I am happy to inform you of an upgrade we recently made at the Clubhouse which will make it easier for many of you to get in and out of the building. The upgrade I’m referring to is the addition of new “PushButton” Electronic doors at the front entrance to the building.

The idea for adding the electronic doors came from our Safety Committee back in January of this year.

While the Clubhouse is considered handicapped accessible, getting through the front doors can be difficult for anyone who uses a wheelchair, scooter or a walker and even for some folks who simply have a difficult time pulling the doors open. Though this initiative was not a budgeted project for 2017, all involved felt that this addition was important enough to pursue and shortly thereafter, the idea had the support of some of our Clubs and Committees. The fact that the doors were able to be installed is due in part to the generous donations of the LCA Women’s Club who provided $1,000, the Clubhouse Committee who donated $500 Mike Schmieder General Manager and an anonymous Member who donated $300. The rest of the cost was paid by the Association.

In addition to the generous donations, I’d like to thank the Mr. Tom King who provided the doors at his cost and installed them with the help of Mr. John Anzalone. Last, I’d like to thank Mr. Mike Siciliano, the Chairman of our Safety Committee who was the driving force behind getting this improvement completed.

Thanks to the help of many, the Clubhouse has one more feature that we can all be proud of.

ASSOCIATION QUARTERLY PAYMENTS & MOWING FEES The 3rd quarterly payments and the May mowing fees were due July 31, 2017. Late fees of $100.00 were added to unpaid accounts on August 1, 2017. Many of these accounts are delinquent. To exercise your use of the amenities, all assessments & fees must be current.

Please mail your payments immediately to avoid further fees.

REAL ESTATE TAXES The final installment of the 2016 Real Estate Tax Bill was due 9/07/17.

If you did not receive your initial tax bill, the Carroll County Treasurer’s phone number is 815-244-0243. Courthouse hours are Monday through Friday 8:30 AM to 4:30 PM. WATERCRAFT REGISTRATION & INSURANCE UPDATES Another reminder, before you put your summer toys away this fall, please update your registration & insurance information with the Association Office. If your IL watercraft registration expired on 6/30/2017, we will need a copy of the new registration card. If you have supplied the office with an application for registration, we will need a copy of the watercraft registration card when you receive it from the State.

MEMBERSHIP ID PICTURES If you plan on using the amenities (i.e. golf, pool, ski hill, etc) you are required to have your picture on your amenity card. Bring your family to the office Monday through Saturday between the hours of 9 AM & 3PM. Or you may email your photos to photoid@golakecarroll. com. We need a clear head & shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. This is an ID card. Photos from other ID’s with holograms are not accepted. Current photos need to be submitted before the new ID cards will be issued.

BOW & ARROW REGISTRATION LCA Members wishing to obtain their Lake Carroll hunting packet (vehicle card, map & stand tags), must have their pictures on file in our database before this information will be issued to you. Plan to visit the Association Office to have Cindy or Michelle take your picture or email your photos to photoid@golakecarroll.com. All dues & fees (i.e. marina concession, citations, etc) must also be current. Attendance at one of the Archery Meetings is also mandatory for the issuance of the hunting packet.

MARINA CONCESSION INVOICES Invoices must be paid within 15 days of the purchase or your current visa/master card must be on file at the Front Desk. Please keep your accounts current. ALL fees must be paid to exercise your use of the amenities! Plan on paying cash if you are delinquent!!

WEBSITE LOGON & REVERSE 911 Forms for both Reverse 911 & the website logon request forms are available on our website – www.golakecarroll.com. Click on Resources>Document Library>Membership-General Information or they may be picked up at the Admin Office. You may fax, email, mail or drop off the completed forms at the Admin Office. Signing up for both of these services will keep you informed as to the happenings at the Lake. These forms are also included in the New Members owner packets.

DEED TRANSFERS If you make changes in the ownership of your property (i.e. trusts, LLC etc) at Lake Carroll, the Association Office requests copies of the recorded documents so we may keep our records current. If you sell your property we will need a copy of the recorded documents, transfer & fixed asset reserve fees & any outstanding dues or fees before the new owners may obtain amenity cards & decals. We also ask the seller to provide us with their amenity cards, guest passes, & any 2017 decals which have been issued for their cars & “toys”. Call Missy (815493-2552 x114) if you have questions regarding the paperwork we request.

THANK YOU TO ALL THE MEMBERS With the favorable vote at the Special Lake Improvement Project Meeting, we will now start to clean up the lake. Work will start immediately. I can’t thank our members enough for their vote to clean up the lake. As we progress through this year and most of next year, we will keep you up to date on the progress.

I hope you all understand that this will not eliminate all the weeds but it will help us to better control them. With the purchase of a bigger weed cutter and a barge, better control can be achieved.

As the watershed grant work starts next year, we will also keep you informed on that work.

Clarence Grant Engineering on the East Marina feeder stream will start very soon Board President as well as the cleaning out of the spoils pond on Zier road.

While all of this is going, on the budgeting process is in full swing and the budget hearings will be coming up very soon.

We have much work to get done yet before winter sets in and, hopefully, we won’t have any more severe storms to disrupt our progress. The July storms really set our maintenance department back a ways. Don and his crew did a great job of getting things cleaned up to the point we could function again. The morning of the storms, Don Aleksy, our Facilities Director, was on the job at 4 AM and his crew was in the Campground before 5 AM and the storm was still going on. Many of our summer employees are college students and they have gone back to school which also slowed things. Over four hundred sixty man hours have gone into the clean-up so far and there is more to be done. A huge thank you to Don and his crew.

I still have trees down on my property that I will be cleaning up this winter when the leaves and weeds are all gone. All in due time.

Before the end of this month, our farmer neighbors will be harvesting their crops and will be on the roadways with slow moving equipment. Please respect them as their equipment is much heavier than an automobile. When the two collide the farm equipment will win. Please be safe.

Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

Littering…I will say it again, LITTERING! It is very disheartening having to bring up this subject in a place as beautiful as Lake Carroll. We all know it is illegal to throw garbage or cigarette butts out of a vehicle window. I have been receiving complaints from property owners about this very thing. Please do not litter. If you see someone littering don’t turn your head, try and get a license plate number or vehicle description and call Security.

I hope you and your family had a safe summer season. The deer harvesting program will begin to put up stands at Lake Carroll on September 9th. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads. This brings me to another topic. I know the deer are enjoyable to look at but it is illegal in the state of Illinois to use bait to attract deer. ** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present.

You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll.

Soon the air will begin to cool down and great sleeping weather will return to Lake Carroll. This brings me to my next point as the weather cools off and people spend more time with their windows open, please be cognizant of your neighbors. It is amazing how far sound can travel at night here at Lake Carroll especially down by the lake. A normal conversation can seem loud, let alone music or a party. Eleven is a good time to move in doors or turn the music down. Please inform your children there are rules and regulations at Lake Carroll pertaining to disturbing the peace.

As we approach the end of fall and into winter, many of you will be leaving for warmer destinations it is time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by security. Then Security will contact you or other contacts you have provided too security. (See more information about this program elsewhere in the issue or contact me if you have any questions) I have seen the devastation water can due to homes here at the lake because of a broken water pipes, something to consider.

As most of you are aware the LCA Board of Directors approved a trial period for ATV / UTV and Golf Cart usage of the Lake Carroll roadways. Please be more aware of your surroundings usage of the roadways will increase and please inform your guests of the increased roadway traffic. Familiarize yourself with the Rules and Regulations for the trial period.

Did You Know: Littering is illegal at Lake Carroll? And yes a cigarette butt is litter.

No person shall dispose of any waste material, garbage or paper refuse upon the ground or waters of Lake Carroll, said litter must be placed in proper garbage receptacles or otherwise removed from Lake Carroll. Stated in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (E).

Did You Know: ATV’s are prohibited from crossing or riding on private lots?

Private lots can only be ridden on if the ATV owner owns the lot or they have written permission from the lot owner. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B) (5).

Did You Know: It is illegal to let your dog or cat roam freely at Lake Carroll?

Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F) (2).

Neighborhood Watch

Even though our summer season seems like it is vanishing so fast, September will be full of activities. I may be calling on some volunteers to help out Security for a few events. First… helping out for the Campground’s Annual Bonfire on Sept 3rd. Next, the Annual Garage Sale on Sept 16th for the traffic check-in points. I’m always grateful for our Members who always step up and volunteer.

NO ATV/UTV/GOLF CART ROAD USAGE DURING GARAGE SALES – 9/16/2017 Speaking of the garage sales…please be aware that ATVs, UTVs, and golf carts will NOT be allowed to use the LC roadways 8am-5pm on Saturday, September 16th. As you know there are many vehicles on our roadways looking for the sales. Most of these shoppers are unfamiliar with our roads. It’s crazy enough without adding the multi-use vehicles. I actually suggest not riding bikes or walking/jogging until the sale is over, too. ATV/UTVs and golf carts will still be allowed to use the roads to access the trail and golf course.

911 PROPERTY SIGNS Driving around LC I have noticed that some houses have their 911 green lot and section signs blocked by shrubs/foliage. (See photos.) These signs are used by the mail carriers, security, and most of all emergency vehicles. When an emergency occurs precious time to locate the address can be avoided by just cutting back the blocking shrubs/foliage. If you have planted shrubs and/or flowers around your 911 sign, please keep them trimmed. When you mow or trim your yard, please keep your sign clearly visible from the road.

SMARTPHONE APP TO HELP IDENTIFY SCAMS Recently I have discovered an app that can easily be downloaded to your smart phone. This app is called Hiya. Check it out before you down load it. What it does for free is monitor your incoming phone call and lets you know if it is a possible scam or fraud call you know not to answer. You then can mark it as block this number. Once it is blocked by Hiya if the call comes again it will show up that it was blocked. Goggle Hiya and get the information for yourself. I know there is the “National Do Not Call Registry” that says your number never expires, but I still keep getting these calls on my cell and landline. Hiya just works for your smart cell phones.

By Matt Ripplinger, a member of the Safety and Security Committee I hope everyone had a great Labor Day weekend!

BOATING – As many of you think about taking your boats out during September and October, I have some tips. Most importantly, when walking up and down the boat ramp remember it can be very slippery this time of year. You don’t want to slip and fall on your side and slide down the boat ramp, when you only meant to attach your winch cable.

Also remember, to only have one person in the boat when you’re trying to load it onto the trailer. It doesn’t work well to have the family stay in the boat while you pull it on the trailer, just too much weight in the boat. Your passengers could help you in most cases by just staying out of the way, or having one of them hold a rope on the side of the boat. Be sure to set your emergency brake, as well as putting the car in park when you’re getting out of the vehicle with the boat trailer in the water. Also, when you pull the boat out of the water make sure the boat is attached to the trailer. I’ve seen a lot of them slide right off because someone forgot to attach the chain from the trailer. Remember your engine should be tipped up so the bottom doesn’t scrape the boat ramp, and pull up the ramp slowly.

JET SKIS – Please educate your operators on our rules. Speed limit, no wake zones, and cutting in and out in front of people. Please be cautious when operating your Jet-skis SPEED LIMITS– As it gets a little cooler more people will be walking and biking along the roadways. Now we have golf carts and ATVs sharing the road as well. Please watch out for all of them. Our speed limit is generally 30 but it does reduce to 20 mph in some areas. Security will be enforcing the speed limit.

HUNTING – As you see more pickup trucks along the roadway, this usually indicates a hunter is in the woods. We only allow bow and arrow hunting and only with a permit. No rifle hunting is allowed. If you do decide to walk through the woods during this time of year be very cautious. Bow & Arrow deer hunting starts October 1. Also watch our roadways, as the deer are running a little more in the fall. They’re not as tame as they usually are.

ATV TRAIL – Please, please, please remind your guests of our rules on the trail, and especially the speed limit. The accidents and speeding tickets we have had this year on the trail have usually involved guests. Please educate your guests before allowing them to go on the trail, and preferably go with them if at all possible.

GARAGE SALE date is September 16 – use caution on our roadways as that Saturday we have lots of traffic on our roadways, with a lot of people making unexpected turnarounds or pulling on and off the roadways. The ATV/UTV/Golf Cart roadway use is NOT ALLOWED from 8am-5pm on the day of the Garage Sales. Let’s all be safe out there.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises.

When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. What are C&Rs and SDs? What are T-Areas?

If you have ever asked yourself these questions, you may want to attend an informational program on the Association’s governing documents. The Board of Directors and the By-Laws Committee would like to invite all Board Candidates, all Committee members, interested Association Members and staff (yes, that’s just about everybody) to this year’s program. The program, entitled, “Quick Course in Finding Your Way through the Governing Documents” will be held on Saturday, September 23, 2017 at 9:00 a.m. in the Conference Center.

In 2007 the Board of Directors approved a protocol for the program and since then it has grown from a sharing of information to a formal, interactive program with the following purposes: 1) To expand familiarity with the Association’s primary documents 2) To enhance ability to use those documents to assess community issues.

3) To recognize significance of the Hierarchy of Governing Documents 4) To identify distinctions between the Final Plat and the Wendler Map 5) To recognize advantages of the various formats of the C&Rs and SDs Each participant will be given a notebook containing the Hierarchy of Governing Documents, the Declaratory Statements of Covenants and Restrictions, Articles of Incorporation, Plan and Agreement of Merger, and samples of portions of the Final Plat. These documents, together with the Association’s By-Laws, spell out the rights and responsibilities of Members and how the Association is to be administered. Other components of the program include a Power Point presentation, hands-on exercises and a discussion of current issues. A candidate who has expanded knowledge of the governing documents is better equipped for the tough questions and challenges that Board members encounter. Likewise, committee members and Association members might be better equipped to participate in the Association’s governance.

General Manager - Monthly Board Report (BOD) - August 25, 2017 Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the July 28, 2017 BOD Meeting. a. The Board asked how Terry Derdzinski planned on using the approximately $20K surplus in the 2017 Road Repair Budget. Earlier this spring, Terry realized that a number of drainage ditches and culverts were in disrepair and asked the Fehr Graham Engineer to evaluate and offer a remediation recommendation. Brian Knott, the engineer spent a significant amount of time evaluating the current conditions in several areas and since that time, our maintenance department has repaired, regraded and replaced several culverts. Terry was very concerned about repairing the roads in these sections and was concerned that making the repairs in the future would cause damage to the newly repaired roads. Therefore, the repairs were made in house, in advance of the road work. The additional engineering fees are approximately $5K. Terry would like to have the remaining $15K available to him so that additional repairs can be made at his discretion while the road crews are here working. b.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. b. The second “optional” weed treatment was conducted on August 14, 2017 and 175 Lakefront Property Owners participated. c. Dave Soldat, Marketing Committee Member and I attended and manned a booth for a fund raiser at the Inverness Country Club on Monday, August 7, 2017. This was a Marketing Committee initiative and Dave and I secured approximately 100 leads by raffling off a kayak and a putter. d. I was invited to speak at the Mt. Carroll Rotary Club meeting on Tuesday, August 8, 2017.

Approximately 15 Rotarians were in attendance as I gave a brief overview of the Lake Carroll Community. The Rotarians all received printed materials regarding Lake Carroll and all appreciated the logo’d microwave popcorn we gave each member.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on August 16, 2017. Minutes from the meeting are attached to this report.

Twelve (12) resale transactions were entered in the database between 7-21-2017 and 8-182017. Two (2) lots with homes were sold, and Ten (10) vacant lots were sold. c. Through August 8, 2017, 603 Natural Gas Permit Fees have been deposited totaling $150,750.00.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for July, 2017 are complete and have been sent to the Board electronically. Hard copies will be made available at the meeting. The Board will be asked to approve these statements at this month’s meeting. ii. The 2018 Fixed Asset Replacements and new Requests were reviewed by the Steering Committee at their meeting on Saturday, July 15th. The Steering Committee began prioritizing the new requests at their August 5th meeting. There will be a joint Steering/Finance meeting to finalize the proposed Operating and Fixed Asset budgets held on Friday, September 8, 2017 at 7:30pm. A copy of the preliminary proposed Fixed Asset Budget is attached to this report. iii. The first round of the Operating Budget has been completed and sent to the Finance Committee for their review. They are to have their comments and questions back to us by Monday, August 21. We will then review their comments and the budget with the managers. There is work that needs to be done on this budget. iv. The Gaming Machines generated $2,722.51 in income for Lake Carroll during the month of July, 2017. The budgeted income for July was $3,000.00. See attached report. v. We have switched 401K plans from Heartland Financial to Mass Mutual. The assets were transferred on August 1. Letters went out to all employees with balances instructing them how to gain access to their information electronically.

Educational meetings will be held the first week of September. b. Human Resource: i. ii. Cindy Lemm, a prospective employee that we interviewed last year for the Front Desk position and was offered the position but declined, had reached out to us to let us know that her situ-

ation had changed and she was very much interested in a position at the Front Desk, should one open up. Missy and Lisa met with Cindy just to touch base, make sure she was still a good fit.

We determined that she was, and she was able to start work August 14. We are very happy with her progress in the short time she has been here.

7. Safety & Security: a. As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. Deb continues to work with IMIS development and providing oversite to the staff as the transition continues. b. iMIS Development continues. Necessary reports and letters are being developed and utilized.

These reports and letters, in the iMIS environment, are proving to be an enhancement to our current process as they are less time consuming and cumbersome to process. c. Departmental ‘Staff Site’ development continues. This is the second of three phases of iMIS development. This phase gives staff options to utilize a desktop application or the encrypted secure web based application. The “web” based application enables staff in remote locations (remote to our Admin Office where the server is located) to access data held in iMIS, based on their departmental need. Specific dashboards, by department, are created to include only department necessary forms and data. Currently, our Security Department utilizes this access level in their vehicles and office desktop, which give them access to member data ‘in real time’, in their vehicles and office. d. The last upgrade for the desktop version of iMIS has been installed. The desktop version will continue to be supported by ASI, the developer of iMIS, but will no longer be actively developed.

Instead, the developer is focusing all efforts on the secure web based product (named: Staff Site), which came with the licensed purchase of the iMIS application. We have this product and have begun our own personalization development for our staff. This takes our data and presents it in specialized panels per user/department, making the data relevant to the individual staff member and/or department. e. It was necessary to have this final desktop version installed on all servers and desk-tops/pc’s before June 30, 2017 to enable all available adjustments to the desktop software application, as this product will continue to be utilized by some Admin Office staff. f. Phone system update. The phone system software has been updated in all 4 of our locations that currently utilize a ‘partner’ system. These areas share phone lines throughout their buildings (Admin, CH, AC, Lodge). The current software was obsolete and no longer supported. The

software upgrade allows us to better service our membership. We are now able to forward calls from one building to another which is a feature we utilize a lot and did not have with the previous software version. This is only one of the many features we have. This software sets the foundation for the future. g. All buildings will be connected as a single unit, once our VPN (virtual private network) is complete. This is expected to be complete very soon. Other enhancements are available, if Frontier’s infrastructure can give us what is needed, such as call forwarding to a cell phone, caller ID, and others. This is being investigated with Frontier.

9. Communications: a. Donna Beyer continues to work on communications, updating the Web-Site, creating E-Blasts and in-house printing and development. Donna has completed all submissions for the proposed 2018 Rules & Regulations changes for your review. The proposed rule changes are included in the Board packet in the “General Reference Material” section and the Board will be asked to act on these submissions at the October Board Meeting.

10. Facilities Management: a. The storms of July 19 and July 20 provided approximately 7.5” of rain and the first storm was accompanied by high winds. Tree damage was observed in many areas throughout the Lake, particularly at the Campground. Two trailers were blown over, 418 & 414. Not occupied at the time. Notified the owners and worked with them throughout the day. b. Numerous trees were destroyed during the storms throughout the Association, particularly in around the campground. A summary of our Maintenance Department’s time to remove the destroyed trees is attached. A total of 462 manhours were consumed by the tree removal alone. c. In addition to the storm clean-up, our Maintenance Department also trimmed up all of the trees on Lake Carroll Blvd. between the Guard Shack and the Clubhouse and the results look excellent. d. Don Aleksy and the Maintenance department have been working diligently, before and after the storm to make repairs to our Trail System. e. A crew of three using the backhoe, bobcat and numerous dump trucks repaired the trails in approximately 4 ½ days. There are a few spots that still need work. f. In the areas where “dragging” a groomer (with Tines) through the years created a trench, they dug down the sides of that trench and pushed that material in the center. This began the elimination of the trench and created safer areas because the trail now becomes wider.

g. Installed many “speed bump” type structures that are actually at an angle to the trail. These structures divert the water off the trail in the long stretches which reduces the amount of rutting after significant rains. h. We used all the rock and broken asphalt we had in the yard to repair soft areas that gathered water and fill crevasses that form due the previous trenching method causing sections of the trail to become drainage ditches. i. We anticipate 4-6 truckloads of ground asphalt from the 2017 road program. Our plan is to have those delivered to strategic areas of the trail for installation in areas that still need more work.

This will save trucking costs for Martin as well as the Association and reducing our manpower to just the equipment operator. j. I have attached Don’s full report for your review.

11. Lake Management/Wildlife: a. I received an e-mail from Doug Dufford of the Illinois Department of Natural Resources requesting a meeting with the Board and any interested Property Owners to discuss and educate us on Chronic Wasting Disease (CWD). b. The lake level as of August 25, 2017 was 740’, 1”. 1” above normal pool level. c. Joe and I (mostly Joe) have been responding to e-mails and telephone inquiries regarding the Lake Improvement Program all month. d. We have started treating for brittle naiad. We will continue to treat into September as new locations having the plant are found. e. We received the final report from Drilling Services on the piezometer inspection and cleaning. I have attached the report and the invoice. f. We have had lengthy discussions about the 3-tubes pond valve and its operation over the past month. Ultimately, the pond was initially designed to be operated without a closed valve to have the maximum detention time and sediment removal efficiency. Two independent engineering firms recommended this direction, and hydrograph-modeling data was used by the engineers to decide this. g. Our former General Manager and current Steering Committee Chair, Mr. Wayne Ugorek, spent a significant amount of time researching some of the history regarding the Three-Tubes sediment pond, when and why the valve was added and approximately when the dry pond was converted to a wet pond. Wayne’s findings are attached to this report for your review. Thank You Wayne! h. The mandatory meetings for the deer hunting program were held on August 5th and August 20th. i. I have attached Joe’s full report for your review.

a. We have had several large outings over the past four weeks. The re-scheduled Realtor Outing, Lena Vs. Lake Carroll, the LCA Senior Club Championship, the LCA Ryder Cup, Ladies Big Break and the Eastland Boosters to name a few.

All events went well and were well attended.

14. Golf Maintenance: a. The Golf Course remains in outstanding condition - nothing unusual too report.

15. Clubhouse Operations: a. Electronic, handicapped accessible doors were installed the week of August 14th and are now operational. I’d like to thank the LCA Women’s Club who donated $1,000 and the Clubhouse Committee who donated $500 to help off-set the costs. I’d also like to thank Mr. Tom King for providing and installing the doors at his cost and to Mr. John Anzelone who volunteered to help with some of the electrical work which was necessary.

16. Recreation Complex Operations: a. Aquatic Complex: i. Both the indoor and outdoor pools remain open and are operating normally. b. Recreation: i. The third session of swimming lessons started on August 17th and will continue through August 28th with 35 kids enrolled. ii. The third session of swimming lessons started on July 17th and had 30 participants. iii. Family Fun night took place Friday July 7, 14, 21, and August 4, 11, and 18th. All enjoy these evenings of late night swimming till 10pm, movie on the deck of the lodge, bonfire with S’mores, crafts, and games. These events are free to our members and their guests to attend. iv. Fun in the Sun weekend took place on Friday July 28th- July 30th. Something for everyone was planned that weekend with a family fun night on Friday night with live DJ music by the poolside, Saturday a 5K walk/run, jumping inflatables, live band, late night swimming, crafts, and Sunday concluded the weekend with a free ice cream social with free face painting and crafts. The Ski Club had their slip and slide set up that day with great success. v. Lake Carroll Luau took place on Saturday August 12th. Over 250 people enjoyed the band “The Gilligans” that played pop country hits. the Clubhouse provided beverages & a small food menu to purchase from. The kids enjoyed games such as dig for sea shells, crafts, and sand building contest. vi. The second session of Kids Camp took place on July 31 through August 4th with 50 kids attending. Every day kids did a craft, played games, and did activities related to the theme of the day. Everyone had a great time and kids are looking forward to next year’s camp c. Ski Hill: i. Closed for the season 17. Campground: a. No specific report.

The Lake Carroll Photography Club would like to thank the Lake Carroll Ski Club for the opportunity to photograph the Slip & Slide Event last month. It was great to photograph so many subjects in motion.

This month’s Club photo challenge is “Jig Saw Puzzle�, take a photograph of an image you would like to do as a jig saw puzzle.

The Photography Club will be at the Craft Show in the Lake Carroll Clubhouse on October 7, 2017. We will have 12 x 16 prints of the “Photo of the Month�, 5 x 7 prints from club members of various subjects, and a first time release of a new Lake Carroll image.

For other upcoming events, the club is planning a fall day trip and photo shoot.

The Photography Club meets on the second Tuesday of the month in the Plumtree Lodge at 9:30am. Anyone interested in photography at any level of experience is more than welcome.

The goal of the committee is to “INSPIRE TEAMWORK, PROMOTE THE POSITIVE, AND SUPPORT OUR COMMUNITY AND EACH OTHER” SEPTEMBER At the September meeting, we will kick off our year by identifying, addressing and learning ways to handle the stresses in our lives with the assistance of Laura Youngblut, RN-RSN. You can also sign up for the October outing to Anderson Japanese Gardens in Rockford. The cost for the lunch and tour is $20.00.

OCTOBER Would you like to surround yourself in an outdoor setting that would inspire your mind and energize your soul? Then come with us on a fall road trip to Anderson Japanese Gardens in Rockford. JANUARY Last year we had Joe Rush, Lake Manager, speak to us regarding the status of the lake at that time and other pertinent information and its importance to Lake Carroll. Many questions were fielded and then answered by Joe. This January Joe will fill us in on the latest info on the lake and will present the slides/video showing exactly how the dam was built.

The first event is the annual Bake Sale at the Craft Sale at the Clubhouse on Saturday – October 7. Then, Saturday October 21 is “CHILL OUT CHILI NIGHT”, at the Lodge.

Cocktails, Barstool Bingo and Karaoke, sounds like a great evening of fun and visiting with friends. More details available at the meeting.

Tuesday October 24th Children’s blankets sewn with love by the Lake Carroll Women’s Club and Quilt Club are ready to be tied. These blankets are given to children in need, whether it is due to a crisis situation, long-term illness, or as a baby gift for mothers in need.

We need your help! Please come join us at 10am at the Lodge on Tuesday October 24th to help us tie the blankets. No sewing skills are needed! All you need to do is thread a needle with embroidery floss and tie some knots to hold the 3 layers of the quilt together.

We will provide the needles and embroidery thread to tie the quilts. If you can, bring a small scissors and 6 inch ruler or just share with your neighbor. We will have extras on hand.

It is a fun time to socialize with others while helping out children in need. Please stay to enjoy a snack and beverage afterwards

It is certainly important to take care of our bodies physically as we get older. However, as we age, it is equally important to consider the health and fitness of our brain. You are never too young or old to start practicing brain “fitness.�

The University of Illinois Extension will be offering a three-session Brain Health workshop on Tuesday, September 19 at 2 p.m., Tuesday, September 26 at 2 p.m. and Tuesday, October 10 at 10 a.m. at the Mount Carroll Public Library, 208 North Main Street, Mount Carroll, IL. This interactive series is designed to understand the brain as one matures and is full of tips and strategies to improve and maintain brain function. Contributors to brain health as well as activities to challenge the brain will be discussed.

Other activities planned this year include the Sock Hop on September 16th and “Trunk or Treat” the first weekend in October, in conjunction with the Recreation Department’s annual Halloween Party.

Now the summer is winding down we still have plenty of camping weather left including the month of October, which is always a great camping month with cool evenings

Alan and Kathy Cazzato (5-260) Alan and Kathy have been members of Lake Carroll since for 11 years. Alan is the Vice President Finance/CFO for Lending Real Estate Companies of the World/RELO Direct Inc. They have been married for 29 years and we have two daughters, Alyssa is 25 and Lexi is 21. Alyssa graduated from Western Illinois and Lexi will be graduating from Bradly University in May, 2018. We are proud of both of them. We also have one grandchild, Zaeden, age 6 months. We love coming up to Lake Carroll on the weekends. We do this all year-round. We enjoy fishing, ATV, boating, hunting, the ski hill, clubhouse, and most importantly, the people and friendships we have made over the years.

Fish Tales

By Mike Bykowski, Fishing Club Secretary Another beautiful August evening for the Fishing Club general meeting and pot luck dinner.

73 members and guests enjoyed an evening of tasty food and updates on the many club activities. Joining this meeting were guests Madi Porter (granddaughter of Bill and Nancy Comstock) and Bob Jumbeck from Waukesha Wisconsin. Welcome all.

The meeting was called to order at 6:58pm when Stan Suchocki lead the membership in the Pledge of Allegiance. Following the pledge Mitch presented the Treasurer’s report. Mitch reported that July was another slow month with $302 of income versus $339 of expenses. The treasurer’s report was approved by Bruce McDonald, seconded by John Quilico and approved by the membership.

Several Board members then provided activity updates. First up was John Quilico with a review of the Couples Fishing Tournament. He mentioned that everyone enjoyed the tournament, especially the Bloody Mary Bar. The bar was so popular, the start time of the tournament was delayed 30 minutes. John then announced the winning teams. First place went to Fred and Julie Reddies with a catch of 10.3 lbs. Second place was awarded to David and Eileen Gehrke who had 7.43 lbs. Finishing third was Mike and Pat Bykowski with a registered catch of 5.6 lb. Congratulations to all the winners. Mike Bykowski then continued with a golf outing update. The golf outing is scheduled for August 26th @ 1:00pm. Mike encouraged everyone to participate in the golf scramble and dinner and noted that if you don’t golf, you can sign-up for only dinner. Also noted is that this year’s scramble will include lots of fish trivia to keep everyone’s interest high on the non-event holes. Mike Sweeney followed with a report on Fawn Pond. He stated that earlier in the day an effort was made to net walleyes in the pond. None were netted, even though none were caught, the result was inclusive because only a small fraction of the pond was checked. Hopes are still high that the Fingerlings placed into the pond in July are doing well. Mike Bykowski then reviewed the status of the Club’s By-Laws. He indicated that all updates were complete and copies were provided to the Board for review. Pending Board approval at the September Board meeting, copies will be made available to the general membership for their review and approval.

Tom Stangl finished the updates with some short comments about the draining of Fawn Pond which will be combined with a pig roast in October. The Spillway rescue will be scheduled around the beginning of November and the Christmas party menu is still being negotiated.

Mike Siciliano finished the updates with reports on another pool party and cookout on 8/27 and “A Day at the Races” to Arlington Park which is planned for September 21st.

Tom ended the evening with a special presentation to Stan Suchocki. Stan was awarded a Lifetime Membership, a much-deserved gift card and a certificate of appreciation for time, dedication and a tireless commitment to the Fishing Club and Hatchery. Several Board members offered kind words of praise along with many accolades from the membership for his years of service. After accepting his awards, Stan received a standing ovation from the membership.

The meeting concluded @ 7:27pm with a Raffle.

The club was excited to renew its always popular raffle. Tony Proscia and John Quilico won gift cards.

Congratulations to both.

The Couples Fishing Tournament was held in early August, and like the Kids Fishing Derby, it was a rewarding day for the many teams who participated. Each team could fish from their boat or use the docks. Catching fish was of course the primary goal of the tournament, but a secondary benefit was the camaraderie and competition a tournament brings. Unlike the competitiveness of a bass tournament, the Couples event was not about bragging rights, it was about a chance to enjoy a day of fishing with friends.

The day started around 8:30 with coffee, a Bloody Mary Bar and breakfast snacks. By 9:30 everyone was out to their secret fishing spots.

Fishing continued until 12:30, after three hours of searching, casting and reeling in their catch, each team made their way to the weighing scale. Each team’s catch was recorded for total weight of all fish caught. After the weight was recorded, all fish were released back into Lake Carroll. Lunch was next up for the hungry anglers. Everyone brought a favorite item to grill along with a side dish for all to enjoy. Following a much-needed meal from a hard day’s fishing and friendly conversation, John Quilico announced the winning teams. In first place were Fred and Julie Reddies with 10.3 lbs. of bass, perch and bluegills. Second place was David and Eileen Gehrke with a catch of 7.43 lbs. And placing third was Mike and Pat Bykowski with a weight of 5.6 lbs. Congratulations to these lucky winners and to all the other teams. A big round of thanks goes out to each team and to John and Nancy Quilico for coordinating this year’s event. See everyone next year.

Just a brief note on the Fawn Pond Fingerling trial: On August 9th, a Seine net was dragged across two small sections of Fawn pond in hopes of netting a few walleye. The task was difficult in that the lake bottom was cluttered with skids and tree branches. Unfortunately, no walleyes were netted. Not finding a walleye doesn’t mean they’re not in the pond and not doing well. It only suggests that the zero catch results are inconclusive. As a side note, after the large rainfalls in July, four walleyes had passed through the spillway and were found swimming in pools behind the Hatchery. These four walleyes were netted and returned to Fawn Pond. The hope is that many other walleyes are growing and will be netted in the Fall when the pond is drained. One positive observation was made, the minnows added in May are healthy and reproducing. Many different sizes of Fathead and a few Stickleback minnows were netted. These minnows will provide food for the walleye throughout this year. Another piece of good news is that because of the large number of minnows observed, a second batch will not need to be purchased. We receive numerous calls every year about snakes at Lake Carroll, and every one of these calls are from members that are NOT snake lovers! Snakes may very well be some of the most feared creatures, and much of this fear comes from misinformation or misunderstandings due to lack of knowledge about snakes.

This article is to help educate you about snakes in general, their ecological benefits to Lake Carroll and your homes, as well as actions you can take to deter snakes from being around your home.

I will also precursor this with it is illegal to kill snakes in Illinois.

Don’t be so quick to kill, or want to kill, a snake. Give it some time (10-15 minutes), and it will leave. If it is there, it is hunting harmful rodent pests that cause way more damage to your property than that

snake ever will.

“Overcoming fears and prejudices about these misunderstood creatures is a first step in learning how beneficial they are. Allowing them to co-exist with man benefits us all.”

Of the 40 species of snakes that inhabit Illinois, only 4 of them are venomous. Eleven of the 40 are on the endangered or threatened species list. As for Lake Carroll, the majority of venomous snakes in Illinois occur in the southern one-third of the state, and of the four venomous snakes inhabiting Illinois, 2 are on the endangered and threatened list. Therefore your chances of seeing a venomous snake here would be pretty rare.

Snakes, as well as other reptiles, are coldblooded. They cannot regulate their body temperature like we do; therefore they are the same temperature as their surrounding environment. This is why snakes can feel cold to the touch at times, and why you see snakes ‘sunbathing’ or ‘basking’ in the sun on the lakefront.

Even though snakes can be cold to the touch, they are not slimy feeling like many think.

One reason, I believe, for the fear of snakes is that snakes don’t have eyelids or ears. This ominous stare provides many people with a shiver up their spine, and misunderstandings of what snakes are about. Since snakes do not have ears, they hear by feeling vibrations in the ground.

Another fear some have is that the tongue of a snake can sting you. This is false. The tongue is used to taste and detect odors in the air around the snake. This helps them to find prey as they hunt. Again, having snakes around the lake is very beneficial to help control rodents and other pests around your home.

While most snakes are not aggressive towards humans, they will ‘bluff’ a would-be predator (or human) by flattening their head, coiling, or vibrating their tail and giving the appearance of a venomous ‘rattlesnake’. This is a defense mechanism for snakes to help them evade predators. However, if you try to grab or attack them, they may strike or bite at you. Just like other wild animals. And just like other wild animals, it’s best to give them some space and let them leave on their own.

Following the damage from the July 20, 2017 storm, the West Marina docks needed repair. If you happened onto our LIVE West Marina camera, you would have seen this crane assembling the barge to be used in the repairs. Within a few days the damaged docks repairs were completed and Members were once again able to use their boat slips.

LCA has LIVE cameras on the top of the Tube Tow hill facing east and at the West Marina facing southeast. It’s a great way to check on weather conditions and activity at these two amenities. Links to the two cameras can be found on the homepage of our website, www.golakecarroll.com.

ILLINOIS’ VENOMOUS SNAKES There are four species of venomous snakes found in Illinois, and they all share three common characteristics: (1) an elliptical cat-like pupil; (2) a heat-sensing pit on each side of the head in between the eye and nostril; (3) a single row of scales on the underside of the tail.

The four species are the Copperhead, Cottonmouth Water Moccasin, the Timber Rattlesnake, and the Eastern Massasauga. Bites by venomous snakes most often occur when someone picks up a venomous snake, they step on it, or they corner the snake forcing it into a defensive position.

However, most snakebites in the United States happen to people working with them in captivity and of those bitten less than one-tenth of one percent actually die. There are more people killed by bee stings and lightening strikes each year than are killed by snakebites.

Either way, if you do see a venomous snake, leave it alone.

SNAKE CONTROL Even though snakes are very effective in helping to control rodents and some insect pests, and they aren’t aggressive towards humans, it can still be startling to come upon one unexpectedly in the field, in your yard, or on the lakefront. If getting startled by a snake isn’t on your daily ‘to do’ list, here are three things you can do to reduce the change of a surprise encounter.

(1) Keep your lawn mowed regularly; tall grass can be good habitat for snakes.

(2) Keep woodpiles off the ground; these make good nesting sites for rodents, which in turn attract snakes.

(3) Keep the area around your house free of trash piles and rubbish; Mice, again, are attracted to these potential nesting sites, which in turn will attract snakes.

You must keep in mind that even though you follow these steps, you may still get an occasional snake. As previously stated, don’t be so quick to kill, or want to kill, a snake. Give it some time (10-15 minutes), and it will leave. If it is there, it is hunting harmful rodent pests that cause way more damage to your property than that snake ever will.

It’s hard to believe that the summer has come and gone so quickly this year, but September is still one of the best months for golfing in Illinois. Our year was very busy, with many Tournaments, outings, and everyday play, and September looks to be another very busy month. We have several outings scheduled, which is why we have created such a large Reciprocal course list for everyone. The list of Reciprocal Courses will be with this article, so give the Pro Shop a call and we can help you find an alternative, if we have an outing. I also have included the list of Jason Hill remaining golf events to help with scheduling your September PGA Golf Professional and October golfing. We have a few member events coming up that are fun for all golfers. Check out the Schedule of Events.

Speaking of events, this year’s LCA Ryder Cup was another great time with 60 players being paired up for the Ryder Cup style event. The event started off with the Par 3 competition and pairing party and concluded with 9 holes of better ball of pair, 9 holes of alternate shot, and finishing with 9 holes of scramble. This year the Red team, Captained by myself, was victorious, beating out the Blue team, Captained by Mike Allspaugh. See page 1A for a photo and list of the Red Team members.

Thank you all for participating in this great event. All of the Red Team will be invited to the Tournament of Champions and the Awards Banquet in October. Look for your invitation and RSVP in late September or early October.

With the Invitational behind us, 21 ladies played the Big Break on Wednesday, August 16th. After a scramble on the front nine, everyone enjoyed trying to conquer the various obstacles Jason, Mike, and Cameron had set up on the back nine. Some of these obstacles were driving the center of the fairway, hitting out of the trees, hitting out of a bunker, chipping over a sand trap, and putting up and down the hill on the 18th green!

Fun was had by all and with four flights, there were four winners: Flight A Sandy Bogusevic Flight B Betty Moorhead Flight C Barb Hevrin Flight D Jane Hayen What a great mix of golf and expertise! A big “thanks” to Jason and his team for creating an entertaining day!

“A Salute to Our Scottish Friend”

This past month the Association lost a great friend when he succumbed to Cancer at his daughter’s home in the suburbs.

Ian Keith a resident at Lake Carroll since 1996 when he built his home in Section 26. Ian, and his lovely wife Mary, were an active part of our community. Ian served on many committees through the years including Steering, Finance, various Ad-Hoc Committees and By-Laws. He also served multiple terms on the Lake Carroll Board of Directors.

We should all give thanks to Ian because he made an impact on our community with his insight and ideas on how to attack a problem with a solution. When you were on the Board or a committee with him, Ian’s favorite phrase was “We have to design a Plon!” in his unique Scottish accent. It was Ian who became disturbed when he went to a meeting where a budget was to be introduced and approved. The problem was the budget was not complete, no “Plon” to create revenue on a long-range basis. The Association had to replace a Snowplow at a cost of $110,000 with no “Plon” for the revenue. Ian along with others created a long-range planning process, a fixed asset budget to support the operations budget of the Association. The road budget “Plon” now extends out ten years with the help and guidance of Terry Derdzinski. Committees now put together five year plans to help future directions of our amenities and are reviewed every year with the Steering Committee. Yes, Ian Keith had an impact on his beloved community and left a footprint for many of us to follow.

He loved the Lake, especially fishing and was always ready to expound on how he caught the biggest fish of his life. I always enjoyed Ian on the golf course. He golfed with the patience of a saint and while you were with him he surely would at some time remind you, that the game was invented in Scotland.

Ian was born in Aberdeen, Scotland and was very proud of his Scottish legacy. Whenever he had a chance he would always find time to tell a story about his boyhood days in Scotland. One of my favorite stories he told was when he was a kid about twelve years old. The Germans were bombing England, Ireland, and Scotland.

The Americans were not involved in the war at the time. Ian was walking home when a German bomber was flying overhead getting ready to bomb their community of Aberdeen.

All of a sudden, darting out of the sky was a British Spitfire that Ian witnessed shooting the plane out of the sky. He explained how everyone watching was relieved and with the wit and humor that Ian could display stated, “There was one bit of bad news from the encounter. The bomber crashed on our brand new ice skating rink.”

Look around my friends and realize the great things the Lord has given us. Sometimes we get wrapped up in our daily routine of life and tend to overlook the great things we have. Ian Keith was a friend to our community and I’m proud to call him my friend. Ian was a Professor at Quincy University and Judson University he did for teaching what Albert Einstein did for science, Frank Lloyd Wright did for Architecture or Ernest Hemingway to Literature. He believed that young minds are the roots of our future. Ian was like a Grand Master of Chess with the students, he comprehended not only where everything was, but also where everyone should be.

When Ian served our community, he used these same techniques to help lead and solve the problems our community had before us. I wanted to express what many who knew Ian felt, we will never forget our friend, his leadership, his sense of humor, his can do attitude, his caring for others and his outlook on life. “Rest in Peace Ian,” in that Scottish Family Castle that you would always tell us was older than our country.

Ian Fyvie Keith 1927-2017

Ian Fyvie Keith, age 90, a resident of Lake Carroll, IL, died Thursday, August 10th, 2017 with family in Wheaton, IL. He was born in Aberdeen, Scotland on June 15th, 1927.

Dr. Keith worked for Swift & Co., Dinner Bell Foods, and was a professor at Quincy University and Judson University. He was a member of Hubbard’s Marina in Florida and loved fishing and golfing. His greatest joy was time with his family and passing on his Scottish legacy to them all.

He is survived by his wife Mary, and children Susan (Mark Granzow), Robert (Deb), and Sally. Also his grandchildren, Allison, Aimee (Nate Friedrichsen), and Danny Granzow, and Brandon (Jessica), Tyler, Carly (Greg Aagaard), and Connor Keith. As well as his great-grandchildren, Owen and Gus Friedrichsen, Ella, Griffin, and Brynlee Keith, and Adley and Olive Aagaard. He is also survived by his brother Peter.

He was preceded in death by his parents and brother Hamish.

Ian will be sorely missed here on earth, but we rest in the assurance that he is with his Heavenly Father because of his faith and trust in Jesus Christ.

PAST REC EVENTS The Luau took place on Saturday August 12th with over 300 people attending this fun event at the Beach! The Gilligan band played great music throughout the night, kids enjoyed building sand castles, digging for sea shells, working on crafts, and dancing the night away in the sand.

Many Lake Carroll Members have experienced whole or partial outages at their Lake Carroll residences over the years. Recently, it seems to be increasing…and it’s not just during inclement weather. We have lived in Lake Carroll full-time for 26 years and have experienced the sporadic outages since we moved in. If you are like us and the power comes right back on before you get the outage report called in, you simply hang up. But is that what should be done? After my husband spoke to a ComEd rep following the recent outages, that does not seem to be to correct response. The ComEd rep wanted as much information as we could give him…Has it happened before? How often? How long is it off? Can we tell if it’s just us, our section, or the whole lake? So we have concluded that whether the power comes back on or not, we are reporting it and we encourage other Members to do so, too.

Refer a New Lake Carroll Property Owner and Receive $500

Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA. Here’s how the program works: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500.

To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current Web-site. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot and a photo of the property.

In addition to providing another person or family the opportunity to enjoy all the Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. The Association needs more Members and there are people out there who would enjoy the benefits of Lake Carroll Membership and Ownership.

THE HIGHLAND CHORALE REHEARSALS BEGIN SEPTEMBER 5 The Highland Community College Chorale is looking for vocalists for the upcoming season. STOP AQUATIC HITCHHIKERS!

Now that I’ve got your attention, we’re not talking about people walking down the road with a thumb in the air, but rather aquatic hitchhikers: Nasty little invasive species that can cause great harm to the ecology of our lake (and in turn the finances needed to manage the lake). Some of you may ask, “What is an invasive species, and why should we be concerned about them?” An unofficial definition could be that an invasive species is a species that does not naturally occur in a specific area and whose introduction does or is likely to cause economic or environmental harm or harm to human health. The main way these “invasive species” get into bodies of water (lakes, rivers, wetlands), is by “hitching” rides with anglers, boaters, and other outdoor recreationists.

If you sit and think about your boating and recreational habits around Lake Carroll, you will probably realize you have done one of these in the past. For example, Bill and Jane decide to meet some friends down at the Rock River for a day of sunbathing, boating and tubing, so they pull their boat out of Lake Carroll and head to the river for the day. They launch at the river where they put their boat in is LOADED with and INVASIVE plant called Eurasian Milfoil, and when the trailer comes out of the water it’s covered in these plants.

After a great day on the water with friends, they take their boat back to Lake Carroll and launch it, park their boat in the marina and take their trailer home. What they didn’t realize is that as the trailer was backed into the water, a big mat of invasive Eurasian Milfoil fell off the bunks and floated out into the lake to take root on the shoreline. Had Bill and Jane inspected their boat and trailer, and pressure washed it at a local carwash on the way home, they could have prevented this INVASIVE spread of milfoil.

Here’s another example. Johnny stops at the local bait shop and heads out to the lake for a bit of crappie fishing. Once he’s done fishing, he decides to dump his bait bucket into the lake instead of

disposing of it in the trash. I know, I know, how sad is it to dump that poor minnows out in the trash so they just die. But what Johnny doesn’t know is that there could be an INVASIVE Spiny Water Flea in the water with the bait. Instead of killing a few minnows in the trash, he’s introduced a species of zooplankton that can be detrimental to the fishery by making it difficult for larval fish to eat. And if a baby fish doesn’t eat, he doesn’t become a BIG fish. Or maybe some of the ‘minnows’ in the bait bucket are actually minnows that aren’t good for the lake.

There are many examples of ways you can have “hitchhikers”, but if you sit and think you will probably be able to think of ways they could spread. Now that you’re aware and paying attention to these concerns, the question is, “What can YOU do to make sure we stop aquatic hitchhikers from entering Lake Carroll?” Outlined below are a few simple actions that you can take to help prevent them from spreading.

-INSPECT and REMOVE aquatic plants, animals, and mud from boat, motor, trailer, and equipment.

-DRAIN water from your boat, motor, bilge, livewell, and bait containers AWAY from the boat landing.

-DISPOSE of unwanted live bait, fish parts, and worms in the trash.

-SPRAY/RINSE boat and equipment with high-pressure or hot water, OR -DRY everything for at least FIVE days before going to another body of water.

-NEVER release organisms from one water body into another.

The sad truth is that in the recent past, invasive species have been on the rise, and substantial funds are being spent to combat them all over the United States. RECIPE CORNER Bacon Egg Sandwich

8 slices bacon (8oz) cut into ½ inch pieces 1 Tbl vegetable oil 18 large eggs ½ cup half & half ½ onion thinly sliced Salt & Pepper to taste 2 plum tomatoes, seeded and diced 2 cups shredded cheddar cheese 32 slices Bread Hot sauce – for serving Preheat oven to 350 deg. F. Spread the bacon pieces in a single layer on an 18x13 sheet pan and drizzle with the vegetable oil. Bake until crisp and lightly browned, about 15 min, stirring halfway through. Remove the pan from the oven but do not drain the fat. Reduce temp to 300 deg. Meanwhile, whisk the eggs, half and half, onion, salt, pepper together in a large bowl. Pour mixture over evenly spread bacon. Top with tomatoes and cheese. Bake until eggs are set, about 25 minutes. Cool 5 minutes before cutting, serve on bread, toast or alone.

Serve with hot sauce if desired.

Leftovers heat up in microwave wonderfully.
