General Manager’s Report The first five months of 2016 are in the books and I have I much to share as we head into the summer season.

The much anticipated AT&T Cell Tower was installed last month and it is very easy to see if you look towards our Maintenance Facility to the northwest of the West Marina. Towering to a height of 190’, AT&T cell phone subscribers will finally be able receive much improved service when the project is complete. Though the Tower has been installed, the transmitting equipment has not yet been installed on the pole as they are still running electric lines and fiber optic cables to the Tower site. This improvement should be completed and fully operational at some point this Mike Schmieder General Manager summer.

The most talked about issue here at Lake Carroll for the past several months has been in regards to our aging lodge facility. I’ve heard comments and opinions from many Members, some supporting replacement by constructing a new facility and some objecting to it. I’m glad to inform that you’ll find a significant amount of information in this month’s edition of the Lake Carroll News regarding the Proposed New Lodge & Recreation Center. The Ad-Hoc Committee tasked with investigating options for the facility have been working tirelessly for the past 24 months so that they can provide the Lake Carroll Property Owners with as much information as possible. Much thought and discussion has been had regarding an attempt to rehabilitate the existing facility. The Committee also reviewed and considered numerous preliminary designs and floor plans which they feel would best serve the needs of the Community now, and into the future.

At this time, the intentions of the Committee are to provide you with all of the information you will need so that you can make a very important decision later in the year. Over the summer, there will be several informational workshops put on by the Committee. These meetings are open to all Members and I strongly encourage you to attend so you can get accurate information as well as answers to any questions you may have. I’d also like to take a minute to thank Tom Stangl, Don Aleksy, Chelsey Heckman and the rest of the Committee who have put so much time and effort into this project so far. The countless hours they have given and their commitment to this project has been overwhelming and it’s very much appreciated.

A request that many of you have expressed on numerous occasions is for us to find a way to view our Board Meetings, Budget Presentations and the Annual Meeting in an on-line format. I’m glad to report that we’ve taken the first step in making this a reality. Our Technology Director, Deb Stagno has been working with numerous service and equipment providers over the past several months. As a test, the May 20th Board meeting was video recorded using loaned equipment and has been put on our website for you to view. The costs associated with making the meetings available for Members to view will be discussed at the June 24th Board meeting and we’ll keep you informed as to how we’ll proceed with this new service.

Over the past few weeks, four Tornado Sirens were installed in the Lake Carroll Community. This project has been one of our Safety Committee’s initiatives for the past several years and I’m glad to report that the sirens will be fully functional and activated within the next few weeks. As of this writing, the poles and sirens have been installed, but we’re still waiting on ComEd to run power to locations. Once the sirens are fully functional, they will be tested on a monthly basis. The tests will be conducted on the first Tuesday of the month at 10:00am and the test will last 5-10 seconds. During the final stages of installation, within the next few weeks, brief, intermittent testing may occur. As of this writing, the sirens have not yet been activated and until further notice, they will not provide residents a warning during dangerous weather. You will be informed when they have been activated.

Last, I just want to remind you that summer is here and Lake Carroll is ready for you to enjoy it. I know that summer is a busy time for everyone and scheduling R & R time can be difficult. I encourage you however to make every attempt to get out here, enjoy the amenities and enjoy all that Lake Carroll has to offer. Sometimes it’s important to “stop, and smell the roses” and Lake Carroll is your rose garden.

I look forward to seeing you here at Lake Carroll and I look forward to a fun-filled, safe summer.

There are four meetings of the New Lodge Committee scheduled: July 2nd, July 23rd, August 13th, and September 3rd. The four meetings will be at 10am at the Lodge.

You are encouraged to attend these meetings to collect information, ask questions, and formulate your opinion on this important proposed project.

AMENITY USAGE All dues, assessments and fees must be current to be eligible to use the Lake Carroll amenities. Quarterly payment plans must be current to remain in good standing & enjoy all the summer activities offered at Lake Carroll. Photo ID cards must be presented

by Property Owners upon sign-in at all Lake Carroll amenities (Golf Course, Campground, Pool, etc). Cards for dependent children 5-24 years of age were deactivated as of May 1, 2015 unless a new photo was submitted in 2014 or 2015. Many cards remain inactive. New photos must be submitted for the cards to be reactivated. Please visit the office & have your photos taken or email them to photoid@golakecarroll.com.

2016 DECALS 2016 Decals must be displayed on members’ vehicles, golf carts, campers, watercraft, ATVs and snowmobiles. These must be registered with the Association. Decals are issued upon receipt of the 2016 completed information sheet, current registration papers & insurance and decal fees.

All dues & fees must be current before decals are issued. Please refer to the Lake Carroll Rules & Regulations regarding the registration requirements.

LAKE CARROLL HOMEOWNERS If Lake Carroll becomes your primary residence, please notify Julie at 815-493-2552 ext 14 or email the change to julieb@golakecarroll.com so we may keep our membership address list current. The office would also appreciate the updates on new phone numbers and email addresses. As a final reminder, if you have a winter address, don’t forget to let the Association know when you return.

DAILY/WEEKLY SLIPS MARINA SLIPS The 2016 daily docks are available for daily or weekly usage by reservation only. The slips available are H1A, H1, H2A, H2, G3 and F2. The fee is $30 per night or $85 for one week. The maximum stay is two weeks. You may have only one reservation on the books at any time. To reserve one of these slips, call the Association Front Desk 815-493-2552 ext 10 or 20. Payment must be made in advance. Unauthorized parking in these slips may result in a citation being issued. Marina maps are available on our website: www.golak ecarroll,com>Amenities>Lake & Natural Resources>Documents. Both the East & West Marina Maps are included in this list. Members in good standing are eligible to reserve these slips. As a reminder, all watercraft must be currently registered with the Association before it enters the Lake.

There are also four (4) temporary slips, which may be used for short periods of time.

These slips are the first four slips beyond the gas pumps & are marked as TEMP. Please use these only for short periods of time, allowing other members to use these slips also.

As an added note, slips H06 – H24 have been assigned for the season. They are NOT AVAILABLE for daily/weekly or temporary parking! Unauthorized parking in any boat slip other than the temp docks & H1–5 may result in citations being issued. Thank you for your anticipated cooperation as we enter another busy & fun-filled summer at Lake Carroll.

MARINA CONCESSION INVOICE CHARGES A current Visa or MasterCard authorization form must be on file at the Association Office or your payment MUST BE received within 15 days of purchase. If no payment is made within the 15-day timeframe, the amount due will be processed with the Visa/MasterCard information on file. If no payment is made within the 15-day timeframe & there is NO Visa/ MasterCard on file, the Association may curtail the privilege of purchasing at the Marina if concession invoices remain unpaid. The Marina Concession Invoice form is completed at the time of purchase. The section & lot # appearing on the watercraft is required on this form along with the property owner’s name & a LEGIBLE SIGNATURE (no nicknames).

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

The 4th of July is just around the corner, please inform your guests of boating, fishing and ATV regulations before the holiday weekend. Make sure your guests have the proper 2016 guest passes and your 2016 LCA decals are displayed on all your registered vehicles, boats, ATV’s, campers, golf carts, etc. It will also be the time of year for fireworks, let me remind everyone, fireworks are ILLEGAL at Lake Carroll. There are property owners, veterans (please see sign on 1B), and pet owners who do not enjoy fireworks. If you choose to light fireworks, you will be issued a citation.

It has been brought to my attention from the safety committee that they were receiving complaints about mushrooms hunters trespassing on private lots. All hikers, walkers, mushroom and deer hunters must have written permission to traverse a private lot to assess the greenways. Subjects found to be traversing private lots without written permission from the owner of the lot will be cited for trespassing, and the reports will be forwarded to the Carroll County Sheriff’s office.

I had such a positive response to this article I was asked by the fishing club to share this article again this month. I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions: 1. Who can fish at a Lake Carroll? Only property owners with a valid amenity card and an Illinois fishing license may fish Lake Carroll waters.

2. What about my guests? Guests are only allowed to fish in Lake Carroll when ACCOMPANIED by the property owner. Guests are not allowed to fish when the property owner is not present.

3. What about family members? The property owner may register immediate family members with the office and obtain a Family Fishing Pass for those members. This allows them to fish at Lake Carroll without the property owner being present. The family members are not allowed to bring guests with the use of this pass.

4. How many fish can I keep? There are size and creel limits for most species at Lake Carroll. The Fishing Club has always done an excellent job updating the size and creel limits. The information is posted at many of the fishing areas at Lake Carroll, as well as a postcard size card is available from Security and the Admin Office. (See card on this page) 5. How many fish can my guest or family members keep? You are allowed one limit per duespaying lot per day. For example, if a member takes 4 guests fishing and two family members they are allowed one total limit. Let me be clear, you are allowed 1 limit per dues-paying lot, regardless of how many people are listed on your lot.

6. Where can I fish at Lake Carroll? Lake Carroll itself. The spillway, sediment ponds, and Fishing Club ponds are prohibited from fishing.

The regulations regarding fishing are valid from the docks, from the shore, from a boat on the lake, and from lake front properties. Please make yourself familiar with the fishing Rules and Regulations to ensure you are going to enjoy fishing at Lake Carroll. The Security Department will be checking and documenting fishing activities. Citations and possible suspension of fishing privileges could occur if the Lake Carroll Regulations are not followed. Information can be found in the Lake Carroll Governing Documents Chapter 54. Sections .02 & .03.

With the summer season upon us, it is that time of year when bikers, joggers, and walkers return to the Lake Carroll roadways. Please remain aware that these pedestrians will be sharing the roadways.

For those of you who do bike, walk or jog wearing a safety vests are recommended, these vests vastly increase your visibility to motorist. These vests can be purchased at the L.C.A. office or any big box store.

I would like to encourage everyone that has not picked up a 2016 copy of the Rules and Regulations to please do so. They are available at no charge at the LCA Office, they are also available online at golakecarroll.com in the Lake Carroll Code of Ordinances. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll. Not knowing a rule is not an excuse to violate one.

I would like to wish all the property owners and their guests a safe and enjoyable summer season and DON’T’ FORGET YEILD TO YELLOW!!!

Did You Know: All piers, docks, boat lifts and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.07 (D).

Did You Know: ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B)(5) & (6).

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F)(2).

Did You Know: It is illegal to let you dog or cat roam freely at Lake Carroll. Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

As I am writing this article the N/W and the security dept. is gearing up for the mad rush to come out to the lake for the Memorial Day weekend. It seemed like it would never come with the temperatures more like fall that spring. One thing has been constant, (nats) they don’t care about temps.

Update on out tornado sirens. As of today all four are in place (poles and sirens). wiring has to be completed. A test is scheduled for early next week. I am really excited about it becoming a reality. Please make sure you and your guests display the current L/C stickers and guest passes when driving around and parking on L/C property and parking lots. This will make security’s job a lot easier and you will avoid a citation.

The fraud and scams have really found their way to our L/C residents and surrounding communities.I have received along with our local police, many complaint regarding scams and fraud calls, emails and letters. Please read newest scam being committed daily.

Aggressive and threatening phone calls by criminals impersonating IRS agents remain a major threat to taxpayers, headlining the annual “Dirty Dozen” list of tax scams for the 2016 filing season, the Internal Revenue Service announced today.

The IRS has seen a surge of these phone scams as scam artists threaten police arrest, deportation, license revocation and other things. The IRS reminds taxpayers to guard against all sorts of con games that arise during any filing season.

“Taxpayers across the nation face a deluge of these aggressive phone scams. Don’t be fooled by callers pretending to be from the IRS in an attempt to steal your money,” said IRS Commissioner John Koskinen. “We continue to say if you are surprised to be hearing from us, then you’re not hearing from us.”

“There are many variations. The caller may threaten you with arrest or court action to trick you into making a payment. “Some schemes may say you’re entitled to a huge refund. These all add up to trouble. Some simple tips can help protect you.”

The Dirty Dozen is compiled annually by the IRS and lists a variety of common scams taxpayers may encounter any time during the year. Many of these con games peak during filing season as people prepare their tax returns or hire someone to do so. – CONTINUED ON PAGE 5A –

JUNE : LET’S REVIEW A FEW THINGS AT HOME: Have you checked your fire extinguishers? Do you have enough of them? Do you have a hose near your gas grill? What if your grill started on fire? Is your hose long enough to reach the grill to put the fire out. Have you tested your smoke detectors and carbon monoxide detectors? Put in fresh batteries?

ON THE LAKE AND TRAIL: Don’t forget that most of our accidents have involved visitors. Please make sure you give your visitors proper instructions about our rules on the Lake and Trail. If you are on the trail with them please try and lead to set the proper speed. Show them how to swing wide in the corners rather than cutting the corners and narrowly missing a head on collision. Remind them the trail is two-way & not a race track. You cannot always be with them on a jet ski or a boat, so please make sure they understand our rules, especially speed and direction of travel, as well as the marked No Wake Zones. Ultimately you, the Members, are responsible for whatever your guest does. Make sure you are utilizing the skier down AND the State required towing flags. And please double check the flag on your ATV’s are 7 feet above the ground?

ON THE GOLF COURSE: Lightning can be very dangerous. Do you realize you are carrying the equivalent of lightning rods behind you on your golf cart? If you see lightning anywhere, leave the golf course!

We’re still in tornado season and our sirens will be working very soon. No matter where you are, if you hear the tornado siren go off this is your immediate warning to take cover. Do not continue golfing and just watch the weather roll in! Leave the golf course immediately.

LCA ROADWAYS: Let’s also slow down… More people are around during June and the upcoming summer months. Many are walking and biking on the side of the road. There’s no need to be speeding around Lake Carroll.

AT THE POOL: Yes we have lifeguards, but that’s no reason to not watch your kids, and other swimmers, as well. You may not have the ability to rescue someone yourself, but you might see a situation first and be able to alert a lifeguard in time to save a life. Also, remember our beach, At the West Marina is swim at your own risk. There are no lifeguards over there Let’s enjoy June and please be safe out there.

PROTECT YOURSELF Scammers make unsolicited calls claiming to be IRS officials. They demand that the victim pay a bogus tax bill. They con the victim into sending cash, usually through a prepaid debit card or wire transfer. They may also leave “urgent” callback requests through phone “robo-calls,” or via a phishing email.

Many phone scams use threats to intimidate and bully a victim into paying. They may even threaten to arrest, deport or revoke the license of their victim if they don’t get the money.

Scammers often alter caller ID numbers to make it look like the IRS or another agency is calling. The callers use IRS titles and fake badge numbers to appear legitimate. They may use the victim’s name, address and other personal information to make the call sound official.

Here are five things the scammers often do but the IRS will not do. Any one of these five things is a tell-tale sign of a scam.

THE IRS WILL NEVER: • Call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you a bill.

• Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe.

• Require you to use a specific payment method for your taxes, such as a prepaid debit card.

• Ask for credit or debit card numbers over the phone.

• Threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.

If you get a phone call from someone claiming to be from the IRS and asking for money, here’s what you should do: IF YOU DON’T OWE TAXES, OR HAVE NO REASON TO THINK THAT YOU DO: • Do not give out any information. Hang up immediately.

• Contact TIGTA to report the call. Use their “IRS Impersonation Scam Reporting” web page. You can also call 800-366-4484.

• Report it to the Federal Trade Commission. Use the “FTC Complaint Assistant” on FTC.gov. Please add “IRS Telephone Scam” in the notes.

IF YOU KNOW YOU OWE, OR THINK YOU MAY OWE TAX: • Call the IRS at 800-829-1040. IRS workers can help you.

Stay alert to scams that use the IRS as a lure. Tax scams can happen any time of year, not just at tax time. For more, visit “Tax Scams and Consumer Alerts” on IRS.gov.

I received a recent phone call from a friend stating they thought they were scammed buy an AT&T text.

Knowing that we, at Lake Carroll, are in the process of having an AT&T tower going up. So it would be natural for people to think it would be legit. Read below for newest texting scam.

SMISHING” is the cell phone equivalent to “Phishing,” which is also known as “brand spoofing” or “carding”, text messages that lead you to a counterfeit web site trying to get your personal information, using SMS. This new form of identity theft is targeting cell phone users in which Internet scammers use to “fish” for consumers’ financial information and password data using fake company e-mails and Web sites. The scammers send consumers text messages that appear to be from well-known companies that contain links to Web pages that have been disguised to look nearly identical to legitimate companies’ sites.

The phony text messages create the impression that there is an urgent need for the consumer to take immediate action to update personal information to avoid some threat or risk to the consumer’s personal accounts. The illegitimate Web sites ask consumers to enter current financial and personal information — such as user IDs, Social Security numbers, bank or credit card account numbers and ATM passwords.

AT&T reminds consumers and businesses to be aware of SMiShing, and advises them to use caution if they receive any text message requesting personal and/or credit card account information. AT&T does not send e-mail requests to customers asking for personal account or credit card information.

HOW THE SCAM WORKS • Cell phone users receive a text message that seems to come from a legitimate source, such as a bank, e-commerce site or other financial institution.

• The message seeks to dupe users into clicking on a link via the phone’s internet connection, or into calling a certain phone number. Both the link and phone are fraudulent, and lead to requests for personal information that can be used for ID theft.

• Cell phones with Internet access are especially at risk.

Your chance of catching one of these cell bugs is less than catching a personal computer virus.

AT&T RECOMMENDS the following tips to protect you against SMiShing.

• Be aware that headers can be forged easily, so the posing sender may not be the real sender.

• Avoid providing or filling out forms via text wireless devices because the data is not secure.

• Realize that Internet scammers can create realistic forgeries of Web sites, so avoid clicking on links in an unsolicited text message. Go directly to the company’s Web site and fill out information there.

• Ensure that a Web site is secure by checking to see whether there is an “s” after the http in the address and a lock icon at the bottom of the screen. Both are indicators that the site is secure.

If you think that you may have received a SMiShing text message, you may want to do the following.

• Contact the legitimate company named in the e-mail to confirm whether the request is from them. Most companies do not ask customers to confirm personal information by sending an e-mail.

Last but not least. Scammers are still calling people to tell them they have found a computer problem.

They tell the victim/customer to go to their computer and allow them to take control. Don’t let them, hang up otherwise your computer will be held hostage unless you pay these scammers.

NATURAL vs LP AN EASY DECISION

As I write this article on a cool Mid-May morning, my furnace is running to take the chill off of the house. The good thing is I don’t have to be concerned about running over my LP contract or running out of fuel.

We switched to natural gas the year of the conversion. I was told by some that I would never pay for the conversion. We did in about fourteen months. I really thought this past year’s savings would not be very much, but when I added up the therms of natural gas used Clarence Grant and converted them to LP gallons and multiplied them by the LP Board Treasurer price this past year then compared that to the Nicor bills in 2015, we still saved $611 for the year.

As I talk to friends here at Lake Carroll who have done the same thing, their results are about the same as mine.

If you haven’t converted yet, I urge you to do so this summer. You will not only save money on heating costs but you will raise the resale value of your home. Very simply, houses hooked up to Nicor Gas sell better than houses on LP. If you fly south for the winter, you don’t have to be concerned about running out of fuel while you are gone, or there being a shortage of LP as there was a few years back. LP prices are tied to crude oil prices and as we all know they are lower now but will go back up sometime and when they do, LP prices will also go back up.

Another reason to convert is the association had to deposit over a half million dollars ($500,000+) with Nicor to get them to come to Lake Carroll to bring natural gas to us. We have about one hundred eighty six (186) more houses to hook up to natural gas then we start getting our deposit back from Nicor. We only have a little over seven years to reach that number. IF WE DON’T REACH OUR GOAL WE FORFEIT OUR DEPOSIT. So now you can do something to not only help yourself, but also your fellow members at Lake Carroll.

The more houses signed up above the minimum, the more of our deposit we get back. This helps everyone at Lake Carroll not just those on natural gas. Those were YOUR dollars put into the deposit. Don’t waste them by not converting.

John F. Kennedy once said, “Ask not what your country can do for you, rather ask what you can do for your country.” So I say, “Ask not what your association can do for you, rather ask what you can do for yourself.” After all, individually and collectively we ARE the Association.

Talk to your neighbors. See how they did on their conversion. I think you will be surprised.

Discussion regarding protocol for communications between Board Directors, Committee Chairs and Committee Members: Clarence Grant informed the Board that one of the Committees that he is the liaison for has requested that all communication with the Committee members be sent through him and the Committee Chair, who will then disseminate the information to the rest of the Committee. They are trying to avoid running their meetings via email.

Also, if something is to be on the agenda for their

meeting, it should be sent a week in advance of the meeting to provide time to coordinate the agenda.

No official policy was set, but it was said that because Committees are made up of volunteers, the Board should respect the Committee requests for interactions with them.

Board Directors Comments: Norm Hoffman stated that while studying the hunting rules changing, he found that there are places in our rules that are more stringent than the state rules.

Don Aleksy gave a status of discussions he has had with Mediacom and the USDA regarding the USDA’s Community Connect Grant program.

Audience Questions/Remarks: Jay Bell (5-52) asked if this was an Executive Board meeting or a Membership meeting. He was informed that this was a meeting of the Board of Directors for the Association. A meeting of the Membership occurs in December.

Rosanne Stangl (23-201) asked how a member can give input on agenda items if they do not know what committees are discussing? The response is that committee minutes are normally published on the LCA website.

Minutes of the Board Workshop of the Lake Carroll Association Board of Directors - April 23, 2016 that has been raised by more than one is that money was spent in 2007 to come up with drawings. Now we have spent another $20,000 to come up with drawings again and nothing has been decided yet.

Norm Hoffman responded that it is not unusual to perform engineering studies before determining how much a project costs and funding it. For example, this has been done for the Zier Road pond, and we just approved doing an engineering study for the ski hill pond. John Grotto also commented that the study that was done in 2007 was almost a decade ago, and the Board has an obligation to determine if anything has changed since then so an updated study needed to be done. He also commented that if we are to give the Members the proper information for them to consider the project, we owed it to them to make sure we give them up to date information.

Mike Robbins (19-52) had a few comments. He asked Don Aleksy if there was any information on what it would cost to rehab the current Lodge. Don responded that a rehab would cost about $3 million, just to bring the building up to code just for what we currently have with no changes to the current layout. Mike also indicated that Jeff Howe had good points about how the Association handles the different parts of the budget separately. He noted how Norm Hoffman likes to write articles in the paper. He asked what’s coming up next.

Norm said we probably need to do better on long range planning beyond 5 years in the future. Finally, Mike commented that when he built a house here, he researched 5 different builders, and even after trying to keep an eye on the costs, the project still went $30,000 over the initial quote.

Patti Chalupa (17-185) said after she saw the presentation by Don Marone on the condition of the current Lodge, she asked if the building was safe for her grandchildren for summer camp. Norm Hoffman responded that the areas where the children would be are safe. Some of the safety issues presented in Don’s presentation are in locked areas not accessible to the general public. It was also noted that there are portions of the building, such as the upper level, that cannot be fully utilized because there are, for example, floor load limitations.

Gayle Smolinski (25-9) said thank you for having the meeting as it was very informative and she was not aware the extent of planning that has been so far. She also said that on the survey that was done a few years there was a question about what should we be spending our money on. She thought only 35% of the people said to do the Lodge.

Matt Ripplinger (4-11) commented that with the hanging wires and open outlets covers that were shown in the Infrastructure Committee report, those should just be corrected immediately.

Donna Horvorka (4-150) asked if the Infrastructure presentation was going to be online. The answer was yes it is being posted on the LCA website.

Mike Robins (19-52) asked if the project is voted to proceed, when would the construction be expected to be completed? The answer was probably late 2017 or early 2018. Tom Stangl commented that the longer we wait, construction costs are only going to go up, and interest rate are likely to rise. Frank Malito (24-82) added that we should learn a lesson from this that we need to maintain what we have.

Patti Chalupa (17-185) commented that a new Lodge would be an opportunity for Members with kids. Dues are low relative to what we get.

Sue Ugorek (23-51) said that the Association demographics are changing. There are more families with kids. We need to recognize and address this. A new building would be a sales feature.

Larry Meyers (1-90) said we have projects that take big money, like dam maintenance, dredging, and weed control. They will always be there and need to be built into the budget.

Ad Hoc Committee update made by Tom Stangl: Committee made up of 11 members; started around 2013. He described the process being used concept, design, etc. Currently in the final stages of a concept design and value engineering. Plan is to have a 4-page insert ready for the June newspaper, and make use of the LCA website. The proposed design is currently for about a 15,000 square foot building; current Lodge is about 18,000 square feet.

3. General Board discussion regarding the proposed new Lodge.

Letter to the Editor RE: New Plumtree Lodge & Recreation Center

Within the next few months, the dues paying members of Lake Carroll most likely will be asked whether or not they want to leave all or a portion of $136.00 we now pay on our annual dues. (The money was previously used to pay off loans). If the membership says yes, then the money stays.

If the membership says no, then our dues will be reduced accordingly.

Various meetings, articles, slide presentations and association announcements have hyped the need for a Lodge Mahal at Lake Carroll. The range of costs, depending upon whose plan(s) you believe, are between $3-4 million. That’s not chicken feed.

One of the reasons being advanced for hurrying up and going for broke on a lodge project is that the iron is hot.

The $136.00 now on our dues is seen by some as a one-time opportunity to lock in that cash, figuring the members already pay it and won’t miss it.

Another reason for pushing the Lodge Mahal is to allow clubs to legally bring in outside food. Many of us have been led to believe that it is illegal to bring outside food into the rarely used lower level of the Lake Carroll Clubhouse because of health regulations. That is simply false. The Carroll County Health Department has provided a written opinion that outside food may be brought in for club meetings, etc. The catch?

The Association has to approve the use of the facility and importing outside food. That’s simple enough for decision makers to approve, and it sure takes the urgency out of having to push the lodge project as a need, instead of a “want”. So, why the rush for the lodge decision you ask? Simple. Lodge proponents believe members won’t miss the $136.00, because they already pay it. What a deal!

I’ll support keeping the $136.00 on the dues, but not for immediately building the Lodge Mahal. Some people’s dreams are way out of my league. Let’s ask the members specifically what their priorities are. Should we first fix the roads, the lake, other buildings, our equipment, etc.? The Lodge Mahal costs should also include staffing, parking lot paving, utilities, furnishings, maintenance, etc.

How are our priorities being established? How many people were asked? Unfortunately, specific lodge questions were intentionally omitted from the recent owners’ survey. Do you wonder why that happened? Not me.

Dan McCollum 23-44 Barrington Court 815-355-8787 To build or not to build I read Article #2 on the proposal to build the lodge and I have a couple of comments that I would like to offer in rebuttal. At this time I am not for or against the project. Presently, I don’t have enough information one way or the other. As a vacant lot owner who lives 93 miles from Lake Carroll, it is not practical

for me to attend meetings at the lake at 9:00 in the morning on a Saturday. I have tried to be kept informed on the project up to this point. I would like to point out a few comments that were made in last month’s article and pose some questions and comments regarding the article as well.

Comment #1 - “The bottom line is we want to build a facility that is more friendly and functional to our needs.”

I’m not sure who “we” is meant to reference. Until a vote is taken, it’s presumptuous to use “we”. It seems to imply that everyone agrees. There is a distinct difference between “need” and “want”. I have yet to see any estimate in detail on the costs to repair the lodge and bring it up to code. How are we as members supposed to make an educated decision without that estimate? I have also yet to see any alternative estimate to build a less costly structure.

Comment #2 - “The building is not code compliant and from what professionals have stated the building has never been code compliant and plus it would be too expensive to bring it up to code.”

I have a serious concern with this statement. I would assume with this knowledge there is no way this building should ever be used. To let members use an unsafe building not up to code seems to put us in a position of tremendous liability. If anyone were ever to be hurt in this structure, I believe our insurance carrier would have an issue with this statement, putting the association is an indefensible position. If in fact this is true, the building should remain closed and not used at all.

Comment # 3 - A “NO” vote.

As a member, I have a right to vote yes or no. To imply that the only vote is yes is wrong on many levels, and is offensive.

Rick Krywokulski 16-197R, 23-19 Well, some have caught lodge fever at Lake Carroll and they have their eyes on a pot of gold or the oil well a former Board Member spoke about in the past. Looks like someone found it and it’s about to be pumped. If one plan is followed, around $300,000 a year, from member dues will be used to build a Mega Lodge that will surely attract more people to Lake Carroll, right? Not really. Last I checked the community was still called Lake Carroll, not Lodge Carroll.

Our streets, our lake, our equipment and other amenities should be a much higher priority than building a massive monument like the one being suggested. How many vacant lot owners and people who visit Lake Carroll once or twice a year are going to actually use such a facility? Is this a need or a want? Well we now have the answer to the question, read article #2 on the lodge. Quote We WANT to build a new lodge.

Some have suggested that spending 3-4 million dollars on a lodge will benefit those who ski or use the tube tow. Huh? The tube tow is quite a distance from the lodge area and how many times were people able to ski at Lake Carroll during the past few years? Check with the Association records and you’ll find out. Not a lot, that’s for sure.

We bought a lake dredger that’s a lemon and is broken down

more than it operates and our maintenance has been lacking for years. Roads are repaired in a haphazard fashion and look terrible. Want an example? Drive over and take a peek at Caribou Court or drive thru section 19. That is where the association ran out of money for road repairs last year. But we have money for a new lodge ?

I could write more, but according to the Board of Directors, I am limited in expressing my view to 400 words each month.

Funny that current and previous board members can write columns as long as they like. I thought the newspaper was for the membership, not just those in power. Maybe it’s because people like me disagree with the company line. The first rule of war is to cut off communication. I’m not willing to sit around and watch our community lose more members and make foolish financial decisions.

Tom Miller 3-372 815-297-4968 Dear Editor, I just read the pro-lodge article in the May edition of the Lake Carroll News by a Lake Carroll Board member and I haven’t stopped shaking my head. One of the stated reasons given in the article for building a multi-million dollar lodge is so that when it rains, sleets or snows, they’ll be a new lodge to take kids to so they can be sufficiently entertained. Wow. This sounds like typical government logic and mumbo jumbo. A $1,500 vacant lot owner who now pays around $1,600 dollars a year in dues will wind up paying thousands of dollars over who knows how many years so that someone else’s children or grandchildren can be entertained? No wonder we’re in such a financial mess not only at Lake Carroll, but in our state and around the United States. People need to assume responsibility and not try to let everyone else fund their very existence.

Let’s get real. If the current lodge needs upgrading, put together a program to repair it. What a great opportunity to recruit volunteers and get some buy-in for a real community project. Even suggesting that the members approve spending millions of dollars on something so extravagant at a time when Lake Carroll is struggling to maintain members and knowing that we have no money to fix the things we have now is not only cavalier, but unrealistic. Those promoting such folly should go back to the drawing board and come up with something that we can afford and that won’t scare more people into leaving our community.

If your kids or grand kids are bored, go rent a movie, play some board games or go and explore the community. Wildlife is abundant and nature provides many free opportunities to learn and explore.

That certainly makes more sense than borrowing millions to build a new monument that we don’t need and most members won’t use.

Some of the concerns mentioned in the letters to the editor have been discussed in committee many times as the project has moved along. There are questions brought up that we can answer at this time and which have been answered at the open Lodge meetings.

1. When the article in the paper mentioned “we” it is in reference to all committees, staff, reports written and Boards past and present that has been involved with planning a new Lodge since as far back as 1986.

2. The building not being code compliant is true. The building was not even built to code compliance. Our county has a history of being lenient when it comes to codes. If the Lodge is voted down the Board will have to consider other alternatives.

3. One alternative considered but currently rejected by the New Lodge Committee is to remodel, repair, and bring the existing Lodge up to code. Our last estimate for rehab was 2.9 to 3.1 million and that would leave us still with many issues, like the inefficient floor plan, support beams in the middle of two separate all-purpose rooms, small bathrooms and a concession area located in the basement 150’ yards from the pool.

4. Yes, we are called Lake Carroll; however the Lake is not our only amenity. Lake Carroll is a four season recreational community that has several amenities the association is responsible for, the Lodge being one of them. We can rehab, tear it down, or replace and the current alternative chosen by the Board is to replace.

5. The current estimated cost proposed by Conlon Construction is $4.15 million.

6. The Board did not mis-lead the membership regarding bringing food into the Clubhouse. Yes, it is legal; however it was also recommended by the Carroll County Health Department not to bring food from outside sources because of the potential risk and increased liability taken of food poisoning etc. It would make the Clubhouse vulnerable to possibly losing their food serving license.

The Board has thus made it a policy not to take that risk, and no food from outside sources can be brought in unless approved by the General Manager or Restaurant Manager in certain special circumstances.

General Manager - Monthly Board Report (BOD) - May 20, 2016 Michael Schmieder Following is a synopsis of this month’s activities.

I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others.

Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the April 22, 2016 BOD Meeting. a. None 2. Administration: a. The Bid Opening for the 2016 Roads Program will be held on Thursday, May 19, 2016. Initially, Terry Derdzinski had hope that we could asphalt approximately 2 miles of Lake Carroll Blvd. in Sections 25, 26, 27 & 28. Due to the significant amount of repairs necessary in Section #19 and #20, the new asphalt will be reduced to approximately 1 mile on the north side. b. A Board Workshop is scheduled for Saturday, May 21, 2016. The meeting will begin at 9:00am and will be held in the Conference Center. The proposed Agenda is attached to this report. c. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. d. Progress regarding the installation of four (4) weather alert (Tornado) sirens has continued and as of Tuesday, May 17th, the poles have been installed. The sirens and hardware are being installed this week and some testing may occur prior to Friday’s Board meeting. As of this writing, we are still waiting on Com-Ed to run power and install pedestals and meters. A recommendation regarding monthly testing of the sirens appears on this month’s agenda for approval.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, May 4, 2016. Matt Ripplinger was in attendance. Further discussion was had regarding random drug testing. The minutes from the meeting are attached to this report.

4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program remain steady. I’ve been averaging about one inquiry per week regarding our Lot Sales program.

We currently have one sale pending and we closed on two lots since the last Board meeting. We’ve sold seven lots so far in 2016 and twenty-one since the program began in April, 2015. A summary of the 2016 sales is attached to this report.

5. Accounts Receivable & Front Desk: a. See updated 2015 dues status report which is attached.

-DPE’s collected thru 4/30/2016 – 1,915.64 -DPE’s collected thru 4/30/2015 – 1,908.35 -Variance between 2015 & 2016 – 7.29 Ahead of Last Year -DPE’s budgeted for 2016 – 2,210.00

-DPE’s projected for 2016 – 2,210.00 b. Fifteen (15) Ownership transfer transactions were processed between April 16, 2016 and May 15, 2016. Four of these transactions were homes and eight (8) were for undeveloped lots. Two of these were Association owned lots, one was a new Co-Member and one is new Associate Member. c. Through 5/17/2016, 572 Natural Gas Permit Fees have been deposited totaling $143,000.00. d. Eighteen (18) liens were filed on April 30, 2016 for non-payment of dues/fees. This action follows the protocol outlined in our Collection Policy. e. Peggy Lockery, our first of two new full-time desk clerks started on May 10, 2016.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for April, 2016 have been completed and will be included in the Board Packet. The Board will be asked to approve these statements at this month’s meeting. ii. Audit - the preliminary Audit has been delivered and forwarded to the Audit Committee members. The Committee is to review the audit and forward any comments to Clarence Grant.

Clarence will coordinate all communication with the Auditors. The audit is scheduled to be given to the Board of Directors at their next Board Meeting on 5/20/2016. iii. Membership / IMIS - due to circumstances beyond our control, the IMIS go live date has been moved out to November. We have been talking about how to set up the training. In order to be sure that everyone is getting their “play time” in with the new software, we are going to implement the following. Beginning in August (or sooner if possible), we will be training every morning at 8:00 for 1 hour. The entire team will be working together during this time. We will take processes from beginning to end to see how the information needs to be generated, and how it flows from its origin to the end results of the financial statements.

We hope that by giving the staff the dedicated time frame, we will be more productive with the training hours, and, we will see the process from start to finish. It is currently established the each person will be there every day, however, as we get going, this may change. iv. The Gaming Machines generated $3,219.07 in income for Lake Carroll during the month of April, 2016. This amount is significantly higher than we anticipated and $2,219.07 higher than we budgeted for April. See attached report. b. Human Resource: i. Front Desk - we have completed the interviewing process and have hired 2 new employees for the Front Desk. Peggy Lockrey joined our team on Tuesday, May 10. Missy will begin her training.

The second person who will be joining our team is Michelle Burton. Michelle is currently working for Ashford University in Clinton, IL. Ashford is closing its physical campus in Clinton effective

5/31/16. She will be joining us sometime in June. ii. Summer hiring is in full swing - looking to be spending quite a bit of time between now and Memorial Day getting our seasonal employees on board. Joyce has been doing quite a bit of this work so far. iii. There has been no action on the bookkeeping vacancy at the Clubhouse as of yet. Denise is doing a great job of documenting and depositing the monies, and Lisa has been doing the bookkeeping end. iv. Through Matt Ripplinger, our current employee insurance agent, we have been able to offer our employees a Voluntary Life Insurance Benefit.

The product is with Pekin. With absolutely no medical questions, our employees can purchase $50,000 worth of life insurance for themselves, $25,000 for their spouse, and $10,000 for each child. The employee response has been good. We are looking to wrap up this enrollment process this week. We are looking for a June 1 implementation date.

7. Safety & Security: a. As requested at the January Board Meeting, I am including Luke’s full report.

8. Information Technology: a. Deb Stagno attended the IMIS Conference for 3 days of intense training and mini lessons on multiple aspects of IMIS. Deb was overwhelmed with the massive abilities of our new system and has so many ideas of how the applications can be further utilized throughout our Association. b. Deb began the set up training workstations in conference center and other staff workstations within the Building Inspector office to access IMIS. Report writing training is scheduled to begin

by June 1st. Report writing will commence directly following this internal training. Staff training is scheduled to begin on or before August. c. Replaced 2 security cameras that failed, in 2 different buildings. One in the Clubhouse and one in the Lodge. These were both older analog cameras. d. We also replace security camera 16 port analog converter used to convert old camera feeds into the newer NVR located in the Clubhouse. e. Relocate 2 cameras in the lodge from minimally utilized areas to more utilized areas. f. Deb has been working on Video conferencing options so that Board meetings can be video recorded so that they may be viewed live, or after the fact, on our Web-Site. She has investigated and identified necessary components to utilize for video conferencing of board meetings, budget meetings, budget hearings and annual member meetings. A demo of all items occurred on Wednesday, May 11, 2016. Hardware was extended to us for use at our May Board meeting to enable more evaluation. g. We signed up for a 1 month free trial from GoToMeeting.

9. Communications: a. Four “Letter to the Editor” articles have been submitted for publication in the June LCN. See attached.

10. Facilities Management: a. Pot holes within Lake Carroll will be cold patched during the weeks of May 16 and May 23, 2016. b. The ATV trails were groomed and opened on April 13, 2016. c. Water samples were submitted for testing for the shower houses at the West Marina and the Campground. The tests came back “Normal” and both shower houses have been opened for the season. d. After numerous repairs on the roof-top HVAC unit for the Pro-Shop over the past few years, it has been determined that replacing the unreliable unit is the best option A new unit has been ordered and will be installed prior to the Memorial Day Weekend.

11. Lake Management/Wildlife: a. The lake level as of May 13, 2016 was 740’ and 1”. b. The dredge has been a bit of a challenge. One of Doug’s objectives this year is to never have to make the same repair twice. So far, we have been successful at that. As of May 13th we have had a total run time of 59.5 hours this year. c. Aquatic plant growth is very dense already this year. The lack of ice and winter snow conditions has allowed the aquatic plants and algae to grow under the ice. Curly leaf growth has been low the past couple of years, but it grew heavily in East Marina and 3-tubes this winter / spring. Curly leaf spreads by turions (roots) and seeds, and is able to continue to grow in the cold winter and spring water. We have already begun treating for curly leaf pondweed, Eurasian water milfoil, and filamentous algae. d. Joe and I have requested Doug get the harvester in ASAP to get ahead of the growth as well.

We’ve also asked Doug to be aware that we need more off-load access sites around the lake to reduce travel time for the harvester. Joe will work with him on this if requested. e. The Block lease addendum needs to be completed and approved by the board. Once the Board has it completed and approved, Joe will take it to Doug Block to be signed. f. Joe has contacted 6 different dredging companies to discuss possible options for hydraulic dredging. These options include utilizing our annual operation budget for dredging to hire a contractor and evaluate their equipment and efficiencies. While some were not interested, Joe has several that are interested in discussion how we could work together. More information will be provided as we move forward with onsite meetings and discussions with these groups. Tom Weineke

and Don Alesky are assisting us with gathering the information to look at possible paths forward. Our current machine continues to have issues with repair and downtime. g. Joe has completed the application to the IDNR and USDA again for 2016 to conduct a goose charity harvest at Lake Carroll. Joe has a meeting scheduled with them to come on-site for a review of current conditions. However, preliminarily, Joe is comfortable saying we will most likely receive the permit again this year. Costs will be similar to the previous removal efforts with approximately $4,000 for the service and then costs to process the birds. We do not have the funds in the wildlife budget to conduct the service, so we’ve requested that the donations that were pledged for last year to complete the project. Based on the overwhelming support for this project, we don’t anticipate us having a problem securing the funds.

12. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

13. Golf Operations (Pro Shop): a. We have added a few more outings for the season, but unfortunately did not get the Realtor Outing this year. We added the Milledgeville Men’s Club Outing and the IHSA Boy’s Regional will be back at Lake Carroll this year. b. Our junior golf program schedule is set and we have added a new junior league on Sundays, this will take place on Sunday mornings and will be behind the regular tee times so regular golfers will not be affected. The league will include 8 weeks of instruction, range time, play and season awards. Jason is very excited about this program and hopes we can fill it up and increase interest for future golfers. c. We now have a reciprocal agreement with Eagle Ridge and the North, South and General are all included. The fee for LCA members to play golf at one of these courses will be $45 and tee times are required. The LCA Pro Shop staff is required to make your tee times. This agreement adds tremendous value to the Lake Membership. d. Our Revamped website, still www.golflakecarroll.com, is now up and running, with a new e-club option. We hope to have many of our members join the e-club to offer them specials and use it to inform them of things happening at the course. The public is also encouraged to join, so we can use this as another marketing tool. We also have been more active on our business Facebook page, with over 350 people liking us. We would like to encourage more people to the page; it is under Lake Carroll Golf Course. Jason would like to have this page up to 700 people by the end of the year. This will be a great marketing tool and a great way to get information out to our customers. e. Construction has been going well, but we have been slowed by weather. We are hoping to have possibly some of the work open for Memorial Day. It looks great and many people are excited to play the “new” holes. f. We have lost one of the swans from a predator, it was the female swan. g. Jason has currently been talking to some landscapers concerning the landscaping around the clubhouse. It has not been looking the best of late and needs some major overhauling. I will have more information in the upcoming month.

14. Golf Maintenance: a. No Specific Report 15. Clubhouse Operations: a. Mother’s Day was a big success as nearly 350 people enjoyed the Brunch on May 8th. The Sunday Breakfast Buffet/Brunch began on Sunday May 15th and will be available every Sunday through the Labor Day Weekend.

b. Hiring summer staff for the front and back of the house is underway and we have already started training several new employees. c. Over the past year, we have experienced significant revenue growth in food and beverage sales.

Much of this growth is due to the quality and consistency of our food. Our food cost however has been a disappointment. I have been working with Denise and Mel and we have made changes to some menu items and have accurately costed out each menu item to assure that we’re charging an appropriate price for each item. We’ve also added a few new menu items which we hope will be popular. Mel has been working with Tishana to assist overseeing the Kitchen operation, eliminate waste and to manage portion sizes. Denis and Mel have also been working with another food provider, Bataglia Food Service out of Chicago. Mel is ordering “like” products through the purveyor with the lowest cost and we’re saving money. They’ve done a tremendous job and the Food Cost for the month of April is 45%. GREAT JOB MEL!!

16. Recreation Complex Operations: a. Aquatic Complex: i. We’ve experienced a problem with the sand filter for the outdoor pool. Sand has somehow been escaping the filter and requires replacement.

The replacement is scheduled for later this. All other components of the outdoor pool are in good working order and ready for the season. ii. The Indoor pool continues to run smoothly with no significant maintenance issues to report. b. Recreation: i. The Fitness Room was used 165 times between April 15 and May 15, 2016. ii. Pool employee’s orientation dates have been set and will be conducted to ensure a safe and successful 2016 season. iii. All Summer events have had entertainment booked/hired and plans are in place for an fun, event filled summer season. iv. Kidz camp and swimming lesson registration forms are coming in quickly and sessions are starting to fill up. v. Zumba continues to meet twice a week at the Lodge and TOPS (Take off Pounds Sensibly) meets twice weekly. vi. Yoga meets on Mondays with an instructor for a 5 week session vii. Wacky Game night was held at the Lodge on April 19th with 12 participants. Games, outdoor kickball, and a bonfire were enjoyed by the members. viii. The “Mom Prom” took place on Saturday May 14th at the Lodge, with 25 Moms and 26 children. c. Ski Hill: i. Closed for the Season 17. Campground: a. LCWC Chili Dinner Fundraiser

On Saturday, April 30, Lake Carroll members and their friends had a galloping good time when they joined the Lake Carroll Women’s Club for their annual spring fundraiser. This year, members of the club donated steaming pots of chili, fresh baked cornbread, and yummy desserts to start the evening off. What a wonderful, gastronomical experience for all in attendance!

Following dinner guests were treated to a rip-roaring night at the races! Tickets were sold to exchange for vouchers to guess which horse would win each race. Members of the club, as well as other members of the audience, vied for the opportunity to be a jockey on one of the six horses running. Coco, Sparky, Jet, Nutmeg, Smoky, and Old Paint kicked up their hooves and entertained the crowd while galloping down the track to victory!

During the races, corks were sold for a 50/50 cork toss. After the final race, guests took turns throwing corks into a centrally located spittoon to try and win ½ the pot. Out of all the attempts, two lucky gentlemen hit the mark. Mike Siciliano and Jim Ewing had perfect aim and split the spittoon! Other prizes won by lucky people were “noodlesâ€? decorated as ponies and an adorable covered wagon bird house that was won by Deb Malito. All in all, it was a fun-filled hilarious night!

The Ways and Means committee: Gael Will, Bonnie Ewing, Rita Shields, Char Messmore, and Marve Feucht, put in many hours to make this event happen. They would like to thank all the members of the Women’s Club for help setting up for the evening, selling corks and tickets, making the food, participating in the races, and helping clean up. Thanks to all this help, the evening was a great success!

The Women’s Club would also like to thank everyone that attended for coming out on such a

miserable, rainy evening, for their generous donations, and mostly for their wonderful ability to laugh at themselves and each other while “horsing around!�

The LCWC uses the funds from these events to support many local organizations. Among these are the Lanark/Shannon Food Pantry, the local 4-H Club, Eastland High School, the Mt. Carroll Senior Center, and many others. Over $1,600.00 was raised at this event and will be distributed later this spring.

Finally, the club would like to thank Brother’s Restaurant, Casey’s, The Lanark Food Center, Sullivan’s of Freeport, Sodexo, and the Lena Brewing Company for their generous donations.

The Lake Carroll Women’s Club met at the lodge on Thursday May 12th. Lana Soldat started the meeting promptly at 1 pm and we began, as always, with the Pledge of Allegiance and the Club Collect prayer. Five April birthdays were recognized: Joan Frey, Marge Short, Char Messmore, Janet Campana, and Maureen Unser. There were 32 members present and one guest. Lana and Helen Sykora went to the Scholarship presentation for Eastland HS. They presented both the Lake Carroll Women’s Club scholarship and the Hattie Vicker Memorial scholarship. Hattie’s daughter, Kathy Vicker Ryan, and her husband were there to see the scholarship presented in her mother’s memory.

They were so thrilled and so moved that they made a donation towards next year’s scholarship right then and there! The two recipients were Cassidy Logemann and Sydney Guenter who were both chosen by the HS faculty.

Other items of note: Thanks to all who supported our spring fundraiser. It was a huge success. Thanks to all the women who donated ladies suits to war veterans. Volunteers are still needed at Timber Lake Playhouse – please call them directly for information. The quilt tying project went well. Quilts will be distributed to both the Voices in Freeport and the Pregnancy Center. We were asked to save cardboard toilet paper rolls for the Vacation Bible School – please bring to the next meeting. We will be going to Good Samaritan in Mount Carroll on August 10th at 2:30 (we will leave the lodge at 1:45). We will play BINGO and serve a nice luncheon for the residents. Volunteers are still needed – please call Janet Campana. Full time bowlers are still needed for next year – call Eileen Gehrke if interested.

After the meeting adjourned, we were treated to a presentation of Tablescaping by Cheri Robinson and Virginia Lehman. They shared their passion of creating welcoming table settings for their guests. After all, “It doesn’t matter what the food tastes like as long as the table looks good.” They walked us through the importance of using levels and layering, texture, fabrics and color in our design. They had many tables set up which were very eyecatching and creative. Tablescaping doesn’t have to be expensive. You can find many items at thrift stores, garage sales, Goodwill, or even things that are layering around your house.

The next meeting will be our end-of-year luncheon on June 9th at the Clubhouse. Reservations must be made by May 30th – please call Pia Molloy. Cost is $11.50 per person.

As far as the weather goes, this has been a very unusual spring. At the time of this writing, 5-19-2016, we’ve had a lot of rain, wind, and cool or even cold temperatures. Three nights ago we even had a frost in the Lake Carroll area. Gardeners have been puzzled about when to start planting, fishing reports haven’t been good, and the first two bass tournaments at the lake have been really uncomfortable for the participants, to say the least.

Bluebirds seem to be having the same problems. They have been slow starting to make their nests and even seem to be having fewer eggs than usual for the first nesting. We’ve also noticed quite a few nests started earlier in the season, but then later abandoned. So far on the golf course, we’ve only seen about seventeen bluebird nests and a total of 67 eggs. Then after a week or so, some of the eggs had disappeared and some were damaged by wrens poking holes in them. It gets pretty discouraging sometimes finding the broken eggs either inside or on the ground underneath the birdhouses. I guess it’s all part of nature running its course.

If you would like to help the bluebirds succeed by having your own bluebird house, we still have them available, courtesy of Bluebirds Across Nebraska. We have two different types which are the latest and greatest as far as bluebird houses go. For $25.00 you can own one along with the mounting pole and also receive all the instructions you need to try to raise bluebirds. Your $25.00 is also tax deductible. Send us an email if you are interested and we can tell you more about it and even set up your birdhouse and monitor it for you if you are unable to come out to the lake on a regular basis. Taking a page from Clarence Grant’s great article in May, as defined by Wikipedia a fact is something that has really occurred or is actually the case. The usual test for a statement of fact is its verifiability in checking that the information comes from a reliable source, to make sure or demonstrate that (something) is true or accurate.

I’d like to thank all of those who took the time out of their busy schedules to attend the Saturday meetings regarding the proposed new lodge. From the comments made to me and others after the meetings many who listened to the presentation and either Jim Ogborn participated or listened to the open discussions, several stated it was Board President a little more eye opening than they had expected.

I heard the following comment the other day that I’d like to share. It couldn’t be more appropriate right now and I think you’ll immediately see why.

“You’re entitled to your own opinion but you’re not entitled to your own facts.”

Please take the time to attend the meetings regarding the new lodge. Read the articles printed by the committee members who have diligently researched the new lodge proposal.

Make decisions from that…not second hand rumors from those who haven’t attended meetings, joined in any discussions or volunteered their time on committees, not opinionated or personal agenda statements, not conjecture, just the facts as presented by people who have worked tirelessly to make sure you are completely informed.

Whether you vote for or against this or any change in Lake Carroll, it’s for you to choose…. the ultimate decision is yours.

I only ask that you make an informed choice based on fact.

Fishing Seminar for Beginners - FREE

Sponsored by Lake Carroll Fishing Club Are you or your child or grandchild interested in fishing but not sure what to do? Like all sports, having someone to teach you the basics is often all that you need to get started. One of the primary purposes of the Lake Carrol Fishing Club is to promote fishing in the Lake Carroll community. For this reason, the fishing club is sponsoring a free fishing seminar for beginners on July 16, 2016.

Jim Mance and Fred Reddies will teach fishing basics, including how to tie fishing knots, and set up a slip bobber to catch almost any type of fish in Lake Carroll. There will be two classes held at the Plum Tree Lodge on July 16, 2016 starting with a morning class from 9am to 11am for anglers18 years of age and older. The second class will be held from 1pm to 3pm and will be for boys and girls aged 12-17 years old. Class size for each is limited to 25 people to ensure an individualized approach to teaching.

All you are asked to bring is a single fishing pole and a reel with line on it. You should NOT bring, hooks, lures, scissors, or knives of any kind as all you will need for class will be provided by the Fishing Club.

Please remember, UNPERMITTED FIREWORKS ARE ILLEGAL AT LAKE CARROLL. There are property owners, veterans and pet owners who do not enjoy fireworks. So whether it is before, during, or after the July 4th weekend, if you choose to light fireworks, you will be issued a citation.

The following two fireworks displays have been permitted in Lake Carroll: Saturday, July 2nd: Lake Carroll’s display will be set off from the dam at dusk.

Sunday, July 3rd: A waterfront resident at the point of section 27 invites Lake Carroll Members to enjoy his private, permitted display.

A Message on behalf of your USPS Mail Carrier: While your mail carrier appreciates beautiful flowers as much as you do, when you plant them around your mailbox, you are encouraging insects, including wasps, bees, and other stinging insects to nest and fly close to your box. Even if you don’t have plants that draw these insects, they sometimes are drawn to the dark protection inside and under your box. Please check for nests being built in, under, and around your mailbox, as this can create an unpleasant, and in the case of Lake Carroll’s regular mail carrier, Tina, dangerous situation. Tina has a severe allergy to stinging insects and has already ran into them on her route here at Lake Carroll. So for both Tina’s and your own safety, watch for nests being built and safely remove them.

Fish Tales

Our May Fishing Club Potluck Dinner meeting attracted 80 members that gathered at the Lodge to enjoy the dishes and desserts brought by members, along with the fried chicken Mitch Feucht brought on behalf of the club. Thanks again Mitch for your effort. There was a variety of great food for all to enjoy with second trips to the table welcomed. Thank you all for your generosity.

After the meal and conversation, President Bill Comstock called the meeting to order at 6:57pm when we all joined in Pledge of Allegiance. Bill asked if we had any guests that night and Barb Anderson introduced Barb and Lawrence Cary who had come along with her. We welcomed them to the meeting.

Mitch Feucht gave us the Clubs Treasury Report noting we had 163 members at present in the club. Motion was made by Frank Malito to accept, second by Tom Stangl. The report was accepted by the members.

Bill mentioned the events sponsored by the club scheduled for this year, which include the Kids Fishing Derby on June 18th, Fred Reddies and Jim Mance will be hosting another Fishing 101 Class on July 30th at the Lodge. August 8th will be our Couples Fishing Derby at the West Marina. August 22nd is the Fishing Club Golf Outing at Lake Carroll and December 10th is the Christmas Party. Details of the events will be published in the Lake Carroll paper.

We hope you will join us for the fun.

Bill noted that we intend to gather fish this fall when the spillway at the dam will be drained.

He asked for volunteers to help with the effort. We will let you know the date when it is finalized.

Bill let the members know that the club would like to donate $500 towards the Lake Carroll’s Goose Round-Up effort, if the Illinois DNR allows it. Bill also mentioned we have scheduled May 21st to sink the Christmas trees for structure. He asked for volunteers to meet at the West Marina at 9am to help with the project.

Fred Reddies gave the members his report on the Hatchery efforts noting we had gathered 409 walleyes in the six nets placed in the lake this season. Due to the up and down cold spring weather Fred noted we had gathered less fish of all species this year, but he and the volunteers had gathered over 350k walleye eggs releasing most of the fry directly into the lake. Fred also noted that he released the last 5k fry into fawn pond now that the new gate valve vault had been installed and the pond level had returned to pool. We thank Fred for his tireless effort tending the eggs and fry at the along with the volunteers that helped with the nets and at the Hatchery.

Bill asked the members for questions and comments. Barb Anderson let us know that the new fawn pond valve gate will have a walkway and grate installed to complete the installation.

Before we adjourned the meeting at 8:20pm, Bill mentioned that Tom Stangl would like to schedule an informational presentation on the new Lodge renovation and/or replacement effort after the next month’s meeting June 8th.

After we adjourned we had our 50/50 drawing. Tom Stangl 1st place for $50, Bruce McDonald 2nd for $35, and Bob Miller third for $20.

Carroll County – 2015 Property Taxes

• All tax information is now available on the County Website: www.carroll-county.net - See “Property Tax Search” on right side of screen.

• 2015 Tax bills will be mailed the week of May 23rd, 2016 • Due dates are July 1st for the first installment and September 1st for the second installment.

• Total taxes extended - $28,856,832 Net Taxable EAV – 347,537,037 • Approx. 13,000 bills were sent.

• Taxpayers should check their bills to make sure the appropriate exemptions have been applied.

Owner Occupied Exemption – This annual exemption is available for residential property that is occupied as the principal dwelling place of the owner as of January 1st of the tax year. A reduction of up to $6,000 off the assessed value of the residence is given.

Senior Citizens Assessment Freeze –This exemption will “freeze” the assessed value of the residence at a certain value (the year prior to the first year applied for). There is an income limit of $55,000, you must be age 65 or older and application for this exemption must be filed by July 1st every year. Qualified individuals must complete and file Form PTAX-340 each year with the Supervisor of Assessments.

Senior Citizen Homestead Exemption – A reduction of $5,000 off the assessed value of the residence for homeowners age 65 or older. Qualified individuals must complete and file form PTAX-324 form with the Supervisor of Assessments.

Home Improvement Exemption: This exemption reduces the increase in assessed value attributed to new improvements for a four year period. There is a maximum $25,000 assessed value exempted.

Senior Citizen Real Estate Tax Deferral: This act permits the deferral of real estate taxes on the residence. The deferred taxes then become a lien on the property by the St. of Illinois, to be paid when the property is eventually sold. Age requirement is 65 or over. Income limit is $55,000. Owner must apply by March 1st every year with the County Treasurer.

Disabled Veterans Exemption: Contact Illinois Department of Veteran’s Affairs or the Supervisor of Assessments for details.

Circuit Breaker for Senior and Disabled: Administered by the State Department of Revenue. This program offers grants and/or reimbursements for property taxes and pharmaceutical purchases.

It is based on income level and disability status. Must be filed annually.

Disabled Persons Exemption: a $2,000 homestead exemption created for disabled homeowners using the same eligibility criteria as is provided in the Circuit Breaker Act. Returning Veterans Exemption: A $5,000 reduction in the EAV of veteran’s principal residence for two consecutive assessment (tax) years, the tax year and the following year that the veteran returns from active duty in an armed conflict.

Today, many people include their tax payments with their monthly mortgage payment; as a result, the mailing address of the tax bill is that of the mortgage company. Often property owners assume that when their mortgage is released, the mortgage company notifies us of the change In mailing address to that of the property owner. This usually does not occur. Again, it is the property owner’s responsibility to notify us of any change in the mailing address of their tax bill.

Upcoming Deer Management Program 2016

Lake Carroll is preparing for the 2015 Deer Management Program archery hunting season. As in previous years, there will be 2 MANDATORY Deer Hunters Meetings: Saturday, August 6th and Sunday, August 14th. Both meetings will be held at the Lodge and will begin promptly at 9am.

ALL HUNTERS, NEW AND OLD, MUST QUALIFY. Please bring your equipment and be prepared to qualify at the meeting you attend.

Qualifications dates are: Saturday, August 6th; Sunday, August 14th; and if needed, Sunday, August 28th.

The goal of this program is to help control our deer population; to aid in preventing the risk of our deer herd growing too large, which poses a health risk for property owners such as Lyme disease and animal/ vehicle collisions.

Adopt-A-Fairway/2016 Update

The Adopt-A-Fairway program was introduced and initiated during the 2015 golf season. Thank you to our member volunteers who filled divots with premixed sand/ seed on their “adopted fairways” assisting Tim Throop, course superintendent, and his staff maintain our beautiful Lake Carroll Golf Course. Now, in 2016, the leased golf carts are equipped with bottles of this mixture so that each golfer can fill his own divots and any others along the way. Those members who drive their own private carts can participate, too, by providing their own containers. The mixture will be available to fill them. If we all take care of our course as we play, there should be far less need for the volunteer team to spend their time filling divots on their “adopted fairway.” Thanks to all for your efforts in making the Adopt-A-Fairway program a success and helping to maintain our beautiful golf course.

Lake Carroll Ladies Golf League

Welcome back summer, with the weather rollercoaster that was May, hopefully Mother Nature will repay us with a great June. With the arrival of June, activities at the golf course are in full swing. June starts off with the sign-up and beginning of many Junior Clinics, including the newly added Junior Golf League, dates and times are on the Junior Activity List found in this issue. We will also be hosting a Junior Open on July 15th; look for more info on these events in this month’s paper and around the Clubhouse.

Father’s Day is coming up this month and we will be having some great deals for dad in the Pro Shop. We also will be holding Jason Hill PGA Golf Professional a Father’s Day Scramble on June 19th, what a better way to spend the Day with Dear Old Dad. We also are having the LCA Big Cup Scramble on June 25th. New for 2016 is the Evening Couples Scramble on Fridays throughout the summer, a flyer is in this paper with dates and times, sign up as a couple or bring a foursome, and guests are welcome. These are great events for all levels of Golfer. A full 2016 Schedule of Events is included with this article, we are extremely busy this year with events and tournaments, but don’t be alarmed, we have plenty of times available for golf and our Reciprocal list is extensive. We now have a Reciprocal with Eagle Ridge Golf Course in Galena, IL, which includes North, South and General for only $45 per LCA member.

Remember, the Pro Shop staff must make your tee time for all reciprocals and be prepared to show your membership cards at the reciprocal courses. A full list of our Reciprocal courses is listed in this paper and on our website www.golflakecarroll.com Speaking of our website, we have made some changes to the website and have now added an eclub for everyone to join. We will do specials and use this as another informational tool to help get information out to everyone. We also have our Lake Carroll Golf Course Facebook page and would invite everyone to like our Facebook page. We post weekly information on the page and will also use this to get specials and other information out to you.

Weather Warning Sirens are being installed around the Lake Carroll Property, and will go off when weather Warnings are being issued. They will not be alerting you if there is lightning. So, with that being said, the Pro Shop staff will continue to sound our air horn when lightning strikes are in the area. We do several air blasts in different locations, so that everyone is able to hear. When you hear the air horn, that means lightning is very close to our area and that is your alert to head in to the clubhouse and take cover. Please take this warning serious, lightning kills.

Two other points of interest that I would like to point out, on June 11th we will be holding a Scoring Clinic with the Rep from Cleveland/Srixon. We will have 2 sessions the first is from 1-2:30 and the second is from 2:30-4. This event is $115 per person and will include clinic, wedge fitting and one Cleveland Rotex Wedge. You must sign up and prepay in the Pro Shop by June10th. Lastly, the course construction is done for this year and looks great. All of the work areas should be open by the beginning of June or shortly after. Thanks to everyone for their patience during construction times, the end product really is worth the wait.

The 2016 Ladies Golf League is officially underway! The three divisions, 18 Hole, 9 Hole AM and 9 Hole PM have all welcomed new players and everyone is enjoying the golf and camaraderie.

Some birdies and chip-ins have been had, with many more to come!

We are all looking forward to our first Fun Night on June 1st, where the ladies of each division golf together along with any guests, and then socialize at the dinner that follows. Not long after that is the Red, White and Blue Scramble on June 29, followed by the Invitational on July 13. The Invitational’s theme, “Olympic Golf” coincides with the Olympics being held this summer. It promises to be great fun, so mark your calendar!

On Monday, April 25, Lake Carroll Golf Course hosted the Senior Traveling Ladies. It was a gorgeous day and great fun was had by all. The Senior Traveling Ladies play other nearby courses on Mondays, and if you’d like to participate you can sign up at the bulletin board in the Clubhouse. Also check for news events and the Birdie Tree there.

Everyone is more than pleased with our new Lake Carroll Ladies Golf logo! Thanks again to Kris Sands and Donna Beyer for their advice and expertise in this endeavor.

Why In The World Would We Want To Build A New Lodge?

Article III - June 2016

Introduction Since the articles have begun to be published in the paper, our goal of informing the membership is working well. Many members have been asking questions through emails, phone calls, and at meetings held.

Members have also written follow up questions and concerns to me asking for a response. Our goal of having the membership informed with feedback as much as possible prior to the vote is working. The committee is still consulting with architects and construction engineers with negotiations, alterations, and the final details. On April 23 of this year the Board held an open workshop to discuss where we are currently and decisions that we need to make in the coming weeks. We Norm Hoffman also had a presentation to the Board and the members in attendance Board Director from Don Marrone of the Infrastructure Committee and Tom Stangl, Chairman of the New Lodge Committee. Both presentations were very well done, along with discussions by the Board led by Jim Ogborn, President of the Board of Directors. After the meeting, there were members in attendance that stated, “They had no idea the conditions of the current Lodge and the presentation convinced them of why we should consider a new Lodge.” In fairness, we also had members who still did not see the need at this time, funding being their main concern.

I would like to point out funding is a concern to us all.

New Lake Carroll Plumtree Lodge & Recreation Center Article I of this series covered the history of the Lodge, while Article II of the series pointed out what the New Lodge Committee, Recreation Committee, and Chelsey Heckman - LCA Recreation Director, have been working on for over a year creating a modern facility that will meet the future needs of our community. Both Articles I and II can be found in the April & May editions of the Lake Carroll newspaper and are also posted on the Lake Carroll Website. You can find links to them on the Members homepage.

As was mentioned in past articles concerning reports supporting action needed to be taken by the Board concerning a New Lodge, our last report was completed on May 17, 2013 by Steven Ravanesi professional Civil Engineer and LCA Member, who concurs with previous reports supporting action to be taken. The report states: recommendation for the Steering Committee to adopt a resolution in support of retaining an engineering/architectural firm for the purpose of preparing preliminary concept sketches and cost estimates for three alternatives to replace the existing Lodge. Steve inspected the Lodge with an open mind hoping to find ways of rehabilitating the structure. It was his desire to preserve the history and preserve as much of the existing building as possible. After two hours of inspection, thoughts and notes, he came to realize the building cannot be repaired or rehabilitated, and that the building is years past its useful and functional lifespan.

Since the Association has hired Chelsey Heckman as Recreational Director, the life spirit of the Lodge has made drastic changes of new programs and direction from the history that was explained in Article I. The adult member center of activity through evolution has moved toward the Clubhouse over the years; however the needs of the Lodge and swimming pool for the most part have moved toward family and kid-friendly activities. The creation of summer Kidz Camp, craft activities, learn to swim, life saving skills, game rooms, Easter Egg Hunt, all examples of a direction to make the priority needs centered around a kid and family-friendly place to have fun.

The advantage of constructing a Lodge that will meet the modern needs of our community is now upon us. We have the basis for this new modern direction by having a family-friendly swimming pool facility, a Recreational Director to lead and expand these programs, and now with the members’ support to proceed, a new facility that will compliment and give the advantages for these programs to prosper. Yes, the facility will also include a Fitness Center, a Bar for social gatherings in the multipurpose room; however the bottom line is the facility will offer a completely different usage, atmosphere, and amenity features/services than the Clubhouse.

The Fitness Center has had many questions asked of what changes will be made. The design of the Fitness Facility will look out through big, beautiful glass windows over the Ski Hill area.

Mandatory Lot Mowing

The Center will contain brand new high grade equipment that consists of free weights and various exercise machines to meet the needs of our membership. The area will include mirrors so the exercisers can monitor and maintain correct posture during their workout. A cardio area will be included with many types of cardiovascular training-related equipment such as rowing machines, stationary exercise bikes, elliptical trainers, and treadmills. The area will include an audio-visual displays (either integrated with equipment, or placed on the wall) in order to keep exercisers entertained during long cardio workout sessions.

Now, we all know the major concern for the membership is “how much does it cost?” As of this writing, the final estimated costs of the project is about $4.15 million dollars, negotiations, cuts, and sharpening the pencil will still take place as we move forward. The proposal we wish to put before the members is that our financial credit as a community is excellent and with our credit history of loans for major capital improvement projects such as our Clubhouse and Swimming Pool, we have a credit rating and the current funds being collected to fund our Lodge replacement. The money we currently collect from the membership in our current budget for debt repayment will cover the cost of a new Lodge. When a budget is presented to the membership it basically has three parts: Operations, Fixed Assets, and Debt Repayment. Currently our debt repayment for the pool is about $300,000 per year or about $136 per member if we break it down. These figures may be adjusted slightly depending on how many members we have. The pool loan originally called for a payment of $160,000 per year divided by the members it came out to about $72 per member.

The membership in recent years voted an increased payment of $16 for the past four years, building the debt payment up to about $300,000 for the purpose of paying off the loan quicker and increasing our ability to garner a stronger financial position. We have now paid off the loan for the pool and set the stage to finance the Lodge with a $300,000 a year payment and no increase to our debt repayment portion of the budget.

At the Annual Meeting held on October 26, 1997; the 1998 Annual Budget was passed that included $950,000 debt repayment with a cap of $1.2 million for a new Clubhouse and shower facilities at the pool. The budget passed and the new Clubhouse was built thanks to the membership for about $52 per member. At the Annual Meeting held on December 7, 2003; it was announced that the Clubhouse loan will be paid off in 2004. The budget including a $1,600,000 loan to build a new pool facility was introduced to the membership and passed; however at a Special Meeting held on August 1, 2004 it was noted to the membership the figure of $1,600,000 was short and the correct figure was $2,080,000. A motion “to consider and approve amending the 2004 annual budget increasing new swimming pool project costs from $1,600,000 to $2,080,000” was passed thanks to the membership. The 2004 budget asked the membership for $20 debt payment increase bringing the total to $72 per member to cover the $160,000 a year loan payment for the pool.

Our intention is to ask the membership to continue the major capital improvement project program and build a New Lodge with no debt payment increase and to keep the current payment of a new loan at $4.15 million which breaks down to the current $136 per member. Yes, we can do this project with your support to replace a facility that has seen its time.

Fact or Fiction: A statement has been made that “nobody uses the Lodge now, why do we need to spend all that money studying/planning for a new one?” The Lodge has been developing more usage than you may think. Kidz Camp activities, dances, weddings, potlucks, reunions, club meetings, crafts, fitness classes, and the growing need to be family/kid friendly place to go, thanks to the evolution of a facility and the dedicated work of Chelsey Heckman our Recreational Director. Our Clubhouse is more in tune with adult activities and the new Lodge will be familyfriendly as a major focus.

State & Lake Carroll Mandatory Safety Flags for Watercraft

Michael Schmieder, General Manager and Luke Fossett, Security Supervisor Attention All Watercraft Owners: Last year the State of Illinois implemented a new law regarding the display of safety flags for watercraft who are towing skiers, tubers, wake boarders, etc. Here is a reminder for this law: “The operator of any watercraft that is towing a person or persons shall display on the watercraft a bright or brilliant orange flag measuring not less than 12 inches per side. The flag shall be displayed at the highest point of the area surrounding the boat’s helm as to be visible from all directions, continuously, while the person or persons being towed depart the boat in preparation for towing purposes other than the activity described in this section is prohibited.” 625 ICSC 45/5-14.

Several years ago, Lake Carroll mandated the use of an orange skier down flag to be displayed only when a person being towed, went down. State laws supersede our Rules and Regulations and Lake Carroll watercraft will be required to display the flag at all times when towing a person. The recent State law is concerning in that it alerts other boaters that you may be towing a person but does not alert them when a person has fallen and is no longer being towed by the boat. The Lake Carroll Safety Committee discussed this matter at length at their March 14, 2015 meeting.

The Lake Carroll Skier Down Flag is MANDATORY in addition to the State law stated above.

Therefore, by State law, all watercraft towing a person or persons shall display a flag throughout the duration of the towing activity.

Additionally, you are required to raise and wave a skier down flag when a person, or persons, being towed has fallen into the water. Doing so is the only way to differentiate between towing a person and having someone in the water who may be dangerously vulnerable to other boats in the area. An example of concern would be towing two people on one tube and having one person fall off. The State law requires one flag being displayed at all times, but offers no distinction or warning to other watercraft that another person is in the water and no longer attached to the moving boat.

The Admin Office has both the orange flags which are compliant with the State law that can be attached to the windshield of your watercraft and the Skier Down Flags in stock and available for purchase at the LCA Office, as well as at the West Marina Concession once they are open for the season.

We have been very fortunate that we have had no serious injuries involving a person in the water and moving watercraft. The reason we have been so fortunate is due to the cooperation of all Lake Carroll watercraft owners, the diligent use of the orange colored safety flags, and the practice of safe boating technics.

2016 Goose Management at Lake Carroll

I know that the lake is still frozen, but in my mind I’m starting to think ahead to spring. Thoughts of golf, fishing (without an auger), trail use, skiing (behind a boat) and leaving the house without a jacket. Pleasant thoughts I must say, with one exception….. the return of hundreds of Canada Geese with two things on their mind: 1.) To become resident Geese and never leave and, 2.) Have as many little Geese as possible. Our Goose population has been, and continues to be, a huge problem for Lake Carroll. Grassy, gently sloping terrain leading to water is the ideal habitat for the Geese and Lake Carroll offers it in abundance. We are exactly what the Geese are looking for.

Over the years the problem has gotten worse. The biggest problem they cause is the mess they leave behind. They mainly eat grass, which has little nutritional value and to compensate, they need to eat a lot of it. Docks, swim platforms, boats, decks, and patios become littered with the droppings and what you don’t see can hurt you. Tons of this material is deposited into our lake each year and it’s not healthy for the fish or for us.

In 2014, working with the IDNR and the USDA, we held a Charity Goose Round-Up. Approximately 130 Geese were gathered and humanely transported to a food processing center to be converted into food products that were ultimately donated to area food banks.

It was a very successful effort and reduced the Goose population here at the Lake. This, however, is not a “one and done” process and should be looked at along the lines of routine maintenance, if we wish to keep the problem under control.

We are addressing this with a two-pronged approach, addling the eggs in the spring (see below) which reduces the number of hatchlings and, the Goose Round-Up. Last year we were very fortunate to have a Lake Carroll Member donate the funds necessary to carry out the round-up. The cost to remove, transport and harvest the animals is approximately $30 per goose. At a recent Steering Committee Meeting, someone asked if we were planning on another round-up this year. The answer was “no” because we did not budget the $3,000 - $5,000 that would be needed to fund it in the 2016 Budget. The Steering Committee will be making a recommendation to the Board that we budget for future round-ups on an annual or semi-annual basis in the future. If we would like to conduct a round-up this year however, we need donations to make it happen.

The Lake Carroll Committees and Clubs have recently been asked if they would like to make a contribution to help fund a Goose Round-Up in 2016. We’re also asking the Membership to consider giving towards the effort. If you wish to make a donation for the potential 2016 Goose Round-Up, please contact me at 815-493-2552 at ext. #12.

Lake, Wildlife Committees need your help to locate Goose nests The Lake and Wildlife Committees have once again volunteered to assist the LCA with our annual “egg addling” work to help diminish the amount of new Canada Geese at Lake Carroll. Egg addling is a common measure taken by many private lakes, like ours, who have an over- population of geese. Addling is applying a light coat of corn oil to the eggs and has no adverse effects on the adult geese. Though the Goose and the Gander will continue to maintain this nest during the incubation period, these eggs will not hatch.

We are asking all LCA Members to assist us in locating the nests. The geese will be laying their eggs in mid-to-late April. If the nests are on your property, we will need your permission to enter the property, usually from the lakeside, to complete the process which takes only minutes. If you know you have a nest with eggs, please call Ms. Arlene Gries at 815-493-2552 ext. 15 with your section and lot number, and the location of the nest.

The LCA office can also provide you with small, colored (utility type) flags that you can place in close proximity of the nest. This will be of great help to the brave volunteers who will be spraying the eggs. Thank you in advance for your help.

2. Submerge 10 bratwurst in the beer, add 2t red pepper flakes, 1t garlic powder, 1t salt, 1/2 t black pepper.

3. Reduce heat to low and cook 10-12 minutes. Remove bratwurst from onion/beer mixture, reduce to low and continue cooking onions 10 min.

By Jim Splitt Have you been out on the trail yet this year? I have made a couple trips around and can report that it is in great shape. With Memorial Day in the books, summer is officially here.

Hopefully you are reading this in time to join us for our annual Poker Run on Saturday, June 4th. This is always one of our most popular events. If you are unfamiliar with a Poker Run, here are the basic concepts. Riders meet at the Lodge at 10:00 am. Entry fee is $5. At various locations around the trail, participants will pick up cards building your hand. Riders will have until 12:30 to return to the Lodge to turn in their cards. Prizes will be given to the best two hands. Standard poker hand rankings apply. In addition, lunch will be provided to all participants at the Lodge following the run.

The next club event happens on Saturday, July 16th when we offer Free Trail Rides. This will take place at the Lodge near the tennis courts between 10:00am and 2:00 pm. If you have never been on our trail and thinking of purchasing a trail vehicle, this is a great opportunity to experience what it is like. I can say that over the last few years that we have offered these rides, turnout continues to be strong. I have already spoken to a couple of groups at the Clubhouse in the last month that has never been on the trail. Hopefully they, and many others, will make it to the event.

June 3 - 12 is ATV Safety Week. The ATV Safety Institute, www.atvsafety.org, is offering free training classes in our area. In Ottawa, IL on June 11th at 8:30am and 1:30pm and in Maquoketa, IA (about 30 miles west of Savanna, IL) on June 11th and 12th at 9:00am. You can call (800) 887-2887 for more information and to register.

Lastly, I would again like to thank the Lake Carroll Maintenance crew for an amazing job in grooming the trail this spring. It is the best I have ever seen it. Until next time, ride safe and I’ll see you on the Trail!
