The Liberty Town Council has updated the parking ordinances and fee schedules as of July 2025.

As the town grows, our limited parking resources have become strained. The Town Council has listened to the businesses and updated those ordinances. The Liberty Police Department will enforce these updated ordinances. Of course, we would strongly prefer to not have to fine you (who can afford to throw away $20, $50 or even $250?) so we are trying to warn you.

Please be aware things like parking on the left side of the street, parking over 2 hrs in the downtown restricted spaces, blocking driveways, fire hydrants and alleys are in violation of the parking ordinance. Parking within 15' of an intersection or within 30' of any traffic control signal or device installed at an intersection, regardless of whether the vehicle is located within or outside of the public right-of-way and "Jake Braking" is also prohibited.

Parking or standing in any Fire Lane remains a violation. We will have the ordinances posted on the Police Department website as soon as possible for you to review.

Donation Drop Off Day

Mark your calendars for Saturday, September 6,2025, from 10:00 am to 3:00 pm, the American Legion will be hosting a donation drop off day for their Fall Yard Sale which will be held the weekend of the Liberty Antiques Festival. This is the perfect opportunity to donate items you no longer need and support a great cause.

We encourage everyone to bring gently used items that can find a new home. Household goods, toys, Christmas items and other miscellaneous items are welcome. Your contributions will help make the yard sale a success. Proceeds from the yard sale will support the American Legion and its programs, which include veteran services, youth mentorship, and community outreach. Your participation and donations will make a meaningful impact.

Liberty Ruritan proudly awarded Amelia Lackey both the Ruritan Build Your Dollars Liberty Ruritan Scholarship at its August meeting. The Liberty Ruritan Scholarship was generously funded by an anonymous donor committed to supporting the A recent graduate of Providence Grove High School, Amelia will attend the University of Mount Olive this fall to pursue a B.S. in Agriculture Production Systems with a minor in Communications. Seeking Members for Mural Committee

The Town of Liberty Town Council is seeking applications for creating a mural committee for the Town of Liberty. With this committee, you will meet regularly (potentially 1x/month) to develop a mural policy for the Town and present this to Town Council. Two staff members from the Town of Liberty, specifically Janie Konyek and Jessica Brown will be included in the meetings to provide assistance and guidance as needed. Once the policy is developed, this will be presented to Town Council for discussion and hopeful adoption. When a policy is adopted, the Committee will then meet as needed to review mural submissions for the Town. Appointments for this position will be two years in length with no cap on being reappointed.

Liberty, NC (August 19, 2025) – Randolph Communications recently presented the Liberty exchange with a Smart Rural Community (SRC) sign provided by NTCA–The Rural Broadband Association to display in their town. SRC is a national network of communities powered by innovative rural broadband providers that are advancing towards a future-proof sustainable infrastructure. The program promotes rural broadband and provides fast, reliable and sustainable connectivity.

In order to receive recognition as an SRC provider, Randolph Communications was required to affirm that it offers 100 Mbps broadband to at least 50% of its service area; that it has broadband subscription rates of at least 50%; and that it is committed to program principles of collaboration and innovation. As a result of Randolph Communications’ national recognition, Liberty will now be celebrated as a Smart Rural Community in program materials and online at www.smartruralcommunity.com, joining a national network of similarly innovative communities. However, Randolph Communications surpasses that internet speed offering by providing speeds up to 1GIG/1GIG to residents and businesses.

Faith Foxx! She earned her senior white/ yellow Taekwondo belt on August 15,2025.Faith is a student at Ara's Martial Arts Sportplex in Siler City.The belt that she has earned exemplifi es that she has mastered the basic skills and techniques of Taekwondo and she is ready to use everything that she has learned to earn her next belt. Faith is a resident of Liberty and a graduate of Providence Grove High School.She is the oldest daughter of the late Minister Priscilla Bowden Foxx and Charles Foxx.Faith has 3 brothers and 2 sisters. She says that Taekwondo teaches respect, discipline, self confidence and training in martial arts.All of the students put in their hard work and time to reach their goals and to

Wednesday, August 10, 1977....the end of our beloved high school building....lost a good auditorium that hosted so many senior plays, grades doing music shows, Bob Loman's famous gospel sings. Feel free to share a comment on where you were that day or the feelings you may have about the demolition. 46 years ago "new building will replace old one...but never the memories"

This report covers July 2025 LFD responded to 105 calls during the month of July 2025.

- 2 structure fires

- 3 motor vehicle accidents with injuries

- 2 motor vehicle accidents without injuries

- 2 gas leaks/spills

- 5 false alarms

- 8 weather/flooding/powerline incidents

- 51 medical calls

- 15 service calls

- 10 dispatched & canceled enroute or standby

• On July 7 A-Shift firefighters conducted facilities training at the RCC's Emergency Training Center.

• July 10 LFD submitted a grant application to Firehouse Subs for five sets of turnout gear.

• The Town's annual July Celebration and fireworks was on July 12. LFD assisted with safety measures for the event, including having Engine 31 stationed inside the festival zone, as well as coordinating the fireworks show.

• On July 16 & 30, LFD assisted Parks & Recreation with their hose down at Freedom Park events.

• July 17, Assistant Chief Bret Pedigo attended PRTC's Regional Traffic Safety committee meeting.

• The Liberty Senior Center Open House was July 19. Firefighter Ga1y Jaggers provided fire and life safety information and training to attendees.

• The annual safety test for Ladder 3 was conducted on July 22. No significant issues were found.

• On July 25, LFD firefighters provided a hose down and firetruck tours at 1st Methodist Church's summer education program.

• July 29, Captain Loren Black and B-shift made significant maintenance repairs to Engine 31 and Ladder 3 on issues that in the past would have required outside service, saving taxpayers money.

LIMBS- Grapple truck developed an excessive oil leak and was taken out of service, Should be back in service the week of 8-17-2025

LEAF- Still gathering bag leaves, and will begin street cleanup.

Bulky Item- The Street Department is still currently picking up Bulky Item waste every week with a pretty good collection rate averaging 1.5 tons a week.

WATER- Town staff have fixed a couple of water leaks (Butler St 2"galvanized)and water testing.

- Teague Tank has been washed out inside and re painted exterior with new Town logo

- Tank 1 at the office will be drained and painted and cleaned interior

- new hydrant meter with backflow was purchased through grant ($4,600.00)

- Sewer- Sewer taps have been made.

- Johnson lift station has been repaired with new contacts instead of pump replaced of a price of $20,000.00

- Holt St had pump failure, upon inspection both pump check valves were clogged and had blockage. Wet well was pumped out and solids removed.

-Excessive I & I with all the rain events 7-1 through 8-12

Streets- Multiple signs have been ordered to replace missing and or damaged signs, School grade crossing signs and devices have been purchased to bring up the crosswalk at the school to ada and muted standards

PD Summary

From July1 2025 to July 31, 2025, The Liberty Police Department had 125 traffic stops, 84 citations, 172 total charges, and 40 warnings. The average speeder was 20.4 over the posted speed limit. We had 586 daily log entries, 8 traffic accidents and 13 domestic disturbances.

July Monthly ICACNice Summary

July saw multiple arrests and the execution of several search warrants, including two specifically targeting individuals involved in the production of child sexual abuse material (CSAM). These operations were conducted in coordination with the lnvictus Task Force. Detective/TFO Hargrove assisted with scene security, forensic evidence collection, K9 deployments, and follow-up investigative tasks. SRT also plays a role in making these investigations safe and successful to which LT Scala is a member.

CID staff participated in K9 training with Caldwell County ESD's K9 Harrison and his handler, Lt. Dupell. This training was made possible through the support of the High Point Park Rangers. Special thanks to Chief Salgado, who is also one of our reserve officers, for facilitating access to training facilities.

As active members of the lnvictus Task Force, we also participated in a sex offender registry compliance check. Several individuals were found to be non-compliant, with charges filed in their respective jurisdictions. This joint operation played a key role in increasing the safety and awareness of our community.

Ongoing narcotics investigations led to the discovery of a firearm in possession of a convicted felon. Charges are being pursued.

Chief Semrad stopped a vehicle with one convicted violent gang member and a person charged with numerous violent felonies. A firearm was recovered, and submitted to the state lab for DNA testing. Probation Parole and the District Attorney's Office are assisting with trying to get the state lab to test the firearm.

William Clotnz was formally charged by CID with two counts of Breaking and Entering and two counts of Trespassing.

CID continues preparation and courtroom testimony for the Beltran murder case. The trial is underway and is anticipated to last several weeks.

CID is actively working on follow-ups to DSS-referred child abuse/neglect cases. A new investigation was initiated involving an infant hospitalized with injuries. Liberty PD is jointly working with the Randolph County Sheriff's Office to determine the location of the incident, Lt. Scala followed up on a possible elderly scam, which he closed out.

K9 Chip and K9 Rita(NCSBI) were requested by the Guilford County Sheriff's Office to assist in locating electronic evidence related to a homicide investigation in their jurisdiction.

Lt. Scala and Cpl. Elder continued to provide critical assistance to CID, aiding in ongoing investigations and caseload management as we still have the CID opening from Detective Summer's retirement.

Liberty PD provided event support during the July Festival, including traffic control, crowd supervision, and response to an incident involving a juvenile in possession of a realistic BB gun. Discussions have been held with the District Attorney's Office, Smith Rodgers, and Juvenile Justice to address the situation and implement strategies to prevent similar issues in the future.

K9 Chip was present for community interaction at both the July Festival and the Senior Citizens Open House, where he and Detective Hargrove appeared alongside Liberty Fire Department personnel.

Staffing

We became aware of a possible detective to hire and fill our open spot. However once our pay range was mentioned, it was so low they declined further discussion. There are people we could hire if we would adjust our pay scale to reflect the current market. Chief Semrad will be back to full duty in the beginning of August to help alleviate staffing shortages.

Other items of note:

Several of our "regular" offenders are in jail, reducing our call volume. Several of these have been arrested multiple times this month.

Safety Department Report July 2025

Employee Safety

There were no reported employee injuries during the month of July.

PTRC Regional Traffic Safety Committee

The Safety Director participated in the PTRC regional safety committee meeting during July discussing ways to improve traffic safety. As Liberty's representative we are focused on highway safety as well as smaller thoroughfare concerts, such as Silk HopeLiberty Road and Butler Road. The committee's work is ongoing.

Covid-19

FEMA Generator Grant

The Safety Department continues to work with NC DENR and FEMA to finalize funding for the four backup generators for town water wells.

New Employee Training

There were two new employees requiring safety training during the month.

July 2025 Monthly Report

•Soccer registration has closed. We have started practices, and games will begin in early August. We have 11 teams and around 130 children registered.

• Our July festival took place on July 12th. This year, we had 4 7 vendors and 7 food trucks.

• Soon, we will begin planning our Trunk or Treat. We are looking to schedule the event for October 25th. It will take place at Freedom Park from 1 :00 to 3 :00 PM.

• Our department has been holding monthly meetings to plan the Fit for Liberty event in November. Although it's a while away, we've been brainstorming ways to help the event grow.

• We hosted two hose downs, which took place on July 16th and July 30th. We have one more scheduled on August 13th. I'd like to thank the fire department, as the event couldn't take place without their help.

• • Our baseball registration has opened and closed. Right now, we are looking at having two T-ball teams for the Fall. This isn't surprising, as our soccer program and Providence Grove's football program overlap with our baseball season. After speaking with other local directors, such as those in Randleman, their numbers have also been affected.
