Board Meeting Schedule

On December 4, 2016, we held our annual Membership meeting. The main focus of that meeting was to install our newly elected members of the Board of Directors, to vote on the 2016 budget, vote on proposed By-laws changes, and vote on funding a proposal to replace the Lodge. Following the annual meeting, the Board held a meeting to elect new officers. At that meeting, I was elected to be the Treasurer for 2017 during this final year of my current term as a Board Member.

As many of you know by now, the budget with a $76 increase was passed, by a margin of about 2-1. The proposal to fund the Lodge replacement with the $136 that was previously used to pay off the pool loan failed, by a margin of about 3-1.

The last time I was Treasurer was in 2015. At that time, I noted that the Association faced some difficult challenges. We were coming off multiple years of the Association’s operating budget running at a loss.

Jeff Howe Board Treasurer The losses continued that year, too. While we don’t have final numbers yet, it appears last year we were able to turn the corner and get the Association back on budget. With the passing of the budget in December, we should be in a good position to address the needs of the Association and continue to remain on budget. I am much more optimistic going into this year as Treasurer than I was two years ago.

Another difference from 2015 is at that time we did not allow credit cards to pay dues. That policy was put in place because of the rising costs in the fees charged to the Association for accepting credit cards. Over the past two years, the Finance Committee and the Board continued to examine the issue to see if there was a way to allow credit cards to be used without impacting the Association’s finances.

After more research and effort, the Association was able to successfully work out a way to accept credit cards that didn’t impact the budget. But it did come at a cost of charging a 3.25% surcharge for using a credit card for paying dues and fees. Hopefully the Members will see this as a good compromise to allow Members the convenience of using a credit card if they want to without affecting the Members that do not.

Following a light dusting of snow on January 25th, the ice on Lake Carroll may be a bit decieving. Lake Carroll’s policy regarding the Lake is that it is always open and that it’s use at your own risk. Though I am not an ice fisherman, I enjoy seeing the winter fishing enthusiasts enjoying the lake. This year however, we have seen some unseasonably warm temperatures in January accompanied with rain. While the ice is as thick as 7-8” in some areas, there are also areas where open water is visible.

The thickness of the ice varies greatly in different areas.

Please use caution and discretion when using the lake.

Annual Marina Slip & Campground Site Lotteries 2017 MARINA LOTTERY

(New Boat Slip Users/Non-Deeded) Saturday, March 4, 2017 will be the 1st day new marina users may apply for a boat slip. The Conference Center will be open at 7:30am. The lottery will begin at 8am. Members in good standing must apply in person. Visa/Master authorizations must accompany the request when submitted. A lottery will be conducted on the 1st Saturday in March at 10am at the Conference Center. Members in good standing wishing to be added to the Campground Waiting List for a seasonal site must be present at the lottery. This year’s lottery will be held March 4, 2017. SKI HILL UPDATE: Well, we’re off to the start of a new year and as most of you are well aware, mechanical problems at the Ski Hill have prevented us from making snow and opening the winter amenity. Like you, the Board, the Recreation Committee and I are all disappointed and you should know that we are taking steps to find solutions. If you didn’t know, the pond which stores the water for snowmaking is leaking which we’ve known for about for over a year. The pond leaks approximately 30,000 to 50,000 gallons per day and will need to be addressed at some point but new problems revealed themselves as we started to prepare the hill late last fall. We have a problem with the well and the well pump which previously had deposited approximately 500,000 gallons per day into the pond. In December the well pump was moving less than 50,000 gallons per day into the pond and it was unable to keep up with the leak in the pond and unable to Mike Schmieder General Manager provide the necessary amount of water to make snow. The bottom line is that our reservoir (pond) leaks, the pump is not working to its capacity and the well may have to be drilled to a deeper level.

Over the past month, I have heard from many of you who are looking for answers as to when the repairs will be made and when the ski hill will open. As of this writing (January 20, 2017) there is no update on making the required repairs at the hill but the matter is getting attention by the parties mentioned above, as well as the Infrastructure Committee and Members of the newly formed Ski Club. There will be a significant cost involved with diagnosing the problems. The Board is aware that the Pond repair, which is not budgeted in 2017, is $265,000. The additional repairs could potentially range from $50,000 to $250,000. The Board and I agree that that this situation merits further discussion to determine the scope of exploratory work and the costs. I realize some people feel we should get out there and start “fixing it” but it’s a little more complicated than that. The Association’s own rules would prevent the Board from borrowing this much money without Membership approval. We have a budget which was just approved by the Membership for 2017 and it doesn’t contain the resources necessary to address these repairs. Other resources available to the Board, mainly the Fixed Asset Reserve Fund are limited and would not adequately fund the potential repairs.

Our Infrastructure Committee met Monday, January 16 and they have made a recommendation on how they feel we should proceed to diagnose our problems. That recommendation will go before the Board and will be discussed at the January 27th Board meeting. They will have further discussion regarding the ski hill and potential funding of the repairs at the Board Workshop scheduled for the following day, Saturday January 28th at 9:00am. Do know that the Board and I understand the importance of the Ski and Tube Hill as it is this winter Amenity that sets us apart from other recreational Communities in the State of Illinois and getting this amenity up and running is a priority.

TOWNSHIP ROADS: This winter has offered some interesting weather so far. Frigid temperatures in December with several snow events followed by warmer weather in January with rain and ice. Over the years, many of you have contacted me, mainly to compliment the conditions of the Township roads leading to Lake Carroll. So you know, Lake Carroll is served by two townships. The eastern 1/3 (approximately) of Lake Carroll is in Cherry Grove Township and the western 2/3 in in Freedom Township. Brian Koch is the Highway Commissioner for Cherry Grove and he is responsible for Payne Road from Hwy. 73 to our entrance near the office.

Brian is also responsible for Zier Road from Hwy. 73 to Timber Road. Joe Meyer is the Highway Commissioner for Cherry Grove Township and he is responsible for Zier Road from Timber Rd. going to the west. Both Joe and Brian are hard workers and very concerned with the roads that lead to our main entrances and I wanted to acknowledge their efforts as we’re fortunate to have them.

VALENTINE’S DAY: Last, I wanted to remind you all that Valentine’s Day is just about here. We have a spectacular evening and menu planned for you and that special someone and what better place than Lake Carroll to enjoy the evening and weekend. MEMBERSHIP AMENITY CARDS & DECALS We are processing the 2017 Information Sheets. Please display your new decals upon receipt. Your 2017 Information Sheet, current insurance, and registrations information must be returned to the office with your payment to receive the 2017 decals. Effective February 1, 2017 a $100.00 late fee has been added to all unpaid accounts. 2017 payments received postmarked by January 31, 2017 were not assessed the late fee. ASSIGNED BOAT SLIPS Users of assigned boat slips in 2016 will be sent 2017 assignment letters by January 31, 2017. Monies and forms must be returned to the office before February 20, 2017 to secure a slip. Failure to return this form will be considered a negative response and the slip will be made available to new marina slip users. All assessments & fees must be current to apply for a marina slip.

BOAT SAFETY CLASS One Boat Safety Class has been scheduled at LAKE CARROLL for Saturday, April 22, 2017, 8am-4:30pm. This required class will be held at the Clubhouse (lower level).

This class must be completed before a boat may be registered at LAKE CARROLL. The Front Desk will have a sign-up sheet available after March 1, 2017. Please call 815-493-2552, ext 10 or 20 if you wish to sign up for this class.

CAMPGROUND SEASONAL BILLING Bills for the 2017 season will be mailed approximately February 12, 2017. Seasonal camping fees are due on or before March 30, 2017 to secure your site for the upcoming season. Fees for the camping season this year are $615.00 plus $30.00 for the camper decal.

GOLF TRAIL & STORAGE FEES Golf fees will be mailed to owners with registered golf carts approximately February 12, 2017. These forms & monies must be received in the LAKE CARROLL office

by March 30, 2017. Decals will be issued upon receipt of monies & proper insurance requirements. 2017 Fees: Trail fee - $200.00; Golf Storage - $345 for a gas cart and $425 for an electric cart; Golf Cart Decal - $30.00 (Each of these fees are “per cart”).

BOAT & CAMPER STORAGE Members who used the Camper & Boat Storage sites during the 2016 Association year will be mailed notices for the upcoming Summer Season approximately February 12, 2017. These forms must be returned with your monies by March 30, 2017 to reserve your spot. If you have questions, please call 815-493-2552 ext 10 or ext 20.

New assignments must be made with the Front Desk before parking your boat and/ or camper.

2017 HOMEOWNER DIRECTORY All Lake Carroll Homeowners (with a Lanark ‘493’ phone # or cell phone number which is used as the primary number at your Lake residence) will be included in the directory unless we receive notification via the form included with your 2017 Information sheet. The “Lake Phone Number” on your 2017 Information Sheet will be the number published in the directory. If you DO NOT want your lake phone number to appear in the upcoming directory, you MUST return the form. If you have questions regarding the directory, please call the front desk (ext 10 or ext 20) at 815493-2552.

MEMBERSHIP ID CARDS If you have not yet supplied the office with your photos, please email them to photoid@golakecarroll.com; the Front Desk Staff will be taking pictures throughout the year. Children’s photos taken prior to 2014 must be updated before amenity usage is allowed. There is no charge to update the children’s cards. Amenity cards are issued only to members in good standing and as time and resources allow.

REMINDERS - The Admin Office is again accepting Visa/Master/Discover for dues payments, in addition to other goods and services offered. There is a 3.25% assessment on all credit card transactions.

- Vehicle decals will not be issued until the make/model, year, license plate & a copy of YOUR CURRENT STATE REGISTRATION CARD for each vehicle is received.

Decal fee is $30.00.

- Effective 7/1/13 an ANNUAL WATER USAGE STAMP for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where fishing licenses are sold) is required. Proof of current (2017 Water Usage Stamp) must be on file with the Association office before decals will be issued. These Stamps expire every year on December 31. One Member per lot must have completed the Boater Safety course before watercrafts are registered.

EXPLANATION OF STATS: House Checks: A house check takes only a minute to complete (plus travel time) and the officer normally does not leave the squad. Each member that is signed up for a house check, has their home checked twice a day, one time during daylight hours and one time in the overnight hours, the time of each check is recorded. We usually check around 65 homes in the summer and over 100 in the winter. We continue to find a number of heat lights (during winter months) on at the homes we check.

Amenity Checks: An amenity check takes from 3-10 minutes to complete and requires the officer to leave the vehicle. Each amenity is checked once or twice a day, the time of each check is recorded, besides the normal patrolling of each amenity.

Deliveries: Involves taking deposits to the bank, or any office materials or paperwork that need to be delivered to the different amenities of Lake Carroll.

Alarms: Responding to residence that a burglar or fire alarm has been activated and checking the residence for suspicious activity.

Assist Motorist: Involves unlocking vehicle doors, jump starting vehicles. Towing or assisting boats that are stranded on the lake or ATV’s on the trail system.

Service Calls: Includes, assisting members and guests, animal calls, opening and closing amenities, making change for the Lake Carroll amenities, checking in harvested deer, measuring new watercraft or any other miscellaneous calls.

It is that time of year again to display your 2017 vehicle, boat, ATV, golf cart and camper LCA decals. Please display your decals as soon as you receive them from the LCA office.

I would like to encourage everyone that has not picked up a copy of the Rules and Regulations to please do so. They are available, no charge at the LCA office, they are also available on line at golakecarroll.com in the Lake Carroll code of Ordinances. A couple minutes reviewing the rules and regulations can make every ones experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

Even though we don’t have snow at the time of this writing, you never know when a winter storm could hit Lake Carroll. Please use caution when skiing, tubing or boarding, be aware of your surroundings at all times. Be patient with other riders who may not be at your skill level, but most of all enjoy the ski hill.

If you are an ice fisherman please use extreme caution when heading out on the ice.

When the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel stay home, give our maintenance department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow, let’s have a safe winter driving season.

Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour.

Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Governing Documents: Title V: Rules and Regulations, Chapter 53.03 (B-4) & (E-2).

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F)(2).

Safety First

This space is usually concerned with physical safety on the lake or the trail, etc. But this month we’re going to review safety of another sort, safe drinking water.

At Lake Carroll we all depend on a deep subsurface well for our water needs. We are fortunate to be in an area where this supply is plentiful and of generally good quality and most of us use our well water for drinking and cooking. It’s important to not take the purity of this water for granted; a number of conditions can contaminate it. Periodic testing of your well water can protect the health of your family and your guests.

Many of us are part-time residents, using the home largely on weekends or snowbirds that go south for several months in the winter. In either case the well can be dormant for extended periods and this is conducive to development of contaminants. Well testing is especially important for these residents.

Well testing is relatively simple and inexpensive and can be conducted by the homeowner.

Local laboratory facilities can provide water sampling equipment and instructions to allow you to draw your own sample for testing. Although drawing the test sample is not difficult, it is very important to faithfully follow the instructions, especially in regard to sterilizing the sampling tap to get an uncontaminated sample. The basic test checks for coliform bacteria. A recommended additional test is for nitrates.

Two laboratory facilities are accessible to Lake Carroll residents. Both offer “walk-in” service where you can travel to their facility to obtain the test equipment and instructions, draw your own sample and then return the sample to their lab for testing. In addition, both have a service available for a technician to visit your home, draw the sample and deliver it to the lab. Both facilities provide a written report on the results.

Lyons Labs is located along US 20 about one half mile west of Stockton, 25 driving miles from Lake Carroll. The phone number is 815-947-3360. The bacteria test costs $27 and the nitrates test is $30. The fee for sending a technician to your home to draw the sample is $45.

The city water department of Dixon is located at 92 Artesian Place (off River Road near the river), 40 miles from Lake Carroll. The phone number is 815-288-4557. The charge for a bacteria test is $50 and nitrates $10. A Lake Carroll resident, Raoul Hill, offers a service of collecting the sample and transporting it to the Lyons laboratory for a fee of $60. His contacts are home phone 815 493 8584 and cell phone 815-766-2220.

In the traditional test procedure the sample is drawn from a special valve (tap) at the pressure tank in order to provide analysis of the water as it emerges from the well pump. This approach will tell you if the well itself is clear or contaminated. However, there is an argument that what really matters is the quality of the water delivered at the faucet where you draw cooking and drinking supplies. Clean water from the well can be contaminated by conditions present in the water system of your house, particularly if you have a water filter or purifying system.

Those systems can harbor bacteria. If you want to be totally assured that your drinking water is clean you could draw samples at both the pressure tank and the drinking water faucet in the kitchen. Unfortunately, this doubles the cost of the testing. Another approach would be to draw the sample at the kitchen and if it tests clear, all is well. If it tests contaminated a followup test of the well water would identify the source of the contamination.

For the health and safety of your family and guests we urge you to have your water system tested. I do. Let’s be careful out there!

One way to look at February is that we are half way through the nasty stuff. Have faith spring is coming.

Don’t forget our snow birds will be gone for at least a few months. Don’t get lax on our responsibilities of keeping a watch on our neighbors and their property. As we always say” if something looks suspicious, or out of place” please let security know. You are not bothering them, let them check it out so they can log it down on their reports.

This time of the year after the holiday’s people have a tendency to drop their guard regarding frauds and scams. The reasoning is during the shopping season we are bombarded with news about thefts and scams. It is human nature to have a sigh of relief that season is over. Unfortunately the frauds/scams are still in high gear. Below are a few of these frauds/scams still going strong.

NIGERIAN LETTER OR “419” FRAUD

Nigerian letter frauds combine the threat of impersonation fraud with a variation of an advance fee scheme in which a letter mailed, or e-mailed, from Nigeria offers the recipient the “opportunity” to share in a percentage of millions of dollars that the author—a self-proclaimed government official—is trying to transfer illegally out of Nigeria. The recipient is encouraged to send information to the author, such as blank letterhead stationery, bank name and account numbers, and other identifying information using a fax number given in the letter or return e-mail address provided in the message. The scheme relies on convincing a willing victim, who has demonstrated a “propensity for larceny” by responding to the invitation, to send money to the author of the letter in Nigeria in several installments of increasing amounts for a variety of reasons.

Payment of taxes, bribes to government officials, and legal fees are often described in great detail with the promise that all expenses will be reimbursed as soon as the funds are spirited out of Nigeria. In actuality, the millions of dollars do not exist, and the victim eventually ends up with nothing but loss. Once the victim stops sending money, the perpetrators have been known to use the personal information and checks that they received to impersonate the victim, draining bank accounts and credit card balances. While such an invitation impresses most law-abiding citizens as a laughable hoax, millions of dollars in losses are caused by these schemes annually. Some victims have been lured to Nigeria, where they have been imprisoned against their will along with losing large sums of money. The Nigerian government is not sympathetic to victims of these schemes, since the victim actually conspires to remove funds from Nigeria in a manner that is contrary to Nigerian law. The schemes themselves violate section 419 of the Nigerian criminal code, hence the label “419 fraud.”

TIPS FOR AVOIDING NIGERIAN LETTER OR “419” FRAUD: If you receive a letter or e-mail from Nigeria asking you to send personal or banking information, do not reply in any manner. Send the letter or message to the U.S. Secret Service, your local FBI office, or the U.S. Postal Inspection Service. You can also register a complaint with the Federal Trade Commission’s Complaint Assistant.

If you know someone who is corresponding in one of these schemes, encourage that person to contact the FBI or the U.S. Secret Service as soon as possible.

Be skeptical of individuals representing themselves as Nigerian or foreign government officials asking for your help in placing large sums of money in overseas bank accounts.

Do not believe the promise of large sums of money for your cooperation.

Guard your account information carefully.

TELEMARKETING FRAUD

When you send money to people you do not know personally or give personal or financial information to unknown callers, you increase your chances of becoming a victim of telemarketing fraud.

Here are some warning signs of telemarketing fraud—what a caller may tell you: − “You must act ‘now’ or the offer won’t be good.” − “You’ve won a ‘free’ gift, vacation, or prize.” But you have to pay for “postage and handling” or other charges. − “You must send money, give a credit card or bank account number, or have a check picked up by courier.” You may hear this before you have had a chance to consider the offer carefully.

− “You don’t need to check out the company with anyone.” The callers say you do not need to speak to anyone including your family, lawyer, accountant, local Better Business Bureau, or consumer protection agency. − “You don’t need any written information about the company or their references.” − “You can’t afford to miss this ‘high-profit, no-risk’ offer.”

If you hear these or similar “lines” from a telephone salesperson, just say “no thank you” and hang up the telephone.

TIPS FOR AVOIDING TELEMARKETING FRAUD: It is very difficult to get your money back if you have been cheated over the telephone.

Before you buy anything by telephone, remember: Don’t buy from an unfamiliar company. Legitimate businesses understand that you want more information about their company and are happy to comply.

Always ask for and wait until you receive written material about any offer or charity. If you get brochures about costly investments, ask someone whose financial advice you trust to review them. But beware—not everything written down is true.

Always check out unfamiliar companies with your local consumer protection agency, Better Business Bureau, state attorney general, the National Fraud Information Center, or other watchdog groups. However, not all bad businesses can be identified through these organizations.

Obtain a salesperson’s name, business identity, telephone number, street address, mailing address, and business license number before you transact business. Some con artists give out false names, telephone numbers, addresses, and business license numbers—verify the accuracy of these items.

Before you give money to a charity or make an investment, find out what percentage of the money is paid in commissions and what percentage actually goes to the charity or investment.

Before you send money, ask yourself a simple question: “What guarantee do I really have that this solicitor will use my money in the manner we agreed upon?”

Don’t pay in advance for services; pay only after they are delivered.

Be wary of companies that want to send a messenger to your home to pick up money, claiming it is part of their service to you. In reality, they are taking your money without leaving any trace of whom they are or where they can be reached.

Always take your time making a decision. Legitimate companies won’t pressure you to make a snap decision.

Don’t pay for a “free prize.” If a caller tells you the payment is for taxes, he or she is violating federal law.

Before you receive your next sales pitch, decide what your limits are—the kinds of financial information you will and won’t give out on the telephone.

Be sure to talk over big investments offered by telephone salespeople with a trusted friend, family member, or financial advisor. It is never rude to wait and think about an offer.

Never respond to an offer you don’t understand thoroughly.

Never send money or give out personal information such as credit card numbers and expiration dates, bank account numbers, dates of birth, or social security numbers to unfamiliar companies or unknown persons.

Be aware that your personal information is often brokered to telemarketers through third parties.

If you have been victimized once, be wary of persons who call offering to help you recover your losses for a fee paid in advance.

If you have information about a fraud, report it to state, local, or federal law enforcement agencies.

When a friend tells me that they received a call or a letter telling them that they won something.

I tell them “if it sounds too good to be true chances are it’s too good to be true”. I google the name on the letter or area code from phone call and pair them with scams/frauds. Example (Lake Carroll scam). If there is a scam attached it will let you know immediately. If on the phone, hang up then check them out.

Minutes of the Regular Meeting of the Lake Carroll Association Board of Directors - December 4, 2016

Approval of three-year agreement with O’Conner, Brooks & Co., PC to perform Lake Carroll’s annual audit: John Grotto moved and Jeff Howe seconded to approve the three-year agreement with O’Conner, Brooks & Co., PC to perform Lake Carroll’s annual audit for years 2016, 2017 and 2018.

Motion passed by roll call vote (7/0/0).

M16.12.08 4. Discussion regarding tentatively scheduled BOD meeting for Friday, December 16, 2016: After discussion, it was decided that an additional Board meeting in December was not necessary.

5. Discussion regarding keeping the Clubhouse open on Monday nights during the winter months: Barb Anderson moved and Clarence Grant seconded to extend open hours at the Clubhouse on Mondays during December 2016 and January 2017 from 4 to 9 P.M. Program to be reevaluated at the January Board meeting. Motion passed by unanimous voice vote. M16.12.09 Board Directors Comments: Kevin Oscarson asked if we have applied for permits for dredging the lake yet. He said the process to get them approved takes a while. Mike Schmieder responded that we already have an approved permit.

Kevin also asked about the recent home break-ins issue. Does it appear to have been done by kids, since liquor was taken, or does it appear to be something else? Mike responded that there is no evidence one way or the other yet.

Norm Hoffman remarked that he heard a complaint for us to consider. When vacant lots are mowed in the spring, sometimes fawns hiding in the grass get hit by the mowers. Perhaps we should adjust the schedule to minimize this from occurring.

John Grotto asked if there is a date yet for the employee Christmas party. Mike Schmieder responded that it will be sometime in January.

He is considering doing it at the Lodge again this year. The Board will be invited to attend.

John Grotto passed out a proposal for creating capital development plan to address needed Capital Improvements by trying to make use of the $136 dues debt repayment money. He would like the Board to consider endorsing the plan in January. It was suggested that the Board hold a workshop on January 28th to discuss the topic further.

Audience Questions/Remarks: Dave Allgood (15-3) asked if our Security department was supposed to be a policing force. He said in the suburbs there are community policing programs where police officers get out of their cars and talk directly to people and make their presence known.

We should investigate if we should do the same with our Security.

Cliff Mortenson (16-166) wanted to thank everyone on the Board of Directors. He recognizes you cannot please everyone. The Board also has a responsibility to listen to the Members.

Welcome: President Jim Ogborn welcomed everyone to the Annual Meeting. Jim said there are 161 volunteers on our committees, and he thanked all of them for their service. He thanked Julie Brantner, who works in the Association office, for her service. She will be retiring in 2017 after more than 40 years of service to the Association. He also thanked Dennis Dyson, a member of golf maintenance, who will be retiring after 23 years of service.

Announcement to establish a Quorum: Secretary Jeff Howe reported the following regarding a quorum for the meeting: Lots in attendance registered to vote from the floor – 13, total good proxies received – 1044, Grand Total of Floor Votes and Proxies – 1057. Jeff Howe stated we have a quorum.

The ballots were counted at the Conference Center on December 1, 2016. Thanks to the Staff, volunteer Members, and to Barb Anderson for acting as the Chief Officer in the Secretary’s place. Motion passed by unanimous voice vote. M16.12.04 President’s Comments: President Jim Ogborn presented his comments to the Members present. He said the AT&T tower is up, but is not operational yet. Another segment of the Lohman Plan for the golf course was executed this year. The road program is making progress. The Board puts the Lake as its #1 priority, but was not completely successful this year at controlling the weeds late in the season. $400,000 has been spent in the Lake department this year and we are looking to spend more in 2017.

President Ogborn wrapped up his comments by reviewing the Lake Carroll mission and vision statements. He prefaced that with “What is Lake Carroll?” Lake Carroll is a private four-season, recreation-oriented, planned community that provides a secure environment for the members. This environment includes, but is not limited to: a 640-acre lake, an 18-hole golf course, rolling wooded hills with scenic views, a clubhouse, restaurant, lodge, ski hill, swimming pool complex, fish hatchery, campground, equestrian area, wildlife and trails.

to partake of the various amenities, according to his or her schedule while protecting the ecosystem.

The vision of Lake Carroll is it will be a private, highly desired community in which many will seek to purchase property and become members. The Lake Carroll Association (LCA) will fund and manage the amenities to ensure that the four-season, recreation-oriented community is maintained and enhanced, while the members are united in their efforts to support all of the amenities. The LCA will be self-funded to ensure autonomy. The primary means of funding will be membership dues and revenues generated by the sale of products and services. The LCA will provide a management team utilizing proven management skills in leadership, financial planning, project management, and communications, which will maintain, enhance, and protect the assets of Lake Carroll as well as the safety and security of its members and guests. The LCA will provide rules and regulations, which govern our members and serve to enhance and protect our facilities while not impeding the enjoyment of the amenities.

The LCA, by its Covenants and Restrictions, By-Laws, Rules and Regulations, as well as this Vision Statement will encourage the highest standards of ethics and behavior by its employees, members, and guests.

2017 Budget and Vote: Dave Allgood (15-3) moved and Sue Massey (1-220) seconded to approve the 2017 Budget with a dues level of $1,536.00 as presented to the membership by mail. Total floor and proxy votes for – 650; total floor and proxy votes opposed – 388; total proxy votes abstained – 14. Motion passed. M16.12.05 Special Line Items Presentation and Vote: a. Gayle Smolinski (25-9) moved and Rich Walendukanis (21-34) seconded to approve the By-laws Amendment related to Standing Committees. Jeff then asked each in turn to read the Code of Ethics and the Code of Conduct, and sign the prescribed documents. They then recited the Oath of Office, and upon completing the protocol, all new members were congratulated and invited to be seated with the Board Members. The audience added their approval with applause.

Recognition and Acknowledgements: a. Outgoing Board Members: Mike Schmieder recognized outgoing Board Members Don Aleksy and Norm Hoffman for their dedication and service. b. Committee of the Year: Mike Schmieder announced that the Committee of the Year is the Lake Committee. Committee Chair Tom Wienecke accepted the award on behalf of the Lake Committee. c. Volunteer of the Year: Mike Schmieder announced that the Volunteer of the Year is Tom Stangl for his leadership of the Steering Committee and Lodge Replacement Committee. d. Special recognition of Dan Herman, founder of the Lake Carroll Trail Club: Mike Schmieder requested that Mike Siciliano and Jim Splitt join him in making a presentation.

The Trail Club wanted to honor Dan Hermann, founder of the Trail Club, who passed away this year. The Trail Club built a memorial picnic shelter below the dam on the ATV trail in his honor. A plaque was presented to Mrs. Hermann to mark the dedication of the shelter in her husband’s honor.

Audience Questions/Remarks: Sam Haldiman (5-164) said he asked earlier this year about the high amount of accounts receivable on our balance sheet and was told it was largely due to quarterly payers whose dues were not payable yet. Now that the 4th quarter payments

should have been paid, he asked where the account payable now stands. Clarence Grant responded that are some who are late in paying their full amount and some that will never pay what they owe.

Darlene Benson (21-29) had a comment about marketing Lake Carroll. She presented a list of home shows where we need to get the Association’s name out in front of people.

Char Messmore (23-55) about recent home break-ins at Lake Carroll. Mike Schmieder responded that there were 2 reported after the Thanksgiving weekend. The break-ins have been reported to the Sheriff. The break-ins occurred in sections 23 and 24.

Sam Haldiman (5-164) asked if AT&T was paying rent on the new cell tower yet. The response was that they have been paying rent since the beginning of the year even though the tower is not active yet. He also asked about the status of the grant to bring Mediacom service into the community. The Association was recently notified that the application for the Community Connect grant from the USDA was turned down.

Shirleen Kamysz (31-22) said she was a new Member at Lake Carroll. She asked if there was any sort of welcoming committee. The response that there was one in the past about 5 years ago or so but it is currently not being done. Mike Schmieder acknowledged that would be a good idea for new owners. Perhaps the Marketing Committee and Clubhouse Committee could look into this.

General Manager - Monthly Report to the Board – January 2017

By Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the November 18, 2016 BOD Meeting. a. At the request of the Safety Committee, a sight visit has been arranged with the Red Cross for February 9, 2017. The purpose of the visit is to evaluate elements of the Clubhouse to ensure that it meets the criteria set forth by the Red Cross to be considered a registered shelter in the event of an emergency.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. Reports for 2016 and 2017 are included. b. The Illinois Gaming Board conducted their annual Location Inspection on January 9, 2017. No violations were noted. A copy of the inspection report is attached to this report.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on December 7, 2016. Minutes from the meeting are attached to this report.

4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program has slowed down considerably. We sold thirteen (13) lots in 2016 and twenty-six since the program began in April, 2015. A summary of the 2016 sales is attached to this report.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2016 dues status report which is attached.

-DPE’s collected thru 12/31/2016 – 2,196.23 -DPE’s collected thru 11/14/2015 – 2,203.52 -Variance between 2015 & 2016 – 7.29 Behind Last Year -DPE’s budgeted for 2016 - 2,210.00 -DPE’s projected for 2016 - 2,196.23 -DPE’s Budgeted for 2017 - 2,190.00 b. Thirty-Four (34) resale transactions were entered in the database between 11-12-2016 and 1-182017. Eight (8) lots with homes were sold and fifteen (15) vacant lots were transferred. Nine (9) lots were taken back by the LCA through an Estate settlement. c. Through January 18, 2017, 592 Natural Gas Permit Fees have been deposited totaling $148,000.00. d. The annual Billing Statements were prepared and delivered to the post office on Monday, December 19th.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for November, 2016 are complete and have been sent to the Board. Financial Statements for December, 2016 will be sent to the Board electronically prior to Friday’s meeting. Hard copies will be made available at the meeting. The Board will be asked to approve these statements at this month’s meeting. ii. After the Board approves the December, 2016 financials, Lisa will begin working on the Period 13 financials. This is where “clean up” and misc. issues, and convert the financials to a full accrual presentation. These are the financials that will be presented to the auditors for their review. iii. The Audit has been set for February 15 - 17. As a result of the Finance Committees audit firm review, it was determined to continue our relationship with O’Connor Brooks as our auditors. iv. The Gaming Machines generated $4,142.48 in income for Lake Carroll during the months of November and December, 2016. Total income from the 12 months ending December, 2016 was $34,539.27. See attached report. b. Human Resource: i. The Employee Christmas Party was held at the Lodge on Sunday Night, January 8, 2017. Approximately 75 people attended and enjoyed a wonderful meal prepared and catered by Donna and Troy Lessman. Three employees were recognized for outstanding achievements and contributions during 2016. Deb Stagno (Administration), Tishana Maltry (Assistant Kitchen Manager) and Danielle Koss (Banquet Manager) received Kudo’s and a Walmart gift card. Congratulations and thank you to Deb, Tishana and Danielle.

7. Safety & Security: a. As requested by the Board, I am including Luke’s full report. b. Also attached is a summary for 2016 regarding statistics for the Security department for 2016.

8. Information Technology: a. Attached to this report is a report from Deb Stagno regarding the recent, and very successful Membership Software Conversion. Thanks Deb. 9. Communications: a. No specific report 10. Facilities Management: a. The trails remain closed to ATVs. Although it has been warm, much of the trail is still covered in ice. What isn’t ice is extremely saturated. b. Soffit lights have been repaired and a new dimmer switch and LED sign light has been installed at the Guard Shack.

11. Lake Management/Wildlife: a. The lake level as of November 10, 2016 was 738’ 11”. 13” below pool level. b. Joe and I are excited to announce that Lake Carroll has made the first cut towards a federal 319 EPA grant award to develop a watershed plan for Lake Carroll. We are completing the requested documentation to move us into the next round of selection. We hope to be awarded a grant within the next two months. Once awarded, we will provide an article to the membership about the benefits and path forward for this project. c. Joe has requested a proposal from Clarke to assist us with aquatic plant management in 2017.

The majority of the program will be done in-house, but Clarke will provide assistance again in 2017. d. We have submitted applications for Dept. of Agriculture license renewal for aquatic herbicide applications. e. Joe has requested some changes be made to our current rip rap policy. Doug is going to propose them to the A&E Committee to update the rules book for next year. f. We are developing the dredging program to get cost budgeted for future dredging at the 3-tubes, E. Marina, and South Bay. We would like these numbers to be available for fixed asset budgeting for 2018. We met with a mechanical dredging contractor about the program as well as the previous hydraulic dredging companies. g. The approved fix asset expenditure for the dredging of the East Marina creek upstream of Old Wharf Rd. will be bid to contractors around May with work expected to be performed in the fall to early winter. h. The Deer Hunting season ended on January 15, 2017. 73 Deer were harvested this year compared with 83 last season.

12. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

13. Golf Operations (Pro Shop): a. Closed for the season.

14. Golf Maintenance: a. The Golf Course is closed for the season but Golf Maintenance Department is working hard getting equipment prepared for this spring. Currently, we are sharping all the blades on our reel mowers and bed knives, painting the shop, replacing non- functioning interior lighting and painting ball washers and course signage. b. Tim Throop attended a two day seminar on January 9th and 10th on turf management.

15. Clubhouse Operations: a. Winter hours went to effect on November 1, 2016. The Clubhouse is closed on Tuesdays and Wednesdays. We are keeping the Clubhouse open on Monday nights through the end of March, 2017. After analyzing sales figures, labor costs and food and beverage costs on Monday nights during the month of November, it was determined that we are “breaking even” or better. We will evaluate the sales from these Monday nights from December through March as well as the food and labor costs to see if it makes sense to continue to be open on Monday nights next winter. b. Breakfast with Santa was held on Sunday December 4th and 18th. This is a great event and we saw many Members enjoying the food and their time with Santa. c. The menus and the pricing for the Valentine’s Day, St. Patrick’s Day and the Easter Brunch are complete and are being advertised in the Newspaper, the Web-Site and at the Clubhouse. d. Several repairs were necessary and have been addressed over the past 60 days. A new blower and blower motor has been installed on the HVAC unit for the kitchen. A new gas valve for the pizza oven has been installed New fan belts for the hood heater have been installed and all of the parking lot lights have been replaced with New LED lights 16. Recreation Complex Operations: a. Aquatic Complex: i. The outdoor is closed for the season and has been winterized. ii. The indoor pool remains open and several repairs have been made over the past 60 days. A new sand filter has been installed and operating well. A new 15 ton compressor has been installed on the Dectron unit, and new belts have been installed on the heat exchanger. b. Recreation: i. Little Elves workshop/Polar Express night took place Saturday December 17th with 5 families.

Kids enjoyed making crafts and watching Polar Express with hot chocolate and cookies. ii. December 28-29-30 Kidz Camp Winter Days took place at the Lodge. 10 kids participated daily in crafts, games, and activities all centered around winter fun. iii. Inside Winterfest activities took place on Saturday January 14th. 4 families showed up for indoor crafts and games. About 40 people showed for the DJ entertainment that evening. iv. The Lodge game room remains open daily from 12-8pm, based upon the Private Party rental schedule. Items are available to check out at the Aquatic Complex for usage (pool sticks, ping pong paddles, Wii remotes, etc.). c. Ski Hill: i. Currently closed due to mechanical problems involving the well and the well pump. A request has been made to the Board by the Infrastructure to pull the pump and conduct a capacity test on the well. The Board will discuss this at the 1/27/17 Board meeting and again at the 1/28/17 Board workshop.

By Helen Sykora The January 12th meeting of the Lake Carroll Women’s Club was held at 1:00 P.M. at the Lodge. Vice president Gael Will presided over the business meeting. Twenty-four members were present. The revision to the by-laws was passed by the members. Next month we will bring canned vegetables or soup to be donated to the Food Pantry.

Our spring fundraiser will be held April 1st. There will be more about it in the next meetings.

The business meeting was adjourned and Rick McDonough gave a presentation about crisis management. He told us the 3 most important things to do were: 1- get informed about what crises are most likely to happen here, 2-make a plan for it, and 3-build a kit. Fire is by far the most common crisis, followed by tornadoes, floods, HAZMAT, blizzards and even earthquakes. A communication plan for family members is needed as well as emergency kits for cars and homes.

The Photography Club meets on the second Tuesday of the month at Plumtree Lodge, at 9:30am. Anyone interested in photography at any level is more than welcome.

Rick & Chery Brant (4-231) went out and as usual, Rick had his trusty camera along for the ride. As some of you may know, we’ve had Snowy Owls (aka Arctic Owl; Great White Owl) migrate to the Shannon, IL area the past several years, and to their delight, Rick and Cheryl had the opportunity to see this beautiful bird not just once, but twice on January 18th.

It is thought this year’s visitor is a male. All juvenile snowy owls are brown and covered in bars of darker plumage. Male feathers grow lighter as the owl matures, and adult male snowy owls may be completely white. Females remain distinctly barred over their entire bodies, and have as many as six darker bands on their tails.

Males may have up to three tail bands. (www.animals.mom.me) Some of you may remember we first reported sightings of the Snowy Owl in our area in 2011 and has been sighted most years since. The following is an excerpt from an article in the Lake Carroll News in 2014: A little information on this beautiful bird: Snowy Owls are carnivores, so sitting atop telephone poles is a perfect perch to watch for rodents. The average lifespan of the Snow Owl is 9 1/2 years. They are usually 20” to 28” high, 3 1/2 to 6 1/2 pounds, with a wingspan of 4 to almost 5 feet. Unlike most owls, which are solely nocturnal, Snowy Owls are both nocturnal and diurnal; they hunt and are active both day and night. These are the heaviest of owls in North America and breed on the Arctic tundra and are found in Greenland, Iceland, Canada and the Northern parts of USA.

Lake Carroll Ski Club:

Half Price Sunday’s at Chestnut Mountain

We might be struggling to make snow but we’re not struggling to make progress. That’s been the theme of the Lake Carroll Ski Club since a group of dedicated members decided it was time to pitch in as the Board and various committees look for solutions to the problems plaguing the pond and pump at the ski hill. The “can do” attitude and volunteer effort is beginning to pay off.

It’s Official. The Lake Carroll Ski Club is back!

“We want to be part of the solution for the Association” said ski club member, Ryan FitzSimmons. “Some of us have more time than money and some of us have more money than time, but, all of us love skiing and want to spend time with friends and family on the slopes here at Lake Carroll. That’s going to take a team effort and that’s why we think a ski club is important. It’s a way to help things get organized and prioritized so things get done right and we ultimately save the association and membership some money. And we’re going to have a lot of fun along the way.”

In fact, one of Ski Club’s first accomplishments was all about making sure Lake Carroll members can continue to have affordable family fun on the slopes. With no snow at Plumtree, that meant looking outside for a partner. Thankfully, Chestnut Mountain in Galena was willing. Lake Carroll members can now enjoy half-price skiing at Chestnut every Sunday from noon to 9PM. Each Lake Carroll membership card is good for 4 discounted tickets per visit.

Lake Carroll Ski Club’s first official member meeting is scheduled to take place at the conclusion of Winter Carnival, Sat. Feb 11th at 4PM in the Plumtree Lodge. All are welcome.

While this winter has definitely been unpredictable with temperatures well below zero to over 50 degrees Fahrenheit and inconsistent freezing and thaws with high winds. For you ice fisherman out there, we still believe there’s a lot of winter yet to come, but make sure you’re staying safe on that ice.

At this time, we’ve requested approval for our custom spray tank for the upcoming aquatic plant management program as well as the inspection and rehabilitation of the piezometers in the south portion of the dam. Both of these projects we Joe Rush anticipate moving forward this spring. For the other budgeted Lake Manager lake fixed asset items, much of this work will be sent to bid early summer and contractors selected to perform the work this fall. Fall and early winter are ideal times to implement projects as lake level is down, rainfall and weather is a bit more predictable, and contractors are more available. The fall also provides opportunity for more competitive pricing from contractors due to the fact they are normally more available in the fall.

For the rest of this article, I’d like to update the membership on a few programs for 2017.

FISHERIES MANAGEMENT PROGRAMS: Along with the fixed asset projects outlined last month, you may recall we will also be conducting an extensive fish survey at Lake Carroll in 2017. This survey will consist of collecting data using electrofishing and age and growth on largemouth bass. This collection will help us better understand the fishery and what we need to do to help improve, and or maintain our fishery for the future. Data collection will be done throughout the spring, summer and fall. The fish replenishment committee, lake committee, and management team will use this data and report to make recommendations on the stocking program and creel limits for Lake Carroll.

GOOSE MANAGEMENT PROGRAMS: In 2014 and 2016, the Lake Carroll Association conducted goose charity harvests.

This harvest was a goose reduction program permitted by the Illinois Department of Natural Resources and performed by the United States Department of Agriculture biologists and staff along with the assistance of the Lake Manager, security staff, and a limited Lake Carroll member volunteer force. It was performed to reduce the overpopulated resident goose population. This program, to date, has removed 219 resident geese and has been successful in reducing resident goose numbers and the problem of excess goose droppings on public and private properties. For example, the

swim platforms some homeowners have on the lakefront are actually yellow (their natural color) as opposed to green from goose droppings much of the summer!

Along with the improved aesthetics, by removing these geese and approximately 200,000 pounds of their dropping, we removed over 300 pounds of phosphorus that can feed nuisance weed and algae blooms. Along with these previously mentioned benefits to our lake and community, over 170 pounds of goose meat was donated to food banks for those in need.

Part of this article is a reprint to educate our members on the goose population, the charity harvest, and the biology of the Giant Canada Goose (resident geese using Lake Carroll). First of all, the program is designed to reduce the number of geese that live at Lake Carroll all summer (resident geese). These are the geese that are not doing the ‘natural’ course by migrating north to the breeding grounds and south for the winter. The large numbers of geese observed in the fall and winter are geese that are MIGRATORY, not resident geese. These geese are passing through on the way south. If conditions are good, they will stay longer than we’d like, but they eventually migrate back north.

With the successes we’ve had with reducing goose numbers through our 2014 and 2016 goose charity harvests, we would like to continue these programs. However, one requirement for these permits is that we exhaust every opportunity to reduce goose numbers on our own at Lake Carroll. To do this, the United States Department of Agriculture and the Illinois Department of Natural Resources recommends we conduct a controlled hunting program for geese, along with our normal goose egg oiling programs that limit reproduction. Please watch closely for future updates as this program is developed and proposed to the board of directors. We have requested the assistance of the Illinois Department of Natural Resources to assist in developing a safe, successful, and sustainable program to help manage our goose numbers at Lake Carroll. Please note that our intention is NOT to eradicate the goose from Lake Carroll, but to manage their numbers. Our current program of oiling eggs each spring only allows for a reduction in reproduction, not a reduction of the birds that are recruiting into the flock.

WATERSHED MANAGEMENT PROGRAMS: Lastly, keep your eyes on the newspaper and e-blasts over the next few months. We have made the first cut towards a possible federal grant to conduct a watershed plan for the Lake Carroll Watershed. We’ll be writing up an article for the membership on this should we be awarded the grant. This is a very exciting year for us all at Lake Carroll!

The LC Fishing Club is trying to make winter a little more interesting…On January 12th, members of the Fishing Club placed a Christmas tree in a cinder block on the ice at the West Marina for the annual “When Will the Tree Sink” contest.

Anyone can participate in the contest by making a guess as to when the tree will fall through the ice. All you need to do is pick a date and pick whether it will be a.m. or p.m.

The cost is $2.00 per entry, with only one guess for each person entering. The total amount collected will be given out to the winner (or split among winners if multiple people pick the same date). Mike Siciliano will be logging entries into a notebook at the Hatchery. You can find someone at the Hatchery most mornings during the week, so stop by and make your entry. Or, you can contact any of the Fishing Club board members and make your entry through them. You can find a full list of the FC board’s and their contact info at www.golakecarroll.com on the Fishing Club’s webpage. (You don’t have to log on to view our page.) All entries must be made by February 28, 2017.

Side note: The Fishing Club and Fish Management Committee is in need of several 5-gallon buckets for a structure building project we have planned for March. If you are able to donate any buckets, please just drop them off at the Hatchery. Even if no one is there, you can just drop them off outside the door.

Lake Carroll Fishing Regulations Refer to the Lake Carroll Rules & Regulations Title V Chapter 54.02 and 54.03 for the complete Fishing Regulations.

• People 16 years and over must have a valid state of Illinois fishing license.

• Fishing is prohibited in rearing ponds and all waters below the dam.

• Any guest fishing Lake Carroll must be accompanied by a LCA Member unless they are a family member with a family member fishing pass, available at the Association Office.

• No fish cleaning in the Pavilions. Violators subject to a fine.

• Boat live wells, bilge areas, hulls and trailers should be inspected and cleaned to prevent the spread of invasive species such as Zebra Mussels and Eurasian Milfoil, before launching in Lake Carroll.

1. Lake Carroll Rules and Regulations: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.

2. Entrance Fee and Payouts: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament.

3. Mandatory Pre-Tournament meeting: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat. All tournament participants are required to attend the pre-tournament meeting.

4. Tournament Start Time: The tournament will start when the pre-tournament meeting has concluded.

5. Tournament End Time: A team’s boat must be inside the West Marina’s no-wake buoys prior to tournament end time as specified during the pre-tournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.

6. Take-off Rules: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pre-tournament meeting. Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area. By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pre-tournament meeting.) The take-off boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the take-off boat, each boat may take-off in single file after idling past the take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. No boat can exceed the lake speed limit of 40 mph. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.

7. Live-well Inspection: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before take-off. Any boat without a working livewell will not be permitted to fish the tournament.

8. Limits and Minimum Size: Each team is allowed to weigh-in any combination of five live largemouth and/or smallmouth bass measuring no less than 14 inches in length when measured with a tightly closed mouth. Dead fish do not count. At no time during a tournament should a tournament participant boat have more than five fish in their live-well. Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.

9. Courtesy Bump: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement. Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board. Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish. Any team bringing a short fish to the scales without a courtesy bump will be disqualified.

10. Weigh-in Procedures: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their live well to the scales with a bag provided by Lake Carroll. These bags are located next to the weigh-in scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.

11. Live Bait: Live bait not permitted 12. Three Lot Courtesy Rule: Any angler moving into a new spot should allow an angler already in that spot a minimum of 500 feet of space (the rough equivalent of three average sized Lake Carroll lots.)

Yacht Club 10th Anniversary

You have probably seen the Lake Carroll Yacht Club name each year attached to the events that it sponsors. But many of you may be unfamiliar as to who and what the club is all about. As the club celebrates its 10th year, it is a good time to give the history of this busy organization.

In January of 2007, a group of Lake Carroll members, headed by Ruth and Dave Hilt, gathered to start a club that would provide social activities for property owners. The club was given the name The Lake Carroll Yacht Club with the purpose to “have fun on and off the water”. The club evolved over the years providing opportunities, not only for club members but for all Lake Carroll members to get together, meet new people and socialize with friends and neighbors.

Since its inception, the club has sponsored Sock Hops, the annual Robbers Bingo in March, Venetian Night Parade on the lake in the summers, Casino Trips in the fall, Crazy Bowl in January and a Kayak Paddle. In 2009 with a spoonful of courage and a leap of faith, the Taste of the Lake, which was the dream and vision of the original founders, was launched.

Over the years the club has had many loyal members. A perk for membership is the benefit of extra social events and discounted fees for the events that require a charge. The Yacht Club has treated its members to Pig Roasts, Newcomers Brunches, Pancake Brunch, Boat Party socials and fall parties.

When the club became financially healthy, the board decided to give back to the Lake Carroll community. Lake Carroll Yacht Club has provided 33 lighted buoys on the lake, a fire pit at the West Marina, contributed to the goose round-up for a healthier lake, bought the deck ceiling fans at the clubhouse and donated to the local food pantry.

This year the Yacht Club Board has made plans to continue with the traditional events such as the Robbers Bingo on March 18, Venetian Night tentatively set for the 2nd of July, and the Casino trip in the fall. Because of the 10th anniversary year, the Board has decided to make this year special for the Yacht Club members. The club is amping up the events for our members which include a Pancake brunch in April, the Float Your Boat social in June, and a special member’s dinner and men’s bake-off in September.

If you have not been a member and are thinking about joining the fun, here are some facts: it is a social club, fun is the annual goal, boat ownership is not required, annual dues are $20. (There is an application in this paper.) Did I mention boat ownership is not required? This is a common misconception.

Many of the members do not own boats including myself.

Come celebrate the Yacht Club’s 10th anniversary with us. Be a part of the fun at beautiful Lake Carroll.

RECIPE CORNER Start your day with an inviting casserole!

Bacon/Hash Brown Bake 8 slices bacon, chopped 2 cups diced Ore-Ida Hash Browns 1/2 cup canned mushrooms 1 small onion, chopped 12 eggs 1/3 cup sour cream 12 oz Velveeta sliced or cubed

1. Heat oven to 350º F 2. Cook and stir bacon in large skillet on med heat until crisp. Remove from skillet with slotted spoon: drain on paper towels. Discard all but 2 T drippings.

3. Add vegetables to skillet, mix well, cook 10 min stirring frequently. Spread on bottom of 13x9 inch baking dish sprayed with Pam. 4. Whisk eggs in medium bowl until blended, stir in sour cream. Pour over vegetables. Top with bacon and Velveeta.

5. Bake 40 min. or until center is set. Serves 12 While it’s baking run down to Trailside for some Bloody Marys to Go! All ingredients can be found at your local store.

4-H SUMMER CAMP-LOMC

Registration for 4-H Camp 2017 at Lutheran Outdoor Ministries Center is open! 4-H Camp ‘17 is set for June 11-15, 2017 at LOMC in Oregon, IL. During this exciting week of fun activities campers are assigned to retreat villages where they live with other campers their own age and gender. Retreat villages are supervised by extensively trained and screened high school and college aged counselors many of whom are past campers and 4-H members. Additionally the LOMC staffs, and at least one adult University of Illinois Extension representative, oversee the entire time they are at camp. During camp week, campers are assigned to a pack consisting of campers of all ages. At times throughout the week, these packs compete against each other in fun competitions and activities.

4-H Camp is open to ALL boys and girls, ages 8-14 and 4-H membership is not required.

Security Residential Checks & Low Temperature Light Checks

When will the LCA Severe Weather Sirens Sound?

Do you fly south with the birds for the winter?

Are you leaving on vacation or for an extended period of time?

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on Luke Fossett Security Supervisor patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows:

The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll.

There is no difference in the sound of the siren between a thunderstorm warning and tornado warning.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website.

Severe Thunderstorm Warning: This is issued when either a severe thunderstorm is indicated by the WSR88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately.

Severe thunderstorms can produce tornadoes with little or no advance warning.

Tornado Warning: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect.

RoutineTesting: The Lake Carroll Weather sirens will also activate for a time of 1 minute the first Tuesday of every month at 10:00 AM for testing purposes.
