“What’s Next?”

When my wife and I began our search of vacation property five years ago, Lake Carroll had a unique draw. Lake Carroll’s By-Laws made all property owners equals regardless of improvements made to their land. Therefore every Member in good standing who owns the smallest vacant lot to the Member who owns the biggest house share equal voting rights. This unique rule does not mean members share the same visions for Lake Carroll; however, all members have the right to discuss, and promote their vision of the community.

I mention this because Lake Carroll’s Board is in need of direction in the coming months, and we need all LC Members to help steer us. The current Lodge has been a topic of heated debate and has split this community into two groups, the “yes’s” and the “no’s”. It is time for our community to come together and figure out what is to be done next. The “yes’s” and the “no’s” must be willing to put the past year Kevin Oscarson behind us and move forward to address the aging Lodge. The Board hopes a new survey presented to the Board Director Membership will guide them in how we proceed in the future.

This survey’s timing was questioned, as some felt the Lodge debate is still too divisive. However, the Board feels in order for our community to move forward, we need to start addressing the issues of Lake Carroll’s aging infrastructure. The current Lodge has many issues, which will need addressing in the future. We need a plan to maintain, replace, or remove this building.

The Lodge is the beginning of a larger question for Lake Carroll, “Is our community going to stay a 4-season community or is it changing into something else?” How Lake Carroll’s future is built should depend on the visions of the Members, and the Board cannot make the proper decisions without the guidance of the Membership.

Let us make it perfectly clear, the survey is not a resurrection to build a new Lodge or rebuild the old one. It is simply a questionnaire to figure out how this Board is to approach the entire Lodge question. To be honest; this is going to be a difficult survey for some to take because it will include the question of removal of the building without replacing it. Also the survey includes the funding questions and what, if any, the functions of the building will be. This survey is not biased to either the “yes’s” or “no’s” of the community, it is written to be neutral.

The survey will be offered in three formats. You can log onto the website and find a link to the online survey on the Members’ homepage. The link is also offered in our weekly email blasts. Or you can turn to page 1B of this publication, complete the questionnaire, and drop off or mail your completed survey to Lake Carroll Association, Attn: 2017 Survey, 3-200 Association Dr, Lake Carroll, IL 61046. Hard copies of this survey are also available at the Admin Office for completion.

The survey is the chance for every Lake Carroll Member to voice their concerns, add their ideas, and create the framework for the Board to work within. Lake Carroll has over 2,000 Members. The Board is asking everyone to please take the survey. So many times we hear that the Board does not ask the Membership what they want done…this is the Boards direct question to the Membership, “What’s next?”

Prez Sez The Winds Of Change Are Blowin’

As I write this in Mid-February and I look at the weather on my smart phone, I see that in the seven to ten day period we could be seeing 60 degrees here at Lake Carroll. That is a little scary. Hopefully, there is more winter to come yet. So much for the weather.

I hear the comment made, “This is not the country I grew up in, and I want it back.” Now I am hearing the same thing about Clarence Grant Board President Lake Carroll. Well, you are correct. This is not the country we all grew up in. It is constantly changing and will continue to change. The same is true for Lake Carroll. There is a saying in business, “You can be on the right track and still get run over if you are not moving forward.” That is also true for communities. Lake Carroll is no different. We have to keep moving forward and changing to survive. In fact, change is the one thing we can all be certain of. I used to have a beautiful full head of hair. For those of you who know me, know that changed. Our son is forty-nine. He got ahead of the change, he just shaved it. Change is inevitable. We can either embrace it and move forward or we can fight it and lose.

I choose to move forward.

Another thing I hear is that Lake Carroll has too many rules and regulations. I don’t disagree with that. I am constantly challenging our rules and regulations that don’t appear to be in the best interest of Lake Carroll and its members. So, I am asking all Committees that make recommendations to the Board of Directors on our rules to take a good look at the rules to see if they need to be changed or eliminated. Each of our rules should meet three criteria.

1. Does the rule make sense?

2. Is it good for Lake Carroll?

3. Is it necessary?

If our rules don’t meet these three criteria, then we need to change the rule or eliminate the rule. It is only March; so, we have plenty of time to work on these before the end of the year. Just so everyone knows, this is not an overnight event.

These things take time, a lot of time. Occasionally we have to do this to stay current.

Spring is just around the corner. Stay safe and warm. Until next month.

Lake, Wildlife Committees need your help to locate Goose nests The Lake and Wildlife Committees have once again volunteered to assist the LCA with our annual “egg addling” work to help diminish the amount of new Canada geese at Lake Carroll. Egg addling is a common measure taken for many private lakes, like ours, who have an over- population of geese. Addling is applying a light coat of mineral oil to the Mike Schmieder eggs and has no adverse effects on the adult geese. Though General Manager the Goose and the Gander will continue to maintain this nest during the incubation period, these eggs will not hatch.

We are asking all Property Owners to assist us in locating the nests. The geese will be laying their eggs in mid-to-late April. If the nests are on your property, we will need your permission to enter the property, usually by boat, to complete the process which takes only minutes. If you know you have a nest with eggs, please call Ms. Arlene Gries at 815-493-2552 with your section and lot number, and the location of the nest. The LCA Office can also provide you with small, colored (utility type) flags which we ask for you to place in close proximity of the nest. This will be of great help to the brave volunteers who will be spraying the eggs. Thank you in advance for your help.

2017 DUES & INFORMATION SHEETS Amenity cards & decals are being issued to Members who have supplied the Office with their 2017 Information Sheet, ID photos, current insurance & registration information, and payment of Association dues and outstanding fees, citations etc. Please display your new decals upon receipt. Amenity photo ID cards must be presented when you use the amenities. Michelle & Peggy continue to update children’s photos which were required in 2015. Children’s photos taken prior to 1/1/14 have been deleted. Please see related article in this issue to see what your child’s ID card should look like. If you haven’t already done so, please visit our Office to add your photo to the database or email them to photoid@golakecarroll.com. If you have questions concerning your decals, registration info or insurance, call Michelle or Peggy at the Front Desk at 815493-2552 ext 10 or 20 respectively.

COLLECTION SCHEDULE $100 late fees were added & statements were sent to unpaid accounts in February.

Please pay promptly to avoid further fees. An “Intent to Lien” and “Demand for Payment” ($250.00 fee) will be sent to unpaid owners in March. Subsequently a lien ($500.00 fee per lot) will be placed against the property in April, if no payment has been received. 2017 MARINA LOTTERY Saturday, March 4, 2017 will be the 1st day new marina users may apply for a boat slip. The Conference Center will be open at 7:30am. The lottery will begin at 8am.

Members in good standing must apply in person. Visa/Master authorizations must accompany the request when submitted.

PLEASE REFER TO THE RULES & REGULATIONS, TITLE V. LAKE REGULATIONS CHAPTER 54.07 MARINA SLIP ASSIGNMENT FOR DETAILED INFORMATION ON THE UPDATED PROCEDURES. 2017 CAMPGROUND LOTTERY A lottery will be conducted on the 1st Saturday in March at 10am at the Conference Center. Members in good standing wishing to be added to the Campground Waiting List for a seasonal site must be present at the lottery. This year’s lottery will be held March 4, 2017. Conference Center doors will open at 9:30am and the lottery will be conducted at 10am. PLEASE REFER TO THE RULES & REGULATIONS, TITLE V, CAMPGROUND REGULATIONS, CHAPTER 55.09 SEASONAL SITE LOTTERY AND ASSIGNMENTS for complete details.

BOAT SAFETY The Front Desk is taking reservations for the IDNR Boat Safety Classes to be held on Saturday, April 22, 2017 at the Clubhouse (lower level). Hours are 8AM–4:30PM. Fee is $3 per person to cover expenses. This class must be completed before a boat may be registered at Lake Carroll. Please call 815-493-2552 ext 10 or 20 to sign up.

GOLF STORAGE & TRAIL FEES Notices have been sent to all Members who had registered golf carts in 2016. Monies are due by March 30, 2017. Decals for golf carts will be issued upon receipt of monies & proper insurance requirements. If you have purchased a golf cart and wish to use it at the Lake Carroll Golf Course this season, please provide the Office with this information. We will need proof of $500,000 liability insurance on the cart, $30 for the decal, & payment for either trail or storage. Call the Front Desk 815-493-2552 ext 20 for further information.

CAMPGROUND (SEASONAL & STORAGE) Fees are due by March 30, 2017. Notices have been sent to Members using the seasonal campground sites. Members must provide proof of ownership upon registration each year. Acceptable forms of ownership shall be Title, current Insurance, or current State license plate registration. Decals will be issued upon payment of the seasonal fee, $30 decal fee and proof of ownership. Campers presently parked in the storage area were also sent bills. If you wish to park your camper in the storage area this summer, please call the Front Desk 815-493-2552 ext 20 for assignment. This must be done before you park your camper. Parking fee is $165 for the Summer Season. (April 1 – October 31) Camper decal is $30.00. Parking decals will be issued upon payment of these fees.

BOAT STORAGE Fees are due by March 30, 2017. Notices have been sent to those using these facilities during the 2016 Season. New assignments must be made through the Office. Please call the Front Desk 815-493-2552 ext 20 for further information. The lower parking area is the only parking area available for watercraft and/or boat trailers. Fees are $165 for the lower parking area.

REMINDERS Vehicle decals will not be issued until the make/model, year license plate & a copy of YOUR STATE REGISTRATION CARD for each vehicle must be on file.

Effective 7/1/13 an ANNUAL Water Usage Stamp for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where fishing licenses are sold) is required.

The expiration on the 2016 water usage stamp is 12/31/16. Proof of current (2017 Water Usage Stamp) must be on file with the Association office before decals will be issued.

One Member per lot must have completed the Boater Safety course before watercrafts are registered.

Decals for Watercraft, ATVs, Campers, Snowmobiles & Golf Carts do not have the Sec/Lot printed on them this year. They are identified with a number only. Watercraft require your Section and Lot numbers displayed with the decals on both rear sides of the boat. Boat Trailers require the Section and Lot numbers on the trailer tongue.

Campers still require the Section & Lots number & current decal on the trailer tongue.

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

WATERCRAFT RENEWALS I hope this information will be helpful for the 2017 boating season. The Illinois Department of Natural Resources stopped sending out renewal notice for watercraft in 2013. Watercraft registration is good for three years. All registrations expire on June 30th, make sure you have renewed by this time. Registration can be completed at the DNR’s website, dnr.illinios.gov, click on boating and follow the instruction for watercraft renewal, a quick and easy process. You should receive your new watercraft registration within 10 days. New watercraft registration may also be completed on this website. A reminder in order for a boat to be registered at Lake Carroll, current State registration is required to be on file.

2017 DECALS It is that time of year again to display your 2017 vehicle, boat, ATV, golf cart and camper LCA decals. Please display your decals as soon as you receive them from the LCA Office.

2017 RULES & REGULATIONS I would like to encourage everyone that has not picked up a 2017 copy of the rules and regulations to please do so. They are available, no charge at the LCA Office, they are also available on line at golakecarroll.com in the Lake Carroll Code of Ordinances. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

I would like to wish all the property owners and their guests a safe and enjoyable end of winter season and DON’T’ FORGET YEILD TO YELLOW!!!

DID YOU KNOW: ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system? This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B) (5)&(6).

DID YOU KNOW: It is illegal to let you dog or cat roam freely at Lake Carroll.

Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

DID YOU KNOW: All garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F)(2).

ICE SAFETY...

I was going to talk about ice safety this month, but with our warmer temps and wind, as of Monday, February 20th, most of the ice is off the lake. Now…we look forward to spring.

DECALS The office has been busy processing the 2017 Information Sheets and along with that assigning the decals. As stipulated in the LCA Rules & Regulations, Chapter 53.07 (5) “All decals must be affixed as soon as received, weather permitting, or at least on or before April 1st.”

It is a good practice to put your decals on your vehicles as soon as you get then so they don’t get misplaced. And don’t forget your golf cart, ATV, Snowmobiles, and watercraft.

Every year people get tickets for not having their decals displayed, even though they have purchased them. Do not put them in a drawer and forget about them.

Let’s be safe out there.

By Mike Siciliano, NW Coordinator I would like to repeat what I have been saying in many of my articles. “If it sounds too good to be true, it probably is!” In recent years, thousands of people have lost millions of dollars and their personal information to tax scams and fake IRS communication.

REMEMBER: The IRS doesn’t initiate contact with taxpayers by email, text messages or social media channels to request personal or financial information. In addition, IRS does not threaten taxpayers with lawsuits, imprisonment or other enforcement action.

Being able to recognize these telltale signs of a phishing or tax scam could save you from becoming a victim.

IRS-IMPERSONATION TELEPHONE SCAMS An aggressive and sophisticated phone scam targeting taxpayers, including recent immigrants, has been making the rounds throughout the country. Callers claim to be employees of the IRS, but are not. These con artists can sound convincing when they call. They use fake names and bogus IRS identification badge numbers. They may know a lot about their targets, and they usually alter the caller ID to make it look like the IRS is calling.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting. Or, victims may be told they have a refund due to try to trick them into sharing private information. If the phone isn’t answered, the scammers often leave an “urgent” callback request.

Note that the IRS will never: • Call to demand immediate payment using a specific payment method such as a prepaid debit card, gift card or wire transfer. Generally, the IRS will first mail you a bill if you owe any taxes.

• Threaten to immediately bring in local police or other law-enforcement groups to have you arrested for not paying.

• Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe.

• Ask for credit or debit card numbers over the phone.

Remember: Scammers Change Tactics -- Aggressive and threatening phone calls by criminals impersonating IRS agents remain a major threat to taxpayers, but variations of the IRS impersonation scam continue year-round and they tend to peak when scammers find prime opportunities to strike.

SURGE IN EMAIL, PHISHING AND MALWARE SCHEMES The IRS has issued several alerts about the fraudulent use of the IRS name or logo by scammers trying to gain access to consumers’ financial information in order to steal their identity and assets. Scammers use the regular mail, telephone, fax or email to set up their victims. When identity theft takes place over the web (email), it is called (Phishing).

The IRS saw an approximate 400 percent surge in phishing and malware incidents in the 2016 tax season.

Scam emails are designed to trick taxpayers into thinking these are official communications from the IRS or others in the tax industry, including tax software companies. These phishing schemes can ask taxpayers about a wide range of topics. Emails can seek information related to refunds, filing status, confirming personal information, ordering transcripts and verifying PIN information.

Variations of these scams can be seen via text messages, and the communications are being reported in every section of the country. The IRS is aware of email phishing scams that appear to be from the IRS and include a link to a bogus web site intended to mirror the official IRS web site. These emails contain the direction “you are to update your IRS e-file immediately.” The emails mention USA.gov and IRSgov (without a dot between “IRS” and “gov”), though notably, not IRS.gov (with a dot). These emails are not from the IRS. The sites ask for Social Security numbers and other personal information, which could be used to help file false tax returns. The sites also may carry malware, which can infect people’s computers and allow criminals to access your files or track your keystrokes to gain information.

The IRS does not initiate taxpayer communications through email. Unsolicited email claiming to be from the IRS, or from an IRS-related component such as EFTPS, should be reported to the IRS at phishing@irs.gov.

TAX REFUND SCAM ARTISTS POSING AS TAXPAYER ADVOCACY PANEL According to the Taxpayer Advocacy Panel (TAP), taxpayers are receiving emails that appear to be from TAP about a tax refund. These emails are a phishing scam, where unsolicited emails which seem to come from legitimate organizations — but are really from scammers — try to trick unsuspecting victims into providing personal and financial information. Do not respond or click the links in them. If you receive an email that appears to be from TAP regarding your personal tax information, please forward it to phishing@ irs.gov and note that it seems to be a scam email phishing for your information.; TAP is a volunteer board that advises the IRS on systemic issues affecting taxpayers.

It never requests, and does not have access to, any taxpayer’s personal and financial information such as Social Security and PIN numbers or passwords and similar information for credit cards, banks or other financial institutions.

This month I thought I’d bring up a topic that I have written about in the past. That topic is about natural gas. The Association decided early on that it would convert its facilities as soon as Nicor completed the natural gas main installation in the Lake Carroll community. This was because natural gas would cost less than LP. The cost of the conversion was around $55,000.

Annually, the Association has been saving over $45,000 as a result of converting to natural gas. So, just over one year’s worth of natural gas savings was enough to recover the cost of conversion.

Jeff Howe The Association is also using its savings to repay the line of LCA Treaurer credit that was opened to fund the Advanced Deposit that Nicor required in order for them to undertake the project. This Deposit was required so that the project would be economically viable for Nicor. The Association has the opportunity to get this deposit back if enough property owners connect up to natural gas. Because of this, it may take a few years for before the Association sees the savings from using natural gas reflected in budget and our dues.

On a personal level, I have had Nicor natural gas for over 2 years now. I’ve done a comparison of my costs of using propane vs. natural gas. I averaged my propane costs over the 7 years I have had my Lake Carroll residence prior to converting to natural gas.

My average annual cost for propane over those 7 years was $1,326.26. My cost of natural gas for the first 12 months I was on natural gas was $461.40. For 2016, my total cost of natural gas was $344.68. That’s an annual saving of $864.86 and $981.58, or a 65% to 75% savings.

Now, in order to get these savings, I had to spend some money up front. My meter is farther from the road than the free allowance provided by Nicor, so I had to pay Nicor $357.26 in order to get my meter installed. Depending on how far from the road and the size of the needed meter, others may need to pay more or less than what I needed to pay. I also had to pay the $250 Nicor permit fee to the Association. After the meter was installed, I needed to have the meter piped into my appliances, and needed to have the appliances converted or replaced. My water heater needed to be replaced, but I was able to upgrade my boiler and garage heater from using propane to natural gas. My cost for the piping, replacement, and conversion was $1418. At this point I have nearly recovered my $2,025.26 investment in converting to natural gas from the savings I have realized.

What is the point of this article? Property owners need to do a similar analysis to determine if it makes sense to convert their homes. There are about 970 houses in the Lake Carroll development, and many have already converted. In 2014, 506 homes converted to natural gas, followed by 54 in 2015 and 32 in 2016, for a total of 592 homes.

But that means there are still a large number of homes that have not converted yet. For those who haven’t converted, they need to look at the pros and cons. There is an upfront investment to convert appliances from LP. Some appliances can be converted relatively inexpensively, such as by replacing the orifices and modifying the regulator to operate at a different pressure. Others, such as water heaters, need to be completely replaced as there isn’t an easy conversion for them.

The upfront cost will eventually be offset by monthly savings. If you use a lot of natural gas, you may see a fairly quick payback, like the Association was able to do. But for others it may take a few years to see that payback if you don’t not use a lot of natural gas.

For example, in my case, I only have a boiler and water heater that use natural gas, and I am a part time resident that keeps the heat turned down low in the winter when we are not out at the lake. It will take just under 2 1/2 years before my upfront investment pays

off. For me, that was a reasonable return on my investment that will then pay off more in the long term, so I converted.

Every property owner needs to determine how long their return in investment will be in their individual situation. We realize that everyone’s situation is unique. The Association does have an interest in assisting every property owner to make sure they have enough information to make a decision on whether to convert or not. For full disclosure, every home that gets converted does get the Association one home closer to getting its Deposit refunded from Nicor, so the Association does have a financial interest in helping property owners. The Association would like to help property owners to a win/win situation where both the property owner and the Association save money. The sooner the Association is able to get its Nicor deposit refunded and pay off the line of credit it used to fund the deposit, the sooner it can use the savings from using natural gas to reduce our dues.

General Manager - Monthly Report to the Board – February 24, 2017

By Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

1. Report on directives from the January 27, 2017 BOD Meeting. a. At the request of the Safety Committee, a sight visit was held with the Red Cross on February 9, 2017. The purpose of the visit is to evaluate elements of the Clubhouse to ensure that it meets the criteria set forth by the Red Cross to be considered a registered shelter in the event of an emergency.

Brian Brackemyer and I were present during the tour. Since that time, the Red Cross, who would like to use our facility as an emergency shelter, has forwarded the agreement for our consideration. I have forwarded the agreement to Mike Siciliano and the Safety Committee for their review. The Committee will review it their March 11, 2017 meeting. b. The Board acknowledged the re-formation of the Ski Club at the February Board meeting and asked that I make sure that this club is covered through the Associations insurance for any events held on LCA property. Matt Ripplinger has confirmed that the club is currently insured.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. Reports for 2016 and 2017 are included. b. Calendars for all Budget related workshops, Board Meetings, Board Workshops and Committee Chair/Board President meetings have been finalized and are attached to this report.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on February 8, 2017. Minutes from the meeting are attached to this report.

4. Sales of Lake Carroll Owned Lots: a. Inquiries have been few and far between which is normal for this time of year. There have been no sales of Lake Carroll lots so far in 2017.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2017 dues status report which is attached.

-DPE’s collected thru 2/15/2017 – 1,735.30 -DPE’s collected thru 2/15/2016 – 1,691.55 -Variance between 2016 & 2017 – 43.75 Ahead of Last Year -DPE’s budgeted for 2017 - 2,190.00 -DPE’s projected for 2016 - 2,190.00 b. Eleven (11) resale transactions were entered in the database between 1-18-2017 and 2-17-2017. One (1) lot with a home was sold, Nine (9) vacant lots were transferred and One (1) lot was taken back by the LCA through foreclosure. c. Through February 17, 2017, 592 Natural Gas Permit Fees have been deposited totaling $148,000.00. d. Missy Clark and the Front Desk Staff have been processing dues payments. Late fees have been charged on all Member Accounts who have yet to pay all, or at least the first quarter of the 2017 dues. e. The front desk is also mailing out vehicle, boat, ATV and golf cart decals for 2017. This process was delayed as we were entering payments into our new software system for the first time. f. Billing notices are being for Marina slip rentals, seasonal campsites, and summer storage fees.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for January, 2017 are complete and have been sent to the Board electronically. Hard copies will be made available at the meeting. The Board will be asked to approve these statements at this month’s meeting. ii. Field work for the audit was completed February 14 - 16. All went very well. Every year, they look at different documentation and areas in detail. All went well. Joyce plays a HUGE role in this process. They are always looking for quite a bit of direct source documentation, and it is up to her to provide it. As always, she does an excellent job. There were a few “issues” discovered that they will comment on in their audit letter - nothing that will change their opinion from a favorable opinion. They are just areas that they see risk for issues. Internal issues that occur with an office this size continue to be an issue - they have been noted before in previous audits. O’Connor Brooks tailors their audit work to review these areas, and, an issue from the lack of separation of duties has not been discovered. We will be discussing them this week with Jeremy Woolf from O’Connor Brooks, the auditing firm. iii. Membership / IMIS - we began utilizing iMIS completely on January 1. While there has been a big learning curve, even after all the testing we did, it really has been a relatively smooth transition. Lisa is spending quite a bit of time with Missy as an extra set of eyes as we navigate thru this busy processing time in January. iv. The Gaming Machines generated $2,507.35 in income for Lake Carroll during the month of January, 2017. The budgeted income for January was $2,500.00. See attached report. b. Human Resource: i. No specific report 7. Safety & Security: a. As requested by the Board, I am including Luke’s full report. b. Luke and the Security Staff attended a recertification class for CPR. The instructor was from Mercyhealth EMS and all Lake Carroll first responders were recertified. c. Officer Jeremy Glick attended a two day EMS Conference in Milwaukee, WI on January 27th and 28th. Jeremy received 16 hours of continuing education towards his EMT License renewal. d. Luke and the Security Staff attended monthly continuing education on February 15, 2017. This month’s subject was OB Emergencies.

8. Information Technology: a. No Specific Report 9. Communications: a. It was requested that the LCA provide Committee Agendas on the web-site in advance of the Committee meetings. Donna has been downloading these Agendas as they are received so that a Member can see what is going to be discussed prior to the meeting. Our ability to publish these agendas in advance is dependent on the Committee Chairs forwarding the agendas to Donna. b. The LED signs at the Payne Road entrance and at the Ski Hill experienced a technical problem which could not be corrected in-house. Turnroth Signs was contacted and they were able to assist Donna in correcting the problem. The signs were reprogrammed and repaired on January 25, 2017. c. Donna remains extremely busy, and very helpful to me completing her never ending list of administrative tasks, including: processing all Committee Applications, Committee Appointments, Committee Resignations, Website document cleanup, Archiving Committee and Board Minutes, Distribution lists, Updating Rules and Regulations noting all changes for the 2017 Codification update, etc. Thank you Donna.

10. Facilities Management: a. The trails remain closed to ATVs. Although the weather has been warm, much of the trail is very wet and saturated limiting our ability to get out there to remove debris and fallen trees and limbs. We are also planning replacing four culvert pipes on the trail during the week of 2/20/17. b. Soffit lights have been repaired and a new dimmer switch and LED sign light has been installed at the Guard Shack. c. Turf repair and road cleaning will begin the week of 2/27/17. A new brush attachment has been purchased which will be attached to the John Deer Tractor for the street sweeping.

11. Lake Management/Wildlife: a. The lake level as of February 17, 2017 was 739’ 3”. 9” below pool level. b. Joe, Doug and I spent several hours last Friday visiting additional potential weed off-loading sites at strategic locations around the lake. One of the biggest problems we have is transporting harvested weeds to a site to deposit the weeds. For instance, after cutting weeds in southern parts of South Bay the harvester then needs to travel back to the East Marina to offload them. We can be more efficient with the Harvester by limiting the travel time too, and from the deposit sites. Last year we used four off-load sites and we are hoping to add an additional four sites which will help in keeping the harvester cutting weeds instead of spending so much time traveling. Two of these sites are private, vacant lots, which I am working on contacting to see if they would allow us to access the water from their property this spring and summer. c. Joe has requested a proposal from Clarke to assist us with aquatic plant management in 2017. The majority of the program will be done in-house, but Clarke will provide assistance again in 2017. d. The DNR has contacted Joe Rush to inform him that there have been several cases of CWD (Chronic Wasting Disease) in locations north of Lake Carroll. The DNR is concerned that deer moving to and from Lake Carroll may be infected and may be spreading the disease. The disease is fatal to deer. The DNR is asking that we consider supplying them with samples during the 2017-2018 hunting season for them to analyze. Joe and I will inform the Wildlife Committee of the DNR’s request. e. The Deer Hunting season ended on January 15, 2017. 73 Deer were harvested this year compared with 83 last year. f. I have asked Joe Rush to provide a written proposal to introduce ways to legally hunt the Canada

goose here at Lake Carroll. Hunting of the Geese is legal in the State September 1st through September 15th. Joe’s proposal will be made available to the Board at the March meeting.

12. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

13. Golf Operations (Pro Shop): a. Closed for the season but getting ready to open earlier than usual.

14. Golf Maintenance: a. Five trees have been removed from the right side of hole #11. This is a start to making the hole more playable and will most likely help speed up play. b. The tracks which were approved at last month’s Board meeting have been ordered and installed. c. Fascia wood and metal gutters were replaced on the exterior of the Golf Maintenance building. d. The Utility Cart and Lift which were approved at the January Board meeting have been ordered and should be delivered by mid-March.

15. Clubhouse Operations: a. Winter hours went to effect on November 1, 2016. The Clubhouse is closed on Tuesdays and Wednesdays. We are keeping the Clubhouse open on Monday nights through the end of March, 2017.

After analyzing sales figures, labor costs and food and beverage costs on Monday nights during the month of November, it was determined that we are “breaking even” or better. We will evaluate the sales from these Monday nights from December through March as well as the food and labor costs to see if it makes sense to continue to be open on Monday nights next winter. b. The menus and the pricing for St. Patrick’s Day and the Easter Brunch are complete and are being advertised in the Newspaper, the Web-Site and at the Clubhouse.

16. Recreation Complex Operations: a. Aquatic Complex: i. The outdoor is closed for the season and has been winterized. ii. The indoor pool remains open and is operating normally. b. Recreation: i. Winterfest was held on January 14th for indoor winter activities with games and crafts for kids.

With no snow, attendance was very low. c. Ski Hill: i. Currently closed due to mechanical problems involving the well and the well pump. The Infrastructure Committee interviewed three Well/Pump contractors in the area and has received bids for the initial diagnostic work. Apple Well and Pump, Great Lakes Water Resources Group, and Lyons Well Drilling provided bids and Lyons was selected to do the work due to providing us with the low bid and having experience with Lake Carroll. I’d like to thank the Infrastructure Committee for their involvement in this project. They have been very thorough in trying to identify our problems and select a contractor to work with. A big thanks goes out to the Infrastructure Committee.

Lake Carroll Women’s Club

The February 9th Lake Carroll Women’s Club meeting began with President Lana Soldat welcoming the group and leading them in the Pledge of Allegiance and the Club Collect. Four February birthdays were recognized: Val Kachllic (2), Judy Czurylo (5), Phyllis Davies (6), and Roberta Schoenfeld (17). There were 26 members present who approved both last month’s meeting minutes in the Secretary’s Report given by Char Messmore and the Treasurer’s Report given by JoAnn Gariff.

A big “Thank You” was given to those that brought canned goods this month for the food pantry. Please bring paper goods to the March meeting. The May outing to Timber Lake playhouse may have to be rescheduled due to a performance of Charlotte’s Web that day.

Other options will be considered. The 4H Public Speaking will be held March 11th in Mt. Carroll at Naaman Diehl Hall. The Pitter Patter Pantry needs Spring and Summer clothes in sizes from newborn to 6x. Please note that the Women’s Club no longer collects bottlecaps.

After the meeting we had a presentation by Pamela Gallagher, a resident from the Caroline Mark House in Mt. Carroll. She spoke to us about the 110 year old home which was put in a trust by Caroline Mark’s estate. It is a retirement home that has been housing residents free of charge since 1906. They currently have only 8 residents with 12 open spots for those who meet the requirements. The only costs to the residents are their personal expenses including insurance and medical care. Note that this is not a nursing home – all residents must be self sufficient. Two meals a day are provided and each resident has their own private bedroom.

Residents may own a car if they wish and can always come and go as they please. You may call and request a tour of the residence if you are interested.

The day ended with a Valentine themed display of treats: fresh fruit, cookies, nuts, cupcakes, etc. Hostesses were Helen Sykora, Nancy Flikkema and Loretta Dick. Please join us next month at our March 9th meeting at the Lodge in Lake Carroll. Joe Rush will be in attendance to present “Lake Carroll History” for our March program. Guests are always welcome—hope to see you there!

“Lake Carroll 25 Years Ago”

Introduction In the January Lake Carroll News, I wrote an article showing some of the history of our Association twenty five years ago, the year 1992. The article entailed some news starting with the Annual Meeting. It is interesting to observe that many of the issues and events are not far off from what we experience today.

The Home Show was an excellent opportunity to learn about Norm Hoffman the available options in the new home market. The Home Show Board Director was held at the Plum Tree Lodge with exhibits along with home builders available to answer questions. It was at the home shows that various builders and inspectors were available to familiarize people with the Lake Carroll building regulations and to explain the Lake Carroll building code. There have been suggestions to bring this event back to Lake Carroll from some of our members.

Today, our A&E Committee is the overseer committee that will approve plans for proposed construction, rip rap, septic systems and other improvements to members property. The committee will recommend rules and regulations to the Board for approval and enforces such rules and regulations. Our Lake Carroll Building Inspector works very closely with the A&E Committee to protect the rights of all our members concerning building codes and regulations.

The March 2017 Photo of the Month was submitted by Kathy Patchett (2212)(non-club member).

“Photo of the Month” may be submitted by any LCA Member, employee, or guest. Entries must be of Lake Carroll content and in good taste. Image files should be a minimum size of 1MG for enlargement quality. The photo is selected by the LCA Photography Club members, displayed in the Lake Carroll Clubhouse, and in the Lake Carroll News. A twenty dollar gift card to the restaurant will also be awarded. Entries should be to Rick Brant at rbrantphoto@gmail.com by the second Sunday of the next month’s posting.

Entries not selected will be saved for entries in future months.

The Photography Club meets on the second Tuesday of the month at Plumtree Lodge, at 9:30 am. Anyone interested in photography at any level is more than 35 New Homes in 1991 It was reported by the A&E Committee that 35 new homes were approved to be built welcome.

Exfiltration Project During the year 1992, the exfiltration project was designed to curb lake seepage, as well as the dam face stabilization. The monitoring at the time showed the lake had risen two feet but was however seven feet below normal. The plan was to continue monitoring the seepage and wait to evaluate if the problem has been solved.

At our current time, we now have Piezometers place at various locations around the dam to monitor seepage of our dam. The Piezometers have been very beneficial to us collecting readings over a period of time and helping us determine location of needed grouting for the dam. We were complimented by contractors for having these measuring devices because it aided their efforts when repairing seepage. The Board currently has recommendations to clean out and upgrade these measuring devices to keep them spilling out the much needed information.

At the end of 1992, 41 more homes were added to our community. Currently we have 967 homes as part of our Association and in recent years have budgeted 4 new homes a year. The first building permit was issued 7-1-1975.

Jim Blackburn General Manager Jim Blackburn was hired as GM on April 13, 1991 and assumed his duties the following May. As the year 1992 began, Jim was in full swing to the challenges that presented our Association at the time. Jim was a graduate of Eastern Illinois and a former Finance Director of Woodhaven Lakes. Many of his former responsibilities matched the responsibilities at Lake Carroll. His background included serving as Vice President of the Illinois Association of Lake Communities. He was very cooperative in the endeavors to see Lake Carroll grow as a community. He enjoyed our amenities and was very instrumental in improving our community at all levels. He remained our GM until September of 1997 and later passed away in October of 1998.

Bluebird Time Again

Love taking pictures? Wish you could have more control over the pictures you take? Have you said to yourself, “I should check-out the Lake Carroll Photography Club and see what they are all about”? Now is the time to visit us!

You are invited to attend our next meeting which takes place the second Tuesday of March! You can meet other photography hobbyists and join our lively discussions about various aspects of photography. Whether you are using a smartphone, a point and shoot, or a DSLR camera, you will find other club members at your level. What connects us is a love of taking pictures!

At our next meeting on March 14, 9:30am-11:00am at the Lodge, photographer and Lake Carroll member, Bill Fisher, will lead a class on Photography Fundamentals. All Lake Carroll members and guests are invited to attend and bring your camera! Bill is an active member of the Photography Club with an “eye” for capturing nature. You’ll often see him snapping photos at the Morton Arboretum in Lisle, IL. This April, the Photography Club begins its 4th year! There are lots of fun things planned for 2017, so you won’t want to miss a meeting! We hope to see you there!

I doubt if this unusually warm weather will continue for long but it does remind me that the bluebird season is quickly coming to northern Illinois again. Last year we had a mild winter and had bluebird sightings at Lake Carroll in March and nesting activities in early April. If you already have bluebird houses on your property, now is a good time to check their condition and give them a cleaning.

Lake Carroll Members Co-Author a Children’s Book:

(PRWEB) FEBRUARY 09, 2017 “Waddling Walter Runs Away to the Wide, Wide World,” is the new collaborative work of Donna Flaska and Carol Margosein. Announces Board of Directors and 2017 Membership Drive

Calling all Lake Carroll women golfers to sign up for the women’s league. Whether you’re an experienced golfer, or just a beginner, please consider joining the league. It’s a great way to have fun, enjoy the great outdoors, and make new friendships.

There are three divisions of the league: 18 Hole AM, 9 Hole AM and 9 Hole PM, that play every Wednesday throughout the spring and summer.

The sign up date is Wednesday, April 5, 5 PM, at the Clubhouse. Thirty five dollars includes both handicap and league fees and is payable at registration. You do not need a handicap to join…handicaps will be established during league play. The first day of play is Wednesday, May 3. If you have questions, please call Marve Feucht, league President, @ 815-493-9104. And if you are unable to attend the registration, please mail your check (made out to L. C. The Lake Carroll Ski Club met on February 11th and we’re pleased to report that we’ve elected the initial Board of Directors for our club. Ryan FitzSimmons will serve as President with Brenda Allgood serving as Secretary and Barb Anderson as Treasurer. With the board now in place and a clearly defined vision we are now ready to get to work!

First things first, we’re inviting all Lake Carroll Members interested in joining an active community of skiers to join us. Annual dues are $25 and will be used to fund programs and activities like our Chestnut Mountain discounts, outings, and other events. We plan to put together a yearround schedule in hopes of bringing people together, having fun, and creating opportunities to improve things at our ski hill. No application is necessary, just come to a meeting or contact Ryan FitzSimmons (fitzsir@yahoo.com) to arrange payment.

The next regular meeting of the Ski Club will be held in the Lodge at 1:30 on March 4th. We’ll be planning the 2017 Ski Hill Open House and other events so come on by and share your ideas.

Fish Identification:

Bluegill: Have blue gill tab, and a black spot at the end of their dorsal fin rays.

Redear have a red tip at the end of the blue tab on their gills. They do not have the black spot on the back of the dorsal fin rays.

Pumpkinseed have a bright orange spot at the end of the blue gill tab and they have a iridescent blue radiating lines on the cheeks. They, like the red ear, do not have the black spot at the back of the dorsal fin.

Zebra Mussels and their Predators…

As we enjoy unseasonably warm weather, I’m hearing the buzz about the lake for the upcoming fishing season. We’re very excited to get the boats in the water and wet a line!

As many of you are aware, for the past 6 years, we’ve been conducting an aggressive stocking program in attempt to reduce the impact of the invasive zebra mussels. To date, this stocking program has consisted of redear sunfish. These fish Joe Rush look similar to the bluegills you are accustom to catching, but Lake Manager have some physical variations that allow you to distinguish them apart. This article is to help you understand the differences between bluegill, redear sunfish, and the newly stocked pumpkinseed. But first of all, I’ll explain the reasons for the redear and pumpkinseed stockings.

Originally, redear were proposed due to their ability to utilize mussels in their diet.

They have very strong jaws with pharyngeal teeth used for crushing snails, clams, and mussels. Since they are capable of crushing these shells, they are able to utilize a food resource (zebra mussels) that our other desirable game fish species cannot.

Pumpkinseed sunfish are capable of crushing these shells as well. However, the preferred range for the redear is more southern, and we’re at the very northern range of their preferred climate. They also (generally) use deeper water habitat than our bluegill or even pumpkinseed sunfish. Either way, both species are capable of eating the zebra mussels, this is the native range for both species, and they are both capable of producing some very good fishing opportunities for anglers at Lake Carroll.

Now let’s discuss the differences between redear and pumpkinseed and why we are shifting our stocking efforts to pumpkinseed sunfish from redear. Much of our zebra mussel perceived problems are in the shallow areas of the lake. The mussels attach to docks, boats, lifts, buoys, and any other hard surface in the lake, like rip

rap. These hard, sharp shells of the zebra mussel can be difficult to work with as they can cut you, weigh down boats, and clog boat motors. These zebra mussels are also very effective filter feeders and seine out important zooplankton and phytoplankton that is the beginning building blocks for our fish community. It’s the food our young game fish need to survive and grow. While no chemical options for large-scale lake treatments of zebra mussels currently exist, we believe we can reduce some of the impact through stocking predators for these invasive zebra mussels. While we are seeing some return on our redear sunfish (collections while doing fish surveys and anglers reports) redear can be difficult to capture due to their desire for deeper water and their difficulty to catch. Ultimately, redear are hard to consistently catch outside of the spawning season. However, they can grow to very large sizes and be a true trophy for any angler!

Pumpkinseed, on the other hand, prefer shallower habitats and studies have shown they actively feed on zebra mussels, when available, and zebra mussels make up the majority of their diet in those conditions. They don’t reach the physical size that redear will, but catching fish up to 8 inches in length is common. Due to their aggressive attitude and use of shallower habitats, they are easy to catch for even the novice anglers.

Since we are stocking these fish for a purpose (zebra mussel control) we have placed harvest restrictions on the redear and the pumpkinseed. They are a ‘catch and release’ species. Since they do look similar to the bluegill, we are placing some pictures with this article with some descriptions on how to tell them apart. It is our responsibility as anglers to understand the game laws and to properly identify the game we keep.

Our signs and creel limit cards have been changed over the years to provide pictures to help our anglers. If you don’t know, let it go!

Hopefully you’ll have the opportunity to wet a line and enjoy catching some of these fish, but remember to let them go so they can continue to do their ‘job’ on these invasive zebra mussels!

Fish Tales

By Mike Bykowski, Fishing Club Secretary As the new secretary for the Fishing Club, I’m still “learning the ropes” and have two months of news to report. Your will find my reports for January and February below.

JANUARY 2017 The meeting was called to order at 6:52pm. Frank Malito lead the Pledge of Allegiance for 48 members who braved the icy conditions for the initial meeting of 2017. These brave souls enjoyed good food, good friends and a movie after the meeting.

Tom Stangl opened the meeting by introducing the Fishing Club Board. This year’s board is a combination of new and current board members. They are Tom Stangl as President, Gary Gariff becomes Vice President, Mitch Feucht will remain Treasurer, Mike Bykowski is Secretary, Fred Reddies continues operation as Hatchery Manager and John Quilico and Joe Czurylo will serve as Directors. Tom then thanked the retiring board members (Bill Comstock, Frank Malito and Roman Cirignani) for all their hard work. Mitch was next up and presented the Treasurer’s report. He explained the income and expenses for December and reported the beginning balance for the new fiscal year.

Mitch further noted that the club has 173 members and that it’s time for dues. It’s only $20 for a year of fun-filled events. A motion to accept the treasurer’s report was made

by Frank Malito and seconded by Tom Wienecke.

Tom continued the meeting by discussing the projects planned for this year. This year’s event calendar is full of activities which include many of the events we have grown to enjoy plus some new challenges. The club will continue its many lake activities which include the Couple’s Fish Outing, the always popular Kids Fishing Derby, Spillway Rescue, Goose Egg Oiling and of course the Spring Walleye roundup and Fry Hatch.

The Fry Hatch coincides with the Hatchery Open House in April. Seems like a lot but there’s more, the Golf Outing will be in August and of course the annual Christmas Party will be held at year’s end. The club will continue its Christmas Tree reef structure projects but new this year will be the addition of manmade structures. The club isin-need-of 5 gallon buckets for these manmade structures. If you have any or know where some can be donated, contact Gary Gariff or drop them off at the Hatchery. Once the buckets are available, hopefully in March, the club will schedule a work day to assemble these structures. If you’re interested in the design, there are two samples on display in the Hatchery; these will be brought to the next general meeting in February.

Almost done, the club is in the process of reviewing its By-Laws. The by-laws have not been updated for a long time and need to become current with the daily operations.

When the revisions are complete, they will be released to the membership for approval.

WOW, quite a year, but there’s still one more item. The club is looking for volunteers (4) to assist with the Hatchery operations for the Spring Walleye hatch. The club realizes this activity is crucial to the health of Lake Carroll and training other members in Walleye reproduction and restocking of game fish will ensure the fish population. If you’re interested, and no experience is necessary, contact Fred Reddies or stop by the Hatchery. This critical and successful program needs your support, so please consider volunteering. Watch the LC News and future Fish Tales for more information.

Comments were requested for this year’s Christmas Party. In consideration is changing the party date back to the first weekend of December as it has been in previous years.

The club also requested input for holding the holiday event on Friday or Saturday.

Consideration will be given to all input.

Are you good at guessing the number of gumballs in a jar, well it’s time to guess when the Christmas tree will fall through the ice. The “Sink the Christmas Tree” contest is now open. The tree will be located by the West Marina this week, watch for it. Each

guess is $2, so dust off that crystal ball and give your date to Mike Siciliano. Mike is also hoping for snow for the winter golf outing. We’re hoping the event can be held by the end of January. Winners of this month’s Pot Luck’s Raffle were Lisa McQuilkin and Nancy Zakosek. Congratulations to both. Have a safe and healthy New Year from the Fishing Club and see you at the next General Meeting and Pot Luck in February.

FEBRUARY 2017 Gary Gariff opened the meeting at 6:45 by leading 50 club members and guests in the Pledge of Allegiance. Joining the general meeting were guests Doug Anderson (Barb Anderson’s son) and Mike Sweeney who recently moved here from Kentucky. Mike joined the club as a new member and is looking forward to the many activities sponsored by the club. As usual, the pledge was preceded by good conversation amongst friends, tasty chicken and delicious side dishes prepared by the club members.

Mitch Feucht presented the Treasurer’s report for January. The current month’s financial statement after income and expenses were considered is $6,620. It was noted that much of the increase from last month’s statement was due in part to 2017 memberships. Mitch mentioned that he would be sending out an E Mail as a kindly reminder that dues are to be paid at the beginning of each new year. He also noted that if you do not receive the Fishing Club E Mail blasts, please get your ID to Mitch. The E Mail blasts are a great form of communication to club members advising on the many club activities and events.

The meeting continued with a confirmation of event dates. Mark your calendars, call your friends and family and join the club for the Hatchery Open House on April 9th and 23rd. The Kids Fishing Derby will be June 17th followed by the Couples Fishing Tournament on August 7th. The last confirmed date is the Golf outing which is scheduled for August 26th. A question arose as to whether 9 holes of golf could be included as an option to playing 18 holes. The golf outing committee will consider this request as part of the overall planning and will present its recommendation to the Fishing Club Board.

Several other club representatives gave reports. Fred Reddies reported that work has begun on getting the Hatchery ready for netting and the Spring Walleye hatch. Also mentioned is that consideration is being given to raising another type of fry in Fawn Pond or another pond area. With reference to the Spring Walleye hatch, the Fishing Club is seeking volunteers to help with all the activities necessary to a successful and beneficial Walleye hatch program. Please consider volunteering, your help will preserve the Walleye population and ensure great fishing in Lake Carroll for years to come.

Gary Gariff presented an example of the plastic bucket structures to be constructed and placed into the lake along with this year’s recycled Christmas trees. Gary noted that the bucket structures are environmentally safe and will provide additional habitat for fish.

Along with the Christmas Trees and Bucket Structures, consideration is being given to a gravel bed to aid with the Walleye Spawn. The best location for these structures and the gravel reef is in review. Mike Siciliano gave several short reports on “A Day at The Races”, “Snow Golf” and the “Sink the Tree Contest”. Entries for the “Sink the Tree Contest” will close on February 14th, “Snow Golf” will be scheduled for March, snow or no snow. More information on “Snow Golf” will become available as soon as the date is finalized.

The meeting ended with a raffle which was won by Char Messmore and Pat Wienecke.

Congratulations to both winners. Many club members stayed after the meeting to enjoy a movie, popcorn and more good times. See you next month.

While on the hunt…

Seeing the article on the Snow Owl in last month’s Lake Carroll News reminded me of an encounter while hunting in 2011. I was deer hunting south and west of the dam sitting 20 feet in the air when a large owl flew in and landed eye level with me 60 yards away. He stared at me trying to figure out what I was, as I was dressed in complete camo. We mimicked each other’s head movements for about 5 minutes then he took off...straight at me, full speed with a 5 foot wingspan. I braced for impact then he slowed up and landed 3-4 feet above me. He sat above me for an hour. He would see or hear something then I would look where he was looking. We “chatted” quite a bit.

That exact scenario repeated itself two more times that hunting season, but not since. Another awesome hunting experience at Lake Carroll. The hunters here could write a book on all the things we see.

I never looked up the type of owl it was…now I know it was a Snowy Owl, Arctic Owl, or also known as the Great White Owl. 2017 Lake Carroll Tournament Rules

1. Lake Carroll Rules and Regulations: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.

2. Entrance Fee and Payouts: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament.

From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament.

3. Mandatory Pre-Tournament meeting: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat. All tournament participants are required to attend the pre-tournament meeting.

4. Tournament Start Time: The tournament will start when the pre-tournament meeting has concluded.

5. Tournament End Time: A team’s boat must be inside the West Marina’s no-wake buoys prior to tournament end time as specified during the pre-tournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.

6. Take-off Rules: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pre-tournament meeting.

Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area.

By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pretournament meeting.) The take-off boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the take-off boat, each boat may

take-off in single file after idling past the take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. No boat can exceed the lake speed limit of 40 mph. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.

7. Live-well Inspection: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before take-off. Any boat without a working live-well will not be permitted to fish the tournament.

8. Limits and Minimum Size: Each team is allowed to weigh-in any combination of five live largemouth and/or smallmouth bass measuring no less than 14 inches in length when measured with a tightly closed mouth. Dead fish do not count. At no time during a tournament should a tournament participant boat have more than five fish in their live-well. Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.

9. Courtesy Bump: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement. Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board. Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish. Any team bringing a short fish to the scales without a courtesy bump will be disqualified.

10. Weigh-in Procedures: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their live well to the scales with a bag provided by Lake Carroll. These bags are located next to the weigh-in scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.

11. Live Bait: Live bait not permitted 12. Three Lot Courtesy Rule: Any angler moving into a new spot should allow an angler already in that spot a minimum of 500 feet of space (the rough equivalent of three average sized Lake Carroll lots.)

1 pkg Durkee Chili Seasoning Mix 1 lb ground beef 1 can (15.5 oz) kidney beans, undrained 1 can (28 oz) diced tomatoes undrained 1 bottle (46oz) V8 juice

Highland Community College Theatre Arts program presents “Midsummer Night’s Dream,”

by William Shakespeare for the spring 2017 theatre production. Performance dates are Thursday, March 9, Friday, March 10, and Saturday, March 11, at 7:30 p.m. in the Fine Arts Theatre located in the Ferguson Fine Arts Center.

“A Midsummer Night’s Dream” is a delightful and magical comedy about love. It is an evening of comedy in this magical dream. Puck and his fairy friends are up to mischief mixing up two sets of star-crossed lovers, and casting a spell on the queen of the fairies to make her fall in love with a donkey. One of Shakespeare’s most popular plays, it will delight, amuse and warm your heart.

The cast consists of more than 18 Highland Community College students and three members of the community.

“I am enjoying working on a Shakespeare play with Highland students. They are gaining a wonderful grasp and use of the language. They bring great enthusiasm, dedication, and ideas with them to rehearsals,” said Laura Early, director, and theatre arts instructor. “I have directed this show previously, and I was in a production of it as a college student. This cast is very talented — one of the best I have worked with on a Shakespeare production.”

Early’s training includes work in voice and Shakespeare’s rhetoric with Dennis Krausnick, co-founder and director of training for Shakespeare & Company. Early was assistant director for Krausnick’s production of “Titus Andronicus” at the University of Louisville in Kentucky.

The set for this production includes a large revolving stage adding to the magic of the show.

Set design is by Dave Vrtol, technical theatre director. Lighting design is by Highland student, Alex Jansen, and Linda Foat is the costume designer. Original music written by HCC student Josh Naujokas will be featured in the production.

DRIVING DRAFTS – NO LICENSE REQUIRED SPIN CLUB Youth 8-18 years old by Sept. 1, 2016 are welcome to join the Driving Drafts SPIN Club sponsored by the Carroll Co. 4-H. Participants will learn about draft horses and their uses, and learn how to ground drive. You do not need to own a horse to attend.

Draft horses will be provided. The club will meet Saturday’s from 10:00 a.m. – noon on March 4, April 8, May 13; and Mondays 5:30 – 8:00 p.m. on June 5, 19, July 3, 17 and 31. Location for most meetings will be 9822 Mill Road, Mt. Carroll. No cost for current 4-H members to attend, $20 for non-4-H members.

A parent or guardian must attend the first meeting. Participants must wear closed toe shoes such as cowboy boots or other hard surface leather shoes. The demonstration contest will be held following the Public Speaking Contest. 4-H’ers may choose from the following area for their presentation: Food division - International, ethnic, or regional cuisine; nutrition; food science; food preservation; food safety; making food dollars count; general demonstration; horse demonstration and horticulture demonstration. Cash prizes or gift certificates will be awarded to the top 4-H’ers in each area. Registration deadline is March 1.

When will the LCA Severe Weather Sirens Sound?

The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll.

There is no difference in the sound of the siren between a thunderstorm warning and tornado warning.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website.

Severe Thunderstorm Warning: This is issued when either a severe thunderstorm is indicated by the WSR88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately.

Severe thunderstorms can produce tornadoes with little or no advance warning.

Tornado Warning: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect.
