esgar; Lee County and Darren Mosher; Whiteside County.

“The Foundation provides avenues to support the work of Illinois 4-H by accepting financial gifts specifically directed to the program you wish to support,” Barnard said. “Estate planning services are available to those wishing to continue their 4-H legacy.”

Report Your Electrical Outages to Your Utility

Many Lake Carroll Members have experienced whole or partial outages at their Lake Carroll residences over the years‌and it’s not just during inclement weather.

We have lived in Lake Carroll full-time for 27 years and have experienced the sporadic outages since we moved in. If you are like us and the power comes right back on before you get the outage report called in, you simply hang up. But is that what should be done? After my husband spoke to a ComEd rep following a short outage, that does not seem to be to correct response. The ComEd rep wanted as much information as we could give him‌Has it happened before? How often? How long was it off? Can we tell if it’s just us, our section, or the whole lake? So, we have concluded that whether the power comes back on or not, we are reporting it and we encourage other Members to do so, too.

There are several ways to report an outage‌phone, text, social media, and central home hubs. Call J.U.L.I.E. Before Digging This is a reminder that prior to doing any digging in your yard; you are required to call J.U.L.I.E. to have underground utilities located. The numbers you may call are either their traditional toll-free number (1-800-892-0123) or a three-digit number that is easy to remember (811). You may also make your locate request on line at J.U.L.I.E.’s web site at www.illinois1call.com.

Once you have placed your call, J.U.L.I.E. dispatches the utility companies within fortyeight hours (two business days) beginning at 8:00 a.m. and ending at 4:00 p.m. (excluding Saturdays, Sundays and holidays).

Calls received after 4:00 p.m. will be processed as if received at 8:00 a.m. on the next business day. You may not begin digging before the start time of your ticket, even if all utilities have been marked. Digging must begin within fourteen calendar days of the initial locate request.

When you call, you will be given a dig number. This number identifies specific information about your locate request. It is important to retain this number as proof of your contact with J.U.L.I.E. and if it is necessary to call J.U.L.I.E. back for a second request, a refresh, etc. you will need your dig number.

There is various required information that is needed when making a locate request with regards to your address, nearest crossroads, area you are planning to dig, etc. One of the biggest confusions is the Township and City where property owners live. Although our address is Lanark, we do not live in the village limits of Lanark. We are in “Unincorporated Carroll County�.

About ž of Lake Carroll is located in Freedom Township and the other Ÿ is in Cherry Grove Township. This information is on your voter’s registration card if you aren’t sure which Township you live in.

Contact J.U.L.I.E. at the above numbers or on their web site for further information and how long requests are valid for and the procedure for getting extensions and refreshes.

J.U.L.I.E. requires, when practical, to “white-line� the site where digging will occur. In the winter, when there is snow, the use of black paint or flags is encouraged. “White-lining� is the process of marking the area where digging will occur with white paint and/or white flags prior to contacting J.U.L.I.E... Don’t use colored paint; each utility has their own specific color to identify their lines. Paint with dashes, lines or arrows to indicate the proposed dig area and indicated on your locate request to have the locators mark at least ten feet past your white-lined area.

If you are going to plant a tree in your front yard, don’t request to have your entire lot marked. Request only that area. This just adds unnecessary time that the locators must spend on your property, locating lines that aren’t even in the area that you plan to dig.

Volunteering at Lake Carroll We would like to thank all the volunteers who give their time and talents to serve on the various Committees and projects we have at Lake Carroll. Of our sixteen Committees, most are well populated and have no immediate need for more members. Other committees who are seeking members are A&E, By-Laws, Finance, Fisheries Management, and Infrastructure.

We invite you to attend a few meetings of a committee that interests you to help you understand their goals, objectives, and the contributions they make to the Lake Carroll Association. If you have ever considered getting involved by joining a Committee, we encourage you to complete a Committee application and give it a try.

Below are some reasons to volunteer for your Association: • Protect your interests. Protect your property values and maintain the quality of life in our Community. • Be a part of correcting a problem. Anyone can notice a problem; we need people who will help offer solutions. • Be sociable. Meet your neighbors, make new friends and exchange opinions. • Give Back. Repay a little of what previous and current volunteers have done for you. • Advance your career. Build your personal resume by including your community volunteer service. • Have some fun. Association work isn’t drudgery. It’s fun accomplishing good things with your neighbors. • Get educated. Learn how it’s done – we’ll train you and you’ll learn from people who are extremely knowledgeable in their respective fields. • Express yourself. Help with creative projects like Community Beautification, Lake Conservation, Finance, Recreation and Long Range Planning, to name a few. • Try some Altruism. Improve society by helping others.
