LAKE EQUIPMENT As of April 1st each year you can install your docks, piers, swim platforms, boat lifts, and other equipment into the lake.

Watercraft can be docked overnight and for the season. All of the previously mentioned equipment must have the appropriate decals (both State and Lake Carroll), as well as Section & Lot ID.

Don Robinson and Kathy Ripplinger were winners of the $20 gift certificates donated by the Clubhouse.

Green hair, red beards, flashing green glasses and necklaces, gifts on the tables surrounding The Lady of the Lake. It must be the annual Robbers Bingo at the Clubhouse sponsored by the Lake Carroll Yacht Club.

On St. Patrick’s Day, 110 Lake Carroll members and their guests gathered for a night of socializing, fun, laughs, and a chance to take the Lady of the Lake home with them for a year.

The “prizes” for getting a bingo was a choice of white elephant gifts which were brought in by the attendees. But a second bingo meant that a person could swap gifts with someone else.

That went on until almost everyone was up trying to “steal” a preferred gift. At the end, when everyone opened their packages, the Lake of the Lady was won by Tammy Beshoar, a guest of Dave and Maureen Blondell. The “Lady” will be seen this summer on the lead boat of the Venetian Night Parade.

Door prizes winners were announced throughout the evening.

Kathy Ripplinger and Don Robinson were winners of the $20 gift certificates donated by the Clubhouse. The $25 “pot of gold” was taken home by Marci Howe.

The door prize tickets were free as were the bingo cards. But the party goers were very generous. For a second year, they

were asked to contribute to the Shannon/Lanark Food Pantry. A challenge was put out to them to top the $240 that was collected last year and the group responded soundly. With the monies collected at each table, plus 2 later contributions, the total that goes to the Food Pantry is $541.50. Lake Carroll people and their guests are amazing!!

A big thank you goes out to all who participated in the riotous evening; and, to those who helped make it happen. Robbers Bingo is a Lake Carroll tradition that continues to grow in popularity each year and promotes the social networking of Lake Carroll members.

This was the second event sponsored by the Yacht Club in 2018. July 14 will be the annual Venetian Night Parade. The biennial favorite, Taste of the Lake, is scheduled for August 4.

Then the season will wrap up with the Casino trip to Diamond Jo in Dubuque on September 20. There are 2 social events planned for Yacht Club members only, plus members receive a discounted price on fee based events. 2018 DECALS/MEMBERSHIP CARDS Decals have been issued to property owners who are current with their 2018 dues & have returned their 2018 Information Sheets with the appropriate fees, insurance papers & registrations. All delinquent fees must be paid before decals are issued. If you have questions regarding insurance or registration, please call Michelle or Cindy at the Front Desk at 815-493-2552 ext 110 & 120.

Effective April 1, 2018 decals must be displayed. Boat decals plus the CORRECT SECTION & LOT# must be displayed on all watercraft prior to launching. Decals for golf storage, golf trail, and ATVs must be displayed before using these Lake Carroll amenities.

Amenity photo ID cards MUST be presented upon sign-in at all Lake Carroll amenities (golf course, swim pool, ski hill, campground, etc). All dues & fees must be current to be eligible to use the Lake Carroll amenities.

COLLECTION SCHEDULE & QUARTERLY PAY PLANS An “Intent to Lien” and “Demand for Payment” certified letter has been sent to owners with delinquent 2018 accounts. If no payment is received, a lien ($500.00 fee per lot) will be placed against the property. Please call Missy at 815-493-2552 x114 to avoid further fees being added to your account. Bills for 2nd quarter payment plans have been mailed. Payment is due April 30, 2018. If you have questions regarding billing, please call Missy at 815-493-2552 x114.

BOAT SAFETY The Front Desk is taking reservations for the IDNR Boat Safety Classes to be held on Saturday, April 21, 2018 at the Clubhouse (lower level). Hours are 8AM–4:30PM. Fee is $3 per person to cover expenses. This class must be completed before a boat may be registered at Lake Carroll.

If you are planning to take your required IDNR Boat Safety class at a location other than Lake Carroll, please remember the Lake Carroll Boat Safety Quiz must also be completed & filed with the Lake Carroll Security Department before your boat may be registered at Lake Carroll. This quiz is available at the LCA Office or you may print it from our website. Find a link to the LC Quiz on our website by going to Amenities, Lake & Natural Resources & scroll to the bottom of the page. The links are located at the bottom of the page. You do not have to be logged on to access these links, as well as links to the IDNR. CAMPER SEASONAL & STORAGE, BOAT STORAGE, GOLF STORAGE & TRAIL FEES Notices were sent to the 2017 users of these facilities. Payment was due March 31, 2018. MARINA SLIPS Confirmations for the 2018 Marina slips were sent out March 06, 2018. If you have questions concerning the marina slips, please call Missy at 815-493-2552 x114. Watercraft must have the section & lot numbers displayed on the boat along with the 2018 Lake Carroll watercraft decal before they may be launched & used at Lake Carroll.

GREENWAY DOCK REAPPLICATIONS Greenway docks need to be reapplied for annually. These docks must be approved by the A&E Committee before they may be put in the water for the 2018 boating season.

PHOTO ID MEMBERSHIP CARDS We are continuing to enter photos to our database for the amenity cards. If you have not had your picture taken, stop in our office as soon as possible. The Admin Front Desk Staff is available to take pictures between 9am and 3:30pm Monday–Saturday. Cards will be produced as time allows; specifically holiday weekends. Thanks for your cooperation. Who has spring fever? By the time you read this, we should be done with the snow and starting to clean up the yard. I’ve also gone out and hit some golf balls (Lord knows I can use all the help I can get).

Last month I talked a little on the future of the Lodge. The Board made the decision that we are going to repair it. Now this still has to be approved by the membership, but we felt that we are not in the position to replace it any time soon and it cannot just keep deteriorating. The Infrastructure Committee has worked on quotes to stabilize the building with new siding, doors and some windows. We will use that information and come up with a plan to present to you.

Dave Pacione The next thing I want to talk about is a pet project of mine and something Board President I believe many of you have been looking for, the West Marina Food Concession Stand. Last year we tried using the Clubhouse’s food trailer and I will be the first to admit that it wasn’t a big success. Now how it was set up was not ideal, so the plan is to be different this summer on where we place the trailer. Although this is still in a trial period, I want to make this a permanent fixture for all to enjoy. I have a few different ideas, but I need some input from you. One is that we convert the existing bath house on top of the hill. That building already has all the necessary components and it has amazing views. Some tell me no one will want to walk up the hill. Let me tell you, once you are there you will enjoy yourself. The other idea is to add on to the current concession stand and add a patio.

Now how do we pay for this with all that we have going on? I want to start a “Buy A Brick” program. If you donate $50, we will engrave your family’s name in a brick that will be used to construct a patio and equip the necessary structure. The goal is to sell 1000 bricks. Not only do I see us selling food, but beverages also. No one can tell me that sitting by the water having lunch would not be awesome. We will come up with a survey to get your input. (great, another survey…) so please share your thoughts when you are given the opportunity.

A few weeks ago, Lake Carroll was featured on HGTV. Thank you to Cyndy Griffin, with Fawnridge Realty, for your hard work to bring national attention to our little secret. For those of you that watched it, it was pretty cool. It will be interesting to see if it attracts some new members.

Anyone that is interested in more information regarding the effects of large wakes, please make every effort to attend one of the open forums coming up. Your input is very valuable. #1. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

BUOY DAMAGE I have been informed by the members of the Yacht Club that the buoys on Lake Carroll are being intentionally stuck by boats and jet skis causing damage to the buoys. The Yacht Club has donated thousands of dollars over the past several year, and continue to do so this year, to the Lake Carroll Association for upgrading to lighted buoys on our lake. Intentionally running into buoys with a boat or jet skis will not be tolerated. A citation may be issued and restitution will be sought for any damage to Lake Carroll property as stated in the Lake Carroll governing documents, Chapter 53.04 (C) (19).

I strongly urge the Lake Carroll membership to contact Security (815-275-6122) immediately if you witness this type of activity occurring.

HELMET USE CLARIFICATION: I would also like to clear up some confusion with UTV and ATV regulations. If you own an ATV (a machine with handle bars) you must wear a helmet regardless where you are riding at Lake Carroll. If you own a UTV (a machine with a steering wheel) you must wear a helmet when using trail system, you are not required to wear a helmet on Lake Carroll roadways.

PETS MUST BE RESTRAINED I have also been receiving complaints about dogs running freely. Please keep your pet leashed at all times when not on your property. Also, you cannot let your cat(s) roam outside of your yard. Keep your pets under your control at all times.

FISHING AT LC I would like to talk today about one of my favorite past times fishing. I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions: 1. Who can fish at a Lake Carroll? Only property owners with a valid amenity card and an Illinois fishing license may fish Lake Carroll waters.

2. What about my guests? Guests are only allowed to fish in Lake Carroll when ACCOMPANIED by the property owner. Guests are not allowed to fish when the property owner is not present.

3. What about family members? The property owner may register immediate family members with the office and obtain a family fishing pass for those members. This allows them to fish at Lake Carroll without the property being present. The family members are not allowed to bring guests with the use of this pass.

4. How many fish can I keep? There are size and creel limits for most species at Lake Carroll. The fishing club has always done an excellent job updating the size and creel limits. The information is posted at many of the fishing areas at Lake Carroll and an information card provided by the Fishing Club is available from Security and the Office. You may also view the Fish Limits card on page 2B. 5. How many fish can my guest or family members keep? You are allowed one limit per dues paying lot per day. For example, if a member takes 4 guests fishing and two family members they are allowed one total limit. Let me be clear, you are allowed 1 limit per dues paying lot per day, regardless of how many people are listed on your lot.

6. Where can I fish at Lake Carroll? Lake Carroll itself. The spillway, sediment ponds and fishing club ponds are prohibited from fishing. (Changes to this regulation are being considered please contact security if you have any questions) The regulations regarding fishing are valid from the docks, from the shore, from a boat on the lake and from lake front properties. Please make yourself familiar with the fishing Rules and Regulations if you are going to enjoy fishing at Lake Carroll. The Security Department will be checking and documenting fishing activities. Citations and possible suspension of fishing privileges could occur if the Lake Carroll Regulations are not followed. Information can be found in the Lake Carroll Governing Documents Chapter 54.02 & 54.03.

2018 DECALS The office has notified Security that all decals (vehicle, boat, ATV, golf cart and camper) have been issued and distributed to property owners who have turned in all their required paperwork. Please display your decals as soon as you receive them to avoid citation(s).

RULES & REGS I would like to encourage everyone that has not picked up a 2018 copy of the rules and regulations to please do so. They are available at no charge at the LCA office. A couple minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable at Lake Carroll. Not knowing a rule is not an excuse to violate one.

DID YOU KNOW: It is illegal to let your dog or cat roam freely at Lake Carroll. Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

DID YOU KNOW: All garbage receptacles must be returned to residence within 24 hours of garbage pickup. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Neighborhood Watch

Welcome spring, our snowbirds are coming back home in droves. Be nice to them and welcome them back. Don’t let your pent-up frustration come out because you made it through a real winter while they were golfing, sun bathing, watching and laughing at the news and weather in our area. (Play nice!) This is a great time of the year to meet new neighbors. When learning about new property owners, please extend an invite for them to check out the many clubs and activities that our Lake Carroll community has to offer.

The Neighborhood Watch has been around for at least 15 years. Early on we had monthly meetings.

Realizing that most of our NW volunteers were also Fishing Club members and that the Fishing Club holds a monthly meeting, I decided to just relay any safety or pertinent information at that meeting.

Through the years we have lost many members that are no longer at Lake Carroll. We can use some new members. Not a whole lot to do. It is important that visitors such as service providers, contractors, and delivery people see that there is more than Security driving around Lake Carroll keeping an eye on things. We are Security’s extra eyes out here. You probably have seen vehicles driving around with magnetic signs reading “Lake Carroll Neighborhood Watch Patrol”. I have been told by realtors that when they take prospective buyers around Lake Carroll, the people always comment in a positive way that they were surprised to see that. So now, I would ask if anyone is interested in volunteering for the NW? We don’t have handcuffs, weapons, or radios; all that is required is a friendly smile, pen, paper, and a cell phone (phone not required, but recommended). Speaking of phones, time to let people know where we have phones located around Lake Carroll that can be used by anyone one for emergency calls. When you have a chance, check them out.

IRS SCAM ALERT #1: REMEMBER THIS DURING TAX SEASON. THE IRS DOES NOT CALL YOU!!!!!

Thousands of people have lost millions of dollars and their personal information to tax scams.

Scammers use the regular mail, telephone, or email to set-up individuals, businesses, and payroll and tax professionals.

THE IRS DOESN’T INITIATE CONTACT WITH TAXPAYERS by email, text messages, phone, or social media channels to request personal or financial information. Recognize the telltale signs of a scam. Search for the following article on the web: How to know it’s really the IRS calling or knocking on your door IRS SCAM ALERT #2: SCAMS TARGETING TAXPAYERS WITH REFUNDS The IRS Urges Taxpayers to watch out for erroneous refunds; beware of fake calls to return money to a collection agency!

The Internal Revenue Service warned taxpayers of a quickly growing scam involving erroneous tax refunds being deposited into their bank accounts. The IRS also offered a step-by-step explanation for how to return the funds and avoid being scammed.

Following up on a Security Summit alert issued Feb. 2, the IRS issued this additional warning about the new scheme after discovering more tax practitioners’ computer files have been breached.

In addition, the number of potential taxpayer victims jumped from a few hundred to several thousand in just days. The IRS Criminal Investigation division continues its investigation into the scope and breadth of this scheme.

These criminals have a new twist on an old scam. After stealing client data from tax professionals and filing fraudulent tax returns, these criminals use the taxpayers’ real bank accounts for the deposit.

Thieves are then using various tactics to reclaim the refund from the taxpayers, and their versions of the scam may continue to evolve. Search for: • IR-2018-27 for full article • IRS-Impersonation Telephone Scams A sophisticated phone scam targeting taxpayers, including recent immigrants, has been making the rounds throughout the country. Callers claim to be IRS employees, using fake names and bogus IRS identification badge numbers. They may know a lot about their targets, and they usually alter the caller ID to make it look like the IRS is calling.

Victims are told they owe money to the IRS and it must be paid promptly through a gift card or wire transfer. Victims may be threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting. Victims may be told they have a refund due to try to trick them into sharing private information. If the phone isn’t answered, the scammers often leave an “urgent” callback request.

Some thieves have used video relay services (VRS) to try to scam deaf and hard of hearing individuals. Taxpayers are urged not trust calls just because they are made through VRS, as interpreters don’t screen calls for validity. For details search for the IRS video: Tax Scams via Video Relay Service.

Limited English Proficiency victims are often approached in their native language, threatened with deportation, police arrest and license revocation, among other things. IRS urges all taxpayers caution before paying unexpected tax bills. Please see: IRS Alerts Taxpayers with Limited English Proficiency of Ongoing Phone Scams. Note that the IRS doesn’t: - Call to demand immediate payment using a specific payment method such as a prepaid debit card, gift card or wire transfer. Generally, the IRS will first mail you a bill if you owe any taxes.

- Threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.

- Demand payment without giving you the opportunity to question or appeal the amount they say you owe.

- Ask for credit or debit card numbers over the phone.

This calling scam actually just happened to my wife last week. She received a recorded message phone call. She answered knowing that she did not recognize the area code. The recording said the she owed money to the IRS and she should immediately call the number back. If she didn’t the COPS would be coming to her house. Of course she told me about the call. She knew it was bogus and it was kind of funny that they said cops, not law enforcement or the police. (Really). When someone tells me about the calls they receive. I google the area code and number and ask or type in any scams/ frauds with that area code. You can be scam specific like IRS, etc.

Also important when you receive a call from a call unknown to you and the caller asks is this (your name?). NEVER SAY YES. Ask who is calling, or whatever you come up with. Reason scammers now have you recorded saying yes and can use it against you regarding a contract or buying something.

Safety First

By Matt Ripplinger Member of the Safety and Security Committee ROADWAY DEBRIS CAUTION April is here, and it’s finally spring. Hopefully everyone had a safe winter.

Many of our roadways were covered with pebbles, salt and sand that the maintenance department used to help make our roads safer. However, we caution you to keep an eye out on the curves and intersections that may not have been cleaned well. If you’re riding a bicycle or motorcycle, it might be easy to slip.

LADDER/CLIMBING SAFETY Many of us will be climbing on and off our boats while they’re in our driveway, preparing them to go into the water. Please use caution, as stepping on and off of the boat on dryland is totally different than it is from a dock; sometimes you just don’t realize how high the boat is off the ground. One of the most serious accidents that Security responded to was someone that fell off their boat while in their driveway.

Speaking of ladders, spring cleaning is here and for many of us while cleaning those ceiling fans and higher spots in the house, or maybe your gutters outside, please remember to be careful on ladders. Part of being safe is using the right equipment. Don’t cut corners and use unsteady things like chairs or something else that might be handy to stand on.

LAKE SUMMER SEASON – APRIL 1ST As of April 1st you can put your docks/piers, swim platforms, and watercraft in the lake for their summertime home. Let’s make sure our equipment is in good safe order. During the winter season mice sometime find warm homes in your boat and can cause significant damage to lifejackets. Check your lifejackets for holes, frayed fabric or straps, and be sure the clasps are working correctly. Under Illinois law, a life jacket with even the smallest hole is deemed unsafe to use. If you are purchasing a new life vest, consider one that is a very bright color.

These can be seen much better when your passenger is above, or in the water. Also consider purchasing some orange gloves for your tuber or skier to wear, as an orange glove on a hand motioning a signal to the watercraft can be seen much better.

Also please be sure your watercraft, docks, and swim platforms all have the appropriate decals and IDNR stickers/decals, and don’t forget the section and lot numbers. Yes, even docks and swim platforms are required to have section and lot numbers, as well as reflective tape. Refer to the Rules and Regulations for details. Is your LC 2018 decal on your boat?

CHANGE DETECTOR BATTERIES We had a time change last month so it was a perfect time to remember the batteries in your smoke and carbon monoxide detectors. If you have not already done so, please do so to keep them in good working order.

Did you know your detectors “expire?” Most of us pay attention to expiration dates on food and medical prescriptions. But, have you ever considered the expiration date of a smoke alarm? A national survey conducted by First Alert revealed that 72 percent of Americans were not aware that smoke alarms need to be replaced every 10 years. Some people write the date of installation or expiration in permanent marker on the back of their detectors for an at-aglance reminder.

SKIER DOWN & IDNR MANDATORY FLAGS One last thing, make sure your LCA mandatory orange SKIER DOWN FLAG is in good order. If you don’t have such a flag because you normally don’t pull someone, it’s still a good idea to have one in your boat for the “just in case.” Why? Think about this, you’re just cruising along and notice a boat pulling a skier. The skier falls in the water, but for some reason the boat doesn’t notice them. Now you’re slowly approaching a person in the water with the towboat way ahead. Raise YOUR skier down flag to warn other boaters. You just might save a life!

Also, you’re required by the IDNR to have a HELM FLAG displayed at all times while towing from a watercraft. Please refer to a separate article in this publication that provides information on both of these mandatory flags.

General Manager’s Report

Greetings and Happy Spring, I am glad to report that the numerous projects that make up our Lake Improvement Program have are well underway. Joe Rush and the rest of the Lake Advisory Committee have been working very hard to guide this complex process and as of this writing, many of the projects have started, a few have been completed and the dredging is about to begin.

Very recently, the dredge and the pipe that will deliver sediment to the deposit site (south of the sediment pond) on Zier Road have been mobilized and the dredging of the East Mike Schmieder General Manager Marina will begin within days. If you recall, several projects are included in this plan and in effort to keep you informed, members of the Advisory Committee have created a spreadsheet, or a dashboard of sorts, so that you can see the progress and the actual costs related to each of the projects. This spreadsheet will be updated monthly to reflect any and all progress and will be included on the LCA website and in the newspaper. If you have any questions regarding the LIP projects, our progress, or the Spreadsheet, please e-mail your questions to lip@golakecarroll.com Clubhouse Improvements: Over the past few months our Clubhouse has received some much needed improvements. Hardwood flooring (simulated) was installed in entry area and in the dining room. Our Board President, Dave Pacione, also showed that he doesn’t mind rolling up his sleeves as he and Mike Sweeney constructed a wall between the server station and the dining room. Tim Throop, members of his staff, and even our Golf Pro, Jason Hill, worked to install decorative wall coverings in the Bar area. Joe Unser and Members of the Clubhouse Committee installed new wall coverings in Sunset Room.

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the February, 2018 BOD Meeting. a. As suggested by the Board at the January meeting, I have ordered a Bond from Matt Ripplinger for the Trustee of LC’s 401K program.

This coverage has been ordered and will take effect prior to 4/1/18 b. A scanned copy of the entire Board packet will be posted to the Website in advance of February meeting.

2. Administration: a. An updated copy of the 2018 Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. b. An updated copy of the LIP Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, March 5, 2018. All Members of the Committee were present. Minutes from this meeting are included in within this report.

4. Sales of Lake Carroll Owned Lots: a. No new sales to report but a closing is scheduled for April 3, 2018 5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2018 dues status report which is attached.

Fifteen (15) resale transactions were entered in the database between 2-20-2018 and 3-162018. Four (4) lots with homes were sold, eight (8) vacant lots were sold, and three (3) lots were taken back by the Association thru foreclosure. d. Natural Gas Permit Fees: -As of 2/20/18 612 Natural Gas permit fees have been paid totaling $153,000.00 -As of 3/20/18 613 Natural Gas permit fees have been paid totaling $153,250.00 e. Currently working on processing decals and updating insurance records. f. The Front Desk has been busy updating Member Accounts, Member Information, Deeded Slip assignments, shoreline dock assignments and greenway dock registrations.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for February, 2018 will be sent electronically prior to the meeting and the Board will be asked to approve the statements at the 3/23/2018 Board Meeting. ii. The Gaming Machines generated $3,062.41 in income for Lake Carroll during the month of February, 2018. The budgeted income for February was $2,500.00. iii. The Auditors from O’Connor & Brooks completed their fieldwork on March 2, 2018. b. Human Resource: i. Interviews are currently being conducted for a part-time front desk clerk as well as the new Recreation Director. Hiring decisions will be made prior to March 31, 2018.

7. Safety & Security: a. On 3-07-18, several of our Security Officers attended the National Weather Service severe weather spotter training held at the Milledgeville fire station. b. On 2-21-18, the Security staff attended EMS continuing education held at the conference center. The subject was diabetic emergencies. c. As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. Lake Carroll Official Facebook setup/configuration has been launched. b. Deb has been working with the Marketing

Committee and Donna to train and streamline maintaining the site. A staff team to support is being evaluated. c. Replace 1 security camera in Pool (outdoor viewing Slide). d. Video Conferencing installed in Clubhouse LL. e. Working with the Video Conferencing vendors to rectify outstanding issues. f. Created and activated iMIS Process Automation to alert staff members of member status (step 1 to expanding use of iMIS to remote to Admin building location) g. Video conferencing installations have been completed in the Conference Center and at the Clubhouse. Deb is working with the vendor to address issues relating to making the recordings available on the Website. As of now we are unable to export a recording longer than 30 minutes. See e-mail exchanges between Deb Stagno and Steve Daugherty, attached. h. Lake Carroll Official Facebook setup/configuration and launch. i. Setup/Configured Lake Survey’s (2) on Survey Monkey. The first survey is in regards to Wake Surfing and the second is a survey of the Members who took advantage of the shoreline weed treatment program last year.

Deb worked with the Committee and Joe on these.

One was sent via email to members. The other was disbursed in the normal fashion. LCN, Website, Customer Pick up at the Front Desk.

9. Communications: a. Donna Beyer continues to work on communications, updating the Web-Site, monitoring our Facebook Page, creating E-Blasts and in-house printing and development. Donna has also worked on the annual meeting preparation, updated the LCA invoices for 2018 subscribers of the Lake Carroll News, updated the “Local Services” brochure, the Winter Amenity Schedule, the Winterfest Flyer and updated the Master Calendars for all Committees, Clubs and Departments.

10. Facilities Management: a. As of this writing, our roads, as well as all township roads have been posted. We anticipate the restrictions will be lifted during the early part of April. b. Started trail repairs when the weather allows. c. Monitoring Lewis Tree service working on the north end. No problems so far. d. Began repairs on the trailers getting them ready for the mowing season and hauling the Bobcat and mini Excavator. e. Preparing the John Deere for sweeping and mowing season. f. Will begin getting the bat wing mower decks ready for the season. g. Will be getting the fishing club boat prepared for their work in early April h. Worked with Joe & Dalton to plan for greenway repairs in Section 25 & 24.

i. Working on the Guard rail work funded in CER 70069 at Three Tubes j. We will work with Security to start on our first pot whole list of the season. k. Begin the annual picnic table rehab work. l. Mid America Dredge has begun welding pipe together and placing it in the East Marina. They have been diligent about clean up from the fusion waste. m. Don Attended a Public Hearing held by Carrol County. They are considering allow atv/utv’s on certain roadways in the County for recreational purposes. All the proposed routes are west of Illinois Route 78. I did speak with the County Engineer that Lake Carroll would like to be connected. He said if this passes the next phase would attempt to reach the Lake Carroll community. n. Several CER’s are being presented for approval at Friday Night’s meeting. o. CER 74014 Campground Playground Equipment. p. CER 72021 Electric Pedestals for Campground upgrade from 30 amp to 50 amp q. CER 75057 Septic Field Study for the Campground r. CER 77117 Replace HVAC Units at Club House s. CER -Roofing proposal for flat roof areas at the Clubhouse which contain the HVAC units t. I have attached Don’s full report for your review.

11. Lake Management/Wildlife: a. The lake level as of March 20, 2018 was 740’. Pool Level. b. Ice is off the lake and spring is COMING! c. The winter thaw last month brought the lake up approximately 27” in one day, causing flooding around the lake, and bringing us to pool. The Fawn lake pond rose to a level that nearly crossed Lake Carroll Blvd. d. A survey has been submitted to all shoreline owners that took part in the optional chemical treatment option in 2017. This survey will be used to develop the treatment program for 2018 to better serve our member’s needs. A special thanks to Tom Wieneke (Lake Committee Chairman), Deb Stagno, and Missy Clark for their help to make this difficult project easier. e. We have been working with the maintenance department to do rip rap repairs on some greenways. We have reviewed and developed a plan for repair of a greenway in the swimmer’s cove in section 23, and they have performed a repair in section 25 already this year. f. Joe has received three estimates for engineering design, permitting, construction cost estimates, bid documents, and bid letting for a permanent solution to the 3-tubes erosion issues on the downstream, north side of the shoreline.

All three firms have been notified of the need to maintain membership access for recreational fishing activity in that area with their design options.

g. The wildlife committee voted unanimously to submit a board request to approve a public meeting by the IDNR biologists to discuss Chronic Wasting Disease (CWD) and its current disposition within the northern part of the state. CWD positives has increased in the region, and the surrounding Lake Carroll area. h. IDNR has confirmed there was a CWD positive deer harvested within Lake Carroll this hunting season. i. We have received our goose egg oiling permits for 2018 and the fishing club is organizing the nest location and treatment program again this year. They have done an excellent job the past few years. j. We have located more beaver activity and have requested a removal effort be conducted by Luke (security). They are causing damage in section 19, below the dam currently.

12. Lake Improvement Projects: a. Fehr Graham submitted the water and sediment sample data to the IEPA for review and final permit approvals for the dredging program.

At this time, Joe still expects permits in the near future. We will be following up with the IEPA next week. b. Wendler surveyed the Zier Rd dredge spoils pond post clean out. The contract required a removal of 16,120 cubic yards of material. After survey, the total removed was 16,503 cubic yards. c. Wendler notified us the US Army Corp has requested a stream mitigation study be conducted for the Zier Rd pond expansion. Wendler has received an estimate to perform the work by a separate contractor, but due to the cost we are contacting other companies for comparable prices. d. Mid America Dredge has begun mobilizing and fusing dredging pipe. They were notified that they would be allowed to mobilize at their own risk and we could not provide authorization to proceed until permits were received from the IEPA. We also required they provide their insurance policy with additionally insured as outlined in the contract. They will mobilize the dredge as soon as the road commissioner allows. e. The aquatic plant spray boat has been completed, and was received here at Lake Carroll on Monday, March 19th. f. The harvester, transport barge, conveyor and trailers are still in production and anticipated to be on time for us to accept delivery when scheduled this spring. We will make a trip to the factory, once they are completed, to review the products prior to shipping them on-site. g. Dredging contractor has begun mobilizing equipment to install the pipe in preparation for the dredging permits and will mobilize the dredge on approval from the road commissioner. h. The LIP advisory committee reviewed the dredging project management proposal from Peter Berrini and have voted to move the proposal to

Seven local vendors participated in the 2018 Taste of Carroll County held at the Lake Carroll Clubhouse on March 7th. For a nominal entrance fee, ten sample tickets were provided, with an opportunity to buy more tickets in case ten was not enough. There were 142 guests who enjoyed delicious samples.

The Clubhouse Bar Gets a Facelift

With the help of contractors and Clubhouse Committee volunteers, the old “carpeted” panels in the Clubhouse dining room and Sunrise Room have been updated. The panels in the Sunrise Room will be displaying “seasonal” photos of the Lake Carroll community. The photos will be framed and can be rotated as subjects need to change.

Lake Carroll Women’s Club Photos & article by Marve Feucht

The March meeting of the Lake Carroll Women’s Club was held on Wednesday, March 8, at the lodge. Thirty-four members were in attendance and there was much camaraderie as some of our snowbirds and winter vacationers were welcomed back.

President Char Messmore called the meeting to order and led the group in recitation of the Pledge of Allegiance and the Club Collect. With March 8 recognized as ‘International Women’s Day,’ it was a fitting time for our club to share in fellowship, service and knowledge.

- Secretary and Treasurer reports were approved as submitted.

- Archive books were available for perusal.

- Thank you notes from a 4H participant and from the food pantry were shared with the group.

- There was discussion and a vote to proceed with a three month experimental ‘Saturday morning coffee session’ to encourage club participation by working ladies and weekenders.

Starting in fall, volunteers will meet and share club news with any who wish to attend.

April 24 – Blanket tying project; 10:00 at the lodge.

May 10 – Meeting at lodge followed by tour of Rolling Hills Progress Center in Lanark June 14 – Year end luncheon Following the meeting, there were a lot of smiles & foot tapping as we were entertained by “Pics & Jammers,” a local ensemble of three dulcimer players and a fiddler. Judy Schmidt, a women’s club member, Jeana Weed, Diane Wolfe, and John Mitchell comprise the group. Tom Young, also a Lake Carroll member, does guitar with the group but was away on vacation. The mountain or Appalachian dulcimers played by the ladies are beautiful, 3-4 stringed wooden instruments. This type of instrument has European origins going back hundreds of years. The fiddle played by John dates back to 1820. Everyone thoroughly enjoyed the delightful music.

The “Ladies in Green” were our hostesses, Eileen Gehrke, JoAnn Borysiewicz, and Barb Casey.

the board for approval. The LIP advisory committee completed a board request that has been submitted to the board for approval. We will also submit a CER. i. Joe requested the LIP advisory committee begin working on the Fawn Pond grading project as soon as possible. While they work on developing that project to be implemented this fall, I will continue working on the rest of the LIP projects. j. Associated Services has completed the rip rap and riffle portion of the project. Grading and seeding the sediment disposal site as well as restoring the remainder of the impacted areas will be done as soon as roads are unposted. Fehr Graham has recommended a short extension of streambank rip rap to address an area observed in the flooding event last month. Associated Services will be notified to stabilize that portion prior to project completion. k. Fehr Graham has requested an adjustment to their management contract for the E. Marina to hatchery project. The timeline with Associated has taken longer than they budgeted and is not the fault of the engineers. Along with this, the low bids for the project allowed us to expand the project to protect another 1,400 feet of streambank. Thus, requiring more time onsite by the inspecting engineer. I am submitting the request to the board for approval. l. As previously reported, Associated Services had and accident in which they rolled a dump truck into the creek bed north of the hatchery.

The creek was not flowing water at the time of the incident. Environmental cleanup was conducted by Trans Environmental from Loves Park, IL. We had Fehr Graham’s environmental specialist provide extraction and clean up oversite. Fehr Graham invoiced us for the work they performed to monitor the cleanup of the accident and I submitted the invoice to Associated Services for payment through their insurance company. We have received reimbursement from their insurance for those costs incurred. m. The Army Corp of Engineers responded to our request to release the permit for the Zier Rd pond expansion with a list of several more questions. Joe has provided comment to Wendler and they are responding to the questions. As noted above, the US Army Corp has requested a stream mitigation report be provided. Wendler has secured a cost to do the work, but I am requesting another comparable cost estimate due to the price. n. Fehr Graham has submitted a new report for detention times and sediment / water samples for the IEPA dredge permit requirements. I anticipate a quick turnaround at this time, but it is not within our control. We will be following up with them this coming week. o. Wendler Engineering has begun inspection of the 9 greenways portion of the LIP program.

Once inspection / survey is competed, they will begin looking at access and design options. p. Inventory and mapping for the watershed planning grant has begun. q. Received two opinions on the “sagging dock” at the West Marina. Superior believes the floats are bad and quoted $3,300.00 with no diver. Jeff Knapp at Diversified Docks (he has worked on our docks several times) believes it is a chain issue and quoted me, with a diver, not to exceed $2,000.00. Jeff has supplied a lot of history. Don checked the West Marina and we have a broken chain. So Jeff is attempting to schedule a time when his diver available. He is trying to get here late in the week of March 26th or early the following week. It should take about a day. r. One East Marina ramp is out line with

the dock. The ramp is hinged to the shore in a concrete step. So the ramp is fine but the dock system shifted. Looking at the dock one chain is sagging. I mentioned this to Jeff and he said he could fix this also. s. Jeff also mentioned that he knows floats in our yard are no longer usable. This is from the last time he was here fixing the docks. I explained that was never passed on and I will dispose of them. I did order 6 floats to have in case of an emergency.

13. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

14. Golf Operations (Pro Shop): a. The Golf Course was closed on November 18, 2017 for the winter.

15. Golf Maintenance: a. The Golf Maintenance Department is cleaning up the golf course to prepare it for opening. b. Finished painting pro shop c. Rebuilt outdoor grill at the clubhouse patio.

All metal components need to be replaced and all work was completed in-house d. Our plan is to open the course on or around April 1st. freezing temps at night are slowing us down as driving of vehicles on frozen ground will damage the turf. e. Irrigation pricing will be in by mid-May. Midwest Irrigation are completing their drawings and pricing.

16. Clubhouse Operations: a. Monday the 26th we held a “watch party” for the HGTV episode featuring Lake Carroll. Sales for that evening were $1,049. We were hoping for a bigger turnout. We had about 50 people and everyone seemed to be having a good time. b. On March 7th, we held the Taste of Carroll County at the Clubhouse. Danielle Koss did an excellent job organizing and supervising the event. We had 145 people and 8 vendors attend.

No one left hungry.

17. Recreation Complex Operations: a. Aquatic Complex: i. The Outdoor Pool was closed for season on Tuesday, September 5th as scheduled. The pool was winterized in October. ii. The Indoor pool remains operating with no problems to report. b. Recreation: i. No specific report c. Ski Hill: i. No specific report 18. Campground: a. Began work to remove several dead trees behind POD 4 that pose a hazard to the campground. b. Worked with members at sites 326 and 319 to clear trees that were a potential hazard to their sites. c. In early April Paul will continue the upgrade of electrical boxes. We will start with the requests first and then focus on finishing each POD. 19. Equestrian Area(s): a. No specific report

The Lake Carroll Women’s Club is hosting a Second Hand Sale Fundraiser that will be open to the public on Friday, April 27th & Saturday, April 28th from 8:00 a.m. – 2:00 p.m. in the lower level of the Clubhouse. The sale will be organized by category for the convenience of our customers: Men, Women, Children, House wares, Larger Items (lawn mowers, grills, furniture, etc.) and Miscellaneous (for anything that doesn’t fall into the above categories).

Save the Date: Tuesday April 24, 2018 Children’s blankets sewn with love by the Lake Carroll Women’s Club and Quilt Club are ready to be tied. These blankets are given to children in need, whether it is due to a crisis situation, long-term illness, or as a baby gift for mothers in need.

We need your help! Please come join us at 10am at the Lodge on Tuesday April 24th to help us tie the blankets. No sewing skills are needed! All you need to do is thread a needle with embroidery floss and tie some knots to hold the 3 layers of the quilt together.

We will provide the needles and embroidery thread to tie the quilts. If you can, bring a small scissors and 6 inch ruler or just share with your neighbor. We will have extras on hand.

2018 Lake Safety & Environmental Issues

Membership Survey The Lake Carroll Board of Directors authorized the establishment of a subcommittee, the “Ad Hoc Subcommittee on Lake Safety and Environmental Issues”. The purpose is to study and address membership concerns regarding the safety and environmental effects of increased wake activity and size on our lake.

There have been complaints about water safety, waterfront erosion, dock and lift damage. One possible cause of this may be when a boat “plows” water for long period of time. Plowing results when a boat is going slowly while not on plane. The keel of the boat will effectively push large amounts of water with its back end pushed lower into the water. This produces large rolling waves or wakes that can travel further in the lake. Large waves/wakes can adversely effect kayakers/paddle-boards, floating docks or other boats that are at no wake speeds.

This survey is being taken to get feedback from membership based on their experience with the wake/wave activity and size. When will the LCA Severe Weather Sirens Sound?

Lake Carroll Bluebirds

Bluebirds are back in northern Illinois and pretty much have one thing on their mind which is raising a family. Things aren’t easy for a bluebird. They have suffered a serious population decline over the years due to pesticides, sparrows, starlings and other birds competing for cavity nesting sites and the clearing of old dead trees. This is where we can help by providing them with a suitable birdhouse constructed especially for them. If you already have a bluebird house or you’re thinking about getting one, this is the time to do it.

Place your bluebird house in an open area with short grass if possible with a few scattered trees. If you have more than one bird house, they should be at least 100 yards apart. The house should be mounted on a smooth round pipe about 5 or 6 feet from the ground. Wrens can be a serious threat to bluebirds so keep the house away from the woods or away from wren habitat. The main thing is to not let sparrows use the bluebird house. Take out any sparrow nests as soon as you can to discourage them. They will find another spot to go.

Sparrows and wrens both kill bluebirds. Lastly, monitor the bluebird house at least weekly.

This year Bluebirds Across Nebraska (BAN) is offering a state of the art bluebird house with the mounting pole included along with lots of information on raising bluebirds for only $25.00. BAN is a non-profit organization dedicated in helping to maintain and increase the bluebird population. If interested you can contact us at youngtjl@aol.com. We’ll show you the two different types of birdhouses that we recommend and even install them for you on the best location of your property. If you only come to the lake on a part time basis, we’ll monitor the birdhouse for you and email reports back to you.

The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll. There is no difference in the sound of the siren between a thunderstorm warning and tornado warning.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website.

Severe Thunderstorm Warning: This is issued when either a severe thunderstorm is indicated by the WSR88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately. Severe thunderstorms can produce tornadoes with little or no advance warning.

Tornado Warning: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect.

RoutineTesting: The Lake Carroll Weather sirens will also activate for a time of 1 minute the first Tuesday of every month at 10:00 AM for testing purposes.

Who can activate the LCA Severe Weather Sirens?

First: The National Weather Service notifies the Lanark Fire Department when the LCA sirens are to be activated.

Second: In the event that LCA Security can eyewitness report the criteria for either a Severe Thunderstorm Warning or a Tornado Waring, they will contact the Lanark Fire Department to initiate the sirens.

The ski hill is now officially closed for the year but ski club is still hard at work helping to plan common sense improvements at the amenity and a series of exciting events in and around Lake Carroll throughout the year. In fact, March 10th was the 2nd Annual Ski Club Outing at Chestnut Mountain Resort in Galena.

Several ski clubers and guests made the trip and enjoyed picture perfect weather and some of the best spring skiing in Midwest.

Speaking of spring, how amazing is it that as I write its midmarch and there is still snow on our ski area! Those new Pole Cat fan guns really are a game changer when it comes to our ability to make our own snow.

Ski Club’s next event is the Ski Hill Summer Slide. We’ll be rolling out a several hundred foot long slip and slide at the ski hill and turning on the water for one of wettest, wildest days of the summer. After adopting social media guidelines at the February board meeting, the Lake Carroll Association (LCA) launched the official Lake Carroll Facebook page! The new page is Lake Carroll’s public-facing presence to showcase the BEST Lake Carroll has to offer by interacting through social media. It is part of the Marketing Committee’s strategy to increase awareness, engagement, and ultimately demand for our four-season community.

Lake Carroll Association adheres to the American Red Cross Swimming and Water Safety Program which is designed to teach people to swim and to help them be safe when they are in, on or around water. Our program covers skills and knowledge in logical progression for aquatic skill development.

As participants develop these skills, they will become safer and better swimmers.

Prerequisites As a prerequisite for each level students must hold completion certificates from the prior level or demonstrate the completion requirements for the prior level. Specific Completion Requirements for each level are available at www.golakecarroll.com or upon request.

Parent and Child Aquatics Parent and child (6months to about 3 years) to the water and prepares them to learn to swim at an early age. It is not designed to teach children to become good swimmers or to survive in the water on their own. It gives parents safety information and teaches techniques to help orient their children to the water.

It also provides direction regarding how to supervise water activities in a responsible manner. A bonding experience that will fill parent and child with wonderful memories.

Preschool Aquatics Gives young children ages 3-5 a positive, developmentally appropriate aquatic learning experience that emphasizes water safety, survival and foundational swimming concepts. Skills are age appropriate, helping participants achieve success on a regular basis while in a class environment with their peers.

Level One: Introduction to Water Skills Objective: To learn basic personal water safety information and skills, to help participants feel comfortable in the water and to enjoy the water safely. Also to develop a positive attitude, good swimming habits and safe practices around the water.

Level Two: Fundamental Aquatic Skills Objective: Give students success with fundamental skills. Students learn to float without support and to recover to a vertical position. This level marks the beginning of true locomotion skills. Students explore simultaneous and alternating arm and leg actions on the front and back to lay the foundation for future strokes. Level II adds to the self-help and basic rescue skills begun in Level I. Level Three: Stroke Development Objective: Build on the skills in Level II by providing additional guided practice. Students coordinate the front and back crawl and learn fundamentals of treading water. Students learn rules for head-first entries and begin to learn to enter water headfirst.

Level Four: Stroke Improvement Prerequisite: Level III Completion Certificate of Objective: Develop confidence in strokes learned thus far and improve other aquatic skills such as endurance with familiar strokes (front and back crawl) for greater distances. Students continue to build on butterfly and are introduced to elementary backstroke, breaststroke, elements of sidestroke, and basics of turning.

Level Five: Stroke Refinement Objective: Coordination and refinement of strokes. Students refine performance of all strokes (front and back crawl, butterfly, breaststroke, elementary backstroke and sidestroke) and increase distances.

Flip turns on front and back are introduced.

Level Six: Swimming and Skill Proficiency Objective: To refine strokes so swimmers can swim with more ease, efficiency, power, and smoothness and over greater distances. This level also introduces fundamentals of diving and fitness swimming.

GuardStart: Lifeguarding Tomorrow Objective: Preparation for children (Ages 11-12 GuardStart I, Ages 13-14 GuardStart II) to become potential lifeguards. Valuable training for any young adult that is in or around water. Includes experience in shallow and deep water rescues, rescue tubes and rescue equipment, underwater search and rescue, rescue breathing, CPR and AED Training.

A Conducive Learning Environment We have found through our teaching experience that students make the most progress when we create a learning environment for them with as little distraction as possible. For this reason we ask that parents, guardians and students in other levels respect the privacy of lessons in process. During this time we request that only the students participating in the lesson in progress access the Aquatic Complex.

Aquatic Complex Policy for Inclement Weather Safety is our utmost concern during classes. If it is thundering or lightning out classes will be cancelled for indoor and outdoor pool usage. Instructors will do their best to call for cancelations.

What to Expect Students and parents/guardians should gather at the entrance to the Aquatic Complex 5 minutes prior to their lesson time and the instructor will escort the class inside. During this time we ask that other students stay free of this area to avoid congestion and confusion. Students should be dressed in their swimwear, but need not shower as this will be completed during the Aquatic Complex tour. We prefer that students bring only a towel to lessons. Other personal items are best left with parents/guardians or placed in lockers, if available.

Class Settings The following settings are available for instructional swimming to create the most appropriate learning environment for the individual.

HATCHERY VOLUNTEERS NEEDED The Hatchery will begin netting operations on April 2nd for Walleye.

This is a daily operation which will continue for 3 – 4 weeks. Boat crew volunteers are needed to check nets and return walleyes to the hatchery.

Lake Carroll News, April 2018 April and March Madness is now in the history advance of the holiday party. All who help with this activity are able to enjoy the Christmas books. Were you thinking basketball and the NCAA spirit a little sooner and a little longer. These volunteers are greatly appreciated for their Tournament? The tournament is great viewing, but hard work, time and creative skills. Consider helping to enhance your Christmas season.

The Club sponsors many other activities which may not require help, but are a great at the Fishing Club, March Madness means it’s time to start Hatchery operations for the Spring Walleye way to make friends. These activities include; Goose Egg Oiling, LC Bass Tournaments, hatch and begin making plans for all the other club activities. The scope of work for these activities can be daunting, but somehow everything gets done with the help of volunteers. The club wants to say THANKS in advance to all who volunteer and to extend its grateful appreciation for everyone’s hard work. However, you can never have enough volunteers, hence, the theme of this month’s article is volunteering. In order to assist, those interested volunteers who want to help but don’t know where or how, the club’s 2018 activities are summarized below with some details on the scope of work. Consider volunteering; it could provide great satisfaction and a learning experience.

Let’s start with the Hatchery; many of the startup activities are already complete. Maintenance items like power washing the holding tanks, cleaning incubation tubes, de-winterizing the boat, repair of damaged nets Couples Fishing Tournament, Golf Outing, Pig Roast, Giving Tree, Snow Golf, Pool and general Hatchery startup Parties, Christmas Party, Ice Skating, and the “Sink the Tree contest. As part of the Hatchery operation, the club has scheduled Hatchery Open Houses on April 8th and 22nd. These open houses are presented to share information on the spring Walleye Hatch process. Volunteers are usually needed for setup, tour guides, greeters, and to provide light snacks for the guests who attend. This event is not only fun, but educational for the volunteers and guests.

Providing lake structure is an important component of the club and is necessary to a healthy fish population. The club typically schedules Saturday work days to build man-made structure consisting of materials like buckets, PVC, tubing, sand and cement. Several work days are usually WELLPUMPSERVICE required to complete building this structure.

Once the work is complete, the man-made License # 058-087602 • Better Business Bureau Member structure along with the donated Christmas trees are moved to the West Marina where barges deposited all structure to create valuable fish habitat. The club builds a lot of structure; volunteers are appreciated for their time and effort.

The Kids Fishing Derby on Father’s Day weekend is sponsored by the club. This event requires help with setup, judges to measure fish, game coordinators and teardown. This is a fun event; all volunteers walk away with the satisfaction of seeing Lake Carroll’s young anglers enjoy a day at the lake.

Training Pearl City Bass Fishing Team It was nice to get together for the March General Meeting after Februarys meeting was cancelled. 71 members and guests attended an evening filled with good food, club updates, Gift Card raffles and a movie. The club welcomed guest Donalee Yenney, and new club members Doc and Ellen Hightower, Cliff Mortensen, Brenda Farm and Ken Sandy. After a short introduction from the guest and new members, Tom Stangl asked Donna Aleksy to lead the club in The Pledge of Allegiance which was then followed by the Treasurers report.

Mitch Feucht reported that February was a very slow month with only a slight increase in income for $13.37 being recorded. After a motion to approve the Treasurers Report by John Schnarr and a second by Marve Feucht, the membership approved the Treasurers Report. Mitch finished his update by saying 2018 membership were being received daily and that the club was on pace to register 175 members.

Following the Treasurers Report, Mike Sweeney continued

with an update on the Hatchery. Mike reported that startup operations had begun and that all pumps are up and running.

He mentioned that the club has targeted the end of March or early April to place Hoop Nets in the lake for the Spring Walleye Hatch. Mike completed his report by saying a workday was scheduled for March 15th and asked for volunteers to help with the general cleanup and organization of Hatchery equipment.

Tom Stangl continued the meeting with a review of the clubs 2018 activities. Tom began by talking about Fawn Pond and how it would be used this year to stock Fry after many years of non-use. This trial stocking program, which will require extensive monitoring, will be coordinated by Joe Rush, Gary Gariff and Mike Sweeney. In reference to this program, Tom solicited club members to volunteer for the daily boat crews or inside hatchery duties. Many volunteers are needed to support these hatchery operations, interested volunteers can stop by the hatchery where sign-up sheets are posted or call the hatchery any morning @ 815-493-8207.

Along with the Spring Walleye Hatch, Tom spoke about the Hatchery Open Houses which are scheduled for April 8th and 22nd. He noted that the Open Houses are presented to share educational information on the Hatchery and the Walleye fertilization process. As part of this update, sign-up sheets were circulated requesting tour volunteers and members who could provide snacks for guests who attend the Open Houses.

Tom completed the update with a brief review of the other events, he then asked the membership to respond to the survey on wake boating. Following Tom was Gary Gariff who was asked to give an update on the Pearl City Bass Fishing Team.

Gary began with a recap of events going back to November 2017. Everything started when a representative from Pearl

City High School approached the club for help organizing and training 12 high school athletes interested in this new school sport. Since that initial visit, the club has provided classroom instruction, hands-on lessons, helped students purchase discounted fishing equipment through Miller Sports and made future plans to conduct “on the water” training. Gary finished his talk with an accent on safety. He mentioned that all student athletes are required to wear floatation devices at all times when in a boat. After a review of different devices, it was decided that self-inflating collars are the preferred choice.

However, it was noted that these devices are expensive. Total cost for the collars is $900. In order to secure the purchase, a private donation for $500 had been received but another $400 is needed. The membership was asked to consider making a $400 donation. The meeting was then openedup for discussion. There were many questions and all were answered. Tom Stangl then asked the membership for a vote to donate the remaining $400. The membership unanimously approved the donation.

Mike Siciliano ended the meeting with an update on the “Sink the Tree Contest.” There was one winner, Bonnie Ewing had the correct guess and received $192. He then mentioned that a movie would be shown after the Gift Card Raffle. This month’s gift card winners were Donalee Yenney, Donna Carroll and Pat Bykowski. The club extended a Good Sportsman Ship Award to Donna Carroll who had won the second prize and then picked her own winning ticket for the third prize. She graciously agreed to redraw another ticket so someone else could win. Congratulations to Donna and all the winners, see you next month.

The meeting ended @ 7:40pm with a motion by Tony Proscia and a second by Lisa McQuilkin.

2018 Lake Carroll Tournament Rules

1. Lake Carroll Rules and Regulations: All Lake Carroll Rules and Regulations must be followed during tournaments.

Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.

2. Entrance Fee and Payouts: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament.

3. Mandatory Pre-Tournament meeting: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat. All tournament participants are required to attend the pre-tournament meeting.

I would venture to bet that pretty much every member of the Association is now familiar with the zebra mussels we have at Lake Carroll. These non-native invaders hitched a ride to the lake about 8 to 10 years ago, and have become part of our landscape. While zebra mussels are not a desired species in our lake, they have contributed to the increasingly clear water we continue to observe year after year. Even though we all enjoy the crystal blue water and being able to see 12 feet or deeper into the lake, these little invaders also provide A LOT of nuisance to our members. Their aggressive attachment to any and all surfaces on the lake cause them to create large mats, or colonies, of mussels on boats, docks, lifts, and shoreline structures.

Their small shells are extremely sharp and make it difficult to enjoy wading into the lake from shorelines as well. They filter out phytoplankton and zooplankton that would otherwise be used by our young fish to feed and grow. And the waste produced by the zebra mussels fall to the lake floor and feed nuisance algae growth that can detracted from our member’s enjoyment of the lake.

We occasionally receive emails from members that are quite upset that we are not ‘fixing this problem’ of zebra mussels. However, we are doing what we can to reduce the numbers of zebra mussels in the lake. Now that they are here, we will most likely always have them. Some ways we do work to reduce / control zebra mussels are by the use of predators that feed on the zebra mussels. We have been stocking red ear sunfish for the past 6 or so years since these fish are known to eat zebra mussels. Since this fish stocking has been done for several years, most of our members are aware of the red ear.

For the past two years, we have been growing pumpkinseed sunfish in another hatchery in Illinois to be stocked at Lake Carroll.

Pumpkinseed sunfish research has shown that zebra mussels make up between 58% and 63% of a pumpkinseed diet, when zebra mussels are present. These fish also use shoreline habitat, whereas red ear sunfish are more likely to use deeper habitat. What this means is that the pumpkinseed sunfish may be more likely to reside next to your dock or shoreline and feed on zebra mussels in those shallow areas.

The following is a short informational for you to understand our ‘new friends’ at Lake Carroll. Pumpkinseed can grow up to 11” in length, but are typically around 4” in length. They are a beautiful fish with orange, green, and blue colors. They have speckles on their sides and a vibrant orange breast. Their cheeks are streaked with a turquoise blue, and their gill flap has a half moon red crest on the tip, more similar to the red ear. They are reproductively capable in their second year, and therefore the fish we stocked last fall will be ready to spawn this spring and providing more help with the zebra mussel numbers. They are aggressive feeders, and therefore will be enjoyed by young and novice anglers since they are easily caught and they are aggressive fighters when on your line!

$8.00 ATTENTION ALL WATERCRAFT OWNERS: In 2015 the State of Illinois implemented a new law regarding the display of safety flags for watercraft who are towing skiers, tubers, wake boarders, etc. Here is a reminder for this law: “The operator of any watercraft that is towing a person or persons shall display on the watercraft a bright or brilliant orange flag measuring not less than 12 inches per side. The flag shall be displayed at the highest point of the area surrounding the boat’s helm as to be visible from all directions, continuously, while the person or persons being towed depart the boat in preparation for towing and until reentry into the boat when the activity has ceased. Display of the flag for purposes other than the activity described in this section is prohibited.”

Lake Carroll mandates the use of an orange skier down flag to be displayed only when a person being towed has fallen into the water. State laws supersede our Rules and Regulations and Lake Carroll watercraft will be required to display the helm flag at all times when towing a person. The Lake Carroll Skier Down Flag is MANDATORY and in addition to the State law stated above.

Therefore, by State law, all watercraft towing a person or persons shall display a flag throughout the duration of the towing activity. Additionally, you are required to raise and wave a skier down flag when a person, or persons, being towed has fallen into the water. Doing so is the only way to differentiate between towing a person and having someone in the water who may be dangerously vulnerable to other boats in the area. An example of concern would be towing two people on one tube and having one person fall off. The State law requires one flag being displayed at all times, but offers no distinction or warning to other watercraft that another person is in the water and no longer attached to the moving boat.

The Admin Office has both the orange flags which are compliant with the State law that can be attached to the windshield of your watercraft and the Skier Down Flags in stock and available for purchase at the LCA Office, as well as at the West Marina Concession once they are open for the season.

We have been very fortunate that we have had no serious injuries involving a person in the water and moving watercraft. The reason we have been so fortunate is due to the cooperation of all Lake Carroll watercraft owners, the diligent use of the orange colored safety flags, and the practice of safe boating technics.

Looks like the weather is starting to warm a little and maybe we can get a good dose of spring weather to kick off a great start to the 2018 golf season. We have a full schedule of events this year, and 2018 looks to be a very busy year with a little cooperation from the weather. I will do my best to keep everyone posted on the upcoming events and outings; there are several venues where you can find the events list for the golf course. the Jason Hill following are the best ways to find out PGA Golf Professional what’s going on at the course: 1. LCA Newspaper will have a list of all Tournaments, Outings and Junior Golf camps along with my article.

2. Golflakecarroll.com is the website focused on the golf course and Pro Shop happenings, please sign up for the Eclub to get emailed information and promotions. Sight should be back up and running by the middle of April and we will be doing promotions for Eclub members throughout the year.

3. The Lake Carroll Golf Course Facebook page is another great way to get upcoming events and promotions for the golf course and Pro Shop. Just like Lake Carroll Golf Course on Facebook.

4. Bulletin boards in the Pro Shop and Clubhouse bathrooms will have upcoming events and the 2018 Schedule of Events posted on them throughout the year.

5. The Pro Staff at the Pro Shop would also love to assist you with the schedule, tournaments, clinics or anything you may need, just ask Mike, Cameron or myself, anytime.

So there you have five great ways to help get you the 2018 Golf Schedule throughout the year. Keep checking to make sure there haven’t been changes or additions to the schedule. The following are some of the events coming up in April and May: April-May 10th Singles and Doubles Match Play Sign up April 2nd NW Senior Men’s Travelling April 28th Spring Scramble May 9th Super Seniors May 10th Thursday Men’s League Starts May12th Mother’s Day Alternate Shot May 12th Match Play Brackets Posted – Matches begin May 14th Southern Seniors May 26th Moonlite Nite Golf May 27th Manufacturers Demo Day May 28th Memorial Day Scramble These are all great events for all golfers to enjoy; sign-ups for these events will be in the Pro Shop. Match Play also begins in May with sign-up ending May 10th and matches starting May 12th, so get signed up today.

We will continue to have the best lineup of golf products in Northwest Illinois, with the best prices anywhere, including Golf Galaxy, PGA Store and the Golf Shack. We also will continue giving FREE Fittings with the purchase of irons, continue to take clubs in on trade, and will also have a full lineup of demos for you to try. We also have added a launch monitor to the fitting services, so we can provide you with the best fit for your club purchase. We also run specials and promotions for club purchases throughout the season. Speaking of Demos, we will have another Manufactures Demo Day over the Memorial Day Weekend. Saturday May 27th from 10-3, we will be having the manufactures on the range with all of their products for you to try.

We will continue to offer lessons for all ages and abilities this season and we will continue to offer an extensive junior program, including individual junior lessons, group lessons, Junior League, couples lessons and junior camps are also available, a full price sheet and schedule are available in the Pro Shop. Junior camps are also available on the weekends and weekdays. New for 2018 lessons, I have purchased and am currently working on my K-Vest Certification.

This is the latest in body motion sensor and analysis for the golf swing, similar to what Golf Techs have been using, but wireless and more updated programs. This addition to our lessons will allow for both the student and coach to see the golf swing in 3 D and will allow for more speedy analysis of the swing, which leads to faster results. The addition of the K-Vest will enhance my abilities as an instructor and your understanding and results as a student. Lessons will be a little longer, up to an hour, but will be worth the results in the end. This new product also has exercise specific to the student’s swings and drills to accelerate the students learning of changes. We will continue to teach the same “Keep it Simple� approach, but will enhance and speed up the process with the K-vest. I should be Level 1 certified by May and Level 2 by July.

We will continue to have a large variety of reciprocal courses available with area courses. A list of these courses is included in this publication. NOTE: Please let the Pro Shop staff make your tee times for you at the reciprocal courses.

We will be making some course changes this year, with our focus concentrating on Hole 11. The main body of work will not start until late September and early October, but there will be some set-up preparation and tree removal taking place prior to the start date, sorry for any inconveniences this may cause. If you have any questions or would like an explanation of what the changes will be, please ask Jason or Tim, we would love to show you what we plan to do on Hole 11.

I hope I remembered everything. I look forward to seeing everyone this year and having another great season on Lake Carroll Golf Course!

GOOD TURNOUT FOR CATTLE FEEDERS DAY

The University of Illinois Extension annual Cattle Feeders Day was held March 9 at Sauk Valley Community College. The daylong seminar covered nutrition, manure management, a market outlook and current topics in the cattle feeding industry. An optional Beef Quality Assurance training was provided at the conclusion of the meeting. Over 40 producers attended the 2018 event, with 19 completing the BQA certification.

Lance Zimmerman, CattleFax Analyst, stated the market outlook for beef producers remains optimistic. Cattle and beef supplies continue to increase as the expansion in this phase of the cattle cycle reaches full maturity. However, demand is offering market opportunities.

Zimmerman encouraged attendees to focus on managing price risk and maintaining adequate working capital.

“Larger beef, pork and poultry supplies are still reaching their peak, and market participants still remain cautious relative to domestic and global demand,” Zimmerman says. “It has been exceptionally positive over the last 12 months, but demand has proven to have a fickly track record in the past.”

Cut chicken into bite size chunks.

In large bowl combine wine, chili pepper and garlic, stir.

Add chicken, stir to coat completely, cover and marinate one hour.

In large skillet heat oil, dredge chicken in flour, add to skillet and sauté on med heat approx. 10 min till brown.

5. Remove and sprinkle with salt and black pepper if desired. Serve warm.
