Greetings, Once again, summer is finally here and I’m glad to inform you that all of Lake Carroll’s amenities and activities are ready for you to enjoy. The Lake is at “pool” level, the pools and beach are open, the golf course is in great shape…so come on out and enjoy.

This time of year I often receive questions regarding the gas which is sold at the West Marina. Why is the price so high? Is there ethanol in the gas? And what is the octane level? The gas sold at the LCA West Marina is premium grade, ethanol free, and 91% octane. We also mark-up the price to off-set the labor costs associated with staffing the concession.

As we all start getting out on the Lake, I felt it might be helpful to address and/or remind everyone of a few safety and etiquette tips regarding boating.

Mike Schmieder LAKE SAFETY AND ETIQUETTE: General Manager Summer is in full swing and it’s good to see so many of you already enjoying the amenities, particularly the Lake. Please refer to the image that shows the travel pattern for boating on Lake Carroll. I share this with you because it has been observed that some Members, or their guests, may not be aware that we utilize a counter clockwise travel route when boating here at Lake Carroll. Having someone traveling in the wrong direction on a busy weekend, or anytime really, can present a serious safety concern. Please recognize this travel pattern and please take the time to share this safety information with your guests.

SWIMMER’S BAY AND THE EAST MARINA: As we all know, Swimmers Bay and the East Marina are very popular spots for boaters to get out the Lake’s main body and into a nowake zone to drop anchor and do a little swimming. On the image, I have included the same counterclockwise travel route for these bays. We have received comments and concerns from Property Owners and swimmers alike that getting in and out of these bays during busy weekends is difficult due to the amount of traffic. As a courtesy to those wishing to use the bays for swimming and to those who reside along the lakefront, please keep the traffic pattern clear so that all can enter and exit the bays easily, without having to use the center where people are anchored and swimming.

WAVE RUNNERS AND JET SKIS: I know there is nothing better than hitting a wave or a wake at 30 miles per hour and getting a little “Air”. There is also nothing more worrisome for a captain and spotter towing someone behind their watercraft, and especially for the parent(s) of a kid being pulled in a tube or waterskiing, to see a wave runner following too close to the back of your boat. The fear is that if a tuber, skier or boarder were to fall into the water, the wave runner may not be able to react in time to prevent a collision. These concerns are valid and for the safety of all concerned, please inform your family and guests that following a boat too closely can have very serious consequences.

AMENITY USAGE All dues, assessments and fees must be current to be eligible to use the Lake Carroll amenities. Quarterly payment plans must be current to remain in good standing & enjoy all the summer activities offered at Lake Carroll. Photo ID cards must be presented by Property Owners upon sign-in at all Lake Carroll amenities (Golf Course, Campground, Pool, etc). Please visit the office & have your photos taken or email them to photoid@golakecarroll.com.

2018 DECALS 2018 Decals must be displayed on members’ vehicles, golf carts, campers, watercraft, ATVs and snowmobiles. These must be registered with the Association. Decals are issued upon receipt of the 2018 completed information sheet, current registration papers & insurance and decal fees.

All dues & fees must be current before decals are issued. Please refer to the Lake Carroll Rules & Regulations regarding the registration requirements.

LAKE CARROLL HOMEOWNERS If Lake Carroll becomes your primary residence, please notify Missy at 815-493-2552 ext 114 or email the change to mclark@golakecarroll. com so we may keep our membership address list current. The office would also appreciate the updates on new phone numbers and email addresses. As a final reminder, if you have a winter address, don’t forget to let the Association know when you return.

DAILY/WEEKLY SLIPS MARINA SLIPS The 2018 daily docks are available for daily or weekly usage by reservation only. The slips available are H1A, H1, H2A, H2, G3 and F2.

The fee is $30 per night or $85 for one week. The maximum stay is two weeks. You may have only one reservation on the books at any time.

To reserve one of these slips, call the Association Front Desk 815-4932552 ext 110 or 120. Payment must be made in advance. Unauthorized parking in these slips may result in a citation being issued. Marina maps are available on our website: www.golakecarroll,com>Amenities>Lak e&Natural Resources>Documents. Both the East & West Marina Maps are included in this list. Members in good standing are eligible to reserve these slips. As a reminder, all watercraft must be currently registered with the Association before it enters the Lake.

There are also two (2) temporary slips, which may be used for short periods of time. These slips are the first two slips beyond the gas pumps & are marked as TEMP. Please use these only for short periods of time, allowing other members to use these slips also.

As an added note, slips H03 – H24 have been assigned for the season.

They are NOT AVAILABLE for daily/weekly or temporary parking!

Unauthorized parking in any boat slip other than the temp docks & H1A, H2A, H1, & H2 may result in citations being issued. Thank you for your anticipated cooperation as we enter another busy & fun-filled summer at Lake Carroll.

MARINA CONCESSION INVOICE CHARGES A current Visa/MasterCard/Discover authorization form must be on file at the Association Office or your payment MUST BE received within 15 days of purchase. If no payment is made within the 15-day timeframe, the amount due will be processed with the Visa/MasterCard/Discover information on file. If no payment is made within the 15-day timeframe & there is NO Visa/MasterCard on file, the Association may curtail the privilege of purchasing at the Marina if concession invoices remain unpaid. The Marina Concession Invoice form is completed at the time of purchase. The section & lot # appearing on the watercraft is required on this form along with the property owner’s name & a LEGIBLE SIGNATURE (no nicknames). NO BILLS WILL BE SENT. Questions regarding this procedure may be directed to the front desk 815-4932552 ext 110 or ext 120. You may also pay cash at purchase time & the Marina also accepts payment with Visa, MasterCard, or Discover at the time of purchase.

Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

RIP CLAIRE HOLMBERG

I would like to take a moment to remember Claire Holmberg. I had the pleasure of getting to know Claire over the years while working for Lake Carroll. Claire and I taught many CPR classes together; she was passionate about CPR and believed, as I do, that everyone should be required to take a CPR class before receiving a driver’s license. Claire loved kids and swimming lessons; nothing made Claire happier than working with kids, and she loved every single one. She was not afraid to share her opinion with me, good or bad, and was always fair. Claire was a huge supporter of Lake Carroll and loved this place. Claire was truly one of the good guys. To say Claire was special would be saying it to lightly, I will miss her terribly.

GO ILLINI! The July 4th holiday is just around the corner; please inform your guests of the LCA boating, fishing, and ATV regulations before the holiday weekend. Make sure your guests have the proper 2018 guest passes and your 2018 LCA decals are displayed on all your registered vehicles, boats, ATV’s, campers, golf carts, etc. It will also be the time of year for fireworks.

Let me remind everyone, FIREWORKS ARE ILLEGAL at Lake Carroll. There are property owners, veterans, and pet owners who do not enjoy fireworks(please see sign on 1A).

If you choose to light fireworks; you will be issued a citation.

MARINA PARKING

When using the marinas during the summer months, please consider carpooling on the weekends. At times, due to the amount of people enjoying our lake, parking space can be limited at the marinas.

One of Claire’s many passions in life was to teach water safety. Here she is conducting one of her many GuardStart classes.

IL MANDATORY HELM FLAG

The boat patrol officers have again asked me to clarify the state of Illinois regulation of the use of an orange flag while towing a skier or tuber. *The IL Helm Flag should only be flown when your watercraft is towing someone (skier, tube, kneeboard, etc). **This flag is NOT meant to be flown at all times, ONLY when towing a skier or tuber. ***The flag does not need to be flown when the watercraft is anchored. If the flag is flown at all times it defeats the purpose of utilizing the flag in the first place.

SAFETY FOR PEDESTRIANS

With the summer season upon us, it is that time of year when bikers, joggers, and walkers return to the Lake Carroll roadways. Please remain aware that these pedestrians will be sharing the roadways. For those of you who do bike, walk or jog, wearing a safety vest is recommended. These vests vastly increase your visibility to motorist. These vests can be purchased at the LCA Admin Office or any big box store.

ATV VS UTV REGULATIONS

I would also like to clear up some confusion with UTV and ATV regulations. *If you own an ATV (a machine with handle bars), you MUST wear a helmet regardless where you are riding at Lake Carroll. **If you own a UTV (a machine with a steering wheel), - You must wear a helmet when using trail system - You are not required to wear a helmet on Lake Carroll roadways.

PETS MUST BE LEASHED

I have also been receiving complaints about dogs running freely. Please keep your pet leashed at all times when not on your property.

2018 RULES & REGS

I would like to encourage everyone that has not picked up a 2018 copy of the Rules and Regulations to please do so. They are available, no charge at the LCA Office. Our Rules, as is all our governing documents, are also available online at golakecarroll.com in the Lake Carroll Code of Ordinances. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll; not knowing a rule is not an excuse to violate one.

I would like to wish all the property owners and their guests a safe and enjoyable winter season and DON’T’ FORGET YIELD TO YELLOW!!!

DID YOU KNOW: ATV’s are prohibited from crossing private lots? This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B)(5)(6).

DID YOU KNOW: It is illegal to let you dog or cat roam freely at Lake Carroll? Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

DID YOU KNOW: All garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property.

This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F)(2).

A dedication to LC Resident and Safety Committee Member – Claire Holmberg

This month’s article is dedicated to our lovely First Lady of Lake Carroll; Claryce Louise Holmberg passed away on April 29, 2018. We all know her as Claire. The majority of us that have been around LC for a while have been touched by something she was been involved with. I will attempt to tell her story.

Claire was born in Chicago in 1925. She graduated Hyde Park H.S in Chicago in 1942, later attending Chicago Teachers College graduating in 1946. She earned a Master’s Degree in education from the University of Illinois in 1949. Claire then went on to earn a Doctorate Degree from Springfield College in Massachusetts. She taught physical education for the Chicago Public Schools for over 20 years. In 1970, she went on to teach physical education and coached basketball, volleyball, and tennis for Sauk Valley Community College, retiring in 1980. During the next 11 years, and even after moving to Lake Carroll in 1991, she worked at Tamarack Day Camp in Lincolnshire, IL teaching younger children to play sports, with an emphasis on swimming.

After moving to LC she didn’t skip a beat, she continued spending time at Tamarack until 2015.

Claire took over teaching swimming lessons and C.P.R training for LC children and local school kids.

She trained our LC pool life guards 27 years ago up till 2017. She was still training life guards, many of them generational. Claire was very instrumental in the planning and building of the LC Aquatic Complex around 14 years ago. Claire was the #1 in seniority of any LC committee member. She was a Safety Committee member since 1992 (26yrs) and received the LC Volunteer of the Year Award in 2014.

As you can see, just reading the above is quite outstanding…I’m not done yet! Claire was a Red Cross volunteer since she was 18 years old, only slowing down a bit the last few years. She was recognized as an “Outstanding Red Cross Volunteer”. Those early years as a young woman (Red Cross Volunteer) helping out our troops during WWII made for a very heavy bag of mixed memories for her. I had the pleasure of being with Claire, driving her around Carroll County with Red Cross material. Knowing her background and her love for children I felt close enough to her to ask a personal question of why she never married and had her own family. This question brought back some of those heavy memories for her. She said she was engaged to a young soldier who went to war and was killed in action. After getting over that tragedy some time later she was engaged to another young soldier, he also was killed in action.

That was too much for her to bear. She could not put that on another man, she felt unlucky in love. Then stated that all those she taught and coached were her family.

Claire was part of our Neighborhood Watch community and loved to teach our LC Members C.P.R. She would bring her C.P.R dummies so we could work on them. She would love to say before starting, “Let’s put the dummies up on the tables. Mike [meaning me] is too heavy to lift up to the table.” She always got a laugh with that one.

You could always see Claire driving around LC in her top down convertible, frequently at the Clubhouse eating with friends and family. Most recent she would be with her beloved neighbor Mike Vidinich, who was her angel. Mike took her to doctor’s appointments, shopping and the Clubhouse for lunch. One thing you never did in front of her was talk bad about the Clubhouse. She would put you in your place. And Claire loved her Illinois teams, Iowa Hawkeyes, Bears, Cubs and especially her guys (dogs), Ben followed by Baxter.

I’m sure everyone has their own wonderful memories and stories that they will tell. This was just one of them.

Claire has told me that when she was young she loved to dance. As you can see what a life she had. I know if she was ever asked the question to sit it out or dance? She always chose to dance.

“Keep dancing my friend.”

Safety First

By Matt Ripplinger, Member of the Safety Committee Let’s review a few things: AT HOME Have you checked your fire extinguishers lately? Do you have enough of them? Do you have a water hose fire extinguisher, near your gas grill? What if your grill started on fire? Is your hose long enough to reach the grill to put out the fire? Have you tested your smoke detectors and carbon monoxide detectors? Be sure they all have fresh batteries.

Do you have a hose long enough to reach over to your fire pit?

On the LAKE and TRAIL Don’t forget that most of our accidents have involved visitors. Please make sure you give your visitors proper instructions about our rules on the trail and the lake. It is best to not send them out alone. When you are with them on the trail you should be the leader, to set the proper speed. Remind them the trails are two-way, and not a race track.

While on the lake, you cannot always be with your visitors so please make sure they understand the operation of your watercraft, whether it be a Jet Ski or a boat, and that they understand the LC rules regarding speed and direction of travel, as well as our marked no wake zones. Ultimately the members are responsible for whatever their guest does.

Make sure you are utilizing both the State required Helm Towing Flag AND the Lake Carroll Skier Down Flag. Do you need a refresher on how to use them? See page 1B of this publication. Always double check the flag on your ATV. Is it 7 feet above the ground?

On the GOLF course: Lightning can be very dangerous. Do you realize you are carrying the equivalent of lightning rods behind you on your golf cart? If you see lightning anywhere, leave the golf course immediately! We are still in tornado season and our sirens will alert you, should a tornado be spotted. If you hear the tornado sirens going off immediately take cover. Do not continue golfing and watch the bad weather roll in. Leave the golf course immediately!

At the POOL: Although we have lifeguards it’s no reason for you to not watch your kids and also watch other swimmers as well. You may not have the ability to rescue someone yourself, but you might see a situation first and be able to alert a lifeguard in time to save a life. And remember at the West Marina beach, the swim area is “swim at your own risk.” There are no lifeguards over there. Just keep your eyes open, and watch everything.

ROAD USAGE: Our roadways are sha ut the rules for using your golf cars or off-road vehicles on our private roads.

NO FIREWORKS Unpermitted fireworks are illegal in the State of Illinois. Lake Carroll may be private, but we follow the State laws. Those caught setting off fireworks in Lake Carroll may be subject to citation and fine. Plain and simple…unpermitted fireworks are not allowed at Lake Carroll under any circumstances at any time.

Lake Carroll’s fireworks will be set off from the dam on Saturday, July 1st around dusk. The best vantage point to see them is from the water. It’s a great experience for everyone. We also have a member who lives on the point of section 27. He holds a private permitted display which will be on Sunday evening, July 2nd. I hope everyone enjoys the fireworks and stays safe in the process.

Let Summer Begin!

First thing I would like to say is Welcome to all the new members that will be enjoying their first summer at Lake Carroll. I also would like to thank the many that attended the couple of informational meetings we held on large wakes.

I believe there were a lot of good ideas that came out of the meetings and I look forward to the recommendations that the Lake Safety and Environmental Committee will bring Dave Pacione to us. The bottom line is we all need to be courteous to each Board President other because there are many different types of boating and water activities going on and our lake is only so big.

Anyone that has been by the lake has most likely seen the dredger working hard. At this time they are finishing up in the East Marina and will be moving into South Bay. Please pay attention to the pipe that is floating in the water. There are buoys attached to it, but when it is necessary to cross it, there will be a designated section that is sunk and marked with buoys on both sides. If you come across it and have no choice to go over it, make sure you trim up your motor and float across. Please read our Lake Manager’s (Joe Rush) report for confirmation of this.

A little while back, the town of Lanark was awarded the 2017 Governors Hometown Award for volunteerism. They want to expand on that this year and I want to invite any Lake Carroll Kid/Teen that might want to help. The goal was to help with painting, planting grass, cutting, etc… for families in town that might have a hard time doing it themselves. June 4th thru the 9th is designated Lanark volunteer days. If anyone is interested, please contact Village Hall. I was told there are things that can be done right here in lake Carroll. You would just have to track your hours. Hopefully it’s not too late to respond by the time this article comes out. Please feel free to email me if you would like to participate - lcapres@ golakecarroll.com.

One last thing I would like to mention, The Safety Committee is working on a designated in and out lane in Swimmers Cove. Please pay attention to this and do not anchor between the shoreline and buoys. It has a come to a point that boats have a hard time navigating in and out of that cove on a busy weekend while trying to watch out for swimmers. There will be more information coming out on this.

BUOY DAMAGE on Lake Carroll

Security has been informed by the members of the Yacht Club that the buoys on Lake Carroll are being intentionally stuck by boats and jet skis causing damage to the buoys. The Yacht Club has donated thousands of dollars over the past several years, and continues to do so this year, to Lake Carroll Association for upgrading to lighted buoys on our lake. Intentionally running into buoys with a boat or jet skis will not be tolerated. A citation may be issued and restitution will be sought for any damage to Lake Carroll property, as stated in the Lake Carroll governing documents, Chapter § 53.04 (C) (19). Lake Carroll membership is strongly urge to contact Security (815275-6122) immediately if you witness this type of activity occurring.

A BOATER SAFETY CARD All operators born after January 1, 1998, must possess a Boater Safety Card. You must have a boater safety card certificate to operate any type of motorized watercraft, including personal watercraft.

the lease payments on the tower has increased 3% each year for the last two years. Following is a synopsis of this month’s activities.

I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others.

Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the April, 2018 BOD Meeting. a. The contract with Sperlonga Data & Analytics appears on this month’s agenda for approval for credit reporting services. b. A scanned copy of the entire Board packet will be posted to the Website in advance of May meeting.

2. Administration: a. An updated copy of the 2018 Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report�. b. An updated copy of the LIP Expenditures – Cash Status has been included in the Board packet under “Treasurers Report�.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Monday, May 7, 2018. Minutes from this meeting are included in within this report.

4. Sales of Lake Carroll Owned Lots: a. I have received numerous inquiries over the past 30 days from potential property owners as well as a few Associate Members. Two Association lots were sold and two additional lots are scheduled to close within the next two weeks. See attached Lot sales summary spreadsheet.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2018 dues status report which is attached.

Twenty one (21) resale transactions were entered in the database between 4-14-2018 and 5-10-2018. Nine (9) lots with homes were sold, ten (10) vacant lots were sold, one (1) Co-Owner Member and one (1) Associate Member was added. d. Natural Gas Permit Fees: -As of 4/20/18 617 Natural Gas permit fees have been paid totaling $154,250.00 -As of 5/10/18 620 Natural Gas permit fees have been paid totaling $155,000.00 e. All decals were mailed to Owners with the last ones going out during the first week of April. f. Liens are currently being filed on all delinquent accounts. g. Currently adding late fees to delinquent accounts regarding the second quarter dues.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for February, 2018 have been sent electronically prior to the meeting and the Board will be asked to approve the statements at the 4/27/2018 Board Meeting. ii. Preliminary Financial Statements for March, 2018 have been sent electronically prior to the meeting and the Board will be asked to approve the statements at the 4/27/2018 Board Meeting. iii. Preliminary Financial Statements for April, 2018 have been sent electronically prior to the meeting and the Board will be asked to approve the statements at the 4/27/2018 Board Meeting. iv. The Gaming Machines generated $3,689.44 in income for Lake Carroll during the month of April, 2018. The budgeted income for April was $3,800.00. v. The Auditors from O’Connor & Brooks completed their fieldwork on March 2, 2018. We were informed this week that the Audit will not be submitted in time for approval at the May, 2018 Board Meeting but should arrive in time to be reviewed and approved at the June meeting.. vi. Finance Committee – Lisa attended the Finance Committee Meeting on May 4, 2018. The Board did agree that we should continue to explore Sperlonga. Deb has started the communication with Sperlonga by asking them to contact our iMIS personnel directly regarding the “bridge� that needs to be built in order for Sperlonga to obtain the financial information from Lake Carroll Association necessary for this project to happen.

The Accrual Accounting conversation continued. It was agreed that Lisa and Alan would move forward with this project and report back to the committee the progress that had been made. Lisa, Alan, Deb, and iMIS Bob have a conference call set up for Friday, May 18 to begin this process. vii. Fixed Assets change in definition - this was discussed. Lisa expressed concern regarding making this effective for the 2018 fiscal year. I talked with Jeremy Woolf about this. He stated that we absolutely CAN NOT move money (actual cash) from the Fixed Asset account to the Operating account in order to fund this change. He was not as sure about any legal issues we may have since the budget is voted on by the membership, and it was presented and voted on that these projects would be paid out of Fixed Assets for 2018. He recommended we contact legal counsel for advice on that. b. Human Resource: i. Hiring of summer staff began in mid-April and will continue thru Memorial Day. 7. Safety & Security: a. As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. Deb is currently working on getting quotes for the new camera to be installed at our main entrance as part of the 2018 Fixed Asset Budget.

9. Communications:

a. Donna Beyer continues to work on communications, updating the Web-Site, monitoring our Face Book Page, creating E-Blasts and in-house printing and development.

Donna has also worked on the annual meeting preparation, updated the LCA invoices for 2018 subscribers of the Lake Carroll News, updated the “Local Services� brochure, the Winter Amenity Schedule, the Winterfest Flyer and updated the Master Calendars for all Committees, Clubs and Departments.

10. Facilities Management: a. I have attached Don’s full report for your review.

11. Lake Management/Wildlife: a. The lake level as of May 14, 2018 was 740’.

14. Golf Operations (Pro Shop): a. Jason finalized the Junior Golf Camp, Clinic and League Schedule. We are offering more Junior Golf Opportunities this year, along with continuing a League for Juniors on Friday Nights in June and July. This program is going to be similar to the PGA Junior League, but not quite as comprehensive.

Jason wants to use this as a trial to see the interest that we have and if the interest is great enough to do the PGA Junior League. Next year we will be doing the PGA Drive, Chip and Putt competition. b. We have a very robust Tournament and Outing schedule, with many new small groups and some new large groups. The schedule will be posted in the pro shop, newspaper, www.golflakecarroll. com, and on the lake Carroll Facebook page. Some dates will conflict with many of our members golfing schedule, so Jay has the schedule available in several locations to help members plan. We also have a very large reciprocal list, which will allow our members to play at various courses in the area for a reduced fee. This should offer options for our members when the course is closed due to weather or events. c. Training of new inside and outside pro shop staff is underway and we will be fully staffed and mostly trained before Memorial Day Weekend. d. When the weather has been nice the course has been busy, unfortunately the weather has caused us to cancel our first 2 senior men’s events. 1 has been rescheduled and the other is undetermined. e. Season Golf Pass sales are as follows: 8 singles and 2 couples.

15. Golf Maintenance: a. Tim has most of the seasonal summer positions filled at this time and has been very busy trying to keep up with the rapidly growing grass. The course has greened up significantly over the past 2 weeks.

16. Clubhouse Operations: a. The soup bar which was approved at the March Board Meeting was ordered, received and put into service. The matching soup and salad bars look excellent. b. The Mother’s Day Bruch was held on Sunday, May 13th. The brunch went very well and Denise, Tishana, Dannielle did a tremendous job. We served 316 people and with revenues for the brunch exceeding $6,100. We received numerous compliments during the event regarding the decorations, presentation, variety and quality of the food and the service. c. Don is working with Freeport Industrial Roofing on the HVAC project. The Board requested I find a second contractor. Freeport Industrial is a commercial roofing company. Work on this project is scheduled to begin on Wednesday, May 16 and completed by Friday, May 18. d. An off-air antenna was ordered and installed at the Clubhouse so that we can pick up Cubs and Blackhawk games which are broadcast on WGN. We are considered to be out of market for the WGN Chicago feed with DirecTV and WGN was unavailable until now. This antenna guarantees our ability to show all games on WGN as well as several other local stations in the Quad Cities and Rockford. e. The Clubhouse was inspected by the Carroll County Health Department on May 2, 2018. We received a score of 99 out of a possible 100.

17. Recreation Complex Operations: a. Aquatic Complex: i. We are working to get the outdoor pool open the weekend before Memorial Day. This will allow for the life guard staff to train and provide Doug time to work out issues with the mechanical systems that may arise. ii. The Indoor pool remains operating with no problems to report. b. Recreation: i. Adventure Camp Registrations: Session I = 17; Session II = 27 ii. Swimming Lessons: Session I = 22; Session II = 12; Session III = 14 iii. Family Campout planning completed; brochure created; final step is registration form which will be completed on Monday. iv. Summer Staff Opening Orientation, Wednesday, May 16th from 3:30 – 6:00 p.m. at the LCA office. 9 new staff members being hired: 3 cashier/events; 2 camp counselors; 4 lifeguards. v. Summer Kick-Off Weekend planning will be completed next week. vi. Aquatic complex office will be completed next week. Donna will take ownership of the office beginning May 17th. c. Ski Hill: i. Lake Carroll Lake Carroll Resident gets Bluebirds Children’s Book Published

By Tom & Jan Young (24-119) In the bluebird world, spring started a little late this year but nicer weather is finally here and the nesting action is in full swing. We recorded our first hatchlings on May 16th. There were five eggs in the nest and three babies had already broken out and the other two were still cracking through. Once all the babies hatch, it takes about three weeks for them to grow strong enough to fledge and Photo by take their first flight. At that time we Paul Gonzalez (4-142) clean out the existing nest from the bird house so another pair of bluebirds can start their own families.

If you are serious about raising bluebirds, the main thing to do is to check your bluebird house at least once per week. That way you can remove nests of any unwanted birds that are trying to take over the house. Hopefully they will get discouraged and move on to other places. By checking the nests at least every week, you shouldn’t run into any eggs so that shouldn’t be a concern. If you have bluebird houses but can’t get to the lake to check them on a weekly basis, let us know and we will monitor them for you. We have a route that takes us around the entire lake area that we try to do on Wednesdays.

If you want to try to start raising bluebirds on your own this year, we can help with that too. For $25 you can join Bluebirds Across Nebraska (BAN) for a three year membership and receive a packet of information on the best ways to raise bluebirds. You will also receive a top of the line bluebird house along with the mounting pole. We can help you pick the best location on your property and even install it for you. It’s all really amazing, in my mind anyway!

KEEPS ROLLING ALONG

The Lake Carroll Women’s Club met on Thursday, May 10, at the Lodge for their monthly meeting. President Char Messmore started the meeting by informing the group that Kenady Drake, from Lake Carrol, received the Lake Carroll Women’s Club Scholarship and Jordon Miller received the Hattie Vicker scholarship at an awards assembly at Eastland High School the night before. Congratulation to both recipients!

Vice President Gael Will reported that the April trip to the George Curtis Mansion in Clinton, Iowa was enjoyed by everyone that went. She reminded members that the end of the year luncheon will be held at the Clubhouse on Thursday, June 14.

An Italian lunch buffet will be available at noon, so she suggests coming at 11:30 for cocktails and comradery. The luncheon costs $20.00. Checks or cash can be mailed or given to Gael no later than June 6.

Ways and Means committee chairperson Donna Aleksy thanked everyone for their help making the WC Second Hand Sale a huge success. The monies collected go toward the clubs allocations fund. Donna especially thanked her team captains for their hard work as well as the gentlemen that provided the muscle and trucks to quickly pack up the unsold items and take them to Goodwill. The club has made over $4800 through a variety of fund raising events over the course of the year.

Next year marks the 20th anniversary of the Women’s Club. They will kick off the year by selling Lake Carroll Christmas ornaments at the annual Labor Day bonfire.

Rosanne Stangl introduced Gael Will and Lana Soldat as nominees for treasurer and Vice president. She then asked for a motion to accept the nominations. The ladies were voted in unanimously!

Once the official meeting ended, the group carpooled to Rolling Hills in Lanark for a tour of both facilities led by Mr. John Murray. Mr. Murray informed the group that Rolling Hills is a private, non-profit agency serving adult individuals with disabilities, sixteen years and older, living in Carroll County or Freeport. Rolling Hills started in 1976. It opened its doors with 19 workers, four staff members, and 8,000 square feet of space. Today the agency serves over 100 individuals, has over 35 staff, and 92,700 square feet of building space.

The ladies got to see and interact with the people at the center as they worked on a variety of projects. Everyone felt the trip was very informative and educational.

Currently 73 women from Lake Carroll belong to the Women’s Club. If you’re not a member and would like to join this group contact Pat Bykowski at 493-6222.

Women’s Club BLANKET PROJECT

Many women from the Lake Carroll Women’s Club, the Quilt Club, and St. Wendelin’s Women’s Society met on Tuesday, April 24th, to tie together 30 blankets for children in need. These blankets will be distributed to FHN Hospital, Riverside Center, DCFS, and the Freeport Pregnancy Center.

Many thanks to the 13 women who attended: Barb Fagan, Mary Stevens-Laesch, Marve Feucht, Brenda Schnarr, Nancy Aho, Pia Molloy, Pat Wienecke, Barb Cirignani, Donna Hovorica, Moe Unser, Cathy Porzel, Phyllis Kehoe, and JoAnn Gariff.

Thanks also to the 7 women who sewed the blankets together beforehand: Moe Unser, Bonnie Ewing, Pia Molloy, Donalee Yenney, Brenda Schnarr, Sheryl Appleberry, and Nancy Aho. These 16 women made it possible for 30 children to smile and find comfort.

Our next tying session will be the last Tuesday in October. Have a great summer.

The Lanark Public Library is partnering with Twice-Sold Tales bookstore, the Friends of the Lanark Public Library, and Lanark’s 150th Book Committee to offer a slate of special events in honor of the Illinois Bicentennial and Old Settlers’ Days.

On Saturday, June 23, the 150th Book Committee will dedicate a plaque identifying a burr stone recovered from the site of the Lanark Mill at the time of Lanark’s settlement. Dave Shaulis, son of the stone’s donor Donald Shaulis, will serve as master of ceremonies, and Pastor Jarrod Severing will sing “Illinois.” The ceremony will take place directly after Saturday’s parade in the Plaza, located next to 110 N. Broad St. A historical booklet will be distributed to those in attendance.

LIP – New Equipment In-Service

Our new harvester, barge, and conveyor purchased through the LIP arrived at the Maintenance facility on Thursday, May 17th. It was quite a process unloading, reloading on LCA trailer, and launching the equipment. Aquarius Systems provided maintenance training and on-the-water operational training on May 17th and 18th.

Our staff adjusted well and quickly picked Don Aleksy up the operational process.

Facilities Director For comparison, the new harvester hull is 12’ longer than our current harvester. The new harvester has a 10’ cutting width as opposed to the current harvester having a 6’ cutting width. This equipment will increase our volume of weed cutting due to the increased capacity to hold the cut weeds. The barge will enable both harvesters to stay in service in the their area of operation only stopping to off load onto the barge. Again, this will increase our weed cutting volume not having the harvesters return to a shore offloading area. The barge will do all the traveling from the area of operation to the offload site. We’re looking forward to a very productive weed harvest.

By Mike Bykowski, Secretary Club members and guests started arriving around 5:30pm for the monthly General Meeting and Potluck. Following an always delicious meal, Bruce McDonald led the 61 attendees in reciting the Pledge of Allegiance. Included in the attendance were new members Gregg Lizer, Jim & Donnalee Yenney and guest Bob Schmeider. Each person shared a little background about themselves and joining the Lake Carroll family. Following these introductions, the Treasurer’s Report officially opened the meeting @ 7:03pm.

Mitch started his report with an explanation of the previous month’s income and expenses.

For the month of April, income was $815 which consisted of monies from Dues, Fishing Tournaments, Hatchery Open Houses and the Gift Card Raffle. The $863 in expenses was credited to a Donation, Hatchery Supplies, Potluck Food and the Monthly Telephone Bill.

Mitch explained that the expenses included a $400 donation made to the Pearl City High School Bass Fishing Team to help provide life vests for the student athletes. All income and expenses considered, the club’s ending balance showed a slight reduction of $48. The final update was on membership which has increased to 169 members. The Treasurer’s Report was then approved by a motion from John Schnarr, a second by Lisa McQuilkin and voice approval from the membership.

Following the Treasurer’s Report Tom Stangl and other board members provided updates on the clubs current and future activities. Before the start of these reports, Mike Siciliano asked for a moment of silence to remember Clare Holmberg who recently passed away. The updates continued with: SPRING WALLEYE HATCH – a total 1.755M eggs were harvested this year as compared to 1.25M eggs last year. The hatched Fry (baby walleye) were released directly into Lake Carroll, Fawn Pond and / or containment nets in the Hatchery and Fawn Pond.

GOOSE EGG OILING – 10 nests with 55 eggs were discovered this year. Unfortunately, not all nests were found. Three hatches of eight goslings were observed around the lake. It was commented that “it’s impossible to find all the nests�, some nests are missed and those eggs will hatch.

PEARL CITY BASS FISHING TEAM – Two teams from the high school participated in the State Regional Tournament. One team did exceptionally well; this team caught 5 bass with a combined weight of 19 lbs. The combined weight earned them a third-place finish in the Regionals and qualified them to participate against 65 other teams in the state finals at Lake Carlyle from May 17 - 19. Everyone wished the high school team good luck in the state tournament.

CHRISTMAS PARTY - Judy Czurylo and JoAnn Gariff have graciously agreed to co-chair the decorating committee for this year’s Christmas Party. They will need volunteers to help with the construction and decorating.

KIDS FISHING DERBY – This year’s derby is June 16th; registration begins @ 9:00am.

SPILLWAY RESCUE – October 20th is the planned date to rescue all game fish.

Following these reports Ellis Fitzgerald spoke about some future events and asked if any Fishing Club members would be interested in volunteering. The activities included an overnight campout at Three Tubes on June 30th where basic fishing techniques will be taught.

A traveling zoo with kid friendly animals will visit Lake Carroll on July 7th. And as part of the Labor Day weekend festivities, a cardboard boat regatta is planned.

The evening came to a close as Mike Siciliano conducted the Gift Card Raffle. This month’s lucky winners were Trisha Gruendler, Donna Carroll and new member Gregg Lizer.

Congratulations to all. With the raffle complete the meeting adjourned with a motion from Lisa McQuilkin and a second by Barb Anderson.

SNAKE CONTROL Even though snakes are very effective in helping to control rodents and some insect pests, and they aren’t aggressive towards humans, it can still be startling to come upon one unexpectedly in the field, in your yard, or on the lakefront.

If getting startled by a snake isn’t on your daily ‘to do’ list, here are three things you can do to reduce the change of a surprise encounter.

(1) Keep your lawn mowed regularly; tall grass can be good habitat for snakes.

(2) Keep woodpiles off the ground; these make good nesting sites for rodents, which in turn attract snakes.

(3) Keep the area around your house free of trash piles and rubbish; Mice, again, are attracted to these potential nesting sites, which in turn will attract snakes.

You must keep in mind that even though you follow these steps, you may still get an occasional snake. As previously stated, don’t be so quick to kill, or want to kill, a snake.

Give it some time (10-15 minutes), and it will leave. If it is there, it is hunting harmful rodent pests that cause way more damage to your property than that snake ever will.

The four species are the Copperhead, Cottonmouth Water Moccasin, the Timber Rattlesnake, and the Eastern Massasauga. Bites by venomous snakes most often occur when someone picks up a venomous snake, they step on it, or they corner the snake forcing it into a defensive position.

However, most snakebites in the United States happen to people working with them in captivity and of those bitten less than one-tenth of one percent actually die. There are more people killed by bee stings and lightening strikes each year than are killed by snakebites. Either way, if you do see a venomous snake, leave it alone.

Lake & Natural Resources – LIP Update

The Lake Improvement Projects program is in full swing, and one of the three bays being dredged is completed! The East Marina is completed and awaits our final inspections and mapping (to be done after the other three coves). It took longer than expected due to the contractor encountering barbwire fencing that was at the bottom of the lake from before the lake was built. I had a member tell me that “they must be getting it all if they’re getting all the way down to that old barbwire!” I’d have to agree. The barbwire, however, caused the contractor Joe Rush to have to shut down and continually cut it off the auger head.

Lake Manager The auger head spins, and would wrap the barbwire tightly onto the head. A good visual would be when you get a shoelace stuck in your vacuum cleaner! The contractor is now pumping in the South Bay. Their goal is to dredge the west shoreline (section 12 and 13) and then the East (section 21). By doing this, the program will have less of an impact on homeowners and their lake usage. Once completed, they will do the rest of the cove.

We have received a lot of calls from members, some frustrated, about the dredging program. While we understand the frustration, and slight inconvenience, we all have to understand that you can’t cook in the kitchen when you’re replacing the stove, countertop, and cabinets! At least with the dredging program, we can still use the lake, even though it may be a slight inconvenience.

Lastly, if you need to go into south bay and are near the dredging area, don’t be afraid of the contractor, equipment, or pipe. The contractor has been great to work with, and they are willing to do what they can to lessen the burden on our members.

PLEASE let them work, and don’t bother them with chit-chat but you can navigate your boats around the equipment. If you feel ‘trapped’ by the pipe and feel you can’t get out of the area, you can idle up to the pipe, raise your motor, and drift across the pipe. Don’t keep your motor out of the water long if it’s running though or you’ll be having a visit to our friendly local marina for some repairs!

We all know we have a lot going on with the lake this year with construction and maintenance, so please be patient and understand as we work through these programs.

We’re looking forward to a good summer here, and we hope to see you on the water!

Aquatic Complex Rules

POOL

• No running.

• No inflatable rafts (infant rafts are acceptable if parent is next to them at all times).

• No inflatable toys, floatation devices, or balls.

• No water wings.

• Coast Guard approved lifejackets are permitted. Floating swimsuits and other safety attire may be permissible upon inspection and approval by the Assistant on duty or the Rec Director. Children must be closely supervised by an adult while wearing such equipment.

DIVING BOARD

• One person allowed on the diving board (including steps) at a time.

• Access the diving board (including steps) only when the previous diver has cleared the diving area.

• Jumper needs to exit by the ladders.

• Clear the diving area as quickly as possible upon entering the water.

• Parents are not allowed to catch their child under the diving board.

• No throwing pool toys to jumpers off the diving board.

• Lifeguards have the authority to implement and enforce rules to ensure a safe and pleasant environment for all to experience.

SLIDE

• One person at a time with the exception of small children and their parents/ grandparents.

• Only adults are permitted in the slide area for the purpose of helping their child from the slide. No children permitted other than those utilizing the slide.

• Everyone utilizing the slide must use the stairs as an exit.

• Feet first, on bottom or stomach. (NO headfirst, kneeling, or standing).

• Patrons must wait for the slide attendant to give them the okay to go when the slide is clear.

• Be aware of the strong undertow and let the swimmers know of it as well.

It is important that the lifeguards enforce each of the rules to maintain a safe environment for all patrons. If someone deviates from the rules, the lifeguard get the person’s attention by blowing their whistle once; the guard will explain the risks involved and ask for the action to stop; if the same person repeats the behavior, the guard will have them sit out of the pool by their guard stand for 10 minutes. If the action continues, that person will be asked to see the Recreation Director and perhaps leave the pool for the day.

Lake Carroll Ladies Golf League

The 2018 Ladies Golf League is officially underway! The three divisions, 18 Hole, 9 Hole AM and 9 Hole PM have all welcomed new players and everyone is enjoying the golf and camaraderie. Some birdies and chip-ins have been had, with many more to come!

We are all looking forward to our Fun/Charity Night on June 6, with Eastland Council of Churches HITT Force chosen as our charity this year. This is a grant program to assist families in need with utility expenses. The theme is “Cheeseburger in Paradise” and will be great fun for all divisions and guests, along with donations going to a very worthy charity.

The Ladies Invitational, themed “It’s Showtime!” will be held on Wednesday, July 18. Please consider signing up for what promises to be a wonderful day of golf, food and fun!

The Senior Traveling Ladies play other nearby courses on Mondays, and if you’d like to participate you can sign up at the bulletin board in the Clubhouse. Also check for news events and the Birdie Tree there.

It’s never too late to join our league. It’s always great fun whether you’re a beginner or an established golfer. See you on the links!

From the Golf Pro

Welcome back to summer, it was nice to see some great golfing weather in May, jumpstarting our 2018 golf season here at Lake Carroll. With the arrival of June, activities at the golf course is in full swing. June starts off with the signup and beginning of many Junior Clinics and Camps, including the Junior Golf League, dates and times are on the Junior Golf Flyer. We will also be hosting a Junior Open on July 20th, look for more info on these events in this Jason Hill month’s paper and around the clubhouse.

PGA Golf Professional Father’s Day is right around the corner and we will be having some great deals for dad in the Pro Shop. We also will be holding a Father’s Day Scramble on June 17th; what a better way to spend the day with Dear Old Dad. Also in June will be the Scoring Clinic on June 16th, you will get short game instruction, short game fitting and a FREE Cleveland Wedge. Clinic will start at 2 pm and will have a cost of $139, please contact the Pro Shop for registration. We also are having the course favorite LCA Big Cup Scramble on June 23rd and the LCA vs Lena match #1 on June 10th at Wolf Hollow Golf Course.

In July we will have even more events, July 6th will be a Nite Golf, July 8th Firecracker Scramble, July 13th the New PRO AM, Club Championship July 21 and 22 and the popular LC Ryder Cup on July 27 and 28. These are all great events for all levels of Golfer. Contact the Pro Shop for more info or to sign up. A full 2018 Schedule of Events is included with this article, we are extremely busy this year with events and tournaments, but don’t be alarmed, we have plenty of times available for golf and our Reciprocal list is extensive. Remember, the Pro Shop staff must make your tee time for all reciprocals and be prepared to show your membership cards at the reciprocal courses. Now that we are heading into summer, I would like to remind everyone about the Weather Warning Sirens and the golf course lightning air horn. The Sirens will go off when weather Warnings are being issued. They WILL NOT be alerting you if there is lightning. So, with that being said, the Pro Shop staff will continue to sound our air horn when lightning strikes are in the area. We do several air blasts in different locations, so that everyone is able to hear. When you hear the air horn, that means lightning is very close to our area and that is your alert to head in to the Clubhouse and take cover. Please take this warning serious, lightning kills.

CHANGE LOGO TO GRAYSCALE The Fishing Club Spring season has come to a close. With the close of many activities, statistics are always an important detail to help understand the success of each activity. These stats provide the specifics for what was accomplished and will serve as a reference for future years. The importance of these details is that they tell us where we can make improvements, show us what we did right and provide a forum to generate conversations for next season. So, with the spring season closed, let’s share some stats on the Open House, Hatchery operations and Goose Egg Oiling.

Insert The Hatchery Open houses are always a rewarding experience even if the weather does not cooperate. This year the first open house on April 8th had to be cancelled due to SNOW. It was rescheduled to the 15th. The forecast for this rescheduled date was for more SNOW. But Mother Nature was kind, overcast skies and cold temps prevailed, but no SNOW. 70 guests braved these not so good conditions to see and participate in some actual hatchery operations. The following weekend April 22nd, was beautiful with nice weather throughout the day. 116 people signed-in at the hatchery to enjoy tours, watch a video, experience some hands-on learning experiences and enjoy many of the snacks provided by club members. The club wishes to say Thanks to all who attended and to the many volunteers who shared information on all the hatchery operations.

Netting operations for spring Walleye began in early April. It was tough and slow going because of snow and cold temperatures. The walleyes were not ready to spawn. But as the temperatures improved, the walleyes began to show-up and hatchery operations got into full swing. The season lasted only four weeks with the last walleye netted on April 27th. The nets were then pulled and the shutdown operations began. All that remained was to monitor the hatch process where many eggs were still incubating in hatchery tubes.

This incubation takes 10 days with another several days of growth necessary before the Fry (baby walleye) are transferred to Lake Carroll, Fawn Pond, a containment net or a holding tank in the hatchery. Once these last eggs are hatched, the hatchery operations will be completely shut down until the fall when hopefully many walleyes are recovered from Fawn Pond. The spring walleye harvest is a long process; it began in early March with preparation and continued well into May with the Fry hatch.

As part of the club’s effort to understand the growth process for Fry, two trials are in place to monitor and collect data as Fry mature. The first trial placed approximately 250,000 Fry into Fawn Pond. Releasing Fry into Fawn Pond hasn’t been done for years because of the pond being unproductive. This year the 250,000 Fry were divided between those placed directly into the pond and allowed to grow without monitoring, and a smaller portion was deposited into containment nets near the silt overflow valve. The Fry in these nets will be monitored until they outgrow the nets and need to be released. In addition to monitoring the Fry in these nets, Fawn Pond will be repeatedly checked for water temperature, Ph, weed growth, predator fish and water usage needed

Our final update is on Goose egg oiling. The primary purpose of oiling eggs is to help reduce future goose populations at Lake Carroll. This year 10 nests were discovered and 55 eggs were oiled thanks to the membership who calledin nest locations and the volunteers who boated the lake looking for nests. As mentioned in the May LC news, a light coat of mineral oil is applied to the eggs. This oiling process has no adverse effects on the geese. The goose and gander will continue to sit on and guard the nests even though no eggs will hatch. Unfortunately, as helpful as the membership is and as diligent as the volunteers are, not every nest is located. At the time of writing this article, only three hatches with a total of eight goslings have been observed around the lake. A big round of thanks goes out to all who helped with this operation.

for golf course irrigation. All this monitoring is important in that it will help with understanding the growth of Fry and the ecology of Fawn Pond. The second trial released 14,000 Fry into containment nets in one of the holding tanks at the hatchery. Alfalfa was added to grow Zooplankton which will feed these Fry. Because this is a controlled trial, the Fry in this tank can be closely monitored without any outside influences which could be encountered in Fawn Pond. Once these Fry outgrow the tank they will be transferred. Watch for future updates on these two trials.

The last hatchery statistic is the walleye egg harvest. A total of 1.755M eggs were harvested this year compared to 1.25M last year. Based upon an 80% hatch rate, 1.404M Fry were hatched and released. Historical data suggest that ½ to 1% of Fry that hatch will survive the year. This may seem like a small percent, but compared to the number of Fry hatched, the hatchery efforts for 2018 could provide an additional 7,000 – 14,000 walleyes. Good Fishing everyone.

Have you been out on the trail yet this year? I have made a couple trips around and can report that it is in great shape. With Memorial Day now behind us, summer is officially here. To kick off the season, the Trail Club is holding its annual Poker Run on Saturday, June 16th. This is always one of our most popular events. If you are unfamiliar with a Poker Run, here are the basic concepts. Participants ride around the trail stopping at various locations to pick up a playing card building their poker hand. The object is to have the best poker hand at the end of the run.

Did you know that there is a way for a family to become a Lake Carroll Member and enjoy all of the amenities without owning their own lot? Well, there is but the opportunity is limited to a very special and very select group. If you didn’t know, I am very happy to inform you that the LCA offers a Membership classification for immediate family Members of Lake Carroll Property Owners. It’s called an Associate Membership and allows a family (of a Member) to enter into a contractual agreement with the Association for the use of all amenities without purchasing and owning a lot. The Associate Member must be an immediate family member of a property owner (parents, siblings, and children of the primary member(s) listed on the deed) and would be required to pay a full set of dues like all other Members.
