Venetian Night Parade

Photos by Rick Brant and Mary Grant What do you have when you combine a summer evening, 14 spirited boat owners with lighted vessels and beautiful Lake Carroll? The 9th annual Venetian Night sponsored by the Yacht Club. This year’s event took place August 8th starting at the West Marina, traveling to the three tubes area and back. At dusk, Lake Carroll Security sounded their horn and sirens and escorted the decorated boats on their route. The boats sparkled with different types of lights that twinkled, flashed, and danced off the lake waters. Six or seven boaters out enjoying the evening, joined in at the end of the parade line. What fun! Residents along the way cheered from their decks, piers and lakeside patios. One resident launched Chinese lanterns. Another flew an illuminated radiocontrolled model plane over the parade. Much was enjoyed on land and on the lake.

The unofficial “Grand Marshal” of the parade was The Lady of the Lake and her caretaker Brian Caldwell. By tradition, whoever wins the Lady at the Robbers Bingo, which is held in March, has the distinct honor of displaying her on the bow of their boat on Venetian night. Brian and his wife, Donna, were joined by family and friends to celebrate the occasion.

Next year a different route will be taken. Because of the mechanics of trying to keep the lights on for a long period of time and staying at a No Wake speed, it is not possible to cruise around the entire lake and its bays in one evening. So if you missed it this year, join us next year or look for the parade in your neighborhood. Venetian Night is one of Lake Carroll’s fun traditions.

Board President Barb Anderson to hold Second Town Hall Meeting On Saturday, September 19, 2015, our Board President will hold the second of two Town Hall Meetings which were scheduled in 2015. The meeting will be held in the LCA Conference Center and will begin at 9:00am. All Property Owners are invited to attend. This informal meeting will provide an opportunity to have an open dialogue directly with the Board President. There is no specific agenda or topic, no minutes, and no Board action. BOD President Barb Anderson will provide some insight as to her goals, updates on current Association matters, and welcome any questions you may have.

By Julie Brantner ASSOCIATION QUARTERLY PAYMENTS & MOWING FEES The 3rd quarterly payments and the May mowing fees were due July 31, 2015. Late fees of $100.00 were added to unpaid accounts on August 1, 2015. Many of these accounts are delinquent. To exercise your use of the amenities, all assessments & fees must be current. Please mail your payments immediately to avoid further fees.

REAL ESTATE TAXES The final installment of the 2014 Real Estate Tax Bill was due 9/02/15.

If you did not receive your initial tax bill, the Carroll County Treasurer’s phone number is 815-244-0243. Courthouse hours are Monday through Friday 8:30 AM to 4:30 PM. VEHICLE & WATERCRAFT REGISTRATION & INSURANCE UPDATES Another reminder, before you put your summer toys away this fall, please update your registration & insurance information with the Association Office. If your IL watercraft registration expired on 6/30/2015, we will need a copy of the new registration card.

We will also need the current registrations for your vehicles (cars, trucks, etc.).

BOW & ARROW REGISTRATION LCA Members wishing to obtain their Lake Carroll hunting packet (vehicle card, map & stand tags), must have their pictures on file in our database before this information will be issued to you. Plan to visit the Association Office to have Missy, Marcy or Pam take your picture or email your photos to photoid@golakecarroll.com. All dues & fees (i.e. marina concession, citations, etc) must also be current. Attendance at one of the Archery Meetings is also mandatory for the issuance of the hunting packet.

MARINA CONCESSION INVOICES Invoices must be paid within 15 days of the purchase or your current Visa/Master Card must be on file at the Front Desk. Please keep your accounts current. ALL fees must be paid to exercise your use of the amenities! Plan on paying cash if you are delinquent!!

WEBSITE LOGON & REVERSE 911 Forms for both Reverse 911 & the website logon requests are available on our website – www.golakecarroll.com. Click on Resources>Document Library>MembershipGeneral Information or they may be picked up at the Admin Office. You may fax, email, mail or drop off the completed forms at the Admin Office. Signing up for both of these services will keep you informed as to the happenings at the Lake. These forms are also included in the New Members owner packets.

DEED TRANSFERS If you make changes in the ownership of your property (i.e. trusts, LLC etc) at Lake Carroll, the Association Office requests copies of the recorded documents so we may keep our records current. If you sell your property we will need a copy of the recorded documents, transfer, & transfer reserve fees & any outstanding dues or fees before the new owners may obtain amenity cards & decals. We also ask the seller to provide us with their amenity cards, guest passes, & any 2015 decals which have been issued for their cars & “toys”. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

I hope you and your family had a safe summer season. The deer management program will begin to put up stands at Lake Carroll on September 1st. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads. This brings me to another topic. I know the deer are enjoyable to look at, but it is illegal in the State of Illinois to use bait to attract deer. ** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present.

You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll.

The Security Department has had issues with ATV’s leaving the designated trail system.

Please inform your guests of the who, what, where, and why of the trail system and the Rules and Regulations regarding them. Not doing so is irresponsible and dangerous.

Riding off the designated trail system can be extremely dangerous and damages the vegetation the ATV’s are riding through. The trail system is clearly defined; please inform your guests to stay on the trail system. When you observe a track leaving the trail system, do NOT follow it. Doing so just makes the track more defined and confuses other riders. New signage has been erected to help keep riders on the trail. The Security Department will be patrolling the trail system; ATV’s found to be riding off the trail system will be cited.

Fall is right around the corner. As the nights cool off many of you will be leaving for warmer destinations. It is time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. But it may be avoided if the homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security while on their rounds. Then Security will contact you or other contacts you have provided on your heat light program registration. (See more information about this program elsewhere in this issue or contact me if you have any questions.) I have seen the devastation water can due to homes here at the lake because of a broken water pipe, something to consider.

Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour.

Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Rules and Regulations: Title V: Chapter 53.03 (B)(4) & (E)(2).

Safety First

SKIER DOWN ORANGE FLAGS - NEW STATE LAW Everyone seems to be catching on… One orange flag visible to other boats when you’re pulling someone. Second orange flag goes up when that person is in the water. When you’re not preparing to tow, or towing anyone, no flag should be visible. This is where the reminder comes. If you are NOT towing anyone, please DO NOT show your flag , as it only confuses other boaters.

ATV AND WAVE RUNNER RULES Most of our accidents have involved visitors. Please make sure you give your visitors proper instructions about our rules on the trail and the lake. If you are on the trail with them, please try and lead to set the proper speed. Show them how to swing wide into the corners rather than cutting the corners and narrowly missing a head on collision. Remind them the trail is a two-way trail and not a race track. You cannot always be with them on a jet ski or a boat, so please make sure they understand our rules, especially speed and direction of travel, as well as the marked no wake zone’s. Ultimately, the Members are responsible for whatever their guest does.

HUNTING BEGINNING OCTOBER 1ST You will see vehicles parked along the road in various places. If it is a hunters vehicle, they must display a placard on their dash that shows they are registered at Lake Carroll. This is bow and arrow only. Lake Carroll only allows hunting for deer and wild turkey, as permitted.

Extra caution should be when utilizing the LC Trail System or just out for a stroll in the woods. Remember Lake Carroll does not allow any fire arms to be shot within the property, including on your own lot.

One last item, please watch for pedestrians and cyclists on our roadways. Sometimes they are hard to spot until you’re almost on top of them. For that reason, LCA recommends pedestrians utilize safety vests or wear bright colored clothing and walk towards traffic so you can see them coming. Cyclists can also wear bright colored clothing or attached a safety flag (like our ATV flags) to their bike. Please remember, SAFETY FIRST!

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis.

The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).

President’s Report

Weeds, Weeds, Everywhere

Weeds in the lake, weeds on unimproved properties…weeds have been a major concern of our members. We had a very wet spring that delayed the mowing. I know we didn’t like the unsightly weeds, but I assure you our A&E and Maintenance Departments watch this carefully and get the job done as weather allows. The unimproved lot mowing is also monitored closely. The second mandatory mowing took place at the beginning of August. If an unimproved lot was not mowed by the deadline, the Association made arrangements to have it mowed and charge the owner.

If you observe that a lot hasn’t been taken care of, please contact the Barb Anderson Association Office.

The weeds in the lake are a lot more complicated. Some weeds are Board President beneficial and improve the water quality of the lake by using nutrients and producing oxygen. They also provide habitat for fish. A big problem is the invasion of species not native to our lake. As good stewards of the lake, it is our responsibility to avoid introducing harmful aquatic plants. These introductions of non-native invasive plants cost the membership thousands of dollars annually. The clarity of the lake has also been a factor for the increased plant growth we’ve seen this season. The plants grow much faster when exposed to sunlight.

Our Lake Manger has been overseeing the conditions of the lake and recommends either cutting the weeds if they are native, beneficial plants, or treating them chemically if they are a non-native invasive species. It is a delicate balance towards maintaining a healthy ecosystem in our lake. We understand your frustration when you find the motor on your boat clogged with weeds, but understand that aquatic plants in the lake promote a healthy lake and we are working to balance this intricate system. As we work our way through the 2016 budget process, I thought I’d review where we started and where we are heading. There are 3 components to our budget: 1) Operating, which includes salaries, insurance, utilities, and other costs for the day to day operation of our amenities; 2) Fixed Assets, which include repairs and replacements to the Association’s roads, buildings, vehicles and other equipment intended to last for years; and 3) Debt repayment, which is a fixed budget amount of $160,000 to repay our pool loan plus an additional amount voted on in the last four years currently totaling $64 per member for an accelerated payoff of the loan.

In June, our General Manager, Mike Schmieder, presented the Jeff Howe Fixed Asset Replacement Schedule, which makes up a part of the LCA Treasurer Fixed Asset budget. This list represents fixed assets that have been purchased in the past that have reached the end of their useful life and need to be replaced. These items make up a majority of the Fixed Asset Budget.

The other portion of the Fixed Asset budget is for new requests. These items are derived from 5 year plans maintained by the Lake Carroll committees and department heads that identifies new items or projects and what is needed to ensure each amenity area meets your expectations. Each spring kicks off the annual review and update of the 5 year plans. The updated 5 year plans are then used to determine which projects will be requested to be put into the budget, and Fixed Asset Request forms are prepared for those projects.

In March, the Board approved a preliminary funding level of $985,000 for the Fixed Asset portion of the budget to be used for planning purposes. This funding level represents a total of about $10,000 more from dues, or about a 1% increase. This increase is below the normal increase of 4%, due to a higher than normal increase last year for the dam grouting project funding.

By late June, the committees completed their 5 year plan updates and the preparation of their Fixed Asset Request forms. All this material was assembled and distributed to the Steering Committee, Finance Committee, and Board in preparation for the first Fixed Asset budget planning meeting, which was held on July 11th. At this meeting, each committee made a presentation of the projects they were making requests for and their thoughts on prioritization of the projects. The goal of this meeting was to assist the Steering Committee in its preparation for an August 1st meeting where the projects would be prioritized.

On July 31st, our General Manager providing his first cut at the 2016 Operating budget.

This initial view only made adjustments to the Association expenses based on the past three years of history. This initial budget didn’t include any new income but rather starts with assuming the same dues level and fees as last year. As a result, this first pass indicates that we need to come up with about an additional $150,000 to fund the Operations portion of the budget. Half of the needed increase is due to an increase of employee health insurance costs.

The meeting also discussed some potential fee increases to offset some of the needed funding increase for the Operating budget. While adjustments and additional data still needs to be factored in, the initial view of this portion of the budget seems to indicate that funding next year’s budget is going to be a challenge but manageable.

The August 1st Steering Committee meeting focused its attention on the Fixed Asset portion of the budget. With $1,315,995 in budget requests and only $985,000 in funding allocated, decisions needed to be made. The list of Fixed Asset projects was gone through and each project was assigned as either must have, like to have, or can wait until the future. After this exercise, there was not enough funding for all the must have projects. After some finetuning, a proposal was made that would address the gap in funding. Rather than propose a further increase in dues to cover the gap, it was noted that one of the Fixed Asset projects, the Completion of Campground Pod 5 project, would generate new income for the Association.

So, the proposal is to borrow some money from the Fixed Asset Reserve Fund to cover the funding shortfall, and repay that amount with the additional income generated by the campground fees that would be collected on the new sites over the next several years.

There will be follow-up meetings September 11th to review the Operating budget again, after Mike has put in his refinements. The Finance Committee is assisting Mike and his staff in finalizing the budget by providing a line-by-line review of the Operating budget.

The prioritization by the Steering Committee of the Fixed Asset budget projects will also be reviewed The next step in the meeting will determine how to come up with the additional funding that will be needed by the budget. This will likely be a combination of some fee increases and a small dues increase. We realize that 2015 called for a significant dues increase, so the goal will be to minimize any increase for 2016.

I have been on the Board for 6 years now. During this period, the economy has gone through some rough times. The Association has been making an effort to minimize its impact on Members by keeping dues increases relatively small. Although this was a good goal, it eventually has taken its toll on the Association’s finances. The Association’s deficit has grown over the years, and has climbed to about a $100,000 shortfall last year. It was for this reason that we had to make the tough choice of a large dues increase for this year. But after a rocky start to the year, it currently looks like we should be close to being on budget for the year. We should not need another large increase for next year, but some increase will be needed to allow the Association to continue stabilize its finances.

This budget proposal will then be submitted for approval at the September Board meeting on the 25th. This will be followed up with Budget Hearings in October on the 8th and 10th.

With your input from these hearings, the final budget proposal will be put together for voting at the Annual Meeting. I ask that as you evaluate the proposed budget you to keep in mind that the Association has worked hard to keep recent dues and fees increases as low as practical. We will do our best to keep you informed along the way with information posted on the Lake Carroll website.

General Manager’s Report

As the summer season begins to wind down, the attention of many volunteers, the Finance Committee, the Steering Committee, the Board, and Management turn to creating the budget for 2016. This process actually began in early August and will continue until a budget is approved by the Board in October to forward to the Membership for their approval at the December Mike Schmieder General Manager Annual Meeting. Throughout the year I hear numerous comments from Members ranging from “why are we spending money on this or that”, to “who made that decision and why”, to “we should be doing this or that instead”. What many don’t realize is that the spending decisions for 2016 are being made right now and you are invited to participate in the discussions as they are being made. On Friday, September 11, 2015 a joint meeting will be held at 7:30pm. The budget will be presented to the Board at this meeting and your attendance is welcomed and encouraged. Based on the presentation the Board will offer comments, suggestions, and revisions to be made before the budget hearings are held in early October.

This year we face similar challenges to the ones we’ve had over the past eight years, a declining number of Dues Paying Members. Over those eight years we have lost an average of twenty (20) Property Owners per year and 2015 was no different. While some of our expenses are incremental, most of them are fixed costs. An example is, it takes “X” amount of dollars to remove 4” of snow from our roads in January. This cost is the same whether we have 2,000 dues paying Members or 3,000 dues paying Members. The same logic can be applied

to managing and maintaining the Lake, Golf Course, pools, trails, etc. Whether one person enjoys these amenities or thousands enjoy them, the maintenance costs remain the same.

The loss of twenty (20) dues paying Members represents the loss of approximately $30,000.00 in assessment income, but our operating costs remain the same. In addition to declining dues income, many of our expenses increase each year. A common response by many Members to this type of challenge is, “let’s just cut some expenses”. Another common response is, “do what we need to do so that we don’t cut any of our services”. Herein lies the challenge. Some wish that the cost to be a Member of Lake Carroll could go down or at least remain level with the previous year, and many are not willing to tolerate a cut in services which would result in a diminished product. That said, we have a lot of work to do over the next several weeks and you have an opportunity to let your thoughts be heard starting on September 11, 2015.

On a completely different subject, I would like to make you all aware of a new policy at the Clubhouse which was discussed at the July 24, 2015 Board meeting regarding children in the bar area. We have received some comments and complaints from Members regarding unattended children in the bar. Our first concern is to provide a comfortable dining atmosphere in the bar area, as well as the bar, for all of our Members. Of course children are welcome in our Clubhouse, but to help us provide an appropriate atmosphere, we now ask that all children under the age of 21, be supervised by an adult 21 years or older, as well as be seated at the same table as the adult supervising them. Please be aware of this new policy on your next visit.

Lake Carroll Women’s Club News

Lake Carroll Women’s Club Help in Birthday Celebration!

By Bonnie Ewing Even though it’s summer and the Lake Carroll Women’s Club is officially on hiatus, 16 members took time out of their busy schedules to help residents celebrate birthdays at Good Samaritan in Mt. Carroll. Club members served cookies, crackers and cheese, fruit kabobs, tea and punch. They presented the two residents celebrating birthdays with a small gift.

Everyone had fun playing bingo! Beanie Babies that were donated by WC members were used as prizes. It was a festive, fun afternoon!

If you’re not yet a member of the Lake Carroll Women’s Club (or you used to belong and just haven’t gotten around to coming back) the current members would LOVE to have you stop by and join them for a spectacular year of service and socializing.

Some comments about the club from members include: “I joined the Women’s Club shortly after moving to Lake Carroll in order to meet more people. I enjoy the fellowship, the monthly programs, and being able to help out with activities that benefit the surrounding community.”

“Joining the Lake Carroll Women’s Club was one of the best things I did! When we moved here, my husband was busy with golf and met a lot of people. I chose to attend a WC meeting so I could meet people, too, and have been going whenever I can since 2011. Whether you are a newcomer or have been in the club for 10 or more years, the members work together.

The monthly meetings are a great way to spend a couple of hours on a Thursday afternoon being educated about health issues, getting cooking/baking tips, learning about the community service work the club does or visiting places of interest in the area. These are places I probably wouldn’t go to on my own.”

“When I first joined the WC I knew about 6 people. I’m proud to say I now know (and can remember the names of) at least 45 ladies. The club is made up of a mix of women of various ages. I especially love to hear about the group when it first started. During refreshments there is a chance to talk and visit. Through our fundraisers, the WC works to help those in need in our community.”

“While just a property owner before we built or moved here, I was impressed with the articles I saw in the paper about the Women’s Club. Their mission to give back to the local area is very worthwhile and I knew that was something I wanted to be involved with.”

“The outings to nearby attractions are a great way to get to know the area as well as being educational. And the opportunity to socialize and get to know other residents is awesome!”

Lake Carroll Women’s Club 2015-2016 Program Schedule SEPTEMBER 10: Have you been using the same shade of lipstick for the past several years? Do you change the color of your make-up in summer and winter? Do you know which shade of RED looks good on you?

Come meet Karen Ruter, a new member of our Lake Carroll community. Karen is our “little diamond in the rough!”

Karen has a degree in fashion merchandise from the University of Illinois and worked in this field for several years. She is currently an advanced color consultant for Mary Kay Cosmetics.

Nicolet will educate us on the signs, symptoms and causes of diabetes and teach us what we can do if diagnosed with this disease.

FEBRUARY 11: With the biting winds of February nipping at your fingers and toes, you might be thinking “A trip would be nice right about now, because I AM WORTH IT!” Kathy Weber, a resident of Lanark, is a volunteer ROAD SCHOLAR AMBASSADOR and promotes its lifelong learning, educational travel programs. This organization used to be known as Elderhostel. Kathy would like to share her adventures with us and tell us about opportunities that are available through RS. MARCH 10: YELLOW CREEK QUILT DESIGNS is a popular store for quilters, crafters and sewing enthusiasts. We’re sure you’ve seen the building on the west side of the street, but do you know the history behind this establishment? Jill and Vicki are sisters that grew up in Pearl City. They opened the store in 1992. There have been many changes since the store opened! The latest change is designing their own fabrics and patterns and having a book published, with a second book to be released in 2016. Join us to hear the history behind Yellow Creek Quilt Designs.

APRIL 14: Our last road trip of the year will be to RAFTERS IN LENA. This will be an L-B-S trip or in other words, Lunch, Brewery, Shop! A field day of fun! We will enjoy lunch and then tour the new LENA BREWING COMPANY. We’ll also have time to shop in THE RED BARN GIFT SHOP. Our meeting will be held at Rafters this month. Details will be available at our March meeting.

MAY 12: Need a change of venue? Why not escape to the Mediterranean, or a Caribbean Beach or maybe a winter wonderland? You can imagine yourself anywhere you want to be through decorating your table for a festive celebration.

Cheryl Quinn from the Chicago suburbs will instruct us in the creative art of TABLESCAPING. Cheryl has designed table décor for numerous weddings, showers and birthdays. Come to the meeting and learn ways to transform your plain table setting into a Tablescape!

JUNE 9: Where has the year gone? It is time for our annual end of the year luncheon. We will gather to welcome new officers and say “good-bye” and “thank you” to current ones. After so many wonderful opportunities this year about making ourselves and our world a better place, we hope you don’t forget to always think, “I AM WORTH IT!”

Lake Carroll Blanket Project to Meet in October

SAVE THE DATE: OCTOBER 27, 2015 Yes, it is time once again to meet at the Lodge – Tuesday, October 27th, at 10am. We’re hoping that many of our friends, and maybe some new ones, will join us in tying knots on blankets made for children in Carroll County and the surrounding area.

These blankets are brought to facilities where children are experiencing difficult situations, and possibly could feel a little better given on of our soft and cuddly blankets.

For two hours we tie knots with embroidery floss. We also attach labels to the blankets that have been made by five volunteers, Nancy Flikkema, Phyllis Suchocki, Bonnie Ewing, Jan Ulesich, Rita Shields, and Phyllis Davies. Sewing tools are supplied, but if you have a small scissors and a large-eyed needle, please bring them with you. All the thread is supplied.

We are looking forward to seeing everyone again. If you’re new to our community, please consider joining us. Anyone who has helped with this project knows how much personal satisfaction they feel once they see all the completed blankets, knowing they will be given to a child to enjoy.

Thanks to the LC Women’s Club and St. Wendelins for their financial support for so many years, as well as through the efforts of the Ways and Means Committees.

Distribution of the blankets is done by Nancy Quilico and Nancy Comstock. Nancy Comstock will also provide some refreshments of coffee and cookies. We always enjoy our time together both socially and knowing we may help a child in need of comfort.

What a really great opportunity we have here to not only save some money, but also to try to do our part in helping the environment. We have already started here at the Clubhouse with all of our staff.

Over the course of a year, the Clubhouse purchases and disposes of thousands of Styrofoam cups, plastic lids, and straws. Many of these disposable cups are used only one time. Besides the fact that Styrofoam doesn’t decompose in our landfills, the expense to provide them is costly. We would like to try and help and are asking Denise Lahm Clubhouse Manager you to help, as well. During the month of September, the Clubhouse will discount your soft drink by .25 cents if you provide your own “to go” or “commuter” mug. The .25 cent discount will be applied for a 16oz serving of water or soft drinks. We also encourage you to bring your own to-go cup for water (no discount on this free beverage). Hopefully, this will become a habit for some, which will create a cost savings for the Clubhouse and a positive effect on the environment. What a great summer we have had....hate to see it coming to the end. This truly has been the busiest summer in the 7 years I have been here. I have really enjoyed all the weekenders with their children, golfers and guests, our full-time residents, grandkids, and everyone who has come into the Clubhouse.

We have had so many great events, bands, parties, weddings, buffets and special meals. Hats off to the awesome job by Troy, Mel and the kitchen staff. The food has been amazing. It’s been a long, hot summer for our staff, and considering they have been short 2-3 employees, it has not been easy. We have been searching for more employees, so if you know anyone please let us know.

On Fridays for the month of September we will be adding an “All You Can Eat Fish Buffet, included will be fried and baked cod, potato, veggies, soup and salad bar, and a little extra special dish chosen by Chef Troy. It could be Lobster Mac and Cheeses....or maybe Shrimp Scampi. You just need to come on in and check it out. You won’t be disappointed! All of this for $13.99 for adults and $6.99 for kids.

Lena Brewery will be here on October 16th, so let’s do a BEER TASTING. Watch for more information in our weekly email blasts.

Hope you have enjoyed our buffets and sorry when we have had to have limited menus, but service and quality is important to us. Once we are fully staffed we will be able to keep our full menu most of the time.

Lake Carroll Craft Fair And Bake Sale

Make sure you set aside some time on Saturday, October 10th for the LC Craft Fair and Bake Sale which starts at 9am in the lower level of the Clubhouse. This year we have returning favorites and some new vendors as well.

The Photography Club has purchased a table and will have some beautiful pictures for sale and the Women’s Club will be selling some tasty homemade treats along with popcorn and “surprise” bags. Come and see what that means.

We also have handmade pottery, wood scrolling, barn quilts, candles, homemade jams and jellies, tee shirts, handmade scarves, hats and neck warmers. We’ve got someone who makes handmade bunny with outfits (I’m looking forward to seeing those) and someone else who makes beautiful cards and stationary. There will also be kitchen “soft goods”, warm Alpaca socks, purses, hand painted miniatures, and even some Pop Can Top jewelry.

Lake Carroll Bluebirds

The bluebird nesting season is winding down for the year. There are still a few eggs to be hatched and babies that need to fledge but brand new nests will be few and far between. If you have bluebird houses on your property, this is a good time to clean them out for the winter. If you’ve had no action in your bluebird houses this year, this may be a good time to relocate them to another area that might be more productive. Open areas where the grass gets mowed work better than in or near the woods.

As of August 19th the totals for the Lake Carroll golf course trail have been pretty good considering this is only the second year. There have been a total of 131 eggs laid with 89 of them actually turning into fledglings and 14 babies still in the nests. The other eggs or baby birds were either

destroyed or killed mostly by sparrows or wrens.

Thanks again to all the people who joined BAN over the last two years and to all the people we’ve met on the golf course for their encouraging words. • Total Operating Budget is $11,720 behind budget.

• Rainy weather in June decreased gas sales at the marina substantially.

Board Directors Comments: Norm Hoffman advised the Board of concerns from the A&E Committee. They were unhappy about the Board action in the June Board Meeting that reduced a permit fee by 50%. They request that in the future the Board copies or sends a letter to the commit-

tee involved in hearing and variance results. This will allow the committee files to have the complete history on each property. ** The Board agreed that this will become a Board Secretary duty.

John Grotto asked if we have heard back from Frontier and the answer was no. He also expressed his concern with only receiving one bid on our road program. **The board discussed the option of bidding earlier in the year as many times our request for bids go out after the municipalities have already contracted.

Joanie Perez expressed her displeasure in having agenda and motion items without any supporting documentation. Her request is that the Board self-police this and if someone requests an agenda item or motion that they provide Mike with the supporting documentation.

Audience Questions/Remarks: Maureen Allred – 25-18: The recent By-laws meeting minutes and recommendation on the Quit Claim deed were not in the packet. By-laws had a special meeting on this subject, there were Board members in attendance but she requested that By-laws have input on the Executive session item on this subject. ** The Board agreed to allow Maureen & Ian Keith to attend to represent Bylaws.

Ian Keith – 26-52: Ian asked if we had any rules and regulations on dredging. He understands that the EPA has rules but believes LCA should include them.

General Manager-Monthly Board Report (BOD)-August 28, 2015 Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-today activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the July 24, 2015 BOD Meeting. a. As discussed at the June Board Meeting, I was contacted by Frontier Communications regarding the .15 acre land lease for their building on Lake Carroll Blvd. in Section #3. The 25 year lease expires in March, 2016 and Frontier wishes to extend the lease for an additional 25 years. The lease, which began in 1991, required a one-time payment of $4,000.00. As discussed, I have informed Frontier that the new lease amount shall be $7,500.00. Frontier has accepted the offer and sent the lease agreement back for our approval.

The approval of the lease appears on the agenda under New Business, item “i”. b. Director Grotto asked if the LCA was required to enroll bartenders in the BASSET (Beverage Alcohol Sellers and Servers Education and Training) program. The Basset training, imposed by the Illinois Liquor Control Commission is mandatory but will phased in over the next several years. All bartenders and supervisors will be required to take this training prior to July 1, 2018.

2. Administration: a. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. b. I’m very happy to report that AT & T has finally sent us the executed Land Lease Agreement for the new Cell Tower to be constructed near the Maintenance Facility. The Lease shall commence on December 31, 2015 or the start of construction, whichever comes first. The Lease includes a monthly payment of $1,000 per month, $200 per month for each additional carrier who wishes to place their equipment on the pole, a 3% increase in rent per year and a one-time payment of $2,000 for a utility pole which AT & T promised prior to

selling the tower at the West Marina to Crown Castle. A date for construction has not yet been determined and a copy of the lease is attached to this report.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, August 12, 2015. A discussion was had as a result of meeting with Matt Riplinger regarding recent employee injuries, claims and how we can get injured employees back on the payroll as soon as possible. This was a brief meeting and no minutes were taken.

4. Sales of Lake Carroll Owned Lots: a. I continue to receive approximately three (3) inquiries per week regarding our Lot Sales program. Our most recent sale closed on August 21, 2015 which represents the 11th lot we’ve sold with this program. A summary of these sales is attached to this report.

5. Accounts Receivable & Front Desk:) a. See updated 2015 dues status report which is attached.

-DPE’s collected thru 8/20/2015 – 2,079.31 -DPE’s collected thru 8/20/2014 – 2,107.45 -Variance between 2014 & 2015 – (28.14) -Variance from 2015 budget - ($43,223) -DPE’s budgeted for 2015 2,240.00 b. Eighteen (18) Ownership transfer transactions were processed between July 17 and August 21, 2015. Seven of these transactions were homes and eleven were for vacant lots. Three of the eleven lots which were sold were Association owned lots. c. Through 8/21/2015, 547 Natural Gas Permit Fees have been deposited totaling $137,500.00. d. $100 late fees were billed to 29 Property Owners who pay quarterly but have yet to pay the third quarter. e. The Carroll County Trustee held their annual sealed bid auction. The Trustee sold only one of the 44 parcels owned by the County. The purchase will result in a re-plat.

6. Finance & Human Resources: a. Finance: i. Financial Statements for July, 2015 have been completed and will be sent electronically to the Board prior to the July meeting.

ii. The Gaming Machines generated $2,625.81 in income for Lake Carroll during the month of July, 2015. The budgeted amount for July was $2,200.00. Through July 31, 2015, year to date income is $7,830.59 vs. the year to date budget of $6,150.00. See attached report. iii. The first round of the 2015 Operating Budget has been completed and was presented to the Finance Committee on July 31, 2015. The Finance Committee has reviewed the budget and has offered comments and suggestions for our review. A joint meeting of the Finance Committee, Steering Committee and the Board is scheduled for Friday, September 11, 2015 at 7:30pm in the Lower Level of the Clubhouse where the Operating Budget, Fixed Asset Budget and Fee Schedule will be presented and modified so that it can be approved at the September Board Meeting. A copy of the budget will be available at the August Board Meeting. iv. Shortly after the budget was presented to the Finance Committee I received an e-mail from Nancy Comstock, Chair of the Ad-Hoc Marketing Committee requesting a budget of $5,000 for various marketing expenses. A copy of the proposed marketing budget is attached to this report and will be added to the 2016 proposed operating budget for consideration. v. Lisa Vanderheyden and Joyce Stadel met again with a representative from Paychex - a 3rd party payroll processor. We’re just looking to see if there is any reason to move from ADP - we are meeting this week so that he can bring a pricing proposal. We will do an in depth cost analysis (they always use 1 month worth of data and extrapolate that into a whole year of “savings”…we will expand on that) and see where it leads us. b. Human Resource: i. No specific report 7. Safety & Security: a. Luke attended the Mandatory Hunting meetings held at the lodge on August 1 and on August 16, 2015. b. A new guardrail was installed on the north side of Lake Carroll Blvd. near Pell Park on August 17, 2015. This was a Fixed Asset project that was recommended by a Property Owner, and the Safety Committee nearly three years ago. See attached photos.

8. Information Technology: a. No specific report 9. Communications: a. Training for the “IMIS” Membership program conversion has continued. Training Representatives from IMIS will be here during the conversion in September. Deb Stagno and Lisa Vanderheyden have been reviewing the training schedule for the conversion and feel that some additional training may be necessary. The additional training will come at an additional cost and a cost estimate is being prepared.

10. Facilities Management: a. The week of August 3rd we had COAD well drilling drop the West Marina water pump down to 502 feet. This is a 150 drop from where we were and the results have been positive so far. We now have plenty of water for the shower house and marina and the water quality is much better. The water used to have a rust color to it, but that is now gone. The shower house reopened on August 7th. b. The week of August 3rd we received our new Ford F550 truck and plow. The truck has been used often since its arrival hauling dirt or rock. c. The week of August 17th guard rail was installed on the Pell Park hillside. The job only took one day and was not an inconvenience to drivers d. The week of August 3rd Martin & Sons started doing skip patching on the roads, campground and West Marina Parking Lot. Civil started their work with chip and seal the week of August 10th. I am hopeful that by August 28th all road work will be completed for the year e. We have done a lot of work on the ATV trails to get them back in shape from all the rain. Large ruts were filled in with rock and dirt. At this time most of these areas have been addressed. The material that was used on the trails came from the road work done by Martin & Sons for skip patching at no charge to the Association. f. Erosion work has been completed at Pell Park. There is more that could be done that

is from previous year’s rains, but the problem areas that were a result of this year’s rains have been repaired. We are also doing rip rap repair from shore. Pell Park creek and Swimmers Bay cove are areas that will be done by the week of August 17th. We will then start working from the lake on the barge with the mini excavator to repair rip rap in coves with no land access.

11. Lake Management/Wildlife: a. The lake level as of August 19, 2015 was 740’ & 1”. One inch over pool level. Water started going over the spillway on May 28, 2015 and it hasn’t stopped since. b. Brittle naiad, an invasive aquatic weed continues to grow and move around the lake through fragmentation. We are continuing to monitor and treat in areas it’s located. Due to increased water clarity, it is growing in deeper water than previously found. We have placed another announcement in the Lake Carroll news requesting assistance from the membership in notifying us when they see this plant growing. c. With the assistance of the Americorp group, Joe’s two daughters, and several dedicated volunteers from Lake Carroll, we were able to remove and kill almost 6 acres of Multiflora rose, buck thorn, and honeysuckle in Section 21. Most people do not have an understanding of what it takes to do this work and the benefits it provides to the Association by doing it. A sincere thanks to all of those who helped in this project. I’ve left a few links below for those that would like to learn more about it. 12. Building Inspection/Architectural & Environmental: a. Doug Rominski, our new Building Inspector is transitioning into his new position very well. I continue to receive many compliments from Builders and Property Owners who have enjoyed the help and cooperation which Doug has offered. Though Doug has much to learn about Lake Carroll, I am very pleased with his progress, work ethic and professionalism. b. When the 2015 budget was created, a line item was added for a Building Inspector consultant to help us generate form letters and assist us with developing practices which are consistent with those used in the industry. Mr. Jim Kelly is a Property Owner here at Lake Carroll and offers such a service. We have retained the services of Mr. Kelly who will work with Doug beginning August 1, 2015. Mr. Kelly will be onsite for a half day each week to work with Doug, assist with inspections, review plans and participate in the A & E Committee meetings. Doug visited their offices in Itasca August 19th and the 20th working with Jim and his partner. Doug was able to join Jim for several inspections during various phases of construction. Jim Kelly and his partner spent Friday, August 21 here at Lake Carroll. They attended the A & E Committee meeting, toured the grounds and joined Doug for a few site inspections. The Consultants will be retained from August 21, 2015 through December 30, 2015. c. Besides learning as much as possible, as fast as possible, Doug has already had a positive impact on code enforcement here at Lake Carroll. I have attached Doug’s first monthly report for your review.

13. Golf Operations (Pro Shop): a. The weather has continued to be good for golfing in July and the beginning of August. We have managed to have a similar amount of play over this timeframe, in comparison to 2014. We do not believe we will make up the lost rounds from May and June due to the constant rainy weather we had during those months, but with a good closing of August, warm September and a decent October we can come close. b. July and early August were very busy months with several club events along with

several outside outings. The Highlights were the Ladies Invitational, POA Big Cup Scramble, Traveling Senior Men, Senior Club Championship, Eastland Booster Outing and the Lake Carroll Ryder Cup all were completed with great participation and success. c. We did not get the Realtor Golf Outing this year, but we will put in a bid for it next year.

We also lost the Vedras Scramble Event in September and I will continue to try and get it back or fill the date with another outing. d. Junior Golf Camps this year were extremely successful, with over 80 young golf students participating in 3 different camp weeks. This is up 10 over last year. e. Mike Allspaugh, one of Jason’s assistants, has completed the first stage of becoming a certified PGA Golf Professional by partially passing his playing ability tests. Now he will be starting the educational part of the program. f. We continue to see more Public play from greater distances then in the past few years, some of this is a sign of the economy getting better and that the course is getting better and better every year. g. Jason feels that the round totals, with an average fall, will be around the 22,000 to 22,500 total, a little lower than last year. I will continue to advertise and run fall specials to entice public golfers and members to bring guests out to the course. We will also do more work on the www. golflakecarroll.com website. The 2015 golf round summary is attached to this report.

14. Golf Maintenance: a. With the lack of rain, Tim and his crew have been watering the course on a daily basis. b. The “Adopt a Fairway” program began earlier this summer with volunteers signing up to repair divots on certain holes. The program has been very successful so far and the results are outstanding. Thank you Volunteers!

15. Clubhouse Operations: a. Sales from July 10, 2014 to August 10, 2014 were $115,697. Sales from July 10, 2015 to August 10, 2015 $136,175. An increase in sales of $20,478. b. We had several big events in July. We hosted a wedding reception, the Timber Lake Gala and numerous smaller groups. c. The Popcorn Machine has been returned to the Clubhouse.

16. Recreation Complex Operations:

a. Aquatic Complex: i. Work was done on the Dectron at the swimming pool the week of August 3rd. This machine controls humidity in the indoor pool. A leak was detected in the machine so more Freon was added. We also performed some routine maintenance on the machine while it was down.

The indoor pool was shut down for a few days due to the humidity levels in the indoor pool but has since reopened. ii. The Outdoor pool continues to run smoothly with no significant maintenance issues to report. b. Recreation: i. The Fitness Room was used 130 times between July 15th and August 15th, 2015.

Lively Low Impact Zumba classes are also currently being offered at the Lodge on a weekly basis. ii. Family Fun night took place Friday July 3rd, 17th, and 24th. All enjoyed these evenings of late night swimming till 10pm, movie on the deck of the lodge, bonfire with smores, crafts, and games. These events are free to our members and their guests to attend. iii. Fun in the Sun weekend took place on Friday July 24th-Sunday July 26th. Something for everyone was planned that weekend with a family fun night on Friday night with live D.J. music by the poolside, Saturday a 5K, jumping inflatables, live band, late night swimming, crafts, and Sunday concluded the weekend with a free ice cream social with free face painting and crafts. iv. Lake Carroll Luau took place on Saturday August 1st. Over 250 people enjoyed the band “Sweet Lucy” that played pop country hits.

The Clubhouse provided beverages & a small food menu to purchase from. The kids enjoyed games such as dig for sea shells, crafts, and sand building contest. c. Ski Hill: i. No specific report 17. Campground: a. Ellis and his wife Carolyn continues to please as our Campground host. In previous years, the Campground Committee has held a bon-fire on the Sunday evening prior to Labor Day. Couples Fishing Derby

It was a nice warm day on Monday, August 10th. We had seven couples get together at the West Marina at 9AM to enjoy the Fishing Club Couples Fishing Derby. The Derby went from By9AM LindatoHoffman, Secretary Noon with a stray downpour about 10:30 that lasted about 10 minutes. It lasted just long enough to increase the humidity, but didn’t dampen the event.

The couples returned to the West Marina at noon where we had the coals ready for our barbecue lunch. Each couple provided their own fixings for the meal. While we enjoyed our meal, the prizes were awarded for 1st and 2nd place winners. We counted the total weight for each couples catch and first place went to Roman and Barb Cirignani with 5.93 lbs. In second place were Mitch and Marv Feucht with 3.06 lbs. Third place was Tom and Rose Stangl with 2.06 lbs. The other participants, though not winners, enjoyed the day: Jim and Bonnie Ewing, Eileen and her son David Gehrke, Kim and Carol Margosien, and John and Nancy Quilico.

Though wife Nancy could not attend, Bill Comstock and Nugget the wonder dog came to help out with the derby details and have some fun, thank you much. I would also like to thank Shaun Nordlie for supplying the grill and pavilion for our derby.

Some participants expressed the desire to have more than one couples derby during the summer. We kicked around thoughts of September and perhaps June in addition to the August date when fishing might be a little better. I hope you will give me a call or email note with your suggestions. I also hope you will join us at the next derby and enjoy it with us.

“Soapy Suds” is our senior mini horse (30 years old). As horses age, their teeth wear. Some more than others. Unfortunately, Soapy’s have worn down to the gums. This makes it impossible for her to grind up her food properly. That means hay and carrots are dangerous for her to have. This is why you will see her in the round pen alone. This is for her safety. She is on a special diet of SOAKED Senior Grain for horses. She CANNOT eat raw carrots. She chokes on them. This is a very stressful situation for her and her caregivers to go through.

About 1 month ago, Soapy’s caregiver spent 2 hours massaging her throat to try and get the piece of carrot that was lodged in her throat to move. Soapy was very stressed at that time.

PLEASE refrain from trying to throw her carrots while she is in the round pen. She may also be on the grass side of the mini enclosure. Signs have been posted for her safety. Please read them, this is to ensure her safety. A picture has also been posted with her name to help visitors identify her. “No Treats or Carrots”. Please, please abide to this.

Soapy likes attention and loves canned carrots. She can have those, but they must be canned or cooked to soft texture. If you would like to donate some canned carrots, just leave them on the picnic tables and her caregiver will make sure she gets them in her grain mash daily.

Soapy is a very special little horse. She has taught many kids how to ride and appreciate horses. Now a senior, she gets to enjoy retirement and just be loved by us all.

We Need YOU to help locate lake weeds!

We’ve had a great summer here at Lake Carroll. To continue to be the best it can be, Lake Carroll needs your help. Whether you are a boater, a shoreline homeowner, or a fisherman, we need your help in locating a new invasive plant, the brittle naiad. To assist you, we’ve attached a couple of pictures of what we’re describing.

If you come across this plant anytime between now and October, please notify us with EXACTLY where you are finding the plant (Section and lot number). If possible, email us a photo of the plant.

Joe Rush Our intention is to carry out an aggressive treatment program in an Lake Manager attempt to eradicate the plant or, at a minimum, reduce the spread.

This plant was located last year and the treatments that were applied appeared to be fairly effective in reducing its density. But for us to really be effective, we need to understand all areas it’s actively growing. The sooner you can notify us, the better opportunity we have to minimize its spread. We will be conducting our own surveys throughout the year as well, however, with the help of our members to notify us where they are seeing it, and when, we’ll be better equipped to manage.

This plant has proven to be very effective at distributing around the lake. Small fragments of the plant that are cut by boat props or people raking vegetation around their docks can drift away and re-root.

STOP HITCHHIKERS!

… to let us know your questions! I know there are a lot of property owners out there that have questions on lake, wildlife, water quality, and why things are what they are in the natural environment. There is also a lot of misconception or misunderstanding on things that are happening at Lake Carroll, and we’d like to supply information to help people understand and co-exist better in this rural area. ~~~~~~~~~~~~~~~~ An example would be: Dear Joe, My son found a baby deer all alone in the woods with no mother around? What should we do?

Now that I’ve got your attention, we’re not talking about people walking down the road with a thumb in the air, but rather aquatic hitchhikers: Nasty little invasive species that can cause great harm to the ecology of our lake (and in turn our finances).

Some of you may ask, “What is an invasive species, and why should we be concerned about them?” An unofficial definition could be that an invasive species is a species that does not naturally occur in a specific area and whose introduction does or is likely to cause economic or environmental harm or harm to human health. The main way these “invasive species” get into bodies of water (lakes, rivers, wetlands), is by “hitching” rides with anglers, boaters, and other outdoor recreationists.

If you sit and think about your boating and recreational habits around Lake Carroll, you will probably realize you have done one of these in the past. For example, Johnny stops at the local bait shop and heads out to the West Marina for a bit of crappie fishing. Once he’s done fishing, he decides to dump his bait bucket into the lake instead of disposing of it in the trash. I know, I know, how sad is it to dump those poor minnows out in the trash so they just die. But what Johnny doesn’t know is that there could be an INVASIVE Spiny Water Flea in the water with the bait. Instead of killing a few minnows in the trash, he’s introduced a species of zooplankton that can be detrimental to the fishery by making it difficult for larval fish to eat. And if a baby fish doesn’t eat, he doesn’t become a BIG fish. Here’s another example. Bill and Jane decide to meet some friends down at the Mississippi River for a day of sunbathing, boating and tubing, so they pull their boat out of Lake Carroll and head to the river for the day. The launch at the river where they put their boat in is LOADED with and INVASIVE plant called Eurasian Milfoil, and when the trailer comes out of the water it’s covered in these plants. After a great day on the water with friends, they take their boat back to Lake Carroll and launch it, park their boat in the marina and take their trailer home. As the trailer is backed into the water, a big mat of milfoil falls off the bunks and floats out into the lake to take root on the shoreline. Had Bill and Jane inspected their boat and trailer, and pressure washed it at a local carwash on the way home, they could have prevented this INVASIVE spread of milfoil. I could give LOTS of examples of ways you can have “hitchhikers”, but if you sit and think, you’ll probably be able to do the same.

Now that you’re aware and paying attention to these concerns, the question is, “What can YOU do to make sure we stop aquatic hitchhikers?” Outlined below are a few simple actions that you can take to prevent them from spreading.

-INSPECT and REMOVE aquatic plants, animals, and mud from boat, motor, trailer, and equipment.

-DRAIN water from your boat, motor, bilge, livewell, and bait containers AWAY from the boat landing.

-DISPOSE of unwanted live bait, fish parts, and worms in the trash.

-SPRAY/RINSE boat and equipment with high-pressure or hot water, OR -DRY everything for at least FIVE days before going to another body of water.

-NEVER release organisms from one water body into another.

The sad truth is that in the past few years, Lake Carroll has confirmed invasive species, (Eurasian Milfoil, Rusty Crayfish, and Zebra Mussels) and as a community, we are spending substantial funds to combat them. Because we have them, you should be cautious when you go to other bodies of water so we don’t transport invasives, but you STILL need to be proactive coming back to Lake Carroll.

We don’t want to compound our problems by introduction of new species or even more of what we already have and don’t want. For more information on aquatic invasive species and how to protect our waters, go to www.Protect Your Waters.net Together, we can make a difference….

Dear Concerned for Bambi, Deer are born with no scent, and this is a protection mechanism for them while they are young. The mother will leave the fawn alone, and periodically come back to check on it and feed it. Once it’s old and strong enough to travel with mom, it will begin following her and they will stay together. The baby deer your son found was probably ‘in hiding’ just where its mother had placed. If you come across a fawn like that, you should never touch it or move it, as you will then be placing your scent on it, which can put the fawn in danger. ~~~~~~~~~~~~~~~~ Another example would be: Dear Joe Now that we have a ‘weed harvester’ why are we using chemicals at all to control weeds?

Sincerely, Salad lover Dear Salad Lover, The problem we have at Lake Carroll is that we have more than just ‘native’ aquatic plants.

We have Eurasian Milfoil that can SPREAD with weed harvesters. Our current program is using chemical treatments for Curly-Leaf Pondweed and Eurasian Milfoil because they are non-native plants. Our “Harvey the Weed Harvester” is used to control the NATIVE plants in areas where they inhibit boat / swimming traffic. Now I’ve ‘simplified’ this with the way it reads here, but it actually takes a lot of work on our part to maintain the lake in this way.

(It would be easier to just buy a bunch of chemicals and treat everything). Even though this management approach is harder for our team to do, we choose to do this because we understand the NEED for aquatic plants to have a healthy lake, and we want to do what we can to maintain that balance and improve the quality of life while using the lake, as well as the over-all health of the lake. ~~~~~~~~~~~~~~~~ So, if you have a question or a thought or and idea that ‘makes you go, huh?’… send it on to us! Fish Tales

Our Fishing Club members met at the Lodge again this month for the Fishing Club monthly meeting and potluck dinner on August 12th 6pm, the second Wednesday of the month. The 76 members attending enjoyed the chicken supplied by the clubhouse staff and the many sides provided by the members. After finishing the fine meal the meeting began at 6:50pm with the pledge of allegiance. Our President Bill Comstock introduced the Jim and Nancy Printz who have been members but were attending their first potluck dinner. Bruce and Deb McDonald guests were grandsons RJ and Colin. Also new members at the meeting were BJ and Bob Gehrs. Thanks for coming.

John Quilico gave his report on the Couples Fishing Derby on August 10th which went well though we would like more members to attend. Seven couples participated, all seemed to have fun.

Bill mentioned the upcoming Fishing Club Golf Outing scheduled for September 19th.

Tickets will be $25 per person, which will include the golf and dinner afterwards. Cart would be additional if needed. Mitch Feucht has included an ad in the paper detailing sign up directions.

Bill also noted that the Fishing Club Christmas Party is scheduled for December 4th. Mark your calendar with details to be posted in the upcoming paper.

Mike Siciliano has signed up 55 people for the Arlington Day At The Races bus trip on August 27th. He stated the bus is full for the trip but will accept names if someone cannot attend.

Mitch Feucht gave us the Treasurers report which as usual came out to the penny. Mitch noted that we now have 177 members in the Fishing Club. Thank you all for your support.

Mitch also noted that we intend to use the rest of the funds set aside this year for reef construction; dates to be announced hopefully this fall.

Fred Reddies gave us the hatchery report. Not much activity at the hatchery now. Bill noted that Lenny Masella has spent a number of hours repairing the nets for us and thanked him for his effort. Fred noted that we have lost our window of opportunity in curbing the weed problem at Fawn Pond this year. Some members and board members expressed their displeasure in that we thought we had a plan in place to curb the weed problem but circumstances did not allow this to happen. The gate valve at Fawn Pond is still an issue. The temporary dam of the bladder and sand bags are in place but removing them to release the fry if any survived will be a problem. Fred has placed most of the fry we raised into the lake directly, we will see if the pond will produce any this year. Repair replacement of the pond gate valve is scheduled to be in the budget for next year.

Mike Siciliano is accepting nominations for next year’s Fishing Club Board. There are four members whose terms will expire this year. If you would like to be on the board please contact Mike. We hope to have an election at the November meeting.

Bill made the announcement that the September 9th meeting will be our Brats and Sausage dinner.

We intend on having a work day September 16th at 9am at the West Marina to sink the remainder of the Christmas trees for fishing structure. Hope you can come and give us a hand.

Barb Anderson mentioned that she will be having a Town Hall Meeting to discuss issues at Lake Carroll at the Conference Center at 9am. She hoped that all will attend to bring up ideas and suggestions to improve the association. Unfortunately that is the same day as the golf outing.

Motion was made to adjourn and accepted at 7:45pm.

The 50-50 drawing was held with Marge and Doug Short winning 1st at $50. 2nd place was Phyllis and Bill Kehoe at $35. Third place was won by Mike Siciliano at $25.

Facilities Update

A new committee has been formed here at Lake Carroll in the past three months. Actually, it is a new/old committee. The Infrastructure Committee has been restarted and is now meeting on a monthly basis since May of this year. This committee is responsible for looking at Lake Carroll’s buildings, grounds, roads and public areas. We meet on the second Wednesday of each month at 2:00 pm in the Conference Center and, as always, members are invited to join the meeting. One of the reasons that I am excited about this committee is that is giving me another perspective on our facilities.

When Mike Schmieder asked me to join this committee my first Shaun Nordlie thought was that I would be going to a meeting once a month and Facilities Director have a group of members tell me what I have not accomplished or what is wrong with my department. I was completely wrong in my thinking. What this group does is looks at an area and tells me what they think could be done or tweaked to make improvements in this area or to change the way something looks or even to make the maintenance of the area easier. In the course of my day, especially during the summer months, it is difficult for me to find the time to go and look at all of the areas of Lake Carroll. When I am going through these areas I am typically looking at what needs to be fixed or what do we need to do to improve the look of the area. What this committee is doing for me is going through with a fresh set of eyes and observing what members are doing in these areas, what doesn’t look good or what could be done to make this area better for our members. So each month I assign the committee an area to go check out, they do this on their own during their own time so that they can spend as much or as little time as they want.

This also allows them to form their own opinion and make their own observations without input from the whole committee. We then meet and discuss their findings. Usually a power point presentation is made with pictures so everyone can see the issue or the area that we are discussing.

So far the committee has been assigned to look at Pell Park and the West Marina / Crappie Bay area. Now you may ask why those areas and not an area that has more use and traffic, but the reason I started with these areas is because they are underutilized. They are areas that I have not spent a lot of time looking at and yet I know they are beautiful areas that have potential to be great member areas. Having the committee look at these areas with a fresh set of eyes points out some things that are obvious issues and also comes up with ideas on what to do differently to make these areas better. Your next questions may be how are you going to pay for these changes? Another thing I like about this group is they understand that their ideas and observations are just that; they know that I still have to operate within a budget and my labor is already spread thin, so I will work on these projects when we have time in the maintenance department. This isn’t to say that the committee is coming up with ideas that maintenance will never follow up on, each meeting I let the committee know what we have done and then address the other ideas and explain either why we haven’t addressed the issue, when we will address it or why we can’t and what I would need to care of the issue.

As I stated earlier, I am excited about this committee and I think it will do great things for the Association. I hope that you notice some of the changes that we are doing in the areas that we have looked at so far this year – more will be coming this fall. If you are interested in attending any of our meetings they are the second Wednesday of each month at 2:00 pm in the Conference Center, you are welcome to attend. Past Rec Events The Luau took place on Saturday August 1st with over 300 people attending this fun event at the Beach! Sweet Lucy band played great music throughout the night, kids enjoyed building sand castles, digging for sea shells, working on crafts, and everyone dancing the night away in the sand.

Second session of Kidz Camp took place August 3rd-7th. Overall close to 60 kids enjoyed the fun week! Everyday kids enjoyed a specific theme and completed crafts, activities, and games related to that theme. Check out pictures in the center of Section B of this publication that captured both sessions of camp this summer. A special thank-you to Claire Holmberg for volunteering with the preschoolers at camp; we really enjoyed having you! Thank-you to Aliyah for also volunteering second session of camp; you were a great help at the program as well. Camp takes many helping hands to put together such a great program and I am thankful for all of the recreation helpers and volunteers that helped at camp!

Lake Carroll Photography Club

The Lake Carroll Photography Club met on August 11 at the Lodge to share ideas, enthusiasm and knowledge about photography. We had a great time with the August Monthly Photo Challenge on “Sunrise-Sunset”. Each month we challenge ourselves to focus on a different area of photography. We had a variety of photos submitted by club members based on our topic. By sharing photos with the group, we all get new ideas for our own photography. At our meeting, we discussed the photos and all of us agreed, it is easier to make time for sunset photos rather than setting alarms to get up for sunrise. Our photo challenge for September is “Landscapes”.

In our August education segment, member Paul Gonzalez shared how he uses bracketing and HDR to create photos with more depth. Thank you Paul for sharing your expertise.

The Photography Club has decided to participate in the Lake Carroll Craft Show at the clubhouse in October. Club members will display their work for everyone to enjoy. Our club members have a range of photography skill and use all kinds of cameras…from iPhones to point and shoots to SLR. All levels of photographers are welcome! If you are interested in joining the Photography club, join us at our next meeting on September 8 at the Lodge from 9:30-11:30 am.

With the Invitational behind us, 30 ladies enjoyed the Charity Fun Night that was held on Wednesday, August 5. This event is held every year toward the end of our golf season and is dedicated to raising funds for a charity. Both 9 and 18 hole league members are teamed together for a scramble format. Everyone enjoyed the camaraderie, dinner and dessert.

Winners of this Charity Fun Night Scramble included Toni Knackstedt, Barb Anderson and Sheri Moutrey. A few flag prizes were also awarded. Barb Anderson and Anna Hennings were winners of the 25/25 drawing.

This year Pitter Patter Pantry was chosen to be our charity recipient.

League members made donations, along with raffle money and a sizable donation from the Ten O’Clock Men’s group, the donations totaled $725. There were also numerous donations of clothing and nursing necessities for the Pantry. We know these donations will be put to good use. Thank you to Sue Lamoreux and the 9 Hole afternoon division for hosting this event.

Sue Ugorek announced a golf committee effort to “Adopt a Fairway” to repair divots.

Several holes are still available. Groups and/or individuals are welcome to participate. Please contact Sue if you are interested.

I can’t believe we are already talking about the September and October events, were has the year gone. It sure has been some Great golf weather the last 2 months and we deserve it after this winter and spring. With luck, we will have a splendid fall and we all will get to enjoy some great fall weather golf at Lake Carroll.

Since last month’s article we have held several events including the following: Eastland Boosters, Lake Carroll Ryder Cup, Senior Men’s Traveling Tour, Senior Club Championship and the Club Championship. All were great events and enjoyed by many golfers.

The Lake Carroll Ryder Cup was enjoyed by 60 golfers and the event was a huge success. The Par 3 event on Friday night was Jason Hill extremely fun and the pairings party that night was very entertaining.

PGA Golf Professional Competition started early on Saturday with the 9 holes best ball portion of the event, followed by 9 holes of Alternate Shot and finishing with 9 holes of Scramble. The field was divided into two teams, Red and Blue, with the Blue team being the victors with a points total of 28 to 18. The Blue Team was captained by the 2015 Mr & Mrs Club Champion Runner Ups, Marty and Tracey DeCrane and the Red Team was Captained by the 2015 Mr & Mrs Club Champions, Tom and Karen Doolan. Equestrian Open House

The Annual LCEC Open House was held on July 4, 2015. The event started at 10am and went until 1pm. The horses gave rides for 3 hours to the guest. Everyone had a great time.

The mini’s team (Kato and Pocahontas) pulled their new wagon, which is open so the kids can be seen; great for that photo opportunity! The team was driven by Jim Mance and assisted by Richard Laesch and Bob Froliech. Coco pulled the cart and was handled by Mary Jean Zyck and her friend Brett. Cobalt was giving small children saddle rides which were led by LeighAnn Lapka. Soapy was out as one of our senior mascots. She was handled by Marissa Zyck and Kate Russo. Trigger got to hang out in the round pen and get carrots from the guest. He is recovering from an ulcer so we gave him time off.

Maggie and King, our senior big horses, were handled by Mallory Zyck and Carol Balk along with her granddaughter, Serisa. They were out greeting the visitors as they came to the Open House. Clyde, our resident blind horse (who was in a music video) was handled

by Larry Mehringer. They gave saddle rides for the entire 3 hours. Domino, the biggest horse, gave saddle rides and was handled by Kelly Lynch. Norman was handled by Michelle Mutone who came all the way from Ocala, FL to help out. Her husband, Don, was helping load and unload kids on the big horses. Sammy Russo provided face painting for the kids.

Thanks Sammy for your creativity! We had a snack tent that was ran by Sue Lynch and Don Zyck. Hot dogs, chips and soda were available.

The greeting table was ran by Sandy Mance and Jill Russo. They kept a rough count of how many people attended the LCEC Open house. Approximately 400 guests came that day to take part in the activities. A waiver was signed by each child’s parent before being able to ride the horses and these ladies did an excellent job of making sure the kids had their hand marked so the handlers of the horses knew they were ok to ride. They also educated people on the cost of care on an annual basis for the mini horses. Those costs did not include emergency or sick expenses. All the donations received will go the four club mini’s (Soapy, Coco, Kato and Pocahontas) care. The donations are very much appreciated and the mini horses thank you for your generosity!

This day could NOT happen without all the volunteers. It takes a lot of people to make it all come together for a successful, fun-filled day. A big “Thank You” to the Mehringer, Lynch, Mance, Zyck, Russo, Lapka, Laesch, Froleich, Mutone-Ulrich, Tierney, Hankinson, King, and Balk families. Lake Carroll Security always makes sure they are there to help remind the ATV’s that the event is going on and to proceed with caution. THANK YOU all!!

This year a Porta John was put at the Equestrian area. Many people commented positively on this addition. Thank you Shaun Nordlie for making this happen and also for getting additional picnic tables brought to the Equestrian area for this event. There was plenty of seating for the guest.

If you didn’t get a chance to come this year, we hold this annual fundraiser every 4th of July weekend. Hope to see you all next year! Photos on facing page.

Refer a New Lake Carroll Property Owner and Receive $500 Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

EXTENSION TO OFFER CHILD DEVELOPMENT WEBINARS We often hear that providing care to children is the most important job we can have. What we don’t hear as often is how difficult and demanding that job can be!”

University of Illinois Extension has a variety of research-informed curricula to help parents and child care professionals understand normal child development, have realistic expectations, and develop positive, workable strategies to teach children.

Through a series of free hour-long webinars this fall, Family Life educators are providing information direct to people’s homes. Topics are: “What to Do When Baby Cries” (September); “Learning to Read and Write” (October); and “Enhancing Emotional Literacy” (November). Each topic will be offered two times per month.

VERMICOMPOSTING WORKSHOP OFFERED Have you been curious about composting or more specifically, vermicomposting?

Join Horticulture Educator Bruce J. Black, of the University of Illinois Extension, who will be offering an hour session on the basics of composting and vermicomposting.

During this workshop, you will learn to create and manage your own garden compost pile. At the end of this session, you will also be able to make your own Make-and-Take starter vermicomposter, complete with real worms.

The sessions will be held on September 10 from 6:30-7:30pm or September 12 from 10-11am at the Whiteside County Extension Office, 12923 Lawrence Road Sterling, IL 61081. MASTER NATURALISTS WANTED The Carroll-Lee-Whiteside Extension Unit is pleased to announce that the new Master Naturalist training will be starting again on October 6. This program will offer interested participants training by local and regional natural resource instructors and train individuals about the natural communities found in Northern Illinois. Training will take place once a week for 11 weeks on Tuesday’s from 2-6pm at different locations throughout Carroll and Whiteside counties. Once training is completed, participants are expected to complete a volunteer service project to become a certified Master Naturalist. Once certified, the Master Naturalists are expected to annually conduct some level of volunteer stewardship and continuing training to maintain their certification.

The curriculum will cover topics ranging from environmental ethics to understanding the natural world. The course will also teach people about the natural communities ranging from prairies to wetlands. Also covered will be botany, entomology, soils, weather and climate and volunteer service projects opportunities.

Celebrating 4-H Hall of Fame inductees Illinois 4-H Foundation inducts 70 honorees The Illinois 4-H Foundation annually recognizes one 4-H volunteer per county for exemplary service to the Illinois 4-H program as a Hall of Fame winner. This year, more than 800 supporters watched the induction of 70 new members into the Illinois 4-H Hall of Fame, the largest inductee class to date.

This year celebrated the 11-year anniversary of the award, said Angie Barnard, director of the Illinois 4-H Foundation. The ceremony was held Saturday, August 15 on the Director of Agriculture’s lawn on the Illinois State Fairgrounds. Ag Director Phil Nelson is a 4-H supporter and was last year’s Illinois 4-H Foundation Alumni Award winner.

“These long-time volunteers fully embody what 4-H strives to instill in youth,” Barnard said. “They are caring, dedicated, generous leaders, and the Illinois 4-H Foundation is extremely proud to be able to provide this honor to each and every one of them to thank them for their service to this wonderful organization.”

The Illinois 4-H Foundation established the statewide Hall of Fame in 2004 to honor and celebrate extraordinary 4-H alumni, volunteers, and former 4-H staff. Nominations for the Illinois 4-H Hall of Fame are made by University of Illinois Extension staff. Each inductee received a commemorative Hall of Fame medallion.

“As a result of these volunteers’ years of service and leadership to Illinois 4-H,” Barnard said, “the program they love will continue to create brilliant futures for the young people whose lives it touches.”

WINNER FOR WHITESIDE COUNTY Casey Stichter, Club Leader of the Fenton Wizards As a 7-year leader of the Fenton Wizards 4-H Club, Casey’s passion for 4-H is evident through the work she does with her club. Membership in her club is continuously growing because of Casey’s dedication to the 4-H program in Whiteside County. Casey serves on the 4-H Support fund, Personal Development committee, and helps a great deal with the 4-H Show.

The A&E Committee is seeking new members. The mission of the A&E Committee is to review and approve plans for proposed construction, rip rap, septic systems and other improvements to lots, recommends building code rules and regulations to the Board for approval and enforces such rules and regulations. The Committee has authority to institute fees and fines in accordance with Board approved schedules. A qualified member of one of the allied physical design professions (civil engineer, architect, land planner, etc.) is included in its membership. The Lake Carroll building inspector shall work with the A/E Committee.

A background in construction is helpful to this committee.
