2017 Budget Hearings There are two opportunities for LCA Members to listen to a presentation of the Proposed 2017 Budget. The audience is given an opportunity to ask questions. Watch for the Proposed Budget documents in the October Lake Carroll News.

In August we celebrated the Taste of The Lake. The weather was absolutely perfect. My wife, and I volunteered to help at one of the host piers handing out food. It was so great to see all the boaters come into the dock, all smiles and in such a good mood. Some even brought gifts for the pier hosts. A great idea, as these hosts work very hard to make this a great day for the members. Then that night an Clarence Grant excellent band played to a packed house Board Treasurer at the Clubhouse patio. As I stepped back from the crowd and looked at the group, some I know and many I didn’t, I realized just how fortunate we are to live at Lake Carroll. Such a beautiful place with such caring people. I just wonder how many people take the time to stop and think about that fact. Now we are past Labor Day, the summer is over, the kids are back in school, the Cubs are going to the World Series, but we still have a lot of work yet to get done this year. Back to the happy people. Some of these same people are the same ones who can’t find anything right about Lake Carroll the other days of the year. Yet I don’t see them on Committees or even at the committee meetings trying to solve all the things they say are wrong with Lake Carroll. Why is that? As Treasurer I am asked, “Can we afford the new Rec Center?” Yes we can. Then I am asked, “Will our dues go up if we build the Rec Center?” Yes they will, but not because we build the Rec Center. Then I am asked, “Will our dues go up if we don’t build a

new Rec Center?” Yes they will. The Debt repayment portion of our dues will not change, but the operation and fixed asset portion will, simply because of inflation. In fact, they may go up more if we don’t build the new Rec Center because it has been the long range plan to build a new Rec Center after the pool loan was paid off. With that long range plan in mind not much was spent on maintenance. Why spend it if we are going to build a new building. If we don’t build new, then we have to start heavy maintenance, which will be very expensive. Once we start to renovate, we have to do the entire building. With an old building like that who knows what we will run into. As for the other needs of Lake Carroll, they will be taken care of in due time. Nature will solve some and the Association will take care of the rest. I recently heard that there are facts, and there is truth. Truth wins out over fact every time. The fact is most of the members opposed to the new Rec Center have never attended an informational meeting. The truth is, of those who have attended, many of them have changed their minds and are now supporting the new Rec Center. This really is important to Lake Carroll and our children. This center will give our children and grandchildren a good safe place for them to just be kids, especially in the winter months. You notice I have not been calling this a Lodge. That is because it is about 3% Ski Lodge and 97% Recreation Center. If Lake Carroll is going to continue to be a Four Season Recreational Community, then we need a new Recreation Center. If you vote for the Rec Center or against it, you are voting for the future of Lake Carroll either way. Please think of everyone’s future when you vote. As always, I can be reached by phone of email. When will the LCA Severe Weather Sirens Sound? The Lake Carroll Severe Weather Sirens will sound for a time of 3 minutes when a SEVERE THUNDERSTORM WARNING or TORNADO WARNING is issued by the National Weather Service for Lake Carroll. There is no difference in the sound of the siren between a thunderstorm warning and tornado warning. Below is the description of a severe thunderstorm and tornado warning from the National Weather Service’s website. Severe Thunderstorm Warning: This is issued when either a severe thunderstorm is indicated by the WSR-88D radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter and/or winds equal or exceed 58 miles an hour; therefore, people in the affected area should seek safe shelter immediately. Severe thunderstorms can produce tornadoes with little or no advance warning. Tornado Warning: This is issued when a tornado is indicated by the WSR-88D radar or sighted by spotters; therefore, people in the affected area should seek safe shelter immediately. They can be issued without a Tornado Watch being already in effect. RoutineTesting: The Lake Carroll Weather sirens will also activate for a time of 1 minute the first Tuesday of every month at 10:00 AM for testing purposes.
