City Council Filing Now Open! Filing for City Council candidates is now open through January 17, 2017! The Municipal Election is Tuesday, April 4, 2017. You may file in the City Clerk’s office at City Hall, 201 South Franklin Street, during regular business hours Monday through Friday, except for designated holidays. There are two available seats on the City Council. Council terms are for three years. To qualify, you must be 21 years of age prior to taking office; a US citizen; a resident of Kirksville for one year preceding the election; a registered voter; and not been found, or pled, guilty to a felony under state or federal laws. Prior to filing, each person must complete an “Affidavit” with the Missouri Department of Revenue affirming that all state income, personal property, and real property taxes on their residence have been paid. On the last Friday of each month, at 10:00 am, E-911 conducts a test of the Emergency Warning Sirens. The cable television override system is also tested at this time. The length of the test is approximately three minutes. If there is severe weather, or a threat of severe weather, on the day of the test, or if it is a national holiday, the test will not be performed. We would like to remind our fellow citizens that winter is here, and when winter weather comes, please be prepared to shovel your public sidewalks! City ordinance requires either the tenant or owner of a property remove snow and ice from public sidewalks within 24 hours of the end of a snow event. If you are a tenant, you should have an understanding with your landlord about who is responsible. We see more and more people using the public sidewalks for exercise, recreation, and going to work or school. Please be considerate of your neighbors and ensure your sidewalks are clear! Preparation is key: be sure to have a good snow shovel and some ice melt handy. We thank you for your cooperation, and we’re sure your neighbors will thank you as well!
