President’s Message

As I sit here writing this article, almost two weeks have gone by since the election. It has been a whirlwind of activity. I have met with each board member and tried to get to know them a little better. We have talked about issues, concerns, problems, shared our visions for Lake Carroll and tried to find common ground. I believe this Board has the opportunity to make Tom Bogusevic a positive impact on the future of Lake Carroll.

Board President Many hours have been spent meeting members face to face and listening to their concerns and opinions. One issue that seems to be universally expressed is communication. The word “transparency” is used quite often. I believe, as an Association, we need to provide information in a consistent manner that is easily accessible. When members ask questions, we need to provide answers in a timely manner. When members make comments, we need to acknowledge that we heard them.

Obviously, the center of most of our attention has been spent on helping develop a budget that can be presented to Membership for approval. When we began to examine the financial statements of the Association we found that they were very difficult to interpret.

Fundamental information used to run a business was difficult to extract. When we finally determined the numbers, we were surprised to find the magnitude of the unpaid monies owed to the Association by its members.

We’ve done much due diligence and feel that we understand the major issues and are ready to get to work. All that remains to be done now is for you, our members, to approve the 2019 budget that we will present at our January Board Meeting. So the obvious question is… why should you vote for this new budget? What’s different today that would compel you to vote yes? What’s changed?

• You have a commitment from your new Board to articulate a vision, repair the broken business model and let our General Manager do the job he was hired to do.

• You have a new General Manager who already has a strong grasp of our Association and is committed to making the necessary structural changes to make our Association more efficient and member friendly.

• You have a commitment from your Board to be more transparent with membership and to do a better job of communicating.

• You have a commitment from your Board to more effectively collect monies owed the Association by members.

• You have a commitment from your new General Manager to implement a process to provide answers to member questions so members don’t have to go elsewhere for their information.

Give us a chance to do the job you elected us to do. Give your General Manager a chance to do the job the Selection Committee and the previous Board hired him to do. Have faith in us that we know what we are doing.

2019 MEMBERSHIP CARDS & DECALS

The 2019 Annual Dues packets were mailed the second half of December 2018. Information sheets & the statement must be returned with your payment to receive decals. Please review the information on your sheet. UPDATE YOUR VEHICLE INFO, ADDRESSES, PHONE NUMBERS, AND EMAIL ADDRESSES! The photo ID Amenity cards are intended to be used for multiple years. Do not discard them, there is a $20 replacement fee. If your dependent(s) have not received a new ID card (see sample in this issue) you must submit new photos. To avoid late fees, payment must be postmarked by January 31, 2019. Please read all the information sent with your December billing packet. If you have questions regarding insurance or registrations, please call the LCA Office at 815-493-2552; Carly at ext 110 or Cindy at ext 120. Dues questions should be directed to Missy at 815-493-2552 ext 114.

2019 “REMOVABLE WINDOW CLING” GUEST PASSES

Please mark the appropriate space on the back of your information sheet if you will need these. Four passes (per lot) will be issued if they are requested. Each set of four will display identical numbers (i.e. 4301). Your section & lot number will not appear on the actual guest pass. The displayed number will be assigned to your database information. Per Lake Carroll Rules, no guest passes may be used in member vehicles (LC Rules & Regulations Title V: Chapter 53.07 (A) (3)

2019 BOAT SAFETY CLASS

Lake Carroll has scheduled one (1) Boat Safety Class for 2019. Saturday, April 20, 2019 is the date. The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2019. Further information will be available in the February issue of the Lake Carroll News.

2019 MARINA SLIP ASSIGNMENT PROCEDURES DEEDED BOAT SLIPS

Letters have been sent to all ‘deeded’ boat slip owners. Forms & payments must be received

by January 22, 2019. Failure to submit the form & payment for the deeded slips (by 1/22/19) will be considered a negative response and the slips will be made available to other property owners.

EAST MARINA SHORELINE SLIPS

Letters have also been sent to all owners using the East Marina Shoreline slips during the 2018 Boating season. Forms & payments must be received by Jan 22, 2019. Failure to submit the forms for the East Marina shoreline slips (by 1/22/19) will be considered a negative response & the slips will be made available to other property owners.

ASSIGNED BOAT SLIPS

If you used an assigned boat slip in 2018 and you are a member in good standing, you will be offered the opportunity to use a slip in 2019. These letters will be mailed by January 31, 2019.

These forms must be returned with your payment by February 19, 2019. Failure to return this form (with your payment) by 2/19/19 will be considered a negative response.

SEASONAL CAMPGROUND USERS

Bills for the 2019 campground season will be mailed approximately February 11, 2019. To secure your campsite, payment must be received by March 30, 2019. Decals will be issued upon receipt of the 2019 Seasonal fee of $615.00, plus $30.00 for the decal. Trailer and Vehicle Camp Shelters being registered at Lake Carroll will be required to show proof of ownership as is required on other conveyances. Proof of ownership can be: Title, current Insurance, and/or current State License Plate registration

CAMPGROUND LOTTERY

The Annual Campground Lottery will be held Saturday, March 2, 2019. This is the date for new campers to apply for a season campsite. Lottery will be held at the Conference Center.

Doors will open at 10:00 AM & the lottery drawing will be conducted at 10:30 AM. Refer to the Campground Section in the Rules & Regulations.

NEW BOAT SLIP USERS/NON-DEEDED

Saturday, March 2, 2019 (1st Saturday in March) will be the day new boat slip users (nondeeded and non-waterfront) may apply for a slip for the 2019 season. 2019 LAKE CARROLL HOMEOWNER DIRECTORY

Lake Carroll Homeowners that have a Lanark (493 prefix) telephone number or cell phone number which is used as the primary number at your Lake residence will be included in the annual Directory to be published in April 2019. The ‘Lake Phone Number’ on your 2019 Information sheet will be the number published in the directory. Please review & update ALL phone numbers. If you wish to be EXCLUDED from the 2019 Directory you must return the form included in your Annual Dues packet on or before January 31, 2019.

LAKE CARROLL HOMEOWNERS

Please provide your service providers (i.e. propane, snow removal, landscapers, septic, etc) with your current phone numbers. If you have your property listed with a realtor, please make sure to update address & phone information with them also.

AMENITY USAGE

All delinquent dues and fees must be paid in full to exercise your amenity privileges (i.e.

Aquatic Complex & Ski Hill) during the winter season. Photo ID Amenity cards must be presented to use these facilities. The office will be processing payments & issuing decals & cards as rapidly as possible.

ASSOCIATION LOT TRANSFER FEES

The Association charge for the Association Transfer fee is $150.00 and $450.00 for the Fixed Asset Reserve fee for each resale. The $150 transfer fee is due by the seller & the $450 fixed asset reserve fee is to be paid by the purchaser. These fees ($600 total) and any outstanding dues or fees accompanied with a copy of the recorded deed are required before the new member will be entered in our membership database. GENERAL INFORMATION REMINDERS

Decal fees are now $30 for each additional decal. One free decal is issued for each dues paying lot. Vehicle make, model, year & current license plate information & state registration card must be on file for each vehicle you register per the Rules & Regulations, vehicle decals may be issued only for vehicles owned by members in good standing). A 2019 Fee Schedule has been included in your billing packet. Please save it and refer to it throughout the year. Visa/Master/Discover authorization forms must be completed each year. Please check the appropriate line items if you want to charge your mowing fees, decals, marina etc. Old forms are destroyed annually. Include your billing statement with your payment & completed information sheet. The Admin Office is again accepting Visa/Master/Discover for dues payments, in addition to other goods and services offered. There is a 3.25% assessment on all credit card transactions.

Quarterly handling fees are $25 per quarter. $100.00 late fees will be added to all unpaid accounts postmarked after January 31, 2019. Mark this date on your calendar now!

Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

I hope you and your family had a safe and joyful holiday season. I have put together some local numbers and distance to each; I hope they may be useful:

It’s wintertime…please take a moment to take a look at the Illinois Emergency Management Winter Preparedness Guide that is located at www.golakecarroll.com > News & Events > News > and click on “State of IL “Winter Weather Preparedness Guide.”

When the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel stay home, give our maintenance department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow, many times their vision is impaired do to the snow, let’s have a safe winter driving season.

A couple of years ago a tragedy occurred in Sabula Iowa on Sabula Lake it is located about 20 miles west of Lake Carroll. Two ice fishermen fell through the ice only one was rescued. If you are an ice fisherman please use extreme caution when heading out on the ice.

The cold weather has me already looking to ski season. Please use caution when skiing, tubing or boarding, be aware of your surroundings at all times. Be patient with other riders who may not be at your skill level, but most of all enjoy the ski hill.

Littering I will say it again LITTERING, it is very disheartening having to bring up this subject in a place as beautiful as Lake Carroll. We all know it is illegal to throw garbage or cigarette butts out of a vehicle window. I have been receiving complaints from property owners about this very thing. Please do not litter, if you see someone littering don’t turn your head, try and get a license plate number or vehicle description and call security.

I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YIELD TO YELLOW!!!

Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Governing Documents: Title V: Rules and Regulations, Chapter 53.03 (B)(4) & (E)(2).

DID YOU KNOW: Littering is illegal at Lake Carroll and yes a cigarette butt is litter.

No person shall dispose of any waste material, garbage or paper refuse upon the ground or waters of Lake Carroll, said litter must be placed in proper garbage receptacles or otherwise removed from Lake Carroll. Stated in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (E).

DID YOU KNOW: It is illegal to let you dog or cat roam freely at Lake Carroll. Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

Neighborhood Watch

Tax season is here and I have been already receiving calls from some of my neighbors regarding suspicious phone calls from the IRS. This article will focus on IRS scams They’re at it again... tax scammers scheming new ways to steal personal information and money. *In the first scenario, identity thieves file a fake tax return and have the refund deposited into your bank account. The thieves then contact you, often by phone, and — posing as the IRS or debt collectors for the IRS — demand you return the money to the IRS. But following the thieves’ instructions will actually send the money to them.

In another version, after you get that erroneous refund, you get an automated call, allegedly from the IRS, threatening you with criminal fraud charges, an arrest warrant, and “blacklisting” of your Social Security number. The caller gives you a case number and a telephone number to call to return the refund. Some cases that occurred to friends at Lake Carroll the call (live and recorded) actually stated we will be sending “The Cops” to your house. Think about it, no legitimate call would ever state “The Cops” Don’t take the bait. If you or someone you know gets an unexpected tax refund, follow the guidance outlined by the IRS for how to return the funds to the agency. The steps for returning paper checks and direct deposits differ.

In a different scam, criminals are using imposter tax preparation sites and phone numbers to steal peoples’ personal information. Here’s how this scam works: If you go online to find a tax preparation service to prepare and the e-file your tax return. But instead of landing on a legitimate site, you mis-click to a look-alike site created by scammers. The site looks real, and it’s set up to collect personal information that can be used to commit fraud, including identity theft.

The FTC has these tips to fight tax identity theft: • File your tax return early in the tax season, if you can.

• Use a secure internet connection if you file electronically, or mail your tax return directly from the post office.

• When using an online tax preparation service, look for the tax preparer identification number. The IRS requires all paid tax preparers to have one before filing any returns.

• To determine if a website is encrypted, look for https at the start of the web address (the “s” is for secure). Some websites use encryption only on the sign-in page, but if any part of your session isn’t encrypted, your entire account could be vulnerable. Look for https on every page you visit, not just when you sign in.

• Ask tax preparers about their data security policies, and how they protect your information.

• Respond to all mail from the IRS as soon as possible.

• If tax identity theft happens to you, visit IdentityTheft.gov to report it to the FTC, file an Identity Theft Affidavit with the IRS electronically, and get a personal recovery plan.

If you spot a scam, report it at ftc.gov/complaint. Your reports help the FTC and other law enforcement investigate scams and bring crooks to justice.

The IRS continues to warn the public to be alert for telephone scams and offers five tell-tale warning signs to tip you off if you get such a call. These callers claim to be with the IRS. The scammers often demand money to pay taxes. Some may try to con you by saying that you’re due a refund. The refund is a fake lure so you’ll give them your banking or other private financial information.

These con artists can sound convincing when they call. They may even know a lot about you. They may alter the caller ID to make it look like the IRS is calling. They use fake names and bogus IRS badge numbers. If you don’t answer, they often leave an “urgent” callback request.

The IRS respects taxpayer rights when working out payment of your taxes. So, it’s pretty easy to tell when a supposed IRS caller is a fake. Here are five things the scammers often do but the IRS will not do. Any one of these five things is a sign of a scam.

1. Call you to demand immediate payment. The IRS will not call, repeat, will not call about taxes you owe without first mailing you a bill.

2. Demand that you pay taxes without giving you the chance to question or appeal the amount they say you owe.

3. Require you to use a certain payment method for your taxes, such as a prepaid debit card.

4. Ask for credit or debit card numbers over the phone.

5. Threaten to bring in local police or other law-enforcement to have you arrested for not paying.

If you get a phone call from someone claiming to be from the IRS and asking for money, here’s what to do: • If you know you owe taxes or think you might owe, call the IRS at 800-829-1040 to talk about payment options. You also may be able to set up a payment plan online at IRS.gov.

• If you know you don’t owe taxes or have no reason to believe that you do, report the incident to TIGTA (Treasury Inspector General for Tax Administration) at 1.800.366.4484 or at www. tigta.gov.

• If phone scammers target you, also contact the Federal Trade Commission at FTC.gov. Use their “FTC Complaint Assistant” to report the scam. Please add “IRS Telephone Scam” to the comments of your complaint.

Remember, the IRS currently does not use unsolicited email, text messages or any social media to discuss your personal tax issues. JANUARY WINTER SAFETY… …ON THE LAKE

I know we are having a late start to our winter, but with a couple snows under our belts and looking forward, there’s no reason for us to not be reminded of winter safety around the lake.

By mid-January when you’re reading this article we may have enough ice on the lake to go ice fishing. If you’re going ice fishing, be sure to check the ice thickness wherever you go, and it’s a good idea to take along a fishing buddy, or two, in case one of you falls through the ice. Use of the frozen lake is at your own risk. And with the mild winter we’ve had so far it may be quite some time before the lake has ice on it. You can walk out on our docks, and drill a hole right beside the dock, so you’re able to sit on the dock to fish, and you don’t even have to stand on the ice. Be sure and tell someone you’re going ice fishing.

…ROADWAYS

When driving on snow, start out slowly and drive slower than you normally do. Remember on snow, a car takes much more distance to stop than it does on dry pavement. For those of you with four-wheel-drive vehicles, you can start out very quickly on the snow, but you can’t stop any better than a 2-wheel drive car. Don’t be overconfident just because you have fourwheel-drive. Beware of ice on the roadways and when you apply your brakes, steer in the direction you want to go.

Use caution on many of our hills and curves. Many people still walk in the winter, but they cannot always get as far off the roadway as they can in the summer. If you’re driving on a snow covered road you just can’t steer around them as well as you can on dry pavement.

Please be on the lookout for pedestrians, and the fact that they may have a dog on the leash with them. Watch out for the dog as well.

…BE PREPARED

Your mother always told you dress properly, so let’s be sure to wear a coat, boots, hat, gloves, and a scarf. At least have them in your car ready to go in case you’re stranded or have a flat tire and really need them. Have you checked your car lately? Is the battery OK? Do you have good tires? Do you have some salt, sand, or kitty litter in the trunk in case you get slightly stuck on the ice or snow? Are all of your lights working and are your brakes in good order? Do you have new windshield wipers, emergency kit, and an extra coat in the trunk?

Remember you can call Security if you run off the road and get stuck in the snow, and they will help you out of your car, but they cannot tow you out. They will help you arrange for a tow truck though.

SLOW DOWN

The most important words when driving in winter is slow down. Give yourself extra time.

Let’s be safe out there and get to our destination safely. It’s a beautiful time of year especially out here at the lake.

SNOWMOBILERS

Please be cautious, and exercise some courtesy as you’re going from your home to the nearest trailhead. Do not cross people‘s driveways or their yards. Drive on the roadway or in the ditch. Even if there’s plenty of snow on their driveway or yard, do not go through their yard or across their driveway. The Carroll County Trail system does go through Lake Carroll, and utilizes our trails, so be aware of other snowmobilers on the trails. Those of you in a car sitting at Snowmobile ahead of you, please be cautious. The Snowmobiles don’t have the best rearview mirrors, so sometimes they come out of the ditch around a mailbox, and you don’t want to accidentally have them hit you, or you hit them with your car. Always remember, if Snowmobiler is sitting along the trail it is common courtesy to slow down and make sure they are OK. If they give you the thumbs up you can continue to drive by them. If not, stop and see if they are broke down. It is also illegal to ride across lots in Lake Carroll, or on the golf course. ATVs or UTVs are no longer allowed on our trail system in January when there’s snow on the ground.

Let’s all be safe out there and have fun this winter. Try out the ski hill, and especially the tube hill. You’ll have fun on the tube tow whatever your age. Think snow! ***

Focus On The Future. Part 1 The 2019 Budget and 4 Financial Goals

We learned on December 2 that we, as an Association, voted down our proposed budget for 2019. When looking at the consequences for the vote we, as a Board, are busy working to present a new budget that better represents our shared goals. And yes, we are keenly aware of the challenges we and our Association face.

Our initial goal on December 2 was to present a new budget

by December 21 for members to vote on by late January. This was meant to allow our Association to operate, with little interruption.

However, after significant hours of financial investigation, meetings, and communications, we found it necessary to delay our new budget Steve Mack proposal until our January 25 Board meeting. We simply needed LCA Treasurer more accurate information before proceeding.

Since the December 3 budget announcement, besides meeting and discussing Association goals and objectives with staff, open meetings have been held with our Steering and Finance Committees, as well as a Board Workshop. These meetings have concentrated specifically on our budget and a process to identify needs and a plan to gather further information the coming weeks.

Our key overriding goal has been to identify Association funding and to prepare a plan that looks to support 2019, as well as to address our financial objectives for the following 4 years (a five-year plan). As we discuss these funding needs, we are also addressing each amenity (lake, golf, trails, ski, clubhouse…) and in some cases considering restructuring how we handle our business. Already, communications from both our President, Tom Bogusevic, and our General Manager, Dick Schwalbenberg, have been aimed at opening the window to our efforts for all members to see. Our hope is this increased transparency will help all to understand how our decision process is evolving as our new budget takes shape.

As Tom Bogusevic has already outlined in several communications, we have charted initial goals and are preparing procedures to reach these targets.

Several of our initial goals are included below: Create 5-Year Budget Plan. Propose a budget that will address our Association’s needs over not just one but the next five years. While our 5-year plan model is not new, we are intent on viewing our goals in a broad, comprehensive method including potential amenity care and expected dues for coming years.

Improve Collections. Move forward with better collection methods. We currently have significant outstanding billings which have affected our budget goals. We are pursuing better methods of addressing this key issue.

Enable Monthly Payment Option. Allow members a monthly payment option through ACH (monthly account debit). We are actively looking at how this option may impact our Association’s need for operating income as payments are stretched over months rather than received in January, as is currently the case.

Partner with Realtors. Develop a plan to list and market association owned lots with real estate sales professionals. Our goal is to design a plan, jointly with our realtors, to help increase property values.

As we begin this journey together our hope is to effectively represent you, our members.

We understand we share the enjoyment of our Premier Lake Community. We are looking to protect our community and help it to prosper into the future. Thank you for this opportunity!

Obituary

Alexander R. Green 1993-2018

Alexander Robert Green, of Naperville, IL. passed away on Tuesday, December 25th, 2018 at the age of 25. Alex began life with his parents William and Dawn Green on August 16, 1993 in Lombard, IL. He grew up as the youngest of three and attended Naperville North High School. Since graduating from Naperville North, Alex accepted positions in pest control and trapping.

Alex also spent time serving the residents of Lisle Township during his time driving the food van for the Lisle Township Food Pantry.

As a boy, Alex enjoyed playing baseball in the Naperville Little League and Naperville Baseball Association along with his father as his manager. Alex also spent time playing football for the NYFL and one year for the Naperville North Huskies. Alex’s true passion was his car and motorcycle. He spent many hours tuning and perfecting, his rides.

Alex is survived by his parents, William and Dawn Green of Naperville; his Brothers Jon of Easton MD and William Jr of Lisle; his Aunt and Uncle, Kimberly and Jeff Grigsby of Lombard, his Uncle James Green of Chicago; his cousins Jason Green of Oak Park, Corey Kosmeder of Glenview; his Aunt Darlene and his cousin Kathy Green of Wichita KS. He was prepared to be an uncle himself in early March 2019 to Cecelia.

He is preceded in death by his grandparents, Frank and Marion Green of Sarasota FL, Herbert and Rene Schwindt of Tucson AZ and his uncle, Robert Green of Wichita KS. Flowers are nice, but a handwritten story in an envelope about a fun moment in Alex’s life will give us the opportunity for the rest of our lifetime to read about our son.

President’s State of the Association: Welcome everyone. As we wind down 2018, I would like to touch on some highlights of the year. First off, I would like to say that I enjoyed serving as your president. I have said before, I’ll say it again; I love Lake Carroll and is the reason I stand before you. I want to say thank you to the Board of Directors for your time and dedication, especially those that will be leaving us today. I also want to thank Kevin Oscarson who had to step down for family reasons and to Cliff Mortensen who without hesitation stepped up the plate.

I would say this is the year for the lake. We started off by approving the LIP, the Lake Improvement project. I am happy to say that all of the dredging in the main part of the lake was finished. Next year, we will tackle some of the smaller coves due to the fact we came in under budget. The lake is our crown jewel and we have to continue to maintain and improve it.

We had a little discussion over the summer regarding large wakes. I feel with a lot of participation and discussion we came up with a solution that satisfies most of us. Going forward, we need to make sure that the members are informed and educated on lake safety.

This also holds true with the trails as far being safe and educated on ATV’s and UTV’s.

We had some challenges with the ski hill early on but with the hard work of dedicated employees and a few volunteers, we were able to get the operation under control and ready to use as far as making snow. Some of you might have even participated in the slip and slide over the summer which also used the same system. That brings me to mention the addition of our Recreation Director this summer, Donna Aleksey that took the bull by the horns and really turned around some amenities like the pool and kids camp to name few.

Congrats Donna.

The golf course took on a little project of their own. Something over on hole 11, I guess golfers were tired of hitting the trees that were on the right side from what I was told.

Seriously though, I know this was a big project and when the Board was approached with it, there was a safety issue that was the main concern and deciding factor to repair it. Jason, Tim, and their crew will have the hole ready for next year and I know you will be pleased.

Earlier in the year, we identified a cost saving measure in the office by utilizing electronic correspondence vs paper mailing. Some other items to mention are the addition of new cameras in our conference center and in the lower clubhouse. The addition of ACH for our monthly dues is wrapping up as we speak, and our membership software is continually being upgraded so look for more to come.

Most recently, there has been a little disagreement from what I hear on the Budget. We will find out in a little while how everyone voted.

Moving forward, we will be introducing three new Board members today that I am excited to work with next year. We will also be introducing our new General Manager and saying goodbye to the outgoing, Mike Schmieder. This was not an easy decision, but one the Board felt was necessary. When the announcement went out about our decision to go in a new direction, I was asked what that direction was. Well I will tell you today that the direction and goal we will focus on in 2019 is accountability across the board.

One last thing I would like to mention. Lake Carroll is made up of many different walks of life. One thing that I always admired about this community is no matter where you come from, once you are here, we are all friends with 1 goal, enjoy all the Lake Carroll has to offer. This is a community that has many volunteers helping out and spending countless hours. I feel friendships have been damaged recently and we need to get back to building relationships. We have a community, in my opinion, like no other and let’s focus on promoting it and not dividing it.

2019 Budget and vote: Sam Haldiman (5-164) moved and Joannie Perez (31-?) seconded membership vote to approve the 2019 Budget with a dues level of $1,908.00. 389 yes, 619 no, 15 abstain for a total of 1013. Motion failed. Motion 18.12.06 Special Line Items Presentation and Vote: Jeff Howe (27-27) moved and Darlene Benson (21-29) seconded Membership vote to approve the By-Laws Amendment regarding the A&E Committee. 708 in favor, 251 no, 53 abstain. Motion carried. Motion 18.12.07 Installation of Newly Elected Board Members: Secretary, Barb Anderson, had the newly elected officers, Tom Bogusevic, Stephen Mack, and Ryan Fitzsimmons recited the Oath of Office. They then signed the Code of Conduct and the Code of Ethics.

Recognition and Acknowledgements: - Outgoing Board members, Barb Anderson, Clarence Grant, and John Grotto were recognized - The Committee of the year was Marketing - The Volunteer of the year was Jack Boepple - Michael Schmieder was recognized for his service - The new General Manager, Dick Schwalbenberg, was introduced Audience Questions/Remarks - Norm Hoffman (4-200) questioned what was being done about the deficit of $156,000.

Alan replied nothing could be done this year, but the Board would schedule a workshop to present a new budget.

- Patti Chalupa (17-185) commented the Clubhouse needs support from the members and acknowledged the Clubhouse Manager, Denise Lahm, resignation - Dan Smolinski (25-9) asked what the procedure was when the budget fails.

- Lisa Vanderheyden (Finance Director) said a new budget must be passed in the first quarter of the year, and in the meantime no fixed asset spending.

- Maureen Blondell (24-96) wanted to know if $270,000 was owed the association for unpaid dues.

- Tom Stangl (23-201) asked if this was the same as last year.

By Bonnie Ewing – Photos by Bonnie Ewing and Donna Beyer It’s that time of year when we celebrate family and friends and what a celebration the Lake Carroll Women’s Club had on Thursday, December 13! Thanks to the hard work of Donna Aleksy and Lana Soldat, the 60 ladies in attendance received a memory they will never forget! This year’s Christmas luncheon was held at the Lodge. Nine hostesses decked out nine tables with boughs of holly, festive candles, and beautiful centerpieces. Donna Lessman catered the affair with a delicious lunch of salad, pork tenderloin, cranberry chicken, rice, green beans and a yummy assortment of desserts.

Prior to the luncheon, Swank and Mercier from Freeport provided an opportunity for the ladies to purchase Christmas gifts of jewelry, scarves and other items. Of their sales 10% were donated to the Women’s Club. Popcorn from The Blarney Stone in Shannon was also on hand with 50% of their sales donated to the Club.

The actual December meeting took place after the luncheon. President Char Messmore called the meeting to order at 1:00pm. Char reminded everyone about the extra Saturday “coffees” that have been offered on Saturday mornings at the Lodge for those not able to attend the monthly Thursday gatherings.

The next scheduled coffee will be on Saturday, January 19, following the WC annual board meeting which will also be at the Lodge at 9:30. Following the Coffee will be a book discussion, if anyone is interested, at 11:00, to discuss the book Lilac Girls. The next official WC meeting will be held at the Lodge at 1:00 on January 10th. This meeting is sure to be fun and exciting as The Lake Carroll Women’s Club celebrates its 20th year!! Please come join us!

Following the December meeting the frivolity continued. The lucky winners of Christmas raffle items were given out, a gift exchange took place and the ladies were entertained by Carolyn Weaver’s delightful grandson, Denver Baughman. He regaled everyone with Christmas tales and carols. Finally, the ladies took part in a festive sing along that put everyone in the spirit of the holiday season!

The Lake Carroll Quilt Club met on Tuesday December 4th at the Lodge for our annual potluck luncheon. The food was delicious, the holiday decorations put us all in a festive spirit, and everyone was ready to be inspired.

Each quilt and project brought cheers of joy; pictures do not do them justice!

Please feel free to join us on the 1st Tuesday of each month, (we do not meet in January or July), at 1pm at the Lodge. You do not have to know how to quilt; just come for some inspiration of your own! Each meeting begins with showing any projects that people brought; followed by usually a demonstration of a quilt square or project.

Afterwards we gather for desserts and friendship.

Happy, happy New Year everyone! We hope your 2018 was good and your 2019 will be even better! If your 2018 wasn’t good, then put it behind you and look forward to a new year!

Which brings us to the thought for the month‌January can be a tough month for us all with long nights, cold, and usually with snow. It can keep us inside more than we’re used to which can lead to sadness or even depression. So we try to do things that can list our spirits.

But have you ever noticed that most times our happiness can be fleeting, but when we have joy, it sees us through the good AND bad times? It can see us through the January’s AND the July’s? Joy vs Happiness. They’re both important and have their place, but true joy gives us eyes and a heart to sustain us through all circumstances. From the book Some Are Born Great, Adela Rogers wrote; “Joy seems to me a step beyond happiness—happiness is a sort of atmosphere you can live in sometimes when you’re lucky. Joy is a light that fills you with hope and faith and love.�

Sometimes we find it hard to find joy. That’s when we must choose joy. When you find yourself getting down, say out loud, “Nope, I’m choosing joy!� And then go out and do your RAK’s! (Random Acts of Kindness). When we serve others joy will surely abide in you! We also encourage you to take your joy and say “hi� to our new GM and wish him luck and any positive assistance you can give. We will surely be seeing some changes where he and the committees will be trying to better our community. Let’s lend a helping hand where we can, and therefore we help in building community!

Lastly, but certainly not least, we would like to give a huge shout out and a huge thank you to those members who have adopted entrances. Eileen Robinson (23-14) has adopted Broadview and neighbors Nancy McCormick (25-4) & Kerrie Muscolino (25-11) have adopted the Peace and Quiet entrance! We also received a monetary gift for the Zier road entrance! We cannot thank you enough. (At the time of writing this, we had not received permission to put their names in. If they agree, we will send that info at a later date.) All of your gifts, whether they be physical, monetary, thoughts, or prayers, add to the building of our LC community!

The “Signs of Christmas” were on display everywhere as guests, family and friends made their way to the annual LC Christmas Party. This year’s theme was displayed through the many decorations which adorned the clubhouse walls.

These decorations complimented an evening which included a little singing, great food, seasonal drinks, dancing and most importantly, a chance to celebrate this holiday season with good friends. With everyone nestled in their seats the party began.

Hors d’oeuvres, specialty drinks and good conservation kicked-off the evening’s festivities. It was a great way to begin the night’s dining experience which included entrees of Prime Rib, Rosemary Chicken, Turkey and many delicious sides. And for those who saved room for dessert, cheesecake or chocolate cake satisfied the choosiest palate.

With the meal complete, it was time to embrace this year’s theme.

The night’s entertainment started with each table singing a verse of “The Twelve Days of Christmas”. Accompanying the acapella singing, each table “acted-out” the verse being sung. It was a perfect way to begin the after-dinner festivities. Following some nice vocals and superb verse interpretations, a silent auction was conducted for the many all-natural hand-made holiday decorations. When the silent auction ended, the lucky bidders gathered their holiday treasurers to display around their home for years to come. A grateful Thanks goes out to JoAnn Gariff, Judy Czurylo and the entire decorating committee for their hard work assembling the decorations. Also deserving Thanks is Dean Lower who donated the barnwood used to prepare these holiday remembrance items.

With the silent auction complete, Tom Stangl shared some high points from this year’s Fishing Club’s season.

Following these notable items, Gary Gariff, next year’s incoming president, recognized outgoing board members Tom Stangl and Joe Czurylo for their service to the club. With these formalities complete, the evening’s entertainment moved to the dance floor. Fast, slow, line, whatever your preference, the music was there to enjoy. And based on the crowded dance floor, the music was most appreciated. The dancing and good times lasted for hours, but unfortunately, all good things must come to an end. The dining, dancing, and thankfulness for this holiday season will be remembered for a long time. This Christmas celebration was over, but it was a wonderful way to begin the 2018 holiday season.

Winter is not normally a time to think much about prairies, especially when we are all so busy preparing for the holidays. A prairie is different than most of what you see at Lake Carroll. Prairies are not mowed and the tall grasses and spent flowers are left standing as nature intended. A fresh snowfall on a prairie can provide contrast and make it easy to appreciate the architecture of the numerous and unique plant species.

Some people may not think the variety of species of birds and beneficial insects that the prairies here at Lake Carroll can provide for their food and habitat. Our native bumblebees hibernate through the harsh winter in abandoned rodent holes in prairies. Also, very tiny Mason bees make their winter home in the hollow stems of sturdy forbs. These beneficial bees will emerge in spring to start new colonies and spend the summer pollinating many of the plants that are responsible for the foods we all eat! It’s amazing to think that some of the food WE eat is dependent upon the standing stem of a prairie plant and its’ relationship to bee survival.

Songbirds, turkeys, and pheasants use the prairie for cover and for food. The expired flowers provide seed for the birds and in the process the birds will spread the seeds.

I can think of no better example of this than watching as the goldfinches attack the Purple Cone Flower in the small prairie in the backyard, happily flinging the missed seeds everywhere. It’s like having a birdfeeder that never needs to be refilled or cleaned. Having a small prairie or even a garden with native plants that is left to stand throughout the winter can provide hours of entertainment on these cold days for us. Even more so, it provides the native habitat for these wonderful creatures that share our world.

Where have we been and where are we going…

As we move into the New Year, I thought I’d take a moment to reflect back on 2018 as well as look forward into our plans for the lake in 2019.

Please watch future official Association communications for a list of all we’ve been involved with but this article will hit some highlights… both good and bad.

First of all, as your lake manager, I’m grateful you have entrusted us with the needed funding through the LIP program. This program has been able to do so much for our lake. Due to our diligent work upfront creating our budgets, and the competitive bidding of our contractors, we Joe Rush will have accomplished much more than anticipated through this process.

Lake Manager In particular, our dredging program was diligently developed with the professional guidance of multiple contractors in the dredging industry as well as my professional experience with these programs. Along with the extensive budgeting process, we hired a professional contractor with 30 years’ experience to assist us with developing the bid specifications that allowed us to ensure the most qualified and capable contractors to bid on the project.

Those contractors capable of working on this job were very “hungry” and we received contractor bids ranging from approximately 48% of our budget to 91% of our budget! Through the vetting process we secured the lowest bidder, and to date they have performed well for us. Unfortunately, there has been some criticism that the Association ‘over charged’ the members on our LIP assessment request because our projects have been significantly “under” budget projections. We worked diligently to develop an accurate budget for the LIP assessment, and the bidding came well under that project budget. I personally view this as a SUCCESS story. Readers need to keep in mind that EVERY PENNY (from the assessments to the fees, fines, and interest paid) all goes TO THE LAKE, and we are continuing to work and plan around available funds.

An example of why I personally feel this is a SUCCESS story is that we have completed the dredging of the three (3) main coves originally on ‘the LIP plan’. Subsequently, with some of the remaining budget we have developed a plan to dredge another SEVEN (7) coves. These seven coves most likely would not have been able to be funded for another decade! This additional dredging plan has been developed, contracted, approved by the LIP advisory board, the Association board, and is scheduled to be done early 2019. Once this phase of the seven coves is done we will work on another extension of this program. This phase would evaluate all 22 coves and would determine which need to have mechanical excavation of the upper end of the coves where the current dredging equipment cannot reach. While the contractors are onsite, we will also have them repair many of the greenway rip rap areas that are in need of updating. This would reduce expenses since equipment is already mobilized.

Once this plan is developed we will bid it to qualified contractors, and if the funds are available in the LIP budget I will be requesting approval to perform this work.

Another ‘success story’ of the LIP budget is the completion of the East Marina Stabilization Project.

The budget for this program was developed by our engineering firm based on engineering estimates for the type of work to be performed. Once again, we had extremely competitive bidding and we were able to stabilize over 2,000 linear foot of streambank, under budget. The attached pictures show examples of the before and after of this program. Before the stabilization you could see the deep ‘mud’ the creek bottom was embedded into, but after the work was completed you can see the clear, rocky bottom of the original creek. Those stabilized banks will keep the streambank from falling into the creek, and depositing into our lake.

With the addition of the new spray boat, we have been able to increase the efficiency of our invasive plant treatment program. We have also improved our ability to harvest native plants that have surfaced with the purchase of the new harvester and transport barge. Readers that have followed my articles know we MANAGE our plant community. We WANT plants, but we also understand the need for members to be able to use the lake without plants inhibiting recreational usage. Therefore, our management program consists of using a multifaceted approach with chemical and mechanical removal options. This new equipment allows us to better serve our MEMBERSHIP needs while also serving the ECOLOGICAL needs of our lake, in an attempt to find balance with good water quality, great fishing, and other recreational uses of our lake. The greatest majority of comments received this year were actually complimentary towards the program in 2018. We did, however, face an unexpected challenge with the invasive brittle naiad. The plant is not normally seen before the end of August, but in 2018 we began seeing the plant 4th of July weekend, which made the summer challenging. Much of the plant debris that floated to the shorelines was due to the fragmentation of that plant. I anticipate this ‘early start’ to brittle naiad growth was due to the above average heat wave we witnessed in the spring.

Again, those that have watched our progress know we have a project designed to improve sediment capture at South Bay. This program was designed and submitted for state and federal permitting that is required for this type of work. Over a year ago, we were notified by the permitting agency that they were waiting for one signature to finalize the permit. We bid the project out and were able to secure competitive bids that allowed the work to be done under budget. Unfortunately, the permitting agency delayed the project and requested design changes to finish moving the permit forward. The project was redesigned and submitted for review. We are currently waiting, once again, for the final signature.

Based on recent communications, we anticipate a final permit soon and we expect to rebid the project with the improved design. Unfortunately, the redesign will most likely increase the overall cost of the project but we are hopeful it will still fall within our budget. We expect to begin work on this project in 2019.

Lastly, the watershed planning grant will be completed in the first half of 2019. We have been able to foster some very good relationships with our upstream watershed landowners and we’re excited to work with them on securing future funding to improve water quality and reduce sedimentation from our watershed.

Moving forward in 2019, I will be proposing to our LIP advisory committee and the board requesting they approve funds to move forward with an application for another grant to IMPLEMENT some projects outlined in this plan. One of the first projects to implement would be the designs provided by our engineer on the 9 coves that were approved in the original LIP budget. This budget approved the engineering review and design to reduce the flooding and sediment transport on 9 major coves around the lake where heavy sediment deposits are occurring. These projects would help keep sediment where it belongs (upstream) and NOT in our lake. By applying for the grant to fund these projects, we would have substantial savings and possibly do EVEN MORE work by leveraging our funds with the grant.

For example, if we develop and implement a ½ MILLION dollar sediment and nutrient reduction project, we would need to invest $200,000 of Association funds, thus saving us $300,000 (which would be supplied by the grant). As you can see, we could accomplish more with the grant than we could on our own. Lastly, it’s in our best interest to apply for a grant in 2019 (to be funded in 20202021) because the grantor recognizes our area as a PRIORITY under these years, further increasing our chances of being awarded the funds.

As you can see, beyond our daily operations for the lake, we are constantly looking at ways to not only IMPROVE water quality, but to also improve the quality of life for our members. Again, I am very grateful for your support of the lake through the LIP funds and look forward to finishing the approved projects as well as working diligently to IMPROVE the lake with every last penny that has been provided…

I would like to remind our Members about a request… Just because it’s winter, please don’t stop sending me pictures of any and all of you enjoying Lake Carroll and the fishery it has to offer.

Lake Carroll 2019 Angler of the Year Contest Sponsored by the Lake Carroll Fishing Club

We are excited to announce a new wrinkle to the Lake Carroll Fishing Tournaments for the 2019 Season. We will be introducing an Angler of the Year Contest that will encourage participation and add another level of fun for the anglers at Lake Carroll.

HOW DOES IT WORK? Anglers will be awarded points for each

tournament they fish. The higher you place, the more points you get! At the end of the year, the angler with the most points wins! This means that every ounce counts, so even if you had a rough day on the water and aren’t going to be in the money for this tournament, that fish you caught with 15 minutes left could be worth an extra 5 points or so!

HOW DO I EARN POINTS? 1. Every angler will be awarded 25 points just for participating in a tournament, regardless of how you finish.

2. The anglers on the first place team will be awarded 50 points each. The second place anglers will receive 49 points each, third place 48 points, fourth place 47 points, and so on.

3. If a team does not weigh any fish, they will only receive the 25 participation points. So even if you don’t think you have a shot at 1st place, it is still worth it to weigh your fish to earn extra points.

4. The individual angler that catches the largest Largemouth will also receive an additional 2 points for that tournament. The same thing will go for the individual angler that catches the largest smallmouth.

WHAT IF I DON’T ALWAYS FISH WITH THE SAME TEAM MEMBERS? Even though most of the anglers that fish the Lake Carroll Bass Tournaments fish on teams, the Angler of the Year Contest will be an individual contest. Every angler will receive their own points for each event they fish. So fishing with different team members in different events will not have an impact on your individual points. If you fish every event with the same partner, it is possible to have the same amount of points as your partner. However, if one of you ever catches the large Largemouth or large Smallmouth, they will have been awarded an additional 2 points for that fish.

HOW MUCH DOES IT COST TO ENTER? Entrance fee will be $20 per person. The Fishing Club will keep $5 of the entrance fee as a donation the rest will be awarded to the angler of the year.

WHAT IF I CAN’T ATTEND ALL THE TOURNAMENTS? Not everyone can make all of the events throughout the year. Don’t worry; you can still participate in the contest! We will omit everyone’s lowest score after the season is over. So if there are a total of 8 events, only your best 7 event scores will count toward your total. This essential allows everyone the ability to miss one tournament and not be penalized in the contest.

WHEN DO I HAVE TO ENTER THE CONTEST BY? You will be able to enter the contest prior to the first event of the 2019 season when you register for that event. Just tell the tournament director that you would like to sign up for both that event and the Angler of the Year program.

You will also be able to sign up prior to the second event of 2019. However, this would mean that your omitted score would be the first event, regardless of how you finished in that event. This would also mean that you would need to fish the rest of the events in 2019 to not have any zeros go into your score.

2019 Lake Carroll Bass Tournament Rules: 1. LAKE CARROLL RULES AND REGULATIONS: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.

2. ENTRANCE FEE AND PAYOUTS: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies.

For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament.

3. MANDATORY PRE-TOURNAMENT MEETING: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat. All tournament participants are required to attend the pre-tournament meeting.

4. TOURNAMENT START TIME: The tournament will start when the pre-tournament meeting has concluded.

5. TOURNAMENT END TIME: A team’s boat must be inside the West Marina’s nowake buoys prior to tournament end time as specified during the pre-tournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.

6. TAKE-OFF RULES: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pretournament meeting. Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff continued on page 13B

number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area. By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pre-tournament meeting.) The take-off boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the take-off boat, each boat may take-off in single file after idling past the take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. No boat can exceed the lake speed limit of 40 mph. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.

7. LIVE-WELL INSPECTION: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before takeoff. Any boat without a working live-well will not be permitted to fish the tournament.

8. CULLING SYSTEM: In order to preserve the health of the fish, all piercing culling tags are illegal and use will disqualify team. Culling tags will be checked during live-well inspection.

9. LIMITS AND MINIMUM SIZE: Each team is allowed to weigh-in any combination of five live largemouth and/or smallmouth bass measuring no less than 14 inches in length when measured with a tightly closed mouth. At no time during a tournament should a tournament participant boat have more than five fish in their live-well. Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.

Lake Carroll...“Road Trip” Sixty Fishing Club members and friends from Lake Carroll carpooled to Clinton on Dec 18th. Our first stop was at Rastrellis Italian Restaurant where we all feasted on a buffet that featured pizza, pasta, chicken and a great salad bar. We were able to have our own banquet room. Our 2nd stop was the Symphony of Lights at the Eagle Point Park. Driving through the park looking at all the beautiful Christmas lights got us all into a festive mood. A good time was had by all.

10. COURTESY BUMP: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement. Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board. Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish. Any team bringing a short fish to the scales without a courtesy bump will be disqualified.

11. DEAD FISH RULE: A dead fish (that is a scalable fish) cannot be culled and must be weighed in. There will be a .25 lb weight deduction for each dead fish that is weighed in. Anyone releasing a dead fish will be disqualified.

12. WEIGH-IN PROCEDURES: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their live well to the scales with a bag provided by Lake Carroll. These bags are located next to the weighin scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.

13. LIVE BAIT: Live bait not permitted 14. THREE LOT COURTESY RULE: Any angler moving into a new spot should allow an angler already in that spot a minimum of 500 feet of space (the rough equivalent of three average sized Lake Carroll lots.)

Once again this year the Giving Tree at Lake Carroll was a big success. This program, sponsored by the Eastland Council of Churches, distributes Christmas gifts to needy children and their families in our area. The children each received two gifts, one fun gift and one for clothing.

Again, this year we participated in the “Santas for Seniors” program. This works basically the same way as the Giving Tree except the gifts go to residents of the Good Samaritan and Big Meadows nursing homes in Mt. Carroll and Savanna.

Thanks to your generosity 124 gifts were given to seniors and children this year by Lake Carroll members.

The folks at Eastland Council of Churches and Santas for Seniors want to express their gratitude for our generous support at Lake Carroll, and we thank them for all the work that goes into these programs.

It has been a long-standing tradition for the Fishing Club to coordinate this program here at Lake Carroll. Thanks to all who helped this year and many thanks to all those who contributed gifts for the kids and seniors. We can be sure they are needed and will help them all have a Merry Christmas.

Thanks again and have a Happy New Year from all of us at the Fishing Club.

Highland Youth Choir to resume rehearsals in January

The Highland Community College Youth Choir will resume rehearsals on Monday, January 7, under the direction of Dagny Brandt. New members, grades kindergarten through 12 are welcome.

There is no audition or registration fee. The choir rehearses on Mondays from 4:15 to 5:20 p.m. in room F-10 in the Ferguson Fine Arts Center at Highland Community College, 2998 W. Pearl City Rd., Freeport, Ill. The HCC Children’s Choir began in the early 1980s. Over the years, the choir is credited for encouraging the musical talents of hundreds of adolescents and teenagers. The Highland Youth Choir will provide an opportunity for students to practice vocal music talents as well as promote personal and social growth.

Highland to host Women Changing the Face of Agriculture Conference Highland Community College is hosting a free Northwest Illinois Women Changing the Face of Agriculture Conference on Wednesday, January 23 in the Student Conference Center, room H-201, at 2998 W. Pearl City Rd., Freeport, Ill. The conference provides female students the opportunity to explore career options with women from Northwest Illinois who currently work in the agriculture industry. There will be panel discussions and small group rotations.

Kim Bremmer is the keynote speaker. Bremmer is a nationally recognized motivational agricultural speaker. She will share her passion for speaking up for agriculture. She is known as a vocal champion with a desire to connect with everyday consumers by helping customize a farm message and farm brand.

Bremmer grew up on a dairy farm in north central Wisconsin and is a graduate of the University of Wisconsin. She was a dairy nutritionist for 15 years. She is an academy member of the National Speaker’s Association, the Wisconsin state coordinator for Common Ground, a regular contributor on Rural Route Radio, and the Wisconsin Women for Agriculture president.

Highland’s CollegeNOW program continues to grow with the addition of Aquin The Highland Community College Board of Trustees has approved an agreement with Aquin Catholic High School to be among 10 area high schools to participate in the CollegeNOW program. The program allows high school students to take college-level classes to earn both a high school diploma from their school and an Associate’s Degree from Highland simultaneously.

At the November board meeting, trustees approved the agreement with Aquin and continued the agreement with Dakota. Other participating schools are Durand, Forreston, Freeport, Lena-Winslow, Orangeville, Pecatonica, Pearl City, and Warren. Around 30 high school students from the area take advantage of this opportunity.

“CollegeNOW is a great program for students who want to challenge themselves and get ahead start on their college academics,” said Vicki Schulz, Highland student advisor. “The program gives the students a chance to take on rigorous courses in math and science so that they are well prepared to transfer to the four-year university.”

The CollegeNOW program at Highland provides students with an opportunity to enroll in college-level courses full-time while earning dual credit toward a high school diploma and an associate’s degree. The program has grown from one participating high school in the Fall Semester of 2012 to 10 participating high schools for the Fall Semester of 2019.

Recipe Corner Have Some More - S’mores

Miss that summer treat, here’s an easy way to have them in the winter.

Ingredients: 2 cups marshmallows 6 Hershey bars 1 sleeve graham crackers, broken into triangles 1 cup chocolate chips melted

1. Preheat oven to 400 degrees. Grease 9” pan with cooking spray.

2. Scatter ½ of the chocolate, then ½ of the graham crackers, then ½ of the marshmallows.

Repeat 3. Bake until the marshmallows are golden and the chocolate is melted, about 12 minutes.

4. Drizzle with the melted chocolate and serve warm.
