During the past few years I have participated in a twice a year (2 days) for dropping off any unused prescription and over the counter (OTC) medication to be diposed of safely. I am a member of the Carroll County Substance Education Coalition. The following provides reasons why it is important to get these expired and unused medications out of the house. This is some eye opening information regarding activities that our pre-teen and teens are doing with these medications. Shockingly out in our community, and I suppose in any area teens participate in “Pharming” or “Pharm Parties.” The first I heard of these “parties” was two years ago. At first I thought they meant farm parties, like parties that were held on farms. Nooo!!!! “Pharm” stands for pharmacueticals. Kids are told to go into their parent’s, grandparent’s, family, and friends medicine cabinets, take out some pills (not all) from the containers. No one will miss a few. The kids go to a friends house and everyone puts the pills into a bowl. They then take a turn picking a pill. This goes on till the pills are gone. They take these pills not knowing what they are. Think about it, the pills could be for blood pressure, pain, heart, etc. It’s like playing Rusian roulette, only they’re injesting multiple pills that could kill instead of the happenstance of a bullet. In addition to the well-being of our children, family, friends, and community, disposing of medication through your septic system here in Lake Carroll is not good for the environment…and eventually those chemicals will leach into the ground and make their way to our lake through run-off. Not good! Are you starting to get the message as to why this program is so important? It’s not only to dispose of unwanted medications, but it’s to encourage you to know your medication inventory. There are three steps in our program. 1. COUNT your medication severy two weeks. This will prevent theft and ensure that medications are taken properly. 2. LOCK up your medications and store them in a place that others would not think to look. 3. DROP off your medications for proper disposal. For a complete list of drop-off locations, refer to the page ___, “Medication Drop Off Locations”. These three steps are important in securing, protecting, and getting rid of the medications in your home. Between the biannual medication drop-offs the past two years, people are always asking where to take the unwanted drugs. I am pleased to announce that Lake Carroll, along with most Police Departments in Carroll County, will have a drop box. The box at LC is in the Conference Center and is available during regularly scheduled office hours. As you can see by the photo, the box is similar to a mail box, but is clearly identified as “MEDICATION DISPOSAL BOX”. For your security, I advise prior to depositing the medication, please mark off or remove any identifiers such as names and addresses. Leave the names of the medications on the containiners. For additional information on the program, please refer to the page ___, An update on the status of our siren warning system…GM Mike Schmieder has really been working hard to make the siren a reality before the end of May. He had a meeting with reps from the siren company and received important information needed. He emphazied to them the urgency of gettting it done!!! Again, please watch out for your neighbors that are away for pro-longed periods this winter. Be safe driving this winter!!!!

2016 MEMBERSHIP SURVEY DEADLINE TO SUBMIT: MONDAY, FEBRUARY 29, 2016 The deadline to submit the 2016 Membership Survey has been extended to Monday, February 29, 2016. Hard copies were published in the December 2015 and January 2016 Lake Carroll News. General Manager’s Report President’s Remarks What is a “Sweep Account”?

Recently, one our Members asked me about the Sweep Account which we use to sweep funds from one Lake Carroll account to another to reduce the amount of interest we pay on our loans. He asked me to explain what a sweep account is, how it works and how it’s possible to have a loan and not pay interest on that loan during certain months of the year. The Member also informed me that many of his Mike Schmieder friends don’t understand it either and some even think that General Manager there might be something unethical going on here. Let me assure you that there is nothing underhanded going on and that the Association benefits greatly by utilizing this financial strategy. The LCA receives about half of the annual dues revenues in January, the beginning of our fiscal year. The dues revenues are deposited into the operating account and the fixed asset account in January and most of these funds are not needed until later in the year. Receiving dues early in the year creates a temporary surplus of funds and those funds are deposited into a checking account where they would sit until later in the year when they are needed to fund the operation. In the past, when interest rates were higher, the LCA would use these surplus funds to purchase CD’s which would earn interest until we cashed them out periodically throughout the year. Since then, interest rates for a 3 and 6 month CD have dropped so low that it’s not worth the effort to utilize the surplus fund in this way. Currently, the LCA has debt in the form of two loans; the pool loan, which will be paid in full this month, and the Nicor loan which has a balance of approximately $420,000. Several years ago, these loans were modified and are now referred to as “Lines of Credit”. Both loans have an annual interest rate of 4.95%. The sweep account is designed to move (sweep) those surplus funds as a payment against the line of credit balance which reduces the balance of the loan to $0. By doing so we are not paying interest on the line of credit/loan for several months because it has a zero balance. As the year goes on, when we need the money to fund the operating budget, it is swept back into the operating account and the line of credit balance is increased back to its original balance, but not until later in the year. The First State Bank worked with us to modify these loans and we’re very fortunate to have such a good working relationship with them. This is how the sweep account works and I hope this explanation answers any questions LCA Members have regarding it and how it’s used. If not, please don’t hesitate to contact me at 815-493-2552.

We’re not typically given the opportunity to write an article after a month’s-end board meeting, but thanks to Donna Beyer, I was able to get this article in at the last minute. I just wanted to quickly thank all of those who attended the January 22nd Board of Directors meeting. Attendance is the BEST way to get the UP-TO-DATE and CORRECT information as to what is going on at Lake Carroll. In Jim Ogborn Board President coming to board meetings, you have the opportunity to ask the LCA Board, on a one-on-one basis, any questions you may have regarding what’s going on at Lake Carroll. I hope more people will try to attend in person. I would also like to welcome back the new board for 2016, especially Clarence Grant our newest member, and am looking forward to working with all of them along with all of the committee members who also volunteer their time in making Lake Carroll a remarkable community.

By Julie Brantner MEMBERSHIP AMENITY CARDS & DECALS We are processing the 2016 Information Sheets. Please display your new decals upon receipt. Your 2016 Information Sheet, current insurance and registration information must be returned to the office with your payment to receive the 2016 decals. Effective February 1, 2016 a $100.00 late fee has been added to all unpaid accounts. 2016 payments received postmarked by January 31, 2016 were not assessed the late fee. Thank you for your cooperation. If you have questions regarding your payment, please call Julie at 815-493-2552 ext 14. ASSIGNED BOAT SLIPS Users of assigned boat slips in 2015 will be sent 2016 assignment letters by January 31, 2016. Monies and forms must be returned to the office before February 20, 2016 to secure a slip. Failure to return this form will be considered a negative response and the slip will be made available to new marina slip users. All assessments & fees must be current to apply for a marina slip. 2016 MARINA LOTTERY (new Boat Slip Users/Non-Deeded) Saturday, March 5, 2016 will be the 1st day new marina users may apply for a boat slip. The Conference Center will be open at 7:30am. The lottery will begin at 8am. Members in good standing must apply in person. Visa/Master authorizations must accompany the request when submitted. PLEASE REFER TO THE RULES & REGULATIONS, MARINA SLIP ASSIGNMENT FOR DETAILED INFORMATION ON THE PROCEDURES. BOAT SAFETY CLASS One class has been scheduled at LAKE CARROLL. Saturday, April 16, 2016, 8am-4:30pm, we will be offering the required Boater Safety course at the Clubhouse (lower level). This class must be completed before a boat may be registered at LAKE CARROLL. The Front Desk will have a sign-up sheet available after March 1, 2016. Please call 815-493-2552, ext 10 or 20 if you wish to sign up for this class. CAMPGROUND SEASONAL BILLING Bills for the 2016 season will be mailed approximately February 12, 2016. Seasonal camping fees are due on or before March 30, 2016 to secure your site for the upcoming season. Fees for the camping season this year are $615.00 plus $30.00 for the camper decal. CAMPGROUND LOTTERY A lottery will be conducted on the 1st Saturday in March at 10am at the Conference Center. Members in good standing wishing to be added to the Campground Waiting List for a seasonal site must be present at the lottery. This year’s lottery will be held March 5, 2016. Conference Center doors will open at 9:30am and the lottery will be conducted at 10am. PLEASE REFER TO THE RULES & REGULATIONS, Campground Section I Seasonal Site Lottery & Assignments. GOLF TRAIL & STORAGE FEES Golf fees will be mailed to owners with registered golf carts approximately February 12, 2016. These forms & monies must be received in the LAKE CARROLL office by March 30, 2016. Decals will be issued upon receipt of monies & proper insurance requirements. 2016 Fees: Trail fee - $200.00; Golf Storage - $345 for a gas cart and $425 for an electric cart; Golf Cart Decal - $30.00 (Each of these fees are “per cart”). BOAT & CAMPER STORAGE Members who used the Camper & Boat Storage sites during the 2015 Association year will be mailed notices for the upcoming Summer Season approximately February 12, 2016. These forms must be returned with your monies by March 30, 2016 to reserve your spot. If you have questions, please call 815-493-2552 ext 10. New assignments must be made with the Front Desk before parking your boat and/ or camper. 2016 HOMEOWNER DIRECTORY All Lake Carroll Homeowners (with a Lanark ‘493’ phone # or cell phone number which is used as the primary number at your Lake residence) will be included in the directory unless we receive notification via the form included with your 2016 Information sheet. The “Lake Phone Number” on your 2016 Information Sheet will be the number published in the directory. If you DO NOT want your lake phone number to appear in the upcoming directory, you MUST return the form. If you have questions regarding the directory, please call Missy (ext 20) at 815-493-2552. MEMBERSHIP ID CARDS If you have not yet supplied the office with your photos, please email them to photoid@golakecarroll.com; the Front Desk Staff will be taking pictures throughout the year. Children’s photos taken prior to 2014 must be updated before amenity usage is allowed. There is no charge to update the children’s cards. Amenity cards are issued only to members in good standing and as time and resources allow. REMINDERS Using Credit Cards, Debit Cards & Gift Cards for the payment of dues is no longer allowed. Vehicle decals will not be issued until the make/model, year, license plate & a copy of YOUR CURRENT STATE REGISTRATION CARD for each vehicle is received. Decal fee is $30.00. Effective 7/1/13 an ANNUAL WATER USAGE STAMP for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where fishing licenses are sold) is required. Proof of current (2016 Water Usage Stamp) must be on file with the Association office before decals will be issued. These Stamps expire every year on December 31. One Member per lot must have completed the Boater Safety course before watercrafts are registered. Hope you’re having a fun winter at the Lake!

Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members. 2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts. 3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor. 4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated. 5. Letters are limited to 400 words or less. 6. All letters must bear a signature and LCA section and lot numbers. 7. Hopefully buy the time you are reading this the weather will be starting to warm up and we will start feeling relief from the long winter. The department has been working diligently checking the residences who have signed up for our residential checks during this cold winter. I know of a residence this winter that has experienced severe damage from broken water pipes caused by freezing. The situation could have been avoided by signing up for our program. When you receive this paper the 2016, deer harvesting program will have come to a close. It was a very successful season. I would like to thank the Wildlife Committee and their chairman, Dave Rominski, for all of their work. From a Security stand point we could not have had a better season and a lot of that credit goes to the Wildlife Committee. If you are an ice fisherman, please use extreme caution when heading out on the ice. Creel and size limits will be checked and enforced. Just a reminder when the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel stay home, give our maintenance department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow, let’s have a safe winter driving season. Please use caution when skiing, tubing, or boarding, be aware of your surroundings at all times. Be patient with other riders who may not be at your skill level, but most of all enjoy the ski hill. Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour. Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations Title 5, Chapter 53.03 (B)(4). Winter is here it may be time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Then Security will contact you or other contacts you have provided too on your Residential House Check form. See more details about this program elsewhere in this issue or contact me if you have any questions. I have seen the devastation water can do to homes here at the lake because of a broken water pipe, something to consider. I would like to wish all the property owners and their guests a safe and enjoyable winter season and DON’T’ FORGET YEILD TO YELLOW!!! Safety First

Well, it’s now winter & many of you have closed up your home while on winter vacation or being a snowbird elsewhere. Here are some reminders and tips for keeping your residents safe while gone: * Have a friend check on your house, preferably a couple times a week. I would hope they would not find a break-in, or a deer that ran through your sliding glass door, or any other animals that entered your home uninvited. * Is your furnace still running? Did you register for Security’s Residential Inspection and Low Temperature Light Program where a colored light in the window indicates a low temperature warning? They would notify you if this occurs. Or have you installed a Wi-Fi thermostat that allows you to check it remotely and regularly to make sure your home maintains the desired temperature? Did you replace the batteries in your thermostat? They wear out and quit working just like the batteries in your smoke detector. * Turn off your water when you won’t be at your residence for any period of time. This applies to winter and summer. You never know when a pipe or fitting (ie: washing machine) is going to wear out. The well pump should also be turned off at the fuse box. * If someone is plowing your driveway, it is very helpful to stick some poles or reflectors in the grass alongside the driveway to show them exactly where the driveway is. * Is your sidewalk shoveled so it looks like someone lives there? For those of us remaining to endure the winter season, watch the roadways when you drive around the lake. You can’t stop as fast on snow as you can on dry pavement. Remember your new SUV 4X4 will probably go very well through the snow, but it just doesn’t stop very well. I know I’ve told you nothing that you don’t already know, so I will close by saying ....just use COMMON SENSE! Enjoy our beautiful Lake Carroll winter…or wherever you may be!

EXPLANATION OF STATS: House Checks: A house check takes only a minute to complete (plus travel time) and the officer normally does not leave the squad. Each member that is signed up for a house check, has their home checked twice a day, one time during daylight hours and one time in the overnight hours, the time of each check is recorded. We usually check around 65 homes in the summer and over 100 in the winter. We continue to find a number of heat lights (during winter months) on at the homes we check. Amenity Checks: An amenity check takes from 3-10 minutes to complete and requires the officer to leave the vehicle. Each amenity is checked once or twice a day, the time of each check is recorded, besides the normal patrolling of each amenity. Service Calls: Involve assisting members / guest, animal calls, opening amenities, making change at the Lake Carroll amenities, checking in harvested deer, or any other assistance requested. Deliveries: Involves taking deposits to the bank, or any office materials or paperwork that need to be delivered to the different amenities of Lake Carroll. Alarms: Responding to residence that a burglar or fire alarm has ben activated. Assist Motorist: Involves unlocking vehicle doors when keys get locked in their vehicle. Jump starting vehicles. Towing or assisting boats that was stranded, or broke down on the lake.

Jeremy Glick and Aaron Rogers responded to our 911 calls respectively. Both performed their duties with skilled professionalism. Their calmness helped and reassured me that all would be done that had to be done. We were also impressed with their equipment. It’s reassuring to know that this community knows what needs to be invested in, and that tells me and others what a great community Lake Carroll really is. Dollar & Sense GET INVOLVED

As I write my first article for the Lake Carroll News, it is a balmy 7 degrees outside. Therefore, I stay inside. As most of you know, at least those who voted this year, I was recently elected to the LCA Board of Directors. In my preparation for the election I attended many committee and board meetings. Attending the committee meetings was an eye opening experience. All committee meetings are open to any Lake Carroll property owner. The best way to approach the committee meetings is to have no preconceived ideas on what they do in each meeting. You will most likely be very surprised by the meetings. We Clarence Grant have some very dedicated committee members at Lake Carroll, who simply want to make Lake Carroll a better place to live. Board Treasurer A great amount of work is done in these committees, and some of the work leads to recommendations to the Board of Directors for action to be taken. Most of the committees meet each month year-around and one meets twice a month most of the year. If you really want to learn about Lake Carroll, this is the place to learn the truth about what is happening, not around the bar at the Clubhouse. If you are considering running for the Board of Directors this fall, I truly believe this is a must. As I was attending the meetings last year, I was usually the only guest at the meetings. I was just talking to one of my friends about one of the committees and what they were doing. His instant reply was “That’s what I did my entire working career”. This type of expertise can only add to this committee, but you don’t need experience to be on a committee just a great amount of desire to help Lake Carroll stay a great place to live and even make it better. I enjoy leisure time as much as the next person, but I really have to admit getting involved going to committee meetings and now the board meetings has revitalized me. I look forward to these meetings and finding out what is happening at Beautiful Lake Carroll. The laws and regulations we all have to live with are constantly changing and we need to know about them. I prefer to help make the changes instead of having them made for me. Just a personal preference. The bottom line is we all need to GET INVOLVED in this beautiful place we live. After attending a committee meeting, if you wish to serve on a committee, applications may be picked up at the association office, fill it out, and turn it back into the Communication Director. It will take a little time to go through the process of review. The short wait is worth it. Until next month, stay warm.

asked if we should allocate a portion of that money for the Fixed Asset Reserve Fund for future projects such as Dam Grouting. He suggested we give the Finance Committee some guidance on how we want to prioritize spending that money. Audience Questions/Remarks: Mike Siciliano (1-24) urged the Board to allow the GM to contact the company that studied the weather siren locations for the Association ASAP and have them provide us with a quote as a single bid contract. Also, doing all the sirens at once may reduce the total cost to the Association. Ian Keith (26-53) said that our financial statements are overstating our results since they do not indicate the savings due to the Nicor conversion are an expense. He was informed that financial statements presented to the Members are in fact correct in that they follow the required Generally Accepted Accounting Principles (GAAP), and that transferring the money attributable to savings between accounts is not an expense from an accounting point of view. However, the GM and Finance Director do periodically provide financial projections to the Board in addition to the monthly financial statements that do make adjustments to the numbers for the Nicor savings so that the Board can track things relative to how they were budgeted with these savings. General Manager - Monthly Board Report (BOD) - January 22, 2016 Michael Schmieder, General Manager

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided. The order is by department/category. 1. Report on directives from the November 20, 2015 BOD Meeting. a. A few months ago I informed you that one of our tractors suffered $6,500 worth of damage after it had been driven through hi water. We submitted a claim with Cincinnati and they informed that they considered the tractor a total loss. Our choice was to receive $24,800 which is the actual value and surrender the tractor or keep it and receive a $23k as a final settlement on this vehicle. We chose to keep it and take the $23,000, using a portion of it to complete the needed repairs. b. During a discussion at the November Board Meeting regarding a house which was built on the lot line, the Board requested that the Property Owner re-plat his double lot. The re-plat of 27-35 and 27-36 has been processed and appears on the agenda for Board Approval. c. During that same discussion, I was asked to find out if a recorded re-plat could be reversed to recreate a double lot. A recorded re-plat cannot be reversed. d. The Supplemental Declaration of Restrictive Covenants was recorded with the County on 12/30/2015. Copies of the recorded documents are attached to this report. 2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. b. I’m glad to report that we have received the $2,000 payment from AT & T for the wooden pole they promised us. This $2,000 is being transferred to the 2016 Fixed Asset Budget to help off-set the costs involved with the Emergency Weather Warning system

which will be installed in 2016. We have yet to receive the $1,000 rent payment but it should arrive prior to January 31, 2016. A copy of Building Permit filed with the County is attached. 3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, December 2, 2015 and again on January 6, 2016. Items discussed included, finding a facility that perform random drug testing on weekends, Monthly Tool Box talks, completing Near Miss reports and other matters. Minutes from both meetings are included in the November Board Meeting Packet. 4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program have significantly slowed down during the winter months. I’ve been averaging approximately one (1) inquiry per week regarding our Lot Sales program. We currently have one sale pending and it is scheduled to close in the first week of February. Our most recent sale closed on January 8, 2016 which represents the 1st lot we’ve sold this year. This sale has created a new dues paying member. A summary of the 2016 sales is attached to this report. 5. Accounts Receivable & Front Desk: (see attachments) a. The Board was informed in October meeting that the training/development costs had exceeded our estimates and our budget for this project by approximately $27,000.00. Deb Stagno and I had telephone discussions with Lane Services to discuss what training can be performed via telephone verse on sight training. We also discussed what reports can be developed with our own personnel, and finally, which items on the development plan could be delayed. A CER for $17,850.00 has been placed on the agenda for approval for the training and development services which will be required to complete the project this spring. 9. Communications: a. Donna Beyer has completed an updated Committee Roster for 2016. The roster is attached to this report and displays all Committee Members, contact information and the dates and times of their regular monthly meetings. b. Donna has also submitted a summary of some of the projects she has completed during the 4th quarter of 2015. I have included a copy of Donna’s summary to this report. 10. Facilities Management: a. Rip rap has been delivered to the west parking lot of the West Marina to finish our fixed asset purchase for the year of 2015. We will install this rock when weather permits this winter. We will be adding rip rap to 3 tubes, south bay and west marina shorelines b. We have only had to plow snow twice in 2015. Once before Thanksgiving and again on December 28th. The addition of the Ford F550 helped to get the plowing and especially spreading salt for the second snow. c. With the good weather in December we were able to address many projects that had yet to be completed. One area we cleaned up was the yard at the Maintenance shop. We went thru and threw out many items that we no longer use or were damaged and also organized other items so we know what we have and where it is located. 11. A request for the remaining funds necessary to complete this project is included on the agenda and addressed under “New Business”. b. Human Resource: None 7. Safety & Security: a. Luke instructed a CPR class for the American Heart Association for 25 LCA Staff Members on December 2, 2015. The class was excellent and all 25 attendees were certified during this training. Another class will be held in the spring for our seasonal employees. b. Luke has compiled a complete summary of the Security Departments activities for the 2015 calendar year. I have included the summary with this report. 8. Information Technology: a. As mentioned earlier in this report, our accounts receivable and front desk departments are preparing for the Membership software conversion. It has been determined that the conversion will be pushed back to March, 2016 due to time and cost restraints.

a. The lake level as of January 15, 2016 was 740’ and 3”. b. Planning has started for dredge season already. The exhaust manifold needs to be rebuilt and new flex hose needs to be purchased as well as some additional clamps. This will all be done in the next month so that the dredge will be ready to go when weather permits and the ice melts. c. Lake Level – The Lake is continuing to go over pool this winter, even after our November drawdown event. With the success of the grouting program, the board should begin to discuss how we handle lake closure relating to high water conditions this year. The current policy requires the lake to close at 6” over pool, and this was instated when the lake rarely stayed at pool elevation throughout the summer months. With the lake holding consistently at or slightly over pool, I have concerns that we will reach the 6” over pool after average rain events, causing us to continually open and close the lake. (We won’t know for sure on this until we get into the spring / summer months). However, in an attempt to be proactive, the board should start discussing the policy and how we deal with this to ensure we can maintain the ‘open lake’ status as best possible for our membership. d. e. During the inspection of the dam, the engineer noticed the bridge deck that was replaced in 2014 is showing signs of surface cracks. This would allow water to penetrate the surface and would cause an increase in deterioration of the bridge decking. Shaun is aware of this and plans to make some repairs that will seal off these cracks and reduce the amount of water penetrating the bridge deck. f. I received a call from IDNR’s wildlife biologist, Scott Schaeffer, asking the Lake Carroll board to revisit the discussion on Chronic Wasting Disease testing on deer from Lake Carroll. He stated that they have had more positives come up around the lake

and would like to cull 6 deer from within the lake to perform CWD testing. This would be done through their sharp shooter program. He stated they are also going to do a fly over of the area doing deer counts, and would work with us on our deer count to give us an idea of how many deer are at the lake. They plan to sharp shoot and sample from now until April 1st in areas around the lake, and if they are allowed, within the lake. This should be discussed with the wildlife committee as well. As usual, I have attached Joe’s full monthly report to this report. 12. Building Inspection/Architectural & Environmental: a. With positive comments regarding Doug’s monthly reports, I have attached Doug’s monthly report as well as his annual summary for your review. 13. Golf Operations (Pro Shop): a. No specific report as the Golf Course is closed. 14. Golf Maintenance: a. During the first week of December, the three Member Golf Maintenance crew, disposed of a few damaged trees and spent many hours on the course removing limbs and branches which had fallen from the high winds. b. Jason and Tim met with Bob Lohman of Golf Creations to finalize the 2016 Golf Course Maintenance plan. This year, work will be performed on the tee-boxes and fairway bunkers on holes #15, #16, #17 and #18. A CER for this project appears on the agenda under “New Business”. c. Our winter golf maintenance staff has begun the annual process of grinding mower heads and servicing mowers and other equipment associated with maintaining the golf course. d. Tim and his staff are also in the process of rebuilding many of the yardage signs which are placed on each hole and re-staining all of them before they are put back on the course this spring.

15. Clubhouse Operations: a. Several holiday parties (approximately 7) were held at the Clubhouse during the month of December and one which was held in January. All of these events went very well and I have received several comments and compliments on the service and the quality of the food. b. The annual Lake Carroll New Year’s Eve Party was attended by 161 people. Food sales for the evening were $6,438 and beverage sales totaled $3,325. Again, I received numerous compliments from many of the Members who attended. c. Over the past year, we have experienced significant revenue growth in food and beverage sales. Much of this growth is due to the quality and consistency of our food. Our food cost however has been a disappointment. I am currently working with Denise and particularly, Troy make changes to some menu items and accurately cost out each menu item to assure that we’re charging an appropriate price for each menu item. I am also working with Troy on his ordering practices and will try to identify any areas or items which are creating waste. A complete menu item “cost-out” will be included in February’s report to the Board. It is the goal of all three of us to operate the clubhouse at the budgeted food cost. 16. Recreation Complex Operations: a. Aquatic Complex: i. The Indoor pool continues to run smoothly with no significant maintenance issues to report. b. Recreation: i. The Fitness Room was used 225 times between December 15, 2015 and January 15, 2016. ii. The annual “Little Elves Workshop” took place on Saturday December 19th with approximately 25 people attending. Kids enjoyed making gifts for their loved ones for Christmas and wrapping them up before they left.

Lake Carroll News, February 2016 Page 9A iii. The Polar Express Event took place in the evening of Saturday December 19th. Kids enjoyed seeing Santa and getting a Polar Express ticket. The Polar Express movie played on the projector screen in the main banquet room and hot chocolate and cookies were served during the movie. 15 people enjoyed this event. iv. Winter Kidz Camp days took place Monday December 29th- Wednesday December 30th with about 15 kids per day. Kids enjoyed making crafts, playing in the snow, and making new friends. The previous week of camp was cancelled due to low attendance. v. TOPS groups have started for LCA membership and LCA employees. “Take off pounds sensibly” is what the group focuses on. Weekly meetings take place on Tuesday nights and Wednesday mornings. Weekly weigh in’s and health topics are the focus of the meetings. LCA employees meet over the lunch hour on Mondays to discuss their health topics. All programs are free because it is a part of a grant thru the state of Illinois and Chelsey is a certified TOPS instructor. c. Ski Hill: i. Due to the weather we were unable to make any snow until the night of January 9th. We concentrated on the tube hill first with both Pole-Cats running until we ran out of water. The guys started at midnight on the 9th and went until 10 am on Monday when they ran out of water in the pond. Which means that our water supply lasted 34 hours; this is down from 36 hours last season. They came back on Tuesday night and made snow for another 12 hours Tuesday night into Wednesday morning. This was enough snow to have the tube hill open, but not the ski hill. The lane will be fine, but the run out for the tubes will not be as long usual. We need 2 good nights of snow making to open the ski hill. 17. Campground: a. No specific report 18. Equestrian Area(s): a. No specific report

Lake Carroll Women’s Club By Char Messmore

President Lana Soldat called the meeting to order with the Pledge of Allegiance and the Club Collect. Twenty-eight members were present. Club members with January birthdays, Nancy Quilico and Nancy Flikkema, were recognized. Secretary Char Messmore read a thank you note from the Senior Center thanking our club for our recent donation. A thank you note was also received from the Food Pantry. Treasurer Brenda Schnarr reported a balance on hand as of December 31st of $3,551.16. Brenda also reported that we have received $600 for the Hattie Vicker Memorial Fund and that the committee will be giving us their recommendations on how this money should be used. Vice President Pia Molloy reminded us of our theme of Because You’re Worth It and reviewed upcoming programs. In February the program will be Kathy Weber on the Road Scholar program. Members may want to bring their checkbooks as we will be able to sign up for the April trip to Rafters in Lena at this meeting. Ways and Means Co-Chairwoman Gael Will informed members that April 30th (last Saturday in April) has been selected for our spring fundraiser. It will be a chili dinner along with assorted games and fun. This event will be open to all Lake Carroll Members and their guests, so mark your calendars! Details will be shared next month after the committee meeting on January 28th. Helen Sykora reported on upcoming events at the Carroll County Senior Center including free tax preparation service from February 12 through April 11. The Senior Center collects used cell phones. Helen also has information on an upcoming gardening workshop to be held at Highland Community College on February 20. Marve Feucht reminded members that our collection of bottle caps, cards, pop tabs, and Box Tops (including soup labels) is ongoing and receptacles are located at the lodge and the Clubhouse. Program Chair Pia Molloy and speaker Nicolet Drane. Pia Molloy introduced our speaker, Nicolette Drane, who is a Registered Dietician and Dibetes Educator at FHN. She shared a wealth of information and hand-outs about eating smart and being physically active for healthy living. Following the meeting, delicious and healthy snacks prepared by hostesses Karen Ruter and Helen Sykora were enjoyed by all.

On November 12th the Lake Carroll Women’s Club traveled to Stockton, IL to visit the Northwest Designs Studio. The studio creates uniquely inspired glass jewelry, wine stops and other creative items. The studio donated 10% of the sales from the LCWC to a charity of our choice. A check for $85.00 was presented by Marvelene Feucht from Lake Carroll to Nancy Gable, director of the Carroll County Senior Center.

Our family had a great Christmas and a Happy New Year. We had five of our six kids in for the holidays along with spouses and grandkids, what a wild time we all had. On New Years Eve the whole family excluding the grandkids went to the New Years Eve Party up at the Clubhouse. We had a table set up by Denise and her staff for fourteen of us. The evening went off without a hitch. We all had a great meal plus a wonderful family Norm Hoffman get-together along with some of our close friends. The Board Director family would like to compliment the staff for putting on a great evening with good food and entertainment. A job well done! The buffet was exceptional. Perception: This leads into a perception that I wanted to briefly discuss. When a good job takes place it usually is because someone accomplished the four-letter word “WORK”. There is no substitute for good old fashion hard work. The people at the top of the ladder work harder than anyone else because they have gotten into the habit of working hard. There is no substitute for it. Success is spelled W-O-R-K. If you ever flunked a course in school, it wasn’t because you were not smart enough. It more than likely was because you did not put in the effort of work needed to receive a passing grade. There is one staff member that I would like to recognize that knows what WORK means. He is always on the job attempting to accomplish a long list of tasks put before him on a daily basis. He came to Lake Carroll about four years ago and accepted a position as our Facilities Manager or what many members simply call the Head of Maintenance. Now, coming up here from a position he had in Texas, gave him some experience in many areas. However; I should not have to point out that Lake Carroll is a unique experience to have this position. Where do you find a person who has the qualities of a mechanic, manager, ski hill facilitator, swimming pool maintenance, equipment upkeep, charting snowplow schedules, lake maintenance including weed harvesting, dredging, rip raping, keeping a watchful eye on a dam, road maintenance, equipment purchasing, budget, hiring personnel, maintaining an ATV Trail, working with the needs of a Campground, and negotiating with businesses and contractors. I more than likely missed many of the duties this gentleman does on his routine schedule. I guess what I want to say is I tip my hat to Shaun Nordlie and say to him a wonderful thank-you for your hard W-O-R-K, loyalty, leadership, and dedication that you have displayed here at Lake Carroll. As I have pointed out, hard work will always pay off to a promotion. If the members do not already know, Shaun has accepted the General Managers position at Apple Canyon Lake. We wish him all the luck in the world and want him to know that he will be missed at Lake Carroll. Keep that great smile and personality that helps make you a success.

Every year we have members who react when they read notices saying that our Ski Hill and/or Tub Tow do not have adequate snow coverage for use. They compare us to Chestnut Mountain or other full-scale ski facilities. Some even compare us to a 100 mile radius of facilities. While I can appreciate your frustration, it is important for LCA members to understand that we are not a ski resort community. Our amenities are widespread and our staff does a great job at keeping those amenities available to the community…when it’s within their power and ability to do so. Snowmaking is one of those things we just can’t 100% control. I would like to explain though what it takes for our staff to make snow. With the snowmaking equipment we have, temperatures must be in the single digits for us to make snow. Realize though, that a predicted low temperature of 7 or 8 degrees could produce minimal results as the low temperature may last only an hour or two. The wind also plays a big role. Sometimes it’s our friend and sometimes it takes our manmade snow and puts it in places where we can’t use it. A third factor is humidity. Believe it or not, humidity can be high even at these low temperatures; and when it

is high, the manmade snow can turn into a cloud and float away. We prefer when the temperatures get down to around zero or lower so we can really pour out the snow. This year we have added a second PoleCat. Temperatures still need to be single digits for the PoleCat, but when they are, the amount of snow that it can create is amazing. We’re hoping that these two machines will have a great impact on our snowmaking abilities and can make a difference in everyone’s skiing experience. As for the comparison between us and Chestnut – I am afraid this is not a fair fight for Lake Carroll. The PoleCat that we are so excited to have two of this year – Chestnut has 65 and the majority of them are mounted 30 feet in the air to maximize snow making. They also have 15 Super PoleCats that are mobile – these pour out at least 1.5 times the snow that a regular PoleCat can make. Chestnut also has coverage; a lot of their runs are in the trees, not in the open like our Tube Hill or the Ski Hill. Chestnut has an endless supply of cold water out of the Mississippi River whenever they want. We have a pond that worked great last year, but did show its limits when we made snow for 72 continuous hours. Water pressure is another thing that we always need to consider when making snow, something Chestnut never has to worry about. I want to thank the staff of Mike Reed and Jon Doty along with their part time help for putting in sometimes long hours in very cold conditions doing anything they can to have the Ski Hill open for the members. No matter what, Mike and Jon stick to the tasks of moving snow sticks and checking water lines, battling ice, electrical issues, and anything else that may hinder their goal of making snow. Please know that these guys really care about the Ski Hill and want to have it open; so if temperatures are cold enough, they are out there making snow no matter the occasion. Hopefully, this information helps you understand that unfortunately, we do not have complete control of the situation. Highland Student Senate holds naming contest for cougar mascot

FREEPORT — For generations the Highland Community College Cougar mascot has been entertaining fans and students at athletic events and other College-related activities. Founded in 1962, Highland soon adopted the Cougar as its official mascot. But, what is the Cougar’s name? It seems the unnamed mascot will soon be getting an official moniker, thanks to a contest sponsored by the HCC Student Senate. The contest will be conducted in two phases. The first phase will be the initial submission of suggested names from students, staff and community at large. The second will consist of a community-wide vote to select the official name from a short list of finalists. The contest to name the Cougar is open to all students, staff and the community in Highland’s district. From now through March 1, individuals can submit a suggested name by visiting www.highland.edu/namethecougar or by calling the Student Senate office at 815.599.3603. Each naming submission must include the contact information of the person entering the contest along with a brief explanation of why the name is being suggested. The Student Senate will select three finalist names from the submissions. These mascot names will then be included in a poll on the homepage of highland.edu beginning March 7. The poll will be open for voting by students, staff and the residents of the College district. The mascot name receiving the most votes by April 1 will be chosen as the official name for the Highland Cougar to be presented to the HCC Board of Trustees for approval on April 26, 2016. The individual or individuals who suggest the winning name will receive an HCC hoodie and a season pass to all men’s and women’s home basketball games and home volleyball games for the 2016-17 season.

An Infrastructure work in Progress By Shaun Nordlie and the LC Infrastructure Committee

Lake Carroll News June 1989 Patten Corporation built a small shelter house for property owners to enjoy at Pell Park.

In 1989, The Patten Corporation built a shelter house on a common area in section 25 that had a stream flowing through it, birds singing, and huge trees that provided shade. It was a perfect place to take a picnic or just enjoy the natural beauty of Lake Carroll. Patten named the new park Pell Park in honor of the Lake Carroll property owners Pete and Lucille Pell. Lucille was a member of the board when Patten Corporation arrived at Lake Carroll and was on numerous other committees during her time at the lake. Lucille was known to push for growth and development of Lake Carroll, but to also protect the environment and preserve the natural beauty of Lake Carroll. It was because of Lucille’s influence that we now have Pell Park. Over the years, the facility received considerable use from both children and adults. However, during this same time the facilities aged. Those structures that were made of wood decayed and those that were made out of gravel and stone eroded. In 2015 all of those facilities were inspected by the Infrastructure Committee and Pell Park was closed down over concerns that anyone using Pell Park might be at risk of harm. But that action did not spell the end of Pell Park. The property was turned over to the Lake Carroll Maintenance Department.

Lake Carroll News August 1989 Rick Gaul presented the plaque to be displayed on the shelter house to Pete and Lucille Pell at a dedication ceremony on July 2, 1989.

Following the Infrastructure Committees recommendations the staff took down the old, decrepit playground set that hadn’t been used in years. Bushes and trees were taken out by the roadway so that anyone passing by on Lake Carroll Blvd could see into the park. The small Pell Park sign was remade and raised so that it could be seen from the road. More trees and brush were taken out all the way to the lake to open up the whole park and make it less dark and dingy. The pavilions rickety stairs and handrails were replaced and Shaun has plans to have his crew stain the pavilion next year. Maintenance has started replacing rip rap along the creek bed as well as cleaning out weeds and bushes along the creek bed. Our goal is to make Pell Park a place where Lake Carroll owners can enjoy it again; go have a picnic, hang out by the creek, and enjoy the beauty. We hope you will either revisit Pell Park if you have not been there in a while, or go check it out for your first time.

This month we’re going to learn about another one of the fish inhabiting the waters of Lake Carroll. The Perca flavescens, or also known as the yellow perch or ring perch. While these fish are not known for their aggressive fight, they are known for their delicate white, flakey fillets and are excellent table fare, and are considered a delicacy by some. These fish don’t get very big, with most fish averaging Joe Rush between 7 and 10 Lake Manager inches. However, they have been known to reach sizes upwards of 15 inches. My wife actually caught one here at Lake Carroll last spring that was nearly 14” and full of eggs during the pre-spawn. She was released, unharmed, back into the lake. Yellow Perch also have a relatively short lifespan, and usually live less than 7 years. They are also known to over-populate and stunt at a small size in some bodies of water, so management of these fish can sometimes be difficult. With the short life span, yellow perch reach maturity and begin to reproduce around 2 or 3 years of age. They spawn very early in the spring, normally right after the ice leaves the lake, when water temperatures are around 44F to 52F, and spawning can last into early May. The males are first to arrive on at spawning sites, and they prefer to spawn on submerged vegetation or brush but will also spawn on the gravel, or rubble on the bottom of the lake. Interestingly, one female perch can be attended by as many as 15 to 25 males, swimming below or behind a female in a very tight school. They spawn by broadcasting, and the eggs are stringy strands of gelatinous masses that look somewhat like an accordion in shape. Some of these strands can be over 7 feet long and over 200,000 eggs! However, the average strand has around 30,000 eggs. The number of eggs in the strand is directly related to the age and size of the female fish laying the eggs. The eggs masses float freely in the water until becoming stuck on the weeds or lake bottom. Unlike the bluegill and bass, the perch doesn’t guard the eggs, and they are left alone to hatch and survive.

When fishing for yellow perch, the action can be fairly good since these are a schooling fish, and they are persistent and aggressive eaters. To actively fish for perch you need to understand their habitat preferences. The perch are a schooling fish, so where you find one you are likely to find many. They are primarily a bottom feeder, feeding near or on the bottom. Start fishing there. If you aren’t having success, pull you bait up a few feet and see if you can find the school suspended. Pay close attention to the depth when you find your first fish as the school will be at that depth consistently. Another tip is that the schools are usually all close in size. Therefore, if you’re only catching small perch, it is likely that it consists of smaller fish and you may want to look for another school to catch your ‘keepers’. Another tip is that yellow perch feed during the day, and especially early in the morning and late afternoons. They become inactive at night. Once you get into a biting school, you need to be patient on your hook-set as these guys are notorious for nipping the bait, and it’s easy to pull your hook away too early. Yellow perch are also fun fish for the ice fisherman because perch remain active all winter long. However, they often move down to the deeper parts of the lake, feeding exclusively off the bottom. There are mixed reviews on the yellow perch in that they are very hungry aggressive feeders, eating nearly anything an angler will put in front of them. Which some anglers enjoy, but some anglers also don’t like them because they are constantly nipping baits, and known as ‘bait stealers’, which is considered a nuisance by some. This nipping trait, however, is what makes the anglers that like them… REALLY like them! Perch are pretty dependable when it comes to biting on the hook. Beyond providing angling opportunities for the members, or the opportunity for an occasional meal, the yellow perch is also a forage fish for some of our predators. Yellow perch are not known to be exceptional swimmers, so they make an easy meal for a hungry walleye. Happy Fishing…

Fish Tales

The Lake Carroll Fishing Club had their monthly potluck dinner meeting on Wednesday, January 13th. We had 54 members attend with Tom Stangl bringing the meal meeting to order at 6:53pm. Stan Messmore led the group in the Pledge of Allegiance and we then enjoyed the potluck meal of chicken, plus the great sides and desserts brought by the members. After the meal Tom asked our Treasurer, Mitch Feucht, to provide our monthly report which was accepted by the members. Mitch noted that the club has 180 members with one of our goals for this year to increase our membership to 200 or more. We hope you will join us at our monthly potluck dinner meetings the second Wednesday of each month at 6:00pm. As well as the other events we sponsor during the year. Tom recapped the success of our annual Christmas party dinner. We would like to thank the staff at the Clubhouse for the excellent meal they provided. All noted the great dinner and dancing we enjoyed that night. There were 123 happy souls in attendance to enjoy the food and dancing this year. We are making plans for next year’s party. Hope you can join us. Tom also noted the success of this year’s Giving Tree program. Tom Stangl and Roman Cirignani distributed 60 gifts for children and 25 gifts for seniors this year. Thank you all for the generous gifts. Tom informed the group that we had installed 2 rock reefs this year and intend on completing 2 additional reefs along with a gravel spawning bed this coming year in our structure program. Tom mentioned we will be working with the association to complete these added reefs with their help. A question was asked about marking the reefs as a reference for fishing. Tom stated that Shaun Nordlie had marked one reef and intended on marking the others with yellow buoys. We are planning to have the Fishing Club Open House on Sunday April 10th and 17th. Tom asked for volunteers for the dates along with cookies and treats for the event. Mike Siciliano is planning on having a Snow Golf event January 30th weather permitting at the Hatchery. Hope you can come and enjoy. He would also like to have a lottery for sinking the Christmas trees again this year. We will have to let you know about this as the ice on the lake at this time is a bit thin. We will probably have to set up an email to let you know. Mike also brought a movie for after the potluck for all to enjoy after the meeting. Popcorn and a movie, can’t get much better than that. The meeting was adjourned at 7:10pm. We had our 50-50 drawing with Stan Suchocki was the 35 dollar winner and Rosanne Stangl was our 25 dollar winner.

PLUMTREE SKI AREA January 16th kicked off our tube tow season on a bitterly cold weekend. Thanks to all who came out for a fun kick-off weekend of the tube tow. Free Fall provided entertainment on Saturday January 16th with about 80 in attendance enjoying the evening. Unfortunately there has not been enough snow coverage on the ski hill to open this season yet, but if Mother Nature cooperates hopefully it will be soon. Chelsey Heckman Recreation Director A few reminders on tube tow safety. - All children must be 36 inches tall to ride the tube tow and be comfortable in their own tube. No lap riders are allowed, everyone must have their own tube. - When your tube has stopped traveling down the tube run, please exit the run area immediately as there is someone else coming right behind you. This is easily and frequently where accidents can occur if tubers do not leave their lane immediately. Mark your calendars for February 13th weekend for the Winter Carnival event. Fun for kids during the day with carnival games from 1:00pm-4:00pm inside. If there is enough snow for the ski hill to be open, all Winterfest activities will be moved to this day. Calling all Lake Carroll women golfers to sign up for the Ladies Golf League. Whether you’re an experienced golfer or just a beginner, please consider joining the league. Yacht Club Plans for 2016

The first of the year always gives us new and fresh beginnings and clean slates to start over or to build on past successes. The Yacht Club is looking forward to the 2016 year with plans to provide opportunities for you to get together with friends and meet new ones. There are six annual events on the calendar that are sure to pique the interest of many. In January, the Club sponsored a Crazy Bowling Party at the Mt. Carroll Lanes which was an evening of laughs and amusement that was a great way to cure cabin fever. On March 19, “it be the wearin’ of the green”. The ever popular and fun-filled night of Robbers Bingo is the place to be after a St Patrick’s Day dinner at the Clubhouse. This summer, the Club will be hosting Venetian Night, Kayak Paddle, and yes, the big one, Taste of the Lake. Then, for you gamblers, a trip to the Casino will be in October. In addition, for Club members only, we are organizing several special events. The first one was a Pancake Brunch at the Clubhouse in January. This was a chance to kick off the New Year meeting and socializing with fellow Club members. In June, the Float Your Boat Party will be back by popular demand. Then we will finish out the season with another function later in the year. The Yacht Club is entering its 9th year of existence with expectations of it being the biggest and best year yet. Membership does not require ownership of a yacht, or a pontoon, or a boat or even a dinghy. It is simply a club that provides social opportunities for Lake Carroll members. Over the years, the Club has also been able to make donations to the Lake Carroll community. The fire pit on the beach and the lighted buoys on the lake are added enhancements provided by the Yacht Club. Thank you to those who have been members in the past and helped to support the club. Without you, the club would not exist. If you have not been a part of the Yacht Club before and are ready to come aboard, fill out and send in the application form which is found in this paper. It’s a new year. Time for fresh starts. Meet new people. Try new things. Sail into 2016 with the Yacht Club.

Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots. One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced. We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA. Here’s how the program works: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500. To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current Web-site. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot and a photo of the property. We anticipate having this page available prior to February 28, 2015. In addition to providing another person or family the opportunity to enjoy all the Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. The Association needs more Members and there are people out there who would like the benefits of Lake Carroll Membership and Ownership. We began announcing update requirement in September 2014. To date, there are still a number of Members who have not yet updated their children’s photos. Unfortunately, if those children try to access an amenity with their old card, they will be denied access and advised to visit the Admin Office. Primary LCA Member’s dependent children 5-24 years of age were required to have new photos for their 2015 LCA ID cards. Our current program has been in effect since 2007. PLEASE NOTE: ID cards printed prior 2014 for dependent children 5-24 years of age have been deactivated. If your dependent(s) have not received a new ID card (see sample), you MUST submit new photos. We need a clear head & shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted. The preferred method to receive photos is to email your photos to photoid@golakecarroll.com. Be sure to identify your photo files with the filename, section/lot, child’s name, and date of birth for each photo submitted. If you don’t have the option to email, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. FREEPORT — The Highland Community College 47th District Juried Art Exhibit will be accepting work to be on display in the Highland Gallery on Thursday, February 4, 2016, 8 a.m. to 6 p.m. in west hallway of the Ferguson Fine Arts Center. Artists may submit up to (3) separate original two- and three-dimensional works of art with a nonrefundable fee of $3 per work. Entry form and entrance fee are due upon delivery of work. The exhibit runs February 11 through March 8. An opening reception and award ceremony will take place from 4:30 to 6:00 p.m. on Thursday, February 11, with awards announced at 5:30 p.m. The Highland Gallery is located in the west hallway of the Ferguson Fine Arts Center. This exhibition is designed to recognize local artists, and to celebrate their visual contribution to the community. Submission of works are open to all artists, 18 years of age and older residing in the Highland Community College district, as well as all currently enrolled HCC students. This is a juried exhibition. All submissions will be individually viewed and accepted or rejected into the exhibit based on meeting the following criteria outlined in the exhibition prospectus: Eligibility, Rules of Entry and Limitations. Additionally, submitted work will be accepted or rejected based on overall visual excellence determined by components such as compositional resolve, concept, content and manipulation of media. Submissions are composed of actual work of art and supporting identification of work properly documented in the prospectus entry form. Officially accepted submission will then be viewed to determine award placement. This will be done in two phases: Phase I: Acceptance and Non-acceptance Each submission, including documentation provided on the entry form, will be reviewed to ensure compliance with exhibition rules and overall excellence. Officially accepted work, identified by Juror(s) and Gallery Director, becomes an official part of the exhibition. Non-accepted work, as identified by the Juror(s) and Gallery Director, is omitted from the exhibition. Phase II: Award Placement Officially accepted work is viewed to determine award standings. A selection of awards, including but, not limited to Best of Show Community, Best of Show Student, First, Second and Third place, as well as Honorable Mention are determined at the discretion of the juror. Best of Show, First, Second, and Third place all carry a cash award, in part, based on the fees generated from the exhibition submissions. Artists will be notified of non-accepted work by email, and also notified if they received an award placing. Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away. Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation. The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months. The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all. The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).
