2018 BOAT SAFETY CLASS

Lake Carroll has scheduled one (1) Boat Safety Class for 2018. Saturday, April 21, 2018 is the date. The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2018. Further information will be available in the February issue of the Lake Carroll News.

Prez Sez Winter is in full swing. Winterfest just finished and I must say it was good to see the Lodge full of people like years ago. I want to say “Thank you” to all that have participated in making this weekend happen. That list includes The Ski Club, our Facilities Team, the Infrastructure Committee, Clubhouse personnel, and those working in the ski shop. Just Dave Pacione days before we experienced 55 degree Board President temperatures and just about lost all of the snow, so it was impressive to see what our maintenance crew pulled off in a day and a half to get snow back on the hill.

I wanted to give you a quick update on what a few of the committees are working on. Our Marketing Committee has been coming up with some great ideas on how to promote Lake Carroll. There is an upcoming Boat and RV show in Rockford that they will be at to get the word out. They are also working on expanding our presence on social media. One thing I would ask is that you reach out to your friends. If you know someone that would enjoy Lake Carroll as much as you do, then get them out here. Sometimes the best way to promote something is by the people that already experience everything we have to offer.

It’s no secret that we need some new members. With the passing

of the special assessment for the Lake Improvement Project, we will probably lose some members. With fewer members, that puts a strain on our budget. Since the rising dues are of concern for some, we would like to control that by finding some new families that would love to call this place Home. For those that are still not sure if they want to leave or not, I would encourage you to think about what we have here and break down the costs to more simple terms…$4.51 a day. That’s what are dues come out to. Think about where can you go and have use of a Lake, Golf, ATV trails, Swimming, or whatever other amenity you enjoy all for $4.51 a day.

The Lake Committee is busy working on the L.I.P, Infrastructure is still working on the Lodge, & the Clubhouse Committee is working on some redecorating ideas. There are 13 standing committees at Lake Carroll and all are very valuable.

That means there are a lot of volunteers that dedicate their time and they are all appreciated. Along with the Committees, we have a fairly new Board of Directors. I can tell you that we are all excited to do the best we can for you and bring Lake Carroll in a new direction. I will continue to update you on what we will be working on. The commitment that each board member has agreed to is to do what is best for all of you, and that is something I take very seriously. I am honored to be your Board President and look forward to the future.

for serving on a lake carroll committee

The Association relies on a network of committees to assist in management of the community’s affairs. Nineteen committees, including Ad Hoc & Subcommittees) oversee the functions of Lake Carroll. Here are my Top Ten reasons to volunteer for your association.

1. Give Back. Repay a little of what previous and current volunteers have done for you.

2. Be a part of correcting a problem. Anyone can notice a problem; we need people who will help offer solutions.

4. Protect your interests. Protect your property values and maintain the quality of life in our Community.

5. Advance your career. Build your personal resume by including your community volunteer service.

6. Have some fun. Association work isn’t drudgery. It’s fun accomplishing good things with your neighbors.

7. Get educated. Learn how it’s done. We’ll train you and you’ll learn from people who are extremely knowledgeable in their respective fields.

8. Express yourself. Help with creative projects like community beautification, lake conservation, budgeting, recreation facilities, and long-range planning, to name a few.

9. Earn recognition. If you would like a little attention or validation, your contributions will be recognized and celebrated.

10. Try some altruism. Improve society by helping others.

You could get an idea of the contribution and rewards of committee service by just attending some meetings as a guest. Members are always welcome. You don’t have to be a full-time resident to serve; “weekenders” are encouraged.

Is Your Furnace Ready?

By Matt Ripplinger, a member of the Safety and Security Committee THINGS TO CONSIDER BEFORE YOU GO OUT ON THE FROZEN LAKE: - Ice conditions very from lake to lake. Find a good source – a local bait shop or someone that is knowledgeable about ice conditions on the lake you want to fish on.

- Purchase a pair of ice pics or ice claws, which are available at most sporting good stores.

- Tell a responsible adult where you are going and what time to expect you back.

Relaying your plan to someone else can help save your life if something does happen to you on the ice WHAT TO KNOW ABOUT ICE: You can’t always tell the strength of ice, simply by its look, its thickness, its temperature or whether or not it is covered with snow. Clear ice that has a blush tint is the strongest. Ice formed by melted and refrozen snow appears milky, and is very porous and weak. Ice covered by snow should always be presumed unsafe. Snow acts like an insulating blanket and slows the freezing process. Ice under the snow will be thinner and weaker.

Be especially cautious in areas where air temperatures have fluctuated. A warm spell may take several days to weaken the ice.

VENTURING OUT ON THE ICE: The DNR does not recommend taking your car or truck out onto the ice at any time.

- If you are walking out on a frozen body of water with a group, avoid crossing ice single file and avoid standing together in one spot. Spread out.

- Never venture out alone - Look for any large cracks or depressions in the ice and avoid these areas.

IF YOU FALL THROUGH: - Try to remain calm - Don’t remove your winter clothing. Heavy clothes won’t drag you down, but instead can trap air to provide warmth and flotation. This is especially true with a snowmobile suit.

- If you have them, jab the points of the ice pick into the ice, while vigorously kicking your feet & pull yourself onto the surface by sliding forward on the ice. You could also use your show cleats if you have them.

- Roll away from the area of weak ice. Rolling on the ice will distribute your weight to help avoid breaking through.

- Call 911 and seek immediate medical attention if you feel disoriented, or have uncontrollable shivering, or have any other ill effects that may be symptoms of hypothermia (The life-threatening drop in a body’s core temperature) Let’s be safe out there & have a great February!

MEMBERSHIP AMENITY CARDS & DECALS We are processing the 2018 Information Sheets. Please display your new decals upon receipt. Your 2018 Information Sheet, current insurance, and registrations information must be returned to the office with your payment to receive the 2018 decals. Effective February 1, 2018 a $100.00 late fee has been added to all unpaid accounts. 2018 payments received postmarked by January 31, 2018 were not assessed the late fee. Thank you for your cooperation. If you have questions regarding your payment, please call Missy at 815-493-2552 ext 114.

ASSIGNED BOAT SLIPS Users of assigned boat slips in 2017 will be sent 2018 assignment letters by January 31, 2018. Monies and forms must be returned to the office before February 20, 2018 to secure a slip. Failure to return this form will be considered a negative response and the slip will be made available to new marina slip users. All assessments & fees must be current to apply for a marina slip.

MARINA LOTTERY (New Boat Slip Users/Non-Deeded) Saturday, March 3, 2018 will be the 1st day new marina users may apply for a boat slip. The Conference Center will be open at 8:00am. The lottery will begin at 8:30am.

Members in good standing must apply in person. Visa/Master authorizations must accompany the request when submitted.

PLEASE REFER TO THE RULES & REGULATIONS, MARINA SLIP ASSIGNMENT FOR DETAILED INFORMATION ON THE PROCEDURES. BOAT SAFETY CLASS One Boat Safety Class has been scheduled at LAKE CARROLL for Saturday, April 21, 2018, 8am-4:30pm. This required class will be held at the Clubhouse (lower level). This class must be completed before a boat may be registered at LAKE CARROLL. The Front Desk will have a sign-up sheet available after March 1, 2018.

CAMPGROUND SEASONAL BILLING Bills for the 2018 season will be mailed approximately February 12, 2018. Seasonal camping fees are due on or before March 30, 2018 to secure your site for the upcoming season. Fees for the camping season this year are $615.00 plus $30.00 for the camper decal.

CAMPGROUND LOTTERY A lottery will be conducted on the 1st Saturday in March at 10am at the Conference Center. Members in good standing wishing to be added to the Campground Waiting List for a seasonal site must be present at the lottery. This year’s lottery will be held March 3, 2018. Conference Center doors will open at 9:30am and the lottery will be conducted at 10am. PLEASE REFER TO THE RULES & REGULATIONS, Campground Section I Seasonal Site Lottery & Assignments.

GOLF TRAIL & STORAGE FEES Golf fees will be mailed to owners with registered golf carts approximately February 12, 2018. These forms & monies must be received in the LAKE CARROLL office

by March 30, 2018. Decals will be issued upon receipt of monies & proper insurance requirements. 2018 Fees: Trail fee - $200.00; Golf Storage - $345 for a gas cart and $425 for an electric cart; Golf Cart Decal - $30.00 (Each of these fees are “per cart”).

BOAT & CAMPER STORAGE Members who used the Camper & Boat Storage sites during the 2017 Association year will be mailed notices for the upcoming Summer Season approximately February 12, 2018. These forms must be returned with your monies by March 30, 2018 to reserve your spot. If you have questions, please call 815-493-2552 ext 110 or ext 120. New assignments must be made with the Front Desk before parking your boat and/or camper.

2018 HOMEOWNER DIRECTORY All Lake Carroll Homeowners (with a Lanark ‘493’ phone # or cell phone number which is used as the primary number at your Lake residence) will be included in the directory unless we receive notification via the form included with your 2017 Information sheet. The “Lake Phone Number” on your 2017 Information Sheet will be the number published in the directory. If you DO NOT want your lake phone number to appear in the upcoming directory, you MUST return the form. If you have questions regarding the directory, please call the front desk (ext 110 or ext 120) at 815-493-2552.

MEMBERSHIP ID CARDS If you have not yet supplied the office with your photos, please email them to photoid@golakecarroll.com; the Front Desk Staff will be taking pictures throughout the year. Children’s photos taken prior to 2014 must be updated before amenity usage is allowed. There is no charge to update the children’s cards. Amenity cards are issued only to members in good standing and as time and resources allow.

REMINDERS - The Admin Office is again accepting Visa/Master/Discover for dues payments, in addition to other goods and services offered. There is a 3.25% assessment on all credit card transactions.

- Vehicle decals will not be issued until the make/model, year, license plate & a copy of YOUR CURRENT STATE REGISTRATION CARD for each vehicle is received.

Decal fee is $30.00.

- Effective 7/1/13 an ANNUAL WATER USAGE STAMP for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where fishing licenses are sold) is required. Proof of current (2017 Water Usage Stamp) must be on file with the Association office before decals will be issued. These Stamps expire every year on December 31. One Member per lot must have completed the Boater Safety course before watercrafts are registered.

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

It is that time of year again to display your 2018 vehicle, boat, ATV, golf cart and camper LCA decals. Please display your decals as soon as you receive them from the LCA office.

I would like to encourage everyone that has not picked up a 2018 copy of the rules and regulations to please do so. They are available, no charge at the LCA office, they are also available on line at golakecarroll.com in the Lake Carroll code of Ordinances. A couple minutes reviewing the rules and regulations can make every ones experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

Please use caution when skiing, tubing or boarding, be aware of your surroundings at all times. Be patient with other riders who may not be at your skill level, but most of all enjoy the ski hill.

As most of you are aware the LCA Board of Directors approved a trial period for ATV / UTV and Golf Cart usage of the Lake Carroll roadways. Please be more aware of your surroundings usage of the roadways will increase and please inform your guests of the increased roadway traffic. Please familiarize yourself with the rules and regulations for the trial period.

I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T FORGET YIELD TO YELLOW!!!

Did You Know Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour? Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Governing Documents: Title V: Rules and Regulations, Chapter 53.03 (B)(4) & (E)(2).

Did You Know Littering is illegal at Lake Carroll and yes a cigarette butt is litter? No person shall dispose of any waste material, garbage or paper refuse upon the ground or waters of Lake Carroll, said litter must be placed in proper garbage receptacles or otherwise removed from Lake Carroll. Stated in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (E).

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F)(2).

Explanation of stats: House Checks: A house check takes only a minute to complete (plus travel time) and the officer normally does not leave the squad. Each member that is signed up for a house check, has their home checked twice a day, one time during daylight hours and one time in the overnight hours, the time of each check is recorded. We usually check around 55 homes in the summer and around 80 in the winter. We continue to find a number of heat lights (during winter months) on at the homes we check.

Amenity Checks: An amenity check takes from 3-10 minutes to complete and requires the officer to leave the vehicle. Each amenity is checked once or twice a day, the time of each check is recorded, besides the normal patrolling of each amenity.

Service Calls: Includes, assisting members and guests, animal calls, opening and closing amenities, making change for the Lake Carroll amenities, checking in harvested deer, measuring new watercraft or any other miscellaneous calls.

Deliveries: Involves taking deposits to the bank, or any office materials or paperwork that need to be delivered to the different amenities of Lake Carroll.

Alarms: Responding to residence that a burglar or fire alarm has been activated.

Assist Motorist: Involves unlocking vehicle doors, jump starting vehicles. Towing or assisting boats that are stranded on the lake or ATV’s on the trail system.

Winter is now in full swing with so many LC residences away for the winter. This is time to show them that we can be great neighbors, Do this by watching their houses and property.

Report any suspicious activity involving vehicles in a neighbor’s driveway when you know they are away. Report a red light on in a window to security. Red light on could mean their furnace went out. Reporting could avoid busted pipes and a huge cost to repair and a horrible mess and clean up. Another thing we can show those snowbirds is we at home can still have fun in our winter paradise. Get out and enjoy the tubing hill and ski hill. You don’t have to partake, just watch the families having a great. Go to the movies. This season will be showing some great movies in February. After the football games get off the couch and do something (hopefully with some friends.

Now I have to write about some seasonal scams. These 8 are popular in February.

1: “Thousands of dollars are being given away to retired and poor people” This statement is being used by con artists, who claim to be with Health & Services. The caller solicits money to give to the group listed above. Scammers are usually after money or your social security number.

2: Email from Fedex: A person receives an email from FedEx. When he clicked on the pop up message appeared, saying he needed to call a number, which he did. The pop-up was ransomware, which prevented him from accessing his files. He was told that if he wanted to keep from losing his files, he would have to pay a fee. Con artists can keep you from your files and steal all of your personal information; this type of fraud is becoming more prevalent and vicious. Think twice!

3: Paying through the nose in insurance fees for cat: A consumer purchasing a cat online never received what she paid for. After paying the sum for the cat, she was told it had become ill. The person selling the cat insisted that she pay to have it treated or she would be reported for neglect. In fear of being turned into the authorities, the woman paid a sum of $1500 for the cat, shipping and handling, vet and other miscellaneous costs without receiving the cat! Online Buyers, beware!

4: Debt needs paid from 10 years ago: This is how the scam works. A debt collector calls and tells you that you owe thousands of dollars and it needs to be paid or else. One such debt collector claimed to work for Cobalt Financial Group Pay Day Loan and threatened to take the consumer to court if debt was not paid NOW, scaring the consumer into paying. This practice of making threats is illegal. It is the consumer’s right to have the debt in a legal, written form that states to whom the debt is owed, how much, and how to dispute the charge if not in agreement. The caller may in fact be impersonating a debt collector or trying to collect a debt on someone else who has a similar name or was a former resident at your address.

5: THE SCAM OF THE MONTH: The phone rings, and the caller asks, “Can you hear me?” You say “Yes. “The caller hangs up. That’s all he or she wanted. With your recorded, verbal affirmation to their question, they now can use your voice to authorize charges on purchases. This is what news outlets have been reporting. As if that wasn’t bad enough, Victims also are receiving calls being asked if they are enrolled in Medicare. The answer would be “yes” from our caller, except he was suspicious that his voice was being recorded for the purpose of authorizing charges without CONTINUED ON PAGE 13A

Minutes of the Regular Meeting of the Lake Carroll Association Board of Directors December 15, 2017 Convene Board Meeting: David Pacione called the Meeting to order at 6:31 p.m. in the Conference Center.

• Mike Strempt (19-30) asked what was the cost of the video in motion 8. The board will vote on the proposal after a presentation from Steven Daugherty from Current Technologies and decide which offer to approve.

He also questioned whether the membership cards could be used for entry. Deb Stango said the program has not been developed to allow that and need hardware and software.

He also questioned why the trails were closed. The General Manger said they are typically closed after the first snow fall.

Treasurer Report: Kevin Oscarson moved and Clarence Grant seconded to approve the Financial Statements for October 2017 as presented by Association’s Accounting and Finance Manager, and summarized by the Treasurer. • We have 2177 DPE’s and 2190 was budgeted.

• 1376 members have paid the L.I.P. assessment in full and 546 have made the first payment.

• On January 24th at 10 a.m. have a discussion by Dave Pacione, John Grotto, Clarence Grant, Cliff Mortensen and Merce Meyers on the two by-law amendments proposed by John Grotto in 2017.

• Discussion regarding software to support the use of LCA membership cards being used to charge goods and services to membership accounts.

Board of Directors Comments: • John asked about an employee Christmas party.

Audience Comments: • Norm Hoffman (4-200) asked when members would be notified that they were not in good standing. He feels we are losing revenue by not monitoring the swimming pool and golf course.

• Sam Haldiman (5-164) said he wanted to compliment the work of the Maintenance and Ski Hill department for the fine job they are doing.

General Manager - Monthly Board Report - January 26, 2018 Michael Schmieder

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the December, 2017 BOD Meeting. a. None 2. Administration: a. The minutes from the 12/15/17 Regular Board Meeting are attached to this report for your review. b. An updated copy of the 2017 Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. c. An updated copy of the 2018 Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. d. An updated copy of the LIP Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, January 3, 2018. All Members of the Committee were present. Minutes from this meeting are included in the January manager’s report.

4. Sales of Lake Carroll Owned Lots: a. No Lake Carroll lots have been since November 4, 2017.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2017 dues status report which is attached.

Twelve (12) resale transactions were entered in the database between 12-08-2017 and 1-192018. Seven (7) lots with homes were sold, four (4) vacant lots were sold and one (1) Associate Member was added. d. Through December 20, 2017, 611 Natural Gas Permit Fees have been deposited totaling $152,750.00. e. Currently working on processing Dues Payments and LIP payments. Late fees will be added to all accounts on February 5th 2018. f. The Front Desk has been busy updating Member Accounts, Member Information, Deeded Slip assignments and processing vehicle decals.

6. Finance & Human Resources: a. Finance:

i. Preliminary Financial Statements for November, 2017 have been completed and have been forwarded to the Board for their review. ii. Preliminary Financial Statements for December, 2017 will be sent electronically prior to the meeting and the Board will be asked to approve the statements at the 1/26/2018 Board Meeting. iii. The Gaming Machines generated $2,246.97 in income for Lake Carroll during the month of December, 2017. The budgeted income for December was $1,500.00. The YTD gaming income for 2017 was $41,860.16 VS. the YTD budgeted amount of $31,000. See attached report. iv. Dues Collection - We ended 2017 with 2,178.70 DPE’s for a total dues collection of $3,363,840, which is $18,432 less than what was budgeted. This is better than what had been thought of earlier in the year, when Lisa was thinking that we would collect around 2,160.

Dues collection for 2018 has begun. It is too early to project where we are with collections.

We have processed 741.69 DPE’s through 1/20/18. As always, we will monitor these collections closely. v. Audit for 2017 is scheduled to be held the 3rd week in February. b. Human Resource: i. No specific report 7. Safety & Security: a. As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. The Video Camera and Microphones were installed in the Conference Center on Tuesday, January 16th. The system was tested and I was able to watch a mock meeting, with sound, live on the LC Website. A link will be provided on the Website and Members will be able to watch and hear the meeting live this Friday night.

9. Communications: a. Donna Beyer continues to work on communications, updating the Web-Site, creating EBlasts and in-house printing and development.

Donna has also worked on the annual meeting preparation, updated the LCA invoices for 2018 subscribers of the Lake Carroll News, updated the “Local Services” brochure, the Winter Amenity Schedule, the Winterfest Flyer and updated the Master Calendars for all Committees, Clubs and Departments.

10. Facilities Management: a. Much of the work performed by our Maintenance Staff has been performed at the Lodge and the Ski Hill over the past 45 days. Detailed reports for this work are included under the heading of “Ski Hill” within this report. b. We have worked through 4 snow or ice

events. We have purchased 100 tons of salt of the 250 ton contract. We have added amber roof lights on the pickup trucks that have plowing capabilities. c. I have attached Don’s full report for your review.

11. Lake Management/Wildlife: a. The lake level as of January 17, 2018 was 737’ and 6” and rising very quickly with the warm temperatures and significant rain fall on Sunday and Monday (1/21 and 1/22/18). b. Illinois DNR conducted aerial deer counts, and their survey area included the Lake Carroll Property. I have contacted the IDNR biologist to request copies of the flyover deer data counts and they are willing to provide the numbers to us. With this data, we will be able to save the budget we currently have in place for aerial counts. c. The deer harvest program is complete (seasons have closed). The hunters harvested a total of 67 deer with the breakdown of 51 does, 7 bucks, 2 fawns, and 1 turkey. d. Joe has been working with G. Frank Ransley (valve specialist and engineer from Madison, WI) to do an inspection of our valve on the dam.

He is still evaluating to determine if internal damage to the valve may have occurred from the opening / closing procedure in November.

Based on the force calculations he performed, he believes there may have been internal damage to the valve stem and nut and further inspection will be necessary. He’s requested maintenance pump the water out of the valve tower and look for external markings on the valve assembly.

The manufacturer stated the valve is no longer in production and parts aren’t available. I’ll keep you updated on this as it progresses.

12. Lake Improvement Projects: a. The dredging bids were sent out for RFPs on December 27th. The bid opening was conducted on January 17th, bids ranging from $581k to over $1.2M. We are going to work on a budget to dredge the 9 coves outlined in the LIP program with the budget savings on the dredging program. b. A CER has been submitted, along with supporting documentation, to select a contractor for the dredging project. The LIP advisory committee voted to follow the recommendation of our dredge consultant and hire the lowest qualified bidder. c. I am meeting with Wendler Engineering in the next few weeks to begin the inspection and engineering plan for the 9 greenways outlined in the LIP program. d. Associated Services completed the dredging of the creek (previous December report) and have completed approximately ½ of the stream

bank stabilization program on the E. Marina feeder stream. e. The aquatic spray boat, motor, and trailer was ordered from Clarke Boats in Bellevue, Iowa. Follow up conversations with the manufacture indicate the boat is in production now.

Joe and other LIP committee members will visit the production facility to inspect the production in the next month. f. The Zier Rd expansion project, including berm 1 and 2 and Option A and the removing of 16,150 cubic yards of deposited material in the dredge spoils area is ready to proceed, however, we were required to submit a Notice of Intent and an application fee to the IEPA for the projects. This will delay the start of the project until February. g. The Army Corp of Engineers has not released our project permit to date. I have requested follow up with them every 2 weeks. h. I have attached Joe’s full report for your review.

13. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

14. Golf Operations (Pro Shop): a. The Golf Course was closed on November 18, 2017 for the winter.

15. Golf Maintenance: a. The maintenance crew was reduced in size to our normal winter staff beginning November 17, 2017. b. A CER has been placed on the January agenda for the purchase of a Fairway Mower.

This CER appears in the “New Business” section of the Agenda. c. Currently, the Gold Maintenance Department is very busy sharpening the blades to all of our reel mowers, painting ball washers, painting tee-markers, benches and trash baskets.

16. Clubhouse Operations: a. The new flooring in the Dining room and the hallways was installed during the second week of January. b. Our Board President, Dave Pacione and Mr. Mike Sweeney constructed a permanent partition between the Server station and the main dining room. The wall still needs to be sanded and painted but the work is a huge improvement. Thanks Guys! c. Danielle has been very busy on working on the taste of Carroll County. On Wednesday January 18, Don met a representative of Myrtha Pools at the outdoor pool... This is the company that manufactures the liner for the outdoor pool. The liner has a ten year warranty and the 2018 will be approximately the 14th season. Doug has been having constant problems with the liner loosing significant water daily which also increases chemical consumption. I will work with him to provide a proposal for replacement as 2018 FAB request. iv. Don Is also researching non-skid floor surfaces to replace the tile in the pool hallway and bath and shower areas. b. Recreation: i. The annual Winterfest weekend was held on January 13th thru January 15th. Saturday was the busiest day with several contests being held on the ski hill. Live entertainment was provided from 6pm to 10pm and we had a good day in terms food and beverage sales. c. Ski Hill: i. Don Aleksy and his staff have done a great job of making snow and preparing the ski hill and the tube tow for the season. Thru 1/21/18, the ski hill has been open 12 days. Mechanical issues with the T-Bar and the Tube-Tow forced us to close early on a few of those days. As disappointing as these mechanical problems have been, a lot of Members have been having a lot of fun at the hill so far this year. ii. Opened on the first day of the season.

closed one day of the schedule since. iii. Since the installation of the new Snomax Pump Skid and Flowmeter our volume per hour has increased dramatically. We now have accurate data on water volume pumped up the hill which makes the use of Snomax more efficient. iv. Some issues continue with both the tube tow and T-bar. Tube tow is an electric issue that will be resolved in the spring with some changing of electric boxes that control the safety shutoff. Working with Doppelmay USA who makes lift on T-bar issues. I can say that Tube Hill tow bar problems have not hindered people from using the amenity. v. Over all, Tube Hill is usually sold out each day and has people waiting. It is common to have 150 rentals a day. The ski hill has been consistent and it appears that use is steadily increasing. vi. Took advantage of the recent warm period to service the Pisten Bulley and all the verathane pumps on the hill. vii. Through the artic weather stretch we did have a hydrant crack causing a water leak on the hill. Fortunately it was on the last day of that stretch. It happened just prior to the weekend and Brinkmeier replaced it the following Tuesday. Went back to making snow that night.

18. Campground: a. JC-WIFI has completed the installation of the pole and transmitting equipment to provide the Campground with High Speed Internet service. The installation was completed on January 19th.

Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA. Here’s how the program works: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. Instruct your friend to inform me of your name as the member who referred them.

You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500.

Marketing Committee to Develop Social Media Strategy

It’s probably no surprise that members are our most effective marketing for Lake Carroll. Members are brand advocates, sharing their experiences and memories with their network of friends, family, co-workers, and neighbors. In an era where consumers are skeptical of traditional marketing, word-of-mouth advertising is essential, when amplified by social media, it’s powerful!

For that reason, the marketing committee is focused on developing a social media strategy that includes creating Lake Carroll branded pages on Facebook, Instagram, and YouTube in order to reach the broadest number of members and future members.

As part of the strategy, the committee is looking at how to create interesting and sharable content for the association’s new social media channels, like viral videos, upcoming events, and activities; and the latest news. Watch for more information on Lake Carroll social media in future issues of the Lake Carroll News.

The Lake Carroll Women’s Club Had a Dam Good Time... ...Thanks to a fact-filled presentation by Joe Rush on the history of the Leroy Hinkle Dam!

But before the actual presentation, 29 brave members, 2 lady guests and 9 gentlemen came to the January 11 meeting, even with a threat of inclement weather looming on the horizon! One of the guests actually joined that day, putting the total membership of the Lake Carroll Women’s Club at 71. If you aren’t a member and would like to spend an afternoon each month learning new things, enjoying delicious snacks and just hanging out with a great group of women, there’s still a lot of activities coming up and the group would love to see you join them! The next meeting will be held at the Lodge at 1:00 on Thursday, February 8.

President Char Messmore called the meeting to order. Since temperatures were expected to drop from 49 to 25, she promised to keep things short and to the point. The December minutes were approved and the treasurer gave a financial report. Vice-President Gael Will informed the members that there are changes in the schedule of upcoming programs.

FEBRUARY - Representatives from several of the organizations the Women’s Club supports will be providing information to the group on how the donated monies are used.

The organizations that will be represented are the Riverview Center, Tyler Justice Center and CASA. MARCH - Join us for Brain Fitness with University of Illinois extension educator Karla Belzer who will lead the group through interactive activities designed to enhance cognitive function and memory. (This was previously scheduled for May.) APRIL - LCWC will be taking a road trip to the George Curtis Mansion in Clinton.

MAY - We will be taking a tour of the Rolling Hills Progress Center in Lanark, which was previously planned for March.

Donna Aleksy, Ways and Means chairperson, enthusiastically reminded the group that the spring fundraiser will be a Second-Hand sale the last week-end in April. Items may only be donated by Lake Carroll property owners but the public will be invited to shop! This is a major fund-raiser so plans are underway to get more information out to property owners and the surrounding neighborhoods. More specifics will be coming!

Marve Feucht reminded members that the WC continues to collect pop tabs, plastic bottle

caps, greeting cards and box tops for education. Receptacles are located at the Lodge and the Clubhouse. She also reminded the group that the senior center accepts newspaper and aluminum cans for recycling. These can be dropped off at the shed near the main office.

Loretta Dick asked for volunteers to sew blankets and reminded them that they are due back to her between the 1st and 15th of April. The tying of blankets will take place at the Lodge on the last Tuesday in April.

A selection of delectable snacks was provided by hostesses Brenda Schnarr, Mary Ann Gibus and Bessie Pavell.

Following the meeting, Joe Rush provided an in-depth history of the development of Lake Carroll and the construction of the Leroy Hinkle Dam. He shared many slides provided by the Hinkle family and led the group on a trip down memory lane.

According to Joe, Lake Carroll started out as a vision for a recreational community in the early 70’s. At that time, Lake Carroll was nothing more than a small creek running through a valley that was home to farms, homes and a school. Initially the location of Lake Carroll was further north but the farmers in that location weren’t willing to sell their property.

Thanks to those reluctant people, Lake Carroll ended up in the perfect spot! The initial plan was to have over 5,000 quarter acre lots. Thanks again to the powers that be, the original developers went bankrupt and the new company decided to consolidate some of those small lots into larger plots of land. Save the Date: Tuesday April 24, 2018 Children’s blankets sewn with love by the Lake Carroll Women’s Club and Quilt Club are ready to be tied. These blankets are given to children in need, whether it is due to a crisis situation, long-term illness, or as a baby gift for mothers in need.

We need your help! Please come join us at 10am at the Lodge on Tuesday April 24th to help us tie the blankets. No sewing skills are needed! All you need to do is thread a needle with embroidery floss and tie some knots to hold the 3 layers of the quilt together.

We will provide the needles and embroidery thread to tie the quilts. If you can, bring a small scissors and 6 inch ruler or just share with your neighbor.

We will have extras on hand.

It is a fun time to socialize with others while helping out children in need.

Saturday, January 13th marked the return of Winterfest to Lake Carroll’s Plumtree Winter Recreation Complex. Winterfest, the larger of the two holiday weekend events hosted at Plumtree, is a celebration of all that Lake Carroll has to offer during the winter season. Complete with ski races, snowman building competitions, and après ski at the Hideaway Lounge, Winterfest is an opportunity to spend time with family, host guests, and enjoy the primary winter amenities offered at Lake Carroll, our ski and tube hills.

The sun was shining and temperatures were in the 20s this year, which made for a chilly but very pleasant day on the slopes. This was not the case earlier in the week with rain and highs in the 50’s just 48 hours prior to the start of the event. However, after a year of major improvements to the snowmaking equipment at Plumtree, the LCA facilities team had no problem getting a fresh batch of snow made and groomed in time to open as scheduled. Our staff and snowmaking capabilities at the ski hill are in arguably the best shape they’ve ever been, so we’re no longer as dependent on Mother Nature as we’ve been in years past. Almost 500 skiers and tubers hit the slopes for Winterfest weekend. Skiers outnumbered the tubers just slightly, but all the Members and guests had rave reviews for the snow conditions.

In addition to the great experience outside, Winterfest 2018 featured some nice improvements inside, as well. The lodge hosted concessions on the main floor this weekend, which was a big hit with kids and families, and everyone who stuck around for the party Saturday night was treated to live entertainment as Industrial Wood rocked the house late into the night. It takes a total team effort to plan and pull off an event this size. Thanks to all the LCA Staff and volunteers who worked so hard to make Winterfest 2018 one of the best on record.

The second major holiday weekend event of the year will be hosted at Plumtree over President’s Day Weekend. Winter Carnival will take place on Saturday, February 17th. In addition, we’ll again have night skiing on Sunday, the 18th, until 10PM, and open for business on Monday 10:30am-2pm since the kids are off school. Don’t miss this opportunity to enjoy Lake Carroll’s winter recreation scene. Be sure to add it to the calendar now and invite your guests for a long weekend of tubing, skiing, and celebrating at the Hideaway Lounge!

Perhaps the most anticipated events of Lake Carroll’s annual Winterfest are the races. Each year participants of all ages and abilities compete in Lake Carroll’s Jr. Slalom Race, Adult Slalom Race, Bikini Race, Swim Suit Race, and perhaps the most anticipated event of all, the Cardboard Box Sled Race. This year participants ranged in ages 9 to 79, and, thanks to the fabulous snow conditions and a group of volunteers from Lake Carroll Ski Club, they competed on one of the longest slalom courses on record.

The crowds were treated to some real nail biters as several of the races were closely contended and ultimately decided by a few seconds.

John Feigl won the Adult Slalom Race, which was sponsored by Lake Carroll Ski Club and featured a prize of two admissions to the Ski Club’s 2nd Annual Chestnut Mountain Outing on March 10th.

Colin FitzSimmons took home gold in Jr. Slalom Race. It was a big day for the Feigl family as Jack Feigl and Alden Shreffler (pictured) teamed up to dominate the Cardboard Box Sled Race in their #21 sled.

Anyone who did not collect their prizes can come by the Rental Shop.

We hope to see all the Winterfest 2018 Champions come back to defend their titles in 2019!

Lake Carroll Ski Club In Action Again This year’s Winterfest was an important milestone for Ski Club as we really got back to our roots. Did you know that the ski area was once run by the Lake Carroll Ski Club? Everything from snowmaking, to grooming, to lift operators, to rental shop attendants was done on a volunteer basis. It was way before my time, but I’ve heard it described by many as a “labor of love” that generated some of the best seasons Plumtree has ever had. The present day Lake Carroll Ski Club is not a volunteer army. We’re more likely to be on skis than driving a groomer or warming up in the Hideaway Lounge or working down in the operators hut at the bottom of the T-Bar. But the more things change, the more they stay the same.

Jim Lass is Ski Club’s Volunteer Coordinator and when Winterfest came around, Jim stepped up. It’s been several years since the races were held at Winterfest. In fact, it took a small search party to even find the poles two days before the races and even then, nobody was quite sure what to do with them. Thankfully, ski clubs annual meeting was the night before Winterfest and several ski club members agreed to pitch in.

By 10AM the next day Jim Lass, Denny Ganz, and Ryan FitzSimmons had finished setting up the course. But the work was far from over. Any ordinary weekend we’d have instructors ready, willing, and able to give lessons so the next generation of skiers can get their start.

However, when 500 skiers and tubers are expected in a weekend, it’s all hands on deck in the rental shop. Thankfully, ski club was able to work in coordination with the rental shop staff to teach 5 different group lessons that allowed 14 members and guests between the ages of 4 and 12 to learn to ski. One of those volunteer instructors was Barb Anderson. For those of you who don’t know Barb, she is as dedicated of a volunteer as you will find at Lake Carroll.

At 79 years young she was introducing 5 year olds to a sport they can do for a lifetime. Just goes to show you’re never too old or too young. Thanks, Barb! A big thank you also goes to Gina Zink and Larry Mehringer for the lesson idea and to Colin FitzSimmons and Jim Lass for helping teach them.

With Winterfest behind us Ski Club is presently working on two other events for this season. If you’ve not made plans to join us at Chestnut on March 10th you better do so fast.

We’ve negotiated a discounted rate, arranged for free rental equipment, and will be providing transportation. Space is filling up so contact us soon to reserve your spot. Finally, we are looking to a way to get skiers all the way to the top of Plumtree for a “Ski the Peak” event this President’s Day Weekend. It’s been a decade since the old chairlift was taken away and ever since members and guests have not been able to utilize Plumtrees full 170 vertical feet. We’d like to correct that. 2018 Lake Carroll Tournament Rules

1. Lake Carroll Rules and Regulations: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.

2. Entrance Fee and Payouts: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament.

3. Mandatory Pre-Tournament meeting: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat. All tournament participants are required to attend the pre-tournament meeting.

4. Tournament Start Time: The tournament will start when the pretournament meeting has concluded.

5. Tournament End Time: A team’s boat must be inside the West Marina’s no-wake buoys prior to tournament end time as specified during the pre-tournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.

6. Take-off Rules: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pre-tournament meeting. Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area. By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pre-tournament meeting.) The take-off boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the take-off boat, each boat may take-off in single file after idling past the take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously

released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. No boat can exceed the lake speed limit of 40 mph. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.

7. Live-well Inspection: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before take-off. Any boat without a working live-well will not be permitted to fish the tournament.

8. Limits and Minimum Size: Each team is allowed to weigh-in any combination of five live largemouth and/or smallmouth bass measuring no less than 14 inches in length when measured with a tightly closed mouth. At no time during a tournament should a tournament participant boat have more than five fish in their livewell. Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.

9. Courtesy Bump: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement. Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board. Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish. Any team bringing a short fish to the scales without a courtesy bump will be disqualified.

10. Dead Fish Rule: A dead fish (that is a scalable fish) cannot be culled and must be weighed in. There will be a .25 lb weight deduction for each dead fish that is weighed in. Anyone releasing a dead fish will be disqualified.

11. Weigh-in Procedures: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their live well to the scales with a bag provided by Lake Carroll. These bags are located next to the weigh-in scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.

2018 When Will the Tree Sink Contest

By Mike Bykowski, Fishing Club Secretary Happy New Year to the 57 club members and guests who attended the first general meeting of 2018. The club welcomed guests Doug and Deidre Butte. Doug, originally from Lanark, and Deidre, from Tennessee, recently returned to Lake Carroll. Richard Sterkowicz joined us for the first time in many years; Richard has been a Lake Carroll resident for 44 years. John Filbert, a property owner since October, attended his first meeting. All three guests joined the club. Also attending their first meeting as new members were Dave and Margaret Rominski.

As guests and members socialized, many watched a 2017 Fishing Club year-in-review power point slideshow prepared by Mike Bykowski. Welcome and Happy 2018 to all the members and guests who attended.

After enjoying the many potluck sides and chicken, Tom Stangl started the meeting @ 7:00pm by asking Dave Rominski to lead the membership in the Pledge of Allegiance. Following the pledge, Mitch Feucht presented the Treasurer’s report. Mitch reported that December expenses outpaced income by $3,556. Mitch noted that the negative balance was a result of the Christmas Party bills. Those December bills were offset by positive income in November when reservations for the Christmas party were received. Mitch also made reference to the club’s bottom line balance which increased by $342 from yearend 2016 to 2017. As a final comment, Mitch mentioned that the membership count for 2017 was 176. Thanks to all who joined the club. A motion was made by Lisa McQuilkin to approve the Treasurer’s report, seconded by John Schnarr and approved by the membership.

Following the Treasurer’s Report Tom Stangl mentioned that there will be NO FISHING CLUB BOARD MEETING OR GENERAL MEMBERSHIP MEETING IN FEBRUARY due to much of the leadership and membership being unavailable. Tom continued with an overview of the 2017 club activities which included: - January – Snow Golf, “Sink the Tree” contest and Ice Skating behind the Hatchery.

- March – Construction of lake structure begins; Hatchery operations begin for Spring Walleye hatch.

- April – Hatchery Open House on the 8th and 22nd. Goose egg oiling begins.

- May – Submerge constructed lake structure and donated Christmas trees. Goose egg oiling continues.

- June – Kids Fishing Derby 6/16 - August – Couples Fishing Tournament 8/6. Fishing Club Golf outing 8/25.

- October – Spillway Rescue plus Fawn Pond draining / Walleye transfer to Lake Carroll.

- November – Pig Roast / Bonfire and Giving Tree setup in the Clubhouse.

- December – Christmas Party 12/8.

Tom completed his talk by referencing the three tables located in the next room containing excess Christmas decorations and a few miscellaneous items. All items were free for the taking. Many items found their way to a new home.

Mike Siciliano wrapped-up the evening’s festivities with a note about Snow Golf, which is tentatively planned for January 14th but could be rescheduled to the 21st depending on snow availability. He also provided the rules for the “Sink the Tree” contest. The rules are simple, pick a date with am or pm noted, one date is allowed per person, your selected date will cost $2, a gift card will be given to the winner. Mike continued by saying a movie (Blues Brothers) would be shown at the end of the meeting. He concluded the evening’s activities with the Gift Card raffle which was won by Rosanne Anzalone and JoAnn Gariff. Congratulations to both winners. The meeting ended @ 7:37pm with a motion by Clarence Grant and seconded by Lisa McQuilkin.

Annual When Will the Tree Sink Contest Once again the LC Fishing Club is holding their “Sink the Tree” contest. On January10th, members of the Fishing Club placed a Christmas tree in a cinder block on the ice at the West Marina for the annual tree sinking prediction contest. Anyone can participate in the contest by making a guess as to when the tree will fall through the ice. All you need to do is pick a date and pick whether it will be a.m. or p.m.

The cost is $2.00 per entry, with only one guess for each person entering. The total amount collected will be given out to the winner (or split among winners if multiple people pick the same date). Prizes will be in the form of gift cards. Fishing Club Board Members, along with Mike Siciliano, will be logging entries into a notebook at the Hatchery. You can find someone at the Hatchery most mornings during the week, so stop by and make your entry. Or contact one of the FC Board Members listed below and make your entry through them. All entries must be made by February 15, 2018.

Lake & Natural Resources What an exciting and busy winter it has been for the Lake.

While the lake itself is frozen now, our actions to help prepare it for the upcoming year are anything but! As you’ll soon seen, 2018 is set up to be a busy year for us between utilizing new equipment purchases and implementing the projects put in place with the LIP program. Some of these projects will be complete, or nearly complete before our members begin to enjoy the summer season at Lake Carroll. But some of these projects will be happening during the summer as well.

Joe Rush With some of this work being done during the busier season Lake Manager at Lake Carroll, we ask that our members be patient and work with us this summer as we work to complete these tasks. Some of the projects that are set for this summer are the dredging program for East Marina, South Bay, and 3-tubes. We will also take delivery of our aquatic plant harvesting equipment and our new aquatic plant spray boat in the spring. This new equipment will help us to better manage the aquatic plant community at Lake Carroll.

Over the past four months we have been able to get the majority of the projects started that are outlined on the LIP program. In an effort to keep our members up to date on the progress of the projects, the LIP advisory committee will develop a notification for the membership with an outline of the budget and what stage we are at regarding individual projects. This notification will have the overall budget for each project phase as well as where we are in the process and final budgets as projects are completed. The following is an example: - Project: Aquatic plant harvesting equipment purchase - Budget: $550,000 - Phase: Completed bid requests, selected a manufacture, and equipment is in production with estimated delivery date in April 2018.

- Actual Costs: $421,300 By outlining these projects and their progress, we will keep our membership informed with how these funds are being spent. To date, many of our projects have come in under budget, and we will be using these surplus funds to do even MORE work for the lake that was outlined under the LIP program. For example, one of our projects outlined is to survey, design, and create bid documents for implementation of projects to reduce nutrients and sediment from entering the lake. If surplus funds are available, we can utilize those funds to implement designs provided by the engineers. This would further reduced nutrients and sediment from entering the lake.

Another example would be surplus funds for the dredging program. With current projections based on bids provided by contractors, we anticipate the dredging of the 3 main coves to come in under budget as well. These surplus funds could be used to dredge those 9 coves that have the greatest sedimentation.

Again, please stay tuned for future updates on the projects and budgets. One of the best ways to stay informed is to be sure you are enrolled in our e-blast and texting programs. These updates are sent out more often than the newspaper and can provide you with current updates as they occur. Either call the administration office or check the Lake Carroll website (www.golakecarroll.com) for instructions on enrollment for these notifications.

Lake Safety and Environmental Issues

The Ad hoc Subcommittee on Lake Safety and Environmental Issues has been meeting to review concerns around large waves or wakes that are produced at Lake Carroll. This was announced in the January newspaper. See page 5B. There have been complaints about water safety, waterfront erosion and dock and lift damage. One of the culprits is when a boat plows water for longer periods of time. Any boat can plow water when it is going slowly trying to get on plane. The keel of the boat will effectively push large amounts of water with its back end pushed lower into the water. This produces large rolling waves or wakes that can travel further in the lake. In addition, one of the newest and hottest water sport is called wake surfing. This is done when a swimmer will be on a small surf board riding the wake directly behind the boat at about 8-10mph. The boat travels slowly and in some boats will take in water in stern ballasts to lower the boat even further to create a large waves or wakes directly behind the boat that the person can surf on and follow the boat with or without a rope. As much fun as that activity maybe for the rider those same large wakes can be dangerous to those on their docks, kayakers/ paddleboards, floating docks or other boats that are at no wake speeds.

Lake Carroll News, February 2018 Winter is upon us, short days, long nights, snow and cold temperatures. If you’re not a snowbird enjoying the warm weather, or an ice fishing person who likes the cold, it’s the perfect time to prepare for summer fishing and fun at Lake Carroll. Now is a good time to sharpen fish hooks, change your fishing line, grease fishing reels, visit sport shows for tackle and vacations, or better yet book a trip‌. or‌.mark your calendar for a year full of Fishing Club activities.

This year begins with a new activity everyone can enjoy, Ice Skating. The Fishing Club flooded the pond behind the Hatchery, removed the standing brush, placed cones to identify a skating zone, plowed the snow and measured the thickness of the ice. It’s currently over 12 inches thick.

Several chairs were placed on the ice for rest or to change your skates. Since this pond is unsupervised, skating is at your own risk. However, if someone is at the Hatchery, feel free to come in and warm-up. There might even be some hot coffee. (See photos) The next club activity is Snow Golf. A tentative date of January 14 was planned; however, Mother Nature did not cooperate. 50-degree temps and no snow make for a difficult snow golf outing. The event will be rescheduled to a later date in January or February, watch for email blasts.

The final winter activity is now underway, it’s the annual “Sink the Tree� Contest. Every year the club places a Christmas Tree on the lake by the West Marina. The tree is visible from the road, the marina parking lot and the security camera. For those not aware of this contest, here’s how it works. Use all your expertise, weather forecasting ability and intuition to predict when the tree will fall through the ice. The rules are simple, contact Mike Siciliano with your prediction. Select a date and time, only AM or PM is needed. One $2 entry is allowed per person and your prediction must be received by February 15th. The winning prediction wins a Gift Card. Test your skill, give Mike a call at 815-493-6148 and watch for the tree to drop.

The Fishing Club sponsors many other events, mark your calendar for these activities. As a note, some activities have confirmed dates, times and places, others are TBD. As the TBD’s are finalized, news article updates or an email blast will provide more details.

The Spring walleye hatch program will begin around the end of March. The release and monitoring of Fry in both ponds could last well into Spring. The Spring Walleye catch process along with both Fry monitoring programs are labor intensive and require volunteers. Please consider volunteering, you do not need to be a club member to volunteer and your help will be greatly appreciated. As a final note, the Fishing Club holds Board meetings on the 1st Wednesday of each month. The General Membership and Potluck meetings are on the 2nd Wednesday of each month. Guests are welcomed at all meetings. So, mark your calendars and join us for a year of fun and entertaining activities.

RECIPE CORNER

Try these simple to make treats, they are so delicious!

PARMESAN BISCUITS

2 eggs ½ cup water ¼ cup butter ½ cup flour

¼ teaspoon garlic powder ½ cup parmesan cheese 1 tablespoon basil

1. Heat oven to 400 degrees.

2. Place water and butter in saucepan. Cook over medium heat 6-8 minutes or until mixture comes to a full boil.

3. Reduce heat to low: stir in flour and garlic vigorously until mixture leaves sides of pan and forms a ball.

4. Remove from heat. Add one egg at a time, beating well after each addition, until mixture is smooth.

5. Stir in cheese and basil.

6. Immediately drop by rounded teaspoon full onto greased cookie sheet.

Once again “Removable Window Cling” style guest (vehicle) passes will be issued in 2018. Please mark the appropriate space on the back of your information sheet if you will need these. Saturday, April 21, 2018 is the date. The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2018.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb.

These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on.

This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).

Can Foods Safely this Summer with Free Test from Extension

To ensure safety in the home canning process, pressure canner lid gauges should be tested annually. University of Illinois Extension would like to help you be safe by providing free gauge tests at your local Extension office.

Over time, a dial gauge’s calibration can become inaccurate. If the pressure is lower than recommended, the internal temperature of the food will not be high enough to kill harmful bacteria. At your convenience, drop off your lid or lids at your local Extension office. Once the lids are checked, you will be contacted for pickup.

WRITING SERIES FOCUSES ON LIFE STORY-THOMSON

Do you have treasured memories from your past you’d like to record? Have you written down the special moments of your life to share with your family? The University of Illinois Extension is pleased to offer the “Share Your Life Story” writing series on Fridays, beginning on February 23rd at 10 a.m. in Thomson. This writing series for all abilities will explore how to get started in sharing your life story and will include writing sessions and activities.

Previous writing experience is not required.

University of Illinois Extension offers programs create learning partnerships that put knowledge to work and aim to make life better, healthier, safer, and more profitable for individuals and their communities. Recording your life story, treasured memories, and special moments leaves a legacy for generations to come.

Make a resolution for 2018 to keep your brain fit and healthy! Current research indicates that challenging the brain is one of several things you can do to contribute to your own brain health as you age. Challenging activities is one way to train your brain and keep your wits fit!

The University of Illinois Extension offers monthly Wits Fitness Brain Exercises Classes on the first Thursday of every month in Mt. Carroll. Join Extension Educator Karla Belzer as she leads participants through interactive activities designed to exercise the brain to maintain and enhance cognitive function and memory. The monthly class will be held from 1:30 p.m. to 3:00 p.m. at the Mt. Carroll Public Library, 208 North Main Street, Mt. Carroll. Class dates for 2018 are: March 1, April 5, May 3, June 7, August 2, September 6, October 4, November 1, and December 6. There will not be class in the month of July.

Each monthly class is free and open to the public! Registration is not required, but appreciated. Participants are welcome to join the class at any time. JOIN OUR MASTER NATURALIST GROUP

The Carroll-Lee-Whiteside Extension Unit is pleased to announce that the Master Naturalist training will be starting again on March 20. This program will offer interested participants training by local and regional natural resource instructors and train individuals about the natural communities found in Northern Illinois. Training will take place twice a week for 6 weeks on Tuesday’s and Thursday’s from 5-9pm and two Saturday’s. Trainings are held at different locations throughout Whiteside, Lee and Carroll counties. Once training is completed, participants are expected to complete a volunteer service project to become a certified Master Naturalist. Once certified, the Master Naturalists are expected to annually conduct some level of volunteer stewardship and continuing training to maintain their certification.

The curriculum will cover topics ranging from environmental ethics to understanding the natural world. The course will also teach people about the natural communities ranging from prairies to wetlands. Also covered will be botany, entomology, soils, weather and climate and volunteer service projects opportunities.

The cost for the Master Naturalist training is $250 and includes a state manual. Space is limited and will be based upon paid participants on a first come first serve basis.

There are many reasons, scientific and unknown, why we are seeing the occasional large mammal in Illinois. The black bear, timber wolf and cougar have all made cameo appearance in recent months and have been doing so for more than a decade. We need to remember, before we settled the area in the early 1800’s these animals lived here. Our cultural advancements and changes have escorted these wildlife species away from what used to be their native habitat.

Extension Energy and Environmental Stewardship Educator; Peggy Dotty, clarifies these animals aren’t planning a covert return and takeover of our communities. They are simply trying to adjust to changes in their current environments, which can send them our direction.

In celebration of World Wildlife “Big Cats” Day, Peggy Dotty will discuss the animals themselves and the behaviors that may be playing a part in their attempts to return. HERITAGE ARTS MAKE AND TAKE WORKSHOP FOR ALL AGESFREEPORT Heritage Arts Make and Take Workshop is an event sponsored by University of Illinois Extension and the Home Community Education Associations of Carroll, Jo Daviess, Stephenson and Lee Counties. This workshop promotes the continuation of skills and arts once passed down from generation to generation. This workshop will take place at Stephenson County Farm Bureau in Freeport on Saturday, March 24th from 9am-1:30pm.

Participants will enjoy a keynote speaker, make and take two sessions and a delicious lunch.

Session topics include making memory wire bracelets, potpourri, milkweed angels, string art, burlap wreath, yo-yo tote bags, spoon art and mug meals. The workshop is a fun day for all ages.
