Annual Meeting Report of the Lake Carroll Association Membership Proxy Card and Board of Directors Results

Photos by Linda Hoffman, LC Photo Club The Annual Meeting of the Lake Carroll Membership took place on Sunday, December 7, 2014 in the lower level of the Clubhouse. Approximately 90 members were in attendance, with seven members voting from the floor. All others in attendance turned in their proxy card either prior to, or upon arrival, to the meeting.

PROXY CARD AND VOTING IN PERSON FROM THE FLOOR The LC Membership voted to pass ALL of the items presented on the Proxy Card. The unapproved meeting 1. APPROVE 2014 ANNUAL BUDGET with dues of $1,520 Vote Results: Yes: 480 No: 353 Abstain: 10 2. APPROVE an additional $16 dues increase making the annual dues $1,536, additional revenue from this increase to be dedicated entirely to principal reduction of the POOL LOAN. A&E VARIANCE HEARING – 23-47 Hasken’s Construction, LLC, contractor for Daniel and Cynthia Kuesis, has formally requested an A&E Variance Hearing for the property located at 23-47 Barrington Court.

The request is to build a brick gazebo that is 816 square feet, which is greater than the 400 square feet now allowed. The date of the hearing is set for January 16, 2015 at 9:00 AM, in the Admin Conference Center. All interested members may attend.

2015 MEMBERSHIP CARDS & DECALS The 2015 Annual Dues packets were mailed the second half of December 2014. Information sheets & the lower remittance copy of your statement must be returned with your payment to receive decals.

Please review the information on your sheet. UPDATE YOUR VEHICLE INFO, ADDRESSES, PHONE NUMBERS, AND EMAIL ADDRESSES! The photo ID Amenity cards are intended to be used for multiple years. Do not discard them, there is a $20 replacement fee. This fee does not apply to updating children’s photos on their ID cards when significant growth changes have occurred. To avoid late fees, payment must be postmarked by January 31, 2015. Please read all the information sent with your December billing packet. If you have questions regarding insurance or registrations, please call the LCA Office at 815-493-2552; Karen at ext 10 or Missy at ext 20. Dues questions should be directed to Julie @815-493-2552 ext 14.

2015 “REMOVABLE WINDOW CLING” GUEST PASSES Please mark the appropriate space on the back of your information sheet if you will need these. Four passes (per lot) will be issued if they are requested. Each set of four will display identical numbers (i.e. 4301). Your section & lot number will not appear on the actual guest pass. The displayed number will be assigned to your database information. Per Lake Carroll Rules, no guest passes may be used in member vehicles (Chapter 1, Section G, 1c).

2015 BOAT SAFETY CLASS Lake Carroll has scheduled one (1) Boat Safety Class for 2015. Saturday, March 21, 2015 is the date. The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2015. Further information will be available in the February issue of the Lake Carroll News.

2015 MARINA SLIP ASSIGNMENT PROCEDURES DEEDED BOAT SLIPS Letters have been sent to all ‘deeded’ boat slip owners. Forms & payments must be received by January 16, 2015. Failure to submit the form & payment for the deeded slips (by 1/16/15) will be considered a negative response and the slips will be made available to other property owners.

EAST MARINA SHORELINE SLIPS Letters have also been sent to all owners using the East Marina Shoreline slips during the 2014 Boating season. Forms & payments must be received by January 16, 2015. Failure to submit the forms for the East Marina shoreline slips (by 1/16/15) will be considered a negative response & the slips will be made available to other property owners.

ASSIGNED BOAT SLIPS If you used an assigned boat slip in 2014 and you are a member in good standing, you will be offered the opportunity to use a slip in 2015. These letters will be mailed by January 31, 2015. These forms must be returned with your payment by February 21, 2015. Failure to return this form (with your payment) by 2/20/15 will be considered a negative response.

NEW BOAT SLIP USERS/NON-DEEDED Saturday, March 7, 2015 (1st Saturday in March) will be the day new boat slip users (non-deeded and non-waterfront) may apply for a slip for the 2015 season. Owners must apply in person at the Conference Center. Completed Visa/Master authorization forms must accompany the request. The Conference Center will be opened at 7:30AM. The drawing for slips will be conducted promptly at 8AM. Please mark this date on your calendar. Further information regarding the Marina Slip Allocation procedure will be included in the February issue of the Lake Carroll News. The Rules & Regulations booklet has Chapter II devoted to Lake Regulations. Please review to Section G for schedules & procedures.

Please read the Marina Concession Invoice Procedures (Chapter 2, Section F) if you use this method of payment. This information will be addressed in the March issue of the Lake Carroll News prior to the boating season. If you have further questions, please call Julie at 815-493-2552 ext 14.

SEASONAL CAMPGROUND USERS Bills for the 2015 campground season will be mailed approximately February 12, 2015. To secure your campsite, payment must be received by March 30, 2015. Decals will be issued upon receipt of the 2015 Seasonal fee of $590.00, plus $25.00 for the decal. Trailer and Vehicle Camp Shelters being registered at Lake Carroll will be required to show proof of ownership as is required on other conveyances. Proof of ownership can be: Title, current Insurance, and/or current State License Plate registration CAMPGROUND LOTTERY The Annual Campground Lottery will be held Saturday, March 7, 2015. This is the date for new campers to apply for a season campsite. Lottery will be held at the Conference Center. Doors will open at 9:30 AM & the lottery drawing will be conducted at 10:00 AM. Refer to the Campground Section in the Rules & Regulations.

GOLF STORAGE & TRAIL, CAMPGROUND STORAGE & BOAT PARKING Bills for the above will be mailed approximately February 12, 2015. Payment will be due on or before March 30, 2015. Decals will not be issued until payment & the appropriate insurance information has been received.

2015 LAKE CARROLL HOMEOWNER DIRECTORY Lake Carroll Homeowners that have a Lanark (493 prefix) telephone number or cell phone number which is used as the primary number at your Lake residence will be included in the annual Directory to be published in April 2015. The ‘Lake Phone Number’ on your 2015 Information sheet will be the number published in the directory. Please review & update ALL phone numbers. If you wish to be EXCLUDED from the 2015 Directory you must return the form included in your Annual Dues packet on or before January 31, 2015.

LAKE CARROLL HOMEOWNERS Please provide your service providers (i.e. propane, snow removal, landscapers, septic, etc) with your current phone numbers. If you have your property listed with a realtor, please make sure to update address & phone information with them also.

AMENITY USAGE All delinquent dues and fees must be paid in full to exercise your amenity privileges (i.e. Aquatic Complex & Ski Hill) during the winter season. Photo ID Amenity cards must be presented to use these facilities. The office will be processing payments & issuing decals & cards as rapidly as possible.

ASSOCIATION LOT TRANSFER FEES Effective January 1, 2015 the Association charge for the Association Transfer fee is $150.00 and $450.00 for the Transfer reserve fee for each resale. The $150 transfer fee is due by the seller & the $450 transfer reserve fee is to be paid by the purchaser. These fees ($600 total) and any outstanding dues or fees accompanied with a copy of the recorded deed are required before the new member will be entered in our membership database. GENERAL INFORMATION REMINDERS Decal fees are $25 for each additional decal. One free decal is issued for each dues paying lot.

Vehicle make, model, year & current license plate information & state registration card must be on file for each vehicle you register Per the Rules & Regulations, vehicle decals may be issued only for vehicles owned by members in good standing.(Chapter 1 Section G 1a). A 2015 Fee Schedule has been included in your billing packet. Please save it and refer to it throughout the year. Visa/Master authorization forms must be completed each year. Please check the appropriate line items if you want to charge your mowing fees, decals, marina etc. Using Credit Cards, Debit Cards & Gift Cards for the payment of Dues is no longer allowed. Old forms are destroyed annually. Include the bottom portion of your billing statement with your payment & completed information sheet. LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

I hope you and your families had a safe and joyous Holiday season. The year 2014 has come to an end I would like to thank the Lake Carroll Safety Committee and the committee chair, Mike Siciliano, for their continuing support and knowledge during the last year. The Security Department is fortunate to have such a good working relationship with the Safety Committee.

I had a concern from a property owner about coyotes. There have always been coyotes in the area of Lake Carroll. I do not recall any incidents involving coyotes at Lake Carroll.

There have been recorded incidents in other areas of the country that coyotes have attacked small dogs and cats for an easy meal. Keep your pets close to the residence at night when coyotes are on the move.

Please use caution when skiing, tubing or boarding, be aware of your surroundings at all times. Be patient with other enthusiasts who may not be at your skill level, but most of all enjoy the winter amenity.

A couple of years ago a tragedy occurred in Sabula, Iowa on Sabula Lake, which is located about 20 miles west of Lake Carroll. Two ice fishermen fell through the ice; only one was rescued. If you are an ice fisherman, please use extreme caution when heading out on the ice.

Just a reminder when the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel stay home, give our maintenance department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow, let’s have a safe winter driving season.

Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour.

Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations pages 9 & 10 &11, Chapter I, section C. Winter is here it may be time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by security. Then Security will contact you or other contacts you have provided too Security.

Safety First

This space is usually concerned with physical safety on the lake or the trail, etc. But this month we’re going to review safety of another sort, safe drinking water.

At Lake Carroll we all depend on a deep subsurface well for our water needs. We are fortunate to be in an area where this supply is plentiful and of generally good quality and most of us use our well water for drinking and cooking. It’s important to not take the purity of this water for granted; a number of conditions can contaminate it. Periodic testing of your well water can protect the health of your family and your guests.

Many of us are part-time residents, using the home largely on weekends or snowbirds that go south for several months in the winter. In either case the well can be dormant for extended periods and this is conducive to development of contaminants. Well testing is especially important for these residents.

Well testing is relatively simple and inexpensive and can be conducted by the homeowner.

Local laboratory facilities can provide water sampling equipment and instructions to allow you to draw your own sample for testing. Although drawing the test sample is not difficult, it is very important to faithfully follow the instructions, especially in regard to sterilizing the sampling tap to get an uncontaminated sample. The basic test checks for coliform bacteria. A recommended additional test is for nitrates.

Two laboratory facilities are accessible to Lake Carroll residents. Both offer “walk-in” service where you can travel to their facility to obtain the test equipment and instructions, draw your own sample and then return the sample to their lab for testing. In addition, both have a service available for a technician to visit your home, draw the sample and deliver it to the lab. Both facilities provide a written report on the results.

Lyons Labs is located along US 20 about one half mile west of Stockton, 25 driving miles from Lake Carroll. The phone number is 815-947-3360. The bacteria test costs $25 and the nitrates test is $28. The fee for sending a technician to your home to draw the sample is $45.

The city water department of Dixon is located at 92 Artesian Place (off River Road near the river), 40 miles from Lake Carroll. The phone number is 815-288-3381. The charge for coliform is $15 and nitrates $8. A Lake Carroll resident, Raoul Hill, offers a service of collecting the sample and transporting it to the Dixon laboratory for a fee of $60. His contacts are home phone 815 493 8584 and cell phone 815-766-2220.

In the traditional test procedure the sample is drawn from a special valve (tap) at the pressure tank in order to provide analysis of the water as it emerges from the well pump.

This approach will tell you if the well itself is clear or contaminated. However, there is an argument that what really matters is the quality of the water delivered at the faucet where you draw cooking and drinking supplies. Clean water from the well can be contaminated by conditions present in the water system of your house, particularly if you have a water filter or purifying system. Those systems can harbor bacteria. If you want to be totally assured that your drinking water is clean you could draw samples at both the pressure tank and the drinking water faucet in the kitchen. Unfortunately, this doubles the cost of the testing.

Another approach would be to draw the sample at the kitchen and if it tests clear, all is well.

If it tests contaminated a follow-up test of the well water would identify the source of the contamination.

For the health and safety of your family and guests we urge you to have your water system tested. I do.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window.

When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $5.00 a week 2. $20.00 a month 3. $120.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).

Luke Fossett

By Dick Willix Luke Fossett was a stranger to me until we sat down to discuss his life.

As we talked, it became apparent that I was going to enjoy this conversation… that is the kind of guy he is. There are no pretenses about this man. He talked about his life with a laugh in his tone; and laugh we did.

He has lived in Carroll County all his life. He attended Chadwick High School, which is now closed. But when he was there he was homecoming king.

His crowning was probably because he was involved in every activity that the school offered. The only activity he did not participate in was football, simply

because they did not have a team.

Luke attended Sauk Valley Junior College, but college had to take a backseat to the realities of life. He put down his books and went to work; Luke became a welder, a mold maker, a water cooler assembler, and a bar tender and settled into being a jack-of-all-trades – master of none. According to Luke, the best job he ever had was being the volleyball manager. Sorry Lake Carroll. Do not misread this big man.

He is physically imposing, but he would rather have a calming presence and not a menacing attitude. For 17 years Luke has been working for Lake Carroll’s Security and for 3 of those years, he has been the supervisor. Kind of ironic because before he came to work here he cannot recall being on the property more than two or three times. The Security Department consists of four full-timers and eight to ten parttimers. The EMS (ambulance calls) are most important to him. At a Board meeting Luke was honored for saving John Fry’s life. Needless to say, Fossett has a different perspective on life since that incident and the effect it had on him. During his time here at Lake Carroll, Luke has run into lots of interesting situations. Years ago he stepped through a plank on a deck while investigating a residential alarm, earning him a lot of stitches. Even as he told this story, he told it with a laugh.

He respects and enjoys working with the Safety Committee and its Chairman, a retired law enforcement officer, Mike Siciliano. The Committee is dedicated to keep Lake Carroll as safe a place as possible, which is very important to Luke and his staff.

We laughed a lot when he told me that Security is a lot more than issuing tickets.

Luke has cleared bats out of a house, closed open garage doors, unplugged many curling irons and coffee pots, moved an oak table for an elderly old timer, opens cars with keys locked inside, and much more. As he told these stories, I begin to understand why he has so many friends.

In Carroll County Luke Fossett has a ton of friends, including long-time LCA staffers. When the Golf Course Superintendent, Tim Throop, had a stroke and later broke his leg Fossett was on the job and by his side during these incidents. Jason Hill, the LC Golf Pro and just about every employee at Lake Carroll speaks of the big guy as a friend.

Luke married Lisa seven years ago. He has two step-daughters, Skyler and Morgan, who are making their own lives now. His biggest thrill these days is playing with his one-year-old granddaughter, Arabella Rose. Besides family Luke is a big Hawk fan, enjoys drag racing (but never on LC roads!), and walleye fishing. Luke wants to enjoy people and have them enjoy him. I sure do.

President’s Report

We held the 2014 Annual Meeting at the Clubhouse on Sunday, December 7th. Thank you to all who attended. I want to say goodbye to Dave Soldat. I will miss your smiling face and mints. I also want to extend a welcome to our new board member, Jim Ogborn, and a welcome back to Jeff Howe serving his third term on the Board.

We have had many challenges and opportunities leading up to this important meeting, with the 2015 budget being the “hot topic”. We hope the “Fact or Fiction” that was provided to you offered information that aided you in your decisions…

Barb Anderson thank you for passing the budget. With sufficient funds we Board President can fix the dam and roads. In order to keep the dues from rising any higher, some of our amenities could not get their requests approved. Our first priority is the lake, but all amenities are important.

We are a recreation community and our mission is to maintain and enhance our amenities. I’m hoping we can increase revenues so we don’t have to have large dues increases. The biggest revenue source is our membership. Everyone that owns property is a member; so more property owners, more revenue.

Lake Carroll has a “lot” to offer. Why did you buy property at Lake Carroll? Most of us knew someone here. I’m asking you to help sell a lot at Lake Carroll. It is said that Lake Carroll is “The Best Kept Secret.” It should not be a secret any longer. Let our friends know what we have to offer. You can visit the LCA Properties webpage to view what local realtors have for sale. In the near future, we hope to have a link on our website to show the lots available through the Association.

Working together we can keep Lake Carroll a great place to belong.

I hope you and your family had a healthy and safe holiday season!

On December 7, 2014, we held our Annual Membership Meeting. The main focus of that meeting was to install our newly elected members of the Board of Directors, to vote on the 2015 budget, and to vote on an additional $16 assessment to accelerate the pool loan payoff. As many of you know by now, the budget passed by a vote of 480 Yes, 353 No, and 10 Abstentions. The additional $16 also passed by a vote of 444 Yes, 382 No, and 16 Abstentions. I would like to thank all Jeff Howe those that took the time to send in their proxies and especially Board Treasurer thank those that attended the meeting. The whole budget process this year provided for a lot of lively discussion, and provides the Board with a lot of valuable input on the thoughts and feelings of the Membership.

The relatively close margin of the budget victory shows that there is a variety of opinions of how to fund the Association. Because of the fact that the Association has been operating at a deficit for several of the past budget years, the Board felt it was important to have a larger than normal dues increase for the coming year to put our dues in line with our expenses. This represents a correction of our dues level and not an indication of additional large increases in the dues in the coming years. In the end, a majority of Members voted to agree with the Board’s position.

However, the minority also had many valid points, and these will need to be taken into consideration by the Board. We hope that the Membership will trust that the Board will act in the best interests of the Association as a whole.

The Giving Tree

The Giving Tree, also known as the Angel Tree, has been sponsored by the Fishing Club for well over ten years here at Lake Carroll. This program is run by the Eastland Council of Churches who distribute these gifts to needy children in the area. This year each child was assigned two tags to be put on the tree. Each tag had a description of the child, boy or girl, and their age along with their requests. They receive two gifts, one gift for clothing and the other for a toy or game. We were given forty-eight tags for our tree in the Clubhouse, which were put on the tree the week of Thanksgiving. These were all taken by the following week, so we asked if we could have more tags. Seventeen more were sent over and put on the tree. They were all gone the following week.

This year the Lake Carroll Women’s Club, as part of their Blanket Project, donated forty-eight blankets to the children receiving gifts. A nice addition to the Giving Tree – thank you ladies!

The folks at Eastland Council of Churches want to express their gratitude for our generous support at Lake Carroll, and we thank them for all their work that goes into this program. Food donations also go to the families along with the gifts.

Though we can’t know the children and families these gifts go to, we can be sure they are needed and will help these kids have a Merry Christmas. Thanks again and have a Happy New Year from all of us at the Fishing Club.

Obituary Martin J. Cain, Jr. Martin J. Cain, Jr., age 82, U.S. Army Korean War veteran, of Lisle, IL, formerly of Berwyn and Naperville, IL, died Sunday, December 7, 2014 at Villa St. Benedict in Lisle. He was born December 21, 1931 in Oak Park, IL. Beloved husband of Carol A. Cain (nee Vlnar), whom he married on May 2, 1959 at St. Odilo Church in Berwyn. Loving father of Michael (Rosemarie) Cain of Frederick, MD, Thomas (Lisa) Keeley-Cain of Haddonfield, NJ, Diane Cain of Clearwater Beach, FL, James (Jonna) Cain of Oswego, IL, Patricia(Thomas) Grill of Cedar Lake, IN and Kate (Daniel) Skulavik of Aurora,

IL, adored grandfather of Ainsley and Brian Cain; Ryan, Sean, Erin, Aidan Keeley-Cain; Abigail, Alexandra, Ethan, Eamon Cain; Rudy, Suzie, Danny, Thomas and Charlie Grill, devoted son of the late Martin J., Sr. and Marie (nee O’Donnell) Cain, dear brother of the late Marie Catherine Cain, fond uncle and great-uncle of several. Martin grew up in Berwyn and graduated from St. Leonard’s Grade School and Fenwick High School in 1950. He graduated from Loyola University in 1954 with a degree in Accounting. He was drafted into the U.S. Army and served from 1954-1956, stationed in Germany. Martin worked for 33 years at the General Accounting Office, where his job afforded him the opportunity to travel extensively. The family, including Mike and Tom and daughter, Diane (who was born in Frankfurt) lived in Frankfurt from 1963-1965 while Marty worked and traveled to Turkey, Ghana, and various parts of Germany. After retirement in 1987, he dabbled in Real Estate and worked at H & R Block.

He and his bride lived in the BerwynBrookfield area for their entire lives together with the exception of the 2 years overseas.

They moved to Naperville in 1965 and stayed there until 1998. While living in Naperville, they belonged to SS Peter and Paul Parish.

Marty was active in the Cub and Boy Scouts and Grade School.

In 1994, they built a home at Lake Carroll near Galena, IL where they moved permanently in 1998. Marty served on the Board of Directors for 3 years. They moved to Villa St. Benedict in August of 2010.

How fortunate are we to have one of the best restaurants in all of Carroll County. I am so proud of the staff I have and how they all work as a team, no matter what position they hold. The Lake Carroll Women’s Club held its December Christmas Luncheon on Thursday, December 11 at the Clubhouse in Lake Carroll. After a lovely luncheon served by the Clubhouse staff, President Marve Feucht warmly welcomed everyone and then led all in the reciting of the Club Collect. Several members shared updates on various committees. In addition: • Thank you to local merchant, Blarney Stone of Shannon for assisting with the popcorn fundraiser to help our charities.

• The Women’s Club supports the Carroll County Senior Center by hosting a holiday bazaar in conjunction with today’s luncheon. Ladies were able to shop the Senior Center Bazaar prior to the luncheon and immediately after the luncheon. Thank you Carroll County Senior Center for a lovely holiday bazaar display.

• Pia Malloy shared future programs for January and February, and reminded us all to “take time to make yourself a priority” which has been our theme this year.

• In January, we will have guest speakers from the local organizations that we support.

They will give a brief talk about their organization. The January meeting is January 8, regular time (1 pm) at The Lodge in Lake Carroll.

• In February, we will celebrate ABRAHAM LINCOLN’s birthday with a special guest speaker. Our meeting date is Thursday, February 12 at 1 pm with the LINCOLN PROGRAM to begin at 2 pm at The Lodge in Lake Carroll. All of you are invited to attend this special, free presentation.

• Looking to the Spring, our spring fundraising event, “A Derby Tea”, is scheduled for Saturday, May 2, 2015. More details to come soon…but please put the date on your calendars…this will be a new, FUN spring event!

• As a reminder, we are still collecting corks, pop tabs, greeting cards, soup labels and box tops for education and bottle caps.

After the meeting was adjourned, Phyllis Suchocki then entertained the group with the playing of Christmas carols. Helen Sykora and Joan Frey led the group in singing carols.

And, Pia Malloy led the group in playing a Christmas game.

Thank you to the staff of The Clubhouse in Lake Carroll for making the luncheon a special holiday treat, and to Phyllis Suchocki for the beautiful Christmas music she played for all on the piano.

Sponsored by the Lake Carroll Fishing Club Article and Photos by John Quilico On December 5th our Fishing Club hosted the annual Lake Carroll Christmas party dinner which was based on the theme of the “Polar Express” Christmas movie. In speaking to some of the 127 guests that attended, a great time was had by all. Our thanks to Denise, Fiona, and the Clubhouse staff for organizing and providing the fantastic meal served to us all. The prime rib, turkey, sides, and salads were excellent thanks to our new Clubhouse Chef, Troy Tucker, and thanks to our General Manager Mike Schmieder for helping to set up and carving the meats served. They all worked hard to make the meal and night enjoyable. Once again the Fishing Club ladies organized the wonderful event making the decorations and even helping serve appetizers before our meal. Thanks to Nancy Comstock, Marve Feucht, Barb Hevrin, Julie Reddies, Suzanne Heflin, Rosanne Stangl, and Nancy Quilico for their hard work and creativity. The ladies are looking for new volunteers next year to organize the event. If you can spare the time and effort involved to help, please let us know and join in.

After our great meal Club President Bill Comstock announced the Club Board Members for 2015, which required one change as Steve Hevrin will be stepping down and Roman Cirignani has agreed to take his place. We then enjoyed a visit from Santa who entertained all on the good book. Our evening ended with cocktails and dancing to music provided by Take Two. Nancy Comstock and her cute “elf” daughter Jennifer Porter, worked their tails off taking pictures of guests during the event though it meant missing some of the fun. I would also like to thank our Fishing Club member Bill Wicox for painting the mural of the Polar Express locomotive used to greet our guests and provide the backdrop for the guest photos.

A great time was had by all, hope you will join us next year. If you are not a member of the Fishing Club, we hope you will join and help us at the Hatchery and the events scheduled for 2015.

As we begin our journey into 2015, I’d like to reflect back on where we’ve been in 2014 as well as where we’re headed for 2015. Here’s a bullet point list by different areas of the lake management department.

LAKE: - Water quality data was collected from May through October and we will be comparing with older data that’s been collected to track water quality changes over time. Water clarity was exceptionally good this year, and aquatic plants grow in deeper water and better when the water clarity is better. If we continue Joe Rush with this clarity, I anticipate more aquatic plant management Lake Manager needs in the future.

- Rip rap repair was performed by the maintenance department at the West Marina.

- Use of the barge and mini excavator has begun for cleaning up the backs of the coves and repairing and maintaining riprap.

- The barge and excavator was used to install several rock reefs for fish habitat this year.

- We wrote a 319 USEPA grant request for watershed planning for Lake Carroll. We will know by May of 2015 if we’ve secured a contract.

- With the assistance of the USDA and a lakefront homeowner financing, we performed a goose charity harvest in late June. We were able to remove 147 geese and donate 115 pounds of ground goose meat to food banks in 2014. By removing these geese, we have also removed nearly 130,000 pounds of goose dropping and nearly 75 pounds of phosphorus (which feeds weed and algae growth) over the course of 1 year.

FISHERIES MANAGEMENT: - During our spillway drawdown for our dam inspection, we were able to rescue many game fish and release them back into the lake.

- While the Fishing Club had a great year in the nets and hatchery, the walleye survival in our rearing pond was not successful. We have much speculation as to why it didn’t produce, but no definitive answers. However, the fishing club will continue working to produce walleye in the hatchery for Lake Carroll.

- From our fish stocking budget, the Fish Replenishment Committee purchased 2,625 walleye, 2,000 channel catfish, 5,000 yellow perch, 6,875 redear sunfish, and 50 muskie.

SEDIMENT MANAGEMENT: - Our dredging program has been successful and is moving sediment from the 3-tubes area. The efficiency has not been quite what we’d like to see yet as the operators are learning the equipment and how it functions. We have also had some downtown with equipment repairs and replacements. Items such as hydraulic drive motors and pipe have caused some down time but as we move forward we’re rebuilding and replacing to have spare items on hand to reduce our downtime and improve efficiency. We will continue dredging in the spring and fall months.

- We recently completed the 3-tubes expansion project to improve sediment trapping efficiency. The contractor will come back on site in the spring and level and grade and our staff will be planting this area.

- In 2015 we have engineering design budgets in place to design a sediment stabilization program upstream of the East Marina.

DAM: - Installation of the safety fence on the spillway chute.

- Repair of all of the weirs for seepage monitoring, including the replacement of weir 2.

- Schauer Group performed a review of our dam and recommended grouting again.

While integrity of the dam is not the issue of concern, the seepage around the dam and it’s impact on lake level are a concern. Grouting has reduced seepage in the past and allowed the lake to come to, and remain at pool, for a greater amount of time.

Therefore, this work is being planned again in an attempt to further reduce seepage around the dam.

- Development of a grouting program for the south abutment for water retention and budget approved by the membership.

- Monies have been budgeted to perform in 2015 and we are developing a project timeline.

- We have budgeted to protect our dam monitoring structures known as piezometers, from inadvertent damage or vandalism. This project will be done as soon as possible in the spring.

AQUATIC PLANT MANAGEMENT PROGRAM: - We continue to use mechanical and chemical control methods to address our aquatic plant management goals. This includes surveys of the aquatic plant community and calculated chemical control of invasive, non-native aquatic plants. Areas of native aquatic plants where growth is inhibiting boating access are controlled with our aquatic weed harvester.

- 2014 has proven to be difficult due to the discovery of yet another invasive aquatic plant. We will be working aggressively in 2015 to reduce its spread.

- Chemical applications are now being done in-house and we have a much better control on application timing and therefore can respond to spreading invasive nonnatives more rapidly. Along with better response time, by bring this in-house, we have reduced our application budget for chemical control.

As we move forward we will be faced with new and difficult challenges.

CHALLENGES SUCH AS THE FOLLOWING: - Blue-green algae and it’s associated toxin concerns. While 2013 proved to be a very difficult year for blue-green algae, 2014 was much better. While the algae was present, it was present at low levels and we continued to monitor and educate our membership.

- The increase in growth and abundance of zebra mussels and how they impact our ecosystem at Lake Carroll. With the filtering of the water by zebra mussels and the increase in water clarity, I anticipate we’ll be spending more effort on aquatic plant management as we move forward.

- The continual discovery of invasive non-native plants that are being introduced into Lake Carroll that require more control, and therefore, more money. It is imperative that our members become aware of how they impact our lake with their activities. Many of these non-native exotics are transported by our very own members by boats, trailers, or even bait buckets.

While it has been an interesting year, both challenging and rewarding, we are moving forward with our goals and mission to improvement water quality at Lake Carroll. We are showing progress and marching forward…

Facilities Update

The way November looked I thought we were going to have a repeat of last year’s winter, but December has sure been mild. Good for those that are still dreading a repeat of last year’s winter, but certainly not good for ski and tube lovers.

We will see what happens in 2015, but as of this writing we have not had temperatures low enough to start making snow.

Mike and Jon are ready to go once the weather cooperates, but we will just have to wait and see when that is going to happen. The groomer is back after a maintenance work-up at Shaun Nordlie Pisten Bully. They went through the whole machine working Facilities Director on everything from hoses…to tires…to the tiller. It is not a new machine, but it certainly will be much better than what we have had the last few years.

Here is a re-print from my December article – I want to highlight to everyone the importance of safety with the snow plows.

A couple things that I would like to remind everyone as we start thinking about the winter… Snow accumulation and blowing has already begun and will most likely continue. Our plow trucks have already made their first rounds of the property with the first accumulation of snow received November 15th. These are safety vehicles, so please do not follow behind a plow too closely and please do not pass a plow.

Although the trucks are equipped with mirrors, it is still difficult for the drivers to see when you are following too close. The crew is doing their best to be as efficient as possible on the roads, if they have to worry too about a car behind them; it takes their attention and time away from their plowing responsibilities. Also, when you are behind a plow, do not pass them. Our drivers are focused on their plow, the edge of the road, and where the snow is being pushed, in addition to checking on their general surroundings. They may not see you come up beside them to pass. The drivers should not have to worry about having to move over to allow you enough room to pass. I appreciate your cooperation with these issues. I hope that with the planning we are already doing, this year’s plowing will be as smooth as possible for both the snow plow drivers and the members.

One other note about plowing, if you have a medical appointment or urgent reason to have to get out on a morning that we are plowing, please call Missy or Karen at the Front Desk (815-493-2552, 0) to alert them or call my cell phone (815-275-6121) to make us aware of your situation. We will make every effort to accommodate you so you can get out and make your appointments. However, as Dan Herman likes to put it, “Is this trip really necessary?”

I also would like to discuss mailboxes this year. Predictions have been anywhere from a milder and a less snowy winter to colder and more snow than last year. The crew does their best to steer snow away from driveways and mailboxes, but when we get as much snow as we did last year and it continues to pile up on the sides of the roads sometimes mailboxes are taken out. If you do not use your mailbox in the winter I would suggest taking it out during the snowy months.

One of the most important decisions the Fishery management Committee makes each year concerns what species of fish to stock in Lake Carroll. Since we live in a world of limited financial resources, these decisions must not be made lightly, especially considering how many different species of fish our lake has and the fact that several of these species do not naturally reproduce in our lake due to habitat limitations. The goal is to stock the fish that are the most popular for our fishermen while also trying to maintain a balanced fishery that can be supported by the forage base in the lake. Let’s take a closer look at what species were stocked in Lake Carroll in 2014.

This year we continued the stocking of redear sunfish as a means to help control the spread of zebra mussels in our lake. Redear sunfish were first stocked in 2011 and, since that time, we have stocked over 34,000 redear in the lake which we hope will help contain the invasive zebra mussels. There are no eco-friendly ways to eradicate zebra mussels but redear are known to feed on them and it our best weapon to try to contain them. It’s difficult to assess the effectiveness of redear against the zebra mussel population since they were firmly established at the time the redear stocking program was initiated. We do know it will be a long term battle and we will continue to assess the viability of stocking redear in future years.

In the meantime, if you happen to catch a redear sunfish, please remember they are catch and release only so make sure you return them safely to the lake.

In 2014 we continued with the musky stocking program and added 50 of this species (12 to 14 inches long) to the lake. You may recall that a musky stocking program was initiated in 2013 and was the first time musky were stocked since 2005. We realize that a musky stocking program does create controversy for certain hard core bass and walleye fisherman

Lake Carroll News, January 2015 Page 5B who believe that musky will eat all the game fish in the lake. Musky are an apex predator in our freshwater environment and the decision to stock them was not taken lightly. A musky stocking program for Lake Carroll makes sense as it can help balance the fishery with a species that is popular and scientific evidence suggests that musky may actually help the bass fishery at the same time. In 2013 we surveyed the Lake Carroll fishing community and discovered that 12% of survey respondents listed musky as their favorite fish while 63% of the respondents said they would welcome additional opportunities to catch musky in the lake.

In previous articles we have discussed a study sponsored by the Illinois Department of Natural Resources that suggests muskies predominantly feed on large gizzard shad and may actually help increase the quantity and size structure of other game fish that cohabitate in the same lake. This study, called Project Green Gene, was a long term study conducted from 2002 to 2012 that examined many different facets of Illinois musky stocking including the diet composition of musky and the impact musky stocking has on other game fish in Illinois lakes. Despite the increasing trend of musky introduction in Illinois lakes in the past 30 years, there was little information on the effects of musky introductions on lake ecosystems and existing fisheries until Project Green Gene was completed.

Results from the diet composition study indicate that the preferred forage for musky are gizzard shad in those environments where they are available with the second favorite musky prey being bluegill, if shad were not present in the lake. The study also found that musky introduction in Illinois lakes has virtually no impact on overall populations of gizzard shad or bluegill while having potentially positive impacts on largemouth bass and black crappie.

In fact, largemouth bass catch-per-hour increased in some of the test lakes in the sample and the overall size of largemouth bass increased in virtually all the test lakes after musky were introduced. We can only get into some of the highlights of the study here so we urge those who would like to learn more of the details to read the full report at www.illinimuskiesalliance. org. Project Green Gene provides some good science supporting the concept that musky can coexist and perhaps help improve other game fish species in a lake.

The results of Project Green Gene may not really come as a surprise to some of you seasoned bass or walleye fishermen who fished Lake Carroll in the days when musky were stocked on an annual basis and were more prominent in our watershed. The bass and walleye fishing was very good in those days despite the competition from the musky and perhaps this balance was achieved by each species concentrating their feeding activity in different zones of the lake. The study concluded muskies tend to feed on the larger gizzard shad in a lake which is normally an untapped forage base for smaller game species like bass and walleye.

Lake Carroll has lots of large gizzard shad that can provide a strong forage base for musky.

Along with all of this, don’t forget that musky are not new to Lake Carroll and stocking records indicate they have been stocked as far back as the late 1980’s.

Other species stocked in 2014 include approximately 2,625 walleye (6 to 8 inches long), 2,000 catfish (8 to 10 inches long) and 5,000 perch (3 to 5 inches long). The diversity of our lake’s species and finite budget only allows for limited fish stocking in any given year but we are excited about the size and quality of fish that were stocked in 2014 and even more excited about the prospects for continued excellent fishing at Lake Carroll in 2015. Don’t forget to take a kid with you the next time you go fishing and let’s pass it on to the next generation.

Attention Snowmobilers:

For those of you who may be new to Lake Carroll you have to belong to a snowmobile alliance to register your sled or sleds with the Association to receive your Lake Carroll decal. The local snowmobile club is the Sno-Pearls, located in Pearl City. They meet the 1st Wednesday of every month from September thru March. Membership is $25.00 per family or single. We meet at Route 73 Brew & Chew (formerly Yellow Creek) at 7:30pm.

Why join the club? Besides being a requirement by Lake Carroll…first and foremost, the trails outside of Lake Carroll are on private lands. We must get permission each year to “Mark” and “Remove” all trail markers. The snowmobile clubs provide the proper insurance to cover the use of these designated trails on private land. These trails are marked by club members. Once on these trails you could travel to Wisconsin and up to the UP. Some of your membership money helps pay for the insurance that the club needs for the land owners.

Each club is marking their designated trails. With the help of the Lena Trailblazers, our trails will be marked again this year.

This year we are having our club charity ride on January 24, 2015. And new this year a snowmobile rodeo on February 4, 2015. Contact the club for more info.

Raisbeck Painting With the onset of winter, it’s a good time for all ofus to be be reminded of some basic precautions we should have in place…specifically, what do you need to keep yourself safe until help arrives in the event you become stuck in the snow or stranded. The Security Notes and Safety First columns remind us that LCA’s Security and Maintenance departments cannot pull or tow your vehicle. What they can do is transport a stranded motorist to a warm location.

With this mandate in place, we urge anyone travelling during inclement winter weather to, first and foremost, make a conscious decision if your trip is really necessary. Beyond that and in the event bad weather occurs when you’re already out, be prepared. For those of you with Internet access, you can search for “Winter Emergency Preparedness” and find many sites that offer from very detailed to basic checklists. If you don’t have that access and would like a checklist, we will have a basic list available at the LCA Admin Office.

Besides having certain items in your car you should be sure to have a couple numbers already programmed in your cell phones for towing services. In the event you do become stranded, your inclination will be to keep your vehicle running for warmth. Please take note of your exhaust pipe. Make sure it isn’t clogged with snow, ice or mud. A blocked exhaust could cause deadly carbon monoxide gas to leak into the passenger compartment with the engine running.

Winter brings some beautiful landscapes, snow sports/activities, and also brings a time for popular family gatherings. Along with the good, there’s always the potential of some bad weather. Plan ahead; be prepared. We wish you all a safe winter season.

Major fundraiser planned for RHPC’s ‘Next 40 Years’

Rolling Hills Progress Center Rolling Hills Progress Center, an industrialized workshop for the developmentally disabled in Lanark, has experienced significant growth and development in the nearly 40 years of its existence.

As it nears its fourth decade of operation, RHPC is planning its first major fundraising campaign called “The Next 40 Years.” The campaign kicks off this week with a donor envelope inserted in this week’s Carroll County Mirror-Democrat, Savanna Times-Journal and Northwestern Illinois Dispatch.

Rolling Hills functions as a light manufacturing company emphasizing completing assembly and packaging contracts for the government as well as commercial industries. For over 38 years we have taken great pride in never having a quality problem, always completing work on schedule and at a more than competitive price.

Rolling Hills Progress Center is incorporated as a private, not-for-profit agency under the statutes of the State of Illinois and is governed by a volunteer board of directors who, as concerned and responsible citizens, guide and oversee the overall policies, financial status and operations of the agency.

RHPC serves adult individuals with disability, 16 years and older, residing in Carroll County.

Rolling Hills is committed to the premise that the person with a disability can and will develop his/her unlimited potential from the meaningful vocational, educational and social training provided at the center.

Rolling Hills Progress Center History and Timeline Prior to 1976 The needs of individuals in Carroll County were met through two organizations: 1. Carroll County Day Care for Disabled Adults.

2. Village of Progress in Oregon (meant a bus ride of up to a 120 mile round trip for some individuals).

The good intentions and efforts of these two organizations were instrumental in directing development of the future RHPC. 1975 Parents, friends and concerned citizens along with the assistance of the Village of Progress lay the groundwork for establishment of Rolling Hills. A coordinated effort among a variety of individuals and organizations were key elements to the establishment of the agency.

1976 Rolling Hills opens its doors on June 1. Nineteen individuals with disabilities, four staff and 8,000 square feet of space mark the official beginning of Rolling Hills. This was a monumental day for Rolling Hills and Carroll County!

1978 Success and growth require an addition of 8,000 square feet, bringing the original building total to 16,000 square feet. This was the first of several building additions to occur over the next 20 years.

1984 Continued success and growth necessitate the building of a small warehouse on the east side of Lanark. This building would eventually become plant #2.

1987 An addition featuring work space and warehouse space is added to the east side warehouse.

The building is renamed Rolling Hills Plant #2. The stage was set for RHPC to become more industrial and modern.

Late 1980s—Early 1990s: Property is acquired adjacent to plant #1 enabling the creation of a fruit orchard. Part of this property was previously used as a sweet corn patch. The orchard was more focused as a cash crop project.

2000 The warehouse and workspace at plant #2 is doubled creating a state of the art production and storage facility. This is our largest and most aggressive building expansion. It led to additional opportunities that would not have existed otherwise.

2014 106,000 square feet of space, 95 individuals with disabilities and 35 staff are present in two

plants in Lanark.

Summary We have seen significant growth in our ability to provide opportunities for the handicapped of Carroll County as well as building space and property have occurred during Rolling Hills’ first 40 years.

Hard work and community support have created a workshop and agency second to none.

The dream of individuals with disabilities to work and be a productive member of society is realized.

Programs and Services Work is the primary focus of Rolling Hills. In fact, “Real work on real jobs” is our motto!

We also recognize, however, that individuals with disabilities have many non-work needs.

To complement our work opportunities and address those needs, we actively work to assist individuals through a variety of programs and services.

Services are multifaceted and provide opportunities for individuals to grow in different skills and abilities. Areas of programs and services are: •Activities are designed to help become more independent at home and in the community.

These activities range from and include basic, educational skills, grooming and hygiene, meal preparation, safety when crossing the street and other community safety concerns.

•Skills are designed to help the individual meet the challenges of the workplace and increase earning capabilities. Instruction focuses on workplace safety, relations with supervisors and co-workers, learning new job skills and understanding wages.

•Opportunities to explore the community occurs regularly. Trips are both fun and educational.

We’ve been to the theater, museums and local and state parks, just to highlight a few of our outings.

•Special Olympics provides the opportunity to compete in real sports with fellow athletes from around the state. Athletes compete in golf, bowling, track and field and more.

•Seasonal parties occur throughout the year. Thanksgiving, Christmas and Independence Day are a few of those events we celebrate.

In addition to direct programs and services Rolling Hills provides a variety of ancillary services as well: •Transportation to and from the individual’s home and work each day.

•Transportation to medical appointments.

•Referral to specialized services not provided by Rolling Hills.

Assistance “wading” through the red tape of Medicaid, Social Security, and other governmental services.

•Close cooperation with schools, residential programs and other linked human service organizations is key to successful provision of services.

•Nutritional assistance is provided through Rolling Hills own food pantry.

•Clothing and household goods are provided to those in need.

Services, support and programs are clearly essential to provision of well-rounded and meaningful participation for individuals at Rolling Hills.

Work or Production Rolling Hills Progress Center was under the gun from its very inception. A reporter for an area newspaper wrote in the mid-1970s: “Although Rolling Hills Progress Center serves a great cause, Carroll County does not have the resources that will allow it to make it for more than a few years.”

At the time we took that as a personal challenge and managed not only to “make it,” but to thrive. Now 40 years later we are ready for another set of challenges.

Rolling Hills has always been very aggressive in procuring work to be completed at the workshop. This is how we provide the clients with varied work experiences and any profit that is made goes back into the program, keeping the money we require from the community and the state at a minimum.

We have acquired and continue to acquire very large jobs from major companies like Procter & Gamble, Nestle, Dean Foods, Kraft, and Wahl Clipper — just to name a few.

Our assembly and packaging lines rival some of the finest and most efficient in the state.

Our client workers do a fabulous job completing assembly and packaging tasks. In almost 40 years we have never had a significant quality control issue and we have always completed the work on schedule.

Our client workers are so proud of completing tasks in a quality fashion. They take so much pride in their work and in being productive citizens of our community. They now have dignity and purpose in their lives because of their accomplishments.

We are always on the lookout for more assembly or packaging work. Any referrals would be appreciated. With the quality of our work, our ability to meet deadlines and our competitive price, we have the professionalism required to meet even the most rigorous standards.

“The Next Forty Years” This is the first time in 40 years we are having a MAJOR fundraiser for Rolling Hills. The fundraiser will be titled “The Next Forty Years.” Our goal will be $1 million.

The purpose is to help ensure that Rolling Hills will continue to provide the developmentally disabled of Carroll County with the services and work experiences they need to be part of a productive community.

“The Next Forty Years” funds will be used primarily to help in the area of capital development. We need to ensure that our facilities and equipment remain current to be competitive in the assembly and packaging business world.

Without updating, we can no longer price our services to be competitive and will not be able to procure lucrative jobs. Our clients will suffer in the long run as we would not be able to provide comparable services for them.

We will also utilize these funds for emergency purposes, mainly to cover facility needs. At times, a business may need a specific job done immediately and we may need to purchase modern equipment to make the task profitable for us. We need to have the funds available to make these purchases in a timely manner. The emergency funds could also be used to help a client worker in crisis.

In 40 years we have never had a major fundraiser for Rolling Hills Progress Center. We feel now is the time to stabilize the program to ensure that the next 40 years can be as productive as the first 40 have been.

If you could see the smiles every morning when our client workers walk in the door you would see just how important our mission is. The pride and satisfaction on their faces tells how they feel about working and being productive.

With our current Membership ID cards having been issued in 2007, it is time to update children’s photos. A then five-year old is now 12 and a ten-year old is now 17… you get the picture. Most kids in our database no longer look anything like the photo on their ID card. Admin Staff is working on updating primary LCA Member’s dependent children 18 years and younger. We need a clear head and shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted. The preferred method to receive new photos is via email to photoid@golakecarroll.com. If you don’t have this option, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. If you are a new member in 2014 and/or have updated your children’s ID photos within 2014, please contact the office so we can remove you from our list. If all goes as planned, ID cards of LCA Member’s dependent children 18 years and younger may be deactivated as of April 1, 2015 if new photos have not been received.
