Buoy Damage on Lake Carroll

LCA is very happy and excited to inform you that Donna Aleksy has been appointed as Lake Carroll’s new Recreation Director. Donna and her husband are Lake Carroll residents and Donna is, and has been, involved in our community for years. She is an active Member of the LC Woman’s Club and has demonstrated a passion and love for Lake Carroll. Donna has been successful in her career due to her leadership, drive and energy. Her leadership and professionalism will benefit the Recreation Department and the entire Lake Carroll Management Team.

In an effort to create a safe, fun-filled atmosphere we will begin with some very important changes to the Aquatic Center.

I am fortunate to have an amazing group of team members, already deemed the “A-Team”, who will be staffing the pool, Adventure Camp, and many of the events

throughout the year.

To assist them in better serving our members, we will require all property owners to present their membership card for entrée to the pool. I hope you will understand that if you are asked to go home to get your membership card, it is only to ensure that the “A-Team” is following protocol. Additionally, all guests should come prepared to pay an entrance fee. Keep in mind, that for your convenience, we offer daily, 7-day, 21-day, and 35-day Pool Passes.

Adventure Camp will offer your children and/or grandchildren a chance to enjoy 5 days of exploring, learning, fun-filled activities, and the opportunity to make new friends. We hope you will consider allowing your children/grandchildren to join us for Adventure Camp – where each day is a new adventure!

Be sure to mark your calendar for June 15th & 16th, our Summer Kick-Off Weekend. We’ll begin on Friday, June 15th with a Late Night Swim; the pool will be open until 10:00 p.m. and we’ll have some organized activities too! Saturday, June 16th will include a Family Games Tournament during the day and a Plumtree Party with entertainment in the evening. We will be kicking off the evenings’ festivities with a ‘Wish Light’ Launch. Each family in attendance will receive a ‘Wish Light’ for the Launch. We want to assure that EVERY family will join us in this very special ‘first-time’ event, so please register through the LCA website or by calling the LCA office if you are planning to attend.

If you have any questions, please don’t hesitate to contact me. I consider it a privilege to work for and with you! Together, we will make memories that will last a lifetime!

Need Your Help to Locate Goose Nests

The Fishing Club has once again volunteered to assist LCA with our annual “egg addling” work to help diminish the amount of new Canada geese at Lake Carroll.

Egg addling is a common measure taken for many private lakes, like ours, who have an overpopulation of geese.

Addling is applying a light coat of mineral oil to the eggs and has no adverse effects on the adult geese. Though the Goose and the Gander will continue to maintain this nest during the incubation period, these eggs will not hatch.

We are asking all Property Owners to assist us in locating the nests.

The geese will be laying their eggs in mid to late April. If the nests are on your property, we will need your permission to enter the property, usually by boat, to complete the process which takes only minutes. If you know you have a nest with eggs, please call Arlene Gries at 815493-2552 ext 115 with your section and lot number, and the location of the nest. The LCA Office can also provide you with small, colored (utility type) flags which we ask for you to place in close proximity of the nest. This will be of great help to the brave volunteers who will be spraying the eggs. Thank you in advance for your help.

Gas Dock and West Marina Concession: Spring is finally here and boats and shore stations are being put into the Lake as this is being written. Though the water is still a little chilly, it won’t be long until many of you begin using and enjoying the Lake.

As we all prepare to start our summer season, I wanted to provide a little information regarding the fuel and services offered at the West Marina.

One Question I hear each year is, “why is the gas so expensive”? The answer is that the gas sold at the marina is Premium gasoline with an octane rating of 91 and the gas is completely free of Ethanol. This is the type of fuel that most boat and personal watercraft manufacturers recommend be used in their boats. In addition to providing the best fuel available, the gas dock is staffed with people who have been certified to Mike Schmieder General Manager dispense fuel on the water. To cover our labor costs, the price of gas is set at $1 above our actual cost.

Additionally, if you haven’t visited the concession building you may not be aware of what we offer inside. For the fisherman we sell tackle, fishing supplies, and live bait including minnows, leaches and night crawlers. For everyone, we also carry a variety of snacks, ice cream and soft drinks and miscellaneous boating supplies. Though the building isn’t one of our newest, we’re proud of it and Gina Zink does a great job managing the concession for us. This spring and summer, please stop by the West Marina for your fuel and refreshments.

2018 DECALS/MEMBERSHIP CARDS As has been reported in the April issue of the Lake Carroll News, decals & Membership cards have been issued to Members who are current with their 2018 dues & fees and have returned the 2018 Information Sheet with the appropriate fees, insurance papers and registrations & photos. Effective April 1, 2018, decals must be displayed.

As the summer season draws closer, more & more owners are trying to register all their “toys” which is required to enjoy the summertime amenities. Please plan ahead by calling the front desk (ext 110 or 120). The Front Desk Staff will let you know what is needed to complete the registration process. By calling in advance, the front desk will try to have everything ready for you when you arrive at the office. Weekends (especially this time of year) can get a bit hectic. Please help us by checking your records, make sure you have decals for each and every one of your watercraft, ATVs, etc. you intend to use. We will do all we can to help. Saturday morning is usually not a great day to get in touch with your insurance agency for your insurance updates or for you to locate the current registration cards! If you plan on using the amenities (i.e. golf course, pool) and haven’t submitted your photos for your membership cards, email them now to photoid@golakecarroll.com. Please make sure children’s photos are current. As always, all dues & fees must be current to use the amenities and register your “toys”.

BOAT REGISTRATION Boat decals plus the CORRECT lot and section number must be displayed on all watercraft PRIOR to launching. Also newly registered watercraft (pontoons, jet boats, ski boats, runabouts, bass boats and deck boats) must be measured prior to launching. The Association requires at least one member per lot to attend the IDNR Boat Safety course. This course is mandatory if you wish to register a boat at Lake Carroll. If you have taken the course at Lake Carroll, the office will have your records. If you take the course at another location, the Association Office will need to have a copy of the yellow certification card, which you should have received at the completion of the course.

You must also complete and pass the Lake Carroll Boat Safety Quiz. Upon completion your test will be on file with the Association Office. The LC Boat Safety Quiz is available on the Lake Carroll website on the Lake and Natural Resource webpage and at the Association Office.

For information on IDNR Boat Safety class locations throughout the state call: 1-800-832-2599.

You may also go online http://boat-ed.com/il/ and complete the test. You will need to print the page with your results, if you wish to register watercraft at the Lake prior to receiving your actual IDNR Boat Safety card.

MARINA CONCESSION Please review the Marina Concession procedures if you plan to use the concession invoices at the time of purchase at the marina. As always, only members in good standing may elect to pay their purchases made at the Lake Carroll Marina by using the Marina Concession invoice. A minimum purchase of $25 is required to utilize this method of purchasing. A current Visa/MasterCard authorization form must be on file at the Association Office or your payment MUST be received within 15 days of purchase. If no payment is made within the 15 day timeframe, the amount due will be processed with the Visa/MasterCard/Discover information on file. The Association may curtail the privilege of purchasing at the Marina if concession invoices remain unpaid.

THE ASSOCIATION DOES NOT SEND STATEMENTS FOR CONCESSION INVOICES Please refer to the 2018 Rules & Regulations for complete details, Chapter 54 Lake Regulations, Section 54.06.

Members in good standing may also use their credit cards or Lake Carroll gift cards at the Marina to pay for their purchases at the marina.

CAMPER INFORMATION Reminder: The month of May is the start of the mandatory camping requirements for the seasonal campsites. Two (2) overnight camps are required in May; four (4) overnight stays are required in June, July & August and September requires two (2) overnight camps. All campers must sign in with the campground host upon arrival. Campers may also sign in at the Association Office, if the campground host is not available. The sign-in forms are used to track the camping requirements.

Please save your copies for your records.

Reservations for the daily/weekly sites may be made by calling the Association Office Front Desk 815-493-2552 ext 110 & 120. All dues & fees must be current to use any of the Lake Carroll amenities. Please review your campground rules. Only one reservation may be on the books at a time.

All campers must have a 2018 decal displayed. If you have not yet received yours, please call the Front Desk (815-493-2552 ext 110 or ext 120) MARINA SLIPS We are sold out on marina slips for this season of 2018.

NEW OWNERS Lake Carroll has several new families using the facilities this summer and we welcome all of you.

Copies of the Rules & Regulations, By-Laws, Fee Schedules, an Information Sheet and registration information are sent upon receipt of the recorded deed & transfer fees to new Members. Please review this information. Decals & photo id cards will be issued when the photos are provided for our database and the completed information sheet is returned to the Association Office. All dues and fees must be current. If you return the information sheet in person, the Front Desk Staff will be happy to take photos of your family. Processing the 2018 cards will be done as time allows. You may also email your photos to photoid@golakecarroll.com. Please call or visit our office if you have questions.

QUARTERLY DUES PAYMENTS April 30, 2018 was the 2nd quarter due date for owners paying their dues on the quarterly payment schedule. A $100 late fee was added to unpaid quarterly accounts if no 2nd quarter payment was received by the due date.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

It is that time of year again to display your 2018 vehicle, boat, ATV, golf cart and camper LCA decals. Please display your decals as soon as you receive them from the LCA office. Citations are being issued for 2017 decals.

I would also like to clear up some confusion with UTV and ATV regulations. If you own an ATV (a machine with handle bars), you must wear a helmet regardless where you are riding at Lake Carroll.

If you own a UTV (a machine with a steering wheel) you must wear a helmet when using our trail system; you are not required to wear a helmet on Lake Carroll roadways.

I have also been receiving complaints about dogs running freely. Please keep your pets leashed at all times when not on your property.

I would like to talk about one of my favorite pasttimes…fishing. I am often asked by property owners and guests several different questions about fishing at Lake Carroll. I would like to address some of these questions: WHO CAN FISH AT A LAKE CARROLL? Only property owners with a valid amenity card and an Illinois fishing license may fish Lake Carroll waters.

WHAT ABOUT MY GUESTS? Guests are only allowed to fish in Lake Carroll when ACCOMPANIED by the property owner. Guests are not allowed to fish when the property owner is not present.

WHAT ABOUT FAMILY MEMBERS? The property owner may register immediate family members with the office and obtain a family fishing pass for those members. This allows them to fish at Lake Carroll without the property being present. The family members are not allowed to bring guests with the use of this pass.

HOW MANY FISH CAN I KEEP? There are size and creel limits for most species at Lake Carroll. The fishing club has always done an excellent job updating the size and creel limits. The information is posted at many of the fishing areas at Lake Carroll and an information card provided by the fishing club is available from Security and the, the Fishing Club, and the Admin Office. (see card on this page) HOW MANY FISH CAN MY GUEST OR FAMILY MEMBERS KEEP? You are allowed one limit per dues paying lot per day. For example, if a member takes 4 guests fishing and two family members they are allowed one total limit. Let me be clear, you are allowed 1 limit per dues paying lot per day, regardless of how many people are listed on your lot.

(Changes to this regulation are being considered; please contact Security if you have any questions.)

The regulations regarding fishing are valid from the docks, from the shore, from a boat on the lake and from lake front properties. Please make yourself familiar with the fishing rules and regulations if you are going to enjoy fishing at Lake Carroll. The Security Department will be checking and documenting fishing activities. Citations and possible suspension of fishing privileges could occur if the Lake Carroll Regulations are not followed. Information can be found in the Lake Carroll Governing Documents § 54.02 & .03.

I would like to encourage everyone that has not picked up a 2018 copy of the rules and regulations to please do so. They are available no charge at the LCA Admin Office. They are also available online at golakecarroll.com in the Lake Carroll code of Ordinances. A couple minutes reviewing the rules and regulations can make every ones experience more enjoyable at Lake Carroll, not knowing a rule is not an excuse to violate one.

At the time I’m writing this, it seems like spring is never going to get hear. The wind and rain is beating against the front of my house.

Hopefully by the time you’re reading this, we will be outside working on our yards.

For those of you that are here or have taken a ride out, then you will have seen the dredging equipment in the East Marina. Work is underway and we will be providing you with updates as the work progresses. It will require a little patience when navigating around in some areas, so please watch for more information as it becomes available.

Hopefully for those concerned about the large wake topic, you had a Dave Pacione chance to attend one of the informational meetings. Regardless of what Board President decision is made, I would ask that this summer we all practice some safe boating etiquette. Our lake has many types of activities going on at once and we want to make sure everyone is having fun, but all the while staying safe.

I would like to welcome our new Recreation Director, Mrs. Donna Aleksy. I’m sure she already has some activities and changes in the works. Keep an eye out for her this summer.

For all our new members, welcome to Lake Carroll and to all our existing members I hope you all have a great and safe summer season. Whether it’s boating, golf, ATV riding or one of our many amenities, “Have a Blast!”

Safety First

By Matt Ripplinger, Member of the Safety Committee During severe weather, a number of alerts may flash on your TV screen or on your mobile device, but do you know what the alerts mean and which ones require immediate action?

When a “Watch” is issued it means that atmospheric conditions are favorable for severe weather. Severe Weather “Watches” are generally issued for a 3-6 hour period. Weather “Watches” are normally issued by the Storm Prediction Center after consultation with the National Weather Service and can cover several counties to several states at a time.

During a severe weather “Watch” it is important to think about where you will be during the lifetime of the “Watch”. If you are outdoors enjoying the amenities at Lake Carroll, you should develop a Weather Ready Plan that includes directions to the nearest lightning and hail-proof shelter. You should carry a mobile device that you can monitor the weather in the event the “Watch” is upgraded to a “Warning”. There are several applications available for mobile devices both for Apple and Android products on the Weather Channel website: https://weather.com/apps. Review the different options and select the application best for you.

A “Warning” means severe weather is imminent. You may not see severe weather in the immediate area, but often times these are extremely fast moving storms that will be over you before you know it. “Warnings” are issued by the National Weather Service when the system meets certain criteria. Usually “Warnings” are highly localized – covering parts of one to a couple of counties.

“Warnings” generally last for 30 to 60 minutes. During a “Warning” it is important to follow your Weather Ready Plan and get safety immediately.

At Lake Carroll when Carroll County is under a severe weather “Warning” the Outdoor Warning sirens and the Reverse911 Systems are activated. When this occurs, take cover, get off the lake, off the golf course, off the trails, and seek your indoor safe space. Lake Carroll offers two locations to those who do not have appropriate shelter during “Warnings”. The Lodge is opened up for campers (and anyone else) to access the lower level. The Clubhouse’s lower level is also made available to anyone who seeks shelter.

Remember the Outdoor Warning sirens are just that; they are in place to warn people outdoors that severe weather is approaching. Since residents who are indoors frequently have background noise (TV, radio), they can’t depend on hearing the outdoor sirens. They should continue to monitor notifications on their TV, mobile devices, or Weather Radio.

Writing this article on April 16th, I know we are all thinking of spring, but looking out my window and still seeing snow, (Come on Mother Nature) give us a break!!! By the time you receive the May LC paper I hope these past two weeks will be just a fading memory. Ok, I’m shaking it off and getting back to the article.

People have been asking me if we will be doing the spring clean-up this Earth Day weekend.

There will not be an organized clean-up this year. For those new LC property owners, a little background on what was an annual volunteer clean-up day organized by the LC Neighborhood Watch.

The day picked for the clean-up was the closest Saturday to Earth Day. Years ago we would have over 40 people volunteering to go out in assigned sections around Lake Carroll. After a few hours we all would turn in our collected “treasures” and enjoy a cookout. Many of the people who participated back then are no longer around due to different circumstances. With that said, it is very hard to organize a clean-up with the many planned activities that Lake Carroll has to offer. Two years ago was lowest turnout with 12 people showing up. This year we had many functions, meetings, and an all-day boat safety class. What I would like to ask all LC property owners and friends to volunteer and go out in your neighborhood/sections. Organize your neighbors and do your own cleanup. If you do, please wear bright clothing. Now that we can ride our golf carts and UTV’s on our roadways, it makes it easy to bring a garbage bag and a grabber to clean up. Maybe we can bring back the annual cleanup for next year.

STOPPING SCAMS TARGETING OLDER CONSUMERS The FTC has a long history of protecting people from scams. As part of its ongoing efforts to protect people in every community, the FTC recently took steps to stop two schemes harming older adults: a tech support scam and a sweepstakes scam.

This latest tech support scam, which appears to impact older adults, has a lot in common with other scams we’ve seen. Some scammers pretend to be calling from the technical support department of a well-known company. Others send pop-up messages warning you about a problem with your computer. They want you to believe your computer is infected

with a virus, or that a hacker is trying to access your computer. It’s all a ploy to get you to pay for bogus technical support you don’t need. Find out how you can help someone you know recognize and avoid a tech support scam.

The other operation appears to target older adults with a sweepstakes scam. The companies behind the scam send mailers that make people think they’ve won a $1 million prize (or more!), and that the recipient only needs to pay a small fee to claim it. Find out how you can help someone you know avoids a prize or sweepstakes scam.

If you think you see a scam, talk with someone. Your story could help someone avoid that scam. Then report it to the Federal Trade Commission at ftc.gov/complaint. Your story could help the FTC stop the scammers.

THAT’S NOT YOUR NEIGHBOR CALLING When your phone rings and it looks like a local call, you may be more likely to answer. Scammers count on this and can easily fake caller ID numbers. They even can match the first six digits of your own number, which is called “neighbor spoofing.” The urge to answer can be tough to resist, since you might worry it’s a neighbor who needs help, or the school nurse.

If you see a number like this on your caller ID, remember that it could be faked. Letting it go to voicemail is one option. If you do pick up and don’t recognize the caller — hang up.

But what else can you do? Call blocking services that block or flag unwanted calls can help. These services include mobile apps, features built into your mobile phone, cloud-based services, call-blocking devices, or services provided by your phone service carrier. Some are free and others cost money.

You also can register your number with the Do Not Call Registry.

The Do Not Call Registry is designed to stop sales calls from legitimate companies, so it won’t stop calls from scammers. But it could make it easier for you to spot scam calls. If a company is ignoring the Registry, there’s a good chance it’s a scam.

You also can help by reporting unwanted calls. We take the phone numbers you report and release them to the public each business day.

This helps phone carriers and other partners that are working on call blocking solutions. Your reports also help law enforcement identify the people behind illegal calls.

Stay safe and be smart. Don’t give our any personal information unless you initiated the call.

General Manager - Monthly Board Report - April 27, 2018 Michael Schmieder

Following is a synopsis of this month’s activities.

I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others.

Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the March, 2018 BOD Meeting. a. As suggested by the Board at the January meeting, an ERISA Bond Policy has been purchased from Matt Ripplinger for the Trustee of LC’s 401K program. This coverage took effect on 3/29/18 b. A scanned copy of the entire Board packet will be posted to the Website in advance of February meeting.

2. Administration: a. An updated copy of the 2018 Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. b. An updated copy of the LIP Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. c. We have completed our annual Lake Carroll Statistical Overview which is attached to this report.

This report offers statistical data in numerous areas of the association. d. Our Video Gaming License renewal was processed by the Illinois Gaming Board on March 7, 2018. A copy of our license is attached and is valid through March, 2019 3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Monday, April 2, 2018. Minutes from this meeting are included in within this report.

4. Sales of Lake Carroll Owned Lots: a. No new sales of Lake Carroll Owned lots to report.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2018 dues status report which is attached.

Nine (9) resale transactions were entered in the database between 3-17-2018 and 4-13-2018. Two (2) lots with homes were sold, five (5) vacant lots were sold, one (1) renter has paid a set of dues and an Associate Member was added. d. Natural Gas Permit Fees: -As of 3/20/18 613 Natural Gas permit fees have been paid totaling $153,250.00 -As of 4/20/18 617 Natural Gas permit fees have been paid totaling $154,250.00 e. All decals were mailed to Owners with the last ones going out during the first week of April. f. Liens are currently being filed on all delinquent accounts. g. The Front Desk has been busy updating Member Accounts, Member Information, Deeded Slip assignments, shoreline dock assignments and greenway dock registrations.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for February, 2018 have been sent electronically prior to the meeting and the Board will be asked to approve the statements at the 4/27/2018 Board Meeting. ii. Preliminary Financial Statements for March, 2018 have been sent electronically prior to the meeting and the Board will be asked to approve the statements at the 4/27/2018 Board Meeting. iii. The Budget Process for 2019 is about to begin and all Committee’s and Management must have their Fixed Asset Budget requests submitted

by May 11, 2018. I have attached the Budget Meeting/Workshop Schedule as well as the written plan which outlines the process for your review. iv. The Gaming Machines generated $3,281.63 in income for Lake Carroll during the month of March, 2018. The budgeted income for March was $3,500.00. v. The Auditors from O’Connor & Brooks completed their fieldwork on March 2, 2018. The Audit should be complete and submitted prior to the May, 2018 Board Meeting. vi. Finance Committee – Lisa attended the

Finance Committee Meeting on April 6, 2018.

John Avampato shared more research that he had done on Sperlonga, a company that we could report our member’s payment status to, and they then share it with credit agencies. This is in an effort to reduce our delinquent payers. The thought is that we will get more “teeth” with reporting to credit agencies than we have with collection agencies or foreclosures through the legal system. Mr. Avampato did a lot of research, and didn’t find any negative information about them. It was suggested that this project now be handed over to the staff for more research and possible implantation. This recommendation is going to the Board for their consideration. Another topic that was discussed was the recommendation to publish the financial statements for all the months on an accrual basis.

Currently, they are prepared on a Modified Cash basis during the year, and converted to full accrual at the end of the year. issues regarding this change were discussed. It will be discussed again at the next Finance Committee meeting. b. Human Resource: i.We have hired a new Front Desk employee Carly Kruse. She is completing her 2nd week with us and she is working out great!

7. Safety & Security: a As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. Lake Carroll Official Facebook setup/ configuration has been launched. b. Deb has been working with the Marketing Committee and Donna to train and streamline maintaining the site. A staff team to support is being evaluated. c. Deb is still working with the Video Conferencing vendors to rectify outstanding issues.

9. Communications: a. Donna Beyer continues to work on communications, updating the Web-Site, monitoring our Face Book Page, creating E-Blasts and in-house printing and development.

Donna has also worked on the annual meeting preparation, updated the LCA invoices for 2018 subscribers of the Lake Carroll News, updated the “Local Services” brochure, the Winter Amenity Schedule, the Winterfest Flyer and updated the Master Calendars for all Committees, Clubs and Departments.

10. Facilities Management: a. Working on several FAB’s for replacement items. Working with vendors to get accurate 2019 pricing. b. The damage to the Ski Hill Maintenance Building was repaired in April. c. Removed some trees that had fallen in a pasture at the equestrian area. No horses were injured. d. Planning to close Old Wharf on April 23rd for a day from Hooks Court to the Marina to remove & trim several trees that are presenting a safety issue for motorists. Should take only a day. e. Diversified Docks schedule for our dock repairs has been pushed back because of weather.

Don speaks with Jeff Knapp each week. f. Working with Security gathering a list of pothole repairs to be addressed when weather allows. g. Our allotment of salt will hold up for the season even with the additional snows in April. h. I have attached Don’s full report for your review.

11. Lake Management/Wildlife: a. The lake level as of April 20, 2018 was 740’.

Pool Level. b. The colder than normal weather has pushed back our spring work several weeks. We will be conducting spring aquatic plant surveys and treatment programs in early May. c. Joe has worked with Clarke Aquatics to develop a plan for optional plant treatments by shoreline property owners. We anticipate offering three treatment options for the season. The first treatment we planned on providing prior to Memorial Day, but with the cold spring, we may not need this treatment. Costs for the treatment will be slightly higher this year due to a different chemical mix being offered. This new treatment option has been developed due to the responses on the aquatic plant survey we conducted this winter. d. Per Don’s request for assistance, Joe is working with Fischer Excavating to secure budgets for two greenway repairs. Fischer Excavating will meet with me onsite to discuss the repairs and provide a budget. Don has offered them to use our barge to conduct the work. I have requested that Don have his staff work with Fischer on the repair so they can learn how to do the shoreline repairs using our equipment. Essentially, this will be a training session for our maintenance staff. e. The 3-tubes rip rap damage from the winter floods was repaired by Fischer Excavating. One section of sheet piling at the 3-tubes has been heaved upward and is above the waterline. I have spoken to Dick Baumann of Wendler Engineering about this issue. He stated that it should not be an issue and we could cut that area out this fall when the lake level is dropped. f. Joe has observed the normal spring diatom

bloom (clumps of brown material floating on the lake surface). In the past, this dissipated within a few weeks. g. Lake Carroll hosted the Chronic Wasting Disease meeting with the wildlife committee, property owners, and surrounding landowners.

IDNR discussed the disease, it’s spread, and the current management program. The meeting was well received. IDNR stated, under their current management program, the always fatal CWD has seen a steady level or reducing infection rate within the state. Other states that have adopted ‘hands off’ approaches have shown increases in CWD prevalence upwards of 60% (Wyoming) and 30% plus (Wisconsin). IDNR has requested cooperation with LCA to collect deer samples for testing for CWD through our archery harvesting program.

Recommendations by the IDNR are to further reduce the deer numbers through doe harvest and assist with providing deer samples for testing from our hunters. CWD has been confirmed inside the Association boundaries and surrounding areas of the lake. h. The fishing club is currently oiling goose eggs around the lake in an effort to reduce the breeding efforts of the remaining resident goose population. i. We have received another report of beaver damage in section 27/28. I have notified Luke about this and he has stated he will get to work on permits and getting them caught.

12. Lake Improvement Projects: a. The maintenance department is completing the transfer of electronics, tanks, pumps, and hoses to the new aquatic spray boat. b. The harvester, transport barge, conveyor and trailers are still in production and anticipated to be on time for us to accept delivery when scheduled this spring. We will make a trip to the factory, once they are completed, to review the products prior to shipping them on-site. Communication with the manufacturer last week indicated the delivery by mid-May. c. The pre-dredge survey has been conducted by a third-party contractor and the maps have been updated and provided to the dredging contractor.

The dredge contractor is required to use a GPS dredging system that is coordinated with the predredge mappings survey. The pre-dredge survey outlined 80,427 cubic yards (7,295 cubic yards more than original mapping). We have provided a CER for the additional funds. (See attached for dredging limits and quantities by areas). d. IEPA dredging permits have been received. e. Dredging contractor has mobilized equipment and is currently pumping in the E. Marina. They are anticipated to be there less than 2 weeks then mobilize to the West side of South Bay. They will dredge the shoreline area first to accommodate boat and dock access. They will then move to the E. side of South Bay and dredge that shoreline.

After completed with shorelines, they will move to the center of South bay and complete that area.

Once complete they will mobilize to the 3 tubes. f. CER has been completed for the hiring of Berrini to oversee dredging project. g. CER’s have been completed for increases in engineering budgets for both the E. marina stabilization project and the Zier Rd expansion project. Fehr Graham has requested an adjustment to their management contract for the E. Marina to hatchery project. The timeline with Associated has taken longer than they budgeted and is not the fault of the engineers. Along with this, the low bids for the project allowed us to expand the project to protect another 1,400 feet of streambank.

Thus, requiring more time onsite by the inspecting engineer. I am submitting the request to the board for approval. Wendler Engineering has requested additional funds for the added requests for permitting by the USACOE. Fehr Graham requested payment for the additional work and water / sediment samples required by the IEPA to secure our dredging permits. CER was provided to hire Prairie Engineers to assist Wendler with the permitting on the Zier Rd pond expansion. h. Associated Services has mobilized equipment back on site to begin final grading and seeding of the East Marina project. Weather conditions have not been favorable for them to complete the project. i. Wendler Engineering has completed inspection of the 9 greenways portion of the LIP program. Joe will be meeting with the in the next couple weeks to discuss their findings. j. Inventory and mapping for the watershed planning grant has begun, and there is an informational meeting scheduled for May 3rd at 6:30 pm, lower level of the clubhouse.

Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

14. Golf Operations (Pro Shop): a. As of March 20th, we have been open for a total of 3 playable days, this will be the latest start to a season that Jason has had since being at Lake Carroll. The weather forecast for the next week does look promising and we expect to see some traffic in the upcoming week. b. Jason has completed the events schedule

and the junior golf schedule, both are very busy schedules. We will be offering 3 junior weeklong camps and 1 weekend clinic for six weeks and 1 weekday clinic for six weeks. We have 51 events of over 60 scheduled for the season, 22 of the 51 are outside outings. Most of the 22 are over 120 player events. This is 6 more events than last year and we are still waiting to see if the Realtor Association event will be returning this year. We also have over 10 smaller than 50 groups scheduled as well.

This will be a very busy schedule for the season and members will need to look for the schedule of events posted on the website, Facebook, clubhouse and newspaper. c. Jason continues to advertise in targeted areas, this year he has focused more in the Dixon area, due to the closure of the Timber Creek Golf Course.

Jason hopes are to get more daily fee rounds from that area or Seasonal Golf Pass purchases. Jason has also focused on Freeport, Sterling and Clinton areas for daily fee rounds. d. Due to the poor weather, the purchases of Seasonal Golf Pass have been slow, but Jason expects that it will pick up in the next 2 weeks.

As of now, we have 1 Couples pass at $1,600 and 4 Single pass purchases at $1,000 for a total of 5.

15. Golf Maintenance: a. After the winter snow/ice and recent heavy winds, cleaning up the golf course has been a big project this year. The cold and wet weather has not allowed us on the course with equipment until recently. b. Currently the roughs and the tees are being fertilized as well as the rolling and mowing of the greens. c. Tim and his staff have started taking down trees on the right side of hole #11 in preparation for this year’s Golf Maintenance project.

16. Clubhouse Operations: a. The soup bar which was approved at the March Board Meeting was ordered and should arrive in the next few weeks. b. The Easter Brunch went very well and Denise, Tishana, Dannielle did a tremendous job. We served approximately 275 people and we received compliments throughout the event. We had several people that had never been to a major brunch before say that it was over the top. Denise has been here for many Easters & Mother’s Day brunches; she thinks approximately 80% of the customers on those days are from the outside. c. Plans have been and the menu is being is being advertised for the Mother’s Day Brunch will be held on May 13th. d. Don is working with Freeport Industrial Roofing on the HVAC project. The Board requested I find a second contractor. Freeport Industrial is a commercial roofing company. They have done a preliminary review. They have found some locations worse than others and are formulating a proposal. e. Denise has a plan to add warming stations and an ice cream freezer for the bar area service counter. These units that require more electric and Paul is working on a solution to add circuits.

17. Recreation Complex Operations: a. Aquatic Complex: i. We are working to get the outdoor pool open the weekend before Memorial Day. This will allow for the life guard staff to train and provide Doug time to work out issues with the mechanical systems that may arise. ii. The Indoor pool remains operating with no problems to report. b. Recreation: i. Donna Aleksy has accepted the position of Recreation Director and began on Monday, April 9th. ii. 13 Lifeguards who worked here in 2017 will be returning for the 2018 pool season. iii. The Lake Carroll Kidz Camp has been renamed “Adventure Camp” and Donna has completed the Brochure and the planning for the events. iv. The recreation event schedule for 2018 has been coordinated and completed. v. Donna has already started work in the lodge to organize the recreation related storage areas. She has completed 2 out 3 and will continue to clean and organize as many areas as possible. c. Ski Hill: i. Closed for the season 18. Campground: a. Contractor for the playground equipment was on site and the location chose by the committee will meet the site requirements. Unit has been ordered, expected to arrive middle to late May. b. Brinkmeier will relocate 6 hydrants in POD 4 and then activate the Campground water system as soon as weather allows. c. Work has begun to repair the trench lines created when the water lines were installed. d. Don met with Tom Golden on preliminary findings of the Septic Engineering Study. Next meeting will include Fischer Excavating to explore areas for potential septic fields.

Lake Carroll Women’s Club Article & Photos by Pia Molloy

There was no wind, rain, snow or ice, when the Lake Carroll Women’s club traveled to Clinton, IA for their spring outing. It was our first warm and sunny day and 25 women traveled to, The George M Curtis Home, in Clinton Iowa. After lunch was served in the formal dining room and library, we had a brief business meeting followed by our tour of the mansion.

Our meeting was called to order by our president Char Messmore. The Secretary and Treasurer’s reports were read and approved. Committee Reports followed. The Nominating Committee asked for volunteers who would be willing to serve together to plan next year’s meetings and perform Vice President duties. Our Ways and Means Committee reminded us about the upcoming 2nd Hand Sale on April 27-28. Our Vice President encouraged us to attend the May meeting on May 10 at 1:00 at the lodge. After the meeting we will travel to Rolling Hills in Lanark for a tour of their facilities.

George Curtis, came from England, and was a Clinton industrialist in a community noted as a sawmill capital, in the second half of the nineteenth century. His business, Curtis Brothers was founded in 1866. The company manufactured window sash, doors and interior and exterior millwork for one hundred years in Clinton. His house was built in 1885. It took two years to build. The house is built in the Queen Ann Style. There are numerous stainedglass windows and ten fireplaces in the home. The woodwork and architectural details are amazing.

The House is breath taking and a must to see. During the time the Curtis family lived there, they employed a maid, cook and a nanny to look after their two children and a chauffeur/gardener. The third floor of the house was the ballroom with an attached smoking room for the men. They entertained frequently.

Insert WomClb2_CurtisMansion.jpg An interesting thing about this home is when the family was gone and it was for sale, it was purchased by the Clinton Women’s Club in 1925. There were 50 ladies who pooled their money together plus obtained a loan to purchase the home. Their loan was paid off in 1946. The objective of the Women’s Club was to preserve the beauty and atmosphere found in the nineteenth-century house. To help maintain the building the Women’s Club raises funds by hosting various functions. The house can be used for weddings, showers, teas, dinners and many activities throughout the year. Many volunteers help preserve the building and help with cleaning, gardening and as tour guides.

The home is located at 420 5th Avenue south, Clinton IA. Tours are on Saturday at 1:30 and 2:30. From Memorial Day to Labor Day tours are available on Wednesdays.

The fee is $8.00.

After launching the official Lake Carroll Facebook Page in March, the Lake Carroll Association has launched an Instagram account in order to reach Millennials (Born between 1980-1993) and GEN Z (Born after 1993) through the social media platform. Instagram has grown to over 800 million users and is a favored platform of Millennials and GEN Z over Facebook.

The new Instagram account is Lake Carroll’s publicfacing presence to showcase the BEST Lake Carroll has to offer by sharing photos and videos of Lake Carroll. It is part of the Marketing Committee’s strategy to increase awareness, engagement, and ultimately demand for our four-season community.

Did you know that there is a way for a family to become a Lake Carroll Member and enjoy all of the amenities without owning their own lot? Well, there is but the opportunity is limited to a very special and very select group. If you didn’t know, I am very happy to inform you that the LCA offers a Membership classification for immediate family Members of Lake Carroll Property Owners. It’s called an Associate Membership and allows a family (of a Member) to enter into a contractual agreement with the Association for the use of all amenities without purchasing and owning a lot.

The Associate Member must be an immediate family member of a property owner (parents, siblings, and children of the primary member(s) listed on the deed) and would be required to pay a full set of dues like all other Members. In return, they will enjoy all that Lake Carroll has to offer not as a guest, but as a Member. Associate Members may not serve as Board or Committee Members, and do not have voting rights since they do not own property. They do however get all the fun without having to mow the lot or pay the property taxes.

If you have adult children, a brother, sister or a parent who may be interested in a Membership here at Lake Carroll, please encourage them to contact Missy at 815-4932552 for more information. What a great way to introduce future Property Owners to Lake Carroll, increase dues revenues, and hopefully decrease assessments for current Members.

I’m submitting this article on 4-16-18 and there’s snow on the ground with heavy winds and the temperature is one degree above freezing. Needless to say, I think the first bluebird nesting period will be a little late this year. Hopefully the weather is much better by the time this article goes to print. We checked the bluebird houses on the golf course and also other boxes that belong to residents last week for the first time this year. Out of the sixty or so boxes, only one had bluebird nesting materials in it. The rest were all cleaned out and are now ready for occupancy. If you are not able to monitor your bluebird houses on a weekly basis and would like us to check the boxes for you this year, just send us an email. It doesn’t matter if you got your birdhouses from us or somewhere else. We belong to a nonprofit group called Bluebirds Across Nebraska. They are the ones that donated all the bluebird houses that you see on the golf course. If you would like one of your own, you can join BAN through us with a family three year membership for only $25. You will receive a welcome packet will all kinds of bluebird information, quarterly newsletters and also a top of the line bluebird house with the mounting pole included. We can help you pick out the best spot on your property and even install it for you. If interested, send us an email at youngtjl@aol.com. Elna Lenore (Fisch) RuLon passed away on April 8, 2018, in Crystal Lake, IL. She was born on Feb. 18, 1939 in Deep River, Iowa. She is survived by her husband Gerald A RuLon, daughters Lorraine RuLon Morris (Ken) and LeighAnn RuLon Lapka, grandchildren Curtis Morris​, Samantha and Rex Lapka​, ​sister Carol Horras (Dave) and brother Keith Fisch (Kathy). She was a teacher, speech therapist and business owner.

She loved her family, traveling, gardening and horses. ​ Although ​Lenore always remained an Iowa farm girl at heart​she bought property at Lake Carroll in 2002, as a way of bringing her family from Chicago and Iowa together.

Many weekends were spent creating memories with friends and family that will be cherished forever.​  Lenore will be greatly missed.

The Lake Carroll Golf Course is in “full swing!”

May is the start of many great leagues and events for the 2018 golf season, Monday Night Men’s League, Wednesday Ladies League, Friday Mixed Scramble, Single and Doubles Match Play, and the Thursday Night Men’s League all begin in May. - The Friday Mixed Scramble will begin May 4th and will have a start time of 9am until May 25th, which will be a 8am start.

- Singles and Doubles Match Play will begin May 12th and the brackets will have completion dates for all rounds.

- Finally the Thursday Night Men’s League will begin May 10th, with a 5:30 Jason Hill pm shotgun start. This league will have no weekly commitment, sign-up, or set PGA Golf Professional teams. This will be weekly games; teams will be picked the night of the league with the players who are there, payout will be that night and there is no need for subs. The only requirements will be everyone must have a USGA handicap, which we offer for $25, and a $25 league fee for the Hole 8 Jackpot hole, which starts off with a jackpot of over $400. Non-members will be welcome and we will offer a special league rate, applicable cart and green fees will apply to both members and guests. More information on all of these great events can be found in the pro shop.

I have included a full list of events with this article, many events will be happening in the months of May and June, and appropriate flyers will also be in this paper for these events. Just to highlight a few events for May…May 12th will be the Mother’s Day Alternate Shot, our first Moonlight Nite Golf will be on May 26th, Demo Day will be on May 27th with all of our club vendors here to let you try out and be fit into the proper clubs, and the Memorial Day Scramble will be on May 28th.

June will host event more events starting with the Pearl City Booster outing on June 2nd, Rolling Hills Outing on June 8th, Campground Outing on June 9th, Father’s Day Scramble on June 17th, LCA Big Cup on June 23rd and our 2nd Moonlight Nite Golf on July 6th.

There is a lot going on in those two months, not to mention the Junior Golf Camps that I have also included as a flyer with this article. The flyer for the Junior Golf Program will include the weeklong camps, weekend camps and Junior League. We will continue to offer lessons for all levels of golfer; a full lesson brochure will be available in the Pro Shop. Sign-up for all tournaments, lessons, camps, and clinics are in the Pro Shop.

This year I want to try something new for a golf tournament. On Friday, July 13th, we will be holding a Pro Am. You will sign up as a single; we will make the teams and place an area golf professional to play with your team. There will be amateur events, flag prizes, and a pro event, along with dinner and prizes.

You must be signed up by June 24th, so I can gather up the Pro’s for the event. I have played in several of these events and it is a great time for all who participate. I will have an event reminder in this newspaper and a flyer will be posted in the Pro Shop with more information and pricing. So if you want to play with some of the local golf professionals, this is the event for you!

Please refer to the full season’s Schedule of Events. Some events have been moved from last year’s dates, so take a look so you don’t miss any of your favorites. Lake Carroll Ladies Golf League

Another fun season of golf is beginning! Sign-up for the league was on April 4th at the Clubhouse. Our President, Deb Scheidegger led the meeting. She announced the board: President, Deb Scheidegger; Vice President, Sandy Bogusevic; Secretary, Diane Schipkowski; and Treasurer, Tracey DeCrane. The division representatives are Rosanne Stangl – 18 hole, Sue Lamoreaux – 9 hole PM, and Toni Knackstedt – 9 hole AM. Tracey will continue to take care of the golf booklet (please let her know if you have changes to phone numbers or emails), and Toni Knackstedt and Barb Hevrin will also continue with publicity.

Deb reminded everyone of our new 10 inch rule starting this year. If your ball is 10 inches or less from the cup, you may pick up your ball (and count the stroke). She also mentioned some changes to the course this year: quite a few trees have come down, and revamping of Hole 11 in the fall. In addition, Deb encouraged everyone to bring guests at any time.

With Sunday’s snowfall a distant memory, 66 members and guests got together for the monthly membership and pot luck meeting. Donna Aleksy opened the meeting at 6:58 by asking everyone to join her in reciting the Pledge of Allegiance. Following the Pledge, new members and guests were asked to introduced themselves and share a little background about being in Lake Carroll. The club welcomed new members Tom and Sandy Bogusevic, John Brooks, guests Ellis Fitzgerald and Betty and Jeff Triplett from Algonquin.

The meeting continued with the Treasurer’s Report. Income for the month was $1,660 versus $650 of expenses. Mitch mentioned that most of the income resulted from dues; expenses centered around Hatchery supplies, Pot Luck Food and Raffle Gift Cards. The year to date ending balance showed and increase of $1,010. Completing the Treasurer’s update, Mitch noted that membership has increased to 150 with more renewals expected as the winter snowbirds return. The Treasurer’s Report was approved by a motion from Fred Reddies, a second by Lisa McQuilkin and voice approval from the membership.

Following the Treasurer’s Report, Tom Stangl and other Board Members provided an update on many of the club’s future activities. These activities included; • Hatchery Open Houses on Sunday April 15th and April 22nd from 10AM to 2PM. Everyone is welcome.

• Hatchery operations for the Spring Walleye hatch are in full swing. The work boats are checking nets daily with some fish being captured. A total of 200,000 eggs have been fertilized thus far. In order for the fertilization process to improve, warmer water temperatures in the mid-40’s is needed. The current water temperature is around 41 degrees. The club also plans to start the shocking boat operation on Thursday April 12th. A grateful Thank You then went out to all the volunteers who have assisted with the Spring Walleye Hatch.

• The Kids Annual Fishing Derby is Saturday June 16 (Father’s Day Weekend). This year’s event will include more games for our young anglers and refreshments which include hot dogs, chips, cookies and drinks.

• Goose egg oiling is starting, one nest has been observed. Anyone seeing a nest should contact the LCA so that the Association can relay the information to the club.

• Bass Fishing Tournaments begin on April 21st, the cost is $5 per boat.

• The Pearl City High School Bass Fishing Team continues to receive training with some actual “on the water” lessons. The self-inflating life jackets discussed at last months meeting and required to be worn by all team members are ordered. The club contributed $400 towards a total cost of $1,000 for these vests through a membership vote last month.

• Other club events mentioned but not discussed in detail were the Couples Fishing Tournament on 8/6, Golf Outing on 8/25, the Spillway Rescue is planned for 10/20, the Giving Tree setup will be the day after Thanksgiving, and no date has been reserved for the Pig Roast. Watch for more details on the events.

Two non-club activities were mentioned and received some discussion. The first was the LCA membership survey on large wakes. The club asked those members not informed on this subject to try and attend one of the informational meetings and to complete the survey so the LCA Board can make an informed decision. The second item mentioned was CWD (Chronic Wasting Disease). This disease affects deer. Several hunters at the meeting offered background into how this disease began, how you can spot a deer with CWD, and some personal opinions.

Also noted is that the IDNR will present information on this subject Saturday April 21st @ 7PM in the Clubhouse LL. The meeting adjourned @ 7:32PM by a motion from Lisa McQuilkin and a second from Barb Anderson. Following the adjournment, Mike Siciliano conducted the Gift Card Raffle. This month’s lucky winners were Rosanne Stangl, Dennis Ganz and Fred Reddies.

Congratulations to all. Following the meeting, the movie “Second Hand Lions” was shown for those wanting to stay a little longer. See you next month.

It’s been a busy winter and spring for us in Lake Management.

While it seemed a bit more like WINTER for a while, it’s finally feeling like spring is on its way. We have received the final permits from the Illinois EPA, the dredging contractor has mobilized and installed their transport pipes and dredge. By the time this article reaches you, the dredging program should be in full swing with the E. Marina channel being completed and the dredge moving on to the South Bay for much of the summer. Once completed they will be moving on to the Joe Rush Lake Manager 3-tubes area to complete the remainder of the work we had scheduled under the Lake Improvements Budget. If you have a dock in the areas where dredging is being performed, you are more than welcome to remove it when the dredge contractor is close to your area so that they can get within the 20-foot setback limits designed by the engineer. It is your prerogative if you’d like to move the docks and lifts to allow the contractor the maximum opportunity for material to be removed in front of your property. The current schedule is to finish E. Marina channel, then move to the west side of the south bay (section 12). They contractor will do one 80-foot pass on that shoreline and then will move to the east side of the cove and do one pass there. This will help get the contractor ‘out of the way’ of docks and lots a bit quicker. Once those areas are completed, they will move to the center area of the south bay to finish. They expected about 2 to 3 months before they move to the 3 tubes.

But, that may not be the end of it for us here at Lake Carroll. Due to the competitive bidding between the dredging contactors, we are developing a plan and budget to have the equipment mobilized and dredge other coves that meet the parameters established by our hired consulting engineer. We are currently working on that expanded scope of work and will be submitting it to the contract for costs before moving forward.

This could extend the project into the following spring for completion. This will be a great addition to the Lake Improvement Program and use of our budget and we’re very excited about this opportunity.

The engineers have done field inspections of our 9 greenways outlined in the LIP and are starting to work on a plan for these areas.

The E. Marina stabilization program is coming to an end as well. The contactor has mobilized equipment to the site to finish the grading and seeding work to complete the project. We anticipate that area being completed in time for us to be able to use it for truck and trailer parking for Memorial weekend and into the summer.

Along with the dredging program starting, we have also taken delivery of our new aquatic spray boat (pics to come in future articles when we’ve got the boat on the water)! The maintenance department is working to install our hoses, pumps, and electronics so we can get on the water soon. Once maintenance has the equipment installed, we will begin working on invasive non-native aquatic plant control with this boat. The native plants will continue to be harvested by the two harvesters, shore conveyors and transport barge. For those that still have problems around their docks, piers, and boat lift areas, we will offer the optional treatment program again in 2018.

The results of our optional aquatic plant treatment survey have come back to us and we’re developing the program for 2018. We will be offering three treatment opportunities in 2018. Treatment opportunities will most likely occur before Memorial Day, July 4th, and again between August and September.

We’re looking forward to a good summer here, and we hope to see you on the water!

Fawns…they are not abandoned

Another form of ‘new life’ I like to remind property owners about is the fawn (baby deer) that you can encounter while moving about Lake Carroll. Often times we have property owners call about an abandoned fawn deer they have found and ‘rescued’ and they need direction on what to do with the baby. If you come across a baby deer, PLEASE LEAVE IT ALONE. The natural instinct of deer is to leave their fawn unattended for long periods of time. This is a predator avoidance tactic because fawns are born ‘scent free’ and predators cannot easily detect them.

The mother leaves the fawn and only comes back periodically to feed it. Once the fawn is big enough and strong enough, it will begin to travel everywhere with the mother. Because of this survival tactic, we humans tend to find fawns unattended and believe the mother has either left the fawn, or been killed. In most cases, it is best to leave the fawn alone, and let nature take its course. If you touch the fawn, there is a risk the mother will abandon it, so the best practice is to leave it alone and enjoy from a distance.

Lake Safety and Etiquette Mike Schmieder, General Manager

Counterclockwise Watercraft Travel Summer is in full swing and it’s good to see so many of you enjoying the amenities, particularly the Lake. Attached is an image that shows the travel pattern for boating on Lake Carroll. I share this with you because it has been observed that some Members, or their guests, may not be aware that we utilize a counter clockwise travel route when boating here at Lake Carroll. Having someone traveling in the wrong direction on a busy weekend, or anytime really, can present a serious safety concern. Please recognize this travel pattern and please take the time to share this safety information with your family and guests.

Swimmer’s Bay and the East Marina: As we all know, Swimmers Bay and the East Marina are very popular spots for boaters to get out of the Lake’s main body and into a no-wake zone to drop anchor and do a little swimming.

On the image I have included the same counter-clockwise travel route for these bays. We have received comments and concerns from Property Owners and swimmers alike that getting in and out of these bays during busy weekends is difficult due to the amount of traffic. As a courtesy to those wishing to use the bays for swimming and to those who reside along the lake front, please keep the traffic pattern clear so that all can enter and exit the bays easily, without having to use the center where people are anchored and swimming.

Wave Runners and Jet Ski’s: I know there is nothing better than hitting a wave or a wake at 30 miles per hour and getting a little “air”. There is also nothing more worrisome for the parent(s) of a kid being pulled in a tube or waterskiing to see a wave runner following too close to the back of your boat.

STOP HITCHHIKERS!

Now that I’ve got your attention, we’re not talking about people walking down the road with a thumb in the air, but rather aquatic hitchhikers: Nasty little invasive species that can cause great harm to the ecology of our lake (and in turn the finances needed to manage the lake). Some of you may ask, “What is an invasive species, and why should we be concerned about them?” An unofficial definition could be that an invasive species is a species that does not naturally occur in a specific area and whose introduction does or is likely to cause economic or environmental harm or harm to human health. The main way these “invasive species” get into bodies of water (lakes, rivers, wetlands), is by “hitching” rides with anglers, boaters, and other outdoor recreationists.

If you sit and think about your boating and recreational habits around Lake Carroll, you will probably realize you have done one of these in the past.

For example, Bill and Jane decide to meet some friends down at the Rock River for a day of sunbathing, boating and tubing, so they pull their boat out of Lake Carroll and head to the river for the day. They launch at the river where they put their boat in is LOADED with and INVASIVE plant called Eurasian Milfoil, and when the trailer comes out of the water it’s covered in these plants. After a great day on the water with friends, they take their boat back to Lake Carroll and launch it, park their boat in the marina and take their trailer home. What they didn’t realize is that as the trailer was backed into the water, a big mat of invasive Eurasian Milfoil fell off the bunks and floated out into the lake to take root on the shoreline. Had Bill and Jane inspected their boat and trailer, and pressure washed it at a local carwash on the way home, they could have prevented this INVASIVE spread of milfoil.

Here’s another example. Johnny stops at the local bait shop and heads out to the lake for a bit of crappie fishing. Once he’s done fishing, he decides to dump his bait bucket into the lake instead of disposing of it in the trash.

I know, I know, how sad is it to dump that poor minnows out in the trash

so they just die. But what Johnny doesn’t know is that there could be an INVASIVE Spiny Water Flea in the water with the bait. Instead of killing a few minnows in the trash, he’s introduced a species of zooplankton that can be detrimental to the fishery by making it difficult for larval fish to eat. And if a baby fish doesn’t eat, he doesn’t become a BIG fish. Or maybe some of the ‘minnows’ in the bait bucket are actually minnows that aren’t good for the lake.

There are many examples of ways you can have “hitchhikers”, but if you sit and think you will probably be able to think of ways they could spread. Now that you’re aware and paying attention to these concerns, the question is, “What can YOU do to make sure we stop aquatic hitchhikers from entering Lake Carroll?” Outlined below are a few simple actions that you can take to help prevent them from spreading.

-INSPECT and REMOVE aquatic plants, animals, and mud from boat, motor, trailer, and equipment.

-DRAIN water from your boat, motor, bilge, livewell, and bait containers AWAY from the boat landing.

-DISPOSE of unwanted live bait, fish parts, and worms in the trash.

-SPRAY/RINSE boat and equipment with high-pressure or hot water, OR -DRY everything for at least FIVE days before going to another body of water.

-NEVER release organisms from one water body into another.

The sad truth is that in the recent past, invasive species have been on the rise, and substantial funds are being spent to combat them all over the United States. Lake Carroll News, May 2018 Hatchery operations for the Spring Walleye have started. Club members, volunteers and visitors to the Open Houses have observed many of the daily activities through actual hands-on experiences, demonstrations or a video. All are great and each presents a different level of learning. But some activities can only be realized through hands-on volunteering. With that in mind, this article will review some of the activities that only a hands-on volunteer can appreciate. These activities provide a great sense of satisfaction and a good learning experience. So, for those who have not had the opportunity to volunteer, we will share some of the behind the scene hands-on experiences.

Let’s begin with the star of the process, the Walleye. Walleye are captured through two different methods. The first method is a Hoop net. This year, six nets were placed in prime locations around the lake. The net’s design allows fish to swim through a small opening at the front of the net which leads to several holding chambers where all fish become trapped. Since the fish have no escape, the hoop nets must be checked daily. The checking of nets begins around 8:30am and typically takes 11/2 hours to complete. Boat crews checking the nets will keep all walleye while releasing all other game fish. The second method is the Shocking Boat. The shocking boat is a night time operation which begins around dusk and could last for two hours. This boat produces a low voltage current which momentarily stun the fish. The effects of stunning lasts only a few seconds. Volunteers who net stunned fish need to have good eyes and be fast because the recovering stunned fish swim away quickly. As walleyes are captured through shocking or in Hoop nets, net handlers immediately place fish in aerated tanks where great care is

taken to ensure survival. Both methods, hoop nets and shocking produce good catches of walleye and is a rewarding experience for those helping.

Back at the hatchery the work is just beginning. The captured walleyes are quickly moved from the aerated tanks to the work bench where females are checked for eggs and males are held for fertilization. Once the fertilization process is complete, the fertilized eggs are placed in incubation tubes where the walleye growth cycle begins. This growth cycle usually takes around ten days for the first Fry (baby walleye) to hatch. These hatched Fry will remain in the incubation tubes for four days surviving on their yoke sacks which provide the muchneeded food. As the yoke sack is consumed, the Fry are released into Lake Carroll or Fawn Pond to begin they’re search for food.

The Fry released into Fawn Pond receive special attention. Alfalfa is placed into the pond as a fertilizer to promote the growth of Phytoplankton. Phytoplankton is a microscopic organism which becomes a food source for Zooplankton. When the newly hatched Fry are released into the pond, they will initially feed on Phytoplankton and Zooplankton. This diet will sustain the Fry until Fathead minnows are stocked in the pond. Fathead minnows are a great food source because they spawn repeatedly providing batches of babies for the Walleye Fry to feed upon. As the Fry mature into Fingerling size and larger, the Fathead minnows become their primary food. These growing walleyes will remain in Fawn pond until Fall when the pond is drained. As the pond is drained, all walleye are netted in the catch basin and released into Lake Carroll. This netting and releasing activity completes a year of hatchery operations which began in the Spring with the work boats. Over the winter notes will be reviewed, success will be determined, adjustments made and another season will be planned. Next year more volunteers will be needed who want to become involved with the hands-on learning experiences. If you’re interested in becoming a volunteer who wants to experience the hands-on operation, consider next year… or…consider this… there’s still time to help this year.

Savanna Bridge Dedication Event Attracts NASA Exhibit

A Savanna IL group known as the Bridge Celebration Planners announced this week that the National Aeronautics and Space Administration (“NASA”) will be bringing a traveling exhibit known as the Journey to Tomorrow to Savanna from Friday, June 15 through Sunday, June 17 in connection with a series of celebratory events the group is planning in connection with the dedication of the new Dale Gardner Veterans Memorial Bridge.

NASA’s Journey to Tomorrow traveling exhibit immerses visitors in a fun-filled interactive experience, which includes learning stations and engaging activities. Guests will be challenged to think about how aircraft fly; what it’s like to live and work in space; and how the planets orbit the sun. Materials regarding current NASA missions are on display, as well as, information on advanced aeronautics research and NASA’s efforts to send future human explorers to the moon and to Mars and beyond. The exhibit also features a genuine moon rock artifact returned to Earth by the crew of Apollo 17 lunar landing mission.

The Journey to Tomorrow exhibit will be in Savanna at the corner of Main Street and Murray Street and will be open to the public free of charge from Friday afternoon, June 15 until 4:00 pm on Sunday, June 17.

The NASA exhibit is one of several activities planned for Father’s Day weekend, June 16 and 17. On Saturday, June 16 at 10:00 am there will be a Veterans Parade through downtown Savanna featuring political and veteran dignitaries and a large contingent of local veterans from both sides of the river. There will be five high school marching bands and the Navy Great Lakes Marching Band has been invited to participate as well. Following the parade there will be a Veterans Memorial Ceremony in Marquette Park, a local river park, honoring both living and deceased area veterans.

A program entitled “Being an Astronaut” will be held on Sunday, June 17 beginning at 11:00 am at the West Carroll High School. The program will be conducted by former NASA Astronauts, Richard H. Truly, Robert L. Stewart and Daniel C. Brandenstein, who will describe what is like to rocket into space, experience weightlessness, walk in space and travel around the world in less than two hours!

The main event on Sunday will be the Bridge Dedication Ceremony which will also take place in Marquette Park. Illinois Governor Bruce Rauner is expected to preside over the dedication ceremony along with the three former NASA Astronauts who were colleagues of Dale Gardner a recently deceased former NASA Astronaut who was a Savanna High School graduate.

Illinois Representative Tony McCombie and Illinois State Senator Neil Anderson, who were instrumental in the naming of the new bridge, will also be speaking at the dedication ceremony.

A fly-over is planned during the bridge dedication, weather permitting.

Sometime between when the last snow melts off the ski hill (there’s still snow up there as I write this!) and the first fireworks explode over the lake, the Lake Carroll Board of Directors and the various committees will go about the complex and difficult task of establishing the 2019 budget. This right of spring happens annually, but this year is of particular importance to the ski hill as 2019 is the year we are scheduled to replace the last remaining lift (we once had three) at Plumtree. It might surprise some of you to know that Lake Carroll is home to North America’s oldest operating Walter Stadeli Tbar. However, it comes as no surprise that a lift built in 1962 (we bought it used) has more than its share of maintenance challenges. That’s why Ski Club and LCA Staff collaborated on a strategic plan to assist the Board and its Committees in making sure we get the most out of our collective investment.

I’ve shared 4 slides from that plan (on facing page) and will be sharing more in the months ahead. What is not reflected in those slides is the fact that while the 2019 fixed asset replacement schedule has the Tbar replacement pegged at almost $190K, the plan we’re recommending saves us almost $100K. Stay tuned for more details on this plan as we move forward!

When will the LCA Severe Weather Sirens Sound?

The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll. There is no difference in the sound of the siren between a thunderstorm warning and tornado warning.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website.

Severe Thunderstorm Warning: This is issued when either a severe thunderstorm is indicated by the WSR-88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately. Severe thunderstorms can produce tornadoes with little or no advance warning.

Tornado Warning: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect.

RoutineTesting: The Lake Carroll Weather sirens will also activate for a time of 1 minute the first Tuesday of every month at 10:00 AM for testing purposes.

Who can activate the LCA Severe Weather Sirens?

First: The National Weather Service notifies the Lanark Fire Department when the LCA sirens are to be activated.

Second: In the event that LCA Security can eyewitness report the criteria for either a Severe Thunderstorm Warning or a Tornado Waring, they will contact the Lanark Fire Department to initiate the sirens.

CHEESY VEGETABLE BREAD

Serves 10 Goes great with Relax Pinot Noir

1 lb Bag frozen mixed vegetable (cauliflower/broccoli/carrots) thawed & drained 2 Large eggs 2 tsp garlic powder ½ tsp oregano 3 cup shredded mozzarella, divided ½ cup grated parmesan ¼ cup cornstarch Pinch salt Pinch black pepper 2 tsp parsley Pinch of crushed red pepper flakes Marinara for dipping – optional

1. Preheat oven to 425 degrees. Spray baking sheet with Pam. Chop vegetables.

2. In a large bowl combine slightly beaten eggs, garlic, oregano, 1 cup mozzarella, parmesan, cornstarch, salt, pepper and vegetables. Stir until completely combined.

3. Transfer to prepared baking sheet and pat into a crust. Bake 25 minutes.

4. Sprinkle with remaining 2 cups of mozzarella, crushed red pepper flakes and parsley. Bake until cheese is melted 8 -10 minutes more.

5. Slice and serve with marinara.
