LCA Board approved trial basis road usage rules 5/19/2017
1. Hours of Operation 06:00am to 10:00pm 2. Only vehicles with Headlights and Taillights can be used after sunset 3. Vehicles must have a side and/or rear view mirror 4. All operators are required to wear D.O.T. approved helmets and eye protection 5. All vehicles must use a Safety flag (Red or Orange) that projects to a minimum of seven (7) feet above the ground surface. 6. All vehicles must have section and lot number affixed to vehicle, minimum size of numbers is 2 inches. 7. All vehicles must have LCA Decal 8. Vehicles equipped with Seat Belts must be worn 9. Modification to Exhaust systems for the purpose of increasing noise is prohibited 10. The manufactures suggested number of persons per vehicle will be followed within Lake Carroll 11. Operator must be a Licensed Driver 12. Operator must be a Member of the LCA (Guests are not allowed to operate ATV/UTV on LCA roads) 13. Vehicles operating on LCA roadways shall be governed by the Lake Carroll Rules of the Road that include speed limit, signage and direction of travel

Two (2) person maximum per golf cart; unless golf cart has rear seat, then maximum number is 5 persons 9. Operator must be a Licensed Driver 10. Operator must be a Member of the LCA (Guests are not allowed to operate golf carts on LCA roads) 11. Vehicles operating on LCA roadways shall be governed by the Lake Carroll Rules of the Road that include speed limit, signage and direction of travel 12. Golf carts must yield right of way to licensed motor vehicles and ATV’s / UTV’s
ADDITIONAL NOTES:
*Golf Carts are prohibited from using trail system **Rules and Regulations regarding trail system have not changed ***ATV’s / UTV’s / Golf Carts are prohibited from travelling on any County or State roadways including Zier Rd., Peace and Quiet Rd., and Payne Rd. per the Carroll County Sherriff. ****Reiterating: Guests are not allowed to drive ATV’s / UTV’s or Golf Carts on LCA Roadways under this trial period for purposes other than from your home to the trail system. Traffic hand signals required to be used by drivers of ATV’s, UTV’s, and Golf Carts not equipped with turn signals/taillights:
New Road Usage for ATV’s, UTV’s, and Golf Carts
Beginning June 1, 2017 through September 30, 2017 LCA will experiment with the trial period of the use of ATVs, UTVs, and golf carts on LC roads. The membership has been given a chance to participate in the framework to build another great amenity for the residents of LC. However, we, the membership, must be extremely diligent to protect this privilege by using these vehicles in a responsible way. At my work we have a motto, “Be your brother’s keeper,” the same could be said for LC members using UTVs/ATVs/golf carts on the roads. The bad actions of one can ruin the whole program for all. We must be willing to police ourselves, and not tolerate reckless action, because if the trial period fails, odds are this program will never come back. The Board has approved the trial period rules, and these rules must be followed, or the privilege of road use Kevin Oscarson will be revoked. The rules will be listed in the LC paper, sent in an eblast, and available in the Admin Office. Board Member There are 5 rules that I believe need special consideration. 1. Only LC property owners or immediate family who are licensed drivers can drive these vehicles on the LC roads. Absolutely no guests can drive them on the roads unless they are driving directly to the nearest trail entrance. 2. ATV and UTV drivers must wear a DOT approved helmet while on LC roads. 3. All ATVs, UTVs, and golf carts cannot modify the exhaust systems to increase noise. Noise has been the biggest concern residents have expressed to me. 4. If a vehicle is equipped with seat belts, they must be worn. 5. All LC rules of the road must be followed, ie speed limits, signage and direction of travel. 6. There are two holiday block-out dates: July 1-5 & September 1-4. Through the coming months there might be additional rules added as we learn how these vehicles affect LC. It is the responsibility of the driver to keep up on the rules as this program evolves. Let’s have fun out there, but be safe, watch ourselves, our neighbors, and create a new LC amenity.
