INTERESTED IN RUNNING FOR THE LCA BOARD?
There are 3 positions open on the Board this year. If you are interested in running, petition information and forms will be available at the LCA Office as of Saturday, August 1, 2015. Candidate Petitions must be turned into the office by Monday, August 31, 2015. Ballot name order is determined by the order in which Petitions were time stamped. Please refer to your By-Laws booklet to see what being a “Board Member” entails.

Summer at Lake Carroll is looking very promising for all activities. There is something I think I say at this time every around the 4th of July weekend activities. “I have never seen as many walkers, joggers, and bikers on our LC roadways!” While driving around I observed groups of up to 8 walkers, with many walking side by side out into the lane and some texting while they were walking. And some not giving the courtesy to get into single file for passing vehicles. I mention to some that it is recommended to walk or run against traffic so they can see what’s coming towards them (rather than being surprised by what comes up from behind). I was so glad to hear that Security had no reported accidents or injuries for the entire extended holiday weekend. Here are a few more safety tips for the rest of the summer. FOR OUR RUNNERS/JOGGERS/WALKERS: - Wear bright or light colors when on the roads. - Travel facing oncoming traffic and stay close to the outside edge of the road, especially if vehicles are approaching from both directions. - Try to keep close together. Many times I have driven around a winding turn only to see walkers side by side across the road…not very smart. FOR BICYCLISTS: - Wear bright or light colors when on the roads. - Travel with traffic and stay as close as safely possible to the outside edge of the road, especially if vehicles are approaching from both directions. - Bicyclists must obey all vehicle laws. Property owners, please provide these safety tips to your guests who love being out on our roads and enjoying our scenic views. Make sure they know your last name and full address (Section/Lot & Street name). You could even have a little slip of paper or a card with this information on it for them to carry with them. Many times while out on NW patrol I have stopped to help a walker/jogger that was lost and only
knew the first name of the property owner they were visiting. I guess they may have been guests of the guests. You can see how this can be a problem. Trying to locate someone’s house by stating “the owners are an older couple and I think the man’s name is Bill” doesn’t get them back to where they started from. Being a member of the LC Safety Committee I am involved with our Rules and Regulations in support of our Security Dept. I would like to emphasize that Security is out there to assist our residents and their guests. Recently we have reviewed statistics regarding accidents and citation violations, etc. It was no surprise that out of the accidents that occurred on the ATV trails last year up to now, only one was a member, the rest were guests. One injury was serious enough to be airlifted to a hospital. Also the majority of our violations involving jet skis/wave runners were guests. Owners are responsible for violations that their guests are involved in. Citations go to the property owners. A new State law implemented in January 2015 requires an orange flag be attached to the highest point of a watercraft helm from the time a skier/tuber exits the watercraft to the time they reenter the watercraft. When a skier/tuber is down (in the water) the attached orange stays up, but a second orange must be raised and waved by the spotter, or someone on the boat. I have noticed people are responding well to this new law and our LC rule. I have observed some boats keeping the orange flag attached when they were not towing someone. I also observed a boater using the State required flag as their Skier Down flag. This is a citable offence as two flags are required for two specific reasons. Management and Security know that this new law is confusing and they understand that it will take some time for people to adjust. The boat patrol has been busy letting people know about the law and rules and explaining their purposes when necessary. In upcoming issues of our LC newspaper you will be seeing articles by different authors talking about ATV/UTV users on our LC trail recommending completing an online ATV/UTV safety courses. This request for the safety course is only on a volunteer basis at this time. Security, while on patrol and conducting their trail vehicle checks, will also ask drivers if they have taken a safety course. This will be for logging stats. Online sites vary and we feel if you take one and receive a safety course certificate, that will work. Our goal is SAFETY. There will be much more on this topic in the future. Board President Barb Anderson to hold Second Town Hall Meeting On Saturday, September 19, 2015, our Board President will hold the second of two Town Hall Meetings which were scheduled in 2015. The meeting will be held in the LCA Conference Center and will begin at 9:00am. All Property Owners are invited to attend. This informal meeting will provide an opportunity to have an open dialogue directly with the Board President. There is no specific agenda or topic, no minutes, and no Board action. BOD President Barb Anderson will provide some insight as to her goals, updates on current Association matters, and welcome any questions you may have. Enjoy your summer and be sure to join us on Saturday, September 19, 2015 at 9am at the Conference Center.
