Per our By-Laws, 31.08: VACANCY. (A) If any vacancy exists on the Board of Directors, the Board of Directors shall fill the vacancy with the person receiving the next highest number of votes in the most recent election who was not elected to the Board.

Therefore, Norm Hoffman received the third highest vote count and was appointed to the Board of Directors.

SKI HILL UPDATE: In early December as we were taking steps to prepare the Ski Hill and Tube Tow for the winter season. Unfortunately we experienced problems which have, and will probably continue to prevent us from making snow. As you may already know, the pond at the bottom of the ski hill leaks.

This pond is the water source which feeds our snowmaking equipment and it is a necessary component for us to make snow. Though the pond has been leaking for some time, Mike Schmieder General Manager the well and pump, which feeds the pond, has been able to produce much more water than had been leaking and we were hopeful that we would be able to make at least enough manmade snow to cover the tube hill for this season. Over the past several weeks the well and pump have not been able to keep up with the amount which is leaking and in midDecember we learned that the pump may not be operating to its capacity and/or that the well may need to be drilled several hundred feet deeper.

The Ski Hill and Tube Tow are very important to Lake Carroll; getting this amenity up and running remains a priority for the Board of Directors, Management and the Infrastructure Committee. Currently, we are focusing our efforts on diagnosing the problem(s) and identifying the costs involved in making the necessary repairs. In the meantime, we are unable to make snow. Opening the Ski Hill and Tube Tow will require about twelve inches of natural snow.

We will keep you posted as more information becomes available.

THE ANNUAL MEETING: I’d like to say thanks to all of those who attended this year’s Annual Meeting.

Two new Board Members were sworn in at the December 4th meeting and I’d like welcome Mr. Dave Pacione and Mr. Kevin Oscarson to the Board. Both new Board Members share a passion for Lake Carroll and I look forward to working with them as we start the New Year. I’d also like to thank Don Aleksy whose term ended at the annual meeting for his continued support of the staff, and management team. Don loves the Lake Carroll Community, the ATV trails, and particularly, the Lake. Though I’ve thoroughly enjoyed working with Don as a Board Member, I am glad to announce that Don will remain active and has already applied to become a permanent Member of the Lake Committee. I’d also like to take a minute to recognize the efforts of Jim Ogborn who served as the Board’s Vice President in 2015 and the Board’s President in 2016. Due to personal reasons, Jim resigned from the Board following the Annual Meeting and I’m going to miss working with him.

I’d also like to recognize Tom Weineke, our Lake Committee Chair and his Committee. The Lake Committee was named the “Committee of the Year” at the Annual Meeting and they deserve it. They have been, and continue to plan the steps we need to take to ensure that our Lake is taken care of.

Last, I’d like to recognize Mr. Tom Stangl who received Lake Carroll’s “Volunteer of the Year” award at the Annual Meeting. Over the past three years, Tom served as Chairman for two Committees, as well as serving as a Lake Committee Member. Tom’s leadership and commitment to Lake Carroll is extraordinary and I am thankful to know that Tom is here for us. Thanks Tom!

2017 MEMBERSHIP CARDS & DECALS The 2017 Annual Dues packets were mailed the second half of December 2016. Information sheets & the lower remittance copy of your statement must be returned with your payment to receive decals.

Please review the information on your sheet. UPDATE YOUR VEHICLE INFO, ADDRESSES, PHONE NUMBERS, AND EMAIL ADDRESSES! The photo ID Amenity cards are intended to be used for multiple years. Do not discard them; there is a $20 replacement fee. ID cards for dependent children (ages 5-24) printed prior to 2014 have been deactivated. If your dependent(s) have not received a new ID card (see sample in this issue) you must submit new photos. To avoid late fees, payment must be postmarked by January 31, 2017. Please read all the information sent with your December billing packet. If you have questions regarding insurance or registrations, please call the LCA Office at 815493-2552; Michelle at ext 10 or Peggy at ext 20. Dues questions should be directed to Missy at 815493-2552 ext 14.

2017 “REMOVABLE WINDOW CLING” GUEST PASSES Please mark the appropriate space on the back of your information sheet if you will need these. Four passes (per lot) will be issued if they are requested. Each set of four will display identical numbers (i.e.

4301). Your section & lot number will not appear on the actual guest pass. The displayed number will be assigned to your database information. Per Lake Carroll Rules, no guest passes may be used in member vehicles (LC Rules & Regulations Title V: Chapter 53.07 (A) (3) 2017 BOAT SAFETY CLASS Lake Carroll has scheduled one (1) Boat Safety Class for 2017. Saturday, April 22, 2017 is the date.

The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2017. Further information will be available in the February issue of the Lake Carroll News.

2017 MARINA SLIP ASSIGNMENT PROCEDURES DEEDED BOAT SLIPS Letters have been sent to all ‘deeded’ boat slip owners. Forms & payments must be received by January 16, 2017. Failure to submit the form & payment for the deeded slips (by 1/16/17) will be considered a negative response and the slips will be made available to other property owners.

EAST MARINA SHORELINE SLIPS Letters have also been sent to all owners using the East Marina Shoreline slips during the 2016 Boating season. Forms & payments must be received by January 16, 2017. Failure to submit the forms for the East Marina shoreline slips (by 1/16/17) will be considered a negative response & the slips will be made available to other property owners.

ASSIGNED BOAT SLIPS If you used an assigned boat slip in 2016 and you are a member in good standing, you will be offered the opportunity to use a slip in 2017. These letters will be mailed by January 31, 2017. These forms must be returned with your payment by February 20, 2017. Failure to return this form (with your payment) by 2/20/17 will be considered a negative response.

NEW BOAT SLIP USERS/NON-DEEDED Saturday, March 4, 2017 (1st Saturday in March) will be the day new boat slip users (non-deeded and non-waterfront) may apply for a slip for the 2017 season. Owners must apply in person at the Conference Center. Completed Visa/Master authorization forms must accompany the request. The Conference Center will be opened at 7:30AM. The drawing for slips will be conducted promptly at 8AM. Please mark this date on your calendar. Further information regarding the Marina Slip Allocation procedure will be included in the February issue of the Lake Carroll News. The Rules & Regulations booklet contains the Marina Assignment & Payment Schedule.. If you have further questions, please call Missy at 815-493-2552 ext 14 SEASONAL CAMPGROUND USERS Bills for the 2017 campground season will be mailed approximately February 12, 2017. To secure your campsite, payment must be received by March 30, 2017. Decals will be issued upon receipt of the 2017 Seasonal fee of $615.00, plus $30.00 for the decal. Trailer and Vehicle Camp Shelters being registered at Lake Carroll will be required to show proof of ownership as is required on other conveyances. Proof of ownership can be: Title, current Insurance, and/or current State License Plate registration CAMPGROUND LOTTERY The Annual Campground Lottery will be held Saturday, March 4, 2017. This is the date for new campers to apply for a season campsite. Lottery will be held at the Conference Center. Doors will open at 9:30 AM & the lottery drawing will be conducted at 10:00 AM. Refer to the Campground Section in the Rules & Regulations.

GOLF STORAGE & TRAIL, CAMPGROUND STORAGE & BOAT PARKING Bills for the above will be mailed approximately February 12, 2017. Payment will be due on or before March 30, 2017. Decals will not be issued until payment & the appropriate insurance & ownership information has been received.

2017 LAKE CARROLL HOMEOWNER DIRECTORY Lake Carroll Homeowners that have a Lanark (493 prefix) telephone number or cell phone number which is used as the primary number at your Lake residence will be included in the annual Directory to be published in April 2017. The ‘Lake Phone Number’ on your 2017 Information sheet will be the number published in the directory. Please review & update ALL phone numbers. If you wish to be EXCLUDED from the 2017 Directory you must return the form included in your Annual Dues packet on or before January 31, 2017.

LAKE CARROLL HOMEOWNERS Please provide your service providers (i.e. propane, snow removal, landscapers, septic, etc) with your current phone numbers. If you have your property listed with a realtor, please make sure to update address & phone information with them also.

AMENITY USAGE All delinquent dues and fees must be paid in full to exercise your amenity privileges (i.e. Aquatic Complex & Ski Hill) during the winter season. Photo ID Amenity cards must be presented to use these facilities. The office will be processing payments & issuing decals & cards as rapidly as possible.

ASSOCIATION LOT TRANSFER FEES The Association charge for the Association Transfer fee is $150.00 and $450.00 for the Fixed Asset Reserve fee for each resale. The $150 transfer fee is due by the seller & the $450 fixed asset reserve fee is to be paid by the purchaser. These fees ($600 total) and any outstanding dues or fees accompanied with a copy of the recorded deed are required before the new member will be entered in our membership database. GENERAL INFORMATION REMINDERS Decal fees are now $30 for each additional decal. One free decal is issued for each dues paying lot.

Vehicle make, model, year & current license plate information & state registration card must be on file for each vehicle you register per the Rules & Regulations, vehicle decals may be issued only for vehicles owned by members in good standing). A 2017 Fee Schedule has been included in your billing packet. Please save it and refer to it throughout the year. Visa/Master/Discover authorization forms must be completed each year. Please check the appropriate line items if you want to charge your mowing fees, decals, marina etc. Old forms are destroyed annually. Include the bottom portion of your billing statement with your payment & completed information sheet. The Admin Office is again accepting Visa/ Master/Discover for dues payments, in addition to other goods and services offered. There is a 3.25% assessment on all credit card transactions.

Quarterly handling fees are $25 per quarter. $100.00 late fees will be added to all unpaid accounts postmarked after January 31, 2017. Mark this date on your calendar now! LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

Between 11-26-16 and 12-15-16, there have been 3 incidents reported to Lake Carroll Security and the Carroll County Sheriff’s department regarding residential burglaries, and trespass. The Carroll County Sheriff’s office continues to investigate.

The Security Department has been utilizing extra manpower and patrols. If you see a subject or vehicle that seems suspicious to you, please contact the Security Department. To read more on these burglaries and how to protect your home, see the Neighborhood Watch article in this month’s publication.

Please take the time to take a look at the Illinois Emergency management winter preparedness guide that is located at www.golakecarroll.com > News & Events > News > and click on “State of IL “Winter Weather Preparedness Guide” If we get the opportunity to use our Plumtree Recreation Area, please use caution when skiing, tubing, or snowboarding. Be aware of your surroundings at all times.

Be patient with other riders who may not be at your skill level. With a little common sense and patience, everyone can enjoy our winter amenity.

If you are an ice fisherman, please use extreme caution when heading out on the ice.

Use of the frozen lake is at the user’s own risk.

When the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways and lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel, please stay home and give our Maintenance Department time to clear the roads properly before venturing out. Give our snowplows plenty of room while clearing snow; let’s have a safe winter driving season.

Winter is here and many of you will be leaving for warmer destinations it is time to consider utilizing the Low Temperature Light Program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed

by Security. Then Security will contact you or other contacts you have provided too security. See more information about this program elsewhere in this issue or contact me if you have any questions. I have seen the devastation water can due to homes here at the lake because of a broken water pipes, something to consider.

I would like to wish all the property owners and their guests a safe and enjoyable winter season and DON’T FORGET YEILD TO YELLOW!!!

I hope the old saying holds true that winter is coming in like a lion and hopefully will go out like a lamb. It sure has been a lion. Oh well, not much we can do about it.

There has been a lot of concern about the recent burglaries that have occurred during the Thanksgiving holiday weekend. It did take a while to let people know about the specifics.

The reason was that they were still under investigation by the Carroll County Sheriff’s Dept.

Two homes in Sect 24 very close to each other were burglarized, one house merchandise and alcohol were taken; the 2nd house only alcohol was taken. A 3rd house, also in Sect. 24, was forcibly entered and nothing was taken. This investigation took longer because we had to wait for the part-time property owner to come out and verify if anything was missing. Without going into more specific details and because the investigation remains ongoing, we can say due to what was taken and how entry was made, it appears these burglars were not professionals, making it look like the offenders were probably teenagers or young adults. GM Mike and Security Supervisor Luke agreed that it is important to let Members know about that have been committed in Lake Carroll once the investigator does his preliminary investigation.

As I have said in past articles, LC residents here are very lucky that we have not experienced many burglaries. I know one is too many. Security can only do so much. A few years ago the safety committee was asked during a budget/finance meeting if we thought it was necessary to have 24 hr. security patrol and that by possibly cutting shifts could save and help out the budget. As you can expect that question was immediately shot down. I always meet with Security Luke and GM Mike to discuss how we can better serve and protect our LC community.

One thing that was agreed on regarding the recent burglaries was putting on extra night patrol shifts on the holidays and randomly adding part time shifts. This also will help with patrol patterns.

It is recommended to get acquainted with your neighbors. You can help keep an eye on each other’s property when you go out of town. Exchanging keys is an option to consider. Having lights on timers in various areas of your house, as well as either stopping your mail or having someone keep your mailbox empty can also be helpful. In the winter there are two reasons to keep your driveways cleared…1. Makes your house look “lived in.” And 2. Keeps access to your home for providers. When you have something delivered to your home, if possible just accept it at the door. Allowing strangers into your home gives them an opportunity to make a quick assessment. We’re not saying don’t trust anyone…you can’t live your life like that.

What we are saying is to use common sense. As I always say, “Follow your gut!”

Below are some tips for preventing burglaries and becoming an ever growing statistic.

ANTI-BURGLARY TIP NO. 1: DON’T ADVERTISE YOU’RE AWAY • The first thing a burglar looks for when choosing a house for a break-in is one with no one in it. If you make your house look occupied when you’re gone, most burglars will simply pass it by. • Use automatic light timers throughout the house and have them turn on and off in a way that simulates your normal patterns. Look for light timers that have battery backup so the timer doesn’t stop if there is a power failure. Using timers that have more than one on-off cycle can create the illusion of movement from room to room. The same kind of timers you use on lights can also be used to turn radios or TVs on and off.

• Consider using timed automatic drape and curtain openers. Drapes that are always closed or always open suggest no one is home.

• Turn the volume of your phone’s ringer down so someone outside can’t hear them ring.

• If you can, have your calls forwarded while you’re away. Burglars sometimes call to see if anyone’s home before a break-in.

• Arrange to have your lawn cut or snow removed from your walks if you’re going to be gone for a long period.

• Instead of stopping your mail and newspaper delivery, ask a neighbor to pick them up and hold them for you. Seeing deliveries being made makes a burglar think someone is at home.

• Ask a neighbor to use your trash can from time to time and to put it out at the curb and bring it back on trash day.

• Always park your car in the garage with the garage door closed when you are there. That way someone watching for patterns won’t know your car isn’t there when you’re gone.

ANTI-BURGLARY TIP NO.2: MAKE IT HARD TO BREAK IN • The second thing burglars look for is easy access. The harder it is for a burglar to get in, the less likely you are to come back to a burglarized home.

• Never leave doors or windows unlocked, and never hide a key to your house outside where it can be easily found.

• Consider using locks that have an internal anti-saw pin that makes it difficult for a thief to saw through the bolt with a hacksaw. Also, some locks come with an anti-drill feature using hardened steel chips inside the lock that will destroy a drill bit in case a burglar tries to drill through the lock.

• A metal strike plate is attached to the door jamb to hold the bolt or latch in place. The most common way for a thief to force a door open is to kick it open by kicking at the plate. You can make this harder by using • Another home security measure for windows is to install stops that prevent them from being opened more than 6 inches. If you do, though, everyone in the home needs to know how to remove the stops to make an emergency exit.

• In the interest of home security, never leave notes on the door. They just say to a burglar, “Come on in.”

ANTI-BURGLARY TIP NO. 3: DON’T MAKE IT EASY TO HIDE • A burglar is more likely to try getting into a house where there is less chance of being seen. Taking away the robber’s cover goes a long way toward protecting your house.

• Thieves can hide behind trees and shrubs. Trim back or remove any shrubbery next to doors or windows. If you are going to use plants next to the house, you should use thorny plants such as holly or roses.

• Use outside security lighting to illuminate every access door. The main entrance should be illuminated with a fixture that has two bulbs or with two fixtures in case one bulb burns out.

• Use exterior lighting with motion detectors for the yard, driveway and other outside regions. If lights come on when someone approaches, a burglar is less likely to try breaking into your home. Also, if the lights are activated by motion rather than being left on all the time, your neighbors are more likely to notice if someone is moving around your house.

• Remember the back and side of your home offer some concealment for a burglar who is trying to break in. So pay close attention to securing all entrances, and if possible avoid installing a tall privacy fence since that offers even greater concealment ANTI-BURGLARY TIP NO. 4: GET TO KNOW YOUR NEIGHBORS • The best home security comes from neighbors who look out for one another. Make it a point to meet your neighbors so that you can ask them to keep an eye on things while you’re away.

And if your neighborhood does not already have a Neighborhood Watch Program, consider organizing one. Most local law enforcement agencies have people available who can help you plan and organize a watch program to keep not just your possessions safe, but your family as well.

Lake Carroll has a Neighborhood Watch in place, but through the years with people moving and some passing away, we can always use some new blood and organize some meetings.

Just A Few Thoughts As I write this article one week after the Annual Meeting, I think back two weeks ago and realize I had no idea what was about to happen here at Lake Carroll.

At the Reorganization meeting immediately following the Annual meeting, our Board President, Jim Ogborn, resigned from the Board of Directors and in the election of officers I was elected President of the Board.

I spoke with Jim this last week and as he explained to Clarence Grant Board President me they are building a new house this year, that along with many other things on his plate right now, Jim felt that he really was not going to be able to do the job that he was elected to do, and he did not think it was fair to the members that he remain on the Board of Directors, so he resigned. I can tell you in my year of preparation to run for the BOD and my year of serving on the BOD, Jim is one of the most dedicated members we have at Lake Carroll and I can understand how this would weigh on him. I wish Jim and Gail only the best as they move forward this year.

As we move into 2017 the election is behind us and I hope this year will be a time of healing not only for our country, but also for Lake Carroll. Hopefully all the hurt feelings of this past year will be put aside and all of us agree to work together for the good of Lake Carroll. We have a new President and two new Directors and I am sure we will have many new challenges. I have observed over the past few years in our Federal and State government that our representatives have lost the Art of Negotiations. It is either my way or the highway. Regretfully, I saw that same attitude here at Lake Carroll this year. It appeared to me that there was no Give and Take in our discussions.

Just take from both sides. That is an absolute prescription for failure. Our issues need to be discussed and negotiated fairly with the main goal in mind, “What’s best for Lake Carroll”.

I am sure as we move through 2017 there will be more issues come up. I hope that we can discuss these issues and only deal with facts and not opinions.

SNOWMOBILE SAFETY Snowmobilers, please be cautious and exercise courtesy as you’re going from your home to the nearest trailhead. Do not cross driveways or yards. Drive on the roadway or in the ditch.

Even if there’s plenty of snow, you are not allowed to cross private property that you do not own. Also, snowmobiles are not allowed on the golf course.

The Northwest Illinois Snowmobile Alliance trail utilizes the Lake Carroll Trail to connect its trail north/south and east/west, so be aware you may see snowmobiles on our system that do not have LCA decals, but they should have a decal from the Alliance.

Always remember, if a snowmobiler is sitting along the trail, it is common courtesy to slow down and make sure they are ok. Just imagine if it was you sitting there hoping for someone to come by to help…

Motion passed by unanimous voice vote. M16.11.02 President’s Comments: President Jim Ogborn commented that it is cold outside, and we are coming to the end of the year. And with the end of the year comes our Annual Meeting, where we will find out the voting results.

Audience Questions/Remarks: Joanne Harper (19-25) had a question about voting. She has two lots that were replatted with the county. Because of the size of the lots that were replatted, she still pays 2 sets of Association dues. She asked if that means should she still get 2 votes. The response at the meeting was that since she pays 2 dues, that she should get 2 votes. [Note: After the meeting, the By-Laws related to this matter were examined. The By-Laws state that there is one vote per lot. A replatted lot is a single lot, so there would only be one vote, regardless of whether two sets of dues are paid for that lot.]

Mary Beth Maggio (19-29) asked what the system was for counting and verifying the vote for the budget and the new Lodge. Mike Schmieder responded that the Board election ballots and the Annual Meeting proxies are done separately. The counting of the Board

ballots will be done on Thursday, December 1st. There is a committee that does the counting following a procedure set up in the Bylaws. People can observe this process as it is happening. The proxy cards are handled by the office and are tabulated separately by two office staff members. The ballots and proxies are also retained if anyone else want to view them.

M16.11.03 General Manager’s Report: Mike Schmieder provided his monthly report on the operations of the Association. He noted that there were a couple of items that didn’t make it into his written report. First, the deer harvest through 11/16 is 62 deer. Last year, we had 71 at this time. Next, he mentioned that at last Saturday’s Safety Committee meeting, Brian Brackemyer suggested that the Association contact the Red Cross and have the Clubhouse registered as an official emergency shelter.

M16.11.28 Business Topics for Discussion: None Board Directors Comments: John Grotto noted that this is Don Aleksy’s last official Board Meeting. John wanted to mention his appreciation for everything Don has done for the Association.

Norm Hoffman mentioned a few items from the A&E Committee meetings. He said that a request just came in for a teardown in Section 4, so he was glad that we now have some guidelines in place. He also noted that another request has come in for the construction of about a 7,000 sq. ft. home. Finally, he said that in case he doesn’t get reelected to the Board, that it has been enjoyable working with everyone the past few years.

Audience Questions/Remarks: Ian Keith (26-52) said that for motion M16.11.20, there should also be a thank you to the Committee for all the hours and effort they put into the project. Mike Schmieder said they will be recognized at the Annual Meeting. Ian said we should also thank Don and Norm (who are completing their term on the Board) for all the free entertainment they have provided at the Board meetings every month.

Kevin Oscarson (2-306) asked about CER to raise valve and drainage structure for the

Hatchery pond. He wanted to know if that was to solve a silt issue or just to make the pond a hatchery pond again. The response was that it was to allow the pond to retain water at a higher level and a longer period. The pond is used as a silt pond, but also as a water source for watering the golf course.

Kevin also asked if the Ski Hill pond was going to be able to provide enough snow for the Ski Hill this year, and if not why was there an approval for ski equipment. Mike Schmieder said we should be able to make plenty of snow for the Tube Hill, but might not be able to make a lot for the Ski Hill. But if we get plenty of natural snow we would be able to open the Ski Hill. The ski equipment being replaced is part of our fixed asset replacement program to replace the old and unsafe equipment. We will be prepared in the event that the Ski Hill is able to be opened this season.

Dave Allgood (15-3) wanted to also thank the Lodge Replacement Committee for all their effort. He also thanked the Board for appointing him to the A&E Committee.

“Lake Carroll 25 Years Ago” INTRODUCTION

The history of Lake Carroll for some of us, we lived it, and for some of our new residents, they pick up a little history along the way. I thought it would be interesting to write some history of happenings in the year 1992, twenty-five years ago. The issues and concerns of our members are not that far apart from issues we still deal with today.

ANNUAL MEETING

The year begins at the Annual Meeting held at the end of 1991 at Norm Hoffman the Eastland High School Gymnasium in Lanark. Yes, in those days, it was not unusual to fill the gym with our membership to hear the issues, progress, and setbacks of 1991, and goals and expectations for the upcoming year of 1992.

In 1992, John Grotto was President, Jim Blackburn was General Manager, dues were $420, the interest rate advertised for a new home was 8 ½%, and we started the new year of 1992 with 328 homes at Lake Carroll. At the Annual Meeting Jim Blackburn reported significant progress had taken place in the past year on our three major problems.

1. Seepage and Rip Rapping on the Dam 2. Road Repairs 3. Dredging Jim reported that dredging of the Lake was our most complex problem in the past year. He went on to outline four major goals for the year 1992.

1. Put our Fixed Asset Reserve Program in order 2. To complete the Lake Carroll Master Plan 3. To begin resale and Marketing Program for Lake Carroll 4. To improve efficiency in the operations budget During the Annual Meeting it was reported that one By-Law amendment was passed by the membership. The Golf Committee was established as a Standing Committee and approved unanimously.

Riley Meyers, Chairman of the Tax Protest Group, reported updates at the Annual Meeting of their groups progress and that a court date was set to file suit. He hoped the protest would be brought to a conclusion in this upcoming year.

The Protest Group had objection containing six counts filed on behalf of 317 Lake Carroll tax protestors at the Carroll County Court House. A hearing date was set by Judge Rapp. The six counts contained objections to reassessments at Lake Carroll, assessments of well and septic, and landscaping. Objections of mishandling of funds at Eastland School District and Freedom Township along with objection to Carroll County for not passing a timely budget and appropriation ordinance making the tax levy for taxes collected in 1991 void.

The Tax Protest Group, at the time, was a Lake Carroll watchdog group looking out for the members and keeping them informed of current assessments. In 1990, the group spent about 6 ½ hours in court over a two-day period, discussing tax assessments. An appraisal firm was hired to do samplings on about 30 Lake Carroll properties. The intent was to have the Supervisor of Assessments and the appraisal firm sit down together and derive at a fair assessment of property values.

Also at the Annual Meeting Fred Abel gave an update on the Deer Management Program and praised the committee for the work done to set up the program. At the close of the meeting, President John Grotto was quoted, “No one person makes an organization and one person won’t make it suffer. We’ve made great leaps forward. I’m proud of the organization.”

SUMMARY

This is just a sampling of 25 years ago, marking the beginning of 1992. I thought it would be interesting to show some of the issues and events taking place in our community at that time. The sampling is just the first month of a community that over the span of a year, deals with many trying issues and at the same time is developing and growing with the fortitude to become a great community that we all can be proud to be part of.

On Thursday, December 8th, the Women’s Club met for their annual Christmas luncheon at the Clubhouse. They were able to shop beforehand at a variety of vendors. Angie Spachman, owner of Swank & Mellang in Freeport, with Connie Rudy brought a beautiful array of jewelry for all to choose from. Joan Abbott and Dixie Bjarnson ran a popcorn fundraiser, with popcorn that they had acquired from Blarney Stone in Shannon, and sold out! There was also a silent auction, facilitated by Donna Aleksy, of items donated by members. A huge thank you to all those who participated and donated to the sales!

Lana held a brief meeting before the luncheon. December birthdays were recognized: Barb Hill (2), Karen Ruter (11), Mary Ann Slade and Lana Soldat (18), Bessie Pavell (24), JoAnn Borsiewicz and Nancy Comstock (27). The Women’s Club also held a moment of silence for Joan Frey, a dear, long-time member, and Phyllis McClure, Nancy Comstock’s mother, who both passed away recently. Our condolences and prayers go out to the families.

After the meeting everyone enjoyed a delicious meal of salad, Chicken Marsala, Green Beans Almondine, and Wild Rice. For dessert they were treated to a sugar cookie and peppermint ice cream. To cap off the afternoon, they were delighted with a Magical Holiday concert performed by the Eastland Jazz Band.

Please join us at our next meeting to be held on Thursday January 12th at the lodge. Rick McDonough will do a Red Cross presentation about crisis preparedness, how to protect your valuable information, and what to stockpile in the event of an emergency. He comes very highly qualified!

Lake Carroll Christmas Party

The Lake Carroll Christmas Party, held at the clubhouse on Saturday, December 10, was a wonderful event. The Homespun Country Christmas theme was evident throughout, most noticeably with the beautiful quilts that were hung on every wall in the clubhouse lower level. All of these quilts were made by Lake Carroll members, many of whom are part of the Quilting Club. Partygoers really enjoyed taking time to view these quilts and appreciate the fine workmanship.

The food service began with shrimp, egg rolls and spanakopita hors d’ oeuvres served butler style by a few of the present and past members of the Fishing Club board of directors. This was followed by the main meal service consisting of prime rib, pork loin, au gratin potatoes, Cajun green beans, carrots, salad, rolls and a raw vegetable crudité. Dessert included brownies, cookies and New York cheesecake with strawberry sauce. Everything was delicious and certainly no one went away hungry. We want to give a big thank you to Denise, Danielle, Mel and all the clubhouse staff who worked so hard to prepare and serve this excellent meal.

Following the meal, Tom Stangl made a few announcements. Outgoing Fishing Club board members Frank Malito, Roman Cirignani, and Bill

Comstock were recognized and thanked for their service to the club. The 2017 Fishing Club board was then introduced. They are as follows: Tom Stangl, President; Gary Gariff, Vice President; Mike Bykowski, Secretary; Mitch Feucht, Treasurer; John Quilico, Director; Fred Reddies, Director; Joe Czurylo, Director The remainder of the evening was for dancing and enjoying the music of Take Two – musicians Ray & Jane Kumor. They played a great variety of music and really had a steady crowd of guests out on the dance floor. Also, during this time, guests had an opportunity to have a photo taken as a keepsake for the evening. The photography and printing were done by Rick & Cheryl Brandt and we really appreciate their providing this service for the party. One other keepsake was that each person took home a mug rug that was hand made by the party committee and friends.

Lastly, we want to say thank you to the Lake Carroll Fishing Club for sponsoring this event and to the Christmas party committee who worked so hard to make this such a successful party – Marve Feucht, Nancy Quilico, Nancy Comstock, Rosanne Stangl, Pat Bykowski and Julie Reddies. We don’t yet have a date for the 2017 Christmas party, but once we announce it I’m sure you’ll want to plan on attending.

The GIVING TREE and SANTAS FOR SENIORS

Lake Carroll Fishing Club Members deliver gifts for the Giving Tree sponsored by the Eastland Council of Churches at the Methodist church in Shannon.

Once again this year the Giving Tree at Lake Carroll was a big success. This program, sponsored by the Eastland Council of Churches, distributes Christmas gifts to needy children and their families in our area. Thanks to your generosity fifty-eight children each received two gifts, one fun gift and one for clothing. Again this year the Lake Carroll Women’s Club, as part of their Blanket Project, donated blankets to the families receiving gifts. A nice addition to the Giving Tree. “Thank you ladies!”

In addition to the Giving Tree we participated in another program, Santas for Seniors. This works basically the same way as the Giving Tree except the gifts go to residents of the Good Samaritan and Big Meadows nursing homes in Mt. Carroll and Savanna. Thanks to you thirty seniors received much appreciated gifts, everything

from stuffed animals to blankets to personal items.

The folks at Eastland Council of Churches and Santas for Seniors want to express their gratitude for our generous support at Lake Carroll, and we thank them for all their work that goes into these programs.

It has been a long-standing tradition for the Fishing Club to coordinate this program here at Lake Carroll. Thanks to all who helped this year and many thanks to all those who contributed gifts for the kids and seniors. We can be sure they are needed and will help them all have a Merry Christmas.

Thanks again and have a Happy New Year from all of us at the Fishing Club.

Hopefully this month’s paper finds you well rested and starting a great new year for 2017! We’re excited about this year, and the projects we have planned for the lake. This will be a busy year for us, moving forward with implementation of membership-approved projects as well as budgeting and planning for future projects to propose the board and membership.

Along with the purchase of a new work boat motor and a roof replacement at the West Marina Bathhouse, the members Joe Rush have approved a fixed asset and operating budget for 2017 Lake Manager that includes the following projects: • Expansion and improvement of the Zeir Rd sediment pond. This project will be sent to bid early summer. This project is to expand the pond, upstream, and develop a series of wing walls to improve sediment removal efficiency. These long rock fingers will also allow us to better maintain and remove the sediment that accumulates in the pond in the future, further reducing the amount of sediment that enters the lake. This is a two-phase project being funded over a two year period. Phase one was approved for implementation in 2017.

• Rehabilitation of the Zeir Rd dredge spoils pond. The pond currently has accumulated sediment from previous dredging projects done in 2002. This material needs to be removed before we can begin hydraulically dredging the South Bay area. This project has been approved for 2017.

• Purchase of a custom spray tank system for our aquatic plant management program. This system will improve the efficiency of our aquatic plant treatment program by reducing chemical needs as well as time it takes to treat the plants.

Along with the new application system, we have increased the budget for chemical purchase and outside contractor assistance for aquatic plant management for 2017.

• Sediment removal upstream of the Old Wharf Rd Bridge. This is a two-phase project with phase one being the removal of accumulated sediments from the creek bed. Phase two, if approved, would be the stabilization of highly eroded stream bank bends to reduce the amount of sediment entering the East Marina Bay area. The areas to be stabilized are from the Hatchery to the Old Wharf Bridge.

• The Lake Carroll maintenance department will continue to install riprap on lake front greenways throughout the lake, using association equipment as well as outside contractor assistance.

• Rehabilitation of piezometers for measuring water movement on the dam.

These wells help us understand water flow around the dam. After the grouting program that was performed two years ago, the engineer determined the several piezometers were in need of rehabilitation. This work was proposed for the 2017 Fixed Asset budget and that work will be done in 2017.

• We are scheduled to conduct an extensive fish survey at the lake in 2017 to better understand our fishery. This will include day and night electrofishing as well as age and growth studies on the largemouth bass fishery.

Along with the already approved implementation projects previously mentioned, we are developing the following projects and budgets for approval for 2018: • Develop a budget to dredge 3-tubes, East Marina, and South Bay in 2018/19 timeframe. Along with development of the dredging program and budget for these three areas, we will be developing a long-range dredging plan for shallow bay areas. We are evaluating costs for both hydraulic and mechanical removal in these areas.

• Design and budget greenway soil stabilization projects to reduce the amount of sediment entering shallow bay areas around the lake.

• Continue on phase two of the East Marina stabilization program from the Hatchery to Old Wharf Rd bridge • Continue on phase two of the Zeir Rd sediment pond improvement project for sediment capture.

This year will be a busy year at the lake, and we’re excited to move forward into 2017…

PLUMTREE SKI AREA Happy New Year 2017! As I write this article we have not yet kicked off the winter season with tubing and skiing, but I am hopeful that we will get to soon. Please understand that our staff does everything possible to get these amenities running for your enjoyment this winter season. Thank-you for your patience in this matter as we are hopeful the tubing season will begin soon!

Lake Carroll Ski Club:

What do we want to be when we grow up?

Like every Midwestern kid, each school year began for me with a get-to-know-ya styled presentation known as “what I want to be when I grow up.” This rite of passage tortured my younger brother and sisters each year as they struggled to come up with a new and exciting vision of their future selves. A fireman, an Army Ranger, a lawyer. We still laugh to this day about how my sister, Francine, once proudly exclaimed, “When I grow up, I’m gonna be surgeon on someone’s brain!” But I didn’t struggle one bit. And I only ever had to create one presentation because I always knew what I wanted to be. An extreme skier! Growing up in Cincinnati, OH in the late 70’s and early 80’s you can imagine people’s reaction. This was the golden era of dodgeball and wedgies. Even the teachers laughed at me, but it only made me more determined. I’m from a family of skiers. It’s in my blood.

My parents grew up skiing near their hometowns in upstate New York. Each year for winter break we’d load up the station wagon and return home to visit family and ski at some of their old favorites like Gore, Killington, and Mount Snow. My Dad would talk on the CB radio while mom read to us as we fought over the rumble seat...the whole way. He never did pull the car over to whip us although he had usually threatened it three times before we pulled over for gas somewhere between Cleveland and Columbus some 300+ miles from home. The strongest bladder set the pace.

In the mid-80’s we discovered Perfect North Slopes in Lawrenceburg, IN a mere 50 miles away. Our bladders rejoiced, but more importantly, this was it, my big shot to hone my craft.

A 600 vertical foot proving ground of manmade snow serviced by two double chairlifts. The guys in Aspen Extreme were from Ohio, why couldn’t that be me! For the next 10 years my Christmas present was my annual ski pass and my brother, Lance, my lift buddy. Each weekend we’d jump and turn until exhaustion fueled by a mix of hot chocolate, adrenaline, and encouragement from our parents. The time we spent together on those slopes are some of my favorite memories of childhood.

After graduating in 1994 I rolled up as much cash as I could, packed my bags and moved to Winter Park, Co. I worked at Beaver Village Lodge, a no frills hotel at the edge of town.

Each day I’d wash dishes from 6-9, race to the lift, ski from 10-4 and then race back in time to wash more dishes from 5-7. It wasn’t glamorous, but I was livin’ the dream baby! Skiing trees, hiking the back county, and jumping cliffs, I was convinced it was only a matter of time until Warren Miller found me. Twenty years later I’m all grown up and what do I do? You guessed it, I’m an insurance guy.

Thankfully, Warren Miller never found me. Instead I find myself living in the northwest suburbs happily married to my wife whose skiing days are over due to knee injuries; however, I’m still as passionate today about skiing as I was all those years ago. It’s one of the many reasons we chose Lake Carroll. My son, Colin (11) is learning to ski now and my hope for him is that, just like his old man’s, some of his greatest family memories will be formed on skis.

However, since closing on our home in 2013 I’ve come to realize that Plumtree Ski Hill, like many Lake Carroll amenities, has major challenges. Presently those challenges relate mainly to the inability of our cooling pond to retain water. Simply put, it leaks…a lot. This lack of cold water prevents us from using the ski hill’s snow stick system to blow snow and cover the ski hill. Instead, we use the limited water available to supply two snow cannons that cover the tube tow. That leaves us counting on Mother Nature to get the ski hill open. It’s an expensive problem and just like every issue at Lake Carroll, the budget constraints of the association must be considered. The lake comes first. We all get it. However, having never been the type to give up on my dreams lightly, I am now working with a small but equally as committed group of members, each motivated by their love of skiing, to look at how we can have a top notch lake and ski area at the same time. The Lake Carroll Ski Club is making a comeback and we need your help.

We’ve been here before. While I was ski bumming in the 90’s, a group of Lake Carroll owners grew concerned over growing criticism about the budget demands associated with an aging ski area. The chairlift hadn’t worked in several years and despite a healthy interest in skiing among many members and their families, a very vocal few had begun to raise questions over whether or not we could afford or even needed a ski area. Lake Carroll had money problems then, too. Some things never change. A ski club was launched and its initial focus was supplying the ski hill with volunteers to run the T-bar and concession stands. The club

was also active throughout the year hosting pig roasts and other fundraisers with the hope to preserve the skiing amenity for future generations of Lake Carroll owners. One of their ambitions was to fix the chairlift. It’s been gone for about 8 years now but you can still see the towers, the highest of which is covered with satellite dishes a top the tube tow. The original Ski Club lost the chairlift battle; however, they did demonstrate the importance of the four season element of Lake Carroll’s mission statement to our board. Turns out the silent majority really did believe in it. Some things never change.

It wasn’t always necessary to go to such lengths to prove it. In fact, while the dam was nearing completion in 1974, the ski hill was already in full swing and a major part of Lake Carroll’s appeal. The first Winter Carnival was held February 15th & 16th of 1974. At the time the snowmaking equipment was cutting edge and said to be capable of covering the 17 acre ski area in a matter of days. Three lifts surfaced all 167 feet and since the area was open to the public, much like our golf course is today, crowds routinely packed the slopes. Many members still remember those early days when the après ski party at the lodge provided Lake Carroll with a night life people drove from miles around to enjoy. The party started to die down around the time Russwood Developments collapsed and Lake Carroll began its hasty transition from a development company led sales initiative full of visionaries and long-term planners to the realities an association led maintenance effort with the day-to-day operational challenges and infrastructure requirements of a small town. Somewhere in that process winter started to be viewed as “the off-season” at Lake Carroll instead of the other season.

The Ski Club continued their off-season labor of love until 2008 when they won a seat at the bargaining table and elected to channel their efforts through the board as the Ski Hill Committee. However, over time the committee’s focus shifted from the “ski hill” until eventually it was formally changed to the Recreation Committee. The Recreation Committee’s present charges is to encourage maintenance and management practices relative to not only the ski hill, but numerous other Lake Carroll facilities including the Aquatic Center, Fitness Center, and tennis courts. One of the Recreation Committee’s crowning achievements came in 2010 when it secured funding for the Tube Tow which opened in 2011 and provides members, skiers and non-skiers alike, with a fun and exciting winter activity. Their work is admirable and helps Lake Carroll maintain an active recreation calendar year-round. It’s also the classic double edge sword. The unfortunate reality is that like everything else our association does, these programs all require funding and when it comes to the Tube Tow, they also need snowmaking capacity.

If there is one thing I’ve learned in insurance that I never would have learned skiing in Warren Miller movies, it’s the importance of capital. Spread yourself too thin and you run the risk of not being able to pay all the claims. Maybe a bullish stock market bails you out for a little while, but in a down market, look out. Lake Carroll and the Rec Committee’s capital are presently spread very thin. The cooling pond’s capacity is spread ever thinner. Unless Mother Nature bails us out, the claims are coming in too fast for our leaky pond to handle. In 2015 the ski area did not open. Earlier this year the Board had an engineering firm look at the pond. Their assessment is that the pond needs to be dug out and lined. Recent work done also indicates the well and pump could require repair, too. All in the expenses could be upwards of $265,000. However, as we’re all aware, the lake’s issues need to be dealt with first and so the pond repair was one of numerous projects left unfunded in the 2017 fixed asset budget.

Look out.

The first Ski Club turned into the Rec Committee. It’s time for the new Lake Carroll Ski Club to decide what we want to be when we grow up. A fundraising machine or a volunteer army...a social opportunity or a voting block? By the time this article is published, we’ll have had two information gathering sessions in hopes of answering that question and building a shared vision for the new Ski Club. There is still much work to be done including gaining Board recognition, adopting a charter, and electing officers. If you’re an LCA Member interested in skiing, we need your support! Look for the Ski Club’s booth in the Lodge at Winterfest on January 17th. We’ll be sharing information about our vision, what we’ve got planned, and how you can help. The challenges are many, but we’ve been here before. Please join the Ski Club as we renew our effort to keep Lake Carroll a year-round destination. There is no offseason!

The University of Illinois Extension, Whiteside County 4-H Program named their December 4-Her of the Month. Katie Eggemeyer is a 4 year 4-H’er and is a member of the Cottonwood 4-H Club in Morrison, IL. Katie regularly attends monthly club meeting and is her clubs Reporter.

Katie is very efficient in getting articles to local newspapers about the clubs happening, and National 4-H week. She volunteers when she can for her club and community. She helped a great deal with her club’s window display as well as the Halloween parade. She’s a great asset to the 4-H program and we are proud to name her 4-Her of the Month for December!

Security Residential Checks & Low Temperature Light Checks

When will the LCA Severe Weather Sirens Sound?

Do you fly south with the birds for the winter?

Are you leaving on vacation or for an extended period of time?

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry Luke Fossett out these checks, twice a day on a daily basis. The officer on Security Supervisor patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll.

There is no difference in the sound of the siren between a thunderstorm warning and tornado warning.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website.

Severe Thunderstorm Warning: This is issued when either a severe thunderstorm is indicated by the WSR88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately.

Severe thunderstorms can produce tornadoes with little or no advance warning.

Tornado Warning: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect.

RoutineTesting: The Lake Carroll Weather sirens will also activate for a time of 1 minute the first Tuesday of every month at 10:00 AM for testing purposes.
