Nicor Has Arrived in Lake Carroll

It’s finally happening; the Nicor project is underway. We broke ground on the 5th of December and haven’t looked back yet; starting on Lake Carroll Boulevard at the main gate and 5 days later they were at the Clubhouse with the new gas main.

They are heading towards the Pool Complex. With any luck and a little break in the weather, they plan on being there by the end of January.

The Northern Pipeline Company has got the project started off with a bang, they have been great to work with and are doing a very professional job, not only have they got pipe in the ground they have keep the project neat and orderly. If you look as you travel down Lake Carroll Boulevard, you may even see some grass starting to grow! Yes they have already planted the replacement grass; I know they will be just as neat when they get to your yards.

The Nicor people tell me they plan to complete the project by the end of

2014! We anticipate having gas to the Clubhouse and the Aquatic Complex

by February 1St. It will then be up to us to complete the conversion of equipment in the facilities. We have already set those wheels in motion with the solicitation for bids from local contractors. As soon as we have the Clubhouse and Aquatic Complex up and running, they will start installation of the branch lines towards the housing areas. There is a lot of planning and work to be completed by year-end 2014; to complete this, the Association needs the help of all the members, with the construction ongoing we will need to be extra vigilant, especially in the spring and summer months during the peak of our season as well as the construction season.

We also need all the members that intend to have natural gas installed in their homes to start registering with the Association Office and getting the necessary paperwork and permits in order so we are able to direct Nicor into the proper areas. Nicor and the LCA are planning to hold a “Town Hall Meeting” so that all your questions can be answered. Watch for announcements and please plan on attending and get the ball rolling on your end.

Notes from the Office

2014 MEMBERSHIP CARDS & DECALS The 2014 Annual Dues packets were mailed December 20, 2013. Information sheets & the lower remittance copy of your statement must be returned with your payment to receive decals. Please review the information on your sheet. UPDATE YOUR VEHICLE INFO, ADDRESSES, PHONE NUMBERS, AND EMAIL ADDRESSES! The photo ID Amenity cards are intended to be used for multiple years. Do not discard them; there is a $20 replacement fee. This fee does not apply to updating children’s photos on their ID cards when significant growth changes have occurred. To avoid late fees, payment must be postmarked by January 31, 2014. Please read all the information sent with your December billing packet. If you have questions regarding insurance or registrations, please call the LCA Office at 815-493-2552; Karen at ext 10 or Missy at ext 20. Dues questions should be directed to Julie @815-493-2552 ext 14.

2014 “REMOVABLE WINDOW CLING” GUEST PASSES As was stated in the December paper, a newer version of the guest (vehicle) pass will be issued in 2013. Please mark the appropriate space on the back of your information sheet if you will need these. Four passes (per lot) will be issued if they are requested. Each set of four will display identical numbers (i.e. 4301). Your section & lot number will not appear on the actual guest pass.

The displayed number will be assigned to your database information. Per Lake Carroll Rules, no guest passes may be used in member vehicles (Chapter 1, Section G, 1c).

2014 BOAT SAFETY CLASS Lake Carroll has scheduled one (1) Boat Safety Class for 2014. Saturday, March 29, 2014 is the date. The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2014. Further information will be available in the February issue of the Lake Carroll News.

2014 MARINA SLIP ASSIGNMENT PROCEDURES DEEDED BOAT SLIPS Letters have been sent to all ‘deeded’ boat slip owners. Forms & payments must be received by January 17, 2014. Failure to submit the form & payment for the deeded slips (by 1/17/14) will be considered a negative response and the slips will be made available to other property owners.

EAST MARINA SHORELINE SLIPS Letters have also been sent to all owners using the East Marina Shoreline slips during the 2013 Boating season. Forms & payments must be received by January 17, 2014. Failure to submit the forms for the East Marina shoreline slips (by 1/17/14) will be considered a negative response & the slips will be made available to other property owners.

ASSIGNED BOAT SLIPS If you used an assigned boat slip in 2013 and you are a member in good standing, you will be offered the opportunity to use a slip in 2014. These letters will be mailed by January 31, 2014.

These forms must be returned with your payment by February 21, 2014. Failure to return this form (with your payment) by 2/21/14 will be considered a negative response.

NEW BOAT SLIP USERS/NON-DEEDED Saturday, March 1, 2014 (1st Saturday in March) will be the day new boat slip users (non-deeded and non-waterfront) may apply for a slip for the 2014 season. Owners must apply in person at the Conference Center. Completed Visa/Master authorization forms must accompany the request. The Conference Center will be opened at 7:30AM. The drawing for slips will be conducted promptly at 8AM. Please mark this date on your calendar. Further information regarding the Marina Slip Allocation procedure will be included in the February issue of the Lake Carroll News. The Rules & Regulations booklet has Chapter II devoted to Lake Regulations. Please review to Section G for schedules & procedures. Please read the Marina Concession Invoice Procedures (Chapter 2, Section F) if you use this method of payment. This information will be addressed in the March issue of the Lake Carroll News prior to the boating season. If you have further questions, please call Julie at 815-493-2552 ext 14.

SEASONAL CAMPGROUND USERS Bills for the 2014 campground season will be mailed approximately February 12, 2014. To secure your campsite, payment must be received by March 28, 2014. Decals will be issued upon receipt of the 2014 Seasonal fee of $590.00, plus $25.00 for the decal. Trailer and Vehicle Camp Shelters being registered at Lake Carroll will be required to show proof of ownership as is required on other conveyances. Proof of ownership can be: Title, current Insurance, and/or current State License Plate registration CAMPGROUND LOTTERY The Annual Campground Lottery will be held Saturday, March 1, 2014. This is the date for new campers to apply for a season campsite. Lottery will be held at the Conference Center. Doors will open at 9:30 AM & the lottery drawing will be conducted at 10:00 AM. Refer to the Campground Section in the Rules & Regulations.

GOLF STORAGE & TRAIL, CAMPGROUND STORAGE & BOAT PARKING Bills for the above will be mailed approximately February 12, 2014. Payment will be due on or before March 28, 2014. Decals will not be issued until payment & the appropriate insurance information has been received.

2014 LAKE CARROLL HOMEOWNER DIRECTORY Lake Carroll Homeowners that have a Lanark (493 prefix) telephone number or cell phone number which is used as the primary number at your Lake residence will be included in the annual Directory to be published in April 2014. The ‘Lake Phone Number’ on your 2014 Information sheet will be the number published in the directory. Please review & update ALL phone numbers.

If you wish to be EXCLUDED from the 2014 Directory you must return the form included in your Annual Dues packet on or before January 31, 2014.

LAKE CARROLL HOMEOWNERS Please provide your service providers (i.e. propane, snow removal, landscapers, septic, etc) with your current phone numbers. If you have your property listed with a realtor, please make sure to update address & phone information with them also.

AMENITY USAGE All delinquent dues and fees must be paid in full to exercise your amenity privileges (i.e. Aquatic Complex & Ski Hill) during the winter season. Photo ID Amenity cards must be presented to use these facilities. The office will be processing payments & issuing decals & cards as rapidly as possible.

GENERAL INFORMATION REMINDERS One free decal is issued for each dues paying lot. Decal fees are $25 for each additional decal.

Vehicle make, model, year & current license plate information & state registration card must be on file for each vehicle you register. ONLY LCA member-owned vehicles can receive LCA vehicle decals. A 2014 Fee Schedule has been included in your billing packet. Please save it and refer to it throughout the year.

Visa/Master authorization forms must be completed each year. Please check the appropriate line items if you want to charge your mowing fees, decals, marina etc. Using Credit Cards, Debit Cards, & Gift Cards for the payment of Dues is no longer allowed. Old forms are destroyed annually. Include the bottom portion of your billing statement with your payment & completed information sheet. Registration & insurance questions should be directed to Karen (ext 10) & Missy (ext 20) at the Front Desk. Dues & billing questions - call Julie (ext 14) Accounts Receivable. Quarterly handling fees are $25 per quarter. $100.00 late fees will be added to all unpaid accounts postmarked after January 31, 2014. Mark this date on your calendar now!

Letters to the Editor Policy The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

Editorial & Photo Guidelines It is each organizations responsibility to publicize and cover their events for the Lake Carroll News. If you need assistance, please contact the office. Any written articles, committee or club ads, or photos submitted for publication in the Lake Carroll News must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Be of interest and benefit to Lake Carroll Members.

2. Purposes for articles published are to inform and educate.

I would like to thank the Safety Committee members for their advice and support during the 2013 season. I would also like to thank the membership for all the kind remarks and for respecting the Lake Carroll Rules and Regulations. The entire lake Carroll Security staff hopes you had a safe and joyous holiday season.

Last year at this time a tragedy occurred in Sabula Iowa on Sabula Lake, it is located about 20 miles west of Lake Carroll. Two ice fishermen fell through the ice, only one was rescued. If you are an ice fisherman, please use extreme caution when heading out on the ice. A reminder: Use of the frozen lake is at your own risk. LCA does not encourage or endorse use of the frozen lake.

Just a reminder when the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel, please stay home to give our maintenance department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow.

Let’s have a safe winter driving season.

Once again the Security Department has to deal with complaints about illegal dumping, disposal of garbage. It is illegal to dump residential refuse in any Lake Carroll Association dumpsters or dumpsters rented by contactors. If your residence does not receive garbage pick-up, then the garbage must be transported back to your residence, and please remind your guests. You may also contact Moring Disposal for their “curbside service” where they retrieve and return your garbage can.

Winter is upon us and many of you will be leaving for warmer destinations. It is time to consider utilizing the Residential Low Temperature Light Program the Security Department offers. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Then Security will contact you or other contacts you have provided to Security. See more information about this program elsewhere in this issue, on the LC website. Please contact me if you have any questions. I have seen the devastation water can do to homes here at the lake because of a broken water pipe…something to consider.

Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour.

Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations Chapter I, Section C.2.

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pick-up. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Rules and Regulations, Chapter IV. Section C.6.

Can you believe that we are writing 2014? I know you feel the same way I do about everything going way too fast. The kids and grandkids have grown up way too fast. It seems that the only thing that’s not moving way too fast is our bodies. We have to try and keep moving whatever it takes. As you know many of our friends and neighbors are on their annual snow bird migration and will be gone for 2, 3, or more months. It is our (those who stay the winter) responsibility to check on our neighbors’ property.

Be aware of any heat lamps that may be on due to a furnace problems. If you don’t have keys for their property, call Security. Something that I try doing for my neighbors when they are gone and it snows is drive my vehicle up and down their driveway. This has the appearance of someone being home. Please be aware of any suspicious vehicles such as delivery trucks, vans, or any parked vehicles that are not normal to your street. As I have always said, “If it looks suspicious, chances are something is wrong.”

Call Security; let them check it out.

I would like to relay to you some scam material that I have taken from different articles. Let’s call them the 12 Months of Scams for 2014.

January: Our New Year’s resolution of losing weight. Unfortunately it is also the most likely way of getting ripped off. The only thing most people loose is their money. The Federal Trade Commission say that more people are defrauded through weight loss scams such as buying “miracle supplements, easy exercising gizmos and break through” diets than any other product category it monitors.

February: This one goes out to our snowbirds spending the winter in retirement communities like Florida and Arizona. I know most of them have their mail sent to their winter homes away from home.

The most common cons are the self-described utility workers or contractors who show up unannounced and ask to enter your home, claiming someone sent them. In some cases they say condo association etc. Regarding those of us staying, please beware of anyone claiming they are from a utility company needing to enter our home for whatever reason. Lake Carroll will have a lot of activity concerning Nicor trenching, digging and installing gas lines. Com-Ed has also been installing a Smart grid on LC property. Just be a little cautious.

March: Many charity organizations solicit funds for their charities. For instance Breast Cancer charities raise 6 billion dollars each year. Unfortunately anyone (scammers) included can use the familiar pink ribbon to brand merchandise. I am not saying don’t give, make sure you are giving to a charity that actually gives the majority of dollars raised to where it is intended to go. Check out these websites Give.org or CharityNavigator.org.

April: Take a close look at all those subscription renewal notices for magazines that invade your mailboxes. If you are asked to send a payment to a company you do not recognize, call the publisher to verify that the offer is legit.

May: Looking for that great get away for spring? Maybe a choice vacation rental way below the market price. Stick with the real estate websites or listing agents.

June: Summer means open windows, vacations and more home burglaries. It’s also prime time for door soliciting scammers. LC residents don’t have to worry too much about the door to door stuff, but it can still happen. Call Security if it does. I like to think the Neighborhood Watch can also help.

July: Free money in the form of an unexpected check or a phone call. Usually you have to forward a portion of the monies that will be coming to you at a later date. The money you have to send is for “legal and admin fees”, etc. These are all scams.

August: You have all heard of the phrase “Dog days of summer.” Statistics have shown that most reports of dog thefts occur this month. Among all the ads of legit sales for dogs there are many bogus ads or the dogs may be stolen. Take caution to when investigating on your own. Never send a down payment to hold a dog.

September: Home repair. Scammers love helping seniors that need help with tree trimming, asphalt driveways, yard work, roofing etc. Lake Carroll residents can always call the Association Office or check the website for a contractor that is registered with LC. (In case you don’t know, all contractors are required to be registered with the Association!) Talk to your neighbors to see who they used and what they think.

October: For those starting to look for year-end tax breaks. Fraud minded financial advisors are also looking for you. Be wary of those free lunch seminars, especially when they say the words ‘risk-free, guaranteed, and secret”.

November: Scam alert for veterans. As we remember those who served our country, scammers target both active-duty personnel and veterans. If an unsolicited pitch plays on patriotism or military service, it usually comes with sky high interest rates and hidden fees. Veterans should steer clear of any offers that promise lump sum cash advances or settlements in exchange for their future pension payments.

December: Tis the season for gift card. Scams ranging from subscription schemes to sophisticated cloning and scanning techniques in which stolen cards are scanned by a magnetic reader.

So I hope I didn’t make everyone too paranoid. Just go out there and have some fun in the snow!!!

Safety First

Snowmobile Operation. Tis the season for snowmobiles and at the time of this writing the prospects are good for ample snow to provide the opportunity to use this fun machine. Since the snowmobile season is so short and not always snowy enough, we use these machines infrequently and a review of the rules is a good idea to be sure you’re safe and compliant. Some of the basics: * The maximum speed limit is 30 mph (as for cars and ATVs). * Operators and riders must wear DOT approved headgear, helmet and eye protection. * Operators must stay on trails designated for snowmobile use. No traversing on unimproved lots. * The roadways can only be used for connecting from the property owner’s lot to the nearest trail entrance. * And there’s more about insurance, registration and safe operation on pages 9 and 10 of the Rules and Regulations booklet.

One extra “piece of advice” that’s not exactly a rule is: don’t trust the lake. Running across that open expanse of ice is great fun, but the ice cannot be relied upon to be strong enough to support you and the machine. Just because it is frozen doesn’t mean it’s thick enough. And there are areas near springs in the lake that are especially hazardous. Some conversation with the ice fishermen (and women) could give you some insight about the ice thickness.

Snow clearing. Well, we’re seeing an early onset of snowfall with predictions of more to come. That prompts a reminder of a dangerous practice sometimes seen around our road system. When you clear snow from your driveway don’t yield to the temptation to deposit some of it on the roadway. Yes, it may be easier to put it in the road than to the side of your driveway, but it hampers the road clearing crews and is dangerous for your neighbors - cars passing by can be impacted by the deep or piled snow that appears suddenly on the road surface and could even lose control. Finally, it’s a clear violation of Lake

Carroll Rules. Citations have been and will continue to be issued.

Conversely have you been irritated by the snowplow filling up the end of your drive right after you’ve cleared it? Yeah, bummer, huh? There is a way to minimize this problem. You have to play a waiting game with the plow. The plow “dumping” in your open drive is caused by a bit of a physics phenomenon.

I can visualize it, hope I can explain it clearly. Especially when there is a bank of previously plowed snow along the roadside the plow is running along, set at an angle toward the roadside, filled with a load of snow steadily migrating to the end of the blade. If the roadside has a previous bank the outflow of the snow from the blade is restricted and it flows out at a constant rate. If the plow suddenly encounters your freshly cleared driveway the restriction is suddenly removed and the flow out of the blade increases rapidly, emptying the load in the blade. And you get dumped on. So, if you can, wait until the plow has cleared the street before opening the end of your drive. You will still get some discharge from the plow and have to move it, but the amount will be less.

Speaking of moving snow, it’s so tempting to grab a shovel and begin to move the white stuff off the walks and drive. Out of determination, pride and denial of reality one forgets that heavy exertion in cold temperatures places extra stress on the heart and can lead to a nasty heart attack. So, before starting that shoveling task ask yourself if you’re really in shape to do it and consider enlisting someone with a plow.

As we get older we have to reduce the heavy work and write more checks.

‘Sno Towing. One more time, remember Lake Carroll Security is no longer authorized to tow your car out of a ditch. If you get stuck Security can take you home or to another warm place, but towing the car is your responsibility. Is this trip really necessary?

GM Report

I hope all of you had a festive Holiday Season and I would like to extend my wishes for Happy & Prosperous New Year. I would also like to welcome Don Aleksy and Norm Hoffman to the Board of Directors for next three years. Both gentlemen have a wealth of experience which will benefit the Association and myself as we move into 2014 and beyond.

The biggest piece of news I would like to share with you is the Nicor construction project which began in early December, 2013. The Board finalized and executed the Nicor Construction Agreement at the November BOD Meeting and the progress is exciting to see. Nicor has already installed the main from Payne Road to the Clubhouse with the goal of having the Clubhouse connected to the new system by the end of January.

They are also installing main on Lake Carroll Blvd. heading south towards Mike Schmieder the Hatchery and they will continue in a clockwise direction so that the General Manager Lodge and the Aquatic Complex can be connected. As you probably know, the Clubhouse and the Aquatic Complex are the two largest Liquid Propane consumers of all our buildings. The sooner we can convert the Clubhouse and Aquatic Complex to natural gas, the better as the Association stands to realize a significant savings using natural gas verse LP. As the construction crews continue to work, Nicor is beginning to plan a series of meetings to explain the benefits of Natural Gas to our Membership. These meetings will be beneficial to all as Nicor will have personnel available to answer any questions regarding the project as well as the timelines to complete the installation in the various sections of Lake Carroll. In addition to providing enrollment information, Nicor also has information regarding potential rebates which may be available to those interested in purchasing new energy efficient appliances and equipment verse the cost modifying and retro-fitting your old appliances. Though the dates for these meetings have not been identified yet, they are in the works and we will do everything possible to keep the Membership updated.

Speaking of progress, I would like to recognize the ongoing efforts of Mr. Bernie Henricks and the Lake Committee for all they have been doing to ensure that our Lake is a healthy one. A tremendous amount of time and effort has gone in to the development of a long range plan for the Lake. Weed management, sediment management, and sediment removal are just a few things they have been working on. At the December 1, 2013 annual meeting the Lake Committee was recognized as the Committee of the year and their Chairman, Bernie Henricks received the Volunteer of the Year award.

Congratulations Bernie and the Lake Committee for all you have done and for what we hope you will continue to do.

I want to begin with thanking all of the members who supported my election and return to the Board of Directors. The members who did not support my candidacy, I want to say, if there are issues of concern, please feel free to express your opinion so I may give your issues full consideration. Our Board is diversified and represents the membership the best we can. There will be issues on which board members disagree, as our community also may disagree when they have discussion on controversial issues. I will do my best to support the will of the majority. There have been many times I have supported the membership view when it may not have been my personal opinion. I have stated this many times, “When there are issues on which you observe a 4-3 vote by the board, you should evaluate the issue and decide which side of the vote would be your philosophical Norm Hoffman stand.”

Board President Take for instance, the final vote at the Annual Meeting concerning the Pool Loan vote of an additional $16; it was the closest vote of all the issues on the proxy card, with 424 Yes, 350 No, and 16 Abstain. The vote tells the story that 350 members disagree with this issue. It does not mean either the “Yes” votes or the “No” votes are right or wrong on this issue. What it signifies is members may disagree on an issue; however the majority of the vote on this issue decides, in this case that is “Yes.” The same result may happen on issues that are dealt with on the Board. All the Board members may not agree on an issue; however that does not mean either side of the issue is right or wrong. The majority prevails and if the majority or minority is not consistent with your position on the issues, then you should have a fair understanding of who you would support during an election.

The campaign brought out many issues where the members were interested in my stance. The most fascinating thing I observed was the genuine interest people have on the issues concerning the Lake, but many were not aware of some of the background or history of our community. History is a subject that has a high percentage chance of repeating itself if you are not aware of the mistakes that have been made. Our community has survived because of the perseverance of the members to correct the mistakes, move forward on our development, and continue to work together to make Lake Carroll a better place.

Now the question is, “Where do we go from here?” As I said on the campaign, we need to have a working Long Range Plan. We need to be aware of our current finances and what financial investments we make in the future. We have over 100 volunteers that work on committees that help develop our direction, along with staff, and the Board; however informing the membership and seeking their approval and endorsement is paramount to making the future planning of our community a success. As we move forward on this path, we will bring the membership up to date, and let the membership chart the course of the Plan.

As this new year of 2014 begins, I look forward to your input and help to continue making Lake Carroll a great place to live and enjoy our amenities.

Security Residential Checks & Low Temperature Light Checks The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look

Submitted by Luke Fossett, LC Security for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will

leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $5.00 a week 2. $20.00 a month 3. $120.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www. golakecarroll.com (Resources> Document Library>Security Forms).

Lake Carroll Quilt Club

What an unbelievable year 2013 has been. I certainly didn’t know I would end up Manager of the Lake Carroll Clubhouse; it is a dream come true.

Thank you, Mike, for believing in me and giving me this opportunity. I could not have done it without the support of all my staff and all of you! I promise I will give it all I have.

It takes many dedicated people, including staff and volunteers, to run the Clubhouse. You cannot run a successful business of any kind without a team. We have heard so many good things over the past few months as a direct result of our Team working together. The front of the house has stepped up, working above and beyond together as a team and helping me out in any way they can. Thank you for all you have done.

Lance Leverton is the new Kitchen Manager. He has done an awesome Denise Lahm job in just the few months he has been here. Cleaning and organizing are Clubhouse Manager as high a priority as providing patrons with delicious and varied meals. He, too, has a great kitchen staff that is helping him get the back of the house in good running order. Lance and the kitchen staff are making a big difference in front and behind the scenes.

By the time you read this we will be celebrating 2014, working on new ideas and changes to the Clubhouse.

If you have not yet been to the Clubhouse for the Sunday breakfast buffet, please stop by. I hear people are pleasantly surprised. Sunday breakfast buffet is only $6.99 served from 9am-10am and our full brunch only $9.99 served from 10am-1pm.

If you haven’t read the Clubhouse hours, I’d like to call attention to a change in our Sunday closing time. For the month of January, we will be closing at 3pm on Sundays. As patronage and activities pick up again, we’ll adjust our hours as needed to accommodate the need.

If your kids or grandkids were lucky, they were able to visit with “The Big Guy” to give him their Christmas list. Santa visited the Clubhouse on December 8th and 15th. Kids sat on Santa’s lap…some more happy to do so than others. See photos elsewhere this issue.

Hopefully the ski and tubing season will be in full swing by the time you receive this paper. We have a new menu at the Plumtree Snack Shack including burgers, hotdogs, chili, and nachos, to name a few.

Stop in the Hideaway Lounge for a hot or cold beverage.

Our Quilt Club members met at the Lodge on December 3rd. All that attended brought festive snacks and special treats to share. This year everyone brought a favorite Christmas piece, either made recently or in the past. After we enjoyed each and every piece, they were displayed around the room. Charm squares were passed around for each one to take home new “scraps’. We can’t wait to see what Kathy Dahms will create from these new squares next year… no pressure Kathy!

Two games were played, not too much of a challenge, but we had fun…a cross word puzzle and a word search puzzle, prizes were awarded. We enjoyed time together with tasty treats, coffee, and punch thanks to Nancy Flikkema and Jan Ulesich for helping with the table set-up…..

In 2014, we will meet on February 1st. at 11am at the Lodge for anyone who would like to bring a project to work on or for anyone who might have a problem , we can help with. Or just to share a cup of coffee during the winter months, and visit…. A regular meeting will be held at 1:00 p.m. we will continue this schedule for March and April.

Unapproved Minutes of the Annual Meeting of the Lake Carroll Association December 1, 2013 Call to Order: President John Grotto called the meeting to order at 12:29 P.M. in the LCA Clubhouse Lower Level.

Board Member Present: • President, John Grotto • Treasurer, Bill Jahnke • Secretary, Jeff Howe • Director, Barb Anderson • Director, Joanie Perez • Director, Dave Soldat Absent: • Vice President, Dan McCollum Also Present: • General Manager, Michael Schmieder Pledge of Allegiance: President John Grotto called on Norm Hoffman to lead the Board and audience in the Pledge of Allegiance to the Flag.

Approval of 2012 Annual Meeting Minutes: Dan Herman (23-53) moved and Claire Holmberg (4-69) seconded to approve the Annual Meeting Minutes of December 2, 2012. Motion passed by unanimous voice vote.

M13.12.01 Treasurer’s Report: Treasurer Bill Jahnke began his report by stating that a copy of the operating balance sheet and Treasurer’s Report were available by the back door. The financial status of the Association as of October 31, 2013 Financial Statements, as reported in the Treasurer’s Report by Treasurer Bill Jahnke is: • Total Cash on Hand: $646,097 o Operating, Clubhouse and Petty Cash Balance: $543,697* o Fixed Asset Checking Account Balance: $138,722 o Fixed Asset Reserve Fund Balance: $789,634* o Debt Payment Account Balance: $22,415 * including amount due from Pool Loan line of credit • Line of Credit Used: $0 • Pool Loan Line of Credit Balance: $0 o Due to Operating for Pool Loan: $123,371 o Due to Restricted Reserve for Pool Loan: $725,000 Bill continued saying that 2013 has been a tough year for the Association, with the reduced usage of the lake resulting in lower marina gas revenues, and the golf course having a slow start in the spring due to weather. As a result, we are currently running about $46,000 behind on the operating budget. Fortunately, the Association currently has about a $50,000 cash carryover that will cover the deficit. But the cash carryover has declined from about $100,000 several years ago, and the Association cannot afford another bad year. Hopefully, 2014 will be a better year for revenue, like 2012 was.

The Fixed Asset Reserve Fund (FARF) started the year with about $837,000. The Board has spent nearly all of its 10% authority this year.

The biggest expenditure from FARF was to cover part of the cost that exceeded estimates for the spillway bridge deck. Bill noted that this project will not be completed until spring 2014.

Finally, $36 of the $48 dues can be attributed to an increase in the fixed asset budget. This larger than normal proportion is due to looking ahead at the fixed asset replacement schedule and seeing increasing costs for replacements in the coming years.

Election Committee Report: Prior to reporting the election results, Secretary Jeff Howe reported the following regarding a quorum for

the meeting: Lots in attendance registered to vote from the floor – 16, Proxies given to Board for Budget – 774. Grand Total of Floor Votes and Proxies – 790. Jeff Howe stated we have a quorum.

Secretary Jeff Howe announced that this year we had three candidates running for two open spots. The ballots were counted at the Conference Center on November 26, 2013.

Thanks to the Staff, volunteer members, and to Dave Soldat for acting as the Chief Officer in the Secretary’s place. The following results were tabulated: Total Ballots received 723 Ballots disqualified 31 Total valid Ballots 692 Summary Spoiled Ballots: 20 no signatures 1 ballot submitted incorrectly 4 no inner envelope/no signature 2 two ballots in one envelope 3 no ballot envelope enclosed 1 property was sold Tabulation of votes by candidates is as follows: William H Jahnke 422 Norman W Hoffman 479 Donald J Aleksy 432 Write In 0 Total Votes Cast 1333 Board members elected for the 2014-2016 years are Norm Hoffman and Don Aleksy.

President’s “Hit and Miss” Address: President Grotto his list of hits and misses for the Association in 2013.

Hits: 1. Rental regulations are finally before the Membership for a vote.

2. Carroll County has established special use permits for transient (less than 30 days) rentals.

3. Comprehensive Lake plan covering silt ponds and lake dredging. Implementation of plan has started, with equipment having been purchased and studies having been done. We will do our own dredging, and have renewed the lease for the Block farm to place the dredge material.

4. Nicor project: Contract has been signed, and should start seeing construction soon. Thank you to Mike Kaysen (4-193) for volunteering to be our onsite construction supervisor.

5. AT&T cell tower: AT&T will be moving their cell service from its existing tower to a new 200’ tower over near the maintenance building.

The old tower (pole) will be left in place as we plan to place a weather warning siren on the old pole.

6. Rules codification will take place. This project will make it easier to look up items in the rules.

7. Changed newspaper publishers. With the new publisher we are getting more consistent revenue income.

8. Marketing the Clubhouse. There is a new billboard for the Clubhouse on the corner of 72 & 73.

Misses: 1. Rental questions #3 and #5 on the proxy card. We could not resolve having conflicting questions before the proxy card went out.

2. Lake had to be closed due to a harmful algal bloom.

3. Zebra mussels – we have seen a large increase in zebra mussels in the lake this year.

Challenges for 2014: There are 3 of them.

1. Money 2. Money 3. Money Things in the budget have been streamlined to the best of our ability. Over the last 5 years we have lost 100 dues paying lots. This past year we lost revenue due to lake closure. We will need to figure out a way to increase our revenue.

Audience Questions/Remarks: Sandy Sorensen (31-91) noted that at the last Board meeting, the audience was advised that there is a lawsuit against the Association. She asked for comments on the situation. President John Grotto responded. He said that earlier in the year, an engineering study was done to determine the type of dredger the Association needed in order to do its own dredging. The type of dredger that we needed was identified on an equipment broker’s website. Bill Jahnke (23-70) and Bernie Henricks (4-43) visited Carter Lake, where the dredge was located. The broker didn’t own the dredge, but the City of Carter Lake gave them a 2 day right of refusal.

The broker did not exercise their option, so Bill Jahnke purchased the dredge on behalf of the Association. Then the broker filed a lawsuit against the City of Carter Lake and the Association in order to get their brokerage fee.

Darlene Benson (21-29) said she does not receive the Lake Carroll Newspaper in the Chicago suburbs where she lives until around the 20th of the month. The response is that this is really in the hands of the Post Office and not in the Association’s control. It is normally printed between the 1st and 3rd of the month, and then immediately goes to the Post Office.

Locally, it is received about the 6th or 7th of the month. With the new newspaper publisher, the paper is also available online on the Lake Carroll website when the paper is sent out to the Post Office.

Darlene also asked if gaming machines would be a possible source of revenue. The Board responded that they haven’t really considered something like this.

Mike Kaysen (4-193) made comments about septic systems. A committee is being formed to look at requiring changing over to aerobic septic systems. These are now required for new construction. The intent is to keep the lake clean. This may be one part of the solution.

Patti Chalupa (17-185) asked about people still using the lake for sprinkling their lawn.

The response was there are currently three that are grandfathered, and one of the homes is currently for sale.

Sandy Sorensen (31-91) expressed concern about money for the Nicor project. The amount approved for borrowing authority is near its limit after paying the Advanced Deposit Agreement. She offered to make a motion to increase the borrowing authority. John Grotto said the offer was not timely enough, since this wasn’t addressed on the proxy card.

Nancy Comstock (26-41) said she heard that for the new cell tower a fiber optic cable would need to be brought in. She was told that this was a normal part of the process that is being done for all the cell tower upgrades in the area.

2014 Budget and vote: Sandy Sorensen (3191) moved and Donna Aleksy (4-34) seconded to approve the 2014 Budget with a dues level of $1,404.00 as presented to the membership by mail. Total floor and proxy votes for – 544;

Sue Massey (1-16) moved and Ian Keith (2653) seconded to approve an additional $16.00 dues increase with the additional funds to be dedicated entirely to the principal reduction of the Pool loan. Patti Chalupa (17-185) moved and Charlee Thompson (23-24) seconded to approve Bylaws amendment to Article II and Article III regarding rentals. M13.12.06 Installation of Newly Elected Board Members: President John Grotto invited Secretary Jeff Howe to the podium along with Don Aleksy and Norm Hoffman for the proceeding of installation of the newly elected Board Members. Jeff then asked each in turn to read the Code of Ethics and the Code of Conduct, and sign the prescribed documents.

They all then recited the Oath of Office, and upon completing the protocol, all new members were congratulated and invited to join the Board. The audience added their approval with applause.

Recognition and Acknowledgements: a. Outgoing Board Members: John Grotto said no one member of the Board is responsible for the successes or the failures. We all work together as a team. He expressed his thanks to Dan McCollum and Bill Jahnke for their dedication. b. Committee of the Year: John Grotto announced that the Committee of the Year is the Lake Committee. Bernie Henricks accepted the award on behalf of the Lake Committee. c. Volunteer of the Year: John Grotto announced that the Volunteer of the Year is Bernie Henricks.

Lake Carroll Registration Requirements

NEW Off Highway Vehicle (OHV) Usage Stamp for ATV’s The State of Illinois has announcement that the stamps will be available in early 2014 from vendors who sell fishing and hunting license. You must display the new usage stamp on your ATV by April 1, 2014. The stamp is valid for one year and must be repurchased each year.

The LCA Office is handling this in the same manner as they did the Water Usage Stamp. For this first year, LCA will not require a copy of your OHV Usage Stamp before you receive your 2014 ATV LCA decal(s). HOWEVER, the DNR has the authority to enter Lake Carroll property and check ATV’s accessing our trail system. It is up to you to ensure you have the appropriate State registration.

NEW IDNR Water Usage Stamp Required in 2014 Effective July 1, 2013, you are required to purchase an annual Water Usage Stamp for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where they sell fishing licenses). You must provide the same Watercraft information used for a State registration to purchase the Stamps. Proof of current Water Usage Stamp must be on file with the Association Office before decals will be issued. If your current registration expires June 30, 2014 or June 30, 2015, you will not need a stamp until that time. For more information, please visit the IDNR’s website.

Licensed Vehicle Decals 1. Make/Model/Year. 2. License plate. 3. NEW Requirement for 2014 - A copy of your current state registration card.

NOTE: * Vehicle decals are issued only for vehicles owned by Members in good standing. * Guest Passes cannot be used in Member vehicles.

Insurance Requirements 1. You are required to provide proof of $500,000 liability insurance for watercraft, off-road trail vehicles, snowmobiles, and golf carts.

2. Snowmobiles & ATV’s: Lake Carroll Association must be named as an “Additional insured” on snowmobile & ATV policies. Make sure we have copies of your current insurance policies.

3. Proof of membership in any snowmobile alliance is also a requirement for snowmobile registration at Lake Carroll.

4. Copies of current State registrations must be on file at the Association Office for all boats & snowmobiles.

Trailer and Vehicle Camp Shelters being registered at Lake Carroll are required to show proof of ownership. Proof of ownership can be: Title, Insurance, and/or State License Plate registration.

NOTE TO READERS: The Lake Carroll Email Group recently was circulating comments about the increasing number of geese on our lake again this fall and winter. The topic has been brought up many times in the past several years, with strategies for their removal discussed and attempts made to minimize their reproduction. So far, there is not much evidence of making progress. So I decided to have the following IMAGine article reprinted in an attempt to remind us all why we continue to see the number of geese increase. It includes suggestions of how we might attempt deterrent methods used successfully elsewhere.

I IMAGine most of us remember the Mother Goose Nursery Rhyme that began “There was an old woman who lived in a shoe. She had so many children, she didn’t know what to do”. Hmmm.....I wonder what would happen if we crossed Mother Goose with the “old woman’s” husband’? Have you looked out at the lake and open land this winter? Well, it happened! We have so many geese, do we know what to do?

Yes, our goose population seems to be much larger this year than in years past. It’s no wonder given that one female can have 4 to 7 eggs in a typical clutch. Incubation takes 25 to 30 days and the goslings are led to water within a day after hatching ( http://www.gpnc.org/canada.htm). The problem is having non-migrating (often called resident) geese. For a goose to migrate, it must be taught the flight path by its parents. Therefore, all following generations of non-migratory Canada geese will also be non-migratory, or resident geese, that will stay year-round in the vicinity where they were born. Geese live about 20 years, start to nest after about 3 years, and lay on average 5 eggs each year.

Geese have a very strong tendency to return to where they were born to nest. Left unchecked, their population will double every 5 years.

When I sought information on the negative impact of geese, I discovered that Canada geese feces can be hazardous to people’s health, but usually only when inhaled or ingested. Walking past geese feces, or even lounging near geese on the beach is likely safe for healthy people. However, the elderly,

children, and pregnant or breastfeeding women are particularly susceptible to health risks posed by parasites that inhabit Canada geese feces. At even higher risk are those with weak immune systems, such as people with HIV/AIDS, chemotherapy recipients, and recent organ donors and recipients.

Similarly, people with gastrointestinal (GI) problems, such as ulcers and irritable bowel disease, are also at increased risk, since they, too, cannot easily combat parasites from Canada geese feces (Columbia University of the City of New York).

Geese feces usually contain the parasites cryptosporidium which poses the most serious health hazard. The parasite causes cryptosporidiosis, an illness with typical gastrointestinal symptoms, fever and weight loss. Lakes, rivers and streams can become contaminated by runoff which contains waste from infected animals. After all, while feeding, geese defecate every 20 minutes. Each goose produces up to 1 1/2 pounds of waste per day and they also deposit their waste while in the water. Research shows that Cryptosporidium can be found in 97% of surface water in the U.S (http://icwdm.org).

Now maybe the ‘old woman’ of the Mother Goose story didn’t know what to do, but Lake Carroll management, Board and members must figure out what to do to stop the proliferation of resident geese in our community. Remedies such as oiling of eggs while in the nest, conducting a goose roundup, and placement of decoys in yards have been attempted with some success, but the population continues to increase. It will take some focused effort on all our parts to counteract their instinct to remain Lake Carroll residents!

For example, a variety of goose control methods I researched on the internet include: The Goose D-Fence® is a specially engineered, retractable fence meant for goose control that keeps unwanted geese off your property and can be installed or removed in less than 10 minutes (http://www.lakerestoration.com/p-32-goose-d-fence-system); The Goose Repellent Lone Dog Decoy (http://www.watchdoggoosepatrol.com); Goose Masters provides an environmentally safe, humane and effective way to get rid of geese from your golf course, beach, or yard. Using trained Border Collie Goose Dogs and experienced dog handlers is very safe because the Border Collie, unlike other breeds of dogs, uses its eye to mesmerize their prey into flight while never touching the birds. The Canadian geese consider the Border Collie a predator because of the wolf-like stare (http:// www.goose-masters.com).

That’s it! Maybe all we need is a resident Border Collie to ride around on patrol with security, ready for duty when flocks of geese on land are noticed and reported! Now, the third line of the ‘old woman’ poem, “she gave them some broth without any bread”, makes sense. Keep the geese from getting their “bread” since geese get most of their food source on land by largely eating grass, leaves, herbs, and grain when available. With only “broth”....er, lake water....they won’t remain residents for long.

NICOR IS COMING!! NICOR IS COMING!!

For those of you who are not familiar with the name NICOR, it is the acronym of the name for the Northern Illinois Gas Corporation, one of the major Illinois public utility suppliers of natural gas service. As a public utility, NICOR is governed by the Illinois Public Utilities Commission and the rates charged for natural gas service must be approved by the Public Utilities Commission.

NICOR is in the process of becoming the supplier of natural gas service to the Lake Carroll Community. In fact, as of this writing, NICOR is currently installing pipelines in the southeastern section of Lake Carroll. The initial service of natural gas provided by NICOR will be to the Lake Carroll Clubhouse, to replace propane heating and cooking facilities at a substantial savings to Lake Carroll. Ultimately, NICOR natural gas services will be provided to lake Carroll residential dwellings IF the owners of those dwellings elect to switch from

propane to natural gas. The decision to switch will be up to each property owner; and will require that property owner to make those decisions on the basis of information concerning the costs to convert to natural gas and the benefits (savings) derived from switching from propane.

The purpose of this introductory article is to make each property owner member aware of the process that is underway and to set the stage for determining the cost savings associated with changing from propane fuel to natural gas. Future articles and/or publications will provide detailed information on what needs to be done, evaluate whether a member elects to continue using propane or convert to natural gas, and the actions required to make that decision and initiate the conversion, if elected.

Lake Carroll Christmas Party

The Lake Carroll Christmas Party held on Friday, December 6, was a fun and festive way to get into the spirit of the holiday season. The theme this year was “Island of Misfit Toys” from the Rudolph the RedNosed Reindeer movie. The lower level of the Clubhouse was decorated beautifully to carry out this theme, including Christmas trees, snow covered mountains, icicle lights, and lots of toy characters from the movie. The food was even served on tables decorated as floating ice.

Speaking of food, Lance, Denise, and the Clubhouse staff did an excellent job in the preparation and presentation of everything. We began with antipasto trays on each table and hors d’ oeuvres served butlerstyle by the ladies on the Christmas party committee. Guests then enjoyed a variety of food stations featuring shrimp, a baked potato bar, a taco bar, a pasta bar, veggie table, and an assortment of sliders. Deserts included brownie bites with peppermint bark topping and cheesecakes of various flavors.

Entertainment was first provided by magician Tony Invergo as he circulated among the tables performing various slight of hand tricks. After the meal, Legends of Rock and Roll provided music for the evening.

Based on the dance floor crowd, it seemed that everyone enjoyed the entertainment provided by the band. One surprise feature for the night was the opportunity for individual, couple or group commemorative photos. We want to extend a big thank you to Reid Paxson and Rick Brant for their photography services and to Jennifer Comstock for printing all the pictures. The party attendees had great fun with the picture taking.

And lastly, thank you to the Fishing Club for hosting the party and to the Christmas Party Committee (Nancy Comstock, Marve Feucht, Barb Hevrin, Nancy Quilico and Julie Reddies) for putting on a great event.

Facilities Update

Looks like it might be a white Christmas after all. I am writing this as we have just finished up clearing the roads for our first time this season. Let’s hope it is a safe season for everyone. You might notice a tint of brown or purple on the roads this year after a snowfall. We are trying a new procedure this year in hopes of saving some money on salt and making the roads less slick – beet juice. You may have heard of using beet juice on the news or in the paper, it has been around for more than a decade and is commonly used by townships and counties statewide. The beet juice allows the salt to melt ice and snow at the cooler temperature than just salt alone. It also is a sticky substance so it is also supposed to allow the salt to stick to Shaun Nordlie the roads more than salt alone. Rusty Block, who is on my staff and Facilities Director has 12 years’ experience as road commissioner, suggested we make the change this year. Our decision was based on the fact that this helps reduce the amount of salt that we need to purchase this season and also it allows us to change the mixture that we are using on the roads to a salt, beet juice, sand and chips mixture. In years past we have only used salt and chips, which have worked just fine, but it did require us to put more product on the roads and also left many chips on the road after the winter season that needed to be swept off the roads. We hope that this new product reduces our costs, and saves money in clean-up in the spring. Hopefully you will notice a difference too.

The snowmaking season officially opened December 6th around 8pm. Temperatures dropped down to the low single digits that night which allowed us to make snow for the first time this season. The temperatures did not rise too soon on December 7th, so Mike and Jon kept going until mid-afternoon and started a nice base for us on the tube hill and the ski hill. Unfortunately, after the writing of this article the weather didn’t cooperate for us to have enough snow for opening day that was scheduled for December 21st. The PoleCat that I mentioned in last month’s article was approved in the new 2014 budget and was delivered the week of December 13th. As I stated, this will give us two polecats and the ability to make a lot of snow on these very cold nights. Once we have both polecats on property, the ski hill boys will be experimenting to see the best strategies for placement of both PoleCats. We are going to start with one PoleCat on the tube hill and one on the ski hill. Our hope is that with both machines and some help from Mother Nature that we will have a successful season on both the ski hill and the tube hill.

Most of you are aware we have ponds at the entrance to the main inlets of the lake. These ponds were built to allow sediment to be trapped before entering the lake. This reduces the impact of sediments on the lake and allows for more efficient removal and maintenance over time.

There are two different kinds of pond systems, dry ponds and wet ponds, used for this purpose and both systems function to settle suspended sediments from storm events. A wet pond, or retention pond, has a dam that holds back water at all times and this pool of water fluctuates with rain and subsequent runoff from rain events. The dry pond, or detention basin, are usually dry and fill up Joe Rush when rain events occur. An outlet structure at the dam allows for Lake Manager regulated, slow discharge of the storm water. Currently, our ponds are retention (wet) ponds.

Both types of ponds can assist with storm water runoff management and can improve water quality by reducing sediments, pathogens, nutrients and metals that could come in during rain and runoff events. During development of our sediment management program, both engineering firms we’ve consulted stated that we could increase our sediment removal efficiency by converting the three-tubes and Zeir Road ponds from wet basin to dry basin structures.

With this recommendation from two engineering firms, we will convert our ponds into dry basin type ponds in 2014 and evaluate the performance. We will also be expanding the three-tubes pond and installing diversion structures to increase sediment trapping efficiency at that pond.

As we move into 2014 and beyond, you’ll see the Association working towards improving sediment and nutrient management programs to improve the lake and natural resources of Lake Carroll. We appreciate the support the community has already shown as we move forward.

Everyone looks forward to Winterfest. This year it’s on Saturday, January 18th. We are really looking forward to that day with many events planned.

In addition to the races and challenges that begin at 12pm (registration begins at 11am), we’ll have late night skiing till 7pm and the Legends Rock and Roll providing the entertainment for the evening (6pm-10pm).

Trail Talk

The Illinois Department of Natural Resources (IDNR) continues to broadcast new/revised information about the upcoming Off Highway Vehicle (OHV) Usage Stamp. Our ATVs are one of a group of machines/vehicles the State of Illinois defines as OHV. The latest announcement on the IDNR Internet newsletter says the stamps will become available in “early 2014” (no specific date) from vendors who now sell fishing and hunting license.

Display of the sticker is required by April 1, 2014 and the cost is $15 plus a $.50 issuance fee. The sticker is valid for one year and must be re-purchased each year. It is likely the DNR will enter our property to enforce the display of stickers, as they have a right to do.

There is a new twist to the projected use of the funds realized from the sticker fees. In earlier announcements application of the funds was rather vague and certainly not intended for the benefit of OHV utilization and enjoyment. The latest announcement says the funds will be used for public off-highway trail development! Here is a quote from a document that accompanied the newest release.

“Funds generated through the OHV Usage Stamp are expected to total between $700,000$800,000 annually. Those funds will be used to develop public-access trails for OHV use in Illinois, and to capture more than $1 million in unutilized federal funds available for motorized trail development and maintenance through available matching dollars. Because Illinois has not been able to match these federal funds with state dollars, IDNR has been unable to provide single-purpose OHV recreation trails.”

If true, that’s good news. It means Illinois will finally begin to follow the lead of Wisconsin in encouraging off-highway trail recreation for ATVs. Stay tuned.

Although golf carts are defined by the State as OHVs the release from IDNR clearly states that golf carts are not required to purchase/display this sticker. And it re-emphasized that a provision to exempt owners operating on their personal property does not apply to members of a club or association.

Trail Talk will be taking a hiatus for the winter months and will return in April. In the meantime be sure to mark your calendar for our major events in 2014: Poker Run June 14, Free Trail Rides (with new route) July 19, Night Ride October 18, Pack the Pantry November 8. So, bye for now until April when . . .I’ll see you on the trail!

FSB Welcomes Dawn Barr First State Bank Shannon-Polo-Lake Carroll is pleased to announce the addition of Dawn Barr to its staff. Dawn and her husband Brian are residents of Shannon. They enjoy spending time with their family which includes their three daughters, Chelsea (Bryan) Schoeny, Brittany (Joshua) Becker and Olivia Barr. Their grandchildren, Audrey Schoeny (2) and Brody Schoeny (6 months) are joyful additions! When not working; Dawn enjoys riding bikes, going for walks, relaxing on their deck and plucking away on her ukulele.

Dawn comes to the bank after a career of 15 years with General Casualty/QBE in Freeport. Prior to that, her insurance experience was with Crum and Forster and Viking Insurance.

Dawn holds an Associate of Science degree from Highland Community College, which she achieved in 2011.

Dawn will be sharing her time between the Shannon and Lake Carroll facilities as a customer service representative and looks forward to assisting her customers.

Oxford University Press has just released Abbie Reese’s book, Dedicated to God: An Oral History of Cloistered Nuns. Included in the book that Abbie authored are her photographs. Abbie grew up in Lanark and is the daughter of LCA members Dr. David & Lee Reese (16-260). She received an MFA in visual arts from the University of Chicago and was a fellow at the Columbia University Oral History Research Office Summer Institute.

Book Synopsis: As a subculture, cloistered monastic nuns live hidden from public view by choice. Once a woman joins the cloister and makes final vows, she is almost never seen and her voice is not heard; her story is essentially nonexistent in the historical record and collective, public history.

From interviews conducted over six years, Abbie Reese tells the stories of the Poor Clare Colettine Order, a cloistered contemplative order at the Corpus Christi Monastery in Rockford, Illinois. Seldom leaving their 25,000-square-foot gated enclosure, members of this community embrace an extreme version of poverty and anonymity - a separation that enables them to withdraw from the world to devote their lives to prayer. This removal, they contend, allows them to have a greater impact on humanity than if they maintained direct contact with loved ones and strangers.

Dedicated to God explores individual and cultural identity through oral history interviews with several generations of nuns, focusing on the origins and life stories of the women who have chosen to become members of one of the strictest religious orders. But the narrative is also one of a collective memory and struggle against extinction and modernity, a determination to create community within the framework of ancient rules.

The author’s stunning photographs of their dual worlds, religious and quotidian, add texture to the narrative.

This artistic and ethnographic work highlights the countercultural values and dedication of individuals who, at incredible personal cost, live for love of God and humanity, out of faith in what cannot be seen, and with the belief that they will be rewarded in the afterlife.

The Association relies on a network of committees to assist in management of the community’s affairs. Eleven committees oversee the functions of Lake Carroll: A&E (construction and zoning), By-Laws, Campground, Clubhouse, Finance, Golf Course, Lake, Recreation, Safety, Steering, and Wildlife. Here are my Top Ten reasons to volunteer for your association.

Winter Emergency Preparedness

With the onset of winter, it’s a good time for all ofus to be be reminded of some basic precautions we should have in place…specifically, what do you need to keep yourself safe until help arrives in the event you become stuck in the snow or stranded. The Security Notes and Safety First columns remind us that LCA’s Security and Maintenance departments cannot pull or tow your vehicle. What they can do is transport a stranded motorist to a warm location.

With this mandate in place, we urge anyone travelling during inclement winter weather to, first and foremost, make a conscious decision if your trip is really necessary. Beyond that and in the event bad weather occurs when you’re already out, be prepared. For those of you with Internet access, you can search for “Winter Emergency Preparedness” and find many sites that offer from very detailed to basic checklists. If you don’t have that access and would like a checklist, we will have a basic list available at the LCA Admin Office.

Besides having certain items in your car you should be sure to have a couple numbers already programmed in your cell phones for towing services. In the event you do become stranded, your inclination will be to keep your vehicle running for warmth. Please take note of your exhaust pipe. Make sure it isn’t clogged with snow, ice or mud. A blocked exhaust could cause deadly carbon monoxide gas to leak into the passenger compartment with the engine running.

Winter brings some beautiful landscapes, snow sports/activities, and also brings a time for popular family gatherings.

Along with the good, there’s always the potential of some bad weather. Plan ahead; be prepared. We wish you all a safe winter season.

Lake Carroll Women’s Club

Entertainment was provided by Dana Tautz on the 5-octave Hammered Dulcimer and Selena Markley on a 34-string Folk Harp.

2013 Women’s Club Meeting & Event Schedule The LCWC held it’s annual Christmas luncheon at the Clubhouse on December 12th.

The Lake Carroll Women’s Club held the final meeting of 2013 at the Lake Carroll Clubhouse on December 12th. The meeting was preceded by our annual Christmas Luncheon which featured delicious appetizers of bruschetta, veggies and crackers and cheese, an attractive and tasty punch fountain, soup or salad, wrap sandwiches, and a wonderfully flaky raspberry crisp a la mode. The ladies were very grateful to both the luncheon committee and the Clubhouse staff for providing a lovely luncheon.

Dana Tautz and Selena Markley provided the day’s entertainment. Dana, who resides outside Mt Carroll with her husband Herb, played a 5 octave Hammered Dulcimer, while Selena, a Lanark resident, played a 34 string Folk Harp. The two women have been playing together at many church and community events since 2010. On this day, the Women’s Club was treated to various Christmas songs such as What Child is This and Bring a Torch, Jeannette among others. In addition, Dana played Christmas Hornpipe as a solo on the dulcimer and Selena performed Be Thou My Vision as a harp solo. The sacred music provided a beautiful backdrop to the afternoon and the ladies closed the afternoon with a gentle rendition of Silent Night.

Before and after the day’s luncheon program, the Mt Carroll Senior Center offered many of their homemade items for sale while the Lake Carroll Women’s Club Ways and Means Committee sold various types of popcorn in order to raise additional funds for our philanthropic endeavors.

Illinois 4-H’ers Participate At National Horse Contests

The Illinois 4-H Horse Project state winners in Horse Bowl, Hippology, and Speech continued to display their knowledge of equine subject matter by earning recognition in two National Contests.

The Illinois 4-H’ers competed at the All-American Quarter Horse Congress in Columbus, OH on October 15-16, 2013 and at the Eastern National 4-H Horse Roundup on November 9, 2013 as part of the North American International Livestock Exposition in Louisville, Kentucky.

The 2013 Illinois State 4-H Horse Judging team hauled home a huge amount of Congress hardware. Danielle Neisendorf (of Genoa) took the reserve champion medallion in Halter individual results whereas Hana Murphy was a mere two points out of the top ten ranking for Halter. The girls received third in Halter Team results. In the performance division, Hana rounded out the top ten with the team placing sixth, a slim two points behind the team in fifth. The Illinois team excelled in reasons with Danielle claiming the reserve champion red ribbon only two points out of the blue, while Hana took fourth a tight three points behind Danielle. Marissa Chapa (of Maple Park) talked herself to within two points of the top ten. As a result the four girls took the champion medallions as a team in reasons. In overall results, Danielle came home with the reserve champion individual title failing only four points shy of the winner. A mere one point behind Danielle, Hana took third place individual overall. A slim two points out of the top spot the team earned the title of 2013 Congress Reserve Champions. At Nationals, in the halter division Hana finished tenth. Tied for second is where Danielle found herself in performance with Hana falling one point shy of tenth. The team came away with white ribbons in both halter and performance team results. Talking reasons earned Danielle third place just one point short of first, while Hana placed ninth. As a team the girls talked their way into third in the reasons division. Overall results computed to Danielle in fifth place and Hana tied for seventh. Overall team results landed the girls in fourth place.

Representing Carroll County on the team was 4-H’er Mary Francque, a member of the Milledgeville Hotshots 4-H Club.

By Rachel Scidmore, Chadwick Achievers 4-H Club Reporter Chadwick Achievers had a meeting on Wednesday, December 4th, 2013. We had a pizza party with pizza, drinks and treats. We also played bingo and had lots of fun.

Instead of doing a gift exchange this year, each family donated $5 for Heartland Pet Welfare. The total that we came up with was $70. We also donated pet toys and laundry detergent. Snowmaking…Harder Than it Looks

Every year we have members who react when they read notices saying that our Ski Hill and/or Tub Tow do not have adequate snow coverage for use. They compare us to Chestnut Mountain or other full-scale ski facilities. Some even compare us to a 100 mile radius of facilities. While I can appreciate your frustration, it is important for LCA members to understand that we are not a ski resort community. Our amenities are widespread and our staff does a great job at keeping those amenities available to the community… when it’s within their power and ability to do so. Snowmaking is one of those things we just can’t 100% control.

Shaun Nordlie I would like to explain though what it takes for our staff to make Facilities Director snow. With the snowmaking equipment we have, temperatures must be in the single digits for us to make snow. Realize though, that a predicted low temperature of 7 or 8 degrees could produce minimal results as the low temperature may last only an hour or two. The wind also plays a big role. Sometimes it’s our friend and sometimes it takes our manmade snow and puts it in places where we can’t use it. A third factor is humidity.

Believe it or not, humidity can be high even at these low temperatures; and when it is high, the manmade snow can turn into a cloud and float away. We prefer when the temperatures get down to around zero or lower so we can really pour out the snow. This year we have added a second PoleCat. Temperatures still need to be single digits for the PoleCat, but when they are, the amount of snow that it can create is amazing. We’re hoping that these two machines will have a great impact on our snowmaking abilities and can make a difference in everyone’s skiing experience.

As for the comparison between us and Chestnut – I am afraid this is not a fair fight for Lake Carroll. The PoleCat that we are so excited to have two of this year – Chestnut has 65 and the majority of them are mounted 30 feet in the air to maximize snow making. They also have 15 Super PoleCats that are mobile – these pour out at least 1.5 times the snow that a regular PoleCat can make. Chestnut also has coverage; a lot of their runs are in the trees, not in the open like our Tube Hill or the Ski Hill. Chestnut has an endless supply of cold water out of the Mississippi River whenever they want. We have a pond that worked great last year, but did show its limits when we made snow for 72 continuous hours. Water pressure is another thing that we always need to consider when making snow, something Chestnut never has to worry about.

I want to thank the staff of Mike Reed and Jon Doty along with their part time help for putting in sometimes long hours in very cold conditions doing anything they can to have the Ski Hill open for the members. No matter what, Mike and Jon stick to the tasks of moving snow sticks and checking water lines, battling ice, electrical issues, and anything else that may hinder their goal of making snow. Please know that these guys really care about the Ski Hill and want to have it open; so if temperatures are cold enough, they are out there making snow no matter the occasion.

Hopefully, this information helps you understand that unfortunately, we do not have complete control of the situation. Bringing Natural Gas to Lake Carroll – January 2014 Jamie Graves, Corporate Communications, AGL Resources

Nicor Gas is making it easier for Lake Carroll residents to convert from using propane and other energy sources to natural gas. A project to install natural gas pipeline infrastructure to the recreation community will give residents the option of clean, affordable reliable and safe natural gas.

Nicor Gas, the largest natural gas distributor in Illinois, has a longstanding history of providing safe and reliable natural gas service to its more than 2.2 million customers in 655 communities.

Lake Carroll will make it No. 656.

The pipeline project is part of Nicor Gas’ ongoing infrastructure expansion program to extend its natural gas distribution system, which includes more than 34,000 miles of pipelines, to communities like Lake Carroll.

The company plans to extend its natural gas distribution system first to the recreation center and clubhouse, then to homes and businesses.
