2016 DECALS/MEMBERSHIP CARDS As has been reported in the April issue of the Lake Carroll News, decals & Membership cards have been issued to Members who are current with their 2016 dues & fees and have returned the 2016 Information Sheet with the appropriate fees, insurance papers and registrations & photos. Effective April 1, 2016, decals must be displayed.

As the summer season draws closer, more & more owners are trying to register all their “toys” which is required to enjoy the summertime amenities. Please plan ahead by calling the front desk (ext 10 or 20). The Front Desk Staff will let you know what is needed to complete the registration process. By calling in advance, the front desk will try to have everything ready for you when you arrive at the office. Weekends (especially this time of year) can get a bit hectic. Please help us by checking your records, make sure you have decals for each and every one of your watercraft, ATVs, etc. you intend to use. We will do all we can to help. Saturday morning is usually not a great day to get in touch with your insurance agency for your insurance updates or for you to locate the current registration cards! If you plan on using the amenities (i.e. golf course, pool) and haven’t submitted your photos for your membership cards, email them now to photoid@golakecarroll.com. As we have been publishing in the previous issues of the LC News, CURRENT CARDS FOR DEPENDENT CHILDREN 5-24 YEARS OF AGE HAVE BEEN DEACTIVATED AS OF May 1, 2015 unless a new photo was submitted in 2014 or 2015. New photos must be submitted for the cards to be reactivated. As always, all dues & fees must be current to use the amenities and register your “toys”.

BOAT REGISTRATION Boat decals plus the CORRECT lot and section number must be displayed on all watercraft PRIOR to launching. Also newly registered watercraft (pontoons, jet boats, ski boats, runabouts, bass boats and deck boats) must be measured prior to launching. The Association requires at least one member per lot to attend the IDNR Boat Safety course. This course is mandatory if you wish to register a boat at Lake Carroll. If you have taken the course at Lake Carroll, the office will have your records. If you take the course at another location, the Association Office will need to have a copy of the yellow certification card, which you should have received at the completion of the course.

You must also complete and pass the Lake Carroll Boat Safety Quiz. Upon completion your test will be on file with the Association Office.

The LC Boat Safety Quiz is available on the Lake Carroll website on the Lake and Natural Resource webpage and at the Association Office.

For information on IDNR Boat Safety class locations throughout the state call: 1-800-832-2599. You may also go online http://boat-ed. com/il/ and complete the test. You will need to print the page with your results, if you wish to register watercraft at the Lake prior to receiving your actual IDNR Boat Safety card.

MARINA CONCESSION Please review the Marina Concession procedures if you plan to use the concession invoices at the time of purchase at the marina. As always, only members in good standing may elect to pay their purchases made at the Lake Carroll Marina by using the Marina Concession invoice. A minimum purchase of $25 is required to utilize this method of purchasing. A current Visa/MasterCard authorization form must be on file at the Association Office or your payment MUST be received within 15 days of purchase. If no payment is made within the 15 day timeframe, the amount due will be processed with the Visa/MasterCard information on file. The Association may curtail the privilege of purchasing at the Marina if concession invoices remain unpaid.

THE ASSOCIATION DOES NOT SEND STATEMENTS FOR CONCESSION INVOICES Please refer to the 2016 Rules & Regulations for complete details, Chapter 54 Lake Regulations, Section 54.06.

Members in good standing may also use their credit cards or Lake Carroll gift cards at the Marina to pay for their purchases at the marina.

CAMPGROUND INFORMATION Reminder: The month of May is the start of the mandatory camping requirements for the seasonal campsites. Two (2) overnight camps are required in May; four (4) overnight stays are required in June, July & August and September requires two (2) overnight camps. All campers must sign in with the campground host upon arrival. Campers may also sign in at the Association Office, if the campground host is not available. The sign-in forms are used to track the camping requirements. Please save your copies for your records.

Reservations for the daily/weekly sites may be made by calling the Association Office Front Desk 815-493-2552 ext 10 & 20. All dues & fees must be current to use any of the Lake Carroll amenities. Please review your campground rules. Only one reservation may be on the books at a time.

All campers must have a 2016 decal displayed. If you have not yet received yours, please call the Front Desk (815-493-2552 ext 10) MARINA SLIPS There are still a couple of Marina slips available at the West Marina (dam) for the 2016 season. The fee is $540.00. Please call 815-493-2552 x20 (Monday-Friday 8am–4pm) if you are interested in one of them. Only members in good standing are eligible to use the slips. Please refer to the 2016 Rules & Regulations for complete details.

NEW OWNERS Lake Carroll has several new families using the facilities this summer and we welcome all of you. Copies of the Rules & Regulations, ByLaws, Fee Schedules, an Information Sheet and registration information are sent upon receipt of the recorded deed & transfer fees to new Members. Please review this information. Decals & photo id cards will be issued when the photos are provided for our database and the completed information sheet is returned to the Association Office. All dues and fees must be current. If you return the information sheet in person, the Front Desk Staff will be happy to take photos of your family. Processing the 2016 cards will be done as time allows. You may also email your photos to photoid@golakecarroll.com. Please call or visit our office if you have questions.

QUARTERLY DUES PAYMENTS April 30, 2016 was the 2nd quarter due date for owners paying their dues on the quarterly payment schedule. A $100 late fee was added to unpaid quarterly accounts if no 2nd quarter payment was received by the due date.

2016 Goose Management at Lake Carroll

Ask not what the Lake can do for you, but what you can do for the Lake...

I know that the lake is still frozen, but in my mind I’m starting to think ahead to spring. Thoughts of golf, fishing (without an auger), trail use, skiing (behind a boat) and leaving the house without a jacket. Pleasant thoughts I must say, with one exception…..the return of hundreds of Canada Geese with two things on their mind: 1.) To become resident Geese and never leave and, 2.) Have as many little Mike Schmieder Geese as possible. Our Goose population has been, and continues to General Manager be, a huge problem for Lake Carroll. Grassy, gently sloping terrain leading to water is the ideal habitat for the Geese and Lake Carroll offers it in abundance. We are exactly what the Geese are looking for.

Over the years the problem has gotten worse. The biggest problem they cause is the mess they leave behind. They mainly eat grass, which has little nutritional value and to compensate, they need to eat a lot of it. Docks, swim platforms, boats, decks, and patios become littered with the droppings and what you don’t see can hurt you. Tons of this material is deposited into our lake each year and it’s not healthy for the fish or for us.

In 2014, working with the IDNR and the USDA, we held a Charity Goose Round-Up. Approximately 130 Geese were gathered and humanely transported to a food processing center to be converted into food products that were ultimately donated to area food banks.

It was a very successful effort and reduced the Goose population here at the Lake. This, however, is not a “one and done” process and should be looked at along the lines of routine maintenance, if we wish to keep the problem under control.

We are addressing this with a two-pronged approach, addling the eggs in the spring (see below) which reduces the number of hatchlings and, the Goose Round-Up. Last year we were very fortunate to have a Lake Carroll Member donate the funds necessary to carry out the round-up. The cost to remove, transport and harvest the animals is approximately $30 per goose. At a recent Steering Committee Meeting, someone asked if we were planning on another round-up this year. The answer was “no” because we did not budget the $3,000 $5,000 that would be needed to fund it in the 2016 Budget. The Steering Committee will be making a recommendation to the Board that we budget for future round-ups on an annual or semi-annual basis in the future. If we would like to conduct a round-up this year however, we need donations to make it happen.

The Lake Carroll Committees and Clubs have recently been asked if they would like to make a contribution to help fund a Goose Round-Up in 2016. We’re also asking the Membership to consider giving towards the effort. If you wish to make a donation for the potential 2016 Goose Round-Up, please contact me at 815-493-2552 at ext. #12.

Lake, Wildlife Committees need your help to locate Goose nests The Lake and Wildlife Committees have once again volunteered to assist the LCA with our annual “egg addling” work to help diminish the amount of new Canada Geese at Lake Carroll.

Egg addling is a common measure taken by many private lakes, like ours, who have an overpopulation of geese. Addling is applying a light coat of corn oil to the eggs and has no adverse effects on the adult geese. Though the Goose and the Gander will continue to maintain this nest during the incubation period, these eggs will not hatch.

We are asking all LCA Members to assist us in locating the nests. The geese will be laying their eggs in mid-to-late April. If the nests are on your property, we will need your permission to enter the property, usually from the lakeside, to complete the process which takes only minutes. If you know you have a nest with eggs, please call Ms. Arlene Gries at 815-493-2552 ext. 15 with your section and lot number, and the location of the nest. The LCA office can also provide you with small, colored (utility type) flags that you can place in close proximity of the nest. This will be of great help to the brave volunteers who will be spraying the eggs. Thank you in advance for your help.

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

Memorial Day is just around the corner, I would like to wish you, your family, and guests a safe summer season.

I would like to talk today about one of my favorite past times…fishing. I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions: 1. Who can fish at a Lake Carroll? Only property owners with a valid amenity card and an Illinois fishing license may fish Lake Carroll waters.

2. What about my guests? Guests are only allowed to fish in Lake Carroll when ACCOMPANIED by the property owner. Guests are not allowed to fish when the property owner is not present.

3. What about family members? The property owner may register immediate family members with the office and obtain a Family Fishing Pass for those members. This allows them to fish at Lake Carroll without the property owner being present. The family members are not allowed to bring guests with the use of this pass.

4. How many fish can I keep? There are size and creel limits for most species at Lake Carroll. The Fishing Club has always done an excellent job updating the size and creel limits. The information is posted at many of the fishing areas at Lake Carroll, as well as a postcard size card is available from Security and the Admin Office. (See card on this page) 5. How many fish can my guest or family members keep? You are allowed one limit per duespaying lot per day. For example, if a member takes 4 guests fishing and two family members they are allowed one total limit. Let me be clear, you are allowed 1 limit per dues-paying lot, regardless of how many people are listed on your lot.

6. Where can I fish at Lake Carroll? Lake Carroll itself. The spillway, sediment ponds, and Fishing Club ponds are prohibited from fishing.

The regulations regarding fishing are valid from the docks, from the shore, from a boat on the lake, and from lake front properties. Please make yourself familiar with the fishing Rules and Regulations to ensure you are going to enjoy fishing at Lake Carroll. The Security Department will be checking and documenting fishing activities. Citations and possible suspension of fishing privileges could occur if the Lake Carroll Regulations are not followed. Information can be found in the Lake Carroll Governing Documents Chapter 54. Sections .02 & .03.

It is that time of year again to display your 2016 vehicle, watercraft, ATV, golf cart, and camper LCA decals. Please display your decals as soon as you receive them from the LCA Office.

With the spring season upon us, bikers, joggers, and walkers return to the Lake Carroll roadways.

Please remain aware that these pedestrians will be sharing the roadways. For those of you who bike, walk or jog, wearing a safety vest is recommended. These vests vastly increase your visibility to motorist. Safety vests can be purchased at the LCA Office or any big box store.

A reminder that all piers, docks, boat lifts and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.07 (D).

I hope this information will be helpful for the 2016 boating season. The Illinois Department of Natural Resources stopped sending out renewal notice for watercraft in 2013. Watercraft registration is good for three years, so this may be the first year you won’t get a reminder. All registrations expire on June 30th, make sure you have renewed by this time. Registration can be completed at the DNR’s website, dnr.illinios.gov, click on boating and follow the instruction for watercraft renewal, a quick and easy process.

You should receive your new watercraft registration within 10 days. New watercraft registration may also be completed on this website. A reminder in order for a boat to be registered at Lake Carroll, current State registration is required to be on file.

It has been brought to my attention that a number of Lake Carroll property owners (residents) have been utilizing guest passes in their vehicles instead of purchasing a Lake Carroll decal. This is a violation of the Lake Carroll code of ordinances, Title V, Rules and Regulations, Chapter 53.07 (A)(3). Let me be clear, the Security Department will be checking vehicles displaying guest passes; it is a violation of the Rules and Regulations for a Member to display a guest pass in a vehicle owned by an LCA property owner.

I would like to encourage everyone that has not picked up a 2016 copy of the Rules and Regulations to do so. They are available at no charge at the LCA Office. The booklet is also available online at www. golakecarroll.com under the Document Library, in addition to the Lake Carroll Code of Ordinances on the Governing Documents page. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll. Not knowing a rule is not an excuse to violate one.

I would like to wish all the property owners and their guests a safe and enjoyable spring season and DON’T’ FORGET YEILD TO YELLOW!!!

Did You Know: ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system? This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B) (5) & (6).

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pick-up? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F) (2).

Did You Know: It is illegal to let you dog or cat roam freely at Lake Carroll. Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

As we enter into our busy boating season, please review the current Rules & Regulations and the following checklist. We want everyone to have a great and safe season!

LAKE CARROLL’S WATERCRAFT SAFETY CHECKLIST

Created by the LC Safety Committee & Neighborhood Watch ___ All state and Lake Carroll identification and licensing stickers current and in place. ___ The boat passenger capacity rating label prominently displayed. ___ A Personal Flotation Device (life jacket) on board for all anticipated passengers and age brackets. And remember that any person under the age of 13 is required by law to wear a Type I, II or III PFD while the boat is underway. ___ A boat over 16 ft. in length is required to have an approved throwable (Type IV) flotation device on board. We recommend including one in all boats. ___ A paddle or oar. ___ Workable fire extinguisher on board and readily accessible away from the engine. ___ Carburetor flame arrester on inboard engine ___ Lanyard Stop Switch (engine kill switch) operative. ___ Starting battery securely fastened in place. ___ Positive terminal of the battery insulated (covered). ___ State approved horn or whistle on board and operable. ___ All navigation lights in place and operable. ___ Skier Down Flag is now MANDATORY. If you will be towing someone behind your watercraft (ski, wakeboard, tubing…anything that has a person who could fall into the lake and be unattached to your watercraft), you MUST have this flag to signal caution to other boats of a person in the water. ___ And don’t forget the drain plug! Be sure it’s installed before arriving at the marina.

Well it has finally gotten warmer so we are all able to golf, boat, & ATV, to name just a few things we do at Lake Carroll.

BOAT SAFETY: Be sure and check your fire extinguisher. Hold it in your hands and shake it around a bit and pound on the side of the extinguisher. That will release any of the powder that is stuck together on the inside. Be sure to check the gauge; is it in the green? Do you have enough lifejackets and do any of them have any rips, tears, or holes in them? If so, throw them out. Find a “Boat Safety Checklist” elsewhere in this issue.

IL & LCA REQUIRED FLAGS: Two orange flags are required on your boat if you are towing a skier or tuber. One orange flag is to be in the air at all times when someone is being pulled by your boat (IL State required), and the other is to be raised when someone being towed falls into the water. You cannot use a single flag for both purposes. Both flags are sold at the Admin Office.

ATV SAFETY: Remember traffic goes both ways on the LCA trail system. The speed limit is 30 miles an hour, and in many areas that’s way too fast. Helmets and safety glasses are required. This is a recreational trail, not and off-road race track. Please make sure your visitors understand trail safety and our rules before they go out. If you’re with a group of people that includes visitors, put them into the middle of your group and not at the beginning. If they are at the beginning of the line, many times they don’t know of the curves ahead, and that can be very dangerous. You, the Member, are in charge of your visitors. They are your responsibility.

GOLF COURSE: Lightning can be very dangerous. Do you realize you are carrying the equivalent of lightning rods directly behind you on a golf cart? If you see lightning anywhere nearby, leave the golf course.

Also do not drive your golf cart in a reckless manner or with one leg hanging out. Many people have been injured when they have fallen out or had the cart tip over on them.

TORNADO WARNINGS: Our sirens will soon be installed. Whether you’re on the lake, riding your ATV, or on the golf course, when you hear tornado sirens go off, this is an immediate warning to take cover. Don’t keep doing what you’re doing and watching the storm roll in. SEEK COVER IMMEDIATLY! A tornado is nothing to fool around with. Until the sirens are installed the golf course does sound a warning horn as they drive around the course. The Security boats turn their lights and sirens on and go around the lake. Needless to say this means take cover, get off the golf course and get off the lake. If you are at home, take cover in your basement. Have a plan in place so everyone knows where to go and where to meet after this type of event.

THE ART OF CIVIL NEGOTIATION

First let me say: GO CUBS! Negotiation is defined in the Merriam-Webster dictionary as: a dialogue between two or more people or parties intended to reach a beneficial outcome.

Civil is defined as polite but not friendly: only as polite as a person needs to be in order to not be rude.

So, I would believe that Civil Negotiations would be a polite dialogue between two or more people or parties Clarence Grant intended to reach a beneficial outcome.

Board Treasurer What we have been seeing on television in the presidential debates is anything but civil or a negotiation. In a civil negotiation both parties present their position and a discussion takes place; a rational, calm discussion. Screaming, yelling, name calling and verbal threats do absolutely nothing good in bringing about an acceptable decision. Rarely does a negotiation end with both parties getting everything they want. Usually both parties get some of what they need to accept the decision.

Why do I bring this up and what does it do with money? Everyone knows that a new Lodge and Community Center are being discussed for Lake Carroll.

We all know that some are very much in favor of the project and some are very much against the project. Rumors are flying in every direction and most of them without basis.

Soon there will be special meetings about the Lodge and Community Center where the property owners can learn more about the project. What will it look like, what will it cost, and how long it will take to build? The committee that is studying this project has been meeting for over a year now and the meetings are open to all property owners.

At these meetings, or any committee meeting that is being held, I would hope that all property owners would exercise Civil Negotiation skills. When rudeness enters a meeting, credibility goes out the window. The final decision is made by the PROPERTY OWNERS when they vote for or against the project. It really is that simple, there is no need for rudeness.

A. An open area with a few trees and close to grass that is mowed on a regular basis.

Q. Do I have to feed the bluebirds?

A. No. Bluebirds are bug eaters.

Q. What are the main predators of bluebirds?

A. Sparrows and wrens like the same type of nesting sites and they both kill bluebirds and destroy their eggs. Outdoor cats are also a main predator to all birds.

Q. When do bluebirds start nesting?

A. The first nesting usually starts in April. They might try to nest two more times during the season if weather permits.

Q. Can I look into my bluebird house and see the babies?

A. Yes. You can look into the house every day to see the eggs or baby birds. It is a good idea though to stop looking a few days before the birds are about to fledge. You don’t want them to leave prematurely. Once they leave, they won’t come back.

Q. Why are there bluebird organizations like BAN? A. Bluebirds used to thrive in the United States a long time ago before the introduction of sparrows from Europe. Also, as with other wildlife species, their natural habitat is disappearing.

Many people have never even seen a bluebird. They get them confused with blue jays.

Mike Schmieder responded that the tube was not going to be replaced this year because the engineering firm on the project advised that it was not necessary to replace the tube yet, as it appears that it will continue to function properly for several more years

before needing to be replaced.

M16.03.14 Business Topics for Discussion: 1. Allow the use of credit cards for the payment of dues: Jeff Howe reported that he has

been examining the credit card issue, and said he believes we now may be in a position where we could start charging a surcharge on certain credit card transactions in a manner that meets the legal requirements of the credit card companies. He proposed that the Association put a policy in place that all credit card transactions processed by the administrative office be charged a surcharge. This policy would have no effect on the acceptance of credit cards in other LCA locations (Clubhouse, Pro Shop, Marina, etc.). Putting such a policy in place would meet the Members’ requests that we allow the use of credit cards for dues again while having a minimal financial impact on the Association. The Board encouraged Jeff to work with the Finance Committee to write up a policy for the Board to approve.

Board Directors Comments: Barb Anderson said that she had finished the data entry for the surveys that were returned by mail except for the written comments on 25 of the surveys, and that the staff completed the entry of those written comments. From what she knows, once everything was entered and combined with what the Members entered online, Joanie Perez was going to summarize the results and get it to the Steering Committee for their next meeting. Barb thought that we should put a question on future surveys asking specifically where a Member’s primary residence is, so we can get a better idea of what geographic areas we should be marketing to.

Norm Hoffman suggested to Mike Schmieder that it seems that the number of residents that stay here in the winter is increasing, and that we should consider that when the Association has special events at the Clubhouse, like the recent wine tasting, that they be held on nights it normally would be closed. about the replat policy change that he and Norm Hoffman were working on. Norm said he has passed a rough draft of it on to the A&E Committee for their comments. Jeff Howe commented that he has skimmed through the proposed policy, and it wasn’t clear to him whether the changes would have any effect on the number of replats. Jeff said he wasn’t at the last Board workshop, but listened to the recording, and commented that there still hasn’t been any discussion about whether we want a policy change or not. John responded that the proposed policy is still a pretty rough draft and more work still needs to be done.

John Grotto also asked about the easements for AT&T and the new cell tower. John felt that the easement specified in the lease is through the woods. Any change to that should probably be brought back to the Board for approval.

Audience Questions/Remarks: Joanne Harper (19-25) commented that the quality of food at the Clubhouse has been better recently. She asked if the quality will decrease now in order to bring the costs under control. Mike Schmieder responded that the goal is not to decrease quality, but to be smarter about choices and reduce waste. Joanne also asked if the extension to the Block farm lease included amenity privileges. Mike responded yes, the extension was under the same terms that included the privileges.

Tom Wienecke (1-62) commented that he was glad the Board voted to do the topographic survey prior to starting the dredging this year. He also asked why the motions for Committee appointments do not show up online when the Board Meeting agenda comes out. The response was that the appointments are discussed and the motions finalized during the Executive Session, so the preliminary motions are not published ahead of time because of potential changes to them.

Frank Malito (24-82) commended Rose on the LCA cleaning staff for her efforts to protect Association property at the Lodge. There was an item that could have “walked away” that she was able to prevent by making sure the item was secured.

Mike Siciliano (1-24) commended Mike

Schmieder and Luke Fossett for letting the community know about a recent burglary that took place, and for Members helping by providing information that may aid the investigation. Mike also announced that there was going to be a Storm Spotter class on Thursday, March 24 from 6:30 to 8:30 P.M. at the Savanna Fire Station. There is no cost for the class.

General Manager - Monthly Board Report (BOD) - April 22, 2016 Michael Schmieder Following is a synopsis of this month’s activities.

I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others.

Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the March 18, 2016 BOD Meeting. a. During the summer of 2011, a film was produced by DePaul University in Carroll County with several scenes being filmed here at Lake Carroll. As part of the agreement with DePaul, we were promised 10 copies of the film when it was completed. The movie, “Sweet 16” is currently in the final stages of post-production.

Once completed, the film will be entered into numerous film festivals and is currently scheduled to be completed in approximately one year from now.

We will receive out ten copies at that time.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. b. A Board Workshop has been scheduled for Saturday, April 23, 2016 to discuss the proposed new Lodge. The meeting will begin at 9:00am and is open to all who wish to attend. The workshop will be held in the Lake Carroll Conference Center.

No action will be taken by the Board during this workshop. c. Progress regarding the installation of four (4) weather alert (Tornado) sirens has continued and the installation remains scheduled for early May. The final locations were determined and letters have been mailed to all Members who own property within 500 feet of the proposed sites to inform them of the Association’s intentions. A copy of the letter and map was attached to last month’s report.

Final Board approval is being requested during Friday’s meeting in section XI, item “b”.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, April 6, 2016. Adam DeRemer, our Cincy-Safe representative, was in attendance. Further discussion was had regarding drug testing and Adam gave us an update on our current MOD. Due to our ongoing efforts to improve our CinciSafe score and the fact that our injury history has greatly improved, our MOD has dropped from 1.92 to 1.09 which will result in a reduction in our Worker’s Compensation premium of approximately $40,000 per year. A change to our Employee Drug policy was also discussed and a recommendation is being made to the Board in section VI., item “a” on Friday’s agenda. The minutes from the meeting are attached to this report.

4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program remain steady. I’ve been averaging approximately two (2) inquiries per week regarding our Lot Sales program. We currently have one sale pending and we closed on one lot on April 15, 2016. We’ve sold five lots so far in 2016. A summary of the 2016 sales is attached to this report.

Also attached are letters which were recently sent to two LCA Members who referred a new Property Owner and received their referral fee.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2015 dues status report which is attached.

-DPE’s collected thru 4/19/2016 – 1,827.19 -DPE’s collected thru 4/19/2015 – 1,852.14 -Variance between 2015 & 2016 – (24.95) - 2,210.00 -DPE’s budgeted for 2016 -DPE’s projected for 2016 - 2,210.00 b. Ten (10) Ownership transfer transactions were processed between March12, 2016 and April15, 2016. One of these transactions was a home and nine (9) were for undeveloped lots. Two of these were an Association owned lots and three lots were deeded back to the Association in lieu of foreclosure. c. Through 4/8/2016, 564 Natural Gas Permit Fees have been deposited totaling $141,000.00.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for February, 2016 have been completed and have been sent electronically to the Board. March statements have been completed and are included in this packet.

February and March Financial Statements appear on the April Agenda for Board approval. ii. Preparing the Financial Statements in time to include them in the Board Packet is a challenge which has required Lisa to make some changes to the previous processes. Getting this done has created some challenges for Joyce Stadel and Lisa Vanderheyden and I am glad to report that they have made the required changes to accommodate the Board’s request. Thank you Lisa and Joyce. iii. The Audit work on our side is complete.

Lisa spoke with Jeremy Woolf, and the financials will not be available in time for the Audit committee to review and comment before the April Board Meeting. Jeremy apologized for not being able to meet the original deadline. He has promised them before the end of the month. Since the May Board Meeting has been moved up to May 20th, Lisa will check with the audit committee as to when the drop dead date is for them to get the Audit so they can review and get comments back to Jeremy in time for presentation at the May Board Meeting. iv. The Gaming Machines generated $2,469.07 in income for Lake Carroll during the month of March, 2016. This amount is significantly higher than we anticipated and $1,469.07 higher than we budgeted for March. See attached report. b. Human Resource: i. No specific report 7. & Security: a. As requested at the January, 2016 Board Meeting, I am including Luke’s full report.

8. Information Technology: a. No specific report 9. Communications: a. Donna Beyer, our Communications Director continues to perform multiple tasks for the benefit of all departments and the Association. A listing of some of these specific tasks is too long to display on this report but is attached for your review.

10. Facilities Management: a. Doug Rominski, Terry Derdzinski and I met with Brian Nott of Fehr-Graham to finalize a timeline for the 2016 Roads Program. Road repairs are scheduled to be made in sections #19 and #20. The bulk of this year’s work however will be installing approximately 2.5 miles of asphalt on Lake Carroll Blvd. from Section #25, going west to the Section #28. The bids will gout for bid later this week and the bid opening is being scheduled for the first week in May. b. The Spring Road cleanup is nearly complete.

Brush has been cut back form the guard rails on the

north and east sides of Lake Carroll Blvd. and we have rolled back what sod we could and reseeded the heavily scalped areas. Doug continues to monitor the regrowth. Cold patching will start the week of the 18th. c. A new HVAC unit for the pro shop has been ordered and will be installed within the next two weeks. d. The ATV trails where opened on April 13. We finally had enough consecutive days without rain to groom them. Road gravel and rock was placed in a few areas that were unsafe. We will continue to work on them as the season progresses. e. 7 dead Ash trees were removed from the camp ground entrance. More will be removed shortly and most of those will be from Pod 3. f. On April 7 & 8, 2016, Doug Rominski attended The Aquatic Council’s NSPF Certified swimming pool training class. Doug has been certified as a Certified Pool/Spa Operator in the State of Illinois. g. The Case Backhoe was sent for repairs after a grinding noise was heard from the engine. The backhoe was repaired and returned in late March.

Two days later it was determined that the radiator required replacement and the backhoe was again sent in for repair. The backhoe has been repaired and is back in service. We are still waiting on the invoice for the radiator but the engine repairs were approximately $10,000.00. The backhoe is a fixed asset and I intend on asking the Board to consider paying for these repairs from the Fixed Asset Reserve as it will extend the like of the asset.

11. Lake Management/Wildlife: a. The lake level as of April 15, 2016 was 740’ and 1”. b. The Dredge has been repaired, several times this spring, and was put into the Lake on Tuesday, April 19th. I will brief the Board Friday night on the dredging. c. Joe is getting equipment ready for the aquatic plant treatment program for 2016. We plan to begin treating for Eurasian Water Milfoil in May. d. The harvester should be ready to go when needed. Doug is going to work on getting more off-load access sites around the lake to reduce travel time and Joe will work with him on this as needed. e. Joe is completing another application for the goose charity harvest. The IDNR and USDA have agreed to review the application again and, if approved, will be able to assist with another charity harvest in 2016. I have not been provided a budget estimate from USDA yet, but I anticipate the costs to be similar to our previous program in 2014. f. As I usually do, I am including Joe’s full report for your review.

12. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

13. Golf Operations (Pro Shop): a. The Driving Range opened on March 7th and the Golf Course was opened for play on Monday, March 14th. b. We now have new reciprocals with the following courses: Freeport Club, Woodbine Bend (limited) and Timber Creek GC in Dixon. A complete list of Golf Courses which offer reciprocal Member Benefits is attached. c. Jason and Tim have been working with Lohman Design Group to prepare for the start of the 2016 Golf Course Maintenance project. Equipment was mobilized early last week and the work has begun.

14. Golf Maintenance:

a. The course is open and Tim and his staff have begun already begun mowing fairways, tee’s and greens. With the spring temperatures the course is greening up nicely and is already looking to be in excellent condition.

15. Clubhouse Operations: a. The annual Easter Brunch was held on March 27 and was attended by approximately 250 guests.

The quality of the food was excellent and the presentation was beautifully done. I received numerous compliments during the event and the kids enjoyed taking pictures with the Easter Bunny. Easter was two weeks earlier this than last and the weather was poor. Attendance was down by 75 people from last year. The Mother’s Day Brunch menu was completed and has been published for several weeks ago. The Brunch will be held Sunday, May 8, 2016. We encourage all who would like to attend to make reservations now. b. Stains to some of the ceiling mounted sound panels were unsuccessfully treated last month and the stains are permanent. We are receiving price quotes to re-upholster the stained panels and will recover the panels as soon as possible. c. An in-service was held for all Clubhouse Employees on Wednesday, March 24th. This Customer Service training session was held by Denise Lahm.

16. Recreation Complex Operations: a. Aquatic Complex: i. The Indoor pool continues to run smoothly with no significant maintenance issues to report. ii. The gate valve for the outdoor pool is leaking. In effort to discover why, Doug hired RotoRooter to run a camera to the valve. In doing so it was discovered that a large amount of silica sand (pool filter sand) was in the main drain of the pool.

Mike from Classic Pools has been contacted and will be doing further investigating to diagnose the problem and solution. The sand is the probable cause of the leaky valve. b. Recreation: i. The Fitness Room was used 175 times between March 15 and April 15, 2016. ii. The Lake Carroll annual Easter Egg Hunt was held on March 26 with over 120 participants.

Crafts were made in the lodge immediately following the egg hunt. iii. To date, 25 participants have registered to attend the Mom Prom. The theme this year is Superheroes and this event offers Moms an opportunity to attend a prom like event with their sons. iv. Registration for Kidz camp and swimming lessons are starting to come in now. Space is limited so we are encouraging those interested to register now. c. Ski Hill: i. Closed for the season.

17. Campground: a. The CER for the water line extension was presented to the Board at the February Meeting. The CER was not approved as the CER was vague and lacked several details regarding the costs associated with the project. This CER as well as the CER for the completion of 10 additional campsites in pod 5 appear on the April Agenda for Board approval.

18. Equestrian Area(s): a. No specific report.

Lake Carroll Women’s Club

On Thursday April 14th, the Lake Carroll Women’s Club was blessed with a gorgeous sunny day for their outing at The Rafters in Lena. There were 32 members present all dressed up in colorful Spring attire. At noon we all enjoyed one of three entrees: a healthy Chicken sandwich, BBQ Pulled Pork, or a huge salad. At 12:30 our meeting began as Lana led us in the Pledge of Allegiance and the Club Collect prayer. Five April birthdays were recognized: Donna Flaska, Bonnie Ewing, Dixie Bjarnson, Carol Margosein, and Sue Egger. The Allocations Committee wants suggestions of additional good causes for our funds.

- Jack Kromer from IDES is asking for gently used women’s suits for female Veterans trying to get back into the work force.

- The Food Pantry in Shannon will be in need of breakfast and lunch items now that summer is upon us and school children will not be receiving free lunches.

- Timber Lake Playhouse has many volunteer opportunities for those looking for a fun way to fill their time.

Towards the end of the meeting the plaque honoring Hattie Vicker was passed around for all to admire. It is hung at the Clubhouse just inside the first set of doors.

Join us at the Annual Spring Luncheon, Thursday, June 9 at the LC Clubhouse. A time to share memories of the past year and visit with friends before the summer activities occupy our time. We welcome in new officers and say good-bye and thank you to the current ones.

Lunch will be served at noon. We will enjoy a plated lunch of a side salad, cup of soup, ½ chicken bacon wrap on a flour tortilla with a side of fruit and a beverage. Cost is $11.50, for members and guests. So bring your checkbooks to the May meeting and sign up. Deadline is May 31. Guests are welcomed if you would like to learn more about Women’s Club.

After the meeting adjourned at 1pm, we all set out on a fun tour of the Lena Brewing Co facilities. We were able to see everything in action as they were busy brewing while we were there. We learned about every step of the process from cracking the wheat to bottling. We were all very impressed by the cleanliness of the facilities and how kind and welcoming the staff was. They have a tasting room where we were able to sample the many varieties of beer they brew and purchase our favorites. After the tour was a visit to the Rafters two story gift shop. So many items it was almost overwhelming, but a terrific place to keep in mind for Christmas gifts.

The next meeting will be May 12th at the Lodge. Our guest speaker will be Sherrie Robinson from Sensible Interiors in Freeport. She will walk us through the art of Tablescaping. Our last meeting before summer will be our end-of-season luncheon on June 9th. Details to follow.

2016 Lake Carroll Property Owners Survey Results

Our lot referral program has been in existence for more than a year now and that means those Members who referred a new property owner resulting in a lot sale and a year of dues assessment payments, have now received their $500.

YACHT CLUB’S “Ain’t Your Grandma’s” ROBBER’S BINGO

by Darlene Benson On Saturday March 19th, the YACHT CLUB held its annual ROBBER’S BINGO event. 90+ players attended filling the room with rowdiness & laughter. Our callers, Chuck Flaherty & Dave Blondell, encouraged that “shyness was not allowed & robbing was a must”! (This crowd proved this “ain’t your Grandma’s bingo” being very aggressive once the robbing began!)

Excitement continued to flow throughout the evening with curiosity who will win the LADY OF THE LAKE along with the contents of the creatively wrapped packages, especially the gift bag with the “sexy male torso”? (I have pictures to prove many men were robbing this gift away from women!”)

Our greeters, Donna Flaska & Carol Margosein handed out bingo cards along with complimentary door prize tickets.

Throughout the evening Bill VanVranken sold 50/50 raffle tickets collecting a handsome amount. Lake & Natural Resources

Bear with me while I tell you a story… I believe it’s worth the read.

I received my newest addition of Land & Water magazine. This magazine is geared towards contractors, engineers, architects, government officials and those others who are working in the field of natural resource management and restoration on projects from the design state through project completion and maintenance. I enjoy the articles, and even the advertisements, as they can provide insight into some of the newer technology available for lake and watershed management.

This month’s article, however, had an editorial from the company Joe Rush owner; Kenneth M. Rasch called “Perception and the Truth” which Lake Manager I found very interesting. While this wasn’t directly about lake and natural resources management, it did remind me of Lake Carroll.

Mr. Rasch proceeded to describe the news media and their reporting. How in the world do these news casters come up with some of the info they are reporting, and was it anywhere near the truth? “Perception. It’s their truth”. This, he stated, in turn will shape the perception of the viewer, which may or may NOT be based upon facts or truth. That is a scary thought.

People may be basing their views on important matters through false information!

The article then began to tell a story about his children growing up and ‘tattling’ on one another. Each child had their own ‘version’ of what happened and they only provided their ‘perspective’ on the incident in question. Interviewing BOTH children took some time, but in the end he was able to get to the bottom of the story, which often times changes the perception of the truth.

I bet you are now questioning, “How in the world does this relate to Lake Carroll?”

Numerous times throughout the years I’ve received call after call from members that were very upset, disturbed, mad, frustrated, etc about various happenings at Lake Carroll that they heard at the coffee shop, local hangout, or on an internet forum. And the majority of the time, after providing my perspective on the matter, they were able to form a perception based on both perspectives. Most, but definitely not all, of the time the conversations ended with ‘I’m glad I called, because I didn’t know that’. Through this process a better relationship was created between the lake manager and the property owner and a better perspective on Lake Carroll was formed.

Therefore, when you hear the local ‘gossip’ about Lake Carroll at the coffee shop, online forum, or your local hangout, you have two options. 1) You can take that “perception” as the truth and spread it to others, or 2) You can call the department managers directly to get their perspective. By getting ‘both sides of the story’, you can better form YOUR perception of the truth. In doing this, you begin to better understand what is happening at Lake Carroll as well and why it’s being done.

Lake Carroll is a fantastic place... It’s a unique place… and it’s YOUR place.

State & Lake Carroll Mandatory Safety Flags for Watercraft

Michael Schmieder, General Manager and Luke Fossett, Security Supervisor Attention All Watercraft Owners: Last year the State of Illinois implemented a new law regarding the display of safety flags for watercraft who are towing skiers, tubers, wake boarders, etc. Here is a reminder for this law: “The operator of any watercraft that is towing a person or persons shall display on the watercraft a bright or brilliant orange flag measuring not less than 12 inches per side. The flag shall be displayed at the highest point of the area surrounding the boat’s helm as to be visible from all directions, continuously, while the person or persons being towed depart the boat in preparation for towing purposes other than the activity described in this section is prohibited.” 625 ICSC 45/5-14.

Several years ago, Lake Carroll mandated the use of an orange skier down flag to be displayed only when a person being towed, went down. State laws supersede our Rules and Regulations and Lake Carroll watercraft will be required to display the flag at all times when towing a person. The recent State law is concerning in that it alerts other boaters that you may be towing a person but does not alert them when a person has fallen and is no longer being towed by the boat. The Lake Carroll Safety Committee discussed this matter at length at their March 14, 2015 meeting.

The Lake Carroll Skier Down Flag is MANDATORY in addition to the State law stated above.

Therefore, by State law, all watercraft towing a person or persons shall display a flag throughout the duration of the towing activity.

Additionally, you are required to raise and wave a skier down flag when a person, or persons, being towed has fallen into the water. Doing so is the only way to differentiate between towing a person and having someone in the water who may be dangerously vulnerable to other boats in the area. An example of concern would be towing two people on one tube and having one person fall off. The State law requires one flag being displayed at all times, but offers no distinction or warning to other watercraft that another person is in the water and no longer attached to the moving boat.

The Admin Office has both the orange flags which are compliant with the State law that can be attached to the windshield of your watercraft and the Skier Down Flags in stock and available for purchase at the LCA Office, as well as at the West Marina Concession once they are open for the season.

We have been very fortunate that we have had no serious injuries involving a person in the water and moving watercraft. The reason we have been so fortunate is due to the cooperation of all Lake Carroll watercraft owners, the diligent use of the orange colored safety flags, and the practice of safe boating technics.

Thank you for helping to make Lake Carroll the safe lake that it is.

The Lake Carroll Fishing Club enjoyed the monthly potluck dinner meeting on Wednesday, April 13th. Welcome back “Snowbirds!” One hundred and six members and guests were in attendance. Our meal included Ham, along with the Chicken, various sides, and desserts brought by the members. Thank you to Gary Gariff for providing the delicious ham; it really helped us out as with over one hundred attendees the chicken was running out.

After the Pledge of Allegiance, Bill Comstock called the meeting to order. New members were introduced: Tony & Nancy Prosaic, Tom & Karen Zakasck, and Patrick & Lisa McQuilkin.

Treasurer Mitch Feucht provided our monthly financial report which was accepted by the members. Mitch noted that the club has 150 members to date. Mitch also let us know we purchased 2 pairs of waders that will replace some aging ones. Extra wide I think for our buda waist lines.

Bill Comstock gave special thanks to Stan Suchocki for all his work down at the Hatchery, keeping things tidy for us. Bill mentioned that we had our first Open House the 10th of April with over 100 visitors. All in all, a great success. The kids had fun checking out our “show and tell” fish in the tanks and listening to the tour guides explain our functions. Thank you all who helped out and provided the delicious treats. Thanks for the jelly beans Bruce.

Fred Reddies gave us a less than exciting Hatchery report with about 200k eggs in the jars to date. We have had a less than average success this walleye spawning season with cold temps in the water and less fish in the nets than in previous years. Kind of weird really as we put nets out early since the ice was out early. Just haven’t gotten the numbers of fish, walleye or others, as we have previously.

The second Fishing Club Hatchery Open House was on Sunday April 17th. The meeting was adjourned at 8:30pm. We had our 50-50 drawing with 3 winners: Helen Bremer - $65, JoAnn Gariff - $40, Joe Czurylo - $20 We hope you will join us at our monthly monthly potluck dinner meeting the second Wednesday of each month at 6:00pm, as well as the other events we sponsor during the year

Why In The World Would We Want To Build A New Lodge?

Article II - May 2016 to do? The facility will be open to swimming, a new game room, video games, pool table, ping pong, while adult activities are also available in the same complex. A Craft Room is currently planned to be across the hall and host our library collection. Downstairs the Fitness Center with new commercial grade equipment will be available. The bar and concession area surrounded by the great room with seating around the fireplace, along with large windows looking out over the ski hill. The bar will be open and bright with access to the Great Room as well as the multipurpose area. The multipurpose rooms will be available for family birthdays, weddings, class reunions, proms, anniversaries, meetings, potluck dinners, and summer camp. A large deck joins the ski facility and integrates with the outdoor pool.

In the winter, we can watch and relax while the youngsters ski or take part with them renting equipment in our new ski rental area. If you are hungry the concession stand will be open outside so in the winter you can sit on the deck under heat lamps while enjoying a selection from the menu. The expanded deck connecting to the pool will be a great place to bring the kids for a break from swimming or playing volleyball. The idea for the new facility, during all seasons, is to offer a place to go with the family and enjoy.

The question of code compliant will never be uttered again; the new Lodge would be a much safer building, a handicap friendly facility with an elevator joining the two floors together. Modernization of the old amenities such as: the Fitness Center, Bar, Fireplace, Game Room, Concessions, and Restrooms will finally, after being long overdue, will be available to our membership.

Fact or Fiction It is interesting to note that we already have a group of people meeting to promote a “NO” vote on this project, or not bring this project in front of the membership for a vote at all. All the Committee is asking is to keep an open mind until you have heard all of the facts and presentations of this project. We intend on continually providing information to the membership all the way up to your right to vote. Some question the timing of this project and that it is for only the full-time property members. As far as the timing is concerned, when is the right time to tear down an outdated facility that has been evaluated repeatedly since 1986 as having lived out its life? For thirty years, money has been diverted to other amenities because of the reluctance of putting money into the Lodge would be a wasteful venture, since it has been consistently recommended to replace. The recommended replacement also has been put off for thirty years because the membership did decide on other priorities; however the time is now! This facility, as all our facilities, is for the entire membership to enjoy, not just full-timers.

We would like to remind our Members the purpose of this series of articles is to completely inform the membership of the facts and attempt to answer all questions leading up to your vote for a new Lodge.

At the time of this writing, the committee is still in a planning stage, and to caution members that nothing is finalized at this point. Remember the key element is also to caution members to listen to the facts Norm Hoffman and not rumors. Upon the completion of Board Director this series of articles we hope to answer all questions and the number one question, “Why In The World Would We Want To Build A New Lodge?”

Summary of Article I (April Edition of Lake Carroll News) Article I primarily summarized the history of the current Lodge.

The Lodge history points out how in the early years, we as a community, made do with what the Developers left us, at very little cost. We created an entertainment gathering place for the membership that was enjoyed by all. The years 1986, 1995-96, 1998, 2000, 2002, 2004, 2008-10, and 2015-16 committee after committee concluded the old barn structure built by Russwood, the original developers, has lived its life. Yes, the Lodge is structurally sound. Yes, we can keep investing money for renovations; however the conclusion since 1986 has been the same. The building is not code compliant and from what professionals have stated, the building never has been code compliant plus it would be too expensive to bring it up to code. The Lodge for the past twenty years has suffered budget cuts to maintenance upkeep and renovation. The membership and Board’s reluctance to throw money into the structure that needs new plumbing, wiring, efficient heating system and code compliance has been the prevailing decision for years. Every committee that has studied the Lodge will first consider how to salvage the structure and after a walkthrough behind the scenes and understanding the facts, all come to the same conclusion, it is time for a new facility.

Proposed New Lake Carroll Lodge The Planning Committee, Recreation Committee, and Chelsey Heckman our Recreation Director, have put many hours of planning and discussions as to what new items along with modernization of old facilities are needed for the future of our membership. The bottom line is we want to build a new facility that is more friendly and functional to our needs. A facility that is family oriented, kid friendly, and can operate as a four-season recreation/community center.

The new facility would provide indoor activities, game room, video games, a more modern fitness center, and a short indoor walk to our current indoor pool. Families can relax by the fire enjoying a book from the library, access to free WIFI, while looking over the scenic view of the ski hill. The facility will offer larger space for rentals to our members for reunions, weddings, or Club Parties. The new facilities would also provide a Catering Kitchen available for membership use, to serve their event.

Lake Carroll Golf Course

The golf season will be in full swing in May and will be the start of a very busy golf season. All of the leagues will be kicking off during the month of May, with the exception of the Friday Morning Scramble that started in April. They will have a starting time of 9am for the first few weeks, and then switch to 8am on May 20th. Signup is in the Pro Shop for this very fun event.

MAY GOLF EVENTS: On May 7th we are holding our Mother’s Day Alternate Shot. Everyone is encouraged to play in this event, not just “mothers”. Bring guests or the whole family; this is a fun event for all.

Jason Hill PGA Golf Professional We are again having a Manufacturers Demo, but we will only be having it for one day on Sunday, May 29th with Cleveland, Srixon, Callaway, PING, Mizuno and Cobra from 10am-2pm. They will have all of their current stock of products for you to try and will fit you to get the right fit for your swing. We will be having special pricing on some of the products that they are offering for that day.

Our first Moonlite Nite Golf will be held on May 28th and the Memorial Day Scramble will be held on May 30th, making for a very busy May. JUNE GOLF EVENTS: June looks to be even busier starting with the return of the Pearl City Booster Outing on June 4th, Rolling Hills June 10th, Campground Outing June 11th, Father’s Day Scramble June 19th, LCA Big Cup on June 25th, the Lena vs Lake Carroll Match #1 @ Wolf Hollow on June 26th, and the WCCI Golf Outing June 28th. We also are having 2 Junior Golf Camps and 2 Weekend clinics in June, look for the Junior golf flyer or the schedule of events for more information.

We will continue to offer lessons for all levels of golfer, including juniors, average, advanced, seniors, couples, and groups. Lesson brochures are available in the Pro Shop, as well as elsewhere in this issue. We also have a full Junior Golf Camp schedule with four week-long sessions, Weekend Clinics, and a Junior Golf Tournament. A list of dates for the Junior program is included with this article along with a list of upcoming events. We have added reciprocals with several area courses. A list of these courses can be found with this article, on golflakecarroll.com and in the Pro Shop. Remember the Pro Shop must call in all reciprocals for you.

Construction on the 15th, 16th and 18th holes has started and should be near completion by the time you read this article. We will be using temporary tees for these holes until the sod is ready for play, hopefully by Memorial Day weekend. The improvements to the tees are great and should be a huge improvement to all golfers enjoying our wonderful golf course. Thank you for your patience and understanding throughout the improvement process.

I have attached a full season schedule of events with this article, including all Camps, Clinics, Outing, and Tournaments. Another fun season of golf is beginning! Sign up for the league was on April 6th at the Clubhouse. Since our President was still in Florida, our Vice President, Marve Feucht, led the meeting.

She announced the board: President is Gail Mitchell, Vice President is Marve Feucht, Secretary is Diane Schipkowski, and Treasurer is Tracey DeCrane. I have a request to the membership… I’d like to see the membership start sending me pictures of any and all of you enjoying Lake Carroll and the fishery it has to offer. You don’t have to be an avid angler or a child to participate, and we’re not concerned with ONLY big fish. We want to show the FUN of angling and Lake Carroll. If you only fish once a year and would like to share a picture with us, we’d love to have it! Adults, kids, guests, weekenders or full time residents… kids and adults… everyone is eligible! From ice fishing to fishing in the heat of the summer, we want to see what you’re catching. I’d like to pick a few (or maybe all of them if there’s room in the paper) and share them with the community EVERY month.

We began announcing update requirement in September 2014.

To date, there are still a number of Members who have not yet updated their children’s photos. Unfortunately, if those children try to access an amenity with their old card, they will be denied access and advised to visit the Admin Office.

Primary LCA Member’s dependent children 5-24 years of age were required to have new photos for their 2015 LCA ID cards.

Our current program has been in effect since 2007.

PLEASE NOTE: ID cards printed prior 2014 for dependent children 5-24 years of age have been deactivated. If your dependent(s) have not received a new ID card (see sample), you MUST submit new photos.

We need a clear head & shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted. The preferred method to receive photos is to email your photos to photoid@golakecarroll.com.

Be sure to identify your photo files with the filename, section/lot, child’s name, and date of birth for each photo submitted. If you don’t have the option to email, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. Depending on the customer load at the time you are in the office, your new ID cards may be mailed at a later date.

Lake Carroll needs your help to locate Goose nests!

A little later than some may have wanted, but Mother Nature has finally cooperated so that grooming of the trail could be completed. It will be good to take a ride around our fabulous trail again. After making sure your machine is in good working order, don’t forget to put on your 2016 decals and that you have the required flag!

ATV POKER RUN ~ SAT, JUNE 4 ~ 10AM ~ MEET AT THE LODGE Our first club event, the Poker Run, will be held on Saturday June 4th.

Ride your ATV and play a hand of poker. Registration begins at 10:00am at the Lodge. An entry fee of $5 will get you in the game. At various locations around the trail, participants will pick up cards building your hand. Riders will have until 12:30 to return to the Lodge to turn in their cards. Best two hands turned in win prizes. Standard poker hand rankings apply. In addition, we will also be serving a light lunch for all riders after you turn in your cards.

We are looking forward to seeing familiar faces again and meeting new ones.

The Lake and Wildlife Committees have once again volunteered to assist LCA with our annual “egg addling” work to help diminish the amount of new Canada geese at Lake Carroll.

Egg addling is a common measure taken for many private lakes like ours who have an overpopulation of geese. Addling is applying a light coat of corn oil to the eggs and has no adverse effects on the adult geese. Though the Goose and the Gander will continue to maintain this nest during the incubation period, these eggs will not hatch.

We are asking all Property Owners to assist us in locating the nests. The geese will be laying their eggs in mid-to-late April. If the nests are on your property, we will need your permission to enter the property, usually from the lakeside, to complete the process which takes only minutes.

If you know you have a nest with eggs, please call Arlene Gries at 815-493-2552 ext 15 with your section and lot number, and the location of the nest. The LCA Office can also provide you with small, colored (utility type) flags which we ask you to place in close proximity of the nest. This will be of great help to the brave volunteers who will be spraying the eggs. Thank you in advance for your help.
