New Illinois State Law With What’s Inside... ATTENTION: Regards To Watercraft Illinois implanted a new law effective January 1, 2015, requiring a flag be displayed when towing a person behind a watercraft. This law is IN ADDITION to Lake Carroll’s Skier Down flag requirement. Please read the revised rule as it will be enforced at Lake Carroll, noting the new rules in red.

Lake Carroll Rules & Regulations Chapter I. Rules Governing Conveyances Section D: WATERCRAFT 3. REGULATIONS (Page 14 of the current booklet) n. When towing a person on water skis or a similar device, Donna Beyer i. The towing vessel must have a capacity of at least three (3) persons and must be occupied by Communications Director at least two competent people, one of which must be observing the person being towed at all times. ii. The operator of any watercraft that is towing a person or persons shall display on the watercraft a bright or brilliant orange flag measuring not less than 12 inches per side. The flag shall be displayed at the highest point of the area surrounding the boat’s helm as to be visible from all directions, continuously, while the person or persons being towed depart the boat in preparation for towing and until reentry into the boat when the activity has ceased. Display of the flag for purposes other than the activity described in this Section is prohibited. 625 ICSC 45/5-14 iii. Use of an orange Skier Down Flag is required to be raised when the person(s) being towed have fallen. The Skier Down Flag must stay raised and kept in motion until the person(s) being towed have been taken back into the vessel or are again being pulled behind the vessel. Keeping this flag in motion will differentiate this flag from the State required towing flag (above). Reverse 911 Texting Program By Mike Schmieder, General Manager As we turn the corner of winter and look ahead to spring, I would like to introduce, or reintroduce a public safety opportunity for you to participate in here at Lake Carroll. The Association subscribes to a service commonly referred to as a “Reverse911” system where we can relay a message to all who subscribe to make you aware of an emergency situation or severe weather event in our community. Currently many of you participate in this program and occasionally receive these voice messages on your home and/or cell phones. This year we are expanding the service so that in addition to the voice phone call, you can elect to receive a text. With several thousand LCA Members already subscribing to the service, we have found that getting the message out to all subscribers via voice message can take up to fifteen minutes. During a severe weather event or other emergency, these minutes could be precious. With this new texting opportunity, sending a text to one person, or a thousand, can be executed instantaneously. You are still limited to five (5) phone numbers per primary property. We also urge you to designate one (1) of those five (5) numbers as a “primary” number to be called when time sensitive events occur. Please note: Landlines will continue to receive voice alerts. Only cell phones with texting plans can opt-in for the texting alerts. We strongly encourage you to participate in this program and it comes at no cost to you. The texting option will, however, be an “optin” program. Follow these instructions: 1. Register with the LCA Reverse911 System. A form is available at the LCA Admin Office or at the www.golakecarroll.com homepage. 2. To receive only voice alerts, do nothing. Again, landlines will continue to receive voice alerts. 3. To receive text alerts, simply text ALERT to 22300. 4. To end text alerts, text STOP TO 22300 and voice messages will resume to your cell phone.
