A message from the Mayor December 2019 marks the 25th anniversary of the City of Kingston. During this time we survived the Y2K bug and saw the internet become a part of our everyday lives, Westfield Southland has grown big enough to span across the Nepean Highway and Kingston has seen the Olympic torch pass through our City.

Kingston Council has faced its own challenges too. Inheriting a $29 million debt from the state government-led amalgamations, Council had to face the difficult task of closing the gap and finding millions more, to ensure that the City’s assets (roads, drains and bridges) were properly maintained and didn’t fall behind into disrepair. However, Council met the challenge and has turned our City around and is proud to provide more than 100 amazing services for our community and an impressive capital works program every year.

We are an innovative City and are proud to feature technology, accessibility and environmental efficiencies into all of our new community buildings and major works programs.

I hope that you can join us in celebrating the City of Kingston’s 25th anniversary and enjoy this trip down memory lane.

Well that’s where it all started for Kingston. New boundary lines were drawn, with portions of the former cities of Moorabbin, Mordialloc, Chelsea, Springvale and Oakleigh amalgamated. In December 1994 the ‘new’ City of Kingston was officially formed.

The first concrete pour at espansion works Mar ’98 -

This major project was in the pipeline ever proposed by Westfield in ’92 in the former C (before Kingston Council was formed). It re complaints, such as the City of Melbourne’s that it could erode the amount of shopping Melbourne CBD.

It finally got to its construction phase in Ma Two years later, in 2000, the first stores in th Westfield were officially opened.

Jul ’00 ’96

Council introduces recycling crates

In its first effort to reduce the amount of rubbish taken to landfill, Kingston Council introduced recycling crates for bottles, jars and containers.

On the 54th day of the Olympic torch relay people lined the streets of Lower Dandenon Nepean Highway to cheer for the 24 torch-b their way through Kingston.

Mordialloc Festival is born

Kingston’s fabulous foreshore lit up with the sights and sounds of the Mordialloc Food, Wine & Music Festival for the first time in 1996. Mordi Fest has since transformed into Kingston’s flagship event, providing visitors with fantastic musicians, up-and-coming bands and the best gourmet food, regionally-made wines and boutique beer Melbourne has to offer.

Kingston makes a splash

In November 1995, the $9 million Waves Leisure Centre was completed and opened its doors to the public, attracting tens of thousands of visitors a week who were keen to try out the new wave-making pool.

Do you remember when Jeff Kennett sacked 1600 councillors and amalgamated more than 200 councils, bringing them down to a total of 78 across Victoria in the 1990’s?

Democracy returns to Kingston

Following the amalgamation, three Victorian Governmentappointed commissioners oversaw the running of the City of Kingston for more than two years. In 1997 that all changed, with the first group of elected Kingston Councillors taking over the management and decision making in the City.

At that time seven councillors were elected, who managed single member wards. (We currently have three wards with three councillors in each one).

Following the devastating impact of the Bo Tsunami across Asia, Kingston’s communit running collection drives to support World in Indonesia, Thailand, Sri Lanka and India a $10,000 contribution by Council, the City through collection tins and event profits. Two Acre Village Mural

Cheltenham’s rich history was captured in the stunning Two Acre Village Mural next to the Cheltenham station level crossing.

Artists James Beattie and Andrew Bourke were commissioned by the City of Kingston to create the mural to capture key moments in the area’s history.

Two Acre Village was the name given by Josiah Morris Holloway to a portion of land he purchased in 1852 that is now known as Cheltenham.

Minister commits to protect our Green Wedge ’15 -

Following years of lobbying from Council, the Minister for Planning approved special planning protection laws to ensure that Kingston’s Green Wedge land would not be used for any new landfill sites, giving it a bright future.

Note: In the past the area was home to more than 30 active landfill sites, these have been reaching the end of their life and are now being replaced with green spaces.

Two AFL clubs choose Kingston for HQ

2017 kicked off with Hawthorn FC deciding to purchase their new HQ in Dingley Village, and the approval of a $29 million redevelopment of Moorabbin Reserve for St Kilda FC. This saw St Kilda return to their former base at Moorabbin Reserve, after a brief relocation to Belvedere Park in Seaford.

The Mentone Piazza is now officially open to the community, providing a new open space to enjoy in the heart of Mentone. The building of the piazza has been a long-anticipated project and we appreciate the community’s patience during the works.

This spring, community members are encouraged to shop local in Mentone to support local businesses and enjoy all the changes that have been taking place over the last few months.

Traffic improvements: Council has listened and responded to community concerns regarding the traffic conditions in Mentone, making a range of improvements to increase pedestrian safety and ease traffic congestion including:

A new $12 million Mentone Lifesaving Club facility and precinct is set to be built thanks to a partnership between Kingston Council and the Victorian Government. Read our story on the next page for more.

• Re-opening the right turn from Como Parade West into Mentone Parade

Works are currently underway to transform G.H. Soppet Pavilion in Mentone Reserve. These works will be completed in two stages with works commencing in early 2019 and expected to be completed by late 2020. Plans for the enhanced pavilion include top quality facilities for male and female athletes that will serve our community for years to come while retaining and conserving the current historic grandstand.

• Adding a pedestrian crossing at the northern leg of Mentone Parade from the piazza to the northern side of Florence Street to improve pedestrian safety, particularly for the large numbers of students in the area.

ACKNOWLEDGEMENT Council acknowledges the Kulin Nation as the Traditional Owners of the land on which the municipality is a part and pays its respects to the Elders past and present. Council is a member of the Inter Council Aboriginal Consultative Committee (ICACC).

STREET TREE PRUNING The City of Kingston undertakes a two-year cyclic pruning program to maintain Kingston’s street trees to manage tree health and reduce risks associated with street trees.

When pruning occurs we will arrange for all prunings to be collected.

Please check the What’s On calendar for pruning dates. We will undertake street tree pruning in your area at least 14 days, but no more than 60 days, prior to the planned day that pruning or removal is to occur.

Eisteddfod by the Bay: the City of Kingston ARIA from Grand Opera

This year the Eisteddford by the Bay (EBTB) is in its 64th year. On Thursday 29 August Kingston Arts Centre resounded with the sound of singing from young, classically trained performers at the City of Kingston Aria from Grand Opera.

Cr Steve Staikos was joined by Brad Rowswell MP to present the prizes to the winners - congratulations to Jessica Carrascalao Heard, Elizabeth Potter, Cindy Lui, HM Natalie Grimmett, Joshua Erdelyi – Gotz and Andrew Alesi.

A special thanks is due to Jill Page, President and Senior Vocal Convener, Susan Johnston, Senior Vocal Section Adjudicator and the EBTB committee members.

Welcome to our new CEO The City of Kingston is delighted to welcome its new CEO Julie Reid. Ms Reid commenced her role at Kingston on 26 August 2019.

As the first female CEO of the City of Kingston, Ms Reid brings a wealth of experience to the role.

Her most recent appointment was as the Director of Engineering Services at the City of Greater Dandenong where she led the delivery of a number of major initiatives, including the delivery of the $7 million refurbishment of Springvale City Hall.

With 30 years’ experience in the public sector in Australia and the UK, Ms Reid has expertise in major infrastructure projects, strategic planning, urban design, economic development, tourism, arts, events

and more.

In 2017 she was named in the top 50 Public Sector Women in the state.

Ms Reid has worked at a number of Victorian local councils including Whitehorse, Bayside and Casey and also has experience in the sector in NSW and the UK. Ms Reid said she was proud to accept the role of CEO and is excited to have joined the team at Kingston.

Recently Council paid tribute to former CEO John Nevins who served as CEO at Kingston for more than 14 years.

Developing a Plan for Chelsea Council and a Community Panel have joined forces to draft a plan for Chelsea’s future – and we’re keen to get your feedback on the plans when they are released.

The draft Chelsea Structure Plan will guide decision making and provide a long-term vision for the centre.

Council sought community input to help develop the draft including holding ‘pop up’ consultation sessions in the shopping precinct, online surveys, worked with Chelsea Primary students and held a Community Panel.

Hundreds of locals took part and their ideas were presented to the Community Panel, who were instrumental in forming the draft Structure Plan.

Chelsea is one of Kingston’s six Major Activity Centres (MAC), yet does not currently have a Structure Plan to guide future decision making in the area. Developing a Chelsea Structure Plan is a key priority for the City of Kingston and will provide a long-term vision for the centre.

With the State Government’s planned level crossing removals in Chelsea, the Structure Plan also presents an opportunity for Council and the community to ensure that this major infrastructure project preserves Chelsea’s unique coastal character while ensuring the success of the precinct for years to come.

The draft Chelsea Structure Plan will give Council a blueprint for how the community would like to see Chelsea develop, which will help us with planning over the next 20 years.

Structure Plans provide detail regarding how existing important features of local communities such as shopping centres, community services and infrastructure, parks and open space, roads, transport connections and areas for housing and employment may evolve or transform over time.

They also provide us with the future direction on any planning zone and land use changes and help to identify the need for new or additional infrastructure to support increased housing and employment.

As part of Council’s commitment to improve its open spaces, we are developing a Master Plan for Le Page Park to help guide the long-term planning for the site.

• We asked what you thought of our new Footpath Activities Policy – which allows the cooking of food on footpaths

• We sought community views on what constitutes risky drinking, associated harms and what preventative actions we can implement at a local level

A new $12 million Mentone Lifesaving Club facility and precinct is set to be built thanks to a partnership between Kingston Council and the Victorian Government.

The new state-of-the-art facility will be built to ensure the club can continue to provide this vital community service to the tens of thousands of visitors who visit Mentone beach each summer.

Council is working closely with the Mentone Lifesaving Club and Life Saving Victoria on the redevelopment.

The initial concept plans have been developed to align with the Lifesaving Facility of the Future Development Guidelines, and hundreds of local residents attended a community information session to view the plans and have their say.

Attendees of all ages were able to provide feedback via a range of interactive activities, earning a free snag, coffee and plant after completing five consultation stations.

The Mentone Lifesaving Club and Ice-bergers also had stands, promoting their services to the community.

Council is now refining the early plans to take into account the community’s feedback.

• Feedback was sought on Council’s draft 2019 – 2022 Kingston Youth Strategy.

The biodegradable dispensers have been installed in response to community requests and are being trialled on existing bins at Bicentennial Park, Roy Dore Reserve, Namatjira Reserve, Kevin Hayes, Spring Road Reserve and Iluka Reserve.

Dog owners are also reminded that November marks the change in hours when dogs are allowed on Kingston’s foreshores.

In the peak warmer months – from November 1 to March 31 – the hours dogs are allowed on our beaches is restricted.

There is however a 24-hour dog off leash area available all year round at the northern end of Mentone beach.

And for those who prefer to avoid dogs, there is 24-hour dog-free beach at Mordialloc all year round.

Works set to begin to restore Mordialloc’s Masonic Hall for new youth services space

Kingston pokies losses top $85 million

Works are set to begin on a $2 million restoration of the former Mordialloc Masonic Hall to create a new home for Kingston Youth Services.

An astounding $85.7 million has been lost on pokies in Kingston over the past financial year.

The heritage building, which has been empty for many years, will undergo major works to repair and restore it for community use.

The former Masonic Hall is in a fantastic location in the centre of Kingston and on the trainline to make it more accessible for young people right across our community.

Local young people will be able to access important information, support and services to help them navigate study, work, health issues and more.

The refurbishment works will include: • Adding a lift and ramps to provide disability access throughout the building

Council strongly believes that community members losing $234,798 every single day on pokies, is too far too great a cost to our community.

In response Kingston Council has launched the ‘Enough is Enough’ campaign to gain community support for stronger controls on gambling in our community.

Council and the Alliance for Gambling Reform are working to advocate for stronger measures to restrict pokies use within the City of Kingston.

Overall, Victorians lost $2.698 billion on poker machines in the 2018-19 financial year, the second highest amount of losses since pokies were introduced to the state.

The Alliance has called on the Victorian Government to recognise gambling as a public health risk and introduce a number of urgent reforms.

KINGSTON SENIORS FESTIVAL RETURNS THIS OCTOBER KINGSTON SENIORS ARE INVITED TO JOIN A MONTH-LONG CELEBRATION OF FREE AND LOW-COST EVENTS AND ACTIVITIES FOR THE ANNUAL SENIORS FESTIVAL. Now in its 12th year, this year’s Seniors Festival theme is ‘Get Into It’.

This 2019 program includes more than 100 activities and workshops which provide opportunities for older people to leave the house, pick up a new skill, have fun and meet others.

From the Seniors Fit Club and author talks to tips on de-cluttering, this festival caters to all levels of mobility and will provide enriching experiences and opportunities to develop new friendships.

The festival is also proud to provide information sessions through events such as Nutritian for Seniors, Spark Up Your Brain, and iPads, Tablets and More.

These are just a few of the many informative sessions which are aimed at empowering older residents.

$1.46 million distributed through Community Grants Kingston’s community groups will share in $1.46 million to continue their good work thanks to the City of Kingston’s annual community grants.

The grants will assist many not-for-profit groups and help them deliver a wide range of services, programs and special events to the community.

The 2019–20 Community Grants Program attracted a total of 220 grant applications, which includes 75 Partnership and 145 Annual Grants applications. The successful grant recipients included: • Local neighbourhood houses and community centres • The Chelsea and Moorabbin SES units • Local multicultural and seniors’ groups • A range of community welfare organisation programs, including Mentone Community Assistance and Information Bureau, Peninsula Community Legal Centre and Pantry 5000 • The Dingley Village, Mordialloc and Chelsea Historical Societies.

Council is proud to support the efforts of a number of community groups who make a significant difference to the lives of others in Kingston.

The 2019–20 Community Grants funding includes: • $1.13 million for three-year Partnership Grants to key organisations that provide important social and welfare services to Kingston residents, including community centres, neighbourhood houses and organisations which run community events • $305,916 in Annual Grants of up to $10,000 for not-for-profit community groups for once-off activities which help develop a healthy, active and socially connected community, and • $26,715 in Arts Grants.

This is in addition to $116,258 to be allocated throughout the year in Irregular Grants, Individual Development Grants, Schools Development Grants, and Culturally Diverse Meals Grants.

Community safety month October is Community Safety Month. Council is proud to partner with our emergency services to keep our community safe through the installation of CCTV, emergency markers and adequate lighting across Kingston.

Council has recently installed CCTV cameras at Carrum Surf Lifesaving Club, Mordialloc Lifesaving Club, Bicentennial Skate Park and Chelsea Sportswomen’s Centre with funding from the Victorian Government.

Victoria Police would like to remind the community how to reduce vehicle theft this October. Kingston residents are encouraged to follow some simple steps to ensure their vehicles don’t become a target including: parking in well-lit areas, always locking cars even in the driveway or garage and removing any valuable items which may attract a burglar.

You can also access one-way screws to help protect your vehicles against theft. These will be available for FREE from Council’s Customer Service Outlets throughout October, at Chelsea, Cheltenham and Westall Community Hubs. Council is also offering free graffiti removal kits which can be picked-up from those locations and Highett Library.

The state’s fire and rescue services are urging the community to focus on fire safety this October. Residents should install interconnected smoke

alarms in every bedroom as well as in hallways and living areas after new research has found that four out of five Victorians aren’t sleeping safely, with only 16 percent of people going to sleep under the protection of a smoke alarm in their bedroom.

Local seniors are invited to find out more about staying safe this October at a free Safety Session with Victoria Police, Ambulance Victoria and Consumer Affairs at Westall Community Hub, Friday 11 October, 1.30-3pm. Afternoon tea provided.

Disc Golf at Bald Hill Park Join the latest craze and have a go at Disc Golf right here in Kingston at our new course at Clarinda’s Bald Hill Park.

Council launched the new course in August and locals have been keen to try their hand at the sport that is a combination between frisbee and golf.

Participants play by throwing their disc from a tee pad into a basket along the 18-hole course.

Introducing a Disc Golf Course in Kingston is consistent with Council’s 2018 Sport and Recreation Strategy as well as the Kingston Public Health and Wellbeing Plan - both of which seek to encourage informal recreation opportunities.

This free and fun activity can be undertaken alone or as a part of a competition.

Tackling chronic disease with new Community Nursing service Kingston’s AccessCare has launched a new community nursing service to help eligible residents better manage chronic health issues.

Almost half the population has a chronic disease, and a third of these are preventable, according health experts. In response, the new community nursing service for eligible Kingston residents aims to support people with chronic disease to better manage their health independently and prevent unnecessary hospital admissions.

It also aims to make people more aware of their health, manage conditions and provides the support needed to navigate the complex health system.

As people age, many experience an increase in health issues and take multiple medications. In many instances, people do not know what medications they are taking or why.

Whatever your age, fitness level and experience this is a fun activity that can be taken as seriously as you want it to.

Our community nursing team will work closely with residents to help them understand the state of their health, ensure information is clear and explain any issues that may arise.

Use of the discs are free too; community members are welcome to pop into Clarinda Library to borrow a disc – just as you would a book or DVD.

They will also help to bring together teams of health professionals such as GPs, Physiotherapists, Occupational Therapists or Diabetes Educators.

KINGSTON’S WAR ON WASTE Every year, Australians generate millions of tonnes of waste in food, fashion, packaging and more.

The amount of waste we produce is growing.

In the past 20 years Australia’s population has grown 28 per cent – yet the amount of waste we produce has increased by a staggering 170 per cent.

The average Australian produces many hundreds of kilograms of waste each year, with most of this sent to landfill which is costly, takes up valuable land space and has significant negative impacts on our environment.

Tackling our waste problem will take a major combined effort from federal, state and local governments; from businesses and from every single community member.

This is the last part of our five part series looking at Kingston’s waste challenges including rubbish, recycling, garden waste, e-waste, dumped rubbish and more.

While most of the community is working hard to reduce waste, recycle and correctly dispose of waste – there are unfortunately some who continue to litter and dump rubbish in our neighbourhoods.

DUMPED RUBBISH Illegally dumped rubbish costs Council around $150,000 each year in clean-up costs.

People found guilty of dumping rubbish face fines of up to $6218 and Kingston Council actively investigates dumped rubbish to identify its origin.

HOW CAN I PROPERLY DISPOSE OF MY UNWANTED ITEMS? DONATE OR SELL One man’s trash is another man’s treasure. If the item is still in working order, donate to a local op shop or hold your own garage sale.

DISPOSE OF RUBBISH VIA A HARD WASTE COLLECTION Council provides one free hard waste rubbish collection held each year in September/ October. Last year nearly 4000 tonnes of material was collected.

We’re halfway through this year’s collection and are still collecting in Aspendale, Edithvale, Chelsea, Bonbeach, Carrum, Chelsea Heights and Patterson Lakes.

Residents can also book extra ‘on-call’ collections at a time of their choosing for just $60.

Thanks to everyone who attended our North Ward Meeting on the Housing Strategy and Neighbourhood Character Study. How this proceeds is entirely in Council’s hands which is why your submission was important.

The State Government introduced new residential zones in 2013, which meant that all councils needed to transition to these new zones over a period of time. In 2014 Council proposed a Planning Scheme Amendment to introduce new zones which was effectively a direct translation with the new zones reflecting the existing status quo.

Our proposal – along with 23 other Councils - was rejected by the then Planning Minister Matthew Guy, despite other municipalities like Glen Eira having their “direct translation” zones approved with about 80% Neighbourhood Residential Zone (minimal change with a two-storey height limit).

The Minister’s Residential Zones Standing Advisory Committee (RZSAC) recommended Kingston review its Housing Strategy and undertake a Neighbourhood Character Study to justify Council’s position. The message back to Council was that: • The proposed minimal and incremental change areas needed an acceptable rationale.

• Council needed more growth around transport and employment nodes (ie activity centres).

• Council needed to produce an up to date neighbourhood character strategy.

I will be advocating for changes to the strategy to see more neighbourhood areas (away from activity centres) are covered by the Neighbourhood Residential Zone (NRZ), I will also be arguing for the retention of the policy that discourages double storey in the back yard and that limits development to the equivalent of two dwellings on an average-sized lot in the present General Residential Zone 3 and the future NRZ.

Julie has been a local resident for several years and I know you will all welcome her and wish her every success in her new role.

Good-bye and welcome Last month we said farewell to our former CEO John Nevins after 14 years of valuable service to Council and the residents of Kingston. Whilst John’s time at Kingston was interrupted by a serious health problem, he was always available to provide an experienced and consultative approach to the many issues that face a large city such as Kingston on a daily basis. I thank him for his leadership and integrity during his time at Kingston.

Our new CEO, Julie Reid, has commenced and I wish her well in her new role as she strives to get an in depth understanding of complexities of such a large and diverse city as Kingston. Julie is experienced in many aspects of local government having performed similar roles in Melbourne and overseas.

Mentone Lifesaving Club As summer approaches it was fitting that we conducted a community consultation session at the Mentone Lifesaving Club to outline the proposal for their new facility and improvements to the surrounding foreshore access and environs. The session was well attended by many user groups and local residents and many Council officers were in attendance to answer questions and explain the proposal.

Bay Trail Works are to begin shortly on the next stage of the Bay Trail and Councillors and officers are in discussions with the contractors in an effort to limit the disruption and reduce restriction of access to the beach are over the summer months. Everyone is mindful of how important our beaches are over this period.

Housing Strategy Kingston’s Housing Strategy Review is progressing well, due in large part to the fabulous response received from residents. I am grateful that around 1600 submissions shared their views on any proposed changes.

We all accept the need for change given our growing population however it need not be of a scale that adversely impacts the amenity of existing residents. It’s apparent that the biggest concerns relate to the height of new developments, specifically in residential areas. I have heard that message loud and clear and will reflect that in my arguments as the final plan evolves.

Tackling pollution I’m pleased to let you know that Kingston has joined forces with the Environment Protection Authority Victoria (EPA), participating in a pilot program to tackle local pollution.

The pilot will see EPA-authorised officers, embedded within councils to respond to issues of noise, dust, odour and waste management arising from small to medium size businesses. The officers will also equip communities and industry with the knowledge and skills to help prevent, identify and resolve environmental issues.

The pilot is a major win for our environment and the community, which will benefit from reduced response times to pollution incidents.

Roy Dore Reserve Kingston Council, the Victorian Government, AFL Victoria and local

sporting clubs are partnering together to deliver over $9 million of new sporting improvements at Roy Dore Reserve.

The improvements include a new main pavilion, tennis pavilion and courts, sports lighting upgrades, landscaping and more.

The works are planned for staged delivery over four years.

Designs for the new sporting precinct have been prepared in partnership with the many community groups using the centre including Carrum Patterson Lakes Sports Club, Carrum Cowboys Football Club, Radio Carrum, Carrum Cricket Club, Carrum Patterson Lakes Junior Football Club, Carrum Patterson Lakes Football Netball Club, Long Beach Tennis Club, Melbourne Thunder Masters Touch Rugby Club.

The upgraded precinct will serve thousands of local families and act as a key community focal point for Carrum.

Human Rights and the Environment Kingston for Human Rights, Inc. presents Human Rights and the Environment at Shirley Burke Theatre in Parkdale on Wednesday 23 October, 7.30-9.30pm.

Following the success of last year’s inaugural Woman of the Year Awards the popular award program is back for 2020. The Kingston Woman of the Year Award will be awarded at Council’s International Women’s Day event to be held in March 2020.

From November, we’ll be seeking nominations of women making an outstanding contribution to Kingston’s industry, community and society. The award aims to showcase and celebrate the significant and diverse efforts women make in their professional, voluntary and personal lives.

If you know a woman

aged 16 and over who lives, works or studies in Kingston who has made an outstanding contribution to our community and whose achievements deserve to be recognised, nominate them for an award.

Waves gets a makeover Waves Leisure Centre is back and better than ever after essential maintenance and refurbishment works earlier this year.

Improvement works included: • Roof maintenance • Repair and refurbishment of several areas of pool tiling and seating • Steam room refurbishment • Installation of a functional training zone • Change rooms upgrades • Internal painting throughout the Centre.

So come on down to Waves Leisure Centre in Highett and enjoy the fantastic facilities.
