Kingston says YES! Council has made a public declaration supporting marriage equality, joining the Victorian Local Governance Association and more than 40 other local governments across Australia.

Council has also written to the Commonwealth Human Rights and

Equal Opportunity Commission advising them of its support.

A rainbow flag will fly at Kingston City Hall until marriage equality is achieved in Australia.

Councillor Tamara Barth recently moved a motion in October to express support and solidarity with members of the Kingston community, and Kingston staff, who identify as LGBTIQ – particularly while the voluntary postal survey on the marriage act was undertaken.

Other Melbourne local Councils who have pledged support include Monash, Whittlesea, Banyule, Port Phillip, Cardinia, Darebin, City of Melbourne, Hobsons Bay, Glen Eira, Yarra, Maribyrnong and Moreland.

Council has written to all local Federal Members of Parliament to inform them of Council’s support of marriage equality and to articulate

Chelsea Kindergarten opens for business Chelsea families recently celebrated the official opening of the new Chelsea Kindergarten.

The $2 million project is part of Council’s ongoing investment into quality early learning centres across Kingston.

Kingston Mayor Cr David Eden and Victorian Families and Children Minister Jenny Mikakos officially

opened the new facility on Thursday 9 November.

The kindergarten is located next to Chelsea Primary School to ensure a strong partnership with the neighbouring school community.

The state-of-the-art centre offers larger, improved facilities to help meet the needs of Chelsea families.

The project has been jointly funded

by Council and the Victorian Government.

Moorabbin Reserve will receive a new attractive hybrid fence that will guarantee community access to the oval while also allowing community football clubs to fundraise on key game days.

Following extensive consultation, Council will adopt a mixture of permanent and part relocatable perimeter fencing for the playing oval at Moorabbin Reserve.

The hybrid fence, which is part of a $1 million investment into the reserve, will allow clubs from various

community football leagues to charge entry to the playing oval on major game days, while still giving local residents access to the open space on other days.

The 1.8m-high fence will feature ‘mini plaza’ entrances with six-metrelong gates at intervals to provide public access at all times, except for match days.

This type of fencing provides better visual amenity than standard fencing, and Council will plant trees around the perimeter to ensure the oval remains attractive.

Permanent sections of the fence will be installed in locations that least impact surrounding residents, such as opposite the Perry Street car park and to the eastern and northern boundary of the oval.

Construction on the new pavilion is also progressing and is being overseen by the St Kilda Football Club. The roof has now been installed and concrete pours complete. In coming weeks, construction on the facade and an internal fit out will continue.

Stage 1 construction is looking set for completion by April 2018 and Stage 2 by late 2018.

Cr Steve Staikos elected Kingston Mayor Councillor Steve Staikos has been elected to lead the Kingston community for the next 12 months as Mayor.

Cr Staikos, who was elected to the position of Mayor at special council meeting on 15 November, is honoured to serve the city in his second term as Mayor. Cr Georgina Oxley was elected Deputy Mayor.

During his acceptance speech, Cr Staikos acknowledged it was a great privilege and responsibility to be Mayor and he was proud to lead such a vibrant and diverse community to work together to help create an even better, stronger City of Kingston.

Cr Staikos believes Council had made a number of significant achievements in the past 12 months and that he aimed to build on that momentum.

His priorities for the next 12 months including working closely with the community to focus strongly on how to protect our local neighbourhoods from the impacts of over development through a new Housing and Neighbourhood Character Strategy and Car Parking Strategy.

Cr Staikos also noted improvements works to take place on a range of key community infrastructure projects including: • working to protect the Green Wedge managing the transition away for tips and landfills to agriculture, parks, public open space, sporting facilities, and finalising plans for the Chain of Parks Trail • improvements at Dales Park Netball courts to better serve thousands of local junior and senior netballers • pushing on with delivering our bay trail • breaking ground on the new Mentone Reserve pavilion upgrade • updating Council’s Cycling Strategy with the goal of making cycling easier and safer • progressing our exciting plans two new ovals and pavilion for Dingley Village.

Cr Staikos was first elected to Council in 2008 and is now in his third four-year term as Councillor, and has previously served as Mayor in 2010.

Ready for summer emergencies Summer is just around the corner and we’re ready for action in case of emergencies.

Summer poses the greatest emergency risk due to heatwaves, bushfires and storms. We’re working closely with other councils, the MFB, CFA local police and other emergency services to make sure Kingston is ready to respond to any potential summer emergencies.

Throughout the year, Council puts our emergency response teams through their paces with training drills and simulated emergencies to make sure we’re ready to act if an emergency occurs.

In the past year we have responded to a number of emergencies, including two major storm incidents which caused flash flooding across the municipality.

We have an audited Emergency Management Policy and Action Plan to respond to key summer emergencies and increased community risks at large-scale summer events.

Kingston, together with Greater Dandenong, Frankston and Mornington Peninsula councils, has also received Natural Disaster Resilience Funding to develop tools to help the community prepare for emergency events.

Rejuvenating Mentone Reserve Youth Services to relocate to Mordialloc Kingston Youth Services will move to Mordialloc in a bold plan to respond to the evolving needs of Kingston’s young people.

Council has authorised officers to finalise plans for an integrated youth facility at the Mordialloc Masonic Hall that would see Kingston Youth Services move from its current home at Westfield Southland.

The Masonic Hall will be refurbished and configured to provide a flexible space for

a variety of youth programs delivered by Council, and potentially other organisations.

The $2.5 million project involves significant improvements to both floors of the Masonic Hall and will create opportunities for Council to partner with other groups and services to make a positive social impact in the community.

An expression of interest process was undertaken in early 2017 to find a suitable tenant for the Masonic Hall, however no proposals received demonstrated suitable funding for the site’s rejuvenation.

After finalising project plans, the next step will be to apply for a planning permit before works can begin.

Mentone Reserve is one step closer to boasting a new sporting pavilion with Council recently approving concept designs for a state-of-the-art new facility.

We have been working closely with local sporting clubs on plans to restore and enhance the ageing GH Soppett Pavilion at the Mentone Reserve.

The beautiful old pavilion has been a local icon for decades, but is in poor condition and can no longer fully meet the growing needs of local clubs.

Plans for an enhanced pavilion include top-quality facilities for both male and female athletes that will serve our community for years to come, whilst retaining and conserving the historic grandstand.

The plans include: • increased space and number of change rooms to support female participation

• additional public toilets • increased social room space • larger undercover spectator area and first floor viewing deck • increased lobby and foyer areas • video room.

The project will provide a new home for the St Bedes/Mentone Tigers Amateur Football Club, Mentone Mustangs Basketball Club and Mentone Clovers Netball Club. The Mentone Cricket Club will also use the reserve.

Council has already committed almost $4 million to the project, the Victorian Government $1.5 million and the clubs $100,000. Council will seek the remaining $1.26 million funding through its 2018/19 Budget process.

Kingston’s new Customer Service Charter is on its way.

Kingston residents, businesses and employees all have their say in the development of a new set of standards for customer service at the City of Kingston.

Council wants to deliver great customer service - it’s at the heart of everything we do. To help reach this goal, we’re refreshing our Customer Service Charter to support and guide Council’s customer service delivery into the future.

In October a Community Panel – a group of 30 randomly selected Kingston residents and business meet to share ideas and make recommendations on the standard of service they expect from Council.

At the end of their deliberations the Community Panel identified 11 customer service expectations they have of Council, the list of expectations included friendly, courteous and knowledgeable

Council staff, customers provided with clear and accurate responses within a specified timeframe, customers being advised of when service request is complete and the same level of service being provided across all contact channels.

The Community Panel’s recommendations were then handed to a group of Kingston employees, made up of staff from across Council’s various service areas, to make recommendations about what Council needs to do in order to meet the expectations outlined by the Community Panel.

Christmas in Kingston Mordialloc Christmas Tree is something to look forward to – the annual highlight will be lit up thanks to the Mordialloc Traders Association.

Carols by Kingston is back for 2017 and has a fantastic line up, Christmas market stall (don’t forget to bring a bag for all of your Christmas goodies), a visit from Santa and his workshop for all the little elves in attendance to make stockings, decorations and presents!

Christmas tree collection service We offer a free Christmas tree collection service for residents in January.

Simply call us to book in the service and place your unwanted Christmas tree on your nature strip for collection.

To book a collection, please call Customer Service on 1300 653 356.

Bookings for each week close at 5.30pm Mondays, with collection arranged for the same week.

Kingston Libraries During the 2016/17 holiday season, Kingston Libraries will operate on reduced hours.

The summer timetable will commence from Monday 23 December 2017.

The Kingston Farmers’ Market is here to help you with those last minute gifts! This Christmas twilight market is on Thursday 21 December from 4pm - 7.30pm at Sir William Fry Reserve in Highett.

Australia Day events The City of Kingston celebrates Australia Day with both community and civic events.

The annual Australia Day Awards recognise and honour the outstanding achievements of citizens and community groups who have made a significant contribution to the local community. Award winners are officially announced at the

Pick up after your pet and cigarette butts Kingston is lucky enough to have not only beautiful parks and beaches but also a range of walking paths, off-lead areas and safe trails for walking and riding your bike.

All of these great areas are designed for everyone in the community to enjoy, so it is important that we keep it clean and tidy.

Pick up after your dog Did you know that Kingston dog owners are required under local laws to carry a litter removal device and must produce this on request of an authorised officer?

Some dog faeces may contain harmful bacteria and nutrients that can be washed through the stormwater system into natural waterways and Port Phillip Bay, which may contribute to excessive E. coli pollution readings on beaches following heavy rainfalls.

Unremoved dog faeces can also often be one reason influencing decisions to ban dogs from certain parks or beaches.

How to clean up after your dog:

Bin collection

• Cleaning up after your dog is easy. You can use plastic (or biodegradable) bags, trowels or pooper scoopers. Products are available that attach to your dog’s leash to store plastic bags for use during walks.

All bin collections will continue as normal on public holidays.

• Keep your bags/pouches/pooper scoop products with your leash, as a reminder to take them with you.

To ensure your bin is emptied, please place it out on the kerb the night before your scheduled collection day and do not remove it before it has been emptied.

• If using the plastic bag method, simply put your hand inside the bag, pick up the dog poo, turn the bag inside out, and then seal.

School holiday fun!

Kingston has your child’s school holidays sorted with a host of activities on offer over summer, including arts workshops, swimming, fun at the library and our actionpacked school holiday program.

Australia Day Breakfast on 26 January each year.

Kingston’s annual Globe to Globe World Music Festival is also held on Australia Day and showcases the very best in world music.

Globe to Globe is known for its diverse range of performances, workshops, international cuisine, kids’ entertainment, rides, and a spectacular fireworks finale!

Kingston residents have access to a range of waste services that include a kerbside garbage, recycling and optional garden waste collection, an on-call tree branch collection service and hard waste collections.

Council provides a free hard waste collection for Kingston residents between September and October each year. Even though this period has passed, residents can still book a collection of hard waste for only $55. Residents are also encouraged to donate useful items to their local op-shop or charity store.

You can still take paint, batteries and compact fluorescent lights to a permanent drop-off site. To find your nearest drop off location please visit the Sustainability Victoria website (sustainability.vic.gov.au).

• Disposal methods include council provided dog litter bins, or domestic landfill and waste collection, worm farms or composting units.

Safely bin your cigarette butts Did you know that cigarette butts are the most littered item in Australia and that six out of 10 Australian smokers litter their butts outdoors?

Not only is littering illegal but it is also damaging to the clean environment we all enjoy living in. Unfortunately butts littered on streets get washed into stormwater drains and into waterways where they leach toxic chemicals such as cadmium, lead and zinc.

As Kingston is situated on Port Phillip Bay, butts left on the beach and are commonly mistaken for food by marine life and have been found in the stomachs of fish, birds, sea turtles and other marine creatures.

With this litter being left around this summer it also puts small children and pets in danger of consuming these toxic and contaminated pieces of rubbish.

If you are a smoker, dispose of your cigarettes butts responsibly by always putting them in a bin.

PLANNING FOR A GROWING KINGSTON The Victorian Government estimates Melbourne will grow to 7.7 million people by 2051. Our city can’t keep sprawling everoutwards, so local Councils are faced with the challenge of how to accommodate more people without losing the amenity of our neighbourhoods.

In this ongoing series, Council hopes to respond to some of the common questions raised by the community regarding development and population growth in Kingston. Why are we growing? What are some common misconceptions about planning?

Planning is a complex topic with a lot of jargon. For many of us, our first dealing with local planning comes when the yellow signs are erected outside a neighbouring property advertising a proposed development.

The result is often confusion and misunderstanding about planning and the role of local government.

We have prepared this ongoing series to tackle some of your common questions, and this instalment answers some of the common myths about planning.

Council sets all the rules for local planning laws The Victorian Government has oversight of the Planning Scheme and can make changes as it sees fit.

Council plays an important role, working with the community, to develop amendments to the Planning Scheme.But in order to introduce an amendment, Council must have the support of the State Planning Minister. For example, residents who lived close to factories had called for Council to allow housing at the site in the hopes the factories would be replaced.

Council supported the proposed change however the Planning Minister did not support this amendment therefore no change could be made.

How will community infrastructure cope with growth?

How can I be kept informed about planning issues?

Council will approve all applications received in favour of the developer Council’s role as the planning authority is to assess any application we receive against the Kingston Planning Scheme.

On average, Kingston Council receives $1,716 in rates from every residential property, but we spend an average of $2,343 per property on services. The gap is made up by grants from the Victorian/Federal governments plus a range of council fees and charges including leisure centre, child care, parking and planning application fees. While we may collect rates from new housing, we also need to spend more on services for those new residents.

What is being done to manage the growth?

We also go to great lengths to bring developers and neighbours together to discuss any concerns about applications and try to find compromises.

Each week we hold several planning consultation meetings, which often result in changes being made to plans including moving/screening overlooking windows, providing extra landscaping screening, or altering driveway locations.

Council has approved everything I see being built in our community Unfortunately Council may refuse permission for a development, only to have the Victorian Civil and Administrative Tribunal (VCAT) overrule us and give approval for a development to proceed.

Council spends many thousands of dollars each year fighting cases at VCAT, yet at times we are overruled.

Key local examples of VCAT overruling Council to approve a development including the 14 storey tower at the former Red Rooster site (next to Southland) and the multi-storey apartment building at the Nepean Hwy/Warrigal Rd/ Balcombe Road intersection in Mentone.

At other times, local projects may be conducted by the Victorian Government and therefore do not require local council approvals. A recent example of this is the Level Crossing Removal Project where Council is working to positively influence the project, yet ultimately is not the decision maker.

Council recently held three Ward Meetings to help inform a Neighbourhood Character Study, Housing Study and Parking Review across the municipality.

North Ward residents turned out in force – in fact there were around 170 of you at the City Hall session last month.

What we heard was that you want to see the amenity of your quiet streets protected, more on-street parking for residents, less large developments, improvements to traffic and the preservation of our natural environment.

Throughout November and December we celebrate UN Women’s 16 Days of Activism against gender-based violence.

In the last year, there have been 962.5 incidents of family violence per 100,000 population in Kingston. It’s important that we all play a role in reducing the rates of family violence, and in particular educate our young men how they can help prevent violence against women.

Working for a small not-for-profit peak body has been a rewarding challenge and has embedded in me a passion for social and affordable housing, and given me a wealth of knowledge to put to good use here at Kingston.

There is much work ahead of us, but we are up for the job.

Congratulations to North Ward Councillor Steve Staikos on his election as Mayor for 2017/18. I am sure his experience, passion for local government and local area will provide a sound base for a good year.

The past two months have been very busy with Cheltenham Community Centre hosting a fantastic Children’s Day, and the Mordialloc Community Centre conducted an impressive high tea in appreciation of the wonderful work of all the volunteers.

Council also hosted a thank you function for many of its Aged and Disability and Library Service volunteers as well as a fantastic luncheon hosted by John Blackman for several of our centenarians.

It was amazing to hear their reflections and stories about the extremely difficult times during and after the war. Their contributions should not be forgotten.

Council also facilitated three ward meetings to inform and allow the community to contribute to the discussion around neighbourhood character and the future planning of our city. All were well attended and many suggestions and ideas put forward. Cars, parking, and traffic were a key issue raised by residents.

In conjunction with Victoria Police and other emergency service agencies we also hosted three Community Safety Forum to try and foster better community involvement and awareness.

There have been many community discussions and conversation about the forthcoming level crossing removals at Cheltenham and Mentone, and whilst these projects are under control of the Level Crossing Removal Authority, it is hoped that council can provide advice and assistance to improve community amenity, visibility, function, and accessibility of the areas once they are completed.

As we move into the warmer weather, it’s once again time to ensure we are safe in and around the water. Naturally people will flock to the beach as Kingston has plenty of great ones to choose from, but there will also be the backyard pools and spas, out of action during the winter, but now a daily focus for many.

Please make sure any children are supervised and wearing flotation devices, never too early for some swimming lessons also. At the beach please observe any warnings or advice from the volunteer lifesavers, they are there to help.

Council has been working closely with the LXRA on exactly what is going to happen in Cheltenham and Mentone when the level crossings are removed. The community have told us loud and clear

that whilst they know things will change, they want us to take advantage of those changes and secure extra parking space for commuters, better bus connections and an increase in public open space. On the face of it these things are all possible so Councillors will be working to ensure the LXRA supports our community.

Our long awaited Neighbourhood Character Study has commenced, thanks to all those residents who attended any of the three ward meetings held in October, your contribution was invaluable. The process will now involve the experts engaged by Council traveling the city, assessing what characteristics prevail in each area, at the same time remaining mindful of the feedback you have provided.

There will be ongoing resident engagement so please when the opportunity arises make sure you get involved.

Congratulations to our new Mayor, Steve Staikos. As Mayor in 2010, Cr Staikos initiated Kingston’s Green Wedge Plan, which has been critically important to its protection since 2012. Cr Staikos was instrumental in rezoning the northern Green Wedge to phase out the quarries, tips and concrete crushers and has already moved to implement other parts of the plan including the Chain of Parks.

Thanks to the 310 people who attended the Central Ward Meeting. I attended all three ward meetings and noted that the messages were similar: residents want more of the trees on development blocks saved and they want development that respects their neighbourhood character.

They want more parks and better protection for our green spaces, especially the foreshore, wetlands and Green Wedge and better parking management.

While Clayton and Carrum are now planning for public open space and parkland under their elevated rail, as a community we need to decide how to deal with the unsightly trenches that will result from the rail under road option chosen by State Government for Cheltenham and Mentone. Have a look at the trench at Moorabbin or at any of the new stations at Bentleigh, McKinnon etc. Is this what we want for our stations? But roofing (decking) the trench costs money and LXRA advised it will need to be paid for by selling the airspace for development above the rail trench. Council’s draft Cheltenham Structure Plan review proposes 6 - 8 storey development above the corridor. The question is how much development and how high is acceptable as an alternative to an open trench.

Have your say on these plans at a drop in session at 5pm on Tuesday 5 December at Council’s Cheltenham office prior to Council submitting to State Government.

I loved celebrating Karkarook Parkrun’s first birthday in November with so many local park runners. It’s great to see Kingston residents embracing Parkrun and joining in each week. Parkrun is a free community event run by volunteers. It’s a 5km timed run/walk held at 8am each Saturday morning. If you are looking for a great way to start your weekend, Kingston has two Parkruns for you to choose from: Bicentennial in Chelsea and Karkarook in Heatherton. It was inspiring to attend the ‘I Sea. I Care’ Awards night and hear from our Junior Marine Ambassadors who have learnt so much throughout the year.

Congratulations to Patterson Lakes Primary for being awarded School of the year. Thank you to the Dolphin Research Institute for delivering this wonderful programme throughout Kingston.

Kingston investment into Early Childhood Education Kingston’s investment into early education has been enormous over the past few years. I recently had the pleasure of opening two of our newest facilities in Westall Family and Children’s Hub and Chelsea Kindergarten with the Minister for Family and Children – Jenny Mikakos.

As a Council, we have prioritised early childhood education to ensure that our littlest Kingston residents have the best start to life with access to state of the art facilities, educators and maternal and child health services.

Photographers from across Melbourne are grabbing their cameras and heading into the suburbs of Kingston for a chance to win a share of over $7,000 in prize money in the annual Lens Mist photography competition.

Artists are encouraged to think creatively, be original and demonstrate technique.

Now in its eighth year, Lens Mist has traditionally celebrated Melbourne’s stunning beaches and environment around Port Philip Bay, but this year is different.

Twenty works will be shortlisted by a curatorial committee. The shortlisted images will be printed, framed, exhibited and will be eligible for one of three awards that will be displayed at Mordialloc Food, Wine and Music Festival and at DFO Moorabbin.

Lens Mist is now inviting artists to place the municipality of Kingston under the microscope and capture something they have never noticed before.

For the month of November two new articles have been posted on the Kingston Historical Website localhistory.kingston.vic.gov.au which draws attention to our involvement in the racing industry.

One written by Veronica Hahn and John Macnaughtan tells of A F Bradshaw, a man who involved himself in numerous aspects of the racing industry in the late 1880s. He owned the racecourse which he named Richfield. He died in 1911 and was described as one of the ‘most popular personalities to grace the Victorian turf’.

In the second article Leo Gamble writes of Jack Purtell, a Mentone boy, who was a very successful jockey in Victoria and overseas and who rode three Melbourne Cup winners. Jack served his apprenticeship at the Ted Temby stables and went on to win seven jockey premierships. Some of the horses he rode were Hiraji, Toryboy, Baghdad Note, Wodallo, Silver Knight and Rising Fast. He was one of the outstanding figures in Australian turf history.

Midsumma Festival

Presented by Kingston Arts, The subcommittee collective consisting of artists Arie Rain Glorie, Bridget Balodis and Jake Preval has made it their duty to unearth the ‘gaybourhood’ within Moorabbin for Midsumma Festival 2018.

Transforming the galleries into a temporary office over summer, the subcommittee will map the queer subtext of the local culture, leaving their door open to anyone who may have ideas about how queerness can be defined, located and referenced.

James Morrison is a multi-instrumentalist who plays trumpet, trombone, euphonium, flugel horn, tuba, saxophone, double bass and piano! James made his American debut with a concert at the Monterey Jazz Festival in his mid-teens, has performed all over the world and is headlining the Carols by Kingston in 2017.

Matt McMahon is a Sydney-based pianist, keyboardist and composer. Having studied music and English literature at Sydney University and jazz studies at the NSW Conservatorium of music, he has been actively performing and recording music since 1993.

Jazz vocalist Vince Jones is also an interpreter and composer of songs in a contemporary jazz style that appeals equally to listeners and his musical peers.

They never let poor Rudolph play in any reindeer games.

Then one foggy Christmas eve "Rudolph with your nose so bright, won't you guide my sleigh tonight?"

AWAY IN A MANGER

The Australian Women’s Choir was formed in July 2014 by entertainer Wendy Stapleton. This choir focuses on pop/rock and takes pride in performing some of Australia’s most iconic hits along with music from all over the globe.

Bernard Curry is a Sydney-based Australian actor, best known for his role in soap operas as Luke Handley in Neighbours and Hugo Austin in Home and Away.

Kate Amos is a young Melbourne soprano versatile in performing repertoire that spans genres. Kate was a guest soloist at the 2014 New Year’s Eve concerts in Sydney and Melbourne with Kate Ceberano, Mark Vincent, Dennis Walter and the APO Arts Academy.

Nina Ferro began her career as a Jazz singer and her music has become influenced more and more by her own passions and musical loves, those being soul, old school rhythm and blues, bluegrass and country.

Sammi Palinkas is a Melbourne-born singer/songwriter Sammi Palinkas is no stranger to the stage. Since an early age, she has performed in various theatrical capacities (credits include music, TV & stage), and has spent recent years song writing and recording between Australia and the US, with some of the hottest, award-winning creatives in the business.

Alan Fletcher featuring The Pacific Belles is an Australian actor of stage, television and film and musician, best known for his role as Karl Kennedy in long-running soap opera Neighbours.

Chelsea Plumley is an Australian artist who has performed in musicals, television, film, acoustic gigs, hosting, cabaret, and the concert stage.
