General Manager’s Report

It’s late September, the weather is perfect, hunting season starts soon, and we still have water going over the spillway. Granted, we have had rain this summer, but when was the last time our lake maintained “pool” level this deep into the year? The Leroy Hinkle Dam performed every bit as well as we hoped it would after completing the dam grouting project in late May of this year. The 2015 grouting project was by far, the largest single expenditure this Association has had in at least five years and we sure spent it wisely, maintaining the integrity and quality of Lake Carroll. Long before you, the Membership, voted to approve moving forward with this Mike Schmieder project, Tom Weineke, the Lake Committee, Don Aleksy, Joe Rush, General Manager and our Board have been working tirelessly to plan and execute this project. I’d like to recognize their outstanding efforts and thank them for their time and commitment to constantly work towards maintaining a healthy Lake Carroll. I would also like to thank the Steering Committee for recognizing the importance of this project and the Finance Committee for finding a way to fund it. Last, I would like to thank all of the other Committees who seemed happy to push back their priorities and projects so that the LCA could best utilize the resources available and put them towards our lake. Great Job everyone.

On a completely different subject, I am very happy to announce that the LCA is offering an Associate Membership opportunity to immediate family Members of Lake Carroll Members.

An Associate Membership allows a family (of a Member) to enter into a contractual agreement with the Association for the use of all amenities without purchasing and owning a lot. The Associate Member must be an immediate family member of a property owner (parents, siblings, and children of the primary member(s) listed on the deed) and would be required to pay a full set of dues, like all other Members. In return, they will enjoy all that Lake Carroll has to offer not as a guest, but as a Member. Associate Members may not serve as Board or Committee Members, are do not have voting rights since they are not own property. They do however, get all the fun. If you have adult children, or a brother, sister or parent who may be interested in a Membership here at Lake Carroll, please encourage them to contact Julie at 815-493-2552 ext 14 for more information. What a great way to introduce future Property Owners to Lake Carroll, increase dues revenues, and someday soon, hopefully decrease assessments for current Members.

WINTER BOAT PARKING The summer season for boat parking ends October 31, 2015. If you plan to leave your boat for the winter season (November 1, 2015 through March 31, 2016), the fee is $110. This fee is due on or before November 1, 2015. Please contact Pam at the Front Desk for assignments or questions - 815-493-2552 ext 10.

WINTER CAMPGROUND INFORMATION Effective October 1, 2015, all campground reservations, pump-out requests & all payments MUST be made at the Association Office (Front Desk 815-493-2552 ext 10 or 20). Members wishing to utilize the storage facilities for the winter (November 1, 2015 through March 31, 2016) (fee is $110) need to contact Marcy at the Front Desk for assignment. The summer season officially ends October 31, 2015.

MOWING BILLS & GUIDELINES August 2015 mowing bills were mailed the first week in October. Payment is due by 10/31/15. Check the ads in the Lake Carroll News if you need a mowing contractor for 2016.

QUARTERLY BILLING & AUGUST MOWING BILLS Bills have been sent for the 4th quarter dues and the August 2015 mowing. Payment is due October 31, 2015. If no payment is received, $100.00 late fees will be added on November 1, 2015. All dues and Association fees (mowing, security citations, marina concession invoices, camper & boat storage fees, etc) must be paid in full to be an eligible voter for the upcoming 2016 Annual Meeting Budget & proposed By-Law Amendments and BOD Election.

REGISTRATION & INSURANCE INFORMATION We are still going through all of our files checking and verifying the paperwork that has been submitted. Please supply us with copies of your current boat registrations, umbrella policies & underlying policies for all of your “toys”. We will also need copies of your current vehicle registrations before 2016 decals are issued. Receiving this information prior to 2016 will streamline the January processing of decals!

I hope you and your families had a safe summer season, and are looking forward to an enjoyable fall season.

Labor Day weekend was very busy; the weather was beautiful it was great to see so many people enjoying the amenities at Lake Carroll. The security department had minimal complaints during this time and no accidents were reported to security. I would like to thank the property owners and guest for their patients and kindness during this very busy weekend.

Over Labor Weekend, the security department issued / 16 citations and 46 warnings / security checked 1966 vehicles at the gate, marinas and pool / security checked 1550 ATV’s / security assisted 15 boats.

We had a very strong turnout for the garage sales, 458 vehicles past through our gates and we had 946 visitors. Bargains were had by all.

The deer harvesting program will begin at Lake Carroll on October 1st. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads. This brings me to another topic. I know the deer are enjoyable to look at but it is illegal in the state of Illinois to use bait to attract deer. ** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present.

Page 11, of the Illinois hunting rules and regulations. You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll.

Fall is right around the corner. As the nights cool off many of you will be leaving for warmer destinations it is time to consider utilizing the low temperature light program the security department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The home owner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Then Security will contact you or other contacts you have provided too security. See more information about this program on page or contact me if you have any questions. I have seen the devastation water can due to homes here at the lake because of a broken water pipe, something to consider.

Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll rules and regulations: Title V: Chapter 53.03 (B)(4) & (E)(2).

I am very happy to announce that over the Labor Day extended weekend Lake Carroll Security reported no accidents reported, or any unusual incidents. I even observed our walkers/runners/bikers using caution while using our roadways.

On September 9, 2015, forty of our LC residents attended a refresher CPR/ De-Fib demonstration given by Claire Holmberg and Security Supervisor Luke Fossett. People appreciated the hands on practice given by our great instructors.

We are deeply saddened by the news that our friend, Dan Herman, passed away in September. Those who have had the pleasure of knowing and working with Dan realize how passionate he was in his various roles of making LC a special place to live. He was an active member of the Neighborhood Watch, the Safety and Steering committees, as well as the founder of the L/C Trail Club. Dan’s family knew one of Dan’s final requests was that LC and all involved not forget the idea/goal to erect a swinging bridge by the 3 Tubes area. Dan’s grandson was instrumental in the design of this bridge.

The trail club has funds that were raised during the “Win Your Dues raffle”. ****Dan’s wife Nancy and family along with Gail Mullay (First State Bank) are setting up an account for the Dan Herman Swinging Bridge Fund. Donations can be addressed to Nancy Herman, or to the above fund. If sent to Nancy, they will be placed in the bridge fund. All of these donations will be used solely for funding of the swinging bridge. These donations can be dropped off at any First State Bank (Shannon, Polo, Lake Carroll). Let’s see what we can do to make Dan’s dream a reality.

I believe this is the right time to talk about what is becoming a security issue that has been growing in the last few years. The issue is regarding the use of our amenities at LC by guests. We have statistics that show who is involved in accidents (trail, watercraft, varied violations, etc). Ninety percent (90%) of trail accidents and violations are from guests. Of all other violations, at least 80% are from guests, so this trend basically shows that the property owners at LC are not letting their guests know about the LC Rules and Regulations. I am a member of the Safety Committee and we welcome any opinions/ advice (reasonable) that can guide us in the direction that will address this growing problem. One thing Member should be aware of, even if your guest is the one who got a violation, you are responsible for their actions and are therefore responsible for the violation.

SCAM ALLERTS Don’t Fall for the 90# Telephone Scam The old traditional (wired) phone scam involving the 90# buttons on your business telephone is still around.

How This Scam Occurs You receive a call at your office or home from someone claiming to be a telephone company employee investigating technical problems with your line, or checking up on calls supposedly placed to other states or countries from your line. The caller asks you to aid the investigation by either dialing 90# or transferring him/her to an outside line before hanging up the telephone receiver. By doing this, you may be enabling the caller to place calls that are billed to your office telephone number.

What You Should Know • Telephone company employees would not request subscribers to connect the caller to an outside line before hanging up the receiver.

• These types of calls are made to trick subscribers into taking actions that will enable the caller to place fraudulent calls.

Avoid Becoming a Target To avoid becoming a target of this scam, educate yourself and friends about the 90# scam. Ask the caller for his/her name and telephone number; • Tell the caller you are going to call the telephone company immediately to determine whether or not there is a problem with the line; • Immediately hang up the receiver; do not dial any numbers or transfer the caller to an outside line before hanging up; • Find the telephone number for your telephone service provider and/or its security office and report the suspicious phone call. Be prepared to provide details of the call to the telephone company representative; and • Contact your local law enforcement officials.

“DEER CROSSING” Fall is in the air, so please be aware that it’s DEER MATING SEASON. October through December is the worst three months of the year for deer running into cars. Do you know Illinois is the third state with the highest rate for car vs. deer accidents? Wisconsin and Michigan are also full of deer. The evening time, 6pm to 9pm are the most likely collision times. Deer usually travel in herds, so if you see one, more will be close behind. Most body shops in Carroll County report 50 vehicles a year are repaired at their shop because of deer hits. Also, deer cannot see very well, but they can hear very well. Your chances of hitting a deer in Illinois are 1 in 275. Also, don’t rely on deer whistles on your vehicle, as they have been proven to be ineffective. Watch out and slow down, especially on our Lake Carroll roadways where we know many deer exist.

TRAIL SYSTEM Fall is also a great season to spend time on our trail system. It is usually open until it snows.

We encourage you to accompany your guest(s) and for you to be the leader, not the follower, when you’re going around the trail with guests. The last five ATV accidents involved visitors.

If you must send a visitor out on the trail, please make them understand that the trail is two-way, and please observe the speed limits. It is not a race track. It is a recreational trail that ATVs are allowed to drive on. Also, please be aware that people walk on the trail, and sometimes horses are on our trail. If you are walking and listening to music, please only put the earbud in one ear and not both of your ears, so you can hear an ATV coming. Even though the speed limit on the trail system is 30 mph, there are many places especially through the woods that 10 or 20 mile per hour is more prudent. Let’s be careful on the trail system, it’s one of our great amenities.

Remember the LAKE speed limit is 40 mile an hour.

And last, the safety page this month is written in memory of Dan Herman, former author of “Safety First”, who recently passed away. Dan always wrote interesting articles, and myself, along with other members of the Safety Committee will fill his shoes as best we can.

President’s Report

LET YOUR VOICE BE HEARD…

The opportunity to express your views about the budget is Thursday, October 8th and Saturday October 10th. This process started back in May when all the committees were charged with submitting their requests on their five year plan. These were compiled and then submitted to the steering committee to prioritize. The committees were given the opportunity to expand on their requests. Also they were presented with the replacements needed. Then the General Manger was charged with submitting the operation budget. A joint meeting was held with the Steering and Finance Barb Anderson Committees to present to the board a budget to submit to the members.

Board President There are always more requests than monies available. The costs to manage our association continue to rise. The health insurance has risen 22%. Different scenarios are presented to control costs. One is to close the kitchen (not the Clubhouse) on Tuesdays. The bar will still be open to serve golfers or members who just want to socialize. A limited menu would be available.

WAYS TO INCREASE LCA REVENUE * Not everyone is pleased with our gaming machines, but they have exceeded expectations. * We have a program called “Lots to Offer”. We have sold 12 association lots with an increase of 10 new dues-paying members. We’ve sold two lots that were replats, which means they were combined with an existing lot owner. Even though these don’t bring in more revenue, they decrease our lot inventory and bring in revenue from the sale. * We are offering associate membership. A primary member can, at the request of a family member (parents, siblings, or children – not extended family members or friends) approve them as an Associate Member on their lot. The Associate Member will then pay a separate set of dues and have access to all our amenities.

YOUR INPUT IS IMPORTANT – JOIN A COMMITTEE There are many dedicated members who choose to serve on LCA committees. If you want to be part of this process, attend a meeting or better yet, join a committee. I know it is a challenge to be able to do this. Many meetings are held Friday night and Saturday mornings to accommodate members who are unable to attend a weekday meeting. All board members are receptive to hearing your concerns.

We can’t promise that all your ideas can be implemented, but we all serve to represent the members of Lake Carroll.

I want to thank the members who attended my Town Hall meeting. We had a good exchange of ideas.

Dollars & Sense

Our budget process continues to move forward. As I mentioned in my article last month, the Board met with the General Manager, the Steering Committee, and the Finance Committee on September 11th to put together a preliminary proposed budget for 2016. By the time you read this, the Board will have made any final tweaks to the proposal and voted to approve presenting the preliminary proposed budget to the Membership for comments. There were items that the Board had to make some tough choices on, so your input will be valuable and will allow us to make any final adjustments before presenting a final proposed budget for your vote at the December Annual Meeting. There will be two budget hearings, on October 8th at 7 PM in the Clubhouse Lower Level and on October 10th at 9 AM in the Conference Center, where you can give your input, or you Jeff Howe contact any Board Member at any time.

LCA Treasurer At the September 11th meeting, the initial presentation made by Mike Schmieder indicated that the budget would call for an additional $129,339 in funding. While this was a reduction from the first presentation on the budget made on July 31st, it would still call for a dues increase of about $59 per member. A large part of this increase was due to an increase in the projected health care costs of our employees. The next largest portion of the increase is because of a projected loss in income due to a reduction in the number of dues paying members.

This loss is partly due to lots which have been replatted resulting in fewer dues paying lots in the development and partly due to members who have stopped paying their dues for one reason or another.

We felt this level of dues increase was too large in light of the large increase we requested last year.

Several ideas were discussed on how to reduce the budget increase, with some items more controversial than others. In the end, we decided on reducing a few items in the budget in order to reduce the necessary dues increase. First, we decided to remove the funding of a goose roundup in 2016. Next, we decided to reduce the amount we spend on legal fees for foreclosures, instead planning on negotiating directly with the delinquent property owners and/or making more use of our collection agencies. Finally, we decided to close the kitchen in the Clubhouse one day during the week when business is the slowest.

The bar in the Clubhouse would still remain open, and some simple food items, like sandwiches and hotdogs, would still be available for patrons.

One final topic to bring up is the pool loan. There is a fixed portion of $160,000 in the budget where we have an obligation to pay back the money that we have borrowed. However, there is also a portion of this part of the budget where we have voluntarily chosen to increase the annual payment in order to pay back the pool loan faster. As you may recall, over the past four years we have voted to increase this portion of the budget a total of $64 per member over the amount we are obligated to pay.

Originally, the accelerated pool loan payoff plan called for 5 years of $16 increases, calling for an extra $80 in 2016. However, due to interest saving that have been generated over the past several years by sweeping the Fixed Asset Reserve Funds into the pool loan line of credit, the final $16 of the plan will not be necessary in order to pay off the loan. The extra $64 per member in 2016 in addition to the normal $160,000 will generate enough money to fully pay off the pool loan in 2016. The extra $64 is a discretionary expense on the part of the Association and is scheduled to go away once the pool loan is paid off.

I would like to thank everyone involved in putting this budget. Countless hours by many people have gone into this process, including our Committees, our General Manager and staff, the Board, plus our Members who are never shy about providing us with their input. As we continue to evolve our budgeting process, it is everyone’s contributions that make this a successful effort. It is with everyone’s help that I am able to do my job as the Association’s Treasurer.

Both came in on their day off as a large group had called ahead for dinner reservations. Terry also commented that Shane is now a Golf Pro at Silver Ridge in Oregon and Jason should be commended for the job he did to get Shane to that level.

General Manager-Monthly Board Report (BOD)-September 2015 Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the August 28, 2015 BOD Meeting. a. None 2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. b. The 2015 Roads program has been completed and Terry Derdzinski is already planning for 2016 3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, September 16, 2015. Committee Members will bring goals for 2016 to the next meeting for discussion.

4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program have been slowing down. I continue to receive approximately one (1) inquiry per week regarding our Lot Sales program. Our most recent sale closed on September 11, 2015 which represents the 12th lot we’ve sold since the program started in March, 2015. A summary of these sales is attached to this report.

5. Accounts Receivable & Front Desk: a. See updated 2015 dues status report which is attached.

-DPE’s collected thru 9/15/2015 – 2,090.55 -DPE’s collected thru 8/20/2014 – 2,116.16 -Variance between 2014 & 2015 – (25.61) -DPE’s budgeted for 2015 2,240.00 b. Twelve (12) Ownership transfer transactions were processed between August 22 and September 18, 2015. Five of these transactions were homes and six were for vacant lots. One of the six lots which were sold was an Association owned lots. The remaining transaction was a lot that we foreclosed on. c. Through 9/18/2015, 554 Natural Gas Permit Fees have been deposited totaling $138,500.00. d. 4th Quarter handling fees ($25) were added to 425 properties paying their dues on a quarterly basis. Nineteen (19) of these are currently delinquent. e. Julie and the Front Desk Staff have been very busy preparing for the Member software conversion to IMIS. The conversion is scheduled for October.

6. Finance & Human Resources: a. Finance: i. Financial Statements for August, 2015 have been completed and will be sent electronically to the Board prior to the September meeting. ii. The Gaming Machines generated $1,744.12 in income for Lake Carroll during the month of August, 2015. The budgeted amount for August was $2,200.00. Through August 31, 2015, year to date income is $9,574.71 vs. the year to date budget of $8,350.00. See attached report. iii. A joint meeting of the Finance Committee, Steering Committee and the Board was held on Friday, September 11, 2015 at the Conference Center. The Operating Budget, Fee Schedule and the Fixed Asset Budget were all discussed and some modifications were made. The Finance Committee made a motion to recommend this budget to the Board for presentation at the October Budget Hearings. b. Human Resource: i. A third quarter analysis of the savings for our “higher deductible” employee medical plan is attached for your review. The premium savings for the first nine months by taking the deductible from $500, to $2,500 was $183,487. Our HRA (claims) payments were $31,282 for a net savings

of $156,906. We’ve asked our agent to investigate the cost savings by increasing the deductible to $5,000 and have been informed that it is not recommended. The savings is minimal and the potential downside to increasing the deductible would be an unjustified risk.

7. Safety & Security: a. Luke attended the September Fishing Club meeting and assisted Claire Holmberg on instructing a CPR refresher course for anyone interested.

Many of the attendee’s participated in the training and appreciated the opportunity. b. Labor Day Weekend: Labor Day Weekend went well from a security standpoint. The weather was fantastic and the amenities on the 5th and 6th were very busy. Considering the amount of people that were on site, there were very few complaints filled. No accidents were reported on the trail or the lake. During Labor Day weekend the security department issued 16 citations and 46 verbal and written warnings, checked 1,966 vehicles at the gate, marinas and pool, checked 150 ATV’s and assisted 15 boaters.

8. Information Technology: a. Deb Stagno has continued her discussions with Frontier Communications regarding our internet needs and what improvements can be made

by Frontier. A copy of a recent e-mail exchange and update is attached to this report for your review. b. As mentioned earlier in this report, our accounts receivable and front desk departments are preparing for the Membership software conversion. Deb Stagno has been the “point person” for this project and has been immersed in preparation for the conversion. This will be the second software conversion of the year (the first was our accounting software) and I’d like to thank Deb for her incredible work and dedication.

9. Communications: a. Now that the Codification project has been completed, Donna Beyer has been tasked with maintaining the Codification document. Recently there have been a few Codification housekeeping issues which Donna has attended to. Please see the attached documents regarding the codification. b. The Community Garage Sale was held on September 12, 2015. Donna organizes this event and prepares the maps, the listing of sale items, promotional information for the Clubhouse food specials, etc. This year we had 458 cars with 946 people who came to Lake Carroll to enjoy the sales. These numbers do not include any Lake Carroll Members and their guests who were already on the property. c. To offer you a detailed account of some of the tasks Donna Beyer performs, I have included her Managers report for your review.

10. Facilities Management: a. We are still mowing, hopefully for the last time this week and the week of September 21st – the hot temperatures during Labor Day weekend gave the grass a last burst so all areas needed to be mowed. With limited staff we are mowing as much as we can around other projects and weather, but will be done by the end of September with finish cut and batwing mowing. b. We are doing as much work as we can on the ATV trails around the rain falls this fall. A lot of work was put into them prior to Labor Day weekend to fill in ruts and holes. The hard rains that we have had in September though have created more ruts and washed out some of the work we did in August. We will continue to groom them as necessary.

11. Lake Management/Wildlife: a. The lake level as of September 18, 2015 was 740’. Pool Level. We’re at pool level in late September! Water started going over the spillway on May 28, 2015 and it hasn’t stopped since. b. Brittle naiad, an invasive aquatic weed continues to grow and move around the lake through fragmentation. We are continuing to monitor and

treat in areas it’s located. Due to increased water clarity, it is growing in deeper water than previously found. We have placed another announcement in the Lake Carroll news requesting assistance from the membership in notifying us when they see this plant growing. c. The beach was closed for the season on September 13th. It was a good year for the beach as well this season. There were no issues with water samples and it seemed to get a lot of visitors all summer. The bait shop will remain open through September 27th – that is the Invitational Fishing Tournament. In September we are only open on Saturday and Sunday. d. The weed harvester remained active and was utilized this year through September 3rd. This has been the longest and most difficult weed harvesting season since we purchased the machine in 2012. We have the harvester and conveyor parked at the East Marina in case we get any requests to cut, but as of today we still have not had a request since before Labor Day. We will be pulling the harvester off the lake the week of September 21st for the year as well as the conveyor. e. The dredge was put in the water on September 9th. With the high water levels we are able to get the dredge into the canal of the 3 Tubes.

We will dredge the canal and then move out to the north side of lake next. We are running the dredge for 2 shifts – 7am – 6 pm in September.

We have had some minor issues with the dredge, but have still been successful in moving sediment until September 17th. We discovered the blades of the impeller were broken on September 17th so the dredge was taken out of the water and taken to Eastland Fabrication. The dredge was returned to service on Tuesday, September 22, 2015. f. We took the planks out of the pond on Zier Rd. the week of August 31st. This pond is supposed to be a dry pond similar to the 3 Tubes pond. There is one more plank that we need to take out. We will seed the pond if necessary in the spring of 2016. This action was recommended and supported by the Lake Committee and Joe Rush. g. As usual, I have included Joe’s complete monthly report for your review.

12. Building Inspection/Architectural & Environmental: a. Doug Rominski, our new Building Inspector continues to transition into his new position very well. Doug is rapidly developing an excellent rapport and reputation with the area builders and landscape companies. b. With positive comments regarding Doug’s first monthly report, I have attached Doug’s report for your review.

13. Golf Operations (Pro Shop): a. We have had several small group outings throughout August and September and several were new groups. We did lose the Vedra Scramble this September to Prairie View Golf Course. b. Jason now believes our rounds total will be around the 23,000 area. With a good October, we could finish strong for the end of the year. c. We also did not get an IHSA Regional or Sectional this year as they rotate yearly and last year we had both a boy’s regional and a girl’s sectional. We will attempt to get these back at Lake Carroll next year. d. The PC Lions Golf Event was held this past weekend along with the Active and Retired law enforcement outing and the Fishing club outing. e. The Spahn and Rose outing went will with 64 golfers. f. I believe the events we had over the last month or so went very well, with most of the groups booking dates for next year already. g. Jason will continue to advertise and run fall specials to entice public golfers and members to bring guests out to the course. We will also do more work on the www.golflakecarroll.com website. The 2015 golf round summary is attached to this report.

14. Golf Maintenance:

a. Airification has been performed on tees and the greens the week of September 14th. This process isn’t always appreciated by some golfers but it’s absolutely necessary to maintain healthy turf which can drain properly. The process utilizes machinery (which we own and operate) which punches holes in the turf and removes a soil core about a half inch in diameter and two to three inches long. Sand is them spread on the surface to fill the holes in a process called “top dressing”.

This allows air to get into the soil and water to drain out of it efficiently. It creates a few uneven surfaces temporarily but our soil profile improves dramatically as a result. b. Our Golf Maintenance crew has worked hard to prepare for cart path asphalt work which is scheduled for October. The asphalt work was approved at last month’s Board meeting as part of the Fixed Asset Budget. c. Tim and his crew are also rebuilding five (5) sand traps which haven’t been draining properly.

Over time, the drains can get covered with silt and need to be repaired. I’m glad to report this work is being conducted with our own personnel.

15. Clubhouse Operations: a. Sales from August 10, 2014 to September 12, 2014 were $92,736. Sales from August 12, 2015 to September 12, 2015 were $122,650. An increase in sales of $29,948. b. The food trailer was utilized on Saturday, September 12, 2015 during the Community Garage Sale event. Sales from the concession stand totaled approximately $1,300 and three Clubhouse Committee members volunteered their time to help with food preparation and sales. c. Eight (8) new chairs have been ordered to replace broken chairs and the temporary banquet chairs at the round in the North West corner of the bar area.

16. Recreation Complex Operations: a. Aquatic Complex: i. The outdoor pool closed on September 11th this year. We were planning on staying open through the 13th, but cooler temperatures came in and it made sense to close 2 days early. Overall, the outdoor pool had a successful season. The work that was done prior to opening held up and made water usage and chemical usage less than last year. We do need to do some work in the offseason on two pumps and the pit, but those will be done between January and May. ii. The Indoor pool continues to run smoothly with no significant maintenance issues to report. b. Recreation: i. The Fitness Room was used 100 times between August 15th and September 15th, 2015.

Lively Low Impact Zumba classes are also currently being offered at the Lodge on a weekly basis. ii. Family Fun night took place Friday August 22nd and August 29th. The turn-out for the 22nd was poor due to cooler weather but 60 attended on the 29th. All enjoyed these evenings of late night swimming till 10pm, movie on the deck of the lodge, bonfire with smores, crafts, and games.

These events are free to our members and their guests to attend. c. Ski Hill: i. No specific report but the season is just around the corner.

17. Campground: a. The campground roads were repaired in late August and finished in September. New asphalt in the pods and chip and seal for the road leading into the campground make the area look much better. We will be doing some fill in work in the next few weeks to finish the job but all campers are excited and happy to have new, much needed roads.

Lake Carroll Blanket Project OCTOBER 27, 2015

Yes, it is time once again to meet at the Lodge – Tuesday, October 27th, at 10am.

We’re hoping that many of our friends, and maybe some new ones, will join us in tying knots on blankets made for children in Carroll County and the surrounding area.

These blankets are brought to facilities where children are experiencing difficult situations, and possibly could feel a little better given on of our soft and cuddly blankets.

For two hours we tie knots with embroidery floss. We also attach labels to the blankets that have been made by five volunteers, Nancy Flikkema, Phyllis Suchocki, Bonnie Ewing, Jan Ulesich, Rita Shields, and Phyllis Davies. Sewing tools are supplied, but if you have a small scissors and a large-eyed needle, please bring them with you. All the thread is supplied.

We are looking forward to seeing everyone again. If you’re new to our community, please consider joining us. Anyone who has helped with this project knows how much personal satisfaction they feel once they see all the completed blankets, knowing they will be given to a child to enjoy.

Thanks to the LC Women’s Club and St. Wendelins for their financial support for so many years, as well as through the efforts of the Ways and Means Committees.

Distribution of the blankets is done by Nancy Quilico and Nancy Comstock.

Nancy Comstock will also provide some refreshments of coffee and cookies. We always enjoy our time together both socially and knowing we may help a child in need of comfort.

The ladies completed a “Get to Know You” game card to help meet new members and learn about more about friends.

Karen Ruter spoke with the ladies about color in their clothing, make-up, and accessories.

The LC Women’s Club gathered at the Lodge for their first meeting of the 2015-2016 season.

The first Women’s Club meeting of the 2015-2016 season took place on Thursday, September 10, at 1pm at the Plumtree Lodge. New president, Lana Soldat, informed the membership that this year marks the 16th year for the Women’s Club. She enthusiastically talked about the positive impact the Women’s Club has had on our community and local organizations.

Lana’s theme for the year is “Sweet 16...continuing the legacy,” Her goals include building 1.) Membership, 2.) Relationships and 3.) Community Service.

General Manager, Mike Schmieder, came and welcomed the women back and thanked them for their contributions to Lake Carroll. He gave the group an update on all that went on at Lake Carroll this year and reminded them of several upcoming events.

The meeting was then called to order by Lana Soldat. During the meeting, the budget was proposed, committees gave reports, Merce Meyers shared information on the history of the Women’s Club, and Bonnie Ewing spoke about the upcoming Bake Sale that will be held during the LC Craft Show on Saturday, October 10th at the Clubhouse.

After the official meeting, Lana passed out game boards to use for an ice-breaker activity.

This was a great way to meet new members and learn more about each other. The lucky winner of the game was Merce Meyers. She won a $25.00 gift card which was donated by Mr. Schmieder.

Vice-President Pia Molloy introduced the guest speaker, Karen Ruter, who helped kickoff the “Because I’m Worth It!” program theme by talking about how to use color to select make-up, clothing and accessories to help us look our best. Karen’s presentation was very informative and extremely funny.

Following the presentation the group enjoyed a lovely spread of late summer treats provided by hostesses Mary Grant, Dagmar Zvonek, and Bonnie Ewing.

If you haven’t joined the Women’s Club yet, you’re missing out on a GREAT way to meet people and have fun. Join us at our October 8 meeting at 1pm at the Plumtree Lodge. John Voelz, Ph.D. will be the program speaker. His topic will be on physical fitness. John is a doctor of physical therapy, personal trainer, and co-owner of “The Answer” which is a medical fitness program in the area. He will also talk about fitness tips and programs specifically created for women. He will cover topics such as weight loss, osteoporosis, balance, arthritis and Type 2 diabetes. Why come to this meeting? Your answer should be “Because I’m Worth It!” During the October meeting we’ll also be signing up for carpooling for our November outing to Northwest Design Glass Studio in Stockton. We’ll be meeting early that day (12:00) so we can have our meeting and then head to Stockton. During this meeting we’ll also begin signing up for our December luncheon. The cost will be $16.50 per person and will include a salad, main course, dessert, beverage, and holiday entertainment!

The hostesses presented a lovely fall treat buffet.

Boda - Krysiak Engagement

Photograph by Christina Beam Photography Jim and Mary Boda of Merrimac announce the engagement of their daughter, Stephanie Boda, to Todd Krysiak, son of Gregory and Denise Krysiak of Lanark, Illinois.

Stephanie graduated from Sauk Prairie High School in Prairie du Sac, Wisconsin in 2005 and earned a Bachelor of Science degree in Equestrian Science from William Woods University in Fulton, Missouri in 2009.

She is presently employed as a Customer Service Specialist at Badgerland Financial in Baraboo, Wisconsin. Todd graduated from Eastland High School in Lanark in 1998 and earned a Bachelor of Science degree in Journalism with a minor in Communication Studies from Northern Illinois University in DeKalb, Illinois in 2003. He is Editor of the Baraboo News Republic, Sauk Prairie Eagle and Reedsburg Times-Press newspapers.

Following an October 2015 wedding, the couple will reside in Baraboo, Wisconsin.

DANIEL K. HERMAN Born: September 20, 1939 Died: September 05, 2015

Daniel Kent Herman passed away at the age of 75 at his home in Lake Carroll IL under hospice care with his family on September 5th, 2015. His passing was caused by kidney failure resulting from past radiation treatment for prostate cancer.

Dan was born to Oliver and Grace Herman in Mount Carroll, IL, where he lived throughout his childhood. He was a graduate of Warren High School, and received his Mechanical Engineering degree from Bradley University.

After graduating he united with Nancy Herman (Kruger), his wife of 54 years. Dan was employed at International Harvester/ Navistar for 42 years. During that time he was Chief Engineer of the truck engine division, and spent his last 10 years in sales and marketing of buses. His family lived in Ft. Wayne, IN and in Naperville, IL for over 25 years.

Dan was a loving and generous family man who had four children, Brian (deceased 1970), Susan (Kelzer), Kevin and Mark. Dan has four grandsons: Matt and Joe Kelzer, and David and Alex Herman. In addition to being survived by his wife, Dan is survived by his older brother, David.

Dan was an incredible fix-it man and builder. Dan enjoyed working on machines and building various projects for his family, friends, and home. After retirement his interests turned to wood working projects and his new-found love of ATV’s. Dan was an active member of the Lake Carroll Association in many areas including founding the trail club for ATVs. Throughout his life Dan was a wonderful photographer.

Dan worked on and restored his MGB sports car, which he owned for 37 years. He was an active member of the MG club, leading multi-day driving tours. Dan was active in the US Too support group form prostate cancer and help council many men in his situation.

Dan will be missed by family and friends, in lieu of flowers please make a donation to a charity of your choice in his honor.

A celebration of Dan’s life was held on September 10th at the Lake Carroll Clubhouse.

Perceptions

We are now entering again a very important time of the year. What I am in reference to is voting. Most of our governmental issues and positions including our national elections, but more relevant to us locally, is our elections at Lake Carroll, along with issues concerning our community are now upon us. I have not written a Perception article for some time and I have been told by many how they enjoyed my articles.

Some would ask, “Why did you quit writing?” One reason is that we have new officers and they write articles relevant to our current events pertaining to the Association and last year I was able to write the Prez Sez articles. However, I thought I would write and again attempt to touch on other perspectives being felt in our community and not necessarily being talked about from the rest of the Board.

Perception: Local Association elections are upon us and in these next couple of months you should become acquainted with the candidates of 2015. I am always amazed at how a few members feel their vote will not make the difference. We have in the past had some very close votes on elections some determined by as close as one vote. Believe me when I say, “Your vote does matter.” This year we have six candidates running for three positions and it could easily have the potential of being a close election. So, yes, your vote does matter!

By-Law changes: I first have to commend the By-Law Committee for a first class dedicated job on bringing the recommended changes for the membership to vote at the 2015 Annual Meeting. By-Law changes take a great deal of time and research on a topic of concern that may or may not cause a recommendation of change to our By-Laws. The fewer changes we have usually indicates a strong and well thought out set of By-Laws. This year, the membership will be asked to vote on the criteria and definition of allowing CoOwners to join and use our amenities with limitations on voting and being members of sitting committees.

This issue has been under scrutiny for quite sometime and I believe our By-Law Committee has put forth to the membership the solution to this problem. Hats off to a great job!

Budget Proposal: Obviously this becomes one of the most important issues that face all of us every year.

Mother Nature seems to have all of us most interested in what is the bottom line. Does are dues go up and by how much? I have been a member since 1972 and at that time there was no dues because the Development was just beginning. At that time the Developers took

on the majority of expenses. Our first dues were $170, that is a long way from where we are now. Of course our Association is a long way from where we were in the 1970’s. There is only one time that our dues went down and that was in 1998 when the Red, White and Blue plan was introduced. If you chose the Red Plan, your dues went down. I’m not going to explain the whole plan at this time but I will say the plan failed and was repealed in 2001 where the dues rose to $815.

The point I will make is, every year we have costs we can not avoid in our operations such as insurance, minimum wages and others that may be affected by cost of living. We do have control of what we purchase new or what services we wish to cut or add. These are all decisions we will be faced with in the upcoming months before the Annual Meeting vote.

Last year the membership definitely had input on the budget and because of your involvement at the budget hearings we all passed a budget that solved many of the issues at that time. This year is no different than any year in our past, there are issues confronting us that I encourage you to study and give input to your feelings. Our Board will debate over this budget as a normal process and hopefully there is a Board member that is speaking and representing your opinion. We as a Board believe we are representing the membership the best way we know how and that when the debate is over, the budget presented to you is our best effort.

As a membership, you have the final say whether to endorse the proposal or send us back to the drawing board. Last year the vote was 4-3 on passing the budget at the Board level and that ratio was fairly close when the members voted to pass the budget.

The bottom line point I’m trying to get across, is to vote! Vote for the candidates, budget, and the bylaw recommendations. Your vote does count and last years vote turn out at the end of the year was excellent compared to some recent years.

One last note I would like to express is my sincere condolence to the Dan Herman family. Dan’s participation and involvement in our community over the years was always above and beyond the call of duty.

If you did not know Dan, you missed the opportunity of knowing a very unique individual. His passion and sincerity of working for our community is appreciated by all that knew Dan. I was very sorry to hear of his passing and he will be missed by us all. Hats off to you Dan. Our Association is a better place because of the efforts you put into our community. Dan Herman born September 20, 1939-Died September 5, 2015.

A DIFFERENCE IN DETAILS. Easy access in and out of the water

That was exactly the thought that went through my mind when I saw a notice in the recent LCA Newspaper that the Infrastructure Committee was adding members to a newly formed Infrastructure Committee.

So, when in doubt, volunteer, which I did, was accepted, and given my initial assignment, which you are now reading. This article (and others that may follow) is to help the LCA membership become aware of the purpose and activities of the Infrastructure Committee.

First, by dictionary definition, Infrastructure is defined as “Basic structural foundations such as roads, bridges, sewers, etc”. Quite often, Infrastructures are managed and operated by a public utility organization. That is a good, but limited definition. The infrastructures in Lake Carroll extend far beyond the items noted. In many ways, the Lake Carroll Infrastructures also closely resemble a fully developed residential community – but in other ways our infrastructures extend to lakes, golf courses, ski hills and may other features.

To put Lake Carroll’s infrastructures in the context of our memberships’ background, most of the Lake Carroll members come from either city or suburban environments that may have both residential and recreational facilities, which are managed by employees and funded by tax revenues. What distinguishes us from those environments is that we, as Lake Carroll Association Members and employees have total responsibility for the funding and management of all of our infrastructures. Therein lies the basis for establishing the Infrastructure Committee.

This is the first of what could become a series of future articles which will identify and discuss our Infrastructure. As readers, I believe you will come to recognize that our infrastructure is very large, costly, enjoyable and at the core of why we have chosen Lake Carroll as our place of residence. Lake & Natural Resources

As many of you are aware, we spend a great deal of time and effort on removing invasive critters from our lake. What some of you may not know is that we are also doing this in the uplands and woodlands of Lake Carroll too!

This is important for the long-term health of our greenways at Lake Carroll.

At the beginning of August, a group known as the AmeriCorp volunteers came Joe Rush to Lake Carroll Lake Manager to assist me in removing invasive, terrestrial plants. This assistance was through a grant with the Carroll County Soil and Water Conservation District. The intent of this project was to remove as much invasive plant growth as possible over a two-day timeframe. Along with this help, our Fishing Club organized another group of volunteers from our Lake Carroll members.

These two groups, working in conjunction with one another, made this project a great success. The Lake Carroll community has many invasive plant species throughout, and our hopes is that by educating members and getting them involved, we will be able to continue this project annually on our own. However, we will continue working with the grant program to secure assistance from the AmeriCorp team whenever possible.

This project was designed around a large (nearly 30 acres) tract of open greenway in section 21, across from the fish hatchery.

At this location, there are several species of invasive woody plants. Multiflora rose, buckthorn, and honeysuckle all grow in this area and they shade out and displace beneficial native plants.

Our volunteers were broken into 3 groups; cutters, treaters, and draggers. While it may seem some of these groups had easier work than others, you would be mistaken in that assessment! All three ‘jobs’ were rigorous, and intense. After a short training session on the project scope, the group dispersed on the ridge and began systematically removing

every invasive plant they came upon. The cutters would either saw or lop off the plants at the base. The treaters would then chemically treat the stump to ensure these plants would die and not return from the root system. In the meantime, the draggers would collect all the cut material and transport it to the ATV trail system where we’d load it up and haul it to the field to be burned this fall. For those that travel by the Hatchery, take a look at the pile of trees next to the pond and you’ll see the volume of invasive plants we were able to remove. Extremely high temperatures and high humidity, along with the physical aspects of this work, really wore us out!

Thanks to these efforts, we were able to clear and treat over 5 1/2 acres of timber. As previously stated, we’re hopeful we can continue receive funding to assist with this project, but if not, we have a great group of trained Lake Carroll volunteers able to keep this effort going….

Fish Tales

At the Wednesday, September 9th meeting we had our annual Sausage and Brats cookout starting at 6pm. If you missed it plan on making it next year as it was delicious. Bob Knackstedt and Jim Stagno were our grill masters again this year and did a spectacular job cooking for us. Thanks guys! Mitch Feucht got the sausage goodies at the local Lanark Food Mart for us and they turned out great.

After enjoying the meal with the sides provided by the members, President Bill Comstock called the meeting to order at 7pm with 73 members in attendance. Mike Siciliano made an announcement that after the meeting our Security Chief Luke and Claire Holmberg would be having a CPR class for those that would be interested in attending. About 20 members stayed to get hands on training and instruction from Luke and Claire on proper techniques which were very informative.

Mitch Feucht gave us the Treasurer’s report which was accepted by the members. Mitch let us know we had 177 members in the Fishing Club. He also mentioned that the Fishing Club had approved the purchase of additional live bags for the fishing tourneys at Lake Carroll and that the Day at the Races Trip to Arlington was close to a break even expense for the club.

Bill welcomed our newest members Dennis and Loretta Dick and Rich and Maryanne Slade. Glad to have you join us.

- Bill noted that we are having the annual Golf outing and dinner on the 19th of September.

Mitch reported that we presently have 40 people signed up for the event and we are hoping more will attend.

- Bill noted that the Christmas Party tickets will be available at the next Potluck Meeting.

This event will be on December 4th. We are hoping you will mark your calendar and give any of the board members a call if you haven’t gotten the details to get tickets, we will be happy to steer you in the right direction. We have always had a great meal, music and a great time.

- Bill reminded us that the Christmas tree work day is still scheduled for the 16th of September - - Two rock reefs and a gravel reef will be installed the 24th of September.

Hoping you will join us at the West Marina at 7am to help in the project.

- Bill also mentioned that our Maintenance Staff and Shaun Nordlie have installed yellow marker buoys at the existing reef locations at the East Marina locations. I hope you will try fishing at the locations and let me know how you did. Thank you Shaun and staff.

What’s going on with the Lodge?

By Tom Stangl, Chairman AdHoc Community Center Committee Our committee members have been getting some questions from members recently. Here is an update: Our committee, the Community Center Ad Hoc Committee (formerly referred to as the New Lodge or New Recreation Center Committee), was formed last year at the direction of the BOD. We were charged with evaluating the current condition of the Lodge and determining the best course of action to address its deteriorating condition with consideration to the future needs of the Lake Carroll Community. The options being considered are rehabbing, constructing a new building, or doing nothing. We chose to call the project a Community Center because it was more descriptive to the concept of what we are trying to accomplish; a family- oriented community gathering center that complements and connects with our aquatic facility.

Some history: The Lodge was constructed in 1972 with two more additions over the next several years. Its original purpose was to serve as a sales office for the developer. Over the years it has housed the association offices, a nature center, restaurant and bar, along with the ski lodge. In 1997 a committee was formed to evaluate the Lodge, its condition and future use. In 2007 another committee was formed and they retained an architectural firm to evaluate the Lodge and develop a concept for a new recreation center. In both cases the recommendations were the same, replace the building. So here we are again.

Several engineering evaluations have been done in the past that have revealed potential structural issues with floor loadings, ADA compliance, lack of fire suppression, no elevator, building code compliance, plumbing, electrical and mechanical issues. The building does not meet the current state and federal building codes that have been adopted by the Lake Carroll Association. These issues need to be addressed and dealt with.

We have retained Williams Architects of Itasca, IL to develop a concept design study for a new facility along with an evaluation of the existing Lodge. Their selection was approved by the BOD in the August BOD meeting. We anticipate this will be completed by the first quarter of next year. It is important to point out that no decision has been made on a course of action, rehab or rebuild. That is the purpose of this concept study, to complete an evaluation and make an informed decision on the proper course of action to recommend to the BOD and ultimately to be voted on by the membership.

Our committee meets on a monthly basis and is open to all property owners. Our next meeting is scheduled for October 19 at 2PM, (location TBD, either the Lodge or Conference Center). We welcome your involvement and input. Throughout this process we will keep the membership informed through the newspaper, website, and email blasts. We ask that you keep an open mind and give us an opportunity to complete this evaluation and concept study and present it to you for your consideration.

Fall is in the air so that means the Facilities Department is starting to look ahead to winter, while also closing the book on summer.

As always, the season change is here way too soon and seems hard to believe summer went so quickly. As I write this article we are finishing up our mowing for what should be the last of the year. The addition of the new batwing mower this year really helped in allowing us to keep up with the mowing of the roads and fields this summer – that is, once the rain stopped in June. Two batwings allowed us to never be down for long periods when mowing the roads and also allowed us to have two batwings going when necessary. The finish cut mowers performed well again this year and the summer staff was Shaun Nordlie excellent in making all the facilities look good each week. I would Facilities Director like to thank Josh Barr who made sure the summer staff was running smoothly and making sure they knew what our expectations were each week.

The outdoor pool closed for the season the week after Labor Day. It was a successful season for the pool, all the hard work we put into the pool in the off-season paid off as water and chemical usage was down for the season. We do have a few items that need to be addressed in the pool before next season, but they will be worked on during the winter months. The large umbrellas continue to be a maintenance issue for us; our plan for those is to take them down this fall and rebuild them for next season. I know many people were disappointed that they were not functional many times this summer – our hope is that by rebuilding them that the frames will be stronger and be able to withhold the constant winds at the pool. I want to thank Rose Kuhlemier and Mike Derdzinski for their hard work this summer in keeping the pool running and clean.

The West Marina Concession is winding down too and will be closed by the time you read the newspaper. Gina Zink and her staff turned a slow start to the season into a great year by Labor Day. Ice cream and bait are always the big sellers, but we did sell more beach toys than in years past. Once we lowered the pump at the West Marina, our water issues disappeared and cleared up. We no longer had rusty water or ran out of water on Saturday afternoon. This should ensure us of plenty of water for years to come. The beach is also closed now for the season. This is a great spot to cool off and still be able to watch boats, catch tadpoles or take a nap all summer. Watch for a new hiking trail coming next year on Crappie Cove.

The harvester had another long season. We currently still have the harvester in the water in case we get any last calls, but it should be out and stored for the winter by October 1st. Like everything this year, the June rains made for a slow start in cutting season and the extraordinary amount of weeds this year made for a very busy year for Captain Jim Stagno and Raoul “Jeep” Hill. Once the rain stopped and the guys could cut on a regular basis, I think they did a great job of getting to everyone’s request in a timely manner and cutting as much as they could.

This fall we will be doing a lot of rock work. Starting the week of September 21st we will add two new rock reefs off the West Marina with the Fishing Club. The locations will be shared in future Lake Carroll newspapers plus we will mark them with yellow buoys. We are also doing a lot of rip rap repair around the lake. Pell Park and Swimmers bay are our biggest projects, but we will also be working at the West and East Marinas in addition to starting on some greenways around the property. The rip rap repair on the dam is still scheduled for this fall. Martin and Sons will be doing this work – we were hoping to finish this in the spring before the grouting project, but we ran out of time.

I will wait to discuss winter and snow and plowing and skiing for another month; let’s hope that we get to enjoy some beautiful weather and great color on the trees for at least a couple of months. As always, if you have questions, comments, or concerns, please contact me.

Meet the Candidates 2016-2018 Saturday, October 24, 2015 @ 10am at the Conference Center

Following you will read the Questions and Answers from this year’s Board Candidates – Barb Anderson (31-3), Clarence Grant (19-64), Joanne Perez (31-91), James Weese (4-109), Jay Van Matre (30-30), and John Grotto (20-23).

This is your opportunity to read the candidates Questions and Answers giving you some insight as to who they are.

Also, there is a Meet the Candidates Forum scheduled for October 24th at 10am in the Conference Center. This allows you to meet the candidates in person and to ask them questions.

Meet the Candidates - Questions & Answers 1. What is the main reason you decided to run for election to the Lake Carroll Board?

ANDERSON: I want to continue offering my high level of energy and ideas in fulfilling our mission of maintaining and enhancing the amenities of Lake Carroll our four season recreation community.

GRANT: After retiring three years ago, I started attending Board meetings and then committee meetings. I see many needs at Lake Carroll and I have the experience to help with them, and now the time.

PEREZ: I am running for reelection for the LCA Board of Directors as I do not feel that I accomplished everything I wanted to in my time on the Board. I think that’s why they allow you to run again. These last years have been an eye opening experience. There is still so much to learn about Lake Carroll and do for Lake Carroll and I feel I still have much to offer in time and experience. I had the honor of having breakfast with Anne Roosevelt once and what she said has followed me.

She said she starts each day with the question “How can I be useful?” I think that is something I try to do every day and certainly apply that to my work on the board.

Also, I was always taught that if I am going to criticize that I need to get involved, truly understand all sides of an issue, and make educated decisions. When I think about the responsibilities of a Board member, I think that this is an important quality. I am not one to stand on the sidelines and watch things happen and then celebrate the good times and complain about the bad. I want to continue the positive direction the current Board is moving in, roll up my sleeves, and work to keep the momentum going.

WEESE: After years of discussing issues and concerns with other members, and speaking to board members about the

concerns we have at Lake Carroll. I have determined that the only way to address these issues is to become a board member myself.

VAN MATRE: I feel it is time for a new approach to some of the old problems that have been affecting Lake Carroll for years. We have some issues that if not tackled head on, will become a problem for every single property owner at Lake Carroll. People are giving lots back to the association each year, there are growing numbers of lots for sale privately, and homes for sale at Lake Carroll sometimes spend years on the market before selling. In the average community, about 2.5% of the homes are on the market at any given time. At Lake Carroll that percentage is over 16%. I want to be on the Board to help solve these problems. I feel we need to market Lake Carroll and fix the issues that are deterring so many people from joining our wonderful Association. What’s more, our dues and budget would be in a much healthier place if all properties and lots had their respective dues paid each year. This would make a $380,000.00 difference in dues alone, not to mention more help in supporting our clubhouse and other amenities that rely on patronage to succeed. I feel this would help Lake Carroll to be a much more vibrant and fiscally healthy Property Owners Association while securing the investment we have all made in our properties.

GROTTO: I have a strong desire to contribute to the betterment of our community in a positive way, and I believe my background and experience can be a valuable asset to draw upon. I would also like to see some of the programs and initiatives completed that were started while I was on the board.

2. What previous experiences have you had that will make you an asset to the Board?

ANDERSON: I have been a member of the LCA Board for 3 years, serving as President this year. As a director, I have served as a liaison to various committees i.e. A&E, Clubhouse, Golf, Recreation, and Infrastructure. As a postmaster I maintained a budget and dealt with over 3,000 customers, achieving highly successful ratings. I have served on various boards and committees, i.e., LaSalle County Parks and Recreations, Board of Review for the Postal Service, Social Clubs, Prairie Lake Ladies League, PTA president, President of the Illinois League of Postmasters, voted Postmaster of the Year, 1995.I volunteer as a tax preparer at the Senior Center in Mt. Carroll.

GRANT: I served 4 years on the Washington, IL city council.

I worked 41 years in management positions in business, most of my career was spent working with boards of directors and I

understand how they work or SHOULD work.

PEREZ: My work career has spanned many different jobs. This variety of responsibilities and experiences will be an asset to me in serving on the Board. My present job is to ensure that projects are properly planned for and the execution takes place on plan, on budget and with much thought to all the little issues that can cause a project to fail. I have also spent 6 years as an Information Technology Manager, 9 years in Finance preparing budgets plus writing and executing receivables programs, 3 years as an Operations Manager with responsibility for facilities management, 2 years as a trainer and the balance of my career in accounting. All of these are areas that affect Lake Carroll and I want to continue to share my experience.

I am also a weekender and used to be a camper, so I bring a different perspective to the Board of Directors. I try to see things from the point of view of someone who does not live at Lake Carroll full time, yet wants to enjoy everything Lake Carroll has to offer.

I started out my Lake Carroll service on the Finance Committee, starting in 1997. The Finance Committee has a number of tough duties at Lake Carroll and the annual budget is one major assignment. Other duties include participating in overseeing the annual audit, project work and serving on Ad Hoc committees.

In 2006, I was elected to serve on the Lake Carroll Board of Directors. In 2008 & 2009, I had the honor of serving as your association Treasurer. While Treasurer, the economy has gotten progressively worse with many of us having less disposable income than before. Thanks to a great relationship with our banking partners, I was able to renegotiate our $1.475 million pool loan, reducing our interest rate and shortening the loan payoff by 2 years, all while having no increase in dues to meet our annual payment. My term ended in 2009 and due to a board member stepping down, I was asked back on the board in late 2010 to serve out that board members term. Since being back on the board, I have worked with our General Manager to eliminate the need for our various clubs to have to pay for and carry outside insurance and drove the resolution to the issue facing our ATV trails where the county required us to move the Zier Road crossing. I worked with the By-laws Committee to identify a plan to address the need for an educational session for all potential Board candidates on our governing documents. I have spent the last 2 years as the Board Secretary. This position requires one to pay close attention to all details of a meeting and ensure accurate recording of any and all Board actions.

a liaison to. I have been the liaison to the Campground Committee, the Golf Committee, the Recreation Committee, the Wildlife Committee, the Finance Committee and the Steering Committee. Serving with these committees has been an absolute pleasure. Each and every committee members gives many hours of their time, heart and soul to doing what is right for their area of expertise and I have learned so much from each and every one of them.

I have also had the privilege to participate in the ATV club and see it grow from a grass roots club into one with a growing fan base and some wonderful events. The innovation of this group is inspiring and I think as most clubs can attest to, the core club members really put their heart and soul into their events and really try to build interest and have a lot of fun along the way!

WEESE: I currently manage numerous medical imaging accounts throughout northern IL. I have been responsible for maintaining large budgets and personnel while in the U.S. Navy.

VAN MATRE: 13 years experience working in the golf industry in management and as a golf professional at private, public and resort facilities.

• Owned/operated 6 successful businesses • Local business owner • Had the opportunity, while working for several recreational facilities, to see firsthand what makes them succeed as well as fail.

• I’m an avid golfer, boater, fisherman (although not very good), and enjoy time with family and friends at the pool, restaurant and ski-hill.

• While growing up in the area I worked at the pool and lake as a lifeguard, and at the golf course as a member of the pro shop staff.

GROTTO: My work experience as a police officer, municipal manager and attorney allows me to draw upon a variety of experience and gives me a unique perspective on the issues that the association is faced with.

3. How have you participated in or followed current events at Lake Carroll to help you promptly take part in making quality decisions if you are elected to the Board?

ANDERSON: As President of the LCA board, I have chaired the meetings. I have attended every committee meeting at least once and chaired the Committee Chairman meetings. I worked with our Technology director to enhance our website to feature our initiative to sell our association lots. I visited all our facilities and saw the need to reactivate our infrastructure committee GRANT: I have attended board meetings and committee meetings since retirement. I am currently serving on the Marketing Committee.

PEREZ: Being a board member allows you many opportunities to receive feedback from the community, participate in discussions and projects that really enhance ones understanding of Lake Carroll. Our membership is very involved. Prior to being on the Board, I was an active member on the Finance Committee, since 1997, serving as chairperson for two years.

In addition, I have served on the Audit Committee, Ad hoc Campground & Lodge Committees.

I am a weekender and we just bought our first home at Lake Carroll. I also was a camper for 7 years and enjoyed my time there. I met some wonderful people, made great friends and was fortunate to enjoy Lake Carroll from another point of view.

Camping is a great experience and there are many days I long for the smell of a campfire and listening to the laughter that is always there. The good news is that it’s only a short drive down Lake Carroll Blvd and that experience can easily be had.

While I do not profess to know everything there is to know about Lake Carroll, my long-term participation on the board and committees has given me insight and broad knowledge of the Association and all it has to offer.

WEESE: I am an avid reader of the Lake Carroll newspaper.

I discuss the issues we face with other members and board members. This will allow me to make quality decisions that are good for the community and that the members want.

VAN MATRE: I’ve attended many meeting and been involved in marketing to help promote properties available at Lake Carroll.

GROTTO: My involvement with the association goes back many years, having served on the Board of Directors for many years in the 1990s and currently serving on the Board once again for the past six (6) years. If I am re-elected, it will not be necessary for me to go through a learning curve. Being familiar with all of the issues, both pro and con, will allow me to participate in all decisions in a prompt and meaningful way.

4. In your opinion, what are the biggest issues we face in the coming year?

ANDERSON: The biggest issue we face is to maintain and enhance our amenities with the budget concerns of our members.

GRANT: Maintaining our infrastructure which is now getting some age on it, is by far the most important. The dam and the roads are most demanding needs for now. All assets of the Association need to be maintained yearly.

PEREZ: The biggest issue continues to be declining dues paying members with an aging infrastructure and our large

Lake Carroll News, October 2015 amenities needing work. It is a fine balancing act we must play to ensure Lake Carroll continues to be a place we are proud of without pricing ourselves so high that people cannot afford to own property.

WEESE: The biggest issue we face in the coming years is the shrinking membership.

VAN MATRE: In my opinion the biggest issue is securing dues paying members for the 250+ lots that the association owns which are not earning dues. This puts a strain on the budget and existing members are expected to make up the difference.

If these lots we all full and dues paid we would have a much healthier bottom line. This would secure property values and insure the dues maintain a reasonable cost to value ratio.

GROTTO: The two biggest issues that we are faced with relate to our financial condition and our lake.

With regard to the financial issue, it is my opinion that the Association needs to rethink our priorities and stabilize our yearly assessments. The increases in our annual assessments over the past few years are unsustainable and have resulted in diminishing returns in the form of higher default rates which have not only led to the collection of less revenue but also increased association collection expenses, primarily in the form of attorney’s fees and court costs that are necessary to pursue those who do not meet their financial obligations to the association. The collection of less revenue and the added collection costs have been a contributing factor to recent deficit budgets.

Paying off our debt early was a major priority that will soon come to fruition thanks to the support of our property owners in approving a program that was put in place by the Board about four (4) years ago. The Board also needs to consider the importance of and the advisability of taking care of what we presently have and finishing what we started before embarking on new capital projects.

With respect to the lake, there is no doubt that our lake is aging. As it ages it needs more attention. The proliferation of weeds in our lake, the need to continue to pursue an on-going lake dredging program and the need to improve our silt ponds and all appurtenant structures, including, without limitation, the need to maintain our dam, are very expensive and major, high priority issues that need to be pursued very aggressively by the Board. Money is a key ingredient that is needed in order to meet the challenges that our lake presents to us now and in the future, so both of these issues are major priorities that the Board needs to be cognizant of and address in a meaningful, thoughtful way.

And finally, in addition to the above I am of the opinion that one of the major responsibilities of and challenges to the Board is for the Board to pursue initiatives that will add value to our property owners. The initiative of bringing natural gas to our community that was started about five (5) years ago is an excellent example of a program that will, and has, saved each of our property owners money in the form of reduced personal and association energy costs. I am concerned, however, that some of the initiatives that have been recently implemented by the Board and/or are being pursued by the Board have diminished, will diminish, and have the potential to diminish property values, and those initiatives much be revisited and weighed very carefully.

5. Are you prepared to commit the time and energy it takes to serve as a Board member and attend monthly meetings?

ANDERSON: Yes. I have attended every board meeting since being elected to the Board. I also have attended every committee meeting at least once including A&E, Bylaws, Campground, Clubhouse, Finance, Golf, Infrastructure, Lake, Recreation, Safety Steering, and Wildlife GRANT: Yes. If I didn’t, I wouldn’t be running. Until I retired, I did not have the time; but now, being retired, time is what I have the most.

PEREZ: Absolutely. This question makes me smile as it asks if you are prepared “to commit….and attend monthly meetings”.

Being a Board member takes so much more time than just a monthly meeting. We are constantly studying reports, reading documents, driving by areas that are up for discussion or are a growing concern, speaking to property owners, fielding questions, making decisions and then second guessing if you made the right one for all of Lake Carroll. Being a Board member means you have to eat, sleep and think Lake Carroll.

WEESE: As a full time resident, I am available year round for the meetings and time required to be a board member.

VAN MATRE: Absolutely GROTTO: Absolutely. My record of not missing a single Board Meeting for these last six (6) years that I have been on the Board speaks for itself. However, it is important that one also recognize that it is not just attending board meetings.

One must make oneself available to property owners at all times, something that I have been doing on a consistent basis.

In addition, one must take the time to study the issues away from the meetings and be properly prepared to make sound, measured decisions when called upon at a meeting. And finally, one must also commit the necessary time and attention to attending various committee meetings.

with boat rides on the lake. I enjoy our indoor/outdoor pool.

I belong to the Lanark Library but still appreciate our library at the Club House. My husband and I belong to the Fishing Club and the Yacht Club, I have been an active member of the Women’s club. We participate in winter sports here at Lake Carroll, especially the tub tow.

GRANT: Golf, yard work, spending time with family and friends. Did I mention GOLF? PEREZ: I am a member of the ATV club and enjoy seeing Lake Carroll from that side. I recently had my nephew out and we purposely did a slow ride around the trail at around 5:00 PM and the wildlife we saw and enjoyed was something that sometimes when we go for a ride we miss. I also enjoy the ATV night ride, again seeing LCA from a different vantage point. At home I am an avid bowler and do pretty well on the lanes, it is a sport that demands consistency and is sometimes unforgiving.

I also have 2 dogs and a cat so I span both of many households.

The dogs love the freedom and fresh air of LCA, the cat has yet to make the trip as he is not a fan of car rides.

WEESE: I enjoy golfing, even though I am not a great golfer.

I love attending local auctions looking for great buys. But my greatest love is doing the things that make my wife and kids happy.

VAN MATRE: Golfing, Fishing, Hunting & Boating GROTTO: As a long time ham radio operator, I relax and unwind by pursing my hobby of ham radio. As a long time pilot I also like to relax and unwind by flying an airplane that I have owned for over twenty plus years. And finally, I have been a certified scuba diver for a number of years, although I have not had the chance to pursue that hobby on a regular basis.

7. How often do you spend time at Lake Carroll and what do you especially enjoy while being here?

ANDERSON: I am a full time resident. I especially enjoy the recreational opportunities available at Lake Carroll and the camaraderie of the fellow residents.

GRANT: I actually LIVE at Lake Carroll, so I understand the decisions I make, I have to live with daily. I enjoy everything at Lake Carroll. It’s like being on vacation all the time.

PEREZ: I am usually at LCA at least 2 weekends a month, almost year round. Between Board and committee meetings I try to find time for dinner with friends, always an ATV ride and sometimes just a quiet morning sitting on the porch.

WEESE: I am here year round and I enjoy meeting and talking to all the people I meet at the course, clubhouse, or those walking past my house that wish to stop and pet our husky.

Mostly I enjoy the beauty and peace of our community.

VAN MATRE: I spend the majority of my time at Lake Carroll, as I live here full time. I enjoy the amazing amenities Lake Carroll has to offer as well as the many friendships I’ve gained with fellow members and employees alike.

GROTTO: I am a full time resident of Lake Carroll so I live here. I particularly enjoy the diversity of the residents and the satisfaction that I get when I see our property owners, their children, grandchildren and their guests enjoy something that I had a hand in helping to create as a member of the Board.

From an amenity use standpoint, most of my use revolves around the pool and the lake.

8. Why should property owners vote for you?

ANDERSON: As a senior citizen on a fixed income, I appreciate the concerns of our members who are in similar circumstances. At the same time, we must maintain our assets for all our members. I am very motivated and will dedicate my talents for the betterment of Lake Carroll.

GRANT: Sometimes the best thing that can happen to an organization is change and that has to start with the Board of Directors. I have the knowledge, experience and common sense to help make the best decisions on policy to govern Lake Carroll. I want to help make policies and rules that make sense and are fair to all members.

PEREZ: Property owners should vote for me because I don’t represent one group or another. Each and every vote/decision I make is based on what I know about Lake Carroll and what I believe is for the overall good of the association. I am not only a boater or only a golfer or only an atv rider or only a weekender or only a homeowner or only a camper, I AM all of these things rolled into one who believes that the best part of Lake Carroll is all of Lake Carroll.

WEESE: You should vote for me because I will listen to our members and vote according to what is best for our community.

VAN MATRE: I will do my very best to listen to members’ opinions and represent the best interest of all property owners.

GROTTO: I believe that my diverse work experience and my background in general gives me a unique perspective on the various issues that our association is faced with. In addition, I am very cognizant of how decisions can have an impact on the association and our property owners from both a short term and a long term standpoint. I also have a pretty good understanding of how things work out here, I am familiar with and understand the issues that we are faced with, both from an association standpoint and from the standpoint of our property owners, and I have consistently and regularly made myself 6. Well the trees are starting to turn colors and the jackets are showing up at the course, it must mean fall is here and the golf season is coming to an end. Once again, we all are hoping for a warm and extended fall. Tim and his crew have, yet again, done a great job of maintaining the course this year, thanks for all of the hard work. SALES in the Pro Shop are ongoing and the deals in October are getting even better. We will be having even more savings on in-stock hats, bags, balls, men’s and women’s clothes, clubs and more. In Jason Hill PGA Golf Professional November, I will be taking the remaining stock to 2 sales the week before Thanksgiving week, so the inventory will be getting thin quick, so come early for the best selections of merchandise, remember Christmas isn’t far away. October is still a great month for golf and we are still having some great golf events: October 3rd Timber Lake Big Cup Scramble October 10th 3-Club Tournament 9-Hole Scramble October 24th Champions 2-person Scramble and Awards Banquet Congratulations to all the 2015 Lake Carroll Champions the winners and runners up to the Championship series events will all be invited to the awards banquet October 24th at the Clubhouse. If anyone, who was not a Champion or Runner up in the following events, Club Championship, Senior Club Championship, Match Play Singles and Doubles, Mr. & Mrs. Club Championship and the Lake Carroll Cup, would like to come to the awards banquet let the Pro Shop know by October 19th. The meal for the Champs, Runner Ups and their spouses will be taken care of by the Pro Shop all others will be on their own.

Speaking of Champions, at the end of August, we held the Club Championship.

The Ladies Golf League met for the final event of the season on the beautiful afternoon of Wednesday, September 16.

Everyone enjoyed 9 holes of Par 3’s and then gathered at the Clubhouse for a fabulous dinner.

After a delicious strawberry shortcake, Tracey DeCrane thanked everyone for coming, Jason, Mike and the Clubhouse staff, the restaurant staff, and Toni Knackstedt and Barb Hevrin and the 9 Hole AM ladies for their efforts in this closing event.

Mike announced the winners for the Par 3 Fun Night and presented them each with a gift certificate for the Clubhouse.

1st Place Team included Sandy Mance, Gail Mitchell, Barb Anderson and June Hasz. Closest to the pin on Hole 4 was Barb Anderson and longest putt on Hole 8 was Tracey DeCrane.

Those who had achieved birdies and/or chip-ins were awarded their pins, and raffle prizes were drawn for three lucky ladies.

New Officers for the 2016 Ladies League were announced by Tracey.

President Gail Mitchell Vice President Marve Feucht Secretary Diane Schipkowski Treasurer Tracey DeCrane Toni Knackstedt and Barb Hevrin will continue to share Publicity, and Tracey DeCrane will take care of the league booklet – please update her with any changes.

The 18 Hole Rep is Letha Rahn, 9 Hole AM Reps are Toni Knackstedt and Barb Hevrin, and the 9 Hole PM Rep is Sue Lamoreux.

Tracey then turned the meeting over to President Elect, Gail Mitchell. Gail announced she would co-chair next year’s Invitational along with Diane Schipkowski, Sue Lamoreux, and Cassie Mlakar. She said they were planning on an Olympic theme since the Summer Olympics are next year. The evening ended with a few surprise gifts to four gracious winners.

League season is officially over, but there should be many great golfing days ahead! Don’t forget to register for next year’s league on April 7, 2016. Until then, see you on the links!

The Trail Club is saddened by the passing of one of our founding members and club president, Dan Herman in September. Dan was one of biggest supporters of the Lake Carroll trail. With his vision and persistence, he helped resurrect the dormant Trail Club in 2010.

Dan was instrumental in organizing the events that have now become some of the most anticipated dates each year at the Lake. The Poker Run in the spring, the Free Trail Rides in the summer, and the Night Ride in the fall. Our condolences go out to the Herman family.

This year’s Night Ride takes place on Saturday, October 17th. The gathering point and check will be by the Tennis Courts at the Lodge starting 5:00pm. The ride will take place once in gets dark. You might want to think about getting there early to get the best spot in line. As many have learned from the prior rides, the farther back you are in line the more dust you will be driving through. Please make sure the brakes, head and tail lights are working on your machine, as well as having a helmet for each rider, a safety flag, and registration sticker as we will be checking.

As Halloween is only a couple of weeks from the event, we encourage everyone to light up and decorate your machines in that theme. We will be awarding a prize to the best decorated machine. The winner for best decorated also gets to lead the group around the trail.

How do you light up your ATV for the Night Ride you ask? There are 2 easy ways. The first is to buy strings of battery operated lights. The second is to use power inverter. They are available at auto parts stores, Radio Shack or online at Amazon. You need one that is at least 100 watts. The inverter plugs into your “cigarette lighter” or some have clips that connect directly to you battery. To simplify how it works, it converts your 12v battery power to 120v so that you can plug a regular string of lights into it. The key is to use LED lights. With them there is very little drain on your battery.

The actual ride should start around 6:30 or so. We will travel counterclockwise around the trail. If you are not able to ride with us, there are many great locations to come out and watch the parade of lights. It is a spectacular sight to see. If you do come out to watch us go by, we want to see you as well. Bring a flashlight or wave your phone to let us know you are there.

We will end the ride at the pavilion and fire-pit in the Campground. We encourage all Lake Carroll members to come join us as we return around 8:00.

The Club’s last event of the year, the Pack The Pantry Ride takes place Saturday, November 7th at 10:00am.

This is a benefit for the Shannon Food Pantry. We meet at the Lodge. “Cost” is a nonperishable donation. We enjoy a slow ride around the trail ending with a fire below the dam at the river crossing.

I hope everyone can join us for these two events. Until then, ride safe and I’ll see you on the Trail!

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis.

The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).

Lake Carroll Photography Club

The Lake Carroll Photography Club will participate in the Lake Carroll Craft Show at the Clubhouse on October 10th. Club members will display their work for everyone to enjoy.

Prints will be available for purchase at the Craft Show for $20 each. We invite you to stop by our table and take a look at the work of our Lake Carroll photographers.

The Photography Club met on Tuesday, September 8th at the Lodge to share ideas, enthusiasm and knowledge about photography. We had a great time with the September Monthly Photo Challenge on “Landscapes”. Each month we challenge ourselves to focus on a different area of photography. We had a variety of photos submitted by club members based on our topic. By sharing photos with the group, we all get new ideas for our own photography. Our photo challenge for October/November is “Macro”.

In our September education segment, members Bill Fisher and Rick Brant talked about White Balance and the impact it has on photographs. One of the exercises that Bill shared demonstrated the effect of white balance on a picture he took outdoors. By taking the same picture with different white balance settings, it was easy to see the impact. Bill also showed an indoor photo using two different white balance settings. It was interesting to see how changing the white balance from tungsten light to natural light changed the feel of the photograph completely. Thank you Bill and Rick for sharing your expertise.

Our next meeting will be held on Saturday, October 24 at the Lodge. We will hold a short business meeting at 9am. At 1am, we will jump into our cars and head over to Palisades State Park for a day of photographing Fall colors and landscapes. If you would like to join us be at the Lodge by 10am and bring your camera! We will stop for lunch along the way. This is a great way to introduce yourself to the Photography Club and perhaps you will want to join us at future meetings!

A group of 55 race track enthusiast gathered at the Clubhouse bright and early on August 27th for a bus ride to the Arlington Race Track that almost as entertaining as the track, itself. We all had a great time on the trip there with fun and games on the bus ride.

Refer a New Lake Carroll Property Owner and Receive $500 Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot.

Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA. HERE’S HOW THE PROGRAM WORKS: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500.

To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current Web-site. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot and a photo of the property. We anticipate having this page available prior to February 28, 2015.

In addition to providing another person or family the opportunity to enjoy all the Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base.
