General Manager’s Report Good News for our Lake!

I am very pleased to pass on to all of our Property Owners that the LCA, very recently, took a huge step forward in our effort to secure a long-term solution regarding our sediment manMichael Schmieder agement program for General Manager Lake Carroll. The removal of sediment in the Three Tubes Bay, South Bay, the East Marina, and parts of Beaver Bay (aka Swimmers Cove) are all areas which need significant work. Our Lake Committee had recognized this issue several years ago and they have been working to secure adequate funding for what would be a multi-year sediment removal project. The recommendation

by Steering & Finance, as well as the Board, last year was to include $185,000 for the removal of sediment and it was ultimately approved by the Membership at the 2012 Annual Meeting.

Since that time, the Lake Committee has worked very hard to determine the best possible way to utilize those funds. Options included having a contractor come in and perform the work or purchasing a dredger and performing the work ourselves. As we started evaluating our needs, the goal was to find the piece of equipment that would best serve the LCA’s needs. We quickly realized that we didn’t have the engineering background or the expertise to make such decision so we enlisted the help of Wendler Engineering for direction. The cost for a new dredge that would serve our needs would cost anywhere from $300,000 to $400,000. So the Committee, with the help of Bill Jahnke, began investigating the availability of used dredge equipment. Bill found a 12-year old machine in Carter Lake, Iowa and forwarded the specifications of that machine to our Engineer.

The Engineer had to consider several factors; the size of the pump, the size of the pipe, the distance we would need to pump the sediment and the elevation rise from the lake to the Block Farm.

OFFICE HOURS – JULY 4th HOLIDAY As was published in the June issue of the LC News, the Association Office will be closed Thursday, July 4th, 2013.

RULES & REGULATIONS The current copy of the Rules & Regulations is available at the Front Desk or may be accessed through the official LCA website: www.golakecarroll.com. Click on Resources>Document Library>Membership-General Info> or Resources>Governing Documents>#9 & #10.

At this point you may view Association Rules & Regulations, A&E Building Regulations and other membership documents that are available. If you have questions, please call the Office.

ASSOCIATION DUES All Association dues, assessments and fees must be current to be eligible to use the Lake Carroll amenities. Photo ID Membership cards must be presented at the Golf Course, Swimming Pool, Campground, Ski Hill, etc.

If you are paying your Association dues on a quarterly basis, the 1st & 2nd installments must be paid to use the amenities. Third Quarter Payments will be due by July 31, 2013. Quarterly bills will be sent the last week of June. Bills for the May 2013 mowing will also be sent during this time period. They will also be due on July 31, 2013.

As an added note, if you sent in the form authorizing the Association to use your VISA or MasterCard for your quarterly payments, no quarterly bills are sent. Your quarterly payments are processed approximately one week prior to the due date. If you have questions, please call Julie at 815-493-2552 ext 14.

INFORMATION SHEETS New owner packets are sent to our new property owners upon receipt of a copy of the recorded deed, which should be accompanied by the transfer fees (seller is responsible for $125 & the transfer reserve fee of $375 is to be paid by the purchaser) and any other outstanding dues or fees. A 2013 Information Sheet is included with this mailing. This form must be completed and returned to the Association Office. Photos are needed for the Amenity photo ID cards. Decals and guest passes will be processed when we have your information.

All vehicles belonging to the property owner and used at Lake Carroll must have a current Association decal displayed. Also, be sure to provide the required registrations and proof of insurance on watercraft, ATV’s, golf carts and snowmobiles.

If you have questions concerning vehicle registration, please call our Office at 815-493-2552 ext 10 or ext 20.

HOMEOWNER ADDRESSES As we have previously stated, PLEASE inform the Association Office at 815-493-2552 x14 as soon as you become a full-time resident so we may update our address & phone information. All lot owners are requested to forward all contact information (address whenever you change locations or changes to your email addresses or phone numbers (primary and/or cell). Your cooperation is appreciated.

PHOTO ID MEMBERSHIP CARDS Thanks to all owners who have already had their pictures taken for the Lake Carroll membership cards. Please take the time to stop by the office this summer and have this done. It only takes a small amount of time.

Younger children who have had their cards for more than a couple years should be resubmitted

to photoid@golakecarroll.com or re-taken at the Office for new cards.

Please remember, photos for ID’s must be a clear head and shoulder shot with the subject facing the camera and full head features (face and hair) are visible. No hats or sunglasses accepted.

We will not accept scans or copies of other ID’s that contain holograms.

The Front Desk is available to take your picture(s) Monday through Saturday between the hours of 9:00AM & 3:00 PM. MARINA CONCESSION INVOICING PROCEDURES These procedures are included in the 2013 Rules & Regulations booklet on page 24. A copy of these procedures is also posted at the West Marina Concession building. A current Visa/MasterCard form must be on file at the Association Office authorizing the use of your card for marina concession purchases. Payments of Marina concession invoices are due within 15 days of purchase. Bills will not be sent. If no payment is received at the Association Office within the 15-day timeframe, the amount due will be processed with the Visa/ Master Card information on file.

If no payment is made within the 15-day timeframe and there is NO Visa/MasterCard on file, the Association may curtail your privilege of utilizing this method of payment at the Marina. Questions regarding this procedure may be directed to the Front Desk, 815-493-2552 x20.

You may also pay for your marina concession purchases at the time of sale with cash, check, or you may use your Visa, Master, Discover, or American Express cards.

BOATER REGISTRATION CARDS There are approximately 511 registered watercraft at Lake Carroll that have a 6/30/2013 expiration date with the IDNR. The Department of Natural Resources did not send out watercraft renewal notices this year. It is your responsibility to make sure your watercraft is current. Please refer to the article in this issue of the LC News regarding renewal information and links to register online.

When you receive your new state of IL logo, you will also receive your new Watercraft Registration card which will have a new expiration date of 6/30/2016. This card is approximately 3”x 5”.

The Association office must have a copy of this card on file. Please take the time to bring it to the office (we will copy it) or email a copy to us so we may update your records (be sure it is clearly legible). You will not receive your watercraft decal next year until we have a copy. Provide it now before you file it away & forget where you put it.

There are approximately 110 additional registered watercraft that have applied for, or in a few cases reapplied for, registration with the State of IL. We have your applications for registration on file. You should have sent these into the State with the proper paperwork & monies. The State will then send you your current watercraft decal and registration card (approximately 3” x 5”). The Association will require a copy of this card when you receive it. Future decals will not be issued until we have a current card on file.

Insurance information needs to be updated each year – when you receive your notice from your agent – send us a copy of the new policy for the upcoming year. We thank you for your cooperation.

Letters to the Editor Policy The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

your section and lot numbers are the emergency 911 information signage. I have been receiving reports of the signs being only partly visible or not visible at all due to overgrown vegetation. Keep the signs clear in the case of a medical emergency or fire, every second can count; the obstructed signage could possibly slow the response of the ambulance and fire department personnel.

CURRENT DECALS: I have also been receiving complaints from property owners about observing expired decals and guest passes. The Security Department has been issuing citations to individuals with expired decals and continues to vigorously looking for these violations.

PROPER GARBAGE DISPOSAL: There are dumpsters located at the East and West Marinas (see photo). These dumpsters are not for residential refuse. There is signage that state, “DUMPSTERS FOR BOAT TRASH ONLY.” It is illegal to dump residential refuse in any Lake Carroll Association dumpsters. If your residence does not receive garbage pick-up, then your garbage must be transported back to your residence, and please remind your guests.

In addition to illegally dumping in LCA dumpsters, we have been having some issues lately with garbage not being placed in the proper receptacles, which frequently leaves a mess for your neighbors to endure till your return to LC. All garbage must be placed in a proper can so the local wildlife cannot cause a mess. The cans also must be returned to the residence no later than 24 hours after garbage pick-up. Moring Disposal (800) 423-0759 has a “curb-side service” available to the homes here at Lake Carroll where they will retrieve and return your receptacle(s) to your home. They also have a large, heavy duty garbage can on rollers with a secure lid available.

By now you probably have noticed that our areas, just as others, have been experiencing really severe weather with tornadoes touching down in very close proximity to LC. If you have read the June issue of our paper, on the front page it explains the LC Security’s role and getting the word out when they are alerted of imminent severe weather coming our way. This is great that we have policies in place, but we need it to be disbursed to most, if not all, of our LC residents and guests. The Safety Committee has been working on an updated severe weather/disaster plan that includes some kind of sirens that may be able to connect to Lanark’s Fire Department.

This is a work in progress and was included in our committee’s 5-year plan. I know you are probably saying that we can’t wait for this that long. Well here is a plan that the Safety Committee, Security, GM Mike, and IT Deb Stagno have been working on. We already have the “One-Call Now” reverse 911 call back system that we have used to put out emergency messages. Our original campaign was to get LC property owners to fill out a card with their phone numbers and emails that they prefer to be used for an emergency call…for example damage from storms, floods, blizzards, etc. We asked owners to also include any family member’s contact information they wanted on these cards. This works fine if there is a lot of time available. The disbursement of info to all contact phone numbers in the system takes a lot of time simply because there are so many names to call. “A lot of time” can mean minutes, but in an urgent situation, minutes can make the all the difference in being safe and being caught in a dangerous situation. The system is set up to keep calling a number until the message is relayed. The extended time taken in contacting all the numbers just doesn’t work, if we are under a critical timeframe to get calls out for severe event. Talking with the folks previously mentioned, one way to get out this type of call we need is to have our property owners submit only one (1) phone number on a new card, preferably a cell phone. Cell contact allows us a greater opportunity to contact you wherever you may be. If you’re out boating or on the golf course and we’re calling your landline, we may not reach you in time.

Almost everyone carries a cell phone these days. This will not take the place of the family contact info.

This will be used for SEVERE WEATHER EVENTS that are in our immediate area. The 911 call back can be used for specific events that are programmable with a recorded message. This, using only one number per Family, can cut the time for disbursement dramatically with the first call going out within seconds. We, the Association, already pay for the use of this system and we should use it for these types of situations.

Just last week (June 12th) the Fishing Club held its monthly meeting/potluck at the Lodge with over 85 people attending. During our meeting we were alerted by Security, G.M Mike, weather radios, etc.

We had already had the doors unlocked that go down to the lower level because of prior forecasts. Just as we announced that we must go below and that a tornado touch down was spotted in our area, Ashley Larak (LC lifeguard supervisor) came rushing into the Lodge to tell us all to go to the lower lever and stay away from the windows. She then went back to the pool area to make sure everyone was gone and not in danger. She then came back to assist us trying to get people safely downstairs. Thank you Ashley, and your lifeguards, for your assistance. You are all dedicated to your jobs. And Ashley, you acted very professional in your duties.

By the way, that same night in Savanna a personal friend of mine had his house collapsed over him just as he attempted to go to his basement. He sustained a broken neck and his house is totally destroyed. He is doing ok. But has a long recovery ahead. My point is, we need all the forewarning we can get. And just as important, we all need to heed those warnings to protect ourselves and families!

One more thing, I see more joggers and walkers on our roads. Often times the walkers are 3 and 4 abreast. When a vehicle is coming out of a curve they may not have time to avoid the walkers that won’t move or go on the side. To both drivers and pedestrians…Be careful on our roads.

Safety First

Weather Alert Radio. They just keep coming. Storms, that is. The recent batch of thunderstorms, tornado warnings and damage to neighbors’ homes has once again reminded me of the value of having a weather alert radio. I think this device borders on mandatory equipment in our region that’s subject to so much violent weather, especially in the warmer months. The type of radio receiver I’m referring to is usually described as a “Public Alert Certified Weather Radio”. When set up it remains silent until the National Weather Service (NWS) broadcasts a coded signal indicating severe weather is approaching that “wakes up” the radio. A series of warning tones is followed by an announcement of the serious weather conditions. And it DOES wake you up. The initial warning tone is very loud (no volume control) so it wakes you from a sound sleep and even in waking hours we can hear it from across the house.

This radio can give you a life saving head start on reacting to dangerous weather, especially tornados.

There are many brands and types of this receiver available, yet they are not easy to find. Many of the department stores you ordinarily associate with consumer electronics don’t stock them. Walgreens and Radio Shack do offer them (although the online customer reviews I’ve read question the quality of the Radio Shack items). I purchased mine online. The unit we have is from Oregon Scientific, Model WR602N and I’m quite satisfied with it. It contains a rechargeable battery and rests on a charging stand so it’s always powered up and ready to go. Yet, if there is a power outage, or if you want to carry it with you to the basement shelter in dire times it continues to operate on the battery power. When selecting a device, look in the features list for the description above or, at least, a discussion of how it is silent until alerted by the NWS. Sleep well, get a weather alert radio.

Property Identification Sign. It’s easy to take for granted. It’s so familiar that you don’t notice it any more. You forget it’s there. What is it? The vertical green sign showing your property number. It’s sometimes called a 911 sign or a fire locator sign. Maybe you use it occasionally to tell visitors how to find your home. But, it becomes real important if you need help from Security, need an ambulance for a medical emergency or for the fire fighters to find your home quickly. Stop and take a look at yours. Is it in good condition? Is it visible or blocked by vegetation? If it needs attention to give it clear visibility, do it now before its purpose arises. It really is important.

Pedestrians and Bikers. Now that summer is well along and we’re enjoying the great outdoor activities available at Lake Carroll, it’s time to review a couple common safety practices. Once again, folks are walking and bicycling on our roads. Remember, our streets are characterized by hills and curves that restrict vision of slow moving objects. We all have some obligations here to insure our mutual safety. Pedestrians have an obligation to walk on the left side of the road to face the oncoming traffic.

And stay to the edge; don’t walk several abreast across the roadway. Bikers have an obligation to ride, single file, on the right side of the road so you are moving in the same direction as the overtaking vehicle traffic. Again, don’t ride several bikes abreast so an overtaking car can pass you without intruding on the opposing lane. And then the car drivers have an obligation to be alert for and be courteous to the other guys. We all share in this picture and a little common courtesy goes a long way toward insuring safety. I don’t know of any incidents between cars and slow movers in anybody’s memory. Let’s do what we can to keep that record intact. Let’s be careful out there!

Financial Corner

The draught of 2012 is now just a fleeting memory and along with it all the impacts that it caused the Association. Last year we were unable to rent all the slips for the entire year and only filled the remaining spaces late in the season with Bill Jahnke the lower water level Treasurer in some areas of the lake causing the affected members to seek dock space at the Association docks. This year we are literally sold out for the year. Other areas that were impacted were the fuel sales and to some extent the revenues at the Clubhouse. This year it is just a fleeting memory and the revenues have returned. One aspect that was to the forefront last year was the need to dredge certain areas of the lake to provide a greater water depth to allow members to access their docks and piers. This aspect of the 2012 drought has not been forgotten.

The Association has recently purchased a dredger and is in the process of securing the remaining equipment to allow us to begin dredging operations this fall. It is the intent of the Association to conduct the activities of dredging and weed harvesting in a manner that is least intrusive to the Membership. The concept is to begin the dredging program each year early in the spring when the ice comes off the lake and carry it on to the

Memorial Day weekend. At that time the dredging will stop and any weed harvesting activities will take place during the summer up to the Labor Day holiday. After this the dredging would resume until it is no longer feasible to be working out on the lake. The dredging program is louder and has piping that is suspended by floats across the lake from the dredger to the discharge points at the sediment ponds. These pipes will partially restrict boat traffic and therefore it is proposed that this activity take place during the periods of low usage on the lake.

The new budgeting process that being a reduced timeframe for development and submittal will culminate at the end of June with all Committees and departments submitting their Fixed Asset requests for 2014 at that time. The operating budget and finalization of the Fixed Asset Budget request will be finalized in the next few months for presentation to the Membership for discussion and final vote at the Annual Meeting in December.

Operationally we have been able to achieve several substantial savings allowing us to maintain a relatively level budget. This year the low hanging fruit of savings are getting more difficult to find.

We are continuing to look to Mike and his staff to continue to analyze the annual budget and find any savings that are possible.

This is a relatively slow time of the year for the financial aspects of the Association and the activity will pick up from here. As always, I will keep you posted on the details.

The Board approved the purchase at the May 31, 2013 BOD meeting and I’m proud to announce that the machine, along with several hundred feet of pipe was delivered to Lake Carroll on Thursday, June 20th. The best news is that the dredger cost $45,000. The machine is currently receiving some reconditioning, as it hasn’t been used for several years. Our plan is to have it on the water in Three Tubes Bay as early as this fall. We will also need to purchase additional pipe, floats, and a booster pump that will allow us to dredge further into the lake than we had initially planned. Many people are responsible for making this a reality including Bernie and the Lake Committee, Joe Rush, the

LCWC Seeking Band Instrument Donations Lake Carroll Women’s Club is collecting old band instruments for the Eastland school district to loan to children who can’t afford one. If they need repair, the district is able to fix them. Women’s Club has given $300 to help children who can’t afford the rental and for items such as reeds that the band director may need, but they would like to further help with additional instruments, if possible. General Manager - Monthly Board Report (BOD) June 28, 2013

By Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the April 26, 2013 BOD Meeting. a. A correction has made to the 2013 Fixed Asset Budget Summary as requested at the May 31, 2013 BOD Meeting. The expenditure for the Turbidity Curtains has been re-categorized as a Fixed Asset Reserve expense. A copy of the updated summary is attached. b. The A & E Committee has provided a “redlined” version of the A & E Rules and Regulations has been provided regarding the Committee’s recommended changes regarding “Trees and shrubs”. This Committee recommendation appears on the agenda for Board consideration and action. c. Matt Ripplinger was contacted and asked to add the Dredge to the Lake Carroll insurance policy. Matt confirmed that the machine is now covered.

2. Administration: a. Discussions with Mr. Steve Ward, contact person for the Cell Tower which AT & T. wishes to construct to replace the existing tower at the west marina continued. Steve confirmed, and the contract explains that AT & T is responsible for removing their equipment and restoring the leased property at the expiration of the lease. He also confirmed that if AT & T installed a new tower, in a different location, the old tower and site would be restored to its original condition. Steve and AT & T are moving ahead with the appropriate planning and engineering to construct the new tower at the propose Maintenance Building site. Shaun Nordlie, Lee Harbison and I have staked out a 70’ x 70’ area which we feel is desirable. Steve Ward will view the site in the next 7-10 days and order a survey. An amendment to the existing Land Lease, identifying the proposed site will be available for review prior to the July Board Meeting. b. NICOR has filed their application to serve the Lake Carroll Community with the Illinois Commerce Commission. The process is still ongoing and a final decision has yet to be made.

An updated copy of the Fixed Asset Expenditures – Cash Status report is attached.

3. Safe Workplace Committee & Cinci-Safe Program: No specific report – the group did not meet in June.

4. Accounts Receivable & Front Desk: a. See updated 2013 dues status report. b. Twenty Ownership transfers transactions were processed through this time period, eight of which were homes. One of these transactions was

a lot which was deeded back to the Association in lieu of foreclosure thru Kip Meyers as part of the seventeen, 2012 delinquent accounts which were forwarded to Kip in June, 2012. One of these transactions was the sale of an Association owned lot. i. A brief status summary of the seventeen, 2012 delinquent accounts is attached for your review. c. With the rising lake level, numerous Property Owners have contacted us to rent marina slips for the 2013 season. Of the 326 marina slips, only 6 remain vacant and available d. A Sheriff’s sale was held on June 3, 2013 at the Carroll County Courthouse. Five Lake Carroll lots were sold. Four lots to the Association and one to an individual who attended the sale. e. A Sheriff’s sale will be held on July 23, 2013 for three lots which had been turned over to Kipp Meyers for collection. A motion has been placed on the Agenda to grant me the Authority to bid on these lots on behalf of the Association. f. Bids for property available at the annual Carroll County Tax Sale must be submitted and received by July 19, 2013. Twenty Two Lake Carroll lots are available at this tax sale, up nine from last year.

5. Finance & Human Resources: a. Finance: i. Re-stated Operating statements for April, 2013 have been completed and sent via e-mail to the Board of Directors. ii. Operating Statements for May, 2013 will be available and sent to the Board electronically prior to 6/28/2013 BOD Meeting. iii. Lisa made presented an operational outline and a SWOT analysis to the Steering Committee on June 1st regarding the Lake Carroll Accounting Department. Lisa presentation was extremely well done and the information was very informative to the Committee. Don Aleksy provided some very positive observations and comments which are noted in the 6/1/2013 Steering Committee Minutes. b. Human Resource: No specific report 6. Safety & Security: a. Luke reached out and arranged a lunch meeting with the Chiefs of the Shannon and Lanark Fire Departments. Mr. Jim Klinefelter, Chief for Shannon, and Hunt Thomas who attended on Lanark’s behalf met with Luke and me on June 20, 2013 at the Clubhouse. Items discussed included the local Fire Protection District, the “Mutual Aid” relationship which the two departments share and any training which may benefit Lake Carroll and the local community. Both expressed their appreciation for the cooperative relationship they both share with Lake Carroll. b. Mike Siciliano purchased 5 (five) air horns which will be used to alert Golfers, Swimmers, Campers and some Boaters of severe weather.

Two have been delivered to the Golf Course, one to the Pool, one to the West Marina and one to the Campground.

7. Information Technology: a. Deb Stagno has continued to invest significant time correcting computer server related problems stemming from a virus which infected our system in early May. A few minor issues remain but in general, all systems are back up and running. b. Deb has also been very busy making upgrades and improvements to the LCA Website. The addition of rotating images as well as changes which will make the site more functional and easy to navigate are all improvements which we will be able to see within the next few weeks. One new feature will be the ability to click on one of the rotating images of the Golf Course, Clubhouse or other amenity which will immediately take you to that amenity’s page. Deb & I look forward to showing off the new look soon. c. A CER for new and replacement video cameras as well as video recording equipment have been placed on this month’s agenda for discussion and approval under new business. d. Deb, Luke, Mike Siciliano and I have met on a few occasions over the past month to discuss possible methods of alerting Property Owners of severe weather as it’s approaching our area. The Safety Committee has discussed and added a severe weather warning system using sirens, to their five year plan. Mike Siciliano had inquired about the use of our “reverse 911” system. While investigating the idea, we discovered that it could take up to 30 minutes for all participants to receive the message, even if it is “pre-scripted” prior to activation. We currently have 2,630 participating phone numbers which receive these emergency messages. We learned that by reducing the number of participating phone numbers, we could cut the delivery time in half. We are now in the process of creating a reverse-911 program specifically for severe weather. We will be asking Property Owners to provide us with the one number which they would like to receive emergency weather warnings. This project is ongoing.

8. Communications: No specific report 9. Facilities Management: a. The new Woods mower which was approved at the May 31, 2013 BOD Meeting was delivered the week of June 3rd and was immediately put into service, b. The new flooring on the second floor of the Aquatic Complex has been installed and the Life Guards are now using the area as their break room for the first time since the August, 2011 chemical spill. c. Shaun attended a two-day Pool Operators training class which was held at Apple Canyon Lake. Shaun and Chelsey are now both Certified

Bluebirds Across Nebraska...and Into Illinois!

We are currently moving from Nebraska and will soon be full-time residents at Lake Carroll. It is something we have been looking forward to for a long time, but the move has been slow due to unexpected situations. We belong to a non-profit group called Bluebirds Across Nebraska (BAN). It’s an organization dedicated to helping increase the population of bluebirds to what it used to be in years past. We have noticed quite a few bluebirds at Lake Carroll, and also quite a few lots with bluebird houses on them, so we assume there are other people at the lake who share our interest.

If interested in joining BAN, there is a $25.00 fee which includes a three-year membership, a bluebird house, and a new member’s packet with information on how and where to set up the new bird house or even an entire trail, if preferred. At this time, we have a limited number (about 20 or so) brand new, high quality bluebird houses with the mounting poles included available for distribution. There are no mandatory meetings to attend by joining BAN and no other fees involved. A member will also receive a quarterly newsletter with updates and tips for every season of the year. The $25 fee is also tax deductible. All that we ask is that the house be used to raise bluebirds only. The boxes should be monitored at least once per week during the nesting season so other nests from sparrows and/or wrens can be removed to make room for the bluebirds.

If anyone is interested, we can deliver the bird houses to you at the lake and even help set them up in a good nesting area on your property. Our only motive for doing this is solely to help the bluebirds whose natural habitat keeps disappearing. To learn more about bluebirds and BAN, go to their website at www.bbne.org. Thanks.

Convene Board Meeting: President John Grotto called the Meeting to order at 6:34 P.M. in the LCA Conference Center.

M13.05.01 Discussion regarding the assignment of voting rights and amenity privileges for lots owned by trusts or other legal entities: Steve Bloomberg, counsel for the LCA, was present via teleconference to answer any questions regarding his opinion letter on a policy the LCA should adopt regarding the assignment of voting rights and amenity privileges for lots owned by trusts or other legal entities. After he answered questions, he dropped off the call and the Board continued discussion on the topic. No consensus was reached and no further action was scheduled for the topic.

Approval of Minutes: Joanie Perez moved and Jeff Howe seconded to approve the Board’s Regular Meeting Minutes of April 26, 2013. Motion passed by unanimous voice vote. M13.05.02 President’s Comments: President John Grotto reported that Nicor has made their application to the Illinois Commerce Commission to construct, operate and maintain gas distribution facilities at Lake Carroll.

M13.05.04 General Manager’s Report: Our beach at the West Marina is a state-registered beach, and is required to have regular water testing. The latest test failed with higher than allowed levels of E. coli. As a result, the beach is now closed. This is not unusual in the spring, likely due to geese which congregate in this area and/or from runoff from farmers’ fields. We will increase the frequency of testing until a normal test is obtained, allowing the beach to reopen. It is not expected that the beach will be closed long.

Committee Minutes with Actions Requested or Topics for Discussion: 1. A & E (5/3/2013): Recommendation regarding one replat: Joanie Perez moved and Bill Jahnke seconded to approve replat of 16-33, 16-34 & 16-35 to 16-34R. Motion passed by unanimous voice vote. M13.05.05 Jeff Howe moved and Joanie Perez seconded to approve landscaping rule change regarding trees & shrubs. Amended rule as follows: On page 21, Z – remove the words “and some landscaping by Members”, page 21, Z, #1 remove the words in parentheses, “plantings, trees, bushes, etc.”, remove all of page 21, Z, #4 and make #5 the new #4. Motion withdrawn, pending receiving a redline version of the change next month.

2. A & E (5/17/2013): Bill Jahnke moved and Jeff Howe seconded to amend deck guardrail rules by removing the last sentence starting with Hori-

zontal guardrails on page 13. Motion passed by unanimous voice vote. M13.05.06 Bill Jahnke moved and Barb Anderson seconded to approve replat of 13-114 & 13-115 to 13114R. Motion passed by unanimous voice vote.

M13.05.07 Bill Jahnke moved and Joanie Perez seconded to authorize Board President, Mr. John Grotto to execute the replat noted in motions M13.05.05 and M13.05.07 above. Motion passed by voice vote. M13.05.08 3. Steering (5/4/2013): The Steering Committee requested that the Board provide some guidance for the Golf Course and/or the Clubhouse regarding public vs. private usage. Mike Schmieder indicated he felt that he and Jason have a good handle on the situation and currently do not require additional guidance.

4. By-Laws (5/13/2013): NOTE: during the discussion regarding rentals, the teleconference system dropped Barb Anderson from the call.

Discussion regarding proposed AT & T Cell Tower agreement and potential locations: AT&T provided a response to the Board inquiry whether they could relocate their cell tower complex as part of installing a new cell tower. They indicated that they would be okay with relocating from their current location by the West Marina to a location just north of the Maintenance building.

AT&T is requesting to install either a 150 foot tower or a 190 foot tower, with a preference for the latter. Because AT&T is willing to move to the new location, the Board is okay with allowing the 190 foot tower.

2. Discussion and consideration of inadvertent safety rule modification: Jeff Howe moved to amend the action of motion M12.11.09, which made modifications for the 2013 Lake Carroll Rules & Regulations, to restore the rule making it mandatory for private golf carts to display a safety flag which projects 7 feet above the ground surface when traveling on LCA roadways to access the golf course, as recommended by the Safety Committee at their 10/21/2011 meeting.

Discussion to finalize and approve operating guidelines for the A & E Committee: Bill Jahnke moved and Dave Soldat seconded to approve the operational guidelines for the Lake Carroll A & E Committee as presented and amended. Board Directors Comments: Joanie Perez said the ATV trails are in great shape, and thanked Shaun Nordlie for coordinating the efforts of grooming the trails. John Grotto noted that there was good cooperation between the Facilities Maintenance department and the Golf Course Maintenance department to accomplish this work.

Dave Soldat offered his thanks for the flowers that were sent to his wife during her recuperation.

Barb Anderson asked if anyone had responded to the email sent by a resident to the Board with questions about the Fourth of July fireworks. It was indicated that the office staff had responded by sending a copy of a previous response written

by John Grotto.

Audience Questions/Remarks: Dan Herman (23-53) said he appreciated the conditions that the ATV trails are in.

Dan also said he is an example of second tier lot owners that the A&E tree trimming rule is trying to protect. He said that he tried to take into account how the view from his lot would change before he purchased his lot. He said he realized that vacant lots would eventually have houses built on them and would block part of his view.

But he said that he could not foresee how excessive planting of trees would affect his view. He asked the Board to watch out for the interest of second tier lot owners.

Ian Keith (26-52) said he was glad to be back after spending the winter in Florida. He was impressed by the Board meeting today and the way the Board was addressing the big issues facing the Association. He also said he would be happy to help while he is back in the area.

Rick Jensen said he wants to make sure Tim Throop gets credit for his department assisting in getting the ATV trails in good shape. He also noted that Shaun Nordlie is also to be commended for his responsiveness to members’ requests and needs.

Another camping season has begun here at beautiful Lake Carroll, and with a little help from the weather, it should be a great summer. A ton of activities are planned for Lake Carroll this year! Camping is a great way to spend time with family and friends at one of the great fun location in Illinois.

During the June meeting the members and others attending discussed the following items of concern to the campground.

Heaters for the shower house: Last year the board approved the purchase and installation of a heater above the handicap stalls of the men’s and women’s showers. Shaun Nordie reports that he has been unable to locate heaters that would be meet the code for installation in a shower environment. He is now working on an alternative and hopes to solve the issue soon.

2014 Fixed Asset Budget: The fixed asset budget for the campground has been prepared and submitted to the Finance Committee. The budget request continues the restoration of the campsites along with upgrading the electrical boxes. Other budget discussions included adding water to each campsite and the addition of more campsites.

Like/kind campgrounds: Some members of LC have been critical of the annual cost of a seasonal campsite feeling the price is too low and should be more in line with other campsites such as the KOA in Lena which charges around $1,800.00 per season. The committee is presently preparing a report comparing our campground pricing with that of other campgrounds operated by associations like Lake Carroll. This report will be published and used to support the current pricing policy of Lake Carroll.

Campground golf outing: The annual golf outing is scheduled for July 13th with tee times starting at Noon. Dinner and awards will be at 6:30 in the pavilion. Those wishing to participate can sign up with the campground host.

Meet the Campers Bill and Nancy McCormick are from Long Grove IL. They purchased their lot in 2008 and plan to build a home when Bill retires in 2014. Bill is the Deputy Fire Chief for the Lincolnshire Fire Department and Nancy is a Private Care Giver. They have 3 children; 2 daughters who are school teachers and a son following in his father’s footsteps as a firefighter.

They both love Lake Carroll and the campground and can be found most weekends at site 221. Bill loves golfing, boating and fishing; while Nancy enjoys boating, touring local wineries, sightseeing, and bicycling. Most weekend evenings they can be found sitting around a campfire enjoying the company of anyone who wants to stop by and say hello.

The next Committee meeting will be Sunday July 14th at 10:00am in the Pavilion. All campers are invited and your input to the committee is highly needed and valued. The date is changed for this month only due to the golf outing on Saturday.

Thank You Gail and Jim The First State Bank Shannon-Polo-Lake Carroll is grateful for all the preparations and the work that Jim Ogborn and Gail Mulay did to make our “Jim’s Cooking Hot Dogs” event a successful day at our Lake Carroll Banking Facility during the Memorial Day weekend.

You made it fun for us all! We appreciate and thank you for all you generosity.

On June 13th, forty women from the Lake Carroll Women’s Club met at the Clubhouse for our annual spring luncheon and installation of officers. It was a lovely day and the Clubhouse looked festive with its spring decorations. The food was excellent with a choice of entrée between grilled chicken salad and a sausage hoagie. Included was a cup of chicken and rice soup, a chilled fruit cup, raspberry mousse cake and assorted chocolates.

After lunch Helen Sykora, our president, called the meeting to order. Year-end reports were given by all the out-going committee and community service chairpersons. Following this Bonnie Ewing, our vice-president, presented both Helen and Marve Feucht with flowers in appreciation for their two years of service as president and secretary of the club. Marve was also presented with a rose by Helen as thanks for assuming the job of president for the next two years. Helen then installed Marve as president and Mary Lou Jordan as secretary and turned the meeting over to Marve.

Our new president then announced the names of the newly appointed committee and community chairpersons along with their committee members. She expressed her commitment to continuing the work the club does in raising funds to benefit local charities.

This meeting marks the close of our 2012-2013 year. Regular meetings will resume in September, but the board members will be busy during the summer preparing for our new year. This includes

LCWC President Helen Sykora presented flowers and well wishes from the club to long-time resident and member Marge Ruhberg. Marge and Tom are moving to Minnesota. potential fundraising activities, as well as programs for the upcoming meetings. We encourage all women at Lake Carroll interested in supporting local charities, sharing educational programs, and enjoying good fellowship to join us for the upcoming year.

PUT A CORK IN IT!

By Bonnie Ewing Thank you once again for taking the time to help save our planet by recycling your wine corks. I recently mailed another 11.5 pounds of cork to the recycling center in Missouri. This may not sound like a lot, but that amount fills a 12X12X16 inch box to the top!

Here’s another tip for reusing your corks before recycling. The chemical-free way to get your stainless steel kitchen appliances looking like new: dab any fingerprint smudges or water splatters with a cork dipped in olive oil, then wipe clean with a soft, dry cloth. The cork’s textured surface will buff away any buildup without harming the stainless steel, and the olive oil will impart shine!

Please, please, please don’t put anything in the “put a cork in it” bin besides natural, wine/champagne corks. This month wasn’t as bad as usual.

I found beer cans, candy wrappers, popcorn bags and a 10 dollar bill!

I also found a cell phone and charging cord.

I don’t know if this phone was meant to go into the recycled phone bin or if someone accidently put it in the cork bin. It is a burgundy Consumer Cellular, Doro phone. Please contact me at bonnieteach105@aol.com and let me know what you want me to do with it.

A new University of Illinois Extension program, Social Media and Your Business is designed to help small business owners think strategically about how social media fits into their overall marketing plan so their efforts are rewarded with the results they seek.

Social Media and Your Business participants will build an action plan for using social media, consider how social media impacts their customer service, create an acceptable use plan for their business and learn how to measure their results.

The program was developed based on feedback from local business owners.

Instead of focusing on particular social media outlets, the program asks business owners to examine bigger picture questions such as their goals and objectives, their target audience, and their customers’ comfort level with technology, and how to measure the success of their social media use.

are always seeking ways to help the local business community, and we know social media can be very beneficial to small businesses. However, at the same time, it can be confusing and time consuming so we wanted to give small businesses the tools they need to make sure their efforts are meeting the goals and objectives of their businesses,” said Terry Feinberg, Extension Community & Economic Development Educator.

The program will soon be available online and is being piloted in partnership with the Sauk Valley Area Chamber of Commerce on Wednesday, February 20th at 9am, Sauk Valley Community College. There is no fee for this pilot workshop; participants will be asked to evaluate the program to assist in finalizing the best possible program for delivery statewide. Would you like to know what it takes to maintain the dam?

How about taking a walking tour of the dam?

Here’s your chance!

Leroy Hinkle Dam Informative Presentation

Joe Rush, our Lake Manager, and the Lake Carroll Association would like to invite you to attend a presentation on the history, construction, and maintenance of the Lake Carroll Dam. Joe will provide a presentation, break for lunch, and then reconvene at the West Marina over-flow parking area for a walking tour of the dam.

This is an opportunity to become more aware and educated on the Lake Carroll dam, its history, and what it takes to operate and maintain the structure. This will be a fun and informative program!

Schedule: Saturday, August 10, 2013 10:30am-Noon in the Clubhouse Lower Level – Information will be provided on the history, maintenance, and the future of our dam.

Break for Lunch – The Clubhouse will be offering a “Dam Special”. Hope you stay for lunch!

1pm we’ll meet at the Leroy Hinkle Dam in the overflow parking lot for a walking tour. Wear appropriate clothing, shoes/rubber boots for walking through tall grass and potentially shin-deep water.

The day began with rain and looked as if the outcome could be very questionable, but about 10:00 a.m. the sun began to peak out and it turned out perfect for our annual Kids Fishing Derby. Such a great tradition that on Father’s Day weekend time can be spent seeing the excitement in the eyes of our children as the fish are being caught.

The horn was sounded to signal the beginning of the derby and with 86 entrants the excitement began.

One could hear from all directions the thrill of the many catches.

Trophies were awarded for 1st, 2nd and 3rd place for the largest fish caught for each of three different age groups: 3 – 6, 7 – 10, and 11 – 14.

I am not sure who appeared most excited - the parents, grandparents, or the children who caught the fish. It was a day to be remembered for many years to come. While the fish tabulations were being determined, the kids participated in the casting and bean bag tossing contests. Trophies were awarded to 1st place winners of each event and ribbons awarded to the 2nd and 3rd place winners. T-shirts were given to all participants.

We would like to give a special thank you to all of our generous sponsors for helping to make our event so successful.

Lake Carroll Severe Weather Emergency Procedure To the best of the Association’s ability, the following emergency procedure will be followed when the National Weather Service has issued either a Tornado WARNING or Severe Weather Warning with sustained winds of 40 mph or more: 1. LC Security will unlock the Lodge.

2. Security Patrol Car will drive through each pod in the campground with lights and siren on notifying campers of a severe weather warning by the National Weather Service. You should move to a safer location as quickly and safely as time permits. The closest location for the Campground is the lower level of the Lodge in the hallway outside the showers.

3. LC Security, while in route to the Campground, will attempt to contact the Clubhouse staff to notify them of a severe weather warning by the National Weather Service. Staff and patrons at the Clubhouse and Pro Shop should seek shelter in the lower level of the Clubhouse.

This means Security Staff will do their best to fulfill this procedure; however, this procedure will not take precedence over emergency calls (ie: medical emergencies) or if it puts LCA staff in direct danger as a result of an imminent weather threat.

LCA asks that members take primary responsibility of their own safety. In this day of electronic devices, satellite TV, and residential weather notification systems, there are many options to keep aware of potential severe weather.

Severe weather warning systems, such as sirens, have been discussed and investigated through the years. Unfortunately, they are very expensive and LCA hasn’t been able to acquire this equipment. The LC Safety & Security Committee revisits this topic often and it is once again being looked into.

Hopefully Lake Carroll doesn’t experience Mother Nature’s wrath, but in the event severe weather is headed our way, please use common sense and seek appropriate shelter to keep you, your family, and guests safe.

Fish Tales

Facilities Update As many of you know, on Friday, May 31st, we were required by the Illinois Department of Health to close our beach due to an unacceptable level of E. Coli detected in our water samples.

Shaun Nordlie We hold a State of Facilities Director Illinois license to operate the West Marina Beach. We are required by the State to test our beach lake water every two weeks during the summer season while the beach is open. Two samples are taken from the beach, “shallow” and “deep”.

Once we received this notice from the Department of Health we immediately closed our beach at the West Marina. The cause of the high reading is most likely due to the waste created by the resident geese in the area, as well as the excessive runoff we experienced during that timeframe. The acceptable level of E. Coli is 235 CFU’s per 100ml. Our test showed 435.2 CFU’s per 100ml. On Monday, June 3rd we took two new samples from the beach and sent them for testing; we also took a sample from the No Wake area at the East Marina and South Bay area and another sample around the 3-Tubes and Swimmers Bay arms of the lake. These samples were taken to Lyons Laboratories in Stockton. On Thursday, June 6th we were told that all three samples came back with acceptable levels of E. Coli and the beach was re-opened. The reading at the beach for this test showed 4.1 CFU’s per 100 ml. The sample from the East Marina and South Bay area showed a level of 1.0 and there was none at all detected in the 3-Tubes and Swimmers Bay area. We will continue to send our samples in every other week and if we have any changes, I will make sure to alert you immediately. If you ever would like an update, please feel free to call or email me, I

would be happy to share our results. I do want to stress though that our lake is surrounded by wildlife, not to mention its inhabitants, and there is always E. Coli at some level in our lake. Through the State we monitor it to be sure it remains at what they consider to be a safe level. I would also like to remind you, as always, use of the lake is at your own risk – meaning, it is your responsibility to use common sense regarding your personal safety.

In other maintenance news – The Weed Harvester is making its first voyage around the lake during the week of June 24th. This is much later than last year and as many of you have probably noticed the weeds just have not been present at all this spring. We believe that the low water levels and ice this year have delayed the growth in 2013. With the great water clarity that we have right now, though, I am expecting more weeds to show up in the next month. Our first areas of concentration are going to be East Marina and South Bay and then into 3-Tubes. Once again, this year I request that if you have weeds in your area, please call and let me know. We will first check to make sure that the weeds in your area can be cut – we cannot cut milfoil, as it will spread. If your weeds can be cut I will alert the captains and when they are in your area we will cut those weeds. Please remember, the harvester moves very slow on water so we cannot jump from section to section doing individual lots, but we will hit all areas that need attention as soon as we can.

The new dredger will be in Illinois by the time you read this. We are doing some maintenance on the dredge and preparing to have it in the water this fall sometime after Labor Day. My goal this fall is to train the staff and figure out the operation of the dredger so that in spring once we can get on the lake we are ready to get to work and start moving silt. I will keep everyone updated on what is going on with the dredge as we get closer to Labor Day.

Seventy-four members gathered at the Lodge on Wednesday, June 12, for a very unusual night at our monthly Fishing Club meeting. We all enjoyed the great varieties of food as usual. Shortly after dinner the weather alarms were sounded and everyone headed for the basement of the Lodge. Security did a great job realizing that many people were gathered at the Lodge and showed up to be sure all were safely in the basement and protected in the event of a tornado touchdown. After spending about forty-five minutes near all the snow skiing equipment, we returned to the upstairs to the warmth of a spring evening which turned out safely for Lake Carroll. Thanks to our Security for all of their concern for us.

Our meeting was held while in the basement of the Lodge. President Bob Knackstedt called the meeting to order and led everyone in the Pledge of Allegiance.

Treasurer’s Report Mitch Feucht presented the May, 2013 financial report. A motion to accept the report was made by John Frey, seconded by Bill Comstock. The report was unanimously approved by the membership. .

Hatchery Operations Bob Knackstedt, Shawn Nordlie, and Brinkmeier’s Plumbing will be setting up a meeting to review the operations of the new pump installed during the previous Hatchery operation season. The pump is a little different from the last one and has caused some concerns with the operations of the Hatchery for next year.

Christmas Trees Twenty-eight Christmas trees were added to the lake as structure. Two hundred fifty plastic trays were added as structure to serve as fish condos. Lake maps will be updated next year to show the location and will be available to everyone. Thanks to everyone who helped out with the project.

Reef Projects Bob Knackstedt stated that we are still investigating use of a barge to complete our rock reef building project. The barge has a crane with a 32 foot reach, which would make it easy to build the reefs. We hope that utilizing the barge will allow us to construct all of the reefs at the same time. Since the lake bottom consists mostly of mud, the gravel reefs would help the future fish growth for many years to come. Lakefront property owners in need of rip rapping may want to keep in touch as the project nears.

Other Events Couples Fishing Tournament will be on Monday, August 12th. Cost will be $10.00 per couple. Total weight of fish determines winner. Fishing can be done in boats or from the shore. Lake Carroll members may bring guests.

Mike Siciliano mentioned that the Day at the Races will be on August 29 and will cost $15.00 per person. The bus will leave from the Clubhouse at 9AM sharp. As is prior years, those wanting to have dinner at the Clubhouse can do so after we return from Arlington Race Track.

2013 Lake Carroll Tournament Rules

1. Lake Carroll Rules and Regulations: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.

2. Entrance Fee and Payouts: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. The tournament is not associated with any particular club from Lake Carroll so no club membership is required. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament.

3. Mandatory Pre-Tournament meeting: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat. All tournament participants are required to attend the pretournament meeting.

4. Tournament Start Time: The tournament will start when the pre-tournament meeting has concluded.

5. Tournament End Time: A team’s boat must be inside the West Marina’s no-wake buoys prior to tournament end time as specified during the pre-tournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.

6. Take-off Rules: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pre-tournament meeting.

Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area. By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pre-tournament meeting.) The take-off boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the take-off boat, each boat may take-off in single file after idling past the take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.

7. Live-well Inspection: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before take-off. Any boat without a working live-well will not be permitted to fish the tournament.

8. Limits and Minimum Size: Each team is allowed to weigh-in any combination of four live largemouth and smallmouth bass measuring no less than 12 inches in length when measured with a tightly closed mouth. For the April walleye tournament, two live Walleye with a minimum length of 16 inches will be allowed. Dead fish do not count. At no time during a tournament should a tournament participant boat have more than four fish in their live-well.

Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.

9. Courtesy Bump: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement. Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board. Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish. Any team bringing a short fish to the scales without a courtesy bump will be disqualified.

10. Weigh-in Procedures: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their livewell to the scales with a bag provided by Lake Carroll. These bags are located next to the weigh-in scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.

11. Live Bait: Live bait not permitted except April Walleye tournament.

12. Three Lot Courtesy Rule: Any angler moving into a new spot should allow an angler already in that spot a minimum of 500 feet of space (the rough equivalent of three average sized Lake Carroll lots.)

Fishing Tournament Results

By Bob Knackstadt The bass fishing tournament held on May 18th was one of the closest in some time. Twenty one boats competed and eleven hundredths of a pound separated the top three boats. The winning team of Chet Mathieu, Fuentes, Jeremy Jensen, and Danny Strissel caught 10.11 lbs. In second place were Eugene Syring and Steve Bradham with 10.01 lbs. The third place team of Trevor Mowers and Mike D’Amore finished with 10 lbs. The team of Berkley Hayes, Josh Hayes, Dan Hayes, and Bill Baker finished fourth with 9.28 lbs and fifth place went to Ron Pearson and Bob Cunningham with 9.25 lbs. The small mouth gift certificate donated by miller sports was won by Eugene Syring and Steve Bradham and the biggest large mouth bass by Danny Strissel.

The fishing tournament on June 8, 2013 brought 17 boats for some friendly competition.

The weather was pleasant and most teams filled their bags with the four bass limit. Posted weights were close again this go-round with the Knackstedts claiming the first place prize with a weight of 9.76 lbs. Mowers & D’Amore took second with a 9.50 lbs. bag. Erbsen & Crackenberger landed in third with a solid 9.48 lbs. The Tepps walked away with the fourth place and a bag weight of 9.36 lbs. The Bassholes rounded out the top at fifth place with an 8.49 lbs. showing. Other awards for the biggest fish of the day went to Jump & Hinde with a 2.20 lbs. smallmouth. Heath and Kern brought in the biggest largemouth of the day at 2.72 lbs. Both teams received a gift certificate compliment of Miller Sports- thanks again for your continued support!

Just a reminder that the Lake Carroll Classic is scheduled for Sept. 21st and 22nd. To qualify to fish the Classic you need to have fished in three of six of our regular tournaments.

There are three qualifying tournaments left this year so make your plans now to enter and be eligible to fish in the Classic.

Conservation Corner

Lake Carroll anglers are passionate about protecting the many game fish species that inhabit our lake and the recent fishery survey supports this notion as the vast majority of fishermen were in support of protecting bass during the spawn and also supported new slot limit regulations for walleye that would help promote larger fish for the hatchery walleye rearing program.

This spirit of conservation is also evident in that over 40% of those responding to the survey never keep fish from Lake Carroll. One of the key assumptions that encourages the use of catchand-release practices, both by anglers and fisheries managers, is that released fish actually survive the angling experience. Unfortunately, this is not always true. This article explores the concept of angler-induced fish mortality and highlights some things all fishermen can do to help reduce fish mortality.

Much research has been done on the impacts of angling on fish survival. Many of us who practice catch and release, immediately release the fish and observe that the fish will normally swim away, apparently unharmed. However, research indicates that mortality occurs sometime after release, so fish that appear healthy upon release may later exhibit injuries or distress caused by improper catch-and-release practices. Studies have shown the average mortality associated with improper catch-and-release techniques is 16.2%. This is significant if you consider that 2 out of 10 fish you catch may die if you do not handle that fish properly. Help your catch survive by following these guidelines for best practices as published by the Illinois Department of Conservation.

• Be prepared: Have all equipment you’ll need close at hand so you are prepared to release the fish quickly once you land it. Hook removal tools, like long nose pliars, should always be on the deck and ready to go. If fishing a tournament, have your livewell filled and ready to go. Avoid using nets if possible as they remove the protective slime from fish. If you do use a net, use rubber coated netting as it has less of an impact on the fish.

• Wet your hands: Before touching the fish, wet your hands. Dry hands and gloves remove protective slime off the fish’s body, leaving it vulnerable to fungus and infections. In addition, try to keep your hands clean when handling your catch —sunscreen, lotions, gasoline, etc., can be detrimental to the fish.

• Air Exposure: It is best to work quickly to minimize the time the fish is out of the water. When a fish is exposed to air, the gill layers collapse, causing the gill filaments to stick together and become “gummy.” Extended air exposure can result in permanent tissue damage or even death.

Although minimizing the duration of the air exposure is recommended whenever possible, sometimes hook removal takes longer, or you want to take a photograph. In such cases, simply give the fish a break and dip it back in the water to keep the gills wet and allow the fish to recuperate. Studies have shown that a fish exposed to air take about 2 hours to recover while a fish exposed to air for 3 minutes can take over 4 hours to recover.

• Flopping Around: Although it’s best to avoid having the fish flop around in the bottom of a boat, sometimes this happens inadvertently. Once you have regained control of the fish, dip it back in the water or live well to re-wet and minimize the stress to your catch.

• No Hot, Dry Surfaces: Avoid placing the fish on a hot, dry surface. If you need to set the fish down for hook removal, use a wet towel on which to rest the fish and use wet hands when handling it.

• Respect the Gills: Do not put fingers inside the gill cover when handling fish for release. The fish gill is a sensitive organ that is used for breathing and any damage or oils from your hands can cause severe and irreversible damage. If a fish can’t breathe well, it likely won’t survive after release.

• Support the Body: This is one of the most common abuses by fishermen. The body of the fish should be supported at all times when lifting to release the fish. Fish that are held up only by the mouth, such as largemouth bass, often have muscle and tissue damage, which affects feeding after they are released. Large fish should have their body fully supported at all times to avoid damage to internal organs, which also can result from the fish being held upright by the jaw.

It is important for anglers to properly handle fish they intend to release to reduce injury and increase the chance of survival. By following the above tactics, you can go a long way in helping your fish survive. This is especially important in the summer months when temperatures are warm and fish mortality is typically higher. Knowing these rules is easy; practicing them is more difficult so set the right example by complying with these good fish handling practices. Aquatic Plant Management: It’s been a great year for Lake Carroll in regards to aquatic plant growth. This time last year we’d already spent $45,340 on chemical treatment for aquatic invasive plants (Curly-Leaf Pondweed and Eurasian Milfoil). Due to the previous program we did last year, and the low winter water levels, we’ve been able to reduce our aquatic plant management program to under $16,000 this season. We will continue to review and provide plant surveys in the next couple of months and we will continue to treat milfoil as needed this summer. However, we anticipate coming in well under budget this year for our chemical treatments. Along with this, “Harvey” the weed harvester is in and cutting away on the healthy, desirable native plants to ensure healthy, native plant growth can happen in the lake without too much plant growth to infringe on our boat and jet ski traffic!

It’s hard to believe that we are already talking about July.

June went by in a flash and the weather has started to get much better. We had several events this past June and one of the great events this month was the RollJason Hill ing Hills Golf OutPGA Golf Professional ing. Participation for this event was great with a record number of golfers and a beautiful day for golf, thanks to all who participated in this great event. We also held the Senior Club Championship and the Big Cup Scramble in June and “Congratulations” to all of the winners and runner ups. All winners, runner ups and their spouses from the Senior Club Championship will be invited to the awards banquet at the end of the season.

July- the halfway point for the 2013 league season. In addition to the weekly golf events, the Ladies League has special events. On Wednesday, July 10, we will welcome ladies from many other courses to play in a Big Cup Scramble, followed by a luncheon and prizes. Looking ahead to August, our Fun Night will be our annual Charity Fundraiser, this year dedicated to our local CASA organization. We welcome all donations in support of this fundraiser.

Although not an official league event, Lake Carroll hosted the “traveling girls” officially known as the senior ladies on Monday, June 3. Jason Hill, LC Golf Professional, frequently re-hires seasonal staff from year to year. Unfortunately, Bob Best was unable to return due to health issues. And fortunately, Jason had a contact from previous years’ experience at the Freeport Country Club. He contacted Tyler Weik and hired him for the upcoming season. There is no question that Tyler would need some grooming and better on the job training that he did not get at Freeport. Jason’s golf staff promised to provide all the help Tyler needed.

Okay, so who is 29 year old Tyler Weik? To start with, Weik is a typical Freeport pretzel, and proud of it. His mom and her family were Lanark High School Beavers before it evolved into the Eastland High School Cougars. Too many animals for me. Besides his grandpa from Tyler Weik Lanark, he also has roots in Hanover.

Tyler is a big man who played some football, but the fear of injuries and concussions got him to thinking that maybe his love of golf would be a safer road to take. So he put away the helmet and picked up a putter. As a member of the golf team, Tyler was given some excellent lessons in the mechanics of the game, as well as invaluable insight into the mental side of the game. Tyler advised me that golf is not always just the physical, but also a state of mind. We agreed that you can learn the true character of a person when you spend four hours on a golf course together.

In high school he was more than just a student. Tyler was on the Student Council and was in the Principal’s Cabinet, meaning he had very good grades and is not bashful to tell you he did excel with the books. Now, that is a source of pride. Tyler wanted to be a history teacher with a focus on American wars. That idea quickly evaporated when over a few cool ones, a buddy hooked him up with an interview at the Freeport Country Club. He got the job, but his desire to give lessons never materialized. Most of the members did not seek lessons, which was somewhat of a downer.

This golf thing is not just a passing fancy. Weik wants to go to PGA school and one day run his own Pro Shop. He hopes he can make this all happen in a region like Lake Carroll. For you see, Tyler Weik is a good old boy with a robust personality that still hangs with his old crew.

Weik knows he will never be a rich man in terms of how much money he makes. In fact to make it all work out, he lives with a cousin in Freeport, sharing expenses while doing some side jobs and snow plowing, but is now happy to call Lake Carroll his employer.

If he gives you a lesson or you golf with him, you will see he wants to find the positives in everything. He understands he has a ways to go, but hopefully he will meet the challenge. Gotta believe.

Lake Carroll is preparing for the 2013 Deer Management Program archery hunting season. As in previous years, there will be 2 MANDATORY Deer Hunters Meetings: Saturday, August 3rd and Sunday, August 18th. Both meetings will be held at the Lodge and will begin promptly at 9am. ALL HUNTERS, NEW AND OLD, MUST QUALIFY. Please bring your equipment and be prepared to qualify at the meeting you attend. Swimming Lessons have started and are going very well. The first session has come and gone; overall about 30 kids were taught. Second session will be taking place by the time this article is published, July 1st- July 12th, but it’s not too late to sign up for the third session July 22nd –August 2nd!

Hosting a family reunion, birthday party, or other event and want to do something fun and different? Call Chelsey to rent out the Lodge and/or Aquatic Complex for a private rental, it will be a great time for sure!

A few valuable items have been in the lost and found at the pool for quite a while now. A key fab, a women’s fossil watch, a coach ring, and a “grandma/mom” charm bracelet. Recreation Director Recreation June 5th was our first Kidz Day with an Olympic theme. Ten kids participated in the fun as they earned their Olympic Medal doing various Olympic activities.

Family Fun Nights have been taking place at the Lodge on Friday nights. July Family Fun nights July 5th, 19th, see ad for more details. Take advantage of these fun nights, summer goes by too fast to miss out!

On Saturday June 15th our Kick-Off to Summer Party took place at the Lodge and Aquatic Complex. Over 100 people enjoyed the evening… listening to the “Just for Kicks” band playing a variety of music, enjoying the campfire, eating a s’more, and swimming under the stars for a late night swim. Kids enjoyed making Dad a Father’s Day craft and jumping in the jump house, sliding down an 18-foot slide, and racing their friends in an obstacle course. Thanks to everyone who came out!

First session of Kidz Camp took place the week of June 24th- June 28th. Forty kids participated in this fun-filled week! Be sure to check out the pictures in next month’s paper. Not too late to sign up for the August session; see page 12B for more details!

Future Events Archery Class for Kids 2 Classes will be offered: Thursday, August 8th, & Friday, August 9th, 7:00pm-8:00pm. Registration is required. Call Chelsey at 815-4938549 ext 10. Fun in the Sun Weekend July 26th-27th-28th Lake Carroll will definitely be the place to be the weekend of July 26th-28th. High quality bands will be performing both Friday evening at the Beach and Saturday evening at the Clubhouse. Please bring your lawn chair with you Friday evening to the beach to listen to the music.

Please see the agenda located on page 1A with a list of full activities for the weekend. Friday night you’ll enjoy a luau at the beach with live entertainment by “Sweet Lucy”. Saturday will offer something fun for everyone and ending the night at the Clubhouse with an Hawiian Bash and the band “SODA”. Sunday’s events will be at the Lodge for a magic show, free face painting, crafts, and an ice cream sundae bar.

Little did I know last month when I wrote about ‘re-tire’ that I would have to write about ‘re-roof’ this month! Many of you are probably aware by now that we were the unlucky ones to have our house chosen by (likely) a microburst storm passing over Lake Carroll the evening of May 30, 2013. The storm decided to choose our hill to come roaring ashore, tearing a 440 square foot section of the roof on the west side of our home and carrying it to the front yard.

We have been told by storm team experts assessing our damage that winds were most likely 80 – 90 miles per hour. We are thankful we were not home at the time to hear the groaning and creaking of shingles, plywood, rafters, support beams, and insulation being ripped away from our ceiling in the upper level great room.

We actually have a lot to be thankful for. My sister Bev Viscariello, who is a property owner (1-17) at Lake Carroll and resides in Lombard, IL, sent me a text message about 7:10 PM to let me know she was thinking of us as the Chicago news was reporting strong storms out this way. We were at our grandson’s kindergarten program and graduation party over two hours away when I received the text. I immediately called Sonja Gulley, a good friend and neighbor, to check the status of the weather at the lake. She described to me that part of the lake looked to be literally lifted up like a tidal wave and that she had two trees blown down. She said our house was still standing and the trees looked okay from her angle on the east side.

We then decided to contact Dan Herman, another good friend and neighbor who lives one house closer, to see if there was any damage to their home or if he saw anything unusual around ours. He described a similar scene of how the storm appeared to be picking up the water in the lake by the strong winds. He said he saw some debris in our front yard but could not identify it and that he would go out in the rain to check it out. He called back about ten minutes later to give us the news of what he found, to eventually include the ability to see the sky from indoors through some of the separated ceiling boards!

The weekend weather has been relatively poor and gas and concession sales a reflective of lower activity levels than last year.

10. Lake Management/Wildlife: a. The Lake level as of June 24, 2013 was 740’ – 1”. (1” above pool level) b. The turbidity curtains which were approved at the April, 2013 BOD meeting arrived on May 24.

The first curtains have been installed at near the East Marina. These will help contain silt before it reaches the Lake. c. The weed harvester has been put into the lake and the new conveyor has been placed at the East Marina to off-load harvested weeds. Weed harvesting commenced on Tuesday, June 25, 2013. d. The Dredge and 600 feet of 8” pipe which were approved at the May 31, 2013 BOD Meeting, arrived on Thursday, June 20th. The pipe was off-loaded at the Maintenance building and the Dredge was then taken to Northern Illinois Diesel for service and painting. e. Clarke Aquatic Weed Control has been hired to conduct the inspections and applications of chemical to address the Lake’s Curly Leaf Pondweed and Eur-Asian Milfoil. The initial assessment of the Lake occurred in late April with very favorable results. Clarke and Joe assessed the weeds again during the 2nd week of June. Small amounts of Eurasian Milfoil and Curly-Leaf Pondweed were detected and will be chemically treated next week.

Sobering news to hear when we are faced with over a two hour drive home! Dan and his wife, Nancy, brought blankets and towels from home to absorb the rain water already pooling on the oak floor and moved furniture and plants out of the way.

We are also thankful that our son, Chad, took charge of finding a company out this way that provided 24-hour service for emergency situations like we had. He used Google and the Lake Carroll website to find possible sources to call, of which he made about thirty all told. Most of the numbers listed on the Lake Carroll website were contractors and those that did answer the phone were not 24-hour service providers. Finally a representative from RestorX (http://www. lossreduction.com/) from Freeport called Chad back, and yes, they would immediately dispatch a team to place a tarp on the gaping hole in the roof.

We arrived home about 9:45 PM to three men from RestorX with miner lights on their heads on top of our roof in the driving rain and Dan Herman on the deck with a flashlight to help light their way. We are so very thankful that there are people who are willing to endanger themselves or by going the extra mile while doing a job in an emergency situation! I highly recommend that RestorX contact information be added immediately to the Lake Carroll Disaster Preparedness Plan! They and their restoration services have been a God send!

Others worth mentioning here are Lance from Lake Carroll Security, who came to check the house and take photos of the damage. Tim, Rob and a crew of three from RestorX were here the next day to assess and clean up the debris from the damage. Mike and Steve have been the expert carpenters in charge of restoring our home ever since then. The inside restoration has yet to begin but we are confident that all will be back in order very soon. After all, these photos taken on May 31st and June 1st that you see with this article were a sign to me that all would be okay in due time. And for that, we are thankful!

We will be treating approximately 8.5 acres of these two weeds compared with the 90 acres we had to treat last year at this time. f. I have attached Joe’s complete Manager Report for your review as it has valuable, detailed information regarding the Lake, Dam and retention ponds.

11. Building Inspection/Architectural & Environmental: a. The first House of 2013 is currently being constructed. b. The second house of 2013 was approved by the A & E Committee at their June 21, 2013 Committee. c. Mike Kaysen has been chosen by the A & E Committee to serve as Chairmen for the balance of 2013. d. The Section #23 Greenway has been graded

by Haskin Construction. The area is currently being topped with top-soil and will be followed by seeding.

12. Golf Operations (Pro Shop): a. The Golf Course remains slower than we were a year ago due to poor weather. Rounds are down 35-40% when compared to 2012. b. The Golf Course hosted the annual Rolling Hills Golf Outing on Friday, June 7, 2013. On this day, the weather was great and over 160 participated in a fun filled event. Jason, Tim Throop and Tim Rogers all worked very hard to make this event a huge success for Rolling Hills as well as Lake Carroll.

13. Golf Maintenance: a. With all of the rain, mowing has become a seven day per week task. I continue to receive compliments regarding the excellent condition of our golf course.

b. Tim has opened the newly renovated tees on hole’s #3, #4, and #5. Tim, Jason and I continue to hear very positive comments on the results of this year’s Golf Course Improvements.

14. Clubhouse Operations: a. The Swimming Pool Concession, Golf Course Beverage Cart and Clubhouse are in full swing and properly staffed. b. The new Summer Menu was implemented on May 28, 2013 and offers many new items which have been added by Nick & Tim. Our summer hours began the week of April 29 and we currently open for lunch & dinner seven days per week.

15. Recreation Complex Operations: a. Aquatic Complex: i. The outdoor pool furniture which was approved at the April BOD Meeting arrived on June 6th. The furniture was immediately added to the pool area. ii. The indoor pool continues to run smoothly with no mechanical issues at this time. iii. The first session of swimming lessons took place June 10th thru June 20th with 35 kids attending. Several Members have offered their compliments on the new, level 6 swimming proficiency class as well as the parent/child class offered in the evenings. b. Recreation: i. Approximately 125 Members attended the “Kick Off to Summer” party on Saturday, June 15, 2013. Kids enjoyed the inflatable recreation equipment was rented for the evening and the adults enjoyed the Just for Kicks band who performed from 8pm to 11pm. c. Ski Hill: Closed for the season.

IDNR REGISTRATION NOTICE FOR POWERED & NON-POWERED WATERCRAFT The Department of Natural Resources DID NOT send out watercraft renewal notices this year. It is your responsibility to make sure that your watercraft is current. Watercraft owners are able to renew their watercraft registrations by using a touch-tone phone (866-867-3542) or the internet. You can find more information and a link to registration at www.dnr.illinois.gov/recreation/ boating/Pages/RenewYourWatercraftRegistration.aspx.

All watercraft other than non-powered watercraft on the waters within the jurisdiction of this State shall be registered and titled.

Canoes, kayaks and paddle boats are no longer required to be titled/registered in Illinois UNLESS they have a motor or sail; otherwise customers will be able to purchase a “Water Usage Stamp” for $6.00 per calendar year for the first three (3) vessels and $3.00 for any additional vessels, all passes must be purchased at the same time to receive the discount.

Water Usage stamps are mandatory. They should be available, over the counter, at any point-of-sale vendor starting July 1, 2013.

Please provide a clear legible copy of your new registration card and/or water usage stamp to the Admin Office so we may update our records.

Ticks – It’s that time of year!

Many of us have had personal experiences with ticks in our area of northwest Illinois.

Whether it be on our pet, our person or found in or around our homes, we just hope we don’t have to deal with them…but it’s inevitable. There have been many reports of ticks on persons, as well as on pets. A few suggestions from the Illinois Department of Public Health can help you avoid contact with this unwanted creature: 1. Walk in the center of trails to avoid overhanging grass and brush.

2. Examine clothing and skin frequently for ticks.

3. Apply insect repellent containing DEET as directed.

4. Wear light colored clothing and tuck pants into socks.

5. Examine pets for ticks.

6. Carefully remove attached ticks immediately.

There are many tick removal hints that can be found on the Internet from Vaseline or dish soap, to a small tick removal tool that narrows down to the point of entry. The following is the proper tick removal as stated by the IL Dept of Public Health: 1. Remove an attached tick with tweezers. Grasp the tick as close to the skin’s surface as possible and pull straight back with a slow steady force.

2. Do not crush the tick’s body. If tweezers aren’t available, you can use your fingertips, but they should be covered with some type of barrier (gloves, cloth, tissue, etc.)

3. After removing the tick, wash the bit site and your hands with soap and water and apply a disinfectant or antibiotic ointment to the bite site.

4. See your doctor if any unexplained rash or illness accompanied by a fever develops.

The trail Poker Run was a hit again. A nasty bit of rain dampened the enthusiasm of potential players, but an intrepid group of riders had a really good time in the competition. First place with the best poker hand went to Donna Aleksy and second prize to Don Aleksy (no comment about possible spousal conspiracy). Third place was captured by mystery youngster Clara. All the trekkers were rewarded with hot dogs and chips at the conclusion and awards ceremony.

Next up on our fun schedule for this season is the second running of the Mud Splash. We have a new approach this year. Same location, at the creek crossing above Three Tubes where we someday will be building, with your help, the new Swinging Bridge. We’ll prepare a nice soupy mud hole for you to romp around in. It’s a simplified format with no entry fee, no competition classes, and no formal prize list. Riders who want to get dirty are encouraged to blast through the mud hole and put on the best show they can for the spectators who want to stay clean. Flag Etiquette Standards of Respect

www.usflag.org The Flag Code, which formalizes and unifies the traditional ways in which we give respect to the flag, also contains specific instructions on how the flag is not to be used. They are: • The flag should never be dipped to any person or thing. It is flown upside down only as a distress signal.

• The flag should not be used as a drapery, or for covering a speakers desk, draping a platform, or for any decoration in general. Bunting of blue, white and red stripes is available for these purposes. The blue stripe of the bunting should be on the top.

• The flag should never be used for any advertising purpose. It should not be embroidered, printed or otherwise impressed on such articles as cushions, handkerchiefs, napkins, boxes, or anything intended to be discarded after temporary use. Advertising signs should not be attached to the staff or halyard • The flag should not be used as part of a costume or athletic uniform, except that a flag patch may be used on the uniform of military personnel, fireman, policeman and members of patriotic organizations.

• The flag should never have placed on it, or attached to it, any mark, insignia, letter, word, number, figure, or drawing of any kind.

• The flag should never be used as a receptacle for receiving, holding, carrying, or delivering anything.

When the flag is lowered, no part of it should touch the ground or any other object; it should be received by waiting hands and arms. To store the flag it should be folded neatly and ceremoniously.

The flag should be cleaned and mended when necessary.

When a flag is so worn it is no longer fit to serve as a symbol of our country, it should be destroyed by burning in a dignified manner.

Note: Most American Legion Posts regularly conduct a dignified flag burning ceremony, often on Flag Day, June 14th. Many Cub Scout Packs, Boy Scout Troops, and Girl Scout Troops retire flags regularly as well. Contact your local American Legion Hall or Scout Troop to inquire about the availability of this service.

Displaying the Flag Outdoors When the flag is displayed from a staff projecting from a window, balcony, or a building, the union should be at the peak of the staff unless the flag is at half staff.

When it is displayed from the same flagpole with another flag - of a state, community, society or Scout unit - the flag of the United States must always be at the top except that the church pennant may be flown above the flag during church services for Navy personnel when conducted by a Naval chaplain on a ship at sea.

When the flag is displayed over a street, it should be hung vertically, with the union to the north or east. If the flag is suspended over a sidewalk, the flag’s union should be farthest from the building.

When flown with flags of states, communities, or societies on separate flag poles which are of the same height and in a straight line, the flag of the United States is always placed in the position of honor - to its own right. ..The other flags may be smaller but none may be larger. ..No other flag ever should be placed above it. ..The flag of the United States is always the first flag raised and the last to be lowered.

When displaying the flag against a wall, vertically or horizontally, the flag’s union (stars) should be at the top, to the flag’s own right, and to the observer’s left.

Parading and Saluting the Flag When carried in a procession, the flag should be to the right of the marchers. When other flags are carried, the flag of the United States may be centered in front of the others or carried to their right. When the flag passes in a procession, or when it is hoisted or lowered, all should face the flag and salute.

The Salute To salute, all persons come to attention. Those in uniform give the appropriate formal salute. Citizens not in uniform salute by placing their right hand over the heart and men with head cover should remove it and hold it to left shoulder, hand over the heart. Members of organizations in formation salute upon command of the person in charge.

When flown with the national banner of other countries, each flag must be displayed from a separate pole of the same height. Each flag should be the same size. They should be raised and lowered simultaneously. The flag of one nation may not be displayed above that of another nation.

The Pledge of Allegiance and National Anthem The pledge of allegiance should be rendered by standing at attention, facing the flag, and saluting.

When the national anthem is played or sung, citizens should stand at attention and salute at the first note and hold the salute through the last note. The salute is directed to the flag, if displayed, otherwise to the music.

Raising and Lowering the Flag The flag should be raised briskly and lowered slowly and ceremoniously. Ordinarily it should be displayed only between sunrise and sunset. It should be illuminated if displayed at night.

The flag of the United States of America is saluted as it is hoisted and lowered. The salute is held until the flag is unsnapped from the halyard or through the last note of music, whichever is the longest.

The Flag in Mourning To place the flag at half staff, hoist it to the peak for an instant and lower it to a position half way between the top and bottom of the staff. The flag is to be raised again to the peak for a moment before it is lowered. On Memorial Day the flag is displayed at half staff until noon and at full staff from noon to sunset.

Displaying the Flag Indoors When on display, the flag is accorded the place of honor, always positioned to its own right. Place it to the right of the speaker or staging area or sanctuary. Other flags should be to the left.

The flag is to be flown at half staff in mourning for designated, principal government leaders and upon presidential or gubernatorial order.

When used to cover a casket, the flag should be placed with the union at the head and over the left shoulder. It should not be lowered into the grave.

The flag of the United States of America should be at the center and at the highest point of the group when a number of flags of states, localities, or societies are grouped for display. When one flag is used with the flag of the United States of America and the staffs are crossed, the flag of the United States is placed on its own right with its staff in front of the other flag.
