2018 BOAT SAFETY CLASS

Lake Carroll has scheduled one (1) Boat Safety Class for 2018. Saturday, April 21, 2018 is the date. The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2018. Further information will be available in the February issue of the Lake Carroll News.

~ If you mow your lot yourself, you must report your mowing by noon on May 7th for #1 and August 6th for #2. ~ If you hire a contract mower, they will report your mowed lot for you.

2018 Membership Survey

Recently the Lake & Safety Subcommittee published an article concerning large waves on the lake and safety concerns in the February Lake Carroll News (5B upper right hand corner). As stated, this subcommittee has created a short survey in which we hope you will take a few minutes of your time to review and answer. Information collected will go a long way in helping this committee understand your concerns regarding this topic and help us in deciding what the best course of action should be moving forward, if anything.

The 2018 Membership Survey must be submitted by midnight Sunday, April 15, 2018 and is available in the following venues: 1. On www.golakecarroll.com. You will find a link on the Members homepage; you will be required to log on to access the survey link.

On The Road to Market

Well we are definitely smack dab in the middle of winter. By the time you have read this, Winter Carnival will be over; hopefully you were able to enjoy it. Thank you to all the snow hill maintenance employees that continue to work hard on the hills.

With that being said, I’m going to throw Dave Pacione something out there. The Lodge! What Board President are we going to do with it? Some say fix it, some say replace, and some even say remove. It’s definitely not an easy decision, but one that is not going away. The Infrastructure Committee is working on getting us information on two of those ide as. It might end up that we fix for now and plan on replacing later. I will ask you to give it some thought and when the time comes, please voice your opinion. I will tell you this; we need to and will save for this and other major projects going forward. I know our latest L.I.P. assessment was not very favorable, but it was needed and the project is moving along. Starting with the 2019 Budget, there will be some ideas on how to fund our Fixed Asset Reserve fund on a regular basis. We, as a Board, have a fiduciary responsibility to manage your money properly, plain and simple.

For those of you that don’t know about our many committees, I wanted to let you know that they are a big part of how Lake Carroll runs. Without the countless hours that these volunteers dedicate, we would have a difficult time getting things done.

For this I want to say thank you to all that help the Board in the many decisions that need to be made. If there is an area of interest for you, please reach out to the office and they will get you the information needed.

Lastly, bring on spring!! I don’t know about you, but I’m ready for boating season. As we are still clearing snow off the driveways, I’m thinking about prepping the boat for a great summer. Don’t forget to get all your information into the office, not only for boats but your ATV/UTV’s and Golf Carts.

The use of these vehicles on our roadways is still in a trial period for 2018, but one change is that you do not have to wear a helmet on a UTV for street use as long as seat belts are worn and a door or netting are present. ATV’s and any trail use still needs helmets. Last year was a success, so let’s continue the same this year so we can make this a permanent activity.

Hello Everyone!!

The Marketing Committee (MC) is working hard on crafting a message to draw in people to join us as members in this marvelous community. Our ultimate goal is to increase membership and show off our wonderful four-season community. We will be working on an effective marketing strategy that we hope to implement soon.

Most recent news is we had a booth at the Rockford Boat, Vacation and Fishing Show. It was held at the Indoor Sports Center in Loves Park, IL on February 16-18. While a slideshow put together by the Fishing Club switching off with drone footage of the golf course and lake played in the background, we touted the jewel that is Lake Carroll. With a raffle for a fishing pole and depth finder we were able to get 225 entries; we will follow up with these are people to invite them out for a visit.

The weekend was filled with people stopping to discuss a variety of things. Some had memories from the past, stories of when it was first built, (lots being sold in a bar for $300 apiece), first jobs as seasonal worker cutting trees, and stories of visits with relatives or friends whom have property at LC. A couple with grown kids telling us how excited they are to have just become owners this past summer, next to the couple with young kids looking to build a dream. Sometimes our visitors were the best testimonial. And through it all we promoted our brush with stardom on the House Hunters episode.

Timing worked well with the episode being shown so close to the booth event. People were excited and looking forward to it.

A big shout out to all of my volunteers (the booth was my project), I had reached out to all the Committees/Clubs for people to staff the booth for two-hour shifts. Lake Carroll was well represented by the Finance Committee, Trail Club, Golf Committee, Woman’s Club, and Recreation Committee.

Everyone came up with suggestions and ideas on future events and all were appreciated. Lastly it would be wrong of me to not mention the wonderful support from the office from Mike Schmieder and especially the hard work Donna Beyer put in.

Also, on the last note, please keep those testimonials coming!! Just a couple lines, 5-15 words on why you love Lake Carroll and the year you became a member. Notes from the Office

By Missy Clark, Accounts Receivable & Front Desk Supervisor 2018 DUES & INFORMATION SHEETS Amenity cards & decals are being issued to Members who have supplied the Office with their 2017 Information Sheet, ID photos, current insurance & registration information, and payment of Association dues and outstanding fees, citations etc. Please display your new decals upon receipt. Amenity photo ID cards must be presented when you use the amenities. If you haven’t already done so, please visit our Office to add your photo to the database or email them to photoid@golakecarroll.com. If you have questions concerning your decals, registration info or insurance, call the Front Desk at 815-4932552 ext 110 or 120 respectively.

COLLECTION SCHEDULE $100 late fees were added & statements were sent to unpaid accounts in February. Please pay promptly to avoid further fees. An “Intent to Lien” and “Demand for Payment” ($250.00 fee) will be sent to unpaid owners in March.

Subsequently a lien ($500.00 fee per lot) will be placed against the property in April, if no payment has been received. If you have questions concerning your dues, please call Missy at 815-493-2552 ext 114.

BOAT SAFETY The Front Desk is taking reservations for the IDNR Boat Safety Classes to be held on Saturday, April 21, 2018 at the Clubhouse (lower level). Hours are 8AM–4:30PM. Fee is $3 per person to cover expenses. This class must be completed before a boat may be registered at Lake Carroll. Please call 815493-2552 ext 110 or 120 to sign up.

GOLF STORAGE & TRAIL FEES Notices have been sent to all Members who had registered golf carts in 2017.

Monies are due by March 31, 2018. Decals for golf carts will be issued upon receipt of monies & proper insurance requirements. If you have purchased a golf cart and wish to use it at the Lake Carroll Golf Course this season, please provide the Office with this information. We will need proof of $500,000 liability insurance on the cart, $30 for the decal, & payment for either trail or storage. Call the Front Desk 815-493-2552 ext 120 for further information.

CAMPGROUND (SEASONAL & STORAGE) Fees are due by March 31, 2018. Notices have been sent to Members using the seasonal campground sites. Members must provide proof of ownership upon registration each year. Acceptable forms of ownership shall be Title, current Insurance, or current State license plate registration. Decals will be issued upon payment of the seasonal fee, $30 decal fee and proof of ownership.

Campers presently parked in the storage area were also sent bills. If you wish to park your camper in the storage area this summer, please call the Front Desk 815-493-2552 ext 120 for assignment. This must be done before you park your camper. Parking fee is $165 for the Summer Season. (April 1 – October 31) Camper decal is $30.00. Parking decals will be issued upon payment of these fees.

BOAT STORAGE Fees are due by March 31, 2018. Notices have been sent to those using these facilities during the 2017 Season. New assignments must be made through the Office. Please call the Front Desk 815-493-2552 ext 120 for further information. The lower parking area is the only parking area available for watercraft and/or boat trailers. Fees are $165 for the lower parking area.

REMINDERS Vehicle decals will not be issued until the make/model, year license plate & a copy of YOUR STATE REGISTRATION CARD for each vehicle must be on file.

One Member per lot must have completed the Boater Safety course before watercrafts are registered.

Decals for Watercraft, ATVs, Campers, Snowmobiles & Golf Carts do not have the Sec/Lot printed on them this year. They are identified with a number only. Watercraft still require your Section and Lot numbers displayed with the decals on both rear sides of the boat. Boat Trailers require the Section and Lot numbers on the trailer tongue. Campers still require the Section & Lots number & current decal on the trailer tongue.

REMINDER FOR GREENWAY DOCK USERS Please refer to current Rules and Regulations, Title V LAKE REGULATIONS, CHAPTER 54.05, Use of Greenways & Common Areas for the application procedures. Reapplication needs to be approved by the A&E Committee annually.

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

I have been receiving complaints from our maintenance snow plow operators of vehicles following to close to the plows. While we don’t currently have snow at the writing of this article, we could still get some accumulation. Please stay back a minimum of 300 feet and please pass this information along to your guests. The plows have very limited visibility and may not see you behind them.

When clearing snow from your driveway, or having a contractor remove the snow, please be aware to clean up the road when you are finished. Do not leave piles of snow on the roadway it is dangerous to other drivers. When clearing your driveway also keep the snow on your property; do not move the snow to a neighbor’s property leaving it for them to deal with.

It is that time of year again to display your 2018 vehicle, boat, ATV, golf cart and camper LCA decals. Please display your decals as soon as you receive them from the LCA office.

I would like to encourage everyone that has not picked up a 2018 copy of the Rules and Regulations to please do so. They are available, no charge at the LCA office, they are also available online at golakecarroll.com in the Lake Carroll Code of Ordinances. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

As most of you are aware the LCA Board of Directors approved the extension of the trial period for ATV / UTV and Golf Cart usage of the Lake Carroll roadways through the 2018 season. Please be aware of your surroundings; usage of the roadways will increase.

Also please inform your guests of the increased roadway traffic.

Please familiarize yourself with the Rules and Regulations for the trial period.

As we move from winter into spring, watch for more activity on our roadways and DON’T FORGET YIELD TO YELLOW!!!

DID YOU KNOW Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour? Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Governing Documents: Title V: Rules and Regulations, Chapter 53.03 B.4. & E.2.

DID YOU KNOW Littering is illegal at Lake Carroll and yes a cigarette butt is litter? No person shall dispose of any waste material, garbage or paper refuse upon the ground or waters of Lake Carroll, said litter must be placed in proper garbage receptacles or otherwise removed from Lake Carroll. Stated in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 E. DID YOU KNOW All garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 F.2.

Change your online passwords regularly.

Paying an up-front fee to get a loan is illegal in the U.S. These scammers prey on those who don't qualify for loans through reputable lenders.

You are not required to pay a fee to receive a loan.

Seek alternative finance options.

Shop on legitimate websites.

Use trustworthy third party payment portals such as PayPal. Create payment redundancies in your organization.

Be vigilant on any incoming emails.

COMMON SAFETY HAZARDS AROUND THE HOME AND HOW TO PREVENT THEM - Make sure all staircases have solid handrails, securely fixed flooring, adequate lighting, and safety gates if there are small children in your home - Keep all outside stairs clear of debris and hazards like ice and snow. Add secured mats or grip tape to make surfaces less slippery - Secure rugs to avoid slipping on slick surfaces in the bathroom and shower. Install safety railings in your shower so that family members old and young safely get in and out of the shower safely.

- Provide an easy space for kids to stow toys and make sure every play date ends without injury. Secure skateboards, bikes, and other mobile toys in a safe area where family members and visitors won’t trip on them.

Last year there were more than 365,000 fires in US homes, causing everything from mild smoke damage to total devastation, including loss of life. Even candles or an unattended iron can lead to an accidental fire. There is a lot you can do to prevent a fire from getting out of hand.

- Install fire alarms on all levels of your home and check and change the batteries at least annually. Consider investing in a smart smoke detector. Make sure you have a carbon monoxide detector as well.

Never leave candles unattended or near cloth like drapes or blankets. Also, make sure they are out of reach of children and that pets cannot knock them over Avoid an electrical fire by making sure that all appliances are in good working order and no wires are frayed.

Don’t overload your electrical outlets either. In fact, it’s a smart practice to unplug small appliances like toasters when not in use.

- Purchase at least one fire extinguisher for your home and check it annually to verify it is in good working order.

Choking is the country’s fourth largest cause of accidental death claiming nearly 5,000 victims last year. From a bit of dinner going down the wrong way to a youngster accidentally swallowing a small item, choking is scary. Educate yourself about choking hazards and take measures to keep your family safe. Inspect children’s toys regularly for any loose parts. Look around your floors for small toys or items that little hands might easily pick up and put in their mouth. Be sure to keep small hard foods like nuts or candy out of reach of children. For children under the age of four always cut up hard foods that can block airways. The same applies to softer foods like grapes, cherry tomatoes, and hot dogs.

Poisoning. There were over 2 million incidences last year reported to POISON CONTROL CENTER’s nationwide. Several household items present poison hazards, including cleaning and home maintenance supplies. However, a little diligence can decrease the chance of anyone in your family becoming a victim store your cleaning chemicals properly.

Please do everything possible to keep your home safe. For many of us, our children have grown up and left the home, but they are now returning with their kids, so keep those precious children in mind and just open up your eyes and look around your home for danger.

He wanted to talk when motion 7 was presented. He also stated that people are buying boats now and should be made aware if rules are placed in effect for surf activity.

- Tom Stangl (23-201) wanted to be able to comment on motions 8, 12, 19 and 7 & 9. He asked what the 360 review was and who was the trustee of the 401K. - Mike Stremp (19-36) asked about key card usage.

General Manager’s - Monthly Board Report - February 23, 2018 Michael Schmieder

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the January, 2018 BOD Meeting. a. As discussed at the January BOD meeting, the bid specs and the contract for the dredging have been added to the February agenda for Board approval. b. As suggested by the Board at the January meeting, I have ordered a Bond from Matt Ripplinger for the Trustee of LC’s 401K program. c. A scanned copy of the entire Board packet will be posted to the Website in advance of February meeting.

2. Administration: a. An updated copy of the 2018 Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. b. An updated copy of the LIP Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, February 7, 2018. All Members of the Committee were present. Minutes from this meeting are included in within this report.

4. Sales of Lake Carroll Owned Lots: a. No new sales to report 5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2018 dues status report which is attached.

-DPE’s collected thru 2/18/2018 – 1,691.13 -DPE’s collected thru 2/18/2017 – 1,734.88 -Variance between 2017 & 2018 – 43.75 Behind Last Year -DPE’s budgeted for 2018 - 2,150.00 -DPE’s projected for 2018 - 2,150.00 b. See updated LIP Payment report which is attached.

-Lip Payments received in full – 1,440 totaling $1,487,975.00 -Lip Payments received (installments) 576 totaling $143,896.00 -Total number paid or paying – 2,016 -Total number budgeted to pay – 2,150 c. Nine (9) resale transactions were entered in the database between 1-20-2018 and 2-19-2018. Two (2) lots with homes were sold, six (6) vacant lots were sold, one (1) lot was taken back by the Association and two (2) Associate Members were added. d. Natural Gas Permit Fees: -As of 1/20/18 611 Natural Gas permit fees have been paid totaling $152,750.00 -As of 2/20/18 612 Natural Gas permit fees have been paid totaling $153,000.00 (Hi S.H.) e. Currently working on processing Dues Payments and LIP payments. Late fees will were added to all delinquent accounts on February 5th 2018. f. The Front Desk has been busy updating Member Accounts, Member Information, Deeded Slip assignments and processing vehicle decals.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for January, 2018 will be sent electronically prior to the meeting and the Board will be asked to approve the statements at the 2/23/2018 Board Meeting. ii. The Gaming Machines generated $1,740.62 in income for Lake Carroll during the month of January, 2018. The budgeted income for January was $2,500.00. iii. Dues Collection - We ended 2017 with 2,178.70 DPE’s for a total dues collection of $3,363,840, which is $18,432 less than what was budgeted. This is better than what had been thought of earlier in the

year, when Lisa was thinking that we would collect around 2,160. Dues collection for 2018 has begun. It is too early to project where we are with collections.

We have processed 1,691.13 DPE’s through 2/18/18.

As always, we will monitor these collections closely. iv. Audit for 2017 is scheduled to be held the 4th week in February. v. Lisa attended the Finance Committee Meeting on February 2, 2018. The majority of the time was spent receiving a report from Steve Mack regarding the LCA Lots for Sale program. At that time, the Finance Committee is forwarding a recommendation to the Board to halt this program. b. Human Resource: i. We are currently looking to hire a Full Time Front Desk employee. Michelle Burton has accepted the position of Administrative Assistant to the General Manager; therefore, we need to replace her.

We are currently advertising and have received a few applications.

7. Safety & Security: a. Luke wanted to inform the board of directors about the security departments EMS licensing. We are a state licensed Non-Transport EMS provider.

We operate under our medical director Dr. James MacNeal, he practices out of Mercyhealth System (formally Rockford Memorial). All officers in patrol vehicle are state licensed First Responder or state licensed E.M.T. We are inspected annually by the State of Illinois and renewed on a yearly basis. First Responders are required to have 8 hours of yearly training and EMT’s are 24 hours.

I questioned our Emergency Services Manager, Ron Meadors about the insurance you approved last month. Ron stated that we are covered under our medical directors Dr. James MacNeals insurance and the EMS act. As long as we preform within our scope of practice (stay within the level of care you have been licensed for) and follow Mercyhealth protocols we are covered. Ron did agree with the purchase of the extra insurance not as coverage for negligence of patient care but if an accident occurs while responding to the scene of a call or a bystander gets hurt.

The protocols we follow as a department have changed significantly over the last year and have upgraded our service. These are a few examples, we now carry epi pens at all times, we can now take a patient’s blood sugar, new airway adjuncts have been approved that are easier to use and more comfortable for the patient, we can use a pulse oximeter which can tell us how much oxygen is in a patient’s blood

stream and unfortunately we also carry Nar Can a drug to counter act opioid overdoses and we still carry oxygen, glucose and our external defibrillator. b.As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. Deb has met with and has updated our cell phone business account. All accounts have been consolidated and our monthly cost as a result has been reduced by approximately 30%. Good job Deb! b. Video conferencing installations have been completed in the Conference Center and at the Clubhouse. Deb is working with the vendor to address issues relating to making the recordings available on the Website. As of now we are unable to export a recording longer than 30 minutes.

9. Communications: a. Donna Beyer continues to work on communications, updating the Web-Site, creating E-Blasts and in-house printing and development. Donna has also worked on the annual meeting preparation, updated the LCA invoices for 2018 subscribers of the Lake Carroll News, updated the “Local Services” brochure, the Winter Amenity Schedule, the Winterfest Flyer and updated the Master Calendars for all Committees, Clubs and Departments.

10. Facilities Management: a. Kevin Oscarson and Dean Lower have agreed to work with the Maintenance Staff to develop the FAR for the scheduled replacement of the John Deere Tractor in 2019. b. Our road salt bin is having structural issues. It is a wooden structure housing road salt. The corrosiveness has eroded some of the structure. From my records it is about 25-30 years old and not scheduled for replacement for several years. I am seeking proposals to reinforce the structure to get us through the next few years. c. Don will be working on developing a proposal for contractors to bid on the 3 Ten Ton HVAC units at the Clubhouse – CER 77117 d. When collecting our lighted buoy’s this past fall, we found many to be damaged and some missing.

One member reported to me witnessing a boat running over one and the buoy did not re-surface. The amount of damage is beyond just accidents. Don has made Luke aware for the summer months. e. As of this writing, our roads will either get posted February 26th or March 5th. Associated has been notified as it pertains to their work on the feeder

2018 Lake Safety & Environmental Issues

Membership Survey The Lake Carroll Board of Directors authorized the establishment of a subcommittee, the “Ad Hoc Subcommittee on Lake Safety and Environmental Issues”. The purpose is to study and address membership concerns regarding the safety and environmental effects of increased wake activity and size on our lake.

There have been complaints about water safety, waterfront erosion, dock and lift damage. One possible cause of this may be when a boat “plows” water for long period of time. Plowing results when a boat is going slowly while not on plane. The keel of the boat will effectively push large amounts of water with its back end pushed lower into the water. This produces large rolling waves or wakes that can travel further in the lake. Large waves/wakes can adversely effect kayakers/paddle-boards, floating docks or other boats that are at no wake speeds.

This survey is being taken to get feedback from membership based on their experience with the wake/wave activity and size. stream project. f. I have attached Don’s full report for your review.

11. Lake Management/Wildlife: a. The lake level as of February 20, 2018 was 739’ and rising very quickly with the warm temperatures and significant rain fall on Monday & Tuesday (2/19 and 2/20/18). b. Joe has received his application license for the spring weed treatment program. c. Illinois DNR conducted aerial deer counts, and their survey area included Lake Carroll and the surrounding perimeter properties. The DNR biologist (Scott Shaeffer) provided us with the counts in and around Lake Carroll. His email stated that they estimated around 50 deer / sq mile. Joe is working with them to get a full size map of the actual locations for the count so we can compare to our previous counts to ensure we are comparing the data in the same way as we have in the past. d. The wildlife committee conducted day road counts this past weekend and we will report on their results once received. e. We have requested permission from the IDNR to allow us to do a spotlight night count as well. We are currently waiting for their response / approval.

12. Lake Improvement Projects: a. The IEPA notified our engineers that they are requiring us to collect new water and sediment samples for the dredge permit renewal. Working with Fehr Graham, we collected 11 sediment and water samples through the ice on February 14th (delivered on the 16th). We anticipate results from the lab on a one week turn around. Once received, the engineers will provide the data to the IEPA for approval. At this time, Joe still anticipates receiving the permit from IEPA before the end of March when our old permit expires. We have received the dredging permits from IDNR and Army Corp of Engineers with their approvals. b. The Sediment pond clean out effort has been completed to prepare for the upcoming dredging program. Wendler Engineering is sending a survey crew to survey the pond after clean out. c. Army Corp of Engineers emailed Wendler with a list of follow up questions on the . Rd pond expansion permit. I have provided comment and Wendler will be responding to the Corp. d. The aquatic plant spray boat is in production.

I brought our tank and spray equipment to the manufacture for them to begin mounting equipment.

We anticipate having the boat back in early April. e. The harvester, transport barge, conveyor and trailers are in production and anticipated to be on time for us to accept delivery when we need them in the spring. f. Joe is meeting with the dredging contractor onsite this week. We will be working on stand pipe review and developing a repair plan as well as working on pipe construction sites. g. Joe has requested a proposal from Berrini and Associates to oversee the dredging program. The LIP advisory committee will review and recommend to the board for approval at the next LIP Advisory meeting. h. Associated Services continues to work on the stream stabilization project and are stating they are expecting to complete the project in the next week with the exception of grading and seeding the sediment disposal site. Joe is concerned about the warming weather and road postings and has notified

Associated Services with the prospective dates that were provided by the road commissioner. i. Associated services had and accident in which they rolled a dump truck into the creek bed north of the hatchery. The creek was not flowing water at the time of the incident. Environmental cleanup was conducted by Trans Environmental from Loves Park, IL. Joe had Fehr Graham’s environmental specialist provide extraction and clean up oversite. Fehr Graham invoiced us for the work they performed to monitor the cleanup of the accident and I submitted the invoice to Associated Services for payment through their insurance company. The owner stated the insurance company would contact us directly. j. The Army Corp of Engineers responded to our request to release the permit for the . Rd pond expansion with a list of several more questions.

Joe has provided comment to Wendler and they are responding to the questions. k. We have received the dredging permits from the IDNR and Army Corp. I anticipate IEPA will review and release their dredging permit once the updated sediment and water samples are received.

Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

14. Golf Operations (Pro Shop): a. The Golf Course was closed on November 18, 2017 for the winter.

15. Golf Maintenance: a. The maintenance crew was reduced in size to our normal winter staff beginning November 17, 2017. b. Currently, the Golf Maintenance Department is very busy sharpening the blades to all of our reel mowers, painting ball washers, Painting Tee Signs, painting Tee Markers, benches and trash baskets. c. Tim and I are working to gather information and cost estimates regarding the replacement of the irrigation system which is scheduled to be replaced thru the 2019 Fixed Asset Budget. The current estimated cost for full replacement of the irrigation system for the back nine holes is $413,000.00. I will provide an update on the proposed replacement as well as the proposed cost in my March Report.

16. Clubhouse Operations: a. The new flooring in the Dining room and the hallways was installed during the second week of January. b. Our Board President, Dave Pacione and Mr. Mike Sweeney constructed a permanent partition between the Server station and the main dining room. The wall was completed in early February and the work is a huge improvement. Thanks Guys! c. Speaking of improvements, chalk boards have been installed on two walls in the Bar area. These Boards are used to display draft beer selections and food specials. Other walls in the Bar area were covered with simulated wood planking and it looks fantastic. These installations were made by Tim Throop, Jason Hill, Joe Unser and Josh Amenda.

Great new look and great job guys. Thanks! d. Danielle has been very busy on working on the taste of Carroll County. March 7th is the date set for the taste. e. After the recent snows numerous roof leaks occurred at the Clubhouse. MAS Roofing came out on February 16 to begin repairs. Most of the issues were in the flat areas of the roof that contain the rooftop HVAC units. MAS will return February 23 to finish. Don has asked them for a proposal to re-roof those flat areas.

According to MAS, the wooden structures that were built to hide the HVAC units from view tend to hold debris and water in and not let it escape easily. They recommend we consider removing them. Our staff rebuilt the eastern structure due to rot last summer. f. Don has had two refrigeration companies authorized by the manufacturer of the walk in cooler at the Clubhouse come out to repair the floor. Both said it could not be done without taking the cooler apart since the floor bends up and is connected into the walls. Don received two proposals from Eastland Fabrication for the walk in cooler. One is to replace the ramp structure with the appropriate thickness diamond plate aluminum and eliminate all the seams from the door to the rear wall. This would address the immediate problem. The second is to go over the entire floor with new material. Eastland will not remove the floor because of the way it is attached into the walls. g. Received two proposals for new doors (8) throughout the Clubhouse building.

17. Recreation Complex Operations: a. Aquatic Complex: i. The Outdoor Pool was closed for season on Tuesday, September 5th as scheduled. The pool was winterized in October. ii. The Indoor pool remains operating with no problems to report. iii. On Wednesday January 18, Don met a representative of Myrtha Pools at the outdoor pool...

This is the company that manufactures the liner for the outdoor pool. The liner has a ten year warranty and the 2018 will be approximately the 14th season.

Doug has been having constant problems with the liner loosing significant water daily which also increases chemical consumption. I will work with him to provide a proposal for replacement as 2018 FAB request. iv. Don Is also researching non-skid floor surfaces to replace the tile in the pool hallway and bath and shower areas. b. Recreation: i. The annual Winter Carnival was held on February 16th and 17th. Saturday was the busiest day with excellent ski conditions and Carnival games held inside. c. Ski Hill: i. Todd Lecklider, owner of Ski Lift Services, spent January 24 & 25 with us at the ski& tube hill. He is an expert in lifts. Summary of some of the issues; Our T-Bar was built in 1962. There is only one other this old operating in the U.S. Todd found that the counter weight to tension the cables was installed backwards.

So every time we thought we were tightening we were loosening the cable. The unit was corrected.

Todd will help us locate parts but we are probably at the point of potentially having them fabricated. ii. We repaired the gear wheels at the bottom turn gear and the on the pole nearest the upper building. At that point we ran out of viable parts. Since that time we have had little problems. iii. Todd said that 90% of cable derailments are caused by users not being monitored when they release. We have had 5 T-bar’s broken so far this year. iv. He recommends the T-bar cable be replaced.

Though he said we greased it well it appears at the end of its’ useful life. The electric safety switches on the towers are no longer available. In the future they will need to be re-wired. v. At the tube hill we found the lower safety switch was causing a ground fault. Since that was repaired the tube tow has operated without issue.

He recommended that lower switch be relocated in the Spring since its’ current location is a hazard onto itself. Overall Todd provided great instruction and information and moving forward he will be a reference. vi. Tom Dorgan, Southwest Loss Control Services inspected our ski & tow hill operations on behalf of our insurance company, Monday February 12. Tom mentioned our T-Bar cable was well cared for but was at the end of its’ useful life. vii. At the tube hill he found the same issue with the lower safety switch and recommended it be relocated on the opposite side of the current switch mounted on the plywood near the loading point. viii. Tom has managed ski hills and owns a tube hill in New Mexico so he provided some expertise on grooming the tube run as well as expanding it. ix. The natural snow that came to us in the past 10 days eliminated the use of pickup trucks to move the Pole cats on the ski hill. The only option is a hitch point on the Pisten Bulley that is in the middle of the front grooming blade. This requires the Pisten Bulley to operate in reverse to move the four Pole Cats in various locations on the hill. This is not safe and has resulted in the Pisten Bulley catching the end of the ski hill maintenance building. We need to find another transportation option to safely move our Pole cats ($22,000.00 each) safely without being in reverse.

18. Campground: a. CER 74014 Playground Equipment. The Campground Committee asked Don to research playground equipment from the same manufacturer as the current equipment. They also asked that the equipment appeal to the 5-12 year old age group.

Don will provide them with options at their March Meeting. b. CER 75057 Septic Engineering Study. Don has been working closely with Ann Conway, Arlene, and Doug Lieb to develop the basis for this study.

Doug recommended we call Tom Golden for Soil information that will determine the septic system design. Don has provided Tom with the information he requested and we will meet to determined scope and cost for this project. c. The Campground Committee asked Don to research the feasibility of bringing electric to the overflow sites at the east end of the campground.

Com Ed did a site inspection in January and approved us to use a transformer near the trail. This would be at no additional cost (except a meter charge) and our contractor would be required to bring the wire to the transformer for Com Ed to make the connection.

Herrell Electric has specified the electric volume and is working on design. This will be the basis for a FAR request for 2019.

Lake Carroll Women’s Club

The weather remains frigid but the hearts and souls of the Lake Carroll Women’s Club were warmed when we gathered February 8 to learn about a few of the local organizations which we support. Presenters were from CASA, Tyler’s Justice Center, Riverview Center and Pitter Patter Pantry.

Before the presentation President Char Messmore called the meeting to order. The January minutes were approved and the Treasurer gave the financial report. Vice President, Gael Will announced some changes in our programs.

Missy Lyons is from Tyler’s Justice Center for Children, located in Stockton, IL. The center for children is a not-for-profit organization, funded by grants and private donations. Their services are provided free to children up to 18 years of age, who disclose sexual and/or serious physical abuse. The center has a unique system for interviewing the children who alleged sexual or serious physical abuse. Their system prevents the need for multiple interviews and further trauma to the child.

The center provides Crisis Counseling, Victim Advocacy & Support and Prevention Education in schools and to community groups. Missy reminds us that if you suspect child abuse, don’t ignore it, make a call that a child can’t.

You could contact local law enforcement or the Department of Children and Family services, DCFS. Kate Brondyke is from Riverview Center. All of their services are completely confidential and free of charge. Riverview center is a non-profit organization offering care for individuals affected by sexual assault and domestic violence. The Advocates at Riverview Center offer support, therapy, and counseling for children, teens, and adults affected by domestic abuse.

They also provide legal and medical advocacy for victims of sexual assault. Riverview Center provides educational programs to students of all ages, addressing the topics of sexual violence, teen dating violence, bullying, and Internet safety.

The last group is Pitter Patter Pantry located in Mt Carroll. Pia Molloy is the Volunteer coordinator for Carroll County. Pia was recruiting volunteers, and explained that it is only a 5-hour commitment once or twice a year. Families that are enrolled in the WIC (Women, Infants and Children) Program can participate. Women can earn “Baby Bucks’ by getting pre-natal care, and having their babies receive routine medical care. They can use those “BabyBucks” to purchase diapers, cribs, clothing, and blankets.

Pitter Patter is a non-profit community program run by volunteers.

Donna Aleksy reported on the SECOND-HAND SALE fundraiser. This will take place April 27 and April 28 at the Clubhouse. Donna is so enthusiastic about this event; it is hard not to get on board.

Loretta reported on the Blanket Project. The tying of the blankets will be on Tuesday, April 24 at 10:00AM at the lodge. No sewing skills are needed and all supplies are provided.

Before closing the meeting, our President reminded us that next year is the 20th anniversary of the Women’s Club. The meeting was adjourned followed by tasty deserts prepared by our hostess for the month, Loretta Dick, Mo Unser and Pia Molloy.

Trisha Patterson spoke to us about CASA, Court Appointed Special Advocate. As a volunteer for CASA you are a specially trained. Judges appoint CASA volunteers to represent the best interests of children who have been removed from their homes due to abuse or neglect. The CASA speaks up for the child’s needs in the courtroom and community and make sure they don’t get lost in the legal and social system or sent to inappropriate group or foster homes.

The ground is covered with snow as I write this article, but every once in a while there’s a tiny feeling of spring in the air. By the time this article is published, hopefully we will all be thinking about warmer weather and along with that comes bluebirds.

Usually April is a big month for the return of bluebirds, but it’s not unusual at all to have sightings in March. It’s a good time to take a quick look at your birdhouses to see if any repairs are needed and to clean them out a little bit. A quick scraping with a putty knife is usually all it takes to get the inside ready for occupancy. The first nesting can sometimes have weather related problems, but usually no interference with gnats or wrens and tree swallows who usually wait a little later in the season to start raising families.

If this is the year you think that you might like to get started raising bluebirds yourself, give us a call or send an email. Once again, like the previous three years, we have the bluebird houses with the mounting poles available along with instructions, plenty of bluebird information, and a three-year membership to Bluebirds Across Nebraska (BAN) for just $25. We are already setting up our route for weekly birdhouse monitoring for the folks who can’t make it out to the lake on a regular basis. Each year it seems like we see more bluebirds at Lake Carroll. so hopefully all of our efforts are paying off.

February has been an interesting month here at Lake Carroll. Weather patterns have had the temperatures rise and fall drastically in short amounts of time. And with that, we’ve witnessed winter flooding conditions. The morning of February 20th, the lake was approximately 2 feet below pool. By that afternoon, due to warm temperatures, snow melt, and rain, the lake rose to 3” OVER pool! Our ponds and structures designed for storm events functioned well, but we did observe some rip rap displacement at the 3-tubes that we’ll need to repair this spring.

We’re also happy to say that the E. marina to Hatchery streambank stabilization held up well with the floods too. The creek rose approximately 4 1/2 feet during the flood and maintained that elevation for most of the day and the following evening. The water in our Hatchery pond rose to the point we nearly closed Lake Carroll Blvd as the water crept up onto the roadway.

OPTIONAL SHORELINE TREATMENT PROGRAM SURVEY:

The Lake Committee and I have worked on a survey that will be sent to all members that own shoreline homes as a follow up to the 2017 treatment program. This survey will be critical for us to understand the members’ perspective on the program; the good and the bad. Based on the feedback, we will make decisions on how we best serve the community with the optional treatment program moving forward. At this time, we will be offering the treatment again, but we will be working with the contractor on costs and chemical options to improve the program.

Once again, your feedback is critical for the development of the program, so we ask that you be honest and objective, and prompt with your survey response.

LAKE IMPROVEMENT PROJECTS UPDATES:

The LIP projects are coming along. To date, the harvesting equipment is in production and will be ready for us to take delivery when we’re ready. We will take delivery this spring for our new harvester, transport barge, shore conveyor and trailers. We have time budgeted into their contract to have the manufacture train our staff on the proper operation and maintenance of the equipment, as well. The spray boat is also in construction and should be here in about 4 more weeks! We’re extremely excited about the harvesting and spray equipment as we move into the summer 2018 season.

The East Marina stabilization and dredging implementation project has been completed, with the exception of grading and seeding. A total of 2,049 feet of highly eroded streambank was stabilized with this program.

The Zier Rd dredge spoils pond has been cleaned out in preparation for the upcoming dredging program. Over 16,000 cubic yards were removed from the pond. Our inspecting engineers are finalizing a post cleanout topographical survey to ensure our capacities. We have also contracted Mid America Dredge to hydraulically dredge the main three coves (E. Marina, South Bay, and 3-tubes). The overall budget for dredging was under the developed budget for the program, therefore we will be looking at costs to dredge nine other coves outlined that have a high sedimentation problem, as well as funding implementation projects on the nine outlined coves. The survey work on the nine greenway programs is scheduled to start in the next few weeks.

Once the survey work is done, the engineers will be developing a plan to reduce sediment and nutrients into the lake from those drainages.

As with any construction there can be ‘bumps in the road’ that we have to navigate. At this time, we have two projects awaiting permits to proceed. (Which may be in hand by the time this article is published). The dredging permits have been received from the US Army Corp of Engineers and the Illinois Department of Natural Resources. The Illinois EPA required us to collect and submit new sediment and water samples before they would extend our permits. We anticipate receiving the permits in the next few weeks, but it is in the hands of the IEPA, not ours.

We are also waiting for final approval from the US Army Corp of Engineers (USACOE) for our Zier Rd expansion project. Due to the delays from the USACOE, we will work to schedule the project as quickly as possible after final permits are received. Our engineers are working to secure the permits, but they have dealt with some interesting factors not previously witnessed on projects. For example, the federally recognized Native American Tribe, Forest County Potawatomi, reserved their right to review and comment on this project. Also, the USACOE Archeologists also reserved their right to make a review of the project. These added reviews have caused the USACOE in house review to be long, tedious, and ongoing. Along with our Engineers, we will continue doing what we can to move the program forward.

In all, the Lake Improvement Projects (L.I.P.) program is moving along at a great pace and we’re excited to get into the 2018 summer!

Every year the Fishing Club plans a Snow Golf Outing. There would be no exception this year, even if Old Man Winter would not cooperate by providing snow. The first attempt at golf was scheduled for January 13th but had to be rescheduled to the 20st due to a lack of snow.

Fortunately, snow was forecasted for the week of the 14th, but the weekend forecast was for warm temperatures in the 50’s. Would that mean another reschedule? Never fear, Mike Siciliano had a backup plan. With temperatures on the rise, the club brought in snow from the Ski Hill. The snow was placed around the tee boxes and flags.

The event was ready; all that was needed were the golfers. And because the weather was beautiful, 56 people turned out for golf, contests, snacks, beverages, a bonfire and of course a good time.

Highlighting the day’s events was the main contest consisting of two-person golf teams playing five holes of golf. Each person could select one club and one tennis ball. The lowest team score would win. To everyone’s surprise, “Fore” was only heard once or twice. The second contest was “Net Golf”. One team member would hit ten tennis balls from an artificial turf to their waiting partner who was standing approximately 30 yards away holding a fishing net. The object of this contest was to catch as many tennis balls as possible in the net. Contest number three was “Closest to the Pin”. The flag was placed 50 - 60 yards away with a few obstacles located in the path of the tennis ball. Closest to the pin would win. Rounding out the last event was Hockey. The club setup a net on the ice skating pond and each person had three chances to score a goal. Most goals would win.

For us older hockey fans, some of the shooters brought back fond memories of the Golden Jet (aka Bobby Hull). With the events coming to a close, Mike Siciliano awarded prizes for each contest.

Plumtree Wraps Up Season, Black Diamond Sponsors, and More

Looking back on the 2017/2018 ski season puts a big smile on my face. When our family joined Lake Carroll in 2013 we had modest expectations for the winter recreation scene. The ski club was “inactive” according to the website and everything we read from LCA included a carefully worded disclaimer about Mother Nature needing to cooperate with snow. However, that year she did, to the tune of several feet, and the 2013/2014 ski season was epic, complete with a terrain park and a tube slide that went all the way to Lake Carroll Blvd!

Unfortunately, that season marked a high point for Plumtree and things went downhill (pun intended) into the 2016/2017 season as weather, turnover, and breakdowns seemed to plague the last few winters. However, the 2017/2018 winter season was a huge comeback for the ski area and tube slide! It’s amazing what a modest investment in staff and equipment can do. This year was a huge win for our Lake Carroll community and really backed up our claim that we are a four-season destination. None of our competitors have a winter offering that is even close!

February was one of our best attended months in several years, particularly over Presidents Day Weekend when the Winter Carnival featured kids’ games, night skiing, and a DJ in the lodge. We had high hopes to reopen the peak of Plumtree, but warm weather got the better of us midweek and forced the cancellation of “Ski the Peak” although the main run and tube tow had excellent conditions. As the Cubs’ fans used to say, “there’s always next year!”

Ski Club is planning several events for 2018 including the Chestnut Mountain Outing, Slip & Slide, and Octoberfest. Check out our ads and keep an eye out for more details! At St. Giles Family Mass, Pat served in many leadership roles, as a member of the Coordinating Board, Pastoral Council, Liturgy Round Table, and Director of Catechesis.

A visitation was held on Thursday February 22 at Drechsler, Brown & Williams Funeral Home, in Oak Park. A funeral mass was held on Friday February 23, at St. Giles Church in Oak Park. Interment private.

Upward Bound is back in at Highland Community College Upward Bound is back at Highland Community College and ready to partner with students, and their families. The Upward Bound program helps eligible students prepare for college while attending Freeport High School.

A TRIO program funded by the Department of Education, Upward Bound helps students overcome class, social, academic, and cultural barriers to higher education. Upward Bound was created in 1965 and now serves approximately 53,000 students in 722 Upward Bound projects nationwide.

Sarah Leif is the new Upward Bound Coordinator at Highland Community College. Sarah Leif is a previous undergraduate from Highland Community College and Northern Illinois University. She is excited to recruit students for the program and work with the Freeport School District.

Anthony Sago is the Upward Bound director and has spent 13 years with the TRIO program at Highland Community College.

“Having the TRIO Upward Bound program returning for the new grant cycle is a great accomplishment for Highland Community College and the community,” said Anthony Sago, Director of Student Support Services. “The success of our program will be directly connected to the support we receive not only from Highland Community College but also from our partner school, students and their families. We’re looking forward to serving students in our area, and helping them reach their educational goal of obtaining a college degree.”

Upward Bound helps students move through the possibility of college during high school.

Upward Bound invests in the student’s futures with programs such as: • Academic advising • Academic coaching • College visits and information • Cultural enrichment • Assistance with financial aid and scholarships • SAT preparation • Summer academic classes • Career internships and community involvement • Leadership training The pre-college Upward Bound program is recruiting student members who have a strong desire to be the first in their family to earn a Bachelor’s degree. Potential members are enrolled in grades 9, 10 or 11 from Freeport High School. Most members continue with the program throughout high school.

Upward Bound provides support, motivation and college preparation experience to 60 high school students from the Freeport School District. To be eligible, parents or guardians at the student’s residence cannot have a four-year college degree. Income levels may also be considered. Upward Bound is funded by a grant from the U.S. Department of Education.

BOYS SCIENCE SIESTA AND GIRLS SCIENCE SIESTA SCHEDULED FOR MARCH AND APRIL!

“Science Siesta is once again being offered this year for both boys and girls,” said Johnna Jennings, University of Illinois Extension 4-H Youth Development Educator. “This year we will be offering a Science Siesta event just for boys on Friday, March 16 to Saturday, March 17, and another Science Siesta just for girls on Friday, April 13 to Saturday, April 14 both at the Discovery Center Children’s Museum in Rockford,” said Jennings. Both of these events are open to youth in 4th to 6th grades.

“Both events will be action-packed programs that combine hands-on science, an opportunity to meet real scientists, to learn about a particular field of science and to spend an awesome night in a museum. This is an excellent program and we are excited to have the opportunity to offer it once again,” said Jennings.

At Science Siesta the participants will interact with scientists in science career fields from throughout northern Illinois. The scientists will share information about their background and involve the youth in activities that they might complete in their work every day.

Following the face-to-face interaction with the scientists, youth participate in activities based on the “Wonderwise” curriculum developed by the University of Nebraska. This curriculum highlights the work of scientists and then translates their work into hands-on science based activities, which are fun and engaging. Participants may choose one of three workshop tracks for breakout sessions. Their choices for this year include activities from “African Plant Explorer,” “Sea Otter Biologist” and “Pollen Detective.”

Children’s blankets sewn with love by the Lake Carroll Women’s Club and Quilt Club are ready to be tied. These blankets are given to children in need, whether it is due to a crisis situation, long-term illness, or as a baby gift for mothers in need.

We need your help! Please come join us at 10am at the Lodge on Tuesday April 24th to help us tie the blankets. No sewing skills are needed! All you need to do is thread a needle with embroidery floss and tie some knots to hold the 3 layers of the quilt together.

We will provide the needles and embroidery thread to tie the quilts. If you can, bring a small scissors and 6 inch ruler or just share with your neighbor. We will have extras on hand.

It is a fun time to socialize with others while helping out children in need.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards.

The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window.

When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).

RECIPE CORNER PASTA WITH CHICKEN & MUSHROOM GRAVY 4 Chicken breasts 1 lb Spaghetti broken into 2 inch pieces 2 ½ c shredded cheddar cheese ¼ c diced green pepper 1/8 t cayenne pepper 2-10 ¾ oz cans of cream of mushroom soup 1 medium onion, finely diced ¼ t black pepper 1. Add chicken to large pot of boiling water, cook on med 30 minutes.

Remove chicken and reserve 2 cups of water. When cool – dice chicken.

2. Cook spaghetti in same water until just done. Drain and combine with chicken, soup, 1 ½ c cheese, green peppers, onion, cayenne and black pepper. Stir in 1 cup reserved chicken broth, adding the additional cup if needed.

3. Put all into a casserole pan and top with remaining 1 cup of cheese. Bake in preheated 350 degrees oven for 45 minutes. Cover with foil if it starts to dry out.
