2018 L.I.P.

For the past year the Lake Committee has put together a plan to address our lake concerns ending in what we call the “Lake Improvement Project” or “L.I.P.” With this program we looked into the current needs, as well as the overall future health and maintenance of our lake. By having special funding for this project, it will reduce the burden on the fixed asset budget from the lake requests and allow those funds to be available to other amenities in 2018 and 2019.

There are membership meetings scheduled on July 22nd at 9:00am and on July 29th at 2:00pm to present this program. Both meetings will be held in the Clubhouse lower level. A special membership vote will take place on Saturday, August 26, 2017. The Admin Office will mail out a packet mid-July, which will contain important information and voting/proxy card instructions. If you have questions, you can email them to LIP@golakecarroll.com.

The L.I.P. will be a separately funded initiative. It will not be funded from the annual Fixed Asset Budget (FAB). This will free-up much needed funds from the FAB that can be used for other amenities and projects. Without the L.I.P. budget, these maintenance and improvement projects could take a decade or better to complete.

LCA Lake Manager, Joe Rush, has asked for Members to submit photos of their LC fishing catches. It doesn’t matter if the catch is big or small, he enjoys seeing them all. Once in a while we are reminded that there are some pretty big fish in our lake. Alekka Coniaris (25-63) shared this photo of her husband, Tony, with his “Catch of the Day!” Tony caught this Muskie on May 22, 2017.

The fish was just under 50” and weighed about 35 lbs. It was an exciting catch (and release)!!

INTERESTED IN RUNNING FOR THE LCA BOARD? There are 3 positions open on the Board this year. If you are interested in running, petition information and forms will be available at the LCA Office as of Tuesday, August 1, 2017.

Candidate Petitions must be turned into the Admin Office by Thursday, August 31, 2017. Ballot name order is determined by the order in which Petitions are time stamped.

FOR UNIMPROVED LOTS #2 JUL 28-AUG 6 ~ If you mow your lot yourself, you must report your mowing by noon on May 8th for #1 and August 7th for #2. ~ If you hire a contract mower, they will report your mowed lot for you.

Catch of the Day

Associates Memberships Did you know that there is a way for a family to become a Lake Carroll Member and enjoy all of the amenities without owning their own lot?

Well there is, but the opportunity is limited to a very special and very select group. If you Mike Schmieder General Manager didn’t know, I am very happy to inform you that LCA offers a Membership classification for immediate family Members of Lake Carroll Property Owners. It’s called an Associate Membership and allows a family (of a Member) to enter into a contractual agreement with the Association for the use of all amenities without purchasing and owning a lot. The Associate Member must be an immediate family member of a property owner (parents, siblings, and children of the primary member(s) listed on the deed) and would be required to pay a full set of dues like all other Members. In return, they will enjoy all that Lake Carroll has to offer not as a guest, but as a Member.

Associate Members may not serve as Board or Committee Members and do not have voting rights since they do not own property. They do, however, get all the fun without having to mow the lot or pay the property taxes.

If you have adult children, or a brother, sister or parent who may be interested in an Associate Membership here at Lake Carroll, please encourage them to contact Missy at 815-4932552, ext 114 for more information. What a great way to introduce future Property Owners to Lake Carroll, increase dues revenues, and hopefully decrease assessments for current Members.

RULES & REGULATIONS The current copy of the Rules & Regulations is available at the Front Desk or may be accessed through the official LCA website: www.golakecarroll.com. Click on Resources>Document Library>Membership-General Info> or Resources>Governing Documents>TITLE V. At this point you may view Association Rules & Regulations., A&E Building Regulations and other membership documents are also available. If you have questions, please call the Office.

ASSOCIATION DUES All Association dues, assessments and fees must be current to be eligible to use the Lake Carroll amenities. Photo ID Membership cards must be presented at the Golf Course, Swimming Pool, Campground, Ski Hill, etc.

If you are paying your Association dues on a quarterly basis, the 1st & 2nd installments must be paid to use the amenities. Third Quarter Payments will be due

by July 31, 2017. Quarterly bills were sent out the last week of June. Bills for the May 2017 mowing will also be sent during this time period. They will also be due on July 31, 2017.

INFORMATION SHEETS New owner packets are sent to our new property owners upon receipt of a copy of the recorded deed, which should be accompanied by the transfer fees (seller is responsible for $150 & the fixed asset reserve fee of $450 is to be paid by the purchaser) and any other outstanding dues or fees. A 2017 Information Sheet is included with this mailing. This form must be completed and returned to the Association Office. Photos are needed for the Amenity photo ID cards. Decals and guest passes will be processed when we have your information. All vehicles belonging to the property owner and used at Lake Carroll must have a current Association decal displayed. Also, be sure to provide the required registrations and proof of insurance on vehicles, watercraft, ATV’s, golf carts and snowmobiles Members in good standing are the only persons eligible for registration privileges.

HOMEOWNER ADDRESSES As we have previously stated, PLEASE inform the Association Office at 815-4932552 ext 114 as soon as you become a full-time resident so we may update our address & phone information. All lot owners are requested to forward all contact information (addresses, email addresses or phone numbers). Your cooperation is appreciated.

PHOTO ID MEMBERSHIP CARDS Thanks to all owners who have already had their pictures taken for the Lake Carroll membership cards. Please take the time to stop by the office this summer and have this done. It only takes a small amount of time.

Please remember, photos for ID’s must be a clear head and shoulder shot with the subject facing the camera and full head features (face and hair) are visible. No hats or sunglasses accepted. We will not accept scans or copies of other ID’s that contain holograms.

The Front Desk is available to take your picture(s) Monday through Saturday between the hours of 9:00AM & 3:00 PM. MARINA CONCESSION INVOICING PROCEDURES These procedures are included in the 2017 Rules & Regulations booklet. A current Visa/MasterCard/American Express form must be on file at the Association Office authorizing the use of your card for marina concession purchases. Payments of Marina concession invoices are due within 15 days of purchase. Bills will not be sent.

If no payment is received at the Association Office within the 15-day timeframe, the amount due will be processed with the Visa/Master Card information on file.

If no payment is made within the 15-day timeframe and there is NO Visa/ MasterCard/American Express on file, the Association may curtail your privilege of utilizing this method of payment at the Marina. Questions regarding this procedure may be directed to the Front Desk, 815-493-2552 ext 110.

You may also pay for your marina concession purchases at the time of sale with cash, check, or you may use your Visa, Master or American Express cards.

BOATER REGISTRATION CARDS There are approximately 348 registered watercraft at Lake Carroll that have a 6/30/2017 expiration date with the IDNR. The Department of Natural Resources DOES NOT send out watercraft renewal notices. It is your responsibility to make sure your watercraft registration is current. Please refer to our website www. golakecarroll.com >Amenities>Lake & Natural Resources> Watercraft Registration Online Renewal System to link to the IDNR to register online. When you receive your new state of IL logo, you will also receive your new Watercraft Registration card which will have a new expiration date of 6/30/2020. This card is approximately 3”x 5”. The Association Office must have a copy of this card on file. Please take the time to bring it to the office (we will copy it) or email a copy to us so we may update your records (be sure it is clearly legible). You will not receive your watercraft decal next year until we have a copy. Provide it now before you file it away & forget where you put it.

There are approximately 59 additional registered watercraft that have applied for, or a few cases reapplied for, registration with the State of IL. We have your applications for registration on file. You should have sent these into the State with the proper paperwork & monies. The State will then send you your current watercraft decal and registration card (approximately 3” x 5”). The Association will require a copy of this card when you receive it. Future decals will not be issued until we have a current card on file.

Insurance information needs to be updated each year – when you receive your notice from your agent – send us a copy of the new policy for the upcoming year. We thank you for your cooperation.

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

EDITORIAL & PHOTO GUIDELINES It is each organizations responsibility to publicize and cover their events for the Lake Carroll News. If you need assistance, please contact the office.

When fishing off the docks at the East and West Marinas, please be considerate of other people who are not fishing, give them room to get where they are going. Try not to leave to much equipment lying on the docks. I frequently receive complaints from boat owners at the marinas stating disregarded line, lures, and hooks being left on buoy ropes or boat covers. This is not only inconsiderate, but dangerous to the boat owner. When fishing from the docks, you cannot fish from a boat moored at the marinas unless you own the boat; this will be considered trespassing.

Memorial Day Weekend went well from a Security standpoint. The Security Department with only received 4 complaints. No accidents were reported on the trail. An incident was reported at the West Marina. A subject trying to dock his boat collided with the boat moored next to him causing minor damage; a report was filed. During Memorial Day weekend the Security Department issued 7 citations and 23 written and verbal warnings; checked 36 fishing licenses and creel limits; checked 1,226 vehicles at the gate, marinas and pool; checked 87 ATV’s; and assisted 6 boats.

As most of you are aware, the LCA Board of Directors approved a trial period for ATV / UTV and Golf Cart usage on the Lake Carroll roadways. Please be more aware of your surroundings as usage of the roadways will increase. Please inform your guests of the increased roadway traffic. The temporary “Rules for Trial Roadway Usage for ATV’s/UTV’s & Golf Carts” are posted at www.golakecarroll.com under News. Please take a couple minutes to familiarize yourself with them. Not knowing the rules is not an excuse.

When using the marinas during the summer months, please consider carpooling on the weekends. At times space can be limited at the marinas due to the amount of people enjoying our lake.

The boat patrol officers, have asked me to continue to clarify the State of Illinois regulation of the use of an orange flag while towing a skier or tuber. This flag should only be flown when your watercraft is towing a skier or tube. This flag is not meant to be flown at all times, only when towing a skier or tuber. The flag does not need to be flown when the watercraft is anchored. When the flag is flown at all times it defeats the purpose of utilizing the flag in the first place.

With the summer season upon us, it is that time of year when bikers, joggers, and walkers return to the Lake Carroll roadways. Please remain aware that these pedestrians will be sharing the roadways. For those of you who do bike, walk, or jog wearing a safety vest is recommended. These vests vastly increase your visibility to motorist. Safety vests can be purchased at the LCA Admin Office or any big box store.

I would like to wish all the property owners and their guests a safe and enjoyable summer season and DON’T’ FORGET YIELD TO YELLOW!!!

DID YOU KNOW fireworks are ILLEGAL at Lake Carroll? There are property owners, veterans, and pet owners who do not enjoy fireworks. If you choose to light fireworks; you will be issued a citation.

DID YOU KNOW on January 1, 2016 the State of Illinois implemented a new law stating any operator of a watercraft born on or after January 1, 1998 must have a valid Boating Safety Certificate issued by the Department of Natural Resource. In other words if you have turned 18 after January 1, 1998 you must have a valid Boating Safety certificate to operate a watercraft in the State of Illinois or when your 12 year old child or grandchild turns 18 they will need the Boating Safety certificate. This is a State law and is enforced at Lake Carroll.

All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Neighborhood Watch

By Mike Siciliano, NW Coordinator Recently I have been going through the NW list and I was shocked to see that close to 70% of families that were on the list have either moved closer to their kids, passed away, or just are not able to do much anymore. What I am planning to do to help revitalize the NW and help Security is to ask people who are willing to be on an “Emergency Volunteer Call List” to send me their contact number (cell phone # is preferable, home number will do). Both Security and I will have the list. This list will be used in case of emergency situations that may occur at Lake Carroll such as flooding, severe weather damage, a child or senior lost...any time Security needs a little extra help.

In the past the NW has helped with traffic control for various events such as the garage sales and 5K runs, etc. We will still be doing that, but those events are not considered an emergency. I will be calling those people who let me know they are willing to volunteer for those types of special events; separate from the “Emergency” list. If anyone wants to volunteer for our NW, please let me know. I will provide a magnetic sign for your car while driving around our LC roads to identify you as a “Neighborhood Watch” participant. By now most of you have heard or read all that has been out regarding the 4-month trial period allowing ATV, UTV, and golf carts to use our LC roadways. With this trial allowance/privilege, also comes a responsibility and use of common sense. The later unfortunately no rules and regs can cover. I have heard many opinions both pro and con regarding this trial period and the mentioned vehicles. There have been many attempts to allow the recreation vehicles on our roadways that were voted down. There will always be property owner’s that don’t care what their kids or guests do regarding our rules and regs.

If people want to have this privilege be more than a “trial basis,” everyone has to monitor this process and the behavior of riders. We made it mandatory for these vehicles to have their lot and section numbers, at least 2” high, displayed and visible to whomever they pass. So if you observe someone acting a fool, let security know. After all, they will ruin it for everyone.

SCAM ALERT Members of our community have received robo calls claiming to be from the IRS stating there’s an active arrest warrant. They give a phone number...DO NOT CALL THEM BACK! The IRS will NOT call you; they only communicate with you via USPS. F.Y.I: A subject we discussed at our last Safety Committee meeting...Please make your gas knobs on you stoves are completely turned off when you leave your house or camper. Leaking gas or propane is nothing less than a disaster waiting to happen.

By Matt Ripplinger a member of the Safety Committee and US Coast Guard Auxiliary July’s article is a must read if you are going to own and operate a boat on our lake, or be a passenger in a boat on Lake Carroll.

Don’t overload your boat, know the capacity. Make sure you have lifejackets for every person in the boat, and make sure they are the appropriate size for each person. Children MUST be wearing their lifejackets; it’s a State law.

If you are pulling a skier or tuber, it’s a good idea to have either your spotter, or someone else on the boat, preferably a good swimmer wearing a life jacket and ready to jump in the water at a moment’s notice. What if injury would occur to the person you are pulling? Are you ready to immediately have a person or two jump in the water and save their life? Many people don’t think of that.

Everyone is using the required orange safety flags, and that’s great. One flag up if you’re pulling someone behind your boat and two flags up when that person has fallen into the water.

Now when you’re following someone pulling a skier or tuber, do not follow very closely, nor follow directly behind them. If they should fall in the water, you may not notice them quickly enough and could cause some serious injury.

If you have a jet ski and you are allowing a visitor to ride it, please give them the proper instructions on our lake safety rules such as our no wake zone’s, speed limit, and our counter clockwise direction of travel rule.

If you are out for a leisurely ride, as most people are, please be very aware of people pulling tubers or skiers and jet skis. All these crafts may be making sudden and unexpected turns in front of you; NEVER follow too closely.

After you’ve had your fun let’s talk about taking the boat out of the water. Many people have a real problem with this. First of all have all your passengers get out of your boat before you try and put it on the trailer. This will make the boat lighter and easier to slide onto the trailer. For the person standing in the water hooking the winch strap onto the front of the boat, please be aware that the take out areas can become very slippery. You don’t want to slip and slide down underneath the trailer.

What if you’re just pulling back into your boat slip and it is very windy ...what do you do?

Try to go into the wind when you’re pulling into your slip. That might mean pulling in to the marina area and going past your parking area, only to turn around facing the wind and then pull into your slip. Keep the wind blowing in your face and you will have better control. When the wind blows against your back, the wind has more control over your boat. Once you’re pulling in, it seems that half the people want to help you get the boat docked, and the other half stand up and scurry around to find shoes and whatever else they brought with them, preparing to exit the boat. This causes confusion and the captain of the boat cannot see where they are going. Best to ask everyone to remain seated, and have one person stand up and either throw a rope to the people on the dock to help you, or grab one of the poles to pull the boat close enough to the dock to tie up. Whatever you do, please do not sit on the very front bow of the boat or stand on the front swinging a docking pole around trying to hook onto something. You are destined to fall in the water right in front of the boat, or worse yet between the boat and the pier = Instant Disaster.

In closing, have respect for the boat owner. Don’t just exit the boat and run for your car. Stop and ask if you can help cover the boat or carry anything to the car or house? You might ask the captain if he or she would like some help snapping the cover back onto the boat. It’s much easier with another pair of hands to help you.

Boat registration stickers from the State expire on June 30th. Your sticker is good for three (3) years. Have you looked at yours? Be sure to renew it in time that you don’t have a lapse in your registration. Also, be sure to provide a copy, or stop by the office, so they can update their files.

Please be careful if you’re drinking alcoholic beverages and boating. Hot sun and alcohol can be a deadly combination. Just so you know, occasionally the Illinois Department of Natural Resources (IDNR) patrols Lake Carroll. They have the authority to arrest for DUI. Let’s all have a fun boating season, and let’s all stay safe!

VOLUNTEERING IS FUN On June 13th, five members of the Recreation Committee and two extra volunteers showed up at the Lodge to stain the deck. (See photos below) It was a nice balmy spring day of about 90 degrees. We stained, we laughed and we sweated. It was great fun. One week later, we came back and gave it a second coat. It was much cooler and we had even more fun. The whole idea of working together for the good of all is what Clarence Grant Board President volunteering is all about. One of the noncommittee members who volunteered was a professional painter most of his adult life. So he volunteered to lend us his expertise. The first day, he told me he had mentioned to one of his neighbors that he was helping with the staining and his neighbor asked, “Why? That’s the Association’s problem”. Thankfully, my friend and I both believe that we, the Members are “the association.”

We also don’t believe that we should wait for someone else to do the work. Were we going to get anything personally out of staining the deck? No, but the deck looks nice, and that is all we wanted. The Association bought the stain and we put in the labor. We had the fun and everyone gets to enjoy the deck.

This same attitude has been displayed several times here at Lake Carroll and I am sure not just to me alone. For those of us who do volunteer, I guess it was the way we were raised. When your neighbor needs help, you help them. No questions asked. Many of my friends can tell you, when I hear them say they have a particular work project, I say, “Need some help?” I truly believe that living at Lake Carroll is a blessing and I sure don’t want to waste any blessings.

On a different subject, I received a phone call from a Member on the lake who had their dock area sprayed for weeds in a special program developed by Joe Rush, our Lake Manager. He came out to the lake on Friday, June 16th and went down to his dock. He immediately called

me and in his words said, “I was shocked, my dock has never looked so clean.” I was shocked because I never get calls telling me about the good experiences our members have. Joe Rush did a great job putting this program together. The plan is to have another spraying in late August or early September IF NEEDED. This program is strictly voluntary. So if you missed the first one you can get in on the second, if you wish to.

Sometime in July, the date to be determined yet, we will be having a member information meeting explaining the Lake Improvement Project (LIP). The member meeting and vote will be held on August 26, 2017. We need to know the results prior to the budget meetings so the Steering and Finance Committees and the Board of Directors know how to budget for next year. Many issues will be coming up at this year’s Annual Members Meeting, so we felt it important to keep the L.I.P. separate from the Annual Meeting.

I hope all of you who are using your golf carts or ATV’s or UTV’s are enjoying the experience and are being safe on the roads. I also hope all members on the roads are being careful and staying alert on the roads. I did hear this week that Mt Carroll is now allowing ATV’s on their city streets as well as Forreston is allowing golf carts on their city streets. So we all need to stay alert no matter where we drive.

On Saturday June 17, the Recreation Committee held the Kick off to Summer. In the celebration the first annual Board of Directors watermelon eating contest was held. Barb Anderson, Sue Massey, Dave Pacione, Kevin Oscarson and myself competed in a seven minute contest to see who could eat the most watermelon in that seven minutes. Dave and Kevin tied for the most eaten. We all had fun and many were there to witness the event.

On Sunday morning, we attended services at The Church on the Lake. Services are held each Sunday morning at 8:30 in the pavilion at the East Marina. There were many people there that I knew and it was a very good time. The point to all of this is that there is so much to do at Lake Carroll. Join in. The Recreation Committee took on the staining of the Lodge deck as a service project. The project was headed up by Mo Unser, working with Don Aleksy, Bob Schmidt, Char Messmore, Tom Wienecke, Fred Shields and Sue Gribble. THEY ALL FOUGHT THE GNATS TO GET THE JOB DONE. General Manager - Monthly Board Report (BOD) - June 23, 2017 Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the May 19, 2017 BOD Meeting. a. The Board asked for Joe Rush to develop a Goose Hunting Program which would be carried out during the first two months of September.

The Goose Management program appears on this month’s agenda as well as suspension of the rule regarding the discharge of firearms. b. As suggested by the Board, I have forwarded the Board Liaison Policy to the By-Laws Committee so that it could be included in the By-Laws Orientation Presentation conducted annually by the By-Laws Committee. c. As suggested by the Board at the May meeting, a brief synopsis of the actions taken at the May Board meeting was provided to the Membership in the following week’s e-blast.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. b. The “optional” weed treatment was conducted on June 7, 2017 and 185 Lakefront Property Owners participated. I have received numerous positive comments regarding the results, particularly how the treatment has helped around the docks and boats as well as a few who felt that the treatment was not as beneficial as they thought it would be.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on May 10, 2017. Minutes from the meeting are attached to this report. b. The Sage Workplace Committee met on June 14, 2017. Matt Ripplinger attended as did new Maintenance Employee, Daniel Smunt. Dan is our new Mechanic and he also has landscaping background. We asked Dan to share his safety

related observations during his first 30 days here.

Minutes from this meeting are also attached to this report.

4. Sales of Lake Carroll Owned Lots: a. Inquiries for lots have increased slightly over the past 30 days. We sold our second lot of 2017 on June 10th. The lot sales summary is attached to this report.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2017 dues status report which is attached.

-DPE’s collected thru 6/19/2017 – 1,960.17 -DPE’s collected thru 6/19/2016 – 1,953.45 -Variance between 2016 & 2017 – 6.72 Ahead of Last Year -DPE’s budgeted for 2017 2,190.00 -DPE’s projected for 2017 2,190.00 b. Twenty three (23) resale transactions were entered in the database between 5-11-2017 – 0613-2017. Thirteen (13) lots with homes were sold, and Eight (8) vacant lots were sold, (1) of those lots was a Lake Carroll lot that was sold, and we added (1) new Co-Member along with (1) new Associate member. c. Through June 7, 2017, 599 Natural Gas Permit Fees have been deposited totaling $149,750.00.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for May, 2017 are almost complete and will be sent to the Board electronically prior to Friday’s meeting.

Hard copies will be made available at the meeting. The Board will be asked to approve these statements at this month’s meeting. ii. O’Conner & Brooks has completed the 2016 audit and the Audit Committee has reviewed it. The Audit, the comments / questions have been forwarded to the Auditor, and they have responded back. The Auditors responses to the Audit Committee questions have been forwarded to them. I have not had any feedback from that communication. I also met with the Audit Committee to go over the Management letter, and address some of the issues that are listed in

it. Some of them we can implement processes to improve, and we will. Others are just inherent to the fact that we have a small office, and there is not always a complete segregation of duties because of the lack of staff. The 2016 Annual Audit has been placed on the June agenda for Board Approval. iii. Lisa, Missy and I attended the Finance Committee Meeting on June 9, 2017. The two main topics discussed and voted on were an adjustment to how the Healthcare plan is administered and the funding of the Lake Improvement Program. Tow recommendations from the Finance Committee appear on the June Agenda for Board action. iv. Lisa has spent some time over the last 2 weeks “playing with numbers”. Our current method of financial reporting during the year is a modified cash basis. The iMIS system is a full cash accrual accounting system. We have had to make some reports so that Lisa can get the information “the old way” for now. The auditors want us to “reconcile” our financial statements to the AR subsidiary at least quarterly, not annually like we currently do. Well, to do this we are going to have to go to accrual accounting during the year on the financial statements…..this doesn’t currently work. Lisa is looking to create a report that she could present to the auditors that would show that the number on the financials for AR has been reconciled to the AR subsidiary. Lisa will keep us posted. v. We have started the process of switching 401K plans from Heartland Financial to Mass Mutual. There are mailings and documents that need to be completed, which Lisa is working on. vi. The Gaming Machines generated $4,167.75 in income for Lake Carroll during the month of May, 2017. The budgeted income for May was $2,500.00. See attached report. b. Human Resource: i. Seasonal hiring is winding down. Joyce has communicated frustration with the hiring this season. The combination of a new payroll system and seasonal hiring has her a bit overwhelmed because she has experienced difficulty with ADP. ii. At Director Grotto’s request, we have reviewed the “Authorization for release of

7. Safety & Security: a. As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. Deb continues to work with IMIS development and providing oversite to the staff as the transition continues.

9. Communications: a. Donna Beyer continues to work on communications, updating the Web-Site, creating E-Blasts and in-house printing and development.

10. Facilities Management: a. We spent several days in May and June making in-house road repairs to address potholes and cracking. We used over 5 tons of cold patch asphalt for the work. Don has asked all of his crew as well as Luke and the Security staff to keep a map in their cars and mark any areas of roadway which need attention, potholes, etc. b. Lyons Well and Pump has provided Lake Carroll with a bid to replace the ski hill pond pump and bowls at a cost $19,850.00. Larry Lyons has reported that the new pump is scheduled to be installed the week of June 19, 2017. I’d like to thank the Infrastructure Committee for their efforts and participation in this project. c. Mowing of the road easements and common areas remains in full swing. The John Deere Tractor as well as the Ford tractor are both being used to keep up with the heavy growth. d. Don and the Maintenance crew have worked very hard over the past 30 days cleaning out landscaping areas, trimming shrubs, removing dead trees and replacing mulch in the landscaped areas throughout the property. e. As this is Don Aleksy’s first Management report, I have included it for your review. Don has done a spectacular job during his for 7 weeks with Lake Carroll.

2”. 2” above normal pool level. b. We are working on the final presentation of the LIP (lake improvement projects) program, and we have presented the budget to the Finance committee for review and subsequent approval.

We will be placing a pull out in the upcoming newspaper as well as providing a presentation to the board at the June 23rd meeting. c. Chuck Skouby of Midwest Drilling Services has performed the piezometer evaluation and repairs as requested. The piezometer investigation and rehabilitation program was completed the week of June 5th. The work went much smoother than expected by the contractor. We are awaiting a final report from Drilling Services as well as a final invoice. However, the verbal report from the contractor was the piezometers do not need to be abandoned or replaced. The cleanings went well with a couple issues on 2 wells (we’ll see the report when it arrives), and they were able to complete the project in its entirety in less time than originally anticipated. d. We had a report of ‘swimmer’s itch’ in the 3-tubes area on June 13th. Joe’s experience indicated it was swimmer’s itch. Joe also reached out to the IEPA and the Illinois Department of Environmental Health to be as certain as possible. They assessed it as swimmer’s itch as well. To Joe’s knowledge, we have never had this condition at Lake Carroll. All indications are that it was swimmer’s itch and we provided a public announcement to the membership in the June 16 E-Blast to be aware of the concern as well information on the condition in an effort to educate our members. We have had no further reports from members as of yet. This condition is caused by a parasite using ducks and snails as hosts. The larvae searching for suitable mammal host can cause a bite like symptom with redness and swelling on swimmers. This is not contagious, but is uncomfortable for the person with the ‘itch’.

I’ve provided more info on a link to the Wisconsin DNR in the event someone reading this report would like further information. http://dnr.wi.gov/ lakes/swimmersitch/ e. I have attached Joe’s full report for your review.

Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

13. Golf Operations (Pro Shop): a. With fairly dry weather over the past several weeks, we have had heavy play on the course. 30 teams participated in the Memorial Day Scramble and the Saturday night “Night Golf” event was well attended. Over the years Jason has promoted this event which is the only way for a golf course to generate income after dark, using the course. b. We had two large outings over the past two weeks. They both went very well and well attended. The outings were the Rolling Hills and Pearl City Boosters fund raisers. Both outings included banquet dinners after the events. c. The Golf Course is open for play and is already in very good condition. If you haven’t visited the pro-shop yet this year, I urge you to do so. The shop is fully stocked with equipment and golf apparel for men and woman. Jason does an excellent job in this area and I am proud to tell you that our pro-shop is one of the finest you’ll find in the general area. Good job Jason! d. The Father’s Day Scramble was held on June 18th with 96 people participating. e. An American Flag was dedicated to honor our Veterans and is used to mark the pin placement on the 8th hole.

14. Golf Maintenance:

a. Extra watering has been necessary due to the lack of rain and hot temperatures over the past few weeks. b. Tim and his crew (with help from Denise Lahm) have worked to improve the landscaped area around the Clubhouse by trimming, eliminating unwanted vegetation, adding new plantings and flowers and adding new mulch.

15. Clubhouse Operations: a. Memorial Day weekend was very busy with sales for the weekend (Friday thru Monday) at $22,637. Sales for the same period in 2016 were $18,100. b. Approximately half of our Bartenders have completed the Basset training as required by the State of Illinois.

16. Recreation Complex Operations: a. Aquatic Complex: i. The Outdoor pool opened for 2017 season as scheduled for Memorial Day weekend- attendance averaged 275 people per day. ii. In early May, as we were preparing the outdoor pool for opening, a problem was detected with the outdoor pool heater. The pool heater was the original. A complete re-build would have cost as much as a new heater and we chose to replace the heater. The new heater was installed two weeks before Memorial Day weekend at a cost of approximately $9,200.00. iii. The new chairs and lounge chairs which were ordered in May were delivered to pool and are now in use. iv. The first Session of swimming lessons finished on Thursday June 16th with 35 kids v. The indoor pool remains open and is operating normally. vi. Chelsey has hired/rehired her pool staff for the summer months and training is on-going. vii. A new safety rule has been implemented at the pool during the adult swim. It is during the adult swim that all but one life guard takes their ten minute break. In the past, children, many of which are very young, would sit on the edge of the pool dangling their feet into the water during this time. Ashley and Chelsey expressed concern that a child could easily go into the water, unnoticed and cause a potentially dangerous situation. It has been determined that the best course of action is to require all children to be completely out, and away from the pool edge during the adult swim. b. Recreation: i. The first Family Fun night took place on June 9 with 30 people in attendance. ii. The Kick off to Summer event was held at the pool/lodge on Saturday, June 17th with well over 100 people in attendance. A watermelon eating contest was held with Lake Carroll Board Members competing. Dave Pacione and Kevin Oscarson are each self-proclaiming victory. Way to go guys. c. Ski Hill: i. Closed for the season 17. Campground: a. No specific report.

Lake Carroll Ladies Bowling League Many of our snow birds have left for a while, so we need some subs for our Lake Carroll Ladies Bowling League.

Our season begin in mid-September and we bowl until mid-April, that’s why we’re looking for subs especially in the winter months.

We bowl at the Mt. Carroll Bowling Alley on Wednesday afternoons at 12:30.

The cost is $9.00 for subs for 3 games.

If you’re new to Lake Carroll, it’s a great way to meet some of your neighbors.

We have 32 regular bowlers and it’s a fun bunch of ladies!

Heat, Gnats vs. Bluebirds

It’s been a very rough year so far for bluebirds in Northern Illinois. We had very cold temperatures in the early spring and then extreme heat later on in the early weeks of June.

On top of that we’ve had problems with gnats. As of this writing, 6-19-17, gnats are still a nuisance for everybody in the Lake Carroll area. It seems like you can’t enjoy any real length of time outside without them flying around your head and especially in your ears and eyes.

Although you don’t actually feel them bite, they can cause mosquito like bites that usually flare up at night and itch enough to disrupt your sleep.

Along with the ninety plus degree heat, these gnats are also swarming bluebird houses, especially the ones with baby birds. It doesn’t take long for the gnats to overcome the defenseless babies and we are finding nests full of dead young birds when we do our weekly monitoring. I’m also sure this is happening to some of you that have your own birdhouses and check them on a regular basis. It’s making it very tough on the bluebird survival rate this year along with the usual predators like sparrows and wrens. Although it’s tough to see, it’s part of nature just taking its course. That’s exactly why there are organizations like BAN (Bluebirds Across Nebraska) trying to help bluebirds with their never-ending struggle for survival.

If the gnats are still a problem at the time of this printing, all we can suggest is maybe applying some deet free vanilla spray like “Buggins” or “Bug Protector” on the back and sides of your bluebird house as often as possible. Do NOT spray inside the birdhouse or even on top where the parents like to sit. These sprays can be purchased at Walmart or Menards and are usually found in the checkout lines. Also, please do not get discouraged. There’s still time for another nesting and hopefully things will improve towards the end of the season.

Lake Carroll Photo Club

It was all about beautiful pictures, adventures, tracking wildlife through streams and forests and, oh yes, thousands of buffalo!

These were just a few of the topics shared by members at the June 13th meeting of the Lake Carroll Photography Club. We meet the second Tuesday of the month at 9:30am and welcome anyone interested in these things to join in, especially if you would like to take photographs of them of people, flowers, pets, etc.

This diversified group is twelve strong now and shares a common goal of taking, trying to take, or just talking about taking interesting pictures.

Diversified means shooting with phone cameras, little cameras, or big fancy ones on tripods. It’s up to the individual. No pressure.

One of the things we do is to select a photo of the month from pictures that are sent to us by anyone who wants to submit. Winners of the month receive a $20 gift certificate to the clubhouse restaurant. The only “rule” is that the picture is taken somewhere in Lake Carroll. This month’s selected picture of a bluebird in flight was taken by Steve Lucas, Sec. 27-31. Steve and his wife, Ann are helping the blue bird population at LC by having bluebird houses on their property.

There is always an educational component during the meeting. This month, President Rick Brant and members Paul Gonzales and Bill Fischer contributed to teaching us how to use various shutter speeds and aperture to change a background or depth of field. Rick displayed photos of waterfalls and wildlife in the Smoky Mountains to demonstrate how that could work. Stunning!

Club member and photographer, Mary Coniff, shared stories about her 28 days of exploring different State and National Parks and counting thousands of buffalo along the way.

The club is discussing having speakers come to present different topics. So, watch for what might be coming up.

General information from Rick included the following: - There is a site for people interested in photography called “ILLINOIS THROUGH THE LENS” found on Facebook. It is an OPEN group so anyone can participate.

- The Exchange State Bank Wall Calendar contest for 2018 is underway. The theme is “The Great Outdoors.” Information and guidelines are available from the bank in Lanark.

It might be an opportunity to get your picture on a calendar or at least have fun trying.

So far (with some exception by the weather) the 2017 camping season at Lake Carroll has started off with a bang.

The Memorial Day summer kick-off party was outstanding, attended by more than 100 campers. With all of the new campers this season the kick-off party was a great opportunity to get to know each other and welcome them to the Lake Carroll Camping Community. A surprise solo ballet performance by 13 year old Brianna Wallen was a special highlight. A special thanks to Ron Henning for once again doing an outstanding job as our DJ. Next we had one of the most successful golf outings ever, organized again this year by Mike Tepps and his wife, Jill. Over $1,000 dollars in prized were handed out during the dinner following golf. A special shout-out to the Clubhouse for the wonderful dinner, the volunteers, and the Pro Shop.

Refer a New Lake Carroll Property Owner and Receive $500 Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend

or family member who purchases one of the lots currently owned by the LCA. Here’s how the program works: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500.

To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current Web-site. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot and a photo of the property.

In addition to providing another person or family the opportunity to enjoy all the Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. The Association needs more Members and there are people out there who would enjoy the benefits of Lake Carroll Membership and Ownership.

By Mike Bykowski, Secretary As the day began for the Kids Fishing Derby, there were some concerns that Mother Nature might put a damper on the festivities. But to everyone’s good fortune, it turned out to be a beautiful day with some nice fish being caught. But best of all, it was a great day for the kids, mom and dad, grandma and grandpa and the many friends who cheered-on their enthusiastic young anglers. Special thanks go out to these adults who helped some of our younger anglers and first-time fishermen with instructions on baiting a hook or taking that fish off the hook. Some toddlers even needed a little encouragement to hold that fish for a nice family portrait. But what may be more important than the picture is the learning experience and family memories gained from a day at Lake Carroll. Unfortunately, not everyone caught fish, and there were some tears for lost fish, but just being outside hoping that trophy fish finds its way to your line helped keep the spirits up. And spirits were high as some nice catches of bass as large as 14 inches were caught. Bluegills in the 7-8-inch range were also recorded. Many other smaller fish were caught, these helped keep hopes alive that a bigger fish was lurking in the docks below. So to all the young anglers who participated in the Derby, the Fishing Club says THANKS for taking an interest in fishing and being a good sport. Keep casting a line, enjoy the outdoors and someday soon that once in a lifetime fish may find its way to your line.

Fishing was only part of the day’s activities. After the ending horn sounded at 10:00, to the disappointment of those still trying to catch “the big one”, the festivities moved to the grassy areas for a bags and casting contest. These are always fun activities and by watching some of our young participants, you could tell they’ve had some practice. All in all, everyone enjoyed the challenge of a bag toss and the skill required to place a cast into an area that awards points. Lake Safety & Etiquette

Counterclockwise Watercraft Travel Summer is in full swing and it’s good to see so many of you enjoying the amenities, particularly the Lake. Attached is an image that shows the travel pattern for boating on Lake Carroll. I share this with you because it has been observed that some Members, or their guests, may not be aware that we utilize a counter clockwise travel route when boating here at Lake Carroll. Having someone traveling in the wrong direction on a busy weekend, or anytime really, can present a serious safety concern. Please recognize this travel pattern and please take the time to share this safety information with your family and guests.

Swimmer’s Bay and the East Marina: As we all know, Swimmers Bay and the East Marina are very popular spots for boaters to get out of the Lake’s main body and into a no-wake zone to drop anchor and do a little swimming. On the image I have included the same counter-clockwise travel route for these bays. We have received comments and concerns from Property Owners and swimmers alike that getting in and out of these bays during busy weekends is difficult due to the amount of traffic. As a courtesy to those wishing to use the bays for swimming and to those who reside along the lake front, please keep the traffic pattern clear so that all can enter and exit the bays easily, without having to use the center where people are anchored and swimming.

Wave Runners and Jet Ski’s: I know there is nothing better than hitting a wave or a wake at 30 miles per hour and getting a little “air”. There is also nothing more worrisome for the parent(s) of a kid being pulled in a tube or waterskiing to see a wave runner following too close to the back of your boat. Their fear is that if a tuber, skier, or boarder were to fall into the water, the wave runner may not be able to react in time.

These concerns are valid and for the safety of all concerned, please inform your family and guests that following a boat too closely can have very serious consequences.

Fish Tales

By Mike Bykowski, Fishing Club Secretary The evening festivities began around 5:30 as the 65 members and guest began arriving for the pre-dinner social get together. The club welcomed guest John Chiappetta of Hoffman Estates to his first Fishing Club general meeting and pot luck dinner. John and the other club members enjoyed the tasty chicken accompanied by the many side dishes prepared by the membership.

Mike Siciliano started the meeting at 6:55pm by leading everyone in the Pledge of Allegiance. Gary Gariff, filling in for Tom Stangl and Mitch Feucht began the meeting by presenting the Treasurer’s report. The May financials showed an ending balance increase of $322 which was attributed to income from fishing tournaments and membership dues. Also noted was that the budget ending balance includes a generous $1000 donation which is allocated to create a gravel reef. A motion to approve the treasurer’s report was then made by Mike Siciliano, seconded by Fred Reddies and approved by the general membership.

Gary continued the meeting by asking for updates on future club events and the Fingerling trial. John Quilico provided the information on the Kids Fishing Derby scheduled for June 16th. Specifics about event activities included times for registration, fishing, casting tournament, bags and award ceremonies.

A request was then made for volunteers to help with setup and judging. A big shout out was made for the fish to cooperate because catching fish keep interest high which is necessary in a kids fishing derby. John then continued with a brief update on the Couples Fishing Tournament which is scheduled for August 7th. Fishing will begin at 9:00am and finishes at noon with a barbeque at the West Marina. Consider attending this fun event for a morning of fishing, food and camaraderie.

Mike Bykowski continued the discussion with an update on the Fishing Club Golf Outing planned for August 26th. Mike mentioned that many of the details are completed and that a flyer will be placed in the July LC News. This year’s outing will include a team scramble, individual challenges, prizes, dinner and a fun time for all. So, join us for a fun tournament, good friendship and maybe some trivia to help you forget those bad shots.

Gary continued the meeting with an update on the Fawn Pond Fingerling Trial. Two items were highlighted; delivery of the Fingerling’s is on hold

pending certification by the State of Illinois to transfer small walleyes across state borders. All are hoping this is resolved soon. The other item is weed control. Because the golf course uses water from the pond to irrigate the front nine, no herbicides can be added to kill weeds until there is a three-day window where no irrigation is needed. Therefore, weed control is also on hold until Mother Nature turns on her watering spigot.

Gary finished his update with commentary about the Fishing Club’s “Split the Pot Raffle”. Based upon information received from Mike Schmieder, no raffles can be held on association property until further notice. The club will honor this request and is hoping the matter is resolved quickly. As a note, much of the monies received from the 50 / 50 raffle help offset the cost for the Pot Luck entrée’s and for most of the drinks / food provided at many of the activities sponsored by the club.

Mike Siciliano finished the meeting by talking about the neighborhood watch program. Over the past few years the number of volunteers has declined and more are needed. These volunteers play an important role in helping security when emergencies arise. The volunteer’s role is not to drive around the area but to be available if there is an emergency. Mike solicited volunteers and the club thanks those people who signed-up to help with the neighborhood watch program. If you’re interested, contact Mike Siciliano for more details.

Mike’s final item was a brief mention about the impromptu Sunday evening pool parties. These will be starting up soon, so watch for an e mail blast as to their start.

The meeting was adjourned at 7:18pm with a motion by Dennis Ganz and seconded By Bob Froelich.

Following the regular general meeting Dennis Ganz and Bob Froelich gave a short talk on artificial snow for the ski hill. To help with their presentation, a sample was on display behind the Lodge. Their discussion was very informative and was presented in that manner. It was further noted that this investigation is in its infancy stage and much work needs to be done. The Fishing Club then mentioned that this is not a sponsored club activity. The information was only shared with the club membership.

June has come and gone in a flash, and it was a very busy month. We had great turnouts for all of our outings and tournaments held throughout the month, which included the PC Booster, Rolling Hills Outing, Campground Outing, Father’s Day Scramble and LCA Big Cup. Thanks to all who participated in any of these events. June also was the start of Junior Golf League and the Junior Camps and Clinics. Don’t worry if you missed the June sessions, we have July Junior Golf Camps still open for sign-up.

Jason Hill PGA Golf Professional Memorial Day Weekend we added a new American Flag on the pin of the 8th Hole to Honor our Veterans. Special thanks to the Yacht Club for the donation to purchase the American Flag. Please try and remember to respect the American Flag and use the hook provided to keep the flag from touching the ground (see photo). I have included some pictures of the day we dedicated the flag; thank you all that had helped and donated to this special memorial.

By the time this paper is published, our 4th of July weekend events will be past…but the rest of the month will continue to be busy around the golf course. With the course being so busy, making tee times will be very important to everyone wanting to enjoy the course. I also have included a schedule of events in this paper, along with flyers for the upcoming events.

We have several Junior camps and clinics along with several weekend clinics and a Junior Tournament on July 14th. I look forward to seeing everyone on the course this summer; let’s hope for great summer weather.

Lake Carroll Ladies Golf League

On Wednesday, June 7, the ladies league enjoyed a beautiful afternoon of golf celebrating the Fun/Charity Night. Forty ladies, from all divisions and a few guests, gathered at the Clubhouse to participate in a 9 Hole scramble of all par 3’s. Great fun was had by all, and the team of Sandy Sorensen, Sue Thomas, Dana Tautz and Carolyn Olson took First Place! Closest to the pin on Hole 13 went to Deb Scheidegger, and longest putt on Hole 18 went to Sue Egger.

After a delicious dinner at the Clubhouse, our President, Marve Feucht, introduced Anita Caruso and Sherry Haijenga from FHN-Hospice. FHN-Hospice had been chosen as this year’s charity to receive donations from the league. Sherry narrated a slide show detailing all aspects of hospice and showing how they provide dignified end of life care. They serve five counties and not only provide care for terminally ill patients, but help family members with bereavement for 13 months after the patient has passed. The League was able to collect over $1,100.00 in donations for this very worthy cause. Many thanks to the 18 Hole Division, chaired by Sue Ugorek, Patti Chalupa, Letha Rahn and Sharon Queckboerner for hosting this wonderful event.

Marve reminded everyone that our Ladies Invitational, “Fifty Shades of Green�, will take place on July 12, and promises to be a fantastic day. Make sure to sign up and bring your friends! Other events to put on your calendar are August 16 – Big Break Event, and September 13 – Final Fun/Awards Night.

Don’t forget to check out the bulletin board in the Clubhouse to sign up for the Monday Senior Ladies Traveling League, see who has achieved birdies and chipins, and any other new information.

RECREATION Family Fun Nights have been taking place at the Lodge on Friday nights.

Kick off to summer party took place on Saturday June 17th with quite the crowd enjoying music by Sweet Lucy. Members danced the night away on the deck of the lodge, making a smore or two and enjoying late night swimming till 10pm. See photos of the Board’s watermelon eating contest by “Prez Sez” elsewhere in this issue.

First session of Kidz Camp took place the week of June 19th- June 23rd.

Many kids enjoyed a jam-packed week of fun! Be sure to check out the pictures in next month’s paper. It’s not too late to sign up for the August session!

The Recreation Department’s annual Kick-Off to Summer Party took place on Saturday, June 17th. New to the event this year was a watermelon eating contest, by the suggestion of our Board President Clarence Grant and sponsored by the Recreation Committee. The contestants and spectators gathered at the Lodge. Watermelon was available to everyone in attendance; however, the LCA Board Members had to work to get their piece of the watermelon. A contest ensued with Sue Massey, Barb Anderson, Kevin Oscarson, Clarence Grant, and Dave Pacione racing to see who could devour the most melon in 7 minutes. And the winner is…Kevin with Dave in a close second, down by one piece.

Thanks to Sue Gribble, Recreation Committee Chairman, for organizing this entertaining event and to Clarence for a fun and silly idea!

The LCA Board Members and spectators gathered at the Lodge to see who was brave enough to attack their watermelon.

BOD President, Clarence Grant, although determined, was not able to eat his way to victory.

I do it all the time and my husband thought I was wasting my time, when he drives, no one waves at him – of course, he doesn’t wave first! So I challenged him to start waving and see what happens……surprise, surprise, people started waving back!

TRAIL SAFETY PRACTICES

We have a beautiful and adventurous trail system at Lake Carroll. It is unique; seldom is such a rustic and fun trail found in a recreation area such as ours. We can all enjoy it while observing factors that keep it safe. Here are suggestions for safety on the trail.

P Inspect your machine before hitting the trail. Do like the airplane pilots; conduct a walkaround looking for leaks, loose parts, worn or under-inflated tires, working lights, check for a firm brake pedal, etc.

P Frequently check for proper fluid levels; engine oil, coolant, brake fluid, etc. and maintain with the manufacturer’s change intervals.

P The low pressure tires used on ATVs can fool you. They can look OK, but be underinflated; that makes your machine unstable and hard to control. Frequently check the tires with a low pressure gage.

P Always equip your machine with the required flag with the pennant at least seven feet above the ground surface. Check to see it is tightly fastened, the staff is not broken and the flag is not torn.

P Always wear your DOT approved helmet; you and your passengers.

P If you have a side-by-s ide machine check the seatbelts for cuts/tears, loose attachments

or mud clogged buckles.

P If your machine is equipped with lights be sure they are in working condition and run with them on - even in the day light. It helps opposing drivers see you.

P If you have a passenger(s) assign them the duty of watching for machines approaching

from the opposite direction.

P Do not carry more passengers than the factory provided seating.

P Carry a tow rope or strap on the machine for emergency towing of your or another’s unit.

P Consider carrying a fire extinguisher. Could save your or another’s machine.

P Install a label or water protected note on the machine bearing the cell phone number of

Security (815.493.2599). Always have at least one rider on the machine or in the group carry a cell phone.

TRAFFIC HAND SIGNALS

When driving on the trail and meeting another driver going the opposite way you can contribute to everyone’s safety by signaling how many other drivers are following behind you. This alerts the opposing driver to be ready to meet more machines soon. The signals are to indicate how many are following you and do not include yourself.

Two raised fingers means there are two additional machines with you and are close behind. And so on.

This practice is a custom and is not a Lake Carroll rule, but you can add to our trail safety and “share the road” with your neighbors by using them. With the temporary rules in place that allows ATV’s, UTV’s, and Golf Carts to drive LC roadways for purposes other than going to the trail system, you are required to use the following moving traffic hand signals so other motor vehicles know your intentions:

During the last year we have lost a couple of great people that helped the last few years and we would like to take this opportunity to thank them for their service. They know who they are and they did a great job. All it takes is less than a week. There are times where it may just take a few minutes of your time. Since the space is limited, we accept only fictional novels. In addition, hard book covers take a lot of space and we will be trying to eliminate them this year. EXCEPTIONS – NO ROADWAY USAGE ON THE FOLLOWING HOLIDAY WEEKENDS: July 1-5, 2017; September 1-4, 2017 LCA Board approved trial basis road usage rules 5/19/2017

ATV / UTV: 1. Hours of Operation 06:00am to 10:00pm 2. Only vehicles with Headlights and Taillights can be used after sunset 3. Vehicles must have a side and/or rear view mirror 4. All operators are required to wear D.O.T. approved helmets and eye protection 5. All vehicles must use a Safety flag (Red or Orange) that projects to a minimum of seven (7) feet above the ground surface.

6. All vehicles must have section and lot number affixed to vehicle, minimum size of numbers is 2 inches.

7. All vehicles must have LCA Decal 8. Vehicles equipped with Seat Belts must be worn 9. Modification to Exhaust systems for the purpose of increasing noise is prohibited 10. The manufactures suggested number of persons per vehicle will be followed within Lake Carroll 11. Operator must be a Licensed Driver 12. Operator must be a Member of the LCA (Guests are not allowed to operate ATV/ UTV on LCA roads) 13. Vehicles operating on LCA roadways shall be governed by the Lake Carroll Rules of the Road that include speed limit, signage and direction of travel GOLF CARTS: 1.
