The Board of Directors is currently conducting a survey to gather additional input and direction from the Membership on what to do with the current Lodge building. While there is certainly no agreement on what to do, there does seem to be a consensus that something needs to be done, one way or another, in the next few years. Kevin Oscarson gave a good overview of the purpose of the survey in last month’s newspaper, so I won’t rehash that. I would just encourage everyone to take the time to fill out the survey. The link to the survey can be found on our website at www.golakecarroll.com. Once you log on, you Jeff Howe will find a link in a pop-up notice, which will remain on your LCA Treaurer homepage till April 30th.

However, there is one item in the survey that I would like to comment on. There is a question on the survey regarding Lake Carroll being a private, four-season, recreation oriented, residential community. There seems to be some confusion about what it means to be a private community that I would like to clarify.

What does it mean to be a “private community?” Some think this refers to whether or not the public has access to our community and amenities. However, that is not the case. Being a private community refers to how the community is funded and governed.

Wikipedia defines a private community as “a residential community that can be an association or a proprietary organization; whereas governmental communities are financed with taxation, where taxes typically have little connection with benefits, private communities are financed as payments for benefits.”

Being a private community is a recognition that we are not organized as a municipality.

Instead of a local government controlling our affairs and taxes funding our amenities and services, we have a Board of Directors that makes decisions and we are privately funded by our dues and fees. While some of our amenities are open to the public, others are restricted to Members and guests only, this has no bearing on Lake Carroll being a private community. Rather, a community that restricts the access of non-property owners is referred to as a gated or walled community.

I hope this clarifies what is meant by being a private community. As always, if you have questions, comments, concerns, or suggestions, please do not hesitate to contact me.

2017 DECALS/MEMBERSHIP CARDS Decals have been issued to property owners who are current with their 2017 dues & have returned their 2017 Information Sheets with the appropriate fees, insurance papers & registrations. All delinquent fees must be paid before decals are issued. If you have questions regarding insurance or registration, please call Michelle or Peggy at the Front Desk at 815-493-2552 ext 10 & 20.

Effective April 1, 2017 decals must be displayed. Boat decals plus the CORRECT SECTION & LOT# must be displayed on all watercraft prior to launching. Decals for golf storage, golf trail, and ATVs must be displayed before using these Lake Carroll amenities.

Amenity photo ID cards MUST be presented upon sign-in at all Lake Carroll amenities (golf course, swim pool, ski hill, campground, etc). All dues & fees must be current to be eligible to use the Lake Carroll amenities.

COLLECTION SCHEDULE & QUARTERLY PAY PLANS An “Intent to Lien” and “Demand for Payment” certified letter has been sent to owners with delinquent 2017 accounts. If no payment is received, a lien ($500.00 fee per lot) will be placed against the property. Please call Missy at 815-493-2552 x14 to avoid further fees being added to your account. Bills for 2nd quarter payment plans have been mailed. Payment is due April 30, 2017. If you have questions regarding billing, please call Missy at 815-493-2552 x14.

BOAT SAFETY If you are planning to take your required IDNR Boat Safety class at a location other than Lake Carroll, please remember the Lake Carroll Boat Safety Quiz must also be completed & filed with the Lake Carroll Security Department before your boat may be registered at Lake Carroll. This quiz is available at the LCA Office or you may print it from our website. Find a link to the LC Quiz on our website by going to Amenities, Lake & Natural Resource. The links are located near the bottom of the page. You do not have to be logged on to access these links, as well as links to the IDNR. CAMPER SEASONAL & STORAGE, BOAT STORAGE, GOLF STORAGE & TRAIL FEES Notices were sent to the 2016 users of these facilities. Payment was due March 31, 2017. New assignments must be made through the office. Please call 815-493-2552 Michelle (ext 10) or Peggy (ext 20) if you have questions. All dues & fees must be current to be eligible to use any of these amenities.

MARINA SLIPS Confirmations for the 2017 Marina slips were sent the March 09, 2017. If you have questions concerning the marina slips, please call Missy at 815-493-2552 x14.

Watercraft must have the section & lot numbers displayed on the boat along with the 2017 Lake Carroll watercraft decal before they may be launched & used at Lake Carroll.

GREENWAY DOCK REAPPLICATIONS Greenway docks need to be reapplied for annually. These docks must be approved by the A&E Committee before they may be put in the water for the 2017 boating season.

PHOTO ID MEMBERSHIP CARDS We are continuing to enter photos to our database for the amenity cards. If you have not had your picture taken, stop in our office as soon as possible. The Admin Front Desk Staff is available to take pictures between 9am and 3:30pm Monday–Saturday.

Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

BOBCATS IN LAKE CARROLL I had some concerns from property owners about the recent sightings and photographs of bobcats.

There have been no incidents involving bobcats at Lake Carroll and interaction with humans is rare.

There have been recorded incidents in other areas of the country that bobcats have attacked small dogs and cats. Keep your pets close to the residence at night when bobcats are on the move.

FISHING AT LAKE CARROLL I would like to talk today about one of my favorite past times…fishing. I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions: 1. Who can fish at a Lake Carroll? Only property owners with a valid amenity card and an Illinois Fishing License may fish Lake Carroll waters.

2. What about my guests? Guests are only allowed to fish in Lake Carroll when ACCOMPANIED by the property owner. Guests are not allowed to fish when the property owner is not present.

3. What about family members? The property owner may register immediate family members with the office and obtain a family fishing pass for those members. This allows them to fish at Lake Carroll without the property owner being present. The family members are not allowed to bring guests with the use of this pass.

4. How many fish can I keep? There are size and creel limits for most species at Lake Carroll. The Fishing Club and Lake Manager have always done an excellent job updating the size and creel limits.

The information is posted at many of the fishing areas at Lake Carroll and an information card is available from Security and the office. (Find the Fish Limits card near this article) 5. How many fish can my guest or family members keep? You are allowed one limit per dues paying lot per day. For example, if a member takes 4 guests fishing and two family members, they are allowed one total limit. Let me be clear, you are allowed 1 limit per dues paying lot, regardless of how many people are listed on your lot.

6. Where can I fish at Lake Carroll? Anywhere in Lake Carroll itself. The spillway, sediment ponds and fishing club ponds are prohibited from fishing.

The regulations regarding fishing are valid from the docks, from the shore, from a boat on the lake, and from lakefront properties. Please make yourself familiar with the fishing rules and regulations if you are going to enjoy fishing at Lake Carroll. The Security Department will be checking and documenting fishing activities. Citations and possible suspension of fishing privileges could occur if the Lake Carroll regulations are not followed. Information can be found in the Lake Carroll Governing Documents Chapter 54. Sections .02 & .03.

WATERCRAFT RENEWALS – IT’S UP TO YOU TO RENEW I hope this information will be helpful for the 2017 boating season. The Illinois Department of Natural Resources stopped sending out renewal notice for watercraft in 2013. Watercraft registration is good for three years. All registrations expire on June 30th, make sure you have renewed by this time. Registration can be completed at the DNR’s website, dnr.illinios.gov, click on boating and follow the instruction for watercraft renewal, a quick and easy process. You should receive your new watercraft registration within 10 days. New watercraft registration may also be completed on this website. A reminder in order for a boat to be registered at Lake Carroll, current state registration is required to be on file.

2017 DECALS It is that time of year again to display your 2017 vehicle, boat, ATV, golf cart and camper LCA decals.

Please display your decals as soon as you receive them from the LCA office.

2017 RULES & REGULATIONS BOOKLET I would like to encourage everyone that has not picked up a 2017 copy of the Rules and Regulations to please do so. They are available at no charge at the LCA office. They are also available online at golakecarroll.com in the Lake Carroll Code of Ordinances. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll. Not knowing a rule is not an excuse to violate one.

DID YOU KNOW? Did You Know ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system? This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B) (5) & (6).

Did You Know it is illegal to let your dog or cat roam freely at Lake Carroll? Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

Did You Know all garbage receptacles must be returned to residence within 24 hours of garbage pickup.

All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F) (2).

Safety First

By Matt Ripplinger, Member of the LC Safety Committee Even with our March snowfall, I think it’s finally spring. Hopefully everyone had a safe winter.

By the time you read this most of our roadways will have been swept of the pebbles, salt and sand that the Maintenance Department used to help make our roads safe. However, we caution you to keep an eye out on the curves and intersections that may not yet be cleaned.

Many of us will be climbing on and off our boats while they’re in our driveway, preparing them before we put the boat in the water. Please use some caution here, as stepping in and out of the boat on dry land is totally different than it is off the dock, while the boat is in the water.

I’ve slipped off my stepladder several times doing this. Sometimes you just don’t realize how high the boat is off the ground.

Speaking of ladders, spring cleaning is here for many of us. As you’re cleaning those ceiling fans and higher spots in the house, or maybe your gutters outside, please remember to be careful on your ladders. Part of being safe is using the right equipment. Don’t cut corners and use less sturdy items such as chairs or something else that might be handy.

As of April 1st you can leave your docks, piers, and watercraft in the lake. Let’s make sure our equipment for a good and safe boating experience is in order. You must have a lifejacket onboard for each person in the watercraft. During the winter season mice find warm homes in your boat and can cause significant damage to lifejackets. Check your lifejackets for holes, frayed fabric or straps, and be sure the clasps are working correctly.

Also, please be sure your watercraft, docks, piers, and swim platforms all have the appropriate decals, IDNR stickers, and don’t forget the Section & Lot numbers. Yes, even docks, piers, and swim platforms are REQUIRED to have Section & Lot numbers, as well as reflective tape. Refer to the Rules & Regulations for details.

We just had our time change – It’s always a good reminder to change the batteries in our smoke and carbon monoxide detectors. Remember, let’s all be safe out there.

State & Lake Carroll Mandatory Safety Flags for Watercraft Michael Schmieder, General Manager and Luke Fossett, Security Supervisor

ATTENTION ALL WATERCRAFT OWNERS: In 2015 the State of Illinois implemented a new law regarding the display of safety flags for watercraft who are towing skiers, tubers, wake boarders, etc. Here is a reminder for this law: “The operator of any watercraft that is towing a person or persons shall display on the watercraft a bright or brilliant orange flag measuring not less than 12 inches per side. The flag shall be displayed at the highest point of the area surrounding the boat’s helm as to be visible from all directions, continuously, while the person or persons being towed depart the boat in preparation for towing and until reentry into the boat when the activity has ceased. Display of the flag for purposes other than the activity described in this section is prohibited.”

625 ICSC 45/5-14.

Several years ago, Lake Carroll mandated the use of an orange skier down flag to be displayed only when a person being towed, went down. State laws supersede our Rules and Regulations and Lake Carroll watercraft will be required to display the flag at all times when towing a person. The recent State law is concerning in that it alerts other boaters that you may be towing a person but does not alert them when a person has fallen and is no longer being towed by the boat. The Lake Carroll Safety Committee discussed this matter at length at their March 14, 2015 meeting.

The Lake Carroll Skier Down Flag is MANDATORY in addition to the State law stated above.

Therefore, by State law, all watercraft towing a person or persons shall display a flag throughout the duration of the towing activity. Additionally, you are required to raise and wave a skier down flag when a person, or persons, being towed has fallen into the water.

Doing so is the only way to differentiate between towing a person and having someone in the water who may be dangerously vulnerable to other boats in the area. An example of concern would be towing two people on one tube and having one person fall off. The State law requires one flag being displayed at all times, but offers no distinction or warning to other watercraft that another person is in the water and no longer attached to the moving boat.

The Admin Office has both the orange flags which are compliant with the State law that can be attached to the windshield of your watercraft and the Skier Down Flags in stock and available for purchase at the LCA Office, as well as at the West Marina Concession once they are open for the season.

We have been very fortunate that we have had no serious injuries involving a person in the water and moving watercraft. The reason we have been so fortunate is due to the cooperation of all Lake Carroll watercraft owners, the diligent use of the orange colored safety flags, and the practice of safe boating technics.

As to the types and placement of other exterior lighting, property owners are encouraged to consult the suggested guidelines and recommendations from the New England Light Pollution Advisory Group that can be found in the Good Neighbor Outdoor Lighting section located in Appendix D of the Lake Carroll Association forms. All Homes that have or will have a security system must be so noted and logged in at the Association Office”. By Michael Schmieder Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the February 24, 2017 BOD Meeting. a. The Board asked for Joe Rush to develop a Goose Hunting Program which would be carried out during the first two months of September. Joe is still developing the program and working with the DNR to assure that all proper licenses and permits are obtained. This report/program will be shared with the Board at the April or May Board Meeting. b. At the February meeting, the Board asked me to write a letter to AT&T in attempt to get some answers regarding the inconsistent services offered with the equipment on the new tower. That letter was sent and a copy is attached to this report. c. At the February meeting, a discussion was had regarding the possible addition of a food and beverage outlet at the West Marina. I was asked to consider the costs necessary to provide this outlet and a report will be provided at the April meeting. The biggest challenge I’m finding is how to effectively add ten (10) slips to the gas dock for customer parking. d. I met with Sauk Valley Media (the publisher of the Lake Carroll News) on March 8, 2017 to discuss a new contract for their services. The new contract will terminate on December 31, 2019. The new contract will be presented to the Board for approval at the April Board Meeting.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. b. Revised Calendars for the 2017 Board workshops and Committee Chair/Board President meetings are attached to this report. c. Donna Beyer recently located a document, originally written by the then Board President Al Krisciunas regarding “the role of Board Liaison Reps. to Committees”. This outline was created in 2001 and some may wish to update it. It does however give some insight as to how a Board Member should approach the role and I thought it might be helpful. It is attached. d. The Management Staff and I have updated the “Lake Carroll Statistical Overview” report. This report offers statistical data in numerous areas of the Association. This report has been updated with year-end data for 2016. e. Every 2-3 years, IALC (Illinois Association of Lake Communities) conducts a survey regarding pertinent data for their Association. Lake Carroll participated in the survey as well as numerous other Associations. The survey data has been assembled and distributed to the participating Associations.

The survey includes General Information on each association, the organizational structures, financial information, wage and compensation data and the employee benefits offered by each. The full survey is attached to this report. f. As of March 20th, a total of 367 Members have participated in the 2017 Member Survey. g. The updated Wendler/Lake Carroll Map was finalized and delivered the week of March 13. The new maps will be displayed at all current locations throughout the Community.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee will meet on March 22, 2017. Minutes from the meeting will be included in next month’s report.

4. Sales of Lake Carroll Owned Lots: a. Inquiries have been few and far between which is normal for this time of year. There have been no sales of Lake Carroll lots so far in 2017.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2017 dues status report which is attached.

-DPE’s collected thru 3/20/2017 – 1,791.74 -DPE’s collected thru 2/20/2016 – 1,777.03 -Variance between 2016 & 2017 – 14.71 Ahead of Last Year -DPE’s budgeted for 2017 - 2,190.00 -DPE’s projected for 2017 - 2,190.00 b. Ten (10) resale transactions were entered in the database between 2-18-2017 and 3-15-2017. Two (2) lots with homes were sold, Six (6) vacant lots were transferred, One (1) Associate Member was added and One (1) Associate Member was removed. c. Through March 20, 2017, 594 Natural Gas Permit Fees have been deposited totaling $148,500.00. d. Missy Clark and the Front Desk Staff have been processing dues payments. Late fees have been charged on all Member Accounts who have yet to pay all, or at least the first quarter of the 2017 dues and “Intent to Lien” letters are being prepared. e. The front desk is also mailing out vehicle, boat, ATV and golf cart decals for 2017. This process was delayed as we were entering payments into our new software system for the first time. f. The Marina Slip and Campground lotteries were held on Saturday, March 4, 2017. Twenty Three members attended the boat slip lottery and all who attended were assigned boat slips. Currently there are three (3) slips available for the 2017 season. Ten (10) Members attended the Campground lottery and all were added to the end of the waiting list. There currently 41 Members on the Campground waiting list. The first ten Members on the waiting list will get campsites this year as a result of the addition of the ten new campsites.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for February, 2017 are complete and have been sent to the Board electronically. Hard copies will be made available at the meeting. The Board will be asked to approve these statements at this month’s meeting. ii. O’Conner Brooks is continuing to work on our 2016 Audit and plan to present it to Audit Committee and the Board at the April Meeting. iii. Membership / IMIS - we began utilizing iMIS completely on January 1. While we feel that the processing skills are really good and we are having very few issues, there are still some reporting gaps that we are working to close. We are working with the iMIS folks to develop the statement (after reviewing what was available with iMIS, we decided that the invoice / statement really did not serve our needs.

The iMIS folks told us that that was common with this form. We are also working with them on how statements print - currently, we print them all at once or, we print one at a time. The all at once works OK at the beginning of the year when we are adding dues to all accounts. It doesn’t work with our processes as we proceed thru the year - monthly payers need to be sent a statement each month, quarterly payers need to be sent statements on a quarterly basis. Deb is working with iMIS to create a filter so that we can print statements by the pay-codes that we wish. iv. The Gaming Machines generated $1,740.16 in income for Lake Carroll during the month of February, 2017. The budgeted income for February was $2,000.00. See attached report. b. Human Resource: i. Our Employee Manual is being updated and is being put into booklet form. The new Employee Manual will be issued to all new and existing employees by mid-April. A copy of the manual will be included in the April Board Packet.

7. Safety & Security: a. As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. Deb Stagno continues to work with the staff as we transition into our new Member Software.

change. We have been processing all 2017 dues payments and issuing all decals and marina slips as well as documenting all other typical data in the iMIS system. This annual process includes the addition of scanning all member documents and making available on the iMIS member record. This was not available in our previous membership system. This addition enhances our data system, enabling a more complete customer record which will streamline customer service as data is readily available without having to locate paper copies. b. The Administrative staff has also begun using the iMIS Letters Module to configure Septic Pump notices and Boat slip confirmations. c. Our new iMIS statement form has been configured, mapped and sent to our programmer for creation. It should be available for use shortly. d. iMIS development on the LCA Security Staff site has begun. This will be used by our mobile Security units to access iMIS data ‘in real time’.

9. Communications: a. Donna Beyer has updated and printed the 2017 Standing Committee Roster which is attached to this report. The roster provides contact information for every Member on every Committee. b. Donna has also updated the A&E Rules booklet to reflect the version of the Codified Document. A copy of the new book and the memo to the A&E Committee is attached.

10. Facilities Management: a. The trails received a preliminary grooming during the week of March 13 and were opened for use on March 17th. We are also planning on replacing four culvert pipes on the trail during the week of 3/20/17.

11. Lake Management/Wildlife: a. The lake level as of March 20, 2017 was 739’ 9”. 3” below pool level. b. Joe has secured a bid for the mapping of all the coves within Lake Carroll for depth and sediment deposition. This will assist us in determining the total volume, and locations, of the sediment problems within Lake Carroll. This survey has been requested for immediate funding so that we can have accurate budget numbers for the upcoming dredging program. The last survey to be conducted was in 2012 and it has been strongly recommended that we conduct another survey so we have accurate information on how much sediment exists. The Board will be asked to approve an expense of approximately $22,000 which has not been budgeted at the March Meeting. See the Lake Committee’s recommendation for background information in Section VII, item “b” of the March agenda. c. The Board will also be asked to commit to spending a total of $48,000 for watershed planning over the course of 2018 and 2019. This is a minimum requirement for Lake Carroll to qualify for the EPA319 Watershed Planning Grant. Lake Carroll is a finalist and will find out if we have been selected in April or May of 2017. d. I have attached Joe’s full report for your review.

12. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

Golf Operations (Pro Shop): b. Closed for the season but getting ready to open earlier than usual.

13. Golf Maintenance: a. The three-man winter Golf Maintenance crew has been busy readying the course for play. We’re hopeful that the course will be open within the next two weeks. b. The Utility Cart and Lift which were approved at the January Board meeting have been ordered and should be delivered by mid-March.

14. Clubhouse Operations: a. Winter hours went to effect on November 1, 2016. The Clubhouse is closed on Tuesdays and Wednesdays. We are keeping the Clubhouse open on Monday nights through the end of March, 2017.

After analyzing sales figures, labor costs and food and beverage costs on Monday nights during the month of November, it was determined that we are “breaking even” or better. We will evaluate the sales from these Monday nights from December through March as well as the food and labor costs to see if it makes sense to continue to be open on Monday nights next winter. This report will be shared with the Board and the Clubhouse Committee in April. b. The menus and the pricing for the Easter Brunch and the Mother’s Day Bruch are complete and are being advertised in the Newspaper, the Web-Site and at the Clubhouse. c. Attached is a brief report that Lisa has been updating over the years. This report shows only one item, the bottom line cost to operate the Clubhouse. Since 2004, the Clubhouse operating cost has been approximately $230,000 per year. Our best year, in terms of financial performance, previously was $193,142 which was achieved in 2015. The operating cost for the Clubhouse in 2016 was $117,534.

The gaming revenues have obviously helped but the costs to operate have also been greatly minimized. (see attached) 15. Recreation Complex Operations: a. Aquatic Complex: i. The outdoor pool is closed for the season and has been winterized. ii. The indoor pool remains open and is operating normally. b. Recreation: i. Dates and times for the KIDZ Camps have been selected and are being published. Donna has created the brochure for the camps and the information is also available on line. ii. Chelsey has booked live entertainment for all events for the summer season. c. Ski Hill: i. Currently closed due to mechanical problems involving the well and the well pump. Lyons Well and Pump has been selected to pull and evaluate the pump and the well. The pump is scheduled to be removed during the week of March 27, 2017.

16. Campground: a. The ten new sites which were completed at the end of the 2016 season are ready to be used. Existing campers who chose to move to the new sites will do so during the month of April. b. A total of 38 dead or dying trees are scheduled to be removed from the campground. Most of these trees are located in pod #3 and the removal is scheduled for the week of March 27.

These blankets are given to children in need whether it is due to a crisis situation, illness, or as a baby gift for mothers in need.

President Lana Soldat opened the March 9 meeting of Lake Carroll Women’s Club at 1 P.M. Those with March birthdays were recognized. Minutes and treasurer’s report were approved.

24 members were present.

Vice president Gael Will reminded us that the April 13 meeting will feature Cassandra Mlakar, financial advisor at Investment Services and attorney Heather McPherson who will discuss important steps to be taken in planning for our future. The program will be open to ALL interested persons. In May we will meet at Timberlake Playhouse and get an inside view of its workings.

Ways and Means chairman Donna Alesky reminded us of the APRIL 1 fund raiser, “Jeans and Jewels Gala�. There will be dinner, silent auction, a wine pull and a DJ. Tickets are on sale and all proceeds will go to our charitable causes. 30 bottles of wine have already been donated and silent auction items are still being collected.

The allocations committee will meet next month to help determine where our charitable funds will go this year. If you have a suggestion, please contact JoAnn Gariff, Marve Feucht, Donna Alesky, Brenda Schnarr or Helen Sykora.

When the meeting was adjourned, Joe Rush, our Lake Manager, gave a very informative talk about Lake Carroll. He spoke about the state of the lake now, what’s being done to improve its quality and what he would like to do in the future.

Since 2013 there has be an expansion of the 3 tubes sediment control pond and work on the Zier Road pond is ongoing, as is stabilizing the creek to the fish hatchery. Dredging has not functioned as well as hoped so he is looking at an outside company to do the work. Weed control is being done by our harvester and in house chemical treatments. Grouting of the dam has resulted in a 50% reduction of water loss. Last year also showed there to be less phosphorus in the lake.

Joe would like to be proactive instead of reactive to our problems. He would like to improve fish size and population, improve the water quality, and achieve good management of aquatic plants. He would like to increase members’ understanding of lake management science and the elements that impact it.

A St. Patrick’s Day theme was used by our hostesses Rita Shields, Phyllis Kehoe and Roberta Shenfield.

Our next meeting is scheduled for 1:00 pm Thursday, April 13 at The Lodge in Lake Carroll. Hope to see you there!

Spring has finally sprung in northwest Illinois and bluebirds have already been sighted in the Lake Carroll area. If this is the year that you might like to try to raise bluebirds, here are ten tips to help you get started.

1) If building your own birdhouse, don’t use treated lumber. Cedar would probably be the best choice.

2) Never have a perch on your birdhouse. Perches attract sparrows and wrens that actually kill bluebirds.

3) If making a round entry hole in the house, make it 1 ½ inches wide.

4) For a mounting pole, use a smooth round pipe.

5) Do not mount the birdhouse on a fence or a tree. Raccoons will reach in and tear apart the nest and kill the baby birds.

6) Put your birdhouse in an open area with some scattered trees or bushes. Mowed areas are best. Do not put it in the woods.

7) Avoid bird feeders that attract sparrows. Sparrows will kill bluebirds and take over their houses. Bluebirds are insect eaters and do not need to be fed.

8) Face the door opening of the birdhouse to the east if possible.

9) If you have more than one bluebird house, keep them at least 100 yards apart.

10) Monitor the bluebird house at least once per week to prevent sparrows and wrens from taking over the box.

With spring around the corner we will be seeing all the snowbirds back in action. We hope everyone had a great winter. For those of us that did not get away, we can’t complain too much about the mild winter we had.

If you don’t know already, the hours have changed on April 3. See the hours listed on page 10A.

SAVE THE DATES

The Fishing Club has once again volunteered to assist the LCA with our annual “egg addling” work to help diminish the amount of new Canada geese at Lake Carroll. Egg addling is a common measure taken for many private lakes, like ours, who have an over- population of geese. Addling is applying a light coat of mineral oil to the eggs and has no adverse effects on the adult geese. Though the Goose and the Gander will continue to maintain this nest during the incubation period, these eggs will not hatch.

We are asking all Property Owners to assist us in locating the nests. The geese will be laying their eggs in mid to late April. If the nests are on your property, we will need your permission to enter the property, usually by boat, to complete the process which takes only minutes. If you know you have a nest with eggs, please call Ms. Arlene Gries at 815-493-2552 with your section and lot number, and the location of the nest. The LCA Office can also provide you with small, colored (utility type) flags which we ask for you to place in close proximity of the nest. This will be of great help to the brave volunteers who will be spraying the eggs. Thank you in advance for your help.

Wine Tasting 101 Mike Schmieder will lead on us on an introductory session regarding the wonderful things that can be done with grapes. We will explain the basics of wine, the difference between reds and whites, and offer information that will make you very comfortable in ordering or purchasing your next bottle of wine. Wine Tasting 101 will be on April 11 at 6pm at the Clubhouse; cost $8/person.

Ladies Golf League 2017 Season Sign Up

By Toni Knackstedt and Barb Hevrin Calling all Lake Carroll women golfers to sign up for the women’s league.

Whether you’re an experienced golfer, or just a beginner, please consider joining the league. It’s a great way to have fun, enjoy the great outdoors, and make new friendships. There are three divisions of the league: 18 Hole AM, 9 Hole AM and 9 Hole PM, that play every Wednesday throughout the spring and summer.

The sign up date is Wednesday, April 5, 5 PM, at the Clubhouse.

Thirty five dollars includes both handicap and league fees and is payable at registration. You do not need a handicap to join…handicaps will be established during league play. The first day of play is Wednesday, May 3.

Looks like we have been blessed with a very mild winter and early spring this year, hopefully that translates to a great start to the 2017 golf season. This year we opened the course March 24th, which is 10 days later than last year. This year is shaping up to be one of the busiest years for events, so I will do my best to keep everyone posted of upcoming events and outings. There are several places to find events for the Lake Carroll Golf Course.

2. Golflakecarroll.com is the website focused on the Golf Course and Pro Shop happenings. Please sign up for the eclub to get emailed information and promotions. The site should be back up and running by the middle of April. Watch for eclub member promotions throughout the year.

3. The Lake Carroll Golf Course Facebook page is another great way to get upcoming events and promotions for the Golf Course and Pro Shop. Just “Like” the Lake Carroll Golf Course on Facebook.

4. Bulletin boards in the Pro Shop and Clubhouse bathrooms will have upcoming events and the 2017 Schedule of Events posted on them throughout the year.

We will continue to offer lessons for all ages and abilities this season and we will continue to offer an extensive junior program, including individual junior lessons, group lessons, Junior League, couples lessons and junior camps. A full price sheet and schedule are available in the Pro Shop. Junior camps are also available on the weekends and weekdays.

We will continue to have a large variety of reciprocal courses available with area courses. We are keeping all of our past courses, plus we’ve added Prairie View in Byron as a new reciprocal for this year. A list of these courses is included with this article and please let the Pro Shop Staff make your tee times for you at the reciprocal courses.

There will be some staffing changes this year in the Pro Shop. Jarren Heckman has moved on to work in Georgia; we wish him well. In his spot we are pleased to introduce another excellent young man, Cameron Shear. Cameron is from Freeport and has been in and around the golf So there are 5 Great ways to help get your 2017 golf schedule business most of his life. Chuck Thomas (1929-2017)

“Do you know Chuckie”? That’s all anyone had to ask anybody anywhere.

Chuck was a fixture at Lake Carroll since 1995 not only at the Clubhouse & Golf Course, but also around the surrounding communities of Shannon, Lanark, Savanna, and beyond. Men were his friends and all the ladies were his “Sweethearts”.

We lost Chuck Thomas on March 16, 2017 but his stories, Chuckie-isms, antics and our memories of him will live on for a long, long time.

Chuck was a “Classic” and an announcement will be made for a June celebration of his life the way he would have wanted in his classic Chuckie style.

It’s April, and that can only mean the hatchery is a buzz with activity netting and spawning walleye. The fishing club will be running the walleye stocking program a bit differently this season.

Their plan is to stock all Lake Carroll walleye fry directly into the lake. Our normally walleye rearing pond will then be stocked with advanced walleye at 1.25 to 1.75 inches in length. These fish will be bought from another hatchery and delivered to Lake Carroll in June.

The fishing club will be monitoring this stocking as a test for Fawn Lake. Along with the hatchery program, the Fish Replenishment Committee will be meeting soon to discuss how to spend the 2017 Joe Rush fish stocking budget.

Lake Manager It’s that time of year again when we need to make an effort to keep the Lake Carroll goose population’s breeding in check. We need your help in locating nesting geese throughout Lake Carroll. If you find a nesting pair of geese, or find a goose nest, please contact the main office and let them know where it was located. The office will contact our volunteers to go check on the nest. If we are unable to locate these nests, we can end up with a larger goose population at Lake Carroll. Our intention is NOT to eradicate the geese from Lake Carroll, but rather to keep the numbers at a size that minimizes property damage and water quality impairments by goose droppings.

Along with the goose egg oiling program, and the previous goose charity harvest programs, we are meeting with the Illinois Department of Natural Resources (IDNR) to discuss the opportunity for managing goose numbers through a controlled hunting program. One requirement for Lake Carroll to continue receiving goose charity harvest permits is to evaluate the opportunity to manage geese through a controlled hunting program. IDNR will be assisting with a design of a safe and ethical program that will then be proposed to the board of directors and membership for discussion.

Lastly, it’s also that time of year we remind our members of another form of ‘new life’ at Lake Carroll. It is the fawn (baby deer) that you can encounter while moving about Lake Carroll. Often times we have property owners call about an abandoned fawn deer they have found and ‘rescued’ and they need direction on what to do with the baby. If you come across a baby deer, PLEASE LEAVE IT ALONE. The natural instinct of deer is to leave their fawn unattended for long periods of time. This is a predator avoidance tactic because fawns are born ‘scent free’ and predators cannot easily detect them. The mother leaves the fawn and only comes back periodically to feed it. Once the fawn is big enough and strong enough, it will begin to travel everywhere with the mother.

Because of this survival tactic, we humans tend to find fawns unattended and believe the mother has either left the fawn or has been killed. In most cases, it is best to leave the fawn alone, and let nature take its course.

If you touch the fawn, there is a risk the mother could abandon it. Again, please leave the fawn alone as we can do more harm than good for them!

As a parting note, remember ticks enjoy this warm weather as much as we do! As the weather warms, begin to think about how to protect yourself, and your pets, as you spend time outdoors. Even in your yard you, and your pets, are susceptible to ticks. There are several tick borne diseases in Illinois. Be sure to protect yourself while you’re enjoying Lake Carroll!

Fish Tales

By Mike Bykowski, Fishing Club Secretary The activities started at 5:30 when members began arriving for the pre-meeting social get-together.

The 46 members who attended were treated to a different main menu entrée. In place of chicken, a tasty serving of fresh battered fish was served along with the many delicious side dishes prepared by the members. The general meeting then began at 6:44pm with the Pledge of Allegiance which was followed by the Treasurer’s report.

Mitch presented the February financials and commented that activity for the month was light, most of the income for the month was attributed to 2017 dues. Reminder cards to renew 2017 dues were mailed to the members unable to attend the general meetings. A total of 89 members have renewed their membership and many more are expected in the near future. A motion to approve the February budget was made by John Schnarr and seconded by John Quilico. The membership then approved the February statement.

Next up was Fred Reddies with the Hatchery report. Fred had a litany of items in regards to the Hatchery startup operations which support the spring walleye hatch.

- The shocking boat has been outfitted with new probes. The boat is currently receiving its spring tune-up and will be tested shortly to ensure everything is in good working order.

- The walleye catch nets were placed into the lake on March 30th with the first check for walleye on April 1st. Boat crew sign-up sheets to check the walleye nets are posted at the Hatchery. Consider volunteering for this much rewarding experience that benefits Lake Carroll and the Walleye population. Fred noted that last year only 330,000 eggs were fertilized compared to 1.2 million the prior year. All at the Hatchery are hoping Mother Nature cooperates with the right weather conditions for this year’s spawn.

- Hatchery preparations are in progress to support the fertilization process, the tanks are cleaned, the waterlines are flushed and six volunteers are being trained in the overall operation of the Hatchery.

Many thanks to Jim Richards, Mike Sweeney, Tom Stangl, Mitch Feucht, John Quilico, and Mike Bykowski for taking time to learn the operation. Their training will ease the time requirements on Fred. In order to ensure consistency of the operation, Fred and Mitch are putting together a Hatchery Manual which will detail all the steps from start-up to shut down.

- The last item was the Hatchery Open House which is scheduled for April 9th and 23rd from 10:00am – 2:00pm. Sign-up sheets for snacks and tour guides are available at the Hatchery. Please consider bringing a snack or if you’re interested in being a tour guide, a 30-minute training class will be held before the 10:00 am opening each day. Plan to be there by 9:30 am.

Gary continued the meeting by talking about a walleye trial for Fawn Pond. In an effort to determine the health and future potential of raising walleye fry in Fawn Pond, 2–3 thousand fingerling walleye’s will be released into the pond. Later in the season these walleye will be transferred into the lake. This trial is all dependent upon the availability and cost of fingerlings from other hatcheries.

The next item reviewed was a Hatchery work day to assemble the bucket structures. The work day took place on March 11th @ 9:00 am. We thank all the volunteers who helped with this new Fishing Club activity.

Work continues on updating the club By-Laws; Mike Bykowski and Mitch Feucht are making sure the laws are consistent with the daily operation.

Gary finished up by confirming dates for a few of our events. The Kids Fishing Derby is Saturday June 17th, the Couples Fishing Tournament is August 7th, the Golf Outing will be August 26th and the Christmas Party will be held on December 9th. Watch for more details about these events.

Mike Siciliano finished the night by talking about several topics: - If you have a shirt or jacket that needs some upgrading, ask Mike for details on a supplier who can stencil or embroider Lake Carroll Fishing Club logo.

- Due to the lack of snow, the Winter Snow Golf Outing was cancelled.

- Many of the perishable refreshments bought for this event like wine will be raffled off at the next Fishing Club general meeting.

- With warm weather on the horizon the Sunday night pool parties will be starting. The parties begin at 5pm, details will become available in the very near future.

- Mike talked a little about the sirens and the LCA Reverse911 system. With this being the start of potential severe weather, he wanted to make sure everyone is aware of these lifesaving notification alerts.

The meeting came to a close with the 50 / 50 raffle. This month’s winners were Bob Froelich and Joanne Gariff; congratulations to both. A motion to adjourn the meeting was made which was then followed by a movie and popcorn. Please join us in April.

By Mike Bykowski Secretary This is the first of hopefully many articles brought to you by the Fishing Club. The Tackle Box will provide information that belongs in the tackle box but not necessarily limited to lures, bobbers and bait. These helpful hints should help the novice fisherman and be a refresher for the most experienced angler. Our first article focuses on structure.

On March 11th, the Fishing Club held an activity day at the Hatchery to build Bucket Structures designed to provide more habitats for fish. Many volunteers turned out to build a total of 58 bucket structures of varying sizes and shapes. These bucket structures are built from environmentally safe materials and will be placed into the lake along with the recycled Christmas trees. The Fishing Club has not yet determined the location for these structures, but each will ultimately be identified on the Lake Carroll Fishing Map. The Lake Carroll Fishing Map can be bought at the Association Office for $2. This map is a great investment since it identifies all the structure placed into the lake. The map legend includes the location and type of structure designed to attract and hold fish. There is also a little history on the map in that foundations and bridges from the pre-lake era are also shown. This map is a prerequisite for any fisherman unfamiliar with the lake and the areas that may hold the greatest numbers of fish.

Don’t forget the other elements of good fishing, look for weeds, windblown points, boat lifts, piers and of course the weather and wind direction. The Fishing Club wants to wish everyone lots of luck in their search for that Lunker and to thank all the people who donated buckets and those volunteers who spent a Saturday morning assembling the structures. Remember to check the fish limits, get your license and don’t let that big one get away. If that big one finds its way to your line, practice CPR, Catch, Photo, & Release.

Lake Carroll Ladies Bowling League Many of our snow birds have left for a while, so we need some subs for our Lake Carroll Ladies Bowling League.

Our season begin in mid-September and we bowl until mid-April, that’s why we’re looking for subs especially in the winter months.

We bowl at the Mt. Carroll Bowling Alley on Wednesday afternoons at 12:30.

The cost is $9.00 for subs for 3 games.

By Jim Splitt Happy Spring everyone and the good news is that, due to the mild winter, the trail is open already. As far as I can remember, March 17th is the earliest date it has opened.

I even saw a few riders brave the cold out on the trail that weekend.

The first Trail Club meeting of 2017 is at 11:00am on Saturday, April 8th at the Lodge. On the agenda is to elect new club officers, as well as to finalize the club’s event schedule for the year. Some of us also discussed organizing a clean-up of the trail after the meeting, weather permitting. April is the best time to pick up garbage before it gets covered up before everything starts turning green.

Spring is also a great time to get your machine ready for summer. Check and/or change all fluids, check the air pressure in the tires, adjust the brakes, check your lights, helmet, and safety flag. Also don’t forget to put on your new 2017 sticker(s).

Looking forward to seeing everyone again on the trail this year and maybe at one of our club meetings or events…More on that next month. Let us know if you have any questions by emailing us at lctrailclub@yahoo.com.

When will the LCA Severe Weather Sirens Sound?

The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll. There is no difference in the sound of the siren between a thunderstorm warning and tornado warning.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website.
