FALL SCRAP METAL PICK UP

Sat, Sep 20, See page 14A for details The West and East Marinas become very busy during the summer months on the weekends. This can lead to some parking headaches.

During these time periods, the Lake Carroll Association would suggest carpooling to the marinas. Instead of six family members taking three vehicles to the marinas when two would suffice. If everyone implements taking the minimal amount of vehicles to the marinas, the amount of congestion would not be as severe and more parking would be available. Thank you for your cooperation in this matter.

Lake Carroll Security Department

On Wednesday, July 9, over 60 ladies gathered at Lake Carroll Clubhouse for our Ladies Invitational “Better Lucky Than Good”. And we all felt very lucky to have such perfect golf weather after so much rain. Four leaf clovers and green decor abounded and many golfers were wearing their lucky green. Our greeter for the sixth year was Darlene Worden, who informed us of her impending move. We all wish her well and hope she visits often.

The golfing was great and everyone was lucky to have Shane and Tyler drive for them on Hole # 11. The very lucky 1st Place team, with a score of 67, included Ellen Enright, Hazel Pulford, Doris Bolen and Bernie Eberle.

Jason Hill, Shane, Tyler and staff for running this spectacular event 4. The Clubhouse staff for a delicious breakfast and lunch 5. The volunteers who make this event possible 6. Tracey DeCrane and Cathy Porzel who co-chaired this fantastic Invitational Thanks to all who made this year’s Invitational fun and memorable! With the Invitational behind us, we look forward to the Charity Event on August 6, Ryder Cup on August 13, and the End of Year Scramble on September 10. GM Report

It sure was good seeing so many of you enjoying yourselves here at the Lake over the 4th of July weekend. All of our Amenities were very busy. Two fireworks displays went off without a hitch and I’m glad to report, we had no serious injuries over the holiday weekend. On behalf of everyone who enjoyed Mr. Ron Cox’s show, I would like to thank Mr. Cox. Mr. Cox’s generosity gives us the opportunity to enjoy two shows, back-to-back, and I know that the Membership is very appreciative.

While firework displays represent a celebration of our independence, it marks the start of the Budget season for many Volunteers Mike Schmieder and Staff. While many of you were saying “oooohh & aahhhh”, General Manager we were saying, “time to start preparing the 2015 budget”. By the time you read this, we will have already held the first of several budget related workshops and meetings. The Board has asked that I prepare a budget which reflects the needs and the expectations of the Membership. This year, we face many of the same challenges as in the past, a continuing decline in dues paying Members and an increase in operating costs. These issues and many others will be discussed during this process and all Members are welcome to attend. As the process begins, I would like to take a moment to thank the many volunteers who will invest many hours for the benefit of all. We wouldn’t be able to complete the budget without their help and participation.

Earlier this spring, we hired an engineer who specializes in earthen dams to complete an engineering review of the Lake Carroll Dam. We have always had some seepage with our dam and we always will. In fact, Norm Hoffman pointed out at our last Board Meeting that even the Hoover Dam leaks, a little. The review was conducted in early May and the written review was provided to us in June. The report revealed that there is seepage through the southern portion of the dam and that the seepage has progressively increased over the past several years. The preliminary recommendation is additional grouting. If you were unaware, the dam has been grouted in the past and the grouting which was performed about ten years ago reduced seepage by about 50%. Grouting, however, is an expensive proposition and will be discussed at length in the upcoming budget discussions. The grouting needs to be done and the Lake Committee is strongly recommending that we complete this project in 2015. The exact costs are not yet known, but we anticipate the bids could come in as high as $500,000. The written report can be viewed on our website under the “Documents” on the Lake and Natural Resources webpage. More information will be shared as it is received.

Last, I’d like to thank and congratulate Mr. Lee Harbison, our Building Inspector who retired on July 25th. Lee has been involved with Lake Carroll for years as a Committee Volunteer, a Board Member and as an employee. We have all benefitted from Lee’s expertise and the contributions he’s made. Additionally, Lee is genuinely a really good guy, he’ll be missed and I’m glad to have had the opportunity to work with and get know him. You can see a few photos from Lee’s retirement party on page 9A. Good Luck Lee!

Notes from the Office

ASSOCIATION QUARTERLY PAYMENTS & MOWING FEES The 3rd quarter payments and the May mowing fees were due 7/31/2014. One hundred dollar ($100) late fees were added to the unpaid dues accounts & twenty-five dollar ($25) mowing late fees were added to unpaid mowing accounts on August 1, 2014. Association dues & fees must be current to exercise your use of the amenities at Lake Carroll. Questions regarding your payments may be directed to 815-493-2552 x14.

REAL ESTATE TAXES The first installment of the 2014 Real Estate Tax Bill was due 7/03/2014. The final installment is due September 03, 2014. If you did not receive your tax bill, contact the Carroll County Treasurer at 815-244-0243. Courthouse hours are Monday thru Friday 8:30 AM to 4:30 PM. WATER USAGE STAMPS (NON MOTORIZED WATERCRAFT) Canoes, kayaks & paddle boats in IL are no longer required to be titled/registered in Il, unless the vessels have a motor or sail. Water usage Stamps for $6 per calendar year are now available and mandatory for all non-powered watercraft except for those non-powered watercraft where the IL registration has not expired. They may be purchased over the counter from DNR Direct license & permit vendors. Owners having Kayaks, canoes & paddle boats registered at Lake Carroll will need to bring in a copy of their numbered receipt when registering the above watercraft. If you registered your kayak, paddle boat or canoe earlier this year, please supply the office with this information. Questions, contact Karen or Missy at the Front Desk.

BOATER SAFETY CARDS Many owners have been taking the IDNR Boater Safety course on line and have been supplying the Office with a copy of the results. That sheet indicates that the actual boater safety card will be sent in approximately one week. The Association needs to have a copy of the card for our files. Please take the time to fax or mail a copy of these cards before filing them.

ARCHERY HUNTING REGISTRATION Members in good standing wishing to obtain their Lake Carroll hunting packet (windshield card, bow & arrow ID card, and stand tags) must have their pictures on file on our database before this information will be issued to you. Plan to visit the Association Office to have the Front Desk Staff take your picture or email your photos to photoid@golakecarroll.com. All dues and fees (i.e. marina concession, citations, etc) must also be current. Attendance at one of the Archery Hunters Meetings is also mandatory for the issuance of the hunting packet.

BOARD OF DIRECTORS APPLICATIONS Board of Directors applications will be available at the Association front desk on August 1st. A minimum of fifty (50) signatures of property owners in “good standing” must be submitted on the petition. Only ONE property owner per “dues paying lot” may sign the petition. There are two (2) positions open on the Board this year. Completed petitions must be turned into the office by August 31st.

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

The week of the 4th of July was extremely busy; it has been a long time since I have witnessed so many people enjoying the amenities at Lake Carroll. The Security Department had minimal complaints during this time. I would like to thank the property owners and guest for their patients and kindness during this very busy weekend.

Here is a list of what the Security Department issued and handled over 4th of July weekend: Issued 14 citations and 27 warnings. Checked for current fishing licenses and creel limit for 61 fishermen. Checked for decals or guest passes on 1,930 vehicles at the gate, marinas, and pool. Checked 369 ATV’s for current registration and equipment and towed 3 ATV’s that needed assistance.

Assisted 13 boats.

There have been issues with ATV’s leaving the designated trail system. Please inform your guests of the “who, what, where and why” of the trail system and the Rules and Regulations regarding them. Not doing so is irresponsible and dangerous. Members are responsible for their guests’ actions; therefore, if a citation is issued, it goes to the member. Riding off the designated trail system can be extremely dangerous and damages the vegetation the ATV’s are riding on. The trail system is clearly defined please inform your guests to stay on the trail system, when you observe a track leaving the trail system do NOT follow it. Doing so just makes the track more defined and confuses other riders. New signage has been erected to help keep riders on the trail. The Security Department will be patrolling the trail system; ATV’s found to be riding off the trail system will be cited.

ATTENTION: Once again the Security Department has to deal with complaints about illegal dumping, disposal of garbage. It is illegal to dump residential refuse in any Lake Carroll Association dumpsters or dumpsters rented by contactors or property ownters!

If your residence does not receive garbage pick-up, then the garbage must be transported back to your residence, and please make your guests aware of this regulations.

FIREWORKS ARE ILLEGAL IN THE STATE OF ILLINOIS AND IN LAKE CARROLL, unless fired by a professional with the proper permits. Even 3 weeks following the July 4th holiday, we still hear fireworks being set off. Please refer to the Lake Carroll Rules and Regulations booklet page 36, Section C.2.a.

I would like to wish all the property owners and their guests a safe and enjoyable summer season and DON’T’ FORGET YEILD TO YELLOW!!!

Did You Know: Any private golf carts driven on Lake Carroll roadways must display a safety flag, as stated on page 45, Section 3. Iii. of the Rules and Regulations booklet. Theses flags can be purchased at the Association Office or at the Pro-Shop. This flag does not allow you to use the golf cart for joy riding and personal transportation in lieu of a vehicle.

Did You Know: ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations page 7, Chapter I, Section B. 2. E & F. Did You Know: All piers, docks, boat lifts and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake. This information is located on page 19, Chapter I, Section G. 4. of the Rules & Regulations booklet.

There has been an lot of activity going on at the lake this summer. I think every year I say the same thing, I swear I don’t think I have ever seen our roads more active with walkers, bikers, and joggers. Some of our visiting guests who are staying with friends and relatives often practice their exercise routines they do when they are at home. What better place to exercise outdoors than along our beautiful scenery. Problem is, venturing out on our roads in unfamiliar territory and can be hazardous. Vehicles, cars, trucks and motorcycles are also looking at our beautiful scenery. So please use caution and wear high visible clothing when on the LC roadways. There has been incidents of where our guests have lost their bearings when out for a walk/jog. An anticipated 20 minute walk can turn into hours of confusion. Not knowing their hosts address has occurred more than once. A little more advice is to carry a cell phone and fluids.

One incident I have to admit really worried me involved (3) kids, the oldest around 7 in charge of a 2 and 3 year old walking on Old Wharf Rd. on the 4th of July weekend. Maybe the parents didn’t know they were out, or maybe they didn’t know how busy our roadways are…especially a route leading to a marina on a holiday weekend! Needless to say, this was a dangerous stretch of roadway for these kids to be walking on. I hope I never see that again!

Remember, you don’t have to be a member of the Neighborhood Watch to see someone that needs assistance, or just a little suggestion of common sense. We are a community, so stop and ask if they need help!!!

Today, my barber told me that he was a victim of an attempted phone scam. It happens to be a topic that I wrote about in last month’s NW article. He received a phone call form a man claiming to be from the IRS. The caller told my barber that he was in default for not paying back taxes and in violation that could result to huge fines, or jail time. This being a shock for him and actually getting confused thought maybe this caller was legit. The caller asked for his personal info including his social security # to ensure that he was the right person and that no mistake had been made. Well, thank goodness my barber’s middle aged son was visiting and stopped the sharing of the personal info (that was about to be given willingly to this fraud caller). This info was given to the local law enforcement who had stated that other complaints had been filed. Just remember, NO LEGITIMATE AGENCY WILL CALL ON THE PHONE FOR YOUR PERSONAL INFORMATION! There also have been local reports that the house repair scam has reared its ugly head and have successfully scammed some elderly victims in our local communities. Please, if you are solicited/contacted by phone, or in person by anyone you do not know, call your neighbor and the LC Security.

Safety First

NEW ILLINOIS BOATING LAWS! Do you have a flag in your boat even though you don’t pull a skier or tuber? I’ll tell you why you should.

I recently witnessed a situation where a boater had two boys in the boat and two girls on a tube being pulled by the boat .One of the girls on the tube fell off, and the boat driver didn’t notice it right away to stop. When he did stop and pull the rope by hand into the boat to get one of the girls off the tube, the other girl was about 50 yards behind him in the water. She was swimming toward the boat, but it took a little while for her to reach the boat. Other boat traffic was in the area as well. One smart boat operator, who was nearby going toward the person in the water, raised his skier down flag to warn other boaters that there was a person in the water, and that person wasn’t near the tube she fell off of. I was impressed by the quick thinking of that second boat operator. I will be putting a skier flag in my boat immediately. I hope everyone else does the same. These flags can save a life!

Three new laws were just signed by Gov. Quinn to be effective January 1, 2015. The first law states that the skier/tuber flag shall be used when anyone is in the water being towed by the boat. Before the tow, during the tow, and after the tow. If your passenger is in the water the flag needs to be up.

The second law allows for the seizure of a watercraft used in the commission of certain offenses relating to operating under the influence. The new law brings penalties for boating under the influence more in line with those for operating a motor vehicle while impaired by drugs or alcohol.

The third new law requires anyone born after January 1, 1980 to take and pass a boating safety course validated by the Illinois Department of Natural Resources and must hold a valid boating safety certificate before they can operate a motorboat with an engine over 10 hp.

Again, these new laws become effective January 1, 2015, but you don’t have to wait… follow these laws this season for your family’s safety. Watch for more information on these new laws, as they will affect our boating next summer.

It is July, as I write this article, beautiful weather and a great 4th of July weekend had by all! I have not had the opportunity to be out on the lake as often since my new boat has not arrived as yet; however we did have a loaner for the big weekend. The firework show was excellent and the evening ride back to the East Marina was great. My mother-in-law never thought we would find our way until daylight. I need to get out on the golf course more, too, as I’m reminded by Jason. Family has dominated my time thus far this summer along with the duties of being President.

Norm Hoffman My Nicor Gas line has had the meter hooked up to the house, Board President but I have not converted as yet. Everyone has their conversion situation and there just seems to be no pat answer that fits everyone. In my case, I’m having some remodeling done and I’m working the coordination of both projects. My furnace is now twenty years old and I felt this was a good time to upgrade along with more BTU’s to handle the remodel. I’m also keeping the availability of my LP for a fireplace and the outside patio grill. So, in my case, I chose to keep the tank buried and not remove or fill with sand. However; everyone should take their own situation and deal with whatever fits well for their particular situation. I would advise to consider all options that fit you.

The June Board Meeting had most votes passed at the 6-0 margin with one Board Member being absent. The issues that have feelings different ways that are current, deals with rule change proposals. Most of these are in the discussion stage; however the Rules Review Committee will be forwarding these recommended changes to the Board shortly. Some of the changes are at the committee level and at the discussion stage. I have had members contact me concerning changes being discussed. The problem is many times rumors inflate the issues and do not have all of the facts. One issue is the Golf Cart fees and structure being discussed at the Golf Committee level. Another is some modifications to the By-laws and Rules regarding rentals. I have had calls on both of these issues concerning the possible changes. Let me first explain the process of changes: #1 Most changes start at the committee and staff levels with discussion. #2 From there if they are rule changes they go to the Rules Review Committee, if they are By-law changes they go to the Board for approval. #3 Rule changes are then forwarded from the Rules Review Committee to the Board for approval. #4 By-law changes or additions after Board approval moves to the membership for majority vote. As a member, you have the right to let your feelings known to the appropriate committee discussing and proposing the changes or a Board Member. Your input is appreciated and will help give a reading of what members may feel concerning the issue. I hope this helps you understand the process without getting too complicated. Sometimes issues are discussed at the committee level for years because there is research and study being made before the committee finally moves the process of recommendation along.

Since I mentioned the topic of Golf Cart Fees being discussed, the controversy is all under discussion at this point; however I do want to recognize the Chairman of the Golf Committee, Mr. John Broihier. John has been chairman for a few years now and has done a fine job working coordination with the Golf Course Staff, Golf Committee, and the Board. If you do not know John, he is a mild manner person with the patience of a Saint. He handles controversy with a professional hand and is dedicated to helping make our Golf Course the best in the area. I have worked with John for quite some time now and we are lucky to have a volunteer to help lead our Golf Committee and coordinate the issues with all parties involved. So, I just want to say, I tip my hat to another one of Lake Carroll’s finest!

The construction of the new tower is anticipate to start 10/1 and should be operational in 45 days or around 1/1/2015.

• Mike believes a lighting strike affected the well at the pool & the campground had electrical issues. The pump at the pool was replaced and the electric issue at the campground is being addressed.

• Nicor has been open trenching so far but is running into some solid rock. Per the agreement if there is additional cost to the association for boring, work will stop and we could say the project is over or address the additional costs. So far Nicor has cut into 1 road and one driveway.

Mike Kaysen will look at the hump in the road in section 15 by the bottom of the tube tow.

• Goose round up went well. 149 birds were captured smoothly and humanely. The IDNR had advised against notifying our membership as they were concerned about crowds. Mike did send an email blast out so our members were aware of what was happening. It is estimated that removing the 149 geese removed annually 104,000 pounds of feces and 75 pounds of phosphorus out of the lake.

• Joe Rush delivered a presentation on 3 Tubes pond and the plan to change it into a dry pond.

Jeff Howe moved to require that AT&T, Crown Castle and/or its subsidiaries there of, execute a memorandum agreeing to terminate the existing lease 30 days after the new tower goes into operation prior to LCA executing the lease for the new tower. The motion failed due to a lack of a second.

All About You Here is a picture of a baby bluebird (blue boy) who fledged from his nest on our property on July 8th. He has 4 siblings (2 girls - didn’t get to see the other 2). We were thrilled to be able to see him take to the air after a few attempts. Sue Volk (31-36)

Obituary Alice Payseur Alice Morrison Payseur, 85, passed away on Mon. July 14, 2014 at her home in Pharr, Texas. Alice was born July 27, 1928 in Chicago, IL., the first daughter of Wilder M. and Emily (Irwin) Morrison, longtime members of the Three Lakes Rod and Gun Club. She graduated from Carlton College in 1950.

Alice was preceded in death, by her parents and husband, James (Jim) Payseur. She and her husband, Jim, lived in and raised 4 sons in Deerfield, IL. They moved to Lake Carroll, IL in 1988 where they built and loved their home on Ridgeview Dr. They said they lived on, “The Nort Shore” of Lake Carroll.

Alice and Jim were also long time winter Texans. First in McAllen then in Pharr. Alice moved permanently to Pharr, Texas in 2013.

Alice loved to travel. She and friends went on many trips and cruises and saw a large part of the world.

Alice is survived by her 4 sons; Mark (Sue), Pharr, Texas, Scott (Angie), Mountain Lakes, NJ/Three Lakes, WI, Bob, Conover, WI, Charlie (Michelle), Crystal Lake, IL, 9 grandchildren and 2 great grandchildren and sister, Sue (Ted) Wanberg, Sun City, AZ/Three Lakes, WI. Donations in her memory can be made to the scholarship fund that Alice and Jim set up for higher education at The Hill Climbers Scholarship Fund, Lanark Methodist Church, 405 E Locust St, Lanark, IL. 61046.

Lee Harbison Retires

Building Inspector Lee Harbison with his wife, Ann Marie, celebrate his retirement at the Clubhouse.

Lake Carroll’s Building Inspector, Lee Harbison, has retired…for the second time from Lake Carroll. Lee says, “This time I mean it.” I guess he just decided at the age of 83, it’s just time; and maybe his wife, Ann Marie, had a little to do with the decision.

We have had the priviledge of having Lee as our inspector for 7 years (2007-2014), and 4 years before that (1999-2003). Over the years Lee has served on various committees, as well as on the Board. As inspector, he was an intregal part of making sure the homes, remodels, and landscaping projects follow the State laws and Lake Carroll rules.

Lee’s retirement was celebrated with staff and friends on Thursday, July 24th at the Clubhouse. Well wishers could stop by to congratulate Lee, sit and visit a while, and enjoy the pizza and salad bar. Before leaving a tasty piece of retirement cake was served.

A sweet ending for a sweet man!

Clubhouse News

What a Busy, busy summer we have already had and to think it is more than half over. It won’t be long before it is almost gone, so hopefully you can make it out to some of our upcoming events.

August 16th is the Taste of The Lake sponsored by the Yacht Club.

We will be having the Soda Band that evening, one of the more popular bands in our area. Another great band, The Funnies will be at the Clubhouse August 30th to end the great Labor Day weekend.

Please try and make it out.

I hope you have seen some of the new photos in the bar taken by the Lake Carroll Photography Club. They are doing a photo of the month open to everyone. All the photos in the bar can be purchased Denise Lahm Clubhouse Manager for $35.00 which includes the frame.

August is going to be a busy month including our pool. Remember you can get food in the lower level of the Lodge so all you need is your swim suit and beach towel.

Starting in August we will also be featuring a Winery of the month, so stop by and enjoy a glass of wine. Remember a great place to enjoy a glass of wine is out on our Clubhouse deck.

Very shortly all of the Clubhouse staff will be obtaining a Food Handlers Certification, one of Illinois’ new laws. Needless to say, lots of studying going on! Good wishes to all of them.

I want to send a special “Thank You” to Patti Chalupa for helping with the Timber Lake Gala, and all the little things you do for us at the Clubhouse.

General Manager - Monthly Board Report (BOD) July, 2014 Michael Schmieder

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the June 27, 2014 BOD Meeting. a. A report to all LCA Members: Some of you are probably aware the LCA has been named in a pending lawsuit in the State of Iowa. In an effort to remain as transparent as possible, the Board wishes to provide you with information concerning the nature of the suit at this time.

In May of 2013, the LCA purchased a Dredge indirectly from the city of Carter Lake, Iowa. A broker, C & D Professional Services now claims that they are entitled to a commission concerning the sale of the dredge. The LCA does not believe that this broker is entitled to any commission whatsoever, and the Association, along with our Insurance Carrier has retained counsel to represent the LCA and defend the suit in Pottawattamie County, Iowa.

The suit is currently in its discovery phase and depositions are being scheduled. A trial date has been set for February 15, 2015 and a pre-trial conference has been scheduled for January, 2015.

2. Administration: a. The planning and development of the 2015 Operating Budget began in early July.

All department heads and Managers have been asked to review their expenditures and submit a preliminary departmental budget. Lisa and I will be meeting with the department heads to review their submissions in preparation of the August 2, 2014 Budget Presentations. b. The Land Lease Agreement between AT & T and the LCA has been finalized and executed

by AT & T. The effective date for the Land Lease Agreement has been changed to January 15, 2015. c. PTAB is currently reviewing our appeal regarding the Clubhouse and storage sheds.

PTAB has provided us with a final opportunity to provide a response and additional evidence to support our assertions. Our response was finalized at the January Board meeting and was mailed by certified mail on January 27, 2014. It has been confirmed that PTAB received our response on January 31, 2014. We have not yet received any further correspondence from PTAB. d. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report 3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee did not meet in July, 2014 4. Accounts Receivable & Front Desk: (see attachments) a. See updated 2014 dues status report which is attached. Thru July 21, 2014, we are 4 DPE’s behind where we were on the same date one year ago. b. Nine Ownership transfers transactions were processed between June 21 and July 18, 2014.

Two of these transactions were homes. c. As of July 18, 2014, 376 Natural Gas Permit Fees have been recorded totaling $94,000. d. As of June 23, 2014 only 5 of our 328 slips remain available. e. Many of the office staff, including Julie and the Front Desk staff has spent countless hours preparing for and training on the new accounting

software. The new accounting software will go live on August 1, 2014. The “go live” date for the Membership software is tentatively planned for August or September. f. The Carroll County Trustee has 41 Lake Carroll Lots which are available for sale through a silent bid auction. The minimum bid for these lots is $650 and must be submitted no later than July 25, 2014.

5. Finance & Human Resources: a. Finance: i. Operating Statements for June, 2014 will be available and sent to the Board electronically prior to the 7/25/2014 BOD Meeting. ii. Dues collections thru July 18, 2014 are running approximately 4 DPE’s behind that of a year ago. b. Human Resource: i. No specific report.

6. Safety & Security: a. The July 4th Weekend was very busy and considering the crowds, all went very well from a Security standpoint. No injuries were reported and the biggest area of concern was numerous reports of illegal fireworks being lit throughout the community. Over the weekend, the Security department issued 14 citations and several warnings for minor infractions. We also checked 61 fishing licenses and creel limits, 1,930 vehicles, 369 ATV’s and offered assistance to 13 boaters. b. We met with Lanark Police Chief, Matt Magill and Shannon Police Chief, Troy Randall to discuss current safety and emergency procedures.

Both Chief’s expressed their appreciation for the good working relationship we have developed. c. Our Security and Maintenance departments assisted the Lanark Fire Department and the Carroll County Dive Team in extending the dry hydrant at the West Marina. The extension will assure water will be available in the event of low lake levels.

7. Information Technology: a. Deb Stagno has been extremely busy working with the Administrative staff regarding the training and the set-up of our new Accounting and Membership software. Deb and the staff have been diligent during this time consuming process and are eager to make the conversions.

8. Communications: a. No Specific Report.

9. Facilities Management: a. The Aquatic Complex Well Pump suffered a lightning strike on June 19, 2014 destroying the pump. The pools were not closed during the repair as hoses were used from the well at the lodge. This limited water supply helped in keeping the pool open but was not adequate to provide enough water for the showers at pool.

The pump was replaced and is currently operating as usual. Matt Ripplinger, our insurance agent has been advised of the damage and a claim has been started. b. Bids are currently being gathered for the conversion to natural gas for the Lodge, the Hatchery, Maintenance, Golf Maintenance, the

LCA Office, and the shower houses at the West Marina and Campground. We will have to give consideration to converting the lodge based on how long we think we’ll be using the building.

If the energy savings can’t cover the conversion costs within 2 – 4 years, it may be recommended to continue using LP until the building is retired. c. Our Batwing mower was repaired and returned to service on June 23, 2014. d. Our road repair crew began repairing damaged areas and potholes on our roadways and parking lots between July 7 and July 18, 2014. e. Trail Club Members as well as the Safety Committee have asked that we evaluate the trail mile markers. Some of the signs are missing but the signs which do exist can be confusing.

The mile markers are different on either side, depending on what direction you are traveling on the trail. The missing signs have been replaced and all of the signs have been changed to provide accurate location information. The signs were installed in early July. f. The engine in one of the LCA pickup trucks had to be replaced as this vehicle is not scheduled for replacement until 2017. By replacing the engine, the life of the vehicle will be extended through 2020. This matter has been placed on the Agenda for approval at the July Board Meeting.

10. Lake Management/Wildlife: a. The lake level as of July 18, 2014 was 740’ 1”, 1” above pool elevation. Water has been going over the spillway since June 21, 2014. b. The Charity Goose Harvest was conducted on June 26, 2014. A total of 147 geese were removed from the Lake Carroll Community.. c. West Marina Dock Repairs were completed the week of July 14, 2014. These final repairs stemmed from damage sustained during the winter of 2012-2013. These repairs are covered through our insurance d. The weed harvester has been in the water, cutting and removing weeds since mid-June. A few minor maintenance issues arose but and they were repaired quickly and down time has been minimal. e. Joe Rush and I were asked to draft a set of procedures which would be followed in the event of another Blue-Green Algae Toxin Bloom. A first draft of this protocol has been attached to this report for your review. Please provide me with any feedback on this matter as Joe and I would like to make any revisions as soon as possible. f. A CER and Motion have been added to review and approve the expenditure of $2,880.00 for watershed planning and grant writing. These materials are included in the Board Packet but were too late to be added to the agenda and the original motion sheet. An additional motion has been created for the approval of the CER. g. As I usually do, I have attached Joe Rush’s entire Manager Report so you may get his perspective on issues pertaining the lake and dam.

Building Inspection/Architectural & Environmental:

a. After six years of serving as Lake Carroll’s Building Inspector, and numerous years serving as a volunteer and LCA Board Member, Mr. Lee Harbison will retire on Friday, July 25, 2014.

We’ll miss you Lee. 12. Golf Operations (Pro Shop): a. No Specific Report.

13. Golf Maintenance: a. No specific report.

14. Clubhouse Operations: a. No specific report 15. Recreation Complex Operations: a. Aquatic Complex: i. The outdoor pool saw big crowds during the July 4 holiday timeframe. Friday, July 4 was our busiest day with 430 swimmers. ii. The indoor pool remains open for regular hours with all equipment running smoothly. iii. On Wednesday’s the diving board and slide are closed with only one pool attendant on duty. The Wednesday’s early in the summer had been rainy and/or cloudy so the closure effected very few. Since that time however, we have been receiving some complaints from Members who were unaware of the change and were disappointed that the slide and diving board could not be used. b. Recreation: i. 75 Members used the Fitness Room between June 15 and July 15, 2014. ii. The first session of Kids Camp took place June 23rd thru June 27th. 34 kids enjoyed the fun filled week of crafts, activities and games.

The second session of Kids Camp will be held in August. iii. The first session of swimming lessons took place June 9th thru June 19th with 30 kids participating in the program. The second session of swimming lessons was held July 1st through July 10th with 64 participants. c. Ski Hill: i. Closed for the season 16. Campground: a. Mr. & Mrs. Ellis Fitzgerald have been doing an excellent job as our Campground Hosts this year. Ellis keeps the management team aware of the campground activities and problems through his weekly campground report as well as attending our Staff Meetings when possible. Keep up the great work Ellis.

17. Equestrian Area(s): a. The Equestrian Club held its annual meeting and elected officers following the Equestrian Club’s annual Open House held on July 5, 2014.

Minutes from that meeting were not submitted in time for inclusion in this packet but will be included for review for the August Board Meeting.

Let’s Get to Know Krista Lake Carroll Women’s Club

Before 7:00am, on most weekends, the only activity at the Clubhouse is the golf staff checking in the Early Bird golfers.

The bar and dining room sit empty except for one person. Krista Wagand is there getting the bar ready for those teeing off and for those who will be finishing up. We just walk in and can assume correctly that we can sit down and place our order. After a few years of doing this, I wanted to know who Krista is and for everybody else to also know who she is.

Krista is a 30-year-old local. Oops! I gave her age away. Born in Freeport, but did not become a Freeport Pretzel. In fact she graduated from Eastland, but only after the mom moved the family Krista Wagand around a bit.

Clubhouse Bartender Just before she grew into high school age, the family moved to Fort Carson, Colorado where they teamed up with her Uncle, a Blackhawk Helicopter pilot. I was also stationed at Fort Carson. The fort is located at the foot of Pikes Peak, so every day she had a great view of the Rockies. After a short period, her mom decided to move back to Lanark where she was reunited with her middle school friends at Eastland High. Krista now lives in Lanark with her nine-year-old daughter who by being a student at Eastland is following her mother’s footprints. Yes Colorado was a good experience, but it was not where she called home. The Lanark/Shannon area is home to her family.

To some degree, her grandparents helped raise Krista and her brother and sister and the whole family would go to Lake Carroll to swim, boat and fish. Grandpa passed on in March, but Grandma still lives in Shannon.

Before hiring on at Lake Carroll, she worked as a grocery clerk in Lanark while also taking jobs as a bartender wherever she could get the work. It was an ad in the advocate that helped her land the job at Lake Carroll. Not only will you see her behind the bar, you will notice her filling in whenever asked, doing banquets or in the kitchen.

As I talked to Krista, she told me that her view of her world is changing. Krista loves her daughter and wants her to have a lot of what she had, and more. She spends a lot of time with her daughter, Alyssa, hoping that by example she can teach her a good set of morals.

They go to Grandma’s every weekend to garden, go to church on Sunday, and do household chores. Alyssa is kept very active with cheerleading classes, softball, and just doing what the school and community offers. Once again, the mom wants her to be exposed to growing up with the right people.

To some, getting older brings maturity and that is what is coming into Krista’s life. Instead of doing little or nothing over winter when hours get short at the Clubhouse, she works another job. Her ambition was to return to school at Highland and get her Associate Degree.

Well she is going to do just that. Bartending pays the bills, but she wants more. A trait inherited from her mom who worked multiple jobs to raise her family and Krista has learned well. She has to, since Alyssa’s father moved to Missouri, leaving his responsibilities behind.

Enough said on that.

After getting to know her better, I realized what a wonderful lady she is. And that made my day.

LCEC 2014 Open House

The LC Equestrian Open House fundraiser was held on July 5th, 2014 from 10am until 1pm. Guests started arriving at 9:30am. The weather cooperated and was perfect for the horses to give rides. The LCEC minies were busy giving rides for 3 1/2 hours. COCO was pulling the little red cart driven by Carol Balk. COBALT and TRIGGER were giving saddle rides. COBALT was being handled by Jaelyn Tierney and TRIGGER was handled by both Marissa Zyck and Katie Russo. KATO and POCAHONTIS were pulling the covered wagon being driven by Jim Mance and assisted by Richard Laesch. Richard also helped the kids enter and exit the wagon.

Our wonderful SOAPY was at the paint the pony station where the kids could use finger paints and draw on her. She would get hosed off and kids could paint her again. Thank you Sammy Russo for handling her and educating people about why she cannot have raw carrots, only canned ones from now on. A big thank you goes to those who purchased the canned carrots to give our darling SOAPY. She enjoyed them very much. We welcome any future donations of canned carrots for her. She is our senior mini (at 29 yrs of age) and is having trouble grinding up the raw carrots. She has had several choking episodes due to trying to eat the raw carrots. After having the vet out several times we concluded that her teeth are worn down due to her age making it difficult to grind her food properly. She is also having trouble eating her hay. She is now on a special diet of senior grain soaked in water to make a mash and gets this twice a day. This is why you see her in the round pen. We are monitoring her diet very close along with the vet to be sure she is getting the proper nutrients. The canned carrots donated will be added to her mash twice a day. The horses care taker, Kim Mehringer, is also cooking carrots (so they are soft) and adding them to her diet. She is a very special little horse to us all!

There was a face painting station for the kids. Sami Lapka and Serissa Wolever were in charge of the hand painted artwork on faces and arms. The welcome booth was ran by Sandy Mance and Jill Russo. A big THANK YOU to both these ladies for doing an excellent job of educating the guests on the horses’ needs. All donations received go to the health care and feed of the 4 club mini horses (Soapy, Kato, Coco and Pocahontas). Thank you for all the donations. We estimated between 400-500 people came to visit the horses on this day. The estimated cost of caring for the 4 minies is approximately $2,000.00 a year. This does NOT include if one gets sick and needs the vet to come out. We work hard to keep them healthy and appreciate everyone’s donations. Also, as a reminder, if you want to feed the horses anything, please…ONLY CARROTS. Please see our special note at the end of this article.

The food tent had hot dogs, chips and soda available for a snack. Sue Lynch, Don Zyck, and Lanore RuLon ran this station. Sam Russo assisted in parking cars and helping out wherever needed. The big horses were also giving hand-led rides. CLYDE, handled by Larry Mehringer, NORMAN, handled by Michele Mutone, DOMINO handled by Kelly Lynch, DROVER, handled by Leighann Lapka, and TEQUILA, handled by Jody Zyck. Don Ulrich was assisting kids getting on and off the big horses.

KING (30 yrs old) handled by Holly Tierney and MAGGIE (28 yrs old) handled by Mallory Zyck, were our greeters. Both have been retired from being ridden, but were available for photo ops. Kids could sit on their backs and have a photo taken. Or they gladly accepted carrots as a treat. All of the senior horses had party hats or princess tiaras on to symbolize that we were also celebrating their birthdays.

We also want to thank the Wilkinson’s of Thomson (Vicky and here dad Harry) who helped in making adjustments on our covered wagon so it was easier for our minies to pull. Also, thank you Tom and Pat King for the use of their extension cords, garbage cans, table and chairs.

Thank you to all the volunteers who came and helped get the horses and area ready before this event. We start preparing 2 months before to get everything ready for our guest.

This day would not be possible without all the human and equine volunteers. THANK YOU ALL VERY MUCH!!!!

See you next year!!! The next event we will be participating in is the Loran Fest all horse parade on Aug 16 in Loran.

Before closing we have a special request… While the horses welcome visitors and enjoy receiving carrots as a treat, please refrain from dumping anything into the pastures such as grass clippings. The horses eat grass in a pasture, but it is not good for them to eat grass clippings from a mower. They have delicate digestive systems and the horse owners appreciate everyone’s cooperation on this. Remember: CARROTS ONLY. Thank you and Happy Trails!!

Summer is here and I hope that all of you are enjoying our great amenities with this beautiful weather we have had the past few months. I thought I would give everyone an update on what the Maintenance Department has been up to this summer so you don’t think we have just been hanging out at the pool and working on our tans.

The rains that we received in June were great for the lake and helped us get to pool level (740’ above sea level) and have water going over the spillway, but they did create other problems around the property. A lightning strike around the pool and campground Shaun Nordlie caused some pump issues for us in both locations. The lightning hit Facilities Director an electrical line at the campground that shut down the well pump.

This resulted in no water at the campground for a day until our electrician was able to get the line replaced and the pump running again. We were not so fortunate at the pool. The motor to the well pump was fried in the same electrical storm. We were able to keep the pools going until we replaced the pump motor by running a hose from the Lodge to the outdoor pool pit.

This kept enough water in the pool to keep the pumps, slide, and jets going. We were not able to get enough water to the pressure tanks though, which resulted in no bathrooms or showers at the pool for a short period of time. I apologize for this inconvenience; just know that we worked as hard as could to fix this problem as fast as we could. The same storm also created a short in our control box for the pool pump. This went out after the motor was replaced, but unfortunately the old control box went out before the new one was delivered. Again we ran a hose from the Lodge and the bathrooms and showers were closed, but luckily this was a temporary closure for us. Another issue for us at the pool was the conversion of the water heater to natural gas. The Clubhouse and the rest of the equipment that was converted from propane to natural gas went smoothly, but unfortunately the water heater took longer than anticipated. The problem was a control board that needed to be replaced. The new board that came in was defective. Three more boards were delivered before a board that worked was installed. This process took time and I thank those of you that use the showers at the aquatic

center for your patience. It sure is nice now though to have natural gas in our two buildings that have the most use.

The rains have also meant more time spent grooming the ATV trails. It seems like every week since Memorial Day we have spent at least one day either grooming the trails or clearing trees. Once it starts drying out we want to fix some culverts that are failing on the trails, top dress some of the areas where big rock was put down for erosion issues and shaving off some of the sides of the trail to take away some of the steep sides and also widen the path in some areas. Some of this work will take time and be a work in process…meaning the trails might be a little rough at times while we are working; please understand that we are doing these projects for the long-term betterment of the trails.

Our harsh winters have created issues on our docks, especially at the West Marina. You probably have seen a crew working on the docks for the past month or so. This is the same crew that was here last year and started these repairs. This is all due to wind and ice from the past few winters that broke floats, chains that are connected to anchors in the water to hold the docks in place, bumpers, and walkways. Jeff Knapp and his crew have done an excellent job of getting our docks back in shape for us and rebuilding them to last for many years to come.

The rains have also kept us going on the mowers. I can finally say that while writing this that I feel we are finally ahead of the grass and not chasing around trying to keep up.

The batwing mower used to mow the sides of the roads and lots for us has given us some problems this year. With the amount of use the machine gets it should not be surprising that it needed some work done. Luckily the Board of Directors allowed me to do the necessary fixes to this machine, which will give us an excellent machine for the rest of the season this year and give us a great back up mower next year when we hopefully are able to purchase a brand new batwing mower. I would like to thank the mowers on my staff, the guys on the zero turn and string trimmers, the push mowers and the bat wing drivers have all done an excellent job of keeping the property looking great despite the weather issues and maintenance problems.

Let’s hope that the great summer weather continues for the rest of summer and that we all get more time to enjoy everything that Lake Carroll has to offer.

The Wildlife Committee is seeking two new members. The mission of the Wildlife Management Committee is to self-manage the density of the deer and turkey population and wildlife on Lake Carroll property by Lake Carroll Members. This program will require strict adherence to State and Local game laws. We will require archery proficiency tests for all new hunters and expect all hunters to conduct themselves in a safe manner that is respectful to others and their property. Rules and Regulations Meetings will be held for all wildlife activities that are sponsored by Wildlife Management Committee.

If you are interested in applying to be considered for this committee, you can find the application on the general committee webpage at www.golakecarroll.com (you must be logged on to view and/or download the application) or you can pick up an application at the Admin Office. Fish Tales

There were 56 members who gathered for our monthly Fishing Club meeting and potluck.

The attendance was less than usual with many on vacation or having other commitments.

The food was very good.

The next potluck will be Wednesday, August 13 at 6:00pm in the lodge. All you need is your own place setting and a dish to pass. We will supply the main course.

The meeting was called to order by President Bill Comstock. Fred Reddies led everyone in the Pledge of Allegiance.

TREASURER’S REPORT John Quilico presented the June, 2014 financial report. A motion to accept the report was made by Fred Reddies, seconded by John Schnarr. The report was unanimously approved by the membership.

HATCHERY OPERATIONS Fred Reddies reported that a 2nd load of minnows were put into the lake June 25th. Our hopes are high that October will yield quite a few walleyes. All we can do at this point is hope for the best.

STRUCTURE PROJECTS Coordinates have been established for 3 reef locations which will soon be added to our lake.

OTHER EVENTS John Quilico stated that the couple fishing tournament will be on August 11th. The price is $10 per couple. Be sure to check the ad in the LC newspaper.

Terry Heflin wants to remind everyone that the Fishing Club Golf Outing is open to all Lake Carroll Members and guests (not just Fishing Club members) and will be on Sept. 6th.

The starting time will be 2pm with dinner at 7pm. Members may play for a $20 fee which includes golf and dinner. All non LCA members will cost $20 per person plus green fees and will include golf & dinner. A $20 fee will be charged for LCA members and non-members for dinner only. Be sure to set the date aside for a great time.

Fishing Club Raffle Fishing Club member, Bill Wilcox, painted and generously donated this stunning acrylic painting featuring a retriever with duck. The painting is 21” x 24 ¾” and is framed by a beautiful wood frame, handmade by John Anzalone. The Fishing Club’s board decided to have a raffle for the painting with the proceeds going to the Fishing Club. Lake & Natural Resources Lake Carroll Charity Goose Harvest Program

Nutrient management and reducing nutrients, particularly phosphorus, coming into Lake Carroll has become more important every year with our lake management efforts. These nutrients feed aquatic plant growth and harmful algal blooms which degrade the water quality of the lake, reduce the recreational enjoyment of the members, and cause human health concerns when harmful algal Joe Rush blooms are present. Phosphorus comes into the lake in many ways Lake Manager including agricultural runoff, septic systems, homes and yards, pet waste, and even from geese that have decided to take up residence at Lake Carroll.

Some studies have shown that a single goose can add a half of pound of phosphorus to the lake in a year, and up 700 pounds of goose droppings! That’s a lot of ‘poo’! Along with this, non-migrating resident geese can also cause problems for homeowners, golf courses, and beaches. Along with this, many of the lake front residence have has problems with excessive goose droppings on their lawns, docks, and swim platforms.

Due to the impact non-migratory geese have on Lake Carroll, and the large number of geese residing at the lake, we decided to evaluate the idea of a ‘goose charity harvest’ through the United States Department of Agriculture’s wildlife management program. This program is designed to allow the removal of nuisance wildlife after all other non-lethal methods are exhausted.

Along with Illinois Department of Natural Resources and United States Department of Agriculture, Lake Carroll removed 147 Giant Canada Geese from Lake Carroll in June.

These geese were processed into 115 pounds of meat products and donated, on behalf of Lake Carroll Association, to the Greater Chicago Food Depository to feed those in need.

By removing 147 geese, we reduced the goose droppings in the lake by nearly 103,000 pounds (or 50 TONS) over the course of 1 year.

We also removed nearly 74 pounds of phosphorus nutrient. While removal of all geese is not possible, or desired, we greatly reduced the numbers to a more manageable level.

The IDNR and FDA conducted a charity goose round-up at Lake Carroll in June removing 147 geese from our lake area.

Once again the Lake Carroll Campground was the place to be for the 4th of July weekend.

Over 90% of the campsites were occupied with members enjoying family and friends. As normally happens, a number of guests were first time visitors and several expressed to me their interest in purchasing a lot and becoming members. As we have known for some time the campground attracts many first time visitors and provides the opportunity to spend time here through the use of the campground is very appealing. Unfortunately many are disappointed to learn it can take up to two years to get a seasonal site once they join.

Have you seen the new Lake Carroll Campground Facebook Page? Thanks to Nancy McCormick for setting up the page. She will be posting upcoming activities as well as information and photos.

Upcoming events include the Campground participation in the Lake Carroll annual garage sale. We are asking donations for the sale, the proceeds going to the Campground Activity Fund. More information on this is available on the Lake Carroll Campground Facebook page.

AQUATIC COMPLEX We have had a busy summer at the Aquatic Complex since Memorial Day Weekend and are beginning to see things winding down for fall. I want to thank all of the Aquatic Complex staff for a great season!

The third and final session of the Red Cross Swimming Program is complete. Overall we had 140 kids go through our swimming lesson program. I would like to thank our amazing swimming lesson instructors for doing an outstanding job teaching all different levels.

Golf Course Bluebirds Update

Last month we showed you a nest of tiny eggs waiting to be hatched.

Through July our golf course bluebirds have hatched and left their nests. They may not be the cutest in the animal baby world upon hatching, but it only takes two weeks till their feathers come in with a hint of their brilliant blue to resemble something more familiar to us. These photos were taken by LCA member Tom Young. As many of you know, Tom and his wife, Jan, keep a close eye on our LC bluebirds and love sharing their passion for these little feathered friends.

If you would like to try raising bluebirds yourself, Tom and Jan can sign you up with BAN (Bluebirds Across Nebraska) for $25.00. You will receive a welcome package with all the information you need and a bluebird house with the pole included just like the ones on the golf course. Now that summer is in full swing, the golf course has started to see some play and the course is in excellent shape once again. The past month has been busy with several events and a GREAT July 4th week. The Lake Carroll Big Cup was a huge success with 104 players enjoying the course and the event. The event generated over $900 for additional cart path maintenance, thank you all for the support and help with the cart path work that will be done this fall.

July 4th weekend was great with Nite Golf, Junior Golf Camps, and the Firecracker Scramble. All three events were exceptionally large events. We also had the Ladies Invitational, with 60 ladies enjoyJason Hill PGA Golf Professional ing the course and the restaurant following the golf. The weather was great for the day and the ladies enjoyed all of the great games and prizes. We also held several other great events during July, several after this article was written. HCC Foundation Shindig promises good eats at the Country Fair Catered by Troy & Donna Lessman of Lake Carroll FREEPORT — Troy and Donna Lessman of Lake Carroll have been selected by the Highland Community College Foundation’s Shindig Committee to cater hot and cold food dishes at “Country Fair,” a charity fundraising event and auction to be held on August 16, 2014, at the country Victorian home of Rocky and Dawn Zuberbuhler, west of Freeport.

Hot food items include BBQ chicken and bacon skewers, steak and veggie kabobs, BBQ ribs, Italian sausages on a bun, Frito Lay topped chili hotdog, pulled pork sandwiches, grilled pineapple, deep fried green beans, pickles and cheese curds, and sweet corn with assorted toppings, along with cole slaw, potato salad bites, veggie cups with ranch dip, and much more.

Desserts that could win multiple blue ribbons are being designed and created by Lisa Hans on of Freeport. Some of the delectable delights include Mason jar apple pies and strawberry shortcakes, dessert shots, a variety of cake truffles and mini cream puffs.

As you enter the Shindig through a midway of country fair booths and games, you can test your skills at the ring toss, have your caricature drawn by an artist, try a lemon shake-up, and listen to live music performed by the popular duo “Mississippi Man.” Country Fair begins at 5:00 p.m. with a silent auction, food, and beverages. Live auction will kick-off at 7:30 p.m., with local auctioneer and HCC nursing graduate, Doug Munda of Munda and Associates.

Vacation “Beach Reads” Vacationers heading out to the beach in August should stop by Twice-Sold Tales to pick up some good “beach reads” at excellent prices. We have been adding titles to the shelves for several weeks now, and many of the donations have included recent publications. Best of all, since our books are priced between 10¢ and $5, you won’t mind if sand, sunscreen, or water gets splashed on them!

Twice-Sold Tales, the gently used bookstore, is run by the Friends of the Lanark Public Library; proceeds benefit the Lanark Public Library and its programs and collections. Carroll County 4-H To Hold Silent Auction

Carroll, Lee, Whiteside County 4-H Camp at LOMC

4-H members and community youth ages 8 to 16 from Carroll, Lee, Whiteside and surrounding counties came together for a fun time at 4-H Summer Camp June 15th through the 19th at LOMC in Oregon, IL. Campers learned new skills and had fun doing daily activities including archery, zip lining, canoeing, swimming, and arts and crafts. They also could choose to take part in nature activities such as challenge hikes and play various recreational games. Campers also had the opportunity to sleep under the stars without tents, an activity called Primitive. There was an Olympics where campers played different games to compete for points for their packs, or team. At the beginning of camp campers are divided randomly to mix up age, and gender to form different packs. We have the Blue Bears, Pink Panthers, Red Rhinos, Orange Owls, Green gators, and the Golden Geckos, the packs help campers meet new friends of all ages and gender and work together as a team. In additional to that campers were able to show off their talents at the talent show and practice their dance moves at the dance. The campers and staff had a great week and made lots of new friends. During the week of the Carroll Co. Fair the Carroll County Jr. Ambassadors they will have a collection bin at the Carroll County Fair all week, Aug. 2-9, in our 4-H exhibit building. We would really appreciate it if families would bring any of items listed below and put them in the bin.

Items Needed: water bottles, gloves, tissues, alcohol free mouth wash, ensure/carnation instant breakfast, ice packs, magazines, journals, relaxation music, hand sanitizer, non-scented lotion, fuzzy socks, non-flavored lip balm, fuzzy hats, sugar free gum, mint or lemon hard candies, lap blankets, playing cards, puzzle books, gift cards (to help pay for meds, gas, wigs, food, bills) and books.

Carroll County 4-H To Hold Silent Auction

A silent auction will be held in the 4-H Building during the Carroll County Fair August 5-9 at the Milledgeville Fairgrounds. Ten different theme baskets will be available for bids. They are: Movie Night, Outdoor Fun, Summer Nights, Baby Basket, Health & Fitness, Horse, Scrapbooking, plus many more.

Silent auction bids will be taken up to 6:00 p.m. Saturday, August 9 in the 4-H Building. Lucky bidders can pick up their basket between 6:00 – 8:00 p.m. that night.

All proceeds from the auction will go to the Carroll County 4-H Federation. It will be used for educational programs, scholarships to leadership conferences, 4-H promotion and much more during the 4-H year. So don’t forget to come out and bid!

Savanna Historical Society Holding Auditions

In October 2014, The Savanna Historical Society will be presenting the one act play, “Solider Come Home”. The entire play is based upon authentic family letters that were exchanged during the Civil War years. The lead characters and supporting cast in this “readers theater” presentation will be performed by local volunteer actors.

The cast includes Phillip and Mary Pringle along with member of their family. The story unveils the trials and tribulations of people, both at home and on the battle field during the Civil War era. We see Mary, especially, grow and change from a carefree girl to a seasoned, responsible mature woman. The remaining cast is made up of both Mary’s and Phillip’s father plus their older and younger brothers.

Auditions for the entertaining and heartwarming play will be held at the Savanna Museum and Cultural Center, 406 Main Street, on Tuesday and Wednesday, August 12 and 13, from 6:00 to 8:00 pm; and Saturday, August 16, from 2:00 to 4:00 pm. People interested on more information and are seriously interested in auditioning, may call the Director, Al Cairo, at 815-273-7824 daily after 6:00 pm.

Savanna Museum & Cultural Center Presents...

Decoding the Native Submitted by Juliene McCormick

It’s time to gear up for another enjoyable and informative event at Savanna Museum and Cultural Center. On August 10th, at 2 p.m., Ferrell Anderson will give a program titled, “Decoding the Native American Past: From the Last Ice Age to the Black Hawk War”.

Mr. Anderson is the founder and current president of the Quad Cities Archaeological Society and is President of the Illinois Association for Advancement of Archaeology. He will relate through a slide program, the entry of man into the new world, their cultural evolution in prehistoric central North America, and their tribal life as described by early European and American witnesses. He will also describe how this remarkable story came to an end in our area in the Black Hawk War of 1832, and how it still has repercussions today!

Mr. Anderson welcomes folks who are in attendance on August 10th, to bring any treasured ancient artifacts for identification and/or just for sharing.

Steve Stiles, local Thomson archeological enthusiast, will have his museum quality collection of artifacts on display also on that day.

All are welcome for this Museum event on Aug. 10th at 2:00, and the admission is free.

Donations are gratefully accepted to the Savanna Museum and Cultural Center.

CARROLL COUNTY 4-H DOG JUDGING HELD Carroll County 4-H’ers recently competed in the annual 4-H dog show at the Milledgeville Fairgrounds. Vacationers heading out to the beach should stop by Twice-Sold Tales to pick up some good “beach reads” at excellent prices. We have been adding titles to the shelves for several weeks now, and many of the donations have included recent publications. Best of all, since our books are priced between 10¢ and $5, you won’t mind if sand, sunscreen, or water gets splashed on them!

School starts soon, and Twice-Sold Tales is a great choice for teachers trying to stock their classroom libraries. Stop in for incredibly low prices on gently used books; we often have multiple copies of titles for reading circles. We also have materials for parents who are homeschooling their children.

Twice-Sold Tales, the gently used bookstore, is run by the Friends of the Lanark Public Library; proceeds benefit the Lanark Public Library and its programs and collections. The bookstore is located in The Special Touch’s Unique Mall at 504 IL Route 64 in Lanark. Its hours are 9 am to 5 pm, Tuesday through Friday, and 9 am to 12 pm on Saturday.
