2017 Budget Hearings There are two opportunities for LCA Members to listen to a presentation of the Proposed 2017 Budget. The audience is given an opportunity to ask questions. Watch for the Proposed Budget documents in the October Lake Carroll News.

Hearing #1 Thursday, October 6, 2016 7:00pm Hearing #2 Saturday, October 8, 2016 9:00am Both meetings are held in the lower level of the Clubhouse. Both meetings present the same information.

In August we celebrated the Taste of The Lake. The weather was absolutely perfect. My wife, and I volunteered to help at one of the host piers handing out food. It was so great to see all the boaters come into the dock, all smiles and in such a good mood. Some even brought gifts for the pier hosts. A great idea, as these hosts work very hard to make this a great day for the members. Then that night an Clarence Grant excellent band played to a packed house Board Treasurer at the Clubhouse patio. As I stepped back from the crowd and looked at the group, some I know and many I didn’t, I realized just how fortunate we are to live at Lake Carroll. Such a beautiful place with such caring people. I just wonder how many people take the time to stop and think about that fact.

Now we are past Labor Day, the summer is over, the kids are back in school, the Cubs are going to the World Series, but we still have a lot of work yet to get done this year.

Back to the happy people. Some of these same people are the same ones who can’t find anything right about Lake Carroll the other days of the year. Yet I don’t see them on Committees or even at the committee meetings trying to solve all the things they say are wrong with Lake Carroll. Why is that?

As Treasurer I am asked, “Can we afford the new Rec Center?”

Yes we can. Then I am asked, “Will our dues go up if we build the Rec Center?” Yes they will, but not because we build the Rec Center. Then I am asked, “Will our dues go up if we don’t build a

new Rec Center?” Yes they will. The Debt repayment portion of our dues will not change, but the operation and fixed asset portion will, simply because of inflation. In fact, they may go up more if we don’t build the new Rec Center because it has been the long range plan to build a new Rec Center after the pool loan was paid off. With that long range plan in mind not much was spent on maintenance. Why spend it if we are going to build a new building.

If we don’t build new, then we have to start heavy maintenance, which will be very expensive. Once we start to renovate, we have to do the entire building. With an old building like that who knows what we will run into. As for the other needs of Lake Carroll, they will be taken care of in due time. Nature will solve some and the Association will take care of the rest.

I recently heard that there are facts, and there is truth. Truth wins out over fact every time. The fact is most of the members opposed to the new Rec Center have never attended an informational meeting. The truth is, of those who have attended, many of them have changed their minds and are now supporting the new Rec Center. This really is important to Lake Carroll and our children.

This center will give our children and grandchildren a good safe place for them to just be kids, especially in the winter months.

You notice I have not been calling this a Lodge. That is because it is about 3% Ski Lodge and 97% Recreation Center. If Lake Carroll is going to continue to be a Four Season Recreational Community, then we need a new Recreation Center. If you vote for the Rec Center or against it, you are voting for the future of Lake Carroll either way. Please think of everyone’s future when you vote.

When will the LCA Severe Weather Sirens Sound?

The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll. There is no difference in the sound of the siren between a thunderstorm warning and tornado warning.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website.

Severe Thunderstorm Warning: This is issued when either a severe thunderstorm is indicated by the WSR-88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately. Severe thunderstorms can produce tornadoes with little or no advance warning.

Tornado Warning: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect.

RoutineTesting: The Lake Carroll Weather sirens will also activate for a time of 1 minute the first Tuesday of every month at 10:00 AM for testing purposes.

ASSOCIATION QUARTERLY PAYMENTS & MOWING FEES The 3rd quarterly payments and the May mowing fees were due July 31, 2016. Late fees of $100.00 were added to unpaid accounts on August 1, 2016. Many of these accounts are delinquent. To exercise your use of the amenities, all assessments & fees must be current.

Please mail your payments immediately to avoid further fees.

REAL ESTATE TAXES The final installment of the 2015 Real Estate Tax Bill was due 9/01/16.

If you did not receive your initial tax bill, the Carroll County Treasurer’s phone number is 815-244-0243. Courthouse hours are Monday through Friday 8:30 AM to 4:30 PM. WATERCRAFT REGISTRATION & INSURANCE UPDATES Another reminder, before you put your summer toys away this fall, please update your registration & insurance information with the Association Office. If your IL watercraft registration expired on 6/30/2016, we will need a copy of the new registration card. If you supplied the office with an application for registration, we will need a copy of the watercraft registration card when you receive it from the State.

MEMBERSHIP ID PICTURES If you plan on using the amenities (i.e. golf, pool, ski hill, etc) you are required to have your picture on your amenity card. Bring your family to the office Monday through Saturday between the hours of 9 AM & 3PM. Or you may email your photos to photoid@golakecarroll. com. We need a clear head & shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. This is an ID card. Photos from other ID’s with holograms are not accepted. Children’s photos taken prior to 2015 have been deleted. Current photos need to be submitted before the new ID cards will be issued.

BOW & ARROW REGISTRATION LCA Members wishing to obtain their Lake Carroll hunting packet (vehicle card, map & stand tags), must have their pictures on file in our database before this information will be issued to you. Plan to visit the Association Office to have Peggy or Michelle take your picture or email your photos to photoid@golakecarroll.com. All dues & fees (i.e. marina concession, citations, etc) must also be current. Attendance at one of the Archery Meetings is also mandatory for the issuance of the hunting packet.

MARINA CONCESSION INVOICES Invoices must be paid within 15 days of the purchase or your current visa/master card must be on file at the Front Desk. Please keep your accounts current. ALL fees must be paid to exercise your use of the amenities! Plan on paying cash if you are delinquent!!

WEBSITE LOGON & REVERSE 911 Forms for both Reverse 911 & the website logon request forms are available on our website – www.golakecarroll.com. Click on Resources>Document Library>Membership-General Information or they may be picked up at the Admin Office. You may fax, email, mail or drop off the completed forms at the Admin Office. Signing up for both of these services will keep you informed as to the happenings at the Lake. These forms are also included in the New Members owner packets.

DEED TRANSFERS If you make changes in the ownership of your property (i.e. trusts, LLC etc) at Lake Carroll, the Association Office requests copies of the recorded documents so we may keep our records current. If you sell your property we will need a copy of the recorded documents, transfer & fixed asset reserve fees & any outstanding dues or fees before the new owners may obtain amenity cards & decals. We also ask the seller to provide us with their amenity cards, guest passes, & any 2016 decals which have been issued for their cars & “toys”. LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

I hope you and your family had a safe summer season. The deer harvesting program will begin to put up stands at Lake Carroll on September 10th. Please be aware folks will be out in the woods and you may see more vehicles parked alongside of the roads. This brings me to another topic. I know the deer are enjoyable to look at but it is illegal in the State of Illinois to use bait to attract deer.

“It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present.” Page 11, of the Illinois hunting rules and regulations.

You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll.

Soon the air will begin to cool down and great sleeping weather will return to Lake Carroll. This brings me to my next point as the weather cools off and people spend more time with their windows open, please be cognizant of your neighbors. It is amazing how far sound can travel at night here at Lake Carroll especially down by the lake. A normal conversation can seem loud, let alone music or a party.

Eleven is a good time to move indoors or turn the music down. Please inform your children and guests there are rules and regulations at Lake Carroll pertaining to disturbing the peace.

As fall approaches and the nights cool off, many of you will be leaving for warmer destinations. It is time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The program is simple…The homeowner places a light with a colored bulb in a window visible from the street. The light is plugged into a low temperature switch on an interior wall. When the temperature in the residence falls below a preset temperature, the light is activated and will be viewed by Security. We will then contact you or other contacts you have provided on your registration form. See more information about this program elsewhere in this issue or contact me if you have any questions. I have seen the devastation water can do to homes here at the lake because of a broken water pipes, something to consider.

On January 1, 2016 the State of Illinois implemented a new law stating any operator of a watercraft born on or after January 1, 1998 must have a valid Boating Safety Certificate issued by the Department of Natural Resource. In other words if you have turned 18 after January 1, 1998 you must have a valid Boating Safety certificate to operate a watercraft in the State of Illinois or when your 12 year old child or grandchild turns 18 they will need the Boating Safety certificate. This is a State law and will be enforced at Lake Carroll. For more information and the ability to obtain your certificate visit dnr.illinios.gov / Boating Safety Education.

The boat patrol officers have asked me to clarify the State of Illinois regulation of the use of an orange flag while towing a skier or tuber. This flag should only be flown when your watercraft is towing a skier or tube. This flag is not meant to be flown at all times, only when towing a skier or tuber. The flag does not need to be flown when the watercraft is anchored. When the flag is flown at all times it defeats the purpose of utilizing the flag in the first place.

Did You Know: ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B)(5) & (6).

Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F)(2).

I would like to let everyone know our severe weather siren on the ski hill has been connected, tested, and is fully functional. That’s great news for campground and lodge area. This time of the year is my favorite, late summer, early fall. Weather is great for all outdoor activities. Again, I ask all motorists using our LC roads to be extremely cautious with our walkers/joggers and bicyclists out there.

It does not seem possible, but it has been one year since our friend Dan Herman passed away. Back then I proposed dedicating a park area by the bridge below the dam. I did not forget a dedication. Since then I have talked to Nancy Herman (Dan’s wife). There was a fund in Dan’s name set up at the First State Bank on Payne Road. My new plan that Nancy agreed with is to build a small shelter by that park area by the bridge; big enough to hold two picnic tables. I believe we can do this with the funds set aside and other contributions that are already committed. This can be a great tribute to Dan as the founder of the LC Trail Club. I will keep you posted.

September is National Preparedness Month. If you need to leave your home, be ready to go as quickly as possible. Having a Go Bag in an accessible place ensures that you and your family are prepared for whatever situation arises. Safety First

Hope everyone had a great Labor Day weekend.

BOATING ...As many of you think about taking your boats out during September and October, I have some tips.

Most importantly, when walking up and down the boat ramp, remember it can be very slippery this time of year. You don’t need to be attaching your winch cable and slip and slide under the boat trailer.

Wear water shoes and try to keep one arm within reach of something to grab onto. You never know when a slip or misstep can happen.

Remember to have only the driver of the boat in the boat when you’re trying to load it onto the trailer.

Doesn’t work very well when you have a lot of weight in the boat. Your passengers could easily grab a side rope in case they need to pull the boat over onto the rear of the trailer better. If you need to leave your vehicle to check on the boat make sure it’s not only in park, but the emergency brake is set. As the boat comes out of the water, remember that boats can sometimes be crooked on the trailer. As you come out of the water and up the ramp go very slowly. And make sure your engine is raised, or you might take out your propeller.

SPEED LIMIT...

As it gets cooler we have more people walking, or biking along the roadways again. We have golf carts going to the golf course; we have ATVs going to the trail …Please watch out for them. Our speed limit is 30 mph except on the curves through section 17, by the spillway, where the speed limit drops to 20 mph. Security is enforcing speed limits.

HUNTING As you see more pickup trucks parked along our roadways, that usually indicates a hunter is in the woods. We only allow bow and arrow hunting, and only with a Lake Carroll permit. No rifle hunting is allowed, but that also means if you decide to walk through the woods, you need to be very cautious.

Bow and arrow deer hunting begins October 1.

Also watch for the deer running wild during that time. They’re not as tame as they are other times of the year.

General Manager’s Report

ASSOCIATE MEMBERSHIPS: Did you know that there is a way for a family to become a Lake Carroll Member and enjoy all of the amenities without owning their own lot? Well, there is but the opportunity is limited to a very special and very select group.

If you didn’t know, I am very happy to inform you that the LCA offers a Membership classification for immediate family Members of Lake Carroll Property Owners. It’s called an Associate Membership and allows a family (of a Member) to enter into a contractual agreement with the Association for the use of all amenities without purchasing and owning a lot. The Associate Member must be an immediate family member of a property owner (parents, Mike Schmieder siblings, and children of the primary member(s) listed on the deed) and General Manager would be required to pay a full set of dues like all other Members. In return, they will enjoy all that Lake Carroll has to offer not as a guest, but as a Member. Associate Members may not serve as Board or Committee Members, and do not have voting rights since they do not own property. They do however get all the fun without having to mow the lot or pay the property taxes. If you have adult children, or a brother, sister or parent who may be interested in a Membership here at Lake Carroll, please encourage them to contact Missy or Julie at 815-493-2552 for more information. What a great way to introduce future Property Owners to Lake Carroll, increase dues revenues, and hopefully decrease assessments for current Members.

2017 BUDGET: I spent a good portion of my August article explaining the budget and the planning process that goes with it. This is such an important part of what numerous volunteers, the Board and management do that I thought I’d keep you posted as the process unfolds. In late July and early August, the Steering Committee began prioritizing the first part of the 2017 budget, the Fixed Asset Budget. In mid-August, Lisa Vanderheyden and I presented the preliminary Operating Budget to the Finance Committee. This budget was then examined by that Committee and they have recently forwarded their comments, questions and recommendations back to Lisa and I. On Friday, September 9, 2016 a joint meeting including the Finance and Steering Committees will be held at 7:30pm. The proposed 2017 budget will be presented to the Board at this meeting and your attendance is welcomed and encouraged. Based on the presentation, the Board will offer comments and suggestions, and revisions will be made before the budget hearings which will be held in early October. Based on your input at the budget hearings, the Board can, and probably will make further adjustments. The 2017 Budget will be approved by the Board (to forward to the Membership for their approval at the Annual Meeting) at the October Board Meeting.

This year we face similar challenges to the ones we’ve had over the past several years, the biggest one being a declining number of Dues Paying Members. While some of our expenses are incremental, most of them are fixed costs. An example is, it takes “X” amount of dollars to remove 4” of snow from our roads in January. This cost is the same whether we have 2,000 dues paying Members or 3,000 dues paying Members. The same logic can be applied to managing and maintaining the Lake, the Golf Course, the pools, the trails, etc. Whether one person enjoys these amenities or thousands enjoy them, the maintenance costs remain the same. The loss of fifteen (15) dues paying Members represents the loss of approximately $24,000.00 in assessment income. In addition to declining dues income, many of our expenses do increase each year. A common response by many Property Owners to this type of challenge is, “let’s just cut some expenses”. Another common response is, “do what we need to do so that we don’t cut any of our services”. Some wish that the cost to be a Member of Lake Carroll could go down or at least remain level with the previous year and many are not willing to tolerate a cut in services which would result in a diminished product. That said, we have a lot of work to do over the next several weeks and you have an opportunity to let your thoughts be heard starting on September 9, 2016.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores.

Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. He said people send him email or call him, particularly when they find out he is the President of the Board. Recently, the topic has been about the lake weeds. As Joe Rush implemented the weed management program, the nature of the calls has changed, many indicating the great job that was being done. For example, he had gotten an email from a 17-year-old in June who was embarrassed to show her friends the lake, but later, after there were improvements, sent him a thank you letter.

Jim thinks Joe and his team are doing job managing this challenging problem.

Audience Questions/Remarks: Sam Haldiman (5-164) asked what the status was of running fiber to the new AT&T cell phone tower.

Mike Schmieder responded that work has started, but we do not have an estimate of how ling it will take to complete the project.

Presentation of Operating Budget performance thru 6/30/2016: Mike Schmieder gave a status report on the operating budget through the first half of the year. He indicated that we are currently ahead of budget, and he expects that we will finish the year on budget.

Business Topics for Discussion: 1. Discussion regarding the Board’s response to Director Grotto’s newspaper article: The Board reviewed the rebuttal article that has been prepared in response to John Grotto’s newspaper article. The Board also agreed that the article would be signed as the Lake Carroll Board of Directors and not as individual members of the Board.

2. Greenway Cleanup: There was a short discussion is about whether there needs to be a greenway cleanup program (somewhat similar to rip-rapping of common areas), or whether they are intended to be left in their natural state. The topic was referred to the Facilities Manager to examine specific questions that have been raise recently about specific greenways.

Board Directors Comments: None Audience Questions/Remarks: Wayne Ugorek (23-51) commented that he was surprised the Reverse-911 system was not used to inform Members about the extended power outage that occurred caused by the storm. He is concerned about the system’s diminished use due to the new

weather sirens. The original goal when the system was put into place was that Security would be in charge of it, so it could be used quickly any time of day, as Security is always on duty. It was to be used for more than just weather related issues. Mike Schmieder agreed that there are other legitimate uses of the Reverse-911 system.

Rick Jensen (4-43) asked how the Recreation Center vote would take place. The response was that it will be a separate question on the proxy card, per the Bylaws. Rick asked why if the new Recreation Center gets voted down that the $136 couldn’t be retained in a fund for future capital projects instead of returning the money to the Members. Norm Hoffman said he would resign from the Board if we did not give the Members the option to get the money back. Norm considered it a matter of integrity, since the Members have been told over the years that at the end of the pool loan that if the money didn’t get reallocated to other capital projects, they would be able to get that amount taken off the dues.

Kevin Oscarson (2-306) agreed that we should ask the Members what they want to do with the $136 for debt repayment. He suggested that there be 3 options on the ballot – finance the new Lodge, put the $136 into the Capital Improvement Fund, or take it off the dues – and do which ever option gets the most votes.

Sam Haldiman (5-164) said he didn’t understand why we have $764,000 in accounts receivable listed on the summary of the financial report.

Clarence Grant responded that a large part of that is due to quarterly dues payers that haven’t had their payments come due yet. Sam also indicated that he supported having 3 options on the proxy card for the debt repayment money.

Sue Massey (1-16) inquired if those who were making comments at the meeting had attended the Lodge and Recreation Center information meeting.

Those in attendance said they had. Sue said she was glad they were taking the time to become well informed on the topic.

Rick Jensen (4-43) thanked John Grotto for always trying to do what he thinks is right.

Ian Keith (26-52) said he has been around for a long time, including back when the Clubhouse and the Pool were built. Some people were against those projects too, but it is a good thing we were able to go ahead and do those projects.

Sue Ugorek (23-51) complimented Mike Schmieder and the staff that the quality of food has not gone down as they have tried to bring food costs under control. She particularly noted that this was true for big events like the Women’s golf outing. Sam Haldiman (5-164) also commented that the food and service was great.

Rick Jensen (4-43) asked if the format of the questions on the proxy card was final yet, or if the Board was still open to discussing options.

The response was that nothing has been finalized yet. That normally happens at the October Board meeting.

General Manager - Monthly Board Report (BOD) - August 26, 2016 Michael Schmieder Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the July 22, 2016 BOD Meeting. a. At the request of the Board I have included $13,000 in the proposed 2017 budget for marketing.

2. Administration: a. b. An updated copy of the Fixed Asset Expenditures – Cash Status will be provided at the meeting. c. A Board Workshop has been scheduled for Saturday, August 27, 2016 in the Conference Center. All Members are welcome to attend. The proposed agenda for the workshop is included within this report. d. As of Tuesday, August 23, 2016, three (3) Board Candidates have submitted their completed applications to run for the two available seats for the 2017-2019 Term. Two others have taken applications and have until 5:00pm on August 31, 2016 to submit the required petition and questionnaire. e. 3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, July 13 and on August 3, 2016.

Minutes from the meetings are included within this report.

4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program slowed significantly during the month of July. We currently have three sales pending and will close on two of those on August 27, 2016.

We’ve sold ten lots so far in 2016 and twentythree since the program began in April, 2015.

A summary of the 2016 sales is attached to this report.

5. Accounts Receivable & Front Desk: a. See updated 2015 dues status report which is attached.

-DPE’s collected thru 7/12/2016 – 1,971.98 -DPE’s collected thru 6/21/2015 – 1,970.32 -Variance between 2015 & 2016 –1.66 Ahead of Last Year -DPE’s budgeted for 2016 - 2,210.00 -DPE’s projected for 2016 - 2,203.00 b. Thirty-two resale transactions were entered in the database between 07-22-2016 – 08-19-2016.

Eleven (11) lots with homes were sold, eight (8) vacant lots were transferred, one (1) lot was a foreclosure by JP Morgan Chase Bank, one (1)

was given back to the Association and two (2) Associate members were added. Nine parcels were deeded by the Sherriff to the Carroll County Trustee. None of the Carroll County Trustee lots were sold at their recent auction. They currently have 51 parcels. c. Marina Slip status –The East Marina currently has 1 slip available and the West Marina is full.

If any are returned because of lot sales, they are being reassigned to other members immediately. d. Through August 15, 2016, 579 Natural Gas Permit Fees have been deposited totaling $144,750.00.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for July, 2016 will be made available prior to the August Meeting. The Board will be asked to approve these statements at this month’s meeting. ii. Lisa and I attended the Finance Committee Meeting on the evening of August 12, 2016 and presented the first round draft of the proposed 2017 Operating Budget and Fee Schedule. Copies of the draft have been provided to the Board. iii. The Gaming Machines generated $2,693.03 in income for Lake Carroll during the month of July, 2016. See attached report. iv. The 2017 Operating Budget Worksheets have been distributed to all Managers and the budgeting process is underway. The preliminary 2017 Operating Budget and Fee Schedule will be submitted to the Finance Committee for their review on July 29, 2016. b. Human Resource: i. No specific report.

7. Safety & Security: a. As requested at the January Board Meeting, I am including Luke’s full report. b. 07-30-16, The Illinois Department of Natural Resources patrolled the lake for around three hours in their boat. No incidents were reported to R/o. c. The severe weather siren on the ski hill was activated on Friday, August 5th. All sirens are now functioning normally. On Thursday, August 18th, the national weather service issued a severe storm warning for our area and the weather Lake Carroll alert system was activated. All four sirens functioned as designed. This was the third time this summer that our alert system has been activated by the NWS. 8. Information Technology: a. Deb Stagno has been very busy organizing and coordinating the training for our new Membership software, IMIS. Employee training began on August 1, 2016. We have Scheduled each future IMIS user in the Administrative building to attend training for one hour per day, every other day. This allowed for 2 sessions of training for each topic covered.

As of this report, training has covered 2 weeks/5 hours per attendee on IMIS fundamentals, navigation, reporting & basic integration, using the Customers module. The next 2 weeks will focus on sales orders, billing cycle, and AR cash modules. This will be followed by 2 1/2 months of in-depth actual daily transaction processing.

So far, everyone who has attended these sessions appear to be following and retaining what they are learning. The conversion to IMIS remains scheduled for 11-15-16. b. IMIS comes with an enormous amount of reports for accounting type functions and basic Association information, as well as the ability to expand within IMIS for independent Association needs through use of their User Defined Tables and Fields. Our application of IMIS uses this functionality as LCA needs tables and fields to hold LCA specific data which does not conform to basic IMIS ‘out of the box’ tables/fields. These tables hold data pertinent to our membership, such as member equipment, lot & home data, Security data, etc. Therefore, reports utilizing these fields need to be configured. As this functionality is made available through IMIS, no special configurations or manipulation to core code is required.

These reports are being used daily during training as they are completed. It has also been observed that the IMIS reports we are creating are more versatile than those we use today, streamlining the amount of reports required. These reports are also allowing us to identify some inconsistent data residing in our current membership system enabling us to fix this data prior to our final conversion and ‘go-live’ in November.

9. Communications: a. Donna Beyer recently compared our costs to provide the Board with color copies of the Committee minutes. Donna has provided samples of minutes, in their current color format as well as samples using a gray scale which requires no color. A color copy costs $.10 per copy and a black & white copy costs $.01 per copy. I recommend that starting next month; we use one of the two suggested samples. Please see attached samples.

10. Facilities Management: a. Severe and frequent lightning accompanied a thunderstorm on the evening of August 4th.

Lightning struck and destroyed one of the parking lot light towers and caused damage to other exterior light fixtures. Some of electronic equipment was damaged including a control board to the upstairs ice machine. We also received a strike to the West Marina Concession. The fuel tank monitoring system was damaged and the new part has been ordered. A claim was filed for the damage and we will meet with the adjuster on Wednesday, August 24th. b. The rooftop HVAC unit at the Clubhouse

which services the pro shop was replaced earlier this month. A CER for this equipment appears on the August agenda. c. The AC unit which services the Fitness Room at the Lodge was also replaced earlier this month.

A CER for this equipment appears on the August agenda. d. A new engine for the Ford Tractor was ordered and delivered. The engine has been taken to Northwest Diesel to be installed. I would like to take the opportunity to extend my sincere thanks to Mr. Dean Lower of the Steering Committee.

Our initial thoughts were that it would be difficult or impossible to find a new engine for a 20 year old tractor. Dean took it upon himself to inspect the machine and do some research and he located exactly what we needed to repair what was otherwise a machine in good working condition.

11. Lake Management/Wildlife: a. The lake level as of August 20, 2016 was 740’.

Pool Level b. Rip rap repairs are scheduled for Aug. 29-31 between docks A and B at the East Marina. c. We have been treating for filamentous algae and brittle naiad. South bay, East Marina, and 3-tubes have been the main areas for the matted filamentous algae. The brittle naiad is becoming an insurmountable task. The plant, like the others, is growing in deeper water, and a broader range of the lake. I’m continuing to research options and alternatives on this issue. While we have been receiving many complaints, the membership has been fairly understanding with the issues, and it is greatly appreciated. d. The second of two scheduled water quality monitoring events by outside contractors was performed in August. The first report has been compiled with historical data and published in the upcoming Lake Carroll News in an educational / informative article for the members. e. We have resubmitted the application for EPA 319 funding. We are hopeful we can be awarded a grant in 2017 as it is a priority year for the basin area in which Lake Carroll resides. While we can still apply after next year, Joe believes this is the best opportunity we have to secure the planning grant. f. We met with another dredging company, PCI, from Wisconsin. They had further ideas and different equipment available than most companies. We will be following up with them for further information, as well as the a couple other companies. We will also work towards a budget for contracting the dredging program to an outside contractor. PCI is willing (may be the others too) to work with us on an outline that Joe developed. us to spread the dredging costs over a 2-year period without additional mobilization costs to the association. This would include the company dredging half of the project in the late fall of one year and completing the second half in the early spring of the following year. This would better assist us in funding a large-scale project such as this dredging. g. The lake level maintained pool or higher throughout the year thus far. I anticipate it handling any summer dry weather better than we have in the past. Lake levels for the past 5 years in August were as follows: 2016: Flowing over pool (740) 2015: 739.83’ (0.17’ below pool) 2014: 738.58’ (1.42’ below pool) 2013: 738.17’ (1.83’ below pool) 2012: 736.25’ (3.75’ below pool) h. 12.

Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

13. Golf Operations (Pro Shop): a. This year we have been experiencing great weather for golf, and the course has been exceptionally busy compared to the last several years. Rounds have started to slow a bit due to school starting and end of summer vacations.

Round data is included with this report. b. Most of my employees have headed back to school or are going soon. c. We held the Club Championship, Senior Ladies Tour, Final Junior Golf Camp, Senior Men’s Tour, Ryder Cup, Lake Carroll vs Lena Match #2, Ladies League Big Break and we are currently preparing for the Eastland Booster Outing. All events have been well participated. d. We still have several events scheduled for the remainder of the year and several Outside Outings for the end of August, September and October. e. Labor Day is quickly approaching and we expect it to be very busy, with a little help from some great weather.

14. Golf Maintenance: a. No specific report 15.Clubhouse Operations: a. Several banquet events and outings have been held at the Clubhouse over the past 30 days.

Denise, Mel, Daniele and the staff have been well prepared and have executed these events very

well. b. In addition to the banquets, the dining room and bar have also been busy so far this year. The new menu which was rolled out in April, along the daily and nightly features has been well received and. c. Currently we are working on revising the menu for the fall and winter months. d. With School starting, we are losing many of our servers and bussers which puts a heavier work load on the full time staff.

16. Recreation Complex Operations: a. Aquatic Complex: i. Eastland High School has once again requested permission to use our outdoor pool as part of their Physical Education fall program.

The students will be bussed, in groups ranging in size from 19 – 50 per group during different time intervals. They have requested the pool use on Wednesday, August 31st and Thursday, September 1st. These classes are well supervised

by Eastland faculty members as well as our pool staff. A copy of the schedule is attached to this report. ii. The motor for the pump which delivers water to the waterslide failed. A new motor has been installed and is working great. iii. A leak on the indoor pool has been detected.

We have temporarily patched the leak and are waiting on an estimate for the permanent repair. b. Recreation: i. The Fitness Room was used 287 times between July 15 and August 15, 2016. ii. A beach luau event with live entertainment was held on Saturday evening, August 13th.

Approximately 150 members and guests enjoyed the event and the weather was perfect. iii. The Lodge game room is now open daily from 12-8pm, based upon the Private Party rental schedule. Items are available to check out at the Aquatic Complex for usage (pool sticks, ping pong paddles, Wii remotes, etc.). c. Ski Hill: i. Closed for the Season 17. Campground: a. Pod 5 expansion: The plumbing and electric have all been installed and approved by the state inspectors. Plum Creek Landscaping is to begin completion of the sites within the next 21 days.

Picnic tables have been ordered for the new sites and will be assembled as the sites are completed.

I hope everyone had a great summer at Lake Carroll, how could you not at such a beautiful place? Personally, I look forward to fall which is my favorite time of the year. We have been busy with events, from small meetings to large golf outings all summer long. Most of the part-time summer staff has left to go back to school. When our staff goes back to school, we run a little shorthanded somedays. So that we can serve you better we block off the dining room occasionally and have everyone seated in one room, which is the bar. We do Denise Lahm Clubhouse Manager this so we can easily see customers that seat themselves, and servers can quickly get to tables to take orders and deliver food or drinks.

However, if this is an inconvenience for someone, please let us know and we will be happy to serve you in the dining room. Please be sure to make reservations, especially when dining as a large group. This helps us to be properly prepared for an expectedly busy day.

We really appreciate everyone’s cooperation as we transition between seasons at the Clubhouse. I would like to take a moment and thank all the customers for their continued patronage and a great summer; it was so nice to see all the weekenders back. I would also like to thank my staff for doing such an outstanding job this summer.

We have an exciting new event at the Clubhouse this October! Experience an evening with America’s leading Mentalist in a startling interactive show of telepathy, thought reading, ESP, prognostication and enlightened mystical fun, as seen on NBC-TV’s Today show, 20/20 and more. Sidney Friedman will be at Lake Carroll on October 15 at 8pm. Tickets will be available for $20.00 for members, $25.00 for non-members; limited seating. The evening of Sidney we will be having a Seafood Buffet.

There are a few other specials and events coming up soon everyone should be aware of. We will also be holding an Oktoberfest Buffet on October 8th which is the same night as the annual Craft Fair and Bake Sale that will be held in the lower level. Come do some shopping for unique items and gifts, and enjoy some delicious German food, at the same time!

LETTER TO THE EDITOR

We write this letter to offer up an alternate strategy for dealing with the obsolescence of the Ski Hill and the Plum Tree Lodge. Some of the undersigned attended the meeting the Board held on July 2 regarding the Plum Tree Lodge. Many of us have significant professional experience working with Boards of Trustees and Committees and we want to start out by stating unequivocally, that Mr. Stangl, and the Committee did a wonderful job at the meeting and provided us with a wealth of well thought out information. Based on the information we received at the meeting, and the trust we have in the Board and the Committee we have concluded that we agree with Committee’s findings in the following respects: 1. The Plum Tree Lodge has reached the end of its useful life and needs to be demolished, and 2. Some of the facilities available at the current Lodge should be replaced with new facilities.

However, we highly recommend the Board and the Committee engage in some strategic long term planning before deciding to simply replace the old facility with a new one in the same general location. We would like the Board to consider the following strategic thoughts: 1. Consider ceasing the ski hill operations. A warming climate and years of decline has left the ski hill a mere shadow of its former self. It would take a major investment of time, money and water we don’t have to bring this activity back to full use. Given the fact that we are located within an hour of one of the Midwest’s finest ski facilities we should scuttle the activity. Once the strategic decision to ceases ski operations is made, then the size and location of the current proposed replacement building needs to be re-thought.

2. We are not alarmists. The financial condition of the Association is strong, but it should be much stronger. Funding for important Lake Projects (i.e. dredging, goose roundups, weed abatement, dam grouting) is oftentimes delayed or hard to come by. This situation cannot persist. There should be ample money to do whatever is needed on the Lake at all times. We are all property owners at Lake Carroll because of the Lake. The other amenities are great, but the Lake and roads must be kept in pristine condition at all times.

No compromises there!

3. We reviewed the proposal to finance the new Lodge and while we think it is reasonable, we would like to advise an approach that would rely less heavily on financing so that we never have to worry about getting the Association upside down.

4. The needs for important spending at Lake Carroll has consistently outstripped the available funds. This situation must be remedied. Our Lake and our property is valuable and without sufficient resources our wonderful community will not thrive.

5. Some of the activities currently held at the Lodge might be re-located to the Clubhouse.

Based on the above, we highly recommend to the Board and Committee that they study/consider the following alternate plan: 1. Cease ski operations and build a small facility adjacent to the tubing hill to accommodate the tubing operations. Concentrate current snow making resources on the tube hill so that operations of the tube hill can be more consistent.

2. Seek an increase of dues for properties that have a home built on it and an additional layer of dues for lakefront properties. Something on the order of $150/year for homes with a house and another $150.00/year for lakefront properties. Earmark the extra dues from lakefront properties for capital expenditures on the lake only. Earmark the extra dues from properties with homes on it for capital expenditures. Finally, make the debt financing payment permanent and earmarked for capital expenditures. The way the dues are currently structured encourages the Board to take on debt or lose the much needed resources. Our dues are incredibly reasonable for the amenities Lake Carroll provides.

3. Find a suitable location on the water for a new smaller facility. The new facility should have boat access and a bar/restaurant. Keep the scope of the project limited so that only activities that cannot be re-located to the Clubhouse or eliminated are provided for in the new facility. Seek out a partnership with a local restaurant owner that would be willing to operate the Bar/Restaurant Thursday through Sunday afternoon. Offer a five year lease for 5-10% of proceeds with no other rent charged. This should be enough of an incentive to get interested partners. We understand that there are concerns about the loss we already take on the operation of the Clubhouse Restaurant, but in our opinion there is huge demand for on water access to a bar with pub food and live music. Study some of the successful Wisconsin lake operations before moving forward. The fact that the Clubhouse restaurant has not worked out well is not a good reason to avoid building a bar/restaurant on the water. If the Board is concerned about cannibalizing sales, consider closing the clubhouse restaurant (not bar) and moving it to the new lakefront facility. This will leave room in the Clubhouse for many of the activities that used to take place at the lodge.

4. Use the proposed new financing to pay for the new spending with cash or at least greatly reduced debt levels.

While we plan on voting no to the current proposal, we do so only because we want the Board to re-think the long term strategic plan for Lake Carroll and update it.

We continue to have faith in the Board and its leadership and are prepared to support its initiatives once these concerns/strategies are addressed. Let’s take on less debt, increase the financial resources of the Association, get a bar/restaurant on the water and stop kidding ourselves that the ski hill makes any sense in today’s warmer climate.

I have owned a house in LC for 14 years. I am an Associate for a Construction Management Company, a professional engineer and Design/Construction Project Manager responsible for the management of over 25 public, private and public works building projects in suburban Chicago. Most recently I was the Project Manager for the $23million Carol Stream Recreation Center designed by Williams Architects. I quit the LC Lodge committee in April 2016 after serving since its inception. While I agree with the need for a new lodge, I disagree with the direction of the committee for many reasons the most important being: 1. A building space study was not properly performed to determine future needs or use, number of events or programs, number of participants or room sizes. A directive was made to simply make all the rooms and the building the same size as they are today.

2. The true costs of the lodge can easily increase $600,000 or more than the advertised value without knowing the following existing conditions: The 2007 topographic survey being used has elevation errors so the earth excavation costs are an assumption. A subsurface utility survey is needed to determine if the existing well/septic/sewer/electric systems are adequate to support the new lodge. The committee has assumed the old building does not contain lead paint or pipes, asbestos insulation or tiles or other special waste. They’ve also assumed soil conditions, ground load capacity and the cost of the new building foundation.

3. The project delivery method should be General Contractor not Construction Manager (CM). I have examples showing the CM method is preferred by Architectural firms to cover cost overruns, errors and omissions and is NOT is in the best interest of the owner.

4. The CM Company that was hastily hired without committee discussion was a reference from our Architectural firm. In 2014 we evaluated 17 architectural firms and interviewed 4 before we selected one. The CM contract is flawed and contains no cost increase protection for LC due to unforeseen conditions.

5. As my 05-17-2013 recommendation states (my memo is currently posted on the LCA website) that the membership should have been offered three choices of a fully expandable small or medium building as well as the ultimate large building before proceeding to the next step.

The suggestions I made were ignored by the appointed Lodge Committee members and the elected LCA Board.

Steve Ravanesi (1-166) Letter to the editor: There is a lot of talk both for and against the new lodge project. As a new member I’m still learning the ways of our community. One thing I don’t have to learn is how to get the info I need to make my own decisions. That said I attended the Aug. 13th New lodge meeting to see for myself what this project is all about. What I expected to see and hear was not what was presented. Comments about this project being the “Lodge Mahal” are not true. In fact, the new building is nearly the same size as the one we have now. The design of the new building offers better access and more features making use easier and more comfortable for members of all ages. As for the comment “Build it and they will come” turns out to be true. Some members in attendance stated that they don’t use the lodge because of its current condition and would use the new building. This must be a real concern to them if they don’t use the current lodge and came to the meeting.

Every member of Lake Carroll made an investment to become a part of the community. Let’s look at two important words in that statement, investment and community. To get the most out of an investment must protect and care for it. As for community, capital improvement is a must to keep it from falling into disrepair. The lodge we have now is a multi-million-dollar liability not an asset. If we wait five years, it will cost more to correct this and it will cost more to build.

Here’s what I believe to be the facts: • If we wait the cost to build will go up.

• The current lodge is a multi-million-dollar liability and hurts our investment.

• Building a new lodge has no effect on the current road repairs.

• A new building will cost less to maintain for least 10 years.

With more than half of our members not living at Lake Carroll having some place to entertain family and guests is key to them getting the most from their investment. And if their guests like what they see we have the opportunity to add members.

Attendance seemed light at the meeting on the 13th and I was hoping to see a greater interest. Do as I have done, get the facts and don’t rely on gossip.

Dave Allgood (15-3) DO IT NOW! As a long time BOD/Committee member, I have been broadly involved in the Association’s Finances. The discussion of the Lodge project is similar to that for the new Clubhouse/Pool.

“We cannot afford it or if we do it other amenities will be neglected”. The need for a building for the Ski Hill and other current uses is recognized. The design of the new building seems acceptable except for the contention that it is too grand. Fact is it is not bigger than the current building, nor any more ornate, just designed better. The main negative argument is financial, “we cannot afford it” This argument is based on a misunderstanding of the LCA Planning/Financial Management Process. The BOD approved a long range planning process in 2010. Amenities submit annually, five-year plans documenting needed maintenance/improvement. The BOD reviews these plans and budgets annually for replacements, building maintenance and desirable improvements. An annual budget of over $1 million is currently built into the annual budget to fund these. It has to be expected that this budget will be increased, 4-5% annually due to inflation and new amenity areas. The point is that all the opposition is suggesting would be neglected is already planned and budgeted.

The new building can be funded without any dues increase. Monies used for the Pool Loan, $300,000 annually, would fund it. A negative project vote would return these to members as lower dues. However, the project will eventually have to be done, either a new building or major rehabilitation of the old. With building costs going up 5% annually, think of the problem of persuading membership 5 years from now to increase dues back up by more than they were given back.

So “DO IT NOW”, First, since new building plans are done and paid for. Second, a process is in place to ensure the project can be done for the estimated cost. Third the project will give us an attractive, useful facility, likely to retain members and/or attract new ones. Fourth, every year we delay we will spend monies fixing up the old lodge. Fifth, getting approval at some point in the future will be much more difficult.

So, “DO IT NOW!” Dr. Ian F. Keith, 26-52 PS. At my advanced age I do not expect to get much use of the New Building. However, I would like to see LCA have this Improvement.

This article is written to present the FACTS involved in decisions made by the New Lodge Committee while developing the New Lodge project. We encourage you to read all articles and Letters to the Editor offered in this newspaper, as well as on the Lake Carroll website to aid you in making an informed choice when the vote is presented to you in December.

Members are entitled to their own opinion, but not their own facts. The following five points present the FACTS, not the opinions, of the New Lodge Committee: 1. A Building Space Needs Study was done. Meetings were conducted with Architect, LCA Staff, and this Committee on a monthly basis from August through November of 2015 to develop the building space program including reviews of current space utilization in a four step process culminating in a plan on how the new lodge can best improve operations and better serve the Lake Carroll Community. The architect reviewed various programs to ensure the most effective use of space. From there a space program and conceptual plan was developed to allow for flexibility and maximized usage for now and the future.

At no time did the Committee direct the Architect “to make the rooms the same size as they are today”. One only has to look at the new floor plan to see that the rooms, let alone the room sizes, are not the same. This statement is without merit.

2. Williams Architects and Conlon Construction do not believe costs could exceed the project estimate by as much as $600,000. Conlon has prepared a detailed construction cost estimate based on their experience in our area including reviewing estimated costs with several area subcontractors. All budgets need to have a contingency included at this level of design. They are confident in their estimate and that the contingencies built in are adequate to cover unforeseen or unknown costs. Potential exposure involving asbestos, if any, should be minimal and we are not aware of lead pipe or paint in the building.

It is alluded that problems exist with the topographical survey. Lake Carroll engaged Wendler Engineering to prepare the survey of the Lodge and ski hill after the completion of the Aquatic Center. Wendler is a professional engineering firm with a long history with Lake Carroll. We have no reason to conclude their survey is anything but accurate.

3. The Board of Directors, LCA Staff and our Committee believe that using a Construction Manager (CM) as opposed to a General Contractor would be the best process for us. We believe that involving a CM early in the process, working with the Architect participating in preconstruction and design services, as well as cost estimating, will help avoid cost over runs. This is a managed process that provides for competitive bidding from all qualified trade contractors. A CM was used for our Aquatic Center project and it worked well. Customarily the CM does not perform the work and would be looking out for best interest of our association. (Please refer to the letter from Colon explaining the CM process posted on our website under Documents on the New Plumtree Lodge webpage.)

4. The Construction Manager (CM) referred to was selected after two well-known and qualified construction companies were interviewed several times, both before and after proposals were received along with site visits to their projects.

The owners of the projects were interviewed and offered excellent recommendations on both firms. The statement that a decision was made after one visit is inaccurate. Both firms offered to do schematic design cost estimates as part of their proposals. Conlon was selected based on a more cost effective proposal and was approved by our Committee and the Board of Directors. Conlon has experience working with associations such as ours having built the Galena Territories Rec Center and the Apple Canyon aquatic center in recent years. It should be noted that Conlon is not charging us for their work and we have no obligation to use them as our CM if the project moves forward.

5. The statement concerning a smaller building built in phases was considered in the planning process. The proposed building is approximately the same size as the Lodge, albeit with a more functional and efficient floor plan. Several versions were considered including without a full basement and it was determined that phasing in future additions wouldn’t be practical or cost effective in the long run. We believe the facility design meets the current needs of our Association as well as future needs.

The New Lodge Committee felt a presentation of the FACTS was in order. It is not our intent to enter into a debate on this or any other forum. Our Committee was charged by the Board of Directors to present the facts concerning the New Plumtree Lodge and Recreation Center (New Lodge) project in an objective manner in order for our membership to have the information needed to make an informed decision. We feel we have done so. A referendum on this project will be held with the December voting.

Why In The World Would We Want To Build A New Lodge?

Article VI - September 2016

Introduction: As of this writing the July 23 and August 13th informational meetings have been held. By the time you read this article the last Informational Meeting on September 3rd would have been held. I have attended most of the informational meetings held by Tom Stangl and they seem to be more expanded as we move along. Tom does an excellent job of answering questions, many of which have been asked before. Questions from previous meetings are answered and yet at every meeting there seems to be a new question of merit from a member. The Board and the Committee appreciate the interest in this next Capital Improvement project and we are attempting to do our best to give you the answers to your quesNorm Hoffman tions. It is amazing that we have a “No Group” that claims you should Board Director get the facts by going to their website. This implies you should not trust the Association, Staff, Board of Directors, or the New Lodge Committee because our entire group is not informing the membership of the real facts. One simple fact is: we have and will continue to provide all the information we possibly can to allow you to make your vote. If you vote “YES” we will have a new Capital Improvement Project for our community and if you vote “NO” the old Lodge will stay until a decision is made as to what happens next. There are no hard feelings on this decision, the membership majority rules. Our obligation has been met by giving you the opportunity of choice.

Minutes of January 27, 2001: We have communicated five previous articles to this series attempting to educate the membership on all facets of the proposed Lodge. One question that keeps coming my direction, as recently as a week ago, is “why are we considering a new Lodge when we have so many other important projects to consider?” As I have explained in past articles, the Boards of the past and the current Board have been on track of a long range plan to replace the Clubhouse, Pool, and now the Lodge for quite sometime. I came across the minutes of January 27, 2001 that reinforced the recommendations that date back as early as 1986. The following is excerpts of those minutes: “The Board recognized John Krause and Win Toeber, Chairman and member, respectively, of the Steering Committee to discuss the Committee’s Report Part 5: ‘Lodge’. After a lengthy and thorough analysis was completed, the presenters suggested that the Committee’s recommendation #4 be accepted as the best plan for the future of the Lodge. Recommendation #4 calls for preserving the former Administration Building section (now the Nature Center), demolition of the remaining Lodge structure, followed by construction of a new expandable community/social center/recreation building in its place at some determined time in the future.

Crank moved and Sorensen seconded to accept the Steering Committee’s Comprehensive Report, Part 5, ‘Lodge’ that said structure will need to be replaced within a five (5) to ten (10) year time frame, provided: (a) The Lodge be allocated funds for general maintenance and refurbishment for a limited number of years. (b) The Lodge be allocated funds until its demise using as a base the amount budgeted in the FY2001 and increased each year by the percentages applied to other line items.”

There are several examples through the years that budget allocations to the Lodge have been minimal because it was well understood that the future plans was to replace the Lodge. The Lodge Committee of 2007, was very close to the above recommendation time frame; however was stalled for a variety of reasons. Now, we have the Lodge Committee of 2016, prepared to ask the membership with the finances we currently have available to support a new facility.

New Lake Carroll Lodge: One reminder to our members deals with the claim that the committee plans for the new Lodge facility is too large. Excluding the storage space, that may be used for the sprinkler compression system, which has not been finalized, the active design space is very close to the same size square footage of our current facility. It is interesting to note that when plans for a new Clubhouse and a new Swimming Pool were being proposed, the “No Group” at those times felt the facilities were too large. Both the Clubhouse and the Swimming Pool now have complaints that the facilities need expansion. Some current complaints state that the pool was designed too small and the Clubhouse Bar area is too small, and remedies are currently being discussed. There are many issues that confront all of us for the Long Range Planning of our Association and in this authors opinion I have the confidence in our membership we will solve these problems through the will of the majority.

Fact or Fiction: One of the questions asked, “If the New Lodge does not pass, what is the next alternative plan?”

The truth of the matter is as far as we are aware of, there is no alternative plan. The Board will more than likely discuss in a workshop session the next move. Consideration of renovation, demolition, construction in the future, will more than likely all be on the table. The bottom line is we will have to go back to a future planning stage of what will be our next step for the future of the current Lodge facility.

Club Begins 2016-17 Club Year

September has arrived and we’re off to a good start with the Lake Carroll Women’s Club! Over the Labor Day Weekend, the Women’s Club participated in the Campground’s Labor Day Weekend Bonfire Event….what a great time. It is wonderful to see everyone gathered together for this annual community event.

And, if you aren’t yet a member of the Lake Carroll Women’s Club (or you used to belong and just haven’t gotten around to coming back) the current members would LOVE to have you stop by and join them for a wonderful year of service and socializing on Thursday, September 8 at 1 p.m. at The Lodge, which is our first meeting to kick-off the new club year.

Here are some comments/testimonies about Women’s Club from various members: “I joined the Women’s Club shortly after moving to Lake Carroll in order to meet more people. I enjoy the fellowship, the monthly programs, as well as being able to help out with activities that benefit the surrounding community.”

“Joining the Lake Carroll Women’s Club was one of the best things I did! When we moved here, my husband was busy with golf and met a lot of people. I chose to attend a Women’s Club meeting so I could meet people, too, and have been going whenever I can since 2011. Whether you are a newcomer or have been in the club for 10 or more years, the members work together. The monthly meetings are a great way to spend a couple of hours on a Thursday afternoon being educated about health issues, getting cooking/ baking tips, learning about the community service work that our club is involved with or visiting places of interest in the area. These are places I probably wouldn’t go to on my own.”

“When I first joined the Women’s Club, I knew about 6 people. I’m happy to say that I now know (and can remember the names of) at least 45 ladies. The club is made up of a mix of women of various ages.

I especially love to hear about the group when it first started. During refreshments there is a chance to talk and visit. Through our fundraisers, the Women’s Club works to help those in need in our community and surrounding area.”

“While just a property owner before we built or moved here, I was impressed with the articles I saw in the paper about the Women’s Club. Their mission to give back to the local area is very worthwhile and I knew that was something I wanted to be involved with.”

TASTE OF THE LAKE

The day could not have been more beautiful with puffy white clouds dotting the blue sky, 82 degrees, and a soft breeze. Boaters, skiers and swimmers in and on the water enjoying a perfect day. Just another summer day at Lake Carroll? Not quite. There were special activities going on at 5 decorated piers. Owners and friends dressed in themed attire.

Boats filled with hungry people headed to the next dock for their next “tasting”, meeting their hosts with smiles and appreciation. It was the biennial Taste of the Lake event sponsored by the Lake Carroll Yacht Club.

On August 6, five lakefront homeowners generously opened their piers to be used for serving the menu of the day. Over 150 participants cruised around the lake to pick up and enjoy the cuisine. Over 40 friends and family members helped the pier hosts make, dish up, and serve their culinary specialty. I heard that the workers partied and enjoyed the day as much as those out on the lake. * Italian music and flair welcomed boaters to the Don and Mary Ann Marrone pier where Italian sausage was served. * Red, white, and blue banners and flags flew over the dock of Tom and Rosanne Stangl who had Sloppy Joe Sliders with a patriotic theme. * With six-guns and a “blazin’ saddle”, Jim and Carolyn Weaver served up a Corn Boil western style. * Terry and Ann Foppe had a special guest, former Lake Carroll member “sister” Gloria Casper, help serve their Southwest Slaw. * John and Brenda Schnarr, along with dessert creators Jim Splitt and Lynn Vernsten, finished the menu with a Banana Pudding Dessert from their Hawaiian oasis.

After several hours on the lake, the day ended with an after-party at the Clubhouse rocking to the music of The Funnies band and relaxing with family and friends on a summer evening that was as beautiful as the day. Upon reflecting on the day and what they have here, I heard several make the comment “Aren’t we lucky to live at Lake Carroll?”

To be the best it can be, Lake Carroll needs your help. Whether you are a boater, a shoreline homeowner, or a fisherman, we need your help in locating the invasive plant, the brittle naiad. To assist you, we’ve attached a couple of pictures of what we’re describing.

If you come across this plant anytime between now and October, please notify us with EXACTLY where you are finding the plant (Section and lot number). If possible, email us a photo of the plant. Our intention is to carry out an aggressive treatment program in an attempt to eradicate the plant or, at a minimum, reduce the spread. This plant was located 2 years ago and the treatments that have been applied since were effective in reducing the brittle naiad density in the treatment locations. But for us to really be effective, we need to understand all areas it’s actively growing. The sooner you can notify us, the better opportunity we have to minimize it’s spread. We will be conducting our own surveys throughout the year as well, however, with the help of our members to notify us where they are seeing it, and when, we’ll be better equipped to manage this species.

This plant has proven to be very effective at distributing around the lake by fragmentation. Small fragments of the plant that are cut by boat props, people raking vegetation around their docks, or even fishing line, can drift away and re-root.

BIG Bass Tournament

The Lake Carroll Big Bass Tournament has been scheduled for September 28th. Come try your luck catching the big one. Registration will be at the West Marina starting at 6:00am fishing begins at 7:00 am. The tournament ends at noon. Entrance Fee is $40.00 per boat for two fishermen and an additional $20.00 for every fisherman over two. the rules for the tournament are as follows.

The “Big Bass” Tournament Rules and Strategy Tips 1) All lake and tournament rules apply - be courteous and honest 2) Registration will begin at 6:00 am and end at 6:45 am Tournament will begin at 7:00 and end at noon A blind draw for starting position(s) will be done as with all other events 3) Participants do not have to go to the weigh in every hour.

Participants with no fish may keep fishing for upcoming hours. Participants with small fish will make their own judgement call to go weigh in or not.

(Participants will / may fish for a limit so that you will have fish available for the weigh-ins in upcoming hours.

A participant may weigh in a fish and then go back to their livewell for another fish to be weighed in for the following hour.

Participants must indicate what they are doing in order to obtain the appropriate hourly ticket as well as keeping the official record keeping in order.

Participants must wait until an hour ends before immediately going back to the scales with another fish for the next hour.

8) as participants are in line for any hourly weigh-in and notice that a larger fish has been and / or is being weighed in, the participant may either weigh in their fish for the next hour or put that fish back in their livewell and go back to fishing. Eighteen boats participated in the August 17th fishing tournament. Fishing was tougher than usual but some nice fish were brought in and most teams caught their limits. The day belonged to Jason Baumgart who caught the 2 biggest fish of the day and his commanding 12.43lb to win.

Lake Monitoring: What Is It and How Does Lake Carroll Measure Up?

We periodically receive comments on the lake’s condition and concerns for the overall health of the lake. A specific email recently received stated there is an “obvious deterioration in the lake environment” and many view the lake as “unhealthy” because they don’t like seeing aquatic plants, or filamentous algae on the lake. Others may say the lake is unhealthy because they don’t catch specific species or sizes of fish. But what truly constitutes an ‘unhealthy’ lake? Much of this is based on opinion or perspective and Joe Rush this could be debated a multitude of ways from many different angles. We Lake Manager won’t debate that here.

What this article will do, however, is provide background info on monitoring lakes, and a historical perspective on monitoring that has been done on Lake Carroll over the years. We hope you enjoy this informative article as it’s taken quite a bit of time to put together. As you’ll see by the charts and graphs, it’s an up and down cycle, and some of you may be surprised at where we are these days…

First of all, an education on some basic principles is necessary for you to interpret the data provided.

While truly understanding what happens in the lake system is a full science in it self and we’re only touching the ‘tip of the iceberg’ with this article, we will be focusing on some basic water measurements used to evaluate a lake’s age and condition. The term ‘age’ is not necessarily how OLD the lake is in actual years, but how old it APPEARS to be.

EUTROPHICATION AND LAKE CLASSIFICATIONS: The word ‘eutrophication’ is used to describe a lake’s aging process, and is caused by excessive nutrients in a lake or body of water. Runoff of nutrients from the land are controlling factors in this aging process. Lakes are classified by the extent to which eutrophication has occurred. The following defines the classification ranges: • oligotrophic - nutrient poor and low productivity with high transparency (water clarity). There is low CONTINUED ON PAGE 7B

Fish Tales

By John Quilico, Fishing Club Secretary The Fishing Club held its annual Couples Fishing Derby on Monday, August 6th, from 9am until noon. It was a beautiful day for the 14 couples who attended. After the fish were weighed in at noon, we handed out prizes for first, second, and third most in total weight.

All species were included. We had a little bit of everything including perch, large and small mouth bass, walleye, blue gills and crappie. It was catch and release so all went back into the lake for another day. Our first place couple was Tom and Jan Young (10.5 lbs), second place was Eileen Gehrke with David Beyer (8.7 lbs.), and third place was Gary and Jo Ann Gariff (6.4 lbs.). We had the grill fired up and enjoyed grilling lunch that we brought along with some beverages and conversation. All seemed to have a good time, hope you will watch the LC News as we intend to do it again next year. Thanks to all that came, keep your calendar clear we hope to see you again next year about this time.

We had our August potluck dinner meeting at 6pm August 10th. Sixty-five members joined together that evening to enjoy the fried chicken and sides the members provided. Quite a feast we enjoyed. Our President Bill Comstock called the meeting to order at 6:51pm. After the Pledge of Allegiance Bill asked Mitch Feucht to give the treasurer’s report, which was accepted by the members. Bill noted that Don and Sue Massie were guests at the meeting.

Welcome.

Bill also mentioned that the Fishing Club Christmas party is being organized and will be on December 10th this year. Mark your calendar as tickets for the event will be available at the October potluck meeting.

As mentioned above we had our Couples Fishing Derby on August 8th. Bill let me know that our winner, Tom Young along with his wife, Janice, this year was also fisherman of the year in 1993 and has his name on the wall at the Hatchery. Nice, not saying you’re old or anything Tom. Ha! Tom Stangl gave the members an update on the structure we have scheduled for around Labor Day this year. Tom again stated we intend to install 2 rock reefs and a gravel reef this year. Tom also noted that the board had approved the use of the Fisheries Committee’s donation to the structure for improving the Associations shocking boat at the committees’ request. John Quilico gave a brief description on the cost of updating the boat to a pulse DC system. The cost to do so seemed high and suggestions were made to improve the AC system we presently had and investigate the possibility of obtaining a used shocking system from the IDNR. Member Gary Volk stated that perhaps including improvements might be presented to the board for next year’s budget. Member Bruce McDonald asked if the existing boat probes could be improved. John stated that the Fishing Club Board would investigate the costs for improvements to the existing boat and has asked Joe Rush for his input.

Bill noted we have elections for 3 board members coming up in November. Mike Siciliano is accepting names for those would like to serve. So far Gary Gariff and Mike Bykowski have expressed interest. Let Mike or any board member know if you would be interested in being on the board for next year.

Bill asked the group if the annual Beer and Brats dinner meeting might be in October this year. Without objection we will have the meeting in October.

Bill asked to adjourn at 7:14pm. Frank Malito made the motion and Suzanne Heflin seconded.

We then had our 50-50 drawing with Roberta Schoenfeld first for $45, Gary Gariff second for $35 and Kim Margosein third for $20. Congrats!!

Our next potluck/meeting on September 7th, the day this paper is set to be published. We hope you will join us at the October 5th potluck, 6pm at the Lodge.

chlorophyll-a (plant and algae biomass) and low phosphorus • mesotrophic - moderately productive with intermediate clarity, chlorophyll-a, and phosphorus concentration • eutrophic - very productive and fertile with low water clarity. There is high chlorophyll and phosphorus concentrations.

• hypereutrophic - extremely productive with noxious surface scums of algae, generally dominated by blue green algae blooms.

A lake with lots of nutrient loading would be classified as eutrophic or hypereutrophic. Lakes will little nutrients would be classified as oligotrophic. Mesotrophic lakes fall in the middle. In the Midwest farm country, having an oligotrophic lake isn’t normal. They exist in Illinois, just not commonly, and are normally natural lakes, not man-made lakes or impoundments like Lake Carroll. These types of lakes would be more synonymous with Northern Wisconsin, or Canadian lakes. In the nutrient rich farm country in Illinois, the soils are fertile and so is the runoff that comes into our lakes. Of particular concern for lakes are the organic nutrients of nitrogen and phosphorus. These nutrients come in attached to sediments from the watershed, as agricultural or lawn fertilizers, and septic systems. While both of these nutrients are needed for plant and algae growth, phosphorus is a big concern as it generally is the limiting nutrient for plant and algae growth in a lake. This is the case for Lake Carroll. Phosphorous is the limiting agent for aquatic plant and algae growth. Once available phosphorus is depleted, plant and algae growth is reduced, even if nitrogen is still available. However, nitrogen plays a very important roll in water quality, but we’ll save that discussion for another article.

The scale for classifying lakes is known as the Trophic State Index (TSI). This index was developed in 1977 by R.E. Carlson in an attempt to provide a single quantitative index for ranking and classifying lakes. It is defined as the total weight of living biological material (biomass) in the lake at a specific location and time. Most often, it is used in assessing water quality. Several water quality measures are used to develop the lake’s classification. These measurements include: transparency or turbidity (water clarity), chlorophyll-a concentrations (this is algal biomass in the water), and total phosphorus levels (as previously stated, it generally is the limiting nutrient for plant and algal growth). The TSI scale ranges from 0 to 100 and is a based on the relationship between the three monitoring measurements previously described (transparency, chlorophyll-a, and phosphorus). Historical phosphorus records for Lake Carroll are outlined in Figure 1.

Figure 1 As you can see by Figure 2, the TSI has continually shifted towards higher water clarity, less phosphorus, and less algal biomass, shifting from eutrophic in 2007 to mesotrophic in 2016.

That is the science, and that’s the ‘easy’ part. Individual lake users have a view of what THEIR LAKE SHOULD be, and those views vary among the members of the community. This has been a very heavily discussed topic in 2016.

For example, a boater or skier may have the opinion that really clear water with no biomass would be what they desire. But conversely, an angler would be more interested in nutrient-rich waters that would have a higher productivity that produce more fish. With higher productivity comes the capacity to carry more fish and potentially faster growth rates. Again, there are various opinions on what constitutes a “healthy” lake. I do believe, however, we all agree that shifting towards hypereutrophic on the TSI scale would NOT be a good thing. Most hypereutrophic lakes are dominated by rough fish, low dissolved oxygen, and potentially harmful bluegreen algae blooms!

Figure 3 is a historical monitoring record for water quality variables collected since 2007

by Lake Carroll and independent consulting firms. The yellow boxes indicate sampling periods when we exceeded recommended IEPA standards for those specific indices.

As you can see, it’s been on rare occasion that we’ve exceeded IEPA recommended guidelines.

Figure 3 While some of this information may get you thinking, “Lake Carroll is doing pretty well” I don’t want this to miss lead and indicate there’s no more work to be done. That statement couldn’t be further from the truth! Unfortunately, most lake management projects / goals are quite costly to implement (just review our expenditures for sediment and nutrient projects over the years and it will become very visible).

As you can see by the monitoring records, the lake and its condition fluctuates year to year. Much of this may be due to natural disasters (flooding two consecutive years), extreme weather conditions (droughts, mild winters, hotter than normal summers), and work we’ve conducted (grouting of the dam, sediment retention pond improvements). To some extent, we have to enjoy the ups and “ride out” the bad, understanding that the lake is a unique, living being and will change back and forth. However, for the long-term, we have two options: 1) Do nothing, and have the lake trend shift towards poorer water quality and increase the rate of ‘aging’, or 2) Continue to work towards programs that reduce nutrient and sediment loading and improve overall water quality for Lake Carroll. Even though it may be expensive, I choose the latter.

A By-Laws Committee Invitation…

Each year the By-Laws Committee conducts an orientation program for Board of Directors candidates and interested LCA members entitled, “Quick Course in Finding your Way through the Governing Documents.” Candidates, Committee members and all members are invited to attend. The purpose of the program is to expand participants’ familiarity with the Association’s primary documents and the ability to use those documents to assess community issues. This course is scheduled for Saturday, September 24, 2016 at 9am in the Conference Center. Registration is required.

The By-Laws Committee encourages you to consider registering for this program. The program will include a power point presentation, a notebook of governing documents for each participant, hands-on exercises, and current issues. Registration is required. WHAT WILL THIS CLUB DO AND BE ABOUT? • The intent of a Lake Carroll Deer and Turkey hunters club is to have fun, build camaraderie, share information and help others be successful in the Lake Carroll Deer and Turkey program!

• Provide a social and networking outlet for the Lake Carroll Deer and Turkey hunting program participants.

• Promote the sport within the guidelines of the Lake Carroll hunting program.

• Focus on teaching and sharing information in an effort to promote the program and ensure success for all participants especially children or those new to the sport and or program.

CLUB BENEFITS • Periodic meetings geared towards sharing information and teaching others about the sport.

(Proposing Quarterly meetings at onset) First meeting is October 1, opening day! 12:00 at the clubhouse. Come for lunch!

• Archery competition shoots at Lake Carroll.

HOW THE CLUB DIFFERS FROM THE WILDLIFE COMMITTEE The club will be geared towards promoting the sport, sharing information and teaching others. The club will be a social group that will participate in activities and educational opportunities throughout the year and will not be geared towards creating rules and managing the Lake Carroll hunting program participants such as the committee is. The club would be a partner to the Wildlife Committee and invite committee members to join the club and give opportunities of Wildlife Committee members to speak at periodic club meetings.

It is hard to believe that the summer is over so quickly, but September still is one of the best months for golfing in Illinois. We had a very busy year and September looks to continue that trend. We have several outings scheduled for the month, which is why we have created such a large Reciprocal Course list. The list of Reciprocal Courses can be found in this edition, so give the Pro Shop a call and we can help you find an alternative, if we have an outing during the time you want to golf. I also have included the list of remaining events to help with scheduling your September and October golfing.

Speaking of events, this year’s LCA Ryder Cup was another great time with 64 players being paired up for the Ryder Cup style event. The event started off with the Par 3 Competition and Pairing Party and concluded with 9 holes of Better Ball of Pair, 9 holes of Alternate Shot, and finishing with 9 holes of Scramble. This year the blue team, captained by Mike Lindsey, was victorious, beating out the red team, Captained by RJ Howland. With the Invitational behind us, 33 golfers enjoyed the Charity Fun Night on Wednesday, August 3rd. Every year this event is held toward the end of the golf season and is dedicated to raising funds for a charity. Both 9 and 18 hole members are teamed together for a scramble format. Following golf, everyone enjoyed dinner and dessert at the Clubhouse.

Thank you to Letha Rahn and the 18 Hole Division for hosting this event.

The winners of this Charity Fun Night scramble included Betty Moorhead, BJ Gehrs and Sandy Sorensen. Mary Anderson and Patti Doherty both won for the longest putts.

This year Carroll County American Cancer Relay for Life was chosen to be the charity recipient. Penny Fink and her niece, Dawn Dampman, spoke about their charity. It was started 12 years ago, and their six member team has raised over $40,000 in that time. Our donations totaled $686.50 and is certain to be put to good use.

On Wednesday, August 17th, 24 ladies played the Big Break on the back 9 holes, after a scramble on the front. Encountering various obstacles, like hitting out of the trees, hitting out of a sand trap, and putting up the hill on the 18th green, fun was had by all! Many enjoyed lunch and comradery at the Clubhouse afterwards. Thanks to Jason and his staff for organizing this annual event.

The final Fun/Awards Night will be held on Wednesday, September 7. With only a few weeks left in this season there’s still time to achieve birdies, chip-ins, and “closest to the 13th pin” challenge. Good luck ladies, and see you on the links!

A 5K Walk/Run was held on Saturday, July 23rd as part of the Fun In The Sun 3-day event. Members and guests endured a very hot and humid course that began and ended at the Clubhouse, with the Admin Office set as the turn-around point. Thanks to those who participated.

PAST REC EVENTS The Luau took place on Saturday August 13th with over 200 people attending this fun event at the Beach! Sweet Lucy band played great music throughout the night, kids enjoyed building sand castles, digging for sea shells, working on crafts, and everyone dancing the night away in the sand.

Second session of Kidz Camp took place August 1st-5th Overall more than 60 kids enjoyed the fun week! Everyday kids enjoyed a specific theme and completed crafts, activities, and games related to that theme. Camp takes many helping hands to put together such a great program and I am thankful for all of the recreation helpers and volunteers that helped at camp this summer! Without them, this program would not be possible.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores.

Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.

The fees for this service are as follows: 1. $10.00 a week 2. $30.00 a month 3. $180.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).

Our American Flag Display it Proudly

A veteran of two tours in Afghanistan came to me with concerns about the etiquette being used to display the flag of the United States of America, specifically in Lake Carroll. The flag is very important to him, as it should be to all Americans.

In addition to the code below, here are some “Do’s and Don’ts” for displaying the American Flag: • When the flag becomes damaged it should be replaced immediately (see photo).

Flying a flag that is tattered is very disrespectful to all veterans.

• If you are leaving your residence for a significant period of time, it is important to take your flag down and it is folded and stored properly. This will ensure your flag will not sustain damage in case of inclement weather while you’re away and not available to take it down.

• Make sure that all trees are trimmed and are clear of the flag so it will not become entangled.

• When a flag is flown at night it must be illuminated or taken down at sunset.

• When the president orders the flags to be flown at half-staff, this should be done immediately. Please visit the website halfstaff.org. There you can sign-up to receive e-mail notifications that will notify you of the timeframes for lowering

your flag to half-staff, and when it can again be raised to full-staff.

The following is a summary of the US Code: Title 36, Sections 174, 175 and 176: Time and occasions for display: - It is the universal custom to display the flag only from sunrise to set on buildings and on stationary flagstaffs in the open. However, when a patriotic effect is desired, the flag may be displayed 24 hours a day if properly illuminated during the hours of darkness.

- The flag should be hoisted briskly and lowered ceremoniously.

- The flag should not be displayed on days when weather is inclement, except when an all weather flag is displayed.

Position and manner of display: - The flag should not be draped over the hood, topsides, or back of a vehicle or of a railroad train or boat. When the flag is displayed on a motorcar, the staff should be fixed firmly to the chassis or clamped to the right fender.

- When the flag of the United States is displayed from a staff projecting horizontally or at an angle from the windowsill, or front of a building, the union of the flag should be place at the peak of the staff unless the flag is at half-mast. When the flag is suspended over a sidewalk from a rope extending from a house to a pole at the edge of a sidewalk, the flag should be hoisted out, union firs, from the building.

- When displayed either horizontally or vertically against a wall, the union should be uppermost to the flag’s own right, that is, to the observers’ left. When displayed in a window, the flag should be displayed in the same way with the union or blue field to the left of the observer in the street.

Respect for the flag: - The flag should never be displayed with the union side down, except as a signal of dire distress in instances of extreme danger to life or property.

- The flag should never touch anything beneath it, such as the ground, the floor, water, or merchandise.

- The flag should never be carried flat or horizontally, but always aloft and free.

- The flag should never be used as wearing apparel, bedding or drapery. It should never be festooned, drawn back, nor up, in folds, but always allowed to fall free.

- The flag, when it is in such condition that it is no longer a fitting emblem for display, should be destroyed in a dignified way, preferably by burning Let’s fly our flags…in memory, with respect, with dignity, in celebration and with pride!

When will the LCA Severe Weather Sirens Sound?

The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll. There is no difference in the sound of the siren between a thunderstorm warning and tornado warning.

Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website.

Severe Thunderstorm Warning: This is issued when either a severe thunderstorm is indicated by the WSR-88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately. Severe thunderstorms can produce tornadoes with little or no advance warning.

Tornado Warning: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect.

RoutineTesting: The Lake Carroll Weather sirens will also activate for a time of 1 minute the first Tuesday of every month at 10:00 AM for testing purposes.

Lee Flickinger and I planned to meet at the Trailside store on a very hot and humid morning this past July. He came up behind me, bellowed out my name and I immediately recognized Lee. He is one of the golf course maintenance crew that goes about their business with little notice, until one of the machines stops running. That’s his job…keeping the equipment running.

No way could I have anticipated how interesting this conversation would be. Lee is a respectful, straightforward man. My hope is that I can tell his story, so you also will appreciate a pretty good, God-loving man.

He has spent most of his life in and around Carroll County.

At one time his family owned some acreage adjacent to the West Marina. As a boy, he watched the dam being built which meant a lot of his family’s property had been sold off. That was really wild for Lee to see as a young boy.

As you drive along Loran Road, west and north of the lake, you will pass a small cemetery. That burial ground is on Lee’s property. Now you know a guy with a cemetery on his property. I think that’s cool. To keep it dignified, Lee, with some help, maintains this sacred ground even though the last gravesite goes back 70 years, with one dated back to 1873.

I asked some personal questions and found out that he belonged to the Mt. Carroll High School class of 1977. Married his wife Darla 35 years ago and raised two good kids. The oldest is a Para-Professional; the youngest is a registered nurse in San Diego.

This fella is in many ways a very basic man. Having a child located in California helped him fulfill a dream. He got to see the ocean, something he never thought would happen.

Believing in God is very important to Lee. Our country roads can be dangerous, especially for a person on a motorcycle. Yep, you guessed it; Lee ran into a deer, had to be airlifted to Rockford Trauma Center and prayed to God to help the doctors save his life. It worked.

I am not certain as to how Lee ended up on our maintenance crew, but he stayed for five years, then moved over to Park Hills Golf Course in Freeport, Illinois. At Park Hills, 85% of his time was spent on equipment with some golf course maintenance thrown in.

In 2000, Lee was back at Lake Carroll and doing what he loves best – maintaining the equipment, with the pump house and irrigation system getting his personal attention.

You may see him on the property driving a utility vehicle or a pick-up and think Lee is just another maintenance man. Forget about it. Lee Flickinger is an extremely talented man that is very proud of what he has and continues to accomplish.

Just a short capsule of what I am talking about. Flickinger owns his own motorcycle business. Yes, even after his near death experience he got back on his bike, threw away his fears, and still rides today. He met a preacher who owned a bike that no one could fix. Lee repaired it and the preacher is still bragging about his personal mechanic.

Why is money important to him? Because he needs it to pay the bills. Period! Satisfaction is his reward. Lee lost one of his fingers while swinging a sledgehammer on our 17th hole.

Lee struggled with his self-esteem and worth through his yearlong recovery. He turned to the Big Guy, asked for help and, in his words, “The Good Lord pulled me up.”

His expertise comes from a personality geared to make himself better. He has attended many seminars and passed them all with flying colors. Lee’s ingenuity has saved LCA homeowners a ton of money by innovations and getting better suppliers. We used to change bed knives for reel mowers every year; now it’s every five years. That’s the stuff I am talking about. Good man Lee! His supervisor, Tim Throop, gives him free rein and Lee proves him right. He has earned the right to make his own decisions, but usually runs it by Tim as a courtesy.

This is a neat story. Lee would spend a lot of time at the train museum in Union, Illinois.

Part of his bucket list was to run one of the trains, and he did. The cost to run the train was a few bucks, but they attached three cars to the engine and off he went. His face lit up like a little boy. For you see, it is mandatory to get older, but it is not mandatory to act it. Lee is not bashful to show his human side.

In April 2005 Lee earned a Certificate of Achievement from the Equipment and Engineer Council in Itasca, IL for being a Certified Compact Diesel Technician. This makes him a great asset to Lake Carroll; he can fix just about anything sent his way for repair.

As I spoke with him, I realized he is not out to prove his worth to anyone. He does that with his string of accomplishments. Lee has to satisfy his own self.

I really like this man. When we met, he made certain he had brought his credentials with him. It is hard to describe, but I never once felt that his ego was getting in the way. Straight away I could hang with this gentleman.
