I hope you and your family had a safe summer season. The deer management program will begin to put up stands at Lake Carroll on September 1st. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads. This brings me to another topic. I know the deer are enjoyable to look at, but it is illegal in the State of Illinois to use bait to attract deer. ** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present. Page 11, of the Illinois hunting rules and regulations. You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll. The Security Department has had issues with ATV’s leaving the designated trail system. Please inform your guests of the who, what, where, and why of the trail system and the Rules and Regulations regarding them. Not doing so is irresponsible and dangerous. Riding off the designated trail system can be extremely dangerous and damages the vegetation the ATV’s are riding through. The trail system is clearly defined; please inform your guests to stay on the trail system. When you observe a track leaving the trail system, do NOT follow it. Doing so just makes the track more defined and confuses other riders. New signage has been erected to help keep riders on the trail. The Security Department will be patrolling the trail system; ATV’s found to be riding off the trail system will be cited. Fall is right around the corner. As the nights cool off many of you will be leaving for warmer destinations. It is time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. But it may be avoided if the homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security while on their rounds. Then Security will contact you or other contacts you have provided on your heat light program registration. (See more information about this program elsewhere in this issue or contact me if you have any questions.) I have seen the devastation water can due to homes here at the lake because of a broken water pipe, something to consider. I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YEILD TO YELLOW!!! Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour. Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations: Title V: Chapter 53.03 (B)(4) & (E)(2).

Safety First

SKIER DOWN ORANGE FLAGS - NEW STATE LAW Everyone seems to be catching on… One orange flag visible to other boats when you’re pulling someone. Second orange flag goes up when that person is in the water. When you’re not preparing to tow, or towing anyone, no flag should be visible. This is where the reminder comes. If you are NOT towing anyone, please DO NOT show your flag , as it only confuses other boaters. ATV AND WAVE RUNNER RULES Most of our accidents have involved visitors. Please make sure you give your visitors proper instructions about our rules on the trail and the lake. If you are on the trail with them, please try and lead to set the proper speed. Show them how to swing wide into the corners rather than cutting the corners and narrowly missing a head on collision. Remind them the trail is a two-way trail and not a race track. You cannot always be with them on a jet ski or a boat, so please make sure they understand our rules, especially speed and direction of travel, as well as the marked no wake zone’s. Ultimately, the Members are responsible for whatever their guest does. HUNTING BEGINNING OCTOBER 1ST You will see vehicles parked along the road in various places. If it is a hunters vehicle, they must display a placard on their dash that shows they are registered at Lake Carroll. This is bow and arrow only. Lake Carroll only allows hunting for deer and wild turkey, as permitted. Extra caution should be when utilizing the LC Trail System or just out for a stroll in the woods. Remember Lake Carroll does not allow any fire arms to be shot within the property, including on your own lot. One last item, please watch for pedestrians and cyclists on our roadways. Sometimes they are hard to spot until you’re almost on top of them. For that reason, LCA recommends pedestrians utilize safety vests or wear bright colored clothing and walk towards traffic so you can see them coming. Cyclists can also wear bright colored clothing or attached a safety flag (like our ATV flags) to their bike. Please remember, SAFETY FIRST!

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away. Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation. The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months. The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all. The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).
