LCA BOARD ELECTIONS The ballot counting took place at the Conference Center on Thursday, December 3, 2015. There were three (3) openings. The three candidates with the highest votes were sworn in at the Annual Meeting on Sunday, December 6, 2016.

Lake Carroll Photo ID

We began announcing update requirement in September 2014. To date, there are still a number of Members who have not yet updated their children’s photos. Unfortunately, if those children try to access an amenity with their old card, they will be denied access and advised to visit the Admin Office.

Primary LCA Member’s dependent children 5-24 years of age were required to have new photos for their 2015 LCA ID cards. Our current program has been in effect since 2007.

PLEASE NOTE: ID cards printed prior 2014 for dependent children 5-24 years of age have been deactivated. If your dependent(s) have not received a new ID card (see sample), you MUST submit new photos.

We need a clear head & shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted. The preferred method to receive photos is to email your photos to photoid@golakecarroll.com.

Be sure to identify your photo files with the filename, section/lot, child’s name, and date of birth for each photo submitted. If you don’t have the option to email, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. Depending on the customer load at the time you are in the office, your new ID cards may be mailed at a later date.

2016 MEMBERSHIP SURVEY This issue provides you with another chance to complete the 2016 Membership Survey being distributed by the Lake Carroll Steering Committee.

Only one (1) survey per household is accepted.

Multiple submissions from the same household will not be accepted. This is the same survey that was published in the December 2015 Lake Carroll News.

Surveys are available through: -paper copy included with annual dues notice mailing, -paper copy available at Administration Office, -paper copy available in the Lake Carroll News publication, -electronic copy via weekly Grapevine email blast link, -electronic copy via Lake Carroll website (www. golakecarroll.com) You can access and complete this survey using your mobile devise.

Happy New Year! I hope all of you had a festive Holiday Season and I would like to extend my wishes for happy, safe, healthy, & prosperous New Year to all Lake Carroll Members. I would also like to welcome Clarence Grant who will serve on the Board of Directors for at least the next three years. Clarence invested a great deal of time over the past 13 months learning about the Association, the Committees, and the Board. In fact, if you attended a Committee or Board meeting last year, Clarence was probably in attendance. I don’t know of any better way to prepare for serving on the Board Mike Schmieder than to attend as many Committee and Board Meetings as possible General Manager and Clarence did just that. In doing so, he has put himself in a great position to immediately make his contribution to the Community by sitting on the Board. Not only did Clarence earn his seat on the Board, he’ll serve his first year (2016) as our Treasurer. Clarence brings with him a wealth of experience which will benefit the Association and me as we move into 2016 and beyond. Welcome aboard Clarence and I look forward to working with you.

The downside to welcoming a new Member to the Board is the fact that someone is leaving. Joanie Perez has served as a Board Director since my arrival in December of 2010 and the Board Secretary since 2012. If you didn’t know, serving as the Secretary is a time consuming task which requires patience and attention to detail. Joanie has served the LCA Community in too many ways to mention here and she will be missed as a Board Member.

It seems that at least once per year, I’m asked, “what is the salary is for serving as a Lake Carroll Board Member”? Fortunately for us, the Board Members, Committee Chairs, and Committee Members are all volunteers and they receive no compensation for their time, effort and contributions.

Speaking of Volunteers, I wanted to thank our ByLaws Committee for all of their work and to let you know that they were recognized at the Annual Meeting as the Committee of the Year. Congratulations go to Bill Comstock (Committee Chair), Maureen Allred, Ian Keith and Mercedes Meyers.

I would also like to thank Mike Siciliano, Chairman of our Safety Committee and Neighborhood Watch Coordinator for his ongoing commitment to serve the Lake Carroll Community. Mike was named Volunteer of the year at the Annual Meeting and while many volunteers deserve this recognition, I can’t think of anyone more deserving than Mike. If you don’t know Mike, I highly recommend that you attempt to meet him. Congratulations Mike!

Last, I would like to ask for your help in completing the 2016 LCA Member Survey. The survey appears in this edition of our newspaper, on our Website, is available at the Admin Office, and will be mailed to your homes in late December. The last time we asked the Membership to complete such a survey was in 2012 and much has changed since that time.

Our Steering Committee and the staff are working together to gather as much feedback on the Association as possible. The data will be compiled in February/March and the results will be published in the spring of 2016. Your input is very important and future decisions regarding the Association will be based on what you feel is important so please take a few minutes to complete and return the survey.

2016 MEMBERSHIP CARDS & DECALS The 2015 Annual Dues packets were mailed the second half of December 2015. Information sheets & the lower remittance copy of your statement must be returned with your payment to receive decals.

Please review the information on your sheet. UPDATE YOUR VEHICLE INFO, ADDRESSES, PHONE NUMBERS, AND EMAIL ADDRESSES! The photo ID Amenity cards are intended to be used for multiple years. Do not discard them, there is a $20 replacement fee. ID cards for dependent children (ages 5-24) printed prior to 2014 have been deactivated. If your dependent(s) have not received a new ID card (see sample in this issue) you must submit new photos. To avoid late fees, payment must be postmarked by January 31, 2016. Please read all the information sent with your December billing packet. If you have questions regarding insurance or registrations, please call the LCA Office at 815-493-2552; Pam & Marcy at ext 10 or Missy at ext 20. 2016 “REMOVABLE WINDOW CLING” GUEST PASSES Please mark the appropriate space on the back of your information sheet if you will need these. Four passes (per lot) will be issued if they are requested. Each set of four will display identical numbers (i.e.

4301). Your section & lot number will not appear on the actual guest pass. The displayed number will be assigned to your database information. Per Lake Carroll Rules, no guest passes may be used in member vehicles (LC Rules & Regulations Title V: Chapter 53.07 (A) (3) 2016 BOAT SAFETY CLASS Lake Carroll has scheduled one (1) Boat Safety Class for 2016. Saturday, April 16, 2016 is the date.

The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2016. Further information will be available in the February issue of the Lake Carroll News.

2016 MARINA SLIP ASSIGNMENT PROCEDURES DEEDED BOAT SLIPS Letters have been sent to all ‘deeded’ boat slip owners. Forms & payments must be received by January 16, 2016. Failure to submit the form & payment for the deeded slips (by 1/16/16) will be considered a negative response and the slips will be made available to other property owners.

EAST MARINA SHORELINE SLIPS Letters have also been sent to all owners using the East Marina Shoreline slips during the 2015 Boating season. Forms & payments must be received by January 16, 2016. Failure to submit the forms for the East Marina shoreline slips (by 1/16/16) will be considered a negative response & the slips will be made available to other property owners.

ASSIGNED BOAT SLIPS If you used an assigned boat slip in 2015 and you are a member in good standing, you will be offered the opportunity to use a slip in 2016. These letters will be mailed by January 31, 2016. These forms must be returned with your payment by February 20, 2016. Failure to return this form (with your payment) by 2/20/16 will be considered a negative response.

NEW BOAT SLIP USERS/NON-DEEDED Saturday, March 5, 2016 (1st Saturday in March) will be the day new boat slip users (non-deeded and non-waterfront) may apply for a slip for the 2016 season. Owners must apply in person at the Conference Center. Completed Visa/Master authorization forms must accompany the request. The Conference Center will be opened at 7:30AM. The drawing for slips will be conducted promptly at 8AM. Please mark this date on your calendar. Further information regarding the Marina Slip Allocation procedure will be included in the February issue of the Lake Carroll News. The Rules & Regulations booklet contains the Marina Assignment & Payment Schedule.. If you have further questions, please call Julie at 815-493-2552 ext 14 or Missy at 815-493-2552 ext 20..

SEASONAL CAMPGROUND USERS Bills for the 2016 campground season will be mailed approximately February 12, 2016. To secure your campsite, payment must be received by March 30, 2016. Decals will be issued upon receipt of the 2016 Seasonal fee of $590.00, plus $25.00 for the decal. Trailer and Vehicle Camp Shelters being registered at Lake Carroll will be required to show proof of ownership as is required on other conveyances. Proof of ownership can be: Title, current Insurance, and/or current State License Plate registration CAMPGROUND LOTTERY The Annual Campground Lottery will be held Saturday, March 5, 2016. This is the date for new campers to apply for a season campsite. Lottery will be held at the Conference Center. Doors will open at 9:30 AM & the lottery drawing will be conducted at 10:00 AM. Refer to the Campground Section in the Rules & Regulations.

GOLF STORAGE & TRAIL, CAMPGROUND STORAGE & BOAT PARKING Bills for the above will be mailed approximately February 12, 2016. Payment will be due on or before March 30, 2016. Decals will not be issued until payment & the appropriate insurance & ownership information has been received.

2016 LAKE CARROLL HOMEOWNER DIRECTORY Lake Carroll Homeowners that have a Lanark (493 prefix) telephone number or cell phone number which is used as the primary number at your Lake residence will be included in the annual Directory to be published in April 2016. The ‘Lake Phone Number’ on your 2016 Information sheet will be the number published in the directory. Please review & update ALL phone numbers. If you wish to be EXCLUDED from the 2016 Directory you must return the form included in your Annual Dues packet on or before January 31, 2016.

LAKE CARROLL HOMEOWNERS Please provide your service providers (i.e. propane, snow removal, landscapers, septic, etc) with your current phone numbers. If you have your property listed with a realtor, please make sure to update address & phone information with them also.

AMENITY USAGE All delinquent dues and fees must be paid in full to exercise your amenity privileges (i.e. Aquatic Complex & Ski Hill) during the winter season. Photo ID Amenity cards must be presented to use these facilities. The office will be processing payments & issuing decals & cards as rapidly as possible.

ASSOCIATION LOT TRANSFER FEES The Association charge for the Association Transfer fee is $150.00 and $450.00 for the Fixed Asset Reserve fee for each resale. The $150 transfer fee is due by the seller & the $450 fixed asset reserve fee is to be paid by the purchaser. These fees ($600 total) and any outstanding dues or fees accompanied with a copy of the recorded deed are required before the new member will be entered in our membership database. GENERAL INFORMATION REMINDERS Decal fees are now $30 for each additional decal. One free decal is issued for each dues paying lot.

Vehicle make, model, year & current license plate information & state registration card must be on file for each vehicle you register Per the Rules & Regulations, vehicle decals may be issued only for vehicles owned by members in good standing). A 2016 Fee Schedule has been included in your billing packet. Please save it and refer to it throughout the year. Visa/Master authorization forms must be completed each year. Please check the appropriate line items if you want to charge your mowing fees, decals, marina etc. Using Credit Cards, Debit Cards & Gift Cards for the payment of Dues is not allowed. Old forms are destroyed annually. Include the bottom portion of your billing statement with your payment & completed information sheet. Registration & insurance questions should be directed to Pam or Marcy (ext 10) & Missy (ext 20) at the Front Desk. Dues & billing questions - call Julie (ext 14) Accounts Receivable. Quarterly handling fees are $25 per quarter. $100.00 late fees will be added to all unpaid accounts postmarked after January 31, 2016. Mark this date on your calendar now!

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

EDITORIAL & PHOTO GUIDELINES It is each organizations responsibility to publicize and cover their events for the Lake Carroll News. If you need assistance, please contact the office.

Any written articles, committee or club ads, or photos submitted for publication in the Lake Carroll News must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. The year 2015 has come to an end I would like to thank the Lake Carroll Safety Committee and the Committee Chair, Mike Siciliano, for their continuing support and knowledge during the past year. I would also like to congratulate Mike for being named Lake Carroll Volunteer of the Year; Mike is very deserving of this accolade. The Security Department is fortunate to have such a good working relationship and support of the Safety Committee.

I have been questioned by a couple of property owners about why Security needs tracks for our ATV. These would be used for several different situations. First and foremost would be at the ski hill. It would be used as an EMS vehicle to help extract people that may be injured on the ski hill; this is a much better option than a snowmobile. We would also use the tracks to help us patrolling the lake checking ice fisherman during the winter. The ATV would also be used as a response vehicle during the winter if a significant accident should happen to occur on the trail system.

Just a reminder, when the snow flies at Lake Carroll please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways. Lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel, please stay home and give our Maintenance Department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow. Let’s have a safe winter driving season.

Please use caution when skiing, tubing, or boarding. Be aware of your surroundings at all times. Be patient with other riders who may not be at your skill level, but most of all enjoy the ski hill.

I had a concern from a property owner about coyotes. There have always been coyotes in the area of Lake Carroll. I do not recall any incidents involving coyotes at Lake Carroll. There have been recorded incidents in other areas of the country that coyotes have attacked small dogs and cats. Keep your pets close to the residence at night when coyotes are on the move.

A couple of years ago a tragedy occurred in Sabula Iowa on Sabula Lake it is located about 20 miles west of Lake Carroll. Two ice fishermen fell through the ice; only one was rescued. If you are an ice fisherman please use extreme caution when heading out on the ice.

Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour.

Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations Title 5, Chapter 53.03 (B)(4).

Winter is here it may be time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Then Security will contact you or other contacts you have provided too on your Residential House Check form. See more details about this program elsewhere in this issue or contact me if you have any questions. I have seen the devastation water can do to homes here at the lake because of a broken water pipe, something to consider.

If you’re going ice fishing, be sure to check the ice thickness wherever you go, and it’s best to take along a fishing buddy, or 2, in case one of you falls through the ice. Use of the frozen lake is at your own risk. And with the mild winter we’ve had so far, it may be quite some time, if at all, that our lake will have ice on it.

When driving on snow, start out slowly and drive slower than you normally do. Remember, on snow a car takes much more distance to stop then it does on dry pavement. Those of you with four-wheel-drive vehicles can start out very quickly on the snow, but you can’t stop any better than a 2 WD car. Don’t become overconfident just because you have four-wheel-drive.

Beware of ice on the roadways and when you apply your brakes steer in the direction you want to go.

Your mother always told you growing up to dress properly, so let’s be sure to wear a coat, boots, hat, gloves and scarf. Make sure your car is ready to go, too. Is the battery OK? Good tires? Sand or kitty letter in the trunk in case you get slightly stuck? Are all your lights working, and are your brakes in good order? Do you have new windshield wipers, an emergency kit, and an extra coat in the trunk that I talked about last month?

Use caution on our many hills and curves. Many people still walk in the winter, but they cannot always get as far off the roadway as they can in the summer, and if you’re driving on a snow-covered road you just can’t steer around them as well as you can on dry pavement.

Please be on the lookout for pedestrians.

The most important words while driving in winter weather is Slow Down! Give yourself extra time. Let’s be safe out there and get to our destination safely. During the last few weeks I have been riding high. As we all know by now our LC 2016 buget passed. I am very happy to announce that our tornado siren system has become a reality. I have, along with numerous people, have been working on a warning siren over 15 years. I would personnaly like to thank our past and current Safety Committee, LC Board Members, and the backing of all the LC standing committee chairs attending the Steering Committee meetings. For those who don’t know, LC is very gratefull to the Lanark Fire District who donated $20,000.00 towards our siren system. Hunt Thomas (LFD Volunteer and LC Resident) has been very helpful in his capacity as a Lanark firefighter and Freedom Township Supervisor in our siren endevour. We all will be working hard being lead by our LC GM Mike Schmieder to get the project going.

Please keep a watch over your neighbor’s property over the snow bird season. If you are driving around and see a red light (heat light) visible in a house window, let Security know.

By doing this it may save a homeowner a lot of grief and $$$$’s.

MOST COMMON FORM OF IDENTITY THEFT: TAX IDENTITY THEFT Tax Identity Theft Awareness Week is an annual reminder to safeguard your information when preparing taxes. Tax identity theft happens when someone files a phony tax return using your personal information — like your Social Security number — to get a tax refund from the IRS. It also can happen when someone uses your Social Security number to get a job or claims your child as a dependent on a tax return. Tax identity theft has been the most common form of identity theft reported to the Federal Trade Commission (FTC) for the past five years.

Tax identity thieves get your personal information in a number of ways. Including: • Going through trash or stealing mail from your home or car • Sending phony emails that look like they’re from the IRS and asking for personal information • Making calls that look like they’re from the IRS and asking for personal information over the phone Tax identity thieves may get your personal information through their employment. For instance: • Employees at hospitals, nursing homes, banks, and other businesses have access to steal your information • Phony or dishonest tax preparers can misuse their clients’ information or pass it along to identity thieves So what can you do about it? To lessen the chance you’ll be a victim: • File your tax return early in the tax season before identity thieves have the ability to • Use a secure internet connection if you file electronically. Don’t use unsecure, publicly available Wi-Fi hotspots at places like coffee shops or a hotel lobby • Mail your tax return directly from the post office • Shred copies of your tax return, drafts, or calculation sheets you no longer need • Respond to all mail from the IRS as soon as possible • Know the IRS won’t contact you by email, text, or social media. If the IRS needs information, it will first contact you by mail • Don’t give out your Social Security number (SSN) or Medicare number unless necessary.

Ask why it’s needed, how it’s going to be used, and how it will be stored • Get recommendations and research a tax preparer thoroughly before you hand over personal information • If your SSN has been compromised, contact the IRS ID Theft Protection Specialized Unit at 800-908-4490 • Check your credit report at least once a year for free at annualcreditreport.com to make sure no other accounts have been opened in your name What if you are a victim? Tax identity theft victims typically find out about the crime when they get a letter from the IRS saying that more than one tax return was filed in the their name, or IRS records show they received wages from an employer they don’t know. If you get a letter like this, don’t panic. Contact the IRS Identity Protection Specialized Unit at 800-9084490.

Unfortunately, tax identity theft isn’t the only way scammers are targeting taxpayers.

Thousands of complaints have been made about IRS imposters who claim people owe unpaid taxes and will be arrested if they don’t pay up. They may know all or part of your Social Security number, and rig caller ID to make it look like it’s really the IRS calling. Before you can investigate, you’re told to put the money on a prepaid debit card and tell them the number — something no government agency would ask you to do.

If you owe or think you owe federal taxes, call the IRS at 800-829-1040 or go to irs.gov. IRS workers can help you with your payment questions. The IRS doesn’t ask people to pay with prepaid debit cards or wire transfers, and doesn’t ask for credit card numbers over the phone.

When the IRS contacts people about unpaid taxes, they usually do it by postal mail, not by phone. Report IRS imposter scams to the Treasury Inspector General for Tax Administration (TIGTA) online or at 800-3664484, and to the FTC at ftc.gov/complaint.

President’s Remarks

As I start this year as President of the Board, I’d like to take a second to restate some personal particulars. My wife, Gail, and I have been at Lake Carroll since 1994 starting as weekenders and becoming full-time residents in 2004. As many of you know, Gail actively works and volunteers (volunteering me, too) in many endeavors. We both enjoy the activities and amenities at Lake Carroll and truly cannot think of a better or more beautiful place to be. We also agree that the thing that has always impressed us at Lake Carroll is the “can do” Jim Ogborn attitude of the people.

Board President I would like to take a moment in the beginning of 2016 to thank members for their efforts in 2015. The list of the members who gave of their time is very long and on behalf of the BOD, I would like to thank each and every one of them for their diligence, thoroughness, and dedication to the Association and its amenities. I would also like to acknowledge and thank the entire Management Team who put many hours in preparing, completing and presenting the 2016 Budget to the association through Finance Committee Meetings, Open Hearings and the Annual Meeting this past December.

As I’ve done in the past in starting this New Year, I’d like to again remind everyone who we are and what the Mission of the LCA is: “Lake Carroll is a private four-season, recreation-oriented, planned community that provides a secure environment for the members. This environment includes, but is not limited to: a 640 acre lake, an 18-hole golf course, rolling wooded hills with scenic views, a clubhouse, restaurant, lodge, ski hill, swimming pool complex, fish hatchery, campground, equestrian area, wildlife and trails.”

Our Association’s Mission statement reads: “The mission of the Lake Carroll Association (LCA), a private not-for-profit Illinois corporation, is to maintain and enhance the assets of the Lake Carroll 5,000+ acre complex, while striving to ensure that each lot owner has the opportunity to partake of the various amenities, according to his or her schedule while protecting the ecosystem.”

For those of you who could not attend the Annual Meeting the summary for the budget, ByLaws, and Board election can be found on 1A of this publication. I would like to thank all Members who took the time to voice their opinions through their vote on the various items presented. “Thank you!”

I would like to conclude by saying that Lake Carroll is improving all the time.

Are we always right in making difficult decisions? No, we’re not perfect but that’s our goal. I’ve made this statement in the past, “change is inevitable but growth is optional”. I truly believe with a positive can-do attitude, we can, and will, continue to improve, maintain, enhance, and protect the assets of our Lake Carroll Community.

His review of our financial statements found that JCWIFI is charging us $700 a month for service and he thought there were specific locations that we were supposed to get free service and those locations are stated in the agreement. John again stated his desire to look at our replat process as we are losing dues paying members with these agreements.

Jeff Howe reported that he heard from MediaComm and the stated the ROE review showed their putting service at LCA is not economically feasible. However, there might be grant money available and if so, MediaComm stated they are interested in pursuing this further and they will be doing some in house research.

Don is taking the lead from the LCA side.

- Tom Wienecke 1-62: Tom saw the email that the trails are closed and wanted to know how long it will be before our trails are ready for snowmobiles. Mike Schmieder responded that it is possible they will be ready next week and will put out an email blast when they are. Tom also reported that the fishing club put rock reefs in the East Marina with a marker and the marker is an issue with the property owner that owns the home that the reefs are in front of.

- Don Marrone 21-45: Don commented that the reefs are marked as they can be a hazard for anyone recreationally jumping off a boat in the area.

- Tom Stangl: Reminded everyone that the Giving Tree is up at the Clubhouse and gifts are due back December 14th.

- Ian Keith: Ian stated he feels the monthly financial statements are overstated due to the propane savings. The Board’s response was that they are looking at setting a procedure for this and other accounts like this.

- Sue Ugorek: Sue state she is concerned with the deficit and the employees being impacted.

She asked how we stay within budget every year as opposed to the solution being an impact on employees.

M15.12.01 Approval of 2014 Annual Meeting Minutes: Rosanne Stangl 23-201 moved and Mike Siciliano 1-24 seconded to approve the Annual Meeting Minutes of December 7, 2014.

M15.12.02 Treasurer’s Report: Treasurer Jeff Howe stated “I would like to extend a welcome to everyone here and to thank you for coming to the Lake Carroll Association Annual Members Meeting. I would like to take a moment to also thank Michael Schmieder, our General Manager, and Lisa Vanderheyden, our Finance & HR Manager. They continue to be extremely patient and helpful with all my questions during this past year.

Now back to what you really came here to hear me say…

The By-Laws of Lake Carroll direct the Treasurer to have the custody of the funds of the Association, collect monies due, pay the obligations of the Association out of its funds and perform other duties that are incidental to the office of the Treasurer.

Those other duties include: • Receive, review and summarize the monthly financial statements prepared by Lisa Vanderheyden, the Association’s Finance and HR Manager. The summary report is then reviewed with the Board of Directors at their monthly meeting.

• Perform various internal audits and tasks as assigned by the Board.

• Present the Treasurer’s Report at the annual members meeting It is the policy of the Board to delegate to the General Manager and his staff the actual task of performing the work of collecting and disbursing the Association funds.

The Board, with assistance and guidance from the Audit Committee, directs the General Manager to conduct an independent annual audit of the Association’s funds. For the year ending December 31, 2014, this audit was performed for Lake Carroll Association by O’Connor, Brooks & Co., P.C. The auditor’s opinion this year stated that the financial statements “present fairly, in all material respects, the financial position of the Lake Carroll Association as of December 31, 2014, and the results of its operations and its cash flows for the year then ended in conformity with accounting principles generally accepted in the United States of America.”

The current financial status of the Association, as of October 31, 2015 financial statements, is: Cash on hand $244,648 Operating, Clubhouse, Health Reimbursement & Petty Cash $98,254 Nicor Account $19,410

Fixed Asset checking account balance $56,377

Debt Repayment account balance $27,094 Fixed Asset Fund Reserve $43,543 Total Available Cash (including Pool & Nicor LOC) $957,782 Fixed Asset Reserve Fund (including Nicor LOC) $473,400 Line of Credit Used $0 Line of Credit for Pool Loan used $0 Due to Operating for Pool Loan $283,277 Line of Credit for Nicor Loan used $0 Due to Restricted Reserve for Nicor Loan $429,857 Total Assets $10,216,817 Total Liabilities $1,433,589 Net Equity $8,783,228 One topic that remains an area of concern is dues collection. Through December 1, 2015, there has been collected the equivalent of 2,199 dues paying members, which is 30 less than we were at this point last year. The 2015 budget calls for 2,240 dues paying members. Therefore, we are behind budget on dues collection. There are still some quarterly and monthly dues payers that may pay before the end of the year, but we are well behind where we were last year at this point. It is believed that the number of delinquent accounts next year will be similar to this year. Because of this, the 2016 budget calls for adjusting the number of dues paying members from 2,240 to 2,210.

This year continues to be a financial challenge for our Association. For several of the past few years, the Association’s Operating budget ran at a deficit, peaking at a loss of over $110,000 last year. This is the major reason we asked for a $100 dues increase

at last year’s Annual Meeting. And that large dues increase has had an impact on the Operating results for this year. Although we are still currently projecting a deficit for this year, it is not as large as last year’s loss. We are currently projecting a $30,000 loss. And the deficit this year is completely due to the shortfall in dues paying members that I previously mentioned. The dues collected both for this year and for delinquent accounts that we expected to collect this year is projected to be $75,000 less than what was budgeted.

However, in order to bring the deficit down to a manageable level, to make up for the loss of dues, our General Manager has had to take some extraordinary measures. For example, for the last two months of this year, he has cut most staff hours by 20% in order to bring down personnel costs. I do appreciate the hard decisions he has had to make, and hope that we as an Association do not put him in a similar position next year. Although the $60 dues increase being asked for this year is a little higher than we had wanted, we do expect that this will finally put us back to where our income and expenses are in alignment.

I encourage you, as property owners, to approve the 2016 budget as it will be presented later this afternoon. The $1,596 dues assessment in this budget is designed to fully fund the projected operating budget, fixed asset, and debt repayment portions of the budget.

Approval of 2015 Treasurer’s Report: Sue Gribble 2-245 moved and Darlene Benson 2129 seconded to approve the Treasurer’s Summary of the Association’s Financial Statements, as presented.

M15.12.03 Election Committee Report: Secretary Joanie Perez announced that this year we had six candidates running for three open spots.

The election results were as follows: Total Ballots Received: 620 Total Ballots Disqualified: 39 Total Valid Ballots Received: 581 Votes per Candidate were: 319 - Barb Anderson 352 - Clarence Grant 218 - Joanne Perez 209 - Jay VanMatre 153 - James Weese 400 - John Grotto Tom Wienecke 1-62 moved and Sue Ugorek 2351 seconded to approve the Secretary’s Election Committee Report, as presented.

M15.12.04 President’s Address: President Anderson’s address was as follows: Lake Carroll is a great place to belong. We have dedicated committee members, a great staff and many amenities.

a few weeks ago and now there is water going over the spillway.

• Dredging: the dredger has not performed to our expectations, but we will continue to use it to remove silt from our lake. Hopefully this coming year we can rely on it to do the job it for which it was intended.

• Weed control: this year we have had weeds like never before. Some weeds can be cut and others cannot because they will spread. For those we have a chemical solution. This is a never ending problem.

This is a balancing act and our Lake Manger, Joe Rush, works unceasingly to keep our lake healthy. I know I can count on you to be careful to clean your boat before putting it in our lake and not bring in noxious weeds • Testing: Thank goodness we did not have the problem with blue algae this year. We monitor the lake and on occasion we have to close the beach because of e-coli. Those darn geese. Many members and committees pledged money to eradicate them, but the DNR would not let us.

Increase revenue • Market association lots: we promoted selling these lots and to date we have sold 14. 2 were re-plats but this coming year we will have 12 new dues payers.

Unfortunately some people walk away from their lots and we lose some dues paying members. This has an adverse effect on our budget.

• Guidelines for referral incentives: A member who refers a new dues paying member can receive a $500 bonus.

• Develop a user friendly web site: Our website has a banner that proclaims “lots to offer”. We don’t want Lake Carroll to be a secret. It list lots for sale and you can click on a lot and see the location on the google map. It also has a tool bar that lists amenities and a slide show.

• Golf outings: Jason has promoted golf outings and this is a great way to introduce people to Lake Carroll.

• Gaming machines: This was not listed on our goals, but it has increased our revenue. Thanks to Darlene Benson who brought up the idea a couple of years ago at an annual meeting. If you know how we can increase revenue, let us know. Not every idea can be implemented, but we will consider them.

Recreation Center • Support Ad-hoc committee: We engaged an architect firm to evaluate our lodge and make recommendations to remodel or replace. For over twenty years, the lodge has been a contention. I know some don’t think we need a new facility. Do we want an outdated building that does not meet current codes? If we remodel, we have to comply with rules that were not in place ten or twenty years ago. We have been asked how are we going to pay for it. The members voted to accelerate payments to retire the

pool loan. This will be paid for next February. What will happen to the $64 you authorized? It will be removed from your dues payments or if you decide that it could be used towards a new facility will be your decision. During the coming year we will have meetings so you can have input on this decision.

Don’t make your mind yet. Let’s have the committee do their work and present ideas for us to consider and we will vote next year.

Budget • Work with Finance and Steering to develop a budget: Many hours went in the decision to present the budget on which you are now voting. It seems dues keep going up, up, up. We took some big hits last year with heavy snow. A wet spring delayed members coming out to golf or boat and caused decreased revenues. Increased insurance payments contributed too. But the biggest problem was we were too optimistic that we would have more dues pay members even though historically we have lost 20 members a year. The good news is that we have sold association lots and you have voted to permit associate members. By paying the dues, a family member can use our amenities. Several members have indicated that they intend to do this for a member of their family. Hopefully we can have a surplus next year instead of a deficit.

• Fund capital Improvement fund: You have asked us to set up savings account to finance major expenses like grouting of the dam. This is another decision we are asking you to make.

Committee Chair Meetings • This has been a very successful venture. The chairmen of the various committees meet once a quarter to exchange ideas. It helps to promote our committees working together for the betterment of Lake Carroll.

Maintenance • Develop a strategy to inspect buildings and make necessary repairs: I toured our facilities with our General Manger last January. I saw the need to reactivate our infrastructure committee. Our infrastructure committee has been doing a fantastic job. Our facilities manager suggests a facility to investigate and make recommendations. The first project was Pell Park. I’m sure many of you didn’t even know of its existence but go by there. The old broken play set has been removed. The sign has been placed so you can see it. It has been a great improvement. It is not as good as it can be but what a difference. Every month they tackle a new project.

Their meetings are on the second Wednesday of the month. If you can attend, it is eye opener to see their power point presentations.

Covenants • Review covenants and restrictions to update (amendments possible in 2015): the bylaws did a terrific job of reviewing our covenants and

recommending changes. Hopefully, you supported their efforts by passing these amendments.

• Variances recommended by A & E and approved by board before construction begins: the A & E committee has worked diligently to update our regulations. The new rules have taken into consideration the effects of new building codes and size of buildings. We hope to discourage variances, but if necessary the Board will review the ones the A & E recommend.

ID cards • Usage for entry to fitness center: We had hoped our identity cards could be used to swipe entry to the fitness center. This is not feasible right now.

With our new software, we hope to have better use of them.

• Amenity use: The same.

In conclusion, I want to thank you for re-electing me to the board. I will try my best to be a productive member of our board.

They then recited the Oath of Office, and upon completing the protocol, were congratulated and invited to join the Board. The audience added their approval with applause.

Recognition of Joanie Perez for her service on the Board: President Barb Anderson then invited Joanie Perez to the podium to recognize and thank Joanie for her years of service to Lake Carroll as a Board Member.

Joanie was awarded a plaque acknowledging her contribution.

Recognition and Acknowledgements: a. Committee of the Year: Barb Anderson & Mike Schmieder announced that the Committee of the Year is By-Laws Committee. The committee members in attendance accepted the award on behalf of the entire committee. b. Volunteer of the Year: Barb Anderson & Mike Schmieder announced that the Volunteer of the Year is Mike Siciliano.

Audience Questions/Remarks: - Tom Stangl 23-201: Thanked everyone for their generosity with the Giving Tree. Eighty-five gift tags were taken from the tree and Tom reminded everyone the gifts were due back by December 14th.

- Darlene Benson 21-29: Darlene commented that with 2210 property owners she was disappointed on the voting turnout. She also commented that the lots program is a good idea but she believes we need to promote LCA in church bulletins, Moose lodges, etc. in the surrounding areas. She commented that she would also like the association to look into arming our security force.

- Doug Short 23-10: Social media is not the answer; we need to promote Lake Carroll.

- Char Messmore 23-55: Is data kept on the 20 lots we lose each year? Can the Board share the data?

For instance the year purchased? How do you solve the issue of losing owners if you don’t know why they are leaving?

- Darlene Benson 21-29: Can we do an Art in the Park at Pell Park with the Winery?

Kitchen Talk

I have a large calendar with curled edges and littered with thumbtack wholes. This thing is like the captain’s log of the Clubhouse. It’s nice to see black sharpie marks from day to day “42 people in Sunrise Room”…“150 lower level on the 18th”…and on and on. It’s kind of self-rewarding for the staff and me to look over.

Now we have the new calendar up, all fresh with no tack holes and no curled edges. After a great year we expect this captain’s log to fill up fast; well, maybe not too fast. I think everyone is starting to enjoy Troy Tucker Chef/Kitchen Manager a small, well-deserved brake. I look forward to this New Year with a talented group of individuals in this little kitchen we spend so much time sharing new ideas and old jokes.

Lake Carroll Women’s Club

Holiday Luncheon

The Lake Carroll Women’s Club gathered together on December 10 at a beautifully decorated Clubhouse, for their annual Christmas luncheon. 47 members and 1 guest were treated to a lovely lunch of stuffed pork tenderloin with a brandy-apple glaze, mashed potatoes, grilled squash, yummy cookies and peppermint ice cream.

The Carroll County Senior Center and Blarney Stone popcorn had items available for sale, making another opportunity for Christmas shopping a little easier!

After lunch, President Lana Soldat called the meeting to order. She thanked the Clubhouse staff and chef for providing great food and wonderful service.

Lana then shared thoughts about past founder Hattie Vicker and the moving memorial that was held for her in Pearl City on November 27. Hattie’s son, Ken, told Lana that the Lake Carroll Women’s Club meant so much to his mother that he decided to donate money from Hattie’s memorial fund to the LCWC. Lana created a thank-you note to send to those who made a donation.

Treasurer Brenda Schnarr reported that the current balance was $3,227.66.

Vice-president Pia Molloy thanked everyone for coming to the luncheon. She also thanked her committee for their hard work in planning the event and setting up the room. She informed the membership that the next meeting would be held on January 14th at the Lodge and the program would be about diabetes.

Pia also reported that Northwest Design in Stockton donated 10% of the sales from the November visit to the Women’s Club to use to support an organization of their choice. Marve Feucht, past president, presented a check of $85.00 to the Carroll County Senior Center.

Merce Myers, club historian, read a wonderful history of the Women’s Club and Lake Carroll written by Hattie Vicker. Hattie’s words reminded us of the role the Women’s Club has had at Lake Carroll. She wrote: “I see so much promise in the future of the Women’s Club and its ability to help those who need and lend support to those who are working to keep people focused and responsible for themselves...I have seen how effective and active they have been in every facet of our life and operation here. The men and women who made the investment in this community and continue doing so should be credited with its growth and development. Not until participation does one realize the profound effect of ‘life at Lake Carroll.”

Dagmar Zvonek then introduced the Eastland High School Jazz band directed by Ben Randecker, which entertained the group with an eclectic mix of songs, including several Christmas carols. Their talent and enthusiasm helped get everyone in a joyous holiday mood! More photos on page 18A. LCWC Member Form is on page 12A.

Perceptions

I hope everyone enjoyed a very Merry Christmas. Christmas is definitely family time around our house. Our kids come in from California, Colorado, Florida and towns from Illinois, it is a full house at the Hoffman’s. It also becomes a reality check. My oldest son is now 51, my oldest granddaughter is married, our grandchildren are growing faster than you can buy clothes to fit them, and I had another birthday in December. I guess having another birthday is a good thing; however the age moving on up is sometimes one of Norm Hoffman disbelief. You look back and wonder, where did the years go? People Board Director sometimes do not want to admit their age; however sometimes you fall into a definite giveaway. For example, if you are in a conversation and you mention Hopalong Cassidy and half the table does not know who you are talking about, you probably have entered the age of historical experience. My wife never lies about her age. She just tells everyone she’s as old as I am. Then she lies about my age.

Perception: Sometimes in a contested race the candidates who were not elected believe they lost the election. This year we had six candidates running for three spots available on the Lake Carroll Board. Only three are voted to take seats on the Board the other three are denied by the vote count. However; the three denied had a reason, a purpose, and a willing commitment to serve our Association. To step up and be willing to make that commitment is not the telltale of a loser, but instead a telltale story of a winner who has stepped up to serve and make a commitment to the Association for the next three years. Volunteers from our community who serve on the Board sacrifice a great deal of time and effort to help our community as does the many volunteers who serve on committees. So I tip my hat to all of the candidates who made an effort to run for the Board and serve all of us.

Abe Lincoln failed at almost everything, and then was elected President. He was defeated for state legislator in 1832, defeated for Speaker in 1838, defeated for nomination to Congress in 1843, defeated to US Senate 1854 and 1858; however the list leaves out Lincoln’s many successes, both political and otherwise. While he may have lost in 1832, his soldiers in New Salem elected him Captain of the militia. He may have failed to become Speaker of the Illinois House, but he was reelected to four consecutive terms and the years preceding he started a very successful law practice. Most of all he was elected President of the United States in 1860 and now evaluated by many as one of the greatest Presidents in our history.

So, for those who were not in the top three in the votes for the LCA Board, the measurement of your success is how you precede in the future years at Lake Carroll. I tip my hat to Joanne Perez the one incumbent who did not win back her seat. I served on the Board many years with Joanne and I would say she served with distinction. We had many issues pro and con over the years, some we agreed and some we disagreed; however I for one could never take away her tenacity while serving our Board. Many years of service go to her credit.

To our new Board member Clarence Grant, who the members chose to serve this next three years, I look forward to working with him and praise him for making the extra effort to win his election. Clarence should bring some new perspective and ideas to our Board. He made an effort to visit every Lake Carroll Committee and attended nearly every Board meeting for over a year to learn the issues and business of our Association prior to the election.

Many people in history thought perhaps Abraham Lincoln was not a very astute politician. A film starring Daniel Day Lewis as Lincoln a couple of years ago, winning Lewis an Academy Award for best Actor, takes about four months of Lincoln’s life and shows his political skills to win votes for the passage of the 13th Amendment. An excellent film that assures a person you do not get elected to be President of the United States without politics. President Lincoln was very wise, prudent, shrewd, and very diplomatic. These skills you use in a leadership role to persuade in a direction of preference.

Informing our members the facts on an issue is the bottom line of importance for a Board member. Rumors that spread information throughout the community many times will mislead our members on an issue. We, as a Board, attempt to inform the membership through many forms of communication the facts. Please, if you have a question concerning an issue, contact any Board member or our General Manager to help clear up any possible misunderstandings.

Symphony of Lights Eagle Point Park, Clinton, Iowa

On December 14th a group of about 50 Lake Carroll Members invaded the Outpost Bar and Grill in Fulton to share some great food and fun.

After, we all piled in our cars and headed to Clinton, Iowa to view the Symphony of Lights display at Eagle Point Park. According to their website it’s a mile loop with over 40 displays of 500,000+ lights. It was an enjoyable evening.

THE GIVING TREE and SANTAS FOR SENIORS

Once again this year the Giving Tree at Lake Carroll was a big success. This program, sponsored by the Eastland Council of Churches, distributes Christmas gifts to needy children and their families in our area. Thanks to your generosity thirty children each received two gifts, one fun gift and one for clothing. This year the Lake Carroll Women’s Club, as part of their Blanket Project, donated blankets to the families receiving gifts. A nice addition to the Giving Tree – thank you ladies!

In addition to the Giving Tree we participated in another program, Santas for Seniors.

This works basically the same way as the Giving Tree except the gifts go to residents of the Good Samaritan and Big Meadows nursing homes in Mt. Carroll and Savanna. Thanks to you twenty-five seniors received much appreciated gifts, everything from stuffed animals to blankets to personal items.

The folks at Eastland Council of Churches and Santas for Seniors want to express their gratitude for our generous support at Lake Carroll, and we thank them for all their work that goes into these programs.

It has been a long-standing tradition for the Fishing Club to coordinate this program here at Lake Carroll. Thanks to all who helped this year and many thanks to all those who contributed gifts. Though we do not know the children and seniors these gifts go to, we can be sure they are needed and will help them have a Merry Christmas.

Friday December 4th we celebrated our annual Lake Carroll Christmas Party sponsored by the Fishing Club with the theme of “Visions of Sugar Plums”. Over 120 attended this event. The night began with hors d’oeuvres being handed out by our Fishing Club members Tom Stangl, Mitch Feucht, Bill Comstock, Terry Heflin, Roman Cirignani, Mike Bykowski, John Quilico, and Fred Reddies. Thanks guys for a job well done.

Troy and the Clubhouse staff provided a fantastic meal of prime rib and turkey with delicious sides, salad, and dessert to fill us up to the brim. Our two bar tenders kept up with us throughout the night keeping glasses full and provided the occasional mystery shot. Thank you all for a great job.

After dinner Fishing Club President Bill Comstock took the stage to introduce the Christmas Party Committee: Nancy Comstock, Marve Feucht, Rosanne Stangl, Barb Cirignani, Nancy Quilico, Pat Bykowski, Susanne Heflin, and Julie Reddies. Thank you for all your creativity and determination to make this party one of the best.

Bill announced that Terry Heflin would be stepping down as Vice President and presented Terry with a Clubhouse gift certificate in appreciation for his 3-year service.

Frank Malito would be taking on the Vice President responsibilities. Bill also introduced the rest of the board for the coming year. Bill Comstock - President, Mitch Feucht - Treasurer, John Quilico - Secretary, Fred Reddies - Hatchery Master. Tom Stangl and Roman Cirignani will also remain on our board.

Tom Stangl also updated us on the Giving Tree Program that he and Roman Cirignani are coordinating. Tom told us that only a few gift ornaments were remaining on the tree located on the first floor of the Clubhouse making this year’s Giving Tree a great success. Tom thought that all the ornaments would be taken by the end of the week. He also reminded us that the gifts should be returned to the Clubhouse no later than Monday the 14th of December so they can be delivered on time.

The party really got going when the music started and everyone began to dance. Our thanks to the band “Take Two”, Ray & Jane, for the great music until the end of the night.

Party souvenir pictures were again provided by Nancy Comstock and her daughter Jennifer. A very nice reminder of the fun time we had at the party. Thank you again Nancy and Jennifer. All in all, a great time was enjoyed by everyone

Facilities Update

Wrapping up another year for the Lake Carroll maintenance staff and boy did it go fast. The predicted mild temperatures for winter have been true so far, we will see if it continues into 2016.

But as of right now we have only plowed snow once and we have not been cold enough at night to even consider making snow yet. (See a reprint of my article explaining what it takes to make snow elsewhere in this issue.)

Reflecting back on 2015 I would say it was a good year for the Maintenance Department, we definitely had some downs…

Shaun Nordlie but we also had many ups and I hope you feel that the facilities Facilities Manager and property all look better now than they did a year ago. I think 2015 will be remembered for the Grouting Project and the success that we had in limiting the amount of water leaving the lake. We had water going over the spillway from May 28th until October 14th – 139 straight days. We lowered the lake on November 6th for our annual drawdown, but the lake filled back up with the Thanksgiving rains and we are now back over the spillway as of November 28th and still pouring over. The weeds in the lake will also be remembered in 2015. A wet June delayed the harvester from cutting full-time until almost the July 4th holiday. This put us behind from the beginning and did not allow us to catch up all season. The amount of weeds this year was incredible also. But we were not alone in this; many of the Lake Communities around the area were also inundated with weeds all season. We were able to add more offloading areas this year for the harvester, which meant less travel time and more cutting time.

More rain this year meant more time grooming our ATV trails. During the summer we typically groom the trails once every 2-3 weeks. This year we were on the trails grooming or repairing every week. When Civil Constructors was out this year to do the chip and seal on the roads, they brought us the old road base that they scraped off some of the roads they redid. This worked great on the trails and saved us money rather than buying more rock from the quarry. I hope everyone enjoyed the trails this year, after the rains it was a great year for riding especially this fall with the great color we had in this area. Our goals for next year are to do more preventive maintenance on the trails, create more drainage to get the water off the trails better, and continue to scrape down the sides

where yearly wear and tear have trenched the trail and made some areas very difficult to pass in wet conditions. We also hope to work on culverts on the north side to eliminate more erosion on the trails and keep sediment from getting into the lake.

Money was budgeted in 2015 to rip rap the dam. In November we hoped to get at least a third of the dam rip rapped as requested in our annual Dam Inspection. We allotted $38,000 and actually got a little more than half the dam rip rapped. We had some money left over so we started replacing rip rap in our greenways in Swimmers Cove and Pell Park. We still have rock left over so we hope to knock out even more as the weather permits this winter or next spring. We also have greenways on the lake that we plan on using the barge and mini excavator to do the job next year.

The new batwing mower that we bought this year was a great addition. A second mower meant that if one of our mowers was down we could still mow the roads. We also used both mowers in the spring when we were mowing lots and the roads at the same time. Speaking of the roads, a new guard rail by Pell Park was installed in 2015. This hill can be treacherous in the winter, so the guard rail was a good addition from the Safety Committee this year.

Some of the projects that we are now working on for 2016 include 10 new campsites at the campground. This is the completion of POD 5, so they will go just north of the road that goes back to camper storage. These sites will all have their own electric and water and be spacious enough for modern campers. I am starting to get bids now for this project and am hopeful that as soon as the weather permits, that we can get started and possibly have new campers in sometime in summer of 2016. We will also start what I hope to be about a 3-5 year project of adding water to each existing campsite in 2016. We will start in one pod and get as many done as we can with the money we have allotted. The time for this project will depend on which faucet we use and how much rock we run into while digging.

It’s that time of year again… the weather is changing, the lake is starting to freeze over, the birds are migrating south for the winter. Or is it???? As I write this in mid-December, I’m looking at the thermometer and witnessing temperatures at 60 degrees! The forecast for the year has called for an odd season.

With this unseasonably warm weather we’ve had (2nd highest average December temperatures on record), I do not anticipate the lake freezing over any time too soon. We know there are many anglers that enjoy the hard water fishing (ice fishing for those that don’t know), but we need to pay particular attention to ice safety Joe Rush this year. These high temperatures are going to keep the lake open Lake Manager longer, so your ‘normal’ ice fishing season is going to be pushed back. While we can never guarantee the safety of ice, and you can always assume a risk going on ‘hard water’, there are some things you can do to keep your self safer while going out. We’ve outlined a list of them below, but PLEASE learn about ice fishing safety, and cold weather / water survival before you head out to the water…

Even if you don’t spend time on the ice, just the cold weather of winter can be dangerous.

Here’s some info everyone can use about hypothermia: How you recognize it and what you can do should you or someone you know are experiencing hypothermia.

WHAT IS HYPOTHERMIA? The definition of hypothermia is where the body is losing heat faster than it can produce it and the body’s core temperature drops below 95 degrees. Falling into cold water can increase your chances of hypothermia. There are several signs / symptoms someone is experiencing hypothermia. By familiarizing yourself with these, you will be better equipped to protect yourself, or recognize the condition in a friend or family member. Some signs and symptoms include: • Shivering.

• Slurred speech.

• Abnormally slow breathing.

• Cold, pale skin.

• Loss of coordination.

• Fatigue.

• Confusion or memory loss.

• Bright red, cold skin (infants).

TO CARE FOR SOMEONE WITH HYPOTHERMIA: Hypothermia doesn’t set on instantly, and the signs and symptoms usually develop slowly.

People with hypothermia typically experience gradual loss of mental acuity and physical ability, so they may be unaware that they need emergency medical treatment.

• Call 911 or emergency medical assistance. While waiting for help to arrive, monitor the person’s breathing. If breathing stops or seems dangerously slow or shallow, begin cardiopulmonary resuscitation (CPR) immediately.

• Move the person out of the cold. If going indoors isn’t possible, protect the person from the wind, cover the head, and insulate the individual from the cold ground.

• Carefully remove wet clothing. Replace wet things with a warm, dry covering.

• Don’t apply direct heat. Don’t use hot water, a heating pad or a heating lamp to warm the person. Instead, apply warm compresses to the center of the body — head, neck, chest and groin. Don’t attempt to warm the arms and legs. Heat applied to the arms and legs forces cold blood back toward the heart, lungs and brain, causing the core body temperature to drop. This can be fatal.

• Give the person warm beverages. Don’t give the person alcohol.

• Handle people with hypothermia gently. Don’t massage or rub the person because their skin may be frostbitten, and rubbing frostbitten tissue can cause severe damage.

• Body to body rewarming. In remote areas where assistance is delayed, practice “body to body” rewarming. Surround the victim with body heat in a sleeping bag, tent or other sheltered spot.

We hope this helps you to be safer while enjoying the winter activities Lake Carroll has to offer.

Equestrian News

It is hard to believe it is the end of the year. Even harder to believe it is December with the temperatures reaching 60 degree’s. But along with the warmer temperatures, we’ve received rain and MUD. The Equestrian are is very muddy this time of year. The horses handle it surprisingly well. Even the blind horse “Clyde” gets around good.

Soapy is doing great! “Thank you all” for paying attention to the posted signs regarding treats. It may seem mean to keep Soapy separated from the herd, but Our senior mini, Soapy, is happy to receive it is for her health. This way we are sure visitors and donations of canned carrots. she gets all of her feed. We are working very hard to get her weight back to where it should be. It is a slow process, and add to her other issues her teeth being worn down to the gums, it is very difficult for her to eat. Her caretakers bring warm water to each feeding to soak her grain with so it is soothing to her gums. Please be aware that there will be times that Soapy will be turned out with the herd.

We like her to get some social time with her buddies. Also, as the temps get colder we will need to do this more so she can get to the heated water trough to get a drink of water. Just remember that Soapy has a bad RIGHT EYE. This is one way to tell it is her when she is with the group. Her right eye is weepy and is cloudy. She is monitored by her caregivers who work closely with her vet.

Our Senior horses are getting older. King will be turning 32 years old, Soapy will be 31, and Maggie will turn 30.

The horses stay at Lake Carroll year round. So if you want to visit them during the winter months, they will always give you a welcome greeting! We appreciate donations of CANNED CARROTS for our Soapy. If you would like to donate canned carrots over the cold months, you can drop them off at the office and they will let us know it’s there.

And for the rest of the minis and bigs…FRESH CARROTS ONLY. They enjoy visitors any time. Please use caution when driving down the hill to the Equestrian area during the winter months, it can be icy. Stay warm!!

PLUMTREE SKI AREA Happy New Year 2016!!! As I write this article there is absolutely no snow on the ground and nothing in the forecast in the near future.

I am still hopeful for a ski season and hope by the time you receive this we are getting some snow!

We look forward to Winterfest on Saturday January 16th, and hope to see you there! We are really looking forward to that day with many events planned, the band Free Fall from 6-10pm, and late night skiing till 7:00pm. There will be activities planned for all ages and we hope you are planning to make it!

Chelsey Heckman IF THERE IS NO SNOW FOR WINTERFEST…Daytime events Recreation Director will be cancelled and moved to another date, but the evening’s entertainment at the Lodge will still take place. So plan to come to the Lodge with or without snow!!

Ladies Golf League 2016 Season Sign Up

Calling all Lake Carroll women golfers to sign up for the Ladies Golf League. Whether you’re an experienced golfer or just a beginner, please consider joining the league. It’s a great way to have fun, enjoy the great outdoors, and make new friendships. There are three divisions of the league that play every Wednesday throughout the spring and summer: 18 Hole AM, 9 Hole AM, and 9 Hole PM. The sign up date is Wednesday, April 6, 5 PM, at the Clubhouse. Thirty five dollars includes both handicap and league fees and is payable at registration. You do not need a handicap to join…handicaps will be established during league play. The first day of play is Wednesday, May 4.

Happy New Year Trail Riders! What a strange December we just had. With temperatures climbing into the sixties for a good portion of the month, it sure felt like perfect ATV weather. Unfortunately, it was not to be as the trail was closed. Sorry snowmobilers, I feel your pain as well.

I would like to again thank my fellow club members who volunteered their time and ideas last year to make our events a great success. We are a small, dedicated group and I appreciate all that they do. With that said we could always use more volunteers to assist in our efforts. Do you have a passion for the trail? TOPS has groups, called chapters that provide a nonjudgmental place where people just like you learn how they can make changes and get the support they need to reach their goals. Lake Carroll will be starting a TOPS group that will be offered at no cost. TOPS is a Federally funded organization.

Meeting times: Tuesdays at 6:30pm - beginning January 5th or Wednesdays at 11:00am beginning January 6th. Meetings will take place at the Lodge Main Banquet Room.

What will be expected of you? A past medical history will be filled out and a private weigh-in will take place each week. Each week will provide education on how to make healthier lifestyle choices.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards.

The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).

Refer a New Lake Carroll Property Owner and Receive $500 Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA. Here’s how the program works: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500.

To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current Web-site. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot and a photo of the property. We anticipate having this page available prior to February 28, 2015.

In addition to providing another person or family the opportunity to enjoy all the Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. The Association needs more Members and there are people out there who would like the benefits of Lake Carroll Membership and Ownership.
