Nicor has a landscape recovery crew who follows their project to smooth out and reseed the easements. Many of you maintain/mow the easements in your front yards and may be concerned about the hay mesh seed protector left behind. For sure you will not want to get it caught in your mowers or string trimmers, but once the grass comes through thick enough that it looks like it needs mowing, that netting can be taken up and thrown away. The Nicor landscape recovery crew will not be back around to pick it up. It is up to you, or your mower provider (at your request) to pick it up and dispose of it.

Children’s Id Photos Photo of the Month To Be Updated For 2015 Lake Carroll Photography Club

With our current Membership ID cards having been issued in 2007, it is time to update children’s photos. A then five-year old is now 12 and a ten-year old is now 17…you get the picture.

Most kids in our database no longer look anything like the photo on their ID card.

Admin Staff is working on updating primary LCA Member’s dependent children 18 years and younger. We need a clear head and shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted.

The preferred method to receive new photos is via email to photoid@ golakecarroll.com. If you don’t have this option, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. If you are a new member in 2014 and/or have updated your children’s ID photos within 2014, please contact the office so we can remove you from our list.

If all goes as planned, ID cards of LCA Member’s dependent children 18 years and younger may be deactivated as of April 1, 2015 if new photos have not been received.

GM Report

Last month I dedicated a good portion of my monthly article to explain our annual budget planning process and I extended an invitation to all Property Owners to attend, observe, and participate in the Budget Workshops. Our first workshop was held on August 2, 2014 in the lower level of the Clubhouse. I presented the first draft of the 2015 Operating Budget to the Finance Committee, the Steering Committee, and the Board of Directors. After the operating budget was presented, the Finance and Steering Committee’s began looking at different options to fund the Dam Grouting Project which will need to be performed in 2015. That project will be the Mike Schmieder costliest, but will also be the most important repair we make next General Manager year. After the grouting discussion, all of the Lake Carroll Committee’s presented their request for new projects to be funded from the 2015 Fixed Asset Budget.

These requests were then voted on by Committee Representatives in an effort to prioritize the projects and separate the “needs” from the “wants”. While the August 2nd workshop took about five hours to complete, it was time very well spent and led to a very productive session.

The next Budget Workshop is scheduled for Friday evening, September 5th at 7:30pm in the lower level of the Clubhouse. Several decisions will be made at that meeting and the results of those decisions will determine the dues level which will be recommended to the Board of Directors for 2015. This year, we face many of the same challenges we’ve faced in the past. Our Membership has been declining at a rate of approximately twenty Members per year and this trend has been ongoing for the past five years. The loss of twenty dues paying members creates an income shortfall of $28,000 which needs to be covered by the remaining Members, before we even begin considering the cost increases involved in operating our Association. The Board and I are very aware of that dues increases are not popular and we’re also aware that the Membership has expectations of the Association. As we head into the upcoming budget workshop, the Finance Committee, the Board, and I will work together to create a balanced budget which will provide the funding needed to maintain the Lake Carroll Association in a way that we can all be proud of.

ASSOCIATION QUARTERLY PAYMENTS & MOWING FEES The 3rd quarterly payments and the May mowing fees were due July 31, 2014. Late fees of $100.00 were added to unpaid accounts on August 1, 2014. Many of these accounts are delinquent. To exercise your use of the amenities, all assessments & fees must be current. Please mail your payments immediately to avoid further fees.

REAL ESTATE TAXES The final installment of the 2013 Real Estate Tax Bill is due 9/03/14.

If you did not receive your initial tax bill, the Carroll County Treasurer’s phone number is 815244-0243. Courthouse hours are Monday through Friday 8:30 AM to 4:30 PM. VEHICLE & WATERCRAFT REGISTRATION & INSURANCE UPDATES Another reminder, before you put your summer toys away this fall, please update your registration & insurance information with the Association Office. If your IL watercraft registration expired on 6/30/2014, we will need a copy of the new registration card. We will also need the current registrations for your vehicles (cars, trucks, etc.).

BOW & ARROW REGISTRATION LCA Members wishing to obtain their Lake Carroll hunting packet (vehicle card, map & stand tags), must have their pictures on file in our database before this information will be issued to you.

Plan to visit the Association Office to have Karen or Missy take your picture or email your photos to photoid@golakecarroll.com. All dues & fees (i.e. marina concession, citations, etc) must also be current. Attendance at one of the Archery Meetings is also mandatory for the issuance of the hunting packet.

MARINA CONCESSION INVOICES Invoices must be paid within 15 days of the purchase or your current visa/master card must be on file at the Front Desk. Please keep your accounts current. ALL fees must be paid to exercise your use of the amenities! Plan on paying cash if you are delinquent!!

WEBSITE LOGON & REVERSE 911 Forms for both Reverse 911 & the website logon request forms are available on our website – www.golakecarroll.com. Click on Resources>Document Library>Membership-General Information or may be picked up at the Admin Office. You may fax, email, mail or drop off the completed forms at the Admin Office. Signing up for both of these services will keep you informed as to the happenings at the Lake. These forms are also included in the New Members owner packets.

DEED TRANSFERS If you make changes in the ownership of your property (i.e. trusts, LLC etc) at Lake Carroll, the Association Office requests copies of the recorded documents so we may keep our records current. If you sell your property we will need a copy of the recorded documents, transfer, & transfer reserve fees & any outstanding dues or fees before the new owners may obtain amenity cards & decals. We also ask the seller to provide us with their amenity cards, guest passes, & any 2014 decals which have been issued for their cars & “toys”. LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

I hope you and your family had a safe and wonderful summer season. New mile marker signage has been erected on the trail system. The new signs display the mile marker and also a section number, in cases where they are not located in a section, the area will be determined such as Hatchery or Dam. I would like to thank Shaun Nordlie, Facility Manager, and his staff for getting the signs ordered and erected in a very timely manner.

I would now like to discuss a much more freighting issue that at the time I am writing this article has become a disturbing trend. The Lake Carroll Security Department has responded to five ATV accidents on the trail system in the last six weeks. All of these accidents involved guests, three of these accidents involved the ATV’s rolling over, in all five accidents speed of the ATV’s was a contributing factor to the accident. Property owners, please take the time to educate your guests about ATV operation and the rules and regulations for the trail system, not doing so is irresponsible and dangerous. Work together with your guests and change this disturbing trend before someone is severely injured.

The deer harvesting program will begin to put up stands at Lake Carroll on September 1st. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads.

This brings me to another topic. I know the deer are enjoyable to look at but it is illegal in the state of Illinois to use bait to attract deer. ** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present. Page 11, of the Illinois hunting rules and regulations.

You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll.

Fall is right around the corner. As the nights cool off many of you will be leaving for warmer destinations and it is time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch that is plugged into an inside wall outlet. When the temperature in the residence falls below a preset temperature, the light is activated and will be viewed by Security.

Then Security will contact you or other contacts you have provided on your Residential Heat Light form. (See more information about this program on page or contact me if you have any questions) I have seen the devastation water can do to homes here at the lake because of a broken water pipe, something to consider.

I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YEILD TO YELLOW!!!

ATTENTION: It is unfortunate that the Security Department is still dealing with complaints about illegal dumping, disposal of garbage. We don’t know how to make this any more clear…It is illegal to dump residential refuse in any Lake Carroll Association dumpster, into dumpsters rented by contactors, or in another Member’s dumpster rented for their personal use. If your residence does not receive garbage pick-up then the garbage must be transported back to your residence, and please remind your guests of these regulations. If you are not around to take your refuse container to and from the curb, Moring Disposal (800-423-0759) has a program that will take care of that task for you. A reminder: refuse containers must be returned to the residence within 24 hours of pick-up.

Watercraft Safety

I would like to talk about BOATING SAFETY, especially standing up in a boat when the boat is trying to come to a stop at a dock. This is most prevalent with pontoon boats. I can’t believe the number of people I see standing up, trying to help the driver dock the boat. Most of the time the drivers vision is blocked as a result of the guest(s) trying to help the driver dock the boat. Some even stand on the very front of the pontoon, in front of the railing. I saw a lady the other day standing in front of the front railing with a pole in her hand trying to grab the dock and pull the pontoon in. What if she would’ve fallen off? She stood a good chance of being crushed between the boat and the dock. Since a boat doesn’t have breaks, and it requires the operator to put it into reverse to slow down, many operators don’t quite get the feel of the throttle correctly and sometimes the boat goes backward a lot quicker than they expected it to. That’s a good way to knock someone over that was standing up. Your best bet when the boat is pulling up to the dock is to just keep sitting and enjoy the ride, while remembering to keep your hands and feet inside the boat. If you must help grab the upright on the dock or use the docking pole and at least kneel down on the seat while you’re doing it.

One other caution, if you must step into the water at the boat launch to crank your boat either on or off the trailer, please be careful. This area can be quite slippery depending on the time of the year. The worst thing to happen would be to slip and fall and slide under the boat trailer. I have seen it happen more than once.

ATV and Trail Safety

We have had several ATV accidents recently, all due to excessive speed. The speed limit on the trail is 30 mile an hour. The Security Department will continue to run radar on the trails in their attempt to keep the trail users safe. Please slow down and be careful. Lastly, please give proper instruction to your guests that go out with you, or use your machine. Most of the referenced accidents were caused by guests of Members, and ultimately it is the Member who is responsible.

Remember, Safety First... especially while boating and riding on your off-road vehicles.

Security Residential Checks & Low Temperature Light Checks

Submitted by Luke Fossett, LC Security The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check.

The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home.

These low temperature switches can be purchased at most home improvements stores.

Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

Hello fellow members…it is time to write another article that I would hope would catch your eye. I had one of our members tell me he usually does not read the articles because over a period of years it all seems the same. I suppose I can understand that point of view because we usually talk about how nice the weather is or having a good time with our amenities etc. etc. The one thing for me, having a home here for 20 years and owning my lot since the beginning of the Association, is I never find it boring living at Lake Carroll. If you are active with this community, you never know what the next Norm Hoffman page will bring. Keep a level head, enjoy the amenities, and help Board President participate in making our community a better place to live.

This time of year marks when our Board, Finance Committee, Steering Committee, and LCA Management Staff begins being serious on our proposed budget for next year. The two words most members do not want to hear is “dues increase”. When drafting the next budget we wish that was always the case; however when our costs go up we are faced with a raise, create new revenues, or cut services. This time of year really becomes a balancing act when we discuss the simple topic of how do we keep what we have at the lowest possible increase.

We have a dam that will need grouting and insurance costs rising over and above most price hikes. If the State passes a raise in minimum wages this will also be cost hikes that we cannot avoid. I guess that is the bottom line, no matter what the economic climate, costs continue to rise and we do not have much control on certain cost hikes. I just want you to know we have a great team of volunteers and staff that are working on a budget that will be as fair as possible to us all.

The July Board Meeting had a couple of topics that had a few mixed feelings and split votes.

One involved the recommendation to mandate the conversion of all current septic systems to an aerobic treatment system. The first question that was asked, do we have the power to call for that mandate? This question was referred to legal council and the motion was postponed to the August Meeting for further discussion. At the current time, our A&E Committee is very passionate on believing this is the right move to help protect our Lake. Hopefully at our August Meeting further information and discussion will arrive at a decision.

The other topic that has raised a controversy among members, as well as the Board, is the subject of authorizing the GM to apply for a Video Gaming License at the Clubhouse.

This topic has been studied for quite some time now and the Board voted by only a 4-3 vote to move forward and apply for the gaming license. The main objective is to add more alternative revenue to our Association. Seeking additional revenue to our Association has been a very difficult task. Relying on our dues and losing dues-paying members has caused us to create additional sources of revenue. Our Finance Committee has been trying to come up with additional revenue avenues along with our other working committees. The Clubhouse Committee has researched this project and recommended for the Board to move forward and give it a try. I just ask for our members to be patient and if this does not work we will probably remove at a later date; however, if it generates substantial added revenue it could become a great help.

I would like to thank the Clubhouse Committee for their persistence and hard work on researching the gaming possibility for our membership. The negative feeling came across strong; however the Committee continued to find the answers to the questions and the doubts concerning this activity. When all was said and done the questions were answered and four members of the Board decided to support the Committee and give the project a chance.

I tip my hat to the Clubhouse Committee for their hard work on this topic and hopefully increasing revenues for us all.

Dollars & Sense

As we work our way through the budget process, I thought I’d review where we started and where we are heading. There are 3 components to our budget: 1) Operating, which includes salaries, insurance, utilities, and other costs for the day to day operation of our amenities; 2) Fixed Assets, which include repairs and replacements to the Association’s roads, buildings, vehicles and other equipment intended to last for years; and 3) Debt repayment, which is a fixed budget amount of $160,000 to repay our pool loan plus an additional amount voted on in the last three years currently totaling $48 per member for an accelerated payoff of the loan.

In March of this year, work started on the Fixed Assets budget.

Jeff Howe Our General Manager, Mike Schmieder, presented the Fixed Asset Board Treasurer Replacement Schedule, which makes up part of the Fixed Asset budget. This list represents fixed assets that have been purchased in the past that have reached the end of their useful life and need to be replaced. These items make up a majority of the Fixed Asset Budget.

The other portion of the Fixed Asset budget is for new requests. These items are derived from 5 year plans maintained by the Lake Carroll committees and department heads that identifies new items or projects and what is needed to ensure each amenity area meets your expectations. March kicks off the annual review and update of the 5 year plans. The updated 5 year plans are then used to determine which projects will be requested to be put into the budget and Fixed Asset Request forms are prepared.

The Board also approved in March a preliminary funding level of $940,800 for the Fixed Asset portion of the budget to be used for planning purposes. This funding level would require about $45,000 in new income.

By late June, the committees completed their 5 year plan updates and the preparation of their Fixed Asset Request forms. All this material was assembled and distributed to the Steering Committee, Finance Committee, and Board in preparation for the next budget planning meeting, which was held on August 2nd.

The meeting on the August 2nd started our General Manager providing his first cut at the 2015 Operating budget. This initial view only made adjustments to the Association expenses based on the past three years of history. This initial budget didn’t include any new income but rather starts with assuming the same dues level and fees as last year. As a result, this first pass indicates that we need to come up with about an additional $130,000 to fund the Operations portion of the budget. While adjustments and additional data still needs to be factored in, the initial view of this portion of the budget seems to indicate that funding next year’s budget is going to be a challenge.

The next part of the meeting then turned the attention to the Fixed Asset portion of the budget. In the past couple of months, we have received a report on the dam discussing a project to grout a portion of the dam to reduce the amount of water that escapes through the dam area. Let me first point out that the report indicates that the structure of the dam is sound. But there is water that flows through some portions of the dam, such as along the edges, which is normal. We routinely monitor the water flowing through the dam with a series of weirs, and there are indications that the south end of the dam has been showing some increases in the amount of water flowing through that area. There are ways to reduce the leakage, which would help maintain the lake level during periods of no rain. Our Lake Manager, Joe Rush, will provides some articles in the paper which will do a much better job of explaining the situation than I can.

The bottom line is that grouting the dam is a project which may cost up to $500,000, which would put an extreme strain on the Fixed Asset budget. A decision was made at the meeting to fund this project separately from the Fixed Asset budget by making use of a loan from the Fixed Asset Reserve Fund. The Finance Committee is examining options for repaying the loan in future budget years and will make a recommendation for the repayment. This topic will be voted on separately at the annual meeting. Stay tuned for more details.

With the grouting project addressed, attention was turned to the rest of the Fixed Asset projects. With $1,225,678 in budget requests and only about $940,800 in funding allocated, decisions needed to be made. Each committee made a presentation of the projects they were making requests for and their thoughts on prioritization of the projects. Following the CONTINUED ON PAGE 6A

presentations, the list was gone through and each project was assigned as either must have, like to have, or can wait until the future. After this exercise, there was enough funding for all the must have projects, with some money available for some of the like to have projects. The group then prioritized the like to have projects, and ended up with a Fixed Asset budget list of projects that will require $940,878 in funding, which will require about $45,000 in new funding.

There will be follow-up meetings September 5th to review the Operating budget again, after Mike has put in his refinements. The Finance Committee is assisting Mike and his staff in finalizing the budget by providing a line-by-line review of the Operating budget.

The next step in the meeting will determine how to come up with the additional funding that will be required by the budget. With an Operating budget potentially requiring $130,000 in new funding, a Fixed Asset budget requiring $45,000 in new funding, plus another $38,000 to repay the deficit from 2013, funding the budget will be a challenge which will likely require a dues increase larger than the past few years and some fee increases.

I have been on the Board for 5 years now. During this period, the economy has going through some rough times. The Association has been making an effort to minimize its impact on Members by keeping dues increases relatively small. Over the past 5 years, the inflation rate has averaged 2.08% per year while over the same period dues have only increased an average of 1.56% per year if you do not include the additional $48 that was voted on specifically for debt reduction.

In addition, fees have remained nearly the same during this period.

Combined, the dues and fees have been far from keeping up with inflation. During this same time, the number of dues paying members has decrease by about 100 members, causing a significant decrease in revenue. Despite the small increases in dues and fees, and the loss of dues paying members and other revenue income, the Association has done its best to make its operation as efficient as possible. The Association has been able to come up with some creative ways to save money that has been beneficial to the Membership, but we have also had to take some actions that were not always good for them members, like cutting services. Unfortunately, the Association has also been operating at a deficit in recent years. This trend cannot be continued much longer without jeopardizing the integrity of the Association.

The point I am trying to make is that when Steering Committee, Finance Committee, and Board meet on September 5th, they will likely finalize a budget that requires dues and/or fees increases that are larger than in recent years. This budget proposal will then be submitted for approval at the September Board meeting on the 26th.

This will be followed up with Budget Hearings in October. With your input from these hearings, the final budget proposal will be put together for voting at the Annual Meeting. I ask that as you evaluate the proposed budget you to keep in mind that the Association has worked hard to help you by keeping recent dues increases and fees low, but now the Association needs your help in recovering from these recent trying times. We will do our best to keep you informed along the way with news articles and information posted on the Lake Carroll website.

In moderating the former chat group, we saw our GM responding to a select group immediately, including nights and weekends.

Who can believe that it is September already!! What a summer it has been. I am happy to report that I made it through my first summer here at the Clubhouse unscathed, with only a few mild bumps and bruises. Now with that being said, on to our preparation for the many events that we have coming in September, thanks to all of the golf outings and business luncheons that we have booked. I look forward plan and prepare each event, catering to their specific needs, and Lance Leverton continue to creatively enhance each event with the various Kitchen Manager dishes that we will provide.

Lately we have had an influx of vegetarian request as well as vegan meals, and I want to reassure you that we have fun coming up with these various dishes and will continue doing so. It is important to let us know before you arrive to dine so we can accommodate these requests in a timely manner without dinner or lunch interruptions. I am speaking with my food vendors with regarding other options for those requests, as well, and have even put a vegetarian and vegan app on my phone to give me different ideas.

By the time this article is published, Denise Lahm and I will have completed some revisions to the menu. I know that changes can be challenging for both guests and staff, but we are really trying to make sense of what is selling versus what isn’t and get a handle on it. We still will surprise you with various specials on different nights, though.

Minutes of the Regular Meeting of the Lake Carroll Association Board of Directors - July 25, 2014

Convene Board Meeting: Norm Hoffman called the Meeting to order at 6:34 P.M. at the Conference Center.

He asked that all board members keep an open mind to the budget and he will also speak to his advisory council regarding the budget. Mike is ready with the operations budget and conversations are ready to begin.

Audience Questions/Remarks: Gloria Schmieder – 22-79 – wanted to wish our General Manager a happy birthday!

Rodney Fritz – 3-372 – Expressed interest with A&E’s comments and actions on the septic issue and wanted to know if there is a problem that they are addressing. Also he is building a complicated house at 21-8 and the need for stamped plans are not clear in the motions. He questioned if A&E had the power over septic and plans as he looked at the covenants and was unsure. The Board responded that the By-Laws expand A&E’s scope to cover this authority.

Ian Keith – 26-52 – His recent propane bill reflected a 2.something charge for him paying with his credit card and requested that the Finance Committee look into this again. The Board response was that Finance continues to investigate this matter.

Sandy Sorensen – 31-91 – Requested that during budget discussions that the board and GM revisit Pool lifeguards on Wednesdays during the summer when there are families with children there.

She feels that the $5 per member that we saved is not worth the liability.

Al Krisciunas 26-6 – wanted to compliment the clubhouse staff for using the thermostat wisely evidenced last Friday he was not freezing. He understands the thermostat is in the wrong location and this is what is causing the issue. He also asked that A&E weigh the pros and cons of aerobic systems. Lastly Al asked if there was a Lodge Committee appointed and if there was any concept presented to membership. The Board response was that the committee was appointed a few months ago and are only in the beginning stages.

Mike Siciliano – 1-24 – He requested an update on the reverse 911 system and if we were able to reduce the amount of time it takes to get the mes-

sages out to members. Mike Schmieder and Deb Stagno reported that we have over 3,000 numbers registered and this used to take hours to send out to that many members. As many members had multiple numbers, they asked everyone to select one primary number and this reduced the number to 1,486 which took 10 mins during the last test.

We are looking at the possibility of sending text messages as this would be even quicker but the concern is that not everyone texts.

Charlie Thompson – 23-224 – Questioned what the policy was on dogs as she is having a problem with a neighbor dogs as they are unleashed and sometimes found on her deck. Charlie has addressed this with her neighbors and no change has been seen. The response from Mike Schmieder was that if Charlie feels that she cannot remedy the situation that security should be called.

• Health Insurance is tracking well. He will follow up with our agent on employee insurance and the question on Medicare supplement insurance as with 2 employees this might reduce our premium and theirs but Mike needs more information.

• He will ask the Lake Committee and the Safety Committee to review Joe’s policy on how to treat blue green algae and the escalation process. At this point these is no evidence of blue green algae in the lake.

Dave Soldat questioned the concern that he is hearing that Nicor is running into rock on the north end of the lake and asked if this was going to cost us additional monies. Mike Kaysen responded that he and Mike Schmieder are working closely with Nicor to ensure that Nicor is working in the right areas of the lake with the higher concentration of homeowners, however Nicor could stop the project and ask for more money if all they run into is rock. The Board thanked Mike Kaysen for his diligence and for working closely with Nicor on the project.

Jeff Howe questioned the Board process for additional motions noted as such when they are included in the board packet.

Audience Questions/Remarks: Deb Stagno – 25-81 - thanked the Board for looking at the request for additional monies for the training and programming. She had sent a text to Lisa Vanderheyden regarding the decision and she is equally thrilled and both appreciate the Board’s support.

Mike Kaysen – 4-193- Thanked Bruce Sorensen and Arlene Gries for all their work on the 2015 A&E Rules and Regulations.

General Manager - Monthly Board Report (BOD) August 22, 2014

Following is a synopsis of this month’s activities.

I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the July 25, 2014 BOD Meeting. a. The proposed protocol for potential future Blue-Green Algae which was submitted for Board review at the July Meeting was forwarded to the Lake Committee and the Safety Committee for their review. The Lake Committee discussed the matter at their 8/4/2014 meeting with Joe Rush and Shaun Nordlie. It was agreed that a step will be added in an attempt to keep the main body of the lake open if toxins are only present in some of the coves. If the lake suffers another Blue-Green Algal bloom, water samples will be taken from various locations throughout the lake including coves, as well as the open areas. Toxin levels will be shared with Membership using all communication methods available. b. I was asked to provide a 2nd quarter financial review for 2014. The financials however, will not be available in time for the August Board meeting due to the demands of transitioning from our old accounting software to the new software. The 2nd quarter financial review will be provided at the September Board Meeting.

2. Administration: a. The preliminary 2015 Operating Budget was presented to the Finance Committee, the Steering Committee and the Board on Saturday, August 2, 2014 at the Clubhouse. The 2015 Fixed Asset Budget was also discussed and prioritized by the Committees. The Finance Committee has performed their review of the Operating Budget and I am in the process of developing answers to their observations. The budgets will be further defined at the next budget workshop which is scheduled for Friday, September 5, 2014 at 7:30pm in the lower level of the Clubhouse. b. The Land Lease Agreement between AT & T and the LCA has been finalized. We have yet to receive the executed agreement from AT & T. The effective date for the Land Lease Agreement has been changed to January 15, 2015. c. PTAB is currently reviewing our appeal regarding the Clubhouse and storage sheds. PTAB has provided us with a final opportunity to provide a response and additional evidence to support our assertions. Our response was finalized at the January Board meeting and was mailed by certified mail on January 27, 2014. It has been confirmed that PTAB received our response on January 31, 2014. We have not yet received any further correspondence from PTAB. d. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report 3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on August 13, 2014 and the minutes of that meeting are attached for your review. Discussions included the LCA’s position on electronic cigarettes, ongoing tool box talks with staff and the procedures which will be followed for the mandatory drug testing which will begin in January, 2015.

4. Accounts Receivable & Front Desk: a. See updated 2014 dues status report which is attached. Thru August 18, 2014, we are 20.5 DPE’s behind where we were on the same date one year ago. b. Eight Ownership transfers transactions were processed between July 19 and August 15, 2014.

Two of these transactions were homes and one was lot which was deeded back to the Association in lieu of foreclosure. c. As of August 14, 2014, 410 Natural Gas Permit Fees have been recorded totaling $102,500. d. As of August 14, 2014 only 4 of our 328 slips remain available. e. Many of the office staff, including Julie, the Front Desk staff and Lisa and Deb Stagno has spent countless hours preparing for and training on the new accounting software. Much of the time spent in August has been migrating data from the

old system to the new one. The new accounting software will go live on September 1, 2014. The “go live” date for the Membership software is tentatively planned for September or October. f. The Carroll County Trustee held its annual auction on July 25, 2014. 41 Lake Carroll Lots were available for sale through a silent bid auction. Only one of these lots was sold.

5. Finance & Human Resources: a. Finance: i. Operating Statements for July, 2014 will be available and sent to the Board electronically prior to 7/29/2014. The delay is a result of the time and effort which has been going towards the startup of the new accounting software. ii. Dues collections thru August 18, 2014 are running approximately 20.5 DPE’s behind that of a year ago. b. Human Resource: a. No specific report 6. Safety & Security: a. Luke attended a meeting on July 24, 2014 with HELO program director Scott Hagemann, along with Carroll County Sherriff, Jeff Dorn, Carroll County 911 board chairman, Matt Magill, Lanark Fire Department Chief, Randy Witt and Lanark Fire Department Officer, Hunt Thomas.

Mr. Hagemann presented a new program to get helicopters in the air as soon as an accident occurs to be determined by the C.C.S.O. Such as car collision or roll overs, ATV accidents. As soon as the Ambulance and Fire Departments are dispatched the helicopter will also be dispatched. This saves the time of waiting for the departments to arrive on scene and request a helicopter. The plan was very well received. b. Our Security department has responded to five (5) rollover ATV accidents over the past six weeks. No one was seriously injured in these accidents. In all five cases, guests, with little ATV experience were involved. Luke has written an article for the September Lake Carroll News asking the Owners of ATV’s to caution their guests to the dangers involved. Most of these accidents were caused by excessive speed.

7. Information Technology: a. Deb Stagno has been extremely busy working with the Administrative staff regarding the training and the set-up of our new Accounting and Membership software. Deb and the staff have been diligent during this time consuming process and are eager to make the conversions. b. A recommendation regarding the Codification project was made to the Board on July 1, 2014.

The recommendation was made by the Staff Codification Team to continue to use the existing Rules & Regulations which are updated by the staff and discontinue moving forward with the codification. A meeting with John Grotto was held on Wednesday, August 13, 2014 to discuss the project and numerous questions were raised.

Deb Stagno is working to schedule a group conference call between the Codification Team, John Grotto and American Legal.

8. Communications: a. As usual Donna Beyer remained very busy designing and printing promotional and informational flyers. Carry-out menus, garage sale materials, garage sale maps and much more was produced this month. Donna also prepared the 2015 Master BOD Calendar and Workshop Schedule which will be approved at the August 22, 2014 Board Meeting.

9. Facilities Management: a. In late July, we lost water pressure to the shower house at the West Marina. Brinkmeier Plumbing was called and the well pump was tested. Water was pumped from the well for 25 minutes before the well ran dry. The well was shut down for 5 minutes, and then water was pumped for 3 minutes until the well ran dry. Since the testing, we have not had problems with the well or the pump but it has been recommended that we drill the well an additional 150’ and dropt the pump 100’ lower than its current depth. The cost for this repair will be approximately $4,500.00 and we continue to monitor the water pressure on a weekly basis. b. Bids are currently being gathered for the conversion to natural gas for the Lodge, the Hatchery, Maintenance, Golf Maintenance, the LCA Office, and the shower houses at the West Marina and

Campground. A review of the bids for these buildings should be held in September, 2014. c. New mile marker signs were installed along the entire trail system. The mile marker signs also include section number and provide the same location information on both sides of the signs. d. Civil Constructors began with repairs to Lake Carroll Blvd. on Wednesday, August 13, 2014.

The installation of asphalt began on Monday, August 18, 2014 and should be completed by Thursday, August 21, 2014. New Asphalt is being installed on Lake Carroll Blvd. between the Clubhouse and Country Hill Ct. in section #25.

What an improvement!

10. Lake Management/Wildlife: a. The lake level as of August 15, 2014 was 739’ 5”, 7” below pool elevation. Water had been going over the spillway since June 21, 2014 and stopped on July 31 due to the lack of rain. b. The weed harvester has been in the water, cutting and removing weeds since mid-June and we’re still at it. Though the harvester is functioning properly, water has been observed in the Hydraulic oil. The hydraulic filters are being changed frequently to keep the machine functioning. A repair will need to be made in the offseason prior to the start of harvesting next year. c. We continue to monitor for Harmful Algal Blooms (HAB’s). We are starting to see the beginning of a possible bloom, and anticipate sampling before the end of August. I believe rain would help reduce the formation of scums, but the forecast is weak. However, we’ve been blessed with cooler temperatures this summer and better rainfall, which has probably helped to keep the bloom at bay. d. At the Lake Committee meeting in July, we discussed the draft HAB protocol, and the Lake Committee voted and recommended to the management team that the established protocol take into account the scum sample as well as the openwater sample when making decisions on closing the lake. If the HAB scums are founded only in the back of the coves and are determined to be producing HAB’s with elevated toxin levels; while at the same time the open water samples are below the 20 ug/L WHO recommended guidelines, we will recommend closing the coves to boating and swimming. If the open water samples are found to have higher toxin levels than the WHO recommended guidelines, then the lake would be closed to contact activities. This protocol is still under development and discussion. e. The continual water clarity observed at the lake this year has allowed for more than normal aquatic plant growth and the aquatic harvester has been very busy this year. This increased water clarity may be due to the invasive Zebra Mussels.

If this is the case, we can anticipate heavier plant growth in the future and the need for more cutting. I’ve talked to Shaun about increasing the manpower and fuel budgets for running the harvester in the future. f. Chemical application for invasive plant control took place in August. Along with the Eurasian Water Milfoil and Curly-Leaf Pondweed, we now have Brittle Naiad causing issues in Section 4 and Section 27. Both areas were treated and will be monitored. This plant can be very problematic as it can spread by seeds or fragmentation. I plan to provide an educational article to the membership making them aware of this invasive and to notify us when and where it is observed. This should aid in chemical application for control / eradication of the plant. g. We anticipate the 3-tubes expansion project to begin in September. Shaun and the contractor are working together to ensure both the dredging and the expansion can take place in tandem. The dredge pipe is currently going through the construction site for the expansion project and they need to work together so that both projects are not delayed. h. Shaun will talk with this contractor about pricing to include removal of sediments upstream of the gabion baskets at the 3-tubes. i. As I usually do, I have attached Joe Rush’s entire Manager Report so you may get his perspective on issues pertaining the lake and dam.

11. Building Inspection/Architectural & Environmental: a. No specific report Golf Operations (Pro

Shop): a. The weather has continued to be good for golfing in July and the beginning of August. Rounds are up over last year’s totals and September looks to be very busy with outings. We have several outing scheduled for September and some of the events are new business and will help with our year end totals. We have schedule 13 outside groups scheduled for the remainder of the year, some are small and some are large. b. July and early August were very busy months with several club events along with several outside outings. The Highlights were the Ladies Invitational, Poa Big Cup Scramble, Freeport Realtors, Traveling Senior men, and the Lake Carroll Ryder Cup all were completed with great participation and success. c. Junior Golf Camps this year were extremely successful, with over 70 young golf students participating in 4 different camp weeks. d. We will be having the course re-rated by the Chicago District Golf Association on Aug 25th, this is used for the handicapping of golfers and needs to be done, since the changes and the fact that this has not been done for over 15 years. e. Tyler Wiek, one of our assistants, has completed the first stage of becoming a certified PGA Golf Professional by passing his playing ability tests. Now he will be starting the educational part of the program. Mike Alspaugh will be participating in his playing ability test in August. Shane Stuart will be taking his level 2 tests this fall. f. We continue to see more Public play from greater distances then in the past few years, some of this is a sign of the economy getting better and that the course is getting better and better every year. g. Jason is asking for some direction regarding the Golf Pass program for next year, due to the need to start advertising for it in November and December if it is something we are still interested in. With the late start with it this year we had 3 single memberships, 1 junior membership and 1 Couples membership.

12. Golf Maintenance: a. I continue to receive countless positive comments regarding the fine condition of our golf course. Great job by Tim Throop and his crew.

13. Clubhouse Operations): a. No specific report 14. Recreation Complex Operations: a. Aquatic Complex: i. The indoor and outdoor pool remains open for regular hours with most equipment running smoothly. We started losing water from the outdoor pool in late July and only recently found the source of the leak. An underground line pumps water from the equipment room to a set of small geysers in the shallow area of the pool.

When we shut the valve which feeds the geysers, we stopped losing water. A plumber was able to hear a gurgling noise beneath the concrete pool deck. Repairing the line will require cutting into the concrete to expose the leaking water line. We will not attempt the repair during the outdoor pool season and will share an estimate at the September Board meeting. ii. On Wednesday’s the diving board and slide are closed with only one pool attendant on duty.

The Wednesday’s early in the summer had been rainy and/or cloudy so the closure effected very few. Since that time however, we have been receiving some complaints from Members who were unaware of the change and were disappointed that the slide and diving board could not be used. b. Recreation: i. 81 Members used the Fitness Room between July 15 and August 15, 2014. ii. The second session of Kids Camp took place August 4th thru August 8th. 57 kids enjoyed the fun filled week of crafts, activities and games and many parents told Chelsey that they are looking forward to next years camp. iii. Members of the Lake Carroll Women’s Club visited Good Samaritan Society in Mt. Carroll to help celebrate with the residents who have August birthdays. This is an annual outreach for the club. We entertained the residents with several games of Bingo, lively renditions of “Happy Birthday” and of course homemade cookies. Over 20 residents and their families participated. Lightning Stike in Sec 4

Lake Carroll finally received some much needed rain on August 21st in the form of a thunder storm. Locally, we received about 2 inches with the heavier rains to the north of us. Paul Gonzalez (4-142) reported that lightning struck one of his pine trees in his yard. The strike exploded the bark and several inner layers shooting like projectiles towards their garage. So if you live in section 4 and you heard a clap of thunder around 6am on the 21st that sounded like it was right outside your house…it was close. Photos by Paul Gonzalez.

Since sap is a relatively poor conductor, its electrical resistance causes it to be heated explosively into steam, which blows off the bark outside the lightning’s path. In following seasons trees overgrow the damaged area and may cover it completely, leaving only a vertical scar. If the damage is severe, the tree may not be able to recover, and decay sets in, eventually killing the tree.

In sparsely populated areas such as the Russian Far East and Siberia, lightning strikes are one of the major causes of forest fires. The smoke and mist expelled by a forest fire can cause electric charges, multiplying the intensity of a forest fire.

The two most frequently struck tree types are the oak and the elm.

Pine trees are also quite often hit by lightning. Unlike the oak, which has a relatively shallow root structure, pine trees have a deep central tap root system that goes down into the water table. Pine trees usually stand taller than other species, which also makes them a likely target. Factors which lead to pines being targeted are a high resin content, loftiness, and their sharp needles which lend themselves to a high electrical discharge during a thunderstorm.

Trees are natural lightning conductors and are known to provide protection against lightning damage to nearby buildings by diverting lightning strikes away from structures. Tall trees with high biomass for the root system provide good lightning protection. An example is the teak tree (Tectona grandis). When planted near a building, its height helps to capture the oncoming lightning leader, and the high biomass of the root system helps in dissipation of the lightning’s charge.

Venetian Night 2014 When it comes to celebrating summer, Lake Carroll residents know how to do it right! On August 2nd, ten boats, decked out in everything from balloons to Christmas lights cruised the lake during the annual Venetian Night parade, sponsored by the Lake Carroll Yacht Club.

Tradition has it that whoever receives the coveted Lady of the Lake during the Robber’s Bingo event in March proudly displays “The Lady” on their boat and leads the parade. This year the Geraghty family earned the honor. Other boaters that took part in the extravaganza were the Rolff’s, the Siciliano’s, the Molloy’s, the Ewing’s, the Pavell’s, the Hill’s, the Feigl’s, Rick Short and Pattiann Firmiss and Barb Anderson and Dennis Gantz. Each of these boaters was joined by friends and family.

Prior to the actual parade, everyone brought appetizers to the West Marina to share and spent time socializing and getting to know one another better.

Once dusk arrived, security paved the way by leading the boats safely around the lake.

The boaters were cheered on by applause, whistles and fireworks from families enjoying the parade from their docks and decks along the route. Many other boaters, sans lights, joined in the flotilla and added to the fun!

Once back at the marina, many of the participants joined the luau at the beach and finished off the evening enjoying the music and frivolity with friends and family.

If you didn’t take part in Venetian Night this year, think about joining in the fun next year.

The more boats, the merrier!

The Annual Beach Luau took place at the West Marina on August 2nd with over 150 people attending. Many dressed in festive island attire. Beach balls, bags game, crafts, face painting, digging for sea shells, building sand castles, and a fun photo booth made a great evening for everyone. Live entertainment provided by the Dirt Road Rockers had everyone on their feet dancing the night away in the sand. It was fun to have the participants in the Yacht Club’s Venetian Night Boat Parade show off their lighted boats and later joining us for the luau fun!

Facilities Update Hard to believe that it is September already; where did the summer go? None the less the Maintenance Department is wrapping up their summer jobs and gearing up for fall projects.

Let’s hope that the great weather continues and we have a beautiful fall season.

The harvester has been busy cutting weeds since June – weeds started slow, but have really been growing lately. The guys have been cutting in sections 1, 4 and 23 the most, but all sections of the lake and requests have been looked at and cut if necessary.

Shaun Nordlie It has been a successful season again for the harvester in spite Facilities Director of a few maintenance issues. We have some things we need to work on this winter before we get back out next spring to cut again. As of August 19th we cut a total of 90.5 loads of weeds which is approximately 180 cubic yards of weeds taken out of the lake. I would like to thank Jim Stagno and Raoul “Jeep” Hill for the hard work this year in captaining our harvester and Bob Ditzler in the maintenance shop for keeping the guys going all season. Jim and Jeep do an excellent job of getting as close as they can to docks and shorelines for our lakefront Members. They have certainly mastered the craft of operating a paddle wheel vessel.

As Nicor makes their way around the property installing natural gas lines, I am sure you have seen the crew that follows them rebuilding the landscaping then seeding and spreading hay blankets. This crew is making it around the lake despite all the delays they had with weather in early spring. They are using a netting to keep the seed in place that might concern you a little when you are mowing or string trimming. You will not want to get it caught in your blades, but once your grass comes through thick that netting can be taken up and thrown away so you will no longer have to worry about it getting caught in your mower.

With fall comes a shift back to the lake projects for the maintenance crew. We will be putting the dredge back in the lake soon after Labor Day. We will be back in the 3-Tubes area moving as much mud as we can until the weather gets bad. We also will be working on rip rap issues at the West Marina; redoing from the dam around the walkway to get to C-D-E-F docks and also in some of our greenway coves. We also plan on starting some mechanical dredging with the excavator and the barge. We do not know where we will be going yet for the rip rap and mechanical dredging projects yet; we certainly will not make it to all the coves, but we are hoping to start knocking them out as time permits.

A fun project that we will be doing this fall is the lowering of the spillway for our biannual inspection and then also getting the fish out that have escaped when water was going over the spillway this summer. This is a fun event for the staff and volunteers from the Hatchery. I will keep you updated on the date as we get closer, but it is always exciting to see all the fish that the guys get to put back in the lake.

Let’s hope we have a long fall with beautiful weather and ample opportunities to keep enjoying our great amenities.

Lake & Natural Resources Grouting… Why do we need it?

In an attempt to keep this short enough for a newspaper article, I won’t go into the history of the dam and its construction.

However, I will share with you that if we hadn’t grouted in the late 1970’s and mid-1990’s, this lake couldn’t come to pool.

Grouting has historically been a necessary maintenance item for our lake. While the integrity of the dam is good, the abutment where the dam attaches to the natural rock formation has issues Joe Rush with seepage (water passing through the rock formation). As Lake Manager an easier visual, there’s a “leak in the swimming pool”. This isn’t meant to cause fear or concern for our dam’s integrity. We’re merely pointing out the fact that water leaks around the outside of the dam. It always has and always will.

All earthen dams experience some type of seepage. Ours is no different. However, the volume of water leaving the lake can be surprising. Along with this natural “seepage” our dam was actually designed to allow approximately 2.6 cfs (cubic feet per second) of subsurface flow below our dam. This design was put in place to ensure water pressure didn’t push our dam up out of the ground, causing a real issue for integrity. 2.6 cfs of flow translates into 1,167 gallons per minute! When translated into lake level, this would be equivalent to 2.94 feet over the course of one year. I’m sure you’re thinking, “No wonder our lake gets low during dry summers!” Now, let’s factor in the loss due to seepage around the dam abutments. We collect data on these factors, and we lose about 10.5 cfs through all of our measured seepage. Translating this to gpm (gallons per minute), 4,713 gallons of lake water leave through our abutments every minute.

This translates to 11.9 ft on a 640 acre lake. Combining seepage with the design loss, we end up with 14.8 ft over the course of 12 months. WOW! As we all know, we can have lake level issues over the course of a dry season, but we know it isn’t 14.8 feet!

The reason is that water inflow through surface discharge of springs and watershed runoff provides the needed inflow that helps ‘balance’ our water throughout the year.

For the past two years we’ve worked to repair and improve our seepage monitoring to ensure we have accurate readings. With the recent readings, it appears that seepage through the south abutment has increased over the past years. Since our previous grouting program, seepage has increased at a rate over 1 cfs, which translates to 1.13 ft in lake level over 12 months. In the past, grouting programs have been expensive, but have greatly reduced seepage (50% reductions). We are currently developing a drilling and grouting plan for 2015, and we need the membership’s support to move this project forward. In the upcoming months we will be presenting this to the membership during our annual budget. We’ll be posting more information on this program in next month’s newsletter.

Fish Tales

There were 72 members who gathered for our monthly Fishing Club meeting and potluck. The attendance was very good and it was exciting to see a larger crowd again. The food was excellent, as always.

The next potluck will be Wednesday, September 10th. Just a reminder that the September potluck will be our annual brat and Italian sausage cookout and all you have to do is bring is a dish to pass.

The meeting was called to order by President Bill Comstock. Mitch Feucht led everyone in the Pledge of Allegiance.

Treasurer’s Report Mitch presented the July, 2014 financial report. A motion to accept the report was made by Barb Anderson, seconded by Fred Reddies. The report was unanimously approved by the membership.

Hatchery Operations Plans are being made to empty the basin below the spillway in October, at which time we will net the fish and return them to our lake.

The Couples Fishing Club Tournament was held on Monday, August 11th and a great time was had by all. The weather was outstanding.

Coordinates have been established. It will be located at the far end of the East Marina off the south point. Buoys will be put out the night before and the next day the barge will be loaded with rock and the reef will be built.

Donated Christmas trees will be placed in the lake on August 19. Anyone interested in helping should meet at the Hatchery at 9a.m. Since there aren’t too many trees, we should be able to finish this project in a couple of hours.

Other Events The Fishing Club Golf Outing is open to all Lake Carroll Members and guests (not just Fishing Club members) and will be on Sept. 6th. The starting time will be 2pm with dinner at 7pm. Members may play for a $20 fee which includes golf and dinner. All non-LCA members will pay $20 per person plus green fees and will include golf & dinner. A $20 fee will be charged for LCA members and nonmembers for dinner only. Be sure to set the date aside for a great time.

Mike Siciliano reminded everyone that annual Blue Mass will be held in Shannon at the fire station at 7pm on September 11th. A procession will precede the Mass at 6:30pm.

Mike also mentioned that we will not have a bus to Arlington Race Track this year, but anyone interested could give him a call and we could car pool. The date would be September 28th and the entry price would be reduced since it is senior day.

Bill Wilcox Painting – RAFFLE The drawing for the Bill Wilcox painting will be at the Fishing Club golf outing on September 6th.

There is still time to purchase tickets to win an awesome oil painting done by one of our own true artists. Bill Wilcox has made an oil painting of a hunting dog that has retrieved a bird. Bill has donated the painting to the Fishing Club to be sold, with the proceeds to assist our operations. Bill Comstock, John Quilico and Tom Stangl are selling tickets for $5.00.

This program will require strict adherence to State and Local game laws. We will require archery proficiency tests for all new hunters and expect all hunters to conduct themselves in a safe manner that is respectful to others and their property. Rules and Regulations Meetings will be held for all wildlife activities that are sponsored by Wildlife Management Committee.

This year the campground will be participation in the annual Lake Carroll Garage Sale being held September 13th. Revenue from the sale will go to the campground activity fund.

Bring the items you wish to donate to the campground beginning Labor Day weekend. Items not sold may be reclaimed by the donor or will be donated to Goodwill or other charitable organization.

The annual Community Bonfire was held on the Sunday of Labor Day weekend, August 31st. This year the entertainment was provided by Ron Henning. This is an annual event, so go ahead and mark your calendar for next year – Sunday of Labor Day weekend!

I know some of you were excited about the completion of the 500 pod adding an addition of 10 campsites. An item in the July minutes of the BOD meeting seemed to say the project had been approved by a 4-2 vote. This item was misleading as it was a vote to review project not approved for the 2014 Fixed Asset Budget for possible completion this year using funds saved by other approved project that were coming in under budget. Both Norm Hoffman and John Grotto voted against the motion since it was their belief this would be illegal. However one of the benefits of all of this is a Capital Funds Request is being submitted to the Board for funds to install electrical and water to the locations where the pods will be built. This is a start and hopefully will be followed next year with the pods themselves.

ByJim Splitt September - where has the summer gone? If you’re like me, hopefully you’ve spent your share of time on the trail this summer. So far the Trail Club has held two very successful events. The Poker Run had over 30 participants and the Free Rides introduced many new people to the trail, several of them new property owners.

The Night Ride on Saturday, October 18th is our next event.

Gathering location is at the Lodge starting at 5:00pm with the ride beginning when it gets dark (normally around 6:00pm). This is the event all of us in the club anxiously wait for every year. Last year we had over 70 machines weaving though the darkness. Since the date is so close to Halloween, many riders in the past have decorated their ATV’s and side by sides for the ride with this theme.

I would like to encourage everyone who participates to join in on doing this. Hint, there may be a prize for the best decorated.

How do you light up your ATV for the Night Ride you ask? There are 2 easy ways. The first is to buy a string or two of battery operated lights. The second way is a little more expensive, but works much better. What you need to have is a power inverter. They are available at auto parts stores, Radio Shack or online at Amazon. You need one that is at least 100 watts. As you can see, the inverter plugs into your “cigarette lighter” or some have clips that connect directly to you battery. To simplify how it works, it converts your 12v battery power to 120v so that you can plug a regular string of lights into it. The key is to use LED lights. With them there is very little drain on your battery.

The Night Ride will also be your last opportunity to purchase raffle tickets for the Win Your 2015 Dues Raffle. At the end of the ride, we will draw the winners. Three prizes will be awarded: 1st - your 2015 dues, 2nd - $500 cash, and 3rd - $250 LCA Gift Card. Tickets are $20 each or six for $100. The raffle is for Lake Carroll members only.

Winners do not need to be present, but you will be missing an amazing time if you are not there. We want to invite everyone to come out and watch the parade of ATV’s as they wind their way through the trail and also to come by the Lodge afterward to enjoy the bon fire and congratulate the winners.

From the Golf Pro

I can’t believe we are already talking about the September and October events…where has the season gone. It sure has been some great golf weather the last 2 months and we deserve it after this winter and spring. With luck, we will have a splendid fall and we all will get to enjoy some great fall weather golf at Lake Carroll.

Since the last month’s article we have held several events, including the following: POA Big Cup Scramble, several 9 and Dine Couples events, Moonlite Nite Golf, the NEW Lake Carroll Ryder Cup, and Mr. and Mrs. Club Championship, the first of 2 Lake Carroll vs Lena Matches, and the Eastland Boosters Outing, all were great Jason Hill PGA Golf Professional events and enjoyed by many golfers.

The NEW Lake Carroll Ryder Cup on August 2nd was enjoyed by 48 golfers and the event was a huge success. The Par 3 event on Friday night was extremely fun and the Pairings Party that night was very entertaining. Competition started early on Saturday with the 9 Holes Best Ball portion of the event, followed by 9 Holes of Alternate Shot, and finishing with 9 Holes of Scramble. The field was divided into two teams, Red and Blue, with the Red team being the victors with a point total of 23 to 16. The Red Team was captained by the 2014 Club Champion, Bill Green and the Blue Team was captained by the 2014 Senior Club Champion, Don Robinson. This year we did all of the maintenance improvements in the spring and there will be no construction on the course this fall. Thank you for your past understanding and enjoy the course. And finally, the season is starting to wind down and the Pro Shop credits are about to expire at the end of September. The Pro Shop still has plenty of merchandise to choose from and some great deals will be going on during this month and even better sales in October. So come in and shop before the selections are gone.

With the Invitational behind us, about 40 golfers enjoyed the Charity Fun Night that was held on Wednesday, August 6. This event is held every year toward the end of our golf season and is dedicated to raising funds for a charity. Both 9 and 18 hole league members are teamed together for a scramble format. Everyone enjoyed the camaraderie, dinner, and dessert.

Winners of this Charity Fun Night Scramble included Karen Carby, Jan Gillfillan, Marve Feucht, and Charlee Thompson. Dana Tautz had the longest putt on Hole #14, and Debbie McDonald was closest to the pin on Hole #16.

This year the Shannon/Lanark Food Pantry was chosen to be our charity recipient. League members made food and cash donations, along with raffle money and a sizable donation from the Ten O’clock Men’s group, the donations totaled $833.00 in cash and a great number of food items. We know this donation will be put to good use. Thank you to Mary Anderson and the morning 9 hole ladies for their efforts in this event.

With only a few weeks of league play left this season, there is still time to achieve more birdies, chip-ins, and “closest to the 16th pin” challenge. Good luck to all, and see you on the links!

Harmful Algal Blooms (HABs)

Over the course of the summer we have been keeping a watchful eye on our Lake for the presence of any Harmful Algal Blooms (HABs). Good rainfall amounts and cooler temperatures this summer have helped and until now, there have not been any HAB’s to report.

A greenish formation was observed on August 27th in the back of a bay in section 17. Three samples were taken from this cove and sent for testing. The first sample was taken from within the formation itself, the second was taken from an area about twenty feet away and the third from the nearest no-wake buoy. The sample taken from the formation showed a toxin level of 62 ug/L. The World Health Organization recommends that no contact be made when levels exceed 20 ug/L. Twenty feet from the formation the toxin level was .18 ug/L which is well below the World Health Organization’s recommendation. The third sample taken at the no wake buoy line was returned as a “no detect” which means that no toxins were detected.

Caution is advised and swimming in the backs of coves where algae is present is not recommended. The Lake, however, remains open for full use. We will continue to monitor the lake and submit samples for testing as needed. Watch for updates.

Bluebirds Across Nebraska would like to thank everybody who joined the organization this year in the attempt to increase the population of bluebirds in northern Illinois. We understand that all nesting attempts are not successful and it can be frustrating and sad at times especially when things seem to be going really well. Actually though, that just shows how much the bluebirds need our help with nesting boxes. Predators like sparrows and wrens are relentless and never seem to stop hampering the progress of bluebirds trying to raise a family.

We would also like to thank all the people that we’ve met on the golf course this year with their positive comments and interest in the bluebird house trail. Hopefully all golfers have had the chance to see some bluebird activity while playing a round of golf. We are already looking forward to monitoring the bluebird houses on the golf course next year. Boxes that didn’t have much activity may be moved around a bit.

“FIRE!!” is a four-letter word that none of ever want to have to yell or hear someone scream out in fear. It has certainly been devastating for homeowners and businesses in the western United States this year due to wildfires in severe drought conditions. Many were started naturally by rainless lightening events, yet some were from human carelessness.

Prescribed burning, however, can be a good thing. “Until recent times, fire was a natural part of life for our native woodlands, wetlands, and prairies. Ecosystems native to the Midwest depend on periodic fire events to rejuvenate growth and ensure long-term survival. Modern tendencies to suppress fire allow invasive plants (weeds) to out-compete our native grasses and forbs, therefore reducing plant and animal diversity.” (http://www.tallgrassrestoration. com/OurServices/PrescribedBurns.aspx) Illinois is called the prairie state because the state had an abundance of prairie grasses. The nickname for Illinois probably dates back to around 1842, but over the years many of our prairies have disappeared.

Lake Carroll has several areas, however, that have been left natural and this time of year we are able to see native plants throughout those areas. Some homeowners also have prairie gardens (like ourselves) and enjoy the wildlife that thrive within and feed on the vegetation.

It’s important each year these areas are properly maintained by burning them with ultimate safety in mind. How and when it is done is very important to its upkeep. I’ve seen several natural areas around Lake Carroll this year appear to be out of control with weeds that would have been destroyed if proper prescribed burns had taken place. But it’s best to leave these burns to the experts!

According to http://dnr.state.il.us/conservation/naturalheritage/prairie/burn.htm, fire helps to maintain the prairie by reducing thatch, weeds, and undesirable woody vegetation.

Usually, a burn should be scheduled for the site the first spring following planting. During the establishment phase of the prairie restoration, the site should be burned in the spring annually for five or six years. After this time, a prescribed burn every two years in the spring is sufficient to maintain the prairie. Following are some important safety measures that burn experts must adhere to: • Acceptable weather conditions, including 5-15 mph wind velocities.

• Secure an open burning permit • Do not select a day in March or April that is hot (70 to 80), windy (20 to 40 mph or higher), and with low humidity (20 to 40 percent) as this will be inviting a disaster.

Instead of traditional plantings, why not consider the use of native prairie plants in your gardening plans? Prairie plants are well suited to the soils and environment of Illinois! Below are the top 10 reasons I found to choose native prairie plant gardening over traditional plants: 1. Prairie plants are perennials that do not require replanting every year like many herbaceous ornamentals.

2. Prairie plants are nearly free of disease and insects.

3. Due to their extensive root systems, prairie plants are resistant to drought and dry conditions. Native prairie shrubs are resistant to cold winter temperatures too.

4. Considerable variation may be found in the heights, leaf sizes and shapes, flower color, and flowering times of prairie plants compared to the monotonous uniformity of traditional plantings.

5. Prairie plant beds situated along lakefront properties will deter geese from entering property from the lake.

6. A prairie landscape is educational. Few areas of prairie remain in the state, so these plantings help individuals to learn about these plants which caused Illinois to be known as the prairie state.

7. Prairie plants attract butterflies and other interesting insects.

8. Prairie grasses are spectacular during the fall when they assume their russet, yellow, bronze, and orange colors.

9. Prairie plantings provide valuable habitat for certain insects, birds, and other animals that live in grasslands.

10. Using prairie plants will reduce noise, conserve gasoline and oil, reduce pollution, and help to reduce accidents associated with lawn mowers.

2014 Taste of the Lake

This year’s Taste of the Lake, sponsored by the Lake Carroll Yacht Club, was a HUGE success!! 5 pier hosts, catering to a sold out crowd, treated boaters to a plethora of succulent dishes.

Boaters were given “goodie” bags with necessities such as maps, utensils, balloons to display on their boat, handy wipes and a special gift for each person in attendance.

Tom & Roseanne Stangl (and their large crew of helpers) created a delicious spinach strawberry salad, topped off with a refreshing fruit kabob. Karla & John Schmit treated boaters to an open faced Reuben sandwich and amazing chili. To add a little fun to their menu they also passed out chocolate or vanilla RumChata shots! Kristyn & Mike Vaneekeren provided pulled pork sandwiches with coleslaw and hush puppies. Gail & John Mitchell’s pier had sombrero deck hands helping boaters dock their boats so people could savor the Tastes of Mexico. This included a black bean salsa on Tostito scoops and mini taquitos in guacamole. They surprised boaters with a margarita to finish off the dish. Grant & Linda Ripper finished the meal off with wonderful chocolate covered strawberries and a delicious tiramisu! Everything was outstanding!

Pier hosts also took the time to decorate their docks with balloons and signs. It is a lot of work to be a pier host and the YC appreciates their hard work and creativity. Thank you so much for making this day memorable!

Following the Taste, the YC in conjunction with the Clubhouse sponsored a patio party featuring the ever popular Soda Band. Families and friends gathered for an evening of great music and dancing. It was the perfect ending to a perfect day!

A word of thanks needs to go to Mary Ann Gibus for helping organize the event and prepare the maps that boaters followed. A special thank you goes to Val Kachlic and Mary Grant for helping organize the event, making all the necessary phone calls, purchasing needed items and creating the “goodie” bags. This event wouldn’t have gone as smoothly as it did without the effort put forth by all these ladies. The YC would also like to thank the staff at the Clubhouse for their great job hosting the after Taste party!

If you’re not currently a Yacht Club member, you can still join and receive discounts on upcoming events. These will include the fall casino trip and possibly another bowling night.
