ATTENTION WATERCRAFT, UTV & ATV OWNERS

Beginning for 2019 summer season the Lake Carroll Association has introduced these new requirements. Lake Carroll has created two new safety quizzes; one quiz deals with Lake usage and the other with Trail usage.

TRAIL:

All UTV and ATV operators including guests must successfully take the UTV / ATV Safety Quiz. This includes Members and Guests of Members using a registered machine. A certificate will be awarded when the quiz is completed. A copy of the certificate must be carried with the operator or a photo of the quiz may be saved to a smart phone and will be requested by Security during safety checks.

WATERCRAFT:

When operating a watercraft on Lake Carroll, at least one person on the boat must have successfully completed the UPDATED 2019 Lake Carroll Boater Safety quiz. Guests must also take the quiz if they are boating solo or riding a Jet Ski solo. A copy of the certificate must be carried with the operator or a photo of the quiz may be saved to a smart phone and will be requested by Security during safety checks. All other registration requirements remain the same. ***NOTE: If you’re an LCA Member who has previously completed the LCA Boat Safety Quiz, it will no longer be recognized. You MUST complete the UPDATED 2019 LCA Quiz for the upcoming boating season.*** The quizzes can be accessed by anyone on the Lake Carroll website. You will find a “Quizzes” tab in the top menu bar next to “About Us.” If you have guests coming out who you know will be using your equipment, you can have them take the quiz(zes) prior to coming so they are not in a rush to get them completed.

If a member or guest does not have computer access, a computer will be available at the Lake Carroll Conference Center to complete the quiz.

2019 BUDGET PASSED The proposed 2019 Budget was accepted by the Lake Carroll Association Membership at the Special Meeting held at the Conference Center on Friday, March 1, 2019. Watch for more details in future Grapevine Eblasts and the April newspaper on how the increase will be handled.

General Manager’s Message

As February comes to a rainy cold end, I am looking forward to all the challenges of March. It is definitely March Madness. Besides college basketball, we have many projects that will be completed in March.

The most notable is the reopening of the Clubhouse. We have had many projects going on to refresh a variety of areas in the Clubhouse and it is great to see all the pieces come together. As the physical projects come to completion, we are now focusing on the menu and service standards.

Certainly, there is much to do and a short period to get it all done.

Service is a culture, and should be the foundation of how we do business.

While it can be taught, it is more a mindset that is woven in the “fabric” of Dick Schwalbenberg how we do business. I have been working with the team on this process General Manager starting with updating our handbooks, developing training programs, recognition programs, evaluations and orientations. As we develop our strategy for a successful year we are also looking at our operations from a service standpoint and planning specific training each area will need to be successful.

One program we are working on is ownership of their own area by each team member. If you see it -- you own it! It will be the responsibility of every employee to identify areas that need improvement.

From picking up a soda can that they may walk by in the parking lot to identifying operational issues that should be reviewed. Our goal is to WOW our members with both our service and the upkeep of all our areas.

We are also reviewing and updating our systems, procedures and policies. Many of these are decades old and we simply cannot meet our goals throughout the resort by doing things as we always have. We need to assess all of our processes and make them more efficient and cost effective. The first phase of upgrading our membership software to integrate all the departments at the resort and provide better controls and financial reporting is already underway. The next phase is to have members access their accounts online and make payments online. The resolution allowing members to communicate, receive notices, vote and make payments electronically was formalized at February Board meeting and you will be receiving more information in the mail explaining how you can participate in this. While this is an optional program, and may not be preferred by everyone, it is a very efficient and cost effective way to provide information to you and give you more access to your accounts.

I am wrapping up my third month as your General Manager and have enjoyed getting to know many of you. I also applaud the staff for their openness to my recommendations and their willingness to work with me as a team focused on moving forward with making operations here at Lake Carroll better each day. I appreciate Tom’s and the entire Board’s support and am excited about the many initiatives we are working on together. Here’s to a great spring and summer season ahead!

Have you been wondering what has been going on with the Clubhouse since it was closed in early January? Below is an overview, as it is still in process.

A thorough cleaning/scrubbing from floor to ceiling has been initiated. Our staff is deep cleaning the kitchen, the bar area, and lower level. Reorganization of all areas of operation of the Clubhouse is being done by our staff and sometimes with the help of volunteers.

The bar area will reopen in a format we hope will be more pleasing for patrons who want to watch sporting events or just relax with friends, clients, or other members. The gaming machines will be relocated onto the southwest wall in the bar to open seating by the fireplace. Our staff will be trained in order to enhance your

experience.

The Sunrise Room is being converted into a family-friendly room with family dining options.

We are hoping, budget pending, to build a solid wall to replace the old accordion room divider which will help soundproof the area. This will allow the room to be more appealing for family and private events, business meetings, and other small gatherings.

The Dining Room is also being upgraded. A new, full menu is being developed. Staff will also be trained to provide what we expect to be a more professional and consistent service.

The new chef has many years of cooking/restaurant experience and will be in charge of the kitchen and menu. The new Front of the House Manager has banquet and staffing experience.

We tentatively expect an early Spring re-opening.

From a larger perspective, we need to achieve synergies among our amenities, namely our Clubhouse, Golf Course, Lodge, and Aquatic Complex. They cannot continue to function independent of each other. We are looking to add an entrepreneurial spirit in the way we do business at these amenities. We are also developing a culture of customer service across our complete organization. We need to make it easy for members to do business with us. We need to work to provide what our members want, when they want it, where they want it.

Our new General Manager, Dick Schwalbenberg, has tasked Donna Aleksy, our Director of Clubhouse and Recreation, with instilling a customer service culture throughout the operation of these amenities. In addition, she will identify and leverage those synergies across these amenities. Donna brings many years of sales training experience and an exuberance to the job. She is charged with bringing this evolving vision to life. What specifically will she do?

Two venues, our Clubhouse and Lodge, are now both available for banquets and meetings.

These will be promoted to Lake Carroll members and the general public. Our target is to generate a significant portion of our food and beverage revenue from people outside of our Lake Carroll community.

When our Golf Course schedules any group outing, our restaurant will contact the group and offer to provide a luncheon or dinner. During the regular golf season, our restaurant staff will make it easy and fast for golfers to purchase food and beverages between the 9th and 10th holes. A fully stocked beverage cart should be making the rounds on the course during weekends and special events.

As you know, we have opened our Lodge bar and restaurant while the Clubhouse has been closed. We have just completed our first full month of operation. Our final revenues and costs are not available as of this writing. However, it appears to be significantly less expensive to operate our Lodge than our Clubhouse. The limited menu that has been provided at our Lodge has had positive feedback and the service has been well received.

We are planning to operate our Lodge restaurant and bar in the summer when the outdoor pool is open. We are also exploring ways to allow pool users to move back and forth between the Lodge restaurant and bar. An outdoor seating area will be made available for members to sit and enjoy their food and drinks and then easily re-enter the pool area.

The above are ideas that are already being worked on. Some other ideas that might make sense in the future are to: • provide a delivery service from the restaurant to anywhere inside Lake Carroll • open the grill outside our Clubhouse for lunch on weekends and special occasions during the summer months • operate our Lodge restaurant and bar and close our Clubhouse again next winter if the numbers show that it makes financial sense •create a Member Rewards Program that rewards our members for their participation and support of our amenities These are just a few ideas we have talked about. Creating a culture of Customer Service is a process. We are at the beginning of that process.

It is going to take time. Our vision continues to evolve. The ultimate goal is to enhance our member’s experience at Lake Carroll.

COLLECTION SCHEDULE

$100 late fees were added & statements were sent to unpaid accounts in February. Please pay promptly to avoid further fees. An “Intent to Lien” and “Demand for Payment” ($250.00 fee) will be sent to unpaid owners in March. Subsequently a lien ($500.00 fee per lot) will be placed against the property in April, if no payment has been received. 2019 MARINA LOTTERY

Saturday, March 2, 2019 will be the 1st day for NEW marina users to apply for a boat slip.

The Conference Center will be open at 8:00am. The lottery will begin at 8:30am. Members in good standing must apply in person. PLEASE REFER TO THE RULES & REGULATIONS, TITLE V. LAKE REGULATIONS CHAPTER 54.07 MARINA SLIP ASSIGNMENT FOR DETAILED INFORMATION ON THE PROCEDURES. 2019 CAMPGROUND LOTTERY A lottery will be conducted on Saturday, March 2, 2019 at 10am at the Conference Center. Members in good standing wishing to be added to the Campground Waiting List for a seasonal site must be present at the lottery. This year’s lottery will be held March 2, 2019. Conference Center doors will open at 9:30am and the lottery will be conducted at 10am. PLEASE REFER TO THE RULES & REGULATIONS, TITLE V, CAMPGROUND REGULATIONS, CHAPTER 55.09 SEASONAL SITE LOTTERY AND ASSIGNMENTS for complete details.

BOAT SAFETY

The Front Desk is taking reservations for the IDNR Boat Safety Classes to be held on Saturday, April 20, 2019 at the Clubhouse (lower level). Hours are 8AM–4:30PM. Fee is $3 per person to cover expenses. This class must be completed before a boat may be registered at Lake Carroll. Please call 815-493-2552 ext 110 or 120 to sign up.

GOLF STORAGE & TRAIL FEES

Notices have been sent to all Members who had registered golf carts in 2018. Monies are due by March 31, 2019. Decals for golf carts will be issued upon receipt of monies & proper insurance requirements. If you have purchased a golf cart and wish to use it at the Lake Carroll Golf Course this season, please provide the Admin Office with the following information. We will need proof of $500,000 liability insurance on the cart, $30 for the decal, & payment for either trail or storage. Call the Front Desk 815-493-2552 ext 120 for further information.

CAMPGROUND (SEASONAL & STORAGE)

Fees are due by March 31, 2019. Notices have been sent to Members using the seasonal campground sites. Members must provide proof of ownership upon registration each year.

Acceptable forms of ownership shall be Title, current Insurance, or current State license plate registration. Decals will be issued upon payment of the seasonal fee, $30 decal fee and proof of ownership. Campers presently parked in the storage area were also sent bills. If you wish to park your camper in the storage area this summer, please call the Front Desk 815-493-2552 ext 120 for assignment. This must be done BEFORE you park your camper. Parking fee is $165 for the Summer Season. (April 1 – October 31) Camper decal is $30.00. Parking decals will be issued upon payment of these fees.

BOAT STORAGE

Fees are due by March 31, 2019. Notices have been sent to those using these facilities during the 2018 Season. New assignments must be made through the Admin Office. Please call the Front Desk 815-493-2552 for further information. The lower parking area is the only parking area available for watercraft and/or boat trailers. Fees are $165 for the lower parking area.

REMINDERS

Vehicle decals will not be issued until the make/model, year license plate & a copy of YOUR STATE REGISTRATION CARD for each vehicle must be on file.

One Member per lot must have completed the Boater Safety course before watercrafts are registered.

Decals for Watercraft, ATVs, Campers, Snowmobiles & Golf Carts do not have the Sec/ Lot printed on them this year. They are identified with a number only. Watercraft still require your Section and Lot numbers displayed with the decals on both rear sides of the boat. Boat Trailers require the Section and Lot numbers on the trailer tongue. Campers still require the Section & Lots number & current decal on the trailer tongue.

REMINDER FOR GREENWAY DOCK USERS

Please refer to current Rules and Regulations, Title V LAKE REGULATIONS, CHAPTER 54.05, Use of Greenways & Common Areas for the application procedures. Reapplication needs to be approved by the A&E Committee annually.

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

I hope you and your family had a safe and wonderful winter season. I had a concern from a property owner about coyotes. There have always been coyotes in the area of Lake Carroll.

I do not recall any incidents involving coyotes at Lake Carroll. There have been recorded incidents in other areas of the country that coyotes have attacked small dogs and cats for an easy meal. It is recommended that you keep your pets close to the residence at night when coyotes are on the move.

It is that time of year again to display your 2019 vehicle, boat, ATV, golf cart and camper LCA decals. Please display your decals as soon as you receive them from the LCA office.

I would like to encourage everyone that has not picked up a 2019 copy of the rules and regulations to please do so. They are available, no charge at the LCA office, they are also available online at golakecarroll.com under Membership & General Information in the Document Library. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

ATTENTION WATERCRAFT, UTV & ATV OWNERS Beginning for 2019 summer season the Lake Carroll Association has introduced these new requirements. Lake Carroll has created two new safety quizzes; one quiz deals with Lake usage and the other with Trail usage.

TRAIL: All UTV and ATV operators including guests must successfully take the UTV / ATV Safety Quiz. This includes Members and Guests of Members using a registered machine.

A certificate will be awarded when the quiz is completed. A copy of the certificate must be carried with the operator or a photo of the quiz may be saved to a smart phone and will be requested by Security during safety checks.

WATERCRAFT: When operating a watercraft on Lake Carroll, at least one person on the boat must have successfully completed the UPDATED 2019 Lake Carroll Boater Safety quiz.

Guests must also take the quiz if they are boating solo or riding a Jet Ski solo. A copy of the certificate must be carried with the operator or a photo of the quiz may be saved to a smart phone and will be requested by Security during safety checks. All other registration requirements remain the same. ***NOTE: If you’re an LCA Member who has previously completed the LCA Boat Safety Quiz, it will no longer be recognized. You MUST complete the UPDATED 2019 LCA Quiz for the upcoming boating season.*** The quizzes can be accessed by anyone on the Lake Carroll website. You will find a “Quizzes” tab in the top menu bar next to “About Us.” If you have guests coming out who you know will be using your equipment, you can have them take the quiz(zes) prior to coming so they are not in a rush to get them completed.

If a member or guest does not have computer access, a computer will be available at the Lake Carroll Conference Center to complete the quiz.

BURNING I would also like to discuss burning. All burning at Lake Carroll (with the exception of the campground) the property owner must contact the front desk or security to receive a burn permit. Below are the rules and regulation pertaining to burning at Lake Carroll they can be found on page 19, 52.02 (I) & (J) in the Lake Carroll Rules and Regulations.

(I) No owner shall burn trash, garbage or other like household refuse without a permit from the A&E Committee, nor shall any owner accumulate on his or her lot [more] litter, refuse or garbage, except in receptacles provided for such purposes.

(J) No person shall burn fallen trees, shrubs or any grasses within Lake Carroll unless such person has notified the Security Department. Persons engaged in burning of materials shall at all times be present and in control of any such burning activity.

LITTERING Littering, I will say it again LITTERING, it is very disheartening having to bring up this subject in a place as beautiful as Lake Carroll. We all know it is illegal to throw garbage or cigarette butts out of a vehicle window. I have been receiving complaints from property owners about this very thing. Please do not litter, if you see someone littering don’t turn your head, try and get a license plate number or vehicle description and call security.

I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YIELD TO YELLOW!!!

I don’t know about how you feel about this weather at least for the first two weeks in February (while I’m writing this article). I am getting tired of snow blowing, shoveling, 40+ winds, record breaking wind chills. How often did you shovel and watch the high winds blow the snow right back. Hopefully by the time this article is received in March, all of the above will just feel like a

bad dream Recently I have learned that there is many L/C members’ contact phone numbers (landline, cell) are bad contact numbers. It is very important that you check with the L/C office to find out if your contact numbers need to be updated. It is very important that our security if needed has you correct contact numbers. While you are checking those numbers, also check for your preference contact number to be used for the L/C reverse 911 sending out messages Now I have to let you know about the familiar scam/fraud popular at tax season time and calls from the IRS. Some brazen scammers rip off unwary taxpayers by impersonating agents of the Internal Revenue Service. They’ll call and insist that you (a potential victim) has an unpaid tax bill and faces arrest unless you pay up, immediately. Con artists have numerous ways to make the hoax seem convincing. They can trick a caller ID to make it appear that the call is coming from an actual IRS office, and they may even know part of the victim’s Social Security number.

In a recent three-year period, the Treasury Department’s inspector general for tax administration received reports of more than 1.6 million calls from IRS impersonators, with more than 8,600 victims collectively losing almost $47 million. One massive, long-running fraud scheme, eventually busted by federal authorities, saw call centers in India use information from data brokers to find potential victims, whom they contacted and scared into making payments via reloadable gift cards or wire transfers to co-conspirators in the United States. OLDER AMERICANS WERE AMONG THE PRIME TARGETS. The IRS says scammers are increasingly turning to robocalls to reach as many potential victims as possible. Their ruses have become more elaborate, with some citing a nonexistent “federal student tax” that they claim their targets have neglected to pay. But you can deter the phony tax collectors by following some basic precautions.

WARNING SIGNS AND DONT’S It’s a phone call. The IRS communicates mostly through the mail, including in cases of delinquent taxes. It will generally make contact by phone or in person only after a taxpayer has received multiple written notices.

The pretend IRS official demands immediate payment and threatens to call police or actually say Cops and have you arrested — things the IRS says it never does.

Don’t provide or confirm personal or financial information over the phone to someone who claims to be a government official.

Don’t respond to a purported IRS email or text message asking for your information. The IRS doesn’t do that.

Don’t agree to pay a tax bill with a prepaid debit card or wire transfer. Scammers prefer these methods because they’re difficult to trace and can be used almost anywhere.

Don’t give credit or debit card numbers to a caller claiming to be an IRS official. The IRS says it never asks for such information over the phone.

Don’t assume a caller who tells you to verify his or her phone number by checking the IRS website is on the level. Caller IDs can be rigged to display the number of a real IRS office.

Don’t be bullied. A scammer will issue threats and demands, but according to the IRS, if you actually owe back taxes, you will get a bill in the mail and have an opportunity to appeal or to question the amount.

THE VETERAN CHARITY SCAM This scam is really because it takes away from the legit charities that are really helping out are military veterans. From 2014 to 2018, charities associated with a Florida organization called Help the Vets raised $20 million with patriotic, heartrending calls to aid veterans in need. “For thousands of disabled veterans who served in Iraq and Afghanistan, giving an arm and a leg isn’t simply a figure of speech — it’s a harsh reality,” a typical fundraising letter read.

There was just one problem: According to the Federal Trade Commission (FTC), almost none of that money went to help servicemen and women. Help the Vets spent 95 percent of donated dollars on administrative costs, compensation for its founder, and more fundraising. The nowdefunct organization was targeted as part of a massive 2018 crackdown on a particularly shameful subset of charity fraud: scams that exploit Americans’ gratitude for military members’ service and sacrifice.

Sham veterans charities don’t just steal or misspend your money; they divert millions of dollars that might otherwise flow to the many honorable organizations providing mental health care, housing, job training and other vital services to veterans and their families. Older people can be especially appealing targets, the FTC says.

These outfits use the same outreach techniques as trusted charities — letters, phone calls, email, texts — and often adopt similar names, but they rely on deceptive pitches and high-pressure tactics to wear down donors. A little research can go a long way in weeding out phony appeals. Don’t let scammers curb your generosity toward those who serve — but take steps to ensure your donated dollars truly support them.

Safety First

By Matt Ripplinger, Member of the LC Safety & Security Committee COMMON SAFETY HAZARDS AROUND THE HOME AND HOW TO PREVENT THEM - Make sure all staircases have solid handrails, securely fixed flooring, adequate lighting, and safety gates if there are small children in your home - Keep all outside stairs clear of debris and hazards like ice and snow. Add secured mats or grip tape to make surfaces less slippery - Secure rugs to avoid slipping on slick surfaces in the bathroom and shower. Install safety railings in your shower so that family members old and young safely get in and out of the shower safely.

- Provide an easy space for kids to stow toys and make sure every play date ends without injury. Secure skateboards, bikes, and other mobile toys in a safe area where family members and visitors won’t trip on them.

- Last year there were more than 365,000 fires in US homes, causing everything from mild smoke damage to total devastation, including loss of life. Even candles or an unattended iron can lead to an accidental fire. There is a lot you can do to prevent a fire from getting out of hand.

- Install fire alarms on all levels of your home and check and change the batteries at least annually. Consider investing in a smart smoke detector. Make sure you have a carbon monoxide detector as well.

- Never leave candles unattended or near cloth like drapes or blankets. Also, make sure they are out of reach of children and that pets cannot knock them over Avoid an electrical fire by making sure that all appliances are in good working order and no wires are frayed.

Don’t overload your electrical outlets either. In fact, it’s a smart practice to unplug small appliances like toasters when not in use.

- Purchase at least one fire extinguisher for your home and check it annually to verify it is in good working order.

- Choking is the country’s fourth largest cause of accidental death claiming nearly 5,000 victims last year. From a bit of dinner going down the wrong way to a youngster accidentally swallowing a small item, choking is scary. Educate yourself about choking hazards and take measures to keep your family safe. Inspect children’s toys regularly for any loose parts. Look around your floors for small toys or items that little hands might easily pick up and put in their mouth. Be sure to keep small hard foods like nuts or candy out of reach of children. For children under the age of four always cut up hard foods that can block airways. The same applies to softer foods like grapes, cherry tomatoes, and hotdogs.

- Poisoning. There were over 2 million incidences last year reported to POISON CONTROL CENTER’s nationwide. Several household items present poison hazards, including cleaning and home maintenance supplies. However, a little diligence can decrease the chance of anyone in your family becoming a victim store your cleaning chemicals properly.

Please do everything possible to keep your home safe. For many of us, our children have grown up and left the home, but they are now returning with their kids, so keep those precious children in mind and just open up your eyes and look around your home for danger.

Business as Usual? No! Business as Usual? No!

• First and foremost – Lake Carroll is Our Premier Lake Community.

We share that view with a majority of our members within our community and realize the treasures we have with our amenities and neighborhood.

• Since December 3, five new Board members and our new General Manager have worked with our Association, previous Board members, committees and members to obtain as much information Steve Mack about our operations as quickly as possible. We realized we had Board Treasurer significant challenges.

• However, our first challenge was not to work towards what our Board hoped would be a Strategic Plan. Instead, it was to debate, prepare and propose a budget for 2019. This was a second time members would be presented with a budget, a very unusual occurrence in our Association. With the failure of our first budget, voted down by members and announced on December 3, we entered a formidable job with a compressed time frame. By the time this is published, we’ll know the results of our vote.

Business as Usual? No!

• Since our budget was presented on January 26, we have found considerable structural issues that are preventing us from moving forward.

• Time to acknowledge.

- As a Board and Association, we are now expending significant time discovering fundamental problems. What is a fundamental problem?

• Technology. Our technology systems have been neglected for many, many years. After a quick review of our Association, we have found we have not invested in the very basic technology to realize efficiencies most businesses require.

- Do you have a PC computer? You may operate with older software. However, would you expect your accountant, financial advisor or any other professional working for you to operate with software that is more than 9 years old? Office 2010, Adobe 9. These are programs that hamper our Association’s ability to get the job done.

- And, for more than a decade, businesses have realized significant productivity improvements utilizing multiple (dual) computer screens on the same computer. Not even one of our computers has this simple, low cost equipment.

- Do you balance your checkbook monthly? Do you do it by hand or on a computer?

• Our Association balances 10 accounts each month. Easy if you do it on an up to date computer with current software. And most businesses do. The process results in an easy to read reconciliation report.

• Our Association balances with three different programs, for each account. First data is taken from one program (iMIS, our management software) and manually moved to an Excel (2010 version) spreadsheet. Then that data is manually keyed into our Great Plains accounting software (Microsoft Dynamics GP) accounting software.

• Why do we do it this way? Because this is how we have always done it. And, we cut training out of our Administration budgets years ago. This system is fraught with potential errors and completely inefficient.

Business as Usual? No!

- Before we jump to a conclusion that our personnel are the problem, we need to acknowledge this issue. We, as an Association, have starved our office of the basic tools needed to do their jobs. We are in agreement. These weaknesses must be addressed immediately before we can move on to what our Board feels is our most important job – to move towards a long-term strategic plan.

• Procedures. We have few to no procedures. This is a basic and routine corporate requirement and must be in written form and provided to our staff to assure compliance.

- How do we handle our cash and check deposits? A simple question. Yet, so much can go wrong. And getting deposits to our bank is currently a manual process. We physically drive them to the bank. Have you ever lost a deposit that did not make it into your bank account? * Check scanner. From my experience, any business with the volume of deposits similar to our Association never runs a check to the bank. It is scanned to the bank with a scanner provided - by the bank. This is simple, efficient and eliminates significant errors. Yet with no scanner and no procedures, how can we expect our Association to be the organization we would like to demand?

• Secured work spaces. We have allowed nearly anyone to simply walk into our Association’s workspaces with little to no security. This adds an unnecessary risk of loss and injury to our administration and outside facilities and bypasses any procedural chain-of-command necessary to our operations.

• Collections. We must invest in the resources to get this job done.

- We have dues and fees that have been outstanding for years. Amounts are significant.

While we talk about this, we have not been as successful as we must be to collect these balances. We are committed to changing this weakness.

- Yet, we have members who want to leave but are unable to sell. We must acknowledge this simple fact and work to remedy this situation as we seek to recover our overdue balances.

• Databases. Our member contact information in our systems and delivery options are inadequate. With our 2019 budget, we are investing in resources to better communicate with members and to help members better participate with our Association. However, as we have discovered in less than three months, our member contact data sits in multiple databases. This is a weakness as each database must be updated as members join, leave or move.

• Change is coming. Change is never comfortable but must take place as we plan for our future. Most in business realize how disruptive change can be as a vision is developed.

Our Board is keenly focused on our community’s future. However, we must deal with the fundamental issues that we are discovering, nearly daily, before we can move on to Focus on our Future. Much work is to be done.

V. Treasurer’s Report Steve Mack reviewed the preliminary financial report for December 2018. The operating loss is $176,469, including a number of extraordinary expenses such as the GM search and having two GM salaries. The clubhouse lost over $100,000. Steve also reviewed the balance sheet and noted that the final financial statements would not be available until the outside audit is completed in April.

VI. Audience Questions/Remarks 3-31 Barb Anderson: Asked the board to reconsider funding the ski tow rope.

1-62 Tom Wienecke: Thanks to the maintenance department for clean-up of the last 2 storms, and putting the snowmobile course on the ski hill.

1-70 Dave Porzel: Asked the Board to considering changing policy on contiguous lots so they can be split without paying full back dues.

VII. 2019 Budget Discussion on not increasing the Transfer Fee and reducing the Transfer Fee to $300 for lot members. This would help members sell their lots. The plan is for 2019 only. The Fixed Asset budget includes $105,000 direct funding to the Reserve Account. There is additional funding from a portion of transfer fees. The fee schedule includes a 10% across the board increase based on a recommendation of the Finance Committee.

Discussion continued on what items were added and changed in the budget and changes to lot fees and fee schedules.

Motion by Steve Mack to pass the 2019 Budget at $1756 per DPE, a $148 increase over the 2018 budget. Including reduction of transfer fee for unimproved lots to $300 and improved lots to stay at $600 and accept the proposed 2019 Fee Schedule. Second by Dave Pacione.

Roll call of board for unanimous approval.

VIII. President’s Comments Tom Bogusevic commented on the new board and GM and how diverse the group is. Tonight we voted unanimously for this budget.

We didn’t always agree but we listened and found common ground and respected each other’s opinions and worked hard to put the budget together. This new budget is put together by the new GM and he is responsible for it. The budget includes necessary repairs and upgrades, IT upgrades and collection of data, and $64,000 contingency in the operating budget which are all sound business practices. We

completed our first task that you elected us to do. We completed the budget and please vote yes so we can continue to do what you elected us to do.

IX. General Manager’s Report Dick Schwalbenberg reviewed the learning curve in developing a budget with his team. The process helped greatly in understanding the operation of Lake Carroll. There are many opportunities to increase service and control costs in many departments. I reviewed the 2017 audit report and can report that we will be in full compliance by the end of January and be prepared for the 2018 audit starting next month.

The ski hill will not operate this year as the lift has failed and it is cost prohibitive to continue to repair it. We will have a snowmobile course on the hill this weekend. We are scheduling upgrades to iMIS and will continue to develop it to provide the data we need and increased services for members.

X. New Business a. Wildlife Committee requested to change hunting regulations to be in line with Illinois laws. Motion by Alan Cazzato to suspend rule 52.19 till the end of this year when these changes are recorded.

Second by Ryan FitzSimmons. All in Favor. b. Review of Wildlife Committee rule change at 11/10/18 meeting determining fee changes and possible expulsion for violations. Send back to committee for clarification and make sure there is due process and possibly reviewed by Safety Committee. c. Contiguous lot buy-out program Discussion and send to A&E Committee for review and work with other committees d. Dock sales program discussed with estimated costs and to be reviewed to By-Law Committee. e. Owner exit program: Sperlonga, collections and alternatives like expedited settlements/buyouts to be developed by Finance Committee. f. Solar energy study this is now an operational issue and meeting scheduled next week. g. NiCor loan taken out for the deposit. Operational issue and Dick will advise where we stand and will be written off as directed by the auditors. h. Study of local golf courses is referred to the Golf Committee to benchmark fees as well as operating budget/expenses. i. Discussion on new members for committees vs. returning members.

Committees are looking for members to join and this is not an issue. j. Explanation on voting for the 2019 budget. Ballots will be mailed next week and a ballot will be on the website and can be downloaded, printed and mailed back to the Association. k. The Lodge will remain open until the Clubhouse re-opens and then it will be closed until the outdoor pool opens.  The Lodge will re-open with the outdoor pool, so members can purchase snacks and lunch from the Lodge kitchen. 

By Kathy Drake & Jennifer Gaughan It’s March everyone!! And what a full month it is! There’s March Madness for all you college basketball lovers. Then there’s St. Patrick’s Day, a great time to celebrate whether you are Irish or not! Don’t forget Mardi Gras and Fat Tuesday! Put your mask on and eat your fill!

And finally, we have the first day of Spring, set our clocks ahead, and not to mention all that Lake Carroll has to offer. Whew, what a month!

But there’s still room for more! And with so many changes and an ornery Mother Nature, let’s not forget those R.A.K.s to brighten someone’s day. Let’s make this month Lake Carroll’s month of R.A.K.s (Random Acts of Kindness)! Think of it as a kindraiser for the community. Encouraging members to actively look for opportunities to share kindness, care, and compassion. Some simple ideas: pay for someone’s order in the drive-thru behind you, pay for someone’s groceries, send notes and gift cards to those in need, or simply a handwritten note with kind words to a neighbor, co-worker, or employee.

It’s the middle of February as I’m writing this article and it’s cold, snowy, icy and windy all at the same time. It’s hard to imagine that not too long from now bluebirds will be returning to our part of the country. Nesting usually starts in April but some have been known to start as early as March. If this is the year that you think you might like to try raising some bluebirds yourself, here’s a few tips. Place your birdhouse in an open dry area where grass is mowed on a regular basis. Have it away from thick woods as much as possible and have it facing east.

Have a nest box and mounting pole especially made for bluebirds. If you have more than one, keep them at least three hundred feet apart. Don’t feel the need to put up a lot of birdhouses as this will attract competitive birds like wrens and sparrows that will kill bluebirds. The most important thing is to check your birdhouse on a weekly basis and toss out any unwanted nests so the bluebirds at least have a chance. Don’t feel bad about it because the other birds will eventually build their nests in other places.

We will again this year have bluebird houses with the mounting poles available for $25.

They are top of the line nest boxes and come with a three year family membership to BAN (Bluebirds Across Nebraska). This is a nonprofit group dedicated to helping increase the bluebird population. They are the group that donated all the bluebird houses that you see on the golf course. Your $25 is tax deductible and you will also receive a quarterly newsletter from them with more tips and stories about bluebirds. For people that are unable to make it out to the lake on a weekly basis, we again this year will be available to check your birdhouse for you. “To preserve and maintain the prairies and woodlands of Lake Carroll to improve the quality of the community’s ecosystem.”

So what has the Prairie Club been up to in these wintery, snowy, icy, sleety, cold months? Like yourself, not as much as we would like! Importantly, we organized and decided that we would continue monthly meetings on the fourth Saturday of each month at 10 a.m. in the upper level of the Plumtree Lodge. We invite all members and their input to create beautiful spaces at Lake Carroll.

The next meeting will be March 23. As you recall there are two prairies here, the Lake Carroll Blvd. prairie and the rare remnant prairie off the Section 25 ATV trail. The planned prairie burn in conjunction with the Lanark fire department was postponed due to poor weather conditions. A burn in the fall is best for controlling the proliferation of Indian grass and Side-Oats Grama to encourage expansion of the forbs (flowers). (But these grasses are certainly beautiful reds, oranges, yellows, in the fall breezes when all else looks barren!) Hopefully a spring burn can occur. There is also some work to continue on the remnant if anyone is interested in assisting the eradication of some invasives there this spring. We would love some help! The campsite where trees had fallen and maintenance then cleared was burned and planted in both annuals (for early colors) and prairie plants. We hope to expand that area.

We also have attended the Lake’s watershed meetings and continue to assist NIPE (Northwest Illinois Prairie Enthusiasts) with outdoor projects. We also have prepared power point presentations- one on butterflies that Becky will give to a garden group at Lake Summerset. If you need a lepidopterist (Google it), she’s your gal! Pam has finished her presentation on Prairie Plants by the Month, which was shown at our February Club meeting and a Freeport church group. Jim is in initial phases to create management plans for both of the L.C. prairies. We work alongside and thank the LC Maintenance Dept.

Spring IS coming so this month we wish to explain how prairie plants are different and where to purchase them. Several stores have begun selling hybrids of prairie plants, but they are not the natives, but native cultivars (also called nativars). For instance by now most of you have witnessed the purple coneflowers at clinics, offices etc. But instead of the Echinacea purpurea or Echinacea pallida or natives of this species you may be seeing a hybrid. What is the problem? If you’re actually viewing a Hot Papaya purple coneflower; this is a plant with NO SEEDS!! (S. Woodbury, Farm Progress, May 19, 2017). It also lacks pollen and nectar. So you won’t be attracting any bees, butterflies, GOLDFINCHES, or hummingbirds with these. Again if you see the Annabelle hydrangea, a popular hybrid due to the large flowers, you should realize it has no flower parts that produce nectar or pollen! You will not be seeing any pollinators which we know from Joe Rush’s article are instrumental in assisting our food production. Here are a couple of legitimate pure native producers: Prairie Moon Nursery (www.prairiemoon.com) and Prairie Nursery (www.prairienursery.com). Others nearby seem to sell only wholesale or include so many nonindigenous species. So request a free catalog and dream of spring! You can also locate a Whiteside Soil & Water Conservation District 2019 Native Plants order form on the Prairie Club’s webpage documents.

Rick Brandt, from the Lake Carroll Photography Club shared his expertise and passion for picture taking with the Women’s Club on Thursday, February 14th. Every photo tells a story; zoom in on the same photo and the story changes! So if you enjoy taking pictures, camera or cell phone, the Photography Club invites you to join them the 2nd Tuesday of each month, 10:00 a.m. at the Lodge.

Following Rick’s presentation, a brief meeting was held. Loretta Dick reminded everyone about the Blanket tying activity on April 23rd at 10:00 a.m. at the Lodge, 47 blankets need to be tied. Please help if you can! Donna Aleksy told the group that sign-up sheets will be available at the next meeting for the Cinco De Mayo fundraiser scheduled for May 5th from 4:00 – 8:00 p.m. Maureen Unser shared a flyer for a fundraiser on February 24th for a local woman with re-occurring cancer.

The program calendar continues to educate and enlighten members. In March, Anna Hennings will reveal the fine art of Pysanky - Ukrainian Easter egg decorating. Any woman that is an association member is invited to join the Women’s Club which meets the second Thursday of the month. A Women’s Club Coffee Hour is held on the second Saturday (after the regularly scheduled Women’s Club meeting) at 10:00 a.m. Watch your email blast for details.

COMMUNITY CONNECTION

The winter season is in full swing at Lake Carroll and there are signs everywhere! Kids squealing as they zip down the tube hill, skaters gathering on the ice rink to play a competitive game of ice hockey, snowmobilers stopping by the lodge to warm up and grab a quick lunch, friends gathering by the fireplace. . .enjoying winter. . .creating community at Lake Carroll.

We offered two special events at the Plumtree Lounge & Kitchen.

First was Valentine’s Day Surf-n-Turf. Twenty-five members and guests attended. Many comments were made on the enjoyable atmosphere the lodge offered. Second was a gathering for Super Donna Aleksy Clubhouse & Recreation Bowl Sunday. We had 80 in attendance rooting on their favorite team.

Director As we begin planning for the spring season, March will prepare us for many upcoming happenings at Lake Carroll: k St. Patrick’s Day at the Plumtree Lounge (Rueben Sandwich & Green Beer!) k Registration opens for summer Adventure Camp (we’ve added 2 additional weeks!) k Registration opens for summer Swimming Lessons (same great program!) k Re-grand opening of the Clubhouse (April 1st is the target date!) k Easter Egg Hunt and Family Fun at the Lodge (Saturday, April 13th) k Easter Brunch and photos with the Easter Bunny (Sunday, April 21st) Finally, I want to thank those of you who continue to support the positive changes taking place at Lake Carroll. Lake Carroll News, March 2019 Prerequisites As a prerequisite for each level students must hold completion certificates from the prior level or demonstrate the completion requirements for the prior level.

Specific Completion Requirements for each level are available at www.golakecarroll.com or upon request.

Preschool - POLLIWOG Gives young children ages 3-5 a positive, developmentally appropriate aquatic learning experience that emphasizes water safety, survival and foundational swimming concepts. Skills are age appropriate, helping participants achieve success on a regular basis while in a class environment with their peers.

Level I - GUPPY Objective: To learn basic personal water safety information and skills, to help participants feel comfortable in the water and to enjoy the water safely. Also to develop a positive attitude, good swimming habits and safe practices around the water.

Level II - PIKE Objective: Give students success with fundamental skills. Students learn to float without support and to recover to a vertical position. This level marks the beginning of true locomotion skills. Students explore simultaneous and alternating arm and leg actions on the front and back to lay the foundation for future strokes. Level II adds to the self-help and basic rescue skills begun in Level I. Level III - EEL Objective: Build on the skills in Level II by providing additional guided practice. Students coordinate the front and back crawl and learn fundamentals of treading water. Students learn rules for head-first entries and begin to learn to enter water headfirst.

Level IV - STING RAY Prerequisite: Level III Completion Certificate of Objective: Develop confidence in strokes learned thus far and improve other aquatic skills such as endurance with familiar strokes (front and back crawl) for greater distances. Students continue to build on butterfly and are introduced to elementary backstroke, breaststroke, elements of sidestroke and basics of turning.

Level VI - SHARK Objective: To refine strokes so swimmers can swim with more ease, efficiency, power, and smoothness and over greater distances. This level also introduces fundamentals of diving and fitness swimming.

GuardStart: Lifeguarding Tomorrow (Session II Only) Objective: Preparation for children (Ages 11-12 GuardStart I, Ages 13-14 GuardStart II) to become potential lifeguards. Valuable training for any young adult that is in or around water. Includes experience in shallow and deep water rescues, rescue tubes and rescue equipment, underwater search and rescue, rescue breathing, CPR and AED Training.

A Conducive Learning Environment We have found through our teaching experience that students make the most progress when we create a learning environment for them with as little distraction as possible. For this reason we ask that parents, guardians and students in other levels respect the privacy of lessons in process. During this time we request that only the students participating in the lesson in progress access the Aquatic Complex.

Aquatic Complex Policy for Inclement Weather Safety is our utmost concern during classes. If it is thundering or lightning out classes will be cancelled for indoor and outdoor pool usage. Instructors will do their best to call for cancelations.

What to Expect Students and parents/guardians should gather at the entrance to the Aquatic Complex 5 minutes prior to their lesson time and the instructor will escort the class inside.

During this time we ask that other students stay free of this area to avoid congestion and confusion. Students should be dressed in their swimwear, including sunscreen application. We prefer that students bring only a towel to lessons. Other personal items are best left with parents/guardians or placed in lockers, if available.

Class Settings The following settings are available for instructional swimming to create the most appropriate learning environment for the individual.

Level V - FISH Objective: Coordination and refinement of strokes.

Students refine performance of all strokes (front and back crawl, butterfly, breaststroke, elementary backstroke and sidestroke) and increase distances. Flip turns on front and back are introduced.

I know the weather isn’t quite golfing weather yet, but it is around the corner. Hopefully by the end of this month we will be much closer to golfing on the links. This year we have another very busy year planned on the course, with many member events, leagues and outings. A list of events and outings will be included with this newpaper. We also have to finish the work on hole 11, which was looking amazing at the end of last year. With a good spring and good grow in weather, we are hoping to have the hole open by Memorial Day weekend, but weather plays a huge roll in the opening. The changes made to this hole should allow for a much more playable Jason Hill PGA Golf Professional golf hole, speed up play and still maintain a very challenging golf hole for all golfers.

As many of you know, the USGA has changed several rules of golf this January and as part of your CDGA handicap membership, we will be hosting a “Rules of Golf Workshop” for all who are interested in the new rules of golf. The workshop will be on April 6th, from 1pm-3pm at the lower level of the clubhouse. It will be free to all members of the CDGA handicap system and just $5 for all non CDGA members. A flyer will be included in this newspaper with all of the details and information. Also, this year the CDGA has had to increase the fee for the handicap memberships, last year it was $25 to join and this year it will be $40. You will be able to pay us in the Pro Shop or online, either way will be the same cost.

One final note, Cameron, my second assistant the last 2 years, was offered a job in Arizona over the winter, which he took. Cam wanted me to let everyone know that he appreciated his years at the Lake and wanted to thank everyone, but this opportunity was too good to pass over. Cam will be missed, but I wish him all the best in the future.

We are excited to announce a new wrinkle to the Lake Carroll Fishing Tournaments for the 2019 Season. We will be introducing an Angler of the Year Contest that will encourage participation and add another level of fun for the anglers at Lake Carroll.

HOW DOES IT WORK? Anglers will be awarded points for each tournament they fish. The higher you place, the more points you get! At the end of the year, the angler with the most points wins!

This means that every ounce counts, so even if you had a rough day on the water and aren’t going to be in the money for this tournament, that fish you caught with 15 minutes left could be worth an extra 5 points or so!

HOW DO I EARN POINTS? 1. Every angler will be awarded 25 points just for participating in a tournament, regardless of how you finish.

2. The anglers on the first place team will be awarded 50 points each. The second place anglers will receive 49 points each, third place 48 points, fourth place 47 points, and so on.

3. If a team does not weigh any fish, they will only receive the 25 participation points. So even if you don’t think you have a shot at 1st place, it is still worth it to weigh your fish to earn extra points.

4. The individual angler that catches the largest Largemouth will also receive an additional 2 points for that tournament. The same thing will go for the individual angler that catches the largest smallmouth.

WHAT IF I DON’T ALWAYS FISH WITH THE SAME TEAM MEMBERS? Even though most of the anglers that fish the Lake Carroll Bass Tournaments fish on teams, the Angler of the Year Contest will be an individual contest. Every angler will receive their own points for each event they fish. So fishing with different team members in different events will not have an impact on your individual points. If you fish every event with the same partner, it is possible to have the same amount of points as your partner. However, if one of you ever catches the large Largemouth or large Smallmouth, they will have been awarded an additional 2 points for that fish.

HOW MUCH DOES IT COST TO ENTER? Entrance fee will be $20 per person. The Fishing Club will keep $5 of the entrance fee as a donation the rest will be awarded to the angler of the year.

WHAT IF I CAN’T ATTEND ALL THE TOURNAMENTS? Not everyone can make all of the events throughout the year. Don’t worry; you can still participate in the contest! We will omit everyone’s lowest score after the season is over. So if there are a total of 8 events, only your best 7 event scores will count toward your total. This essential allows everyone the ability to miss one tournament and not be penalized in the contest.

WHEN DO I HAVE TO ENTER THE CONTEST BY? You will be able to enter the contest prior to the first event of the 2019 season when you register for that event. Just tell the tournament director that you would like to sign up for both that event and the Angler of the Year program. You will also be able to sign up prior to the second event of 2019. However, this would mean that your omitted score would be the first event, regardless of how you finished in that event.

This would also mean that you would need to fish the rest of the events in 2019 to not have any zeros go into your score.

March is here which means Spring is just around the corner. At the Fishing Club, that means it’s time to organize everything at the Hatchery in preparation for the Spring Walleye harvest and hatch process. But this article will not focus on 2019. Instead, let’s look back at 2018 to review last year’s Spring Walleye harvest to further appreciate the success attained at yearend.

Last year had its share of cold and nice Spring days. Volunteers were netting walleye daily throughout the month of April. The Clubs reward for this effort was a total of 361 walleyes netted. From these walleyes, 1.755M eggs were harvested and fertilized. Following a 10-day incubation period, it was estimated that 80% of the fertilized eggs hatched. At an 80% hatch rate, approximately 1.4M Fry were released into Lake Carroll or Fawn Pond. Those Fry released into Fawn Pond were placed into containment nets or were released directly into the pond. The containment nets, a new idea for 2018, were designed to help protect Fry from predators. Fry released directly into the pond had no protection from predators. Using either release method for Fawn Pond was considered a better option for Fry compared to placing them directly into Lake Carroll. It was thought that Fry released into Lake Carroll could face a higher predator mortality rate. But statistics on the lake survival rate were difficult to calculate since no formal method to net fish like the catch basin in Fawn Pond were available. Hence, the success of Fawn Pond could be measured, whereas the success of Lake Carroll could not. Even though understanding the survival rate of Lake Carroll was difficult to determine, placing Fry into the lake has been the norm for years. It was started several years ago after little or no success was achieved for raising walleye in Fawn Pond. In spite of the past limited success, the club was optimistic that Fawn Pond would again produce walleye. And then in November that optimism was realized with the best harvest in five years.

Let’s jump forward to the middle of November. The weather is cold, snow is on the ground, the pond is finally draining, and volunteers were checking the catch basin daily. And as in past years, there was no success until one morning there was a call for help. “The Walleyes are coming.” What a great feeling to see walleye trapped in the catch basin. To witness and appreciate the rewards for all those long hours of hard work during the Spring harvest, it was exciting. Over the next 7 - 10 days many walleyes were netted. Some days the netted quantities were small, other days showed nice quantities, and then there was November 20th. 1,205 walleyes were netted that day. In that week and a half, 2,075 walleyes travelled through the silt overflow drain, got trapped in the catch basin, were netted, and released into Lake Carroll. It was a success story the club has not been able to talk about for years. It was also a tribute to all the volunteers who helped with the Spring walleye harvest. And as for the reason for this year’s success, maybe it was feeding a combination of Alfalfa and Soy, maybe it was all the rain that continually flushed the pond, maybe it was less weed growth, maybe it was the containment nets, or maybe it was a combination of all these items plus other incidentals not considered. Bottom line, it was a great feeling to finally “Reap the Rewards” after many non-productive years. And as for 2019, the club has decided to replicate every process used last year which hopefully will achieve the same results this November.

That brings us to the timing and purpose of this article. “March is here, which means Spring is just around the corner.” It’s time to begin this year’s walleye harvest and the Fishing Club could use your help. The Walleye harvest is a very labor-intensive activity and requires many volunteers.

Volunteers are needed every day of the week including weekends. The activities surrounding this process will last for about a month. Help is needed to man work boats, check nets, record the numbers of fish captured and to assist with the fertilization process. If you’re interested and want to sign-up to help, call the Hatchery @ 815-493-6148. If you’ve never participated, be prepared for an interesting and educational experience. The Spring harvest and hatch will only be the beginning of what could be a memorable reward. This reward will continue into the Fall when the walleyes in Fawn Pond are netted and transferred to Lake Carroll. If you can, consider volunteering, your help at the Hatchery will make Lake Carroll a great walleye fishery for years to come. And to help encourage your participation, all pictures are from last year’s Fawn Pond walleye / other fish rescue. The Fishing Club thanks everyone for their support in making 2018 a rewarding year and hopes 2019 will be even better.

8. CULLING SYSTEM: In order to preserve the health of the fish, all piercing culling tags are illegal and use will disqualify team. Culling tags will be checked during live-well inspection.

Fishing Club’s Snow Golf

On Feb 3rd the Fishing Club held their annual Snow Golf. It was a beautiful day in the mid-30’s and sun. This was right in between record cold wind chills and the big meltdown. A small group of 25 participated and enjoyed the weather and laughs.

First Place Winners for the 5-hole golf were Ryan and Kim Fitzsimmons (rookies at snow golf). First Place Winners of fishnet golf were Frank Malito and Kim (daughter). And First Place Winner of closest to the pin/flag was Jim Malloy.

RECIPE CORNER BACON CHEDDAR POTATO SOUP The snow golf participants waiting for the fun to begin just outside the Hatchery.

Ingredients: 2 2/3 cups water ¼ cup butter 1 teaspoon salt 2/3 cup milk 2 cups Betty Crocker mashed potatoes ½ lb bacon, cut into small pieces ½ medium yellow onion, finely chopped ¼ teaspoon black pepper 4 cups chicken broth ½ cup shredded cheddar cheese (2oz)

Steps:

1. In 2-quart saucepan, heat water, butter and salt to boiling over medium-high heat. Remove from heat.

Stir in milk and potatoes (dry) just until moistened.

Let stand about 30 seconds then whip with fork.

2. In 6-quart heavy stockpot, cook bacon over medium heat until crisp. Use slotted spoon to transfer bacon to paper towels, leaving drippings in stockpot. Add onion and pepper to stockpot. Cook 4-5 minutes or until onions are translucent and lightly browned. Add potatoes and broth to stockpot.

Beat with a whisk until well combined. Continue to cook until heated through.

3. Transfer soup to bowls. Top with bacon and cheese.

Fishing at its Finest… Lake Carroll!

Many of our members don’t realize the quality of the fishery at Lake Carroll, and how it’s been improving since 2012. This article focuses in particular on the largemouth bass and smallmouth bass fishery and how it relates to the Lake Carroll Bass Tournaments held monthly from April through September. This article includes data collected from 2012 through 2018 during the monthly bass tournament weigh-in events.

During the tournaments, anglers are allowed to weight in a mixed bag of five (5) bass comprised of largemouth bass and smallmouth bass. All fish are returned to the lake after the weigh-in is completed at the West Marina. During the weigh-in, the total weight of all five (5) fish is composited for a total weight, and the largest bass (both largemouth bass and smallmouth bass) are weighed separately to evaluate the “big bass” of each species of the day.

In 2012, the average tournament weights for the season was 10.67 pounds with a range from 9.53 pounds to 11.26 pounds (Table 1). The bass tournament anglers are witnessing an increasing trend in weights since 2012 with average weights at 10.69 (2013), 13.19 (2014), 11.99 (2015), 12.61 (2016), and 16.62 (2017). In 2018, anglers witnessed a whopping average tournament weight of 19.94 pounds ranging from 18.09 pounds to over 22 pounds! This would mean you would have to catch and weigh in five (5) bass between 3.62 and 4.4 pounds in a four-hour tournament! These winning weights would hold up in bass tournaments held nearly anywhere in North America.

As you can see by Table 2, the largemouth bass ‘big fish’ weights have also increased since 2012 with the biggest largemouth bass weighing in at 3.61pounds in 2012 and a heavy 5.79 pound bass weighed in during the 2018 bass tournament. Weights increased from 3.61 (2012), 3.83 (2013), 5.92 (2014), 3.83 (2015), 4.44 (2016), 4.75 (2017), and 5.79 (2018).

Anglers have seen the same trend with smallmouth bass representation at the bass tournaments (Table 3). In 2012, a 3.12 pound smallmouth bass was weighed in. In 2013 the biggest smallmouth bass was a 2.84, 2014 was 3.46, 2015 was 3.62, 2016 was 3.61, 2017 was 4.14, and 2018 was 4.31 pounds. This is a very respectable catch for smallmouth bass in Midwest lakes with the quality largemouth bass fishery we’re observing at Lake Carroll.

As you can see, the bass fishery at Lake Carroll is currently very strong and improving, and I’m very proud to have been a part of improving this fishery. To keep this fishery in the condition it is in, we need to continue to monitor the fish community by collecting data and adjusting the creel limits (fish allowed to be harvested) as well as the stocking program to ensure the best fishery for our membership. A fishery, like the one Lake Carroll has to offer, is a definite seller to anglers looking for property for high quality fishing in Northern Illinois.
