2016 MEMBERSHIP SURVEY The Lake Carroll Steering Committee is distributing a Membership Survey to collect informtaion from and for our community.

This survey was prepared in an effort to solicit input from all members of the Lake Carroll Property Owners Association.

By Norm Hoffman, LC Board of Director I hope everyone enjoyed the Thanksgiving Holiday and traditions as well as I did. Thanksgiving for me has been an evolution as my years of life has moved along. Thanksgiving is our American holiday that for the most part is spent with family.

In my own experience, there always has been a matriarch that the family seems to make sure they gather around for a family dinner.

When I was a kid it was my grandmother at a cottage in Indiana, later it was my mother-in-law in Vandalia, Illinois, and then it was my wife right here at Lake Carroll. Now as the years have moved along, my grandmother, mother-in-law, and my first wife have passed on; however the tradition of Thanksgiving has not changed. Our combined family gathering with my wife and new mother-in-law, which I would declare as the new matriarch for the family, carries on the tradition to give thanks for all we have as a family and to thank the Lord for all he has given us. Thanksgiving is a wonderful holiday to stop and pause with the family around to give thanks for all we have.

Perception: Many of our members as they vote for the budget and vote for new Board members feel that are dues may be too high (or too low) and new Board members will help change the course of management. A new membership survey is being distributed for the memberships input on a variety of topics and issues. This is the opportunity for all members to give input on the direction you perceive this community should follow.

Over the years we have consistently put forth to the membership a survey asking and reinforcing the philosophical direction the Board and Management should follow. The direction our amenities, activities offered, membership benefits, etc. is usually discussed at the committee level, management level and the Board level. The surveys over the years have usually kept us on a path of maintain and enhance the recreational life we currently enjoy. The surveys will show results of some brainstorming ideas

that may blossom into moving forward, such as the development of our fitness center or adding the tube tow. Ideas that show a reinforcement of a current direction or a new direction is based on a significant number of interest. At times we may get an idea from the survey from only one or two people. These ideas are not automatically thrown away. They are still discussed at the committee level and sometimes warrant further investigation.

When new Board members are elected they, at times, do not have a full picture relevant to a path the Board may be following.

Soon new Board members and committee members learn the path for all the members is the direction the members have given us.

The survey is one tool that helps guide the philosophical direction of the Board, management, and committees. There are other tools that also help give membership input, but I merely point out that surveys keep an update of our direction. We have also had, in the past, short topic surveys on a specific issue that help direct a Board’s direction.

I encourage the membership to fill out the survey and give input of your feelings pro or con on the direction that Lake Carroll should follow in the upcoming years. Do not take the attitude that you have filled these out before and nothing has changed. Change may happen or the survey may show to stay on course. The survey always has the potential of new directions or the reinforcement of the directional path being followed. The Board’s Goals should reflect the membership’s direction and your communication to the Board, management and committees will insure the direction of the majority.

You will find the survey elsewhere within this publication.

The survey information letter provides four ways to access and complete the survey. I encourage you to participate.

“Photo of the Month” may be submitted by any LCA member, employee, or guest. Entries must be of Lake Carroll content and in good taste. Image files should be a Minimum of 1 MB for enlargement quality. The photo is selected by the LCA Photography Club members, displayed in the Lake Carroll Clubhouse for the month and printed in The Lake Carroll News. A twenty dollar gift card to the restaurant will also be awarded. Entries should be sent to Rick Brant at rbrantphoto@gmail.com. Photos submitted, but not selected for that month, will be saved and resubmitted for future months. Thank you to everyone for this year’s entries.

General Manager’s Report By the time you read this article several significant events will have passed since the time it was written.

The Annual Meeting on December 6th, the board election which could potentially seat up to three new Board Members, and hopefully the passing of the 2016 Budget. The Committees, Board, Staff, and I have devoted countless hours to assemble a budget which best addresses the current and future needs of the Mike Schmieder General Manager Association. As this edition of the Lake Carroll News is being printed, all of the above mentioned events will have unfolded and the results will have been revealed.

With most of 2015 now in our rearview mirror and the Holiday Season upon us, I’d like to devote the rest of this month’s article to all the people in our community, which I’m thankful for.

Throughout the year, there are dozens of times and/or situations which remind me of how lucky we all are to have the volunteer workforce that we have here at Lake Carroll. Our Committees: A&E, ByLaws, Campground, Clubhouse, Finance, Golf Course, Infrastructure, Lake, Recreation, Safety, Steering, Wildlife and two Ad-Hoc Committees are all led by qualified Committee Chairs and manned by Committee Members with all types of backgrounds. These Committee Members, approximately 110 strong, generously give their time and expertise with one goal, making Lake Carroll a better place. The commitment and contributions made by these volunteers is massive and the more I witness the contributions they make and the role they play, the more I realize that we couldn’t accomplish what we do without the efforts of our volunteers. I’ve always been impressed with how many people were willing to volunteer here at Lake Carroll, but this past year has really shown me how much these folks contribute, the time they sacrifice, and what they accomplish for the benefit of all Property Owners.

Thank all of you who are willing to serve by giving your time, your efforts and lending your expertise. We’re lucky to have you and you’re appreciated.

2016 ASSOCIATION BILLING & INFORMATION SHEETS The office staff is preparing for the mailing of the 2016 Annual Dues packet. This information will be sent during the month of December in 6x9 black and white Lake Carroll envelopes. We ask you to examine all the information carefully. As in previous years, your 2016 completed & updated information sheet must be returned (with your monies) before new decals will be issued. Include the bottom portion of your billing statement with your payment & completed/updated information sheet. Payments must be postmarked by January 31, 2016 to avoid $100 late fees.

Using Credit Cards, Debit Cards & Gift Cards for the payment of Dues is not allowed. Visa/Master Credit Card Authorization forms are enclosed in the packet if you want to charge your mowing fees, decals, marina slips, golf trail & storage etc. Please check the appropriate line items. An authorization form needs to completed each year as old forms are destroyed annually. If you have dues or billing questions, call Julie 815-493-2552 x14.

Please verify all your current information thoroughly. Print any changes legibly to help us update your files correctly and accurately. The photo ID Amenity cards are intended to be used for multiple years. Do not discard them, there is a $20 replacement fee. Vehicle decals will not be issued until the make/model, year, license plate & a copy of YOUR CURRENT STATE REGISTRATION CARD for each vehicle is received. Once again, you will be required to provide proof of $500,000 liability for watercraft, off-road trail vehicles, snowmobiles, & golf carts. Lake Carroll Association must be named as an “Additional insured” on snowmobile & ATV policies. Make sure we have copies of your current insurance policies. Proof of membership in any snowmobile alliance is also a requirement for snowmobile registration at Lake Carroll. Copies of current State registrations must be on file for all boats & snowmobiles. Effective July 1, 2013, you are required to purchase an ANNUAL Water Usage Stamp for nonmotorized watercraft, i.e. kayaks, canoes & paddleboats (available where they sell fishing licenses). Expiration for these stamps is December 31st of each year. You must provide the same Watercraft information used for registration to purchase the Stamps. If your current registration expires June 30, 2016, you will not need a stamp until that time. For more information, please see the IDNR’s website; http://www.dnr.illinois.gov/recreation/boating/Pages/ BoatingFAQs.aspx Trailer and Vehicle Camp Shelters and ATVs being registered at Lake Carroll are required to show proof of ownership. Proof of ownership can be: Title, Insurance, and/or State License Plate registration. If you have registration & insurance questions, please call the Front Desk Staff at 815-493-2552 ext 10 or ext 20.

2016 BOAT SAFETY CLASS Lake Carroll has scheduled one Boat Safety Class for 2016. Saturday, April 16, 2016 is the date to mark on your calendar. This class will be held from 8am through 4:30pm at the Clubhouse (lower level). Sign-up information and more details will be in the February issue of the Lake Carroll News. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll.

2016 LAKE CARROLL HOMEOWNER PHONE DIRECTORY Lake Carroll Homeowners that have a Lanark (493 prefix) telephone number or cell phone number which is used as the primary number at your Lake residence will be included in the annual Directory to be published in April 2016.

The ‘Lake Phone Number’ on your 2016 Information Sheet will be the number published in the directory. Please review and update ALL phone numbers.

Lake Carroll Homeowners wishing to be EXCLUDED from the 2016 Directory must return the form included with the 2016 Membership mailing on or before January 31, 2016. If this form is not returned to the office by January 31st, your name and Lake Carroll phone number will appear in the new directory when it is published.

2016 MARINA SLIP ASSIGNMENT PROCEDURES Deeded Boat Slips Bills for deeded boat slips will be mailed by December 26, 2015. These forms must be returned on or before January 16, 2016. Failure to submit the form & payment by January 16, 2016 will be considered a negative response and the slip will be made available to other members in good standing.

Assigned Boat Slips Members in good standing who had an assigned slip in 2015 will be sent bills by January 31, 2016. These payments will be due on or before February 20, 2016. Failure to submit the form and payment by February 20, 2016 will be considered a negative response and the slip will be made available to other members in good standing.

East Marina Shoreline Slips East Marina Shoreline slip registration information will be mailed by December 26, 2015 to the members in good standing using these docks this past season. Payment will be due on or before January 16, 2016. Failure to submit the forms for the East Marina shoreline slips (by 1/16/2016) will be considered a negative response and the slips will be made available to other property owners.

New Boat Slip Users/Non-Deeded The 1st Saturday in March (3/5/2016) is the day for new boat slip users (non-deeded) to apply for a boat dock.

Mark this date on your calendar to attend the Marina Slip Lottery. Further questions on assignments should be directed to Julie at 815-493-2552, ext 14. The Marina Slip Assignment & Payment Schedule is included in the Rules & Regulation Booklet.

GOLF STORAGE & TRAIL, CAMPGROUND SEASONAL & STORAGE, & BOAT PARKING Bills for the above will be mailed approximately February 12, 2016. Payment will be due on or before 4/1/2016.

Decals will not be issued until payment and current insurance information is received.

SEASONAL CAMPSITE LOTTERY The Campground Lottery will be held the 1st Saturday in March (3/5/2016). This is the date for new seasonal campers to apply for a seasonal campsite. Further questions on campground assignments should be directed to the Front Desk Staff at 815-493-2552 ext 10 or 20.

Additionally, if you’ve registered with the LC Reverse911 Emergency Notification System and/or the Lake Carroll website, please also provide your updates to them, also.

2016 “REMOVABLE WINDOW CLING” GUEST PASSES Once again “Removable Window Cling” style guest (vehicle) passes will be issued in 2016. Please mark the appropriate space on the back of your information sheet if you will need these. Four passes (per lot) will be issued if they are requested. Each set of four will display identical numbers (i.e. 0051). Your section & lot number will not appear on the actual guest tag. The displayed number will be assigned to your database information (see sample). Per Lake Carroll Rules (Title V: Chapter 53.07 (A) (3)), no guest passes may be used in member vehicles.

MEMBERSHIP PHOTO ID CARDS Thanks to all of you who have submitted photos for your membership cards. Your picture on your Amenity card is MANDATORY if you wish to exercise your use of the amenities (i.e. pools, ski hill, golf course, etc). The Front Desk Staff will continue to take and accept pictures (Monday through Saturday, 9am – 3pm) and electronic photo files may be sent to photoid@golakecarroll.com throughout the year. The office staff may not be able to process your picture immediately as December & January are two of our busiest months. If you plan on using your amenity card at the ski hill or pool during the 2015-2016 winter season, please submit your photos now or visit the Association Office soon.

REMINDER: The photo ID Amenity cards are intended to be used for multiple years. Do not discard them, there is a $20 replacement fee. This fee does not apply to updating children’s photos on their ID cards when significant growth changes have occurred.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

I would like to take a moment to wish you and your family a safe and joyous holiday season.

The cold weather has me already looking to ski season. Please use caution when skiing, tubing or boarding, be aware of your surroundings at all times. Be patient with other riders who may not be at your skill level, but most of all enjoy the ski hill.

A couple of years ago a tragedy occurred in Sabula Iowa on Sabula Lake it is located about 20 miles west of Lake Carroll. Two ice fishermen fell through the ice only one was rescued.

If you are an ice fisherman please use extreme caution when heading out on the ice.

Don’t look now winter is right around the corner. Just a reminder when the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel stay home, give our maintenance department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow, let’s have a safe winter driving season.

Winter is right around the corner. As the nights cool off many of you will be leaving for warmer destinations it is time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The home owner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Then Security will contact you or other contacts you have provided too security.

Are you ready for WINTER? − Reflector sticks along your driveway, especially toward the street are very helpful if anyone is pulling in and out of your driveway under snowy conditions. This is especially important if you are still getting a propane delivery. After a snow, it’s a little tough to know exactly where the driveway is, especially for visitors. − Everyone should have a winter safety kit in the car with them. − What if you slid off the road into a snowdrift, or got stuck in the snow and couldn’t get out?

Find an old duffel bag or any type of bag that you can put the following items in. This can save your life in an emergency. * Extra gloves, scarf, hand warmers, boots, hats, winter coat and/or blankets, dried food or snacks, several bottles of water, jumper cables, to name just a few things. * You also might keep a small bag of sand or kitty litter in your trunk, as that can be put under the wheels for traction.

Two years ago a couple of my friends got stuck on route 72 between Shannon and Lake Carroll. They just had to sit and wait until someone could come to help them. A winter survival kit might make your wait just a little more tolerable.

Remember, winter conditions can be tough, so let’s do what we can to stay safe.

The Neighborhood Watch, once again, is gearing up for the winter season. Some of us will also be taking some time visiting fellow snowbirds. In my case, I’ll be gone for only a few weeks, but I plan to make sure to have friends and neighbors who have a key to my house just in case I need something checked on. I will also let Security know when I will be gone and will arrange for my driveway to be cleared (plowed).

There will be enough NW members around to enjoy all the activities that our community has to offer. LC is really beautiful in the winter season. If only the ice storms can stay away. Over the season I look forward to our monthly (Fishing Club’s) potlucks. Many of the NW members are part of the Fishing Club. At their monthly meetings/potlucks we will be continuing showing a movie, so come and join us. No matter how nasty the weather can get social activities work wonders against cabin fever. Like I always say “Anyone can have fun in warm weather. LC people have fun all year ‘round”.

Keeping up the tradition of alerting people of seasonal tips, below are some safety tips for the holidays and the winter season.

10 HOME SAFETY TIPS FOR SNOWBIRDS AND WINTER VACATIONERS. To prevent burglaries and damage to your home from fire, frozen pipes and more, prepare your home before you leave: 1. Securely lock all windows and doors. Make sure that any sliding glass doors have security bolts installed.

2. Leave an outside light on (a motion-sensor light is ideal). Put indoor lights on timers. Safety experts claim that lighting may reduce burglary and vandalism by as much as 50 percent.

3. Unplug small appliances and electronics (including computers) to prevent fire hazards and to save on electricity.

4. Install a temperature warning light for your home. The unit costs about $25 and is easy to install. Simply plug the unit into a lamp near the front of your home or in a window. The unit causes the lamp to flash as a warning that the interior home temperature has dipped below a preset level. It’s important to maintain a steady temperature inside your home so the pipes will not freeze, burst and cause damage.

5. Stop mail and newspaper service or arrange for a trusted neighbor to take things inside each day.

6. To avoid frozen pipes, drain water from your plumbing system. Also shut off water to the main line if you’ll be away for an extended time.

7. Bring in chairs, umbrellas, portable grills, toys, garden hoses, tools, ladders and other outdoor items. Remove window air conditioners or cover outdoor AC units for the winter.

8. Enlist a snow removal service or trusted neighbor to remove snow if you will be gone for an extended time. Piled up snow signals to burglars that no one is home.

9. A home inventory lets you log the value of your belongings and the serial numbers of electronic equipment. If you ever need to file an insurance claim, all the information that you need will be in easy reach.

10. Don’t hide a spare key under the mat, underneath the rock next to the doorway or above the door casing. Burglars will look for keys in these obvious places. Give a set of keys, along with your contact information, to a trusted local friend or family member to monitor your home.

HOLIDAY SAFETY TIPS FOR SHOPPERS When Shopping in Stores • Do not buy more than you can carry. Plan ahead by taking a friend with you or ask a store employee to help you carry your packages to the car.

• Save all receipts. Print and save all confirmations from your online purchases. Start a file folder to keep all receipts together and to help you verify credit card or bank statements as they come in.

• Consider alternate options to pay for your merchandise, such as onetime or multiuse disposable credit cards or money orders, at online stores and auction sites.

• Wait until asked before taking out your credit card or checkbook. An enterprising thief would love to shoulder surf to get your account information.

• Tell a security guard or store employee if you see an unattended bag or package. The same applies if you are using mass transit.

• Deter pickpockets. Carry your purse close to your body or your wallet inside a coat or front trouser pocket.

• Have your keys in hand when approaching your vehicle. Check the back seat and around the car before getting in.

• Do not leave packages visible in your car windows. Lock them in the trunk or, if possible, take them directly home.

WHEN SHOPPING WITH CHILDREN • If you are shopping with children, make a plan in case you are separated from each other.

• Select a central meeting place.

• Teach them to know they can ask mall personnel or store security employees if they need help.

WINTER DRIVING SAFETY TIPS • Make sure your car is prepared for cold temperatures and wintry conditions like snow and ice. Keep your equipment properly maintained and include a winter survival kit in your vehicle: an ice scraper, snow shovel and sand/salt. Make sure you or someone traveling in your vehicle carries a fully charged cell phone.

• Drive with your headlights on, and be sure to keep them clean to improve visibility.

• Use caution when snow banks limit your view of oncoming traffic.

• Avoid using cruise control in snowy or icy conditions. In adverse conditions, you want as much control of your car as possible.

• Know how to brake on slippery surfaces. Vehicles with anti-lock brakes operate much differently from those that do not have anti-lock brakes. You should consult your vehicle’s owner’s manual for instructions on how to brake properly if your vehicle should start to skid.

• Maintain at least a half tank of gas during the winter season. This helps ensure you have a source of heat if you are stuck or stranded.

• If you are unexpectedly caught in a snowstorm and encounter problems, stay in your car and wait for help. You can run the car heater to stay warm for 10 minutes every hour, but make sure your exhaust pipe is clear of snow. There is a danger of carbon monoxide poisoning if snow blocks the pipe and enables the deadly gas to build up in your car.

Open your window slightly to help prevent the buildup.

• Keep your windshield washer fluid reservoir full, and make sure your car has wiper blades that are in good condition.

• Remember that speed limits are meant for dry roads, not roads covered in snow and ice. You should reduce your speed and increase your following distance as road conditions and visibility worsen.

• Avoid passing snow plows and sand trucks. The drivers can have limited visibility, and the road in front of them could be worse than the road behind.

• If you must travel during a snowstorm or in blizzard conditions, be sure to let a relative, friend or coworker know where you are headed, route taking and your expected arrival time. Avoid the temptation to check or be on your phone while driving as all of your attention should be on arriving safely. Please be safe over the winter season!!

President’s Report

A Time of Thanksgiving

I’m writing you to thank you for your support of Lake Carroll.

So many of you contribute your time to various committees by attending meetings and activities. This community is blessed with members who love Lake Carroll and all it has to offer.

As the year closes, I want to thank the other Board Members and General Manager for their support in trying to meet the Barb Anderson needs of our members. The Lake was our number one priority Board President this year and the grouting project was a success. The other committees recognized the need and delayed their projects to attend to this endeavor.

Hopefully the budget passed and their needs will be met.

I recognized the need for a way to market the lots owned by the Association. With the help of the staff, we started the “Lots to Offer” program. As of this writing we have sold 14 lots. Of those lots 12 are new dues-paying members. We will offer Associate Membership to family members who want to use our amenities. I believe it is better to try to find new sources of revenue rather than cut services.

With our mission to maintain and enhance our amenities, we have reactivated the Infrastructure Committee. The various committees have requested to enhance our amenities and this committee is doing a fantastic job of evaluating our facilities.

If you get chance, thank the people that support our community. Together we can keep Lake Carroll a great place to belong.

Dollars & Sense

This month I thought I’d take a break from discussing the 2016 budget. That matter is in the hands of you, the voters, and will be decided at the Annual Meeting on December 6th. Instead, I thought I’d talk about natural gas. I just received my 12th bill from Nicor, so I have a full year of experience with natural gas. To do a comparison between the costs of propane vs. natural gas, I averaged my propane costs over the 7 years I have had my Lake Carroll residence prior to converting to natural gas. My average annual cost for propane over those 7 years was $1,326.26. My cost of natural gas over the past 12 months was $461.40. That’s an annual saving of $864.86, or a 65% savings.

Jeff Howe Now, in order to get that 65% savings, I had to spend some money Treasurer up front. My meter is farther from the road than the free allowance provided by Nicor, so I had to pay Nicor $357.26 in order to get my meter installed. Depending on how far from the road and the size of the needed meter, others may need to pay more or less than what I needed to pay. I also had to pay the $250 Nicor permit fee to the Association. After the meter was installed, I needed to have the meter piped into my appliances, and needed to have the appliances converted or replaced. My water heater needed to be replaced, but I was able to upgrade my boiler and garage heater from using propane to natural gas. My cost for the piping, replacement, and conversion was $1418. So, it is going to take me less than two and a half years to recover my $2,025.26 investment in converting to natural gas.

The Association has also experienced savings from converting to natural gas. The Association first converted the Pool and Clubhouse, which represent most of our gas costs, about a year and a half ago, and the rest of the conversions were done around the beginning of this year. So, we do not quite have a full year of experience of natural gas for our facilities. Also, the Lodge and the Campground and West Marina shower houses have not been converted to natural gas yet. So, I have looked at the energy cost for the first 10 months of the year to do a comparison.

Our budgeted amount over the first 10 months of the year was $59,000. The actual Association propane costs for the first 10 months of the year, excluding the Lodge and the Campground, averaged over the years 2009 through 2013, was $68,280.91.

The energy costs for the first 10 months of this year, which were mostly for natural gas, again excluding the Lodge and Campground, total $22,171.87. This is a savings of $37,368.91, or 63.3% over our budget and a savings of $46,109.04, or 67.5% over our average actual cost. This is for only the first 10 months of the year, and some of the buildings were still on propane the first part of the year. The annual savings for a full year will likely be higher than this. In order to realize these savings, though, the Association spent $55,084 to convert or replace its gas-fired appliances. But as a result of the savings, the payback on the Association’s investment is just over a year.

What is the point of this article? There are about 969 houses in the Lake Carroll development.

Only about 560 homes have converted to Nicor so far. For some of the homes that haven’t been converted yet, one of the reasons given for not converting yet is that they want to know that there really is going to be savings before investing in the conversion. I have provided a couple of examples here that show that the savings are real. If you have also converted, talk to your neighbors about the savings you are seeing. If you haven’t converted, also talk to others to see what savings they are seeing. Every house that converts get the Association one house closer to getting its deposit back from Nicor that was used to get the Nicor infrastructure installed in the development, which made all these savings possible.

Clubhouse News

I would like to wish everyone a very Merry Christmas, Happy Holidays, and a very safe and heathy Happy New Year. It always amazes me how time has flown when it seems like just yesterday I was just writing about all our awesome upcoming summer events and here I am today writing about our Christmas with Santa and New Year’s Eve party! Time has literally flown by. We all hope you enjoyed the Clubhouse, lake, pool, and golf course; or just hanging Denise Lahm out in this beautiful community.

Clubhouse Manager We had a year full of weddings, banquets, golf events, and many outstanding specials and buffets our members actually enjoy eating.

Our staff has done a great job finding ways to make sure everything on the buffet is fresh, full of flavor, and makes everyone walk away full and happy. The addition of our soup and salad bar has really been enjoyed either on its own or with your meal; of which many of our meals include soup and salad bar at no extra cost. Can’t beat the value.

Santa will be here December 6, 13, and 20th. Please call for reservations, you don’t want to disappoint any of those kids just waiting for it to be time to see Santa and give them their wishes and wants. After eight years experiencing Breakfast with Santa, I love seeing how one year they are scared to even look at him and next year jumping right up on his lap filled with excitement ready to talk his ear off. What an awesome part of our jobs.

Bottom line is we spent more than we took in and this will catch up with us.

Don Marrone 21-45: He went through the budget and finds department budgets are over-stated like dredging & weed harvesting program as we have not moved out of the 3 tubes area. We have to keep the program going so the Lake has to get more serious money. Sometimes we need to disappoint somebody.

Tom Wienecke 1-62: The Lake Committee will get with Infrastructure and talk about the kayak process. Years ago there was a trail fee that was a reduced amount for snowmobiles due to their shorter season, this should be contemplated again.

General Manager-Monthly Board Report (BOD)-November 20, 2015

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the September 25, 2015 BOD Meeting. a. While discussing repairs which were needed for the damaged Ford Tractor, I was asked if a claim had been filed with our Insurance Company. A claim has been filed and repair receipts have been forwarded to the adjuster. The adjuster also has an appointment to inspect the tractor on Thursday, November 19, 2015. The adjuster has indicated that at least a portion of the repairs will be covered but the final amount will not be determined until after his review of the Tractor.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. b. The Quarterly Committee Chair/Board President meeting is scheduled for Saturday, November 21, 2015 at 9:00am and will be held in the Conference Center. All Lake Carroll Members are welcome to attend this meeting.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, October 14, 2015 and again on November 4, 2015. Matt Ripplinger and Dave Townsend joined us for the meeting and goals for 2016 were discussed. Minutes from both meetings are included in the November Board Meeting Packet.

4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program continue to slow down. I’ve been averaging approximately two (2) inquiries per week regarding our Lot Sales program. Though we currently have no sales pending, there are three prospects which seem promising. Our most recent sale closed on October 17, 2015 which represents the 13th lot we’ve sold since the program started in March, 2015. Eleven (11) of those sales have resulted in new dues paying members. A summary of these sales is attached to this report.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2015 dues status report which is attached.

-DPE’s collected thru 11/12/2015 – 2,194.15 -DPE’s collected thru 11/11/2014 – 2,223.32 -Variance between 2014 & 2015 – (29.17) -DPE’s budgeted for 2015 - 2,240.00 -DPE’s projected for 2015 - 2,210 b. Ten (10) Ownership transfer transactions were processed between October 17 and November 13, 2015. Six of these transactions were homes and four were for vacant lots. One of the four lots which were sold was an Association owned lot. c. Through 11/13/2015, 559 Natural Gas Permit Fees have been deposited totaling $139,750.00. d. Late Fees for the 4th Quarter dues and the August mowing fees were added to Member accounts on November 6, 2015. A total of 39 accounts have yet to pay their dues or a portion of their dues for 2015 as of 11/13/2015. e. The 2015 Annual Meeting Mailing was assembled, packaged and mailed from the Lanark Post Office on Friday, November 6, 2015.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for October, 2015 have been completed and will be sent electronically to the Board prior to the November meeting. ii. The Gaming Machines generated $2,478.85 in income for Lake Carroll during the month of October, 2015. The budgeted amount for October was $2,000.00. Through October 31, 2015, year to date income is $14,975.50 vs. the year to date budget of $12,550.00. See attached report. iii. Julie, Donna and the Front Desk staff are currently updating forms for the Annual Meeting, ordering envelopes, ballots and proxies. The tentative mailing date is the first Friday in November, 11/6/15. iv. Membership -this project has been put on hold for the immediate future. It was going to be tough to get accomplished to go live in January.

The reduction in Administration hours, coupled with budget restraints, has put this project on hold until after the first of the year. This project will not be dropped. b. Human Resource: i. A mandatory reduction in hours has been established for several departments. Questions regarding the administration of this reduction have taken quite a bit of Lisa’s time.

7. Safety & Security: a. Luke attended a two day continuing education EMS conference in Dubuque On October 16th and 17th. The classes were from 8am to 5pm and covered many different aspects of EMS, very informative and edu-

8. Information Technology: a. As mentioned earlier in this report, our accounts receivable and front desk departments are preparing for the Membership software conversion.

It has been determined that the conversion will be pushed back to April, 2016 due to time and cost restraints. The Board was informed at the last meeting that the training/development costs had exceeded our estimates and our budget for this project by approximately $33,000.00. Deb Stagno and I had telephone discussions with Lane Services to discuss what training can be performed via telephone verse on sight training. We also discussed what reports can be developed with our own personnel, and finally, which items on the development plan could be delayed. As a result, the $33,000.00 figure has been cut to approximately $23,000.00. A CER for $10,380.97 has been placed on the agenda for approval for the training and development services which have been provided through October, 2015.

9. Communications: a. No specific report 10. Facilities Management: a. Rip rap repair on the dam was completed on November 6th – Martin and Sons performed the work. This project came in well below what was budgeted. $37,714 vs. $50,000 which was approved earlier in the year.

We were hopeful to get 1/3 of the dam rip rap top dressed, but actually completed over half of the dam. b. The West Marina and Campground shower houses were closed for the season on November 3rd. The lines were all blown out and winterized until next year. c. The clubhouse Staining project was completed in October. Cliff Veesenmayer did an excellent job. d. Shaun would like for us to consider either closing down the dump area below the dam or somehow restrict what and who can dump down there. We have had to repair at least 5 tires on the backhoe this year that were punctured in the dump. The amount of items left down there and the things left down there are getting out of hand. We have rebar, boards with nails, appliances and trash to name a few. We also have contractors dumping their tree cuttings down there which fills the dump up faster. We have a few options that Shaun has considered – a deer camera would take pictures of anyone down there so we know who is dumping and what they are dumping. We could limit the hours that someone could dump and put a gate up that maintenance opens and closes when the dump is open – this would limit the hours to Monday – Friday before 2:30 pm.

We could have anyone dumping have to check in with the maintenance department before they dump – again limiting the hours and providing the opportunity for us to view what is being dumped. The cost to provide this service, including labor for the burns, tire replacements or repairs and the removal of trash which cannot be burned has increased dramatically over the past 4 years. e. We have started winterizing and storing summer related equipment like mowers, the weed harvester and the dredge. This week we are also installing plows and salt spreaders on many of our trucks in preparation for the winter. f. The Maintenance department filled in the sides of the roads with gravel in October and early November. This was necessary in the campground where new asphalt was laid in the pods. We also went around the whole project and filled in areas along the boulevard. This is necessary to avoid the sides of the road from cracking or being damaged.

11. Lake Management/Wildlife: a. The lake level as of November 13, 2015 was 737’ and 2”. We lowered the lake starting November 6th and the valve was closed on November 13, 2015. b. Dredging stopped for the season on November 5th – we had several leaks in hydraulic hoses at the end and the exhaust manifold had cracked.

Shaun and I wanted to dredge as much of the north side of the 3 Tubes area as possible since the lake level was so high for this time of year.

We got the majority of this area done, but could have spent another day or two, but the amount of hydraulic oil we were going through in a day made it impossible to continue without repairing the hoses. Overall, the dredging program had its most successful season yet. Though we did have some maintenance issues, we were able to move a lot of sediment.

Shaun is working with Lisa and Joyce to assemble a detailed list of all of the costs associated with the dredge operation and maintenance to the machine. c. As per the annual dam inspection, a berm was built on the south side of the spillway. This is meant to deflect water away from the spillway wall. The engineer suggested in his report to construct a berm to move the water away from the wall to avoid erosion. d. Shoreline rip rap inspections were completed. During the review, we were able to see brittle naiad continuing to grow in many areas of

the lake. e. Water clarity was extremely high again going into the fall / winter. f. Fehr Graham performed the evaluation on the feeder creek from Fawn Lake to the East Marina. Their evaluation had a cost budget of $210,000. Beyond the stabilization of the major erosion areas of the stream, this estimate includes nearly $60,000 for dredging upstream of the Old Wharf Rd bridge and a $35,000 contingency budget. Original estimates to stabilize this area were around $93,000. We will work with Fehr Graham to permit the project to include dredging the heavily silted area upstream of Old Wharf Rd. along with the bank stabilization program. g. The two electrofishing surveys provided valuable information on the current status of the fishery. We were able to collect a good representative sample of the species present in the lake. We had young of the year crappie, bluegill, yellow perch, largemouth and smallmouth bass all collected that were this year’s spawn. We also collected walleye under 8” in length that would have been from the fish hatchery spawning operation. The hatchery rearing pond did not directly produce for the fishing club, but with the collection of several young of the year walleye, the operation was a success. h. We also collected two specimens of red-eared sunfish in the 7” size range. The stocking program has had some success with survival, but now we need to see a reproducing population. We are still seeing growth of the zebra mussel. i. The fish replenishment stocking was completed this fall. Walleye, Muskie, yellow perch, and red-eared sunfish were all stocked this year. j. The deer management program is underway. We currently have approximately 50 deer harvested with 80 hunters enrolled.

12. Building Inspection/Architectural & Environmental: a. With positive comments regarding Doug’s first monthly report, I have attached Doug’s report for your review.

13. Golf Operations (Pro Shop): a. Nice weather in September and October helped get us close to the round and budget numbers that we were hoping for, a round comparison sheet is included with this report. I will do a final audit of the rounds in December. b. The new Yamaha lease carts have arrived, with the sand buckets that we ordered for them. The new beverage cart and maintenance utility cart have also arrived. All are very nice and will be nice for the next 5 years.

We will not be filling the “on cart” sand buckets until late April or early May of next year. This will depend on either the weather and/or manpower at the time of year. c. Jason believes that our rounds will be around the 23,000 area, with a descent October and November. d. Jason feels that the events we had over the last month or so went well, with most of the outings booking dates for next year already. He has also received a commitment from a new large outing in for early June, 2016.

14. Golf Maintenance: a. The seasonal Golf Maintenance Staff worked their last day of the year on Friday, October 30, 2015 reducing the department to three. Those three have been very busy removing dead trees, removing fallen limbs (due to recent winds) and blowing fallen leaves from the fairways so that players can find their golf balls. b. The irrigation system has been winterized and all water lines have been blown out to avoid damage which could be caused by frozen water in the lines. c. The fall fertilizing program was completed the week of November 6, 2015.

15. Clubhouse Operations: a. No specific report.

16. Recreation Complex Operations: a. Aquatic Complex: i. The Indoor pool continues to run smoothly with no significant maintenance issues to report. b. Recreation: i. The Fitness Room was used 150 times between October 15th and November 15th, 2015. ii. Zumba continues to meet twice a week at the Lodge. iii. A free Health Seminar took place on Tuesday November 10th with 5 percipients. John Voelz offered the seminar on exercise training and medical fitness programs. c. Ski Hill: i. No specific report but the season is just around the corner.

Lake Carroll Women’s Club President Lana Soldat opened the November meeting with the Pledge of Allegiance and Club Collect. She welcomed the 27 members present and thanked the Ways & Means Committee for the very successful October bake sale. Members with November birthdays were recognized: Brenda Schnarr, Deb Scheidegger, Mary Lou Jordan and Merce Meyers.

Brenda Schnarr updated us on the budget. With over $1,000 raised from the bake sale, our current balance is $2,976.61.

Pia Molloy encouraged those not yet signed up for the Christmas luncheon which will be held at the Clubhouse on December 10th to get reservations to her by November 30th. The Eastland High School jazz band will entertain us and there will be popcorn sales and the senior center craft sale beginning at 11:30am. Lunch will be served at noon.

Phyllis Davies reported on the October 27th quilt tying event. Fifteen members helped and cookies by Nancy Comstock were enjoyed by all. About 40 quilts were completed and ready for delivery.

Janet Campana announced that members should continue to save pop tabs and box tops which are collected by the club and given to local organizations.

Barb Anderson reminded us that the Lake Carroll property owners’ annual meeting is coming up December 6th and information has been mailed out to all Lake Carroll members.

Nancy Comstock reminded everyone to look for the Giving Tree to be up in the Clubhouse around Thanksgiving. This project is sponsored by the Fishing Club.

Bessie Pavell thanked today’s hostesses who provided goody bags for us to take on the drive to the glass studio. Those hostesses were Pat Wienecke, Barb Cirignani, and Janet Campana.

Following the meeting members car pooled to North West Design Glass Studio near Stockton where they enjoyed a glass bead making demonstration and shopping. The studio will donate 10% of club sales to the Senior Center. Many members left with bags filled with presents for loved ones and maybe even a few for themselves!

Lake Carroll Photography Club Hits the Road

On October 24th the Lake Carroll Photography Club took their first official field trip. Seven club members grabbed their cameras and headed out to Palisades State Park in Savanna, Illinois. Our goal was to capture the fall colors and enjoy the company of the other photographers. Although the day was cool and windy, we were able to capture the colors and beauty of one of our areas landmarks. Following the field trip, several of us met for lunch at Manny’s in Savanna. You can see samples of photos taken within this newspaper. Enjoy!

Each month the photographers challenge themselves with different projects. Our December project will be to create a Christmas/holiday card using photographs taken at any location. We will each bring our creation to the December 8 meeting to share.

If you have an interest in photography, we invite you to join us at our next meeting on Tuesday, December 8 at 9:30 am at the Lodge. Our club consists of all levels of photographers using a wide variety of cameras from iPhones to SLR’s with big lenses. What we all share is a passion for photography!

On October 27th, 16 friends arrived at the Lodge to participate in tying knots on small blankets. It is wonderful to have such support for this project. The Women’s Club Blanket Project has remained a very important function of members here at Lake Carroll; funded by money raised through efforts of everyone who is associated with the Women’s Club or a resident of Lake Carroll. These blankets are given as comfort to children experiencing some level of trauma in their lives. We always see a few new faces, which is a great way to meet new friends. So many Women have been very loyal to this project and to everyone we gratefully appreciate your support.

It seems each time we have met, the day is sunny and everything looks great from the view of the great room at the Lodge. We would like to thank Rose and her crew for always setting up tables and chairs just perfectly, always making us comfortable.

Our next session will be April 26th, 2016, at 10am. Blankets will be made and ready to be tied and labels attached. Always great cookies made by Nancy Comstock and coffee. Our faithful blanket makers are: Nancy Flikkema, Jan Ulesich, Rita Shields, Phyllis Suchocki, and Phyllis Davies.

By Jim Splitt The Trail Club would like to thank everyone who donated food for the Pack the Pantry Ride on November 7th. As can be seen from the photo below, we collected an impressive amount.

I was able to drop off the donations at the Shannon-Lanark Food Pantry later in the day after the ride. The operators of the pantry, Bob and Gayla Colbert, expressed their appreciation. As for the ride itself, it was a perfect fall day for those that joined us for possibly their last ride of the year on the trail. Bright sunshine, light winds, and thanks to the rain a couple days prior, very little dust. We stopped at the fire pit behind the dam where we had lunch and warmed up by the fire.

That does it for another season on the trail. We had a lot of fun on the trail and at the club events. We met a lot of new people; many of them new Lake Carroll members and first time trail riders. Hopefully we will see you all again next year. In the meantime, I’m sure those with snowmobiles are anxiously awaiting the first measureable snowfall so that they can hit the trail.

I want to wish everyone Happy Holidays. We will be back in the spring and hopefully....

White Bass This month’s article is about the white bass. White bass have been in the lake for quite some time, and over the years have been a nice addition to the fishery at Lake Carroll. While they are not an overly large fish (usually under 15” in length), they can really pack a punch for the angler! At times, they can be easily caught in schools on a surface feeding frenzy, or during the spawning season in April and May. It isn’t uncommon for anglers fishing together to all have fish on at the same time, and Joe Rush this can create some exciting memories for both the novice and Lake Manager experienced anglers.

They are a predatory fish, feeding primarily on a fish diet (including their own young) and large invertebrates. Their life expectancy is usually about 3-5 years. They spawn in the early spring on windswept points, or they travel up tributaries looking for flowing water over a rocky substrate. An adult female lays around ½ million eggs that are spread over the rocks. The young fry then hatch in about 2 weeks.

In the past, these fish were protected by the creel limits as well as closed seasons on their harvest in the spring. Today, the biomass of white bass in the lake is very high and this becomes a concern due to their impact on the available food source and competition for our other game fish in the lake. This past year, we opened a limit of white bass to 15 fish per day, any size, to allow anglers to keep these fish and use them as table fare.

While some people claim these aren’t ‘good eating’, I am wholeheartedly in disagreement with them! If you handle these fish properly, they can provide an excellent addition (or the complete meal) for any quality fish fry!

To ensure quality table fare, the two most important things to consider, in my opinion, is keeping the fish as fresh as possible before you fillet it, and to remove the dark red meat along the skin-side of the fillet. To achieve both of these; 1) we take a cooler with ice when we plan to keep fish for a dinner. This will allow the fresh fish to get cold quickly and help protect the meat from spoilage. White bass do not favor well in a live well, so placing them quickly on ice keeps the meat fresh and firm for cooking. Make

sure the fish get spread out throughout the cooler so ice can quickly cool both sides of the fish. 2) When filleting the fish to prepare it for cooking, you simply fillet the fish like you would any other game species, such as walleye, or crappie. Once filleted, flip the meat over and look for the dark red meat along the skin-side of the fillet and remove it with your knife. We’ve had many guests that thought this was actually a walleye when properly handled and prepared! Some people also soak their fillets for 2 hours in a mixture of milk and lemon juice but in my opinion, I’ve found this isn’t necessary.

Keep in mind, however, that when the action is intense, and you are fishing for a ‘limit’, you need to know how many fish you’ve actually put into the cooler. My kids and I use our small weights or sinkers as a counting method. We count out 15 sinkers and place them on top of our tackle box, or in a cup holder on the boat. Every time you place a fish in the cooler, you put a sinker away. When the sinkers are gone, your limit is full! Once they are in the cooler, they won’t be able to be released ethically back into the water to survive for another day’s fishing battle, so it is important that you can monitor the number of fish you are placing in your cooler.

We hope you can get out and enjoy the bounty that Lake Carroll has to offer, but please remember to do it responsibly and ethically. It is a sustainable resource, as long as we all work to sustain it!

Facilities Update

I thought I would give everyone a dredge update for the season.

While we did have some issues this fall with the dredger, I would say that it was our most successful season yet. With the lake level at pool this fall we were able to start dredging right in the canal of 3 Tubes. We actually dredged from the boat dock and worked our way out to the lake throughout the fall. This summer we exchanged our GPS for the dredge for a unit that was much stronger and offered more technology; we are now able to track the path of the dredge and pick out waypoints for us to check our progress each week. So in each area that we dredged, we picked Shaun Nordlie Facilities Manager 6-8 waypoints, marked the lake elevation of each spot and the amount of silt in each area. Then each week the operators would give me updates on our progress of the amount of silt in each of our areas. Once we worked our way out to the lake, we concentrated on the north side of the lake since that is an area that is difficult to dredge when the water level is low. Having water at pool or just below until November was very helpful in being able to decide where we wanted to dredge. This is the first season that we have been able to do this; typically lake level has dictated where we can put the dredge.

Issues that we dealt with this season were the impeller blades breaking off, which resulted in us having to pull the impeller off from behind the cutter head and take it to a local welding shop for repair. Once we got the repairs back the dredge was back in and seemed to work better than ever. We also had a hydraulic leak in the motor for the prop.

This resulted in us having to pull the dredge off the water, take the hydraulic motor and the bearings to be repaired in Dubuque, IA and then fix hoses in house. Luckily this repair only had the dredge out of the water for a week and again, things worked better than ever once we put the dredge back in the lake. These were our only major issues for the season.

We do have winter projects for the dredge which include replacing some hydraulic hoses, repairing the exhaust manifold and changing out some stainless hydraulic lines with hose.

All should be easily fixed so the dredge will be ready in the spring. I would like to thank my staff for their work on the dredge this fall – Dave Taylor and Branty Harris were our operators and Bob Ditzler, Rusty Block and Josh Barr worked on the dredge when repairs were needed.

One note about dredging next year, at the October Board Meeting it was decided that we would be dredging through the summer in 2016. This means that the dredge will remain in the water during the summer months and we will be dredging during the week. We will make sure all boaters know what to do when crossing over the pipe and I will start working on the schedule of the dredge this winter. This allows us to dredge longer which will move this project forward quicker. I will give everyone more details about this once we start dredging again in 2016.

Here is a reprint from my December article – I want to highlight to everyone the importance of safety with the snow plows.

One issue that we seem to have every year is our cul-de-sacs. What do we do with all the snow in some of these cul-de-sacs that are full of driveways? If you live on a cul-de-sac you probably know about our dilemma and may have already called me in the past few years to complain about where we are putting the snow in your cul-de-sacs. It seems like

we usually get the same response from anyone that is calling us regarding snow in these cul-de-sacs – “Why don’t you plow it over there; they are gone until April” The problem is that my staff does not know who is gone for the season and who is not. So we have come up with a plan – if you live in a cul-de-sac and will be gone for the entire winter season, please email me your lot, section number, and name. I will keep this information only for the Maintenance Department staff that are plowing in your area. But this will make our jobs easier in knowing who comes out during the winter months and who will not be back until the snow melts. This does not mean we will be piling big snow banks in front of your driveway, it just allows us to work around the cul-de-sacs easier when there is a big snow and the cul-de-sac has a lot of driveways. A couple things that I would like to remind everyone as we start thinking about the winter, snow, and plowing in the next few months and the trucks start making their way out on the roads for plowing – These are safety vehicles, so please do not follow behind a plow too closely and please do not pass a plow. Although the trucks are equipped with mirrors, it is still difficult for the drivers to see when you are following too close. The crew is doing their best to be as efficient as possible on the roads, if they have to worry about a car behind them it takes away from their time plowing. Also, when you are behind a plow, do not pass them. The drivers do not want to have to worry about having to move over to allow you enough room to pass. I appreciate your cooperation with these issues. I hope that with the planning we are already doing this year’s plowing will be as smooth as possible for both the snow plow drivers and the members.

One other note about plowing; if you have a medical appointment or urgent reason to have to get out on a morning that we are plowing please call Missy, Marcy or Pam at the Front Desk to alert them or call my cell phone – 815-275-6121 to make us aware of your situation. We will make every effort to accommodate you so you can get out and make your appointments.

I also would like to discuss mailboxes again this year. Predictions have been anywhere from a milder and a less snowy winter to colder and more snow than last year. The crew does their best to steer snow away from driveways and mailboxes, but when we get as much snow as we did last year and it continues to pile up on the sides of the roads sometimes mailboxes are taken out. If you do not use your mailbox in the winter I would suggest taking it out during the snowy months.

Ad Hoc Plumtree Lodge & Recreation Center Committee

We held a meeting on November 21st at the Lodge. Representatives from Williams Architects presented further refinements of two design options. An update on that meeting will be included in the January Lake Carroll News. Detailed conceptual designs will not be completed until the first quarter of next year. In the meantime we will continue to have monthly meetings of our committee. Membership presentations will be planned for next spring and summer. We welcome participation from all members and will provide updates in this paper and with email blasts. Our next meeting will be Jan 9, 11am, at the Clubhouse.

In spite of some severe weather in the evening forecast, we had another great turnout at our Fishing Club potluck and general meeting on Wednesday, November 11, 2015. As always the food and fellowship were enjoyed by all.

After the meal Bill Comstock called the meeting to order at 6:52 p.m. Mike Bykowski led us in reciting the Pledge of Allegiance. Bill then welcomed members and a guest of Tom & Jan Young – Tom’s sister Nancy, who is also a new lot owner at Lake Carroll. Since it was Veteran’s Day, Bill asked all veterans to stand and be recognized. We are very thankful for their sacrifice and service to our country.

Mitch Feucht presented the October financial report. Motion to approve was made by Fred Reddies and seconded by Frank Malito. Motion passed.

Nancy Comstock provided an update on preparations for the Christmas Party which has the theme “Visions of Sugar Plums”. The party will be on Friday, December 4. Everything seems to be coming together nicely in terms of finalizing the menu, scheduling entertainment, and making decorations. Tickets for the party are still available and are being sold by Nancy Quilico and Pat Bykowski. There is additional information on the party in the Lake Carroll News.

Tom Stangl and Roman Cirignani are coordinating the Giving Tree project this year. The

tree will be set up in the Clubhouse lobby just prior to Thanksgiving. Tags will be on the tree with gift ideas for needy children in the Lanark and Shannon areas. Also, something new this year is the addition of tags with gift ideas for residents of nursing homes in Mount Carroll and Savanna.

News on the walleye harvest was disappointing again this year. There were no walleye to be found when we drained Fawn Pond. Fred Reddies reminded us that 600,000 walleye fry were released directly into Lake Carroll in the spring. We are hopeful that many of them survived and are further encouraged by the DNR shocking survey results this spring which found small walleye that would have been from this year’s hatch.

Fishing Club Board of Directors elections were scheduled for November. However, since we had exactly four candidates to fill four open board positions, there was no need for an election. The board members for next year are Bill Comstock, John Quilico, Tom Stangl, Mitch Feucht, Fred Reddies, Roman Cirignani & Frank Malito. Terry Heflin will be retiring from the board of directors and we thank him for his service to the club in that capacity.

Mike Siciliano was keeping a close watch on the impending severe weather and was in touch with Lake Carroll Security. In order for all to get home safely, we quickly ended our meeting. Bill called for a motion to adjourn the meeting. Motion was made by Frank Malito and seconded by John Anzalone. Motion passed.

If you have an interest in photography, we invite you to join us at our next meeting on Tuesday, December 8 at 9:30 am at the Lodge. Our club consists of all levels of photographers using a wide variety of cameras from iPhones to SLR’s with big lenses. What we all share is a passion for photography!

The Giving Tree, also known as the Angel Tree, has been sponsored by the Fishing Club for well over ten years here at Lake Carroll and we will participate again this year. The program is run by the Eastland Council of Churches who distribute these gifts to needy children in the area. Each child will be assigned two tags to be put on the tree. Each tag will have a description of the child, boy or girl, and their age along with their requests. They receive two gifts, one gift of clothing and the other a toy or game. Last year we were given forty-eight tags for our tree in the Clubhouse, which were put on the tree the week of Thanksgiving.

These were all taken by the following week and seventeen more were added.

This year we plan to participate in a similar program that will include Big Meadows nursing home in Savanna and Good Samaritan nursing home in Mt. Carroll. A number of tags for residents of these facilities will also be put on our tree. Each tag will be placed on the tree with the residents’ request. We feel this will be a nice addition to our program and will be greatly appreciated by the residents.

Our tree is up at the Clubhouse ready for you to take a tag with someone’s wish list.

Deadline to have the gifts returned to the Clubhouse is Monday, December 14th. Thank you for your support last year and we look forward to your generosity again this year.

Snowmobile Report

By Tom Wienecke, LC Member and Snowmobile Enthusiast It’s time to start thinking about those winter activities, especially snowmobiling.

For those of you new to Lake Carroll and want to go snowmobiling, some things you should know.

1. You must belong to a snowmobile club to get register your sled at Lake Carroll.

2. The local club is the Pearl City Sno-Pearls. See membership form for registration.

3. You must have proper insurance for Lake Carroll.

4. The Sno-Pearls carry all State required insurance for the land we ride on. We must get permission to be on those private properties. We then mark miles of trails leaving Lake Carroll, and can travel to other clubs’ trails which they mark.

5. Please stay on marked trails only, as permission is granted for specific areas of those properties.

6. A new, replacement bridge located in Pearl City was voted on at the last club meeting. It is being constructed and should be in place by the beginning of December. A club work day will be organized to install the bridge. This bridge allows riders to go East towards Freeport, German Valley, and the Tri-County trail system; or North towards Lena, Stockton and the Wisconsin trails.

7. Club meetings are held the first Wednesday of the month from September thru March @ 7:30 pm. Location Rt.73 Brew and Chew, formerly (Yellow Creek) 8. A Poker Run is scheduled for this year, date to be announced.

9. A rodeo is scheduled for February. Both events are dependent on snow conditions.

10. All trails are officially open December 15th. A base of 4” or more prior to riding.

11. Remember, NO SNOWMOBILING on the GOLF COURSE or SKI HILL. You will find all the requirements and restrictions pertaining to snowmobiling at Lake Carroll in Title V: Chapter 53.03 of the Lake Carroll Rules and Regulations.

The Amazing Power of Something So Small

Refer a New Lake Carroll Property Owner and Receive $500

I never would have guessed a mere seven days post total knee replacement in early October that I would be in the midst of fighting a diagnosis of having Lyme Disease that affected my Central Nervous System! While I do not remember anything for at least the next five days, my family stayed by my bedside dealing with the fact that I exhibited classic signs of having a significant stroke. Thanks to family, friends, at least seven physician specialists, other healthcare professionals, and many prayer chain connections, I can now say thirty three days later that I am nearly finished with all physical therapy visits and only one week to go to complete my 30-day daily IV antibiotic therapy. At this time I have virtually no lingering symptoms of the dark days I and my family went through and am very happy to be back to my old self!

However, I want to share some of the research I have done about Lyme disease since this episode occurred. The deer ticks that transmit the disease are most active between April through September. And yes, my husband and I spend time daily outdoors and we were outside in our perennial gardens frequently during September and early October in an attempt to ready the gardens for winter. I never did see any early symptoms that include the typical bulls-eye rash nor did I have any unusual joint pain.

So here are some of my findings about this tick-borne disease (www. huffingtonpost.com): 1. You can only get Lyme disease from a tick bite. There is no evidence this can be spread from person to person and you cannot get it from your dog. However, dogs can bring ticks into your home so be sure to inspect your pet for ticks before letting them in your home.

2. Not all ticks carry Lyme disease. Blacklegged ticks are the ones you want to avoid. Of all the deer that wander around on our property, little did we know that they would leave us an infected deer tick.

3. You can probably remove the tick by yourself if you notice it in time. A female adult deer tick is about the size of a sesame seed while the male is a bit smaller. A nymph, or immature, deer tick infects humans with this disease more often and is only the size of a poppy seed. You can purchase a tick removal device or use a pair of fine-tipped tweezers to remove the tick no matter the size.

4. The most common symptom of Lyme disease is a bulls-eye rash. This rash occurs between 3 – 30 days after becoming infected. Other symptoms include fatigue, headache, joint swelling and dizziness, none of which I experienced.

5. You can take precautions to prevent Lyme disease. The National Institute of Allergy and Infectious Disease recommends wearing light-colored long-sleeved pants and shirts to make ticks easier to spot. Clothing should be sprayed with Permethrin repellent and skin should be sprayed with Deet. (I found that REPEL makes Clothing and Gear Spray as well as 100% Deet spray to use on exposed skin as a repellent for mosquitoes, ticks, gnats, biting flies and fleas. Both were available on www.walgreeens.com or www.repel.com) In addition, it is advised to check and thoroughly wash your scalp, armpits and groin areas upon coming indoors.

May is Lyme Disease Awareness Month. It is a worldwide campaign event which promotes preventative measures which can be taken against Lyme disease.

You can count on me to revisit this topic as we approach the month of May 2016 to once again make you aware of the need to protect yourself and loved ones from the amazing power of something so small as a deer tick in your yard. If you plan to be outdoors in a shady grassland, a densely wooded area, or just spending time in your garden next spring, I suggest you prepare yourselves against deer ticks.

[Editor’s Note: We live full time at Lake Carroll. Ticks are still active and present here at the lake. Just before Thanksgiving, we pulled one from our dog. Keep on the lookout for these small creatures.]

Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA. Here’s how the program works: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact myself at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500.

To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current Web-site. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot and a photo of the property. We anticipate having this page available prior to February 28, 2015.

In addition to providing another person or family the opportunity to enjoy all the Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. The Association needs more Members and there are people out there who would like the benefits of Lake Carroll Membership and Ownership. A Letter of Appreciation from Twice-Sold Tales As we near Thanksgiving, I am very thankful for the wonderful volunteers who have made Twice-Sold Tales possible. They help customers locate books, price and shelve books, dust and straighten shelves, create displays, take requests, answer questions, clean and process donations, and make sure someone is there to wait on customers. Without their assistance, the bookstore would have died a long time ago. With their assistance, we have raised $5,089 since January 1 this year, and $22,502 since May of 2011, all of which goes to support the Lanark Public Library’s collections and programs. This has been a wonderful contribution to our community.

Perhaps my greatest thanks are owed to Rosemary Flikkema, who donated the space in her Unique Mall when we moved from our original location. Twice-Sold Tales would not exist without her support. Friends of the Lanark Public Library Celebrate a Decade of Diligent Works

After ten years of hard work, The Friends of the Lanark Public Library would like to thank all the people in our communities who donate books to our bookstore, Twice Sold Tales.

BIG Thank You to our customers who buy books, make a money donation, or just tell us to keep the change. A special “Thank You” to all the volunteers who faithfully work their shifts.

Thank you for having a piece of pie at ‘Pie on the Porch’ or volunteering to lend a hand by baking our wonderful homemade pies. We could not do anything without your continued support for our efforts.

As funding for libraries becomes less, our money is used to continue provide a modern library that meets the needs of all ages. Additionally, our members volunteer to assist the Chamber of Commerce in their efforts.

Friends of LPL are a group of volunteers who year after year continue to work for the community and strive to make the library a focal point of the community.

THE HIGHLAND MUSIC DEPARTMENT PRESENTS HANDEL’S ‘MESSIAH’ The Highland Choral Music Department’s annual performance of George F. Handel’s “Messiah” will take place Sunday, December 6, at United Presbyterian Church, 302 W. Stephenson Street in Freeport. Celebrating its 14th consecutive season, the performance will begin at 3 p.m.

The annual production is a compliment of chamber orchestra, guest soloists and choristers who will perform Part I of Handel’s momentous work. The chorus will be made up of members of the Highland Chorale and the Highland Chamber Singers. Soloists will be Megan Besley, Katherine Calcamuggio, Scott Chachula and Todd von Felker.

“Written in 1742, no musical work in western civilization has thrived more than Handel’s Messiah,” Allen Redford, director of music at Highland Community College, said. “Each year we look forward to the performance of this most joyous choral masterpiece.”

Megan Besley is a native of Freeport and a highly lauded performer who has consistently delighted audiences across the country with her performances. She is delighted to join HCC for their annual Messiah performance, one of her favorite works to perform.

Katherine Calcamuggio is an award-winning mezzo-soprano who has been featured in important roles across the United States, eliciting kudos for her “soaring, rich voice” (The Miami Herald). This will be Katherine’s second year as guest artist for the HCC Messiah concert.

Scott Chachula is a versatile performer whose repertoire ranges between opera, musical theatre and dramatic roles. Highland is thrilled to welcome Scott back as tenor soloist for his 5th Messiah performance.

Todd von Felker has been praised for his rich, vibrant voice. He has performed on the main stages of such noted opera companies as Florentine Opera, New Orleans Opera, Pensacola Opera and Union Avenue Opera of St Louis. This will be Todd’s first performance with the Highland music department.

Tickets for the event are $10 for adults, $8 for seniors and $6 for students. Highland Community College music and theatre students from throughout the College’s district will be featured. Proceeds from this special holiday music and dining festival will provide support to the HCC Fine Arts Department and the Highland Chorale to partially underwrite a vocal music tour to Germany and Austria in May 2016, according to Allen Redford, HCC music instructor and director of the HCC Chorale.

Madrigal tickets cost $75 per person and include a three course Yuletide banquet of fine food, along with much good cheer and hearty merriment. The festive evening begins with cash bar and light appetizers at 6:00 p.m., with the call to the grand hall at 6:30 p.m. and the Madrigal dinner and performance starting at 7:00 p.m. The show lasts approximately 2 hours and 15 minutes. a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window.

When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. Hattie J. Vicker, age 91 of Lake Carroll, IL passed away Saturday, November 21, 2015 at Friendship Village in Schaumburg, IL. She was born July 24, 1924 in Chicago, IL; the daughter of the late Frank and Hedwig (Pievitz) Schaeffer. She was a 1942 graduate of Carl Schurz High School in Chicago. Hattie married Paul Vicker on April 6, 1946; he died June 14, 2001.

Carroll Senior Center Quilting Group; and Home Extension Otter Creek Live Wires. While her children were in school, she was active in the PTO and with her husband in Boy Scouts and Girl Scouts.

She is preceded in death by her parents and husband, Paul.

4-H CAMP – CHANGE YOUR CHILD’S LIFE! Registration for 4-H Camp 2016 is open! 4-H Camp ‘16 is set for June 13-17, 2016 at Camp Benson in Mount Carroll, IL. Sign up today to get your child in on all of the amazing fun!

4-H Camp is a five-day, four-night residential camping experience that is conducted cooperatively by University of Illinois Extension staff in DeKalb, Jo Daviess, Ogle, Stephenson and Winnebago Counties and the professional staff at Camp Benson.

Historically, parents have sent their children to 4-H Camp for a variety of reasons: to have fun, to make new friends, to develop new skills, to be physically active, and to appreciate nature. 4-H Camp is about way more than one week of fun. Sending your child to 4-H Camp will allow them to create memories they will carry with them through adulthood. 4-H camp teaches youth to make good decisions, build their self-confidence, become independent, and gain the ability to work well with others. These are skills that will help youth develop into strong adult leaders. In addition, 4-H camp counselors devote much of their personal time to ensure today’s campers have the same great experience they did as children.

Campers at 4-H Camp will check-in from 6:00-6:30 p.m. on Monday, June 13, 2016 and check-out from 6:00-6:30 p.m. on Friday, June 17, 2016. During camp week, youth will engage in a variety of activities designed to challenge, educate and entertain. Two or three free-choice periods will be offered daily and will include options such as: hiking, riflery, nature study, rock climbing, arts and crafts, archery, kayaking, crate stacking, team building challenges, survival skills, scrapbooking, zip-lining, swimming, dance/cheerleading, and GPS scavenger hunts. Evening activities will be provided by the 4-H camp counselors from the co-sponsoring counties and include campfires, a games night, and a talent show. It’s guaranteed to be a blast!

4-H Camp is open to ALL boys and girls, ages 8-14 by June 13, 2016. 4-H membership is not required; however all participants will be expected to comply with the same high behavior standards expected of 4-H’ers.

Cost is $245 until March 1. After that date, the price goes up to $260. All camp fees must be paid in full by June 1, 2016.
