When we started down the road to have natural gas installed at Lake Carroll, there were a lot of people that thought it would never happen. When our past president, John Grotto, asked me to look into getting it started, I was very surprised. He was very optimistic and looking forward to the day we all would enjoy the comfort of having natural gas. Well it’s here and moving forward. I can only say, “Thanks, John”. The project has been moving well thanks to the help from many, especially Mike Schmieder, Shaun Nordlie, and Lee Harbison.

I would also like to point out the professionalism in which Nicor and NPL have performed. They have not only worked through some tuff weather, they have maintained a rigorous schedule. Throughout this project they have been especially mindful of our property, weather it’s LCA public or individual homeowners, there efforts to preserve the environment and return the sites to their original condition or better has been fantastic. Both Nicor and NPL have a very stringent GREEN POLICY to which they adhere to. I am sure all of you having seen it in areas throughout the lake, and then there

are areas were you see nothing, but the gas piping is there!

As you can see by our photos, John is still very involved and interested in what is going on. He and Mike were very concerned when we hit a hard rock condition at the bridge on Zier Rd. Thanks to the Nicor and NPL people, they had the expertise to understand just what needed to be done. Believe me they were not going to take any short cuts and endanger our Lake. The boring was stopped and the right equipment was brought in. A new recycle truck (Green in picture) was used to prevent any contaminated water from entering the lake. The boring machine and trucks were enclosed with silt protection, as can be seen. Other equipment present were the containment boxes and vacuum trucks that were standing by in case of a spill. This entire operation was completed without any incidents, and today you can’t tell anyone work there.

Thanks Nicor and NPL for keeping our environment and our Lake clean. I have to say, you’re truly very professional in your work and your attitude.

GM Report

Update regarding the new AT & T Cellular Tower: For quite some time now, you have probably heard that AT & T plans on constructing a new cell tower here at Lake Carroll. While discussions have been ongoing for nearly two years, I am glad to report that those discussions are nearing an end and the land lease agreement between the two parties should be finalized, hopefully by the time you read this article in July.

I know that for many of you who use AT & T, receiving a good signal while here at the Lake has been difficult and frustrating, and that the new tower couldn’t be here soon enough. Currently, AT & T has their equipment on a 90’ wooden pole near the west marina. The proposed new site is approximately 1500’ northwest of current site, near the maintenance building.

The plans for the new tower have already been reviewed and approved by Mike Schmieder our A & E Committee and the new tower will be 190’ feet tall offering much improved signal strength throughout the Lake and it will include 4G service.

General Manager The original target date for the construction of the tower was the spring or summer of 2014 and it had been agreed upon that once AT & T abandoned the old site, they would leave the 90’ wooden pole for the Association to use in the future to house a weather alert siren. Late last fall however, AT & T sold approximately 8,000 of their towers throughout the country to a cell tower management company by the name of Crown Castle. The site near the west marina was accidently included in the 8,000 site portfolio. AT & T contacted Crown Castle to inform them that the sale of this site was an error and that they planned on constructing a new tower which would render the old tower obsolete to any potential cellular sub-tenants. AT & T and Crown Castle then entered several months of discussions over who has the right to construct the new tower. In the end, Crown Castle decided to keep the 90’ tower at the west marina and allow AT & T to construct the new tower at the maintenance building. In the process, Crown Castle will lose its only tenant, AT & T once the construction is complete. This created another problem. We were promised a 90’ wooden pole for our future use but as it has been since sold, that promise couldn’t be kept. Recently, AT & T has reached out to us with an offer to make good on that promise by providing and installing a wooden pole, at their cost, at a location to be determined by the Association.

Additionally, AT & T and the Association have agreed on the terms of the Land Lease Agreement which will commence on October 1, 2014. At & T has yet to provide a firm construction date but has informed that they hope to begin between October 1, 2014 and January 1, 2015. The typical construction time frame for these types of towers is usually 45 days.

I’d like to thank everyone for their patience during this long process and hope my explanation at least offers some explanation for time it has taken to get to this point.

OFFICE HOURS – JULY 4th HOLIDAY As was published in the June issue of the LC News, the Association Office will be closed Friday, July 4th, 2014.

RULES & REGULATIONS The current copy of the Rules & Regulations is available at the Front Desk or may be accessed through the official LCA website: www.golakecarroll.com. Click on Resources>Document Library>MembershipGeneral Info> or Resources>Governing Documents>#9 & #10. At this point you may view Association Rules & Regulations, A&E Building Regulations and other membership documents that are available. If you have questions, please call the Office.

ASSOCIATION DUES All Association dues, assessments and fees must be current to be eligible to use the Lake Carroll amenities. Photo ID Membership cards must be presented at the Golf Course, Swimming Pool, Campground, Ski Hill, etc.

If you are paying your Association dues on a quarterly basis, the 1st & 2nd installments must be paid to use the amenities. Third Quarter Payments will be due by July 31, 2014. Quarterly bills will be sent the last week of June. Bills for the May 2014 mowing will also be sent during this time period. They will also be due on July 31, 2014.

INFORMATION SHEETS New owner packets are sent to our new property owners upon receipt of a copy of the recorded deed, which should be accompanied by the transfer fees (seller is responsible for $125 & the transfer reserve fee of $375 is to be paid by the purchaser) and any other outstanding dues or fees. A 2014 Information Sheet is included with this mailing. This form must be completed and returned to the Association Office. Photos are needed for the Amenity photo ID cards. Decals and guest passes will be processed when we have your information. All vehicles belonging to the property owner and used at Lake Carroll must have a current Association decal displayed. Also, be sure to provide the required registrations and proof of insurance on vehicles, watercraft, ATV’s, golf carts and snowmobiles.

If you have questions concerning vehicle registration, please call our Office at 815-493-2552 ext 10 or ext 20.

HOMEOWNER ADDRESSES As we have previously stated, PLEASE inform the Association Office at 815-493-2552 x14 as soon as you become a full-time resident so we may update our address & phone information. All lot owners are requested to forward all contact information (address whenever you change locations or changes to your email addresses or phone numbers (primary and/or cell). Your cooperation is appreciated.

PHOTO ID MEMBERSHIP CARDS Thanks to all owners who have already had their pictures taken for the Lake Carroll membership cards.

Please take the time to stop by the office this summer and have this done. It only takes a small amount of time.

Younger children who have had their cards for more than a couple years should be resubmitted to photoid@golakecarroll.com or re-taken at the Office for new cards.

Please remember, photos for ID’s must be a clear head and shoulder shot with the subject facing the camera and full head features (face and hair) are visible. No hats or sunglasses accepted. We will not accept scans or copies of other ID’s that contain holograms.

The Front Desk is available to take your picture(s) Monday through Saturday between the hours of 9:00AM & 3:00 PM. MARINA CONCESSION INVOICING PROCEDURES These procedures are included in the 2014 Rules & Regulations booklet on page 24. g. A current Visa/ MasterCard form must be on file at the Association Office authorizing the use of your card for marina concession purchases. Payments of Marina concession invoices are due within 15 days of purchase. Bills will not be sent. If no payment is received at the Association Office within the 15-day timeframe, the amount due will be processed with the Visa/Master Card information on file.

If no payment is made within the 15-day timeframe and there is NO Visa/MasterCard on file, the Association may curtail your privilege of utilizing this method of payment at the Marina. Questions regarding this procedure may be directed to the Front Desk, 815-493-2552 x20.

You may also pay for your marina concession purchases at the time of sale with cash, check, or you may use your Visa, Master, Discover, or American Express cards.

WATERCRAFT REGISTRATION CARDS There are approximately 367 registered watercraft at Lake Carroll that have a 6/30/2014 expiration date with the IDNR. The Department of Natural Resources does not send out watercraft renewal notices this year. It is your responsibility to make sure your watercraft is current. Please refer to the article on page 5B regarding renewal information and links to register online. When you receive your new state of IL logo, you will also receive your new Watercraft Registration card which will have a new expiration date of 6/30/2017. This card is approximately 3”x 5”. The Association office must have a copy of this card on file. Please take the time to bring it to the office (we will copy it) or email a copy to us so we may update your records (be sure it is clearly legible). You will not receive your watercraft decal next year until we have a copy. Provide it now before you file it away & forget where you put it.

There are approximately 125 additional registered watercraft that have applied for, or in a few cases reapplied for, registration with the State of IL. We have your applications for registration on file. You should have sent these into the State with the proper paperwork & monies. The State will then send you your current watercraft decal and registration card (approximately 3” x 5”). The Association will require a copy of this card when you receive it. Future decals will not be issued until we have a current card on file.

Insurance information needs to be updated each year – when you receive your notice from your agent – send us a copy of the new policy for the upcoming year. We thank you for your cooperation.

Letters to the Editor Policy The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

Hello again everyone I hope you and your family are having an enjoyable and safe summer season.

I would like to talk today about one of my favorite past times fishing. I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions: 1. Who can fish at a Lake Carroll? Only property owners with a valid amenity card and an Illinois fishing license may fish Lake Carroll waters.

2. What about my guests? Guests are only allowed to fish in Lake Carroll when ACCOMPANIED by the property owner. Guests are not allowed to fish when the property owner is not present.

3. How many fish can I keep? There are size and creel limits for most species at Lake Carroll. The fishing club has always done an excellent job updating the size and creel limits. The information is posted at many of the fishing areas at Lake Carroll and an information card provided by the fishing club is available from security and the office.

4. How many fish can my guest keep? You are allowed one limit per member not per guest. For example, if a member takes 4 guests fishing they are allowed one total limit.

5. Where can I fish at Lake Carroll? Lake Carroll itself. The spillway, sediment ponds and fishing club ponds are prohibited from fishing.

The regulations regarding fishing are valid from the docks, from the shore, from a boat on the lake and from lake front properties. Please make yourself familiar with the fishing Rules and Regulations if you are going to enjoy fishing at Lake Carroll. The security department will be checking and documenting fishing activities. Citations and possible suspension of fishing privileges could occur if the Lake Carroll regulations are not followed.

With the summer season upon us, it is that time of year when bikers, joggers, and walkers return to the Lake Carroll roadways. Please remain aware that these pedestrians will be sharing the roadways.

For those of you who do bike, walk or jog wearing a safety vest is recommended, these vest vastly increase your visibility to motorist. These vests can be purchased at the L.C.A. office or any big box store.

Fireworks are illegal in the State of Illinois and in Lake Carroll, unless fired by a professional with the proper permits. Please refer to the Lake Carroll Rules and Regulations booklet page 36, section C-2/A. I would like to encourage everyone that has not picked up a 2014 copy of the Rules and Regulations to please do so. They are available, no charge at the LCA office, they are also available on line at golakecarroll.com in the document section. A couple minutes reviewing the Rules and Regulations can make every ones experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

All property owners please be aware of the new rental, Rules and Regulations which can be found in the 2014 Rules and Regulations booklet on page 58.

I would like to wish all the property owners and their guests a safe and enjoyable summer season and DON’T’ FORGET TO YEILD TO YELLOW!!!

Did You Know: Any private golf carts driven on Lake Carroll roadways must display a safety flag, as stated on page 45, section 3 / iii of the Rules and Regulations booklet. Theses flags can be purchased at the association office or at the pro-shop.

Did You Know: ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations page 7, chapter 1, section B, 2 – E & F. Did You Know: All piers, docks, boat lifts and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake. This information is located on page 19, Chapter 1, section G, #4.

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pick-up. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Rules and Regulations page 37, chapter 4, section C – 6.

Did You Know: It is illegal to let you dog or cat roam freely at Lake Carroll. Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the Rules and Regulations regarding pets page 37, chapter 4, section C, #8, in your Rules and Regulations booklet.

ATTENTION: Once again the security department has to deal with complaints about illegal dumping, disposal of garbage. It is illegal to dump residential refuse in any Lake Carroll Association dumpsters or dumpsters rented by contactors. If your residence does not receive garbage pick-up then the garbage must be transported back to your residence, and please remind your guests of these regulations.

I hope you have been seeing our N/W vehicles driving around Lake Carroll. Don’t hesitate to ask questions regarding directions or status of our amenities. Anything we can do to help!!!

I would like to relay some of the activities that our LC Security was performing over the busy Memorial Day weekend. Just to let you know that they are not just pretty faces (well, maybe a couple of them).

- Our boat patrol assisted many boats having to tow 12 boats due to various problems.

- Our Trail unit checked/and assisted over 100 ATV’s. When I say checked, this means actually making sure each ATV and riders are legal to ride on our trail abiding by LC rules and Illinois law.

- Some of you noticed that a Security officer was posted at the stationary Payne Rd. guard shack checking vehicles entering LC property. Many of our property owners, for whatever reason, did not a have a current LC vehicle (2014) decal on their vehicle. Many property owners were directed on Friday and Saturday to drive to the LC Office to either straighten out the problem, or purchase the decal. Security will continue when practical (staffing availability) place an officer at the guard shack.

- All this in addition to having two Security officers patrolling in our road vehicles. Their presence was well appreciated. The holiday weekend, although very busy, went by with only a few minor incidents.

Well done Security and NW. The NW will be asked to assist with Chelsea’s 5K run, 4th of July activities and the garage sales event.

So be ready to step up and please volunteer.

Something that I am involved with as N/W coordinator and safety committee member is working with security, L/C G.M and Deb Stagno setting up a reverse 911 severe weather call out protocol. We are looking at having our system alert our residents who have submitted the one priority (preferably cell #) when severe weather has been official spotted in our immediate area and heading our way).This will be extremely time sensitive and we are working on testing the time frame in getting out this message.

Please Do Not confuse the severe weather calling the preferred choice # you turned in with the multiple contacts we all filled out. The multiple contact info is for informational info such as closed roads, no wake situations. These alerts are not as time sensitive as the imminent danger /severe weather alert.

L/C may be sending out a test alert that will say this is a test of the L/C reverse 911 system as part of learning how fast this alert can go out to our residents. Please don’t be annoyed by a test call. It will benefit all of us. Also, if you receive an actual call alerting that severe weather is coming, or anything similar, please don’t call security to find out what is happening. Security will be busy performing their procedural duties such as alerting camp ground residents to move to the lower level of lodge.

Would you like to know the 2014 top 10 scams?

1. Medical Alert Scam - This is a telemarketing scam that promises a ‘free’ medical alert system, that scam targeted seniors and caretakers. The robocalls claimed to be offering the medical alert devices and system free of charge because a family member or friend had already paid for it. In many cases, seniors were asked to provide their bank account or credit information to ‘verify’ their identity and, as a result, were charged the monthly $35 service fee. The system, of course, never arrived and the seniors were left with a charge they had trouble getting refunded. Easy rule of thumb - be wary of ‘free’ offers that require your personal information upfront and always verify with the supposed friend or family member that the caller says paid for the service.

2. Ebay / Auction Reseller Scam - Scammers posing as buyers convince sellers into shipping goods prior to receiving payment. Usually the fake buyer claims it’s an ‘emergency’ like a child’s birthday and asks the seller to ship the same day. The seller receives an email that appears as though it came from PayPal for the payment, but emails like that are easy for scammers to fake.

3. Arrest Warrant Scam - Scammers create a fake Caller ID, which allows them to call you and appear to be calling from a local police, sheriff or other law enforcement agency. They say there is a warrant out for your arrest, but that you can pay a fine in order to avoid criminal charges. Of course, these scammers don’t take credit cards; only a Western Union Moneygram, other wire transfer or pre-paid debit card will do.

4. Invisible Home Improvements - In addition to email, mail and phone, scammers now just show up at your door. Scammers posing as home improvement contractors come door-to-door sale and target seniors, those who live alone, and victims of weather-related disasters are common targets 5. Casting Call Scam - Scammers pose as agents or talent scouts looking for actors, singers, models, reality show contestants, etc., and use phony audition notices to fool aspiring performers into paying to try out for parts that don’t exist.

6. Foreign Currency Scam - Investments in foreign currency can sound like a great idea, and scammers frequently use real current events and news stories to make their pitches even more appealing. They advertise an easy investment with high return and low risk when you purchase Iraqi Dinar, Vietnamese Dong or, most recently, the Egyptian Pound. The plan is that, when those governments revalue their currencies, increasing their worth against the dollar, you just sell and cash in. Unlike previous hoaxes, you may even take possession of real currency. The problem is that they will be very difficult to sell, and it’s extremely unlikely they will ever significantly increase in value.

7. Scam Text Messages - It looks like a text alert from your bank, asking you to confirm information or ‘reactivate your debit card’ by following a link on your smart phone. But it is just a way to steal personal information 8. Do Not Call Scams - The National Do Not Call Registry (U.S.) or the National Do Not Call List (Canada) offer consumers a free way to reduce telemarketing calls. Scammers call anyway, of course, and they’ve even found a way to scam consumers by pretending to be a government official calling to sign you up or confirming your previous participation on the Dot Not call list!

9. Facebook Fake Friend Scam - Did you ever get a Friend Request on Facebook from someone you already thought was your Friend? If you hit Accept, you may have just friended a scammer.

10. Affordable Care Act Scams (ObamaCare) - Scammers love the Affordable Care Act (‘Obamacare’), using it as a way to fool Americans into sharing their personal information.

There seems to be some confusion about the red or orange flag rule on the golf carts. Members’ private golf carts, while traveling on any Lake Carroll roadway either to or from the golf course, shall display a red or orange safety flag. This is done so that the golf cart may be seen more easily.

There seems to be some people that think golf carts can now be driven on all Lake Carroll roadways, if they have a red or orange flag. It’s like the red/orange flag rule suddenly gave everyone permission to run your golf cart on Lake Carol roadways. That is not the case.

Golf carts may only be on Lake Carroll roadways to and from the golf course, and must display a red or orange safety flag as stated in the rules.

Bottom line, “JOYRIDING ON GOLF CARTS (AND ATV’S) IS NOT ALLOWED!”

We need your help!

The Nicor project is in full swing. The Clubhouse and the Pool have been converted to natural gas. In addition, Nicor has started connecting some residential homes to natural gas. As of the date this article was written, 337 residents have signed up for Nicor service. That is a good start to the project. But the long-term goal is to get at least 871 homes converted. If we get that many homes converted, Nicor will refund the full amount of the deposit that the Association had to post in order for Nicor to proceed with the project. So, the sooner we reach 871 homes converted to natural Jeff Howe gas, the sooner we can retire the line of credit that was opened to Board Treasurer fund the deposit to Nicor.

The more homes in a neighborhood that can be converted at the same time, the more efficient Nicor can be in installing the gas meters at homes. This is because they would not have to move their equipment around as much. The sooner that the Association knows how many homes are going to be converted, the better the Association will be able to plan its finances surrounding the Nicor project. And the sooner a home converts to natural gas, the sooner energy saving will be realized by the home owner.

So, you can help the Association by registering to receive natural gas as soon as you make the decision to go that route. In turn, the Association is ready and willing to assist you in making your decision. Several articles have been in the paper discussing the pros and cons.

Nicor and the Association have additional resources to help you. Just contact us if you need any help.

The Board of Directors has received the final audit report of our 2013 financial statements that was performed by performed by O’Connor, Brooks, and Co., P.C. A summary of the audit will be published in the paper (pg 12A). If you wish to see a copy of the entire audit it will be available in the office to review during normal business hours. I would like to thank our Finance Staff for spending many hours preparing and working with our auditors. I would also like to thank our Audit Committee: Jim Benka, Sue Massey, and Rosanne Stangl from the Finance Committee, and Don Aleksy from the Board, for their time and input reviewing the preliminary audit. The auditors have offered a number of suggestions in order to strengthen the Association’s internal controls. But the bottom line opinion of the auditors is that the Association’s financial statements fairly represent the financial position of the Association.

One item of note from the financial statements for last year is that the Association operated at a loss last year. This has been a trend over the past several years, although we were able to offset a loss in 2012 by converting our employee health plan into a partially self-insured plan, saving the Association approximately $35,000 that year. But as we start to address putting together a budget for 2015, we need to seriously consider this trend. Over the past several years, the expenses of the Association have been cut to about as lean as they can be. This means that we now need to consider how we can raise additional revenues. This might need to be in the form of higher dues, or some other forms of new revenue. Also, as required by the Common Interest Community Association Act, we will need to specifically identify possible assessments needed to offset last year’s operating deficit in future budgets (approximately $15 per Member).

Hello folks, I find myself pressed for time to write this article to meet the deadline. It is interesting how fast the time goes by when our summer peak season approaches. There is so much to do at Lake Carroll during this season with our amenities, plus add a few other ingredients such as my granddaughter visiting all summer, sons and daughters coming in for a visit, and celebrating my son’s birthday one weekend. All of these things are ways to enhance my enjoyment Norm Hoffman of our community. Riding the trails has Board President been the number one activity for my kids these past few weeks. I hope everyone is having as much fun as we are.

Just a note to say Nicor Project is progressing well and now has our swim pool hooked up to Natural gas. There are a few homes now hooked up with the pace of home hook-ups to increase this coming month. Main gas lines will continue being run throughout the community and more residential hook-ups will soon follow. There are more detail updates in other articles in the paper.

The May Board Meeting for the most part was peaceful and quiet.

There were no issues with a 4-3 split. There was no high profile controversy during this meeting. Business conducted was fairly routine, update on dredge, update on AT&T, recommendations by some committees, approvals of some CER’s, and some committee member appointments. However, there was an issue that was postponed that I would like to briefly discuss. We have an issue with the Three Tubes Pond.

There was a motion to spend no more than $109,000 for the expansion of the Three Tubes sediment pond and the installation of wing dams. This motion was postponed because of the clarification needed concerning the definitions of wet ponds vs dry ponds.

Questions to consider: Why do we have a wet pond at Zier Rd., fish hatchery, and a dry pond at Three Tubes? What is the difference between wet ponds and dry ponds? Which one is more effective?

What are we attempting to accomplish, water quality or flood control? Which one is retention and which one is detention? Which one will prevent silt from entering the Lake the most effectively?

Why did we start with a dry pond at Three Tubes? What is the cost difference? In the long run (50 years) down the road is a wet pond or a dry pond the best for Lake Carroll? Why is there a gate valve at the bottom of the weir wall at Three Tubes? What conditions should it be open or closed? All of these questions needed clarifications from our engineers and Lake Manager. They were not able to attend the May Board meeting so we decided to postpone until the June Board meeting. By the time you read this, hopefully the Board feels confident in their understanding of the Three Tubes Pond that a decision and long-range plan will proceed. The expenditure of the $109,000 will depend on the understanding and decision to move forward on the dry pond construction.

As of this writing, my understanding is that we will be losing one of our finest. Bernie Henricks has chosen to resign from the Lake Committee because he will be moving to Florida. Bernie has been a friend to our community and a person who has given over and above the call to duty as a volunteer. His dedication and determination to strengthen our Lake Committee and bring worthwhile objectives concerning the best for our Lake is deeply appreciated. Last year he was recognized for the committee member of the year and well deserved. Under Bernie’s leadership our lake, along with the coordination of Joe Rush, has progressed to the fullest. I will not be the only one who tips his hat to Bernie Henricks for a job well done. Bernie, speaking for all of us, the Lake Carroll Community will deeply miss your work ethic and determination to help Lake Carroll. Have fun in Florida and do not sit in the sun to long.

Screech owls are relatively common in North America. The adults range from 6.3”–10” in length and weigh 4.3oz-8.6oz with an average wingspan of 18”-24”. If you don’t have a clear image yet, the adult would fit into a pint-size container. [As you can see from the photos, the gray morph’s plumage provides remarkably effective camouflage amongst the bark of hardwood trees. This was a special treat to watch this owl family.]

GETTING OUR KICKS ON ROUTE 66

Jeff Furnia and Ellen Enright’s excellent bicycle adventure on “The Mother Road”

In 2001 we built our home in Lake Carroll and have enjoyed nearly every weekend here, away from work and the “big” city (Chicago). In June of 2013 we retired, Ellen from 33 years in the Mortgage Business, and Jeff from practicing law. We planned our retirement over the past few years, buying a winter home in lovely Pebble Creek, a community in Goodyear, Arizona. Part of our retirement plan was to do something BIG. In 2011 the bike-riding bug bit Jeff when he rode the East Coast from Key West, FL to Bar Harbor, Maine. We both love riding our bikes and thought about doing a long trek for our something BIG. For Jeff’s East Coast ride he used, and liked, the cycling maps from the Adventure Cycling Association, and they were planning on releasing a complete bicycle map set of Route 66 in 2014. We both love all of the nostalgia of The Mother Road, and thought this would be perfect for our something BIG. But, alas, the ACA maps aren’t going to be completed until 2015, so we decided we were going to have to do it on our own.

We had nothing but time, so we read everything we could about riding our bicycles home to Illinois following The Mother Road. Between our Route 66 books and information we found on the Web, we planned our day-by-day routes, distances, elevation changes (climbing) and accommodations along the way. We created daily paper maps of our route, bought a Garmin for cyclists, and used a great iPhone App called MapMyRide. The most important preparation was to get on a regiment of exercise and core strengthening, building every muscle and logging some serious miles on our new touring bikes. Towards the end of our training we added some weight to our bike bags (panniers) and practiced riding with a load.

We had the bicycles ready; we were in tiptop shape, now we just needed to decide what to take with us. Since we were doing this ride without support, every item had to have significant value, or it didn’t make its way into our panniers. We were ready, we felt fabulous, and we knew this was going to be an experience of a lifetime.

Many of you know our dear friends, and longtime Lake Carroll residents, Lynn & Jerry Matousek. They also have a home in Pebble Creek, and they drove us up to Flagstaff, AZ where we would begin our journey. We had a nice meal, stayed at a cool old hotel downtown, and started our journey on the

morning of April 19th. It was a chilly 42 degrees when we hit the road headed for Winslow.

By the third day, we shipped home 18lbs of ‘stuff’ out of our bags. What seemed to have ‘significant value’ on the living room floor, now seemed to be ‘significantly heavier’ in the bottom of our bag and not worth hauling up the hills to come!

Our plan was to ride The Mother Road whenever we could. Since it was decommissioned on June 27, 1985, much of it has been paved over, simply forgotten, or so neglected it was not bike worthy.

We rode highways and byways, country roads, and city roads. From time to time we also found a bike trail. We rode on roads with shoulders that were wide, and some roads absent a shoulder. Some were covered with debris, and some with treasures that were picked up by these 2 Peddlers. We even managed to find some loose change along the way. We rode through cities, towns, Indian reservations, and national parks. We found historic hotels and landmarks, some maintained, some restored, and some long gone. We slept in Teepees, and fabulous nostalgic motels along The Mother Road. We climbed many hills, rolling and otherwise. Some long and seeming to never end. A highlight was crossing the Continental Divide at 7900 feet. We faced wind and wind and wind, and more wind. We only battled rain for three days.

Many could not believe what we planned to do, and many thought we were crazy! For us, it was easier to embrace life and enjoy the ride, and we were blessed with many ‘trail angels’ along the way. This journey has completely renewed our faith in humanity; finding that people are genuinely friendly and helpful, supportive and kind, and willing to jump in and offer water, words of support, a shout out of “ride safe” “God bless you” “be safe” “enjoy your ride,” or just pull over and ask us for our story. It was an absolute blast, except when we were being chased by pit bulls…

We rode a total of 44 days, 1,687.94 miles, from Flagstaff to Buckingham Fountain in Downtown Chicago.

Happy summer everyone. So happy to see the Sun, warm weather, and all of you. We want to let you know some of the changes we are working on in an effort to give all of you good food and a great dining experience. As you know our business is pretty seasonal and while we have no problem staffing for the season, we have one thing we can’t do instantly which is increase the size of our kitchen or the amount of kitchen equipment we currently have. Please know we are not making excuses, just explaining why we are making changes in order to give all of you faster food service. Like any Denise Lahm Restaurant there will still be wait times on busier nights, something Clubhouse Manager I am sure we all have experienced across the country, but finding a way to limit that is our goal.

Our first change is our Friday night Fish Fry. Instead of “all-u-can-eat,” we will be serving a larger single portion rather than giving you a few pieces and then having you wait for more as the crowd builds. The one thing we don’t want to do is pre-fry and have it sit in a warmer.

Quality and service needs to go hand in hand. We only have three fryers which may sound like a lot, but you can only do a few orders at a time in each. One thing you can do that would also help us is make reservations. One night we had three reservations and served over 200 people within a few hours. We would greatly appreciate a heads-up, if possible.

Thursday night we will be serving a fried chicken buffet from 4-8pm, with mashed potatoes, gravy, and coleslaw for $8.99. You can add soup and salad bar for an extra $1.99. Unlike fish, chicken can be fried and hold its consistency and quality.

Another way to better serve you is I have additional management staff to my banquet team.

Fiona was promoted to banquet coordinator. This will really help a lot with all the parties we are doing. Congrats to you Fiona. If you haven’t joined us on Facebook please do. I would like to thank Vicki who has taken on the task of keeping all of you informed on what’s going on thru social media. Great job Vicki, thank you. Lake Carroll Women’s Club

On Thursday, June 12, forty ladies met at the Clubhouse for the annual spring luncheon of the Lake Carroll Women’s Club. Lunch included choice of a fish taco, chicken bacon ranch wrap or veggie wrap and soup or salad and dessert. Following lunch, the last meeting of the 2013-2014 year was held. Year-end reports were given by out-going committee chairpersons. This year we had 73 members. With dues and successful fundraisers, including a garden walk last summer, a bake sale in October and a Pampered Chef party in April, we were able to raise and donate over $5,100 to give to local organizations.

Following the year-end reports, President Marve Feucht installed Pia Molloy as Vice-President and Brenda Schnarr as Treasurer for a 2-year term, 2014-2016.

She also announced the names of next year’s committee chairs and members.

As the Women’s Club does not meet in July or August, our next meeting will be in September. Many new and exciting programs are being planned and all women at Lake Carroll are welcome to join us. Dues are $20 and we meet the 2nd Thursday of the month at 1 p.m. at the Lodge. Hope to see you there!

For many of us who have witnessed the NICOR project since the early spring days when the work crew came through the east entrance off of Payne Road and started trenching along Lake Carroll Blvd., this may seem like a project that will never end. There is no doubt that the NICOR project is one of major proportions, both for Lake Carroll and NICOR. But there have also been major signs of progress in the past several months, so this is an update report on that progress.

As of the date of this writing (6-16-2014) NICOR has installed 25 miles of pipeline throughout many sections of Lake Carroll. Three Hundred Forty Two Lake Carroll residences have registered to convert to NICOR, and 35 homes in section 4 of Lake Carroll have already had NICOR pipelines and meters installed at their residences; in effect we have 35 homes up and running on natural gas.

NICOR continues to install grass seed straw mattings on those sections of roadway borders that have been trenched. Although these mattings are very obvious when laid out, they will gradually produce grass strips over the trenches. The evidence of that is the new grass growth along the eastern end of Lake Carroll Blvd. coming off of Payne Road. The trenches that have been dug there have all but disappeared beneath new grass growth.

As I talk to Lake Carroll Members, I sense that relative to the NICOR project, members fit into one of three categories: There are those who have registered to be connected, those who are taking a “wait and see” approach, and those who have decided not to convert from propane. Just as a reminder, if you have not yet registered but decide to convert at some future date, remember that the first step in the process is to register for a NICOR connection at the Lake Carroll Office.

For those of you who have registered, you will be kept appraised of future connections for your section by notices in the Lake Carroll News or the Lake Carroll website. Once you have been advised of your future connection date, you should be sure you have arranged to have your gas appliances converted to natural gas, to have natural gas connected to your pipeline, and to have your propane service disconnected. Most of these arrangements can be made through a relationship with one of the contractors listed on the Lake Carroll website. If you do not have that relationship established in advance, for some time you may have a NICOR gas line terminating outside your house with a meter attached (but not active), while you wait to have the appliances set up, the propane disconnected, and a NICOR connection made.

If you have registered to convert to NICOR, established a relationship with one of the several contractors registered with Lake Carroll (list available at the Admin Office and on our website), made arrangements to have your propane tank disconnected and emptied, and are aware of when your section will have NICOR service available, you can coordinate with your contractor and the transition to NICOR should run smoothly.

Remember after the meter is hung on your home you are paying at the rate of $13.55 per month even if you are not using any gas – so you may want to get your contractor to covert as soon as possible!

Artist Tim Kenney Paints 50 States in 50 Days!

In Lake Carroll, Illinois - Update

Artist Tim Kenney is on his “50 Paintings in 50 States in 50 Days” tour that began on May 14th from his home state of Oklahoma and is making his way across the country creating a 30x40 painting in every state including Alaska and Hawaii. As Tim makes his way through the states, he usually has a traveling partner to help capture his painting memories, as well as just keeping him company through the many hours of driving. Tim feels very fortunate to have family and friends scattered through the states that welcome him as an overnight guest to paint their state.

On Wednesday, June 11th Tim visited Lake Carroll, IL, which was day 29 and painting 31 of his 50/50/50 Tour. There he found a grove of birch trees just off the 7th tee of the Lake Carroll Golf Course that caught his eye. Tim said, “Finally, some white trees to paint.” He has a special fondness to paint Aspens, and since he left Oklahoma, had not had the opportunity to capture Aspens, or for that matter, birch.

Tim is an abstract impressionist painter who paints with oils. He uses palette knives and heavy texture and paints on stretched canvas. The evolution of painting a background on a blank canvas might have some that can’t quite see Tim’s vision saying “Yeah, it’s ok,” or “That’s not for me.” But as the painting comes to completion and Tim adds the foreground details that brings perspective and depth to his painting, suddenly the unimpressed onlooker says, “Now that’s beautiful!” Adding to Tim’s enjoyment of painting is visiting with bystanders; sharing his story of how he began painting at age 52 and expounding on the adventures of his life.

Each painting is for sale and Tim is working with The Nicole Jarvis M.D. Parkinson’s Research Foundation based in Norman, Oklahoma. Tim will be donating 20% of the proceeds from his trip to this nonprofit organization. 90% of those funds will in turn be donated by Dr. Jarvis’s organization to Team Fox in support of The Michael J. Fox Foundation for Parkinson’s Research to help fund the vital medical research that is necessary to develop improved treatments and ultimately a cure for Parkinson’s disease. 10% will be donated to the Parkinson Foundation of Oklahoma to help improve the quality of life for over 15,000 patients with Parkinson’s Disease in Oklahoma. Kids Fishing Derby

The weather for the annual Kids Fishing Derby could not have been better. We had 89 children register for the event. What a fantastic way to celebrate Father’s Day weekend seeing the excitement in the eyes of our children as they caught fish in search of a trophy or ribbon. At 10am the horn sounded to signal the start and excitement filled the air.

There were many proud parents and grandparents as we watched our children bring in their catch of the day. I am not sure who was more excited the adults or the children who caught the fish.

Trophies were awarded for 1st, 2nd, and 3rd place for three different age groups 3 - 6, 7 - 10, and 11 -14 for the largest fish caught. We also had a casting contest and bean bag tossing contest. Trophies were awarded to 1st place casting winners and the bean bag toss winner, as well as 2nd and 3rd place ribbons for the two events. T-shirts were given to all participants.

Facilities Update

Fish Tales

Summer is here and the maintenance department is in full swing.

The occasional rains have kept the grass growing as fast as we can cut it lately, which has left some areas looking a little shaggier than I would prefer. My staff has been doing a great job of keeping up and getting what they can get done between rain drops. Areas where Nicor has been digging are being addressed as we can get to them.

The Nicor landscapers are using a netting to hold the seed in place; this netting gets tangled up very easily in our mowers and string trimmers. As the grass seed comes in strong and we feel we can cut or string trim without getting caught up in the netting, we will Shaun Nordlie maintain these areas again. As for the batwing mower; maintenance Facilities Director issues have been a problem so far this season. We have had to get creative in finding ways to get areas mowed this year with changing shifts around, borrowing a mower, hiring someone else to mow, and even using the finish cut mowers in some areas.

I am hopeful that the batwing we have now is completely fixed in time for the 4th of July holiday so our roads look great again for the rest of the summer. We also are scheduled to get a new batwing mower in 2015, so hopefully all goes well with the budget process and we will have a new machine starting next year.

The outdoor pool is up and running and has been very busy on sunny days. We converted the Aquatic Complex over to natural gas on June 12th. One hiccup with the outdoor heater left the water a little chilly for some people the first few days. As of this writing we have things under control and hope that the rest of the summer turns out to be a great time for everyone at the pool.

If you haven’t visited the Fitness Center yet, you need to check it out. It is located in the Lodge where the old nature center was located. We remodeled the room last fall and have been filling the room with donated equipment from members. The room has turned out to be a great area for our members to workout no matter what fitness level you find yourself.

We will be installing shades on the windows in the coming weeks to enhance the room even more.

A note about the dump area below the dam; this area is a privilege for members to have an area where they can dump their trees, limbs, and brush when they are cleaning their yards out. Unfortunately, this area is being taken advantage of by some owners. This area is not for trash –we have seen mattresses, refrigerators, wheel barrels and other items that do not belong in our dumping area. I also ask those that are using this area to please dump your items as far back in the dump as you can go. When items are left in the beginning of the road we are required to push back the brush so others can dump their brush. Please do not take advantage of this area. If it continues, we may need to consider closing it for everyone.

It is June 17 as I write this and the harvester is cutting weeds for the first time this year.

As of today we are working the East Marina and 3 Tubes areas first, and then will move to other areas that need cutting as we see them or get requests. Same as past years, if you have a request for the harvester to go by your dock, please call me or the Admin Office and leave a message for me. I will give the request to our captains and get your area cut as soon as we are in your area.

The ATV trails are in great shape so far this year. We will be addressing some of the areas where bigger rock was placed in years past for erosion with a top dressing to make a smoother ride. We are also working on clearing an area by the new bridge for sitting just off the trail and hopefully start working on some of the culverts that are failing on the trail.

There were 75 members who gathered on a beautiful June evening for our monthly Fishing Club meeting and potluck. The food was great as always.

The next potluck will be Wednesday, July 9 at 6:00pm in the lodge. All you need is a dish to pass and your own place settings. We supply the main course. The Fishing Club sponsors a number of events throughout the year. It is a great way to meet more people here at Lake Carroll. The cost for a family membership is only $20 and will open the door to a lot of great times. Membership forms are located each month in the Lake Carroll News.

The meeting was called to order by President Bill Comstock. John Quilico led everyone in the Pledge of Allegiance.

Treasurer’s Report John Quilico presented the May, 2014 financial report. A motion to accept the report was made by Bill Allred, seconded by Jim Stagno. The report was unanimously approved by the membership.

Hatchery Operations The last of the alfalfa has been put into the Hatchery lake to feed the fry. We have received one order of minnows and will soon receive the 2nd load of minnows to feed the fry. It seems a long time to wait to see what the results will be at the end of October. All we can do at this point is hope for the best.

Structure Projects The Fishing Club hopes to begin the work on the reef projects later this summer. Coordinates will be used to mark the best spots for reef locations. We will be sure to keep everyone informed as more information becomes available.

Other Events Couples Fishing Derby - August 11 Golf Outing - September 6 Christmas Party - December 5 Bill Wilcox Painting – RAFFLE Bill Wilcox has made an oil painting of a hunting dog that has retrieved a bird. Bill has donated the painting to the Fishing Club to be sold, with the proceeds to assist our operations.

Bill Comstock and John Quilico are selling tickets for $5.00. The drawing will be held during the Fishing Club golf outing on September 6th.

New Business Meeting was adjourned at 7:10 - Motion by Bill Allred, seconded by John Quilico.

2014 LC Fishing Tournament Rules: 1. Lake Carroll Rules and Regulations: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.

2. Entrance Fee and Payouts: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. The tournament is not associated with any particular club from Lake Carroll so no club membership is required. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament.

3. Mandatory Pre-Tournament meeting: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat. All tournament participants are required to attend the pretournament meeting.

4. Tournament Start Time: The tournament will start when the pre-tournament meeting has concluded.

5. Tournament End Time: A team’s boat must be inside the West Marina’s no-wake buoys prior to tournament end time as specified during the pre-tournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.

6. Take-off Rules: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pre-tournament meeting. Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area. By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pre-tournament meeting.) The take-off boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the takeoff boat, each boat may take-off in single file after idling past the take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. No boat can exceed the lake speed limit of 40 mph. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.

7. Live-well Inspection: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before take-off. Any boat without a working live-well will not be permitted to fish the tournament.

8. Limits and Minimum Size: Each team is allowed to weigh-in any combination of five live largemouth and smallmouth bass measuring no less than 14 inches in length when measured with a tightly closed mouth. Dead fish do not count. At no time during a tournament should a tournament participant boat have more than five fish in their live-well. Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.

9. Courtesy Bump: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement. Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board.

Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish.

Any team bringing a short fish to the scales without a courtesy bump will be disqualified.

10. Weigh-in Procedures: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their live well to the scales with a bag provided by Lake Carroll. These bags are located next to the weigh-in scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.

11. Live Bait: Live bait not permitted 12. Three Lot Courtesy Rule: Any angler moving into a new spot should allow an angler already in that spot a minimum of 500 feet of space (the rough equivalent of three average sized Lake Carroll lots.)

Idnr Registration Notice For Powered & Non-Powered Watercraft The Department of Natural Resources DID NOT send out watercraft renewal notices this year. It is your responsibility to make sure that your watercraft is current. Watercraft owners are able to renew their watercraft registrations by using a touch-tone phone (866-867-3542) or the internet. You can find more information and a link to registration at www.dnr.illinois. gov/recreation/boating/Pages/RenewYourWatercraftRegistration.aspx.

All watercraft other than non-powered watercraft on the waters within the jurisdiction of this State shall be registered and titled. Canoes, kayaks and paddle boats are no longer

required to be titled/registered in Illinois UNLESS they have a motor or sail; otherwise customers will be able to purchase a “Water Usage Stamp” for $6.00 per calendar year for the first three (3) vessels and $3.00 for any additional vessels, all passes must be purchased at the same time to receive the discount. Water Usage stamps are mandatory. They should be available, over the counter, at any point-of-sale vendor starting July 1, 2013. General Manager - Monthly Board Report (BOD) - June 27, 2014

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-today activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the May 30, 2014 BOD Meeting. a. Joe Rush has continued to work with a Property Owner who wishes to fund a Goose Round-Up. Joe has obtained the required permits and this project should be completed prior to the June BOD meeting. The goal is to round up approximately 100 Canada Geese. b. I was asked to gather information regarding the Equestrian Club’s operation and willingness to Board additional horses. This matter has been placed on the June 28, 2014 BOD workshop Agenda for further discussion. c. I was asked to contact Crown Castle regarding the 90” wooden pole and 10’ x 10’ area previously leased to AT & T to find out their long term intentions with the site. Crown Castle has informed that they are aware that AT & T wishes to construct a new 190’ cell tower approximately 1,500’ away from their site near the West Marina and that they will lose their only tenant, AT & T. Crown Castle intends to continue to manage the old site and pay the monthly rent for that site. d. The annual audit was distributed at the May, 2014 BOD meeting and a member of the accounting firm attended to provide the Board with a review of their findings. Approval of the audit has been added to this month’s agenda under Treasurers Report, item C. 2. Administration: a. Construction crews for Nicor have continued to work, installing the 6” main north on Lake Carroll Blvd. from Zier Road, to the aquatic complex and beyond to service sections #13, #12, #5, #15, #16 and #20. Nicor has also continued installing “branch lines” to service homes in Sections #23, #31, #1, #2, #3 and #4. The first homes were connected for natural gas service in section #4 during the week of June 9, 2014. Bomar Heating and AC completed the conversion of the Aquatic Complex and Nicor installed the meter and completed the connection on Thursday, June 19, 2014. The two largest consumers of gas, the Clubhouse and the swimming pool are now burning natural gas. The restoration crews hired by Nicor have been slowed due to the wet weather but are working to repair the turf damage caused by the construction crews within the easements. Currently, the restoration crews are running 30 – 45 days behind the construction crews. b. AT & T has approved the final changes to the Land Lease Agreement which will go into effect on October 1, 2014. During the final discussions, AT & T was reminded that the only disappointment we had, was that we would not receive the existing wooden pole for our use as it was accidentally included in a sale of 8,000 sites to Crown Castle. To make good on their promise, AT & T has offered to purchase and install a 35’ – 45’ wooden telephone pole at a location of our choice, at their expense. This pole will be used to house a weather warning siren if and when the Association acquires one. They have also offered space on the new tower for a siren but would require a siren which does not spin. I am recommending that we accept the wooden telephone pole so that we can install the siren of our choice at a location of our choice. This accommodation needs to be incorporated into the lease and requires a BOD decision. This matter has been placed on the June agenda for discussion and action. c. PTAB is currently reviewing our appeal regarding the Clubhouse and storage sheds.

PTAB has provided us with a final opportunity to provide a response and additional evidence to support our assertions. Our response was finalized at the January Board meeting and was mailed by certified mail on January 27, 2014. It has been confirmed that PTAB received our response on January 31, 2014.

We have not yet received any further correspondence from PTAB. d. An updated copy of the Fixed Asset Ex-

penditures – Cash Status report is included in the Board Packet under Treasurers Report 3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on June 4, 2014 and the minutes from the meeting are attached to this report for your review.

In addition to finalizing the Lake Carroll Drug and Alcohol testing program, the committee discussed and plans on implementing an Employee Performance & Safety incentive program. This program will reward employees for going above and beyond normal job duties, demonstrating excellent safety procedures and providing outstanding customer service. The Managers will provide recipients with a certificate which can be presented to the front desk staff for a $10 Lake Carroll Gift Card.

4. Accounts Receivable & Front Desk: a. See updated 2014 dues status report which is attached. Thru May 33, 2014, we are 17 DPE’s behind where we were on the same date one year ago. b. Eleven Ownership transfers transactions were processed between May 23 and June 20, 2014. Two of these transactions were homes and two were properties that are going to be replatted. c. As of June 20, 2014, 351 Natural Gas Permit Fees have been recorded totaling $87,750. d. As of June 23, 2014 only 8 of our 328 slips remain available. e. Many of the office staff, including Julie and the Front Desk staff have spent countless hours preparing for and training on the new accounting software. The new accounting software will go live on July 1, 2014. The “go live” date for the Membership software is tentatively planned for August or September.

5. Finance & Human Resources: a. Finance: i. Operating Statements for May, 2014 will be available and sent to the Board electronically prior to the 6/27/2014 BOD Meeting. ii. Dues collections thru April 30, 2014 are running approximately 17 DPE’s behind that of a year ago. We have currently collected 1,978 DPE’s vs. 1995 thru this period last year. In 2013 we collected a total 2,256 DPE’s and have budgeted to collect 2,252 in 2014. iii. A motion to approve the audit has been placed on the June agenda. b. Human Resource: i. Hiring for the Spring/Summer season has continued through June. All of our seasonal full and part-time staff have reported for work.

6. Safety & Security: a. The Memorial Day Weekend was very busy and considering the crowds, all went very well from a Security standpoint. No injuries were reported and the only issues were very minor. Over the Memorial Day weekend, the Security department issued 14 citations and several warnings for expired vehicle decals. We also checked 183 fishing licenses and creel limits, 787 vehicles, 203 ATV’s and offered assistance to 11 boaters. b. We met with Lanark Police Chief, Matt Magill and Shannon Police Chief, Troy Randall to discuss current safety and emergency procedures. Both Chief’s expressed their appreciation for the good working relationship we have developed.

7. Information Technology: a. Deb Stagno has been extremely busy working with the Administrative staff regarding the training and the set-up of our new Accounting and Membership software. Deb and the staff have been diligent during this time consuming process and are eager to make the conversions. b. The codification project for our Rules & Regulations, By-Laws and A & E Rules and Regulations continues to be delayed. The A & E Committee discussed the possibility of adopting the IRC (Illinois Residential Code) and will soon make that recommendation to the Board for approval. If the IRC is adopted here at Lake Carroll, those codes will replace approximately 2/3’s of our current A & E R & R’s. Bruce Sorensen is currently working on revising our R & R’s to include only those which are unique to Lake Carroll.

Deb and I would also like to ask the Board for some direction on this project. At the March BOD meeting, a rough draft of the codification was provided for Board review. While some comments were made at the meeting, we feel we need further clarification regarding what we want the final version to look like. Director Howe has forwarded a list of his concerns but we’re hoping for more input.

8. Communications: a. Donna remains instrumental in providing support functions for all Departments and Amenities. This month, Donna continued with her normal responsibilities of gathering articles and laying out the newspaper, organizing and archiving minutes from all Committee and Board Meetings as well as printing and publishing promotional pieces for the swim lessons, family fun nights, the pro shop, menu’s for the lodge snack shop and the Clubhouse and too many more to mention.

Donna also helped fill in the front desk during Missy’s leave of absence. I’ve included Donna’s report to give you a clearer picture as to how far ranging Donna’s responsibilities are.

9. Facilities Management: a. A new recycle bin has been purchased and installed behind the LCA office for the benefit of the Carroll County Senior Center. The old shed, which was in disrepair, was damaged beyond repair. b. Bids are currently being gathered for the conversion to natural gas for the Lodge, the Hatchery, Maintenance, Golf Maintenance, the LCA Office, and the shower houses at the West Marina and Campground. We will have to give consideration to converting the lodge based on how long we think we’ll be using the building. If the energy savings can’t cover the conversion costs within 2 – 4 years, it may be recommended to continue using LP until the building is retired. c. Our Batwing mower suffered some maintenance problems on June 12, 2014. This asset is nine years old and is scheduled to be replaced in 2015. The unit has been repaired and returned to service on Monday, June 23, 2014. I have placed this matter on the agenda for discussion and action for the June BOD Meeting. I am recommending that we purchase a new bat-wing mower as we have planned, but to keep this machine to serve as a backup. Losing this piece of equipment in the middle of June has put us behind and has reinforced the need for a backup. d. Trail Club Members as well as the Safety Committee have asked that we evaluate the trail mile markers. Some of the signs are missing but the signs which do exist can be confusing. The mile markers are different on either side, depending on what direction you are traveling on the trail. We will be replacing these signs with new ones which will display the same number regardless of direction. We are hopeful that these signs will be installed prior to the July 4th holiday weekend.

10. Lake Management/Wildlife: a. The lake level as of June 21, 2014 was 740’ 1”, 1” above pool elevation with water going the spillway. b. Some discussion was had at the May BOD meeting regarding the proposed reconstruction of the Three Tubes Sediment Pond.

The CER which was presented will be presented again under Unfinished Business. We currently operate the pond as a wet pond and the proposed project will convert it to a “Dry Pond”. The dry pond concept was chosen as our best option considering that the current pond is only 10% efficient due its size. With the amount of water entering the lake through three tubes, the current pond is not capable of retaining the water necessary to make the pond efficient. Bernie Henricks, the Lake Committee, Joe Rush, Shaun Nordlie and Engineer’s from Fehr-Graham and Wendler, have spent numerous hours exploring any and all alternatives to improve the efficiency of the three tubes pond. All agree that to make the pond an effective “wet pond” would be cost prohibitive. Installing the wing dams will force the water to travel approximately 900’ – 1,000’ before entering the lake, thereby slowing the water down to allow the sediment to fall out before it’s discharged into the lake.

The dry pond option will increase the efficiency to 25% efficient with the option to expand in future years which could improve the efficiency to 60%. This course of action is the recommendation of the two Engineer’s, Bernie Henricks, the Lake Committee and Joe Rush, our Lake Manager. . c. A town hall meeting was held on June 7, 2014 to discuss a charity goose round-up here at Lake Carroll. Approximately 15 Members attended and all were supportive of the idea. d. Jeff Schauer, an engineer who specializes in earthen dams was retained by the LCA to perform an inspection, and provide a report regarding potential seepage on the dam. His written evaluation has been received and additional grouting has been recommended. An electronic copy was forwarded to the Board

by Don Aleksy and the matter will be further discussed at the June 28, 2014 BOD Workshop. e. As I usually do, I have attached Joe Rush’s entire Manager Report so you may get his perspective on issues pertaining the lake and dam.

11. Building Inspection/Architectural & Environmental: a. No Specific Report.

12. Golf Operations (Pro Shop): a. The 2014 Golf Course construction project started on April 15th. The project was delayed due to rainy weather but the construction crew finally wrapped up t the project the week of June 9, 2014. These repairs and improvements look spectacular and we have received many compliments and accolades from the Members. b. A Golf Round Summary has been attached to this report for your review. Rounds are down significantly from a year ago due to weather.

13. Golf Maintenance: a. No specific report.

14. Clubhouse Operations: a. The Clubhouse has been extremely busy, particularly on Thursdays, Fridays and Saturday’s. Our volume has increased dramatically and the revenues show it. We continue to eclipse and exceed revenues when compared to the same month of a year ago. b. Fiona Baumgartner has been promoted to Banquet Supervisor to fill the last open supervisory position at the Clubhouse. Fiona has demonstrated excellent customer service skills has been able to assist Denise, Lance and the operation in numerous ways. c. The Sunday Breakfast Buffet and Brunch continues to be a popular event with our Members and the public. We have been trying to promote this service and we have been successful in providing consistency, quality and variety. If you haven’t been in for a Sunday breakfast, I highly recommend you give it a try.

15. Recreation Complex Operations: a. Aquatic Complex: i. The outdoor pool opened for the 2014 season as scheduled for the Memorial Day weekend. Saturday, May 24 was a little slow with 215 swimmers and picked up dramatically on Sunday with 407 swimmers. ii. The indoor pool remains open for regular hours with all equipment running smoothly. iii. On Wednesday’s the diving board and slide are closed with only one pool attendant on duty. The Wednesday’s since the Memorial Day weekend have been rainy and/or cloudy so no one has missed these two features…..yet. b. Recreation: i. 81 Members used the Fitness Room between May 15 and June 15, 2014. ii. The annual “Kick-Off To Summer” party took place on Saturday, June 14. Approximately 125 Members enjoyed the swimming, live entertainment, inflatable bounce house and food and beverage on the lodge deck. iii. The first session of swimming lessons took place June 9th thru June 19th with 30 kids participating in the program. c. Ski Hill: i. Closed for the season 16. Campground: a.

Soapy Suds

Our beloved Soapy is officially a senior citizen. At 29 yrs old, she can no longer chew up the carrots and hay. This is why you may have noticed a mini in the round pen by herself. This is being done for her health. After several bouts of “choke” we came to this conclusion. We are working with our equine vet to provide her with a diet she can grind up properly. She gets her food softened now and is doing very well. PLEASE refrain from giving her raw carrots. We welcome canned carrots donations for her and will incorporate them into her diet. We will work on a way to identify her so you can tell her apart from the others.

Please do not enter any of the horse pens. The horses enjoy your visits but from the outside of their pens. Also, a reminder, do not feed the horses grass clippings or anything else other than carrots. They have delicate digestive systems and it is their care givers job to monitor their diets. Grass clippings from a gas mower are unhealthy for them. Thank you.

There are several senior horses living at Lake Carroll’s Equestrian Center. King is 30 yrs old, Soapy is 29 and Maggie is 28. Let’s celebrate their birthdays at the Open House on July 5th!! Hope to see you all there!

Around The Campfire

Even with the pesky gnats June was a terrific month at Lake Carroll and the Campground. A successful kick-off with the Meet and Greet night was followed by a very busy Father’s Day weekend with a number of members bringing their families out for a Father’s Day celebration.

We also welcomed the following new seasonal campers: Site 120: Ed and Barb Kopinski Site 115: Jay and Sue Zeitner Site 223: Scott and Kariann Ellis Site 226: Scott Pales Site 427: Tim and Diane Covelli By the time you read this we will have had our first, of hopefully many, Music Jams at the Campground Pavilion.

While we were disappointed with the low turn-out for the annual golf outing, all who did play had a great time. Congratulation to the Sanderson team for their 1st place victory. A special thanks for the hard work of Ann Conway, Marty Magnusson and Richard Mahrenholz for organizing it.

We had several events this past June and one of the great events this month was the Rolling Hills Golf Outing. Participation for this event was great with close to a record number of golfers and a beautiful day for golf, thanks to all who participated in this great event. We also held the Senior Club Championship and the Big Cup Scramble in June and Congratulations to all of the winners and runner ups. All winners, runner ups and their spouses from the Senior Club Championship will be invited to the awards banquet at the end Jason Hill PGA Golf Professional of the season.

So far, the Ladies Golf League has enjoyed fairly good weather on our Wednesdays. But on Monday, June 2nd when many gathered at the Clubhouse as the Traveling Ladies were scheduled for Lake Carroll Golf Course, Mother Nature was not so kind. After waiting quite a while for the rain to subside, only a few chose to wait longer for the course to dry. It was decided to reschedule the Traveling Team for June 23rd at our course.

Our first Fun Night Scramble, hosted by the 9-Hole PM Division, enjoyed a fairly cool afternoon on Wednesday, June 4th. Great fun was had by all and the team of Karen Carby, Cathy Porzel, Sandy Sorensen, and Quayla Cheeseman took First Place! Other lucky winners were: Hole #1 - Closest to Tree on Drive - Letha Rahn Hole #4 - Closest to Pin - Gail Mitchell Hole #5 - Closest to 150 Yard Pole On Drive - Connie Wright Hole #9 - Longest Putt - Karen Carby After golf, everyone enjoyed a great dinner at the Clubhouse and had time to socialize.

Wednesday, July 2nd is the annual Red, White and Blue Scramble followed by the Ladies Invitational on Wednesday, July 9. The theme of this year’s invitational is “Better Lucky than Good” and anyone who has played golf can relate to that! Deadline for Invitational registration is July 3rd.

August 6th is the Charity Event Scramble hosted by the 9-Hole AM Division with funds being donated to the Shannon/Lanark Food Pantry. And the Lake Carroll Ryder Cup is scheduled for August 13th.

Golf Course Bluebird Stats

A lot of people have been asking about the bluebird houses on the golf course and what’s going on inside of them. The thirty boxes were installed on 4-30-14 and have been monitored at least once a week since then. As of today, 6-17-14, more than half of the boxes have been used by bluebirds.

So far, there have been sixty two eggs laid. Thirty two of the eggs have hatched and five bluebirds have already fledged and are now flying around the golf course.

As usual though, there have been some disappointments. We have found nests where eggs have disappeared or had holes poked in them most likely by sparrows or wrens.

We have also found a few where the babies were dead in the nest. The nests seemed undisturbed so we think something happened to the parents. Hard to say what might have happened but they may have been hit by cars, killed by other birds or cats, kids shooting BB guns, eaten bugs that had been around chemicals that were sprayed in yards and gardens, etc.

By Jan Golden I decided to share with you this month an old fashioned recipe for getting rid of weeds in your garden, as well as information on a weed with which you certainly want to avoid having any contact. What, you say? As the author of a recently published children’s book, “It’s a Great Day for Pulling Weeds”, (which advocates leaving certain ‘weeds’ grow as natural habitat and food for butterflies, bees and songbirds) you are telling me now to pull weeds?

Well, yes. Certain weeds are good, such as Milkweed that is kept under control, while other weeds need to be pulled or destroyed without negatively affecting the environment. Our gardens would be a mess if we allowed all those little helicopterlike seeds from our Maple and Bradford Pear trees to grow in our flower beds or if the Garlic Chives were to take over the herb garden or the Goldenrod was left to crowd out other important plants in our prairie garden or tall Meadow Grasses allowed to pop up helter-skelter anywhere they take root. If you have gardens, you know they must be managed.

We recently tried an effective, environmentally friendly recipe for weeds that worked well. It has only three simple household ingredients ….one gallon of Cider Vinegar, two cups of Epson Salts, and one-fourth cup of blue Dawn Dish Detergent.

We mixed it in a 2-gallon size pump/pressure sprayer container and applied the spray directly to the areas of growth we wanted to eliminate. Within a few hours of application, wilting occurred. This practice is both safe and effective and not harmful to the environment.

As for the weed you don’t want to have any contact with, Poison Ivy or Poison Oak needs to be watched for and carefully removed from your yard. Even after the plant is dead, the poison oil remains toxic and does not evaporate. All parts of the living or dead poison plants, including the roots, flowers, or berries, contain an oil that causes a rash that can spread if scratched open.

Therefore, I highly recommend you have a product on hand and use it faithfully after gardening just in case you brush up against Poison Ivy or Oak. The product, Tecnu® Original Outdoor Skin Cleanser, is available online or at any pharmacy. It was developed in 1962 and has been proven in the field by outdoor professionals. It is a unique, affordable cleanser that removes the rash-causing oil, called urushiol, found in all parts of poison ivy, oak and sumac plants. Tecnu Original is the only topical cleanser on the market that you can also use to remove poison plant oil from pets, tools, clothing, and equipment to help prevent coming in contact with it from a secondary source. Tecnu effectively removes urushiol oil from your skin by rubbing it into exposed skin and leaving it on a few minutes, then washing it off (follow specific instructions on product). If you’ve never been bothered by the intense itch of Poison Ivy or Oak, you’ve been fortunate! No, you’ve just been lucky!

Kids enjoyed making Dad a Father’s Day craft and jumping in the jump house, sliding down an 18foot slide, and racing their friends in an obstacle course. Thanks to everyone who came out!

First session of Kidz Camp took place the week of June 23rd-27th.

By Sandy Sorensen WOW! The good weather sure took its sweet time in arriving at Lake Carroll. But it’s a great time to be out on the trails. Some days the trails are hot and dusty, others they are cool and muddy. No matter what the weather, the trails are always fun.

Once again the Trail Club is once again holding a WIN YOUR 2015 DUES RAFFLE. Join last year’s winner, Nick Mazurowski, and buy a chance to have the Trail Club pay your 2015 LCA membership dues. I’m sure Nick will agree that it sure was nice to not have to pay dues for a year.

This year is bigger and better. The Trail Club is offering 3 prizes: 1. The Trail Club will pay the 2015 LCA ASSOCIATION DUES for your lot (sorry, no fees or stickers) 2. $500 CASH 3. $250 LCA Gift Card The Drawing for the raffle will be held on October 18, 2014 at the Annual Night Ride. Last year’s the raffle raised just over $6,000. With this money we are obtaining quotes for engineering the replacement bridge. Mark your calendars for the TRAIL RIDES to be held on Saturday, July 19th. We will be meeting at the POA office parking lot this year instead of the lodge parking lot. We moved the location for a change of venue. If you wish to get a “free” short ride on the trail with one of our experienced operators, just stop by between 10 a.m. and 2 p.m. Donations are always accepted.

Lake & Natural Resources Safe Recreation on the Lake…

We’d like to take this month’s article space to educate on safe recreation in lakes. For that matter, this applies to lakes, ponds, or even rivers, streams, and creeks.

In general, when we see clear water we think ‘safe water’ and when we see dark, dirty water we think ‘unsafe water’. In actuality, this may not be the case. Many harmful things that occur in water are microscopic, such as bacteria, toxins, or Joe Rush pollutants, and can’t be seen with the naked eye. Therefore, Lake Manager the most pristine looking water may still be polluted.

In many cases, the way bad things get into your body is through the eyes, ears, nose, and mouth. By simply keeping your ‘head above water’ while being in the lake can greatly reduce your risk to illness and disease. Here are some other tips to be safer when on the water.

- First of all, pay attention to lake postings or signage about lake conditions.

In many cases, there is someone looking out for ‘bad’ conditions on the lake and you should make sure you look for postings on possible problems. Even the most pristine lakes or rivers have some type of pollution, and watching for these postings can make you more informed. For example, beaches in Illinois are required by state law to monitor water quality for e. coli bacteria every two weeks. If these samples come back too high, the beach is required to close. If you don’t pay attention to the postings, you could be swimming in an area that puts you at greater risk of illness.

- If the water looks and smells bad, STAY OUT. This would seem to be common sense to most people, but it really isn’t. Kids and pets are willing to go into some very nasty water with no hesitation. Monitor your kids’ and pets’ activities and educate your children on staying out of scummy water. If you see an area where you want to swim looks scummy, you should look for another area of the lake to swim or play.

- Paying attention to wind direction when you are swimming can also help keep you safer. If the wind is blowing INTO a cove, everything on the surface of the lake will blow in and congregate in that small area. It would be safer to go to another area of the lake to swim.

- Don’t drink the water. This may be an easy thing for most people to comprehend, however, many don’t think about their infant floating around, bobbing their heads in the water, or when kids suck in and spit water out of their mouth, or even letting their pets drink lake water while swimming. Ingestion is a primary route for intestinal infections and diseases.

- Make it a general practice to shower when you leave a lake or stream. Even rinsing your body can reduce the risks of illness or disease.

We can never make a statement that the lake is 100% “safe” because there are just too many variables involved. However, you can make your recreational activities on the lake safer just by being aware of the conditions and the suggestions provided above.

Summertime means different things to different people, yet Twice-Sold Tales can satisfy everyone’s interests. For the handyman, we have several books on outdoor projects. Lots of plant books are available for the avid gardener, including some on natural pest control.

Golfers, and other sports enthusiasts, may find books by the greats of the game inspiring.

And everyone will enjoy a laugh from the comics and humorists. Finally, a trip to the shore cries out for a beach read; pick up your favorite guilty pleasure(s) at the bookstore on your way out of town.

Twice-Sold Tales, the gently used bookstore, is run by the Friends of the Lanark Public Library; proceeds benefit the Lanark Public Library and its programs and collections. The bookstore is located in The Special Touch’s Unique Mall at 504 IL Route 64 in Lanark. Its hours are 9 am to 5 pm, Tuesday through Friday, and 9 am to 12 pm on Saturday.

• 2013 Tax bills are being mailed the week of May 19th, 2014 • Due dates are July 3rd for the first installment and September 3rd for the second installment.

• Total taxes extended - $26,060,916 Net Taxable EAV – 319,620,093 • Approx. 13,000 bills will be sent.

• Taxpayers should check their bills to make sure the appropriate exemptions have been applied.

Owner Occupied Exemption: This annual exemption is available for residential property that is occupied as the principal dwelling place of the owner as of January 1st of the tax year (2009). A reduction of up to $6,000 off the assessed value of the residence is given.

Senior Citizens Assessment Freeze: This exemption will “freeze” the assessed value of the residence at a certain value (the year prior to the first year applied for).

There is an income limit of $55,000, you must be age 65 or older and application for this exemption must be filed by July 1st every year. Qualified individuals must complete and file Form PTAX-340 each year with the Supervisor of Assessments.

Senior Citizen Homestead Exemption: A reduction of $5,000 off the assessed value of the residence for homeowners age 65 or older. Qualified individuals must complete and file form PTAX-324 form with the Supervisor of Assessments.

Home Improvement Exemption: This exemption reduces the increase in assessed value attributed to new improvements for a four year period. There is a maximum $25,000 assessed value exempted.

Senior Citizen Real Estate Tax Deferral: This act permits the deferral of real estate taxes on the residence. The deferred taxes then become a lien on the property by the St. of Illinois, to be paid when the property is eventually sold. Age requirement is 65 or over. Income limit is $55,000. Owner must apply by March 1st every year with the County Treasurer.

Disabled Veterans Exemption: Contact Illinois Department of Veteran’s Affairs or the Supervisor of Assessments for details.

Circuit Breaker for Senior and Disabled: Administered by the State Department of Revenue. This program offers grants and/or reimbursements for property taxes and pharmaceutical purchases. It is based on income level and disability status. Must be filed annually.

Disabled Persons Exemption: A $2,000 homestead exemption created for disabled homeowners using the same eligibility criteria as is provided in the Circuit Breaker Act. Returning Veterans Exemption: A $5,000 reduction in the EAV of veteran’s principal residence for two consecutive assessment (tax) years, the tax year and the following year that the veteran returns from active duty in an armed conflict.

Summerset Theatre 41 Season Brings Smokey Joe’s Café to the Stage FREEPORT — Highland Community College’s 41st season of Summerset Theatre will present “Smokey Joe’s Café.” Performances will be at 7:30 p.m. on July 10, 11, 12, 17, 18, and 19 on the stage of the Fine Arts Theatre located in the Ferguson Fine Arts Center on the Highland Campus.

Presented in revue format, the 39 songs are performed by members of the cast in various combinations. This is the music of Jerry Leiber and Mike Stoller, all 50’s and 60’s style, with songs such as “Jailhouse Rock,” “Kansas City,” “Stand By Me,” “Hound Dog,” “On Broadway,” and more. The music of Jerry Leiber and Mike Stoller, was nominated for seven 1995 Tony Awards, including best musical. The musical duo, as much as anyone, virtually invented Rock n’ Roll, and now their songs provide the basis for an electrifying entertainment that illustrates a golden age of American culture. In an idealized 50’s setting, the classic themes of love won, lost and imagined blend with hilarious set-pieces and sliceof-life emotions.

Director is Mark Jansen; chorographer is Julie Smith; Quynnetta Sanders is vocal director, and Allen Redford serves as music director.

There is a local Freeport tie to this musical production. Mike Stoller, is the husband of Corky Hale, formerly known as Merrilyn Hecht, who lived in Freeport and graduated from Freeport High School. Hale, who has made a name for herself as a performer, has backed up such notable performers as Tony Bennett on the Tonight Show with Johnny Carson; soloed with Barbra Streisand in Central Park; performed with George Michael at London’s Royal Albert Hall; played harp for Liberace and Judy Collins and played piano for Billie Holiday, Mel Torme and Harry James.

Hale said she is proud to know her husband’s musical revue will be performed at Highland Community College. While she and her husband will unable to attend the local performance, she said “Smokey Joe’s Café” still holds the record as the longest running musical revue in Broadway history.

“This show is played everywhere, almost 365 days a year, from Tokyo to Zurich and now Freeport,” Hale said. “I am proud to know the work of my husband can be heard in my home town.”

The HCC Foundation will again offer its very popular and competitive live and silent auction items.

“Country Fair” begins at 5:00 p.m. with a silent auction. Janice has a bachelor’s degree in mass communications and a master’s degree in college student personnel, both from Western Illinois University.

McCoy has spent her career working with educational and not-for profit organizations. She worked for the YWCA of the Sauk Valley for nine years as the Director of Crisis Services.

Severe Weather Warnings LCA’s Notification Procedure

To the best of the Association’s ability, the following emergency procedure will be followed when the National Weather Service has issued either a Tornado WARNING or Severe Weather Warning with sustained winds of 40 mph or more: 1. LC Security will unlock the Lodge.

2. Security Patrol Car will drive through each pod in the campground with lights and siren on notifying campers of a severe weather warning by the National Weather Service. You should move to a safer location as quickly and safely as time permits. The closest location for the Campground is the lower level of the Lodge in the hallway outside the showers.

3. LC Security, while in route to the Campground, will attempt to contact the Clubhouse staff to notify them of a severe weather warning by the National Weather Service. Staff and patrons at the Clubhouse and Pro Shop should seek shelter in the lower level of the Clubhouse.

---------------------Please note “To the best of the Association’s ability”. This means Security Staff will do their best to fulfill this procedure; however, this procedure will not take precedence over emergency calls (ie: medical emergencies) or if it puts LCA staff in direct danger as a result of an imminent weather threat.

LCA asks that members take primary responsibility of their own safety. In this day of electronic devices, satellite TV, and residential weather notification systems, there are many options to keep aware of potential severe weather.

Severe weather warning systems, such as sirens, have been discussed and investigated through the years. Unfortunately, they are very expensive and LCA hasn’t been able to acquire this equipment. The LC Safety & Security Committee revisits this topic often and it is once again being looked into.

Hopefully Lake Carroll doesn’t experience Mother Nature’s wrath, but in the event severe weather is headed our way, please use common sense and seek appropriate shelter to keep you, your family, and guests safe.
