Facilities Update Spring is finally here and despite a week here and there of cold weather the flowers are out, trees are budding, and the netting from Nicor is popping up everywhere. If you have the Nicor netting in your yard, you can just roll or ball it up and set it out at the roadway edge. Then call me at 815-275-6121 and I will arrange for maintenance to Shaun Nordlie come pick it up and dispose of it for Facilities Director you. I know it is unsightly and can be a real problem for your mower and trimmers. In some areas the netting has done its job and the grass has grown through the netting, but in other areas the netting is loose and a mess.

Maintenance staff will be begin cleaning up the common areas very soon, too.

In other maintenance news…the mowers are out trying to keep up with the grass, the lake is ready for boats, and the ATV trail has been groomed for the season. Hopefully you have big plans for the summer out here and will be using all of our amenities. We have been working on the outdoor pool this spring to have it ready by Memorial Day weekend and the concession at the W Marina has a new coat of paint and will be ready soon, too. If you are in the campground and would like to have your site renovated this year, we will be doing that project this fall. At this time we have only five sites that have requested to be redone, so if you are interested please let us know and we will get you on the list. Just call Karen at the Admin Office (815-493-2552 x10, Campground Host Ellis, or me (815-275-6121).

2015 Dam Grouting Project On Monday, May 4, 2015 Drilling Services, Inc. will began grouting the southern area of the dam near the spillway bridge. Drilling Services, Inc. is hopeful that they will be able to finish the project before the Memorial Day Weekend, but weather could potentially delay the project. The road going over the dam will be closed to all traffic beginning May 4th from the West Marina on the north to Lakeside Dr. on the south. The West Marina will be open, but only accessible from Lake Carroll Blvd. from the north.

If the project is not complete by Memorial Day Weekend, the road will reopen for the three day weekend then closed on Tuesday, May 26th until the project is finished.

ATTENTION WATERCRAFT MEASUREMENT REQUIREMENTS ARE AS FOLLOWS: ALL newly registered watercraft under the following 3 categories MUST be measured by LC Security before decals will be issued. #1: Pontoon #2: Runabout, deck boat, ski boat, or bass boat #3: Jet pump Boat To clarify, if you purchase a new or used boat in one of the above categories, even if it was previously registered at LC by another member, it still needs to be measured. This must be done PRIOR to receiving decals.

(Boats in these categories that have been previously registered at Lake Carroll and maintain the same ownership do not require measuring – only newly registered boats.)

Please be sure your watercraft meets the length and width requirements before purchasing. There will be no exceptions to these requirements.

If you have questions regarding this requirement, please contact the Admin Office or Security Staff.

ATTENTION WATERCRAFT FLAG DISPLAY REQUIREMENTS FOR TOWING AND SKIER DOWN The LC Rule regarding the towing and skier down flag display requirement was published on 1A of the April newspaper. As a reminder, we are summarizing it below: 1. New IL State Law requires that a neon orange flag at a minimum of 12” x 12” be fixed to the highest point of the helm and displayed at all times from the time a person(s) is leaving the boat to be towed to the time they re-enter the boat. These flags area available for purchase at the Admin Office and the West Marina Concession for $12.

2. LC mandatory Skier Down Flag, which is also neon orange, must be raised and kept in motion when a person(s) being towed has fallen into the water to alert surrounding boats of their situation, and must stay in motion till the tow is back underway or the person has reentered the boat. These flags area available for purchase at the Admin Office and the W Marina Concession for $8.

Two (2) flags are required to be in compliance with these rules. You cannot detach and wave the towing flag; this would immediately put you in non-compliance with the State law.

Notes from the Office

2015 DECALS/MEMBERSHIP CARDS As has been reported in the April issue of the Lake Carroll News, decals & Membership cards have been issued to Members who are current with their 2015 dues & fees and have returned the 2015 Information Sheet with the appropriate fees, insurance papers and registrations & photos. Effective April 1, 2015, decals must be displayed.

As the summer season draws closer, more & more owners are trying to register all their “toys” which is required to enjoy the summertime amenities. Please plan ahead by calling the front desk (ext 10 or 20). The Front Desk Staff will let you know what is needed to complete the registration process. By calling in advance, the front desk will try to have everything ready for you when you arrive at the office.

Weekends (especially this time of year) can get a bit hectic. Please help us by checking your records, make sure you have decals for each and every one of your watercraft, ATVs, etc. you intend to use. We will do all we can to help. Saturday morning is usually not a great day to get in touch with your insurance agency for your insurance updates or for you to locate the current registration cards! If you plan on using the amenities (i.e. golf course, pool) and haven’t submitted your photos for your membership cards, email them now to photoid@golakecarroll.com. As we have been publishing in the previous issues of the LC News, CURRENT CARDS FOR DEPENDENT CHILDREN 5-24 YEARS OF AGE HAVE BEEN DEACTIVATED AS OF May 1, 2015 unless a new photo was submitted in 2014 or 2015. New photos must be submitted for the cards to be reactivated. As always, all dues & fees must be current to use the amenities and register your “toys”.

BOAT REGISTRATION Boat decals plus the CORRECT lot and section number must be displayed on all watercraft PRIOR to launching. Also newly registered watercraft (pontoons, jet boats, ski boats, runabouts, bass boats and deck boats) must be measured prior to launching. Please see article elsewhere in this issue for details.

The Association requires at least one member per lot to attend the IDNR Boat Safety course. This course is mandatory if you wish to register a boat at Lake Carroll. If you have taken the course at Lake Carroll, the office will have your records. If you take the course at another location, the Association Office will need to have a copy of the yellow certification card, which you should have received at the completion of the course.

You must also complete and pass the Lake Carroll Boat Safety Quiz. Upon completion your test will be on file with the Association Office. The LC Boat Safety Quiz is available on the Lake Carroll website on the Lake and Natural Resource webpage and at the Association Office.

For information on IDNR Boat Safety class locations throughout the state call: 1-800-832-2599.

You may also go online http://boat-ed.com/il/ and complete the test. You will need to print the page with your results, if you wish to register watercraft at the Lake prior to receiving your actual IDNR Boat Safety card.

MARINA CONCESSION Please review the Marina Concession procedures if you plan to use the concession invoices at the time of purchase at the marina. As always, only members in good standing may elect to pay their purchases made at the Lake Carroll Marina by using the Marina Concession invoice. A minimum purchase of $25 is required to utilize this method of purchasing. A current Visa/MasterCard authorization form must be on file at the Association Office or your payment MUST be received within 15 days of purchase. If no payment is made within the 15 day timeframe, the amount due will be processed with the Visa/MasterCard information on file. The Association may curtail the privilege of purchasing at the Marina if concession invoices remain unpaid.

THE ASSOCIATION DOES NOT SEND STATEMENTS FOR CONCESSION INVOICES Please refer to the 2015 Rules & Regulations for complete details, Chapter II, Section F. 4. Page 24.

Members in good standing may also use their credit cards or Lake Carroll gift cards at the Marina to pay for their purchases at the marina.

CAMPER INFORMATION Reminder: The month of May is the start of the mandatory camping requirements for the seasonal campsites. Two (2) overnight camps are required in May; four (4) overnight stays are required in June, July & August and September requires two (2) overnight camps. All campers must sign in with the campground host upon arrival. Campers may also sign in at the Association Office, if the campground host is not available. The sign-in forms are used to track the camping requirements. Please save your copies for your records.

Reservations for the daily/weekly sites may be made by calling the Association Office Front Desk 815-493-2552 ext 10. All dues & fees must be current to use any of the Lake Carroll amenities. Please review your campground rules. Only one reservation may be on the books at a time.

All campers must have a 2015 decal displayed. If you have not yet received yours, please call the Front Desk (815-493-2552 ext 10) MARINA SLIPS There are still a few Marina slips available at the West Marina (dam) for the 2015 season. The fee is $525.00. Please call 815-493-2552 x20 (Monday-Friday 8am–4pm) if you are interested in one of them. Only members in good standing are eligible to use the slips. Please refer to the 2015 Rules & Regulations for complete details.

NEW OWNERS Lake Carroll has several new families using the facilities this summer and we welcome all of you.

Copies of the Rules & Regulations, By-Laws, Fee Schedules, an Information Sheet and registration information are sent upon receipt of the recorded deed & transfer fees to new Members. Please review this information. Decals & photo id cards will be issued when the photos are provided for our database and the completed information sheet is returned to the Association Office. All dues and fees must be current. If you return the information sheet in person, the Front Desk Staff will be happy to take photos of your family. Processing the 2015 cards will be done as time allows. You may also email your photos to photoid@golakecarroll.com. Please call or visit our office if you have questions.

QUARTERLY DUES PAYMENTS April 30, 2015 was the 2nd quarter due date for owners paying their dues on the quarterly payment schedule. A $100 late fee was added to unpaid quarterly accounts if no 2nd quarter payment was received by the due date. Have a safe & fun summer!

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

EDITORIAL & PHOTO GUIDELINES It is each organizations responsibility to publicize and cover their events for the Lake Carroll News. If you need assistance, please contact the office. Any written articles, committee or club ads, or photos submitted for publication in the Lake Carroll News must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Be of interest and benefit to Lake Carroll Members.

2. Purposes for articles published are to inform and educate.

Memorial Day is just around the corner, I would like to wish you, your family, and guests a safe summer season.

I would like to talk today about one of my favorite past times, fishing. I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions: 1. Who can fish at a Lake Carroll?

Only property owners with a valid amenity card and an Illinois fishing license may fish Lake Carroll waters.

2. What about my guests?

Guests are only allowed to fish in Lake Carroll when ACCOMPANIED by the property owner. Guests are not allowed to fish when the property owner is not present.

3. What about family members?

The property owner may register immediate family members with the office and obtain a family fishing pass for those members. This allows them to fish at Lake Carroll without the property being present. The family members are not allowed to bring guests with the use of this pass.

4. How many fish can I keep?

There are size and creel limits for most species at Lake Carroll. The fishing club has always done an excellent job updating the size and creel limits. The information is posted at many of the fishing areas at Lake Carroll and an information card provided by the fishing club is available from security and the office. (see card on this page) 5. How many fish can my guest or family members keep?

You are allowed one limit per dues paying lot per day. For example, if a member takes 4 guests fishing and two family members they are allowed one total limit. Let me be clear, you are allowed 1 limit per dues paying lot, regardless of how many people are listed on your lot.

6. Where can I fish at Lake Carroll?

Only in the lake. Fishing is prohibited in the spillway, sediment ponds, and Fishing Club rearing ponds.

The regulations regarding fishing are valid from the docks, from the shore, from a boat on the lake and from lake front properties. Please make yourself familiar with the fishing rules and regulations if you are going to enjoy fishing at Lake Carroll. The Security Department will be checking and documenting fishing activities. Citations and possible suspension of fishing privileges could occur if the Lake Carroll regulations are not followed.

NEW STATE WATERCRAFT TOWING FLAG LAW A new State law went into effect on 1-1-2015. This law has to do with the use of an orange flag being no less than 12 x 12 inches, be displayed at the highest point around the helm to be flown anytime your boat has someone entering the water and preparing to tube or ski until that person has reentered the boat the orange flag must be displayed. The flag will only be taken down when all persons are aboard your boat. This is not to be confused with the skier down flag; the skier down flag will still be utilized in the same way and will remain a regulation at Lake Carroll the skier down flag will be used alongside the new flag mandated by the State.

CAUTION: PEDISTRIANS & BIKERS ON THE ROADWAYS With the summer season upon us, it is that time of year when bikers, joggers, and walkers return to the Lake Carroll roadways. Please remain aware that these pedestrians will be sharing the roadways. For those of you who do bike, walk or jog wearing a safety vest is recommended, these vest vastly increase your visibility to motorist. These vests can be purchased at the L.C.A. office or any big box store.

2015 DECALS It is that time of year again; please display your new 2015 decals. As a reminder any vehicle registered in your name and driven on Lake Carroll roadways must have a current LCA vehicle decal as stated in the Lake Carroll Rules and Regulations, Ch I. Sec. G.1.b. Please remember guest passes are not to be used in lieu of vehicle decals as stated in the Lake Carroll Rules and Regulations, Ch I. Sec. G.1.c. Our marinas are filling with boats. As a reminder as stated in Lake Carroll Rules and Regulations, Ch I. Sec. D.4.a.ii. all boats must have current LCA decals before being launched and moored in Lake Carroll. We have had issues with this in the past so please keep in contact with your marinas so a problem does not arise.

A reminder that all piers, docks, boat lifts and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake. This rule is located on page 19, Ch I. Sec G.4.

I would like to encourage everyone that has not picked up a 2015 copy of Rules and Regulations to please do so. They are available at no charge at the LCA office, they are also available online at www. golakecarroll.com in the document section. A couple minutes reviewing the Rules and Regulations can make every ones experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

By Mike Siciliano,Many NWvolunteers Coordinator We just finished our annual LC Clean-Up. showed up on April 18th at the lodge and all were eager to get area assignments so they could start their “treasure hunt.” We were happy to have Rick Brant a member of LC’s Photography Club, with his wife Cheryl join us. Rick followed clean-up groups taking photos. He and Cheryl then helped out in the clean-up.

When driving around LC before the clean-up, it was evident that the main boulevard had already had some attention; it was very clean. This was from LC maintenance routinely cleaning up. (Thank you).

The cleaned roadways did not affect our volunteers from going where others rarely travel. They found all kinds of treasures located in the campground, lower boat parking below the dam, ditches, and marinas, etc. I would also like to thank the cooks Bruce McDonald and Jim Mance. Food was great!!!

During the aftermath of our clean- up at the feeding frenzy, a topic was brought up in conversation (often times we are able to change the course of quality of life and better ways LC can operate, dangerous right), but this topic focused on the change over from propane to natural gas. We all probably had thought about and possibly installed propane detectors since that was the only alternative to electric. Now with some of us changing over to natural gas, we would like to remind you to switch your gas detector to the appropriate unit. While propane detectors are to be placed low because propane is heavier than air, a natural gas detector may need to be place at a different height, and possibly a different location. When C:\Users\donna.LCA\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.Outlook\0LI4SVZA\Ap searched I found, “Honeywell, a leading gas detector manufacturer, recommends placing your detector higher than all doors and windows and about 6 inches from the ceiling and within about 10 feet of the appliance.” But the best thing to do is to follow the installation instructions that come with your new detector. It’s just another step in completing your conversion to natural gas and to help keep your household safe.

New signage is being displayed at the Lodge and Clubhouse – “LAKE CARROLL EMERGENCY SHELTER LOWER LEVEL.” The Lodge is the emergency location for those staying at the Campground.

Security will continue their emergency notification by driving through the campground. I just wanted to call attention to this since we have entered into the time of year where severe storms can develop. Anyone out and about can use these locations in the event that conditions warrant immediate shelter. A side note: The Safety Committee is investigating early notification sirens. Stay tuned for updates and how you may be able to help.

Now I would like to write about something I do have some knowledge about…”Scams and Frauds. Here’s the current round-up of scams in the news… Although these scams are occurring in specific places, each of them can happen anywhere.

Say No to *72 The scam: A terrible phone call using the scam about a death in the family, asks him to call another number for details and to begin his cell phone call with the code *72. What this actually does is transfer all calls sent to the cell phone to the number the caller has given — the scammer’s own number. The scammer then gives your number to his buddies anywhere in the world and they can phone him via your cell, with you picking up the charges — and knowing nothing about it — until you get your bill.

The solution: Don’t use the *72 or any other forwarding code to forward calls to a number you don’t know or recognize. You can enter *73 to clear call forwarding. (We’re not sure if *72 and *73 are the forwarding codes for all cell phones. Check your cell phone manual or talk to your carrier.)

The scam: A new statewide warning in Utah this month of a familiar trick where individuals get calls telling them they failed to turn up for jury duty and asking for personal details so the court can cancel an arrest warrant. Meanwhile, in Winston County, MS, scammers claim they are calling from the courts merely to confirm personal details for possible future jury duty. This actually happened to a few I know about locally.

The solution: Don’t give personal details like credit card or Social Security numbers — courts never seek them over the phone. If in doubt, contact the court directly. And report the incident to the police.

Don’t Pay The Hitman The scam: A rash of death-threat emails has victims trembling in their shoes. The messages warn of a $650,000 contract killing — and you are the target. Unless you pay the hitman $15,000. They say you’re being watched (so you can’t contact the police) and give you 24 hours to make contact.

The solution: Let’s be serious. Are you really worth $650,000 dead? And if you are, why would the hitman take $15,000 instead of collecting his fee? Tell the police. This one sounds really outrageous, but some of the characters’ at Lake Carroll, who knows? (only kidding) Pure Water Pressure The scam: A couple of scammers posing as water company officials invite themselves into private homes to check out the water supply and fixtures. They tell victims they need to buy water purifiers, which the scammers of course just happen to have in stock, and then press for an instant purchase.

The solution: Water company officials carry photo ID — check it out carefully — and use only official vehicles. If in doubt, phone the water company. And don’t let people pressure you into making purchases with high pressure sales tactics.

Hooked By the Text Phishers The scam: Instead of sending you a phishing email, scammers send you a cell phone text message, supposedly from your bank, asking you to visit a website whose address looks genuine. It isn’t, and once keyed in, takes you to a bogus site that asks for personal details so the bank can “unlock” or “verify” your account. Currently making the rounds in Columbia, MO. The solution: As with phishing emails, never follow a link, even one you have to manually key in, that you don’t know for sure. And never provide confidential information unless you know the site is secure — with an “s” in the “https” part of the address line and/or a padlock icon in the message area of your browser.

Cashing In On Tragedy The scam: A sad story and a timely warning from the ever-popular classified ad site CraigsList. A guy raising money for a terminally ill parent tries to sell furniture and gets a reply offering to buy. The “buyer” later says she’s sent a check but it was for too much money — so would the seller mind cashing it and sending back the difference? A wicked variation on the overpayment scam. A variation of this scam just occurred at Lake Carroll to a friend of mine.

The solution: Never accept a check for more than the asking price and then give a refund. The original check usually bounces and you end up holding the bag.

Scam and Scam Again The scam: Victims of an earlier scam in which they were sold virtually worthless stocks get a phone call from someone saying they have a potential buyer or offering to swap them for more valuable stocks.

Inevitably, the caller then asks for an advance commission, transaction or other registration fee. A variation is that the caller claims to be an attorney who knows your case and wants to help you recover your money — again for an upfront fee.

The solution: Never buy shares over the phone (or promoted in emails) from someone you don’t know.

If you already have, don’t believe anyone who says they can get your money back — unless it’s (really) the police! And, beware of “hot” stock tips.

Save a life. In the event of a person suffering a cardiac arrest event the Automated External Defibrillator (AED) is a lifesaver, literally. The Lake Carroll Association has updated our AED equipment available for emergency use throughout the association facilities. You can find defibrillators in the following locations and it would be wise to become familiar with the exact placement in facilities that you frequently use.

• Lake Carroll Admin Office • Admin Conference Center in the large meeting room.

• Clubhouse near the Pro Shop.

• Lodge ground floor fireplace room near the outside door.

• Fish Hatchery.

• West Marina concession building during the summer boating season.

• Campground between the shower houses during the spring-fall camping season.

• Fitness Center at the Lodge • Lodge ski rental area in the skiing season.

• Maintenance Building in the winter.

• Aquatic Center next to indoor pool entrance.

• Security patrol cars.

Easy instructions for using the AED are posted with the machine, but in a time of emergency quick response is of the essence and prior training makes your effort to aid the victim more effective. Training sessions are offered so watch for posting of the times and locations and take advantage of this free service. The life of someone dear to you could depend on your preparedness.

And remember, the Security patrol cars are equipped with an AED, the Security Officers are trained in its use and are qualified as First Responders and/or Emergency Medical Technicians, so if you have someone in your home suffering a cardiac event a call to 911 also alerts Security who could be your first line of rescue.

Trail Safety Education. Last month I described free and informative ATV and ROHV safety information available on-line. Repeating here: The machine manufacturers associations offer online safety training programs that result in awarding of a certificate you can show off to your friends. It’s all free. There are two types of trail machine, ATV and ROHV they are defined as follows: ATV ROHV (Recreational Off Highway Vehicle) Handle bar steer Steering wheel Hand throttle & brake Foot throttle and brake Saddle Seat/backrest One or two up Side-by-side seating NA Seat belts, ROPS “Ridden” “Driven” Select your type of machine and go to these websites: for ATV go to atvsafety.org and for ROV go to rohv.org. It’s fun and informative. If you complete the program and get your certificate send a digital image of it to me at danherm@jcwifi.com and I’ll put your name in this column. Learn good things about riding your machine and get your name in the paper!

East Marina Boat Launch. Now that the East Marina parking lot has been fully paved the Maintenance crew has painted lines on the boat launch ramp to aid you in conveniently and safely launching your boat.

Trail items. The trail is open! Let’s borrow a practice from the on-highway vehicle trend; run with the headlights on, even though it’s daytime. If your ATV has a headlight system pick up the habit of turning the lights on while underway. It makes your machine much more visible through the vegetation lining the trail and highlights your presence to other vehicles when using the roadways. I do it, I hope you will too.

As the final step of wrapping up last year’s finances, an audit of the Association’s 2014 finances is currently being conducted. This year, the Association is in its second year working with the audit firm, O’Connor, Brooks and Co. In preparation for their visit, Lisa Vanderheyden prepared the audit work papers, and prepared and booked all of the year-end adjustments.

The auditors were on the property in February to perform their fieldwork, and are currently preparing all their necessary documentation. It is the intent of the LCA Audit Committee and Board to have the audit finalized by the May Board meeting.

Although we are in the early part of 2015, work on the 2016 budget is getting underway. We continue to make minor tweaks to our budget process.

The first area of the budget that will be looked at is the Fixed Asset budget.

There are two types of expenditures for the Fixed Asset budget. The fixed Jeff Howe asset replacements represent one portion of the Fixed Asset budget, and Board Treasurer consume a large portion of the Fixed Asset budget. The Staff and Committees are reviewing our existing fixed assets and the replacement schedule to determine which items will need to be replaced next year. One concern is that looking ahead a few years, we see that a number of large cost fixed assets are coming up for replacement soon, and we will need to come up with a plan for how these replacements will be funded.

The other portion of the Fixed Asset budget is used for new and/or improved fixed assets. Our Committees work together with our Staff to put together the Fixed Asset Request (FAR) forms for these improvements as part of their 5 year plans. The budget timeline calls for these FARs to be completed during May. Unfortunately, as usual, there will likely be more needs and wants than we have resources to fund, so tough choices will need to be made as we put together the budget for next year.

The Board, at our March meeting, established a preliminary number for funding the Fixed Asset portion of the budget. Normally, we would want to plan on a 4% increase in that portion of the budget, as part of the long term vision for fixed assets approved by the membership around the year 2000. However, last year as part of the budgeting process, the 2015 Fixed Asset budget had additional funds added to it in order to fund a portion dam grouting project. One of the concerns raised last year was that once that money got put into the budget, it would be there forever. Taking this feedback into account, the Board reduced the planned increase by $25,800, to account for the additional funds already added into the 2015 budget.

With the return of spring, we also have the return of Nicor. Now that the winter installation surcharge is no longer in effect, Nicor representatives are back and available for consultation for those homeowners who have not converted their homes to natural gas. I know my home heating costs were less than half of what they normally were. If you haven’t converted yet, I hope you seriously consider it. It will be worth it in the long run. GM Report Happy Spring!

It was just a few months ago when people were saying things like, “I can’t wait for spring”, and “will spring ever get here”?

Well, it’s here and it’s time to start having a little fun at Lake Carroll.

For many of you, the reason you purchased property at Lake Carroll was so you would have the opportunity to enjoy the amenities with family and friends. Whether you enjoy Mike Schmieder the Lake, the Trail, Golf, Camping, the General Manager Natural Setting, the Pools, Hunting, etc., or a combination thereof, your intention was to use it. Over the past few years I have spoken with a number of Members who ask me if the Association would consider taking their lot back. When I ask why, the first response usually received is that they no longer wish to pay the dues because they don’t use their property as much as they thought they would. So you know the Association is in the business of providing the best Recreational Community in Northern Illinois, not taking property back in hopes of selling someday. Now is a great time to start planning for your summer. I know how difficult is it to carve out multiple weekends, or a week, at a time to plan your Lake Carroll visits, but I urge you to try. I have also heard many of you tell me that you have childhood memories of spending time here at Lake Carroll. Your next visit may in fact create a childhood memory for someone, you just need to get that visit on your calendar and make it happen. Use your property, commit the time, get the most out of your dues dollar and enjoy it.

Grout Project Update: You’ve probably read, or at least heard that work on the dam is necessary and that the project will begin this spring. On Monday, May 4, 2015 Drilling Services, Inc. will began grouting the southern area of the dam near the spillway bridge. Drilling Services, Inc. is hopeful that they will be able to finish the project before the Memorial Day Weekend, but weather could potentially delay the project. The road going over the dam will be closed to all traffic beginning May 4th from the West Marina on the north to Lakeside Dr. on the south. The West Marina will be open, but only accessible from Lake Carroll Blvd. from the north. If the project is not complete by Memorial Day Weekend, the road will reopen for the three day weekend then closed on Tuesday, May 26th until the project is finished.

ATV Concerns: One of the most exciting and scenic ways to experience Lake Carroll is with an ATV on our Trail System. This is not news to the several hundred trail enthusiasts who already enjoy our trail. What may be news is that last year we had five accidents involving ATV’s, an increase from the prior the year. We’ve also had our first accident of 2015 which resulted in an injury. What’s concerning is that all of these accidents involved guests with little or no experience with these machines. All of these accidents probably could have been avoided if the drivers had a better understanding of some of the dangers involved.

In most cases the ATV’s were traveling too fast (over 30 miles per hour), hit some rough terrain, and were thrown from the ATV. Please take a few minutes this year to remind your guests that the speed limit for ATV’s is 30 MPH. You should also take time to caution them about the dangers involved with operating a motorized vehicle on our trails. It wouldn’t hurt to have them read through our ATV Rules & Regulations. Ultimately, the property owners’ responsibility for theirs and their guests actions.

Here’s to a fun-filled and safe summer season at Lake Carroll!

No Job Too Big Or Small I’m sure you have seen this in advertisements for work to be done. Here at Lake Carroll you need a permit for that.

Not all permits have a cost. If a homeowner is doing maintenance on their home, we just need to know your scope of work. If you hire a contractor, we need to know that they are licensed and have insurance.

Permits are required for landscaping too.

Barb Anderson Planting a few bushes or trees?” There have Board President been incidents of heavy trucks damaging roads. Trees planted that block the view of their neighbors. Trees removed that cause erosion and even landscape work and plantings which were installed outside of the owner’s property lines. Our A&E Rules & Regulations have rules governing all these issues. Lake Carroll is a beautiful place to live and we want to keep that way.

Our Covenants and Restrictions dictate what can be built here. When we bought property in Lake Carroll, we agreed to abide by them. We have an A&E Committee that reviews building plans to make sure they conform to these rules. Our building inspector can approve tree planting and removal and other nonstructural work. Anything else must be reviewed by the A&E Committee. This committee is working on its annual update to their rules and regs to ensure they support and enforce state and local laws. What was appropriate 40 plus years ago may not be now. When most lots were ¼ acre, structures were limited in size. These rules are still in place. Rather than get a variance, (a costly and time consuming process), the new rules can take in consideration the size of lots now.

Together we can keep Lake Carroll a great place to belong.

The Lake Carroll Board established this committee for Marketing Strategy Development that would include: coordination with Realtors, membership growth plans, identifying potential marketing regions, future auction sales, establishment of a budget, and other related topics marketing Lake Carroll.

Okay, so in my last column…I went on a nostalgic rant about having the chance to be hands on and know where your food comes from. In today’s society we are literally surrounded by Frankenfood: crossbred, insect gene spliced, hormone injected, toxic chemical laced food. Throughout Europe, the UK, the EU and Australia these new products have been banned as unfit for human consumption. These practices have created such things as BHA, Azodicarbonamide and BPA to name just a few. Some of these lovely additives are also used in making yoga mats, jet fuel, silicone and rat poison.

We ask ourselves, why the increase in cancers and allergies? Well Troy Tucker Chef/Kitchen Manager for one food allergies are reactions to proteins such as are found in dairy, nuts and wheat. Since most GMO products splice together untested proteins, it’s conceivable we might see an alarming spike in allergies like gluten intolerance. From my understanding, inserting genes into a crop’s DNA might create a few hiccups in the chain of nature! And since the FDA does not require companies to label whether its product is GMO, it’s not easy to test or track the true effects. So, I try to keep my kids away from ammonia soaked meats and overpriced fast foods. I’m not trying to be a Debbie Downer, but as a chef I take it personally when a racket on top messes with the tools we cooks work with strictly for their own financial gain with total disregard for its consumers.

So yet with another rant, you might ask, “what does this have to do with our Clubhouse?” Here is a small checklist my staff and I have worked on during the last few months: • Fryer oil changed to natural shortening • Butter alternative replaced with real butter on the line • Homemade pizza dough , pizza sauce, and in-house shredded mozzarella • Non MSG chicken & beef stock • Fresh, local, farm-fresh eggs • Fresh garlic & herbs • And a big drum roll! One of our own associates, Farmer Randy, and I are mapping out his lot for all of our produce to come in fresh all this summer • There is much more… as things are, I cannot promise to remove all of it but we can sure try.

Due to the success we have experienced at our Clubhouse and the volume of customers we are serving throughout the evening, we had to take the fried chicken off the menu on Friday and Saturday “all you can eat” nights until we can find a solution with the number of fryers we currently have. We are working on ways to better serve you and apologize for any inconvenience.

Summer is right around the corner and we want to give you the best service and food possible. Speaking of good food we want to let you know about our new deserts. Donna Lessman has created some of the best tasting cheese cakes and cakes you have ever eaten!

Our Easter Brunch was a huge success, serving over 300 guests. Our staff was really great, receiving nothing but high raves and revues and same for the food. We look forward to our Mother’s Day Brunch right around the corner and hope to see you there. Don’t forget to make your reservations, as this is a VERY popular event.

For all the golfers out there we will also be serving breakfast sandwiches in the bar. (Times may vary dependent on golf course hours of operation and patronage.)

Three Clubhouse Committee members were the first to try out the three new slot machines located by the fireplace in the bar on Friday, April 17th. Come give it try! We are trying something new at the Clubhouse in an effort to increase income and bring additional entertainment to the lake. There are 3 slot machines with a variety of games on each machine. While they do occupy part of the bar area in actuality we only lost two seats. We will give this a try and see how it works out.

Jan Golden recently informed me that she is hanging up her “reporter’s hat” to focus on her similar passion. She will continue to write with the purpose of educating, as well as entertaining, as she has done with her LCN IMAGine articles. But now her focus is on children’s books.

As some of you know, Jan is now a published author of a beautifully illustrated children’s book, “It’s a great day for pulling weeds!” and has plans in place for future writings.

Jan has contributed approximately 100…yes one hundred…submissions to the Lake Carroll News. She began her IMAGine column in Donna Beyer June 2005. Her goal was to help develop Communications Lake Carroll’s IMAGE…thus her IMAGine Director / Editor column was conceived. IMAGINE: verb; to form a mental image of something that is not present, to conceive of, dream, foresee, visualize, expect or believe”. This is as relevant to Lake Carroll today with our current marketing program as it was when Jan Jan Golden - 2006 started her column. A person or group needs to IMAGine what they want others to think of when they hear “Lake Carroll” before they can move forward with how they can achieve that goal.

To some Jan is known as “The Bird Lady,” as she is definitely passionate about our feathered friends and preserving their habitat. While birds were a frequent topic, it wasn’t a stand-alone.

She also discussed wildlife, environmental, and health issues. Jan provided ideas and resources that helped humans, animals, and our environment.

So to this volunteer who wears many hats…reporter, gardener, environmentalist, ecologist, nurse, healthcare educator, and now author, I want to personally thank her for her dedication and perseverance to providing valuable and applicable information to the Lake Carroll community and beyond for the past 10 years. I can only IMAGine how she will continue to help improve our world through educating children so they can be mindful of the choices they make in the future.

For those who would like to continue following Jan, she now writes a nature blog on her website, www.grammagoldenbooks. com. She believes she can reach more people via the internet and hopes those who read her column for the past decade will continue to find interest in what she has to offer through this new venue. Jan’s hope is the same now as it was back in 2005; that those reading her blog may incorporate positive changes in how they treat and preserve our natural surroundings.

General Manager - Monthly Board Report (BOD) - April 24, 2015

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the March 27, 2015 BOD Meeting. a. After announcing that the State of Illinois approved our Gaming License (copy attached), I was asked to look into the legality of Members playing cards in the Clubhouse, 50/50 raffles and what other rules might affect current activities held at the Clubhouse. 50/50 raffles can be held by any group as long as they obtain a County issued license for the raffle. The cost for the license is $5.00 and this requirement has existed previously. Members are welcome to play cards, domino’s, Mahjong, etc. as long as there is no illegal gambling taking place. No money, chips or any item which can be considered a chip or marker shall appear on the table while participating in these games.

The biggest single rule regarding the games is preventing anyone under the age of 21 to play, or be in the roped off area. Any appearing to be 30 years or under will be carded immediately by the Bartender, or a Supervisor. A training session with the staff was held on Friday, March 17th to discuss our procedures and policies regarding the games. b. A discussion was had requesting a clarification in the A & E Rules and Regulations regarding the expiration of Building Permits, extensions to building permits, and the fines which would be levied for violations of these time limits. Bruce Sorensen and the A & E Committee have addressed this in a revision to the existing rule book.

Enclosed in this packet is a red-lined version of the A & E R & R’s which includes numerous changes which are being recommended by the Committee. The revised version is included in the “General Reference Materials” section.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. b. As announced at the March Board Meeting, the State of Illinois approved our Video Gaming License on Wednesday, March 25, 2015. The games were delivered about a week later and they were activated for play on Thursday, April 16, 2015.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee was unable to meet in April. The Committee’s meeting is scheduled for Wednesday, May 6, 2015 at 10:00am.

4. Accounts Receivable & Front Desk: (see attachments) a. See updated 2015 dues status report which is attached.

-DPE’s collected thru 3/31/2015 – 1,814.18 -DPE’s collected thru 3/31/2014 – 1,825.82 b. Only five Ownership transfer transactions were processed between March 20 and April 17, 2015. Four of these transactions were lots and one was a home. c. Marina slip payments are currently being received at a steady rate. Payments for assigned slips are were due by February 20, 2015. The Marina lottery was held on March 7, 2015. The East

Marina is full and only ten slips remain available in the West Marina.

5. Finance & Human Resources: a. Finance: i. Financial Statements for March, 2015 have been completed and will be sent electronically to the Board prior to the April meeting. ii. Accounting System - we still have some carry over money from the initial install of the accounting system. Our current thought on this is to have them develop our “projection” report…. this is currently done by me in Excel…and is very time consuming. If we can utilize the flexibility of this new reporting system, this would help us create management reports much more quickly. Lisa is going to look into this. iii. Audit Update - the auditors were here the end of February and completed much of the field work. We still had 2 components to complete for them - Lot inventory and Fixed Assets Depreciation. These have been completed and forwarded to the Auditors. That is the first stumbling block to completing this Audit on the original time line.

A second stumbling block came when Jeremy Woolf’s wife delivered a baby boy at 28 weeks.

The baby is still in Iowa City, which has pulled Jeremy away from work. He is to contact me tomorrow and we will set up the final leg of this audit work. iv. Gaming Machines are in and live. The reporting from the State and Accel Entertainment will all be directed to Lisa. The money is deposited via ACH directly into the Operating Bank Account. Though we have still have a few questions regarding the timing of the reports and when payments should be received, Lisa and I will be in communication with Accel as we go through this for the first time. b. Human Resource: i. The Spring / Summer hiring season will soon be underway. We will be doing things a little different this year. There will be 3 different kinds of sessions - one for new employees that are employed via the temp agency (a new hire is an employee that has not been active or paid for 6 months or more), one for returning employees that are employed via the temp agency (a returning employee has worked and been paid within the last 6 months), and one for Lake Carroll Employees, both new and returning. The paperwork required for these 3 different types of employees is very different, thus, trying to do them as a mixed batch does not work. We are also not going to hold mass orientations on the Saturday that immediately precedes a payroll Monday - it puts too much burden on Joyce to process payroll and enroll all of these new employees at the same time.

6. Safety & Security: a. The new ATV for Trail has been received. The Lights, Radio and other Security accessories have been scheduled to be installed during the week of April 27, 2015.

7. Information Technology: a. I have not heard from AT & T since February when it was communicated to me that they intended to send the executed Lease Agreement.

8. Communications: a. As usual, Donna Beyer remains very busy formatting, laying out and completing numerous all of our promotional materials, the Newspaper, etc. This month I have included her report to me so that you can gain a better perspective of her contributions. Great Job Donna.

9. Facilities Management:

a. The new Bat-Wing Mower has been received and readied for the season. Our old Bat-Wing mower will be used this year to help us keep up or as a backup if repairs become necessary. Mowing of the Association property along the roadways will begin the week of April 27, 2015. b. The water was turned on to the Campground and West Marina Shower Houses. The Campground Shower House will be opened on Friday, April 24th and the West Marina will be opened in mid-May. c. The ATV trails were opened on April 3rd this year. The work we did on the trails last year stood up through winter so maintenance was minimal to open the trails for the season. Shaun has ordered some new signs for the trails that will be going up the end of April and we will continue to groom and maintain the trails as necessary throughout the summer.

10. Lake Management/Wildlife: a. The lake level as of April 17, 2015 was 737’ – 8”. 2’ 4” below pool elevation. b. Thanks to the generosity of the Yacht Club, five (5) new illuminated solar buoys were purchased this past winter. Buoys were placed in the Lake top mark the no wake area’s on April 13, 2015. The total number of illuminated buoys is currently 31. c. Joe put in a request to the USDA for the possibility of another goose charity harvest for 2015.

Joe stated that we were not sure if we would have funding at this time, but we wanted to know if it would be an option again this year. The response was not overly favorable that we could do another program in 2015, but we will continue to work with them towards that program. It will be important this spring for the goose egg oiling program volunteers to be dedicated to the oiling program to show the USDA we are doing what we can to control the goose population growth. The Steering Committee, at their February meeting discussed this matter and suggested that we solicit donation from the Lake Carroll Committee, Clubs and Members to fund this effort. An article will appear again in the April Lake Carroll News asking for donations. Through the generosity of some of our Clubs, Committee’s and Members, we now have $4,900.00 which is been pledged for this project if we are able to conduct it. d. The Dam Grouting is scheduled to begin on Monday, May 4, 2015. This project will require that the Dam be closed to traffic beginning on May 4th throughout the project. The Grouting Company believes that they can complete the project prior to the Memorial Day weekend. If the grouting project is not complete, the Lake Carroll Blvd. across the dam will be reopened on Thursday, May 21st and closed again on Tuesday, May 26 after the Memorial Day Holiday. An article will appear in the May Lake Carroll News informing the Members of the road closing. We will also advise the Membership won the Website, the weekly E-blasts and on road signage. e. As usual, I have included Joe’s complete monthly report for your review.

11. Building Inspection/Architectural & Environmental: a. No specific report 12. Golf Operations (Pro Shop): a. The Golf Course opened for play as scheduled on April 1, 2015. Rounds have been inconsistent due to the weather. b. Pro Shop merchandise has been and continues to arrive and the shop is fully stocked for the 2015 season.

c. Lake Carroll lost two Assistant Golf Professionals this off-season. Shane Stuart and Tyler Weik accepted head Professional positions at other courses and they will be missed. Jason has started training new Assistant, Jarren Heckman and remaining Assistant Mike Allspaugh. d. The new Golf Range Ball Picker was delivered and has been used several times over the past three weeks. Jason informs that the machine works extremely well.

13. Golf Maintenance: a. The maintenance crew has been working hard to clean up the course for the April 1, 2015 opening. Raking, cutting and removal of downed trees and limbs, etc. b. The Swans were moved back the pond after the ice thawed. Tim reports that the swans have built a nest and have laid eggs. c. Fertilizing and mowing of the Course began in mid-March and continues. d. Tee markers, ball washers and rakes have all been placed on the course for the season.

14. Clubhouse Operations: a. No specific report 15. Recreation Complex Operations: a. Aquatic Complex: i. The indoor pool continues to run smoothly with no maintenance issues to report. ii. Two valves were replaced the week of April 6th for the outdoor pool. One is from the pit to the main drain below the parking lots and the other is the valve that closes the pit from the pool. Both caused problems for us last season and needed to be repaired before we filled the pool again this year. We then also caulked every seam on the pool again this year. When doing this we found a tear in the seam near the slide that was definitely a cause for losing water last year. We are having that seem repaired the week of April 20th. Hopefully these repairs will make this pool season better than last year. b. Recreation: i. The Fitness Room was used 154 times between February 15th and March 15th, 2015.

Zumba classes are also currently being offered at the Lodge on Monday and Wednesday mornings. ii. Wacky Game Night took place on Saturday March 28th at the Lodge. 25 people enjoyed the upstairs game room, crafts, and light snacks. iii. The Easter Egg Hunt took place on Saturday April 4th at 11am with over 120 participants.

Crafts were enjoyed immediately following the hunt. iv. Registration forms are currently being received for the Kidz Camp and Swimming Lesson sessions scheduled for this summer. c. Ski Hill: i. Closed for the Season 16. Campground: a. The Campground area was mowed for the first time of the season the week of April 13, 2015. b. Our Fixed Asset Replacement Budget has funds to renovate nine (9) campsites this year.

We normally conduct this project in the early spring and we usually have several campers who anxious and willing to move their campers from the sites so that the work can be performed. This spring, only a few were willing to make their sites available for the work. Shaun and Karen Clark are contacting Campers with seasonal sites so that we perform all of the work to nine sites this fall.

The time is here. The bluebirds are starting their first nesting of the year. The thirty-three bluebird houses on the golf course were cleaned out from last year and already have plenty of activity going on in and around them. The bird houses will be monitored every week until the fall season approaches and records will be kept on the number of eggs laid and babies that actually fledge from the nests. All these bluebird houses were donated to Lake Carroll last year by “Bluebirds Across Nebraska”, a nonprofit organization dedicated to increasing the bluebird population in the Midwest.

If you would like to join “BAN” for a three-year membership and receive all the information you will need to raise bluebirds on your own plus a bluebird house and mounting pole, contact Tom & Jan Young at youngtjl@aol.com. The cost is $25.00 which is tax deductible and we will get you set up with a bluebird house just like the ones on the golf course and even install it for you on your property.

Last month the By-Laws Committee, Bill Comstock, Maureen Allred, Ian Keith and Merce Meyers, introduced the idea of a “Q and A” column. It came about as a result of a member asking questions about T-Areas. That led to this month’s questions on Common Use Area and the Final Plat.

Q: The term, “Common Use Area,” is new to me—not sure where it is in our documents. Is there a difference between common area and Common Use Area?

A: All common area is owned jointly by members. Some of it is restricted in use and can only be for all members, not for exclusive use by individual members or any particular group of members. These are the T-Areas or greenways. They are keyed, “Common Use Areas,” on the Final Plat. You may not have had the opportunity to see the Final Plat and its legend. The “Common Use Area” terminology in the Plat’s legend clarifies that the T-Areas are guarded against exclusive or commercial use. Other areas are designated Reserved Area (R-Area) and can be used for whatever is deemed appropriate by the Developer or Successor. For instance, the golf course parcels are labeled “R-Area,” and may be used commercially.

Q: Can you tell me more about the Final Plat?

A: In the Hierarchy of the Association’s governing documents the Final Plat, consisting of engineering drawings on sheets of Mylar, is the primary document. Following an extensive process, the Developers’ drew preliminary plats for each Section of Lake Carroll showing that Section’s lots and parcels and all other pertinent information. When completed, its final form, the Final Plat, was recorded at the Carroll County Recorder’s Office. Copies are in the Association office. Each Mylar is about the size of the colored Wendler map and each Section of Lake Carroll has several Mylars making up that Section. The Committee demonstrates the Final Plat’s bulkiness at the Candidate Orientation Workshop in August by displaying the five Mylars that make up Section 1. It takes five people to hold up that Section’s five Mylars!

Refer a New Lake Carroll Property Owner and Receive $500 Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA. Here’s how the program works: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that

I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500.

To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current Web-site. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot and a photo of the property.

We anticipate having this page available prior to February 28, 2015.

In addition to providing another person or family the opportunity to enjoy all the Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. The Association needs more Members and there are people out there who would like the benefits of Lake Carroll Membership and Ownership.

The Lake Carroll Women’s Club held its regular meeting on Thursday, April 9, 2015 at 1:00 p.m. at The Barnacopia in Polo, Illinois. President Marve Feucht called the meeting to order with thirty-two members/guests present.

The Secretary and Treasurer Reports were approved as read. Vice President Pia Molloy reminded us of our theme this year, “Make Yourself a Priority” as well as our upcoming May 14th program that will be a presentation on skin care.

Bonnie Ewing of the Ways & Means Committee updated everyone with details regarding the upcoming Derby Tea. By the printing of this edition it will have taken place on Saturday, May 2 at the Clubhouse. This was a new fundraising event which was be a splendid opportunity to contribute to local charitable groups, show off our Derby hats, mingle with friends, meet new acquaintances, sip a cup of tea, try a mint julep, check out the silent auction and simply have a great time prior to the Running of the Roses—the Kentucky Derby! Watch next month’s newspaper for an update on this event, as well as some fun photos.

After several additional committee reports were shared, the Barnacopia Tour began with owner Gary Bocker giving the ladies a walking/talking presentation of the many artifacts.

Barnacopia is the dream come true for Gary & Judy Bocker of Polo, Illinois. They started building the peg-built structure in November 2011 and opened for their grandson’s wedding reception on June 1, 2013. The building features 3 levels of unique antique tractors, cars and much more. The 1953 Ford on the 2nd level is the first car Gary drove at 12 years of age.

Barnacopia also offers a beautiful Bed & Breakfast Getaway featuring 2 different rooms to choose from, along with a fun 50’s—60’s Diner and ice cream parlor. This was definitely a unique and fun way to mix and mingle with our friends in Lake Carroll—at The Barnacopia!

Our next business meeting will be Thursday, May 14th at 1:00 p.m. at the Lodge in Lake Carroll. Please join us. Hope to see you there—and bring your friends!

Whether you are a boater, a shoreline homeowner, or a fisherman, we need your help in locating a new invasive plant, the brittle naiad. To assist you, we’ve attached a couple of pictures of what we’re describing.

Joe Rush Lake Manager If you come across this plant anytime between now and October, please notify us with EXACTLY where you are finding the plant (Section and lot number). If possible, email us a photo of the plant. Our intention is to carry out an aggressive treatment program in an attempt to eradicate the plant or, at a minimum, reduce the spread. This plant was located last year and the treatments that were applied appeared to be fairly effective in reducing its density. But for us to really be effective, we need to understand all areas it’s actively growing. The sooner you can notify us, the better opportunity we have to minimize its spread.

We will be conducting our own surveys throughout the year as well, however, with the help of our members to notify us where they are seeing it, and when, we’ll be better equipped to manage.

This plant has proven to be very effective at distributing around the lake. Small fragments of the plant that are cut by boat props or people raking vegetation around their docks can drift away and re-root.

DAM GROUTING By the time you get this paper you have probably already seen e-blasts and signage about the closure of the road across the dam. Starting May 4th, we will be conducting a grouting program on our dam.

It is anticipated that the project will be completed by Memorial Day weekend, however if they have not completed, the road will be opened for the holiday weekend (Friday-Monday). This program is not required for integrity or concern for the dam, but rather to reduce the flow of water around the dam, through the abutments. By grouting, we anticipate a reduction in the amount of water that goes around the dam, in turn retaining water IN the lake. It is anticipated that this will assist with the lower water levels during the dryer months of the year. While grouting does not guarantee the water will be reduced, historical grouting programs have been successful and reduced seepage by nearly 50% at our monitoring structures. We are hopeful for similar results during this project.

FISHERIES Many of you may now be aware of the changes to the creel limits at Lake Carroll. Lake Carroll continues to be an excellent fishery, and would probably rival as the best smallmouth fishery in Illinois!

Some of the changes to the fishery for 2015 include allowing anglers a larger daily limit on some species as well as opening closed limits on others. The yellow perch fishery has come along very well, and anglers are now allowed a limit of 4 perch over 10” in length. The white bass fishery has grown quite large and size limits have been removed and creel limit numbers have been increased to 15 per day. By reducing the numbers of white bass in the lake, we open available forage to other species, like largemouth bass, to help them grow. The walleye slot limit, allowing fish to be kept between 16” and 22”, remains and the creel limit is now 3 fish within the slot per day. Along with this, if you have a walleye over 26” that you’d like to keep as a trophy, you can substitute that fish for one of your daily creel limit of 3 fish. For example, you could keep 3 fish between 16 and 22 inches, or you could keep 2 between 16 and 22 inches and one OVER 26 inches in length.

However, only 1 per day would be allowed over 26 inches.

We are excited about our fishery and the direction it is going, and we will continue to monitor the fish populations and growth rates and make stocking and creel limit adjustments as needed. We appreciate the support our members have provided to the management team and the Fish Replenishment Committee as we work towards making this the best fishery it can be.

We also stocked 20,000 red ear sunfish again in 2015 as a test program towards zebra mussel control.

We ask that you pay close attention to any panfish you catch, and release ALL red ear back so they can continue working towards the zebra mussel control. Red ear are similar in appearance to bluegill. All creel limit signs and cards have a color picture so that you can compare and be sure you are releasing them. Along with this, if you DO catch red ear, please get length measurements, photograph the fish, and email it to our lake manager at jrush@golakecarroll.com . By doing this, it helps us to better track the growth and recruitment of red ear that is occurring. We request the photograph so that we can positively identify the fish as a red ear.

We have the remainder of the stocking scheduled to take place in the fall and the species we are scheduled to stock are walleye (purchased fish and fish from the hatchery), yellow perch, and muskie.

We are stocking these fish in the fall so that we can survey natural recruitment from the lake before the stocked fish are put in.

As we move into the summer activities, we hope everyone enjoys the activities at lake and the natural resources of Lake Carroll.

Proper Boat Mooring – It’s IMPORTANT! Shaun Nordie

The calendar says boating season has begun, but I am not sure the temperatures agree completely. People are definitely anxious to get their boats out on the water and the marinas are filling up. This month I am going to repeat our information on the proper way to moor your boat to avoid damage to your boat, your neighbor’s boat and the docks themselves. I have included some pictures to illustrate good and bad practices of tying up your boat.

When the wind blows on the lake – and it almost always does – the waves start and the boats begin to rock, if you do not have your boat properly tied up damage is most likely to occur. There are three points to tie your boat off at on each docking slip. You should be using all thee along with bumpers to protect your boat and the docks. LCA has rubber edging on the docks, but when a boat is constantly rubbing or bumping these, the dock edging gets damaged or destroyed.

As a general rule, the length of the bow and stern lines should equal two-thirds of the boat’s overall length. Spring lines should be slightly longer, approximately the same length as your boat. Spring lines keep the boat tightly near the dock by preventing it from moving fore and aft, while allowing for the rise and fall of the tide. Unless your boat is unusually heavy or will be subjected to severe conditions a bow line, stern line, and two spring lines are recommended. If your private slip has outboard pilings, as well, you will need additional bow and stern lines.

When choosing line for your boat, remember that 12-strand (mega braid or Braid) line is not as strong as double braid line and colored line is not as strong as white line. Different braids have different attributes and tensile strengths can vary as much as 15%. Make your choice accordingly. We recommend using nylon rope for dock and mooring lines; the stretch characteristics of nylon absorb shock and will resist damaging cleats on your boat and the dock. Nylon is available in a 3-strand or twisted line, 8-strand, 12-strand or Mega Braid and in a double braid or yacht braid.

If one of the local marinas is putting your boat into the lake for you, confirm that they are checking your mooring ropes and buoys to make sure they are in good condition. You should also do a visual inspection each time you use your boat.

Fish Tales

The Fishing Club members and guests enjoyed our first weekend potluck meeting Saturday, April 11th. Our intention was to try to include members and guests who could not make our usual Wednesday potluck meetings, and by our increased attendance of approximately 75 I believe it worked. We are hoping to add additional weekend meetings during the year to include as many members as possible. After our terrific meal our meeting was called to order at 6:58pm. by President Bill Comstock. Tom Young started us off with the Pledge of Allegiance after which Don and Mary Ann Marrone were introduced as new members.

Mitch Feucht provided our treasurer’s report which was accepted by the members. Mitch reported we have 139 members to date.

Bill Comstock informed the members that our annual setting the nets to collect walleye for the Hatchery was in progress and that from March 30th to April 4th we have collected 779,000 fertilized eggs which Hatchmaster Fred Reddies is tending at the Hatchery. Bill mentioned that we would like to schedule volunteers to man the shocking boat to add to the walleye numbers collected. We have sign-up sheets at the Hatchery for those interested in helping out. The temporary bladder fix at fawn pond seems to be holding to Tim Throop’s delight and our relief. Our intention is to split our walleye hatchlings between the pond and the lake this year not only to test the pond, but insure some our work will survive. We are going to schedule adding alfalfa to fawn pond to increase the plankton growth for the walleye hatchlings for the next few weeks.

Our first open house at the Hatchery was Sunday April 12th. The second, on April 19th.

Our Annual Kids Fishing Derby will be on June 20th. Please mark your calendar as the kids and adults really seem to have a great time at this event. Hope to see you there.

June 27th will be our Fishing 101 Class. Two classes are being offered: 9am-11am for the 18 and older group and 1pm-3pm for 12-17 yrs. Basic knot tying and fishing techniques will be covered by Fred Reddies and Roman Cirignani. Very useful basic information to learn or refresh your knowledge.

The Fishing Club golf outing is scheduled for September 19th. Always a great time. Mark the calendar. Hope to see you there.

We have about 60 Christmas trees we will sink in the lake for structure sometime in May. We will publish the date when confirmed.

President Comstock brought up the possibility of the Fishing Club contributing to the fund for the goose round up this year. The FC board wants to ask the members if they are willing to commit the $500 to the Association effort to round up geese this year. Bill stated that in his informal survey about 50% were in favor. The FC board will discuss this at the board meeting and ask the members to vote at the next potluck. It seems most of the FC board members are in favor of the program, but the members must approve the expenditure. Our Lake Carroll General Manager Mike Schmieder and his family were in attendance at the meeting and Mike informed the members that this year’s goose round up expenses were not included in the lean budget, which is why the donations are needed if we wish to continue.

He also wanted to express how the goose population was affecting the health of our lake and that all efforts to decrease the population should be supported. The round up is by state permit which has been applied for. If the permit is not granted Mike stated funds donated by the clubs would be returned.

Motion was made to adjourn and seconded at 7:40pm.

We had three winners on the 50-50 drawing. Jo Anne Borysiewicz $40.00, Diane Schipkowski $35.00 and Joan Frey $25.00.

Our next pot luck will be on Wednesday May 13th at 6pm. Hope you can join us!

1. Lake Carroll Rules and Regulations: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.

2. Entrance Fee and Payouts: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament.

3. Mandatory Pre-Tournament meeting: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat. All tournament participants are required to attend the pre-tournament meeting.

4. Tournament Start Time: The tournament will start when the pre-tournament meeting has concluded.

5. Tournament End Time: A team’s boat must be inside the West Marina’s no-wake buoys prior to tournament end time as specified during the pre-tournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.

6. Take-off Rules: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pre-tournament meeting. Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area. By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pre-tournament meeting.) The take-off boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the take-off boat, each boat may take-off in single file after idling past the take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. No boat can exceed the lake speed limit of 40 mph. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.

7. Live-well Inspection: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before take-off. Any boat without a working live-well will not be permitted to fish the tournament.

8. Limits and Minimum Size: Each team is allowed to weigh-in any combination of five live largemouth and/or smallmouth bass measuring no less than 14 inches in length when measured with a tightly closed mouth. Dead fish do not count. At no time during a tournament should a tournament participant boat have more than six fish in their livewell. Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.

9. Courtesy Bump: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement.

Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board. Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish. Any team bringing a short fish to the scales without a courtesy bump will be disqualified.

10. Weigh-in Procedures: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their live well to the scales with a bag provided by Lake Carroll. These bags are located next to the weigh-in scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.

11. Live Bait: Live bait not permitted 12. Three Lot Courtesy Rule: Any angler moving into a new spot should allow an angler already in that spot a minimum of 500 feet of space (the rough equivalent of three average sized Lake Carroll lots.)

Free Fishing Seminar for Beginners Sponsored by Lake Carroll Fishing Club Are you or your child or grandchild interested in fishing but not sure what to do? Like all sports, having someone to teach you the basics is often all that you need to get started. One of the primary purposes of the Lake Carrol Fishing Club is to promote fishing in the Lake Carroll community. For this reason, the Fishing Club is sponsoring a Free Fishing Seminar for beginners on June 27th.

Jim Mance and Fred Reddies will teach fishing basics, including how to tie fishing knots and set up a slip bobber to catch almost any type of fish in Lake Carroll. There will be two classes held at the Plumtree Lodge on June 27th starting with a morning class from 9am to 11am for anglers 18 years of age and older. The second class will be held from 1PM to 3PM and will be for boys and girls age 12-17 years old. Class size for each is limited to 25 people to ensure an individualized approach to teaching.

All you are asked to bring is a single fishing pole and a reel with line on it. You should NOT bring hooks, lures, scissors, or knives of any kind, as all you will need for class will be provided by the Fishing Club.

New State law regarding Safety Flags for Watercraft Michael Schmieder, General Manager Luke Fossett, Security Supervisor Attention All Watercraft Owners: The State of Illinois has implemented a new law regarding the display of safety flags for watercraft who are towing skiers, tubers, wake boarders, etc. This new law is effective immediately and requires your attention.

“The operator of any watercraft that is towing a person or persons shall display on the watercraft a bright or brilliant orange flag measuring not less than 12 inches per side. The flag shall be displayed at the highest point of the area surrounding the boat’s helm as to be visible from all directions, continuously, while the person or persons being towed depart the boat in preparation for towing and until reentry into the boat when the activity has ceased. Display of the flag for purposes other than the activity described in this section is prohibited.” 625 ICSC 45/5-14.

Several years ago, Lake Carroll mandated the use of an orange skier down flag to be displayed only when a person being towed, went down. State laws supersede our Rules and Regulations and Lake Carroll watercraft will be required to display the flag at all times when towing a person. The new law is concerning in that it alerts other boaters that you may be towing a person but does not alert them when a person has fallen and is no longer being towed by the boat. The Lake Carroll Safety Committee discussed this matter at length at their March 14, 2015 meeting.

While the new State law must be enforced, the Lake Carroll Skier Down Flag rule will remain unchanged.

Therefore, by State law, all watercraft towing a person or persons shall display a flag throughout the duration of the towing activity. Additionally, you will be required to raise and wave a skier down flag as you have in the past when a person or persons being towed has fallen into the water. Doing so is the only way to differentiate between towing a person and having someone in the water who may be dangerously vulnerable to other boats in the area.

An example of concern would be towing two people on one tube and having one person fall off. The State law requires one flag being displayed at all times but offers no distinction or warning to others that another person is in the water and no longer attached to the moving boat.

Our Security Department has ordered orange flags which will be compliant with the new State law that can be attached to the windshield of your watercraft. These flags will be available for purchase at the LCA Office, as well as the West Marina Concession.

We have been very fortunate that we have had no serious injuries involving a person in the water and moving watercraft. The reason we have been so fortunate is due to the cooperation of all Lake Carroll watercraft owners, the diligent use of the orange colored safety flags and the practice of safe boating technics.

Thank you for helping to make Lake Carroll the safe lake that it is.

A message from Neighborhood Watch...

New signage is being displayed at the Lodge and Clubhouse – “LAKE CARROLL EMERGENCY SHELTER LOWER LEVEL.” The Lodge is the emergency location for those staying at the Campground. Security will continue their emergency notification by driving through the campground. We just wanted to call attention to this since we have entered into the time of year where severe storms can develop. Anyone out and about can use these locations in the event that conditions warrant immediate shelter. A side note: The Safety Committee is investigating early notification sirens. The trail is open!

Wanna bet? The first event of the Trail Club season will be the Poker Run, June 13, 10:00am at the Lodge. This popular event continues with competition, prizes, snacks and camaraderie with fellow trail enthusiasts. For more information see the display ad else where in this paper. Don’t miss it!

If you have friends who are Association members but are not acquainted with the trail, encourage them to take advantage of the Free Trail Rides event July 18. You know from your experience they will enjoy it. This event is intended to introduce members to what our Trail System can offer their family.

Got a winch? You may have a winch on your trail machine to pull your buddy out of a mudhole, pulling tree stumps at home, or just because it looks cool. Operating the winch seems straightforward, but there are techniques to improve the success of the pull and safety precautions that can avoid you or bystanders getting hurt. The Trail Club is considering a demonstration session to help you learn what you need to know about winch operation. If you are interested in this informative session, please let us know by contacting Dan Herman at danherm@jcwifi.com or Matt Ripplinger at mripplinger@broadmooragency.com.

The State of Illinois remains silent on the short-lived proposal to impart an off-highway machine registration sticker (read tax). The delay has been attributed to establishment of a recreational trail system for ATVs, etc. which would be nice since currently there is none.

The golf season will be in full swing in May and will be the start of a very busy golf season. All of the leagues will be kicking off during the month of May, including the Friday Morning Scramble, which will begin on May 1st and will have a starting time of 9am for the first few weeks, then switching to 8am on the 15th. Sign-ups are in the Pro Shop for this very fun event.

- May 16th Lake Carroll is hosting the 4th Breast Cancer event “Save the Boobies”, this event has a 1pm Shotgun start.

- On May 9th we are holding our Mother’s Day Alternate Shot, Jason Hill everyone is encouraged to play in this event, not just “mothers.”

PGA Golf Professional Bring guests or the whole family; this is a fun event is for all.

- We are again having a Manufacturers Demo, but we will only be having it one day only on Sunday May 24th with Nike, Cleveland, Srixon, Callaway, TaylorMade, PING, Adams, Mizuno and Cobra from 10am-2pm. They will have all of their current stock of products for you to try and they will fit you to get the right fit for your swing. We will be having special pricing on some of the products that they are offering for that day.

- We will continue to offer lessons for all levels of golfer, including juniors, average, advanced, seniors, couples and groups. The j2015 Lesson Brochure is available in the Pro Shop, or you can be found elsewhere in this month’s paper to cut it out and save. We also have a full Junior Golf Camp schedule with 3 week long sessions and 1 Junior Golf Tournament, a list of dates for the Junior program is included with this article along with a list of upcoming events.

New officers of the 2015 Lake Carroll Ladies Golf League welcomed members to the organizational meeting and registration night on Wednesday, May 8. Serving as president is Tracey DeCrane, with Gail Mitchell as vice president, Marve Feucht as secretary and Barb Anderson as treasurer. The division representatives are Kathy Young – 18 hole, Sue Lamoreaux – 9 hole PM, and Toni Knackstedt and Barb Hevrin – 9 hole AM. The first official day of golf is Wednesday, May 6, and continues on Wednesdays throughout the summer. Here are a few dates to mark on you calendar: June 3 1st Fun Night (guests welcome) July 1 Red, White and Blue Scramble July 15 Invitational (guests welcome) August 5 Charity Night (guests welcome) August 12 “Big Break” event Sept 16 Final Fun Night In addition to league play, which we are always looking for new members, there is the Senior Traveling Team, organized by Cathy Porzel. Ladies interested in playing other area courses on Mondays can sign up weekly on the bulletin board in the Clubhouse.

With the return of hundreds of Canada Geese with two things on their mind: 1.) To become resident Geese and never leave and, 2.)

Have as many little Geese as possible. Our Goose population has been, and continues to be, a huge problem for Lake Carroll. Grassy, gently sloping terrain leading to water is the ideal habitat for the Geese and Lake Carroll offers it in abundance. We are exactly what the Geese are looking for.

Over the years the problem has gotten worse. The biggest problem Mike Schmieder they cause is the mess they leave behind. They mainly eat grass, General Manager which has little nutritional value and to compensate, they need to eat a lot of it. Docks, swim platforms, boats, decks, and patios become littered with the droppings and what you don’t see can hurt you. Tons of this material is deposited into our lake each year and it’s not healthy for the fish or for us.

Last year, working with the IDNR and the USDA, we held a Charity Goose Round-Up. Approximately 130 Geese were gathered and humanely transported to a food processing center to be converted into food products that were ultimately donated to area food banks.

It was a very successful effort and reduced the Goose population here at the Lake. This, however, is not a “one and done” process and should be looked at along the lines of routine maintenance, if we wish to keep the problem under control.

We are addressing this with a two-pronged approach, addling the eggs in the spring (see below) which reduces the number of hatchlings and, the Goose Round-Up. Last year we were very fortunate to have a Lake Carroll Member donate the funds necessary to carry out the round-up. The cost to remove, transport and harvest the animals is approximately $30 per goose. At a recent Steering Committee Meeting, someone asked if we were planning on another round-up this year. The answer was “no” because we did not budget the $3,000 $5,000 that would be needed to fund it in the 2015 Budget. The Steering Committee will be making a recommendation to the Board that we budget for future round-ups on an annual or semi-annual basis in the future. If we would like to conduct a round-up this year however, we need donations to make it happen.

The Lake Carroll Committees and Clubs have recently been asked if they would like to make a contribution to help fund a Goose Round-Up in 2015. We’re also asking the Membership to consider giving towards the effort. If you wish to make a donation for the 2015 Goose Round-Up, please contact me at 815-493-2552 at ext. #12.

The Lake and Wildlife Committees have once again volunteered to assist LCA with our annual “egg addling” work to help diminish the amount of new Canada geese at Lake Carroll. Egg addling is a common measure taken for many private lakes like ours who have an over- population of geese. Addling is applying a light coat of mineral oil to the eggs and has no adverse effects on the adult geese. Though the Goose and the Gander will continue to maintain this nest during the incubation period, these eggs will not hatch.

We are asking all Property Owners to assist us in locating the nests. The geese will be laying their eggs in mid-to-late April. If the nests are on your property, we will need your permission to enter the property, usually from the lakeside, to complete the process which takes only minutes.

If you know you have a nest with eggs, please call Arlene Gries at 815-493-2552 ext 15 with your section and lot number, and the location of the nest. The LCA office can also provide you with small, colored (utility type) flags which we ask you to place in close proximity of the nest. This will be of great help to the brave volunteers who will be spraying the eggs.

Primary LCA Member’s dependent children 5-24 years of age are required to have new photos for their 2015 LCA ID cards. Our current program has been in effect since 2007 – that’s 8 years; many of those kids look nothing like their photo on file.

PLEASE NOTE: Current cards for dependent children 5-24 years of age will be deactivated on May 1, 2015 unless a new photo has been put on file. If your dependent children’s ID photos are not new or updated in 2014 or 2015, you MUST submit new photos. Updated photos must be received no later than March 30, 2015 to ensure processing prior to the deactivation date. Photos received after March 30, 2015, will be processed as time allows.

We need a clear head & shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted. The preferred method to receive photos is to email your photos to photoid@golakecarroll.com. Be sure to identify your section/lot, child’s name, and date of birth for each photo submitted.

If you don’t have the option to email, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. Depending on the customer load at the time you are in the office, your new ID cards may be mailed at a later date.

In the finals, Lexi made 8 of 15 shot and was nudged out by Lexi Steele, a sophomore from Carlyle, IL who made 9.

4-H FORECAST

By Leanne Rahn, Carroll County Program Coordinator 4-H Summer Camp: More than just a camp!

4-H camp is where boys and girls ages 8-15 come to LOMC to live and play for almost a week. Campers are assigned to retreat villages where they live with other campers their own age and sex. Each retreat village is supervised by extensively trained and screed high school and college age 4-H councilors – many of whom are past campers and 4-H members.

Additionally, the LOMC staff, and at least one adult University of Illinois Extension representative, oversees the entire time they are present. During camp week, campers are assigned to a pack consisting of campers of all ages. At times throughout the week, these packs compete against each other in fun competitions and activities.

Each day is divided up into early morning activities, two or three open choice activity periods, and evening camp wide activities. These activities are planned and conducted cooperatively by camp staff and Extension. Early morning activities are held for campers who like to get up early, even before the normal 7 am wake-up call. Typical actives include; swimming, water volleyball, arts and crafts, field games, nature hikes, canoeing, archery, camping skills, team building, fishing and more!

There are a variety of evening and special activities. The LOMC staff and 4-H Councilors plan and carryout these super fun activities. These activities include; Campfire, camp dance, recreational challenges, game night, zip-lining, and scavenger hunts.

Who can attend 4-H Camp? You do not have to be a current member of 4-H to attend camp. However, all campers and families accept the responsibility of following the high levels of personal behavior and expectations that are asked of all 4-H’ers. So, please invite your friends.

The LOMC staff is certified in First Aid, CPR, and life Guarding. There is a qualified First Ad person on-call at camp at all times. Campers choose their activities, but their whereabouts are known and checked at all times. If there is any illness, accident, or problem, the family is contacted immediately. Except in emergency situations, campers and councilors are not allowed to make or receive phone calls.

Four different themed camps will be offered this summer. During the Creative Clover camp, youth will spend their mornings making art from all types of mediums including, clay, wood, leather, nature, chalk, carbon, and pigment. Youth will be creative with paper mache, wire and duct tape.

At the DIY @ Home camp, cooking, sewing and crafting are combined into a do-ityourself camp for everyone to enjoy. Youth will stir up some kitchen goodies while practicing some recipes. They will enjoy the meals they created while also creating some fun take home crafts like lip balm, candles, lotions, stepping stones and a sewing project. Some fun kitchen science projects of bubble gum and slime will top off the activities.

Boulders Bugs & Beyond camp will teach youth about different types of insects and wildlife. They will learn all about earthquakes, volcanoes, rocks and fossils. Youth will investigate weather systems while making some homemade tornadoes and rainmakers.

During the Clover Detective camp, youth will learn how to become the best clover detective using spy kits, invisible ink, fingerprinting and DNA extraction. They will test their skills by solving crimes!

HCC Adult Education ESL seeks students and volunteers State Bank announces Three-Year Sponsorship of Highland’s Postsecondary Ag Students (PAS) Chapter FREEPORT — State Bank and the Highland Community College Foundation are pleased to announce State Bank’s pledge to sponsor the HCC Agriculture Club’s participation in Postsecondary Agriculture Students (PAS) events for the next three academic years, beginning in Fall 2015.

Mary Hartman, bank president, states, “Our board is very interested in supporting the local agriculture community, particularly its next generation of leaders. We feel Highland is making great strides lately to update its ag curriculum, develop students’ leadership skills, and re-engage community partners.”

PAS holds two regional competitions in Illinois each year, and an annual national conference in the spring. This organization provides excellent opportunities for students to develop broader skills, such as leadership, analytical, and public speaking/communication skills — abilities which will serve them well, no matter which specific agriculture career path they may choose.

New agriculture instructor and club sponsor Justin Ebert has already begun cultivating a new vision of agriculture education at Highland, and one aspect of this vision is having an active Ag Club which participates in Postsecondary Ag Students events. In fact, in February, the fledging club took part in the PAS state competition held in Quincy, and some of them placed in their events.

“These students represented HCC very well,” said Ebert. “I hope that their success will spark some interest for other students to participate in PAS activities in the future. We are very grateful to State Bank for their support of Ag Club’s involvement in PAS, because we know what a learning experience it can provide for our students.”

The agriculture program at Highland Community College is currently in a period of transition since the hiring of Ebert last summer. Justin brings to HCC several years of personal experience as a farmer and 14 years as an agriculture educator, mostly at Oregon High School.

The AG Club’s primary objectives are to encourage leadership and fellowship among students with an interest in agriculture. The Highland AG Club participates in state and national post-secondary agriculture competitions, promote the agriculture industry within the Highland community, attend several agriculture related conferences and exhibitions, as well as provide community outreach to local agriculturally-oriented youth groups such as FFA. Any student with an interest in agriculture is welcome to join the Highland AG Club. State Bank sponsors the Ag Club’s participation in Postsecondary Agriculture Students (PAS) events.

HCC Foundation hosts 2015 Leadership Golf Outing FREEPORT — The 19th Annual Highland Leadership Golf outing will be hosted by the Highland Community College Foundation on Monday, June 1 at the Freeport Country Club.

The annual golf outing, which supports Highland’s leadership programs in Stephenson and Jo Daviess counties, will begin with check-in at 11 a.m. and a brat and burger lunch buffet at 11:30 a.m. Shotgun start is at 12:30 p.m.

There will be beverages and special treats on the course. Heavy hors d’oeuvres begin at 6 p.m., followed by great fellowship, a silent and live auction, and numerous quality golfrelated and other prizes. Fee for golf, cart and all the above is $150 per person.

FREEPORT — Volunteer tutors facilitate an English as a Second Language (ESL) Group on Monday evenings at Highland. The purpose of the group is to allow adult learners whose first language is not English to participate in English conversation and pronunciation in an interactive, informal, no-pressure setting, using games and group activities.

Esther Mayer, coordinator of volunteer services, said, “We offer an opportunity for nonnative English speakers to come to Highland to see what a class is like to improve their English speaking, reading and writing skills. We know there are people in our community who can benefit, who are not in our classes.”

Pam Watter and Wendy Kundert are volunteer tutors for the English as a Second Language Group. Both women said they got involved with volunteering their time to help others succeed. “I had worked with mentoring younger students, but I wanted to work with adults and give back to my community. I learn as much from them, as they do by learning English,” Watter said. “It’s about giving them a forum to learn and speak English in a non-stressful way.”
