Children’s ID Photos Must Be Updated For 2015

has been put on file. If your dependent children’s ID photos are not new or updated in 2014 or 2015, you MUST submit new photos.

Updated photos must be received no later than March 30, 2015 to ensure processing prior to the deactivation date. Photos received after March 30, 2015, will be processed as time allows.

We need a clear head & shoulders picture with a plain background.

No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted. The preferred method to receive photos is to email your photos to photoid@ golakecarroll.com.

Be sure to identify your section/lot, child’s name, and date of birth for each photo submitted. If you don’t have the option to email, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. Depending on the customer load at the time you are in the office, your new ID cards may be mailed at a later date.

We have been announcing this update requirement since September 2014. To date, a low number of Members have updated their children’s photos. The time is now here…

Primary LCA Member’s dependent children 5-24 years of age are required to have new photos for their 2015 LCA ID cards. Our current program has been in effect since 2007 – that’s 8 years; many of those kids look nothing like their photo on file.

ATTENTION: Primary Members’ Cards to be Reprinted in 2015

In addition to updating dependent children’s photos and ID cards, ALL primary Members’ cards will be reprinted in 2015 using the photo that is already on file with a new LCA background. We are not requiring new photos; however, if you wish an updated photo be printed on your new ID card, it must be received no later than March 30, 2015. All previously issued primary member ID cards will be deactivated on or about May 1, 2015.

INFRASTRUCTURE COMMITTEE At the January 23, 2015 Board Meeting, it was decided to reactive the Infrastructure Committee. Their mission as outlined in our ByLaws is: The Infrastructure Committee shall plan for the preservation, maintenance and enhancement of all buildings, roads, parks and common areas and any other amenities not herein defined.

The maintenance manager shall be an integral part of this Committee.

PLUMTREE SKI AREA Winterfest kicked off our opening weekend on January 17th! It was a fun winter event with 427 skiers / snowboarders, and 353 tubers enjoyed the winter amenities. The snowman competition, winter triathlon, bikini races, and cardboard box sled races were some of the favorite events. Everyone enjoyed the music entertainment that evening from the Take 2 band. Thank-you to everyone who participated and came out for the event! It was fun!

Mark your calendars for February 14th weekend, the next big winter event! Winter Carnival…. Fun for kids during the day with carnival games from 1:00pm-4:00pm and fun for everyone at night with live entertainment from the band Just for Kicks. Come out with friends and family, it will be a great time!

GM Report

Winter is here, but this winter is only a weak reminder of the one we encountered last year. The temperatures have been mild and the snowfall, through this writing, is less than half of what received a year ago. This is bad news for snow enthusiasts, but very good news for our Maintenance snowplowing crew, our Security Department, and our budget. Last winter, the fuel, labor and salt needed to keep our roads clear cost approximately $30,000 more than we had budgeted. While we received approximately 55” of the white stuff, frigid temperatures, and Mike Schmieder constant winds created the necessity to plow our roads numerous General Manager times, even when no new snow had fallen. Needless to say it was frustrating and the excessive costs created an economic hole that the Association was never able to climb out of.

While the financial statements are still being finalized, our 2014 fiscal year will end in a deficit. Another element which added to the deficit was the continuing decrease in Lake Carroll Property Owners. Our Dues Paying Membership has been declining at a rate of approximately twenty (20) per year. This troubling trend has continued over the past six (6) years and comes as the result of Owners combining two or three lots in a process called replating, foreclosure, and some simply walking away from their property here at the Lake.

The good news is that things seem to be going our way so far this year. Snowplowing expenses are in line with the budget, gasoline prices have dropped to a very pleasant $1.89 per gallon, and our Workers Compensation renewal for 2015 came in $32,000 less than what we paid in 2014. The reason for this decrease is two-fold; our claims (loss) history has been minimal over the past three years, and our Safe Workplace Committee has done an outstanding job implementing safety programs which were suggested by our Insurance carrier. Our Safe Workplace Committee is made up of approximately

twelve Managers who meet monthly to discuss different methods of applying safer work practices for the staff. This group has been working hard over the past four years and we’re seeing now that hard work does pay off. Another initiative that I am very excited about is an effort we’re about to make to sell Lake Carroll Owned lots. Until now, we haven’t had a sales or marketing plan to resell these vacated properties. Over the next thirty (30) days, we will be taking our first step in attempting to match new Owners with Lake Carroll owned lots. We will start with a referral program which will provide a $500 cash incentive to any Lake Carroll Property Owner who refers a friend or acquaintance, who ultimately purchases a lot currently owned by the Association. (See Referral Program article on page 5A for more information.)

Despite the kinder, gentler winter, we did have some frigid temperatures in early January which gave us the opportunity to make enough snow to cover the ski hill and the tube run. The hill opened for our annual Winterfest celebration on January 17th and it was good to see so many of you who came out to enjoy the festivities. In previous articles, Shaun Nordlie, our Facilities Director, and I have tried to provide information explaining how difficult and time consuming it is to make snow, keep snow and properly groom the hills. This undertaking is also fairly expensive. This information can be found on page 9B in this issue. Though there is a small rental fee for equipment, there is no charge for lift tickets to our Members. The ski hill is an amenity and the costs are covered in your dues so bring the family and some friends and come out and enjoy the Ski Hill while you can. If you haven’t brought your children or grandchildren out for a day on the tube hill, I guarantee that they will love it.

Last, I wanted to remind you all that Valentine’s Day is just about here. We have a spectacular evening and menu planned for you and that special someone and what better place than Lake Carroll to enjoy the evening and weekend. Reservations are required and can be made by calling the Clubhouse at 815-493-2810, choose option 4. The Clubhouse Staff and I look forward to seeing you there.

MEMBERSHIP AMENITY CARDS & DECALS We are processing the 2015 Information Sheets. Please display your new decals upon receipt. Your 2015 Information Sheet, current insurance and registration information must be returned to the office with your payment to receive the 2015 decals. Effective February 1, 2015 a $100.00 late fee has been added to all unpaid accounts. 2015 payments received postmarked by January 31, 2015 were not assessed the late fee.

ASSIGNED BOAT SLIPS Users of assigned boat slips in 2014 will be sent 2015 assignment letters by January 31, 2015. Monies and forms must be returned to the office before February 20, 2015 to secure a slip. Failure to return this form will be considered a negative response and the slip will be made available to new marina slip users. All assessments & fees must be current to apply for a marina slip.

2015 MARINA LOTTERY (new Boat Slip Users/Non-Deeded) Saturday, March 7, 2015 will be the 1st day new marina users may apply for a boat slip.

The Conference Center will be open at 7:30am. The lottery will begin at 8am. Members in good standing must apply in person. Visa/Master authorizations must accompany the request when submitted.

PLEASE REFER TO THE RULES & REGULATIONS, CHAPTER 2 SECTION G: MARINA SLIP ASSIGNMENT (pages 25 & 26) FOR DETAILED INFORMATION ON THE PROCEDURES. BOAT SAFETY CLASS One class has been scheduled at LAKE CARROLL. Saturday, March 21, 2015, 8am-4:30pm, we will be offering the required Boater Safety course at the Clubhouse (lower level). This class must be completed before a boat may be registered at LAKE CARROLL. The Front Desk will have a sign-up sheet available after March 1, 2015.

CAMPGROUND SEASONAL BILLING Bills for the 2015 season will be mailed approximately February 12, 2015. Seasonal camping fees are due on or before March 30, 2015 to secure your site for the upcoming season. Fees for the camping season this year are $590.00 plus $25.00 for the camper decal.

CAMPGROUND LOTTERY A lottery will be conducted on the 1st Saturday in March at 10am at the Conference Center. Members in good standing wishing to be added to the Campground Waiting List for a seasonal site must be present at the lottery. This year’s lottery will be held March 7, 2015. Conference Center doors will open at 9:30am and the lottery will be conducted at 10am. PLEASE REFER TO THE RULES & REGULATIONS, Campground Chapter 3 Section I Seasonal Site Lottery & Assignments (pages 32 – 35) for complete details.

GOLF TRAIL & STORAGE FEES Golf fees will be mailed to owners with registered golf carts approximately February 12, 2015. These forms & monies must be received in the LAKE CARROLL office

by March 30, 2015. Decals will be issued upon receipt of monies & proper insurance requirements. 2015 Fees: Trail fee - $175.00; Golf Storage - $320 for a gas cart and $400 for an electric cart; Golf Cart Decal - $25.00 (Each of these fees are “per cart”).

BOAT & CAMPER STORAGE Members who used the Camper & Boat Storage sites during the 2013 Association year will be mailed notices for the upcoming Summer Season approximately February 12, 2014. These forms must be returned with your monies by March 30, 2015 to reserve your spot. If you have questions, please call Karen at 815-493-2552 ext 10. New assignments must be made with the Front Desk before parking your boat and/or camper.

2015 HOMEOWNER DIRECTORY All Lake Carroll Homeowners (with a Lanark ‘493’ phone # or cell phone number which is used as the primary number at your Lake residence) will be included in the directory unless we receive notification via the form included with your 2015 Information sheet. The “Lake Phone Number” on your 2015 Information Sheet will be the number published in the directory. If you DO NOT want your lake phone number to appear in the upcoming directory, you must return the form. If you have questions regarding the directory, please call Karen (ext 10) or Missy (ext 20) at 815-493-2552.

MEMBERSHIP ID CARDS If you have not yet supplied the office with your photos, please email them to photoid@golakecarroll.com; or Karen and Missy will be taking pictures at the Front Desk throughout the year. Children’s photos should be updated when significant growth changes have occurred. All primary members’ dependent children ages 5-24 are required to update their photos in 2015. See the article on page 1A for details. There is no charge to update the children’s cards. Amenity cards are issued only to members in good standing with submitted photos in our database and as time and resources allow.

REMINDERS Using Credit Cards, Debit Cards & Gift Cards for the payment of dues is no longer allowed.

Vehicle decals will not be issued until the make/model, year, license plate & a copy of YOUR CURRENT STATE REGISTRATION CARD for each vehicle is received.

Effective 7/1/13 an Annual Water Usage Stamp for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where fishing licenses are sold) is required.

Proof of current (2015 Water Usage Stamp) must be on file with the Association office before decals will be issued. If your current registration expires 6/30/15, you will not need a stamp until that time.

One Member per lot must have completed the Boater Safety course before watercrafts are registered.

Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

Hopefully buy the time you are reading this the weather will be starting to warm up and we will start feeling relief from the long winter. The department has been working diligently checking the residences who have signed up for our residential checks during this cold winter. I know of a residence this winter that has experienced severe damage from broken water pipes caused by freezing. The situation could have been avoided by signing up for our program.

When you receive this paper the 2014 deer harvesting program will have come to a close.

It was a very successful season. I would like to thank the Wildlife Committee and Dave Rominski, the chairman, for all of their work. From a Security stand point we could not have had a better season and a lot of that credit goes to the Wildlife Committee.

If you are an ice fisherman, please use extreme caution when heading out on the ice.

Creel and size limits will be checked and enforced. Use of the frozen lake is at your own risk. There are active springs beneath the ice surface, so be careful!

Please use caution when skiing, tubing, or boarding, be aware of your surroundings at all times. Be patient with other riders who may not be at your skill level, but most of all enjoy the ski hill.

Just a reminder, when the snow flies at Lake Carroll, please slow down while driving.

Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel, please stay home and give our Maintenance Department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow. Let’s continue to have a safe winter driving season.

Did You Know: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour.

Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. Safety First

In pondering a subject for this month’s column I thought about fishing. Fishing safety. Talk about fishing in February?? Well it’s a way to put aside the gloom of winter confinement and to think about this important subject in advance of needing it. The warm time will be here before you know it.

We tend to think of fishing as a low risk, benign pursuit, but there are some hazards involved. Let’s focus on fishing safety for kids. It’s great fun to take the youngsters out to cast a line and land a big one, but there are precautions that can ensure you have a good time without injury. (Information adapted from fishing.about.com.)

• Establish rules. No running. Keep your shoes on, and look around before you cast.

• Set up a buddy system. The youngest anglers need an adult “buddy” and constant supervision.

• Make sure each angler, swimmers and non-swimmers alike, wears a personal flotation device at all times -- on the boat, on the dock, or on the shore.

• If you’re fishing from a boat be sure it has all the necessary safety equipment, particularly throwable flotation devices. Instruct the youngsters on boat safety behavior and “don’t sit on the gunwales.” In the excitement of boarding a catch, coach to be sure they don’t lean over the gunwales and fall in the water! And it’s prudent to have at least one person on board who has taken the Lake Carroll boating safety class.

• Bring a long-handled fish net, not just for netting fish, but in case you need to reach out to someone in the water. It will also retrieve trash or valuables from the water.

• First Aid Kit. You should have a kit with medical supplies to deal with all manner of cuts and scrapes, bruises and bumps, bites and boo-boos. You’re likely to be some distance away from professional medical assistance so remember, in the meantime, you’re the “doctor.” Johnson & Johnson First Aid Pocket Pals are a smart addition to the tackle box. Carry a cell phone with the Security Department number (815 493 2599) as a “contact” so you can quickly call for assistance if needed.

• Cold drink breaks. Summer temperatures can get pretty warm, so bring lots of cool water and other healthy drinks and make sure the young anglers drink fluids often to prevent dehydration or even heat stroke.

• Sunscreen. The ultraviolet (UV) light of the sun can do a lot of damage to skin, eyes and lips. Outfit young anglers with proper sunglasses, a billed cap, and clothing appropriate to the climate and sun conditions. Avoid fishing in the middle of the day. Cover face, neck, ears, the back of hands and all exposed skin with sunscreen with a sun protection factor of 15 or higher. Apply chap protection wax on lips.

• Insect repellent. Mosquitoes, ticks, bees and other insects not only sting, they can carry diseases of one kind or another. Apply insect repellent. Follow the directions on the container. If your insect repellent contains “Deet,” it may be better to apply it to the clothing instead of the skin.

Fishing with youngsters is a load of fun, but safety comes first. All the checklists in the world can’t anticipate all of the safety problems you or your young anglers might encounter on a fishing trip. So the best advice is think safety at all times. Be alert to what’s going on around you and anticipate trouble before it happens. Let’s be careful out there!

Happy mid-winter! First I would like to start off bragging about our very own NW volunteer and member of the Safety Committee - Claire Holmberg was nominated as Lake Carroll’s Volunteer of the Year 2014. Claire has been on the Safety Committee for 21 years and a volunteer for the American Red Cross going on 70 years (yes 70, check out January’s LC paper front page).

Hopefully by now everyone has been used to checking on your neighbor’s property while they are gone for the winter. Please keep it up. Pay special attention to any vehicles parked in driveways that you know the homeowners are gone. Report any suspicious activity to Security (815-493-2599).

Seasonal Scams Once again police and the feds are warning people to beware of phone calls from people who claim to represent the Internal Revenue Service and demand money.

The scammers impersonate IRS employees on the phone (as well as in their caller ID) and threaten taxpayers with jail time if they don’t use a prepaid debit card or wire transfer to pay taxes owed.

“It’s the time of year for it with tax season coming up. The federal government issued a similar warning in March last year because the scam had hit taxpayers in nearly every state.

Scammers often know the last four digits of the victim’s Social Security Number, make caller ID appear as though the IRS is calling, send fake emails to support the scam and use fake IRS badge numbers.

The IRS typically contacts people by mail, not phone, about unpaid taxes. The IRS won’t ask for payment using a prepaid debit card, wire transfer or request credit card information over the phone.

If you receive a call from someone claiming to be with the IRS and demanding payment, investigators recommend hanging up and calling the IRS or reporting the incident online.”

Don’t be fooled If you receive a suspicious phone call about your taxes, hang up and take these steps: •If you owe taxes, call the IRS at 800-829-1040 to get answers to your payment questions.

•If you don’t owe taxes, call and report the incident at 800-366-4484 or go online to www. treasury.gov/tigta.

Something that became very personal to me recently is the issue of posting photos on Facebook. I have a sister that has recently discovered how to use a computer and Facebook.

She became an expert on posting photos. Photos are popping up of all family members including me and my family throughout the past 40+ years. I am glad she has found something to do with her life. What upset me was that she has posted photos of our grandkids and other family kids not knowing what consequences this could bring. My daughter and others have told her to stop. Some people make comments that like or dislike the posts, but what they don’t realize those cute photos of the kids in a bath tub are possibly being viewed by predators. So, I know that us grandparents are proud and think we are doing the right thing by sharing these precious photos, be careful! (Read below) Exposure to Sexual Predators Posting photos of your children on Facebook could bring them to the attention of sexual predators, even if you set the privacy settings so that only friends and family are able to see the photos. Well-meaning relatives can republish the photos, with less stringent privacy settings. This practice can be dangerous if there are easily recognizable landmarks or information that can pinpoint the location of the child in the photo. Many Facebook games and apps encourage you to increase the size of your friend list, but doing so can expose your personal information to unwanted strangers. This information, in conjunction with status updates revealing your whereabouts and photos of your children, can make it all too easy for someone to stalk your family.

Sets a Bad Example Young children should be taught from an early age about the dangers of revealing too much information to strangers. With smartphones and other electronic devices making it easy to post photos online, it is important that children understand the dangers of uploading the wrong kind of pictures. If you upload lots of photos of your children to Facebook, they may draw the conclusion that there is nothing wrong with sharing images online. For example, many parents post photos of their children in the bath or in their swimwear. Unless children are taught boundaries about sharing personal photos such as these, it can have a negative effect on them later in life.

Identity Theft After you post photos of your children online on sites such as Facebook, you no longer have any control over what the images are used for. Even with stringent privacy settings these photos can be viewed, downloaded, modified and uploaded elsewhere by other people if they are determined enough. Photos of your child could be used for advertising, as many unscrupulous website owners use photos they find on the Internet to promote their sites.

Someone could even use photos of your child to create a fake profile on a teen site with the intention of getting close to other teens.

Open Children to Bullying & Intimidation While posting embarrassing photos of your children on Facebook might seem like harmless fun, it can expose them to bullying and intimidation. If someone distributes these photos to online forums and websites as a joke it can cause a lot of emotional trauma for your child. In some severe cases, teens have committed suicide after threats and bullying online.

Sorry I’m being such a Debbie Downer, but there are some nasty people out there. Let’s not give them any free ammunition.

Wildlife Management Committee • They are enumerated in the By-laws under Article IX • The A&E committee is listed in the Declarations and Covenants • Each committee shall consist of a chairperson and two or members. The chairperson is elected at the first meeting of the year.

• The committee members are the advocates of the committees of which they are a member. They make recommendations to the Board to address their concerns.

They are responsible for submitting FAR’s (Fixed asset requests) • If you have a password for the member portion of the Lake Carroll website, you can assess the committee members by clicking on the top menu bar. If you don’t, contact the webmaster@golakecarroll.com.

All committee meetings are open to the membership. If you want to know what a particular committee is addressing, come and sit in on the meeting. For instance, if you want to know what the Lake Committee is doing, just attend the meeting.

The schedule of meetings is on the website and also in the Lake Carroll News. If

you have a particular interest in a committee and have your talent to offer, apply to be a member.

Lake Carroll Clubs and organizations serve specific Member interests i.e., Quilt Club, Photography Club, Equestrian Club, Water Fitness, etc. Each club controls their own finances, membership, and events. We have 13 clubs listed on our website.

Not all clubs are active all the time, but you’re sure to find one to fit your needs.

You can find who to contact for information on a specific club on our website.

I want to encourage you to become involved in our community. Whether it’s with a committee or club, be an active participant. Working together we can keep Lake Carroll a great place to be a part of.

rules regarding this class of vehicle will be drafted.

• The dredger has been pulled out of the lake. It is fully functional but we have not dredged as much as we anticipated. Mike will provide to the Board a work plan and report on the hours dredged in 2014.

• The food van has not been purchased yet, he is still searching for the right one.

• Mike has not heard anything further on our video gaming application.

Rip-Rap to construct the wing dams. This project was originally approved at the June, 2014 Board Meeting by in Motion #M14.06.08 in the amount of $109,000.00. The new total cost is $114,000.00.

Board Directors Comments: Joanie Perez and Barb Anderson both thanked Deb Stagno for all of her work on the membership software and her diligence to ensuring the Association received a refund of the balance paid on the cancelled contract.

Audience Questions/Remarks: Sandy Sorensen 31-91: Asked what the Board’s stance would be on an amphibious ATV. The Board’s answer was that at present we are reviewing on a case by case basis.

Kitchen Talk

In the last twenty years I have left my mark on cutting boards all over Illinois. Worked with crazy knife juggling lunatics, six foot tall three hundred pound pirates, and some of the best French Quarter chefs that New Orleans could manifest from its belly of culinary skills. Working in large resorts I learned to take a staff of five wrapped in headbands and slightly used aprons; we would push through long blistering nights of wedding parties of eight hundred people. We would use a marker board to put together our war strategy and push right along like we were Sparta. A kitchen staff is your family in Chef Tucker this style of work. You work thirteen hour day’s side by side every weekend and holiday. You put a lot of trust in every move the other makes. “HOT OIL”, “RIGHT BEHIND YOU, WITH BOILING WATER!” The reason I bring all this up is because the crew we have here at the Clubhouse is amazing and show the sings of enthusiasm and readiness for new concepts and ideas. In the last two months we have climbed over small mountains, and I would like to think it shows.

Now for you folks out here at Lake Carroll we plan to change the menu with the seasons, so you will not get bored. We are working with fresh product now and getting the staff set for scratch cooking so it might be a little longer wait temporarily till the full training is installed, but it should make for a dining experience you can be proud to have right in your own backyard.

I would like to thank you all for the warm welcoming to this wooded oasis you call the Lake. I have already met so many friends in this short time, and look forward to this new chapter. And with that being said, hope to see you all soon!

UNAPPROVED Minutes of the Annual Meeting of the Lake Carroll Association - December 7, 2014 Call to Order: President Norm Hoffman called the meeting to order at 12:32 P. M. in the LCA Clubhouse Lower Level.

Quorum Report: Secretary Joanie Perez reported that we had a Quorum for the meeting with 840 proxies received and 6 members voting from the floor.

Approval of 2014 Annual Meeting Agenda: Joanne Harper (1914) moved and Suzanne Heflin (26-64) seconded to approve the Annual Meeting Agenda. Motion passed by unanimous voice vote. M14.12.01 Approval of 2013 Annual Meeting Minutes: Rich Walendukanis (21-34) moved and Patti Chalupa (17-185) seconded to approve the Annual Meeting Minutes of December 1, 2013. Motion passed by unanimous voice vote. M14.12.02 Treasurer’s Report: Treasurer Jeff Howe began his report by thanking Michael Schmieder, our General Manager, and Lisa Vanderheyden, our Finance & HR Manager. They have been extremely patient and understanding with all my questions as I tried to increase my understanding of my Treasurer’s role on the Board this past year.

The By-Laws of Lake Carroll direct the Treasurer to have the custody of the funds of the Association, collect monies due, pay the obligations of the Association out of its funds and perform other duties that are incidental to the office of the Treasurer. Those other duties include: • Receive, review and summarize the monthly financial statements prepared by Lisa Vanderheyden, the Association’s Finance and HR Manager. The summary report is reviewed with the Board of Directors at their monthly meeting and approved.

• Perform various internal audits and tasks as assigned by the Board.

• Present the Treasurer’s report at the annual members meeting It is the policy of the Board to delegate to the General Manager and his staff the task of performing the actual work of collecting and disbursing the Association funds.

The Board, with assistance and guidance from the Audit Committee, directs the General Manager to conduct an independent annual audit of the Association’s funds. For the year 2013, this was performed for Lake Carroll Association by O’Connor, Brooks & Co., P.C. The auditor’s opinion this year stated that the financial statements “present fairly, in all material respects, the financial position of the Lake Carroll Association as of December 31, 2013, and the results of its operations and its cash flows for the year then ended in conformity with accounting principles generally accepted in the United States of America.”

The current financial status of the Association as of October 31, 2014 is: Cash on hand $391,724 Operating, Clubhouse, Health Reimbursement & Petty Cash $126,988 Nicor Account $6,250 Fixed Asset checking account balance $183,914 Debt Repayment account balance $36,197 Fixed Asset Fund Reserve $38,374 Total Available Cash (including Pool & Nicor LOC) $1,354,866 Fixed Asset Reserve Fund (inc. Pool & Nicor LOC) $668,231 Line of Credit Used $0 Line of Credit for Pool Loan used $50,000 Due to Operating for Pool Loan $333,285 Due to Restricted Reserve for Pool Loan $200,000 Line of Credit for Nicor Loan used $0 Due to Restricted Reserve for Nicor Loan $429,857 Total Assets $10,246,532 Total Liabilities $1,704,508 Net Equity $8,542,024 On the topic of dues collection, through December 1, 2014, there has been collected the equivalent of 2,229 dues paying members.

The 2014 budget called for 2,252 dues paying members. Therefore, we are behind budget on dues collection. There are still some quarterly and monthly dues payers that may pay before the end of the year, but we are well behind where we were last year at this point.

It is believed that the number of delinquent accounts next year will be similar to this year. Because of this, the 2015 budget calls for adjusting the number of dues paying members from 2,252 to 2,240.

This year has been a challenging one financially for our Association, and has had its ups and downs. There have been higher expenses than what was in the budget. This is in addition to the shortfall in dues collection. It is through the diligent cost containment efforts of our General Manager and his staff who have tried to minimize our losses this year. The Board also continues to be concerned about controlling expenses, and recognizes the efforts the Lake Carroll management to control those expenses.

Some things happen that are beyond our control. For example, this year Mother Nature had its impact on the Association, both in positive and negative ways. Last winter, the Ski Hill was provided with plenty of snow, resulting in a number of days the Ski Hill was open much higher than we have seen in a number of years, bringing with it revenue that was above budget. But the snow and extreme cold caused our snow plowing and heating costs to start out the year behind in the budget, and the Association never got caught up from that.

For the most part, the single dues structure has proven to be a fairly stable income projector for the budgeting process. But the dues level needs to be set at a realistic level to match our expected expenses. For the past several years, we have tried to keep the dues increase low by hoping we would find additional ways to cut expenses throughout the year. But the reductions didn’t materialize and we have operated at a loss 3 out of the last 4 years, including a

projected loss for this year. I encourage you, as property owners, to approve the 2015 budget as it will be presented later this afternoon.

The $1520 dues assessment in this budget is designed to fully fund the projected operating budget, while also prioritizing the Lake for the fixed asset portion of the budget.

Approval of 2014 Treasurer’s Report: Sandy Sorensen (31-91) moved and Tom Stangl (23-201) seconded to approve the Treasurer’s Annual Report for the 2014 year. Motion passed by unanimous voice vote. M14.12.03 Election Committee Report: Secretary Joanie Perez announced that this year we had two candidates running for two open spots therefore according to the By-Laws a No Contest Election was in effect. Board members elected for the 2015-2017 years are Jeff Howe and Jim Ogborn.

Maureen Allred (25-18) moved and Darlene Benson seconded to approve the Secretary’s Election Committee Report, as presented.

Motion passed by unanimous voice vote. M14.12.04 President’s Address: President Hoffman “s address was as follows: Our Association as of the close of 2014 has faced many challenges; however we should be proud that our community is standing firm to meet these challenges. Our volunteer committee structure is active and participating with over 100 committee volunteers, our administration structure has served our community professionally, and our staff has been dedicated and loyal.

A review of some of our 2014 Board Goals: 1. Continue to promote a healthy lake. We have to give much credit to Joe Rush and the Lake Committee for keeping vigilant to a never ending task concerning our Lake activities. Control of weeds, dredging operations, the three tubes project control water inflow, grouting of the Dam are only a few. The Lake is our priority.

2. Shortening the budget process. We have to make more progress on this subject, there are many who feel the process takes too much of our time and this next year we hope to study ideas from committees and the Board to help shorten this process.

3. Gradually fund a marketing campaign to grow the membership. We have appointed a Marketing Committee, chaired by Don Aleksy, to develop a strategic long range plan. At this time, the plan has not been developed; however this will become a priority project in 2015.

4. All Committees should develop and adhere to their 5 year plan and coordinate with the Steering Committee. This was accomplished and I applaud the committees for their hard work; however all of the plans will now have major adjustments due to our cuts made for the 2015 Budget.

5. Continue to move forward on the Lake Dredging project and related work. This project has had some disappointments along the way with equipment breakdowns and repair. We still need a more accurate measurement of how much we are pulling out of the lake.

The Dredging project has a $50,000 budget for the year not including maintenance costs. This is still a project being evaluated by staff and the Board.

6. Future Facilities Plan. Assigned to the Steering Committee to review all facilities and a future direction. At this time, an Ad-Hoc Committee has been appointed to continue to review the Lodge structure and the possibility of a new facility in the future. The review of ideas by the committee and now interviews of possible architects are underway.

7. AT&T Project to be completed. This has not been accomplished.

Negotiations on a contract finally was completed and in the hands of AT&T waiting for their signature. At this time, AT&T has all projects on hold due to cutbacks and our project sits on a desk somewhere waiting for approval.

8. NICOR Project to continue forward. The timeline of NICOR project was well met and completed due to hard work on NICOR personnel and the leadership of our own Mike Kaysen, who went above and beyond to see this project through. We now have a little over 500 homes hooked up to NICOR Gas. The savings payback is already being shown and we will need a full year under our belt to register a true number for our savings.

9. Complete the Codification Project. The Codification of all our documents (covenants, rules, by-laws, etc.) was not completed.

However; the communication of what the staff would like to see and what the outsource company has provided has restructured the goals of this project and should be completed in 2015.

The year was a good year for participation, the lake had water fortunately for the steady rainfalls, the golf course had an excellent year income wise, our Clubhouse had more people involved, the winter snows kept the ski-hill open for more days than usual, swimming pool participation was up, in all it was a good year participation wise. I would like to recognize that 2014 we added a new club to Lake Carroll. The Lake Carroll Photography Club, led by Reid Paxson, has already added pictures to the Clubhouse and other events as shown at times in our newspaper.

In 2015, we should see Video Gaming added to the Clubhouse on a trial basis. Hopefully the program will fair well and add revenue to the Association.

The points of concern of course are to grout the lake and slow down the leak which we intend on starting this project as soon as possible. With passage of the budget, although we have made fixed asset cuts for 2015, we are replacing life guards at the pool for all days of the week and should correct the deficit problem with our operations. The last two out of three years our operations fell to deficit.

The loss of membership (a major concern) will also be addressed by our committees, staff and the Board. 2015 will also bring the issue of a raise in our minimum wage, if the state legislation acts. If minimum wage goes into effect this coming year, we will have to be creative with the 2015 budget to make-up the additional costs.

The bottom line, even though it is easy for anyone of us to identify the weaknesses, we sometimes forget the strengths of our community. Overall our community is strong and healthy with many volunteers, staff, and the Board to work out whatever problems come our way. The strongest element to help solve the problems put before us, is you the members. If we all continue to work together we can solve the issues brought before us. Not any one individual can accomplish this task, surely not me.

I ask every member to continue to help make Lake Carroll the best place to live.

Marino Silva (13-101) moved and Claire Holmberg (4-69) seconded to approve an additional $16.00 dues increase with the additional funds to be dedicated entirely to the principal reduction of the Pool loan. Total floor and proxy votes for – 444; total floor and proxy votes opposed – 382; total proxy votes abstained – 16. Motion passed. M14.12.06 Installation of Newly Elected Board Members: President Norm Hoffman invited Secretary Joanie Perez to the podium along with Jeff Howe for the proceeding of installation of the newly elected Board Members. Joanie then asked Jeff Howe to read the Code of Ethics and the Code of Conduct, and sign the prescribed documents. He then recited the Oath of Office, and upon completing the protocol, was congratulated and invited to join the Board. The audience added their approval with applause.

Recognition of Dave Soldat for his service on the Board: President Norm Hoffman then invited Dave Soldat to the podium to recognize and thank Dave for his years of service to Lake Carroll as a Board Member. Dave was awarded a plaque acknowledging his contribution.

Recognition and Acknowledgements: a. Life Saving Achievement: Mike Siciliano, Chairperson of the Safety Committee recognized Alex Moutrey for her Dedication, Bravery and Quick Response to a Life Threatening incident involving a patron which occurred on November 15, 2014 while working at the Clubhouse. b. Special Recognition: Norm Hoffman & John Grotto presented a special recognition plaque to Mike Kaysen for all of his work with Nicor as Lake Carroll’s Nicor Natural Gas Project Advisor. This part of the project has come to an end and Lake Carroll truly appreciates all that Mike has done. c. Committee of the Year: Norm Hoffman announced that the Committee of the Year is the Wildlife Committee. Jim Mance and Rich Walendukanis accepted the award on behalf of the Wildlife Committee. d. Volunteer of the Year: Norm Hoffman announced that the Volunteer of the Year is the Claire Holmberg. Just a few things about Claire Physical Education/Biology Teacher in Chicago Area. Professor of Health & Physical Education at Sauk Valley College. 42 years with Tamarak Day Camp. Earned her college degree at Chicago Teachers College and Masters at the University of Illinois.

Moved to Lake Carroll in 1990 As a American Red Cross water Safety Instructor and CPR Instructor Trainer she begins work at the Lake Carroll Swim Pool. She is still involved and an active member of the American Red Cross since 1945. In 1992, she starts the “Learn to Swim” Program at Lake Carroll. She has taught swimming all her life. In 1992, she becomes a member of the Lake Carroll Safety Committee which she still is a member. Served on the Lake Carroll Board of Directors in 1994. Norm shared a note from Chelsey Heckman - “I am pleased to hear that Claire will be receiving the “volunteer of the year” award. I have known Claire to be a volunteer since I was a little girl attending her kid’s camp and swimming lesson programs at Lake Carroll. Her dedication, enthusiasm, and love for volunteering is inspiring and is very much appreciated. She has been a dedicated volunteer at the aquatic complex year after year with the swimming lesson programs since I can remember and continues to pass her knowledge on. She is an inspiration to all and I feel very blessed to know her. Thank-you Claire for all you do. You are truly one of a kind; your legacy will always remain at Lake Carroll. With much love and admiration, Chelsey” Audience Questions/Remarks: Tom Stangl ((23-201) Thanked everyone who took a tag from the Angel Tree in the clubhouse. They started with 47 tags and the tags were taken so fast that there were 17 additional tags added. Thanks to the generosity of the Lake Carroll community, 64 kids are getting gifts this year.

Tom & Marty Meyer (23-113) are new property owners and stated this place is great. They will be building in 2017 and commented that the communication level and newspaper are amazing.

Darlene Benson (21-29) asked if we considered marketing at the golf, camping and outdoor shows with Lake Carroll volunteers. It was done in the past and she thought had some success. Don Aleksy will take this under advisement.

Jim Mance (17-40) wanted to thank Dave Rominski for his leadership with the Wildlife Committee. Since Jim has been on the committee Dave has been an outstanding chairperson, Adjournment: Sherri Vidinich (13-82) moved and Sandy Sorensen (31-91) seconded to adjourn the Annual Meeting. General Manager - Monthly Board Report January, 2015

By Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the November 21, 2014 BOD Meeting. a. Members of the Board had asked that I provide a report on the Lake Carroll Dredge Operation.

Attached is a report created by Shaun Nordlie and Joe Rush which provides detailed information on the project itself, the setbacks we encountered as well as the progress which was made.

2. Administration: a. The annual meeting was held at the Clubhouse on Sunday, December 7, 2014. The proposed 2015 budget was approved by the Membership with 480 Members voting yes, 353 Members voting no and 10 abstaining.

Also approved at the annual meeting was an additional $16 dues increase to be used for early retirement of our pool loan. This item was approved by a margin of 62 votes with 444 voting yes, 382 voting no and 16 abstaining. b. PTAB is currently reviewing our appeal regarding the Clubhouse and storage sheds. PTAB has provided us with a final opportunity to provide a response and additional evidence to support our assertions. Our response was finalized at the January Board meeting and was mailed by certified mail on January 27, 2014. It has been confirmed that PTAB received our response on January 31, 2014. We have not yet received any further correspondence from PTAB. c. An updated copy of the Fixed Asset Expenditures – Cash Status report is included in the Board Packet under Treasurers Report. d. The Recreation Center Sub-Committee has reviewed the qualifications from the nine architects who responded to our RFQ (request for qualifications) and has narrowed the field down to three firms. On Thursday, January 15th, Tom Stangl, Jim Malloy and I visited the three firms to ask questions, explain our goals and discuss potential timelines. Tom and I will provide a brief update on the meetings during the Friday meeting.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on December 3, 2014. Minutes from the meeting are included in the January Board packet. A mandatory employee meeting was held on December 11th, 2014 to inform the staff of the procedures which will be followed regarding the Drug & Alcohol policy. Two meeting times were offered to accommodate the schedules of the employee’s and

most of the staff attended one of the sessions. The Safe Workplace Committee also met on January 14, 2015. Minutes from this meeting have been included for your review. b. Our drug testing policy went into effect on January 1, 2015. Two new employees were sent for a drug screen since the first of the year. Both were hired shortly thereafter. c. On November 26, 2014, we received the renewal for our Workers Compensation Insurance.

A combination of minimal loss history and our increased MOD score have resulted in a reduction of $33,000 when compared to 2014. The Insurance cost for 2015 is $71,355 compared to $103,704 paid in 2015. d. On Thursday, January 15, 2015 we received our updated CinciSafe score. Upon implementation of the mandatory drug testing for new employees and the random screening for current staff members, our score has increased to 91 out of a possible 100. This achievement comes as direct result of the efforts of our Safe Workplace Committee, chaired by Chelsey Heckman. The Committee has worked very hard to create and maintain safety procedures and share them with their employees. The Managers who make up the committee have embraced this initiative and I commend them for their efforts. It took a while but their hard work is paying off.

4. Accounts Receivable & Front Desk: (see attachments) a. See updated 2014 dues status report which is attached. Thru December 31, 2014, we ended the year 23 DPE’s behind 2013.

-Budgeted DPE’s for 2014 - 2,252 -Actual collected DPE’s 2014 – 2,236 (Cash shortfall of $22,826.)

-Actual Collected DPE’s 2013 – 2,259 -Budgeted DPE’s for 2015 - 2,240 b. As of January 20, 2015, 507 Natural Gas Permit Fees have been recorded totaling $126,500. A Resolution has been placed on the agenda, under New Business regarding these funds. c. Dues Statements were mailed to the Membership the week of December 8, 2014 following the Annual Meeting.

5. Finance & Human Resources: a. Finance: i. Operating Statements for November and December, 2014 will be completed and sent to the Board electronically prior to the October Board Meeting. b. Human Resource: i. No Specific Report 6. Safety & Security: a. Luke received training and certification to be a licensed CPR and AED instructor. Luke can conduct on-site training for those interested in receiving CPR training and certification.

b. A CER has been placed on the January agenda for approval to purchase three replacement defibrillators (AED’s).

7. Information Technology: a. Deb Stagno has informed that we anticipate receiving the revised Codification draft prior to the end of January. This draft will be shared as soon as it’s received. b. A CER has been placed on the January agenda for the approval of the purchase of the replacement Server and the SQL Server. c. I reached out to Steve Ward, our contact for the proposed AT & T tower. Unfortunately, there is no new news to report.

8. Communications: a. As usual, Donna Beyer remained very busy creating and printing the forms, invitations, tickets, menu’s, programs, calendars, business cards, name placards, registration forms, brochures, registration forms, dues and payment instructions and schedules that we all use on a daily basis throughout the Association. If you’re using a form, reading instructions, reading the newspaper or using the web-site, it was most likely created

by Donna Beyer.

9. Facilities Management: a. The conversion to natural gas for the Hatchery, Golf Maintenance building, Ski Hill Maintenance building and the LCA Office has been completed. The last building to be converted is the Maintenance building which will be complete on Thursday, January 22, 2015. The three buildings which will not be converted are the Lodge, the West Marina Shower House and the Campground Shower House. b. New carpet and tile were installed in the Ski shop at the lodge the first week of December, 2014. c. The spillway fence project was completed during the first week of December. d. The Rip-Rap repair to the West Marina was completed in December using LCA staff and equipment. e. A CER has been placed on the January agenda for approval to purchase a snowplow.

10. Lake Management/Wildlife: a. The lake level as of January 16, 2015 was 737’ and 7”. 2’ and 5” below pool elevation. b. The Dam was inspected on October 22, 2014.

The written report was forwarded to us after the November Board meeting. Copies of the written report will be provided at the January Board Meeting. c. The Lake Committee and Don Aleksy have continued to examine and discuss the two proposals we’ve received for the Dam Grouting Project.

Director Aleksy will provide the Board with an update at the January Board Meeting.

11. Building Inspection/Architectural & Environ-

mental: a. No specific report 12. Golf Operations (Pro Shop): a. No specific report 13. Golf Maintenance: a. No specific report 14. Clubhouse Operations: a. Since his hiring, I have received dozens of compliments on Troy (our new chef) and his food. The presentation and the food quality have both greatly improved and it’s exciting to have a person with such creativity. I would also like to compliment Ms. Mel Jordon, who has continued to be a pillar of consistency in the kitchen. She has been the assistant kitchen manager through numerous kitchen and Clubhouse management changes. Thanks Mel for hanging in there. b. The New Year’s Eve celebration held at the Clubhouse was attended by over 160 guests who enjoyed one of five available entrées and a four course meal. The entertainment was well received and the new dance floor was used. Throughout the evening, I received numerous compliments on the food and the service. c. Plans for the 2015 Valentine’s Day Celebration have been finalized. See attached flyer.

15. Recreation Complex Operations: a. Aquatic Complex: i. The indoor pool continues to run smoothly with no maintenance issues to report. b. Recreation: i. The Fitness Room was used 150 times between December 1st and December 31st, 2014. ii. Wacky Game Night was held at the Lodge on November 22, 2014. Families enjoyed board games, the upstairs game room, making smore’s and listening to DJ Music. iii. The Little Elves Workshop took place on Saturday, December 20, 2014. 14 Kids attended and enjoyed making gifts for their family. iv. Winter Kidz Camp was held on Monday, December 22, and Monday December 29, 2014.

20 kids enrolled and enjoyed the activities. c. Ski Hill: i. The Ski Hill opened for the first time this season on Saturday, January 17th for the Lake Carroll Winter Festival.

On Christmas Day a pair of Eagles landed on the lake at the point in the East Marina where the ice and the water line met. We were viewing them through a spotting scope; we actually took the pictures by using the camera through the spotting scope as well. It was a wonderful Christmas surprise.

Lake Carroll Women’s Club Article and Photos By Lana Soldat

The Lake Carroll Women’s Club held its regular meeting of the New Year on Thursday, January 8, 2015 at 1pm at the Lodge in Lake Carroll. After members battled through a blizzard, President Marve Feucht called the meeting to order and then lead the group in the Pledge of Allegiance. Due to the inclement weather, our program’s guest speakers were moved to the first part of the agenda.

Vice President Pia Molloy introduced our speaker, Janie Dollinger from the Lanark Public Library, and Gretchen Wallander from the Pitter Patter Pantry, organizations that Lake Carroll Women’s Club support.

Janie Dollinger, Director of Lanark Public Library, shared historical and informational facts about our local library. The Lanark Library started in 1886 with 400 members who paid $1 each. The library is supported by city taxes. Lake Carroll residents can get a library card for an annual fee of $50 per family. The library has many services, including county and city maps, local daily papers, homebound deliveries, interlibrary loans, large print books, audio books, DVD’s, faxing services, early literacy station, Genealogy local history collection, and more.

Janie Dollinger, Director of the Lanark Public Library, spoke The Lake Carroll Women’s Club donation to to ladies about the many services the library provides, as the library is used to purchase summer reading well as historical information. books (our Women’s Club logo is put on the books). E-books are also purchased using our donation.

Gretchen Wallander, Director of Pitter Patter Pantry, shared information about the community run non-profit which is used by families enrolled in the Carroll County WIC-Women, Infants, & Children--program. Their clients earn “Baby Bucks” to spend at the Pantry by getting health check-ups for the children, going to school, going to the library, and attending WIC appointments. The “Baby Bucks” can be used to purchase diapers, lotions, shampoo, blankets, cribs and many Gretchen Wallander, Director of Pitter Patter Pantry in Mt. more items for newborns to children age 5.

After the program, President Marve Feucht led a brief meeting that included: • VP Pia Molloy reminded us that our February 12th meeting will be at 1pm followed by our special guest speaker, an Abraham Lincoln impersonator. His presentation will be at 2pm and is open to all Lake Carroll residents and their guests. There will be no charge, but donations are requested. March will be a session on the therapeutic benefits of Essential Oils. April is our trip to Barnacopia in Polo.

• Bonnie Ewing reported that the upcoming Derby Tea is scheduled for May 2nd with more information coming next month. This will be a new Spring event for Lake Carroll.

• Barb Anderson reported for the Senior Center. She said the 1st week of every month there is a Grapevine insert in the Prairie Advocate with information about the Senior Center. You can find information there about foot clinics ($25 fee), Yoga, quilting sessions, pool players and bingo. New hours at the center are 8:00-2:30 p.m. Monday through Friday. AARP tax aid season will be starting soon, around February 11th or 12th. Please call for appointments at 815-244-1800. There will be a meeting for Grandparents and Other Relatives Raising Children on Tuesday, January 27th. There is no charge and lunch will be served at 12:30 p.m.

The Lake Carroll Women’s Club Ways and Means Committee, co-chaired by Bonnie Ewing and Joan Abbott, has been busy planning a Kentucky Derby Tea fundraiser. This event will take place on Saturday, May 2, 2015 from 2pm to 4pm at the Lake Carroll Clubhouse.

Tickets will be available for purchase in mid-March for a cost of $18.00 per person which will include a traditional High Tea menu and a variety of teas. Several items will also be raffled, and monies raised will be used to support local organizations.

All Lake Carroll residents, their families and friends are invited to attend. In the spirit of “Derby Day”, those in attendance are encouraged to decorate and wear a hat. So show off those fascinators and portrait hats in true Kentucky style, and plan to join friends and neighbors in support of so many worthwhile charities.

Following the Tea, join friends to cheer on your favorite horse as the Kentucky Derby will be shown in the Clubhouse bar.

Lake Carroll Has “Lots to Offer” Refer a New Lake Carroll Property Owner and Receive $500 Mike Schmieder, General Manager Over the past several years, Lake Carroll Association has unwillingly acquired dozens of Lots through our ongoing foreclosure policy or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced.

We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA. Here’s how the program works: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact me at the Association Office. Instruct your friend to inform me of your name as the member who referred them. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property and pays the first 12 months of dues, you will receive $500.

To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current website. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot, and a photo of the property. We anticipate having this page available prior to February 28, 2015.

In addition to providing another person or family the opportunity to enjoy all that Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. The Association needs more Members and there are people out there who would like the benefits of Lake Carroll Membership and Ownership.

In this month’s article we’re going to showcase one of the fish species in Lake Carroll, and educate our members about them. This species is a main staple for the angler that likes to have a fish fry, they are extremely aggressive during the spawning season, and create some great fishing memories for seasoned anglers as well as the novice, and they are readily caught through the ice during the winter. It’s the crappie.

Most people that fish the lake talk about ‘crappie’ fishing, but many are not aware that we actually have two species of crappie at Lake Carroll; the white crappie and the black crappie. The white and black crappie are also capable of hybridizing to make a cross, but it doesn’t happen that often.

male crappie will move into shallow water and build a nest for spawning. One female can spawn with several males. Black crappie females can produce between 11,000 to 188,000 eggs and the white crappie can produce between 2,900 and 91,700 eggs! That’s a lot of eggs!

However, keep in mind that many of the young are food for other predators and don’t make it to adulthood. Once the eggs hatch (3 to 5 days) the males remain on the nest to protect the developing fry until they disperse. The female moves back into deeper water after spawning and anglers will commonly target drop offs into deeper water to catch the big females when the males are guarding nests.

The next time you have a crappie on the line, you’ll probably find yourself asking, “How many spines on a black crappie compared to a white crappie?”

In most instances, if you catch a crappie at Lake Carroll, it will be a black crappie. When white and black crappie are in the same body of water, the black crappie normally out compete the white crappie, therefore dominating the fish generally caught by the angler. While both white and black crappie are very similar in appearance, there are some visual differences that can give you an indication as to which species you’ve caught. The white crappie has visible dark vertical bars along the body while the black crappie has more of a mottled black over white appearance. However, to be sure which species you’ve caught, you can count the number of dorsal spines on the fishes back to be sure. The white crappie will have 5 to 6 (rarely 7) spines while the black crappie will have 7 or 8 dorsal spines.

Crappie are a predator species, normally occupying open water areas with submerged timber or aquatic plants. Their diet consists of zooplankton, aquatic insects and small crustaceans and fish. Young crappie feed primarily on the zooplankton and insect diet but as they mature into adults, they feed primarily on fish but can also feed on insects. Therefore, minnow type baits or live minnows are effective for catching crappie.

Crappie usually mature in 2 to 3 years, and In the spring, as the waters warm in the shallows to about 60 degrees (Usually around Mother’s Day here in Northern Illinois) the

For those of you who love to ski and tube you are not too happy with our January thaw, but I must admit, it sure beats last winter. Mike and Jon did a great job preparing the ski and tube hill as I write this for the opening weekend with Winterfest – one month late of when we wanted to be open. And an added bonus of approximately 7 inches of natural snow dropped on pretty much just Lake Carroll on Wednesday, January 21st, we are in good shape. I hope you all get to come out and enjoy the ski or tube hill, they are a blast for any age.

I thought I would recap 2014 for you from a maintenance standpoint.

- I still haven’t forgotten one of the 5 worst winters of all time; endless plowing, ice, and piles and piles of snow everywhere, not to mention the salt shortage. Then once it melted, it was so dry it just disappeared rather

than fill the lake up.

- We started our dredging program, and actually moved mud. It was certainly a learning experience for the whole staff as we had to learn how to weld plastic, fish a 6 inch pipe off the bottom of the lake, dig a clam out of the cutter head (no pearls), and wondered how golf balls got in the middle of 3 Tubes bay.

- We could have kept the harvester out cutting weeds the whole year if we wanted; clear water made for great growing conditions for weeds and they grew and grew this past year. We typically stop cutting in August once temperatures warm up, but this year we went past Labor Day and probably could have continued into October.

- The fence at the spillway was finally completed in 2014. The mystery of why there’s a gap in the fence can now be put to rest.

- The sediment pond at the 3 tubes was expanded this year and wing walls were added. This is all for the plan of keeping sediment out of the lake. Three Tubes is one of the biggest areas where sediment enters the lake, this is one of hopefully many projects that we will be doing to focus prevention of sediment upstream of the lake.

- We added a barge and excavator to our arsenal of machinery. These two pieces made building rock reefs in the East Marina a breeze with the help of the Fishing Club. Plans for more in 2015 are being made now. The barge and excavator also helped us do some mechanical dredging in coves that the dredge cannot reach. We were able to dig out two coves in 2014 and plan on getting to more in 2015.

- The Ski Hill groomer was rebuilt this past summer and early reports are that the slopes will be as smooth as glass now. If any of you have had to listen to Mike Reed talk about the bumps in the ski hill that only he can see you will not have to hear that again.

- The lodge got some much needed repairs. Blinds in the fitness room kept the room cooler in the summer, window repair throughout the building will help in both summer and winter and new carpet and tile in the Ski Rental area helped brighten up the basement.

- The pool limped through the summer with leaks and valves failing all summer. This resulted in going through more chemical then we normally do, but I am happy to say that we never had to shut the pool down all summer. We are already planning on what needs to be fixed before Memorial Day 2015.

- We survived a lightning strike to the campground and aquatic center this summer; it created some pump issues and some inconveniences, but could have been much worse.

All in all I am happy for a great 2014. I would like to thank all my staff for their hard work; I hope you are seeing improvements to the whole community and as always, if you have any comments let me know.

Ice Breaker Tree Sinking Raffle

The Fishing Club, at Mike Siciliano’s suggestion, is once again having a “Guess when the Christmas tree goes under” raffle this year. We have attached cement blocks to a tree on the ice by the dam. And for just $1 you can guess as to when it will fall through the ice.

The idea is to guess the day the tree goes all the way through the ice, plus am or pm on that date. We decided on $1 per guess with the pot going to the closest guesser (one guess per person please). The cut off for guessing is March 1st.

The Fishing Club members met on January 14th for our monthly potluck meeting. After enjoying the meal with delicious sides brought by the members, our meeting was called to order by our President Bill Comstock. Bill thanked all the ladies involved with the annual Christmas Party for their hard work in making this year’s party a success along with the Lake Carroll staff that put on a great meal for us all.

Mitch Feucht gave his treasurer’s report for the month, which was accepted by the members. Mitch reported the club had 153 members as of this December. Tom Stangl made a suggestion that the club have some of its monthly potluck meetings on weekends to allow more people to attend that are not here during the week. He suggested potluck meetings during this summer to go along with the annual open house at the Hatchery. We will publish dates when they are finalized.

Our problem with the Fawn Pond valve was also discussed. Tom Stangl set up a meeting with Facilities Manager Shaun Nordlie, Golf Course Superintendent Tim Throop, and Lake Committee Chair Tom Wienecke to discuss the repair options, as the pond affects the golf course and lake along with our Hatchery efforts. Being that funds might not be available for a permanent repair this year, suggestions were made for a temporary fix that will provide water for the course along with the ability to use the pond for our Hatchery. It is our hope that if funds cannot be made available for the permanent repair, this lower cost temporary fix will be approved.

Women’s Club President Marve Feucht asked the ladies and their husbands to attend the “Conversation with the President” on February 12th, 2:00pm at the Lodge. All are welcome to join the Women’s Club visit with the Abraham Lincoln impersonator, George Buss. Come with questions for the President.

Barb Anderson also reminded us of the Winterfest activities at the Lodge this coming weekend on the 17th.

The 50-50 raffle had two winners tonight. Marve Feucht won $40 and Sara Runyan won $30. Congrats!

President Bill adjourned our meeting at 7:09pm so those who wanted to could attend Mike Siciliano’s surprise movie night featuring “Blazing Saddles.” Popcorn was great and the movie funnier than I remembered. Thanks Mike!

Every year we have members who react when they read notices saying that our Ski Hill and/or Tub Tow do not have adequate snow coverage for use. They compare us to Chestnut Mountain or other full-scale ski facilities. Some even compare us to a 100 mile radius of facilities. While I can appreciate your frustration, it is important for LCA members to understand that we are not a ski resort community. Our amenities are widespread and our staff does a great job at keeping those amenities available to the community…when it’s within their power and ability to do so. Snowmaking is one of those things we just can’t 100% control.

I would like to explain though what it takes for our staff to make snow. With the snowmaking equipment we have, temperatures must be in the single digits for us to make snow. Realize though, that a predicted low temperature of 7 or 8 degrees could produce minimal results as the low temperature may last only an hour or two. The wind also plays a big role. Sometimes it’s our friend and sometimes it takes our manmade snow and puts it in places where we can’t use it. A third factor is humidity. Believe it or not, humidity can be high even at these low temperatures; and when it is high, the manmade snow can turn into a cloud and float away.

We prefer when the temperatures get down to around zero or lower so we can really pour out the snow. Last year we added a second PoleCat. Temperatures still need to be single digits for the PoleCat, but when they are, the amount of snow that it can create is amazing. We’re hoping that these two machines will have a great impact on our snowmaking abilities and can make a difference in everyone’s skiing experience.

As for the comparison between us and Chestnut – I am afraid this is not a fair fight for Lake Carroll. The PoleCat that we are so excited to have two of this year – Chestnut has 65 and the majority of them are mounted 30 feet in the air to maximize snow making. They also have 15 Super PoleCats that are mobile – these pour out at least 1.5 times the snow that a regular PoleCat can make. Chestnut also has coverage; a lot of their runs are in the trees, not in the open like our Tube Hill or the Ski Hill. Chestnut has an endless supply of cold water out of the Mississippi River whenever they want. We have a pond that works great, but it shows its limits when we have made snow for 72 continuous hours. Water pressure is another thing that we always need to consider when making snow, something Chestnut never has to worry about.

I want to thank the staff of Mike Reed and Jon Doty along with their part time help for putting in sometimes long hours in very cold conditions doing anything they can to have the Ski Hill open for the members. After 29 years in distribution, Palatine man focuses on dogs

For 29 years, Brad “Casey” Howe of Palatine was a sales distributor of live lobster from the East Coast. He was known as Casey the lobster man.

He obtained the lobster from Maine or Massachusetts and had it shipped through O’Hare International Airport, where it was then distributed to the Drake Hotel, Morton’s Steakhouse, and several restaurants in Chinatown and elsewhere, he said.

But with changes in the airline industry, along with some personal health issues, Howe decided to close the distribution business.

He saw a story in the early 2000s about Bark Busters, a franchise that offers in-home training for dogs. He clipped it and saved it. He then decided to pursue franchise opportunities and settled on Bark Busters, a global company focused on training dogs at the client’s home.

The organization put him through a criminal check and three personality profiles to see if he would be suitable to handle dogs.

“Not everyone is fit for the job,” he said. “You have to really have a love for animals.”

In 2006, he opened his Palatine-based Bark Busters franchise and became a certified master trainer. While he operates an office in his home, he goes to client homes to train dogs. No shock collars or abusive treatment is allowed, he said.

“We train any breed, any age,” he said.

Besides house training and helping to reduce excessive barking, his training also focuses on separation anxiety, aggressiveness and even sibling rivalry, he said.

Perhaps his most emotional case was his own dog, an 11-year-old Shepard mix suffering from cancer. For 22 months, he helped Dusty deal with cancer treatments until the dog recently passed away. Howe’s devotion to Dusty, as well as to other dogs, helped him to earn the Bark Busters International’s first “For the Love of Dogs Award,” presented to him via Skype during the organization’s annual convention in San Diego, California. The trophy includes “In Memory of Dusty” an award that will be given annually by the organization, he said.

“I am not only overwhelmed, but humbled too,” he said.

HCC offers new online job search network Highland Community College announces the launch of a new web-based job search board called College Central Network (CCN). The free service will assist job seekers in finding employment, both locally and nation-wide. The College has decided to offer the service to the entire district including students, alumni, and community members free of charge.

Users will be able to search job postings, build or upload resumes and career portfolios, read the latest job search tips and trends, access announcements, career advice, podcasts, videos and articles related to career options.

Area employers also have access to the network in order to post job openings and review the resumes and career portfolios of area job seekers.

Over 60 area employers are currently utilizing College Central Network.

“Our Career Services staff has done an excellent job bringing this service to regional employers and Highland students,” said Liz Gerber, vice president of student development and support services. “While we see this service as vital to our current students, CCN allows us to share this resource with our alumni and the residents of northwest Illinois as well.

Our hope is that the tool helps strengthen the workforce in our region by supporting local companies and local job seekers.”

Highland’s College Central Network can be found by visiting www.highland.edu/ careerservices. Students, alumni and residents can create individual accounts and begin to access job postings and services immediately. Employers are welcome to set up accounts in order to post openings and search resumes. Current students have an account already established, which can be accessed in the same Internet location.
