The Board of Directors is currently conducting a survey to gather additional input and direction from the Membership on what to do with the current Lodge building. While there is certainly no agreement on what to do, there does seem to be a consensus that something needs to be done, one way or another, in the next few years. Kevin Oscarson gave a good overview of the purpose of the survey in last month’s newspaper, so I won’t rehash that. I would just encourage everyone to take the time to fill out the survey. The link to the survey can be found on our website at www.golakecarroll.com. Once you log on, you Jeff Howe will find a link in a pop-up notice, which will remain on your LCA Treaurer homepage till April 30th. However, there is one item in the survey that I would like to comment on. There is a question on the survey regarding Lake Carroll being a private, four-season, recreation oriented, residential community. There seems to be some confusion about what it means to be a private community that I would like to clarify. What does it mean to be a “private community?” Some think this refers to whether or not the public has access to our community and amenities. However, that is not the case. Being a private community refers to how the community is funded and governed. Wikipedia defines a private community as “a residential community that can be an association or a proprietary organization; whereas governmental communities are financed with taxation, where taxes typically have little connection with benefits, private communities are financed as payments for benefits.” Being a private community is a recognition that we are not organized as a municipality. Instead of a local government controlling our affairs and taxes funding our amenities and services, we have a Board of Directors that makes decisions and we are privately funded by our dues and fees. While some of our amenities are open to the public, others are restricted to Members and guests only, this has no bearing on Lake Carroll being a private community. Rather, a community that restricts the access of non-property owners is referred to as a gated or walled community. I hope this clarifies what is meant by being a private community.
