For the period 3/1/2025 to 3/31/2025 The Liberty Police Department had 554 daily log entries, Total Traffic Stops: 76, Total Citations: 49, Total Charges: 49, Total Warnings: 30, Total Average MPH Over the Limit: 19.1, Traffic Accidents 15, Domestic Disturbances 12.

Detectives

Detective Summers had been working with the Durham Police Department with a missing person case that was originally reported here in Liberty by providing information related to our investigation. This is the case that initiated in Durham, NC but the reporting party believed that the victim was last seen in Liberty at the Quality Mart on NC Hwy 49 on December 11, 2024. Update: On 3/11/25 we received word that the missing person had been located in Asheboro, NC at Walmart by a friend of the family.

Durham PD Detectives followed up on the sighting and found Donjeia at her residence located in Seagrove, NC.

Detective Summers continues to work with Liberty PD Recruiting efforts by conducting a background investigation of a cunent BLET Candidate.

Detective Summers continues to assist as needed to cover patrol calls.

Detective Summers has been finalizing case work in preparation for retirement.

Detective Summers and Chief Semrad have been working on 2 background investigations, one candidate is not hirable.

Vehicles

The 2023 Mustang has to have its battery replaced. This is the only problem we have had so far with this car and it was expected that the regular civilian battery would not hold up to the additional electronics load of the added equipment. The 2022 Mustang had the exact same problem and it was resolved with a quality replacement battery.

Facility Safety and Resilience

The Safety Department with help from Assistant Public Works

Director Kevin Coble met NC Department of Environment and Natural Resources engineers March 14 as they conducted a site visit of four wells earmarked for new generators through a FEMA grant. After the visit quotes were updated and provided to NCDNR for four generators and associated infrastructure for the wells totaling $235,730. We are currently waiting on final approval from FEMA.

There were no new employees requiring safety training during the month.

Regional Safety Meeting

Safety Director Bret Pedigo participated in a regional Transportation Safety Action Plan meeting facilitated by PTRC.

Liberty Parks and Recreation March 2025 Monthly Report

• Our baseball season has started. The first games are scheduled to take place on April 1st. The season will end early May.

• We hosted the Lily Run on March 15th. It was a large turnout and it seems to be growing each year. We still plan on being a part of the event moving forward.

• Our department is still planning the Easter Egg Hunt. The event is scheduled to take place on April 12th. It will begin at 1 :00 PM. 3-5 year olds will participate from 1 :00-1 :20 PM. 6-8 year olds will participate from 1 :30-1 :50 PM. 9-11 year olds will participate from 2:00-2:20 PM.

• We are still working on the July Festival. This includes looking for sponsors, calling vendors, calling food trucks, and scheduling festival attractions. We will be having a band, kid zone, hot dog eating contest, and yard games. The plan is to release

• On March 2, 2025 firefighters attended events at Liberty Church of God per request to conduct fire prevention and education.

• March 6, Fire Chief Matt Talbott and Assistant Chief Bret Pedigo participated in the regional Transportation Safety Action Committee, of which they are members.

• On March 14, FEMA visited Liberty and toured wells marked for new generators in a long-running FEMA grant, along with Assistant Chief Pedigo and Assistant Public Works Director Kevin Coble.

• On March 15, Fire Chief Talbott, Assistant Chief Pedigo, Firefighter Angela Talbott and Public Works Director Joe Walsh participated in Lily's Run 5K, traversing the course in turnout gear and air pack.

• March 20, Fire Chief Talbott assisted Alamance Fire Department with interviews for promotions.

• March 24, LFD firefighters attended an annual hazmat operations workshop along with Liberty Public Works, held at Liberty Fire Department.

• Thanks to a donation from Fairgrove Fire Department, LFD was able to put into service a true RJT pack, and conducted training in a large vacant local warehouse throughout the month.

Liberty PUBLIC WORKS MONTHLY REPORT

LIMBS- Spring trimming and cleanup is producing a lot of limb pickup. Multiple loads per week have been hauled out.

LEAF- Still gathering bag leaves, and will begin street cleanup.

LANDFILL- The Street Department is still currently picking up landfill waste every week with a pretty good collection rate averaging 1.5 tons a week. Will look at pricing for signs to have out and explain bulky item pickup.

WATER- Have and will be performing some water and sewer taps for a couple of new construction homes. Couple service line leak repairs.

Sewer- Multiple sewer back ups jetted and cleaned, sewer taps completed for 3 new construction homes.

Tips to A Healthy, Green North Carolina Lawn

Maintaining a healthy, green lawn in North Carolina can be challenging due to the region's climate and soil conditions. Here are some tips to help you achieve a healthier, greener lawn:

1. Choose the right grass type for your region. In North Carolina, warmseason grasses like Bermuda, Zoysia, and Centipede are popular choices.

2. Test your soil to determine its pH level and nutrient content. Adjust the pH if necessary to ensure optimal nutrient uptake.

3. Aerate your lawn annually to improve soil compaction and allow air, water, and nutrients to penetrate the root zone.

4. Over-seed your lawn with a suitable grass variety to fill in bare spots and improve overall density.

5. Mow your lawn at the appropriate height for your grass type. For warmseason grasses, a height of 1.5 to 2 inches is recommended.

6. Use a sharp mower blade to ensure a clean cut and prevent tearing or shredding of grass blades.

7. Water your lawn deeply and infrequently to encourage deep root growth. Aim for 1 to 1.5 inches of water per week, including rainfall.

8. Water your lawn in the early morning to minimize evaporation and reduce the risk of fungal diseases.

20. Use a core aerator to remove soil plugs and improve soil aeration.

19. Use a detaching rake or machine to remove excess thatch from your lawn.

21. Use a soil conditioner or compost to improve soil structure and fertility.

Upcoming Railroad Repairs

Contractors for Norfolk Southern Railroad will be assisting the railroad in doing multiple crossing repairs that will require roads to be closed for a short period of time. Work is to begin May 7, 2025 and each crossing should remain closed for one day. If the residence or business is to be impacted, they will be notified by TTC & Fleet Management or Norfolk Southern at least 24 hours in advance of any closure.
