In accordance with the By-Laws, “Meetings of Members” found in Chapter 33.20-33.26, notice is hereby given of the Annual Meeting of the Lake Carroll Association will take place on Sunday, December 3, 2017. General business of the Association for the 2017 year will be the topic of order. This meeting will be held in the lower level of the Lake Carroll Clubhouse. Registration will open at 11:30am, followed by commencement of the meeting at 12:30pm. Please present your LCA Member ID Card at Registration.

You will receive your Annual Packet containing the BOD Candidate Ballot, Voting Proxy Card, and all pertinent materials in early November.

Review all information and instructions carefully to ensure your ballot and proxy are properly validated. Only members in good standing are eligible to vote.

Vote! Your opinion is important. This is your opportunity to be heard.

ANNUAL MEETING REMINDERS The Annual Meeting mailing is scheduled for an approximate mailing date of November 3, 2017. The mailing will be sent in 4” x 9” black & white Lake Carroll envelopes. WINTER CAMPGROUND & BOAT STORAGE Winter fees are now due. Cost for either the campground or boat storage is $115 for the winter season (November 1, 2017 – March 31, 2018). If you are utilizing the campground or boat storage facilities, please mail your monies as soon as possible. New Camper or Boat Parking assignments must be made with the Front Desk. WINTER ADDRESS CHANGES If you wish to have your mailings and Lake Carroll News delivered to your snowbird address, or if you’ve moved recently, please call Missy at 815-493-2552 ext 114 or email mclark@golakecarroll.com with your address changes. The bills & 2018 information sheet packet will be sent in mid to late December. Deeded boat slip & shoreline dock notices will be sent approximately December 26, 2017.

PHOTO MEMBERSHIP ID CARDS Reminder to all members – ADULTS - DO NOT DISCARD YOUR PHOTO ID CARDS. Your picture on your Amenity card will be mandatory if you wish to exercise your use of the amenities (i.e. swim pool, ski hill, golf course). As we have been publishing, we need a clear head & shoulder picture with a plain background. Photos from other ID’s with holograms are not accepted. The preferred method to receive new photos is via email to photoid@ golakecarroll.com. If you don’t have this option, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3 PM.

GM Report

After months of work by the Finance Committee, the Steering Committee, dozens of volunteers, and the Administrative Staff, the 2018 Proposed Budget was unanimously approved by the Board of Directors at the October 20, 2017 Board Meeting. What this means is that the Board has recommended this Budget be forwarded to the Membership for approval at the Annual Meeting on December 3rd at the Lake Carroll Clubhouse.

Earlier this year, the Membership approved a special assessment which will allow us to address numerous serious conditions affecting the lake. In doing so, we will be able to “re-set the clock” and Mike Schmieder complete a number of projects which will maintain and enhance the General Manager health one of our most important assets and amenities. Additionally, the 2018 Fixed Asset budget will allow us the opportunity to make some of the repairs and improvements to other areas which need attention. Our largest single Fixed Asset Budget expenditure is usually the work which goes towards maintaining our roads and 2018 will be no different, as $365K has been earmarked for road repairs. While there are numerous items proposed in the 2018 Fixed Asset Budget, there are two items that I’m particularly excited about. The first is an engineering study for septic at our campground. The cost for the study is minimal, but the outcome of the survey will provide important information regarding the potential expansion for an amenity that has historically had more demand than supply. The most proactive piece of this year’s proposed Fixed Asset Budget, however, is the amount of approximately $95K being earmarked specifically for savings. These funds will go directly into our Fixed Asset Reserve fund so that we’re prepared for the next dam grouting or dredge project. A great deal of time was invested by all of the committees to consider all of the Fixed Asset Budget requests. Although we could never complete all of them, our Steering Committee did an outstanding job of prioritizing which projects should be addressed in 2018.

The Operating Budget also presented us with challenges, the biggest being the declining number of DPE’s (Dues Paying Equivalents) and the rising cost of qualified labor in our Maintenance Department. The shortfall in Dues during 2017 is approximately $30,000 and this liability unfortunately has to be shouldered by the remaining Property Owners.

Dues increases are never going to be popular and those who assisted in creating this budget are, and have been, very mindful of that fact. Sometimes, however, decisions based solely on keeping dues increases to a minimum may be popular during the budget process, but can create a budget that compromises our ability to maintain the standards which are expected by the Membership. From an operations standpoint, our goal is to continue to maintain and enhance our Community. This objective can only be accomplished by adequate funding and the Board and the Committees feel strongly that the proposed budget will keep Lake Carroll one of, if not the finest, Four-Season, Recreational Community in Northern Illinois.

The 2018 Budget calls for a $72.00 increase in annual dues, an increase of less than 5%. Of that increase, $46 will go towards the Fixed Asset Budget and $26 will go to the Operating Budget.

It isn’t possible to inform you of all aspects of the 2018 Budget in this article, but I will ask the Membership to consider the entire budget when voting on it. In early November you will be receiving the annual information packet regarding the proposed budget. The packet will include detailed information on the budget including the projects and expenses which will be funded in this budget, and which ones have been eliminated or deferred. I am glad to report that this budget includes the funds needed to invest in our future by putting money in the bank to off-set big ticket expenses in the future.

Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

The subject was concerned because he was unable to reach Security. I want to inform everyone that 911 will work this situation.

There have been systems put in place for this type of a situation. The Security phone number (815) 493-2599 is a hard/land line it is received by a phone at the office. This phone is set up to forward that call to a cell phone that is carried by Security 24 hours a day 7 days a week. The direct Security cell phone number is (815) 275-6122. Lake Carroll upgraded the phone service at the Association Office. When you call the office number you may choose to push number 4 to be forwarded to Security. Please be aware that when Security receives this call, it will not show the number you are calling from. There have been a few instances where this has hindered the officer being able to update the subject that called Security.

The deer harvesting program began at Lake Carroll on October 1st. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads.

If you are utilizing the trail system at this time of year, please be courteous to the hunters while they are in the woods. The harassment of any hunter is a violation of State law and will be enforced at Lake Carroll.

This brings me to another topic. I know the deer are enjoyable to look at but it is illegal in the state of Illinois to use bait to attract deer. ** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present.

You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll.

Fall is upon us. As the nights cool off many of you will be leaving for warmer destinations; it is time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. To assist and hopefully avoid that situation, Security offers a “Residential Checks and Low Temperature Light Program.” The homeowner places a light in a window (facing the street) with a colored bulb. The light is plugged into a low temperature switch.

When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Then Security will contact you or other contacts you have provided too Security. See to Table of Contents on page 3A to locate and article for more information about this program or contact me if you have any questions. I have seen the devastation water can do to homes here at the lake because of broken water pipes, something to consider.

As most of you are aware the LCA Board of Directors approved a trial period for ATV / UTV and Golf Cart usage of the Lake Carroll roadways. Please be more aware of your surroundings usage of the roadways will increase and please inform your guests of the increased roadway traffic. Please familiarize yourself with the rules and regulations for the trial period.

I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YIELD TO YELLOW!!!

DID YOU KNOW littering is illegal at Lake Carroll and yes a cigarette butt is litter.

No person shall dispose of any waste material, garbage or paper refuse upon the ground or waters of Lake Carroll, said litter must be placed in proper garbage receptacles or otherwise removed from Lake Carroll. Stated in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (E).

DID YOU KNOW ATV’s are prohibited from crossing or riding on private lots? Private lots can only be ridden on if the ATV owner owns the lot or they have written permission from the lot owner. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B)(5).

DID YOU KNOW it is illegal to let you dog or cat roam freely at Lake Carroll? Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

DID YOU KNOW all garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F)(2).

Neighborhood Watch

I can’t believe fall is here and many of our LC community are already planning when they will be leaving for snow bird migration. While you are still here, it is a good time to talk to your neighbors letting them know when you will be leaving, how long you will be gone and any important info such as will you be leaving your furnace on and if you will be using a lamp thermostat (See the “Residential Checks” article in this publication). Many of my friends leave a key with their full-time neighbors. Of course that’s only if you know and trust them. Until then, lets enjoy all that fall has to offer.

Scammers are evil but not stupid. They prey on targets of opportunity. Seniors are often vulnerable to cons because of cognitive problems that can impair judgment. Isolation and sometimes loneliness can also make seniors dangerously trusting.

The Latest Scams Victimizing Older Americans Here are 10 common tactics fraudsters use to separate seniors from their money: 1. THE GRANDPARENTS SCAM Scammers will place a call to an older person, and when the mark picks up, they will say something along the lines of: “Hi Grandma, do you know who this is?” When the unsuspecting grandparent guesses the name of the grandchild the scammer most sounds like, the scammer has established a fake identity without having done a lick of background research.

The impostor will then claim to be in trouble and that he or she needs money for rent, bail or something of the like. Scammers will often ask for money to be sent to Western Union.

How to Avoid: If you receive a suspicious phone call from someone claiming to be a relative or loved one, say you’ll call back, and check the story with other relatives. Note that these scammers can get information about you and your relatives off of social media sites like Facebook. Most scammers aren’t this sophisticated, but the tactic is not unheard of, so don’t be fooled if a suspicious caller references details from your life or a relative’s.

2. INVESTMENT SCHEMES Whether it’s pyramid schemes, your friendly neighbor selling cheap plots of land as a “sure-fire” investment opportunity, or a gentleman at your church who gets a little too persuasive when he tries to get folks to take advantage of their “once-in-a-lifetime opportunity” to spend their savings on penny-stock in a company that has supposedly just discovered the “largest untapped yttrium deposit east of the Black Sea” – beware!

Seniors are ripe targets for scams like these. For instance, many of the victims of Bernie Madoff’s investment scheme were seniors. The National Council on Aging notes: “Because many seniors find themselves planning for retirement and managing their savings once they finish working, a number of investment schemes have been targeted at seniors looking to safeguard their cash for their later years.”

How to Avoid: Remember that if it sounds too good to true it probably is. Be suspicious of anyone who promises massive returns on an investment and be sure to only deal with reputable and credible institutions.

3. EMAIL SCAMS All kinds of nasty scams spread via email. Email scams are often variations on the investment scam or the lottery scam. Many emails purport to be from a rich or wellconnected individual and claim that they can give you a cut in their fortune if you will just offer a little assistance to them.

These are known as 419 scams or “Nigerian email scams” (although the email’s country of origin is not always Nigeria). The stories vary widely, but targets are led to believe they’ll be given a fortune, but end up spending a fortune.

Some victims will get more and more engrossed in the trap, go into denial, and send multiple payments in hope of getting the big payout they were initially promised. Many times, family members can’t convince their victimized loved one that they are being scammed, even after they have lost everything. It’s as if the victim has become enchanted.

Other email scams include “phishing” scams, whereby an email will look like an official email from a legitimate institution. The email may lead to a web page that is also fake, but that carefully imitates the branding of the site it is copying. It might copy the look of a banking website, for example. The aim is to extract passwords, bank account information, and other personal data.

These are only some of the many scams where email is the medium. Email is an effective medium for scammers because they can send millions of emails simultaneously and if only one or two people fall for the bait, the scammers will recover their costs and more. The fact that the scammers use online tools to cover their tracks and typically operate from outside the United States makes tracking and prosecuting them difficult to impossible.

How to Avoid: Be inherently distrustful of unsolicited emails and don’t disclose private information online except to a trusted organization. If you have questions about whether a communication you received is legitimate, call that organization directly.

4. SWEEPSTAKES AND LOTTERY SCAMS This trick is old but still lives. Essentially a victim is told they have won a sweepstakes or lottery, but that they must make a payment to “unlock” their winnings. (As noted above, some emails use this tactic). Often, seniors who fall for the ruse are sent a check that initially appears to have great value, and only a few days later, bounces. During that lag time, “the criminals will quickly collect money for supposed fees or taxes on the prize, which they pocket.”

How to Avoid: Be wary, again, of what seems to be too good to be true. Remember that if you have won a sweepstakes, you shouldn’t be asked to pay mysterious and suspicious fees within a day or two of the award.

PEDESTRIAN SAFETY

Welcome fall, with all its beautiful color. Many people like to walk this time of year because it’s cooler. Please remember a few safety rules when walking along our roadways.

Always walk facing traffic, and wear bright colors or even a reflective vest. Stay to the side of the roadway and be ready to jump out of the way in case a car does not see you. The sun may be in their eyes or they might be distracted while talking on their phone (hands free of course) or talking to a passenger and may not see you. If you are walking with your dog, be sure the dog is more toward the ditch than on the road.

Now, if you’re riding a bike, you always ride on the same side as you would while driving your car, with traffic. Be aware of the loose gravel along the roadways, especially near intersections. Bright colors or a safety vest would also help. If you have a light or red blinking light for the back of the bike turn it on, even if it’s in the daytime. Ride with your front light on as well, as you will be seen better day or night.

Be extra cautious late in the afternoon whether you walking or riding your bike, as the sun sets earlier now and it’s not as easy to see you as it is in the summertime.

FURNACE & FIREPLACE SAFETY

Once you’re indoors, it’s time to do some furnace and fireplace maintenance. It’s not very costly each year to have your furnace looked at, and the burner adjusted. Proper adjustment will allow the furnace to run more efficiently, as well. It’s fairly inexpensive to have a chimney sweep clean your fireplace vent, and it should be done on a regular basis.

Accumulated soot inside the chimney has caused a number of fires.

If you decide to have a bonfire outside do not use gasoline to start the fire & don’t pack your fire too full of wood and obviously don’t sit too close to the fire. Most importantly, pour water on the fire when you’re done so the coals don’t fly out and light something on fire that you don’t want to burn. Things are drying out right now, so extra caution is needed.

MEDICARE CARD AND MEDICAID CARD ID THEFT SCAM Callers claiming to represent various government agencies or organizations tell seniors that their Medicare or Medicaid cards must be replaced. This is merely a ruse to get a senior’s personal information for the purpose of identity theft.

How to Avoid: Never give personal information like your social security number or banking information over the phone, and be suspicious of calls from people who claim to represent official agencies and then request personal information.

6. CHARITY SCAMS With all the natural disasters recently, this one is in full swing!!!!

This scam of really low life perpetrators unfortunately occurs in the wake of major disasters. Callers claim to represent a charity seeking money to help pay for disaster recovery or aid for the victims. The money goes nowhere but the criminal’s bank accounts.

Some charity scammers will send emails soliciting donations.

How to Avoid: If you wish to donate to charity following a disaster seek out the charity yourself. Do not make donations to organizations that cold-call you.

7. REPAIR FRAUD Repair fraud is all too common. As I note in a personal reflection below the list, my grandmother fell victim to this type of fraud more than any other. Her tires were replaced several times a year.

Unnecessary car repairs were ordered and duly paid for (sometimes twice). A “friendly� neighbor would charge hugely exorbitant amounts of money for the simplest yard work. This happens all too often, and may be a sign your loved one has developed dementia.

How to Avoid: If you find yourself making poor purchasing decisions, talk to a younger family member about getting help, and possibly a financial power of attorney. If a younger relative has financial power of attorney, sometimes the costs of these fraudulent charges can be reversed.

8. FRAUDULENT ANTI-AGING PRODUCTS As America ages, a whole host of “anti-aging� products are being thrust upon them. The fact is, there is no product you can buy that will reverse aging. Many of the products that use “anti-aging� as a marketing refrain are completely bunk. The National Council on Aging says, “Whether it’s fake Botox like the one in Arizona that netted its distributors (who were convicted and jailed in 2006) $1.5 million in barely a year, or completely bogus homeopathic remedies that do absolutely nothing, there is money in the antiaging business.�

How to Avoid: Practice a healthy dose of skepticism as a consumer.

Be aware that advertising plays to our aspirations and our fears, so

don’t be manipulated by products that claim to be “anti-aging.�

9. CEMETERY, FUNERAL AND CREMATION SCAMS Most funeral homes do a great job, but some bad apples are taking advantage of families during their time of grief. One common ruse is for the funeral home to cremate a deceased person inside of a fancy casket to add to the expense, when a cardboard casket is more than sufficient for cremation purposes. Often families complain that other completely unnecessary charges are added to the bill without permission.

How to Avoid: It’s hard to make rational business decisions in grief. If there is a calmer, more stoic family member who has good business sense, it may be best for this person to make the funeral arrangements.

10. COUNTERFEIT PRESCRIPTION MEDICINES With prescription drug costs so high in the U.S., many seniors turn to online pharmacies, often based outside America, to pay for their medications. Unfortunately, a large portion of medications coming from outside the United States are counterfeit.

How to Avoid: The FDA is dramatically increasing regulation on foreign pharmacies which supply drugs to the U.S., and is now holding them to the same standards as American pharmaceutical plants. But if you order your prescriptions from dubious online sources, you are playing with fire. These drugs will not have received the safety validations of drugs dispensed at certified mainstream pharmacies in the U.S. They could be inactive or possibly even poisonous.

A special note‌Last month, a friend of ours had an incident out here at Lake Carroll. Brief scenario; Part time out here during a week night while her husband was visiting with friends at our Hatchery, she had someone come to her door. It was already dark out. The man at the door said he was a census taker and needed to ask her some questions. Thinking like any of us would (why would a census taker be coming to a house at night), so she called Security. She also sent out an email on the LC blog. Long storyshort, Security found out from the census people out of Chicago who the census taker was that covers Lake Carroll. The census taker was contacted by our Security the next morning. He lives close to LC and he stated that he did go to the home in question and did ask questions through the door. Security supervisor asked the census taker that in the future if he has to enter LC property to please let Security know (especially at night). The census taker said he would. Bottom line; because of our unique community being private, depending on the section you live in (isolated).and no lighting, our friend did the right thing calling Security and alerting friends and neighbors of what could have been a scammer. This time it was all legit, but you never know!!!!

WHAT IS A GOOD BOARD MEMBER In my remaining two months as your president, I am going to be writing about what it means and takes to be a good board member.

The number one misconception about what the Board of Directors does: Many members believe that the Board manages the Association. We do not manage the Association. We set policy that the General Manager uses to manage the Association.

The number two myth is that the employees work for the Board of Directors. That is totally incorrect. There is only one employee that works for the Board of Directors and that is the General Clarence Grant Manager. All other employees work for the General Manager.

Board President In fact, there is a By-Law that prohibits any board member from giving a direct order, to any employee, to do something.

We do not prepare the financial statements of the Association nor do we keep the financial records of the Association. That is done by the staff. But we do need to understand the financial statements and use them as a guide for our planning.

During the year, the Finance Committee examines the financial statements of the Association on a monthly basis. We do not audit the books. We hire professional auditors to do that. This is part of our Checks and Balances.

I am going to list the qualities of a strong board member and of inappropriate board member.

STRONG BOARD MEMBER • Strong integrity • Calm judgment • Willingness to serve • Committed to the best interests of the community as a whole • Relevant experience or background • Previous volunteer service • Strong “people skills”

INAPPROPRIATE BOARD MEMBER • Unable to put the welfare of the community first • Works behind the board to run things his or her way • Has a personal or hidden agenda • Puts individual interests first • Little or no experience in management, leadership, or service • Unable to work with others for the common good • Poor interpersonal skills

This list comes directly from the Community Associations Institute. They work with associations and communities all over the country and are time tested and proven.

Probably the most important item that a board can do is “stand united”. Once a decision has been made by the board, stand united behind it, even if you voted against it. In fact, that is part of the Code of Conduct that all Lake Carroll board members sign when they are sworn in as board members.

You also have to put your personal preferences and circumstances aside and work for the common good.

Know the difference between the roles of the Board and the General Manager. Boards set policy and make policy decisions. Managers implement the Board’s directives and take care of the day-to-day operations.

Board members should be focused on long-term items of the Association.

Work with your fellow board members and be reasonable. This doesn’t mean there won’t be disagreements, there will be, but once the decision is made it is over; next discussion.

Each board member is assigned at least two committees that they are the Liaison to.

This does not mean that they run the meeting; but rather, they are the communication link between the Board of Directors and the Committee. They carry information from the Board to the Committee and from the Committee to the Board.

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. General Manager - Monthly Board Report (BOD) - October 20, 2017 Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the September 22, 2017 BOD Meeting. a. I was asked to provide a brief presentation at the October meeting to illustrate and explain the current operating budget and what steps may need to be taken to avoid a potential deficit due to collecting fewer DPE’s than originally budgeted.

The presentation will be made during the General Manager’s Report.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. b. An updated copy of the LIP Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on October 4, 2017. Minutes from the meeting are attached to this report.

4. Sales of Lake Carroll Owned Lots: a. One lot was sold which closed on 10/3/2017.

The sale of another Lake Carroll lot is scheduled to close on November 3, 2017. See attached sales summary spreadsheet.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2017 dues status report which is attached.

-DPE’s collected thru 10/13/2017 – 2,110.53 -DPE’s collected thru 10/13/2016 – 2,108.99 -Variance between 2016 & 2017 – 1.54 Ahead of Last Year -DPE’s budgeted for 2017 – 2,190.00 -DPE’s projected for 2017 – 2,175.00 b. Eight (8) resale transactions were entered in the database between 9-15-2017 and 10-13-2017.

Five (5) lots with homes were sold, two (2) vacant lots were sold and one Association lot was sold. c. Through October 4, 2017, 605 Natural Gas Permit Fees have been deposited totaling $151,250.00. d. The Billing Statement for the LIP Assessment was mailed during the first week of October. Thru Tuesday, 10/17/17, at total of $327,285 has been collected. 309 Members have paid the assessment in full and 44 Property Owners have paid the first of five installments of $240. The LIP assessment is due November 30, 2017.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for September, 2017 are complete and will be sent to the Board electronically. Hard copies will be made available prior to the meeting. The Board will be asked to approve these statements at this month’s

meeting. ii. The preliminary proposed 2018 Fixed Asset Budget, Operating Budget and Fee Schedule were presented to the Membership at the October 5th and October 7th Budget Hearings. Minor adjustments were made during the Board Workshop held on Saturday, October 14th. Copies of the budgets are included in the packet under New Business “d”.

These budgets include the revisions which were agreed upon at the workshop. The Board will be asked to authorize that these budgets be presented to Membership for their approval at the 2017 Annual Meeting. iii. The Gaming Machines generated $3,682.68 in income for Lake Carroll during the month of September, 2017. The budgeted income for September was $3,000.00. See attached report. b. Human Resource: i. No specific report 7. Safety & Security: a. As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. No Specific Report 9. Communications: a. Donna Beyer continues to work on communications, updating the Web-Site, creating E-Blasts and in-house printing and development.

Donna has completed all submissions for the proposed 2018 Rules & Regulations changes for your review. The proposed rule changes are included in the October Board packet. The Board will be asked to act on these submissions at the October Board Meeting.

10. Facilities Management: a. Campground & West Marina bathrooms and showers to be closed and winterized the week of October 30. b. Fish Rescue October 21st has been coordinated and we will have staff on site to assist. c. Received 80-90 truckloads of aggregate from Martin paving from the road program. This material was applied to various areas of the trail that are consistent drainage issues. This material is ground asphalt, sand, rock and clay. d. Worked closely with Mike to explain to the Fehr Graham representative our serious concerns with the paving work. Many of our concerns were addressed by Martin before they were done. e. The platform holding the new A/C unit for the kitchen at the Clubhouse was observed to have some rotting siding boards. We found that the drip edge was installed improperly causing water damage to the platform structure. Two of the face boards were replaced and caulked. They will be painted when weather allows. Drip edge was also repaired properly by Facilities staff. f. Railings for the handicap ramp at the lodge were unstable. They were rebuilt and re-stained.

Similar problem found on west door deck near the dumpster area. Those railings were rebuilt and restained. g. After the rain this week water was entering the exercise room at the Lodge along the windows on the north side. Problem found to be some of the

gaps in the siding above the windows. Staff was able to insert plywood behind the gaps to slow the water. The roof vent above that area needs to be sealed; however, we are unable to reach it h. All trees were trimmed at the Lodge, Ski Hill, Pool, Golf Maintenance Buildings and Clubhouse.

Two dead trees were removed at the POA. i. With authorization from the Lake Manager, we took advantage of the drought conditions and mowed the 3 Tube Retention Pond basins and the pond basin to the south of the Fish Hatchery Building. Zier Road pond was not able to be mowed, still too wet. j. Randy Faust attended a two day seminar held

by Pisten Bully. Learned about the machine in depth. More important, he made several contacts with professional snow makers from all over the country. k. When pressure testing the water lines on the ski hill we found two hydrants with ground leaks. I requested Brinkmeier and Fischer assist in repairs.

We had one hydrant in stock and it was used for one leak. Brinkmeier tested all the hydrants and found the need to replace 6 hydrants. The request to purchase hydrants will be on CER 74022. l. Don has been working with several electrical distributors to determine the best/affordable method to re-activate the electric on the ski hill.

Last year 3 of 4 circuits were disconnecting which prevents us from testing. Proposals will include waterproof plugs and outlets. All plugs will be changed on existing equipment to be uniformed with the pole cats. All of this needs to be completed so we can address the separation project. m. After discussion with the Lake Manager a plan was developed to begin rip rap work along the pond that takes water from the Block Farm through the large tube under the trail. During the July storm that pond area was dramatically altered. The rip rap will simply absorb the energy of the water during serious rain events and slow the deterioration of the pond. n. Ski & Tube Hill will have its’ final mowing this month. In a few weeks we will finish mow the ski hill. The short grass aids in snow grooming. o. Don has been working with the Lake Manager, Doug, A & E and some members on projects effecting greenways in Section 5, 24 & 27. Recommendations will come to the Board through A & E p. Began gradually phasing down the seasonal staff in September to reduce payroll. q. Randy will be the lead on the Ski Hill operations this season. Working to find and train some supplemental PT employees during the ski season to assist Randy. r. I have attached Don’s full report for your review.

11. Lake Management/Wildlife: a. Visual inspections of the blue green algae appear that the bloom is reducing. We anticipate being able to take samples and provide results next week. b. The lake level as of October 13, 2017 was 739’, 6”. 6” below normal pool level.

c. Joe has requested follow up for the Zier Rd project permits. Joe was recently informed by the Army Corps of Engineers that the permit should be issued no later than the first week of November. d. Annual inspections of the dam will occur in November, after the annual lake draw-down. e. I have attached Joe’s full report for your review.

12. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

13. Golf Operations (Pro Shop): a. The weather has continued to be perfect for golf, our rounds are up over last year and we look to be on pace to eclipse the last several years rounds. b. Things are starting to slow at the course, but the weekends are still fairly busy, depending on the weather. We only have a couple events remaining for the year, 1 outside event and 2 member events. c. Jason is currently working on the calendar for 2018, it looks like we will be retaining most if not all of our past outings.

14. Golf Maintenance: a. The maintenance crew has been busy filling and seeding bare spots and blemishes throughout the entire golf course. b. 14 tree stumps were ground, filled with dirt, leveled and seeded. c. Mowing of the fairways, greens and rough areas continues.

15. Clubhouse Operations: a. Denise and Mel are currently working making some menu changes as we head into the fall and winter. They are also working on the Menu for New Year’s Eve and Valentine’s Day. 16. Recreation Complex Operations: a. Aquatic Complex: i. The Outdoor Pool was closed for season on Tuesday, September 5th as scheduled. ii. The Indoor pool remains operating with no problems to report. b. Recreation: i. The LCA Halloween party was held on Saturday October 7th. About 85 kids enjoyed Halloween themed games, costume contest, and pumpkin carving contest. Everyone enjoyed the trunk or treating in the campground for the first time. c. Ski Hill: i. All preparations have been or are being made to open the ski hill this year.

Women’s Club Had a “Zen” Sational Time!

On Thursday, October 12, the Lake Carroll Women’s Club had a stressrelieving, tranquil time at the Anderson Japanese Gardens in Rockford.

The day began with a lovely lunch at the Fresco restaurant, overlooking the gardens.

Following Lunch, president Char Messmore held a short business meeting.

VicePresident, Gael Will reminded the members that our next meeting will be on November 9, at 1:00, at the Lodge. Our speaker that day will be Amy HandelLawson from Arrow Travel. She will be sharing her knowledge about creating the perfect get away! Make sure you bring any questions you may have about traveling. Our annual Christmas luncheon will be on December 14 at 12:00 at the Club House. We will once again be entertained by our Eastland HS jazz band. More information will be available at our November meeting and via email. Sign up and payment will be due in November.

Barb Anderson informed the group that HGTV had been filming at Lake Carroll. We’re keeping our fingers crossed that the LC episode will be chosen for airing on their channel.

How fun!

Donna Aleksy, chairperson of the Ways and Means committee, reported that our 2017 bake sale was a huge success and thanked all the bakers and workers for their part in making it so! She reminded the group that Swank and Mercier will once again be selling their jewelry at our Christmas luncheon, Tee Lee popcorn will be available for sale and Bessie Pavell will be selling her beautiful desk calendars, as well. A percentage of the proceeds will go to the Women’s Club to be used to help local organizations.

The ladies were reminded to bring can goods to the November meeting for the food pantry.

Following the meeting, light mist and all, the group took a tour of the gardens. They were surprised by the beauty, calm and tranquility. They strolled along winding paths by meandering streams, koi-filled ponds and plunging waterfalls. Master craftsmanship and 16th century traditional architecture are also found throughout the Gardens. Everyone agreed they would return again!

Congratulations to the Eastland FFA Boys who took the $50 first place prize, and the Eastland FFA Girls who won the $50 second place prize.

Governing Document Orientation On September 23rd I attended the Governing Documents class that was hosted by Merce Meyers, Chair of the By-Laws Committee. I would like to thank Merce for the great presentation and professionalism. I found the class to be quite interesting and full of information. I urge all members to find 2 hours out of your busy schedules to attend the class next year. It gave me insight as to why we do things in a certain way, and how to find answers to the many questions that arise throughout the year.

The Ladies Golf League met for the final event of the season, “Let’s Fiesta” Fun Night on Wednesday, September 13. Thirty-two Golfers, four of which were guests, played a game of Amigo Scramble. Everyone also enjoyed a delicious Mexican dinner at the Clubhouse.

Fun was had by all, and a tie breaker was needed because of a three way tie for first place with a score of 39!

President Marve Feucht started a short meeting, thanking Donna Carroll, Patty Doherty, and Char Spathies of the nine hole divisions for organizing “Let’s Fiesta” Fun Night. She

also recognized Letha Rahn’s Hole in One, Cathy Porzel’s and Diane Schipkowski’s Club Championships, and her own and Mitch’s Couples Club Championship. There was a somber moment in remembrance of Roberta Schoenfeld, a wonderful golfer and friend.

Marve gave a special thank you to the Invitational Committee of Deb Scheidegger, Jackie Hawbecker, Cassie Mlakar, and Diane Bradford for all their hard work. The league made over $1,000 on raffles and mulligans, and because of that everyone received a discounted dinner and 15 people enjoyed a surprise cash drawing.

After a thank you to the current board, new officers for the 2018 Ladies League were announced by Marve.

President Deb Scheidegger Vice President Sandy Bogusevic Secretary Diane Schipkowski Treasurer Tracey DeCrane Toni Knackstedt and Barb Hevrin will continue with publicity and division reps will also continue; Rosanne Stangl – 18 Hole Division, Toni Knackstedt – 9 Hole AM Division, and Sue Lamoroux – 9 Hole PM Division.

The meeting was then handed over to the new President, Deb Scheidegger. Deb announced a new rule for our league starting next year: Any ball within 10 inches from the cup will be considered a “gimmie”. This should definitely speed up play.

Although league season is over, we’ve enjoyed many great golfing days through October.

Sign up for next year’s league play with be in April. Until then, enjoy the crazy game of golf whenever you can! Adios Amigos!

Lake & Natural Resources In this article I’m going to update you on the progress of the LIP program since the program was approved a month and a half ago on August 26th. I’ve outlined this in bullet form to make it simpler to follow. We are proud of the progress we’ve been able to make thus far. Please watch the newspaper, e-blasts, and the website for the financial statements on the projects as they are completed.

MANAGEMENT: - An advisory committee was formed to provide input from Joe Rush Lake Manager Lake Carroll staff, committee chairmen, and board members about the projects and their direction and oversight. This committee consists of one Board Member, the General Manager, the Lake Manager, the Facilities Director, the Lake Committee Chairman, and the Infrastructure Committee Chairman. The committee votes as individuals, and the final vote is submitted to the board as a recommendation to move forward.

- The office staff has sent out the first notice to membership for billing on the LIP program. As of writing this, over 300 members have already paid the full payment as a one-time payment.

DREDGING PROGRAM: - Board approved hiring Fehr Graham Engineering to submit permit renewals for the hydraulic dredging program. The applications were submitted and are in review by the Army Corp of Engineers, Illinois EPA, and Illinois DNR. -The LIP advisory committee evaluated statement of qualifications from three companies to find the best company to develop and oversee the hydraulic dredging of three main coves at Lake Carroll. Based on the SOQ’s from the three firms, the committee recommended hiring a consultant from Springfield, IL that specializes in dredging programs. The firms evaluated were Fehr Graham, Wendler Engineering, and Berrini and Associates.

IMPLEMENTATION PROGRAMS: - The Association hired Fehr Graham to develop bid documents for the East Marina stabilization and dredging implementation project.

- The East Marina Stabilization and Dredging project was bid out to contractors in October and 8 bids were received.

- Fehr Graham vetted the contractors and submitted a letter of recommendation to the Association qualifying all of the contractors, and recommending which to hire.

- Based on the recommendation of Fehr Graham, the LIP advisory committee made a recommendation to the Board of directors to approve a bid award to Associated Services Enterprises of Dixon, IL. Work will begin in November.

- The Association approved the hiring of Wendler Engineering to provide project oversight for the Zier Rd pond expansion program.

- The Zier Rd expansion project was already submitted for permitting, and based on follow up with our engineering firm, we anticipate receiving permits in November.

EQUIPMENT PURCHASES: - The LIP advisory committee has thoroughly reviewed equipment from two manufactures of aquatic plant harvesting equipment, both of which are from Wisconsin.

Site visits, equipment review, bidding of comparable equipment, and negotiations with the contractors have allowed us to make a recommendation to the board to purchase the following new equipment from Aquarius Systems of North Prairie Wisconsin: o HM-820 Aquatic Plant Harvester and transport trailer: Consisting of a stainless steel barge, 10ft cutterhead, and a storage capacity of 700 cubic feet of plant volume or 12,500 lbs. o T-45 Transport Barge and transport trailer: Consisting of stainless steel hull, 1,000 cubic ft of storage or 14,000 lbs. o SC-34 Shore Conveyor that will be capable of being used with the new machine as well as our currently owned Aquamarine system.

This equipment will be ordered in November to ensure it will be delivered prior to the aquatic plant harvesting season next spring / summer. As we stated during the presentations, we planned to review some used equipment that may be an option for us. We spent a lot of time evaluating this equipment and the LIP advisory committee unanimously determined it was in our best interest to purchase new.

- We have secured bids from three boat manufactures to build our aquatic plant management spray boat, motor, and trailer package. The LIP advisory committee will vote in November on a company to present to the Board of Directors for final approval. Once approved, the boat will be ordered in November, built over winter, and delivered early spring to prepare for our aquatic plant program.

GREENWAY DRAINAGE ENGINEERING, SURVEY, CONCEPT AND DESIGN: - We are soliciting engineering firms for final costs and anticipate review, selection, and recommendation to the board at the November meeting.

- Surveys will be performed during winter or early spring while the local plants and trees are absent of leaf cover. This will assist with survey visibility.

Watershed Planning Grant: - Illinois EPA finalized the contract with Lake Carroll for the US EPA 319 grant.

We will continue to work to keep you informed on the progress as it’s happening.

Fish Tales

By Mike Bykowski, Fishing Club Secretary It’s October, the trees are changing color, the days are getting shorter and good friends and family are getting together for another Fishing Club General Meeting and Pot Luck. 56 members welcomed Marv Johnson who recently moved here from Iowa, he attended his first fishing club meeting and became a new member. Welcome Marv.

The meeting began at 6:57 with the Pledge of Allegiance which was followed by an update of club activities by Tom Stangl. Tom, filling in for Mitch began with the Treasurer’s report. September financials posted a slight loss of $88.63. The loss was primarily due to a contracted bus trip to Arlington Park for “A Day at the Races”. Not filling all the bus seats created the deficit. A motion to approve the Treasurer’s Report was made by Bob Knackstedt, seconded by John Quilico and approved by the membership. Tom continued with other club updates; GIVING TREE – The club will again sponsor this holiday event which supports children and seniors in the community. 60 to 70 gifts are provided to the needy, Tom mentioned that gift requests go fast and are greatly appreciated when received.

SPILLWAY FISH RESCUE – This event is scheduled for October 21st @ 9:00am at the dam.

Volunteers are needed to assist with the many functions related to the capture and transportation of game fish back to Lake Carroll. A sausage and hot dog lunch will be served at the hatchery after the rescue is complete.

FAWN POND DRAINING AND PIG ROAST – Draining of Fawn pond will begin around the end of October. The draining is necessary to net Fingerling walleyes stocked in the pond this past June. These walleye’s have been growing throughout the year and will be transferred to the lake when netted. As part of this activity, a bonfire and pig roast is planned for November 4th. Social hour starts at 5, dinner is at 6, and the bonfire will end the evening’s activities. Come early and stay late.

ICE SKATING ON POND BEHIND HATCHERY – As Fawn Pond is drained to capture the Fingerling walleye in the catch basin; the pond behind the hatchery will be dammed and prepared for ice skating this winter. All the long brush has been cleared, the grass has been cut and preparations are being made for the dam. Many thanks go out to John Quilico for preparing the pond.

BOARD ELECTIONS – Election of new board members will be conducted next month. The terms for three current board members are up. Mitch Feucht has decided to continue, Fred Reddies and John Quilico are stepping down. Two members have expressed interest in joining the board; they are Mike Sweeney and Lisa McQuilkin. After introductions of the new candidates were complete, the membership thanked John and Fred for their years of service with a heartfelt round of applause.

CHRISTMAS PARTY – Judy Czurylo provided an update on the Christmas Party which is scheduled for December 9th. This year’s theme is “Let Heaven and Nature Sing”. Many of the decorations for this year’s party will be all-natural nature made products intended to compliment the theme. A workshop will be held on Monday 10/16 @ 12:30 and Wednesday 10/18 @ 10:30 to start constructing the decorations.

Ticket prices are $40 / person, the meal will include appetizers, Prime Rib and Chicken, dessert and much more.

FISH STOCKING – Mike Sweeney spoke about the fish stocking program held on October 9th. 150 Musky and 4,000 Walleyes were released into the lake. Only two casualties were observed once the stocking was complete. Thanks for everyone’s help.

FISHING CLUB BY-LAWS – The revised By-Laws have been approved by the Board to be presented to the club membership and will be voted-on next month. The current and revised By-Laws are posted on the Lake Carroll webpage in the club’s dropdown menu. Click-on Fishing Club. An email blast with the revised laws will be sent to the membership. A printed copy of the revised laws will also appear in the November LC Newspaper. Any questions or comments from the membership can be directed to Mike Bykowski or Mitch Feucht.

The meeting concluded at 7:22pm with a motion from Bruce McDonald and a second by John Quilico.

Mike Siciliano completed the night’s festivities with the Gift Card Raffle. This month’s lucky winners were Jan Young, Sue Ugorek and Barb Anderson. Congratulations to all.

Enjoy an Evening of Dinner & Dancing!

If an evening of good food, great dancing and enjoying the company of friends is on your Christmas List, we have the event for you! It’s the Lake Carroll Christmas Party on Saturday, December 9th. The evening begins with the doors opening at 6:00 pm where you will start the evening with an assortment of appetizers including shrimp, caprese skewers, stuffed mushrooms and bruschetta.

Dinner will be served at 7:00 pm. It consists of a mixed salad and rolls served family style followed by a carving station serving up a 10oz cut of Prime Rib along with a buffet service of Rosemary Chicken, Potatoes Au Gratin and Cajun Green Beans with Bacon.

Some anglers say Lake Carroll is the best fishery in Northern Illinois. Why???

Much of the credit goes to the volunteers, clubs and committees who are committed to making your fishing experience a memorable one. These people and organizations dedicate time and resources to achieve a healthy balance of fish. Their efforts in fish management help increase your opportunities for a good catch. But did you ever think about those efforts? This article will touch on a few of the 2017 stocking programs which make Lake Carroll a great place to wet a line.

In early spring the Fishing Club was hard at work catching walleye in the hoop nets. Eggs from the females were fertilized, placed into incubation tubes and after a short time Fry (baby walleye) were hatched and placed into the lake. This year, 1 million Fry were released. The typical survival rate for Fry is 1%, at 1%, 10,000 Fry will mature into walleye.

In May and June, the Fishing Club prepared Fawn Pond for a Fingerling walleye trial. A total of 3,000 Fingerlings, 2 to 3 inches in length were purchased from a Wisconsin hatchery and placed into the pond. To ensure the Fingerlings survival, Fathead minnows were

added to provide a food source. At the end of October Fawn Pond will be drained, the water will travel through a catch basin located behind the hatchery. The Fingerling walleye, now a healthy 5–7 inches long will be netted in that catch basin and then transferred to Lake Carroll.

Actual survival statistics for the 3,000 Fingerlings will be available next month after the netting is complete.

In early October another stocking program took place at the West Marina. This was an enjoyable program for the many volunteers and kids who turned out on a beautiful Columbus Day morning.

150 Muskies 12 inches in length, and 4,000 walleyes 5 to 7 inches long were added to the lake. Only two casualties were observed after the stocking was complete. Typically, a survival rate of 80+ percent is expected at the time of stocking. With only two casualties, this program appears to be a huge success. As a side note, the West Marina shoreline was walked a few days after the stocking, no additional Musky or Walleye casualties were seen.

The final stocking program is planned for later this fall when 25,000 Pumpkinseeds approximately 3 inches in length will be added to help control the Zebra Mussel population. The exact date for this stocking is dependent upon when the hatchery can schedule delivery. Watch for postings.

2017 should be considered a successful year for stocking Walleye, Musky and Pumpkinseeds. Many thanks go out to the Fishing Club, Lake Committee (Fisheries Committee), Association Funding and Joe Rush for supporting these programs which will provide great angling experiences for years to come. LAKE CARROLL FISHING CLUB BY-LAWS Revised October 2017

ARTICLE I - NAME Section 1 This organization shall be known as the Lake Carroll Fishing Club.

Section 2 By-Law Definitions: • Club” means Lake Carroll Fishing Club • “Board” means Fishing Club Board of Directors ARTICLE II – MISSION STATEMENT Section 1 The mission of this Club is to promote fishing knowledge and conservation through programs which ensure lake fisheries and habitats that benefit all Lake Carroll property owners. The Club shall: • Restock game fish and support programs which improve structure and habitat • Promote the pleasure of fishing • Encourage and instruct young people in the basic fishing techniques • Teach the principles of more productive fishing and fish conservation • Bring people together to participate in fishing and club activities • Cooperate with all organizations, committees and clubs ARTICLE III – BUSINESS ADDRESS Section 1 The office and business mailing address of this Club shall be the home address of the Treasurer until a permanent mailing address is established.

ARTICLE IV - AFFILIATIONS Section 1 Membership or affiliation with any other club or group shall be on a year to year basis when recommended by the Board and approved by the general membership.

ARTICLE V – MEMBERSHIP Section 1 Membership in this Club shall be open to all families of current / previous property owners and employees of Lake Carroll.

Section 2 A Family will consist of the current / previous property owner or a Lake Carroll employee, and may include a spouse, domestic partner or significant other and any family member (s) residing at the same address. Membership entitles a family to participate in all the activities of the Club except voting and mailing which are limited to one per family.

Section 3 There shall be no membership restrictions concerning race, nationality, creed, sex or sexual orientation.

Section 4 The Club may expel any member or family member who exhibits a wanton disregard for safety, the basic rules of good sportsmanship or conduct obnoxious to a majority of the membership. In order to expel a member, a written request must be presented to the Board. If a majority of the

Board agrees that expulsion is warranted, the written request will be presented to the general membership. At the general membership meeting, the member named in the request shall have an opportunity to discuss the request for expulsion.

After this discussion, the membership present at the general meeting shall vote to expel or retain. If a member is expelled, dues and participation in Club activities are forfeited along with all Club property which shall be immediately returned.

ARTICLE VI – MEETINGS (GENERAL MEMBERSHIP and BOARD) GENERAL MEMBERSHIP Section 1 This Club shall hold meetings each month. Meeting schedules are listed in Lake Carroll publications. In the event of a meeting conflict, the President may reschedule or cancel a meeting.

Section 2 The members in attendance at a monthly meeting shall constitute a quorum.

Section 3 Special meetings or rescheduled meetings can only be held after the membership has been notified of a date, time and place.

BOARD Section 1 Board meetings shall be held each month on a date, time and place agreed upon by the Board.

The general membership shall be notified of Board meeting schedules through listings in the Lake Carroll publications. Club members are entitled to observe and participate in Board meetings.

Section 2 Four (4) Board members shall constitute a quorum at a Board meeting.

Section 3 The President, or a majority of the Board members, may request a special Board meeting at any time.

All Board members must be notified of a time and place which is agreeable to all. The membership shall be notified of this meeting if time and subject allow for notification.

ARTICLE VII – DUES Section 1 Annual family membership dues shall be in the amount as recommended by the Board.

Section 2 Any member who fails to pay annual dues within a reasonable period shall be removed from the membership roster. If extenuating circumstances exist, these circumstances shall be reviewed by the Board.

ARTICLE VIII – ELECTION OF BOARD Section 1 At the September meeting the President shall solicit nominations for vacancies to the Board.

Board positions shall be for a two (2) year term beginning January 1st.

Section 2 At the October meeting all candidates will be

introduced to the general membership and if they request, allowed to address the membership.

Nominations from the floor can also be presented at this time. Nominations for Board positions will then be closed at the end of this meeting.

Section 3 At the November meeting an election of the Board shall take place. The candidate (s) receiving the most votes shall be elected to the Board.

Section 4 At the December Board meeting, the newly elected Board and the current Board shall discuss and make nominations for officer positions. Officer elections shall then be held and the newly elected officers will be installed into office. The duties and powers incumbent to their offices shall be assumed at the January meeting.

Section 5 Should any Board vacancies occur during the current year, the Board shall fill that vacancy with the losing candidate (s) receiving the most votes from the November election. If no losing candidate exists, the President shall solicit nominations at the next general meeting. If there are more candidates than positions, election rules shall preside.

ARTICLE IX – BOARD Section 1 The management of the Club shall be entrusted to the Board.

Section 2 Board positions consist of Officer and Director positions which are voluntary.

Section 3 There shall be no restriction on Board members serving consecutive terms for any Board position.

Section 4 In the event the President and Vice President are absent, the Board shall appoint a temporary chairman to serve during the period of the absences.

Section 5 The Board may, if the need arises, bond any person to handle Club funds.

ARTICLE X – BOARD POSITIONS Section 1 The Board of this Club shall consist of a President, Vice-President, Secretary, Treasurer and three Directors.

Section 2 The duties of the Club Officers and Directors consist of but are not limited to: A. The President shall: • Conduct all general membership and Board meetings • Appoint committee coordinators • Serve as ex-officio member of all committees • Cast the deciding vote in case of a tie or request a revote • Perform duties incumbent to the office • Appoint legal counsel if circumstances necessitate B. The Vice-President shall: • Assume all duties of the President in the absence,

disability or resignation of the latter C. The Secretary shall: • Keep minutes of all Board meetings and general membership meetings • Distribute Board meeting minutes prior to the next meeting • Prepare articles for publication in the Lake Carroll News • Handle all correspondence • Keep all non-financial records and correspondence intact and turn them over to the succeeding Secretary prior to the January Board meeting D. The Treasurer shall: • Collect all membership dues • Keep a record of the membership roster • Handle all finances and financial records • Pay all bills authorized for payment • Keep a complete and accurate account of all receipts and disbursements • Issue a full financial statement at the monthly Board meetings and general membership meetings • Ensure no special funds shall be established unless so directed by the Board • Keep all financial records and correspondence intact and turn them over to the succeeding Treasurer prior to the January Board meeting E. The Directors shall: • Participate in the management of the Club Section 3 Any Board member who has more than two (2) unexcused consecutive absences or four (4) absences (excused or unexcused) from Board meetings in any fiscal year shall be evaluated by the Board for continued participation.

ARTICLE XI – CLUB ACTIVITIES Section 1 Club Activities include but are not limited to: • Hatchery Operations (See Note Below) • Hatchery Open Houses • Structure and Reef Projects • Bass Fishing Tournaments • Kids Fishing Derby • Couples Fishing Tournament • Golf Outing • Spillway Rescue • Angel Tree • Christmas Party • Pot Luck • Miscellaneous Club Activities Note: Hatchery Operations are an integral part of the Club. Many of the hatchery operations center around activities related to the Spring Walleye Hatch. The activities required to coordinate the Spring Walleye Hatch can be assumed by Board members, Club members or shared by Board or Club members.

The goal of Hatchery Operations is to ensure a coordinated and successful Spring Walleye Hatch.

Section 2 The President shall request volunteers to coordinate Club activities.

Information presented to the Board may also be shared with the general membership.

Section 4 The President shall be authorized to fill any coordinator vacancies occurring within the Club.

Section 5 All authorized representatives of the Club shall be reimbursed for expenses accrued when said expenses are deemed appropriate and necessary.

ARTICLE XII -- PROPERTY Section 1 This Club is hereby empowered to buy, hold and maintain property in the name of the Club. All such properties and expenditures shall be in accordance with the vision of the Club as outlined in the Mission Statement.

Section 2 All property of the Club will be under the direct control of the Board.

Section 3 No Club member shall be granted special privileges denied any other member regarding property held by the Club.

Section 4 No Club expenditures exceeding five hundred dollars ($500.00) shall be made without prior approval of a quorum of the membership. Expenses under $500 only require a majority approval of the Board.

Section 5 All requests for donations must be presented in writing to the Board. An approved request will be presented to the membership for a vote at the next general meeting. A simple majority is required for approval.

Section 6 In the event of a dissolution of this Club, only members in good standing shall participate in such dissolution. All assets resulting from such liquidation shall be donated to an organization or club at Lake Carroll whose mission is committed to the betterment of Lake Carroll or to the Illinois DNR for renewing the fisheries of the State.

ARTICLE XIII – AMENDING BY-LAWS Section 1 Any active member in good standing can propose an amendment to these By-Laws by presenting the proposed change in writing to the Board.

The proposed change must be approved by a 2/3 majority of the Board. The approved proposed amendment shall then be presented to the general membership at the next scheduled meeting. It shall also be emailed to members not present at that meeting. At the next meeting following the amendment presentation, a vote to accept or reject the amendment shall be placed before the attending members. Active members in good standing shall receive one (1) vote per family. The amendment shall pass if a simple majority approves the amendment.

RECIPE CORNER Corn Chowder

3 cup medium diced potatos 4 oz bacon chopped 2 can 15.25 oz corn drained 2 T olive oil 1 cup half and half 3 cups chopped yellow onions ½ cup cheddar cheese, grated 2 T butter ¼ cup flour 1 t salt ½ t black pepper 4 can 14.5 oz chicken broth or 6 cups chicken boulion

In a large stockpot over medium-high heat, cook the bacon and olive oil until the bacon is crisp, about 4 minutes. Remove bacon with slotted spoon and reserve. Reduce heat to medium, add the onions and butter to the bacon fat, cook 10 minutes until onions are translucent.

Stir in the flour, salt, pepper, and cook for 3 minutes. Add the chicken stock and potatoes; bring to a boil and simmer uncovered for 15 minutes, until the potatoes are tender. Add the corn to the soup, then add the half and half and cheddar. Cook for 5 more minutes, until the cheese is melted. Serve hot with a garnish of bacon.

Ski Club is planning our 2nd Annual Chestnut Mountain Outing for March 10th. Details are being finalized but we hope many of you can make it. Last year’s outing was held earlier in the season but we picked a later date for this year as we expect to be skiing at Lake Carroll again in 2018!

Ski Club would like to extend a Thank You do the staff and Infrastructure Committee members who have worked extremely hard over the last 12 months to turn things around at the ski hill. Collectively this group as made huge strides in addressing many of the challenges we’ve faced with respect to snowmaking at our ski area. There is still work to be done and a budget to pass but with almost two months until the sustained cold weather arrives we appear to have things back on track.

Speaking of budgets, this years proposed budget includes a modest investment in snowmaking equipment that would greatly improve the efficiency with which we can make snow. Modern snowmaking equipment uses less electric and less labor than our existing system of snow sticks so we anticipate this investment would not only make more and better snow, but it would also save us some money in doing so.

The final ride around the trail begins around noon as we take a leisurely late fall ride around the trail ending below the dam at the fire pit at Dan Herman Trail Riders Park. You’re welcome to bring something to eat while warming by the fire.

This is always a great ride to close out another season riding the trail.

Mother Nature finally got the better of one of our events.

We unfortunately had to cancel the Night Ride this year due to thunderstorms and heavy rain. For the disappointed riders that still showed up at the Lodge for pizza and snacks, a good time was still had by all. Thanks to all those who showed up and contributed. Hopefully next year will be better weather and we will again take to the trail in the dark.

Until then, I hope everyone has a Happy Thanksgiving and I’ll see you on the Trail!

By Leanne Rahn, Carroll County Program Coordinator 4-H & Youth Carroll County Ambassadors Tell About 4-H For National 4-H Week Katie Hoffman, Savanna – Carroll Co 4-H Federation President & Ambassador - Most kids when asked about 4-H, they don’t know what it is. It’s an organization that helps you get involved in your community.

You learn about community service. You also get to take on projects to show at fair. You develop your skills of responsibility and leadership. I’ve taken on lots of roles to develop my leadership, responsibility, and confidence. I’ve gained skills such as public speaking. There are so many things you can do in 4-H. One of my interests has always been animals. Through 4-H I’ve been able to show many different kinds of animals. Including dairy, horses, sheep and goats. I enjoy showing animals as they have always been a passion and interest to me. I always enjoy talking to the judges to learn how to improve things. Judges have helped me go from the bottom of the class to the top just by listening to their advice.

I’m a senior in high school at West Carroll. I’ve been involved in the 4-H for 12 years now, learning many new things each year. I’ve also been involved in Ambassadors and Federation president for the past 3 years. I’m thankful for all the life skills 4-H has taught me. I’m also thankful for all the support from all my leaders. I encourage everyone to get involved some way in the 4-H and join the family!

Natalie Wilkinson, Thomson – 4-H Federation Secretary & 4-H Ambassador - 4-H is a place where everyone can be themselves and succeed while doing it. My name is Natalie Wilkinson and I have been in 4-H for ten years. This is my second year as a Carroll County Ambassador and I couldn’t be more grateful for all of the opportunities that the 4-H program has given me. I used to be the shy little girl that just sat back and watched everything, now I am able to speak confidently in front of large groups people and can even run a meeting by myself. I have also met so many friends along the way. We all work together to help each other grow and accomplish lots of great things.

The 4-H program is a place where everyone can fit in while being themselves. There are so many project areas to choose from, that everyone can find what they are interested in and excel at it. Once you join a club, you join a family that will rally around you so that you can succeed. So, I encourage any young person to take that step and join 4-H. You will meet so many people, learn so many skills, and build so much character along the way!

Adam Rath, Mt. Carroll – 4-H Ambassador - Hi I’m Adam Rath, I am a member of the Savanna Smiles 4-H club. I am also a 4-H Ambassador and belong to the 4-H Federation. Some of my favorite projects I did at the fair are wildlife, robotics, and goats. 4-H is where I learn a lot about my projects. Also, 4-H has taught me good leadership skills and has made be a better person.    Izzy Fredericks, Mt. Carroll – My name is Izabella Fredericks, I am 4-H Federation Treasurer and the Thomson Sandburrs 4-H Club Secretary. 4-H is a way to learn about many different subjects. They offer cooking, sewing, several animal projects, woodworking, robotics, computer, and many more projects.

Age to be in a 4-H club is 5 to 18 years old by September 1 of the current year.

I have taken several different projects in my 7 years of 4-H. I really enjoy my horses, rabbits, and leadership. I have went to a couple of leadership conferences through 4-H and had a good time. Zoe Fredericks, Mt. Carroll 4-H Federation Reporter & Historian – Hi my name is Zoe Fredericks and I have been a 4-H member for 4 years. I really enjoy being in 4-H and look forward to fair time each year. I take a lot of different types of projects and learn from them. It does not matter if you take 1 or a lot like me, you can learn from your project. I am learning to sew and made a skirt last year. I wore it to school and received a lot of compliments on it. I am learning to ride a horse and to show. I have also taken leadership and am learning to be a better leader for school as well as 4-H. Being in 4-H is not just doing projects. It is having fun. We do different parties and the 4-H Federation tries to do fun things for all clubs to join in on. This year they are going to try and go to a trampoline park and they will make spring cards with the residents at Good Samaritan Nursing Home. Refer a New Lake Carroll Property Owner and Receive $500 Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot.

Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA. Here’s how the program works: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500.

The Marine Corps Reserve Toys for Tots Toy Donation Boxes and Monetary Donation Canisters have been put in place for all of Carroll County. All Toys and Monetary donations stay in Carroll County, Illinois.

Toys for Tots serves all children in need in Carroll County, including Savanna, Mount Carroll, Thomson, Lanark, Shannon, Chadwick and Milledgeville. The Carroll County Marine Toys for Tots campaign is gearing up to provide a Merry Christmas for about 600-plus low-income children Carroll County. The goal is to provide new toys and books at Christmas for children.

The mission of the Marine Toys for Tots program is to collect unwrapped toys during October, November and December.
