Late Nite at Plumtree

By Donna Beyer LCA is excited to have the Ski Hill and Tube Tow up and running for your enjoyment this season. It takes plenty of manpower to get and keep an amenity like these going. The snowmaking staff endures extreme cold. Even the staff who man the Ski Hill and Tube Tow have to be prepared for the bitter temperatures on the hills. In preparation for Winterfest weekend, Jon Doty braves the winds at the top of one of the tow rope poles, while others get the terrain park ready for those daring snowboarders. Our snowmakers/ groomers this year are Mike Reed, Jon Doty, Jake Thomas, Justin Grisham, and Chet Haas.

As many of you know, our ski hill already has pole lights available to light the area for both winter and summer events. The Tube Tow is not

equipped with lighting. So when the subject of the late night skiing on Winterfest weekend came up, staff put on their thinking caps and came up with a solution for the tube hill. Joe Rush contacted Civil Constructors and Tim Throop contacted the Lanark Fire Department to seek assistance. A big “Thank You” to Bill Schmelze of Civil and Hunt Thomas with LFD who lit up the hill for the evening. Pole lights on portable generators and atop a fire truck were the perfect answer to our need.

Our late nite skiing and tubing was a success with the daily totals being 150 on the ski hill and over 200 on the tubes. Thank you to everyone who played a part in making this amenity a place the whole family can enjoy!

You are now required to have a copy of your State vehicle registration card/slip on file at the LCA Admin Office prior to receiving your vehicle decals. See sample below. Per the LCA Rules & Regulations, vehicle decals are issued only for vehicles owned by members in good standing.

You may not use a Guest Pass on member-owned vehicles.

GM Report

Lake Carroll is, has been, and always will be a private four-season recreation oriented, planned community. Being in the middle of what I’ll refer to as the fourth season, this winter has offered lots of snow, lots of wind, and brutally cold temperatures. At the time of this writing its 5 degrees outside with a wind chill which makes it feel like -15. The good news is that the ski hill and tube tow now have an excellent base and the conditions for making additional snow have been perfect. I am glad to report that our tube hill has been open since January 4th and it is exciting to see how much use and how much fun people are having with this amenity so far this year.

The not so good news, Shaun and his Maintenance Crew have had to work overtime to keep our roads and parking lots free of snow and ice.

With the windy conditions, there have already been numerous occasions where we have had to plow the same two inches of snow several days in a Mike Schmieder row due to drifting. I really appreciate the effort that goes into keeping our General Manager roads clear and would like pass on the numerous compliments I receive to the guys who actually deserve the credit. Thanks guys.

I would like to take this opportunity to address the concerns that many Members have expressed regarding an existing rule which has not been properly enforced regarding vehicle decals. We are now asking Property Owners for a copy of the vehicle registration for the cars they request decals for.

Although it is a request for more information and it may create a slight burden, we are simply trying to assure the fact that decals are only issued for vehicles which are owned by Lake Carroll Property Owners. Has this been a problem in the past? Yes. Last year dozens of Member decals were found on cars which were not registered to Members. Therefore, we are taking the necessary steps to issue decals for vehicles which Owners can show us that they own. We understand that the additional information may create an extra step, but it is the only way for us to confirm that decals are being properly issued.

Recently, I had the pleasure of accepting a generous donation from the Lake Carroll Ski Club. The club use to manage our ski hill operations with some assistance from the LCA Maintenance Department. Thanks to the Ski Club, the winter amenity became active again and offered fun activities for the whole family. Sue Thomas, Ski Club President, presented LCA with a check in the amount of $11, 263.22 as a donation towards the purchase of another PoleCat snowmaker. It is with gratitude that I accepted their donation that will allow the Ski Club to continue their part in keeping our winter amenity alive. Thank You! Last, just a little reminder for the gentlemen that Valentine’s Day is right around the corner and the Clubhouse is making it very easy for you to enjoy a nice evening with that special someone. Denise and Lance have designed a wonderful menu for Friday, February 14th, which includes a four-course meal. Make your reservations now as we hope to see many couples and friends enjoying the evening.

Notes from the Office

MEMBERSHIP AMENITY CARDS & DECALS We are processing the 2014 Information Sheets. Please display your new decals upon receipt. Your 2014 Information Sheet, current insurance and registration information must be returned to the office with your payment to receive the 2014 decals. Effective February 1, 2014 a $100.00 late fee has been added to all unpaid accounts. 2014 payments received postmarked by January 31, 2014 were not assessed the late fee. Thank you for your cooperation. If you have questions regarding your payment, please call Julie at 815-493-2552 ext 14.

ASSIGNED BOAT SLIPS Users of assigned boat slips in 2013 will be sent 2014 assignment letters by January 31, 2014. Monies and forms must be returned to the office before February 21, 2014 to secure a slip. Failure to return this form will be considered a negative response and the slip will be made available to new marina slip users. All assessments & fees must be current to apply for a marina slip.

2014 MARINA LOTTERY (new Boat Slip Users/Non-Deeded) Saturday, March 1, 2014 will be the 1st day new marina users may apply for a boat slip. The Conference Center will be open at 7:30am. The lottery will begin at 8am. Members in good standing must apply in person. Visa/Master authorizations must accompany the request when submitted.

PLEASE REFER TO THE RULES & REGULATIONS, CHAPTER 2 SECTION G: MARINA SLIP ASSIGNMENT (pages 25 & 26) FOR DETAILED INFORMATION ON THE PROCEDURES. BOAT SAFETY CLASS One class has been scheduled at LAKE CARROLL. Saturday, March 29, 2014, 8am-4:30pm, we will be offering the required Boater Safety course at the Clubhouse (lower level). This class must be completed before a boat may be registered at LAKE CARROLL. The Front Desk will have a sign-up sheet available after March 1, 2014. Please call 815-493-2552, ext 10 or 20 if you wish to sign up for this class.

CAMPGROUND SEASONAL BILLING Bills for the 2014 season will be mailed approximately February 12, 2014. Seasonal camping fees are due on or before March 28, 2014 to secure your site for the upcoming season. Fees for the camping season this year are $590.00 plus $25.00 for the camper decal.

CAMPGROUND LOTTERY A lottery will be conducted on the 1st Saturday in March at 10am at the Conference Center. Members in good standing wishing to be added to the Campground Waiting List for a seasonal site must be present at the lottery. This year’s lottery will be held March 1, 2014. Conference Center doors will open at 9:30am and the lottery will be conducted at 10am. PLEASE REFER TO THE RULES & REGULATIONS, Campground Chapter 3 Section I Seasonal Site Lottery & Assignments (pages 32 – 33) for complete details.

GOLF TRAIL & STORAGE FEES Golf fees will be mailed to owners with registered golf carts approximately February 12, 2014. These forms & monies must be received in the LAKE CARROLL office by March 28, 2014. Decals will be issued upon receipt of monies & proper insurance requirements. 2014 Fees: Trail fee - $175.00; Golf Storage - $320 for a gas cart and $400 for an electric cart; Golf Cart Decal - $25.00 (Each of these fees are “per cart”).

BOAT & CAMPER STORAGE Members who used the Camper & Boat Storage sites during the 2013 Association year will be mailed notices for the upcoming Summer Season approximately February 12, 2014. These forms must be returned with your monies by March 28, 2014 to reserve your spot. If you have questions, please call Karen at 815-493-2552 ext 10. New assignments must be made with the Front Desk before parking your boat and/or camper.

2014 HOMEOWNER DIRECTORY All Lake Carroll Homeowners (with a Lanark ‘493’ phone # or cell phone number which is used as the primary number at your Lake residence) will be included in the directory unless we receive notification via the form included with your 2014 Information sheet. The “Lake Phone Number” on your 2014 Information Sheet will be the number published in the directory. If you DO NOT want your lake phone number to appear in the upcoming directory, you must return the form. If you have questions regarding the directory, please call Karen (ext 10) or Missy (ext 20) at 815-493-2552.

MEMBERSHIP ID CARDS If you have not yet supplied the office with your photos, please email them to photoid@golakecarroll.com; or Karen and Missy will be taking pictures at the Front Desk throughout the year. Children’s photo’s should be updated when significant growth changes have occurred. There is no charge to update the children’s cards. Amenity cards are issued only to members in good standing with submitted photos in our database and as time and resources allow.

REMINDERS - Using Credit Cards, Debit Cards & Gift Cards for the payment of dues is no longer allowed.

- Vehicle decals will not be issued until the make/model, year, license plate & a copy of YOUR CURRENT STATE REGISTRATION CARD for each vehicle is received.

- Effective 7/1/13 an Annual Water Usage Stamp for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where fishing licenses are sold) is required. Proof of current (2014 Water Usage Stamp) must be on file with the Association office before decals will be issued. If your current registration expires 6/30/14 or 6/30/15, you will not need a stamp until that time.

- One Member per lot must have completed the Boater Safety course before watercraft are registered.

Letters to the Editor Policy The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

Hopefully buy the time you are reading this the weather will be starting to warm up and we will start feeling relief from the long winter. The department has been working diligently checking the residences who have signed up for our Residential Checks during this cold winter. I know of two residences this winter that have experienced sever damage from broken water pipes caused by freezing. The situation could have been avoided by signing up for our program.

If you are an ice fisherman, please use extreme caution when heading out on the ice. As always, use of the frozen lake is at the users own risk.

Spring will be here before we know it. A reminder that all piers, docks, boat lifts and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake.

This rule is located on page 19, Chapter 1, section G, #4.

All property owners please be aware of the new rental, rules and regulations which can be found in the 2014 Rules and Regulations booklet on page 58.

Once again the Security Department has to deal with complaints about illegal dumping, disposal of garbage. It is illegal to dump residential refuse in any Lake Carroll Association dumpsters or dumpsters rented by contactors. If your residence does not receive garbage pick-up then the garbage must be transported back to your residence, and please remind your guests.

Just a reminder when the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll.

Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel, please stay home to give our Maintenance Department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow, let’s have a safe winter driving season.

Throughout this winter season, many of our members leave for several months, while others take shorter extended trips. If you will be leaving for any extended timeframe you should consider utilizing the low temperature light program the Security Department offers. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch on an inside wall.

When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Security will contact you or other contacts you have provided too security.

Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour. Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations pages 9 & 10, Chapter I, Section C.2.

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Rules and Regulations page 36, Chapter IV. Section C.6.

For quality, go straight to the top!

This has really been a roller coaster of a winter so far, unfortunately being on the bottom of the ride for the most part. Have you heard the term Polar Vortex before? This winter (so far), I have heard it mentioned way too often. By the way snowbirds, it means deep freeze. I’m sure you all have been watching feeling really sorry for us that stayed home at Lake Carroll keeping an eye on your houses and property.

I am writing this article today on the Winterfest weekend for the February issue. Yesterday (Sat), it snowed pretty hard with winds gusting over 30 mph. With white out conditions making it very difficult to navigate our roads at LC. Our plows couldn’t keep up with the drifting. This of course did not keep the families away from the ski and tubing hills and enjoying the festivities. Crazy, but having a ball.

Later in the day the skies cleared and the outdoor activities and contests continued into the night with lit up ski and tubing hills with help by way of Lanark Fire and Civil Constructors equipment lights and generator. Very impressive and very appreciated. What a beautiful sight. Culminating the evening with a great band playing at the lodge. Today (Sun) the sky is clear, snow on the hills, families are out here.

Just like one of those famous jet set ski resorts (minus the huge expenses).

Back to reality and the NW. Because of the extreme weather conditions there have been many instances where the red light heat lamps have been on and reported to security and neighbors. So far, I believe they have been handled without any problems. It is very important to have a neighbor/friend have access to your house if you are away for any length of time. It doesn’t take long for water pipes to break if the heat goes out. Most of the people I know that leave for an extended time shut down their power to the well and leave a faucet open. Please leave any contact names and numbers of those who have access to your house with Security through their Residential Inspection program.

One of the most important things to remember when experiencing the very extreme weather conditions like ice, snow drifting roads, etc. is don’t go out if you don’t have to. Give the plow crews time to do their job. I know, sometimes we all have “hard heads” when it comes to heeding advice.

Safety First

Water system damage. We’ve talked about this many times before, but water damage to unoccupied homes continues to occur. When you leave your home unoccupied for more than a day, turn off the water supply. Close the house supply valve at the pressure tank or switch off the pump circuit breaker.

In the winter this is important because if the heat goes off and the house freezes up the water in the pipes will freeze and the expansion will burst the pipes. The house warms up again, the breaks in the pipes become giant fountains and destroy everything in the house and the interior surfaces of the house. Devastation. No exaggeration. Just ask Security Supervisor Luke Fossett who has witnessed this several examples. Of course, using a heat warning light to alert neighbors or Security that the house is cold can mitigate this problem, but the water should be off anyway. An additional step to prevent the pipes from bursting in case of a freeze is to open all the valves (faucets) in the house and allow as much water as possible to drain out the lowest faucet in the system. Still another step is to drain the water heater tank by opening that little valve at the bottom. The caution of shutting off the water is appropriate in warm weather as well. Water using appliances in the house can have leakage failures any time and result in the same type of catastrophic damage. The community has experienced home flooding again this winter season and it is a preventable problem. Take that little bit of extra time to turn off the water and protect your beautiful home.

Clogged furnace vents. This has been a hum-dinger of a winter with extreme cold and lots of snow.

It presents a hazard to your heating system. Many of us have high efficiency furnaces that replace the traditional roof top chimney with those funny looking plastic pipes sticking out of the foundation. One is an air intake to feed fresh air supply to the furnace burner and the other is the exhaust from the burner cabinet. A problem here is the high efficiency of the furnace means it extracts the maximum amount of heat from the fuel and the exhaust temperature is cool. So, if snow builds up around the vent pipes the exhaust cannot melt it and the pipes can get drifted in and clogged. If this happens the furnace can’t breathe and shuts down. Cold house. So, be proactive about it and keep watch on your pipes and clear snow away if necessary. Be especially alert after big snowfalls and high winds.

Boat Safety Training. Let’s take our minds off the winter challenges and think warm thoughts; like boating. Lake Carroll Association requires that in order to register (and operate) a powered watercraft, at least one member per the property lot to which the craft is registered must have obtained an Illinois Department of Natural Resources (IDNR) boater safety certificate. Those who have done so since January 2006 must also have passed the Lake Carroll Association Boat Safety Quiz. Also, operators between the ages of 16 and 18 must have a valid driver’s license and an IDNR certificate to operate a water craft solo. (See Rules and Regulations book, page 14) The quiz is part of the curriculum of the boating safety class and the IDNR certificate is awarded at the successful completion of the class. This year one boating safety education class will be offered on Saturday, March 29, 8am-4:30pm and will be held in the lower level of the Clubhouse – advance reservations are required. Call the Association Office after March 1st at 815 493 2552 extension 0 to make your reservation. These sessions are well attended and it’s wise to call early. We’ve seen many families choose to exceed the minimum requirement and include all members of the family in the class. That’s a really good idea.

Remember, if you leave the house - shut off the water!

On December 1, 2013 we held our annual Membership meeting. The main focus of that meeting was to install our newly elected members of the Board of Directors, to vote on the 2014 budget, and to vote on proposed By-laws changes. Following the annual meeting, the Board held a meeting to elect new officers. At that meeting, I was elected to be the Treasurer for 2014.

This will be the second time I will be serving as Treasurer, as I was also Treasurer in 2010. This term is starting off in a different manner than the first time. In 2010, I was a fairly new Board member and the 2010 budget was voted down by the Membership. That definitely provided some challenges to someone new on the job. For this term, I have much more experience as a Board member, and the Association is starting out the year with a budget in place.

Although we have a budget in place this time, the Association still faces other challenges. In two of the last three years, the Association’s operating budget has operated at a loss. Fortunately, we had sufficient cash carryover from prior years to cover those losses. But we are now at a point where we do not have much cash carryover left. The operating budget has been pared back to where there isn’t much room for cutting any more. We will instead need to find ways of raising revenue to prevent future shortfalls.

One change this year that members may have noticed is that we no longer allow credit cards to pay dues. This policy was put in place because of the rising costs in the fees charged to the Association for accepting credit cards. We realize this may be an inconvenience for members that have been accustomed to paying their dues this way. The Finance Committee will continue to examine this issue to see if there is a way to allow credit cards to be used for paying the dues without impacting the Association’s finances.

We have now entered the month of February and I have written two articles prior to our first Board Meeting.

We have had several meetings with staff, members, and committees. All the committees are already busy updating their 5-year plans including budget ideas for 2015. Hats off to the Steering Committee for leading the way for our committees and building the structure of our Long Range Plan. At the January Board Meeting the Board will act on their 2014 Goals and begin to implement the goals into the Long Range Plan.

The last time I was on the Board I implemented the “Committee Chair Meetings” that was suggested by Ann Conway. The Committee Chair Meetings will continue to help communication between all our amenity committees and help coordinate our efforts to a common goal. As we integrate the Board’s Goals with the Long Range Plan and committee coordination we will be set in molding the Long Range Plan for Lake Carroll. As you read this article, our first Committee Chair Meeting would have taken place and all committees should be off and running.

This year I have created a “President’s Advisory Council” that will meet four times a year. The Council will not Norm Hoffman have officers or take minutes, they will simply gather to discuss current issues confronting Lake Carroll. They will Board President give their opinions and recommended direction that we as a community should consider in a very informal way.

These meetings will help communicate and squash any rumors or misunderstandings that may be misleading our members. The Council will help me, as President, to get a pulse of our membership’s feelings concerning current issues. I sent out 30 plus invites to people I have chosen to participate on the Council and thus far the responses have been very positive. I look forward to the Council participation and the positive results that should blossom from everyone’s input.

I look forward to this February to be our first action month after our first Board Meeting held in January. The new Board has made some changes and are anxious to begin a new year. Many of our committees are looking for volunteers to help and get involved with the planning of our community. So, if you have any interest on working on any committee, stop by the Office and pick up a Committee Application form and submit your name.

At this time, I want to thank the staff for welcoming me back to the Board and hats off to the Clubhouse Staff for doing such a great job for the New Year’s Eve Celebration and the Maintenance Staff for working so hard to get the Ski Hill and Tube Tow up and running!

The Polar Vortex Open

Photos by Marv Feucht and Mike Siciliano The Fishing Club’s annual Snow Golf, now dubbed “The Polar Vortex Open,” was a lot of fun. I have to admit it was for the very adventurous. Actually it wasn’t too bad. At least the sun was out.

We had 10 couples competing and around 5-7 partaking in the fun (eating, watching, and cracking up) Competition Results Five Hole Course Three couples tied for with the low combined score per couple with 26. So there had to be a 1-hole playoff. Results after playoff: 1st place Barb Anderson and Dennis Gantz 2nd place Ken and Roberta Schoenfeld 3rd place Clarence and Mary Grant Couples Fishnet/Tennis Ball Catch Ten balls - one hits with a club, the other has to catch the tennis balls 20 yards away in a fishnet. Again…a tie for 1st place with 2 couples having 6 catches - Charlee Thompson & Fred Reddies and Cliff & Jan Veesenmeyer, so there was a sudden death shoot out (hockey style playoff). Very exciting, the crowd went wild.

Lake Carroll Women’s Club

Becka Millard, owner of On the Move Fitness Center in Lanark, shared healthful information and exercises at the January LCWC meeting.

Ladies that attended the Lake Carroll Women’s Club meeting in January were definitely “On the Move.” Becka Millard, owner of Lanark’s On the Move Community Fitness Center, was the featured speaker – and demonstrator – that day. Becka is a NSCA Certified Personal Trainer, exercise specialist and nutritional advisor. She shared some great information with the women and engaged everyone in simple, yet effective, exercises that we performed right at our chairs. These included simple leg lifts, “thoughtful and measured” rising and sitting, and exercises designed to improve balance.

There were a few sore muscles and quite a few laughs as we went through the various movements. Becka also shared information on some of the classes that are available at On the Move, as well as a pamphlet containing the monthly calendar of classes.

Several of the women gave testimonials as to Becka’s kindness and knowledge, as well as the benefits of her “Fit for All Ages” class. As Becka reminded us, “every little bit counts, even 5 minutes twice a week.”

After some pretending exhaustion after all the strenuous exercise, the ladies adjourned to a beautifully spread table where they enjoyed coffee and tasty treats provided by hostesses Eileen Gehrke and Barb Casey.

Next month’s meeting will be on February 13 and will feature the Lanark Police Dept as they raise our awareness of various scams circulating throughout the area.

I wanted to take this opportunity to introduce myself and share my thoughts. I am sure there was skepticism when everyone heard that a member of the Security Department was taking over as the Kitchen Manager. It’s true that I spent 5½ years with the Lake Carroll Security Department prior to this and I enjoyed every minute of it. I started my employment here at Lake Carroll back in 2008 when I was hired on for night security. I then moved to days and started working the weekends. This is when I really started getting to know Lake Carroll and all the property Lance Leverton owner’s. I also have a background in the restaurant field that I am Kitchen Manager very passionate about. Prior to my employment at Lake Carroll, I managed Diamond Dave’s Restaurant in Freeport, Illinois for 12 years and worked at Freeport Memorial Hospital as an ER Tech. I was also a Military Police Officer and Medic in the Illinois National Guard and was deployed to several different countries including Iraq.

My passion remains with the food industry and I was always talking about starting my own restaurant. So, when the opportunity came for me to be the Kitchen Manager back in August; I took it. I will have to say that it has been quite a whirlwind, but I am enjoying it.

So what’s new at the Clubhouse? Denise and I are currently in the process of creating a new menu for everyone to enjoy. We continually bounce ideas off of each other every day, and it is working for us. I think that I can officially say that I have had a chance to get my feet wet now and I am ready to move ahead full steam.

The support that has been given to Denise and me as we find our way through our new job descriptions has been greatly appreciated. I will continue to strive for continued improvements in operations, quality, and standards. I look forward to making your next meal here at the Clubhouse. Discussion regarding the potential conflict which may result if Proxy item #3 and Item #5 are both approved by the Membership: Norm Hoffman, Bylaws Committee Chair, provided his input on the proxy items #3 and #5 regarding amendments to the Bylaws for rentals. He sees no conflict between the two items, as #5 simply provides additional changes on top of the language in #3. After some discussion, the Board decided not to take any action yet and just wait to see the outcome of the voting at the Annual Meeting before deciding if anything needs to be done.

Discussion regarding Land Designations: Joanie Perez moved and Barb Anderson seconded to adopt By-Laws Resolution No. 2013-1 to adhere to and accept the uniqueness of our community as having, within the category of property held in common, two sub-categories of Common Areas and Reserved Areas, and therefore accept the status quo of these definitions and locations that have been understood by the membership over the years of our development.

President John Grotto declared that this motion is out of order and that the series of motions proposed by Bill Jahnke must be considered first.

The Lake Carroll Yacht Club hosted their first event of the year at the Mt. Carroll Bowling Lanes. Thirty-four people attended and of those people, 30 were brave enough to attempt an evening of challenging bowling!

The first game was regular bowling. If a red-head pin showed up in the #1 spot and a strike was thrown, the bowler won $5.00.

The highest combined pair’s score and the lowest combined scores won prizes. High point was won by Paul Thompson and Marve Feucht. Low score by Joe Vidinich and Darlene Benson.

Jim Molloy was the only person to throw a strike all evening when the red pin was in the right spot. Way to go, Jim! Game #2 was a little more challenging. This was a Scotch Doubles game. Once again a strike on the red-head pin won individuals $5.00 and combined high/low scores won prizes.

The winners of this game were Bill & Paulette VanVranken for a combined high score and Barb Anderson & Denny Ganz for the combined low score.

During the evening there were appetizers to share and lots of conversation and laughter. Several folks bellied up to the bar to simply laugh at the level of skill they witnessed taking place on the lanes.

The third and final game was by far the most challenging AND the most fun. This game consisted of various games that were just plain silly and required absolutely no skill, which is a good thing, because based on what was happening that night, there wasn’t a lot of skill to be seen! Bowlers threw the ball with their opposite hand, bowled sitting on the floor, bowled between their partner’s legs, and bowled while walking like a chicken. This of course involved the flapping of arms, odd leg and head movements, and an occasional “clucking” noise.

Other silly games were included and this round was the funniest by far to watch! The high score prize was won by Frank & Bessie Pavell and low score winners were Rose & Tom Krein.

After the bowling party, participants headed to Charlie’s in Mt. Carroll to continue the frivolity and enjoy a meal and entertainment. To sum up the evening in one word, I’d have to say “SUCCESS!” Thank you to Bill VanVranken for organizing the event and the Mt. Carroll Bowling Alley for putting up with us. A special thank-you to everyone that took time out of their schedules to join us. Hopefully this will become a Yacht Club tradition and maybe will even inspire people to think about creating a couple’s league for next year!

General Manager - Monthly Board Report (BOD) - January 2014

Following is a synopsis of this month’s activities.

I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the November 22, and December 1, 2013 BOD Meetings. a. It was suggested that an article or articles be written to provide the Membership with greater detail regarding the 2013 and 2014 Lake related expenditures. I have asked Joe Rush, our Lake Manager to write an article explaining what we’ve purchased, what accomplishments have been made and what we plan to achieve in 2014 regarding the sediment management plan. This article will be added to the Website and will appear in the February, 2014 edition of the Lake Carroll News. b. A resolution was passed at the December 1, 2013 BOD meeting to address the carry-over of funds from 2013, to 2014 to that certain projects which were not completed in 2013 could be completed in 2014. During the meeting, the resolution was revised. A clean copy of Resolution No. 2013-1 is attached to this report and Joanie Perez, LCA Secretary will execute the document at the January 24, 2014 BOD Meeting as it has already been approved by the Board.

2. Administration: a. Discussions with Mr. Steve Ward, contact person for the Cell Tower which AT & T. wishes to construct continued. Final changes to the working land lease agreement are scheduled to be made during a Conference call scheduled for Thursday, January 23, 2014. AT & T has confirmed that when the new tower is complete, they will abandoned the old site entirely and leave the 90’ tower as requested by the LCA. I will provide a verbal update regarding Thursday’s conference call at Friday’s meeting.

b. The energy contract between the LCA and GDF Suez was formally terminated on November 30, 2013. This was a two year contract which reduced our electricity costs by approximately 8% when compared with the rates which were previously offered by Com-Ed. c. Construction crews for Nicor were very busy during the month of December laying 6” main into the development and burying pipe from Payne Rd. to the Clubhouse as well as south on Lake Carroll Blvd. beyond the fish hatchery. Open trenching has been used exclusively with no need for directional, or hard rock boring. Work has slowed due to the holidays and more recently the cold weather and frozen ground. Nicor is in the process of scheduling a “town hall” meeting(s) to provide information and answer questions relating to the timeline for delivery as they proceed into the sections to provide residential service.

This will provide an opportunity for our Members to learn about the transition and possibly some rebate opportunities for those who wish to purchase newer, more energy efficient appliances and equipment. Natural gas should be available for the Clubhouse prior to February 1st and Nicor is hopeful that they can also make the connection to the Aquatic Complex and the Lodge by March 31, 2014.

Attached to this report is the permit request form which Deb Stagno, Mike Kaysen, Donna Beyer and Lee Harbison collaborated on. As of Monday, January 20, we have eight Property Owners who have already completed, returned and paid to have their applications processed. d. PTAB is currently reviewing our appeal regarding the Clubhouse and storage sheds. PTAB has provided us with a final opportunity to provide a response and additional evidence to support our assertions. We have until February 3, 2014 to provide a response and I am asking that the Board discuss this matter at the January 24 Board Meeting. I will also ask the Board if they would like an attorney to file the response. e. An updated Organizational Chart has been

attached to this report at Norm’s request. f. An updated copy of the Fixed Asset Expenditures – Cash Status report 3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on December 11, 2013 and again on January 8, 2014 and the minutes from each are attached to this report for your review. During these two meetings, we have developed a drug testing policy for all LCA staff members. Drug testing will also be mandatory for any employee who has been injured on the job or any employee who has had an accident which resulted in property damage of $1,000 or more. Also attached to this report is a copy of the drug testing policy. It was suggested that we may wish to have an attorney review the policy before it goes into effect. Chelsey continues to do an excellent job or scheduling, documenting and conducting the monthly Committee meetings.

4. Accounts Receivable & Front Desk: a. See updated 2013 dues status report. b. A summary of 2013 Replats is attached to this report for your review. c. Seventeen Ownership transfers were processed between November 17, 2013 and January 17, 2014. Five of these transactions were homes. d. Board Election ballot counting was held at the Conference Center on November 26, 2013. The annual meeting was held on December 1, 2013 in the lower level of the Clubhouse and was attended by approximately 80 Lake Carroll Members. All five initiatives on the Proxy were passed by the Membership. Mr. Norm Hoffman and Mr. Don Aleksy were sworn in as new Board Members for 2014, 2015 and 2016. e. Annual 2014 dues were sent to all Property Owners on December 19, 2013. Dues payments are due on or before January 31, 2014. f. Deeded Marina slips mailed on 12/19/13.

Boat storage fees, Seasonal camper fees, camper storage fees, and Golf trail and storage fees will be billed and mailed approximately February 12, 2014.

g. Also attached to this report is an updated summary of Lake Carroll statistics. This summary provides statistical data regarding the use of our amenities as well as other pertinent information.

5. Finance & Human Resources: a. Finance: i. Operating Statements for November and December, 2013 will be available and sent to the Board electronically prior to the 1/24/2014 BOD Meeting. ii. We finished 2013 collecting 2,258.8 DPE’s, a shortfall of 11.2 DPE’s from the budgeted 2,270. This translates to a shortfall of $15,187 in budgeted dues income which was uncollectable.

The number of DPE’s budgeted for 2014 is 2,252. iii. Lisa has been in contact with our new auditors, O’Conner, Brooks & Co PC. Much of the field work for the audit was performed in early December. b. Human Resource: i. The annual Employee Christmas party was held on January 12, 2014 in Mt. Carroll at Henry’s Double K. The party was attended by approximately 70 LCA staff members who enjoyed the event.

6. Safety & Security: a. Mr. Luke Fossett attended an EMS continuing education class regarding environmental emergencies on December 11, 2013. b. Mr. Luke Fossett conducted an EMS continuing education class regarding blood borne pathogens on January 1, 2014 in the Lake Carroll Conference Center.

7. Information Technology: a. Deb Stagno has remained in contact with American Codifiers regarding the codification of the Lake Carroll Rules & Regulations and all Governing Documents. The first draft of the codification was received January 15, 2014. The Association has 60 days to make any revisions to the draft and American Codifiers should have the final product completed by May 1, 2014. A copy of the draft will be provided at Friday’s meeting.

8. Communications: a. As usual, Donna has been very busy keeping the web-site current, making all submissions to for the January newspaper. b. Donna is currently updating all of the Committee rosters based on the Committee’s election of officers which are held in January. The new roster will be made available to all Board Members at the February BOD meeting.

9. Facilities Management: a. Shaun and his Maintenance crew have been busy with off-season maintenance projects, preparing for the dredge operation this spring and keeping all of Lake Carroll’s vehicles and buildings in good working order. Shaun’s two biggest objectives during the past 60 days has been keeping our roads safe and free of snow, while at the same time, focusing on making, grooming and keeping snow on our ski hill and tube hill. The ski hill opened on December 26, 2013 and the tube hill was opened Saturday, January 4, 2014.

Though we opened the tube hill a little later than we had hoped for, the traffic on tube hill has been overwhelming. Tube tow revenues for 1/3, 1/4, 1/5, 1/11, 1/12, 1/18, 1/19 and 1/20 have already double the total tube related revenue generated during the entire 2012/2013 winter season. b. As reported earlier in the month, the lodge received minor damage when a pipe froze and burst.

We were fortunate that security noticed the problem very early and the maintenance department was able to minimize the damage. The repair and clean-up was carried out in house and though I alerted our insurance agent to the issue, the total cost for the repair was less than our $1,000 deductible; therefore, no claim has been made.

dam inspection in early November. This inspection is required by the State of Illinois. A copy of the inspection report will be made available at Friday’s meeting. b. As usual, I have attached Joe’s complete Manager Report for your review as it has valuable, detailed information regarding the Lake, Dam, retention ponds and our long range plans regarding sediment management.

11. Building Inspection/Architectural & Environmental: a. A total of eight new homes were constructed or started in 2013, four more than we budgeted for or anticipated. b. The first home of 2014 was permitted at the January 17, 2014 A & E meeting.

12. Golf Operations (Pro Shop): a. Closed – no specific report 13. Golf Maintenance: a. No Specific Report 14. Clubhouse Operations: a. No Specific Report 15. Recreation Complex Operations: a. Aquatic Complex: i. The indoor pool remains open with all mechanical equipment functioning properly. b. Recreation: i. The annual “Little Elves” workshop took place on Saturday, December 14, 2013 with 14 elves enjoying making craft projects for family Christmas gifts. ii. The Lake Carroll fitness room opened on Wednesday December 18, 2013. The room looks great and offers several pieces of quality equipment. A TV was just installed and the feedback we’ve received has been very positive. If you haven’t been to the Lodge to see it for yourself, I suggest you do. From December 18th thru January 15th, we have had 68 Members use the room. c. Ski Hill: i. The ski hill opened on December 26, 2013 and many people have enjoyed the ski hill season so far. ii. The tube tow opened on Saturday, January 4, 2014 with over 200 people using the amenity on that day alone. We have 50 tubes which are rented for one hour. At one point we had over sixty people waiting to rent a tube. Though we haven’t seen that kind of volume since, the tube hill has been very popular, very busy and has already generated more revenue than the entire 2012-2013 winter season.

Propane or Natural Gas? Therein Lies the Question

Many LCA members who have owned and occupied a residence in Lake Carroll for an extended period of time (10 years or more) have become accustomed to using propane as the primary source of fuel for heating, cooking, hot water, and other fuel needs. Propane is the main source of fuel for most rural locations. Other LCA members who are new to a rural setting may be accustomed to being connected to a natural gas utility as a main source of fuel.

Lake Carroll is now on the brink of having access to both propane and natural gas as fuel options, and the opportunity to choose one option over the other can present members of the LCA with a decision dilemma. Either selection is within the scope of acceptability within Lake Carroll, so the decision is based primarily on satisfaction with propane as it is considered against the cost and payback of converting to natural gas.

Converting to natural gas is not without cost, and not without actions to convert gas appliances from propane to natural gas. The LCA has already made decisions to convert major commercial operations from propane to natural gas. These commercial operations include the Clubhouse, the Lodge, the Aquatic Complex, the Admin Office, and the Maintenance facilities. Those cost reductions will benefit all LCA members in the long-term.

The decision to convert a residence from propane to natural gas will also reduce fuel costs in the long run, but is not without costs to convert all appliances that currently use propane. The term “convert” does not imply “replacement,” but does indicate changes to appliances currently on propane, which include furnace, gas range, clothes dryer, hot water heater, and perhaps others. The LCA will be providing members with “worksheets” that can be used to assist member in calculating the costs associated with converting appliances and providing your residence with natural gas service from NICOR. These worksheets will also assist you in determining the “payback” timeframe that you can anticipate from the conversion. The worksheets will be available at the Admin Office and online (found under News & Events>News) I am a property owner just like you who is trying to sort through this new choice that has presented to our membership. Propane vs Natural Gas…therein lies the question.

You can pick up a form at the Admin Office to get connected to the new natural gas line. An LCA permit fee of $250 is due upon submission of the completed form to the Office. Office hours are Monday-Saturday, 8am-4:30pm. (Note: Form is a carbonless triplicate so it cannot be faxed or emailed.)

Nicor Gas will host a town hall meeting in the lower level of the Lake Carroll Clubhouse at 10am on Saturday, February 22, 2014 to share information about how residents of Lake Carroll can receive natural gas service to their homes. A second meeting is being planned for April.

Lake Carroll Ski Club Contributes to Ski/Tubing Hills

by Ski Club President, Sue Thomas.

Ski Club funds were raised over a six year period during the club’s active years by many hardworking, dedicated Ski Club members and their families. The Ski Club operated the ski hill, rental shop and the Barrel Lounge snack shop, organized numerous family events such as Halloween Parties, Easter Egg Hunts, Winter Carnival activities, a Pig Roast, and sponsored live entertainment venues at the Lodge. LCA property owner Mike Roeser made a substantial donation to the club in 2003 toward the restoration of the chair lift. Unfortunately, this proved to be a futile endeavor so funds were redirected to the enhancement of the tubing hill.

This final donation concludes the business and activity of the Lake Carroll Ski Club as formed 15 years ago! Thank you Ski Club members who volunteered all those years to make this donation possible. Too many of you to mention here, but you know who you are!

The Taste of the Lake has been such a success that the LC Yacht Club is hoping to host another Taste of the Lake this summer on Saturday, August 16. For those not familiar with the event, family and friends get together in their boat and cruise the lake stopping at 5 different piers for a “tasting” of some delicious food. Bring your own beverages and leave the rest to the Yacht Club. The event runs from 2 – 5 pm with a very lively party complete with a live band and ice cream sundae bar at the Clubhouse patio that evening. It’s a fun way to meet new people and enjoy some great food!

We need to secure 5 pier locations for the Taste, so if you are interested in hosting at your pier, please let us know. If we can’t secure 5 hosts/pier locations, we won’t be able to have this event!! It really is fun hosting and there are plenty of volunteers to help if needed! Lake & Natural Resources

We’ve been receiving many questions, and hearing many comments on the dredging program at Lake Carroll. Many times the information relayed back to us by the membership has not been accurate so hopefully this article will explain the program, and how it evolved. To stimulate your continued reading, we’ll show how this program will save over $.5 MILLION for the Association.

First of all, sediment management is something every lake needs. You can never stop 100% of sediment from entering the lake. Mother Nature’s natural plan is to fill in the lake by ‘ecological succession’. A lake, over time, will fill with sediments causing a change from lake, to wetland, Joe Rush and ultimately to solid ground. The reasons this Lake Manager happens is during rain events, sediment is picked up by fast moving water that carries it to the mouth of the lake where it settles out. This occurs because the widening mouth of the lake allows the water flow to slow down, and sediments to deposit on the bottom of the lake. During rain events, water flowing through road ditches, the trails, construction sites, stream banks, agricultural fields, and other sources all flow downhill towards the lake. Over time, these sediments accumulate to cause water quality problems as well as reduce lake depth in shallow areas.

This is a concern as the accumulating sediments create shallow water; in turn causing access issues for shoreline homeowners and lake users. For those of you that have been in the coves, you’ve witnessed this towards the back of the coves. Along with the accumulating sediments causing access issues, the sediment also causes water quality problems. Nutrients are ‘bound’ (attached) to the sediment particles coming into the lake. These nutrients are a food source for aquatic plants and planktonic algae. By reducing the sediment, and therefore the attached nutrients, we reduce a food source for nuisance aquatic plant and algae growth. As you can see, sediment management is an important part of lake management for Lake Carroll.

There are many things that are done, and can be done, to reduce the amount of sediment entering the lake. However, we won’t discuss them in this article. Understand these are very important because dredging sediments from the lake is a very costly project. The more you reduce the inflow of sediments, the longer timeframe between dredging projects.

In June of 2012 we conducted a survey (bathymetric survey) on the sediment depths in three major tributaries of the lake: Three-tubes, E. Marina, and Zeir Rd (South Bay). The immediate concern was for 3-tubes to be dredged, and the others scheduled to be dredged after that. This study determined there were 47,000 cubic yards of accumulated sediment that could be removed from the 3-tubes inlet. If we hired a contractor to perform this work at an average of $10 per cubic yard, we would be spending nearly a half a million dollars on this one project. When you combine the accumulation of sediment in the other two coves, it was estimated at 89,500 cubic yards of material that could be removed from all three areas. If we were to hire a contractor to do all this work (over time), it would be extrapolated into a total sediment removal cost of nearly $1 million dollars at $10/cubic yard! This doesn’t even include the other shallow areas of the lake where hydraulic dredging isn’t a real option.

Because of the high costs to hire hydraulic dredging contractors, and a $180,000 budget for dredging, we began evaluating what options were available to the Association to ensure we could remove sediments and achieve water quality improvements as well as quality of life and enjoyment for the members that use the shallow areas of the lake… without having to spend a MILLION DOLLARS! It was determined that purchasing a dredge and operating it through our maintenance program would be the best option.

The first step to purchasing a dredge was to hire an engineer to evaluate what we needed and where we’d be able to dredge with the equipment. It was determined that not all areas of the lake were accessible for hydraulic dredging (too far from our existing sediment holding ponds) and it would be isolated to the major inlet areas of the lake where the greatest amount of sediments would accumulate.

When evaluating equipment, we determined that a new dredge was not an option due to the high costs and we would begin evaluating the market for used equipment. After the purchase of a used weed harvester at greatly reduced costs (compared to new) we felt comfortable looking at used equipment for dredging as well. We were able to find a dredge we felt would fit the needs of Lake Carroll well, and we had the engineers evaluate the specifications of the dredge for us to ensure it would be appropriate and they recommended it would work great for the dredging we’d be doing. We were able to purchase this dredge, and all the needed equipment for hydraulic dredging for approximately $130,000! This included a booster pump to improve efficiency and increase the distance at which we can pump! (As a side note, this booster pump would sell new for nearly $100,000, but we were able to modify a 160 hp diesel motor we currently own with a pump to match our dredge for only $13,197!) Along with this equipment we needed a workboat and motor to carry the pipe fusion welder and generator. This equipment was an additional $29,813. As another side note, security desired a 4-stroke motor for the security boat that would increase the low-idle performance and efficiency needed for the patrol boat but they were not able to budget this purchase for the near future. Therefore, we purchased the motor for security, and installed the current patrol motor onto our new workboat as it would function perfectly for our needs. This allowed for inter-departmental cooperation for Lake Carroll.

Since we were able to purchase the hydraulic dredging equipment under budget, and understanding the needs of the other shallow bay areas, we began evaluating what else we could do to remove sediments from the backs of the other coves where hydraulic dredging wasn’t an option. We developed a plan for mechanical removal in these areas. To execute this plan, we needed more equipment. A mini excavator and barge to carry the excavator were needed. We were able to purchase the mini excavator in 2013 with a board approval for a total of $41,165.

Budgeted for 2014 is the purchase of a 16 foot wide by 36 foot barge that will float the mini excavator for sediment removal in small coves. This equipment will also be used for installation of rip rap in the backs of the coves where we currently have no access as well as placing rock reefs for fish habitat.

At the end of the day, we will have approximately $250,000 in equipment for sediment removal for a project that would cost us $895,000 to contract out, and this doesn’t include the other uses for the equipment such as lake maintenance, fisheries habitat enhancement, trail and golf course work (mini excavator) as well as other projects too.

Another factor we have taken into consideration is the operational budget would need to increase for fuel to run this equipment as well as manpower to operate. We’ve budgeted approximately $40,000 for operations. With 3 ½ years of operation at $40,000/ year, we would still be $.5 million ahead of contracting just the hydraulic dredging work.

There is so much more that could be explained about this program, but there’s not enough space in this paper! Hopefully the membership will read this and have a better understanding of why we’ve purchased our own equipment, and the benefits to the entire Association by purchasing this equipment.

Facilities Update

Fish Tales

There were 52 members who gathered on a cold winter night for our monthly Fishing Club meeting.

It was a great turnout considering that many have already left for the winter and the weather has been so cold. The food was very good, as always. A special welcome from the Fishing Club to the Will family and Haas family who were joining us for the first time.

Now that we are beginning a new year, consider making a resolution to join the Fishing Club if you are not already a member. The Fishing Club sponsors a number of events throughout the year.

It is a great way to get to know more of the great people here at Lake Carroll. The cost for a family membership is only $20 and will open the door to a lot of great times.

The meeting was called to order by President Bill Comstock and he led everyone in the Pledge of Allegiance.

Treasurer’s Report Mitch Feucht presented the December, 2013 financial report. A motion to accept the report was made

by Jim Mance, seconded by Fred Reddies. The report was unanimously approved by the membership.

Hatchery Operations The weather outside is cold but work is continuing inside the Hatchery to get ready for the walleye production season in March and April. The work boat will be prepared and all holding tanks, tubes, stones, etc. will be pressure washed and cleaned. Valves are being checked and some are being replaced.

We will be installing an additional water supply line for holding tanks not involving the fry. This new line will recycle water, thus reducing water usage and hopefully reducing strain on the pump and well system. The plan will be to get all changes made and then have a test run to be as certain as possible that we are ready for the upcoming season.

Be sure to keep in mind that Open House at the Hatchery is scheduled for Sunday, April 6th and 13th.

If you have not seen the operation, be sure to come by, and if you have, we love giving tours so be sure to come again.

2014 Fishing Board Elections Election results were the addition of John Quilico, Fred Reddies, and Tom Stangl to the board. The board positions are as follows: Bill Comstock - President John Quilico - Director Terry Heflin - Vice President Tom Stangl - Director Mitch Feucht - Treasurer Fred Reddies - Director Steve Hevrin - Secretary Structure Projects The Fishing Club is hopeful to begin the work on the reef projects this Spring. We will also be putting Christmas trees into the water to add structure after the ice has gone from the lake. Thanks for all of your trees.

Other Events A special thanks to all the Lake Carroll members that helped by taking angels from the Christmas tree at the Clubhouse. All of the names went very quickly and it sure brightened Christmas for many less fortunate children.

Bill Wilcox is a member of our Fishing Club who has an enormous gift as an artist. He has made an oil painting of a hunting dog that has retrieved a bird. Bill has donated the painting to the Fishing Club to be sold, with the proceeds to assist our operations. The painting will be on display at various functions and all potlucks. Raffle tickets will be $5 and the drawing will be held during the Fishing Club golf outing in September.

Anyone tired of this weather yet? I guess we can’t pick our weather, but I know I would not be voting for rain, -50 wind chills and ice rinks on our roads. It certainly has been a challenge for us so far this winter maintaining the roads and facilities.

I thought I would take a moment this month to recap what we accomplished last year. Looking back at 2013, it sure went fast. My main memories are a winter that would not end last March and April, a slow start to summer in June, and then an early winter for us in December. Throw in the blue green algae in the lake in August and you might think Mother Nature sure wasn’t our friend in 2013. But then I remember the great temperatures in July and Shaun Nordlie the beautiful color and temperatures this fall.

Facilities Director • As for the maintenance staff, we received a new zero turn mower in 2013 which made mowing all of our facilities much easier. This gives us three working mowers allowing us to finish our mowing in four days in a typical week…meaning one day was left to tackle our endless list of projects. Springtime also brought dock repairs in the West Marina. Wear and tear and some ice issues from winter resulted in G dock and C dock breaking loose. We ended up replacing twelve anchors on the bottom of the lake and the majority of the chains that hold those docks in place. We also replaced over 100 floats to make all of the docks balance a little better. We added 24 new solar buoys to the lake making a total of 36 now that we have on the lake. With the help of the Yacht Club we hope to add to this each year.

• At the pool we started slow with a leak in the outdoor pool that was repaired before the season started and then ended with the main drain being replaced in November. Thankfully no swimming time was missed and I think everyone enjoyed some great pool time this summer.

• We added turbidity curtains to the East Marina and Zier Road silt pond this summer. The curtains are supposed to hold silt behind them and then we will go in and dig out the silt before it enters the lake. These are still a work in process with the big test coming this spring once snow starts thawing and spring rains start.

• The harvester spent about two months cutting weeds in 2013. As a result of higher spring lake levels we did not see as many weeds as we did in 2012, but it sure was nice to be able to put the harvester in the water and cut when we felt we had an area that needed cutting or we received a request.

• A new billboard was constructed at the corner of highways 72 and 73. This is to advertise the Clubhouse and Golf Course and will also be used to promote live entertainment.

• This fall we installed a new ATV bridge below the dam to go over the plum river. This is a great looking bridge that was necessary for today’s bigger ATV’s to cross this area without going through the creek.

• The dredge made its debut on the water in November, although we were not able to pump any silt out of the lake, we did get some very good training in to learn how to operate the dredge and maneuver it around the lake. If it ever stops snowing, we will be ready to get it back in the water and start pumping silt out.

• The Plumtree Fitness Center opened in December in a beautifully remodeled room at the Lodge.

If you haven’t been over to see the fitness room yet, check it out - even if you don’t want to work out. The windows overlooking the ski hill are great and almost inspire me to get a on a treadmill.

• We also had weir #2 repaired below the dam before the end of the year. This will allow our readings of the water seeping through the dam to be more accurate.

All in all, I am happy for a great 2013. I would like to thank all my staff for their hard work. I hope you are seeing improvements to the whole community and as always, if you have any comments, let me know.

Fish Hatchery – Going Green For Spring!

At its January board meeting, the Fishing Club Board unanimously approved installing a new water recovery system at the Fish Hatchery for use during the Walleye spawn, egg capture, and fertilization period. Fishing Club Board member Fred Reddies provided detailed plans and other members, including Jim Mance, provided input and expertise to finalize the plans for the project. A special thanks goes out to John Quilico who installed the new plumbing.

Here’s how it works: Fresh well water is used to fill and maintain the water in the jars used for egg incubation. The water passes through the jars filled with eggs and into the two fry holding tanks. Water overflowing from there is then captured in a recovery tank where it is pumped out through the new plumbing system and sent to fill and maintain the water level in holding tanks #2 thru #5. The captured fish are held in these tanks until they can be safely returned to the lake. The #1 tank uses fresh water from the well as it’s used to hold the freshly fertilized eggs until they harden and can be transferred to the incubation jars.

So, how are we going green? As a result of this new system, this operation is saving 650 gallons of fresh well water an hour which adds up to about 15,600 gallons a day!

The Fish Hatchery will be having its annual Open House two Sundays this year, April 6th and April 13th. Save The Dates and stop by to see the action and find out how it all works.

On a golf course there are some unwritten rules that most golfers should be aware of. Unfortunately many golfers do not know to practice these courtesies. Others choose to ignore them. This article will be the first of two that will help educate us golfers into having better decorum on any golf course we play. Bill Green who is a member of our Golf Committee contributed heavily into producing this article.

1. Silence please. Golf is a social game. But golf is also a game of concentration. Don’t talk to a player (or anyone else - including into a mobile phone) when someone else is hitting. Your voice is both rude and a distraction as they swing. You don’t need to provide either of those.

2. Leave the course like you found it (or better). Fill your divots, fix your ball marks, rake your bunker. When your ball lands in an unfilled divot in the fairway or a footprint in a bunker making your shot much tougher than it would have been, you’ll understand why. On the green, fix your ball mark and perhaps one more.

3. Watch your shadow. Don’t allow it to get in someone else’s putting line or have it moving in the visual field as another player is hitting.

4. Watch your positioning. Do not stand too close or in the wrong area to another player. Directly behind a player’s hitting/putting line can be a distraction and it is wrong to stand to the side. When on the green, if you want to “learn” from another player’s putt, move to the correct line behind them AFTER they’ve hit the putt.

5. Sportsmanship trumps gamesmanship. You think you’re gaining an advantage with the “early walk” or the dropping of the bag or the “cough” when they are putting? No, probably not. But you’re definitely gaining a reputation as someone no one wants to tee it up with. There are a lot of those types.

6. Tend the pin. It’s never a bad thing to ask someone with a lengthy putt if they want you to “tend the pin”. That is, keep the flag in the hole until the putt has been struck and then remove it before the putt gets to the hole area. Also, if someone is just off the green ask if they’d like to keep the pin in or out.

7. Safety first. Know when to yell “Fore!” “Fore” is a warning that a wayward shot is coming. If you hit a shot that is headed towards another golfer, a course worker, any person - let them know a shot is coming their way. Seriously.

8. Return lost clubs. Players will inevitably leave clubs behind. Don’t look at this as an opportunity to score a new wedge. You’ll leave yours behind as well one day. This shouldn’t even have to be said. But alas, it does.

9. Keep up with the group in front. Pace of play is all the rage right now. For good reason. I’m not talking about speed golf. Just don’t fall too far behind the group in front of you and you’ll be just fine. The correct thing to do is keep up with the group in front of you more so than staying ahead of the group behind you.

10. Let faster groups play through. They’ll be glad you did it, so will you. It’s no fun for them to watch you plumb bob for a 7. It’s no fun for you to know they are staring you down. Also, when you’re playing through, be fast. Don’t hunt for errant shots too long. Don’t measure up every putt. Then refer back to Rule 9.

11. Don’t laugh when someone misses a short putt. It’s not funny to them. It won’t be funny to you when you do it. And you will. (This actually goes for any bad shot.)

12. Respect the game. Have fun, but don’t be obnoxious. Screaming/yelling so that someone three fairways over can hear you … not cool. Cussing is bad – doing it loudly is dumb. Shake hands with each playing partner/opponent after the round. Take your hat off when you do it. Don’t wear your hat indoors. And throwing your club/putter in disgust is never ever appropriate.

13. Putt ‘em out. Unless your partner/opponent specifically tells you that your putt is “good” – don’t assume it is and pick it up. We’ve all seen someone miss a three-footer and just because they are disgusted, pick the ball up or knock it away. The hole is not over until your ball is in the cup.

Lake Carroll Registration Requirements

By Donna Beyer NEW Off Highway Vehicle (OHV) Usage Stamp for ATV’s The State of Illinois has announcement that the stamps will be available in early 2014 from vendors who sell fishing and hunting license. You must display the new usage stamp on your ATV by April 1, 2014. The stamp is valid for one year and must be repurchased each year.

The LCA Office is handling this in the same manner as they did the Water Usage Stamp. For this first year, LCA will not require a copy of your OHV Usage Stamp before you receive your 2014 ATV LCA decal(s). HOWEVER, the DNR has the authority to enter Lake Carroll property and check ATV’s accessing our trail system. It is up to you to ensure you have the appropriate State registration.

NEW IDNR Water Usage Stamp Required in 2014 Effective July 1, 2013, you are required to purchase an annual Water Usage Stamp for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where they sell fishing licenses). You must provide the same Watercraft information used for a State registration to purchase the Stamps. Proof of current Water Usage Stamp must be on file with the Association Office before decals will be issued. If your current registration expires June 30, 2014 or June 30, 2015, you will not need a stamp until that time.

2. Snowmobiles & ATV’s: Lake Carroll Association must be named as an “Additional insured” on snowmobile & ATV policies. Make sure we have copies of your current insurance policies.

3. Proof of membership in any snowmobile alliance is also a requirement for snowmobile registration at Lake Carroll.

4. Copies of current State registrations must be on file at the Association Office for all boats & snowmobiles.

Trailer and Vehicle Camp Shelters being registered at Lake Carroll are required to show proof of ownership. Proof of ownership can be: Title, Insurance, and/or State License Plate registration.

Plumtree Ski Area Thursday December 26th began the first day of the ski hill season and Saturday January 4th for the tube tow season. Many people are enjoying these fun filled winter amenities. The first day of the tube tow season we have over 200 people on the tube tow! What a fun way to start off the season. Many people are taking advantage of the ski and snowboard lessons that we have and I would highly recommend one if you are debating to sign your child up. Winterfest was a fun winter event with over three hundred skiers and snowboarders enjoying the ski hill and terrain park. Audience Questions/Remarks: - Deb Stagno pointed out to the Board that the 2015 calendar normally goes on sale around December 1st, so setting the Board Meeting schedule for 2015 needs to be completed soon enough to allow the calendar to be printed. This needs to be taken into account in the standing rules proposed by President Norm Hoffman.

- Ian Keith (26-53) said that with the opening of the exercise room soon at the Lodge that there are no rules yet.

We need to get these set up.

- Ian also said that at the last Board meeting, the Board made a historic decision to change the way the Association approaches land designations.

The Board needs to explain this to the Membership about what this means.

- Finally, Ian indicated that he has a neighbor who is an expert in credit card surcharges. She will investigate this more. Ian would like the Board to reexamine its decision to not accept credit cards for dues.

- Merce Meyers (1-91) said that the Bylaws Committee plans on having a meeting on December 9th at 4:30 P.M. to get a better understanding of the Board motions on land designations.

I IMAGine most of us have known someone, whether family, friend, neighbor, or self, that has gone through or are going through a form of cancer treatment called Chemotherapy. I also IMAGine most of us know the reason for Chemotherapy is to kill cancer cells. The type of ‘help’ provided could range anywhere from driving them to their doctor or clinic appointments or blood tests, preparing and delivering meals, doing laundry, cleaning, or even providing personal care for a few days after their treatment.

But, my question is, would you know what precautions to take for yourself if you help care for them in any way? After all, Chemo kills cancer cells so that means it is toxic. It takes about 48 – 72 hours for the body to break down and get rid of most chemo drugs!

And to ‘get rid of’ as we all know means via body fluid wastes including urine, feces, tears, and vomit.

With that said, the remainder of this month’s article will highlight some tips I have found through the American Cancer Society at http://www.cancer.org/acs/groups/cid/ documents/webcontent/003025-pdf.pdf. I will also share what I found in my research how chemo drugs might affect septic systems. Septics and chemo waste…….something I’ve not thought about before. But being part of a group of close friends at Lake Carroll helping one of our other close friends as she undergoes chemo treatment, I thought I would put on my RN professional hat and distribute to all of you what I have found.

During and for 48 -72 hours after a patient receives their chemo treatment, caregivers, visitors, family and friends should: • Use a different bathroom if possible other than the bathroom used by the chemo patient.

If not possible, protective gloves should be worn to clean the toilet seat before use.

• Wear two pair of throw-away gloves if you need to touch any body fluids. If you come into contact with their body fluids, the cancer society recommends you mention that to your doctor at your next appointment. These gloves can be bought at most drug stores.

• Wash your hands with warm water and soap after contact, even if gloves were worn, scrubbing your hands for at least 15 – 20 seconds or more.

• If the patient chooses to use disposable adult diapers, underwear, or sanitary pads, they should be sealed in two plastic bags and discarded in regular trash containers.

• Any clothes or sheets that have body fluids on them should be washed in a regular washing machine. It is recommended you use warm water and regular laundry soap. Other clothes should not be washed with those soiled by chemo waste. If clothes or sheets cannot be washed right away, they should be placed in a plastic bag and sealed.

It is recommended by cancer specialists that any non-patient owned animals, plants, and flowers not be brought into chemo patient households. These objects transport bacteria, mold, and fungal spores, exposing the patient to a greater risk of infection. Due to lower levels of white blood cells, patients have less opportunity to fight off the infection. In hospitals, dogs involved in a Pet Therapy program, plants and flowers are restricted from being brought into a chemo patient’s room.

Now for addressing how chemo drugs might affect septic systems. Most websites I checked indicated that increased maintenance of a septic system may be required if certain strong medications, such as chemotherapy drugs, are in use. The septic tank may have to be pumped more often to remove solids that are accumulating rapidly due to the loss of beneficial bacteria caused by chemo waste. Any local septic professional can monitor the septic system and take samples to recommend a management plan.

I hope you have found this article helpful in case you ever are involved as a caregiver, family member or friend of someone going through chemo treatment. I know those of us that have been helping our close friend and neighbor will find it beneficial as we walk beside her at this time and during her journey to better health.

10 Of The Land Of Lincoln’s Most Important Laws Taking Effect Jan. 1 Posted: 01/01/2014 11:02 am EST Huff Post - Chicago

1. PUT DOWN THAT PHONE: Beginning on Jan. 1, drivers in Illinois will be required to use a Bluetooth headset or speakerphone if they wish to talk on the phone while driving -- any driver caught holding a phone up to their ear could be fined at least $75. Exceptions may apply in the case of emergencies. About a dozen other states have already implemented similar laws, according to the Chicago Tribune. (HB 1247) 2. HOLD ONTO YOUR BUTTS: Bad news, cigarette tossers: cigarette butts have now been specifically designated as litter and, under a newly strengthened penalty, anyone caught tossing one is risking a $1,500 fine. (HB 3243) 3. PEDAL TO THE METAL (JUST NOT IN CHICAGO): Taking a long road trip across Illinois? You can get to your destination slightly faster now. As of Jan. 1, the speed limit on rural Illinois highways has been increased from 65 to 70 mph. For now, the law leaves the majority of the Chicago area as a slow zone, something state Sen. Jim Oberweis is pushing to change. (SB 2356) 4. ANNIE, GET YOUR GUN: Earlier this year, Illinois became the final U.S. state to pass a concealed carry law and, starting this week, it will formally go into effect. Beginning Sunday, Illinois residents can apply online for a concealed carry permit on the Illinois State Police’s website. State Police are required by law to approve a license, should no problems arise, within 90 days and the first licenses are expected to be issued by mid-January, ABC Chicago reports. (HB 183) 5. MEDICINAL PURPOSES ONLY: Medical marijuana technically arrives in Illinois on Jan. 1, though the agencies overseeing the state’s four-year pilot program will still have 120 days from Wednesday to lay out the application process for those who qualify to get their hands on the drug. (HB 1) 6. PUPPY LEMONS: New pet owners in Illinois will be newly protected by a “lemon law” that allows owners to be refunded the cost of the pet or reimbursed for veterinary costs if a new pet has been purchased without disclosure of any serious illnesses. (SB 1639) 7. TEEN TAN BAN: Illinois residents younger than 18 will no longer be allowed to use indoor tanning facilities as of Jan. 1. Any businesses violating the new law could be fined $250. (HB 188) 8. LET’S TALK ABOUT SEX: Another new Illinois law going into effect means public school districts teaching sex education will now be required to teach about birth control and sexually transmitted diseases, rather than just abstinence. The law does allow districts to opt out entirely of sex education. (HB 2675) 9. UNDERAGE VOTERS: Beginning Jan. 1, any Illinois voter eligible to vote in a November general election will also be eligible to vote in the preceding primary, even if they are only 17 years old at the time of the primary, NBC Chicago reports. Interested 17-year-old voters in Chicago must register by Feb. 18 in order to vote in the March 18 primary. (HB 226) 10. “FLASH” MOBBERS BEWARE: Illinois lawmakers have also increased the maximum penalty for anyone caught using social media to organize a violent “flash mob” from three years to six years in prison, the Chicago Sun-Times reports.
