General Manager’s Report Goose Round-up Update

I know many of you were hoping that the LCA would be able to a conduct Charity Goose Round-Up in 2015 like we did in 2014. Last year’s roundup was a great success and was made possible with donations provided by numerous Lake Carroll Members.

Lake Carroll applied for the required permits with the IDNR and the USDA in early March. We were recently informed by the IDNR that our permit for a 2015 roundup was denied. The DNR’s position on the matter is that they are here to help manage the population, not eradicate it.

Many Members called me over the past few months to inform me that they were willing to donate funds to hold a roundup this year. Some even mailed in checks to help fund the project. In all, over $5,000 was Mike Schmieder committed to fund the roundup which easily would have covered the General Manager cost. At this time, those checks are being returned and I wish to thank everyone who was willing to give.

We will apply for a permit again in February or March of 2016 in hopes of conducting a roundup next year.

Again, thank you for your willingness to contribute.

RULES & REGULATIONS The current copy of the Rules & Regulations is available at the Front Desk or may be accessed through the official LCA website: www.golakecarroll.com. Click on Resources>Document Library>Membership-General Info> or Resources>Governing Documents>#9 & #10. At this point you may view Association Rules & Regulations, A&E Building Regulations and other membership documents that are available. If you have questions, please call the Office.

ASSOCIATION DUES All Association dues, assessments and fees must be current to be eligible to use the Lake Carroll amenities. Photo ID Membership cards must be presented at the Golf Course, Swimming Pool, Campground, Ski Hill, etc.

If you are paying your Association dues on a quarterly basis, the 1st & 2nd installments must be paid to use the amenities. Third Quarter Payments will be due by July 31, 2015. Quarterly bills will be sent the last week of June. Bills for the May 2015 mowing will also be sent during this time period.

They will also be due on July 31, 2015.

INFORMATION SHEETS New owner packets are sent to our new property owners upon receipt of a copy of the recorded deed, which should be accompanied by the transfer fees (seller is responsible for $150 & the transfer reserve fee of $450 is to be paid by the purchaser) and any other outstanding dues or fees. A 2015 Information Sheet is included with this mailing. This form must be completed and returned to the Association Office. Photos are needed for the Amenity photo ID cards. Decals and guest passes will be processed when we have your information. All vehicles belonging to the property owner and used at Lake Carroll must have a current Association decal displayed. Also, be sure to provide the required registrations and proof of insurance on vehicles, watercraft, ATV’s, golf carts and snowmobiles Members in good standing are the only persons eligible for registration privileges.

HOMEOWNER ADDRESSES As we have previously stated, PLEASE inform the Association Office at 815-493-2552 x14 as soon as you become a full-time resident so we may update our address & phone information. All lot owners are requested to forward all contact information (address whenever you change locations or changes to your email addresses or phone numbers (primary and/or cell). Your cooperation is appreciated.

PHOTO ID MEMBERSHIP CARDS Thanks to those Members who have already had their children’s pictures updated for the Lake Carroll membership cards. Remember, old youth cards have been deactivated, which will prevent your child from using the amenities. If you haven’t already done so, please email your photos to photoid@golakecarroll.com or stop by the office this summer and have this done. It only takes a small amount of time. Adult photos may be updated at any time, but is not required.

Please remember, photos for ID’s must be a clear head and shoulder shot with the subject facing the camera and full head features (face and hair) are visible. No hats or sunglasses accepted. We will not accept scans or copies of other ID’s that contain holograms.

The Front Desk is available to take your picture(s) Monday through Saturday between the hours of 9:00AM & 3:00 PM. MARINA CONCESSION INVOICING PROCEDURES These procedures are included in the 2015 Rules & Regulations booklet on page 24. A current Visa/MasterCard form must be on file at the Association Office authorizing the use of your card for marina concession purchases. Payments of Marina concession invoices are due within 15 days of purchase. Bills will not be sent. If no payment is received at the Association Office within the 15-day timeframe, the amount due will be processed with the Visa/Master Card information on file.

If no payment is made within the 15-day timeframe and there is NO Visa/MasterCard on file, the Association may curtail your privilege of utilizing this method of payment at the Marina. Questions regarding this procedure may be directed to the Front Desk, 815-493-2552 x20.

You may also pay for your marina concession purchases at the time of sale with cash, check, or you may use your Visa, Master, Discover, or American Express cards.

BOATER REGISTRATION CARDS There are approximately 444 registered watercraft at Lake Carroll that have a 6/30/2015 expiration date with the IDNR. The Department of Natural Resources does not send out watercraft renewal notices. It is your responsibility to make sure your watercraft is current. Please refer to our website www.golakecarroll.com >Amenities>Lake & Natural Resources> Watercraft Registration Online Renewal System to link to the IDNR to register online. When you receive your new state of IL logo, you will also receive your new Watercraft Registration card which will have a new expiration date of 6/30/2018. This card is approximately 3”x 5”. The Association office must have a copy of this card on file. Please take the time to bring it to the office (we will copy it) or email a copy to us so we may update your records (be sure it is clearly legible). You will not receive your watercraft decal next year until we have a copy. Provide it now before you file it away & forget where you put it.

There are approximately 103 additional registered watercraft that have applied for, or in a few cases reapplied for registration with the State of IL. We have your applications for registration on file. You should have sent these into the State with the proper paperwork & monies. The State will then send you your current watercraft decal and registration card (approximately 3” x 5”). The Association will require a copy of this card when you receive it. Future decals will not be issued until we have a current card on file.

Insurance information needs to be updated each year – when you receive your notice from your agent, send us a copy of the new policy for the upcoming year. We thank you for your cooperation.

Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

Memorial Day Weekend went well from a security standpoint. The weather did not fully cooperate slowing down amenity usage. The only major incident was on the golf course; an irrigation controller was stuck by a golf cart and had to be replaced. The Security Department continues to investigate the incident. No accidents were reported on the trail or the lake. During Memorial Day weekend the Security Department issued 8 citations and 22 warnings; checked 57 fishing licenses and creel limits; checked 850 vehicles at the gate, marinas and pool; checked 78 ATV’s; and assisted 4 boats.

I have been receiving complaints from members of the Safety Committee about expired vehicle and boat decals. Regardless if you have purchased these decals, they must be displayed properly. Displaying the proper decal informs Security and other LCA Members that you are an LCA property owner and have amenity right usage. Please display your LCA decals properly.

When using the marinas during the summer months, please consider carpooling on the weekends. At times due to the amount of people enjoying our lake, space can be limited at the marinas.

Let me remind everyone, fireworks are ILLEGAL at Lake Carroll. There are property owners and pet owners who do not enjoy fireworks. If you choose to light fireworks, you will be issued a citation.

A new State law went into effect on 01-01-15. This law has to do with the use of an orange flag being no less than 12 x 12 inches, be displayed at the highest point around the helm to be flown anytime your boat has someone entering the water and preparing to tube or ski until that person has reentered the boat the orange flag must be displayed.

The flag will only be taken down when all persons are aboard your boat. This is not to be confused with the Skier Down Flag; the skier down flag will still be utilized in the same way and will remain a regulation at Lake Carroll. The Skier Down Flag is to be used alongside the new flag mandated by the State.

Fishing at the marinas is a popular pastime during the summer. When fishing off the docks at the East and West Marinas, please be considerate of other people who are not fishing. Give them room to get where they are going, try not to leave too much equipment lying on the docks. I always receive complaints from boat owners at the marinas stating disregarded line, lures, and hooks being left on buoy and mooring ropes or boat covers.

This is not only inconsiderate, but dangerous to the boat owners and their guests. When fishing from the docks, you cannot fish from a boat moored at the marinas unless you own the boat. This will be considered trespassing and you could be cited.

Did You Know: All piers, docks, boat lifts, and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake. This information is located on page 19, Chapter I, Section G. 4.

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pick-up? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Rules and Regulations page 37, Chapter IV. Section C. 6.

Did You Know: It is illegal to let you dog or cat roam freely at Lake Carroll. Please be courteous to your neighbors. Even if they are not at their Lake Carroll residence, your pets should not be making a mess on their property. Please review the Rules and Regulations regarding pets on Page 37, Chapter IV. Section C. 8. in your Rules and Regulations booklet.

Did You Know: ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the Trail System? This information in located in the Lake Carroll Rules and Regulations page 7, Chapter I, Section B. 2.e.&f.

Safety First

By Matt Ripplinger, Member of the LC Safety Committee STOP AT TRAIL STOP SIGNS As the golfers and ATV riders cross several roads here at Lake Carroll, please remember you do not have the right away, the cars do. We ask that street vehicle drivers watch for golf carts and ATV’s, but they are not required to yield to you. Stop signs on the trail and golf cart trails mean the same as they do on a street. PLEASE STOP AT THE STOP SIGNS. 2 FLAGS REQUIRED FOR TOWING Remember the Skier Down Flag still applies. With the addition the new Illinois State law that requires you to have an orange flag up from the time a person is leaving your watercraft to the time they reenter the craft for the purposes of being towed, it will be necessary to have two flags on your boat. We are finding the additional State flag is really helping with safety awarness.

WEATHER RADIOS SAVE CAN SAVE LIVES While the Safety Committee is continuing to work on bringing Tornado Sirens to Lake Carroll, we are wondering how many of you have an Emergency Weather Radio? These kinds of radios are programmed to come on automatically when various agencies wish to deliver emergency weather warnings. Weather Radios have proven to save lives.

It is very blinding to anyone coming toward you. Docking lights should only be used when you’re close to the dock and pulling in.

ATTENTION: WATERCRAFT MEASUREMENT REQUIREMENTS ARE AS FOLLOWS: ALL newly registered watercraft under the following 3 categories MUST be measured by LC Security before decals will be issued. #1: Pontoon #2: Runabout, deck boat, ski boat, or bass boat #3: Jet pump Boat To clarify, if you purchase a new or used boat in one of the above categories, even if it was previously registered at LC by another member, it still needs to be measured.

This must be done PRIOR to receiving decals.

(Boats in these categories that have been previously registered at Lake Carroll and maintain the same ownership do not require measuring – only newly registered boats.)

Please be sure your watercraft meets the length and width requirements before purchasing. There will be no exceptions to these requirements.

ATTENTION: WATERCRAFT FLAG DISPLAY REQUIREMENTS FOR TOWING AND SKIER DOWN The LC Rule regarding the towing and skier down flag display requirement was published on 1A of the April newspaper. As a reminder, we are summarizing it below: 1. New IL State Law requires that a neon orange flag at a minimum of 12” x 12” be fixed to the highest point of the helm and displayed at all times from the time a person(s) is leaving the boat to be towed to the time they re-enter the boat. These flags area available for purchase at the Admin Office and the West Marina Concession for $12.

2. LC mandatory Skier Down Flag, which is also neon orange, must be raised and kept in motion when a person(s) being towed has fallen into the water to alert surrounding boats of their situation, and must stay in motion till the tow is back underway or the person has re-entered the boat. These flags area available for purchase at the Admin Office and the W Marina Concession for $8.

Two (2) flags are required to be in compliance with these rules. You cannot detach and wave the towing flag; this would immediately put you in non-compliance with the State law.

National 811 Day is Tuesday, Aug. 11, and Nicor Gas is taking the opportunity to remind homeowners and contractors planning any outdoor digging projects to call 8-1-1 prior to the start of your project. Underground utility lines, such as natural gas, electric, telecommunications and cable, are often located just inches below the ground. Accidentally striking any underground facility can cause serious injury and costly service interruptions.

To help reduce excavation damages, Nicor Gas is providing the following safe digging guidelines for homeowners and contractors: Call Before You Dig: When starting an outdoor project involving digging, customers are advised to make contacting JULIE at 8-1-1 or 1-800-892-0123 part of their plans. Calls to the free locating service can be made up to 14 days in advance. The requests to have utility operators mark underground facilities, including natural gas, water, cable, telephone and electric lines, can be made 24-hours a day, seven days a week.

Wait the Required Time: Before doing any digging, customers are urged to call 8-1-1 and wait the required time to have underground utility lines marked. The approximate location of underground utility lines will be marked with color-coded spray paint, flags or stakes that correspond to the utility. The color used for natural gas is yellow.

Respect the Marks: Once the lines are marked, use the appropriate digging methods, which may include hand tools, and dig no closer than 18 inches from the marked utility lines.

Dig with Care: Make sure the marks remain visible during the project. If the lines are damaged or removed, customers are encouraged to call 8-1-1 to have lines re-marked. If a natural gas line is accidentally damaged or the distinct odor of gas is present, call the Nicor Gas 24-hour emergency phone line at 888-Nicor4U (1-888-642-6748) from a safe location. Do not operate any machinery or any equipment that might cause a spark.

General Manager - Monthly Board Report (BOD) June 26, 2015 Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the April 24, 2015 BOD Meeting. a. The Board discussed and approved the installation of a 34’ pole behind the West Marina shower house to house equipment to provide the LCA with wireless internet signal. The Board also authorized Barbara Anderson and me to execute the “Agreement for Wireless Internet Service” as well as the “Land Lease Agreement”. Both Agreements were executed on June 15, 2015 and are attached to this report. b. I was asked to include the 2015 Board Goals for discussion at the June Meeting. The goals were discussed however at the May 30, 2015 Board Workshop. The written goals are attached to this report.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. b. An organizational meeting for the newly formed Infrastructure Committee was held on May 14, 2015 here at the Conference Center. The Committee has decided to hold their monthly meetings on the 2nd Wednesday of each month at 2:00pm at the Conference Center. Their first meeting was held on June 10, 2015 at which time the Committee elected Frank Schoff as the Chair and Joshua Wade as the Secretary. Barbara Anderson volunteered to serve as the Board Liaison for the Committee. A copy of the minutes from the June 10th meeting is included in the Board Packet. c. Lake Carroll hosted the June 3, 2015 IALC (Illinois Association of Lake Communities) meeting which was held at our Clubhouse. Joe Rush and I made presentations regarding some of the activities currently underway here at Lake Carroll. I have attached the meeting agenda and some of the handouts which were discussed at the meeting to this report.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, June 10, 2015. Minutes from the meeting are attached to this report.

4. Sales of Lake Carroll Owned Lots: a. I continue to receive approximately three (3) inquiries per week regarding our Lot Sales program. Last week we sold our 6th lot since the program started this past March. A summary of these sales is attached to this report.

5. Accounts Receivable & Front Desk: (see attachments)

-DPE’s collected thru 6/22/2015 – 1,958.71 -DPE’s collected thru 6/22/2014 – 1,979.28 b. Nine Ownership transfer transactions were processed between May 27 and June 20, 2015.

Six of these transactions were lots and three were homes. One of the lot sales were previously owned by the LCA. I have created a spreadsheet which provides all pertinent information regarding these sales, the incentives if applicable, the amount of the sales and the amount of new dues revenues which were generated. This spreadsheet is attached and will be updated monthly. c. Two lots were foreclosed on by the LCA for nonpayment of dues. A sheriff’s sale was held on June 16, 2015 at the Carroll County Courthouse.

The minimum bid was $350.00 and no one put in a bid. The two lots were awarded to the LCA. 6. Finance & Human Resources: a. Finance: i. Financial Statements for May, 2015 have been completed and will be sent electronically to the Board prior to the June meeting. ii. Audit Update - Jeff and Lisa had a phone conference with the auditors regarding the Nicor Income and how it will be handled. Also, we discussed the CICA surplus / deficit issue. The conversation ended with Jeremy wanting to consider Jeff’s ideas and consult with the partner, Steve.

As of today I have not received any communication back. iii. The Gaming Machines are in and have gone live. I have asked Lisa to create an Excel spreadsheet that will give us year to date financial information as the year progresses. The Association received income of $3,552 from April 15 thru June 15, 2015. The report is attached. iv. Our Life, Dental and Vision insurance renewal is scheduled for July 1, 2015. We budgeted a 14% increase for our health insurance as a whole. The Life, Vision and Dental plans came in with only a 3% increase on Vision and Dental, and Life stayed the same. This increase will cost us approximately $70 a month. The budgeted amount was approximately $200 per month. The quote for these products included pricing for a 24 month period so there will be no increase next year. b. Human Resource: i. The summer hiring season is slowing down as most part-time summer positions have been filled. The Clubhouse continues to look for employees. ii. Front Desk - Julie and Lisa interviewed 6 applicants for the front desk position which will be available due to Karen Clark’s retirement on June 3, 2015. We have decided to fill this full-time position with two part-time employees which will give us more flexibility with scheduling. We have selected and hired two new employees and both continue to receive training.

7. Safety & Security:

a. Memorial Day Weekend went well from a security standpoint. The weather did not fully cooperate slowing down amenity usage. The only major incident was on the golf course, an irrigation controller was stuck by a golf cart and had to be replaced. The security department continues to investigate the incident. No accidents were reported on the trail or the lake. During Memorial Day weekend the security department issued 8 citations and 22 warnings, checked 57 fishing licenses and creel limits, checked 850 vehicles at the gate, marinas and pool, checked 78 ATV’s and assisted 4 boats.

8. Information Technology: a. Codification project complete. Binders with paper documents were received this week. We also received electronic files and links to our website. Electronic files are for use by our staff on our server. The website links will be available on our website in early July. Thanks to all that participated in this project. b. Relocation of AV and camera equipment within the Lodge and Pool locations is complete.

Pool – equipment was relocated from manager’s office to second floor. A 10’x6’ area was enclosed in the staff second level area and equipment was relocated to that new area. This area is equipped with an air conditioner/dehumidifier unit to help enable appropriate conditions for this equipment.

The security camera NVR, music hub and phone system hub was moved to this location. It is intended to remain closed at all times. c. Lodge equipment was relocated from a broom closet on the main level to the second floor above the fitness center in a closet. This area is already air conditioned and already provides the necessary conditions. Some cameras required relocation to acquire desired views for our Security Department and a couple of the cameras required replacement due to age and current malfunctioning. d. Working closely with the new membership system support team, with system setup, configuration and identifying field mapping for conversion. This will be an on-going project for Deb and her team until we “go-live”. e. Establishing a WAN (wide area network) for LCA use. This includes restructuring all “mini” building networks to work together within a single LAN. This project is about 75% done. This will enable personnel from all buildings to interact with each other’s data as if they were within the local server building.

9. Communications: a. No specific report 10. Facilities Management: a. All Lake Carroll Owned lots were mowed for the first mandatory mowing for vacant lots the week of June 8th. Mowing by us as well as the contractors has been slowed due to the rains. We have been able to mow the sides of the roads, but not many of fields yet. The rains are also making the grass grow much quicker so keeping up has CONTINUED ON PAGE 9B

All committees are represented and it’s a great exchange of ideas and project status.

Audience Questions/Remarks: Ian Keith – 26-52: Ian stated he was gone for 6 months and had no idea what was happening at Lake Carroll, he suggested the Board allow viewing of Board Meetings via the internet. The Board discussed the idea and the risks and costs of this suggestion. The Board felt they were making great headway with our website thanks to Deb Stagno with posting all committee minutes, board minutes and the newspaper.

Tom Wienecke – 1-62: Tom commended the Board for hiring Chuck Skouby, he had never seen a contractor concerned about the money being spent, he would not spend money on grout when it was not necessary and was very professional. The Board commented that it was a great collaboration between the Lake Committee and Board of Directors and was equally grateful for all the work the Lake Committee put into this project.

• Grouting project is already showing signs of success. The last couple of holes will be grouted Saturday or Sunday. One hole took 200 cubic yards of material. The true success of the project will be the measurements received a couple months after the project’s completion.

• The final reimbursement check was received on the cancelled software contract.

• Mike heard from Steve Ward on the AT&T tower. AT&T is still interested in the new tower and is working with Crown Castle.

• A Video Gaming report was received for the first two weeks of gaming and the LCA portion was around $600. There was discussion about some local thefts of gaming machines.

• Mike is close to hiring a new building inspector.

Women’s Club Celebrates with End-of-Year Luncheon

The Lake Carroll Women’s Club held its annual Spring Luncheon on June 11 to celebrate the organization’s end-of-the-year meeting thanking out-going officers and welcoming newly-installed officers in the Atrium at Cimino’s in Freeport, Illinois.

President Marve Feucht called the meeting to order and welcomed all to the final meeting of the 2014—15 club year.

Treasurer Brenda Schnarr gave the Treasurer’s Report and also showed the group the newly updated Women’s Club Presidents’ Plaque with names of all Past-Presidents.

This plaque hangs in the room at The Lodge where Women’s Club holds their monthly meetings.

Year-End Reports were given by all Standing Committees and Community Service Project Chairs. Highlights of some reports include: • Program Committee Chair, Pia Molloy, thanked everyone for supporting programs this year. She noted that May’s program guest speakers, Molly and Kelly, are now at Elite Salon in Freeport, Illinois.

• Nancy Quilico, Membership Chair, thanked everyone for their help in bringing in new members. We now have 68 members on the membership roll.

• Ways & Means Committee Co-Chairs, Bonnie Ewing and Joan Abbott, thanked membership for their support for a fantastic philanthropic fund-raising year. The Fall Bake Sale earned $1,069 from baked goods, popcorn sales and 50/50 raffle. The Christmas popcorn sales earned $111; the Derby Tea earned $2,500; the total funds earned for charitable giving was $3,680.

• Roberta Schoenfeld, Inventory Chair, thanked hostesses who do most of the work monitoring our supplies.

• Merce Meyers, Historian, has added to our organization’s history albums which will be showcased in the future.

• Allocations: We have received several thank you notes from recipients of our philanthropic giving. Marve Feucht reported that Rolling Hills appreciates our donation and recognized our club as hole sponsors at the Rolling Hills Annual Golf Outing.

• Carol Margosein reported that the Food Pantry is open every 1st and 3rd Tuesday from 2—4 p.m. Fresh produce is accepted as long as it does not need refrigeration. Forty-five families from the Shannon/Lanark area are currently being served. Items needed at his time include: dish/laundry soap, glass cleaner, dusting spray, toothbrushes, toothpaste, deodorant, peas, mashed potatoes, flavored rice, salad past kits, mayonnaise, cake mix, ketchup, mustard, vinegar, cooking oil, on-stick cooking spray, dried or canned milk, juices. Monies donated go towards purchase of flour, sugar, salt and other essentials. The state supplies chicken, peanut butter, and dried fruit.

• Phyllis Davies reported on the LCWC Blanket Project. Phyllis thanked all who came to the tying session in April. More than 30 blankets were completed by 23 ladies. The next tying session will be in October. Rita Shields, Jan Ulesich, and Nancy Flikkema help to sew the blankets, in addition to Bonnie Ewing and Phyllis Suchocki. Phyllis also reported that St. Wendelin’s in Shannon supports the Blanket Project with a $200 check each year that helps to off-set the costs of blanket materials.

• Janet Campana reported on the soup labels/box tops/pop tabs. Janet takes the box tops to Shannon elementary school where administrators said they use the money to purchase library books. The school reported received over $700. Please continue to watch the expiration dates on box tops and drop off box tops in the collection boxes located at the Clubhouse and the Lodge.

• Janet Campana said the Good Sam Nursing Home Party will be on Wednesday, August 12th from 2—3:30 p.m. Bingo will be played using pennies for markers that the residents may keep after playing. She encourage those helping with the party to wear brightly colored clothing to help create a cheerful, party atmosphere for residents. Cookies, beanie babies and volunteers are needed.

• Bonnie Ewing reported that we are no longer collecting corks, and that she is looking into the possibility of collecting medicine bottles next fall.

Vice President Pia Molloy thanked our out-going officers, President Marve Feucht and Secretary Mary Lou Jordan, for their outstanding, dedicated work for the past two years; and presented both ladies with white, long-stemmed roses.

President Marve Feucht then proceeded with the installation of new 2015-2017 officers: Char Messmore, Secretary and Lana Soldat, President. The new club year begins with the September meeting on Thursday, September 10, 2015 at 1:00 p.m. at The Lodge in Lake Carroll.

Newly-installed President, Lana Soldat, along with the Executive Committee that includes Vice President Pia Molloy, Secretary Char Messmore and Treasurer Brenda Schnarr, thanked Marve Feucht and Mary Lou Jordan for their strong leadership and devotion to Women’s Club these past two years. They will be a “hard act” to follow!

As of this writing, 6-18-15, things are looking pretty good for the bluebirds on the Lake Carroll golf course. Forty bluebirds have already fledged, thirty five eggs are currently in the bird houses and also ten young hatchlings varying in age. Three of the boxes are occupied by tree swallows with a total of fourteen babies. It’s about the middle of the nesting season, so there’s still time to set up your own bluebird house if you are interested. At our June Photography Club meeting, guest speaker, Maryanne Janssen, shared a lesson on “Composition:” Maryanne is an artist who has been on staff at NIU’s art department. Since 1996, she has worked in her home studio. She has participated in 8 juried shows, with at least one painting placing in each. Additionally, she has held 2 one person shows in Savanna, Illinois. Her body of work has been developed from her own collection of drawings and photographs ( Maryanne often combines forms from a variety of these sources to weave together a composition) and has, for the last ten years, been working primarily in watercolor. In her words, “The composition keeps the viewer’s eye engaged, and the color provides the sensory part of the experience which, hopefully, gives

Maryanne shared 7 keys for composing photos that can improve the pictures you take! We all know that some pictures we take “just work” and some seem to be lacking something. When you understand composition in artwork and photography, you can become intentional about increasing the number of photographs that ‘work’.

1. Rule of Thirds-Imagine your photo is divided into thirds vertically and horizontally like a tic-tac-toe grid. The photography rule of thirds tells us to align our subject with one of the points The other photo is by Maryanne Janssen explaining photographic where those lines cross. That composition. means our subject is one third of the way “into” the picture space – from either the top or bottom, and from either the left or right. And that means it’s not in the middle.

2. Rule of Odd numbers-Having 3, 5 or 7 items is a photo is more pleasing than having an even number of items. (3 trees rather than 4 trees) 3. Spatial Elements-Often a photograph becomes better when the photographer changes position or the position of objects in the photo. Be open to moving and taking a photo from different points of view.

4. Space for subject to move-when taking a photograph. Make sure to leave space in front of the object/ subject for them to move. If subject is facing to the right, space should be available on the right side of the photo.

5. Simplification-eliminate distracting elements from picture before you take it. Keep the main thing, the main thing!

6. Avoid static composition-create the opportunity for the viewers’ eye to move around inside the photo.

7. Format should agree with subject - upright object/subject should be taken vertically; landscape and long object/subject should be taken horizontally July PHOTO CHALLENGE: This month, our educational focus was on Composition. So our challenge for the July meeting is to review the 7 rules/keys above and pick one or two to incorporate into our photographs. ***Here is an idea our club members will try this month: Do you have a photo that just doesn’t seem to “work”? Take a look at it and identify which of the 7 keys you didn’t use in your photo. Send it to Rick rbrantphoto@gmail.com and be prepared at the July meeting to talk about what you could have done to improve the photo. Then take a new photo using one of the keys of composition that you learned. Come prepared to share how you used it in your photo to get a better result. Club members can submit up to 3 photos with a focus on composition to Rick Brant rbrantphoto@gmail.com no later than July 12th for the July Photo Club Meeting. Lake Carroll Women’s Club Cork Recycling Program Ending

Thanks to everyone who took the time to bring in corks to the Clubhouse for recycling. The Women’s Club collected over 200 lbs. of corks. Unfortunately, due to the fact that it is getting very difficult to distinguish between a natural cork and a manufactured cork (recyclers will only accept real, natural corks) we have decided to discontinue collecting them. Most companies have gone to manufactured corks or screw tops. Corks can still be used for a variety of craft projects and for household use. Many ideas for re-use can be found on internet sites such as Pinterest.

If you’d like to continue recycling corks on your own, there are three options that we know about. We used a company in Missouri called Yemm & Hart. They are a small business that uses the corks to create flooring. Their website is www.yemmhart.com. Another place to recycle is at www.ReCork.org. This company creates soles for shoes out of the corks. Finally, Whole Foods has cork recycling bins from Cork ReHarvest in most of their stores.

The Women’s Club will continue to collect cards, pop tabs, plastic lids, Campbell’s Soup Labels, and Box Tops for Education. Bins for drop-off are located at the Clubhouse and the Lodge. Once again, thank you so much for helping us “Save the Planet” by recycling!

For those who have kept up-to-date with the Lake Carroll News, the grouting program took place in May and was completed the first of June. I’ll provide a bit of background to those reading that are new to the grouting concept and why we needed this project, and then I’ll provide the results of the project, which were very successful.

First of all, all dams allow some amount of water under, through, or around them. Lake Carroll is no different in this regard. Our dam was DESIGNED to allow water to travel Joe Rush under it. This is controlled through engineered structures that Lake Manager insure the water pressures pushing up on our dam are relieved to PREVENT other structural problems with our dam. Our LAKE, however, was not designed to allow water to go around the dam. Before our lake was built, geotechnical data on our watershed was studied and the design for our dam was developed expecting the water to go through the spillway. Also, this geotechnical data was studied to determine there was enough water in this watershed to maintain lake levels over time. However, the areas around the dam (the NATURAL rock formations) are very porous and the water finds its way around the dam through these natural rock formations and this is called “seepage”. By circumventing the spillway and seeping around the dam, we observe low water conditions during dry times of the year (primarily summer months). While this does NOT cause integrity issues for the dam, it does cause issues for our use in shallow bay areas during drought conditions. Members cannot access the back of the coves and other shallow areas during late summer or times of drought when the water is seeping around the lake instead of over the spillway.

In 1993-94, Lake Carroll performed a grouting program (drilling holes and injecting cement into them to provide a barrier for water movement around the dam). This program was very successful in reducing seepage by approximately 50% at one weir (seepage monitoring device) on the south abutment of the dam. At this time, the lake FINALLY (after about 20 years) began getting to pool elevation consistently! While there were no guarantees that the grouting would work, we were able to design a program that was, in fact, very effective.

For the next 15 years the lake came to pool the majority of years, excluding drought years, and has maintained fairly well through most of the summer. However, in September of those years the lake levels were dropping to 1 foot below pool.

Approximately 5 years ago, the lake received two flood events a year apart that were 3 to 5 foot over pool level. Since then, there have been times where the lake was 2 foot or more UNDER pool. By monitoring the flow around the dam through strategic locations, we were able to determine that there was an increase in flow around the dam.

It was anticipated that the increased pressure from those two flood events caused the water to find new paths, increasing the flow through our monitoring devices (weirs).

Historical weir levels at weir 2. While four weirs were influenced by this program, the greatest impact was at weir 2 with a 90% reduction in flow.

With this increased flow we determined another grouting program could possibly benefit the lake, and we designed another project that would dovetail into our previous program from 1993-94. Through MUCH hard work and deliberation we were able to get this project going. The project had many unknowns because we were working underground and couldn’t see. What you THINK is underground is not always what IS underground, but we were able to modified the project as we moved through the process and learned more about the water movement and subsurface structures, which led us to successful results.

The final results showed a 45% reduction of seepage on the south abutment of the dam. To make this easier to understand, calculations have been made to reflect what this means for actual lake level over the course of 12 months. The reduction in seepage will retain an additional 5.25 FEET of water in our lake over the course of 12 months. This translates into over 5 inches of water depth PER MONTH. This number excludes rain events, and evaporative forces. Those forces will impact lake level dependent on heat, precipitation, and other factors. But no matter what, this project reduced seepage to reflect a direct savings of over 5 inches of lake level per month! While we may still have times of low water, this should greatly improve late summer lake levels and we’re excited to continue collecting data and tracking these changes. We will continue to monitor and maintain our dam and its monitoring structures as we move forward.

I’d like to thank the membership, board, and management team for supporting myself, and our project team through this endeavor. There are no guarantees for success with grouting, and results can be quite variable. Even so, you stood by us and supported the funding of this very expensive endeavor and it turned out a great success.

This article is dedicated to Leroy Hinkle. Without his tenacity to see change for Lake Carroll, the first grouting program would never have happened. The wave of improvements that have been done on the dam and lake since is a direct reflection of him and his work. You are missed Leroy, and I hope we’ve made you proud.

Fish Tales

The Fishing Club had our monthly potluck dinner meeting June 10th with about 76 member and guests in attendance. Mike and Sue Siciliano’s’ granddaughter, Brooke, helped gather the raffle tickets for the 50-50 drawing, thank you Brooke. Logan and Conner, Tom and Pat Wienecke’s grandsons, joined us as well. Job well done. We are glad to welcome guests to all the meetings. Come join us.

After the fine meal of fried chicken, supplied by the Lake Carroll Clubhouse, along with sides by our members, the meeting was called to order by President Bill Comstock at 6:50 pm. Mitch Feucht gave the Treasurer’s report which was moved to be accepted by Glen Volk, seconded by Roman Cirignani and accepted by the members.

- We hope parents and grandparents were able to share in the annual Kids Fishing Derby on Father’s Day weekend. We will report more next month.

- Fred Reddies and Jim Mance were the teachers for the first Fishing 101 classes offered by the Fishing Club on June 27th. Both adult and youth classes were offered. Watch for more on how this event went in next month’s paper.

- Bill stated that the Fishing Club Golf Outing is scheduled for the 19th of September and that Terry Heflin is working with the Clubhouse for the meal details.

- Bill mentioned that we still intended to add additional rock reefs this fall to provide structure for the fish population. Glen Volk asked that we add marker buoys at the reef locations for those without GPS. Bill stated we would have to work with the Association for those.

We plan to have notices posted in the Lake Carroll News for all the events along with emails to provide time and date details.

Mike Siciliano is working on the Arlington Park trip scheduled for September 3rd. [Editor’s Note: This event has since been scheduled for August 27th due to the park is closed on September 3rd. See detailed ad elsewhere this issue.] He is asking for those interested to please contact him or any board member if you would like to attend. He needs to know how many would like to go in advance to get the right bus size for the trip.

As in previous years, there will be 2 MANDATORY Deer Hunters Meetings: Saturday, August 1st and Sunday, August 16th. Both meetings will be held at the Lodge and will begin promptly at 9am. ALL HUNTERS, NEW AND OLD, MUST QUALIFY. Please bring your equipment and be prepared to qualify at the meeting you attend. Refer a New Lake Carroll Property Owner and Receive $500 Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot.

Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Facilities Update

This month I want to discuss the dredge and the weed harvester.

As I am writing this article (June 19th) we are cutting weeds in the southern part of the lake with intentions of moving north next.

With the clarity of the water this year I think it will be another busy season for the harvester. Captain Jim Stagno and first mate Raoul Hill will be operating the harvester again this year. If you have a request for the harvester, please contact me and I will get you on their schedule. Remember though, the guys cannot get real close to your docks or shoreline.

As for the dredging program…I would say that the spring was Shaun Nordlie another learning season for us. We did not dredge as much as we Facilities Director had planned and mechanical issues were once again a problem. With these issues we learn more and more about the dredge. We now have two local mechanics that have worked on the dredge and are getting a better understanding of this machine. The Lake Carroll Staff is also learning more and more each season about how to operate and maintain the dredge. It is encouraging to say that the issues that we have had in the past and learned from are no longer issues. My hope is that we continue to learn each season and move more sediment each season. I know that some of you are not satisfied with this and think that we need to be making more progress than we have. We are not satisfied either, there is nothing worse than finding out that we have another failure on the dredge and we need to start investigating again, but I will tell you, for the staff there is no better feeling than knowing that what we learned about the dredge is allowing us to move sediment again.

The dredging program is going to be an ongoing process for Lake Carroll. When we started looking at this project and keeping it in house we were hopeful that we would be able to dredge for 5 years and then take off a few years and start all over. We have now learned that this is not realistic. We will be dredging each season for as long as we want. The budget for the dredge is not a lot. We have a total of $50,000 to spend each year for labor, fuel, and repairs. Once we have reached this number we will decide if we continue dredging for the year and use additional operating money or stop for the year. I will tell you if the dredge is working and the weather is cooperating, we will continue moving sediment. For those that think we are sinking money into the dredge this year with no returns; through May we have

spent less than $6,000 on labor, $2,000 on fuel, and less than $3,000 in repairs for the year.

The harvester also has had mechanical issues; we have a similar budget for cutting weeds each year with labor, fuel and repairs. For those who say that our other lake projects have been successful, why not the dredge? I would point out that the harvester has been a success with weeds, but the work is being done on the surface of the water where we can see what we are cutting and the harvester can go wherever we need it to go. The only thing that limits the harvester is how slow it takes to get to an area. The dredge is cutting under water so we cannot see what we are running into or getting stuck in the cutter head – the list includes fishing line, clams, golf balls, trees and tires to name a few.

I hope that you understand that the Dredging Program is a long-term project for Lake Carroll. We bought the dredge at a price that was far less than buying a new dredge or paying a company to come out and dredge the lake for us. For the amount of silt that we need to move out of the lake the estimates for paying a company to dredge were close to $500,000 for just the 3 Tubes area. Purchasing the dredge gives us the ability to remove sediment each spring and fall. When we finish dredging the areas that we want to hit (3 Tubes, East Marina, and South Bay) we can go back and start over or hit other areas where we see a lot of silt. We had the same concept when we bought the harvester – where we can go out each year, cut weeds where necessary and have the machine available to move around as needed. Now for the dredge, mobility is not as easy, we have to connect pipe and be able to move the sediment to a designated retention pond, but as the program progresses, we will be able to pick where we want to dredge each season based on where we see it is needed most.

The lake is our greatest asset; as I have heard many times “we are called Lake Carroll” – I agree with this statement. That is why we have developed programs for cutting weeds, grouting the dam, and dredging the silt. All of these are necessary to maintain our lake and keep it as our greatest asset. The grouting project we just finished was very successful, from the looks of things it is going to be a very busy summer again for the harvester and after Labor Day, we will start moving sediment again to accomplish our goals of removing silt from the lake.

Lots of Rain = Lots of Weeds Many Members have commented on how high the weeds are this year and, “Why aren’t the empty lots being mowed?”

We’ve had approximately 20” inches of rain this spring, with a good part of that in early through mid-June. The watersoaked ground prevented the contract mowers from their task of clearing the unimproved lots. And with each rainfall, the weeds grew and grew, just like our lawns. Stuart Moll is one of our longstanding contract mowers. He shot this photo showing just how high the weeds had gotten. Usually the weeds are about to the top of the back tire hub. But this year they were 2-3 feet above that. By the printing of this edition of the Lake Carroll News, the first lot mowing requirement should be completed. The next mandatory unimproved lot mowing is scheduled for July 31st through August 9th.

Float Your Boat Outing

The Yacht Club members kicked off the summer with a “Float Your Boat” outing on a beautiful Saturday afternoon in June. Members sailed their “yachts” to the three tubes area, dropped anchor and tied together. Time was spent mingling from pontoon to pontoon, sharing appetizers, conversation and laugher. There were tunes and a little dancing. The warmth of the sunshine prompted a few to take a dip into the lake while others enhanced their tans.

The time together was enjoyed by all. Hot fun in the summertime….at Lake Carroll.

been difficult. We have had the Ford tractor and 2nd batwing out mowing a few times in the past month to help catch up.

11. Lake Management/Wildlife: a. The lake level as of June 22, 2015 was 740’ – 11”. 11” above pool elevation. Water started going over the spillway on May 28, 2015 and hasn’t stopped since. b. Over the past ten years, the Lake Committee has made recommendations to close the Lake to “Wake Activity” when the lake reaches 6 inches above pool level. As we hover around this level, I plan on implementing the no wake restriction when the lake is 740’ and 6”’ above sea level or higher. c. Joe put in a request to the USDA for the possibility of another goose charity harvest for 2015.

Recently, the IDNR called to inform that they denied the permits for a 2015 Goose Roundup. d. The Weed Harvester started weed removal operations on June 8th this year. Rain has created delays in weed harvesting, but we have still gone through East Marina, South Bay and gotten into sections 5, 16, 1 and 4 so far. We will be heading to the northern areas of the Lake once these areas are finished. e. Marina sales have been slow with the rains (or predictions for rain) every weekend this year.

Shaun will have to order gas for the marina for the first time the week of June 22nd. f. Kayak Racks: I was approached by Matt Ripplinger, our insurance agent who is also an avid kayaker, asking if the LCA would consider building kayak racks which could be located at each of the marinas. I should mention that others have asked about this in the past but I just didn’t think there was enough interest and I was unaware of what the costs would be. I’m beginning to think that there is interest and I have found that these racks could be built for less than $200 each. Each rack would be able to hold six kayaks of canoes and would provide a place for non-lakefront prop-

erty owners to store their boats. As you can imagine, getting this type of equipment from a home to the water is cumbersome. Matt thinks we could easily rent a “slot” in the rack for $40 per season and the racks are designed to accommodate a locking device to secure the boats. Attached is a picture of a kayak rack which our Maintenance department will be able to build. My suggestion is to start with one rack at the East Marina and one at the West Marina. Our Maintenance department is currently building the first two racks and should be ready for use by Mid-July. The Kayak Racks will be promoted through e-blasts, the web-site and in the August Lake Carroll News. g. I have attached an article written by Joe Rush for the July LC News, should you want to read it early. I have also attached the report from our grouting contractor. This has been sent to Wendler Engineering for review and comment, but I wanted to be sure you read it as well. Over all, the project started slow, as you know, but we were able to adjust the drilling and grouting scope to better fit the conditions we were seeing once we started drilling and grouting. From this, we were able to significantly reduce seepage through weir 2 (90%). We also saw a reduction in water levels at 3 other weirs (11%-25%) from before and after measurements. While these measurements will fluctuate throughout the year, we will continue to monitor and track the trends going forward. As you will read in the article to the membership, the water conservation through this grouting program translates into over 5 feet of lake level over 12 months, and over 5 inches per month. What this means is that from Jun-Aug (3 months), we will conserve 15” of lake level. This should have a positive impact on lake usage throughout the summer months. Weather conditions (evaporation and precipitation) still plays a big factor in what happens to our lake, but we will be conserving more water now than ever before. The final grouting budget ended at $474,539.85. After engineering bills fi-

nalize, we should still be under the $500,000 project total.

It was a very difficult program to get designed and implemented and it had no guarantees and we’d like to extend a personal thank you to our Lake Committee, Management team and the Board for their support through this program. h. Noted in the report from Drilling Services is that there appears to be issues with the piezometers on the South abutment. They feel the devices need to be redeveloped. This will need to be further researched. i. As usual, I have included Joe’s complete monthly report for your review.

12. Building Inspection/Architectural & Environmental: a. I am glad to announce that we have hired a new Building inspector who started on June 15, 2015. His name is Doug Rominski and he is a Member and a resident of Lake Carroll. Doug’s background includes home restorations for distressed, damaged and neglected homes, and hospitality. Doug is enthusiastic, friendly and eager to start. Welcome aboard Doug.

13. Golf Operations (Pro Shop): a. The Rolling Hills Golf Outing was held with great success and they had numbers close to a record turnout. Next year we may consider only having afternoon times as very few participated in the morning round. Discussions will be had between Jason and the organizers of the event. b. Memorial Day was somewhat of a disappointment with the rain and cool temperatures for the weekend. Play for the weekend was less than 50% from previous Memorial Day Weekends. The weather has started to improve, but rain plagued weekends hasn’t helped. c. The weather has not been very cooperative this spring/early summer until just recently. Regionally, Illinois golf courses are around 40% down over last year and 30-35% down over average. We are no exception, unfortunately.

d. The end June and beginning of July should be busy with many member events, some small public events and hopefully some great weather.

I don’t think that we will ever catch up on the total round numbers, but we should get back to the volume of play with some decent weather. When the weather is cooperative we are busy, but good weekends have not been plentiful. e. The new staff members are working out very well and are picking up nicely. f. Junior golf camp #1 was completed with over 10 students participating in all or some of the camp. g. We also held the Senior Ladies Tour event with 64 ladies, the School Superintendents and several small groups.

The first session of swimming lessons took place June 8th thru June 19th, 2015 with approximately 40 kids participating. iii. Family Fun Night took place on Friday, June 12, 2015. Due to the poor weather and the forecast only 10 people attended. iv. The first session of our Kidz Camp started on Monday, June 22, 2015 with approximately 50 kids registered. c. Ski Hill: i. Lake Carroll Ladies Golf League

It’s hard to believe that we are already talking about July.

June went by in a flash and thank goodness, the weather has been terrible and hopefully July will be filled with great weather. We had several events this past June and one of the great events this month was the Rolling Hills Golf Outing.

Participation for this event was great with close to a record number of golfers and a beautiful day for golf, thanks to all who participated in this great event. We also held the Senior Traveling Ladies Tour, with 64 ladies enjoying the course on Jason Hill PGA Golf Professional one of the nice days during June. The LCA Big Cup was also held in June, if you like this event we will have another BIG Cup on July 25th called the POA Big Cup Scramble. Junior Golf Camps and Clinics also started in June, we will also have another at the end of July.

July will be another busy month with many great events. Starting out the month with the July 4th weekend, we will have Moonlite Nite Golf on July 3rd, Fireworks at the course July 4th, and the Firecracker Scramble. A full list of this year’s remaining events is included in this month’s newspaper.

The Mr. & Mrs. Club Championship, Lake Carroll Ryder Cup, Senior Club Championship and the Club Championship are all events that are all eligible for the end of the year awards banquet. All winners, runner ups and their spouses from these events will be invited to the awards banquet at the end of the season.

The course has been in great shape this year thanks to the hard work by Tim Throop and his crew. I would like to also ask everyone who helped us with divots and ball marks on the greens. It just takes a few moments to fix your divot or ball mark. If everyone just fixed 2 marks on the greens, there wouldn’t be any marks to fix As always, don’t hesitate to call the Pro Shop with any questions or comments about the events and the golf course.

The Ladies Golf League is off to a great start! And Wednesday, June 3, was the first Fun Night of the year. The Fun Night is a great opportunity for 18-hole and 9-hole members, along with guests, to play a scramble. 44 ladies participated in the evening’s events….eight of them being guests!

Prizes were awarded to the winners of the scramble, Rosanne Stangl, Patti Chalupa, Toni Knackstedt and Anna Hennings.

Guest, Nancy Quilico, won the “closest to the butterfly house” flag prize, and June Hasz won the “in the pond” drawing. Many league members graciously donated raffle prizes so many ladies left with fun gifts. And Marve Feucht was the winner of the 50/50 drawing. A great time was had by all, thanks to Sue Ugorek and the 18-hole division who hosted the first Fun Night of the season.

The next big event is the Ladies Invitational on July 15, the theme being “Golfaholic Frolic”. Guests are welcome.

The second Fun Night is scheduled for August 5, on August 12 is the “Big Break” event, and the final Fun Night is on September 16.

On Monday, June 1, Lake Carroll hosted the Senior Ladies traveling group. Sixty-four ladies participated, representing 13 area golf courses.

I think we can all agree that Tim Throop and his staff do a masterful job of maintaining the great condition of our golf course. When you consider the small staff he has it is very impressive.

We do have a major problem that he is simply not able to cope with that can have a harmful impact on the course, as well as playability---Fairway divots. We have a lot of divots in our fairways. Keeping up with filling them is a task Tim does not have the manpower for or the budget to hire someone for this purpose only. We need member volunteers.

For the past few days I have been spending time filling divots on holes 1, 2, 3, and 5. I have also started number 6. Fairway number 5 alone required 20 gallons of seed mix to fill all of the divots.

It would be nice if every time a golfer created a divot they would repair them, but they don’t. It would also be nice if all of the golf carts were equipped with bottles of mix, but they don’t and even if they did, they don’t get used. Also the cost of adding holders and bottles to each club cart is cost prohibitive.

My suggestion is to create an “Adopt a Fairway� program similar to the highway department does with their “adopt a section of highway� program.

With all of the clubs and groups we have playing golf such as the men’s and ladies leagues, 10:00 and 11:00 groups and others; if we could get each group to adopt one or two holes then spend an hour every week filling divots, the problem would be solved. Individuals could also volunteer. Tim Throop will provide containers, scoops and the seed mix and once we have all the volunteers covering all 18 holes a date will be set to provide instructions, as well as how to obtain the mix.

Each club, group, or individual would have their name posted at the tee box of their adopted hole recognizing their contribution.

The staff and golf committee have welcomed this idea and as a start the Campground will be adopting hole number 1 and the 10:00 men’s group have agreed to adopt number 10. The Lake Carroll Golf Course is not some municipality or park district facility. It is ours.

We own it and it is incumbent on all of us owners to help protect our investment and take pride in having such a beautiful golf course as part of the Lake Carroll Community. We had a great turnout on May 13th for our annual Poker Run. The day started cool, dreary and drizzling but to the 33 ATV riders who participated in the Trail Club’s Poker Run, the morning weather meant a different way to ride our trails. The recent rains added new puddles, lots of mud and water and a challenge to travel our trails safely, with the goal of finding 4 Trail Club members located somewhere along the trails with playing cards. The goal was to find those members, collect a playing card and return to the Lodge by 12:15 with the best poker hand. As everyone traveled the trails at different speeds, some stopped to enjoy the some of the scenic points along the trail, a hot dog or two, chips, deserts and a chance to make new friends, time passed quickly before everyone was back at the Lodge and the cards were turned in. Unfortunately, we left the list of winners at the lake, but we will post them along with pictures in next month’s Trail Talk. Speaking of pictures, we want to talk the members of the Photography Club that came out and took pictures during the event.

We want to invite everyone to the Trail Club’s next event - our annual Free Trail Rides on a portion of the trail. This will take place on Saturday, July 18th from 10:00 am to 2:00 pm.

This year we return to the Lodge as our meeting point. If you have never been on the trail or taken a ride on an ATV or side by side, plan on coming out and taking advantage of this opportunity. If you have a multi-seat machine and would like to volunteer some time offering rides, we would greatly appreciate it as well. We always have a great time and the excitement of first time riders as you take them through their first mud hole or splash through one of the creeks, reminds us all how lucky we are to have this awesome amenity!

With all the heavy rains we have been having lately, the trail has sure taken a beating. It’s very rare that we have seen the trail closing during the summer due to poor conditions, but that has been the case this year. I know all trail riders would like to thank the Lake Carroll Maintenance crew for an amazing job to quickly repair washed out areas and groom the trail as quickly as possible so that it can be opened for our enjoyment.

Here again is a list of the Trail Club’s upcoming events. All events meet at the Lodge. Mark your calendars for the following:

New tobacco free policy to be implemented at HCC Freeport — The State of Illinois passed the Smoke-Free Campus Act banning smoking in both indoor and outdoor spaces on state-supported college and university campuses beginning July 1, 2015. In keeping with their commitment to health and wellness, the Highland Community College Board of Trustees approved a smoke-free and tobacco-free policy in April.

The new policy, which applies to students, faculty, staff, on-campus partners, and community visitors on campus, prohibits the burning of any type of cigar, cigarette, pipe, or other smoking equipment in both indoor and outdoor spaces within the campus boundaries. The policy also prohibits the use of smokeless/chewing tobacco and e-cigarettes. Smoking and tobacco use inside private vehicles is permitted.

“Highland Community College is committed to maintaining a healthy, productive environment for all of its students, faculty, staff and visitors,” Executive Vice President Tim Hood said in an email to the campus community announcing the policy. “Complying with the new state law, as well as becoming a tobacco-free campus, offers support for this commitment. “ The smoking and tobacco free policy will go into effect July 1, 2015. College officials have offered smoking cessation assistance to students and staff since the new policy was announced in February of this year.

According to the Tobacco-Free College Campus Initiative, 1014 college campuses in the U.S. are tobacco-free or will become so in the near future. These campuses include the City Colleges of Chicago, Danville Area Community College, McHenry County College, Madison Area Technical College, North Iowa Area Community College, as well as a large number of four-year colleges and universities in the Midwest.

Summerset Theatre’s 42nd season brings ‘Mary Poppins’ to the stage FREEPORT — Highland Community College’s 42nd season of Summerset Theatre will present “Mary Poppins.” Performances will begin at 7:30 p.m. on July 9, 10, 11 and 16, 17, 18 and at 2 p.m. on July 19 at the Fine Arts Theatre in the Ferguson Fine Arts Center.

The musical is based on the stories of P.L. Travers and the Walt Disney film, with original music by Richard M. Sherman and Robert B. Sherman, and book by Julian Fellowes. New songs and additional music and lyrics are by George Stiles and Anthony Drewe. The story introduces the audience to England in 1910 and the troubled Banks family. Mary Poppins arrives as the new nanny and teaches the family how to value each other again.

Highland’s production features a cast, crew, and orchestra of more than 100 students and community members, as well as, flying effects provided by Hall Associates Flying Effects.

There will be spectacular dancing, elaborate scenery and special effects, stunning original costumes, and some of the most beloved and memorable songs ever written for a musical including “Spoonful of Sugar,” “Let’s Go Fly A Kite,” “Chim Chim Cher-ee,” “Supercalifragilisticexpialidocious,” “Step in Time, ““Feed The Birds” and “Jolly Holiday” as well as several new songs.

Director Mark Jansen, states, “Our production contains original staging and several exciting surprises. Mary Poppins is a heartwarming show with an important message about love and cherishing what really matters. Families in our area will definitely want to experience ‘Mary Poppins’ on the Highland Summerset stage.”

Tickets are $15 for adults; $12 for seniors and $8 for students. There is a $2 service charge per ticket. An Open Horse and Pony Show, sponsored by the Carroll County Boots ‘N Spurs 4-H Equine Club, will be held Saturday, July 11, at the Carroll Co. Fairgrounds near Milledgeville. The show will be held rain or shine. Enter at the west gate. There will be a lunch stand on the grounds by “Purple Scrappers” Relay for Life Team. The show will be held at the horse arena, located at the west end of the fairgrounds. The arena was built and is sponsored by the Boots ‘N Spurs 4-H Equine Club. Registration starts at 7:30 a.m. at the arena, with the show starting at 8:30 a.m. There are 48 classes to choose from.

ILLINOIS 4-H MEMBERS JOIN THE FIGHT AGAINST HUNGER

Illinois 4-H members are used to pledging their “health to better living,” but a state initiative has members battling a new health threat; local hunger.

“Hunger is closer to home than many people realize, said Bill Million, University of Illinois Extension 4-H youth development specialist. “According to a 2011 report published by Feeding America, Illinois ranks 26th in the nation when it comes to the number of children facing food insecurity.

“One in five children faces hunger and food security on a recurring basis,” Million said, accounting for 23 percent of all Illinois youth under the age of 18.

In 2012, Illinois 4-H launched the 4-H Feeding and Growing Our Communities initiative, with more than 1,500 youth and adult volunteers dedicating 12,250 hours to various hungerrelated projects across the state.

On Thursday, May 28, in junction with World Hunger Day, 4-H Youth in Lee County packaged 10,762 meals which were distributed to local food pantries in Lee County. Helping Lee County 4-H’ers was Illini Fighting Hunger, a club on the University of Illinois Campus, Kiwanis Action Club from Kreider and Harvest Time Bible Church in Rock Falls.

With additional funding from the Illinois 4-H Foundation, Illinois 4-H club members are ramping up their anti-hunger program by engaging 4-H members, volunteers, families and whole communities in joining forces to be part of the solution for alleviating hunger within Illinois communities, Million said.

Carroll, Lee & Whiteside Counties 4-H Summer Camp

4-H members and community youth ages 8 to 16 from Carroll, Lee, Whiteside and surrounding counties came together for a fun time at 4-H Summer Camp June 14th through the 18th. Campers learned new skills and had fun doing daily activities including archery, zip lining, canoeing, swimming, and arts and crafts. They also could chose to take part in nature activities such as challenge hikes and play various recreational games. There was an Olympics where campers played different games to compete for points for their packs, or team. At the beginning of camp campers are divided randomly to mix up age, and gender to form different packs. We have the Blue Bears, Pink Panthers, Red Rhinos, Orange Owls, Green gators, and the Golden Geckos, the packs help campers meet new friends of all ages and gender and work together as a team. In addition to that campers had a new night activity, Game Night where all the campers competed with their packs in Pack feud, giant twister, Jeopardy and more. Beware of Fraud in Disaster Struck Areas Disasters are unforeseen and unpredictable. In Illinois, the most likely disasters to strike your home (depending on your location) are tornados, floods, and earthquakes. If your property is damaged or destroyed, you will likely have many questions and be faced with many decisions. Concerns about temporary shelter, emergency repairs, and the costs of restoring or rebuilding your home can be overwhelming. Disaster situations, unfortunately, attract con-artists from across the country. The following tips should help the wise consumer detect and avoid price gouging, poor workmanship and con-artists scams.

What you should know about Consumer Fraud • All electrical, plumbing, structural work and tree removal services should be performed by a licensed, insured and experienced worker. (Licensing requirements vary across the state. While electricians and plumbers receive state licensure; structural and tree removal licensing is done through local townships and not all townships may require licensure.)

• Uninsured workers may have the right to sue you if they are injured on yourproperty (e.g., if a floor caves) • Unskilled workers doing electrical or structural work may pose a serious, even life-threatening, risk to the tenants of the structure.

• A felled tree can easily cause major damage to your or your neighbor’s property: if the workman is uninsured you may be liable for that damage.

Home Repair Fraud • Although it may seem as if repairmen are in short supply after a disaster, it makes good economic sense to shop around first before hiring a repairman for the job.

• Be wary of door-to-door salesmen, conduct business only with established, licensed and insured workmen. Be cautious of sound-alike names • Never let anyone begin working on your home or business without first establishing a written contract.

Don’t let anyone rush you into a deal.

• A good contract should include the contractor’s name, business name, phone number and address you can verify this information with the Attorney General’s Office if things don’t seem to be addingup right.

• The contract should include a thorough description of the work to be completed, the grade and quality of materials to be used, the agreed upon starting and completion dates, the total cost, payment schedule, warranty limits and the contractor’s signature.

• Make your first payment after the contract is established and make your final payment when the work is completed to your satisfaction.

Charitable Fraud • Although it feels wonderful to give during times of disaster make sure that your donations are going to a legitimate charity not a con-artist. Check whether or not the charity is registered with the Illinois Attorney General’s Office.

• Some important questions to ask: What is the charity’s exact name? Where is it located? Does it have local offices? What percent of the money goes to the actual program? What programs does it offer in your community? Where and when are these programs offered? How long has the charity been in operation? A legitimate solicitor will know the answers to these questions and won’t mind if you check out the information they provide.

Financial Fraud • Filling-out loan and grant applications can be a daunting task but be leery of offers to help you fill-out loan or grant forms for a fee.

• Use a reputable accountant, financial counselor/planner, bank, credit union or non-profit organization to help you fill-out forms if necessary.

Telephone Fraud • Unless you make the phone call - do not give out your Social Security number, credit card number (or expiration date), or checking account number over the telephone.

• If in doubt, ask the solicitor if you can call them back. Meanwhile, you can seek additional information about them from the Attorney General’s Office.
