CONTIGUOUS LOT PROCEDURE

In May the Lake Carroll Board of Directors approved a revised policy to not charge past dues when separating one or more contiguous lots. See page 12A.

General Manager’s Message

Summer has arrived and we are still getting spring rains.

Damage from the major storm in June continues to impact our operations in the community. The biggest impacts are at the golf course and lake. We are getting engineering studies on the Three Tubes Dam and bids on repairing the spillway and culvert damage on the golf course.

None of the damage to the course will impact the irrigation project we are planning for next spring. The Dick Schwalbenberg good news is that hole #11 is now open for play. The cost General Manager for the damage from the rainstorm to the culvert at the pond by hole #1 and the spillways by #15 are expected to be over $26,000. We do have $20,000 in our Fixed Asset Budget for Cart Path Extensions and can use that for most of this repair. We have several projects completed that were under budget and I believe we will save enough money to cover the $6,000 overage.

The damage to Three Tubes Dam is still be assessed and our goal is to have a more permanent solution rather than just a repair. We expect to have a detailed plan by the end of July. We will also be looking at the upstream silt pond and determining if that needs work to be ready for the next storm.

Besides the repair, we also have suffered from lack of business on the golf course, clubhouse and events in the community. We have lost greens fees and cart rental income from members and groups that cancelled. Our Food and Beverage sales are way down due to cancellations and bad weather. We have even seen a decrease in gas sales on the lake. Now that summer is here, we look forward to better times. iMIS, our membership system, is being revamped and we are in the final stages of testing. The system will be membership driven to serve you better. I expect the conversion to take place the week of July 8th. We will experience some down time during the conversion, but we should be able to handle all transactions and requests members might have. The iMIS system has a volunteer module and we have sent the information in the e-blast on how to log into iMIS and complete the survey. You will need to have an email address in iMIS to be able to access the system. Also, emails must be unique in the system. This means that if you share an email with your spouse only one of you will be able to log on. If you have any issues, please send and email to webmaster@golakecarroll.com; include your name(s), section/lot, and primary email addresses.

One goal of this revamping of iMIS is so it will be our only platform for membership, member billing, activities, events, calendar, member payments and website. This will then be a one stop place for all the member needs and provide our outside face to the public. Member data conversion is the second step with website, billing, voting and newsletters to follow by the end of the year.

Starting 4th of July weekend we will be grilling on the patio for lunch on Friday, Saturday and Sunday. We will have several options including a golfer’s grab and go lunch. We will be publishing a Clubhouse update for the Fourth of July weekend in our e-blasts along with other menu changes. Please check the Lake Carroll Facebook page for specials and updates.

Optional treatment program was submitted to membership for dock and lift treatments for aquatic plant management. The first optional treatment had 143 participating properties. Optional treatment 2 of 3 will take place the end of June for those that enroll.

Currently approximately 80 are enrolled Water quality data was collected. Water clarity transparency readings were at 18 feet Recent flooding caused severe damage to the threetubes area of the lake. The heavy rainfall caused an over-topping of our road (and class 3 dam) at the 3tubes. This over-topping caused erosion damage to the downstream area of the dam. We have secured budget estimates for engineering and possible construction of long-term permanent solutions to the erosion problems at the 3-tubes area

35 *PO have paid on their LIP account but are considered delinquent & a member not in good standing Fischer worked on the culvert repair to reduce sediment into the lake in Section 26 on Tuesday June 11 th & 12th.

Part of the project was working cooperatively with the neighboring farmer to create a silt basin above our property on his property. To save LIP funds Facilities did the trucking for the silt that needed to be removed. This project will enhance and improve the trail in the area we had the red snow fence up. The hill was contoured to divert runoff, the culvert was extended to carry the runoff away from the trail and the trail was widened. The rip rap of the hillside will be finished the week of June th 15 . Completion was delayed by the rain on Wednesday June 12th

Outdoor: In the opening process, a CPVC fitting broke and was replaced. It was discovered that the heat exchanger had a crack and it was replaced. The new liner, Becs system and Accutab system are all functioning very well. At this point it appears that we will save a considerable amount in chemicals compared to last year. Although, the numerous storms, cold weather and decreased usage this year, a year to year comparison would not be conclusive

Indoor: operational with no issues The rain event of June 5th created some issues, the trails required several days of repairs. We mowed approximately 75%-80% of the of the lots saving the Association significant dollars that otherwise would have been paid to a contractor. The cost is $5,500.00-$6,000.00. The Association will receive a net of approximately $22,000.00 in revenues

Synopsis from reporting officer for calls, on the dates listed, located in the managers report Member ID card scanning began over Memorial Day weekend with many issues identified. Tables have been re-worked and scanning has resumed. Office Staff have been busy creating new updated cards for members whose cards are not scanning properly The technology for the BOD meetings in the Clubhouse has had issues. The mics have been evaluated, no issue identified. Vendor tech & I will be available for the start of the June BOD meeting to minimize issues.

RULES & REGULATIONS The current copy of the Rules & Regulations is available at the Front Desk or may be accessed through the official LCA website: www.golakecarroll.com. Click on Resources>Document Library>Membership-General Info>2019 Rules & Regulations. A&E Building Regulations and other membership documents are also available. If you have questions, please call the Office.

ASSOCIATION DUES All Association dues, assessments and fees must be current to be eligible to use the Lake Carroll amenities. Photo ID Membership cards must be presented at the Golf Course, Swimming Pool, Campground, Ski Hill, etc.

If you are paying your Association dues on a quarterly basis, the 1st & 2nd installments must be paid to use the amenities. Third Quarter Payments will be due

by July 31, 2019. Quarterly bills were sent out the last week of June. Bills for the May 2019 mowing will also be sent during this time period. They will also be due on July 31, 2019.

INFORMATION SHEETS New owner packets are sent to our new property owners upon receipt of a copy of the recorded deed, which should be accompanied by the transfer fees and any other outstanding dues or fees. A 2019 Information Sheet is included with this mailing.

This form must be completed and returned to the Association Office. Photos are needed for the Amenity photo ID cards. Decals and guest passes will be processed when we have your information. All vehicles belonging to the property owner and used at Lake Carroll must have a current Association decal displayed. Also, be sure to provide the required registrations and proof of insurance on vehicles, watercraft, ATV’s, golf carts and snowmobiles. Members in good standing are the only persons eligible for registration privileges.

HOMEOWNER ADDRESSES As we have previously stated, PLEASE inform the Association Office at 815-4932552 Ext 114 as soon as you become a full-time resident so we may update our address & phone information. All lot owners are requested to forward all contact information (addresses, email addresses or phone numbers). Your cooperation is appreciated.

PHOTO ID MEMBERSHIP CARDS Thanks to all owners who have already had their pictures taken for the Lake Carroll membership cards. Please take the time to stop by the office this summer and have this done. It only takes a small amount of time.

Please remember, photos for ID’s must be a clear head and shoulder shot with the subject facing the camera and full head features (face and hair) are visible. No hats or sunglasses accepted. We will not accept scans or copies of other ID’s that contain holograms.

The Front Desk is available to take your picture(s) Monday through Friday 8am4:15pm, and Saturday 8am-12:45pm. (You must arrive at least 15 minutes prior to closing.)

MARINA GAS INFO: REMINDER: You can no longer charge Marina purchases to your lot. Please be prepared to pay by cash or credit card at the time of purchase.

BOATER REGISTRATION CARDS There are approximately 442 registered watercraft at Lake Carroll that has an expiration date of 6/30/2019 with the IDNR. The Department of Natural Resources DOES NOT send out watercraft renewal notices. It is your responsibility to make sure your watercraft registration is current. Please refer to our website www.golakecarroll. com - Amenities>Lake & Natural Resources, Watercraft Registration Online Renewal System to link to the IDNR to register online. When you receive your new State of IL logo-decal, you will also receive your new Watercraft Registration card which will have a new expiration date of 6/30/2021. This card is approximately 3”x 5”. The Association Office must have a copy of this card on file. Please take the time to bring it to the office (we will copy it) or email a copy to us so we may update your records (be sure it is clearly legible). You will not receive your watercraft decal next year until we have a copy. Provide it now before you file it away & forget where you put it.

There are approximately 57 additional registered watercraft that have applied for, or a few cases reapplied for, registration with the State of IL. We have your applications for registration on file. You should have sent these into the State with the proper paperwork & monies. The State will then send you your current watercraft decal and registration card (approximately 3” x 5”). The Association will require a copy of this card when you receive it. Future decals will not be issued until we have a current card on file.

Insurance information needs to be updated each year – when you receive your notice from your agent – send us a copy of the new policy for the upcoming year. We thank you for your cooperation.

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

Any written articles, committee or club ads, or photos submitted for publication in the Lake Carroll News must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Doing donuts are prohibited in these areas due to the damage they cause to the gravel and the damage to other property owners’ vehicles and property. Security will continue to issue reckless operation citations for this offence.

MEMORIAL DAY WEEKEND Memorial Day Weekend went well from a security standpoint. Friday and Monday were basically both wash outs due to rain. No accidents or incidents were reported on the trail. A boat sank on the lake, no one was injured. The Security Department received two complaints about reckless boating, the complainants did not want to sign a complaint; the boats were both located and issued warnings. During Memorial Day weekend the Security Department issued 11 citations and 23 written and verbal warnings, checked 33 fishing licenses and creel limits, checked 902 vehicles at the gate, marinas and pool, checked 104 ATV’s and assisted 87 boats at West Marina and 11 boats on the water.

FIREWORKS Fireworks are ILLEGAL at Lake Carroll. There are property owners, veterans, and pet owners who do not enjoy fireworks. If you choose to light fireworks; you will be issued a citation.

CARPOOL TO MARINAS IS RECOMMENDED When using the marinas during the summer months, please consider carpooling on the weekends, do to amount of people enjoying our lake, parking space can be limited.

FISHING AT THE MARINAS Fishing at the marinas is a popular pastime during the summer. When fishing off the docks at the East and West marinas, please be considerate of other people who are not fishing.

Give them room to get where they are going. Try not to leave too much equipment lying on the docks. I always receive complaints from boatowners at the marinas stating disregarded line, lures and hooks being left on buoy ropes or boat covers, this is not only inconsiderate but dangerous to the boatowner. When fishing from the docks, you cannot fish from a boat moored at the marinas unless you own the boat, this will be considered trespassing.

PEDESTRIAN CAUTION With the summer season upon us, it is that time of year when bikers, joggers, and walkers return to the Lake Carroll roadways. Please remain aware that these pedestrians will be sharing the roadways. For those of you who do bike, walk or jog wearing a safety vest is recommended. These vests vastly increase your visibility to motorist AND can be purchased at the LCA office or any big box store.

SKIER DOWN FLAG The boat patrol officers have asked me to clarify the state of Illinois regulation of the use of an orange flag while towing a skier or tuber. This flag should only be flown when your watercraft is towing a skier or tube. This flag is not meant to be flown at all times, only when towing a skier or tuber. The flag does not need to be flown when the watercraft is anchored.

When the flag is flown at all times it defeats the purpose of utilizing the flag in the first place.

LITTERING Littering I will say it again LITTERING, it is very disheartening having to bring up this subject in a place as beautiful as Lake Carroll. We all know it is illegal to throw garbage or cigarette butts out of a vehicle window. I have been receiving complaints from property owners about this very thing. Well we made it through the Memorial Day weekend without any serious injuries. Most people that were out on the water and trails were very courteous and observed our rules and regulations. But (there is always a but), there were those who I say “left their brains at Rte. #72 and Zier Rd.” There were reports that some boaters were driving crazy, even traveling the wrong way around the lake. There were many watercraft that were put in the lake for the first time since last fall. The combination of new boats, new drivers, mechanical problems and yes, no plug in the boat led to many disabled boats needing assistance. One boat actually sank in deep water. All passengers were fine. I received phone calls and read blog comments asking where was the Security boat? Really, one Security boat helping the disabled boats and 4 hours assisting the boat that sank and the recovery. Most people don’t realize that every Memorial Day weekend are always crazy. One thing that stands out was to learn that from all the blogging and talk about how reckless the boaters were acting, Luke/ Security only received 2 calls about this reckless behavior. The two calls did result in warning citations. Warnings were issued because Security did not witness the behavior. Luke, Security Supervisor, shared his plan to our Safety Committee which included a new hire that will be trained and used on a second boat to observe boating activity and to document section and lot numbers of boats disobeying our rules and regs. I normally don’t put this info out, but I feel Security needs a little support. You may be surprised at these stats. These are only from 2 days, Friday May 25 and Saturday the 26th.

Security checked: - 104 ATV/UTVs, 98 of the 104 checked had their Lake Carroll Safety Certificates from successfully completing the mandatory quiz.

BEWARE OF SUMMER SCAMS Summer is here and along with it come all the holiday plans. Make sure that your plans do not include becoming a victim of a scam artist’s trap. Even though there are con artists who run scams all through the year, the statistics for the number of people who fall prey to these scams rise in summer. Despite the number of warnings that are issued every year, there are huge numbers of people who get tricked.

POPULAR SUMMER SCAMS The most popular summer scams are the summer rental scams, summer job scams, concert ticket scams and the door-knocker scams. However, these aren’t the only ones. Here’s a list of all the summer scams that you could become a victim of this year.

SUMMER RENTAL SCAM Finding the perfect summer rental that has all the right elements is not the easiest thing under the sun. You just never seem to find a place that is close enough to the beach, has the right number of bedrooms and bathrooms, and is available at a reasonable price. So if you do find one, don’t pounce on the offer. It is most likely to be a rental scam. The worst part about a rental scam is that you won’t know that you’ve been stood up until you arrive at the site and discover that the place doesn’t exist or that the property was never on sale. Scammers are known for stealing pictures of properties off social media or actual rental websites and selling them at highly discounted prices on sites like Craigslist. The best thing to do before you book a rental is to visit the property in advance. In case you can’t do that, look for reviews about the company online. Copy paste a few words from the ad onto your search browser and check if the ad has been reported. If there are no reviews, ask for references and confirm that the property does actually exist and is available for rent. If you are dealing with a real estate agent, ask for his/her license number and check it. It is advisable to make payments through your credit card so the charge can be reversed if the need arises. However, this can happen only if a cancellation policy is applicable, so don’t forget to read the fine print.

DOOR-KNOCKER SCAMS NOTE – Unsolicited in-person sales and offers are not allowed in Lake Carroll per the LCA Rules & Regulations: § 50.06 NUISANCES. (D) Soliciting: (1) No person shall beg, peddle or solicit within Lake Carroll, except by permit, said permit being issued by the Association’s Office during regular working hours. If someone shows up at your Lake Carroll home offering their services, that’s your warning flag.

A door knocker scam can range from protecting an endangered species to someone trying to sell you some product that you just don’t require. The cause or product that the person is offering may be genuine, but the person may not. If you support the cause or like the product and intend to buy it, first ask the salesperson for their permit. Door-to-door salesmen are required to have a permit. If they have a permit you can go ahead with the payment. Make the payment either by credit card or check, but never in cash. If the salesman does not have a permit, do not buy the product from him/her. If you still want to donate to the cause or buy the product, you can always do it online.

WI-FI SCAMS Wi-Fi scams are a mode of conducting theft of sensitive information where a person logs onto a free Wi-Fi network and the scammer gets access to the files, emails, and other information on the devices connected. Free Wi-Fi does not mean that it is a secure Wi-Fi. With municipalities offering free Wi-Fi, it is becoming tougher to spot networks that are not secure. Check with the network provider or an authority before you log onto any free wireless connections. It is advisable to use a VPN (virtual private network) for transactions that concern sensitive information.

FRONT DESK & FAKE MENU SCAMS When you’re traveling always beware of becoming a victim of a scam. These are the two most common scams that travelers experience. The front desk scam is pretty simple after you check into the hotel, you get a call from the ‘reception’ saying that they are experiencing problems with your credit card. They ask you to confirm your credit card number and that’s how the scammer gets your card’s details. If you ever get such calls from the “front desk”, hang up and call back. Or walk over to the front desk and check if the problem is genuine.

The second scam is fake menus, con artists make fake menus and steal your credit card information when you call to order food from them.

HOME IMPROVEMENT SCAMS NOTE: LCA A&E Rules §71.15 REVIEW(A)(2): (excerpt) All contractors and subcontractors must be registered with the Lake Carroll Association. If someone shows up at your Lake Carroll home offering their services, that’s your warning flag.

There are many variations of this one, they knock on your door, tell you that they’ve done work for your neighbors and have left over material from it. They offer you a deal for a highly discounted price. Why not get work done if you’re getting a good deal anyway, right? First, talk to your neighbor and ask them if they really used this person and find out if he/she did a good job. In a slight variation to this scam, you get a knock on your front door from a man posing to be a contractor. He tells you that he worked for a house further down the block and just wanted to know if anyone else on the block needed to repave their drive or repair their roof. They offer you a fair quote and usually ask for advance payments. Keep an eye out for phony landscapers as well. These people either do a shabby job or just never turn up.

By Matt Ripplinger, Member of the LC Safety & Security Committee July’s article is a must read if you are going to own and operate a boat on our lake, or be a passenger in a boat on Lake Carroll.

Don’t overload your boat, know the capacity. Make sure you have lifejackets for every person in the boat, and make sure they are the appropriate size for each person. Children MUST be wearing their lifejackets; it’s a State law.

If you are pulling a skier or tuber, it’s a good idea to have either your spotter, or someone else on the boat, preferably a good swimmer wearing a life jacket and ready to jump in the water at a moment’s notice. What if injury would occur to the person you are pulling? Are you ready to immediately have a person or two jump in the water and save their life? Many people don’t think of that.

Everyone is using the required orange safety flags, and that’s great. One flag up if you’re pulling someone behind your boat and two flags up when that person has fallen into the water.

Now when you’re following someone pulling a skier or tuber, do not follow very closely, nor follow directly behind them. If they should fall in the water, you may not notice them quickly enough and could cause some serious injury.

If you have a jet ski and you are allowing a visitor to ride it, please give them the proper instructions on our lake safety rules such as our no wake zone’s, speed limit, and our counterclockwise direction of travel rule.

If you are out for a leisurely ride, as most people are, please be very aware of people pulling tubers or skiers and jet skis. All these crafts may be making sudden and unexpected turns in front of you; NEVER follow too closely.

After you’ve had your fun let’s talk about taking the boat out of the water. Many people have a real problem with this. First of all, have all your passengers get out of your boat before you try and put it on the trailer. This will make the boat lighter and easier to slide onto the trailer. For the person standing in the water hooking the winch strap onto the front of the boat, please be aware that the takeout areas can become very slippery. You don’t want to slip and slide down underneath the trailer.

What if you’re just pulling back into your boat slip and it is very windy ...what do you do?

Try to go into the wind when you’re pulling into your slip. That might mean pulling into the marina area and going past your parking area, only to turn around facing the wind and then pull into your slip. Keep the wind blowing in your face and you will have better control.

When the wind blows against your back, the wind has more control over your boat. Once you’re pulling in, it seems that half the people want to help you get the boat docked, and the other half stand up and scurry around to find shoes and whatever else they brought with them, preparing to exit the boat. This causes confusion and the captain of the boat cannot see where they are going. Best to ask everyone to remain seated and have one person stand up and either throw a rope to the people on the dock to help you, or grab one of the poles to pull the boat close enough to the dock to tie up. Whatever you do, please do not sit on the very front bow of the boat or stand on the front swinging a docking pole around trying to hook onto something.

You are destined to fall in the water right in front of the boat, or worse yet between the boat and the pier = Instant Disaster.

In closing, have respect for the boat owner. Don’t just exit the boat and run for your car.

Stop and ask if you can help cover the boat or carry anything to the car or house? You might ask the captain if he or she would like some help snapping the cover back onto the boat. It’s much easier with another pair of hands to help you.

Boat registration stickers from the State expire on June 30th. Your sticker is good for three (3) years. Have you looked at yours? Be sure to renew it in time that you don’t have a lapse in your registration. Also, be sure to provide a copy, or stop by the office, so they can update their files.

Please be careful if you’re drinking alcoholic beverages and boating. Hot sun and alcohol can be a deadly combination. Just so you know, occasionally the Illinois Department of Natural Resources (IDNR) patrols Lake Carroll. They have the authority to arrest for DUI. Let’s all have a fun boating season, and let’s all stay safe!

President’s Message

Dear Lake Carroll Members, As you know, on June 4 and 5 Lake Carroll received over 5” of rain in a 24-hour period. The lake level reached 741’9” which is 21” over pool. Pool is the level when the lake reaches the crest of the spillway that was set at an elevation of 740 feet above sea level.

The following is a summary of the significant problems this caused and the impact these problems have had on our amenities and on our budget.

LAKE Tom Bogusevic Our Lake is automatically declared “No Wake” when the water Board President level is determined to be greater than 6” over pool, 740’. On the morning of June 5 our management team declared Lake Carroll “Closed” because of the unsafe conditions on the lake caused by floating debris.

At least 25 watercraft were floating loose on the lake. Several of these boats were found floating in various locations on the lake were still attached to their entire lift systems. Many sections of docks and several whole trees were floating around as well. Cleanup efforts took place June 5 and 6. Five truckloads of debris were pulled from the lake and disposed of during this time.

On June 7 our lake was reopened but at a “No Wake” status.

On Sunday, June 9, our lake was reopened to full use.

THREE TUBES The area of the most serious concern is again the Three Tubes area of our lake. It is a major water entry point into our lake. The water rose so high in the silt pond behind the tubes that it overtopped the road and compromised the dam there. Our Lake Manager investigated the condition of the Three Tubes dam and called in our Inspecting Engineer. It was determined that the water had undercut, or cavitated, areas under one of the tubes and compromised our road above. Several truckloads of rock were brought in and our Maintenance staff performed the work the Inspecting Engineer deemed necessary to temporarily stabilize the tubes and the road above.

This is the third time in the past 5 years that a significant rain event has caused damage in this area of our lake. This most recent event is the most severe because not only did it overtop the road, but it eroded some area under the tubes, not just shoreline. The Inspecting Engineer feels it is time to provide a more permanent solution. He recommends an articulated block and rip rap design. The budget estimate he gave us is $260,000 which includes the Engineering and installation work. On Saturday, June 8, the Board authorized $25,000 be spent to proceed with the engineering of the proposed solution.

Our Golf Course was completely closed Wednesday, June 5 due to the extensive water and debris on the course from the storm. Several scheduled golf events were canceled. The golf course Maintenance staff worked tirelessly to get the front nine open for play the following day. On Friday, June 7, all 18 holes were open and the Rolling Hills Golf Outing took place.

Significant golf course damage occurred when the water, rushing from Swan Lake into the spillway area, overtopped the dam and cart path. The water scoured away all of the boulders and rocks that were protecting the base of the dam and cart path on the downstream side and left the tube that feeds water into the creek completely exposed. The 14th green was flooded, and the creek flooded the area around the 14th tee.

Water also overtopped the cart path on the way to the 15th hole and washed away the boulders and rocks that protect that drainage tube and cart path. In addition, damage to the cart path on the 1st hole was caused by rushing water there, too.

The cost to repair these areas is estimated in the neighborhood of $40,000.

ROADS The most significant road damage occurred on Waconda Drive where 830’ of road edging and other portions of the road was washed out. The road engineer speculated that this problem was, in part, caused by a blocked culvert pipe further up the road. The cul-de-sac on Waconda Drive was scheduled to be paved the following week so we were able to take advantage of that and save on mobilization, but the paving cost was $7850. On Saturday, June 8, the Board authorized the spending of this money and the work was performed the following Monday, June 10.

In addition, the stone and gravel making up the shoulders of many of our roads throughout our Association was washed away by the rushing water. Our Maintenance crew spent significant time replacing the washed-out areas. Many culvert pipes throughout our Association were blocked by debris and that led to washouts in many areas. The removal of debris from culverts and other areas throughout the Association continues a week after the storms.

TRAIL SYSTEM Our ATV Trail remained closed more than a week after the storms because of the extensive trail washouts caused by the fast-moving water. Particularly hard hit was the area between Three Tubes and Peace and Quiet Road. In section 21 an ATV bridge was dislodged and washed to the side of the stream.

Our Maintenance crews spent significant time replacing the washed-out areas. Following their efforts in reshaping and grooming the trail, it was reopened for full use on Friday, June 14th.

As you can see from this summary, the impact on our Lake Carroll community was severe.

Not only were our amenities not available for our use and enjoyment but the economic impact on us is going to be in the neighborhood of $350,000. Because the damage is caused by flooding, it is most likely that none of our costs will be reimbursed by insurance.

Fortunately, our reserve balances have been growing over the past year and much of this event is expected to be covered by our savings. While the storm and its aftermath were significant and must be recognized, our Board continues to work towards improving Lake Carroll for the benefit of all property owners.

Rain, Rain, Go Away Record all-time low temperature in Illinois, January 31, 2019, -38 degrees in Mt. Carroll! That was cold! And, we wished for summer with its warm breezes and rain to whisper us to sleep. Be careful what you wish for!

Now that summer is here, not so gentle rains have deluged our area. And already through mid-June (deadline for this article), the Carroll County area has taken in a Steve Mack soaking 25-30” of rain, a remarkable 50% Board Treasurer more rain than normal. Our neighbor to the east, Chicago, is within 2 inches of its wettest year in history.

RESERVES In 2018, a Reserve Study was prepared with a goal of addressing replacement needs going out as far as 45 years. Yet situations such as the recent flood are less predictable, and funds must be held for potential emergencies. In 2016, our reserves had fallen below $500,000. By 2018, that number had risen to $730,000 and with this year’s specific allocation to the reserves as part of our dues, we were expecting the balance to rise to more than $800,000.

RESERVE FUND COMMITMENT Our Board is continuing to view our Reserve Fund as a fundamental component of our community. Its ability to cushion situations such as this recent flood are worth so much to our vitality.

Will it rain again? Of course. Flood, absolutely! Can our lake withstand these rapidly changing environmental events? In this case, our goal is to avoid a repeat by taking immediate action.

Rain, Rain go Away is something we can only hope at this point.

However, years ago, as our area suffered a record drought, we hoped for Kansas type rains (Kansas City has recorded 26 inches this year to date through mid-June). And, here we are. For those who enjoy negative 38 degree Januaries (as I do), be careful what you wish for!

SATURATION Farmers have noticed. The ability to plant has been severely curtailed. As of June 17, according to the USDA, an unusually low 88% of Illinois corn had been planted. That compares to Illinois being 100% planted the past 5 years. More concerning, as of June 17, only 74% of planted corn had emerged vs. 99% the past 5 years. With less corn expected to be available at harvest, already prices have surged more than 20%, in just 35 days.

How does this relate to Lake Carroll? With ground and farm soil so A REMINDER saturated, the water is running off the land.

As we work our way towards offering monthly ACH payment of dues (see the Treasurer’s article from June 2019), we are reviewing THE FLOOD how the process may impact our Association. As part of this process, Lake Carroll discovered that on June 3-4 a reported 4-6 inches of our Board and Association management are reviewing procedures rain landed in the areas that feed into Lake Carroll. This is nothing to provide payment data to credit bureaus. Prior to activating this new as we’ve had significant rains before. But this time, with grounds change, our Board of Directors is currently looking at ways to address so saturated, the water found its way to our lake, rapidly. Discussed our investment in T-Bills and repurchase agreements.

Board should act on the rule not suspend it.

VIII. General Manager’s Report Dick Schwalbenberg reviewed his report that was in the Board materials and took question from directors.

Purpose: To allow members to remove or modify the Contiguous Lot Agreement that was offered by prior Developers of Lake Carroll and the member not be responsible for accrued dues as required by the original document.

Procedure: The request to remove or modify the Contiguous Lot Agreement must be in writing and delivered to the Lake Carroll Association Office.

The General Manager will review the request and work with the member to remove the agreement from the lots with the following conditions: 1. All lots can be removed from existing Contiguous Lot Agreement or the Agreement can be modified for removal of one or more lots.

2. Member is to pay all costs associated with the removal or modification of the agreement including: a. Transfer fees for each lot b. Legal fees for preparation of deed d. Title fees, if necessary e. Lake Carroll Association Fee is equal to the Lake Carroll County assessed value of the lot. This fee must be paid prior to the transfer of the lot.

3. Once the agreement is removed or modified, each lot no longer subject to the original Contiguous Lot Agreement, will be billed for the current Annual Membership Dues prorated from the date of recording of the deed.

There hasn’t been a whole lot of change since last month’s report. The weather around here is still unpredictable at the time of this writing. Temperatures fluctuate between hot and cool. We’ve had winds that have made a nice day hard to deal with and rains that have come in bunches and with enough volume to even close the lake down for a couple of days. On top of that, the gnats continue to flourish and can take the fun out of going outside. So, what does this have to do with bluebirds? \Well, they live under these same conditions and also have to deal with their natural predators at the same time. Most bluebirds are not being very successful at all so far this year trying to raise a family. Although it can be somewhat discouraging at times, we can still try to help the bluebird population here at Lake Carroll. One of the best ways to help is to provide a home for them. To preserve and maintain the prairies and woodlands of Lake Carroll to improve the quality of the community’s ecosystem.

In April, we wrote about creating a rain garden. The purpose of the rain garden is to detain water coming off the roof of your home and allow it to dissipate into the ground rather than run off the surface carrying with it pollutants and or soil. We indicated in that article that we, ourselves, were creating a rain garden. This month we would like to report on our progress.

We chose a spot that was problematic for us. It sits below the level of the street and below the grade of the house; creating a swale. All the water coming from the two downspouts located along the west side of the house discharged enough water in heavy rains to collect and run towards and across our driveway (near the top of the photo). We calculated that over 600 gallons of water is discharged with a one-inch rainfall through those two downspouts. Over time we noticed silt in the gravel of the driveway indicating it was eroding soil; a perfect spot for the rain garden.

We began by removing the sod, upending it and placing it on the edges forming a berm, creating an impoundment to help retain the water.

The downspout to the north (the far end of the photo), we laid a channel, lined with rocks, channeling that water into the rain garden.

The other downspout at the southern end of the garden (just out of shot at the lower right of the photo) we connected a drainpipe to and laid it underground, under the wooden board walk into the rain garden.

The excavated garden is shown at the left. It shows the excavated rain garden. This project only took 1-1/2 hours total.

In the rain garden we planted native plants that are typically located in wet areas: Blue flag iris (Iris virginica shrevei), dark green bulrush (Scirpius atrovirens), foxtail sedge (Carex vulpinoidea), lake bank sedge (Carex lacustris) and Inland Rush (Juncus interior). These were planted as plugs, as we desired to have plants establish quickly. We also have several other native plants as plugs from a Whiteside County Soil and Water Conservation District sale to put into the garden. Among them is New England aster (symphyotrichium novae-angliae), Ohio spiderwort (Tradescantia ohiensis), Prairie Blazing Star (Liatris), and Blue lobelia (Lobelia siphilitia). We also plan to seed the area with Culvers root (Veronicastrum virginicum) and Blue vervain (Verbena hastata). This will be done in the fall.

Once planted we waited for the rains to come and determine if we did things correctly.

The rains did come and fill the space with water.

You can see from the photo below, water fills the garden but does not breach the berm; even with the heavy rains we have had.

Now the question was, does the water dissipate quickly enough. If it does not, the plants could suffocate and die.

The next time it rained, we determined how long the water was retained before it was absorbed into the soil.

The beauty of the rain garden is not only for its aesthetic appeal but also to help manage and mitigate run- off. This is something that is being looked at in the Watershed Committee.

There we are looking at ways to reduce the soil erosion which adds silt to our lake. The soil also carries with it, nitrogen and phosphorus. We eliminated the problem we had, using native plants, preserved the soil, and dealt with any pollutants; improving our surroundings. Rain gardens are effective in removing up to 90% of nutrients and chemicals and up to 80% of sediments from the rainwater runoff. With our lake, we have to be very aware of any situation where silt and pollutants are generated and reach our waters. Everything we can do to help mitigate this, will help extend the time before we again have to dredge. This garden will look even better when the flowers and grasses fill in and bloom!

We are managing the Edgewater Circle planting with annuals and then prairie seeds this fall. Tom Young just donated and installed a new-style bluebird house at the LCB prairie! Thanks! SEE YOU IN SEPTEMBER…

There is a song from the l960’s sung by Frankie Vali and the Four seasons. One of the verses is “See you in September, see you when the summers through.” That is how the Lake Carroll Women felt after their final meeting of the year and annual Spring luncheon on Thursday June 13.

Following our lunch, the meeting was called to order by President Char Messmore. It was a brief meeting with reports from the Secretary, Treasurer and Standing Committees. We concluded the 20th Anniversary celebration with recognizing some of the original members and the past presidents. Our newly elected officers were installed. They are Gael Will, President, Donalee Yenney Secretary and Rosanne Stangl, Treasurer.

Before relinquishing her job as President of two years, Char thanked everyone that served on all committees during her term. Our new President, Gael Will, said she is looking forward to leading our Women’s Club and hopes we will all continue to work toward our goals of community service and charitable endeavors.

As the song goes, “See you in September…,” Vice President Lana Soldat and her committees will be busy planning the presenters and programs for next year.

The weather forecast called for rain, but Mother Nature and the Rain Gods were smiling upon the Kids Fishing Derby. Even a brief morning shower couldn’t hold back the 79 young anglers, the parents, grandparents, family and friends from enjoying a morning with the kids at the Fishing Club’s Annual Kids Fishing Derby. It was a great way to begin the Father’s Day Weekend. The morning began with registration @ 9:00am, after signing-in, each participant received a Tee Shirt and bait to catch that dream fish. With the check-in process complete, it was time to find a secret spot which would hold that trophy fish. So with pole in hand, bait on the hook, each energetic child anxiously awaited the sound of the horn which signaled the official start of fishing. At 10:00am a blast was heard to cast a line. The Derby had officially begun. But one thing all fisherman know is that some days are better than others, today, fishing was spotty. The tip of the day was to keep moving and try different places to find that hot spot. And some spots were producing, those who guessed correctly caught bass, bluegill, crappie, perch and walleye.

Finding that hot spot was the trick, some young anglers were lucky, others kept searching the marina for active fish. All in all, everyone enjoyed the thrill of watching their bobber go down and then feeling the tug of what was hopefully the “Big One” on the end of their line.

When the fishing ended, our young anglers traded in their poles for game contest hats. Ages 3-6 tested their throwing skills at Bags. Age groups 7-10 and 11-14 entered a casting contest where each contestant had to cast a practice plug into a grid. Everyone was having fun, including the derby volunteers who were busy tabulating the fishing results for biggest fish by age group and most fish caught. Winners for the fishing contest were awarded trophies, game contest winners received a trophy or ribbon. Once all the award winners were recognized, it was time for the Raffle. Each child received a ticket which could win a Casting Rod, Fishing Club Tackle Box or Assorted Crappie / Panfish Jig Kit. And in addition to the Raffle, Frisbees and Jump Ropes were given out for more entertainment. Congratulations and thanks are extended to the winners and all who participated. Good job everyone.

The morning activities were coming to an end, the fishing and games were complete, the awards and raffle finished, all that remained was lunch. Everyone was hungry, so serve up the hot dogs, Italian sausage, chips, cookies, water, juice boxes and Freeze Pops. The Derby was over, everyone was grateful the showers did not ruin their day and that some fish were willing to bite. The Fishing Club wants to extend a grateful “Thank You” to everyone who attended, and especially to all the adults for sharing some time fishing with their kids at the Derby.

One final note to our sponsors, the Fishing Club wants to say “Thanks” to Millers Sport for Bait, Casting Rods and Tee Shirts, to Trophies by George for the Trophies, to LCA for Lunch and the Fishing Club for Tackle Boxes and Crappie / Panfish Jig Kits. It’s their support and commitment which make the Derby a rewarding experience for all who attend. The club also extends a big round of “Thanks” to all the volunteers who worked the registration table, served as judges to measure fish, coordinated games, cooked, staffed the serving table, provided cookies, helped with setup and teardown and to Mike Siciliano for MC duties. They make the Derby fun for everyone. See you next year!

Eighty-four club members and guests attended this month’s General Meeting and Potluck. The evening’s festivities began with the always enjoyable meal which included an entrée of clubhouse broasted chicken, many delicious side dishes prepared by the membership and an update on a few club activities. Following the meal, the first order of business was the Pledge of Allegiance and the introduction of new members and guests. Attending their first meeting as guests, and later joining the club, were Steve and Sandi Hoeft from Naperville.

With the personal introductions complete, Gary Gariff asked Mitch Feucht to present the Treasurer’s Report. This month’s financial statement included income of $435 which was received from Dues, Fishing Tournaments and the Raffle. Expenses totaled $533 and were credited to Hatchery Supplies, Postage, Telephone Service and Potluck Food. Mitch mentioned that the LC Woman’s Club had presented the club with a $200 donation to be used for construction of the Handicap Fishing Pier. This donation will be included in the July statement. The Treasurer’s Report was approved by a motion from Barb Anderson, a second from Tom Meyer and voice approval from the membership.

Following the Treasurer’s Report, Gary Gariff provided an update on several club activities.

HATCHERY WORK DAY – 18 volunteers helped clean, reorganize and repair many items in and around the hatchery which needed some TLC after this season’s Spring Walleye Harvest. Following the maintenance chores, Mike Siciliano grilled burgers and hot dogs for the hungry helpers. Thanks for your help.

KIDS FISHING DERBY – Scheduled for this Saturday, June 15th at the East Marina. Lots of volunteers are needed for setup @ 8:00am, to serve on the docks as judges who measure fish, coordinate games, grill hot dogs, manage the food table, make cookies for our hungry anglers and assist with the cleanup / teardown after the event concludes. The Derby is a rewarding activity which helps introduce each child to the basic fundamentals of fishing. Thanks for everyone’s support.

COUPLES FISHING TOURNAMENT – Planned for Monday August 5th @ 9am at the West Marina. Information is available through email blasts and a flyer in the LC News.

GOLF OUTING – Tee off is August 24th @ 1pm. More details will be available next month, a Save the Date Flyer will provide additional details in the July LC Newspaper.

HANDICAP FISHING PIER – Example photos and size details of handicap piers were provided to Steve Nilles who is helping with the design and ADA compliance regulations. Once the design is approved and the cost analysis completed, details will be presented to the membership.

BASEBALL GAME – Filling in for Mike Siciliano, Mitch mentioned that the club has organized a baseball game outing to Clinton on Tuesday June 25th to watch the Lumber Kings. Tuesday night is $2 admission night. You can upgrade to box seats for $2 more and then have a typical baseball meal of hot dogs / beer for $2 each. It’s a great deal. Those wanting to carpool should meet at the lodge @ 5:00pm.

We’d like to provide some information on safe recreation in lakes. For that matter, this applies to lakes, ponds, or even rivers, streams, and creeks.

In general, when we see clear water we think ‘safe water’ and when we see dark, dirty water we think ‘unsafe water’. In actuality, this may not be the case. Many Joe Rush harmful things that occur in water are microscopic, such Lake Manager as bacteria, toxins, or pollutants, and can’t be seen with the naked eye. Therefore, the most pristine looking water may still be polluted.

In many cases, the way bad things get into your body is through the eyes, ears, nose, and mouth. By simply keeping your ‘head above water’ while being in the lake can greatly reduce your risk to illness and disease. Here are some other tips to be safer when on the water.

First of all, pay attention to lake postings or signage about lake conditions.

In many cases, there is someone looking out for ‘bad’ conditions on the lake and you should make sure you look for postings on possible problems. Even the most pristine lakes or rivers have some type of pollution and watching for these postings can make you more informed. For example, beaches in Illinois are required by state law to monitor water quality for e. coli bacteria every two weeks. If these samples come back too high, the beach is required to close. If

you don’t pay attention to the postings, you could be swimming in an area that puts you at greater risk of illness.

If the water looks bad and smells bad, STAY OUT. This would seem to be common sense to most people, but it really isn’t. Kids and pets are willing to go into some very nasty water with no hesitation. Monitor your kid’s and pet’s activities and educate your children on staying out of scummy water. If you see an area that you want to swim looks scummy, you should look for another area of the lake to swim or play.

Paying attention to wind direction when you are swimming can also help keep you safer. If the wind is blowing INTO a cove, everything on the surface of the lake will blow in and congregate in that small area. It would be safer to go to another area of the lake to swim.

Don’t drink the water. This may be an easy thing for most people to comprehend, however, many don’t think about their infant floating around, bobbing their heads in the water, or when kids suck in and spit water out of their mouth, or even letting their pets drink lake water while swimming.

Ingestion is a primary route for intestinal infections and diseases.

Make it a general practice to shower when you leave a lake or stream. Even rinsing your body can reduce the risks of illness or disease.

We can never make a statement that the lake is ‘safe’ because there are just too many variables involved. However, you can make your recreational activities on the lake safer just by being aware.

2019 Angler of the Year Contest Sponsored by the Lake Carroll Fishing Club

We are excited to announce a new wrinkle to the Lake Carroll Fishing Tournaments for the 2019 Season. We will be introducing an Angler of the Year Contest that will encourage participation and add another level of fun for the anglers at Lake Carroll.

HOW DOES IT WORK? Anglers will be awarded points for each tournament they fish. The higher you place, the more points you get! At the end of the year, the angler with the most points wins! This means that every ounce counts, so even if you had a rough day on the water and aren’t going to be in the money for this tournament, that fish you caught with 15 minutes left could be worth an extra 5 points or so!

HOW DO I EARN POINTS? 1. Every angler will be awarded 25 points just for participating in a tournament, regardless of how you finish.

2. The anglers on the first place team will be awarded 50 points each. The second place anglers will receive 49 points each, third place 48 points, fourth place 47 points, and so on.

3. If a team does not weigh any fish, they will only receive the 25 participation points. So even if you don’t think you have a shot at 1st place, it is still worth it to weigh your fish to earn extra points.

4. The individual angler that catches the largest Largemouth will also receive an additional 2 points for that tournament. The same thing will go for the individual angler that catches the largest smallmouth.

WHAT IF I DON’T ALWAYS FISH WITH THE SAME TEAM MEMBERS? Even though most of the anglers that fish the Lake Carroll Bass Tournaments fish on teams, the Angler of the Year Contest will be an individual contest. Every angler will receive their own points for each event they fish. So fishing with different team members in different events will not have an impact on your individual points. If you fish every event with the same partner, it is possible to have the same amount of points as your partner. However, if one of you ever catches the large Largemouth or large Smallmouth, they will have been awarded an additional 2 points for that fish.

HOW MUCH DOES IT COST TO ENTER? Entrance fee will be $20 per person. The Fishing Club will keep $5 of the entrance fee as a donation the rest will be awarded to the angler of the year.

Bass Tournament Rules: 1. LAKE CARROLL RULES AND REGULATIONS: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.

2. ENTRANCE FEE AND PAYOUTS: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament.

3. MANDATORY PRE-TOURNAMENT MEETING: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw takeoff numbers and identify the take-off boat. All tournament participants are required to attend the pre-tournament meeting.

4. TOURNAMENT START TIME: The tournament will start when the pre-tournament meeting has concluded.

5. TOURNAMENT END TIME: A team’s boat must be inside the West Marina’s no-wake buoys prior to tournament end time as specified during the pre-tournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.

6. TAKE-OFF RULES: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pre-tournament meeting.

Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area. By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pre-tournament meeting.) The take-off boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the take-off boat, each boat may take-off in single file after idling past the take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. No boat can exceed the lake speed limit of 40 mph. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.

7. LIVE-WELL INSPECTION: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before take-off.Any boat without a working live-well will not be permitted to fish the tournament.

8. CULLING SYSTEM: In order to preserve the health of the fish, all piercing culling tags are illegal and use will disqualify team. Culling tags will be checked during live-well inspection.

9. LIMITS AND MINIMUM SIZE: Each team is allowed to weigh-in any combination of five live largemouth and/or smallmouth bass measuring no less than 14 inches in length when measured with a tightly closed mouth.At no time during a tournament should a tournament participant boat have more than five fish in their live-well. Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.

10. COURTESY BUMP: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement.

Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board.

Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish. Any team bringing a short fish to the scales without a courtesy bump will be disqualified.

11. DEAD FISH RULE: A dead fish (that is a scalable fish) cannot be culled and must be weighed in. There will be a .25 lb weight deduction for each dead fish that is weighed in.

Anyone releasing a dead fish will be disqualified.

12. WEIGH-IN PROCEDURES: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their live well to the scales with a bag provided by Lake Carroll. These bags are located next to the weigh-in scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.

13. LIVE BAIT: Live bait not permitted 14. THREE LOT COURTESY RULE: Any angler moving into a new spot should allow an angler already in that spot a minimum of 500 feet of space (the rough equivalent of three average sized Lake Carroll lots.)

From the Golf Pro

June has come and gone in a flash, and it was a very rainy, but busy month. We had great turnouts for all of our outings and tournaments held throughout the month, which included the PC Booster, Rolling Hills Outing, Campground outing, Father’s Day Scramble, Lake Carroll vs Lena match 1 and LCA Big Cup. Thanks to all who participated in any of these events. June also was the start of Junior Golf League and the Junior camps and clinics, don’t worry if you missed the June sessions, we have July Junior Golf Camps still open for signup.

July will be an even busier month around the golf course starting Jason Hill PGA Golf Professional off with the 4th of July weekend events. July 5th will be Moonlite Nite Golf and July 7th will be the Firecracker Scramble. With the course being so busy, making tee times will be very important to everyone wanting to enjoy the course. I also have included a schedule of events in the paper, along with flyers for the upcoming events. This month we will have many including Mt Carroll Fire Department Outing on July 13th, Ladies Invitational July 17th, Junior Open July 19th, Club Championship July 20th and 21st, Eastland Booster Outing July 27th, Senior Club Championship July 28th and the Lake Carroll Ryder Cup pairing party Aug 2nd and Aug 3rd 27-hole LCA Ryder Cup matches.

We also have several Junior camps and clinics along with several weekend clinics and a Junior Tournament on July 19th. I look forward to seeing everyone on the course this summer; let’s hope for great summer weather.

Mother Nature kept the rain away and blessed us with a beautiful afternoon for golf on Wednesday, June 5th for our annual Fun/Charity golf. Twenty-eight ladies enjoyed a scramble before a delicious Mexican buffet. Mike picked three score cards to randomly decide our scramble winners. 3rd place went to the team of Jamie Melville, Sandy Bogusevic, Roseanne Stangl, and Letha Rahn. 2nd Place went to Tracey DeCrane, Patty Doherty, Mary Anderson and Diane Bradford, and our 1st Place winners were Angie Thompson, Jane Hayen, Tammy Falk, and Athena Peterson. Flag prizes on the course were: Hole #1 Long Putt: Jamie Melville Hole #3 ball in the water: Barb Anderson Hole #3 Closest to the Rooster: Marv Feucht Hole #7 Closest third shot: Patty Doherty Hole #8 Closest to the pin: Mo Blondell Afterwards there was a short meeting held by our President, Sandy Bogusevic, who discussed our upcoming Ladies Invitational and a few of the new liquor policies for our course.

Our worthy charity this year was “The Honor Flight of the Quad Cities.� One of our members, Jayne Hayen, brought her brother, Jim Miller from Thomson, IL, who was a Viet Nam Veteran and who recently was fortunate to attend an Honor Flight. We all enjoyed hearing about his experience and how the veterans are honored, and I’m sure brought a tear to many of our eyes. He said it was a humbling and a memorable experience he will always remember. Jim was kind enough to spend time answering a few questions we asked, and we were happy to be able to contribute to this deserving charity. Between our Ladies League, the Men’s 10 o’clock group and a Lake Carroll member we were able to raise $1,565.00. Donations will still be accepted by Tracey DeCrane until the end of June.

Please mark your calendars for our upcoming events, most importantly our Annual Ladies Invitational “It’s Par-Tee Timeâ€? on Wednesday morning July 17th at 9 A.M. Trail Club’s Annual Poker Run… THANK YOU LCA Maintenance Department!

It was a cold and dreary June……and the amazing staff on the LCA Maintenance Department turned muddy, rutted, tree covered trails into a dream come true for a very grateful LCA Trail Club and 42 participants in our Poker Run on June 15th. The trails were in great shape as our riders joined the LCA Trail Club at the Dan Herman Park. For those of you who don’t know where the park is, it is along the creek behind the dam, right at the creek crossing.

The Trail Club started the day off with hot dogs grilled on a wood fire, chips and a chance to meet some new property owners and riders that are just new to a trail club event. Add to that our returning players and we had a great mix of participants! Riders started out with the first card of their hand, at 1:30ish, heading towards 3 different stops along the trails picking up additional cards, returning to the Dan Herman Park for their last card.

Our winners were: 1. Alan Drake won a $25 LCA Gift Card with his amazing 4 Jacks 2. Dave Blondell won a new ATV flag with his 4 Fives 3. Steph Stremp won a Face Shield with a US Flag with her 4 Three’s 4. Mary Swierk won an LCA Trail Club cap with her full house of Kings over Tens Then in true Trail Club fashion, we decided that Brian Rolf’s hand of a 2, 3, 6, 7 & 8 was the worst possible hand turned in and he received his entrance fee back. Brian, thanks for being a great Trail Club supporter, sorry that the cards were not kind!!!

Have you noticed the wider and stronger bridges at the creek crossings near Zier Road and the Breeder Pond by the Fish Hatchery? To make our trails safer for all riders, the Trail Club happily donated the lumber and supplies so that our awesome Maintenance Team could update those 2 existing bridges to accommodate the wider UTV’s on the trail. Now you have a choice at those crossings; you can take the preferred route through the creek or take the bridge.

Please keep your eyes out for information on the Club’s fall event – our Night Ride!

Thanks to everyone for participating and please thank a maintenance person when you see them out there taking such good care of Lake Carroll. See you on the trails!

Former Highland Trustee awarded ICCTA Certificate of Merit Diane Gallagher of East Dubuque, a former Highland Board of Trustee member, was awarded the Illinois Community College Trustee Association (ICCTA) 2019 Certificate of Merit.

Gallagher served as a Highland Trustee from 20012019. In her illustrious career as a trustee, she served on both the local and state level. Highland Community College’s 46th season of Summerset Theatre will present “TITANIC the Musical” with performances on at 7:30 p.m. July 11, 12, 13, 18, 19, 20 and at 2 p.m. July 21, on the Fine Arts Theater stage located in the Ferguson Fine Arts Center, 2998 W. Pearl City Rd., Freeport, Ill. “TITANIC the Musical” is an epic, musical drama that examines the causes, conditions, and characters involved in the ever-fascinating drama of the RMS Titanic. This is the factual story of that ship, of her officers, crew, and passengers, to be sure — but, she will not, as has happened so many times before, serve as merely the backdrop against which is fictional. The central character of our Titanic is the Titanic herself.

“The history of the Titanic is well known,” said Mark Jansen, director. “In this musical, the spotlight is turned from physical elements of the history to the personal, emotional, and societal impact of the Titanic. This retelling is not based on the 1997 James Cameron film, and retelling the story of the ship is featured strikingly through a rich musical score.”

The orchestra for the production reflects the six instruments that made up the famous Titanic combo.

Jeffery DeLay is the musical director and Sarah Long is the show’s choreographer.

Linda Foat-Adams of Camelot Costumes, LLC, is the costume designer. Alex Jansen is the lighting designer.

Summerset Theatre is made up of a cast of 20 local actors that play more than 50 different characters.

Ticket prices are $17 for adults; $14 for seniors, and $10 for students. There is a $2 service fee included in the price. Tickets are sold at the Box Office from 1 to 5 p.m.

STUFFED BURGER INGREDIENTS: One lb ground beef ½ tsp garlic powder ½ tsp Frank’s red-hot sauce Salt & Black pepper to taste 4 strips bacon, diced ½ medium onion ¾ cup grated cheddar 3 hamburger buns Condiments

DIRECTIONS: In bowl combine beef, garlic, hot sauce, salt and pepper.

Form into 6 patties.

In heated skillet, over medium heat cook bacon till crispy, Using slotted spoon remove bacon to a paper towel covered plate to drain.

Add onions to skillet and cook until tender approx. 5 minutes.

Combine cheese, bacon and onions in a bowl.

Divide mixture into 3 portions, put into center of patty, cover with the other patty and seal the edges.

Grill burgers over medium-high heat, flipping only once until desired doneness.

Approx. 5 min per side.

Makes 3 servings.

Highland Community College 2998 West Pearl City Road Highland breaks ground for Ag greenhouse FREEPORT — Through the generosity of local donors, Highland Community College can continue the tradition of education excellence in Northwest Illinois. The Highland Foundation is holding a groundbreaking ceremony for the new Agriculture Greenhouse on Wednesday, June 19 at 11:30 a.m. near building E on campus at 2988 W. Pearl City Rd., Freeport, Ill. The new Ag greenhouse will sit south to the existing Ag program building on Highland’s campus. The structure will allow for Ag students to further study horticulture and other crop and soil sciences. The 21 by 26-foot greenhouse is planned to be completed by the fall semester.

“Our HCC Agriculture program has been very fortunate to have the support of both companies and individuals over the past few years,” said Jeff Reinke, Executive Director of the Highland Community College Foundation. “The greenhouse is a combination of both. We are so grateful to our donors for this gift which will enhance our Ag program tremendously.”

Highland announces winners for the Jane Addams Essay Contest Highland Community College is pleased to announce the 2019 winners of the Jane Addams Essay Contest. Recipients included a Highland Community College student and a local high school student for their essay about Jane Addams and the topic of her belief in democracy.

Carson Meyers was awarded $350 for her submission as a Highland student. She graduated from Highland Community College in May with a 4.0 GPA and will attend the University of Illinois in Springfield to study English.

Andrew Lorig, aggraduate of Pearl City High School, was awarded $250. He plans to attend Mount Mercy University in Cedar Rapids, Iowa with a long-term goal to become a physician.

Both winners wrote about Addams’ concept of a true democracy, which she has been known to say was moving “forward or in retrograde together. None of us can stand aside; our feet are mired in the same soil and our lungs breathe the same air.” Jane Addams fought for children’s rights for education and literacy in a time when child labor was rampant.

Addams is best known for establishing the Hull House, near West Side of Chicago which opened in 1889 with the goal of providing the poor, working-class immigrants in the neighborhood with social and educational opportunities. Hull House became a model for more than 150 settlement houses subsequently built throughout the nation. Regular events were hosted at Hull House which attracted well-known artists, authors, musicians, academics, feminists, politicians and reformers who studied and emulated her work. She won the Nobel Prize for Peace in 1931.

Addams died in 1935 and was buried at her request in the Cedarville Cemetery. She was the eighth of nine children born to an eight-term Illinois State Sen. John H. Addams. Mr. Addams ran a mill in Cedarville, was President of Freeport Second National Bank, and had many important friends, including President Abraham Lincoln.
