By Bonnie Ewing Members of the Lake Carroll Women’s Club and their guests celebrated Cinco de Mayo with great food, festive music and exciting prizes! This event was the WC annual Spring fundraiser. On Sunday, May 5th, members and guests were treated to a Mexican buffet of taco fixins’, various side items provided by the Clubhouse and delicious desserts made by talented Women’s Club members!

Ron Henning started the party by playing a set of well-known Mexican favorites! Several ladies started the celebration by attempting The Mexican Hat Dance! Dancing continued throughout the afternoon. Donated items from garden decor to Fiesta baskets were awarded to lucky ticket holders. All in all, the club brought in over $700 to be used for distribution to various local organizations.

Donna Aleksy, Ways and Means chairperson, thanked her team of helpers for their work planning and decorating, helping to insure the success of this fundraiser. She also thanked everyone for their generosity in helping support the Women’s Club philanthropic endeavors.

Membership ID Cards - Scanning is now in progress!

We started our scanning of members at the Pool, Campground and Golf Course. This program will give us unique user data for each area, which means we can keep track of how many members are using each amenity.

Please Note: If you have a membership card with the background picture of the entrance and guard building – this card will NOT scan.

The only cards that will scan are the newer version of the card with the background picture of the lake. You will still be able to register at the amenity, but you will need to come to the Administrative Office and get your card replaced if you have the old card.

General Manager’s Message

- The Clubhouse, Outdoor Pool and West Marina are open!

- Dredging is completed and the company will be working on dismantling all their equipment next week. All areas are done, and we are waiting for verification of the dredging prior to making the final payment.

- The pool liner installation is complete. During the startup of the pool we had a failure of the heat exchanger for the outdoor pool. All is working and we are ready for the summer.

- I am working with the Sperlonga’s Operations Team to develop the necessary information to begin credit reporting. We will be able to report delinquencies back Dick Schwalbenberg seven years.

General Manager - We will be changing the function of iMIS, our membership system, from a lotbasis system to a member-basis system. This is how the system is intended to be used and will greatly increase what we can do with iMIS. This past month we were notified that our routine well sampling failed at the Clubhouse, and we needed to shock the two wells. This process produced a lot of loose particles that flowed into the toilet valves and we had to close the facility. The follow up test did not pass, and we brought in several experts who concluded that it most likely was the filtration system. We reviewed the well operation and found that we are not using the old well as I previously informed.

We isolated the filtration system and shocked the wells and tested again. We had a professional service come out and sanitize the ice machines and filtration system and bring it back online. During this time, we operated out of the Lodge.

I would like to welcome the newest member of our office staff, Sara Derrer. Sara joins us from Pearl City State Bank in Mt. Carroll. Sara has a very diverse background and will be a great addition to our team.

With Memorial Day in our rearview mirror we find ourselves approaching the midpoint in the year. I guess that it’s really true that time flies when you are having fun. This is a good time to review what has been done and what still needs to be accomplished this year.

If you recall, when we began back in December our first task with our new General Manager was to prepare a budget that our membership would approve.

Our GM and his Managers created our budget, within the guidelines set by our Board, and it was made very clear that they were also responsible for the successful execution of it. Through April it appears that we are tracking to that

budget.

A thorough examination of all financial activities, including our banking relationships, was undertaken.

It was clear very early on that it was extremely difficult to get timely financial information for making managerial decisions. Even though our iMIS operating software technically can support all of our managerial and IT initiatives, the system, when initially installed, was customized to do things “the Lake Carroll way.” We are currently working to rebuild the system to function as a true managerial tool and give us timely and accurate information to support our initiatives.

Several large projects are at or nearing completion: - Our outdoor pool liner replacement is completed, and the pool opened on schedule.

- The dredging of an additional seven coves in our Lake is nearing completion and the dredging company will begin demobilizing soon - Our golf course hole number 11 work has been completed and, weather permitting, will be open to play shortly after Memorial Day. - We will soon begin scanning Lake Carroll ID cards and collecting unique user data at three locations - the Golf Course, the Pool and at the Campground. More locations will be coming online soon.

- The Clubhouse had a bad water sample reported on May 17th. The Lounge/Bar had to be closed and the opening of the Dining Room was delayed a day. Our Restaurant and Bar opened with a full menu on May 23rd and was in full service over the Memorial Day weekend.

These are all operational issues. Our General Manager and his staff are settling in. They found many surprises and absorbed many setbacks during these first several months. Good managers make adjustments and continue on towards the target. I feel that operationally, we have begun to get our arms around the situation and things have stabilized.

With that said, we still have some significant issues to address and that is what the Board is going to focus on during the second half of the year.

There are still many members who are delinquent on their dues and fees. Currently, our Association goes through a collection process that eventually leads to a lien being assigned to a property and a collection company trying to collect. Rarely is foreclosure used as it is a very expensive option. Our current process is obviously very ineffective as shown by the amount due and the length of time the outstanding money has been owed us.

We have begun working with a company called Sperlonga. They have a process that lets Associations like ours collect delinquent dues and fees by providing data that is used to report the credit worthiness of delinquent members. Delinquent members credit scores will be affected if they don’t pay their dues and fees on a timely basis. We believe this is a significant consequence and will be another tool to help us reduce delinquencies. Sperlonga should be up and running late this summer.

Another area of focus is our members, both delinquent and current, who have expressed a desire to leave Lake Carroll for one reason or another but are unable to find a buyer for their property. We would like to hear from these members and work with them to negotiate an exit strategy.

Finally, we face a significant challenge with our roads. As you know we have approximately 45 miles of roads that we pave, patch, salt, plow and sweep. We receive no money from the county or the state to help us. Our roads need attention. We would like to, over a number of years, replace our old roads with new roads that have a useful life of 10-15 years. We are working with a company called FehrGraham to evaluate and grade every road at Lake Carroll. Once the data is collected and the priorities are established a plan to replace the roads will be made.

There is much to do and so little time.

They will be staging pipe up at the tubes for removal before demobilizing & anticipate being on the water after Memorial Day, however, expect to have minimum impact on lake users as they expected to be working on clean-up of the Zeir Road cove We met with Wendler Engineering to discuss the final plan development for the 9-greenway engineering of the LIP program. They have conceptual BMP’s using gabion baskets filled with rock as check dams. The only access areas will be by lake front and the ATV trail system. I requested the engineers look at other options ‘off lake’ since many of the drainages are predominantly on private lands outside of the lake

2019 DECALS

2019 Decals MUST be displayed on members’ vehicles, golf carts, campers, watercraft, ATVs and snowmobiles. These must be registered with the Association.

Decals are issued upon receipt of the 2019 completed information sheet, current registration papers & insurance and decal fees.

All dues & fees must be current before decals are issued. Please refer to the Lake Carroll Rules & Regulations regarding the registration requirements.

DAILY/WEEKLY SLIPS MARINA SLIPS

The 2019 daily docks are available for daily or weekly usage by reservation only.

The fee is $33 per night or $94 for one week. The maximum stay is two weeks. You may have only one reservation on the books at any time. To reserve one of these slips, call the Association Front Desk 815-493-2552 ext 110 or 120. Payment must be made in advance. Unauthorized parking in these slips may result in a citation being issued. Marina maps are available on our website: www.golakecarroll,com>Amenit ies>Lake&Natural Resources>Documents. Both the East & West Marina Maps are included in this list. Members in good standing are eligible to reserve these slips. As a reminder, all watercraft must be currently registered with the Association before it enters the Lake.

There are also two (2) temporary slips, which may be used for short periods of time. These slips are the first two slips beyond the gas pumps & are marked as TEMP. Please use these only for short periods of time, allowing other members to use these slips also.

Lake Carroll Employee of the Month Joyce Stadel is our May Employee of the Month. Joyce is the LCA Finance Assistant, handling Accounts Payable and LCA payroll and has been with Lake Carroll just over 14 years.

Recently Joyce was instrumental in the successful conversion to a new payroll system. Her dedication to learning the new system allowed the transition to flow smoothly. Along with a new system comes frequent visits from both new and old employees needing assistance with the new system. LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

4th of July is just around the corner, please inform your guests of boating, fishing and ATV regulations before the holiday weekend. Make sure your guests have the proper 2019 guest passes and your 2019 LCA decals are displayed on all your registered vehicles, boats, ATV’s, campers, golf carts, etc.

It will also be the time of year for fireworks, let me remind everyone, fireworks are ILLEGAL at Lake Carroll. There are property owners, veterans (please see sign on this page), and pet owners who do not enjoy fireworks, if you choose to light fireworks; you will be issued a citation.

When using the marinas during the summer months, please consider carpooling on the weekends, due to amount of people enjoying our lake, parking space can be limited.

With the summer season upon us, it is that time of year when bikers, joggers, and walkers return to the Lake Carroll roadways. Please remain aware that these pedestrians will be sharing the roads. For those of you who do bike, walk or jog wearing a safety vest is recommended, these vests vastly increase your visibility to motorist. These vests can be purchased at the L.C.A. office or any big box store.

The boat patrol officers have asked me to clarify the state of Illinois regulation of the use of an orange flag while towing a skier or tuber. This flag should ONLY be flown when your watercraft is towing a skier or tube. This flag is not meant to be flown at all times, only when towing a skier or tuber. The flag does not need to be flown when the watercraft is anchored.

When the flag is flown at all times it defeats the purpose of utilizing the flag in the first place.

I had such a positive reaction to this article I decided to run it for another month.

I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions: WHO CAN FISH AT A LAKE CARROLL? Only property owners with a valid amenity card and an Illinois fishing license may fish Lake Carroll waters.

WHAT ABOUT MY GUESTS? Guests are only allowed to fish in Lake Carroll when ACCOMPANIED by the property owner. Guests are not allowed to fish when the property owner is not present.

WHAT ABOUT FAMILY MEMBERS? The property owner may register immediate family members with the office and obtain a family fishing pass for those members. This allows them to fish at Lake Carroll without the property being present. The family members are not allowed to bring guests with the use of this pass.

HOW MANY FISH CAN I KEEP? There are size and creel limits for most species at Lake Carroll. The fishing club has always done an excellent job updating the size and creel limits. The information is posted at many of the fishing areas at Lake Carroll and an information card provided by the fishing club is available from security and the office. (see card elsewhere in this publication) HOW MANY FISH CAN MY GUEST OR FAMILY MEMBERS KEEP? You are allowed one limit per dues paying lot per day. For example, if a member takes 4 guests fishing and two family members, they are allowed one total limit. Let me be clear, you are allowed 1 limit per dues paying lot per day, regardless of how many people are listed on your lot.

WHERE CAN I FISH AT LAKE CARROLL? Lake Carroll itself. The spillway, sediment ponds and fishing club ponds are prohibited from fishing. (Changes to this regulation are being considered please contact security if you have any questions) The regulations regarding fishing are valid from the docks, from the shore, from a boat on the lake and from lakefront properties. Please make yourself familiar with the fishing rules and regulations if you are going to enjoy fishing at Lake Carroll. The Security Department will be checking and documenting fishing activities. Citations and possible suspension of fishing privileges could occur if the Lake Carroll regulations are not followed. Information can be found in the Lake Carroll Governing Documents Chapter 54.02 & .03.

I would like to encourage everyone that has not picked up a copy of the 2019 Rules and Regulations to please do so. They are available at no charge at the LCA office. They are also available online at golakecarroll.com in the Lake Carroll Document Library under Membership/General Information. A couple minutes reviewing the rules and regulations can make everyone’s experience more enjoyable at Lake Carroll. Not knowing a rule is not an excuse to violate one.

Littering, I will say it again LITTERING…it is very disheartening having to bring up this subject in a place as beautiful as Lake Carroll. We all know it is illegal to throw garbage or cigarette butts out of a vehicle window. I have been receiving complaints from property owners about this very thing. Please do not litter, if you see someone littering don’t turn your head, try and get a license plate number or vehicle description and call Security.

I would like to wish all the property owners and their guests a safe and enjoyable summer season and DON’T’ FORGET YIELD TO YELLOW!!!

June, WOW. I know we have waited for it for so long, but now that it’s here I want it to slow down and not just have the summer fly by. Let’s enjoy!! Our annual LC clean up went well. 35 volunteers came out on a beautiful day. We collected a whole lot of garbage, had a cookout and told out treasure hunt stories, (Please check out our photos in the L/C paper

May issue.

I would like to let our membership know that our Safety Committee will be updating our existing LC Disaster Plan. At our safety meeting on May 11th we listened to a guest speaker, Kevin Lalley. Kevin is in charge of the Lee Co. Emergency Management Agency. Mr. Lalley discussed his major role when in June 20, 2015 a tornado hit Woodhaven Lakes in Sublette, IL. Kevin let us know that if this large community of trailers and mobile homes had not already had an emergency plan in effect, there would surely had been fatalities. Although there was major damage, there were no major injuries. People were alerted by their own sirens and had knowledge of the locations of the emergency shelters in place throughout the property. Kevin also discussed search, life safety, and recovery issues. Our committee learned from someone else that had firsthand experience through the whole process, proactive, reactive and recovery.

As I said we do have a Disaster Plan and our committee is dedicated, along with our Security, GM, Board members and our LC Supervisors, to improve on our existing plan. After the Woodhaven disaster our Safety Committee did a full court press on getting our 4 weather sirens approved in the LC budget for 2016. This after more than 12 years of trying. Better late than never I guess. The sirens were in full operation for the Memorial Day weekend 2016. I was very excited hearing them being tested. If you remember that year in October the Cubs won the World Series. I wanted to have our sirens set off (After all it was over 100 years). My idea was shot down.

We do have shelter areas in our LC disaster protocol. One is the LOWER LEVEL OF THE LODGE; another is the CLUBHOUSE LOWER LEVEL. Both are handicap accessible. At the back side of the Lodge lower level, handicapped vehicles will be allowed to drive down into the “bowl” if it’s an emergency. At the Clubhouse, handicapped automatic doors and the elevator will aid those going to the lower lever. I know what you’re thinking…“What if the power is out?” There is vehicle access to the lower level from the back of the Clubhouse.

Security’s protocol when alerted of severe weather approaching, their first assignment is to unlock the Lodge and alert campground members and guests go to the Lodge lower level. Security will then head to the Clubhouse. If the Clubhouse is closed, open all doors.

If security needs assistance in getting these locations opened in a timely fashion, they are to call LC supervisors with keys to open these doors for our members and guests. Signs will be added to existing one designating the shelters. Our shelters can be used by anyone. Visitors golfing and those enjoying outdoor activities…make it a no brainer to head to our shelters.

One big area that separates us at LC and Woodhaven Lakes is theirs is a community of mobile homes, campers, etc. with no basements. Most of our homes have basements and lower levels. Our LC proactive steps that we have taken many years ago was to establish the Reverse 911 Emergency Notification System. Information on this system is often published about in our paper. The form is available at the Office, as well as on our website. The LCA Reverse911 notifies members and family in emergency situations. Those on the list have heard the calls or received texts alerting them of severe weather in our area. This is a great tool that we use, so it is really important for your safety to sign up. There is no charge to members.

You can put family members on it to let them know what’s going on at the lake. FYI, the messages are delivered more quickly when you choose “text me” as your preferred method of communication. Need more info on signing up? Please call our LC office.

This time of the year we know that there are many activities on our property. Our roads often have walkers, bikers, golf carts, UTV/ATV’s. So PLEASE use caution out there. If you like to walk, jog, or bike in a group, don’t travel side by side into the lanes of traffic and expect the vehicles to drive around your group. Walk or jog facing oncoming traffic and bike with traffic. We also recommend wearing bright clothing such as safety vests (which we sell at the LCA Office). Be safe…

I do have to let you know about a new scam.

“SOCIAL SECURITY IMPOSTOR SCAM” Here’s how it works: You get a call with a warning that your Social Security number has been suspended because of suspicious activity or because it’s been used in a crime. You are asked to confirm your number or told you need to withdraw money from the bank and buy gift cards.The phone call may be a robocaller with a message to “press 1” to speak with a “support representative” from the government to reactivate your Social Security number. The scammers use technology to spoof your Caller ID to make it look like the Social Security Administration is really calling.

• Don’t trust your phone’s caller ID. Scammers can make it look as if the Social Security Administration is calling and even use the agency’s real number.

• Don’t give your Social Security number, other personal information, to a caller on the phone.

• Social Security will never suspend your number, according to Fraud.org. If anyone tells you something different, you’re being scammed.

• Social Security will never call you and demand money. No government agency will demand you pay something using gift cards or Bitcoin either.

• If you have a question, check with the real Social Security Administration. The administration will never contact you out of the blue. The agency’s number is 1-800772-1213.

• Talk about the scam with friends, family and neighbors. Report government impostor scams to the FTC at ftc.gov/complaint.

Anyone who has any LC Neighborhood Watch Patrol magnetic signs for your vehicle and are not using them, or don’t plan on using them, please return them to me. This is the season we like to see our signs on vehicles driving around. Not doing much good if they are in your garages.

Let’s review a few things: AT HOME Have you checked your fire extinguishers lately? Do you have enough of them? Do you have a water hose fire extinguisher, near your gas grill? What if your grill started on fire?

Is your hose long enough to reach the grill to put out the fire? Have you tested your smoke detectors and carbon monoxide detectors? Be sure they all have fresh batteries. Do you have a hose long enough to reach over to your fire pit?

ON THE LAKE AND TRAIL Don’t forget that most of our accidents have involved visitors. Please make sure you give your visitors proper instructions about our rules on the trail and the lake. It is best to not send them out alone. When you are with them on the trail you should be the leader, to set the proper speed. Remind them the trails are two-way, and not a race track. Also, this year every ATV rider (LCA Members and non-member guests) must successfully pass the new ATV Safety quiz. It’s easy to be prepared by sharing the link with your family and guests before they come to LC and are ready to go riding. Any questions, you can contact the office.

While on the lake, you cannot always be with your visitors so please make sure they understand the operation of your watercraft, whether it be a Jet Ski or a boat, and that they understand the LC rules regarding speed and direction of travel, as well as our marked no wake zones. Ultimately the members are responsible for whatever their guest does. New for 2019… at least one person on the boat must have successfully completed the UPDATED 2019 Lake Carroll Boater Safety quiz. Guests must also take the quiz if they are boating solo or riding a Jet Ski solo. Again, it’s easy to be prepared by completing the quiz now and sharing the link with your family and guests before they come to LC and are ready to enjoy the lake. Please call the office with any questions.

Make sure you are utilizing both the State required Helm Towing Flag AND the Lake Carroll Skier Down Flag. Do you need a refresher on how to use them? See page 1B of this publication.

Always double check the flag on your ATV. Is it 7 feet above the ground?

ON THE GOLF COURSE: Lightning can be very dangerous. Do you realize you are carrying the equivalent of lightning rods behind you on your golf cart? If you see lightning anywhere, leave the golf course immediately! We are still in tornado season and our sirens will alert you, should a tornado or severe weather be reported. If you hear the emergency weather sirens going off, immediately take cover. The lower level of the Clubhouse is one of LC’s storm shelters. Do not continue golfing and watch the bad weather roll in. Leave the golf course immediately!

AT THE POOL: Although we have lifeguards it’s no reason for you to not watch your kids and also watch other swimmers as well. You may not have the ability to rescue someone yourself, but you might see a situation first and be able to alert a lifeguard in time to save a life. And remember at the West Marina beach, the swim area is “swim at your own risk.” There are no lifeguards over there. Just keep your eyes open, and watch everything.

ROAD USAGE: Our roadways are shared with golf carts, ATV/UTV, walkers, bikers, and automobiles. Use caution, follow the rules, and be careful. Please read through the Road Usage Rules for golf carts or off-road vehicles on our private roadways.

NO FIREWORKS Unpermitted fireworks are illegal in the State of Illinois. Lake Carroll may be private, but we follow the State laws. Those caught setting off fireworks in Lake Carroll may be subject to citation and fine. Plain and simple…unpermitted fireworks are not allowed at Lake Carroll under any circumstances at any time.

Lake Carroll’s fireworks will be set off from the dam on Saturday, July 5th around dusk.

The best vantage point to see them is from the water. It’s a great experience for everyone. We also have a member who lives on the point of section 27. He holds a private permitted display which will be on Friday evening, July 4th. I hope everyone enjoys the fireworks and stays safe in the process.

A BOATER SAFETY CARD All operators born after January 1, 1998, must possess a Boater Safety Card. You must have a boater safety card certificate to operate any type of motorized watercraft, including personal watercraft.

Let’s all be careful, follow the rules, and be safe out there!

Six months. That’s the amount of time our new Board and new General Manager (GM) have taken to methodically identify strengths and weaknesses facing our Premier Lake Community. Our GM is addressing significant issues including technology, administration procedures, banking and attention to our amenities.

LONG TERM GOALS. Our Board is also focusing on long-term goals. We are reviewing changes that look to improve our Association and its membership for the next 5, 10, 20 years and forward. Did you know we now have Steve Mack a Reserve Study looking out to 2045? The study is meant to identify Board Treasurer and prepare for our future by properly funding our Association.

During our six months, changes have been made. Look at our President, Tom Bogusevic’s, review in this paper for an additional summary.

READY, AIM, FIRE. Some changes are happening quickly and it’s Ready, Aim, Fire. Our general operating software has been updated. The Clubhouse has gone through a deep clean and has reopened with, what our GM has been seeking to provide, an improved experience. Our lake dredging has continued and this project has been managed with savings in its budget. Indeed, lake grants are now being pursued to leverage our remaining project’s funds.

READY – SHOOT? We are now aiming before shooting at delinquent members. (it’s a metaphor - there is no actual shooting!)

One area which we have identified as needing significant attention is our delinquent member payments. Ready – Shoot. No! We’ve been missing this target. Reasons for our delinquencies vary but we do recognize our collection methods have been inadequate. And, we are discovering this in our data.

MEMBERS WHO WANT/NEED TO GET OUT. DATA. From research into our Association data, it now appears we are billing a substantial number of our same delinquent landowners, year after year. Yes, we are billing those who have not paid and are late again and again. Our annual delinquent and unpaid total has been near $200,000 - for each of the past 3 years. Remarkably for these past 3 years, 2016-8, our Association spent a total of more than $100,000 in its collection efforts. In addition to this huge expense, we are using significant resources with our Association personnel calling, writing and following up on these delinquent payers. Not a good business model.

THE NEW MODEL – MONTHLY AUTOMATED PAYMENT OF DUES. Our GM is expecting to implement a monthly payment option for our dues in 2020 (just over 6 months away!). It’s called ACH which stands for Automatic Clearing House, an electronic banking system setup for easy money transfers. For those who sign up, we will be able to pay our dues in the coming year monthly, with a small service charge. We will also continue to be able to pay annually as we have always paid. Once on a monthly payment plan, it is proven this should make it easier for many to budget payments and to stay current.

However, we also recognize for the few members that may interrupt their monthly payments, if they already have annual amenity stickers, it may be difficult to suspend that delinquent member’s access.

CREDIT CONSEQUENCE Our GM is working towards a credit consequence expected to be in place by late summer.

The vendor chosen is SperlongaData.com. With this solution, our Association will be providing data as to the status of our members’ payments. Those paying their dues on time will be reported as current. Those who are not current will be reported as late. A late report could have an impact on the future purchase of a vehicle, house and even the purchase of products such as property and auto insurance.

IDENTIFY YOURSELF TO OUR ASSOCIATION Our goal is to have all members in good standing and up to date on their payments. However, as part of our procedure, for some who want or need to sell, we are actively considering an amnesty concept. For example, a member with a vacant property who is looking to exit may be able to identify themselves to our Association and have their lot taken over. Any delinquent members who may want out would work out an exit plan with our administration to potentially avoid a negative credit report.

WHO TO CONTACT For those members who may want to surrender their property to our Association, they will need to contact Missy Clark in our accounts receivable to identify themselves before this program begins. She can be reached at 815-493-2552 x114.

OTHER ISSUES IN CONSIDERATION. Have you noticed on sunny, warm weekends, our lake has become increasingly busy?

DATA. Did you know since 2012, in only 7 years, we have registered nearly 150 more motorized and 200 non-motorized boats for our lake. We now have 2,342 boats registered as of 2018 (up 344 in just 7 years). As a community, would we want another 344 boats to be registered (we must assume they will be used) for our lake over the next 6 years?

Similarly, we are looking at usage issues across most of our amenities.

Lake Carroll is a membership-based business operating with more than $4 million in revenues. Its income comes from many sources, but the majority is from dues and fees. And as a business, our Premier Lake Community faces significant transitional decisions as we move forward and as our community matures. Our Board is actively reviewing our community’s structure and its vision as we look forward to better ways to represent our members. A primary Aim is to focus on maintaining all our amenities for the long-term benefit of each of our members.

We understand it is best to strive to Aim before we Shoot.

A Monthly Letter from the Board Secretary

Transparency is always hot button issue. Members need visibility into how and why the decision that impact Lake Carroll are made. There a numerous requirement imposed on the board with respect to maintaining records, reports, and other matters that relate to Lake Carroll’s affairs. Some of those requirements are found in laws such as the Illinois Non-Profit Act and the Common Interest Communities Act (CICA). Others can be found in the associations governing documents. However, some of the most important dynamics related to transparency flow from a board’s collective commitment to disclosure and ethical standards. As Secretary, it’s my job to ensure we comply with the letter of the law when it comes to things like minutes and notice, two key ways we communicate with membership.

However, this board is striving for more than just compliance, we are looking to ensure governance related best practices are followed at every level of the organization. At the 4/26 board meeting, the minutes of which are published in this paper, the board discussed numerous governance related topics. In the spirit of full disclosure, I Ryan FitzSimmons wanted to offer some additional perspective on a couple of those discussions, specifically: onboarding and board Board Secretary member attendance at committee meetings. If you’re interested in another layer of transparency you can watch or listen to those discussions via the links provided in the LCA Meetings area of the association’s website, golakecarroll.com, under News & Events. Remember to use the member login!

ONBOARDING This item actually came up twice, once in the context of onboarding new committee members and once in the context of onboarding new board members. In 2019 Lake Carroll happens to have some newer committee chairs as well as several first time Lake Carroll board members, myself included. That said, the association lacks any real process or curriculum related to actively educating those new members about roles and responsibilities within our governance structure. For example, both the board and a committee or two have, on occasion, been guilty of getting too involved in operations. This is a common issue for associations. Rolling up your sleeves and getting things done feels good to board and committee members. However, getting too hands on often creates unintended consequences, for example, undermining the credibility of staff and management. A formal onboarding program would be a real improvement and would lend itself to avoiding common pitfalls, more efficient meetings, more collaboration, and ultimately better policy. The Governing Document Orientation class put on annually by the By-Laws Committee is about as close as it comes to onboarding at Lake Carroll. The Board believes we can do better.

BOARD MEMBER ATTENDANCE AT COMMITTEE MEETINGS This is an active and engaged group of board members. Too active and engaged on occasion as we recently found out. At this month’s board meeting we disclosed that on three occasions in April, a quorum of the board was present at a committee meeting. Specifically, a quorum was present at the Safety Committee, Finance Committee, and the Steering Committee meetings. As you would expect the board members in attendance listened and occasionally commented on the proceedings. Rest assured that no vote or action of any kind was taken by the board at either meeting. However, there is some question as to whether or not that is allowed, since, while LCA’s By-Laws allow the board to participate in “workshops” legally, CICA requires advance notice to membership, an agenda, and minutes any time a quorum is present. The agenda of those meetings and the minutes of those meetings are all posted for the membership on golakecarroll.com under each individual committee’s webpage. We have consulted with the Association’s attorney in an effort to understand how we can balance the board’s desire to remain active and engaged with the statutory obligations limiting those activities. The Board believes active and engaged board members are good for Lake Carroll.

FULL DISCLOSURE: Well governed organizations take this stuff seriously. There is recognition on our behalf that Lake Carroll has work to do on this front.

It might surprise you to know that Lake Carroll is already a member of the Community Associations Institute, an international membership organization dedicated to building better communities through education and best practices. Look for Lake Carroll to make use of the resources CAI offers in the months ahead as we look for ways to improve the board’s performance and the community’s governance both on paper and most importantly, in practice.

VI. Treasurer’s Report Steve Mack reviewed the Balance Sheet and Treasurers Report. We are trying to look at all data the impacts the financials including real estate transactions. Three houses sold and two lots sold. Partnered with First State Bank to get higher rates. Discussion regarding unsold lots and ACH. We are now working with Sperlonga for credit reporting. We have about $260k of unpaid dues from 2018. This is same people not paying in 2017 and 2016, for the most part.

We have outstanding information for almost $1.5 million for accounts that we have written off in our accounting system, but we continue to bill them in the membership system.

and scanning at amenities. This should be completed by this fall. Voting software should be ready by October 31, 2019. Ryan also thanked the Committees for their work on the SWOT Analysis.

- Dave Allgood asked about the costs of operating the Lodge last winter and hoped that we would be able to operate it during the summer months. Dick responded that we hope to open as soon as we have staff.

IX. General Manager’s Report We continue to recruit, hire and orientate new team members for the season. Finding the right people has become our biggest challenge. We are doing our best to identify service orientated people for our team. Our orientation program has changed from filling out paperwork and reading the policy manual to a review of our expectations of our team, training on customer service, safety and highlighting the most important parts of our employee handbook.

We are still looking for servers for the Clubhouse. We hired a good number at our job fair, but most of them are students can cannot start until June. We continue to look and hope to find enough qualified staff to give proper service in the Clubhouse. Once we have staff, we will open the Dining Room. In the meantime, we will start adding more items to the menu and special offerings.

We continue dredging the lake and hope to have that completed in the next few weeks. We are mid-way of the pool liner installation. We have also installed a new chemical feed system as our old system was corroding and leaking.

We will defiantly see a reduction in chemical and utility costs with the new pool liner and equipment.

I continue to review processes and procedures to increase accountability and production in all areas. To date we have changed our payroll company and moved most of our employee onboarding to be online. Our office is now CONTINUED ON PAGE 9A

using a check scanner to deposit checks. One key area is our membership system and all the items that it is connected to. We are determining the best scanners and interface to our software so we can have unique user data at many of our outlets. We are working to streamline the decal and registration process as well as the annual billing cycle. Looking at the way our systems operates has shown many manual systems and bottlenecks in processing information. We will be doing a thorough review of this system in May and developing changes to be implemented in June.

Collection of outstanding debts had been a priority. During this research on accounts I have found many uncollectable accounts. Such as accounts that have been in the system for 10 -20 years with documentation that they were foreclosed by a bank that is now out of business, but we continue to add dues and fees every year. We have an agreement with Sperlonga and will start credit reporting soon. We will work on those accounts that are uncollectable or over 7 years old as they will not be accepted by Sperlonga.

I am meeting with Fehr Graham Engineering regarding our roads and our future road programs. We are soliciting bids to do a complete road survey so we can classify the conditions of our roads and develop a plan. We continue to do road maintenance, fix pot holes and are looking at several areas that had considerable damage this winter and will require an outside company to repair the road.

I also want to thank our staff. We have many team members that continually go out of their way to do a job correctly and let us know when they see something that needs improvement.

We have started notification that we will not accept any charging to member accounts anywhere at the resort. This includes the West Marina for gas.

The following is the Consolidated Income Statement for March 2019. At the end of the first quarter we look to be on track with budget.

X. Old Business a. Discussion on removing the 2018 Rule to only make Rule Changes at the End of the Year and enacting a Rule Change

Notification Policy i. Discussion on the history of this rule and the Notice of Proposed Rule Change. Decision to not make a change to the existing rule. b. Discussion on amending Rule to Allow ATV’s on roads except for Holiday weekends. i. Discussion on suspended this rule until January. There are 4 dates that only allow riding from their home to the trail.

ATV/UTV/Golf Cart all fall under this rule. This rule exists as a safety issue due to the heavy traffic and pedestrian traffic on the roadways during these select days. ii. Any rule change will have to wait till the end of the year. c. Adopting the Amendment to the 2015 ICR rules that were updated in 2018. i. Discussion on if this is an amendment or a rule change.

Discussion followed with the Board agreeing that the Convents allow the A&E Committee to make their own rules and this should be dealt with by the A&E Committee. The Board can accept this rule at the end of the year. d. Discussion regarding Contiguous Lot Agreements i. Discussion that this is not in the Covenants, so it is an operational issue for the General Manager to handle. GM will provide the board the procedure for all dissolutions of Contiguous Lot Agreements for their review. e. Establishment of 2018 Audit Committee i. Discussion that he members of the committee should be from the Finance Committee.

Motion by Steve Mack to have three members of the Finance Committee make up the Audit Committee. No second received ii. Discussion that the Board of Directors should be the Audit Committee.

Motion by Alan Cazzato with second by Dave Allgood to appoint Tom B. Steve M. and Alan C to serve as the 2018 Audit Committee. MOTION: 2018.4.27 f. Review of additional Docks for Lake Carroll. i. Discussion on options and sending this to the Lake and Marketing Committees to determine demand and pricing strategy. g. Status of Lots Committee i. Rough Start for Bluebird Season Tom and Jan Young (24-119)

As of this writing, 5-18-19, it has been a very discouraging start of the bluebird nesting season. There are a lot of bluebirds in the area and they have been pretty quick to find the nest boxes around Lake Carroll but have been met with bad weather and vicious attacks from wrens and sparrows. April produced a lot of rain with high winds that got into some of the birdhouses and made the nests kind of soggy. Then on April 27th, we had quite a bit of snow and worse yet, the temperature fell below 32 degrees and some of the bluebird eggs froze. The worst part though this year has been the number of missing and damaged eggs from wrens and sparrows. They go into the bluebird houses and just poke holes in the eggs for no apparent reason. We have also found a few dead bluebirds killed trying to defend their nests. We realize that this is all part of nature but what’s hard to accept is the fact that bluebirds were once plentiful in this country but after the introduction of sparrows from Europe, the bluebird numbers have been steadily declining.

A lot of people have never even seen a bluebird or think that we are referring to blue jays. If you would like to try and help increase the bluebird population, please consider joining BAN. This is a nonprofit organization dedicated to bluebirds. For a $25 tax deductible donation, you will get your own bluebird house with the pole included and all kinds of literature explaining how to raise bluebirds. We will even install the bluebird house for you and monitor it once a week if you are unable to do so. The sooner you get your birdhouse up and running, the better it is for the bluebirds. The warmer weather is finally here and there is exciting news concerning the remnant prairie in section 25! Field Pussytoes (Antennaria neglecta), a lowgrowing plant native to the driftless area, was found by Jim Richards. Pussytoes, seen in dry rocky areas, have an allelopathic affect on the plants that grow around them.

Meaning they release biochemicals that can stunt the growth of those plants that would normally outcompete them for sunlight and shade them out! A very rare plant found on the remnant last summer, Green milkweed (Asclepias viridiflora), provided 1 seedpod. The seeds from that plant were propagated this spring to produce 20 more plants that the prairie club volunteers will plant back at the remnant.

Duane Ambrose, heritage biologist for the Illinois Department of Natural Resources has mentioned he would like to visit the prairie remnant in section 25 this summer.

With the remnant being estimated to be around 8 acres, it would be the largest remnant in Carroll County!

The remnant also has a beautiful, extraordinarily large oak tree that is about three feet in diameter and estimated to be around 180 years old! The Prairie club intends to enter this tree in the biggest tree contest sponsored by the Jo Daviess Conservation Foundation. Thanks to Joe Rush for providing historic aerial photos of the prairie. As you can see, except for the brush invading the prairie in the last photo it looks mostly unchanged over 60 years! With some stewardship on the part of the Prairie club we can return it to its former glory and be able to appreciate what this land looked like before it was touched by man.

LAKE CARROLL WOMEN’S CLUB

MEMBERS GET EDUCATED

On Thursday, May 9, the LCWC took a field trip to Highland Community College in Freeport. Samantha Schaible, the outreach coordinator, gave a brief history of the college. She informed the group of 22 that the site where the college is now located was originally an arboretum. In 1962, when the first classes were offered, 229 students enrolled. Today, over 4000 students, ages 16-70+ attend the college.

Next, Amy Chamberlain from the School of Cosmetology spoke. Amy invited the group (and urged them to tell their friends) to take advantage of the services provided at the college from students. The Cosmetology department offers an array of inexpensive services from facials to pedicures and haircuts to permanents. Senior citizens receive a discount.

Michael Skwara, the User Services Librarian, talked about all the various tech materials and items available at the college. The HCC library houses 75,000 audio books, CD’s, and cassettes. Lake Carroll residents can obtain a library card for free. Check out the college’s website on the library page and click “services” to see what events/programs are happening and to find their hours of operation.

Laura Early, from the Fine Arts Department, informed the ladies that Highland always presents a Spring and a Fall theatrical event. In the summer they will be presenting a production of Titanic. This will be presented on July 11, 12, 13, 18, 19 and 20 at 7:30. Tickets range in price from $10-$17 and are available online or by calling the bookstore. Acting classes are also available and Laura informed the group that volunteers are ALWAYS welcome.

Finally, Patty James, the college’s Lifelong Learning Coordinator, shared all the various classes available. Lifelong Learning classes and regular classes are available tuition free to people over 65 and at a reduced rate to those 62-65. A catalogue of current classes was mailed to residents in the spring. They are also available at the college.

At 2:00, WC president, Char Messmore called the meeting to order. She thanked Dagmar Zvonek for planning the day’s outing.

- CPR/First Aid class given by Jim Manson was a success and members showed an interest in having him return.

- Char and Deidre B. attended the Eastland High School awards assembly the night before.

The Hattie Vicker scholarship of $100 was awarded to Jenna French and the LC Women’s Club Scholarship of $500 went to Chloe Anderson. Chloe is a resident at Lake Carroll. Both young ladies plan on attending Iowa State University in the Fall.

- Char reminded committee chairs that their yearend reports are to be presented at the June 13th meeting.

- Currently the Lake Carroll Women’s Club has 74 members. Dues for next year are $20. If you’re not currently a member, please consider joining this active group! Meetings are held the second Thursday of the month at the Lodge at 1:00, September-June.

Donna Aleksy, Ways and Means chairperson reported that approximately 80 people attended the Cinco de Mayo fundraiser on May 5th. Due to the generosity of the attendees, $772.00 dollars was raised! Because of the generosity of Lake Carroll residents that attend and/or support the various fundraisers held by the WC, the 2018-2019 allocations to various local charities and organizations will be $4000!

The final meeting of the year, the annual Spring luncheon, will be held at the Clubhouse at noon on Thursday, June 13th. Please contact Lana Soldat (815-499-5481) or Donna Aleksy (815-499-5425) if you’re a member and would still like to attend. The cost is $12.

Finally, Bessie Pavel thanked the May hostesses, Bonnie Ewing, Dagmar Zvonek and Kathy Ripplinger for their delicious array of treats.

Ladies from Lake Carroll met on Tuesday, April 23rd, to tie 48 blankets. These blankets were sewn together

by Bonnie Ewing, Brenda Schnarr, Cheryl Wallin, Donalee Yenney, JoAnn Gariff, Margaret Rominski, Nancy Aho, and Rosanne Stangl. Those who helped tie the blankets were: Brenda Schnarr, Moe Unser, Pia Molloy, Pat Bykowski, Nancy Aho, Cheryl Brant, Barb Anderson, Donna Hovorka, Rosanne Stangl, Eileen Robinson, Donna Aleksy, Char Messmore, Phyllis Davies, Margaret Rominski and Phyllis Kehoe.

These blankets will be donated to organizations that help comfort children in stressful situations. Margaret Rominski kindly delivers the blankets for us. Some of the places that request them are DCFS Sterling, FHN Hospital, The Pregnancy Center, Voices, and Riverview Abuse Center. Funding for the project is a joint effort of the Lake Carroll Women’s Club and the St. Wendelin’s Women’s Society along with an anonymous donation that was very much appreciated!

A Former Star Athlete at Lake Carroll

Let me introduce myself, my name is Tom Newman, hometown boy of Meredosia, Illinois. I am writing this story to pay tribute to a young man whose talent exceeded everyone’s expectations.

The era - late 1950’s and early 1960’s, I need to highlight probably one of, if not the best, prep football players in the State of Illinois to come from our surrounding community. Over the years this man’s name comes up, especially around football season, as being a name to remember for the records he broke and the talent he displayed. People ask what ever happened to him. Where is he at? and Did he ever go on to play in college?

When I was in the sixth grade, I was given the opportunity to go with my Uncle Joe Newman and watch a phenomenon play football. As I grew up Robert Poncar of Lake Carroll was once an Illinois star athlete.

Robert and Gail Poncar (16-20) have been LC residents for 35 years. my Uncle and his friends would talk about this young man and when I was in High School, I began to understand what extraordinary talent he had and the impact on all the records he achieved. I watched in awe at his speed and talent. His name is Robert Poncar. He attended the Illinois School of the Deaf (I.S.D.), Jacksonville, Illinois. Have you heard of him? If you haven’t, let me take a moment and tell you a little about him.

Robert Poncar was considered by everyone to be the best prep football player during this time period. His nickname was Poncar. Donning the I.S.D. Tiger uniform, number 32 and 43, he played half back/fullback and linebacker on defense. Robert accomplished an unbelievable feat of averaging 17.6 plus yards per carry. This is unimaginable at any level. In 1961, he had 23 touchdowns. He had 1,470 total yards. He was a machine, an undeniable talent. His speed, agility and logical thinking helped Poncar excel not only in football but in basketball (averaging 18 points per game), baseball, and track.

I would like to say that Robert’s main position was fullback, but it appears from my research he also kicked 18 extra points. Robert’s, senior year he was voted AllState in football followed by being named High School All American in football. He was eligible to play in the high school all-star game in Oklahoma City in May.

Unfortunately, Robert did not play in this game due to knee injury. During his Senior year he was recruited to play at Southern Illinois University, University of Wisconsin, Texas University and Notre Dame. Again, knee injuries did not allow him to go on and play for any University. He attributes his success to his teammates. His coaches stated that he never let his accomplishments go to his head and he was a positive role model for all. In the old P.M.S.C. they went undefeated in football with five of the eight wins, holding the opposing team scoreless.

Newspaper archives show Poncar to be the driving force to the wins. He stated he liked beating Triopia.

Robert also broke records in track and field. He was a discus thrower. During this time period, Poncar broke his school record by throwing the discus 143.7 feet. Shot put, 47 feet. High jump 5 feet 7 inches. 100-yard dash 10.2 seconds and the 220-yard dash at 22.9 seconds. Robert Poncar even ran against a young man who would later go on and become a World Class Champion in his own right.

This young man attended Jacksonville High School and later went on to beat the one and only Heavy Weight Boxing Champion of the World, Muhammad Ali. His name is Ken Norton, now deceased. Robert ran against him in the 100-yard dash. What a story!!!! Not many men can say they ran against someone famous. What a legacy for Jacksonville, Illinois to have two men hail from their community with such extraordinary talent. Robert stated, although they were highly competitive, they became close friends. Robert’s favorite sport was football, but his favorite position was being a catcher on the baseball team. Playing baseball for only one year. After high school in 1962, Poncar went on to play Semi-Pro Baseball in Maywood, IL. His career was cut short due to injury.

Robert was captain of his football team, basketball team, track team and in his free time he even became the Homecoming King of his Senior class.

Robert Poncar, the man, was born in 1943 in Chicago, Illinois to Charles and Helen Poncar. He had only one sister. Ironically, Robert’s parents were both deaf, as well as his sister. Robert’s parents made the decision to send both of their children away to pursue education. Robert came to the Illinois School of the Deaf when he was only 5 years old. How difficult this would have been to be separated from family. But, in order to learn the art of language and to be able to communicate with the world he was given the opportunity to be a student/resident and future athlete of this program.

During my interview with Poncar, he stated that he was granted the privilege to give his father’s eulogy and he relayed this story. Robert stated that his father only came to see him play a few times do to distance and finances. So, it was a real treat when his parents did come and watched him play. Robert chuckled as he recalled this story. On one of his trips to I.S.D., his father challenged his son who was about to take the field and told him “ Robert, I will give you $10 dollars for every touchdown that you make in this game.” Now, remember, back in this day, $10 dollars was a lot of money. Robert took the challenge. Apparently, his father must not have realized what a great athletic ability his son had. Robert played hard in this game wanting to

show his parent’s just how good he really was and that he did. Robert went on to score not 1 but 5 touchdowns in that game on only 5 carries, raking in a cool $50 bucks. Robert stated the look on his dad’s face told the whole story as he handed over that money. Charles Poncar was speechless.

But we all know as a parent, he was beaming with pride.

Robert graduated in 1962. Only attending high school for 3 years as he was pushed to graduate early because there were too many students at I.S.D. This was a common practice during this time period. He left Jacksonville and relocated to the suburbs of Chicago.

The love of sports never left his blood, as an adult, Robert joined a ski club where he did ski shows at Fox Lake. He also joined a snowmobile club where he raced on ice. In his golden years, Robert was able to travel with his best friend, Mac, who owned a small plane. They traveled a lot and made memories of their own (probably acting like kids when no one was watching.) Mac, now deceased, will be remembered fondly.

With his career in athletics over, Robert made his life providing for his family as a bricklayer and carpenter.

Robert and Gail married and gained a blended family of 4 children and together they have 8 grandchildren and 6 great grandchildren. After 40 years in the construction industry Robert went on to build his own home at Lake Carroll, where he and Gail have lived for the past 20 years. If you’re driving down Lake Carroll Blvd by the Tubing Hill their house is the one with the brick mailbox which Bob also skillfully built Robert reported that he has gone back to I.S.D. for reunions, reminiscing of the glory days. He states that his teammate and best friend, Bob, is no longer living and his Coach, James Bond, (National Football Coach of the year in 1962 - Inducted into the Illinois Coaches Hall of Fame in 1960) died 2 years ago.

He was 84 years old. The last time Robert went to I.S.D. was in 1990. There is a funny story about this last visit to Jacksonville. Robert, who must have been reminiscing in his own mind and channeling his athletic speed exceeded the speed limit and was pulled over by a State Police cruiser as he neared his destination. Robert tells the story that the officer came up to him in his vehicle, asked for his license and registration. The police officer walked back to his car and ran his name. Robert watched in his rearview mirror as the officer walked back to his car. Robert waited with anticipation at what the damage would be.

The officer walked back to Robert’s car and asked, are you the Robert Poncar, who played at I.S.D.? He said yes. The police officer said, “I remember you, you’re a legend, and he told him to go on his way.” Robert, let out a big sigh, shook his head and grinned as he drove away See - what did I tell you? He was famous. Even to this day, 60 years later, the name, Robert Poncar is still recognized by those I come into contact with. I know, that there are others who have excelled in different sports and broke records over the years, but I still hold firm, there is no one who comes close to the all-around talent of this man. Long live the name, Robert Poncar!!! Legend!!! I consider having interviewed Robert an awesome privilege.

A nice group of members and guests turned-out for the May general meeting and potluck. The evening began around 5:30pm with good conversation and socializing by the 78 in attendance. Joining those in attendance were guests Nelson and Toni Martell. The Martell’s later joined the club and donated ¾ length aprons which are perfect for the many inside Hatchery operations. Also attending their first meeting as new members were Tom and Marti Meyer (new fulltime residents) and Joe Esposito. Welcome Everyone.

The meeting officially started @ 7:02pm with the Pledge of Allegiance. Following the pledge, Mitch Feucht presented the Treasurer’s Report. The April financials showed income of $839 consisting of revenue from Dues, Donations, Fishing Tournaments, Open House contributions and Raffle proceeds. The Expenses totaled $480.11 and were credited to Hatchery Supplies and the Telephone. Mitch commented that last month’s food bill had not been received from the Clubhouse but should be included with the May expenses. Also reported was the club membership which increased to 174 property owners. A motion to approve the Treasurer’s Report was made by John Schnarr, seconded by Bob Froelich, and approved by the membership.

With the Financials approved, Gary Gariff provided an update on several Club activities that included; HANDICAP PIER: Two ADA photo designs were provided to Don Aleksy for consideration at the East Marina.

The FC Board will review each design and select the most suitable, figure optimum size which includes a paved path, consider labor/material costs and present the construction details to the A&E Committee who will approve the project and ensure ADA compliance.

Once the cost details are understood, the information will be presented to the membership.

Target completion date is September or October.

HATCHERY OPERATIONS: A total of 2,094,000 walleye eggs were harvested this year. These 2M eggs were the second highest total fertilized since 2010. Gary extended thanks to the 22 volunteers who helped with the netting operations and the four people responsible for the inside operations. Rick Jensen also offered a toast to Thank those who helped at the Hatchery.

With the Spring Walleye activities complete, one or two workdays will be planned for general maintenance. Some of these maintenance items will include replacing flexible tubing, cleaning tanks/incubation tubes, organization of supplies and repair of the catch basin fence and stairs. The club will grill lunch for each workday.

OPEN HOUSES: The club hosted two open houses for the public which were well attended considering snow or cold temperatures were present each day. Two additional presentations were made, one for the Cub Scouts of Pearl City and another for the Science class of Eastland High.

KIDS FISHING DERBY: This year’s derby is scheduled for Saturday, June 15th at the East Marina. Hot Dogs, Chips, Drinks and Cookies will be served. Lots of volunteers are needed to help with setup and teardown, to act as judges for recording and measuring fish, to coordinate game contests or to donate cookies for our young anglers. Derby details are available in the LC News, email blasts and posted fliers. Please help if you are available.

COUPLES FISHING TOURNAMENT: Scheduled for Monday August 5th, this event is held at the West Marina where teams can fish from their boats or the dock. A BYO entrée barbecue is planned after the fishing concludes.

GOLF OUTING: Saturday, August 24th is this event date. Watch for information and postings.

Mike Siciliano ended the meeting with the gift card raffle. This month’s lucky winners were John Brooks - $50, JoAnn Borysiewicz - $35 and Tom Meyer - $25. Congratulations to all the lucky winners. Summer is just a few weeks away, that means the walleye harvest is over, Hatchery open houses are done and the goose egg oiling is finished. Truly, this is the busiest time of the year at the Fishing Club.

And with the close of this busy season, let’s share some totals and accomplishments for this year and prior years on the Hatchery Open Houses, Spring Walleye Harvest / Egg Fertilization and Goose Egg Oiling.

OPEN HOUSES: The Hatchery Open Houses are always a rewarding experience. This year the club hosted two open houses for the public, one for the Cub Scouts of Pearl City, Troup #27 and one for the science class of Eastland High. The public open houses were held on April 14th and 28th, the Cub Scouts attended on April 29th and Eastland High toured on the 30th. A total of 208 guests and volunteers attended these four hatchery open houses where visitors enjoyed tours, watched a video, participated in some hands-on learning experiences and snacked on treats provided by club members. The club wants to Thank those who attended for expressing an interest in the LC Hatchery, the tour guides for sharing hatchery information and to the membership for providing the many delicious snacks. HATCHERY OPERATIONS: The Spring Walleye harvest began with the initial nets being placed on April 1st. From that day until the last nets were removed on April 26th, the walleyes were active. But active doesn’t always mean abundance. This year was different, only 230 walleyes were netted. It was the second lowest walleye count since 2009. However, lower catch counts don’t always mean lower egg harvest numbers. A total of 2,094,000 eggs were fertilized this year. These 2M eggs were collected between April 5th & April 20th. Those 16 days were recorded as the second highest egg harvest / fertilization count since 2010. Following the fertilization of these 2M eggs, a 12-day incubation period was needed to hatch eggs. The Fry from these newly hatched eggs were then released into Lake Carroll and Fawn Pond.

Releasing of the 2M young Fry concluded the inside hatchery operations for the Spring Walleye season. But with the inside work done, there was still a lot of outside stuff to be completed. Fawn Pond received multiple applications of Alfalfa and Soy to promote the growth of microorganisms. These microorganisms would serve as food for the young Fry.

Minnows were then added on April 30th to provide another food source. A second batch of minnows is planned to be stocked at a later date to provide additional food for the growing walleye. These two batches of minnows will feed the walleye for the remainder of the year.

Following a Summer and Fall of growth, the pond will be drained, and the Fingerling walleye netted in the catch basin. This catch basin netting typically occurs around the end of October and could last days or even weeks. Once the netting of Fingering walleye is concluded, the walleye operation which began in March and continued into November will officially be over.

A total of nine months would be needed to produce walleye. It is a long season which requires commitment and the help of many volunteers who understand the benefits this operation brings to Lake Carroll. The Club recognizes this commitment and is grateful to all the volunteers who contributed many hours of time to capture fish in the hoop nets, to harvest eggs, monitor incubation tubes, prepare Fawn Pond with food and eventually net the Fingerling Walleye in the catch basin. The Club Thanks everyone for their commitment and help.

One additional hatchery activity is in process and will serve as a test for young Fry. Several thousand Fry were placed in three containment nets located in one of the blue aerated holding tanks in the hatchery. These Fry will be fed and monitored for several weeks. The goal of this test is to observe the growth of Fry and to release a walleye which is larger and better equipped for survival in Fawn Pond. Once the monitoring phase is complete, the Fry will be released into Fawn Pond to join the other growing Fry. More updates on Fawn Pond and the Catch Basin netting will be available in the future.

GOOSE EGG OILING: The final update is on Goose egg oiling. The goal of oiling goose eggs is to help reduce the goose population at Lake Carroll. This year 13 nests were discovered, and 58 eggs oiled. The oiling operation requires a light coat of vegetable oil be applied to each egg. It is a process which keeps the eggs from hatching but does not harm the geese. With the eggs oiled, the goose and gander will continue to sit on the nests even though no eggs will hatch. Had the eggs and nests been destroyed, the geese would build another nest and lay more eggs. This oiling of eggs is an approved DNR method which helps reduce a gosling hatch. Unfortunately, some hatches will occur, as helpful as the membership is at calling-in nests, and as diligent as the volunteers are about boating the lake looking for nests, not every nest is located. Hence, you may see some families of geese around the lake, but not as many had no eggs been oiled.

The Club Thanks the property owners who called-in nest locations and the volunteers who boated the lake looking for nests.

As the weather warms, and we begin to enjoy the outdoors and all that Lake Carroll has to offer our members, we should continually be aware of a nasty predator that lurks, waiting to pounce, and feast on your bodily fluids… No, we don’t have vampires at Lake Carroll, but we do have a pesky parasite known as the tick. Ticks can be found throughout the Lake Carroll property and you should be diligent in protecting yourself from them. Please don’t be afraid to experience the great outdoors that our wild areas provide; just be smart about it by using precautions to minimize risks by ticks for you, your family, and even your pets.

Joe Rush There has been a rise in the number of cases of tick-borne human Lake Manager illnesses. One of the more common human illnesses contracted from ticks is Lyme’s Disease, but ticks can carry many more diseases with human health implications and it’s important to enjoy the outdoors safely. Reported cases of Lyme’s Disease in Illinois has been on the rise. To help protect you and your family, the Center for Disease Control and Prevention has provided some recommendations on preventative practices to help deter ticks and tick-borne diseases. While doing these things cannot guarantee you will not get bitten by a tick or contract a tick-borne disease, knowledge of these practices can help to better protect you and your families while enjoying the outdoors.

The following is directly from the Center for Disease Control and Prevention website at: https://www.cdc.gov/ticks/avoid/on_people.html While it is a good idea to take preventive measures against ticks year-round, be extra vigilant in warmer months (April-September) when ticks are most active.

AVOID DIRECT CONTACT WITH TICKS • Avoid wooded and brushy areas with high grass and leaf litter.

• Walk in the center of trails.

REPEL TICKS ON SKIN AND CLOTHING • Use repellent that contains 20 percent or more DEET, picaridin, or IR3535 on exposed skin for protection that lasts several hours. o Always follow product instructions. Parents should apply this product to their children, avoiding hands, eyes, and mouth.

• Use products that contain permethrin on clothing. Treat clothing and gear, such as boots, pants, socks and tents with products containing 0.5% permethrin. It remains protective through several washings. Pre-treated clothing is available and may be protective longer.

• The Environmental Protection Agency (EPA) has an online tool to help you select the repellent that is best for you and your family. (https://www.epa.gov/insect-repellents/ find-insect-repellent-right-you) FIND AND REMOVE TICKS FROM YOUR BODY • Bathe or shower as soon as possible after coming indoors (preferably within two hours) to wash off and more easily find ticks that are crawling on you.

• Conduct a full-body tick check using a hand-held or full-length mirror to view all parts of your body upon return from tick-infested areas. Parents should check their children for ticks under the arms, in and around the ears, inside the belly button, behind the knees, between the legs, around the waist, and especially in their hair.

• Examine gear and pets. Ticks can ride into the home on clothing and pets, then attach to a person later, so carefully examine pets, coats, and day packs.

• Tumble dry clothes in a dryer on high heat for 10 minutes to kill ticks on dry clothing after you come indoors. o If the clothes are damp, additional time may be needed. o If the clothes require washing first, hot water is recommended. Cold and medium temperature water will not kill ticks effectively. If the clothes cannot be washed in hot water, tumble dry on low heat for 90 minutes or high heat for 60 minutes. The clothes should be warm and completely dry.

As with any outdoor activity, by being aware and prepared, we can better address any concerns that may arise.

Another form of ‘new life’ I like to remind property owners about is the fawn (baby deer) that you can encounter while moving about Lake Carroll.

Often times we have property owners call about an abandoned fawn deer they have found and ‘rescued’ and they need direction on what to do with the baby. If you come across a baby deer, PLEASE LEAVE IT ALONE. The natural instinct of deer is to leave their fawn unattended for long periods of time. This is a predator avoidance tactic because fawns are born ‘scent free’ and predators cannot easily detect them. The mother leaves the fawn and only comes back periodically to feed it. Once the fawn is big enough and strong enough, it will begin to travel everywhere with the mother. Because of this survival tactic, we humans tend to find fawns unattended and believe the mother has either left the fawn, or been killed. In most cases, it is best to leave the fawn alone, and let nature take its course. If you touch the fawn, there is a risk the mother could abandon it.

WAVE RUNNERS AND JET SKI’S I know there is noth-ing better than hitting a wave or a wake at 30 miles per hour and get-ting a little “air”. There is also nothing more worrisome for the parent(s) of a kid being pulled in a tube or waterskiing to see a wave runner following too close to the back of your boat. SWIMMER’S BAY AND THE EAST MARINA As we all know, Swimmers Bay and the East Marina are very popular spots for boaters to get out of the Lake’s main body and into a no-wake zone to drop anchor and do a little swimming. On the image I have included the same counter-clockwise travel route for these bays. We have received comments and concerns from Property Owners and swimmers alike that getting in and out of these bays during busy weekends is diffi-cult due to the amount of traffic. As a courtesy to those wishing to use the bays for swimming and to those who reside along the lake front, please keep the traffic pattern clear so that all can enter and exit the bays easily, without having to use the center where people are anchored and swimming.

Welcome back to summer, I sure hope the June weather is better than the May weather we just went through at Lake Carroll. With the arrival of June, activities at the golf course are in full swing. June starts off with the signup and beginning of many Junior Clinics and Camps, including the Junior Golf League. Dates and times are on the Junior Golf Flyer. We will also be hosting a Junior Open on July 19th, look for more info on these events in this month’s paper and around the Clubhouse.

Father’s Day is right around the corner and we will be having some great deals for dad in the Pro Shop. We also will be holding a Father’s Jason Hill PGA Golf Professional Day Scramble on June 16th, what a better way to spend the Day with Dear Old Dad. We also are having the course favorite LCA Big Cup Scramble on June 22nd, the LCA vs Lena match #1 on June 23rd at Wolf Hollow Golf Course and the Campground Golf Outing on June 29th.

In July we will have even more events…July 5th will be a Nite Golf, July 7th Firecracker Scramble, July 13th will be the Mt. Carroll Fireman’s Outing, Ladies Invitational on July 17th, Club Championship on July 20th and 21st, Eastland Boosters Outing on July 27th and the Senior Club Championship on July 28th.

These are all great events for all levels of Golfer. Contact the Pro Shop for more info or to sign up. A full 2019 Schedule of Events is included with this article, we are extremely busy this year with events and tournaments, but don’t be alarmed, we have plenty of times available for golf and our Reciprocal list is extensive. Remember, the Pro Shop staff must make your tee time for all reciprocals. A reminder the you need to be prepared to show your membership cards at the reciprocal courses. A full list of our Reciprocal courses is listed in this paper and on our website www.golflakecarroll.com, you can also check out the Lake Carroll Golf Course Facebook Page.

Now that we are heading into summer, I would like to remind everyone about the Weather Warning Sirens and the golf course lightning air horn. The Sirens will go off when weather warnings are being issued. They will not be alerting you if there is lightning. The Pro Shop staff will continue to sound our air horn when lightning strikes are in the area. We do several air blasts in different locations, so that everyone can hear. When you hear the air horn, that means lightning is very close to our area and that is your alert to head into the Clubhouse and take cover. Please take this warning serious, lightning kills.

With that said I hope everyone has a long and enjoyable summer at the Lake Carroll Golf Course! See you at the course.

“Rain, rain go away the lady golfers want to play”. This is what our ladies league has been dealing with for our first two weeks of our golfing season. Hopefully by the time you are reading this Mother Nature will have been kinder and our golfing season will be well on its way.

This year our Fun/Charity night is June 5th hosted by the 18-hole division and our charity this year will be “The Honor Flight of the Quad Cities”. This is a great charitable organization that flies American Veterans from WWII and The Korean War era to Washington D.C. to visit the memorials dedicated to honoring their sacrifices. Please be generous with your donations to this worthy charity. Donations will be accepted till the end of June. Highland Community College 2998 West Pearl City Road

Highland flips the switch for partial solar power on campus Embracing electrical power with solar energy, Highland Community College will hold a ribbon cutting ceremony on Tuesday, May 28 at 3 p.m. to launch recently completed solar array panels to supply the majority of energy to the Ray and Betty Stamm Health Science Nursing Wing.

Prior to the ribbon g cutting ceremony, speakers will include Tim Hood, president of Highland Community College, Jim Endress, Board of Trustees Chair, faculty and administrative staff. Topics will include goals of the project from Highland’s investment, educational opportunities and a recruitment tool in Environmental Science, Engineering, and Electrical degrees/certificates.

Jill Janssen, Vice President of Administrative Services, stated, “We’ve been planning this project for some time and to see this dream become a reality is inspiring and will benefit generations to come. This system is going to be a valuable tool in lowering our energy cost and to help educate others on the sustainability of this renewable energy source, the sun.”

Eagle Point Power installed the 99kW DC solar array panels to the east side of campus.

The project included several panels to be used for instructional purposes, as well as a software monitoring system and display panel. Presentations proceeding the ribbon cutting will include a real-time view of energy saving. Refreshments will be served.

The project is funded by a combination of state incentives, ComEd rebates, and Protection, Health and Safety funds. It is estimated that the annual energy savings will be about $9,500. Over the life of the system, 2,730 tons of carbon dioxide will be eliminated from our footprint, which is equivalent of planting 63,000 trees, reducing driving by 5,460,000 miles, or recycling 8,627 tons of waste.

“Our objective was to design, engineer and install a practical, effective and sustainable solution which serves the energy needs of Highland Community College,” stated Jim Pullen, Eagle Point Solar General Manager. “We are confident this project achieves both and we are grateful for the partnership in making this a reality.”

HCC announces 2019 Visual Arts Scholarship Exhibit at Freeport Art Museum Freeport Art Museum (FAM) hosts the Visual Arts Scholarship Exhibit to showcase the most recent visual arts recipients of the Buss and Ferguson Fine Arts Merit scholarships.

The exhibit will unveil during the Friday, May 3 reception from 5 to 6:30 p.m. at Freeport Art Museum, 121 N. Harlem Ave., Freeport, Ill. The exhibit will remain on display through July 27.

Highland students included in this exhibit, Hayden Hayes, Hailie Lenz, Dulce Lopez, Madison Pitts, and Shelby Rathje, showcase a sampling of some of their most successful works of art created during their studies in the visual arts program at Highland. Two scholarships are offered to full-time Fine Arts students. Students receiving an award in either of these two distinguished scholarship programs must meet specific criteria in the study of music, theater, or visual arts.

“Their work serves as visual examples of their explorations answering academic concerns unique to specific studies,” said Robert Apolloni, Instructor of Visual Art at Highland. “To be included in this scholarship exhibit, however, works must go beyond simply meeting required academic standards. They must arrive at a unique, poignant, and many times, personal level of rest or completion. Each of these works of art has a history concerning their progress and development reaching that completion. The relationship each artist/student has with that experience of creation encompasses a myriad of personal and professional growth.”

After analytical and intuitive discussions, each student settled on their final selections for the exhibit and began preparing those pieces for viewing. For many students, choosing, preparing, and titling a work of art, along with documentation, such as an artist’s statement, is a facet of working as an artist they may not have previously experienced. This exhibit provides them with insight concerning exhibiting.

Scholarship opportunities are provided to the students through the Highland Community College Foundation. Freeport Art Museum is providing the venue for this exhibit. The museum hours are 10 a.m. to 5 p.m. Tuesday through Friday and Noon to 5 p.m. Saturday.

CARROLL COUNTY HELP CENTER

Awards Scholarships The Carroll County Help Center (CCHC) recently held their second quarter meeting.

YEAR During the meeting the scholarship committee announced that this year CCHC is able to award five $500 scholarships to graduating seniors in Carroll County interested in pursuing training at a community college or a vocational-technical school. Selection was based on financial need, academic achievement and future goals. Funds for these scholarships are derived from memorial funds, donations, and income generated by sales at the CCHC Thrift Shop in Savanna, which is a cooperative effort of the faith communities in Carroll County. One of the scholarships is funded by a memorial donation from the Lois Frank estate. Lois Frank was the first president of the Carroll County Help Center when it was organized in 1972. She died in 2014; a donation from her estate will fund a $500 scholarship for at least 6 years. Milledgeville High School Senior, Natalie Wilkinson is the fourth recipient of the Lois Frank Memorial Scholarship and was acknowledged on May 1, 2019 at the Milledgeville High School Awards Night.

Natalie will pursue a program at Highland Community College in agriculture.

Also, from Milledgeville High School’s graduating class of 2019 are recipients Andrea Feary and Kortney Queckboerner. Andrea will attend Sauk Valley Community College to study Radiologic Technology. Kortney will begin a course of study in the field of Agricultural Science also at Sauk Valley Community College.

From Eastland High School, recipient Jake Thede will attend Highland Community College to begin a course of study in the field of mechanical engineering.

Eastland Senior Peyton Erbsen will attend Kaskaskia College to study the field of Dairy Science & Agronomy. The Eastland Scholarship & Awards Night will be will May 8, 2019 at 7pm.

Carroll-Lee-Whiteside Extension is pleased to announce that the Master Naturalist training will be starting again on June 8. This program will offer interested participants training by local and regional natural resource instructors and train individuals about the natural communities found in Northern Illinois. Training will take place the second Saturday of each month except December for the entire year from 9 am-2 pm. Trainings are held at different locations throughout Whiteside, Lee and Carroll counties.

Once training is completed, participants are expected to complete a volunteer service project to become a certified Master Naturalist. Once certified, the Master Naturalists are expected to annually conduct some level of volunteer stewardship and continuing training to maintain their certification.

The curriculum will cover topics ranging from environmental ethics to understanding the natural world. The course will also teach people about the natural communities ranging from prairies to wetlands. Also covered will be botany, entomology, soils, weather and climate and volunteer service projects opportunities.

The 2019 daily docks are available for daily or weekly usage by reservation only. The fee is $33 per night or $94 for one week. The maximum stay is two weeks. You may have only one reservation on the books at any time. To reserve one of these slips, call the Association Front Desk 815-493-2552 ext 110 or 120. Payment must be made in advance. Unauthorized parking in these slips may result in a citation being issued. Marina maps are available on our website: www.golakecarroll,com>Amenities>Lake&Natural Resources>Documents. Both the East & West Marina Maps are included in this list. Members in good standing are eligible to reserve these slips. As a reminder, all watercraft must be currently registered with the Association before it enters the Lake.

There are also two (2) temporary slips, which may be used for short periods of time. These slips are the first two slips beyond the gas pumps & are marked as TEMP. Please use these only for short periods of time, allowing other members to use these slips also.
