The heart and soul of our Lake Carroll community lies in the vast array of amenities and activities. With so many options, there is never a shortage of opportunities to enjoy everything Lake Carroll has to offer.

The Easter Egg Hunt was a HUGE success!!! You can imagine the excitement and energy that filled the Plumtree Lodge as 75 children began their day on a scavenger hunt to find the supplies they’d need to create a paper bag bunny puppet. The fun continued with an outdoor egg hunt and culminated with a puppet show and photos with the Easter Bunny! Special thanks to the incredibly versatile recreation team who always bring their best effort to the children and families of Lake Carroll.

Notes from the Office

2019 DECALS/MEMBERSHIP CARDS As reported in the April issue of the Lake Carroll News, decals & Membership cards have been issued to Members who are current with their 2019 dues & fees and have returned the 2019 Information Sheet with the appropriate fees, insurance papers and registrations & photos. Effective April 15, 2019, decals must be displayed.

As the summer season draws closer, more & more owners are trying to register all their “toys” which is required to enjoy the summertime amenities. Please plan ahead by calling the front desk (ext 110 or 120). The Front Desk Staff will let you know what is needed to complete the registration process. By calling in advance, the front desk will try to have everything ready for you when you arrive at the office. Weekends (especially this time of year) can get a bit hectic. Please help us by checking your records, make sure you have decals for each and every one of your watercraft, ATVs, etc. We will do all we can to help. Saturday morning is usually not a great day to get in touch with your insurance agency for your insurance updates or for you to locate the current registration cards! If you plan on using the amenities (i.e. golf course, pool) and haven’t submitted your photos for your membership cards, email them now to photoid@golakecarroll.com. Please make sure children’s photos are current. As always, all dues & fees must be current to use the amenities and register your “toys”.

BOAT REGISTRATION Boat decals plus the CORRECT lot and section number must be displayed on all watercraft PRIOR to launching. Also, newly registered watercraft (pontoons, jet boats, ski boats, runabouts, bass boats and deck boats) must be measured prior to launching. The Association requires at least one member per lot to attend the IDNR Boat Safety course. This course is mandatory if you wish to register a boat at Lake Carroll. If you have taken the course at Lake Carroll, the office will have your records. If you take the course at another location, the Association Office will need to have a copy of the yellow certification card, which you should have received at the completion of the course. ***NOTE: If you’re an LCA Member who has previously completed the LCA Boat Safety Quiz, it will no longer be recognized. You MUST complete the UPDATED 2019 LCA Quiz for the upcoming boating season.*** The quizzes can be accessed by anyone on the Lake Carroll website. You will find a “Quizzes” tab in the top menu bar next to “About Us.” If you have guests coming out who you know will be using your equipment, you can have them take the quiz(zes) prior to coming so they are not in a rush to get them completed.

If a member or guest does not have computer access, a computer will be available at the Lake Carroll Conference Center to complete the quiz.

For information on IDNR Boat Safety class locations throughout the state call: 1-800-832-2599. You may also go online http://boat-ed.com/il/ and complete the test. You will need to print the page with your results, if you wish to register watercraft at the Lake prior to receiving your actual IDNR Boat Safety card.

MARINA CONCESSION Beginning in 2019 LCA Members no longer have the option of charging their marina concession charges to their lot. Please be prepared to pay for items (gas, food, fishing and seasonal products) upon purchase by cash, credit card, or LCA gift card.

CAMPER INFORMATION Reminder: The month of May is the start of the mandatory camping requirements for the seasonal campsites. Two (2) overnight camps are required in May; four (4) overnight stays are required in June, July & August and September requires two (2) overnight camps. All campers must sign in with the campground host upon arrival. Campers may also sign in at the Association Office, if the campground host is not available. The sign-in forms are used to track the camping requirements. Please save your copies for your records.

Reservations for the daily/weekly sites may be made by calling the Association Office Front Desk 815-493-2552 ext 110 & 120. All dues & fees must be current to use any of the Lake Carroll amenities. Please review your campground rules. Only one reservation may be on the books at a time.

All campers must have a 2018 decal displayed. If you have not yet received yours, please call the Front Desk (815-493-2552 ext 110 or ext 120) MARINA SLIPS We are sold out on marina slips for the 2019 season.

NEW OWNERS Lake Carroll has several new families using the facilities this summer and we welcome all of you. Copies of the Rules & Regulations, By-Laws, Fee Schedules, an Information Sheet and registration information are sent upon receipt of the recorded deed & transfer fees to new Members. Please review this information. Decals & photo id cards will be issued when the photos are provided for our database and the completed information sheet is returned to the Association Office. All dues and fees must be current. If you return the information sheet in person, the Front Desk Staff will be happy to take photos of your family. Processing the 2019 cards will be done as time allows. You may also email your photos to photoid@golakecarroll. com. Please call or visit our office if you have questions.

QUARTERLY DUES PAYMENTS April 30, 2019 was the 2nd quarter due date for owners paying their dues on the quarterly payment schedule. A $100 late fee was added to unpaid quarterly accounts if no 2nd quarter payment was received by the due date.

Lake Carroll Employee of the Month Rose Kuhlemier is our April Employee of the Month. Rose will reach 20-year milestone in Lake Carroll’s Maintenance Department in May. She oversees the housekeeping in our various facilities. She has also organized the snowplow crew for the past two years.

A coworker had the following to say when nominating Rose: Rose’s undivided attention to detail in everything she does speaks volumes! She is pleasant and addresses everyone with respect and always has a smile on her face to greet everyone!

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

I would like to talk today about one of my favorite past times fishing. I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions:

1. Who can fish at a Lake Carroll?

Only property owners with a valid amenity card and an Illinois fishing license may fish Lake Carroll waters.

2. What about my guests?

Guests are only allowed to fish in Lake Carroll when ACCOMPANIED by the property owner.

Guests are not allowed to fish when the property owner is not present.

3. What about family members?

The property owner may register immediate family members with the office and obtain a family fishing pass for those members. This allows them to fish at Lake Carroll without the property being present. The family members are not allowed to bring guests with the use of this pass.

4. How many fish can I keep?

There are size and creel limits for most species at Lake Carroll. The fishing club has always done an excellent job updating the size and creel limits. The information is posted at many of the fishing areas at Lake Carroll and an information card provided by the fishing club is available from security and the office. (See Fish Limits card elsewhere this issue.)

5. How many fish can my guest or family members keep?

You are allowed one limit per dues paying lot per day. For example, if a member takes 4 guests fishing and two family members, they are allowed one total limit. Let me be clear, you are allowed 1 limit per dues paying lot per day, regardless of how many people are listed on your lot.

6. Where can I fish at Lake Carroll?

Lake Carroll itself. The spillway, sediment ponds and fishing club ponds are prohibited from fishing.

(Changes to this regulation are being considered please contact security if you have any questions)

The regulations regarding fishing are valid from the docks, from the shore, from a boat on the lake and from lake front properties. Please make yourself familiar with the fishing rules and regulations if you are going to enjoy fishing at Lake Carroll. The security department will be checking and documenting fishing activities. Citations and possible suspension of fishing privileges could occur if the Lake Carroll regulations are not followed. Information can be found in the Lake Carroll Governing Documents Chapter 54. Section .02 & .03.

Fireworks are ILLEGAL at Lake Carroll. There are property owners, veterans (please see sign on this page), and pet owners who do not enjoy fireworks, if you choose to light fireworks; you will be issued a citation.

The spring season is upon us, please review the weather siren information below. When the weather sirens are activated and you are engaging in an outdoor activity such as the golf course, lake or trail system, please check the weather immediately and take the appropriate action to seek shelter.

The Lake Carroll Weather Sirens will sound for a time of 3 minutes when a severe thunderstorm warning or tornado warning is issued by the National Weather Service for Lake Carroll. There is no difference in the sound of the siren between a thunderstorm warning and tornado warning. The Lake Carroll Association will also send a reverse 911 message to the membership advising them of severe weather. The sirens will not activate for severe thunderstorm and tornado watches.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s web-site.

SEVERE THUNDERSTORM WARNING: This is issued when either a severe thunderstorm is indicated by the WSR-88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately. Severe thunderstorms can produce tornadoes with little or no advance warning.

TORNADO WARNING: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect.

The Lake Carroll Weather sirens will also sound for a time of 1 minute the first Tuesday of every month at 10:00 AM for testing purposes.

It is that time of year again to display your 2019 vehicle, boat, ATV, golf cart and camper LCA decals.

Please display your decals as soon as you receive them from the LCA office.

I would like to encourage everyone that has not picked up a 2019 copy of the rules and regulations to please do so. They are available, no charge at the LCA office, they are also available on line at golakecarroll.com in the Lake Carroll code of Ordinances. A couple minutes reviewing the rules and regulations can make everyone’s experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

I would also like to discuss burning. All burning at Lake Carroll (with the exception of the campground) the property owner must contact the front desk or security to receive a burn permit. Below are the rules and regulation pertaining to burning at Lake Carroll they can be found on page 19, 52.02 I & J in the Lake Carroll rules and regulations.

(I) No owner shall burn trash, garbage or other like household refuse without a permit from the A&E Committee, nor shall any owner accumulate on his or her lot [more] litter, refuse or garbage, except in receptacles provided for such purposes.

(J) No person shall burn fallen trees, shrubs or any grasses within Lake Carroll unless such person has notified the Security Department. Persons engaged in burning of materials shall at all times be present and in control of any such burning activity.

Littering I will say it again LITTERING, it is very disheartening having to bring up this subject in a place as beautiful as Lake Carroll. We all know it is illegal to throw garbage or cigarette butts out of a vehicle window. I have been receiving complaints from property owners about this very thing. Please do not litter! If you see someone littering, don’t turn your head, try and get a license plate number or vehicle description and call Security.

I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YIELD TO YELLOW!!!

Neighborhood Watch

Writing this article on April 16th, I know we are all thinking of spring, but looking out my window and still seeing snow, (Come on Mother Nature) give us a break!!! By time you receive the May LC paper I hope these past two weeks will be just a fading memory. Ok, I’m shaking it off and getting back to the article.

LAKE CARROLL CLEAN-UP I had some Members ask me about doing a spring clean-up over the Earth Day weekend.

We’ve done a clean-up over many years with diminishing attendance, so we skipped last year.

With interest expressed, we organized our clean-up event again for April 20th. We had a good turnout. Please see page 22B for photos and report.

LOCAL MEDICARE SCAM I have to let you know that the other day (April 17th) I received 3 calls between 3-4pm. All 3 callers spoke with accents that sounded to me from India or Pakistan. Not profiling. All said they were from Medicare. First two said their names were John, one calling from Washington, the other from California. The 3rd was named Rick from Nebraska. Medicare will not call you unless you call them with a question, leave a message and maybe someone will call in response to your call. If you didn’t initiate the call/contact, JUST HANG UP!! But you all know me…I love to mess with this kind of scam caller. I ask them where they are calling from. Right off the bat just asking them a question throws them off of their scripted speech. I listen to the voices in the background which I know the calls are an area where many callers are using scripted calls performing their scams. This is called a boiler room. I try to keep them on the line by asking them more questions like are you married, how many kids they have, really starting to frustrating them. After more questions I inform them that their call is being recorded. I then speak away from phone knowing they can still hear me and yell out (did you get enough for the tracking of this call?) I usually just hear silence from the caller, then they hang up. Now I am not advising you to do what I do, because that’s just me. My best advice… just hang up if you receive a call like this.

STOPPING SCAMS TARGETING OLDER CONSUMERS The FTC has a long history of protecting people from scams. As part of its ongoing efforts to protect people in every community, the FTC recently took steps to stop two schemes harming older adults: a tech support scam and a sweepstakes scam.

This latest tech support scam, which appears to impact older adults, has a lot in common with other scams we’ve seen. Some scammers pretend to be calling from the technical support department of a well-known company. Others send pop-up messages warning you about a problem with your computer. They want you to believe your computer is infected with a virus, or that a hacker is trying to access your computer. It’s all a ploy to get you to pay for bogus technical support you don’t need. Find out how you can help someone you know recognize and avoid a tech support scam.

The other operation appears to target older adults with a sweepstakes scam. The companies behind the scam send mailers that make people think they’ve won a $1 million prize (or more!), and that the recipient only needs to pay a small fee to claim it. Find out how you can help someone you know avoids a prize or sweepstakes scam.

If you think you see a scam, talk with someone. Your story could help someone avoid that scam. Then report it to the Federal Trade Commission at ftc.gov/complaint. Your story could help the FTC stop the scammers.

THAT’S NOT YOUR NEIGHBOR CALLING When your phone rings and it looks like a local call, you may be more likely to answer.

Scammers count on this and can easily fake caller ID numbers. They even can match the first six digits of your own number, which is called “neighbor spoofing.” The urge to answer can be tough to resist, since you might worry it’s a neighbor who needs help, or the school nurse.

If you see a number like this on your caller ID, remember that it could be faked. Letting it go to voicemail is one option. If you do pick up and don’t recognize the caller — hang up.

But what else can you do? Call blocking services that block, or flag unwanted calls can help. These services include mobile apps, features built into your mobile phone, cloud-based services, call-blocking devices, or services provided by your phone service carrier. Some are free and others cost money.

You also can register your number with the Do Not Call Registry. The Do Not Call Registry is designed to stop sales calls from legitimate companies, so it won’t stop calls from scammers.

But it could make it easier for you to spot scam calls. If a company is ignoring the Registry, there’s a good chance it’s a scam.

You also can help by reporting unwanted calls. We take the phone numbers you report and release them to the public each business day. This helps phone carriers and other partners that are working on call blocking solutions. Your reports also help law enforcement identify the people behind illegal calls. With the warmer weather coming (I hope), this also brings out a lot more activity, cars, ATV, UTV, golf carts, bikes and walkers/joggers on our roadways. Please slow down and use caution and courtesy when on the roads. Be Safe!!!

Spring has sprung and we seem to be always playing catch up to stay on top of all the work needed to get ready for the summer season. Only four weeks to Memorial Day weekend, the unofficial start of summer. We continue to recruit, hire and orientate new team members for the season. Finding the right people has become our biggest challenge. We are doing our best to identify service orientated people for our team. Our orientation program has changed from filling out paperwork and reading the policy manual to a review of our expectations of our team, training on customer service, safety and highlighting the most important parts of our employee

handbook.

We are still looking for servers for the Clubhouse. We hired a good number at our job fair, but most of them are students can cannot start until June. We continue to look and hope to find enough qualified staff to give proper service in the Clubhouse.

Hopefully by the time you read this we will have the staff and have the dining room open.

There have been many other things happening this spring. We continue to work on dredging the lake and hope to have that completed in the next few weeks. We are mid-way of the pool liner installation. I should say the pool liner building as the contractors and cutting and fitting the liner into every section for an exact fit. We have also installed a new chemical feed system as our old system was corroding out and leaking. We will defiantly see a reduction in chemical and utility costs with the new pool liner and equipment.

I continue to review processes and procedures to increase accountability and production in all areas. One key area is our membership system and all the items that it is connected to…I am pushing the installation of scanners so we can have unique user data at many of our outlets. We are working to streamline the decal and registration process, as well as the annual billing cycle. Please bear with us as we may have a few days of our systems being down for updating so we can make our membership system work for us and not keep doing what we did with a paper system.

I also want to thank our staff. We have many team members that continually go out of their way to do a job correctly and let us know when they see something that needs improvement.

Lastly, please note that we will not accept any charging to member accounts anywhere at the resort. This includes the West Marina for gas. Please make sure everyone in your family is aware of this and comes prepared with cash or credit card.

Safety First

By Matt Ripplinger, Member of the LC Safety & Security Committee During severe weather, a number of alerts may flash on your TV screen or on your mobile device, but do you know what the alerts mean and which ones require immediate action?

When a “Watch” is issued it means that atmospheric conditions are favorable for severe weather. Severe Weather “Watches” are generally issued for a 3-6 hour period. Weather “Watches” are normally issued by the Storm Prediction Center after consultation with the National Weather Service and can cover several counties to several states at a time.

During a severe weather “Watch” it is important to think about where you will be during the lifetime of the “Watch”. If you are outdoors enjoying the amenities at Lake Carroll, you should develop a Weather Ready Plan that includes directions to the nearest lightning and hail-proof shelter. You should carry a mobile device that you can monitor the weather in the event the “Watch” is upgraded to a “Warning”. There are several applications available for mobile devices both for Apple and Android products on the Weather Channel website: https://weather.com/apps. Review the different options and select the application best for you.

A “Warning” means severe weather is imminent. You may not see severe weather in the immediate area, but often times these are extremely fast moving storms that will be over you before you know it. “Warnings” are issued by the National Weather Service when the system meets certain criteria. Usually “Warnings” are highly localized – covering parts of one to a couple of counties. “Warnings” generally last for 30 to 60 minutes. During a “Warning” it is important to follow your Weather Ready Plan and get safety immediately.

At Lake Carroll when Carroll County is under a severe weather “Warning” the Outdoor Warning sirens and the Reverse911 Systems are activated. When this occurs, take cover, get off the lake, off the golf course, off the trails, and seek your indoor safe space. Lake Carroll offers two locations to those who do not have appropriate shelter during “Warnings”. The Lodge is opened up for campers (and anyone else) to access the lower level. The Clubhouse’s lower level is also made available to anyone who seeks shelter.

Remember the Outdoor Warning sirens are just that; they are in place to warn people outdoors that severe weather is approaching. Since residents who are indoors frequently have background noise (TV, radio), they can’t depend on hearing the outdoor sirens. They should continue to monitor notifications on their TV, mobile devices, or Weather Radio. Let’s stay safe out there!

A tree in POD 3 uprooted just missing a camper in the middle of March, prompted an opportunity to remove several trees on the southwest side of POD 3. Several areas will need landscape work where the waterlines were installed last Fall. Waterlines will be activated once Brinkmeier Plumbing sets the date.

LODGE

As of 4/14/10, the Lodge will close until further notice Issues at the Lodge have been addressed by lag bolting the ledger board into the building. Several joist hangers and support pole brackets were replaced. Seven windows on the north side of the lodge banquet room need rplacing. This bank of windows appears to have a failed sill plate.

POOL

Outdoor: Opening preparation work has begun. The crew to install the new pool liner is scheduled for Wednesday April 17.

SKI & TUBE HILL BUILDING INSPECTOR MAINTENANCE

Indoor: Replaced the thermostat on the pool heater.

MOWING

Finish mowers were delivered April 4th. Training went well, all maintenance questions were answered. John Deere Tractor should arrive by the end of April.

ROADS

Asphalt at the West Marina will be left in place at the top & the incline areas will be replaced with grass. A drive way will be installed from the top parking lot coming down so vehicles have access to the bathhouse and the gas truck can reach the tank fill pipe.

President’s Message

Dear Lake Carroll Members, Two large budget, high profile projects were recently started here at Lake Carroll. One is the dredging of an additional 7 coves in our Lake and the other is the installation of the new pool liner in our outdoor pool.

DREDGING The additional dredging this year can Tom Bogusevic be accomplished because last year’s Board President dredging project came in significantly under budget. The original budget for last year’s project for the 3 main coves was $1.3 million. If you recall, five dredging companies were identified and thoroughly vetted by our Lake Manager, our LIP Committee, and our Dredge Engineer prior to being allowed to bid. We wanted to ensure the companies bidding could execute the project we had developed. The bids ranged between $582,000 and $1.2 million. We awarded a contract to Mid America Dredge for $581,612 and allocated another $60,000 as a contingency.

To ensure that our Lake was dredged to our specifications, the dredging contract was developed using hi tech GPS data and subsurface analysis of the areas to be dredged. By using a third-party mapping company, we have an accurate idea of what sediment is in the areas to be dredged, and the quantity. The dredge companies allowed to bid on this project were required to use a system that utilizes the GPS coordinates and depth mapping provided in our sediment survey mapping. Our survey data was loaded into a GPS system mounted on the dredge that monitors the exact posit ion and depth of the dredge’s cutter head and can track the areas that have been dredged. To ensure that we are “getting what we paid for,” our third-party mapping company conducts a post-dredge survey to ensure the material we expect to have been removed was actually removed. There are several areas where not all the material was removed last year, and the dredging company is removing this material now.

Since we have approximately $660,000 remaining in our budget because of the savings on last year’s dredging, and the money in this budget can only be used for our Lake projects, a Phase II was added to the dredging program that addresses seven additional coves around our Lake. These additional seven coves were chosen because in our original 2017 sediment

surveys of all coves, these were deemed next on the priority list by our Dredge Engineer. We did not anticipate being able to dredge these areas for at least another 5 to 10 years. We awarded a contract to Mid America Dredge for $297,033 and allocated another $30,000 as a contingency. The dredging began in early April and about 40 working days is anticipated to complete the project.

POOL LINER The outdoor pool liner installation crew of 5 arrived at Lake Carroll on Wednesday, April 10. At this time, they are scheduled to be here 3 weeks and they are staying at Hickory Hideaway. The removal of the old pool liner began the next day and it was immediately clear why, as of last August, we were losing over 12,000 gallons of water a day. The old liner was brittle, and many seams had failed. The whole pool and filtration system hold about 150,000 gallons of water. We were losing and refilling 8% of our water every day.

The pool liner material and other miscellaneous parts including 25 drums containing 55 gallons of adhesive and cleaning supplies, all manufactured in Italy, arrived in Norfolk, VA on April 7 and spent one week in customs. The container is scheduled to arrive at Lake Carroll on Tuesday, April 16.

We received the approval from the State of Illinois for our new drain covers and we now have them in our possession. The crew will install them, too. In fact, the installation crew will remain on site until the pool is filled and operational.

This year our outdoor pool will be opening at 6:00 AM for members to use.

Vacuuming/cleaning the pool will begin at 3:30 AM every day, seven days a week, until the pool closes on Memorial Day. This takes approximately 2 1/2 hours.

New electronics for our chlorinator will be installed on April 18. The chlorinator automatically adjusts the level of chemicals used to keep our pool water in compliance with state law. The new system has an app that allows us to monitor the chemical levels from anywhere. State law still requires manual water testing 2 times per day. We perform these tests and results are kept on file. The Illinois inspector stops in from time to time to review the records and take water samples, too.

A lot is happening at Lake Carroll to get our most popular summer amenities ready for all to enjoy. Both projects are expected to be completed by Memorial Day.

We have received about 2.5M taken in for 2019 dues. We billed out 2249 members in both 2018 and 2019. We still have about $180k in outstanding dues from 2018 and don’t expect for these people to pay in 2019. We are on target, but we are still concerned about the members not paying dues and LIP. January Financials report a $39k loss but with the additional dues and fees expected this should be closer to less than a $10k loss.

investments with our money to generate as much as $20-$30,000 or more depending on interest rates and use of our funds.

During the Audit of 2018 we will be making an adjustment for bad dept for the Nicor program. There is a change that we can get money back from Nicor, but very unlikely so the prudent thing is to make this write off. We also looked at the value of our lots and they are listed on our Balance Sheet at Assessed Value.

Real Estate sales for 2018 were 49 homes and 19 lots.

Three homes have sold in 2019 and one lot. Currently the Association is not selling lots and referring inquires to local realtors.

Procedures and Software are being updated in the office and other departments.

Alan Cazzato asked for aging reports for LIP. We are working on manually creating this as the software does not produce this. Revenue on LIP is differed until it is used.

Ryan FitzSimmons asked about the increase in cash and repurchase agreements. Steve reviewed the T-Bills and repurchase agreements. Finance will be working on an investment policy. Reviewed collection of accounts.

Dave Allgood asked about the projected rate of return for repurchase and T-Bills. Steve said this can not be projected as the money invested goes down over time.

Steve reviewed all our accounts and how the money is invested with the repurchase agreement for T-Bills.

VI. Audience Comments Barb Anderson 31-3 – Show her statement which reflects total amount due, not just amount due by April 15. She also noted that it is hard to fine the agenda online. Disappointed that Association is not selling lots.

VII. President’s Comments Tom Bogusevic reviewed that the pool items are on the way and inspector has assured that it will be inspected on a timely manner. Cash handling and other procedures are being updated. There are many areas that need attention and our auditors have noted deficiencies in how we handle cash. We have installed a check scanner at the front desk to immediately deposit

checks.

We are installing a new payroll system to streamline procedures in processing and provide more functionality.

People have been working hard on the Clubhouse to get it cleaned up and ready for use. They are taking pride in their work.

VIII. Director’s Comments Dave Pacione asked about Pod5 and cost including water issues. If we cannot resolve the water issues we will not move forward with the paving. Regarding Safety Committee, can the Board President and General Manager vote as an ex-officio member of the committee.

Barb Anderson commented that ex-officio can vote and be counted as part of a quorum. The Liaison Boar Member shall have not vote.

User of ATV/UTV usage on the four holiday weekends. Safety Committee approved ATV/UTV usage on the roads accept for the four holiday weekends. Would the Board consider changing this rule to allow them to use the roads? Dave Allgood commented that there is a rule in place that rules cannot be changed during the year unless it is a safety issue. He brought up a Notice of Proposed Rule Making to speed the process up. We can make the change, but it would not be effective until January 1, 2020. This is a Board Policy.

Dick Schwalbenberg commented that we need to put a policy in place for adequate notice to members of any changes. This would go before the Rules Committee for recommendation and then can be brought back to the Board in April so it could be voted on in May. Draft a Notice of Proposed Rule Making for Board to approve. Board would also have to rescind rule that only allows rules to be changed at the end of the year.

Safety Committee reviewed but did not make a decision on this. The most unsafe day is the Garage Sale.

Cliff Mortensen said this started out as an experiment and it has worked well. Steve Mack asked why it is either all the time or not at all, rather than additional rules for specific days. This will be on next agenda.

should be out by April 15th. We have changed our cash handling procedures for the Front Desk, and I am now expanding this to all departments. As noted last month, we were missing several deposits when we reconciled our bank statements. We have contacted local authorities and continue our investigation with them. Members were contacted to verify their check did not clear and were asked to submit another check to the Association. Additional procedures for accountability of staff are being instituted as we review all our procedures.

The Clubhouse cleaning and restart is almost complete. We encountered several additional items needing repairs including; compressors, walk in refrigerator, storage areas, and gas fittings for the cooking equipment. These have all been addressed and we are completing the final cleaning of the kitchen, dining room and bar. Our team at the Clubhouse has done a fantastic job in cleaning and reorganizing. Special thanks to the volunteers on the Clubhouse Committee for also helping us get organized. We are planning to complete service training and menu training the first week of April and will announce our opening dates next week.

The Lodge will be closing when we open the Clubhouse, but we plan to reopen the Lodge for Memorial Day weekend and keep it open through Labor Day weekend. When the Lodge closes in the fall we hope to have everything finalized for the exterior siding and window replacement.

The pool liner is expected to be on site the middle of April and installation will begin the week after it arrives with completion by May 10th. All other pool items are scheduled to be completed once the liner is in place.

The dredge is already at the West Marina so we can start the cove dredging as soon as the ice is out. The remaining equipment necessary will start arriving tomorrow and our contractor is confident that it will be completed by May. The annual audit of the Association is nearly complete. We will have one more meeting next week to finalize our Fixed Asset reporting and then the Auditors will complete their work and issue their report. During this process we are updating our operating financial format to provide accountability to each department manager in achieving their budget. We are also changing many of our systems to become more efficient and cut costs where ever we can.

Financial Report by Department from Lisa Vanderheyden Administration: Assessments – this income represents all the 2019 Dues that were collected in December 2018 and January 2019. At this point, we have changed our process on how we recognize Dues income. Last year in January, we recognized the 2018 Dues that were budgeted and allocated that entire amount over the 12 months

by Association /Amenity usage. We measured this by payroll for the month. From a DPE perspective we are running right along with 2018 YTD. Credit Card Fees – the credit card fees for the Dues and Fees collected in December are withdrawn from our Operating account in January.

Maintenance: Payroll - is over. For Budgeting purposes, 3 Full Time employees are pulled from the Maintenance and into the Ski Hill. That didn’t actually happen this year, as we were unable to open the Ski Hill AND the amount of Road Maintenance that was required this winter. For actually reporting, we pulled 30% of these employee’s time and recorded that to Ski Hill. The rest is left in Maintenance.

amount of Road Maintenance that was required – the total amount allocated to Road Maintenance for 2019 is $25,000. We used quite a bit of that up in January Lodge: With the Clubhouse being shut down as of January 6, food and beverage service was moved to the Lodge.

Thus, you will see the sales for this area up over budget, as well as the payroll expense.

Equipment Repairs: with moving the food and beverage service to the Lodge required some equipment repairs to some of the cooking equipment. The largest expense was cleaning and preparing the beer lines for tap beer.

Pool / Recreation: Recreation Supplies – the cost of the Ice Rink is booked here.

Ski Hill: Payroll – overall is under due to not being able to open the Ski Hill, just the Tube Tow. Equipment Repairs – 2 items make up the majority of this January expense – repairs to the 1996 Snowmobile, and work to the T-B Clubhouse: Open for just a few days the beginning of January – thus, the lack of Food and Beverage Sales.

Beginning in January of 2019, all Beer, Wine, Pop and Liquor sales are recorded as Beverage Sales.

Payroll – even though we were not open for service, a number of our employees were kept busy with performing deep cleaning of the Clubhouse.

Equipment Repairs – cleaning and repairs to the tap beer lines, kitchen equipment and coolers.

Bank Credit Card Fees – these are the fees from the December sales at the Clubhouse.

X. Old Business a. Sperlonga Update Conversation are underway with Sperlonga to start the project. Data forms were sent to Grant Jackson and we are awaiting response on how to move forward.

XI. New Business a. Lynch 13-87 Appeal of A&E Decision on Garage Discussion led by Cliff Mortensen regarding the history of the variance request and the A&E Committee decision. Mr. and Mrs. Lynch presented their hardship with the A&D decision.

Motion to Deny Lot 13-87 Lynch request to allow garage to be built in utility setback after denial by A&E Committee. Motion by Cliff Mortensen, second By Dave Allgood. Motion 2019.3.19 c. Lake Carroll Building Inspections Discussion regarding current policy that Lake Carroll Association is exempt from rules and regs related to building inspections. Best practice is to inspect, and we have an inspector on staff. Additional discussion regarding some maintenance items at the lodge that may pose a safety risk to members. Corrections will be pursued.

Supply, Demand and Our Lake Carroll Wonderland Lake Carroll has been termed the “Best Kept Secret in NW Illinois.” For many, it is a wonderland. But, does this “Best Kept Secret” define what we strive to be? We’ll leave this question to other, brighter marketing minds in our community. Still, the Best Kept Secret? The term has implications for both supply and demand.

Best Times to Buy

Think about this. The best time to buy a snow blower? July 19, 2018 according to online retailer, Amazon. How about a lawn mower? September.

Air conditioners? You guessed it, January. Chocolate lovers? If you can wait Steve Mack – the day after Halloween. The common element here is, if we can wait. If Board Treasurer we want or require it now, as marketing so remarkably reinforces us, we will pay for it.

Supply and Demand are complicated to balance. Build too many snow blowers and a July sale could be incredible for buyers. $380 normal retail priced blowers fell to $201, if they could even sell them, in July, 2016 following a low-snow winter! Likewise, build too few snow blowers and if they are sold out in a snowy winter, voila - no summer sale. Ask any manufacturer or retailer how critical both supply and demand are to their business.

Value.

Is Lake Carroll real estate any different? Remember, Lake Carroll is a Premier Lake Community offering highly attractive recreational and social amenities. Our community has value! However, we are currently experiencing an excess supply of lots.

Consider an assumption. What if today there were NO homes and NO properties available for sale at Lake Carroll and a buyer came to purchase property in our community? If that willing buyer continued to raise her or his price, eventually a seller would appear. Basic economics proves that there is always price for everything of value.

Supply

However, even with acknowledged value, too much supply of anything will reduce its price.

What if our local grocery store offered shoppers a free case of water to anyone entering the store?

Could the store next door sell its cases of water? Unlikely. But, what if our free water store failed to advertise its value deal and only left a sign on it at the back of the store? You get it: a hoped-for word of mouth to stimulate sales.

Have you noticed how you steer to the gas station next door if the price per gallon is 5 cents lower?

The lower price is often because the lower-priced station has too much product (supply) and wants to reduce its inventory. But, what if the lower price was not on its sign?

Supply and Demand

Lake Carroll has shaped, what we believe, an intermediate-term obstacle. Too much supply of lots and too little demand to sell them. Supply is in two parts: more than 35 properties valued at $5,000 and under are currently for sale on our realtors’ websites. Demand for these lots is so low that prices have been reduced to clearance specials. But even at these prices, activity over the past few years has remained too low to clear the supply (inventory). And, our association owns more than 100 lots of little to no value in today’s market.

Marketing

Is it a fact that Lake Carroll is the Best Kept Secret in NW Illinois? We are now analyzing our community to determine where are our homeowners and lot owners are coming from and why do they purchase - or sell. We do hear those who wish to sell because they cannot, or do not want to pay, the increasing membership costs. However, with a commitment to marketing and paying attention to supply, economics dictate a balance will take place helping those who wish to sell.

Our Membership

We are actively reviewing our membership and where we reside full time. So far, we have learned as of April, 2019, looking at the zip codes of our membership, full-time members make up our largest group of owners at 339. The table below shows the top 10 locations distributed by mailing addresses.

One of our objectives by reviewing our membership is to determine how we interact, as members, with Lake Carroll. Much work is progressing as we look to support our members and our goals to promote our property values. Perhaps we may consider our Lake Carroll becoming the Best Known Secret in NW Illinois.

At the writing of this article, 4-15-19, Lake Carroll dodged a bullet yesterday. Other surrounding towns and some of the Chicago suburbs got as much as seven inches of snow; we didn’t get any that stuck on the ground and today is sunny and in the fifties. That’s the kind of weather we need to get the bluebirds actively nesting. We’ve seen a few nests here and there and one actually has four eggs already, but the next two or three weeks should really be the turning point.

By the time this article is printed in the paper, nesting of all types of birds should be well under way. Don’t feel that it’s too late to put up a bluebird house though. This is the perfect time of year to get started raising bluebirds. If you don’t have a bluebird house already, we can install one for you and provide you with all kinds of information including how to build your own bluebird house if you get ambitious over the summer. You will also get a quarterly bluebird newsletter and it only costs $25 for everything included, and it’s even tax deductible.

To preserve and maintain the prairies and woodlands of Lake Carroll to improve the quality of the community’s ecosystem The Prairie Club is busy despite the weather. The Edgewater Circle in Section 17 will begin Phase I soon with planting of annual flowers. We hope to burn that in the fall and then sow prairie seeds there. The Lake Carroll Boulevard (LCB) Prairie across from Maintenance was burned April 13 to keep down some of the grasses. We thank our PC members as well as the Lanark Fire Dept. and Doug Rominski for being there. The plan is to collect seeds there this fall. March is the busiest month for burning prairies every 3-5 years to suppress invasive species, to distribute nutrients into the soil, to rejuvenate plant growth and in a rapid manner as those charcoal-covered areas then draw in the sunshine quickly. Some Prairie Club members have burned over 250 acres this year on eleven sites with the Northwest Illinois Prairie Enthusiasts, JDCF, Audubon, and IDNR after attending a day of prescribed burn training. The Remnant Prairie on the ATV trail in Section 25 will need the most work soon to eliminate woody invasives and continue an inventory of unique forbs (flowers) up there. We plan to enter the giant hundreds-year- old oak tree in the Jo Davies Conservation Foundation (JDCF) Big Tree Contest.

By the time this newsletter is out in May we hope to have begun the eradication of exotic plants out of the prairies, begun Edgewater, planted shady, native wild geraniums beneath an eroding area under the lodge deck, provided flowers in the lodge planters, worked at the small campground planted area for undesirables (in collaboration with the new Garden Club), and completed the Richards’ Rain Garden.

The Prairie Club continues to grow now at 26 members. We decided to establish a membership application with an annual fee of $20.00. This will assist the club in purchases of seeds, plants, and equipment. We thank the Wildlife Committee for a head start with this fund after their generous donation. Contact us for any questions.

WOMEN’S CLUB

If you walked into the Women’s Club meeting at the Lodge on Thursday April 11, you would have seen a lot of ladies in jeans, with sad faces. Why? Well, the tour of Hunter Haven Farms, a dairy farm on Route #73, was postponed because of the weather. We had rain, sleet, wind and cold temperatures.

They asked that we postpone the tour and wait for a better day.

The Tour will be scheduled for next year. But, we feasted on Farm Food. Our hostesses for the day, Pat Bykowski, Merce Meyers and Pia Molloy followed a farm food theme for refreshments. They served cheese and crackers, a Haystack cookie, and Chex mix. This food represents farm products.

President Char Messmore called the meeting to order with the Pledge of Allegiance and Club Collect. We acknowledged the April Birthdays.

The Secretary’s and Treasurer’s reports were approved. Gael reported that the Allocation committee met. She told us that the available funds will be around $5,000.00. She explained how the committee came up with their proposal. A handout listing the agencies to receive these funds, was reviewed, and some concerns were voiced. The Allocation committee will investigate the concerns and prepare a final list to be voted on at the May 9th meeting.

The standing committees gave their reports. If you have forgotten, Marv reminded us that we collect pop tabs for the Ronald McDonald House, box tops for Eastland High School computer equipment and our used greeting cards for remake and sale at an independent living center in Freeport. Collection bins are at the Lodge and Clubhouse.

Even though this event isn’t till August, volunteers will be needed for the Good Samaritan Nursing Home party. Loretta Dick and Nancy Aho will coordinate with the nursing home and let us know the date.

Since September, the Women’s Club has hosted a Saturday Morning Coffee for the members that could not attend on Thursday. There will NOT be a coffee in May. Continuation of this event will be discussed in the new club year.

And the news you have been waiting for, who will be the new president for Women’s Club for the next two years??? Our nominating committee presented the names. Gael Will has accepted the nomination for President and Donalee Yenney for Secretary. Since Gael is our current treasurer, Rosanne Stangl will be interim Treasurer to fill out Gael’s term. This final list will be voted on at the May meeting.

Our members are always busy working, but now it is time for FUN. The CINCO de MAYO PARTY. This is our last fundraiser. This event is open to all Lake Carroll residents. Sunday, May 5th 4:00 to 8:00 at the Lodge. Tickets are $15.00 a person. Contact Donna Aleksy at 815-499-5425. The food will be prepared by the Clubhouse Chef. The bar will be open and music will be provided by Ron Henning. There will be a raffle table and a photo booth, so come with your best smile.

Sad to say but it is our last program for the year. We will have a visit to Highland Community College, Freeport. Pay attention now because we have a time change. We will meet at the Lodge at 12:00pm and car pool to the college for our appointment at 1:00pm. You will drive to the parking lot A, the Conference Center at the college. There will not be any walking, just an information meeting telling us about the Library, continuing education classes, hair salon and other services the college has to offer. Even though we are going back to school, we don’t have to bring a lunch. Following our meeting, held at the college, refreshments will be provided by our hostesses.

Make new friends but keep the old, one is silver and the other gold. That is what Lake Carroll is about, friends. We have to say good-bye to a good friend.

Mary Grant and her husband will be moving. Mary will be greatly missed, and we wish the best to them on their new adventure.

When will the LCA Severe Weather Sirens Sound?

The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll. There is no difference in the sound of the siren between a thunderstorm warning and tornado warning.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website.

Severe Thunderstorm Warning: This is issued when either a severe thunderstorm is indicated by the WSR88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately. Severe thunderstorms can produce tornadoes with little or no advance warning.

Tornado Warning: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect.

RoutineTesting: The Lake Carroll Weather sirens will also activate for a time of 1 minute the first Tuesday of every month at 10:00 AM for testing purposes.

Who can activate the LCA Severe Weather Sirens?

First: The National Weather Service notifies the Lanark Fire Department when the LCA sirens are to be activated.

Second: In the event that LCA Security can eyewitness report the criteria for either a Severe Thunderstorm Warning or a Tornado Waring, they will contact the Lanark Fire Department to initiate the sirens.

LANARK PUBLIC LIBRARY TEMPORARILY CLOSED It’s a busy, busy summer that’s planned for the library!

On May 24, from 1 – 2 pm, Nancy Aho of Lake Carroll will display the Quilt of Valor she recently completed, which will be presented to a local veteran. She will discuss the quilting program and welcomes new “recruits.” The quilt will be on display from May 24 to 28.

“It’s Reading Time at Your Library,” this year’s Summer Reading Program, runs from June 1st to August 31st for children from birth through high school. Reading to children, beginning with newborns, is the single best method to insure success in school, and students who participate in the summer reading program avoid the summer slide in reading levels. Schools, public and school libraries, and families can work together to provide students with support, encouragement, and access to enjoyable reading material. Two dedicated computers at LPL are available for the Accelerated Reader testing partnership with Eastland Schools. Participants reaching their goal will be awarded prizes from LPL, Friends of LPL and Lindo Theatre.

At 1 pm, Saturday, June 15, Laura Keyes will perform “Laura Ingalls Wilder: the Real Story.” Keyes recently received the Excellence in Performance award from the Association of Lincoln Presenters. Parents and grandparents are encouraged to bring children grades 3 and up who will enjoy the Little House on the Prairie stories. The program is sponsored by the Friends of LPL and the Lanark Public Library.

Wednesday, June 19, the Carroll County Farm Bureau will sponsor Ag in the Classroom at 10 am. The featured story, Beef Cattle in the Story of Agriculture by Joanne Buggey and Susan Anderson. After learning 5 basic concepts of beef cattle, children will enjoy an activity and a snack.

During Old Settlers Days, June 27 – 29, free books will be available in front of LPL during regular hours, sponsored by Twice-Sold Tales Used Books, Friends of LPL and LPL. Ag in the Classroom will return on Thursday, July 25 at 10 am to present Everyone Loves Popcorn. Tony likes to cook. Tiny likes to read.

The Lake Carroll Yacht Club held their annual Robbers Bingo in the lower level of the Clubhouse on Saturday, April 13th. Seventy-five people attended in pursuit of the coveted Lady of the Lake. The bingo has always been fun and an inexpensive night out for all members of our lake community. The required admission is a wrapped white elephant gift. However, you would think each gift contained jackpot lottery tickets by the way people scrambled after them. This Robbers Bingo was no different. After the frenzy of gift exchanging took place, Rosanne and Tom Stangl opened the package that entitled them to be keepers of the Lady and lead the Venetian Night Boat Parade with her aboard their boat this summer.

With Easter being right around the corner, lovely lily plants were given as door prizes. An Easter basket was passed for donations to the Shannon Food Pantry. The amount of $205.00 was collected thanks to the generosity of those attending the bingo.

A special thanks to those who helped make the bingo possible. They included Frank Pavell, Bill VanVranken, Bob Kachlic, and Steve Gibus. Another huge thank you to Tara, the clubhouse Event Coordinator, and her team who brought the feeling of springtime into the air with their lovely decorations.

For those who are new to Lake Carroll, the tradition of passing on the Lady of the Lake began in the 1970’s and the Yacht Club has been responsible for carrying it forward for the past twelve years.

Did you know that in Carroll County 16% of youth in grades 8 -12 have used prescription drugs in the past year to get “HIGH” and 32% reported taking prescription drugs that were NOT PRESCRIBED to them. Carroll County teens also report that it is “EASY” for them to access prescription and over the counter drugs, especially through social sources such as friends and parties. Keeping your family and our community safe is as simple as securing the medications in your home. Answer the following five statements to find out about the security of your medications.

Please check all that apply to you: ___ I do NOT lock up my prescription or over-thecounter medications. ___ I do NOT count my prescription or over-the-counter medications often. ___ I have children/teenagers living in or visiting my home. ___ I have visitors in my home. ___ I have had someone take my medications without my permission.

If you checked one or more statements, the security of your prescription and/or over-thecounter medications could be at risk. You can reduce your risk by counting often, locking up, and dropping off your medications. It only makes sense!

The Carroll County Substance Education Coalition and their community partners recommend you: COUNT your medications every two weeks. This will prevent theft and ensure that medications are taken properly.

Yacht Club recognizes its Board Members Mary Grant presented “sailboat” trophies in honor of being Yacht Club board members for over ten years. May is the start of many great leagues and events for the 2019 golf season, Monday Night Men’s League, Wednesday Ladies League, Friday Mixed Scramble, Single and Doubles Match Play and the Thursday Night Men’s League all begin in May. - The Friday Mixed Scramble will begin May 3rd and will have a start time of 9am until May 24th which will be an 8am start.

- Singles and Doubles Match Play will begin May 11th and the brackets will have completion dates for all rounds.

- Finally, the Thursday Night Men’s League will begin May 9th, with a 5:30 pm shotgun start. This league will have no weekly Jason Hill PGA Golf Professional commitment, signup or set teams, this will be weekly games, teams will be picked the night of the league with the players who are there, payout will be that night and there is no need for subs. The only requirements will be everyone must have a USGA handicap, which we offer for $25, and a $25 league fee for the Hole 8 Jackpot hole, which starts off with a jackpot of over $300. Non-members will be welcome and we will offer a special league rate, applicable cart and green fees will apply to both members and guests. More information on all of these great events can be found in the pro shop.

Many events will be happening in the months of May and June, and appropriate flyers will also be in this paper for these events. Just to highlight a few events for May - May 11th will be the Mother’s Day Alternate Shot - Our first Moonlight Nite Golf will be on May 25th - Demo Day will be on May 26th with all of our club vendors here to let you try out and be fit into the proper clubs - And the Memorial Day Scramble will be on May 27th.

June will host event more events starting with the Pearl City Booster outing on June 1st, Rolling Hills Outing on June 7th, Campground Outing on June 29th, Father’s Day Scramble on June 16th, LCA Big Cup on June 22nd, LCA vs Lena at Wolf Hollow on June 23rd and our 2nd Moonlight Nite Golf on July 5th.

There is a lot going on in those two months, not to mention the Junior Golf Camps that I have also included as a flyer with this article. The flyer for the Junior Golf Program will include the weeklong camps, weekend camps and Junior League. We will continue to offer lessons for all levels of golfer; a full lesson brochure will be available in the Pro Shop. Signup for all tournaments, lessons, camps and clinics are in the Pro Shop.

I have included a full season Schedule of Events with this article. Some events have been moved from last year’s dates, so take a look at this year’s schedule. Another fun season of golf for the lady golfers is beginning! Sign- up at the conference center was held on April 3rd. Our President Sandy Bogusevic called the meeting to order. Twenty-five members were present along with officers, Diane Shipkowski, Secretary, and Tracey DeCrane, Treasurer.

Division reps. Marve Feucht (18 hole), Toni Knackstedt (9 hole), and Sue Lamoreux (9 hole evening), were also present. The minutes for the 2018 closing night were reviewed along with the Treasurer’s Report.

The theme for this year’s Ladies Invitational (It’s time to Par-Tee) was discussed. The date for the invitational is July 17th and the committee members this year are Sandy Bogusevic, Donna Carroll, Deb Scheidegger, and Roseanne Stangl. Donations for raffle prizes are once again greatly appreciated.

Senior Representative this year for the Monday travel group is Karen Carby. The events and dates for signup will be posted outside the pro shop. Deadline for play is the Friday before upcoming Monday golf. Please consider joining to experience playing many fun golf courses in the surrounding area.

New this year for all leagues will be a Division Champ for both Gross and Net. Everyone’s welcome to participate, participation of a minimum of 50% of the league dates for regular play is required to be eligible.

The 1st official day of golf this year was May 1st. 9 A.M. for 18 hole, 9:30 A.M. for 9 hole, and 4:30 P.M. for evening golfers.

A few important dates to remember: June 5th- Charity Night June 26th- Red, White, and Blue scramble July 17th- Invitational August 14th- Big Break Event Sept. 11th- Final Fun Night/Awards Hopefully the weather will be great this year with a warm Spring and lots of great days for golf, along with a great turnout of lady golfers. But these non-Springlike conditions did not discourage the 72 members and guests from getting together at the Lodge for the monthly Fishing Club General Meeting and Pot Luck. Following the socializing and dining, the meeting started @ 6:56pm with the Pledge of Allegiance. New members Michael and Jennifer Jankovec introduced themselves along with guest Chris Sego who is the nephew of Tom Young. After the introductions, there was a short announcement that the Women’s Club would be making flower decorations for their “Cinco de Mayo” event immediately following the membership meeting.

Mitch Feucht presented the Treasurer’s Report. March income was $540.00. It consisted of revenue from Dues and Raffle proceeds. Expenses totaled $307.20.

The expenses were credited to Hatchery Supplies, Potluck Food and the Telephone.

The balance sheet showed an increase of $178.80. Also reported was that the club membership increased to 158 property owners. The Treasurer’s Report was approved by a motion from Paul Skorzewski, a second from Clarence Grant and voice approval from the membership.

Gary Gariff continued the meeting with an update on the Spring Walleye hatch activity. Details were shared on how many fish had been captured in the Hoop Nets.

Included in the grand total was the number of walleyes netted. As of this date, a total of 124 walleye had been netted. These 124 walleyes spawned 1,042,000 eggs. These harvested eggs have been fertilized and placed into incubation tubes where the Fry will hatch. Also noted was that this year’s harvest is off to a great start when compared to last year. On April 10th 2018, only slightly more than 300,000 eggs had been fertilized.

2019 is 1M plus.

The construction of a handicap fishing pier sponsored by the Fishing Club is moving forward. Doc Hightower and Shirleen Kamysz have volunteered to help coordinate this project. There are many items to consider which include construction details, material costs and ADA compliance requirements. Any available information will be presented at the May General Meeting or communicated as it is understood.

Two Hatchery Open Houses are scheduled for April 14th and 28th from 10:00am to 2:00pm. Any members wishing to volunteer as tour guides or to bring snacks should sign-up after the meeting. These open houses are presented to help inform guests about the hatchery process and walleye reproduction. For those guests arriving early, actual demonstrations from that day’s harvest can be viewed.

The Kids Fishing Derby is scheduled for Saturday, June 15th from 9:00am until noon.

This year’s event will again be held at the East Marina where lots of prime spots and good fishing is available. The Club hopes Mother Nature cooperates with good weather so that another excellent fishing day can be had by our young anglers. Watch for event flyers and email blasts.

Mike Siciliano concluded the evening’s festivities with a short comment about planning a bus trip to Arlington Race Track. Mike mentioned that the trip could be contingent upon the bus rental which requires a minimum number of riders. Members and guests were asked to consider their interest. More information will become available as a date is determined. The formalities now over, this month’s lucky raffle winners were Tom Stangl $50, Joanne Harper $35 and Bob Kachlic $25. Congratulations to all.

The meeting was formally adjourned at 7:14pm by a motion from Tony Proscia and a second from John Chiappetta. The next General Meeting and Potluck is Wednesday May 8th. See you there.

Lake Carroll, in cooperation with the Illinois Department of Natural Resources (DNR), conducts a yearly program to control the goose population on our lake. April into mid-May is the nesting season. When goose pairs have nested and start to lay their eggs, the eggs are coated with vegetable oil. This will prevent the eggs from hatching and does not harm the adult geese in any way. You might ask why we don’t just remove or destroy the eggs. If the eggs are eliminated, the females will continue to lay more eggs.

This program is important because geese return each year to the location where they are hatched. The LCA/DNR practice of oiling the eggs is a way the cycle is broken and helps keep our goose population to a reasonable level.

Goose “round-ups” have also been conducted by the DNR in past years at Lake Carroll, as well as controlled hunts. Egg oiling is just one of a three-part process encouraged by the DNR. This program has been very successful and to keep it going we need cooperation from members in reporting locations of nests. When you see a nest on your property or in greenway and common areas please call the Association office and report the lot and section number and the approximate location of the nest. The guys at the Fishing Club will then come and oil the eggs. Note that geese tend to locate their nets within 10 or 20 feet of the shore line with a clear path to the water usually behind sea walls or rip-rap. Be aware that geese can be very aggressive when nests are approached.

Good Fishing…

Lake and Resources

Good fishing isn’t something that just happens. It is the result of careful stocking and proper management. To properly manage a fishery, you need an understanding of the interrelationship between Joe Rush Lake Manager animals and their environment.

This is known as the science of “ecology”. When we manipulate these animals, their habitat or both, it is known as ‘management’. When applied to fish, it’s known as “Fisheries Management”.

This article will discuss, in particular, this relationship and how it relates to quality fishing experiences.

To help relate this to our readers, we will compare a lake to a pasture. People are more familiar with cattle in a pasture, but the concept is the same when applied to a lake or pond. Let’s use cattle and fish as ‘crops’ that a farmer is growing to harvest. A farmer, for example, has a pasture with lush grasses. These grasses are the food source for this farmer to grow his cattle. If the grasses are plentiful, and the cattle get ample food supply they grow quicker and healthier. When the ratio of grasses growing and cattle grazing is equal, you have a sustainable environment where the farmer’s cattle get grow fat quickly and the habitat is efficiently grazed to support new grass growth and cattle production. Thus providing a ‘sustainable yield’ of cattle for the farmer.

Now let’s pretend that the farmer decides he wants to raise more cattle on this same pasture habitat. He manipulates the animal numbers and introduces more cows. In turn, the habitat is over-grazed, the grasses can no longer keep up with the feeding pressure by the cows, and the pasture turns into a barren landscape with too many cows (that are underfed because of the limited food supply) and not enough grasses to provide the necessary food for all of the cows. The farmer is now in a position where he needs to completely reconstruct his pasture if he wants to continue grazing cattle.

Let’s reverse the scenario now and create a situation where the farmer decides to manage his pasture with fewer cows. The fewer cows have plenty of food available, and therefore grow fast and healthy. But the farmer’s pasture is not grazed efficiently and the grasses grow out of control. Invasive woody plants begin to take hold and the pasture grass habitat changes.

The farmer needs to ‘manage’ his pasture again using manipulation of the cattle or the habitat if he wants to have a ‘sustainable’ cattle production in this pasture.

As you can see by these examples, the farmer is the ‘manager’ and he has manipulated cattle populations with too many or too few cows and thus has altered the habitat of the pasture. Fisheries management is very similar in concept. You can change the ecology of your lake through stocking and fish harvest programs.

Many people (anglers) are convinced that the aquatic ‘pasture’ will support an unlimited fish population. This, however, is not true. For example, visualize two identical ponds with every possible variable the same with the exception of one pond being stocked with 1,000 fish and the other with 10,000 fish. Both ponds would produce the same ‘poundage’ of fish one year later. However, the pond with 10,000 fish would be full of small fish that have been sharing the same food source, and the anglers would possibly be unhappy about catching lots of little fish and no big fish. The fish are smaller because each one had less food available to it throughout the year. The pond with 1,000 fish would have had 10 times the food available to each fish, thus creating bigger, healthier fish. This too, may be undesirable to some anglers that want to catch LOTS of fish and don’t really care about big fish. Each angler’s desire for fishing and what they want to catch varies.

When this scenario is related to the pasture scenario depicted above, the “cattle” would be represented by the largemouth bass, while the ‘grasses’ would be represented by the bluegill or other food source on which the bass are ‘grazing’. A balanced fishery would have plenty of bass to feed on the bluegill so they don’t get out of control and there would be plenty of bluegill

to provide the food source for the bass to grow quickly and healthy. If the bluegill became over-abundant, then they would ‘stunt’ at a smaller size, reducing the feeding efficiency of the bass, competing for food sources with juvenile bass and thus reducing the overall health of the bass population. If too many bass were present and ‘over-grazed’ the bluegill, the bass size and health would be reduced. The bass would stunt out at a smaller size undesirable by the angler, and the bluegill population would be eaten quicker than they could grow to a reproducing adult or size desirable by anglers.

Lake Carroll is even more complex due to the presence of gizzard shad as a food source. As you can see this has been simplified dramatically to illustrate a point of carrying capacity of a lake. In all actuality there are many factors (water quality, habitat, species composition, prey size needs at different fish ages are just a few) that impact the management of a fishery. But this concept is important for fisherman to understand when it comes developing a fishery to fit the needs of the anglers using it. I’ve simplified the concept to help develop an understanding of carrying capacity and biomass and how fish stocking can relate to the quality of a fishery. You also need to keep in mind that every “management” action that is performed can take years to see the ramifications. Ecological change doesn’t happen overnight with quick results. Also, fisheries management acts like the swinging pendulum of a clock. Picture a pendulum sitting straight down, not moving. This would represent a ‘balanced’ predator to prey system where the predator population has ample food supply for rapid growth and the prey population is ‘grazed’ to ensure they don’t over populate.

Every time you change something, you begin pushing the pendulum one direction or another, creating the swinging motion of the pendulum. Using sound management practices for fish limits and stocking programs can keep that pendulum from swinging too far one direction or another, thus continuing a fishery on track for quality angling for all to enjoy.

Mandatory for anyone wanting to operate watercraft or ATV/UTV at Lake Carroll.

New safety quizzes required in 2019. There’s one for TRAIL USE and one for LAKE USE. It’s available for anyone to access, so if you have guests coming to the lake and they will be using your equipment, be sure to direct them to our website so they can fulfill this requirement BEFORE they get to the lake; that way there’s no slowing down the fun! You will find a “Quizzes” tab in the top menu bar at www. golakecarroll.com.

Even LCA Members who have previously taken the Boater Safety Class at Lake Carroll must take this quiz. There are new questions, so the old certificates will no longer be valid. We’ve even provided links to rule excerpts with highlighting so you can easily complete the quiz.

Some have asked, “Why is Lake Carroll doing this?” It’s to make sure LCA Members and their guests are aware of our rules. Over the years the Security Department and Safety Committee have tracked citations and accidents. The majority of both have been due to guests not understanding our Rules and Regulations. Since Members are responsible for their guests’ actions, it is equally important for the Members to know and understand our rules.

Please don’t look at this as an inconvenience. Look at it as a way to keep your

family and guests safe while they are having fun at Lake Carroll.

TO ANSWER SOME REPEAT QUESTIONS THE OFFICE RECEIVES… - The IDNR test is only required to be passed by one of the primary members of the lot and it’s a one-time thing. This will remain on the lot specific to the individual(s) who have passed the IDNR test.

- The new quizzes (watercraft & trail) are required to be completed by anyone (members and guests) who will be driving the equipment (watercraft & ATV/UTV) and following the specific rules for guests to operate equipment. – There is no change to the registration process of equipment.

- The quizzes are not annual.

- If a change is made to the quizzes in the future, everyone will need to take them again. In that event, a notification will be made to make the membership aware of the requirement.

- No in-person class is required for either the IDNR or Quizzes. Both can be completed online. Links to the IDNR can be found on the Lake & Natural Resources webpage.

It’s April, that means the walleye are spawning and the Hatchery is in full operation. This April is no different from past years, this year’s operation began on April 1st. On that first day of April, three test nets were placed into the lake. Placing test nets in prime spots is standard practice because it’s not known if the walleyes are ready to release eggs. These test nets would gauge the walleye spawning activity and become the barometer to measure walleye activity. And when this winter’s snow total, cold temperatures and Polar Vortex was considered, the test net gauge was necessary.

On April 2nd the test nets were checked. It was determined that the extreme weather conditions did not affect the fish. The fish had their own schedule and that schedule was now! Since the test nets showed fish moving into spawning beds, three additional nets were placed.

Six nets were now located in the lake and netting activity got hectic. Good numbers of all fish types were being recorded. Large Walleye, Musky, Northern, Crappie, Bass, Catfish and even Jumbo Perch had been recorded and released. 2019 was off to a great start.

Before we continue with the great start, let’s look back at the April 10th Fishing Club General Meeting. At that meeting it was reported that 1,042,000 walleye eggs had been harvested and fertilized. As of April 15th, the new walleye fertilized egg total is approximately 1,800,000. That’s 760,000 more eggs in five days. The 1.8M eggs has surpassed last year’s total of 1,755,000 harvested eggs. If conditions remain good, and the spawning season may be nearing an end, this year’s total egg count could surpass 2,000,000. Yes, 2019 is off to a great start. Watch for next month’s Tackle Box article when the final egg count, the total number of fish netted by fish type, and a comparison from previous year’s fish counts will be provided.

Back at the hatchery preparations for the Fry hatch are in full swing. The incubation tubes are being monitored for early signs of life. And based upon a normal incubation period, the first Fry could hatch around the 17th of April. Once the first eggs hatch, new Fry will be seen daily until the last fertilized eggs are hatched. This last hatch date is unknown, but with the harvest still ongoing, this process could continue into early May. May will mark the end of the hatch process. But prior to that end, Fawn Pond would need to be prepared for the Fry. Alfalfa and Soy were added to encourage the growth of Phytoplankton and Zooplankton. These microscopic organisms become the main food source for the newly hatched Fry. As the Fry grow, Fathead minnows will be introduced to provide another food source. These minnows, which are prolific breeders will sustain the walleye until the pond is drained and the walleyes netted in late October. This netting operation completes the walleye growth cycle which began with the harvesting of eggs, continued through the incubation period, and finished with the Pond activity. Watch for future articles that will provide more updates on Fawn Pond activity and how the walleye growth cycle is progressing.

The first Hatchery Open House was held on April 14th. A total of 98 people attended or volunteered on a wintry April day when cold temperatures, rain and snow were making an unwanted appearance. Nice weather is the preference, but the Hatchery Open houses are always a rewarding experience. All 98 people who braved these non-typical Spring conditions were able to see and participate in some actual hatchery operations. They enjoyed tours, watched a video detailing the hatchery process, experienced the hands-on egg harvest, viewed fish in the holding tanks and enjoyed the many snacks provided by club members. The club extends Thanks to all who attended, to the tour volunteers and to those who provided snacks.

Just a quick note on the pictured fish. All these trophy fish were captured in the Hoop Nets and released unharmed. They are still lurking in the Lake Carroll waters waiting for that lucky angler with the right presentation to cast a line. Lake Carroll is a great fishery, enjoy this resource and good luck searching for that trophy fish.

Our dredging contractors are diligently working to complete the additional 7 coves approved under our dredging budget. While they work on these coves, please remember it is a construction site and we have hydraulic piping along the lake to move the material to the sediment deposition site.

The contractors have the pipe marked with orange buoys, so please slow to a no wake when you see these markers along the pipe. This is a temporary inconvenience to a long-term benefit to the lake and our community. You can view a document on the LCA LIP Documents webpage for information on the coves they will be dredging; “Additional Cove Dredging – L.I.P.” Currently, they are completing the work on the north arm and that material is piped to the 3-tubes area to our off-lake holding pond. Once they move equipment back to the south arm, that material will be piped to the Zier Rd off-lake deposition area.

CARAMEL WHISKEY BREAD PUDDING In a medium bowl combine raisins and whiskey, let soak 1 hour. Butter a 2-qt rectangular baking dish, set aside.

RECIPE CORNER

For custard, in a large bowl whisk together eggs, cream, sugar, vanilla, and cinnamon. Generously spread one side of each bread slice with butter, cut each in half diagonally. Arrange in prepared baking dish, overlapping slices. Drain raisins, reserving whiskey. Sprinkle raisins over bread, tucking some between slices. Pour custard over bread. Soak in refrigerator 30 minutes.

Preheat oven to 375 degrees. Place uncovered baking dish in a large baking pan. Add hot water to halfway up sides of dish. Bake 45 minutes or until pudding is set and top is golden. Carefully remove baking dish from water bath: cool slightly on a wire rack.

Highland student named Coca-Cola Academic Team Bronze Scholar FREEPORT — Michelle Johnson of Stillman Valley, a student at Highland Community College, has been named a 2019 Coca-Cola Academic Team Bronze Scholar and will receive a $1,000 scholarship.

The Coca-Cola Scholars Foundation sponsors the CocaCola Academic Team program by recognizing 50 Gold, 50 Silver, and 50 Bronze Scholars with nearly $200,000 in scholarships annually. Each scholar also receives a

HCC’s Forensics team places third in regional competition

FREEPORT — The Highland Community College Forensics Speech & Debate Team placed third in the Regional competition from March 23-24 at Prairie State College in Chicago Heights, Ill. This was their final preliminary tournament before Nationals on April 5 in Reno, Nev. Of the 12 schools in attendance, Highland earned a Silver Trophy in both individual events and overall team sweepstakes. The Regional Tournament is the last stop before traveling for the end-of-the-year National Tournament. Coaches from across the region often provide the competing students with quality feedback on judges’ critiques to help prepare students for the competition.

“We really like to make sure we bring our ‘A Game’ to Regionals,” explained Brit Williams, a coach.

“This is how our students receive the best quality critiques, so we can use all the suggestions other coaches and judges made and incorporate that feedback into their final performances.”

When asked about their favorite moments of this tournament, team captain and sophomore Alec Aurand stated, “It was awesome to see all my teammates break their events into finals and it was even better to see Highland do so well.”

“To me, this tournament is more than performing well competitively,” state Bill Lucio, Highland Forensics Coach, and Speech Instructor. “It’s about making memories and meeting new people.”

Lucio urges his students to make friends with their fellow competitors all year, but particularly at Regionals. Then, when competing at a large tournament like Nationals, students not only see a familiar face but also someone from the region to cheer on and encourage.

The Student Fellowship Award is voted on by the students for the best representation of Forensics.

Highland Sophomore, Luthien Jonis was the 2019 recipient of the award, which was named after a student who previously competed for Highland Community College, so Jonis was proud to bring the award back home where it originated.

“I couldn’t believe it when I won. Everyone always tells me to just be myself, to believe in myself, and good things will happen. And that’s what I always try to do. It feels amazing to have been recognized for doing just that,” said Jonis.

Lucio is proud to represent and promote the success of the Midwest. “At Nationals, if any of our regional school’s success, we succeed because we go from a team of nine to a huge team of 60 as we try to beat the other regions.”

Lake Safety and Etiquette Counterclockwise Watercraft Travel Summer is in full swing and it’s good to see so many of you enjoying the amenities, particularly the Lake. Attached is an image that shows the travel pattern for boating on Lake Carroll. I share this with you because it has been observed that some Members, or their guests, may not be aware that we utilize a counter clockwise travel route when boating here at Lake Carroll. Having someone traveling in the wrong direction on a busy weekend, or anytime really, can present a serious safety concern. Please recognize this travel pattern and please take the time to share this safety information with your family and guests.

Swimmer’s Bay and the East Marina: As we all know, Swimmers Bay and the East Marina are very popular spots for boaters to get out of the Lake’s main body and into a no-wake zone to drop anchor and do a little swimming.

On the image I have included the same counter-clockwise travel route for these bays. We have received comments and concerns from Property Owners and swimmers alike that getting in and out of these bays during busy weekends is difficult due to the amount of traffic. As a courtesy to those wishing to use the bays for swimming and to those who reside along the lake front, please keep the traffic pattern clear so that all can enter and exit the bays easily, without having to use the center where people are anchored and swimming.

Wave Runners and Jet Ski’s: I know there is nothing better than hitting a wave or a wake at 30 miles per hour and getting a little “air”. There is also nothing more worrisome for the parent(s) of a kid being pulled in a tube or waterskiing to see a wave runner following too close to the back of your boat.

Their fear is that if a tuber, skier, or boarder were to fall into the water, the wave runner may not be able to react in time. These concerns are valid and for the safety of all concerned, please inform your family and guests that following a boat too closely can have very serious consequences.

Lake Carroll Clean-Up: IN HONOR OF EARTH DAY

Enthusiastic group with our treasure (there was twice the amount shown in the photo because the campground bags and some other clean-up bags were already placed into the dumpster)

We had a great day for our clean-up. We had 35 people, a lot of new faces. We thank all who participated. Special thanks to GM Dick, Chef Joe, and new Clubhouse Manager Lisa for supplying the food for our clean-up. Hot dogs, hamburgers and chips. Stan and Sue handled the cooking.

Actually, when driving around our LC roadways it didn’t look too messy, but when you left the roadway area and looked closer to the tree lines, the wind blew a lot of garbage away from the roads. Many were surprised at the amount collected, just ask our crew who worked the campground wooded area.

They alone gathered at least ten bags of garbage.
