Communication is key to keeping our Membership in touch with our amenity status, events, meetings, and emergencies. Our goal is to provide important information and announcements through any and all available media and venues to communicate with Lake Carroll Members. Up-to-date information and reminders in the weekly Grapevine emails and in urgent situations we utilize the Grapevine emails and Reverse911 phone, text, and email communications. Through these venues we can accomplish our goal.

IDNR NO LONGER SENDS WATERCRAFT RENEWAL NOTICES! The Illinois Department of Natural Resources stopped sending out renewal notices for watercraft in 2013.

Watercraft registration is good for three years, so this may be the first year you won’t get a reminder. All registrations expire on June 30; make sure you have renewed by that date.

Registration can be completed at the DNR’s website, dnr.illinios.gov, click on boating and follow the instruction for watercraft renewal…it’s a quick and easy process.

You should receive your new watercraft registration within 10 days. New watercraft registration may also be completed on this website. A reminder, in order for a boat to be registered at Lake Carroll, current state registration is required to be on file.

Lake Carroll Security

LAKE CARROLL NEWS: The LCN is automatically sent to your residence and is not optional. It is part of the budget structure for Lake Carroll. Our paper is published the first Wednesday of each month. Every attempt is made to advertise events and meetings two-three months in advance. Be sure to look for current and future advertisements in this publication.

WWW.GOLAKECARROLL.COM: Members may register with the LC website to receive weekly Grapevine Emails providing event and meeting reminders and details, as well as notification of urgent announcements. Logging on also allows you to view documents not viewable by the general public. In addition it allows you to view details on the web calendar entries.

Each primary member can have a web account. Each account can have up to 4 emails registered.

Only the contact information YOU identify to be shared can be viewed by other LC Members. None of your information is viewable to nonmembers.

Once your registration is processed by Admin personnel, a confirmation email will be sent to you containing your logon information. Be sure you add webmaster@golakecarroll.com to your safe senders list.

Our website offers other features such as FREE online classifieds, detailed activity calendar, current lots for sale, access to the Lake Carroll News, and much more. Watch for future articles.

REVERSE911 EMERGENCY AUTOMATED MESSAGING SYSTEM: In situations deemed urgent by LCA management or security, LCA may send a message to you via phone or text, whichever option you select. This system has the option of also sending an email. Each primary lot may have up to 6 phone numbers (landline or cell) and 5 emails that will be contacted in such an event. You may also provide information on special needs of the residents or if you have any special talents or abilities to offer in an emergency situation.

If you select notification by phone, you are required to identify a single “primary” phone number that will be used in the rare catastrophic situations such as confirmed tornado activity within our area and other such events, when a more time sensitive alert is necessary. All listed numbers will be contacted for other none time critical events.

This is your opportunity to update your Reverse911 registration. So whether you’re new or need to add or revise your information, please locate the form to keep your contact information as up-to-date as possible..

REVERSE911 TEXTING: With several thousand LCA Members already subscribing to the Reverse911 service, we have found that getting the message out to all subscribers via voice message can take up to fifteen minutes. During a severe weather event or other emergency, these minutes could be precious. With the texting opportunity, sending a text to one person, or a thousand, can be executed instantaneously.

This is not a separate registration, but is an option with the Reverse911 service. You are still limited to five (5) phone numbers per primary property. We also urge you to designate one (1) of those five (5) numbers as a “primary” number to be called when time sensitive events occur. Please note: Landlines will continue to receive voice alerts. Only cell phones with texting plans can opt-in for the texting alerts.

We strongly encourage you to participate in this program and it comes at no cost to you. The texting option will, however, be an “opt-in” program. Follow these instructions: 1. Register with the LCA Reverse911 System. A form is available at the LCA Admin Office or at the www.golakecarroll. com homepage.

2. To receive only voice alerts, do nothing. Again, landlines will continue to receive voice alerts.

3. To receive text alerts, simply text ALERT to 22300.

4. To end text alerts, text STOP TO 22300 and voice messages will resume to your cell phone.

We understand that those members who are registered with both the Website and the Reverse911 may receive multiple emails of similar nature; however, we have some members who are only registered with one or the other, so we feel it’s important to use all venues to get urgent messages to the membership.

NOTE: LCA will not share or sell the contact information provided for the above listed communication venues. Remember, our continued contact with you is only as good as the information you provide. Please keep your accounts up-to-date. Thank you for your participation.

Perceptions

Well, we have finally hit the month of March where we can look forward to the first day of spring! Although I would have to say, that we did not have a winter that our Northwest Illinois is capable of bearing down on us. I always get a kick out of the farmers arguing about the worst winter they have experienced. I remember a farmer from California attempting to present his case that winters in California were rougher than we have in Norm Hoffman Illinois. The farmer from California claimed he witnessed Board Director the fiercest wind in his life when the wind got so strong that it bent the giant redwood trees over on their side. The farmer from Illinois claimed that was nothing. He witnessed a hundred mile an hour wind one winter blowing across his farm and one of his chickens had her back to the wind and laid the same egg six times.

Perception: Speaking of wind blowing, it seems to me that we have heard a great deal of wind blowing the past few months from people who want to be President of the United States. Many people will find themselves believing everything they hear. We all should be careful because our inner self wants to believe in people and that what they say will be true.

President Ulysses S. Grant, according to many historians, is considered one of the worst Presidents in our history. One of the reasons for this label is because he presided over one of the most scandal-ridden presidencies in American history. But the more you investigate, you find he personally was considered honest and trustworthy and became more of the victim of corruption than its cause. Grant, who sometimes is not given credit for significantly reducing the national debt, prevented the cornering of the nation’s gold market, and helped stabilize the dollar, and asked very few questions among advisors he trusted. President Grant was also considered the first Civil Rights President.

He disagreed with the policies that President Andrew Johnson put into place stripping the rights from African Americans and supported the 14th & 15th Amendments which treated the African American as a citizen and a voter.

Grant’s weakness was like many of us, including myself, which puts our trust into the words our fellow man speaks. A friend of President Grant, Ferdinand Ward, asked to borrow $150,000, for a few days to cover an investment made, President Grant obliged. The next thing you knew his savings was gone, he was in debt, with no pension. President Grant made it a rule in his life to trust a person to his word. The weakness being, many times he followed a path that was very misleading.

I find myself with a similar weakness when trusting a person to their word.

I may fall victim, but not more than once, and not likely twice. Because every man and women begins to develop a reputation of trustworthiness, loyalty, and a faith in what they say and believe is true and honest. Every action a person takes along the pathway of life begins developing who you are. When a person stands up in front of many people and speaks to you of what he or she will do for our country, rather than falling victim, you must evaluate the history of what path did that person follow up to now.

So, when I look over the current candidates for President of the United States, even though I may not agree on all issues, I guard against myself, not to fall victim to my weakness. Instead, I evaluate as much as possible the person’s path they have laid. This philosophy, I attempt to keep in mind when I evaluate those candidates who run for the Board of Directors of our Association.

This year’s Presidential election is probably the wildest election I have seen in my lifetime. However I, as many people from Illinois, will turn out to vote this next primary. I hope everyone votes and considers not being a victim, but rather a person who takes conviction of your choice as you mark your ballot.

President’s Remarks

As I sit here and begin to put this article together, Lake Carroll again looks like a winter wonderland.

Unfortunately (at least so far) not as much snow as our winter enthusiasts would have liked, but the white frost on the trees and the coating of snow on our landscape is absolutely beautiful. I would also like to take a second and thank our winter crew for working very hard to keep the tube-tow up and running. It takes a lot of time and effort to make the snow that Mother Nature neglected Jim Ogborn this year and it’s so worth watching and listening to the Board President fun this amenity has brought to our kids and kids at heart.

This is also a good time to look back on last year with all of its challenges and opportunities while looking forward to 2016’s new tasks and prospects that we as a community can meet in a positive “can-do “manner.

This is also the time of year to reflect on things that we sometimes take for granted – like why we chose Lake Carroll as our home. To some this is a weekend getaway, others it’s an investment, for many of us it’s our permanent home. We all have a story on how we got here and for what reasons, but after we have been here for a while, we realize that once you get past the obvious, it simply boils down to the people. With all of our diverse opinions, I can honestly say I have never met a person who did not have the best interests of Lake Carroll at heart. We may not always agree on everything, but we can agree that Lake Carroll as a Community comes first. Hope everyone is having a great winter.

Notes from the Office

By Julie Brantner 2016 DUES & INFORMATION SHEETS Amenity cards & decals are being issued to Members who have supplied the Office with their 2016 Information Sheet, ID photos, current insurance & registration information, and payment of Association dues and outstanding fees, citations etc. Please display your new decals upon receipt. Amenity photo ID cards must be presented when you use the amenities. Missy and Pam continue to update children’s photos which were required in 2015. Children’s photos taken prior to 1/1/14 have been deleted. Please see related article in this issue to see what your child’s ID card should look like. If you haven’t already done so, please visit our Office to add your photo to the database or email them to photoid@golakecarroll.com. If you have questions concerning your decals, registration info or insurance, call Pam or Missy at the Front Desk at 815-4932552 ext 10 or 20 respectively.

COLLECTION SCHEDULE $100 late fees were added & statements were sent to unpaid accounts in February.

Please pay promptly to avoid further fees. An “Intent to Lien” and “Demand for Payment” ($250.00 fee) will be sent to unpaid owners in March. Subsequently a lien ($500.00 fee per lot) will be placed against the property in April, if no payment has been received. 2016 MARINA LOTTERY Saturday, March 5, 2016 will be the 1st day new marina users may apply for a boat slip.

The Conference Center will be open at 7:30am. The lottery will begin at 8am. Members in good standing must apply in person. Visa/Master authorizations must accompany the request when submitted.

PLEASE REFER TO THE RULES & REGULATIONS, TITLE V. LAKE REGULATIONS CHAPTER 54.07 MARINA SLIP ASSIGNMENT FOR DETAILED INFORMATION ON THE UPDATED PROCEDURES. 2016 CAMPGROUND LOTTERY A lottery will be conducted on the 1st Saturday in March at 10am at the Conference Center. Members in good standing wishing to be added to the Campground Waiting List for a seasonal site must be present at the lottery. This year’s lottery will be held March 5, 2016. Conference Center doors will open at 9:30am and the lottery will be conducted at 10am. PLEASE REFER TO THE RULES & REGULATIONS, TITLE V, CAMPGROUND REGULATIONS, CHAPTER 55.09 SEASONAL SITE LOTTERY AND ASSIGNMENTS for complete details.

BOAT SAFETY The Front Desk is taking reservations for the IDNR Boat Safety Classes to be held on Saturday, April 16, 2016 at the Clubhouse (lower level). Hours are 8AM–4:30PM. Fee is $3 per person to cover expenses. This class must be completed before a boat may be registered at Lake Carroll. Please call 815-493-2552 ext 10 or 20 to sign up.

GOLF STORAGE & TRAIL FEES Notices have been sent to all Members who had registered golf carts in 2015. Monies are due by March 30, 2016. Decals for golf carts will be issued upon receipt of monies & proper insurance requirements. If you have purchased a golf cart and wish to use it at the Lake Carroll Golf Course this season, please provide the Office with this information. We will need proof of $500,000 liability insurance on the cart, $30 for the decal, & payment for either trail or storage. Call the Front Desk 815-493-2552 ext 20 for further information.

CAMPGROUND (SEASONAL & STORAGE) Fees are due by March 30, 2016. Notices have been sent to Members using the seasonal campground sites. Members must provide proof of ownership upon registration each year. Acceptable forms of ownership shall be Title, current Insurance, or current State license plate registration. Decals will be issued upon payment of the seasonal fee, $30 decal fee and proof of ownership. Campers presently parked in the storage area were also sent bills. If you wish to park your camper in the storage area this summer, please call the Front Desk 815-493-2552 ext 20 for assignment. This must be done before you park your camper. Parking fee is $165 for the Summer Season. (April 1 – October 31) Camper decal is $30.00. Parking decals will be issued upon payment of these fees.

BOAT STORAGE Fees are due by March 30, 2016. Notices have been sent to those using these facilities during the 2015 Season. New assignments must be made through the Office. Please call the Front Desk 815-493-2552 ext 20 for further information. The lower parking area is the only parking area available for watercraft and/or boat trailers. Fees are $165 for the lower parking area.

REMINDERS Payment of dues by credit card, debit card or gift cards is no longer allowed.

Vehicle decals will not be issued until the make/model, year license plate & a copy of YOUR STATE REGISTRATION CARD for each vehicle must be on file.

Effective 7/1/13 an ANNUAL Water Usage Stamp for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where fishing licenses are sold) is required.

The expiration on the 2016 water usage stamp is 12/31/16. Proof of current (2016 Water Usage Stamp) must be on file with the Association office before decals will be issued.

One Member per lot must have completed the Boater Safety course before watercrafts are registered.

Decals for Watercraft, ATVs, Campers, Snowmobiles & Golf Carts do not have the Sec/Lot printed on them this year. They are identified with a number only. Watercraft still require your Section and Lot numbers displayed with the decals on both rear sides of the boat. Boat Trailers require the Section and Lot numbers on the trailer tongue.

Campers still require the Section & Lots number & current decal on the trailer tongue.

REMINDER FOR GREENWAY DOCK USERS Please refer to current Rules and Regulations, Title V LAKE REGULATIONS, CHAPTER 54.05, Use of Greenways & Common Areas for the application procedures. Reapplication needs to be approved by the A&E Committee annually.

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

It has been brought to my attention that a number of Lake Carroll property owners (residence) have been utilizing guest’s passes in their vehicles instead of purchasing a Lake Carroll decal. This is a violation of the Lake Carroll code of ordinances, Title V, Rules and Regulations, Chapter 53.07, (A)(3). Let me be clear, the Security Department will be checking vehicles displaying guest passes; it is a violation of the Rules and Regulations for a member to display a guest pass in a vehicle owned by an LCA property owner.

RULES & REGULATIONS 2016: I would like to encourage everyone that has not picked up a 2016 copy of the Rules and Regulations to please do so. They are available, no charge at the LCA Office, they are also available online at www.golakecarroll.com in the Lake Carroll in the Document Library, under Membership & General Information. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

The Department has been working diligently checking the residences who have signed up for our Residential Checks during this cold winter. I know of a residence this winter that has experienced severe damage from broken water pipes caused by freezing. The situation may have been avoided by signing up for our program.

ICE SAFETY...

Let me start out by stating the Lake Carroll rule regarding lake use: Title V: Chapter 53.02 (D) (10) (10) Use of the frozen lake surface is not prohibited; however, the Association does not, nor will it, encourage or sanction such use. Use of the frozen lake surface is at the operator’s own risk.

With that being said, we have plenty of Members who talk about their ice fishing experiences on our lake. So for the fact that we know some of you are using it, we felt we could offer some good information.

Our frozen lake may look quite inviting to some winter enthusiasts; however, several questions should be considered before venturing out: Should I walk on the lake? Is it safe to drive my snowmobile or ATV out there? How thick is it? Is it safe to go ice fishing?

As of February 8th, I was told by local ice fishermen, that the ice was approximately 8 inches thick on the lake. However, since the original writing of this article, we’ve had above freezing temps and some VERY windy days. The lake is currently covered with large puddles. The weight and wave action on the ice quickly creates a deteriorated condition. In the event of another arctic blast, or just for your information for future years, here are some ice facts: 2 inches or less –STAY OFF!!

4 inches, OK for ice fishing if on foot 5 inches OK for a Snowmobile or ATV The safest ice appears to be very clear in color. White ice or snow ice is only about half as strong as clear ice, and if the ice is gray, it is unsafe. Please know, our lake is spring-fed. That means there is always moving water under the ice…and means there are always thin spots.

If you do go out on the ice, it is highly recommended to have a friend along. Many people that spend time on ice while fishing, walking, or snowmobiling will carry a couple ice picks in their pocket. They actually sell retractable ice picks for this purpose that are connected with a cord that ice users keep around their necks. This is especially helpful to get out of the water and back onto the ice, if you should fall through. Wearing a life jacket over or under your winter coat is also a good idea.

Speaking of falling through, don’t panic! As you grab the ice surface with your hands, kick your feet to help move you forward. I realize that’s easier said than done. Do not take your coat off when you’re in the water, as it does help as a flotation device. Once you pull yourself out of the water and onto the ice, lay horizontally and roll toward shore. Your weight will be distributed across the ice. Immediately get to a warm place.

If you see someone that has fallen into the water through the ice, first and foremost call 911 immediately. Continue to talk with them and give them encouragement that everything will be OK. Try to help them not panic. For your own safety, do not run out on the ice. Take a moment to assess the situation. If you go to the edge of the hole to try to pull them out, it could be weakened from the previous break and you could fall in as well.

Try to throw them a rope, a branch, a boat ore, or something they can hold onto, while you attempt to pull them out from a safe distance.

Let’s remember these safety precautions if you do go out on the ice.

I’M STUCK.. If we ever get some more snow this might happen to you. Whether it’s along one of our roadways, in a parking lot, or in your own driveway, do not call Security or Maintenance to pull you out. They do not provide this service. You will need to call a private towing service. Security will be happy to come by and give you a ride home or to a safe, warm place, and call a wrecker for you. They are not allowed to try and pull you out.

Do you have your NEW Lake Carroll DECALS? If you have them, it’s time to put them on.

After you’ve put them on your vehicles, don’t forget your golf cart, ATV, Snowmobiles and watercraft. Every year people get tickets for not having their decals displayed, even though they have purchased them. Do not put them in a drawer and forget about them.

On Sunday morning, February 7th (yes, “Super Bowl Sunday”), I found out more than ever what a remarkable community of neighbors and resources we have at Lake Carroll when I experienced chest, neck and shoulder pain so severe that Gail dialed 911 for help. Within minutes of that one 911 call, Lake Carroll’s Security (Jeremy was on duty) arrived and shortly thereafter so did the Lanark Fire Department’s Emergency Medical Team assessing my situation and transporting me to FHN Memorial Hospital’s Emergency. After 3 days at FHN and some procedures, I was happy to be home with what was an eye opening warning to be healthier. I want to sincerely thank our Lake Carroll Security Team, the men and women of the Lanark Fire Department Emergency Medical Responders, the doctors, nurses and staff at FHN along with our dear friends all of whom were an integral part of my ability to write this Thank You today.

As I write this the auditors are conducting the audit of the Association financial records. Having been an auditor earlier in my career I understand what the auditors are doing in their audit. Lisa and the office staff have spent a great number of hours preparing the audit work papers.

Having been on both sides of an audit, first as an auditor, and then as a comptroller, and then a general manager, I understand what it takes to prepare for and endure an audit. Basically, when the audit starts the office work Clarence Grant stops until they are finished with the audit, testing and Board Treasurer verifying expenses. Thankfully, the auditors will only be on site for about four days; then, they go back to their office and prepare their financial statements and footnotes to the financial statements. Auditors are a disruption to the work load, but they have regulations they have to meet in their audit procedures. Auditors are only here to protect all of us, both property owners and employees alike. Hopefully, the Audit Committee will have the audit reviewed and ready for Board approval at the April or May Board meeting.

March Madness not only means basketball games, it also means the start to the next year budget process. The Steering Committee and the Finance Committee, along with the Board of Directors, review the Fixed Asset Replacement Schedule. This schedule lists all of our existing fixed assets and indicates which need to be replaced during a given year based on the expected lifetime of each asset. The fixed replacements represent a very large portion of the Fixed Asset Budget. The other portion of the Fixed Asset budget is used for new fixed assets. Our committees work together with our staff to put together the Fixed Asset Requests for those improvements as part of their fiveyear plans. All committees must provide to the Steering Committee each year an updated 5-year plan. Last month I mentioned going to committee meetings and getting involved with the committees. These committees do a tremendous amount of work in helping prepare the five-year plans and ultimately the budget. Unfortunately there are many more requests than we have the money for and some very difficult choices will need to be made for the budget for next year. Though the five-year plans are started now, they will not, in most cases, be finalized until June. So there is still time and a lot of work to be done if you would like to help with it.

We owe our committees a HUGE THANK YOU for all the work they do.

Are Your Medications Secure? Security Residential Checks & Low

By Mike Siciliano, Carroll County Substance Education Board Member Did you know that in Carroll County 16% of youth in grades 8 -12 have used prescription drugs in the past year to get “HIGH” and 32% reported taking prescription drugs that were NOT PRESCRIBED to them. Carroll County teens also report that it is “EASY” for them to access prescription and over the counter drugs, especially through social sources such as friends and parties. Keeping your family and our community safe is as simple as securing the medications in your home. Answer the following five statements to find out about the security of your medications.

Please check all that apply to you: ___ I do NOT lock up my prescription or over-the-counter medications. ___ I do NOT count my prescription or over-the-counter medications often. ___ I have children/teenagers living in or visiting my home. ___ I have visitors in my home. ___ I have had someone take my medications without my permission.

If you checked one or more statements, the security of your prescription and/or over-thecounter medications could be at risk. You can reduce your risk by counting often, locking up, and dropping off your medications. It only makes sense!

The Carroll County Substance Education Coalition and their community partners recommend you: COUNT your medications every two weeks. This will prevent theft and ensure that medications are taken properly.

LOCK up your medications and store them in a place that others would not think to look.

DROP off your medications for proper disposal at Coalition sponsored law enforcement sites. Lake Carroll is a coalition sponsored law enforcement site. We now have a prescription drop/ medication drop box that is located in the LC Conference Center. Please only use this drop box for dropping off prescription drugs, medication and over the counter drugs. This is not a Mail Box, or Trash Box!

Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check.

The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home.

These low temperature switches can be purchased at most home improvements stores.

Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner.

The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www. golakecarroll.com (Resources> Document Library>Security Forms).

Lady Bowlers Have you ever thought about joining a bowling league?

We have one here that meets at 1 p.m. on Wednesdays from the middle of September through the middle of April at the Mt. Carroll Bowling Alley. We have 24 regular bowlers and quite a few substitutes. We are hoping to get a few more ladies signed up so we can have 8 teams of 4 players.

The cost is $12.00 per week for regular team bowlers with $3.00 of that going into the prize fund. It’s a fun afternoon with a great bunch of ladies.

by Devon Deloy (my Fiancé) while standing on our front porch as they crossed our driveway at 28-53 Southview Dr. It was approximately 11:30am on January 20th, 2016. Unfortunately only 2 of the 3 cats stayed still long enough for the photo. They crossed the street and approached the foundation of the house where two medium sized evergreen bushes were full of birds.

There is a large feeder overhead that draws the birds in large groups. This was an exciting and rare sight to see.

Board Directors Comments: Norm Hoffman thanked Jeff Howe for the good job that was done in getting the Supplemental Declarations written. Jeff in turned thanked the Bylaws Committee for their hard work on the project.

Clarence Grant informed the Board that the Prairie Advocate just had an article in the paper about the Local Redevelopment Authority approving an agreement for a company to potentially pump about 43 million gallons of water a month out of the ground and transport it by rail to other states. He asked if we should republish the article in our paper to inform our property owners and also contact the State to investigate the impact to our water supply. John Grotto said that this may also affect municipal wells and that they may want to get involved.

John Grotto asked if we have contacted JCWIFI about how they are billing us and if we can get better discounts. Mike Schmieder said a meeting was being held soon with JCWIFI and he would bring the topic up.

Audience Questions/Remarks: Mike Siciliano (1-24) commented that with the recognition of the new LCA Wildlife Club (formally called the Deer and Turkey Hunter’s Club), that if the club has events such as archery events that perhaps those events should be monitored by our Security Department.

Mike Siciliano pointed out that there is a new prescription drug disposal container now located near the door in the Conference Center.

Lake Carroll Women’s Club

At our February 11th meeting, club members celebrated Lake Carroll Women’s Club Sweet Sixteen Birthday with balloons and birthday cake. The cake was decorated

by Bessie Pavell and refreshments provided by hostesses Eileen Gehrke, Mary Lou Jordan, and Phyllis Kehoe. President Lana Soldat recognized eight club members with February birthdays: Val Kachlic, Phyllis Davies, Bonnie Joy Gehrs, Roberta Schoenfeld, Sue Gribble, Bev Wesolowski, Jan Ulesich, and Pamela Richards.

Vice President Pia Molloy passed out sheets to sign up for the April trip to Rafters in Lena. Members will need to provide their own transportation to Rafters where we will have lunch and our meeting. Following that we will tour the Lena Brewery and have time to browse in the Red Barn shop. The cost is $11.50 and sign-up sheets will be available again at the March meeting.

Ways and Means Co-chairmen Gael Will and Bonnie Ewing provided members with more information about our Saturday, April 30th spring fundraiser which will be a chili dinner along with horse races and fun. All members are being asked to participate by providing food and/or working the night of the event. Sign-up sheets were available at the meeting and will be available again at our March meeting.

Nancy Flikkema reported that she had given a check for $100 to the 4-H Club we support. They use these funds for public speaking and the fair they have at Naaman Diehl Auditorium. Phyllis Davies announced that the next blanket tying session will be held on April 26th at 10am at the Lodge.

Marve Feucht and Helen Sykora reported that the Hattie Vicker Memorial Committee has decided that these funds should be used to provide a $100 scholarship for six years to an Eastland High School female student who exhibits leadership skills. A plaque will also be made of the poem Hattie wrote about Lake Carroll. The funds totaled $620. Committee members were Marve, Helen and Merce Meyers.

Pia Molloy introduced our speaker, Kathleen Weber, who is a Roads Scholar Ambassador. She shared a very informative presentation about the many travel resources available through this organization along with photos of four trips she and her husband have taken through the Road Scholar program. Following her presentation, Kathleen held a raffle for a $50 gift certificate towards a Roads Scholar trip. Bessie Pavell was the lucky winner!

Next month…Jill Shaulis from Yellow Creek Quilt Designs will be the speaker at our March meeting. The store opened in 1992 and there have been many changes since then. Join us to hear the history behind Yellow creek Quilt Designs.

General Manager - Monthly Board Report (BOD) - February 26, 2016 Michael Schmieder, General Manager

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the January 22, 2016 BOD Meeting. a. A few months ago I informed you that one of our tractors suffered $6,500 worth of damage after it had been driven through hi water. We submitted a claim with Cincinnati and they informed that they considered the tractor a total loss. Our choice was to receive $24,800 which is the actual value and surrender the tractor or keep it and receive a $23k as a final settlement on this vehicle.

We chose to keep it and take the $23,000, using a portion of it to complete the needed repairs.

Last month I was asked if we still had liability coverage for the tractor since the machine itself was no longer covered. Matt Ripplinger assured that our liability coverage applies to all equipment used on the property regardless of whether or not the equipment is covered for damage. b. A Board Workshop has been scheduled Saturday, February 27, 2016. The Workshop will be held in the conference center and will begin at 9:00am. Several matters will be discussed but the Board will take no action during this workshop. A preliminary Agenda is attached to this report. c. Clarence Grant informed the Board of an article he read in the Prairie Advocate regrading an International company who has requested a contract with the Jo-Carroll Depot Local Redevelopment Authority to pump large quantities of water from the Cambrian-Ordovician Aquifer system.

Attached to this report is an article from the February 17, 2016 Prairie Advocate which provides much information on the project. The project is still in its preliminary stages and further studies need to be performed before the contract takes effect.

2. Administration: a. An updated copy of the Fixed Asset Expendi-

tures – Cash Status report is included in the Board Packet under Treasurers Report. b. At a recent Staff Meeting, I explained to the Managers that our budget is predicated on the collection of 100% of the Dues which were budgeted for that year. Though we continue to drop our budgeted DPE’s each year based on what we actually collected, we have failed to collect the budgeted dues revenue for last eight years. One way of creating a deficit is to spend more than what was budgeted. Another way is to spend 100% of what was budgeted while only collecting 98% of our budgeted income. Until we have a better understanding of what our Dues collection will be this year, I have instructed the Managers to adjust their spending down to 98% of what is actually budgeted. Taking this approach will help eliminate any potential cutbacks later in the year. c. 2015 Dues - We ended the year with 2,203.52 DPE - 36.48 less than budget. This created a revenue shortfall in the 2015 Operations Budget of $56,033.28. Budget cuts were made in the last quarter of 2015 to off-set the shortfall. Our final bottom line number will not be complete until the audit is done, but, all indications show that we came very close to break-even. d. With the lack of DPE’s collected in 2015, our pool loan “payment” was also lower than originally budgeted. The original budget was for $303,360 - the actual payment was $299,958. e. The Pool Loan and the Nicor Loan were repopulated at the end of the year, and, were again paid down to 0 in January. f. Field work for the 2015 Audit was carried out during the week of February 15 as three members from O’Conner & Brooks Certified Public Accountants were here. They are very thorough and plan on completing and presenting the final audit at the April Board Meeting.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, February 3, 2016. Representatives from FHN attended the meeting to share additional information regarding Drug & Alcohol testing as well as their availability to perform some tests

4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program are picking up. I’ve been averaging approximately three (3) inquiries per week regarding our Lot Sales program. We currently have two sales pending and they are scheduled to close in the first week of March. Our most recent sale closed on February 19, 2016 which represents the 2nd lot we’ve sold this year. This sale has created a new dues paying member. A summary of the 2016 sales is attached to this report. b. Referral fees of $500 each were paid to six (6) Lake Carroll Members who referred a new Owner who purchased last year and have paid twelve (12) months of Dues. Copies of the letters which accompanied the payments are attached.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2015 dues status report which is attached.

One of these was an Association owned lot, one was a new Co-Member and one was an Associate Member. c. Through 2/11/2016, 561 Natural Gas Permit Fees have been deposited totaling $140,250.00. d. Late fees of $100 were added to all accounts that have yet to pay their first installment of the 2016 Dues. e. Assigned Marina slips payment notifications were mailed on January 31, 2016. Payments for the sips are due by February 20, 2016. f. Golf Cart Storage and Campground Seasonal Site payment notifications were mailed on February 11, 2016. Payments are due by March 31, 2016

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for January, 2016 have been completed and will be sent electronically to the Board prior to the February meeting. ii. The Gaming Machines generated $2,595.98 in income for Lake Carroll during the month of January, 2016. This amount is significantly higher than we anticipated and $1,595.98 higher than we budgeted for January. See attached report. b. Human Resource: i. Based on a suggestion from Director Norm Hoffman, we have created a method to post Job openings to the current staff before we publicly advertise to fill such openings. These postings/ notices are placed in very conspicuous places throughout Lake Carroll to give current employees an opportunity to advance. Attached is the current posting notice.

7. Safety & Security: a. As requested at the January Board Meeting, I am including Luke’s full report. b. Luke updated the Lake Carroll Disaster Plan and provided copies to the Safety Committee at their February Meeting. Hard copies will be provided to the Board at Friday’s meeting.

8. Information Technology: a. Director John Grotto asked me to provide information relative to the JC Wi-Fi agreement and copies of the original lease agreement as well as the revised agreement dated June, 2015. The revised agreement was necessary as JC Wi-Fi requested permission to install a tower at the west marina. The additional tower was necessary to accommodate our request to provide high speed wireless signal to the West Marina Concession and the Maintenance Facility.

John observed modifications to the revised agreement that I was unaware of and I have a meeting scheduled with Jay Butson of Computer Dynamics for Wednesday, February 24th and I will offer a verbal summary of the discussion at Friday’s meeting. b. Publishing. This year we have numerous changes to the A & E Rules and Reg’s, some By-Law changes and some Rules changes. We’ve budgeted $1,500 per year to cover the costs of updating the codification each year however, this year’s changes are significantly more than we anticipated. The cost to update the Codification Booklets and the electronic version will cost approximately $3,400.00.

I recommend that we continue to let American Legal make these changes annually to keep our Codification properly maintained and updated.

9. Communications: a. No Specific Report 10. Facilities Management: a. Shaun worked his final full week at Lake Carroll on February 7, 2016. If you didn’t know, Shaun Nordlie has accepted the GM position at Apple Canyon Lake and started on Monday February 8, 2016. Since then, Doug Rominski has been instrumental in providing oversight to the Maintenance Department during this transition. We are currently accepting applications for the position and I will be conducting interviews during the week of February 29. b. Since Shaun’s departure, the Maintenance crew has remained busy continuing with their routine responsibilities and addressing maintenance related issues and repairs. They have also completed the construction of the three Kayak Racks which will be placed at the West Marina, East Marina and Three Tubes. They have also been busy readying the Dredge so that dredge operations can commence once the ice melts.

11. Lake Management/Wildlife: a. The lake level as of February 15, 2016 was 740’ and 1”. b. Prior to Shaun leaving, Joe worked out a

dredging labor budget that included using two staff members, 6 hours / day each day. This would improve productivity by reducing shut down and start up time and keep the machine running more often. c. A decision needs to be made if we are going to spend funds to survey the dredge spoil area to calculate how much sediment has been pumped into the spoils pond. If this is going to be done, it should be done before we begin dredging for the year. In Joe’s opinion, the only reason to do this would be to better understand how much sediment has been moved thus far, and to show the results to the membership… good or bad. d. Our aerial deer counts most likely will not happen in 2016 due to the lack of needed snowfall.

Snow cover is needed to be able to see, and count the deer. Our current wildlife budget for 2016 was to be used to hire the helicopter, but may not be available for goose charity harvests, if needed and allowed by the IDNR and Dept. of Agriculture.

As usual, I have attached Joe’s full monthly report to this report.

12. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review. b. Payment was received in full for building violation fines.

13. Golf Operations (Pro Shop): a. No specific report as the Golf Course is closed.

14. Golf Maintenance: a. Our winter golf maintenance staff has begun the annual process of grinding mower heads and servicing mowers and other equipment associated with maintaining the golf course. b. Tim and his staff are also in the process of rebuilding many of the yardage signs which are

placed on each hole and re-staining all of them before they are put back on the course this spring. c. The staff also painted garbage cans, ball washers, Tee Markers and sand trap rakes. d. In preparation of this year’s Golf Course Maintenance Project, three large willow trees on the left side of hole #15 have been removed by our staff.

The removal of these trees will help reduce the amount of cleanup required by our staff, improve the playability of the hole and help speed up play.

15. Clubhouse Operations: a. Planning is underway for the St. Patrick’s Day celebration which occurs on the same night as the Yacht Club’s Robbers Bingo. Also being created are the menus for the Easter Brunch as well as the Mother’s Day Brunch. Both of these Brunches have been very popular and very well attended so plan ahead and make your reservations now. b. The annual Lake Carroll New Year’s Eve Party was attended by 161 people. Food sales for the evening were $6,438 and beverage sales totaled $3,325. Again, I received numerous compliments from many of the Members who attended. c. Over the past year, we have experienced significant revenue growth in food and beverage sales. Much of this growth is due to the quality and consistency of our food. Our food cost however has been a disappointment. I am currently working with Denise and particularly, Troy make changes to some menu items and accurately cost out each menu item to assure that we’re charging an appropriate price for each menu item. I am also working with Troy on his ordering practices and will try to identify any areas or items which are creating waste. A complete menu item “cost-out” will be included in March’s report to the Board. It is the goal of all three of us to operate the clubhouse at

the budgeted food cost.

16. Recreation Complex Operations: a. Aquatic Complex: i. The Indoor pool continues to run smoothly with no significant maintenance issues to report. b. Recreation: i. The Fitness Room was used 185 times between January 15, 2016 and February 15, 2016. ii. TOPS groups have started for LCA membership and LCA employees. “Take off pounds sensibly” is what the group focuses on. Weekly meetings take place on Tuesday nights and Wednesday mornings. Weekly weigh in’s and health topics are the focus of the meetings. LCA employees meet over the lunch hour on Mondays to discuss their health topics. All programs are free because it is a part of a grant thru the state of Illinois and Chelsey is a certified TOPS instructor. iii. All Pizza and game nights from Jan 15thFeb 15th have had no interest. Januarys were advertised for Friday evenings, no interest. February we have tried Saturday nights. c. Ski Hill: i. January 16th opened up our tube tow season and remained open thru February 13th weekend.

Overall poorer attendance noted for season. Ski Hill failed to open due to the lack of snow, lack of weather cold enough to make snow and a water shortage from the pond. ii. Winter Carnival took place on Saturday February 13th. About 30 kids enjoyed the indoor carnival games from 1-4pm. Attendance for this typical event was at its lowest it has ever been.

This most likely due to the fact that the ski hill was unable to be opened this year.

Refer a New Lake Carroll Property Owner and Receive $500

Our lot referral program has been in existence for more than a year now and that means those Members who referred a new property owner resulting in a lot sale and a year of dues assessment payments, have now received their $500. As of midFebruary, LCA has paid the $500 reward to seven Members. You, too, could receive $500‌read on to learn how!

Over the past several years, Lake Carroll Association has unwillingly acquired dozens of Lots through our ongoing foreclosure policy or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA.

HERE’S HOW THE PROGRAM WORKS: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact me at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property and pays the first 12 months of dues, you will receive $500.

To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current website. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot, and a photo of the property. We anticipate having this page available prior to February 28, 2015.

In addition to providing another person or family the opportunity to enjoy all that Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. The Association needs more Members and there are people out there who would like the benefits of Lake Carroll Membership and Ownership.

The way the weather is looking and the fact our trusty groundhog didn’t see his shadow, we’re expecting to have an early spring this year. While this winter has been fairly mild, I’m excited for spring and some new life at Lake Carroll! With that, here’s an article we wrote a few years ago that seems fitting about now…

Spring is inevitable, and personally, I’m welcoming it! I can’t wait for sunset cruises on the lake, and summer days with swimming and boating with the family. For most of us, we’re aware the lake has come back to pool and we now concern ourselves with heavy spring rains and possible flooding. Hopefully the rains come as needed, and not too heavily!

But with spring comes new life, and with some of that new life comes new challenges. For example, the new plant growth provides our landscapes with a color and beauty that has been dearly missed with the passing of the season from white beauty of the snow fall to our newly muddy and dried out lawns! The plant growth, however, doesn’t stop at our lawns. It continues in our lake with the new growth of our aquatic plants. Some of which we desire to provide needed fish habitat, water quality improvements, and oxygen to our aquatic ecosystem. Others, such as the invasive Curly-Leaf Pondweed and Eurasian Milfoil, are not so desirable and we have management programs in place to help reduce and control these species.

The current aquatic plant management program consists of utilizing chemical control for the invasive, exotic species like Curly-Leaf and Milfoil. This program will start early spring for Curly-Leaf treatments. Follow-up with control for Milfoil will occur in May. In the meantime, “Harvey” the weed harvester is scheduled to be on the lake with our maintenance crew at its helm in mid-May to trim back the native growth. If we observe excessive growth of native plants before that time, our crew will be ready for an early deployment. We intend to closely monitor the plant growth to be sure it is being cut when needed.

Another form of ‘new life’ I like to remind property owners about is the fawn (baby deer) that you can encounter while moving about Lake Carroll. Often times we have property owners call about an abandoned fawn deer they have found and ‘rescued’ and they need direction on what to do with the baby. If you come across a baby deer, PLEASE LEAVE IT ALONE. The natural instinct of deer is to leave their fawn unattended for long periods of time. This is a predator avoidance tactic because fawns are born ‘scent free’ and predators cannot easily detect them. The mother leaves the fawn and only comes back periodically to feed it. Once the fawn is big enough and strong enough, it will begin to travel everywhere with the mother.

Because of this survival tactic, we humans tend to find fawns unattended and believe the mother has either left the fawn, or been killed. In most cases, it is best to leave the fawn alone, and let nature take its course. If you touch the fawn, there is a risk the mother could abandon it.

The last thing I would like to share is a thank you to the volunteers that assisted with the goose egg addling / oiling program at Lake Carroll last season. This is the process of locating nesting goose pairs, chasing them off the nest, and oiling the eggs so they will not hatch. This is needed to reduce the number of resident geese we have at Lake Carroll. Geese are inefficient feeders that defecate large amounts of nutrients into our aquatic system daily.

One example I found was that the excrement of 10 geese on your lake could add up to 7,000 pounds of goose droppings per year! This amount of waste can have negative impacts on our lake and water quality as the droppings are high in nitrogen and phosphorus.

For 2015, the volunteers were able to reduce the resident goose population by 41 birds! (That translates into over 28,000 pounds of goose droppings this past year!)

Anyway, a big thank you goes out to those volunteers for keeping ‘crap’ out of the lake!

The LCA Goose Problem – What are we doing?

On Saturday, February 25, 2012 about 40 Property Owners including members of the Lake Committee, Wildlife Committee and the LCA Board attended a very informative workshop regarding Lake Carroll’s resident geese. Mr. Scott Schaeffer, a wildlife biologist from the DNR presented us with a number of options that are available for the LCA to address the issue and has even offered to have the DNR assist us in doing so.

Mr. Schaeffer explained that Lake Carroll provides the ideal habitat for geese. Fifty to one hundred feet of short turf grass, which gently slopes to a shoreline, provides the ideal terrain for geese to thrive. Once geese find such a location and complete a successful reproduction cycle, they’ll continue to migrate to the same location unless they are given a reason to find a new home.

The average lifespan of Canadian Geese is 20 to 25 years.

Along with this, 10 resident geese can add up to 7,000 pounds of goose droppings to our lake per year! This amount of waste can have a negative impact on our lake and water quality, as the droppings are high in phosphorus, nitrogen, and bacteria.

Mr. Schaeffer explained several ways to address the problem including; nuisance technics, egg addling and the removal of geese during their molting period, to name a few.

Since that meeting in 2012, we have continued our annual oiling of the eggs. For 2015, our volunteers were able to reduce the resident goose population by 41 birds. That translates into over 28,000 pounds of goose droppings prevented this past year!

Also, in June of 2014, we were able to secure a permit from the IDNR and Department of Agriculture to perform a goose charity harvest. This project allowed us to remove 147 resident geese from our lake. Once captured, these geese were delivered to a processing center and the meat was donated to local food pantries. The permits to conduct the charity harvest are not given easily, and it is not common to receive them annually. We will be working with IDNR and the Department of Agriculture again in 2016 towards approving another charity harvest. It is up to the IDNR and Dept. of Agriculture to permit the project.

In the meantime, we will be continuing our egg oiling program and NEED YOUR HELP to locate nesting geese around the lake, golf course, and other ponds on our property. If you know the location of a nesting pair of geese, please notify the office and they can provide you with a flag to mark the location. With your help, our volunteers will be able to continue maintaining or reducing the population growth of the resident geese.

Fish Tales

By John Quilico, Fishing Club Secretary This month had 36 soles brave the chill to attend the Fishing Club’s potluck meeting. Mitch Feucht and Tom Stangl brain stormed adding some fish in addition to the chicken on this month’s dinner menu for those who were abstaining for lent. This seemed to go over well, as there were no leftovers on this dish. Our members also provided sides and desserts for all to enjoy.

After enjoying our meal Vice President Frank Malito called the meeting to order at 6:40 pm. After the Pledge of Allegiance, Treasurer Mitch Feucht gave his report which was accepted by the membership. Frank welcomed Pat Junius back to the group. We are glad to see her on the mend with attitude and a smile.

Frank also noted that we will be having a clean-up at the Hatchery to get ready for the upcoming Open Houses on April 10th and 17th, plus set up the Hatchery operations for this spring. We intend to clean the tanks and troughs to get ready for the upcoming year’s walleye eggs and fry. We are hoping the Association will come through with the fawn pond gate repairs prior this spring for us to use the pond and also irrigate the golf course.

We are going have contingency plans in case the repairs are not completed in time to release directly into the lake. We have also planned, at Roman Cirignani’s suggestion, to set up rearing areas at Fawn Pond and possibly the East Marina to see if the problems we have been having the last couple years with fry survival are associated with the pond or conditions at the Hatchery.

Frank asked Tom Stangl to update the group on our reef structure program.

Tom stated that we will be adding structure and the gravel reef after Labor Day. He also reminded us that we have some Christmas trees to add probably this spring.

Marve Feucht mentioned that the Women’s Club Chili and Game Night fundraiser is scheduled for April 30th at the Lodge for those interested.

Motion was made to adjourn at 6:55pm. by Tom Stangl, second by Joe Unser.

What to Do in Case of a Fire

This article was originally published by Stratfor.com, a global intelligence and advisory firm based in Austin, Texas.

Forecast • Travelers are far more likely to be affected by fire than by terrorism.

• Fire kills hundreds of thousands of people every year.

• There are steps you can take to mitigate the threat posed by fire.

Analysis On Jan. 13, seven people were killed when fire tore through a beach resort in Zeralda, Algeria, a town on the outskirts of Algiers. According to media reports, the police believe that the early morning fires were set intentionally.

Authorities are now seeking three suspects in connection with the incident, which appears to have been an attack on Algeria’s tourist sector.

The incident in Algeria came on the heels of two other higher-profile hotel fires: the New Year’s Eve fire at the high-rise Address Hotel in Dubai and the Jan. 6 fire at the Pearl Continental Hotel in Rawalpindi, Pakistan. Both blazes are said to have begun accidently. While there were no deaths in either fire, they illustrate that five-star facilities and smaller, less exclusive properties alike are vulnerable to fire.

Taken together, these incidents are a reminder of the danger that fire poses for those traveling abroad, whether a blaze is set intentionally or ignites accidentally. Because fires kill hundreds of thousands of people every year — many more than terrorist attacks — you are far more likely to be affected by fire than by a terrorist attack while traveling. Fortunately, there are steps you can take to mitigate the threat posed by fire.

Being Prepared Fires are deadly enough in the United States and Europe, where there are strict fire codes. But they are even more lethal in less-developed countries, where fire codes are often nonexistent or poorly enforced. For example, though sprinkler systems are mandatory for hotels in the United States, this is not the case in many parts of the world. Even in hotels that have sprinkler systems, it is common to find that they have not been properly maintained and are not functional.

The same can be said for fire alarms. There are reports that the fire alarm and suppression systems did not function properly in the Rawalpindi fire, which started in a basement records room and then spread upward. Negligence is also an issue: Hotel staff in Rawalpindi reportedly told concerned guests who smelled smoke that there was nothing to worry about and to go back to bed.

In hotels in the developing world, it is not uncommon for items to be stored in emergency stairwells, leaving stairs obstructed and sometimes impassable. It is also not unusual for employees to chain fire doors shut because of criminal or terrorist threats. Therefore, one way to diminish the threat from fire is to check that emergency exits are clear and unlocked.

Doing so is important not just in hotels but also in apartment and office buildings and can help avert catastrophe. In the August 2011 Casino Royale fire in Monterrey, Mexico, cartel gunmen ordered guests out of the building before dousing it with gasoline and lighting it on fire. Unfortunately, 52 people died because they were trapped inside by a fire exit that had been chained shut.

While staying in hotels overseas, travelers should try to stay between the third and sixth floors. Doing so is advisable for security reasons, and it also puts guests within range of most fire department rescue ladders. Travelers should always check that there are functional and tested fire extinguishers and hoses at their hotel. Asking about sprinkler and fire alarm systems while making reservations is helpful, but sometimes reservation clerks will be uninformed or

deliberately misleading. Therefore, it is prudent to check with in-country contacts who might know about a hotel’s fire protection systems.

Smoke inhalation is the primary cause of fire deaths and accounts for 50-80 percent of all deaths from indoor fires. Though this is somewhat obvious in confined spaces such as an aircraft fuselage or a subway tunnel, it is also true for buildings. Even concrete or cinderblock structures that would seem fire resistant can confine smoke to deadly levels, which was the case with the U.S. diplomatic facility in Benghazi. Video after the attack showed that the fire had not badly damaged the building’s structure — smoke is what killed Ambassador Christopher Stevens and communications officer Sean Smith.

As Stratfor has noted through the years, smoke hoods should be part of everyone’s personal safety plan. They are easily carried in a purse or briefcase and can provide the wearer with 1530 minutes of safe air to breathe, which makes a world of difference to someone attempting to escape a burning building. A small, high-intensity flashlight to help you find your way through the smoke or dark once you have donned your smoke hood is also very useful.

Reacting: What to Do in Case of Disaster If you wake up to the sound of a smoke alarm or to the smell of smoke in your hotel room, go down to the floor and grab your room key and flashlight from the bedside table (the best place to keep these items). Then, don your smoke hood if you have one. Smoke and toxic gasses tend to rise, so it is best to stay low. At this point, pause for a moment to assess your situation rather than running out into the hallway in panic — you could be running into trouble. Instead, you should prepare yourself to exit carefully.

Before opening the hotel room door, check it with the palm of your hand. If either the door or doorknob is hot, there could be a fire in the hall right outside the room. Even if it is not hot, the door should be opened carefully. Be ready to quickly slam it shut if there is fire in the hall!

If the hallway is clear of fire, begin crawling out of your room. Again, staying low will help protect against smoke and toxic fumes. Close the room door behind you — it will help keep out smoke in case the exit route is obstructed and you have to return to the room. Move down the hallway, staying next to the wall to use it as a guide and as protection against being trampled by panicking people. Follow the hallway to the closest stairway fire exit and use it.

Remember, never get in an elevator during a fire. When you reach the exit stairs, walk down to the ground floor. Use the handrail as a guide and safeguard against any rushing people.

If there is smoke in the stairwell, do not try to run through it. Instead, turn around and try to find another emergency exit. If there is also smoke coming up the second emergency staircase, you must choose between returning to your room or climbing the stairs to the roof. If you opt for the roof, remember to prop the door open to allow smoke to leave the stairwell and to make sure you will not be locked out on top of the building. Try to find the part of the roof that is best protected from fire and smoke and sit down.

Now, if all the exits are blocked, or if fire in the hallway prevents you from leaving your room, try to ventilate the room by turning on the bathroom fan and opening a window if possible. Avoid breaking the window unless you have to; shards of glass are dangerous and you may need to close it if smoke begins to pour into the room. Being able to reclose the window is especially important during exterior fires such as the one in Dubai. Then, if the room telephone works, or if you have a cellphone, call the front desk or the fire department to tell them your location. Hanging a bed sheet out your window can also serve as a signal to firefighters.

If the water is still working in your room, fill the bathtub and find an ice bucket or a trash can you can use to bail water onto the door or hot walls. Wet towels will also come in handy. You can use them to keep smoke out of the room by wedging them into the cracks around the door, or as a makeshift smoke hood. Tying a wet towel around your head and over your nose and mouth will help reduce the amount of smoke you breathe in. (Unfortunately, it will not protect against dangerous gases such as carbon monoxide and hydrogen cyanide.)

Undoubtedly, fire is a serious threat at home or abroad. But steps can be taken to reduce the danger it poses. Being prepared, informed and proactive can go a long way in helping you find your way out of a deadly situation.

West Carroll – County Schools Facility Tax

Submitted by: Craig Mathers, Superintendent and West Carroll Board of Education The West Carroll Board of Education understands the impact on local tax payers to support local educational needs at a time when State support is being diminished. In order to investigate ways to reduce local property taxes, the West Carroll Board voted unanimously to support placing the County Schools Facility Tax on the March 15th ballot. The West Carroll Board of Education voted publicly to use the funds in this manner; 1/3 towards bond reduction, 1/3 to current facility needs, and 1/3 to future facilities projects.

The funds will be used for heating and ventilation systems, health, lifesafety projects, school security, technology infrastructure, fire alarm systems, energy efficiency projects (lighting and windows), roof replacements, asbestos abatement, and planned projects to maintain the facilities. Legally the funds must be used for capital improvements or property tax reduction.

The funds may not and will not be used for staff salaries, staff benefits, textbooks, buses, or operating expenses.

Because counties around us have already passed and implemented a school facilities tax, Carroll County residents who shop in Clinton, Iowa, Galena, or Sterling are already assisting those schools with facility upgrades and repairs.

The tax allows the local schools and residents to shift away from property taxes to support school facilities. Non-residents and visitors to Carroll County will support upgrades and maintenance to your local schools by spending dollars in your local businesses. The facility work will also support the local economy by using local venders, when possible, to complete the work.

The revenue will allow Carroll County school districts to provide the facilities necessary to support a 21st century education which is critical to ensuring your children, your grandchildren, and neighbors have the tools needed to compete in a changing economy. The sales tax revenue would be allocated to the local schools based on student enrollment. The revenue will fund school improvements without increasing property taxes.

Yacht Club News

On January 23, 2016, the Yacht Club held its Midnight Crazy Bowl at the Mt. Carroll Bowling Center. We had 28 People bowling and another six who showed up, but didn’t bowl. Three games were played with prize money awarded for the high and low scores of each game. Nine players received prize money for getting a strike with the red pin.

RECIPE CORNER HCC holds a script writing contest to produce a movie

Highland Community College has added a Motion Picture Production class for the Summer 2016 Semester, and is holding a script writing contest to be able to say, “Let us make your movie.” During the eight-week class, students will tell the story from the chosen script to produce the 45-minute movie.

Mass Communication instructor Jim Yeager said, “We are excited to bring this class to our students, who have already taken production courses through our Mass Communication program. We know we have some talented writers in our area. The eight-week course is enough time for us to make a movie, but not write a script. This is a great way for a creative writer from the Highland district to assist in our storytelling.”

Submitted scripts can be of any genre, with the only requirement that it fits into a 45-minute film. It should be a compelling story, capable of being produced locally. Once the script has been chosen, there will be auditions for actors. Students in the Motion Picture Production class will then work behind the scenes to produce the movie.

Yeager and Mass Communication students will evaluate each script to determine which script will be produced. Eligibility requirements are: • writer must be at least 18 years of age or be a Highland Community College student • live in the Highland district • the work must be original (no adaptations) • the script should be roughly 45 minutes in length (45 pages) All scripts should be e-mailed to Jim Yeager at jim.yeager@highland.edu by April 15. Please include a name as it is to appear on the credits, and include contact information for the submission. Lake Carroll Photo ID We began announcing update requirement in September 2014. To date, there are still a number of Members who have not yet updated their children’s photos.

Unfortunately, if those children try to access an amenity with their old card, they will be denied access and advised to visit the Admin Office.

Primary LCA Member’s dependent children 5-24 years of age were required to have new photos for their 2015 LCA ID cards. Our

current program has been in effect since 2007.

PLEASE NOTE: ID cards printed prior 2014 for dependent children 5-24 years of age have been deactivated. If your dependent(s) have not received a new ID card (see sample), you MUST submit new photos.

We need a clear head & shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted.

The preferred method to receive photos is to email your photos to photoid@golakecarroll. com.

Be sure to identify your photo files with the filename, section/lot, child’s name, and date of birth for each photo submitted. If you don’t have the option to email, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. Depending on the customer load at the time you are in the office, your new ID cards may be mailed at a later date.

University of Illinois Lee County Extension office is holding Project Pool for kids ages 5-18 on Saturday, March 5th at the Lee County Fair Grounds. The morning will start at 8:45 am and end at 12pm. It is a short, but education and fun filled opportunity for 4-H and non 4-H kids. READY... SET... GROW... 2016 GARDENING SYMPOSIUM Add a “spring” to your step at the 2016 Ready… Set…. Grow… gardening workshop, on Saturday, March 12 from 8:00 a.m. to 3:00 p.m. at Sauk Valley Community College in Dixon. Join the Master Gardeners of Carroll, Lee, Ogle, and Whiteside counties in cooperation with Sauk Valley Community College for this one-day event offering information about various aspects of home gardening.

Fifteen different workshops ranging from Native Illinois Plants in the Home Landscape to Kokedama String Gardening are offered to participants. During three different sessions, participants can choose to attend workshops about many different topics.
